New hangar incentive program starts at Lake in the Hills airport

By JOSEPH BUSTOS jbustos@shawmedia.com LAKE IN THE HILLS – The village has started a new T-Hangar incentive program at the Lake in the Hills airport in order to bring in new tenants.

The program will be similar to a program the airport ran in 2012 and 2013 aimed at filling vacancies in the village-owned hangars.

Current airport tenants who refer new tenants who enter into a one-year lease will receive a finder’s fee equivalent to one month’s rent, which

is $302. The finder’s fee is provided as credit to the existing tenant’s account, airport manager Michael Peranich said.

New tenants who enter into a one-year lease would receive the first three months of rent for free and then pay the full monthly rate, Peranich added.

There would be no option to end the lease early.

The incentive program also includes a 10-cent-per-gallon reduction in full-service fuel purchased at the airport during the 12-month lease period, Peranich said.

their leases would not be eligible for the discount program, according to a memo written

by Public Works Director Fred Mullard to Village Board members.

The incentive program runs through May 31, 2015.

Adding one tenant would lead to a net revenue gain of at least $2,400, Mullard wrote.

Nine of the 10 spaces in the east T-Hangar are rented, and the west T-Hangar is mostly occupied by nonaeronautical storage, Mullard wrote.

UNION – A former auto repair shop in Union will soon help Marengo Fire Rescue respond quicker to ambulance calls in the area, the fire chief said.

The Marengo squad on Friday officially acquired the former repair shop at 6505 Main St., Union, for $225,000.

Marengo Fire Rescue will house a front-line ambulance and at least a reserve ambulance at the site, which had been vacant since late summer, Chief Robert Bradbury said.

The Union Village Board earlier this week granted the squad a special-use permit for its newest building.

It is Marengo Fire Rescue’s first building expansion in at least 30 years, Bradbury said.

“It allows for better response times to that part of our district and the citizens of Union,” Bradbury said.

“We have some subdivisions that take us too long to get to.”

The squad currently operates out of two stations in Marengo, one along Telegraph Street and another along Prairie Street.

With the property deal closed, Marengo Fire Rescue plans on staffing its new Union facility 12 hours a day within the next two months.

Firefighters would then man the building 24 hours a day, starting in the spring, Bradbury said.

The squad used existing funds within its budget to acquire the property, Bradbury said.

The new facility also will require some minor renovations, primarily to the facade. It already features bay doors and includes an office space.

The squad will not be adding staff with the building expansion, Bradbury said.

“This will enable us to get to several parts of our district a little faster,” he said.

By JOSEPH BUSTOS jbustos@shawmedia.com Last year, Amanda Lemke posted an online fundraiser to ask for help in paying for extra organizational materials, such as binders, folders, dividers and notebooks for her students at Heineman Middle School in Algonquin.

A few weeks later, there was a $400 donation waiting for her. Eventually, Lemke used it to buy binders, folders, even pencils for when her students need supplies, such as when an eighth-grade student came to the special education teacher looking for a spare pen and a notebook.

“Every day somebody wants a new pencil or new notebook,” Lemke said. “It seems silly to buy that much school supplies, but I’m always handing it out.”

According to the Education Market Association, teachers spent $1.6 billion out of their own pockets for classroom supplies or materials for the 2012-13 school year. In total, about $3.2 billion was spent on education products, the association said.

The association’s survey of 398 teachers included all grade levels.

On average, teachers said they spent $149 of their own money on school supplies, $198 on instructional materials and an additional $138 on other classroom supplies, for an average total of $485.

In order to help pay for those out-of-pocket expenses, more and more teachers have turned to online fundraising sites such as adoptaclassroom.org or donorschoose. org.

Lemke is in her seventh year as a teacher at District 158, which predominantly serves Huntley.

She’s had friends from out of state who have been successful at raising money online, so she decided to put up the page.

Dayton said teachers want to do their job well and have inviting classrooms.

She added teachers are able to deduct up to $250 off their federal income tax returns.

A first-year teacher may spend up to $1,000 on materials and supplies for a classroom or to build a library of books and resources, Dayton said.

“Those that can least afford it are spending the most to get a classroom [ready],” Dayton said.

