FRONT COVER - CIVIC HOF CELEBRATES 30 YEARS Since its creation in 1992, the ECCI Civic Hall of Fame has inducted 30 businesspeople, community volunteers and elected ofﬁcials. In advance of our Chamber's 100th Anniversary celebration in 2018, the ECCI Centennial Celebration NFP's Civic HOF Fund was created to raise funds to develop a public memorial. The Civic HOF memorial will feature a TouchPros Touch Wall featuring an interactive, touch-screen TV monitor (65 inches) on which users can view biographies, photographs and video clips of each of the inductees. MESSAGE FROM THE PRESIDENT

Dear Elmhurst Residents and Businesses: While the Coronavirus (COVID-19) Pandemic and related variants in 2020 and 2021 ranked as the mostchallenging of times in my 22-year tenure at ECCI’s President and CEO and three decades of Chamber service—more so than the Great Recession of 2007-09 or even the 9-11 terrorist attacks of 2001—I also am confident that 2022 will bring better times economically in spite of any persistent health care apprehensions. Starting back in March of 2020—when the distressing depth of the health care crisis first revealed itself— our Chamber has vigorously advocated on our member’s behalf (and that of the entire Elmhurst business community) to assure that federal, state, county and city governmental agencies and our elected officials fully comprehended the economic damage that COVID-19 and related public policy restrictions inflicted. Our Chamber has continued to both support the efforts of and share vital information from the federal government, United States Small Business Administration (SBA), U.S. Chamber of Commerce, Association of Chamber of Commerce Executives (ACCE), State of Illinois Governor’s Office, Treasurer’s Office and state departments such as Economic Opportunity (IDCEO), Employment Security (IDES), Natural Resources (IDNR), Public Health (IDPH) and Labor (IDOL,) Illinois Chamber of Commerce, Illinois Association of Chamber of Commerce Executives (IACCE), Chicagoland Chamber of Commerce, DuPage County, City of Elmhurst and more. ECCI joined forced with the U.S. Chamber to endorse two major bipartisan federal bills signed into law during 2021—the $1.9 trillion American Rescue Plan Act and $1.2 trillion Infrastructure Investment and Jobs Act— designed to provide pandemic–related financial relief and put Americans back to work, and our Chamber supported the refunding of both the IDCEO Back to Back (B2B) Grant program and the County of DuPage’s Reinvest DuPage Grant administered through Choose DuPage. The American Rescue Plan, for example, increased funding of the SBA-administered Paycheck Protection Program (PPP), which provided forgivable loans to small businesses and not-for-profit organizations to pay rent, employees and related expenses. ECCI also promoted patronage at all Elmhurst restaurants and bars via a specially-developed website page, titled “Dine Out From Home,” which drew more visitor traffic over a 13-month period than any other Chamber web page. Last June (as also we did back in 2020), our Chamber resumed in-person monthly networking events, safely conducting Membership Breakfast and Business After Hours both outdoors and indoors. September’s Chamber of Commerce Month activities featured our belated 102nd Annual Awards Gala (normally staged in late January) as a breakfast event in Elmhurst American Legion THB Post 187’s Normandy Banquet Room and “Networking on the 9s,” our 73rd Annual Golf Outing held at the Elmhurst Park District’s Sugar Creek Golf Course. With ECCI’s assistance, October’s Second Annual Nashville Songwriter Fundraiser generated more than $15,000 to benefit our American Legion Post. I just would’ve preferred that it not take a world-wide health care pandemic and economic crisis to validate the indispensable role that our Chamber plays within the Elmhurst community.

