Albany’s Halloween Fest will be Saturday, Oct. 28, at the Albany Legion and the Albany Fire Station.

Register at the fire station for the Halloween Pumpkin Design Contest from 1:30 to 2:30 p.m. with judging at 2:30 p.m.. Register at the Legion from 1:30 to 2:30 p.m. for the Halloween Costume Competition with judging following the pumpkin contest.

There will be door prizes, a photo corner, cake walk, basket raffle, 50/50 raffle (must be present to win) and a hot dog sack dinner after the 50/50 drawing.

There will be truck-or-treat, hayrack rides, raffle baskets, apple cider tasting and photo fun.

Concessions will be available from Frosted by Iabelle, Pulse 84 and Selmi’s Apple Cider Donuts.

For Shaw Local News Network Morrison High School will host a Veterans Day Recognition assembly from 11:45 a.m. to 12:25 p.m. Friday, Nov. 10.

The assembly, which will be in the school’s auditorium, will provide an opportunity for students and staff to recognize those who have served in the armed forces. In addition, Morrison High School’s National Honor Society chapter will serve a light lunch

to participating veterans at 12:30 p.m. as a gesture of the collective appreciation for their service.

All Morrison area veterans are cordially invited to the recognition event.

Veterans are welcome to begin checking in at 11:15 a.m. at either the “pool ramp” entrance in the rear parking lot or the front entrance at 643 Genesee Avenue. There will be reserved parking spaces in the rear parking lot for all veterans who RSVP for the event.

Morrison veterans, if you are able to attend this year’s luncheon and

assembly, please contact Brian Bartoz, social studies and driver’s education teacher, to confirm your interest in participating in the Nov. 10 event. Also indicate whether you would be interested in sharing the story of your service in the armed forces with smaller groups of students through classroom visits after the main assembly.

Morrison High School also invites all students to pay tribute to family members, relatives and neighbors who have served in the military through the My American Hero project. Partici-

pants are encouraged to attach the service member’s photo (preferably a copy of a photo) to the My American Hero sheet that is available in the high school office. Please return all completed sheets to the high school office. The submitted sheets will be posted near the trophy case from late October through late November.

MORRISON – Former Whiteside County State’s Attorney Gary L. Spencer is applying to replace retiring 14th Judicial District Judge Stanley B. Steines, who is based in Morrison, the state Supreme Court said in a news release.

The public is invited to comment on Spencer’s application to the committee that is assessing his qualifications. After members have received the input and interviewed Gary L. Spencer Spencer, they will report their findings to the Supreme Court of Illinois, whose judges make the final decision.

Whiteside Forum to host program on conservation The Whiteside Forum continues its 2023-24 season with guest expert Brian Ritter speaking on “Conservation: Nahant Marsh, the Mississippi River and Beyond” on Sunday, Oct. 29, in the community room of the Odell Public Library in Morrison.

The event, located at 307 S. Madison St., will begin at 2 p.m. and is free to attend.

Ritter is the executive director of Nahant Marsh and the program director for the Eastern Iowa Community Colleges Conservation program. He teaches EICC courses on-site and uses Nahant preserve as

an outdoor classroom.

The Nahant Marsh preserve is the largest urban wetland on the Upper Mississippi River and is located in Brian Ritter Davenport, Iowa, on a former Superfund site. After the cleanup, wildlife and plant life

showed a vast improvement, so much that it was decided to make the wetland a nature preserve and Nahant Marsh Education Center was born.

If appointed, Spencer, 74, of Morrison, will serve until the first Monday after the November 2024 election unless he chooses to run for the seat and is elected.

Before being elected a circuit judge in 2006, Steines, 59, was a Whiteside County assistant state’s attorney.

Spencer, the only applicant for the judgeship, was the county’s top prosecutor for 31 1/2 years before stepping down in December 2012. He has been in private practice with Mertes & Mertes in Sterling for nine years.

The 14th Circuit serves Whiteside, Henry, Mercer and Rock Island counties.