Many elementary school teachers may buy items as awards for good behavior and to keep kids on track academically, Dayton said.

McHENRY – Cory Coleman did a bit of a two-step as he sang “Wagon Wheel” – a classic in his family long before Darius Rucker revived it – in the middle of the Windhill Pancake Parlor.

The 23-year-old Pensacola, Fla., native was one of 40 new Great Lakes Naval Base recruits being treated to a Christmas courtesy of the combined veteran organizations of McHenry.

“I didn’t even know it was Christmas before I came here,” Coleman said after singing his second number.

Coleman had been the one to break the karaoke ice after his fellow recruits volunteered him to sing. He does the cadence calls, so everyone knew he could sing.

The men, ranging in age from 18 to their 30s, started their holiday at the American Legion with breakfast and games before heading to the pancake house for dinner, karaoke and a visit from Santa Claus, organizer Marianne Ruiz said.

“It’s our favorite time of the year,” she said. “Some of them are away from home for the first time, so we hope it gives

County Board Chairman Joe Gottemoller urged Quinn in a Dec. 8 letter to veto the bill, concluding that it would increase the county’s costs by 425 percent.

“Our county will not be able to handle these extra costs without cuts in other county government services. We have no additional revenues to cover this new unfunded mandate,” Gottemoller, R-Crystal Lake, said.

The bill, filed by Rep. Kelly Burke, D-Evergreen Park, passed through the General

Assembly earlier this month in the last days of the fall veto session after the Nov. 4 election. The law, which does not take effect until June 1, attempts to defray some of the increased costs by ending the mileage reimbursement requirement and cutting the sizes of civil juries in half from 12 people to six.

For McHenry County, which contains the 22nd Judicial District, the new rate translates to a significant increase, Court Administrator Dan Wallis said.

The county paid out $58,950 in jury pay last year for 9,825 juror days, not counting $29,411 in mileage at 10 cents a mile. Given that about half of jurors serve at least two days during a week-long jury

service, which Gottemoller wrote was a “very conservative” estimate, he estimated the county would have paid out $309,488 more last year had the impending rates been in place.

Gottemoller, a zoning attorney, also wrote that the halving of civil juries will have little effect on the overall cost. His letter noted that only 16 of the 70 cases that went to trial last year were civil cases.

“As for the civil jury reduction to six jurors from 12, there would be a small savings; however very few civil matters are disposed of by jury trial. The vast majority of jury trials are criminal in nature,” Gottemoller wrote.

In order to encourage more fuel sales at the airport, the village has instituted a bulk fuel discount program that will run from Jan. 1 through July 31, 2015.

The discount program is an attempt to encourage additional fuel purchases by appealing to corporate aircraft customers. The discount will apply to full-service Jet-A fuel.

Under the program, customers will have to purchase 1,000 gallons a month to be eligible for a 15-cent-per-gallon discount, Mullard wrote. Customers would receive a rebate check at the end of the month.

Even after the discount, the airport would make 40 cents per gallon of Jet-A fuel sold from full service, Mullard wrote.

The McHenry County Snowmobile Association in cooperation with the McHenry County Conservation District has received $21,075 through the Illinois Department of Natural Resources’ local government snowmobile grant program to help maintain those trails during the next three years.

The trails travel through public and private land, connected through agreements the association has made with private landowners, conservation district spokeswoman Wendy Kummerer said.

“Most of that money goes toward grooming the trails and keeping them smooth throughout the season,” association President Dave Rudolph said.

This is the third such grant the two entities have received through their partnership, according to a news release. The funding will assist the McHenry County Snowmobile Association with costs associated with leasing a tractor to groom and maintain the network of trails.

The association incurs the costs upfront and reimbursed by the conservation district, who is then reimbursed by the Illinois Department of Natural Resources, the release said.

Much of the trail preparation is handled by volunteers, most of whom are members of 11 local clubs that make up the McHenry County Snowmobile Association.

The association’s system runs from Harvard in the west to Fox Lake and Wauconda in the east. Most of the trails are in northeast McHenry County, in Ringwood, Wonder Lake, Johnsburg, Richmond and Spring Grove.

