Friends of Troop 351 of Rapids City held the Bingo fundraiser to raise money for the Scouts’ Wisconsin camping adventures in a cave in May and on a submarine in June, as well as their normal local summer camp outing. The Scouts worked together to come up with music and movie clips for the questions, while Troop leaders and parents prepared the nacho bar, bake sale, various raffle baskets, and the 50/50 raffle.

New trustee on Port Byron board

Port Byron will have a new trustee at the next meeting after the resignation of Stacey Getting, who recently moved out of the village.

Tami Marsden, who’s been serving on the Economic Development Committee, was appointed as trustee by Mayor Barb Cray at the meeting on Monday, March 21. Getting was elected for a 4-year term in 2021, with Marsden to fill the remainder of the term. She will take the oath of office on Monday, April 4.

The board approved the 2022/23 budget ordinance that was reviewed at the last meeting. They also discussed ongoing work and payments for the IL 84 sidewalk project, with trustee Gerry Meade asking if the village needs to pay an additional $60,000 to MSA due to the extended work schedule. If contractor Miller Trucking & Excavating finishes the project by April 15 the amount will be less, but IDOT first needs to approve the changes. “There is unfavorable publicity from this, as it was supposed to be done in November,” Meade stated.

Trustee Wayne Oney updated the board about ongoing discussions with Blackhawk Bank & Trust, MSA engineers and the IRDC Committee on acquiring and demolishing the bank property and making it a parking lot.

Oney also reported that maintenance

staff are reviewing the water system, as some water meters aren’t reading properly or are going backwards. “We’re not sure what’s going on,” said Oney.

The board discussed the upcoming second annual Adult Easter Egg Hunt on Saturday, April 9 at 8 p.m. on Main Street. Tickets are available for $5 at local businesses, and organizers are still collecting donations from area businesses for prizes.

They approved an $812.25 invoice from Bitler Heating Inc. for ductwork and installing new vents in the village office to help with heating and cooling distribution. They approved a resolution to sell a surplus 2012 John Deere tractor, revised the board meeting schedule to move the June 20 meeting to June 21 for the Juneteenth federal holiday, and announced that Zoom meetings will be discontinued. “We’re going back to the usual way of doing business, and back to normal,” said Cray.

The board also learned that Port Byron Township will hold a Senior Luncheon for all residents age 60+ on Thursday, April 7 from 11 a.m. – 1 p.m.

It will be a drive-through format with food in compostable containers, and seniors should call the village hall to sign up. Cray also noted that the water tower will be repainted soon, and the village is seeking volunteers to help with landscaping projects around town.

A Hillsdale clean-up day for all residents will be on Friday, April 1, the board discussed at their meeting on Monday, March 21.

The residential only clean-up will allow residents to dispose of unwanted items, which need to be by the curb by 6 a.m. on Friday. Items that will not be taken are hazardous waste, tires, paint, appliances, e-waste, and yard waste, though the board is working separately on collection days for e-waste and yard waste. The village is also providing information and resources on disposal of other items, with a focus on helping residents clean up their properties this year.

The board also reviewed summer mowing bids for the season. A bid by Spencer Excavating of Fulton to mow the Docia Street dike at $500 per time was approved, with special equipment necessary for the job that needs to be done a couple times a year, depending on the weather. They approved the Village of Port Byron’s bid to mow the lagoon dike at $190 per mowing, like last season. They also approved a two-year contract with Freelance LTD of Hillsdale at $450 per mowing on village-owned parcels and $380 per ditch weed eating. Freelance has been doing the village’s mowing, ditches, and snow removal for the past few years.

Finance Chairperson Joni Reiss went over proposed budget figures, noting an increase of nearly $30,000 overall from the current general fund budget due to increased revenue for a total budget of $271,875. The park improvement budget figure was increased for a possible pickle ball court and/or a walking track. Special clean-up costs were increased due to the board scheduling two village clean-up days in 2022. The Motor Fuel fund and Sewer fund budget figures will remain nearly the same, the only change being less interest due to rates.

The board learned that the “Hillsdale Welcomes You” sign will be placed on village-owned property just off Interstate 88 near the Hillsdale exit. The one-sided sign will also have a flag and light, with an installation team ready. They also approved an Easter Bunny visit at the Village Hall on Sunday, April 10 from 1-3 p.m. with photos and treats for the kids, and $150 donation for the Riverdale Unified Boosters golf tournament.