In celebration of International Museum Day, Elmhurst’s two museums open their doors to the public for free on May 16 (tentative), with 2021 marking the 25th Anniversary of Elmhurst Museum Day. Named the “Best Suburban Art Museum in Chicago” by Chicago Magazine, the Art Museum is known for the quality of its visual arts, architecture and educational programs. Along with its permanent collection, EAM showcases traveling exhibitions, juried competitions, and group and individual exhibitions. Relocated to Wilder Park in 1997, EAM incorporates galleries, an Education Center and the former Robert R. McCormick house (built 1952 and purchased 1991), one of three residences designed by internationally renowned architect Ludwig Mies van der Rohe. In 2018, the McCormick house was separated from the museum building as part of a four phase project to return the interior to its original layout. Operated by the City of Elmhurst since 1957, the History Museum engages residents and visitors into history with collections, exhibits and education. EHM has been located in the historically signiﬁcant Glos Mansion—the former home of Elmhurst's ﬁrst village president, Henry L. Glos, and his wife, Lucy—in downtown Elmhurst for all but a decade when the Wilder Mansion (1965-75) served

The Elmhurst Park District provides a stage for residents to learn dance, music, theatre, art (Michael Symber Studios) and cinema, and business professionals teach all the performing arts, musical instruments (Luscombe Music), sacred/inspirational choir music (Spirito! Singers), modern dance (DeForest Dance Academy and Evolution Dance Academy) and more. The Elmhurst Symphony Orchestra (ESO) performs a ﬁveconcert symphonic season annually at Elmhurst Christian Reformed Church or Mayslake Peabody Estate. While the Elmhurst Choral Union sings classical masterworks and great choral music of all eras with full professional orchestra and soloists at spring and winter concerts and a mini-concert of opera, pop and Broadway.

The Artists’ Guild is a membership organization that sponsors artist demonstrations and local exhibits, and maintains one of EAM’s four galleries. The Elmhurst Heritage Foundation, a 2007 merger of EHM’s Foundation and the City’s Historical Commission, is an advocacy voice and support group for History Museum exhibits, programs, services and events. The Foundation will stage its Seventh Annual Elmhurst Craft Beer Fest fundraiser on the History Museum grounds in September of 2022. Art in the Park: A Juried Show of Fine Art, Craft and Design, returns to Wilder Park each May. The Elmhurst Symphony Association provides ﬁnancial and organizational support to the ESO. The Elmhurst Centre for Performing Arts (ECPA) is fundraising to build a theatre in downtown Elmhurst on First Street property purchased late in 2019.

conomic development is facilitated by City of Elmhurst staﬀ, the Elmhurst Economic Development Commission (EEDC) and Ken Bartels Consulting, with support from the Mayor and Elmhurst City Council, and input from our Chamber and other partnering constituents.

On city staff since 1999, Erin Jason is in her seventh year as Business Development Coordinator after serving as Economic Development Coordinator for one year. Their mission is to work effectively to retain, expand, promote and attract business and industry within Elmhurst so as to enhance the local economic climate, increase the City's tax base and value of commerce, and create employment opportunities. City officials implement specific economic tools—publicprivate partnerships, tax-increment financing (TIF), retail grants, sales tax abatements, special service areas (SSA) and more—to encourage new development and redevelopment.

¢ BUSINESS DISTRICT Keyed by Elmhurst City Centre downtown, our City is blessed with a vibrant and diverse business community spread across seven Business District and two Business Parks. Other Business Districts include Spring Road, York and Vallette streets, North Elmhurst (covers York north of North Avenue, Lake Street and Grand Avenue), South Elmhurst (covers South York and Butterﬁeld Road), Route 83 and St. Charles Road (includes Elmhurst Crossing Shopping Center), and Route 83 and North Avenue. Business Parks are located in northwest Elmhurst (bordered by York, Lake and Grand) and oﬀ Route 83 south of St. Charles.