POLICE REPORT Fulton Oct. 18 Benjamin Jefferson III of Clinton, Iowa, was cited for no valid driver’s license in the 900 block of 10th Avenue. He was released with a notice to appear.

Oct. 19 Eric J. Salter of Clinton, Iowa, was arrested on a Clinton Police Department Warrant in the 1000 block of Fourth Street. He was transported to the Whiteside County jail.

Individuals named in the report have been accused of a charge. They are presumed innocent until proved guilty.

She was a skilled cake decorator, receiving numerous awards for her talents. But above all, her family was her greatest source of pride and happiness.

Survivors include her two daughters, Dixie (Robert) Shaff and Connie (Scott) Hoffman, both of Fulton; her two sons, Roy (Kim) Abbott of Fulton and Ron (Claudette) Abbott of Thomson, IL. Koch’s presentation is a short overview of farmstead and barn construction in parts of Germany. He concentrates on the specific Hausbarns found in northern Germany and Denmark and the Hallenhaus and Haubarg farmsteads. While both the Manning and DeWitt, Iowa, barns are Hallenhauser, there are no Haubarg-type barns in this country. Only about 100 of these very large barns exist in Germany and Denmark.

Koch’s presentation will explore the traditional European farmsteads and compare them with those built later by German and Scandinavian immigrants in the Midwest. The presentation also will visit a German Farm Museum and discuss machinery used for small subsistence-level farming.

There is no fee to attend this program.

The Morrison Heritage Museum is listed on the National Register of Historic Places and the 1865 building is accessible to everyone from the back parking lot.

Plans for Harbor Crest Home advanced several steps at a special meeting of the board of directors. A major step was the raising of almost $1,000 through voluntary contributions by board members and one other person to be used toward the down payment on the site for the new home. In addition to the amounts volunteered by board members to help meet the payment of $1,200, a check was sent in by Henry Holesinger as a preliminary contribution to the project.

Oct. 26, 1983

William J. Considine, a former Fulton mayor and active leader in many organizations and official bodies, died at age 85 at Mercy Hospital after a brief illness. Considine worked for Fidelity Life Association and the Northwestern Railroad for a time and operated Considine’s Confectionery and School Supply for 20 years. He later opened an insurance agency, served as city clerk, mayor, fire chief and original member and president of the Whiteside County Board of School Trustees, was a 57-year member of the Fulton Post of the American Legion, charter member of the Fulton Country Club and bowled for 20 years as a member of his church’s bowling team.

Trustees of the Fulton Flood Control District adopted an ordinance prohibiting the driving of any type of motorized vehicle “on, over or across the flood protection levee or upon the approaches thereto.” The ordinance was adopted as a result of numerous complaints that vehicles, including trucks and jeeps, were driving along

the levee and causing serious damage.

Oct. 20, 1993

Jane Orman, president of the River Bend School Board, presented a Golden Eagle Award to Cheryl Edwards at a board meeting. The certificate said the recipient “gave above and beyond her role as parent and support of the overall program and activities at Fulton Elementary School.”

River Bend schools recently were summarized by the Illinois State Board of Education and the statistics ranged from teaching experience, class size and salaries of teachers.

Almost every category proved the local school system is compatible with other schools in the state of similar size except in River Bend it cost $3,592 a year to educate a child. The state average is $5,327. River Bend has smaller class sizes than the state average. Teachers’ salaries are almost equal between River Bend and similar schools in the state. The salary of River Bend’s administrator is about $10,000 less than the state average.

Administrators from River Bend and Thomson schools are discussing the possibility of a merger between the two school districts, citing a drop in enrollment and more reductions in state aid as the reason. The two super-

intendents said there is a good chance the state might have to reduce funding further, leaving districts to choose between cutting costs or raising tax revenue to make up the difference.

They feel a merger could help to reduce costs. If a merger is proposed, the superintendents said the districts would host public meetings. A referendum approving the merger then would have to be passed by voters in both districts.