The board learned that Canoe Creek Township will have a spring clean-up day for Bethesda and Mt. Maria cemeteries on Saturday, April 9 at 11 a.m. Any volunteers are welcome to come and help clean up. Garbage bags will be provided, but volunteers are asked to bring gloves. Clean up will start at Bethesda first.

The Odell Public Library Friends kicked off a campaign on Dec. 8, 2021, to raise money to replace and update the library’s flooring. This promotion set its sights on raising $80,000 to purchase carpet tiles and vinyl and move the enormous amount of books and shelving.

The Morrison community has risen to the occasion with its generosity. The total on the thermometer shows $90,500 as of March 24. It is obvious Morrison loves its library as monetary gifts came from the community and beyond in gifts of $1 to $11,000.

“We at Odell library are so thankful for the outpouring of support,” said Katie Rider, youth services coordinator.

Barb Peterson, treasurer for Odell Public Library Friends concurred.

“There is still work to be done on this project, but the Friends say, ‘thank you to all,’ ” Peterson said.

The family of Dorothy Hook would like to invite all friends and relatives to an open house to celebrate her 90th birthday.

Dorothy was born March 5, 1932.

Cordova Library to host Quilt Show on April 4 Cordova District Library will be hosting a Quilt Show starting Monday, April 4. Whiteside jail suicide victim a Rock Falls man MORRISON – The Whiteside County jail inmate found unresponsive in his cell around 1:30 a.m. Friday, the victim of an apparent suicide by hanging, was a 22-year-old Rock Falls man, Coroner Joe McDonald confirmed.

Chevy Ray Allen-Wadelton was charged Wednesday and pleaded not guilty to criminal sexual assault involving force, aggravated criminal sexual abuse of a child 13 to 17, and criminal sexual abuse of a child

more than 5 years younger than he.

He was being held on $75,000 bond.

An autopsy is set for this afternoon. As is procedure, Illinois State Police are investigating.

Among others, Allen-Wadelton is survived by his mother, Julie Marschang of Rock Falls, sisters, Cherokee Wadelton of Tampico, and Mindy Hexom of Rock Island; and brothers, Zackery Wadelton of Dixon, William Stees of Tampico, Tyler Stees of Walnut, Dono-

van and Dakotah Stees, both of Sterling, and Skylar Stees of Lyndon.

Cremation rites will be accorded.

A gathering of family and friends will be held from 1 to 3 p.m. Friday, at McDonald Funeral Home in Rock Falls. A memorial service will follow, then a celebration of life will be held at Bear’s Bar in Lyndon.

Part-time Tampico officer convicted of misdemeanor battery A part-time Tampico police officer will remain on unpaid suspension as he appeals his conviction Thursday on four counts of misdemeanor battery.

A bench trial for Lonnie P. Smith, 42, of Morrison, was held Feb. 17.

On Thursday, Rock Island County Associate Judge Derek L. Hancks, who handled the case because the Whiteside County judges would have had a conflict of interest, issued his ruling, finding Smith guilty of two counts of domestic battery and two counts of battery, all misdemeanors, and not guilty of harassment by telephone.

According to court records, Smith held a person down by the legs, causing pain and bruising, on Sept. 6, 2019.

Smith was sentenced to two years

On Friday, March 18, about 6:35 p.m., Morrison police arrested Michelle R. Willock, 42, of Cicero pursuant to an arrest warrant issued by Whiteside County charging Willock with failure to appear – driving while license suspended. Willock was transported to the Whiteside County Jail.

On Sunday, March 20, about 3 p.m., Morrison police arrested Shaquille L. Coleman, 28, of Morrison pursuant to an arrest Warrant issued by Henry County charging Coleman with failure to appear – speeding. Coleman was transported to the Whiteside County Jail.

On Thursday, March 24, about 3 p.m., Morrison police arrested Jamison E. Smith, 47, of Morrison pursuant to an arrest warrant issued by Whiteside County charging Smith with failure to appear – unlawful use/possession of a weapon – felon. Smith was transported to the Whiteside County Jail.

The court clerk was directed to file a notice of appeal. Smith was represented by Dixon attorney Paul Whitcombe, whom he hired, but now will be represented by the Appellate Public Defender’s Office.