¢ TIF DISTRICTS TIF Districts remain downtown (TIF6, formerly TIF1), around Lake Street (TIF5) and North York (TIF 4), following the 2019 expiration of TIF 3 (Elmhurst Crossing). Millions of dollars in new construction in downtown Elmhurst—including two luxury condo developments (The Hill and One95 Elmhurst) and luxury apartment complex (The Flynn)— have added hundreds of residents to the mix, while the Metra Train Station reconstruction ($25 million) and proposed Centre for Performing Arts ($35 million) are in the oﬃng. At Home (The Home Décor Superstore), Whole Foods Market and Kohl’s are the anchor tenants at Elmhurst Crossing.

¢ RETAIL GRANTS AND INCENTIVES The city’s Retail Business Grant Program (established in 2002) leverages the reinvestment of TIF-captured property tax dollars in “developing areas” to enhance the mix of retail for shoppers, while generating millions of dollars in private investment and developing new sources retail and food and beverage sales tax revenue. The Retail Business Grant Committee has awarded grants up to $10,000 to some 90 retail operations (up to ﬁve per year). The mix of grant recipients includes boutique-style clothing, footwear and accessories, jewelry, a variety of specialty foods and beverage providers, home design and décor, hobby, entertainment venues and restaurants. The Grant Committee is comprised of representatives the City Council’s Finance, Council Aﬀairs and Administrative Services Committee (F,CA&AS), Elmhurst City Centre, City Administration and our Chamber. Incentive programs for signage, façade and life safety (sprinkler systems and Americans with Disabilities Act accessibility) are now also available in each TIF District.

ublic safety is a major municipal service, with the job of protecting life and property in Elmhurst resting in the professional hands of the Police and Fire departments.

The city’s 18-under curfew is 11 p.m. Sunday through Thursday and 12 midnight on Friday and Saturday.

Serving the Elmhurst Community since 2009

Elmhurst hired its first Constable on Patrol (or COP) in 1882, changed the title to Marshal in 1892 and named its first Chief of Police in 1925. A volunteer Fire Department was established in 1893, the first Fire Station was built on Schiller Street in 1884 and 1924 brought the first paid fireman. Since 1941, the city has operated at least two Fire Stations.

¢ 24-HOUR PROTECTION Elmhurst residents enjoy their community thanks to its low crime rate thanks to the efforts of full-time and part-time sworn officers, K-9 unit, community service officers and civilian support staff are focused on problem solving with strong input from residents. Officers patrol around the clock in marked and unmarked cars, and on foot. Operational since 1992, the C.O.P.P. unit (five officers, one supervisor) works with residents on a proactive partnership to prevent crime and resolve community problems. Programs range from a Peer Jury for non-violent, first-time juvenile offenders to SALT, which brings senior and lawmen together.

¢ TAKING THE HEAT OFF Elmhurst is among select group of Illinois communities and municipalities nationwide with an Insurance Services Office (ISO) Class I protection rating, thanks to its 11 paid officers, 33 firefighters and 12 contracted paramedics. At least 11 firefighters and four paramedics on duty daily, providing Advanced Life Support services and manning firefighting equipment. They are also trained to respond to to medical, hazardous materials, technical above and below grade rescues, and vehicle extrication. Fire prevention is emphasized through building inspections, construction reviews, public education programs, and the sale of smoke detectors and fire extinguishers.

HISTORY OF ELMHURST CITY’S HERITAGE IS CHISELED IN STONE

mong Chicago Magazine’s No. 1 places to live, the City of Elmhurst is a community rich in its heritage, invested in its present and focused towards its future. The city boasts a proud history that dates back to the Potawatomi Indian tribe members who settled along Salt Creek just south of the Elmhurst of today.

By the 1830s, European immigrants staked claims along Salt Creek. Hill Cottage (413 South York Street) was built in 1834 as a tavern and stage coach stop. In 1842, Ohio native Gerry Bates formally established this community in the area of “treeless land” that is now Elmhurst’s City Centre. Cottage Hill, as the community was known back in 1845, was renamed Elmhurst in 1869 for the many elm trees planted along the streets. Elmhurst-Chicago Stone (founded in 1883) is the city's oldest business.