The 1st Gateway Credit Union held a ribbon-cutting representing the opening of the branch as part of the open house celebration. Byron Kasterke, branch supervisor, was with Mayor Howard VanZuiden, who cut the ribbon.

Fulton selected Ed Cannon from more than 50 applicants received during the past three months. The mayor presented his recommendation and the City Council’s executive committee presented its findings to the council at a special meeting. Ed’s leadership skills were well-documented: a 20-year career in the Air Force and hands-on experience in running the family-owned business.

By STEPHEN D. HARRISON, M.D. It’s the season when several illnesses may lead to dehydration. This occurs from fluid loss through vomiting or diarrhea, or if there is an increased need for fluids during times of illness. While dehydration may occur quickly in the young, fortunately most of the time it also can be corrected quickly outside of the hospital if some basic measures are taken early. The younger the child is, the more readily they may develop dehydration.

What are some of the signs to watch for?

As a minimum, your child should have three wet diapers or three urinations a day. While the doctor will not necessarily need to hospitalize the child if this does not occur, this is something for you as a parent to watch for as a guideline for concern as an outpatient.

Secondly, your child should have tears when they cry. This is another matter that can be watched by parents. Some benefit may be gained from observing the concentration of the urine in appearance and odor. There are many factors that can affect this, so it is not a very reliable indicator. Your physician may

observe skin texture and turgor, as well as check the membrane linings, mucosa of the mouth and other vital signs.

Increased irritability is another factor that may occur with dehydration though there are many other factors that could cause this as well.

After dehydration has been identified, how does one treat it?

The most important thing is to keep an eye out for this potential complication from many viral illnesses, and secondly, begin treatment early and encourage frequent fluids. Many parents will ask what is the best fluid for a child. It is one the child normally enjoys.

This even includes milk, according to current guidelines. For years, it was felt that milk might aggravate the situation of diarrhea. While it is true that more stools may be produced while on milk, it is felt that the fluid far outweighs any losses that may occur. Furthermore, drinking milk during a viral flu-like illness or diarrhea does not prolong the number of days that the child has the illness. It is generally not necessary to put your child on clear liquids, such as water or 7Up. In fact, these remedies do not have proper balances of sugar, salt, potassium, etc. Sometimes even apple

juice can perpetuate the diarrhea. In addition, soft drinks with caffeine should be avoided because they increase the loss of water and salt. Even plain water may be inadequate for the body’s sodium and sugar needs. Still, during a time of illness, your child may have a favorite beverage and the general rule of thumb is any liquid is preferable to no liquid, with the exception of harmful substances.

The World Health Organization developed an oral solution in the 1960s that improved the absorption of saltwater preparations and saved the lives of many dehydrated people.

WHO formula for dehydration: • Table salt – ¾ teaspoon • Baking powder – 1 teaspoon • Sugar – 4 tablespoons • Orange juice – 1 cup • Water – 1 quart/liter Studies show mild to moderate dehydration actually will respond to outpatient oral rehydration more quickly than IV therapy. IV therapy is better for more severe dehydration.

When and what do I feed the child?

Generally, sick children are fairly good judges of when to eat. Some foods to consider and encourage when they

are ready to eat include starchy foods such as noodles, bread, rice and potatoes. For babies who are old enough, baby rice and cereal in a thin paste has been quite helpful. They generally will take food whenever their bodies are ready for this, but, unfortunately, they will sometimes not take in the adequate fluid that their bodies need unless they are encouraged and helped.

This brings up the issue of what method to employ. If your child is not taking in adequate amounts of fluid or if they vomit them back up rather quickly, it is advised that the child who is old enough be offered fluids by a spoon given repeatedly and frequently. The experts are not sure why this route seems to work, but it has been shown that children often are able to keep down the liquid better and longer. Children empty their stomachs quickly. One of the keys to the spoon treatment is to keep coming back to the spoon and using it frequently. If your child is under six months of age and has a hard time using the spoon, consider brief trials of a syringe, provided no choking is involved. If this measure does not resolve the problem in a short time, your physician should be consulted.