The trails opened Dec. 10 but require snow of at least 4 inches of snow if the ground is frozen and 6 inches if it’s not.

A new state law raising jury pay to slightly above a pittance could mean big budget headaches for McHenry County.

Senate Bill 3075, signed into law Friday by outgoing Democratic Gov. Pat Quinn, requires counties to pay jurors a minimum of $25 for the first day of service and $50 each additional day. McHenry County jurors presently get $5 a day or $12.50 if they are seated and hearing testimony, plus mileage.

Quinn signed the bill over vociferous objections from larger counties that the mandate would further drain their financial resources.

Hyrkas said break-ins to homes where the owners are away for the winter are quite rare.

“It doesn’t happen often at all,” Hyrkas said. “The handful of residential burglaries we handle every year are people who are away at work and come home to find their homes burglarized. We don’t get many residential burglaries to begin with, but as for [snowbirds], that doesn’t

happen much at all. I can’t remember the last time that we had a report like that, off the top of my head.”

The first layer of defense is at the homeowner level, by ensuring a home looks occupied, police said. Homeowners should stop their mail or have it forwarded, Hyrkas said.

People also should make sure that driveways and sidewalks are shoveled after snowfalls, either by hiring a service or having a neighbor do it, and putting indoor lights on timers that are set to random intervals.

Trusted neighbors can be invaluable, especially if they are able to occasionally check on the inside of the home to look for frozen pipes or other winter damage.

Perkins said his department has been called to gain entry to a home because a pipe burst and a neighbor noticed water coming out of the house.

Perkins said the Sun City’s communities have excellent neighborhood watch programs that further deter crimes against unoccupied homes.

“People think about this if they’re going to leave for a few months,” Perkins said. “They just don’t turn the key and take off.”

“I was a new teacher, recently married, I didn’t have money to go out and buy extra stuff for all my kids to have access to,” Edge said. “What could it hurt?”

There are materials Edge shares with other teachers, but sometimes finding Spanish materials for her students can be difficult.

She’s never totaled how much she’s spent out of pocket for her classroom, but the $5

here and there can add up, she said. It has been more than the $250 a year she can write off of her taxes, she said.

Edge added she does get a budget from District 200 each year of about $100 for materials. And that budget would vary from building to building and year to year, Edge said.

Last year, she was able to buy Spanish books for her dual language kindergarten class with the help of Donors Choose.

On her online fundraiser page there were messages,

including one from a donor who lives in Rockford but is formerly from Woodstock.

The messages were to Edge and how they were glad she encouraged children to read.

McHenry County’s snowbirds – people who spend the winter in places with warmer climates – will pack up in the days following Christmas to head south until spring.

But leaving one’s home unattended for several months presents a set of challenges. A home that appears unoccupied could become a more appealing target for criminals, and a burst pipe or old tree branch that gives way in a snowy winter can mean significant and costly damage.

The problems are easily handled with a little work and some common sense, according to local police.

Many police departments, such as Crystal Lake and Huntley, offer a patrol service for snowbirds. While Crystal Lake has a sign-up so police make daily drive-by inspections of such homes, Huntley police will make routine external inspections on foot, Chief John Perkins said.

About 100 people sign up for the service a year, he said.

The County Board in December 2011 approved a savings measure that decreased jury pay and mileage in exchange for releasing unpicked jurors after two days.

“We will be evaluating absolutely everything concerning the jury practice as to what we can do differently, what we can streamline, what we can do better, and try to minimize the impact of what the governor and the state legislature has put upon us,” Wallis said.

State’s Attorney Lou Bianchi said the state has made a decision and passed a law and that his office and the courts will abide by it.

“I believe it’s our civic duty to serve on a jury, but the legislators have decided [jurors] should be paid more,” Bianchi said.

Pay for Illinois jurors is near the bottom compared to other states. While about half of U.S. states require six jurors in civil cases, critics allege smaller juries mean more inconsistent verdicts and the likelihood juries can be more easily dominated by bigger personalities.

Rep. Jack Franks, D-Marengo, was the sole McHenry County lawmaker to vote in favor of the bill. McHenry County’s three Senators and four other representatives opposed it.