Smith was a Morrison police officer when he was hired by the village on Feb. 21, 2021. Because of the

pending battery charges, his Firearm Owners Identification Card was suspended and the village had to seek a waiver from the Illinois Law Enforcement Training and Standards Board to allow him to carry a gun, but only while on duty.

The board denied the waiver in September, and Smith has been on suspension since that time.

Now that he has been convicted of a violent offense, the board could move to decertify him, but an appeal of his conviction puts that process on hold.

In the meantime, he remains on unpaid suspension, and his personal guns, which he is not allowed to possess without a FOID card, have been placed under lock and key at the Tampico Police Department, Chief Mike Lewis said.

On Friday, March 18, about 8 p.m., Morrison police responded to 205 E. Winfield St., Morrison regarding the theft of a motor vehicle. As a result of the investigation, on Thursday, March 24, about 3:42 p.m., Morrison police arrested and charged Joseph M. Bramm, 58, of Morrison with theft (Class 3 felony). Bramm was transported to the Whiteside County Jail.

Morrison development group offers new loan, grant programs

The Morrison Area Development Corp. is rolling out a slate of new programs designed to help businesses reinvest in their properties.

The new Morrison Community Improvement Fund committee will be responsible for overseeing and promoting these new programs.

New programs are: • The Opportunity Fund Grant Program, which is open to any business in the Morrison ZIP code. Eligible expenses include website development, build-out for city services to a property and grants for new business expenses if it locates within the city’s arts, cultural and entertainment district.

• The Business Facade and Beautification Loan Program, which allows applicants to apply for up to $5,000 for things such as exterior improvements to a commercial property.

• The Revolving Loan Program, which is designed to provide gap financing for local capital projects that can’t obtain financing without this MACD-funded program. Businesses can request $10,000 to $50,000.

All programs have dollar limitations and specific parameters. Some programs will have an application fee if a project is approved.

MORRISON – Former Morrison Mayor R. Everett Pannier is hospitalized and his wife, Nancy, is dead after he crashed into a tree at at 202 S. Orange St. shortly before 9 a.m. Sunday.

Nancy K. Pannier, 78, was pronounced dead at Morrison Community Hospital Hospital.

Everett Pannier was flown to Javon Bea - Riverside hospital in Rockford. As of Monday morning, he was listed in critical condition, a spokeswoman there said.

He was southbound on Orange Street, went off the road and struck the tree around 8:47 a.m., Police Chief Brian Melton said.

A witness said he heard the car accelerate; the investigation into the cause of the crash continues, Melton said.

Born: November 4, 1955 in Clinton, IA Died: March 22, 2022 in Fulton, IL WANDA SUE HUFF, 66, of Fulton, IL, died Tuesday, March 22, 2022 at her home in Fulton.

Funeral services will be held at 2:00 PM Monday, March 28, 2022 at the Fulton Chapel of the Bosma-Renkes Funeral Home, officiated by Pastor Ron Lott of First Baptist Church in Clinton, IA. A visitation will be held from 2:00-5:00 PM Sunday, March 27th at the funeral home. Interment will be in Fulton Township Cemetery.

A memorial has been established.

Wanda was born November 4, 1955 in Clinton, IA to Robert and Luella (Buikema) Deelsnyder. She was educated in the Fulton Grade School and was a 1973 graduate of Fulton High School. On June 22, 1973 she married Daniel E. Huff in Fulton. He died

January 22, 2006. Wanda was employed at the Fulton Journal Newspaper and then at International Paper and Clausen Supply, both in Clinton. She enjoyed going shopping and attending drag racing events with her husband. She was an avid Fulton Steamer Fan, and her greatest joy in life was spending time with her family, especially attending her children and grandchildren’s activities.

Survivors include two daughters, Angela (Steven) Frederick of Fulton and Jessica (Merle) Lawrence of Clinton; two sons, Taylor Huff and Cody (fiancée Olivia Daley) Huff, both of Fulton; five grandchildren, Ian and Livie Frederick, Madison Meggenberg, Daniel and Hudson Huff; three step grandsons, Hunter, Brycen and Kyler Lawrence; one sister, Roberta Bush of Morrison, and one brother, Warren (Earline) Deelsnyder of Fulton.

She was preceded in death by her parents; her husband, Dan; a sister, Nancy Dykstra; two brothers, LaVerne Deelsnyder and Erwin Deelsnyder.

Morrison school board approves laptop purchases

The Morrison Board of Education approved tech upgrades and reviewed ongoing projects at their meeting on Monday, March 21.