Tree removal underway on Illinois 78 in Morrison Work is in preparation for $5 million reconstruction project in spring 2024 DIXON – The Illinois Department of Transportation announced that construction is underway on Illinois 78 in Morrison. The $5 million project will reconstruct Illinois 78 from U.S. 30 to south of Academic Drive on the city’s south side.

IDOT will use a current closure of Illinois 78 in the area by the city of Morrison for water main replacement work to remove trees for the reconstruction project. The road is open to local traffic with posted detours for through traffic.

The tree removal work is expected to be completed in three weeks. Afterward, there will be periodic lane closures for additional work during the fall and winter before construction resumes in spring 2024. Illinois 78 will close again at that time until the recon-

struction project is completed at the end of fall 2024.

Motorists can expect delays and should allow extra time for trips through this area. To avoid the work area, when feasible, use of alternate routes should be considered. Drivers are urged to pay close attention to changed conditions and signs in the work zones, obey the posted speed limits, refrain from using mobile devices and be alert for workers and equipment.

Over the next six years, IDOT is planning to improve more than 3,000 miles of highway and almost 10 million square feet of bridge deck as part of the Rebuild Illinois capital program, which is investing $33.2 billion into all modes of transportation.

Accomplishments through Year Four of Rebuild Illinois included about $12.1 billion of improvements statewide on 5,339 miles of highway, 533 bridges and 762 additional safety improvements.

DIXON – Sauk Valley Community College has entered into an agreement with University of Illinois Extension to expand agricultural education programs.

SVCC President David Hellmich signed an agreement Friday, Oct. 13, with University of Illinois Extension that focuses on horticulture within the agriculture program on campus.

The agreement includes greenhouse coordination, horticulture instruction, Master Gardening consultation and non-credit community programs focused on agriculture.

“SVCC is pleased to continue to expand offerings for our students,” Hellmich said. “This agreement with University of Illinois Extension provides for a new hands-on learning opportunity for our students and for our community.”

Through the agreement, SVCC students will have the opportunity for hands-on experience in horticulture and greenhouse growing techniques.

Additionally, non-credit programs will be offered for the community to learn about agriculture and horticulture on SVCC’s campus. All instruction will be facilitated by University of Illinois

DIXON – Sauk Valley Community College’s Early Childhood Education program saw an increase in enrollment for the fall 2023 semester because of expanded access and financial incentives.

The increase in enrollment comes at a time when the region is experiencing a decrease in educators. SVCC aims to remove barriers for college students looking to pursue early childhood education to offset the decrease in educators and fill desperately needed positions in local schools and child care facilities.

For the 2023 fall semester, the ECE program at SVCC saw a 128.7% increase in registered credit hours from fall 2022. Additionally, this is a 208.5% increase in hours from fall 2021.

The ECE program at SVCC provides support to future educators academically, professionally and financially to remove barriers that students may face throughout their academic journey. With the support of Early Childhood Access Consortium for Equity Scholarships, Sauk Valley College Foundation Scholarships and institutional grant funds, SVCC extended financial support to assist students with tuition and fees, books and supplies, living expenses

and technology devices to support their studies.

Twenty-one students received Illinois Student Assistance Commission scholarships totaling $122,639 for the 2022-23 school year. There was an additional $24,301 awarded in tuition and bookstore credits across spring, summer and fall 2023 semesters. Technology support was provided each semester to allow access for all students to pursue higher education in the area of early childhood education.

“These funds have a dramatic impact on a student’s ability to stay connected to their instructors and coursework while continuing their local employment in early care and education,” said Beth Smaka, an early childhood education professor.

“Investing in our students supports them becoming academically and personally successful by reducing the barriers students face while completing their degrees,” said Celina Benson, early childhood education academic adviser and outreach coordinator.

The financial initiatives of ECE will continue through June 2024.

Farmers took advantage of the sunny skies over the weekend to try to get this year’s crops harvested.

The Northwest Illinois Sports Hall of Fame held its 36th annual induction ceremony Oct. 14 at Manny’s Pizza in Savanna.