While a popular escape for businessmen following the Great Chicago Fire of 1871—the same year that German immigrants founded Elmhurst University—Elmhurst remained a farming community until the 1930s, when the population reached 15,000 and suburbia began moving in on its rural character. From 1950 to 1970, the population grew to more than 50,000-bringing with it a building boom of housing subdivisions, shopping centers, business districts, industrial parks, schools and more. Even in a tight economy, Elmhurst attracts new construction and redevelopment projects—totaling a combined $250 million in commercial and residential—in both the public and private sectors. Annually, new home construction is at or near triple digits, ranking Elmhurst No. 1 in DuPage County. Elmhurst enjoys a cultural campus (see Arts and Culture on page 8)

adjacent to its Central Business District (CBD) with the close proximity of the Elmhurst Art Museum, Elmhurst Park District’s Conservatory/Formal Gardens, Elmhurst Public Library and Veterans Memorial in Wilder Park; Old Main, Hammerschmidt Memorial Chapel, Mill Theatre and A.C. Buehler Library on Elmhurst University’s arboretum campus; and Elmhurst Historical Museum in the Glos Mansion. Old Main (built in 1878) is on the Historical Register and the Glos Mansion (built in 1892) as the home of Henry Glos, Elmhurst's ﬁrst Village President, while the McCormack House (built in 1952), designed by Ludwig Mies van der Rohe, is part of the Art Museum’s campus. Famed architects such as Frank Lloyd Wright and Walter Burley Griﬃn have put their design prints on Elmhurst’s housing stock. Providing a spiritual core are some 30 houses of worship, some of which are rooted in Elmhurst's birth.

ven in an aﬄuent community like Elmhurst, there is still a need for social services ranging from food and clothing to job training and employment, especially for youths, seniors and those with disabilities.

¢ ECONOMIC CHALLENGES

Assistance is available for residents in financial need and related challenges due to job loss or cutback hours, divorce, disability or other sudden/unforeseen circumstances. Located at St. Peter’s United Church of Christ, the Elmhurst Walk-In Assistance Network (EWAN) provides financial assistance with rent, utilities, car repairs and gas, and prescriptions, coordinates access to local food pantries and clothes closets, and funds essential dental care via partnering dentists. Serving all of DuPage County, People’s Recourse Center (PRC) provides basic needs such as emergency rent and mortgage assistance, food and clothing, and offers skill-building resources such as literacy classes, job assistance, computer training and art. LOVE Christian Clearinghouse provides financial assistance with rent, utilities and car repairs. Metropolitan Family Services - DuPage provides family-strengthening programs and services, including early learning and after-school education, job readiness programs, counseling, mental health services and legal assistance. Sharing Connections enables families and businesses to share gently-used furniture, household items and clothing with families in need, and refers clients to partnering organizations such as domestic violence shelters, housing organizations and food pantries.

¢ FOOD INSECURITY

Across DuPage County, some 100,000 people—including 16.4% of children— are food insecure, but resources are plentiful.

Over the past 38 years, the Dan Gibbons Foundation’s Annual Turkey Trot 5K Fun Run on Thanksgiving Day (back in person in 2021) has raised more than $4 million to feed the hungry countywide. Located on Yorkfield Presbyterian Church property in south Elmhurst, the Elmhurst-Yorkfield Food Pantry (EYFP) operates a 2,500-square-foot facility with separate areas for grocery-style client shopping and food storage. On a monthly basis, EYFP purchases milk, eggs and personal care items at retail cost, totaling 53 percent of the annual budget. The rest of the shelves are stocked with donations from individuals and food drives sponsored by youth groups, community organizations and churches. The Food Pantry also partners with Elmhurst’s Jewel Osco stores on a “Food Recovery” operation. In 2020, EYFP provided more than 7,300 distributions of both perishable and non-perishable foods and personal care products serving 1,400 unique households in Elmhurst and seven surrounding communities. Of the more than 4,600 individuals served, 2,356 were children and 689 were seniors. United Community Concerns Association (UCCA) distributed $138,642 in food, grocery gift cards and related assistance—including sponsorship of Northern Illinois Food Bank’s Mobile Food Pantry—to more than 305 families and 81 seniors in Elmhurst in 2020-21. In 2019, PRC served 30,000 individuals and distributed 39,884 carts filled with groceries, including fresh produce, frozen meat and bread.