The council approved the purchase of 250 Chromebooks and 250 licenses at a total cost of $50,250.

Each unit costs around $200, with the purchases as part of normal rotation. However, the board agreed to order them earlier to ensure they’ll arrive by the summer.

The board also learned that two representatives from the Learning Technology Center of Illinois will be performing a cybersecurity and network assessment of the district’s cyber infrastructure, with a report to come at the next meeting. They also renewed an agreement with Frontier Communications, with the company moving to ethernet and fiber-based lines instead of copper.

In finances and facilities updates, the district is “right where they need to be for revenues and expenditures for the year,” said Superintendent Scott Vance. Projects in the works include high school roofing repairs, junior high HVAC, and high school stadium bleacher repairs and track

surfacing. The board also heard that some lights in the high school parking lot need to be replaced.

In reports, students have been participating in March Madness brackets for books and reading, and close to $800 was raised from raffles and sales for high school March Madness events.

In action items, the board renewed the partnership with Sauk Valley Community College for dual credits, approved an amended Return to Learn plan, approved the 2022/2023 district calendar, approved a youth suicide prevention policy, renewed the district’s membership with IHSA, approved the non-resident tuition waiver, approved personnel as presented, and amended a board policy regarding changes or additions to agenda items. They agreed to continue development of an e-learning plan, with possible approval in April.

In final discussions, the board agreed to investigate the costs to upgrade the large baseball field at the Morrison Sports Complex after the city approached the district about a long-term lease and cost-sharing plan. Vance said it’s the “first step in that discussion” since the field needs a lot of work, especially with drainage issues.

Erie High School senior helps child find home

Last week, the Erie Police Department recognized Isabelle VanOosten, 17, with a certificate of appreciation for doing the right thing and helping a child March 17. The Erie High School senior saw a small child walking by herself and recognized there was no adult present, and that the child should not have been alone. She stopped the little girl, talked to her, and was able to have the little girl show her where she lived. The parent was on the phone with 911 when the little girl was returned. Thank you, Isabelle for paying attention to those around you and helping one of Erie’s smallest citizens in need. The Illinois Department of Transportation announced, weather permitting, construction on the bridge carrying U.S. 30 over the Union Pacific Railroad and Harvey Road, west of Rock Falls in Whiteside County, began Monday.

Work will replace the bridge expansion joints and install a concrete deck overlay. One lane of traffic will be maintained using temporary traffic signals and a barrier wall during the project, which is expected to be completed

by August.

Motorists can expect delays and should allow extra time for trips through this area. To avoid the work area, when feasible, use of alternate routes should be considered.

The song is dedicated to Larry Jones of Fulton, who passed away at age 51 on Nov. 4, 2021. The song was written

by Ron Johnson of Los Angeles, a friend of the Jones family, and this will be the first time it’s played on the airwaves. Larry’s brother Pat Jones is a WQUD DJ, and Larry sometimes filled in on radio shows.

He was also a loved and respected coach in the Fulton community and River Bend School District.

1962: Fulton conducts campaign against improper parking 60 Years

March 28, 1962

John DeWeerdt, Fulton’s police magistrate, has levied fines against scores of his fellow townsmen during recent months as the city has been conducting a campaign against improper parking. The police magistrate himself was ticketed by Police Chief Howard Reedy for parking in the wrong way, so he assessed himself the usual fine, $5 and costs.

Arthur Van Til, who came here from Grand Haven, Michigan, in 1959 to become principal of the Community Christian School and teacher of the seventh and eighth grades, has tendered his resignation and accepted an appointment as principal of the Godwin Christian School in Grand Rapids, Michigan. Mr. and Mrs. Van Til have been active in the church and community work here and have done much to develop the Community Christian School.

Fulton’s eighth grade girls basketball team won the championship of its conference under the leadership of Coach Mike Kober. The team finished the season with a 9-1 record. Representatives from Springfield for the Governor’s Hometown Award Committee were in Fulton for an on-site visit to de Immigrant Windmill, where they met with city officials and members of the Friends of the Windmill, millers, etc. Fulton had been notified that “de Immigrant” is one of nine sites chosen in Fulton’s

population category to possibly receive an award.