Inducted was the 1982 Morrison girls basketball team, coached by Kevin Burns and assisted by Pete Mitchell. The Fillies ended their season with a 23-4 record, losing in the Elite Eight to the eventual state champions Kaneland 49-42.

The Fillies were the Three Rivers Conference champion with a 13-1 record. Their one conference loss came to Prophetstown, who they beat in the regional semifinals. Their other

losses came to Class 2A Sterling, back when there were only two classes for tournament play.

This Morrison team was the first Class A girls team to reach the Sweet 16 three times in a row.

Team members Barb Smith, Kim Kelly, Sherri Pannier, Kelly Williams and Lisa Beto were all-conference performers.

Smith, Kelly and Pannier received all-area honors and along with Williams were named Quad Cities Times All Western Steve Siefken Illinois. Fulton grad Evan McCallister inducted into Northwest Illinois Sports Hall of Fame Evan McCallister was one of the inductees into the Northwest Illinois Sports Hall of Fame on Saturday, Oct. 14, at Manny’s in Savanna.

McCallister graduated from Fulton High School in 2003. He competed in football and wrestling.

In football, McCallister had a 40-win varsity record and played in 12 playoff games for the Steamers. He played both sides of the ball as a running back

and defensive end and received all-conference and all-area honors from 2000-02. He was named the Clinton Herald and Sterling Gazette Player of the Year in 2001. In his career, McCallister rushed for 3,633 yards on 512 carries with 42 touchdowns.

As a wrestler, McCallister was all-conference four times. He is fourth all-time in Steamers history with 132 wins. He was a three-time state quali-

ODELL LIBRARY NEWS Odell library to host annual book and bake sale Nov. 4 Mark your calendars! Odell Public Library Friends will host their annual Book and Bake Sale from 9 a.m. to 2 p.m.

Saturday, Nov. 4. The sale will be held in the program room where whatever fits your reading pleasure can be found from romance to western to science fiction to biography, history, travel, cooking,

gardening and crafts. Included will be children’s books and those for the young adult reader.

Not to be outdone, our bakers will have a tantalizing array of baked goods including pies, cakes, breads, muffins, cookies and more. These goodies, made by our Odell readers, can be enjoyed immediately or frozen for the upcoming holidays.

Both books and baked goods will be sold by donation only. Do not miss this wonderful event that raises money for your local library and helps the library buy essential items!

Wee Naturalists program at Odell Library The University of Illinois Extension Wee Naturalists, in partnership with the Odell

Public Library, will have fun, interactive programs for youth ages 3-6. Come and explore environmental education topics through stories, activities, crafts and outdoor exploration.

Each program will be from 1 to 2:30 p.m. at the Odell Public Library, 307 S. Madison St. in Morrison.

Clouds will be the topic of the next program on Saturday, Nov. 4.

Thirty-six companies, career training programs, colleges, organizations and military service branches participated in Morrison High School’s fifth annual College and Career Fair on Wednesday, Oct. 18. Before the main event in the gym, students participated in four breakout sessions in which they met with presenters in classrooms across Morrison High School in order to learn more about colleges and career programs of interest.

About the Mustangs: Morrison won its first six games – its best start since an 11-1 season in 2019. The Church of the Cross annual Fall Bazaar and Luncheon will be Saturday, Nov. 4, at the church, located at 22621 Routes 2 and 92, Port Byron. The bazaar will be from 10 a.m. to 2 p.m. The luncheon will be from 11 a.m. to 1 p.m. with a menu of chicken casserole, a variety of salads, dinner roll, drink and dessert.

Dine-in or carryout will be available.

The cost per meal is $10.

The bazaar will feature a variety of crafts such as holiday decor, wall hangings, baby books, bib aprons, crocheted stuffed animals, woven rugs and hot pads, potholder towels, RADA cutlery, dip mixes and much more. New this year is Grandma’s Attic, which has a selection of gently used unique items.

There also will be a bake sale with breads, cookies, pies (whole or slices), pickles, jellies and salsa.