Serving as the eastern doorway in DuPage County, Elmhurst stands at the crossroads of Interstate Highway 290 and Illinois Toll Roads 294 and 88, with quick access to Toll Roads 355 and 190 to the west and north, respectively, and Interstate 55 to the south. York Street (commonly called York Road), the city’s main thoroughfare, runs through the heart of Elmhurst north from Roosevelt Road (Route 38) and south to Grand Avenue. Elmhurst funds a variety of activities to enhance tourism, cultural life and commerce using a portion of the monies generated by a room rental tax (4%), as much as $600,000 annually. Hotel/motel tax revenue generates funding for both the City’s Explore Elmhurst initiatives such as the summer Explore Elmhurst trolley campaign and Community Grant Program, which provides ﬁnancial support for the museums, parades and special events. According to the Illinois Oﬃce of Tourism, every $1 spent on meeting or visitor promotion generates $9 collected in state and local tax revenue.

Aside from museum patrons, visitors come to Elmhurst in large numbers for the Memorial Day and St. Patrick’s Day parades, Art in the Park, Elmhurst College Jazz Festival, Dan Gibbons Turkey Trot, Elmhurst Cycling Classic, Rock The Block, Elmhurst Farmers’ Market and more.

The DuPage Convention & Visitors Bureau’s mission is to actively promote DuMore DuPage to individual travelers and meeting/event planners as an enticing destination for both business and leisure travel in order to enhance the economic ﬁber of the County.

In 2019, the State of Illinois achieved its ninth consecutive year of record tourism growth. According to data released today by the Illinois Department of Commerce and Economic Opportunity (IDCEO) and the Illinois Oﬃce of Tourism, a record 120.4 million visitors (up 5.1%) generated a record economic boost for the state. Visitors spent nearly $43.1 billion (up 3% over 2018), according to the United States Travel Association. Visitor expenditures directly supported more than 344,100 jobs (up 5.2%) in the Illinois travel and tourism industry, while travel also generated nearly $2.5 billion (up 7.7%) in state tax revenue.

As certiﬁed by the State of Illinois Bureau of Tourism and Destination Marketing Accreditation Program (DMAP), the DCVB promotes DuPage’s multi-billion dollar tourism industry and markets the accommodations, attractions, events, dining, shopping, and sports and recreation for its 38 community and 100-plus business members.

Through its DuPage Sports Commission (created in 2019), the DCVB closed out 2021 by hosting the USA Cycling Cyclocross National Championship on the grounds of Cantigny Park in Wheaton from December 7-11, featuring athletes from across the country competing for 34 national titles. First unveiled at the September 2019 DCVB Annual Meeting, programs within the organization’s strategic plan, title “GPS: A Tourism Roadmap,” are projected to generate $650 million in new visitor spending by the year 2025. The DSC is responsible for recruiting, retaining and facilitating sporting events. Between 2014 and 2017, our County hosted more than 60 sports tourism events—professional golf tournaments, pro cycling races and youth bowling tournaments among them—attracting 60,000 visitors and generating $12.5 million in direct spending. Product Development and Sport Advisory committees also were established “to further strengthen the DCVB’s position within the business travel market and grow awareness of the destination throughout the leisure visit market. In addition to expanding sports event tourism, DCVB is working to increase the number of business meetings and events. Now in its sixth year, the Municipal Grant Program has become an essential tool in securing high-value meetings, events and business.