Roy Nelson, who has been employed with the city of Fulton for 21 years, will retire from his duties. Nelson began working for the city in 1981 as a laborer and later served as Fulton’s Public Works Director for a few years and then went back to working as a laborer. He worked under five mayors and five administrators.

The Fulton Dutch Days Committee has selected Neal Luker as the 2012 grand marshal. Three committee members surprised him at the Fulton High School spring play practice to make the announcement. Dutch Days Committee members who surprised him were Linda VanderEide, secretary; Barbara Mask, committee president; and Barb Milton, dinner chairman.

Dan Wheeler, owner of River City Fencing, donated three L screens to the Steamers baseball team. The screens are used for pitching practice. They are much lighter to carry compared with the chainlink one the team is using.

Coach Fish said it saved the team about $1,000.

Vaccinations and other pandemic strategies for well-being

Ann’s Helping Hands to host afternoon Bingo

BY STEPHEN D. HARRISON, M.D. What would you do if you were fighting a war with the most powerful country in the world and at the same time faced a major infection outbreak that was devastating your forces? That was the dilemma that George Washington faced in 1777 with smallpox.

The colonists were suffering great casualties and losing people routinely to smallpox.

Washington got wind of the smallpox vaccine although others had been aware of this phenomenon for some time. Washington did not feel that he could lose any more troops as he already had lost a number to the smallpox virus. Quietly he had the colonial soldiers vaccinated against smallpox, the first mandated vaccination in this country. A Pulitzer Prize biography of Washington by Ron Chernow said this event was as important as any military measure Washington adopted during the war.

Skepticism against vaccines and mandatory vaccination has a long history in this country. In general, the outcome and science favors the man-

dates. Reasons behind resisting the vaccination include the failure of the U.S. government to provide an early, consistent and effective awareness and testing and tracking program.

For example, when COVID-19 broke, we were told to hunker down for two to three weeks and the big wave of the infection would pass. We do not wish to take away from the value of quarantine, which is well-established when it is done early and extensively with proper testing and tracking. Taiwan had great success in keeping its country largely open and functioning early on due to extensive testing and isolating only about 1% of the population.

Meanwhile, there continues to be shortages of testing supplies in this country, which promote a lack of awareness and responsibility for the many people who are interested in getting on with their lives. Most people are willing to be tested and respond accordingly if testing is readily available. This process could have been solved early on by a more lenient FDA policy on testing even as they botched their own early testing. The employ-

ment of dogs trained to detect the COVID-19 virus remains a very viable but untried potential.

Then too was the rather wishywashy policy about masking early on by the government. People confused the fact that a mask cannot stop all virus particles with the notion that it could indeed greatly reduce the transmission of disease. There is a reason that you will not find a hospital in this country that does not mandate the wearing of masks during surgery and other times of critical spread of disease. Other countries with strong mask policies have shown great success.

We tend to respond to hysteria, driven by the media, of what could happen in extreme situations as opposed to measuring the odds about what was likely to happen. When there were announcements about how long the virus could last on surfaces and even outdoors, people went to ridiculous extremes to avoid low risk situations. In this situation, life is a calculus of probabilities in which the best chances of surviving are in determining the accurate data of where and when to take the risk.

Free community meals at CrossView Church

CrossView Church, formerly Second Reformed Church, in Fulton will host a free community meal every Wednesday from 5:30 to 6:15 p.m. There also will be a Palm Sunday brunch and an Easter morning breakfast. Get your friends and family together for a fun escape room adventure at Erie United Methodist Church.

What is an escape room? A team of players discovers clues, solves puzzles and accomplishes tasks in order to “escape” the room they are in and receive a prize.

This year’s escape room features Lenten and Easter activities and is fun for all ages.

Adult guidance is needed as a few puzzles may be a bit challenging for younger children on their own.

Amy Hughes had two hits for Fulton, and Arianna Nielsen, Emily Kane and Aliya Bueno each had an RBI. Brooklyn Brennan started and pitched two innings in the loss. Teegan Germann pitched two innings in relief.

Aylah Jones tossed a two-hitter, and the Panthers scored single runs in the fourth and fifth innings to win on the road.

Jones struck out 14 and walked one while allowing one earned run, which came in the bottom of the seventh. Mekenzie Loechel had the lone RBI for Erie-Prophetstown. Mya Jones had two hits. Aylah Jones and Mya Jones both scored a run.

Kolby Franks allowed three earned runs and one hit in two innings of relief with three strikeouts and four walks.
