Voters must decide on road tax lockbox amendment

A reader emailed me late last week asking me about a constitutional amendment that will be on all Illinoisans’ ballot Nov. 8.

“Can you please explain what the proposed amendment below means? Does it say that money collected will be used only for ‘administering laws’? ” the reader asked.

“Shouldn’t it include administering the actual physical work as well? What is the original wording?”

The wording of the Illinois Transportation Taxes and Fees Lockbox Amendment that she included in her email is no doubt confusing.

Voters should know what their “yes” or “no” vote means before deciding.

A “yes” vote would change Illinois’ Constitution to prohibit the General Assembly from using revenue generated from transportation taxes and fees on anything other than transportation-related expenses.

According to the State Journal-Register in Springfield, state lawmakers have diverted more than $6.8 billion in revenue from funding sources such as the state gas tax and

Supporters of the amendment, which includes road contractors and organized labor, call it the “Safe Roads Amendment.”

Opponents say that, given the state’s dire fiscal situation, state government shouldn’t handcuff itself by removing the ability to use a specific funding source to pay for expenses that might be deemed more critical.

Voters should know how they want to vote before heading to the polls.

DeKALB – DeKalb’s loose-leaf collection began this week. Vacuum trucks will pick up leaves from 7 a.m. to 4 p.m.

Residents can rake their leaves onto the parkway – behind the curb – the weekend before their scheduled pickup. Residents should not rake the leaves onto the street, as those can block the storm sewers.

Crews will begin leaf collections on the southern perimeter of the city and work north toward West Lincoln Highway. The next week of Oct. 24, additional crews will start on the northern city perimeter and work south toward West Lincoln Highway. Crews do not necessarily collect leaves from both sides of the street on a single pass.

Residents should be patient; if a crew has been

down their street but not on their side, it will return to complete their side soon. Weather is critical to progress, and it may cause crews to reschedule or reroute work. In the event of snow, crews discontinue leaf collection until snow plowing is completed.

Waste Management will take leaves in open garbage cans or yard waste bags on regularly scheduled trash days. Yard waste dumpsters will remain in place through Nov. 30. They are located in the southeast corner of North Seventh and Oak streets, at Fire Station 2 at 1154 S. Seventh St., and at the city garden plots at 950 W. Dresser Road. No plastic bags are allowed in the dumpsters.

DeKalb music venue/eatery on Lincoln Highway reopens with new owners

news@daily-chronicle.com DeKALB – For the second time in two years, the music venue and restaurant at 263 Lincoln Highway has opened its doors under new management, this time with a shorter name.

The business, dubbed “The House” by its husband-and-wife owners, Mark and Martha Robinson, returned with $7 shows every day this past weekend after two months of inactivity.

The space, formerly The House Café, will retain its reputation as being a safe space for people to express themselves artistically, but with a few business and cosmetic changes, Mark Robinson said.

Robinson said he was pleased to see a crowd of about 125 people Friday night.

“It wasn’t like super crazy, which I was OK with,” he said. “With the new staff and our model being different, it was a nice-size crowd to show us what we’ll be working with, but not overwhelming.”

The Robinsons also own and operate Martha’s Kitchen, 302 Van Buren St. in Malta.

“From classical to jazz to circus to hip-hop, it’s just all about trying to express yourself,” Mark Robinson said.

“So I feel absolutely [that] giving people a place where they can express themselves, it’s why we do it.”

In addition to artwork on the walls, an artist was painting in the café on opening night, Robinson said.

Patrons can expect to see shorter business hours, which will be 4 p.m. to 1 a.m. Monday through Thursday, 4 p.m. to 2 a.m. Friday and Saturday, and 11 a.m. to 1 a.m. Sunday.

The menu will be simpler, with more grab-and-go menu items, such as sandwiches and wraps, in an effort to make the business more sustainable, Robinson said. However, the venue will not sell alcohol until the owners can obtain a liquor license from the city of DeKalb, a process that can take up to four months.

Robinson said he has submitted an application to the city and is optimistic that the process will go smoothly. “[A liquor license] should bring more energy our way,” he said.

Other sources of revenue might include renting the venue space out for private parties or practice sessions, Robinson said.

Former owner Alex Fausett announced in an Aug. 14 Facebook post that The House Café would have to close its doors. Fausett could not be reached for comment.

The first of three reopening shows started Friday, with musical acts including Goose Doctor, Alabaster and Barn Owl Band, according to the House Café’s Facebook page.

“People were happy with how it sounded,” Robinson said. “We installed new lights and a new sound system.”

The House also will feature free open mic nights and shows, including Northern Illinois University student jazz combos at 6 p.m. Tuesday.

eolson@shawmedia.com SYCAMORE – Jack McCullough, whose conviction in the 1957 kidnapping and murder of 7-year-old Maria Ridulph was thrown out earlier this year by a DeKalb County judge, wants to be declared innocent of the crime.

In a petition filed in DeKalb County, attorneys from The Exoneration Project – a free legal clinic at the University of Chicago representing the wrongfully convicted – are seeking a court hearing this week on McCullough’s request.

“Mr. McCullough did not commit the horrible crime for which he spent nearly five years of his life in prison,” attorneys wrote in a 29-page motion filed Oct. 11. “… Mr. McCullough desires to move on with his life and leave this conviction and its terrible consequences behind him.”

McCullough, 76, of Seattle, was convicted in connection with Ridulph’s killing in 2012 and sentenced to life in prison; his murder conviction was upheld by an Illinois appellate court in 2015.

He was freed in April after DeKalb County State’s Attorney Richard Schmack concluded that FBI reports from the time of the girl’s disappearance, combined with new evidence showing the location of a Rockford pay phone from which McCullough is believed to have placed a collect call that evening, proved that McCullough had an alibi.

His conviction was vacated and charges against McCullough were dismissed – although not without the possibility they could be reinstated – by

DeKalb County Judge William Brady.

At the time, Brady declined to declare McCullough innocent, saying he did not believe that prosecutors at the time acted with ill motives in prosecuting McCullough.

Clay Campbell was state’s attorney when McCullough was convicted in September 2012. Schmack defeated Campbell in the election the following November.

A certificate of innocence would clear McCullough of the crime once and for all, and could entitle him to compen-

sation from the state of Illinois for false imprisonment.

The petition seeking to have McCullough declared innocent was signed

by Russel Ainsworth, a partner at Chicago-based civil rights law firm Loevy & Loevy. The firm has won several multimillion-dollar judgments for wrongfully convicted people in Illinois, including a $25 million jury award in 2012 for a man wrongfully convicted in a 1993 gang-related shooting in Chicago, and a $20 million settlement on behalf of a Waukegan man who spent 20 years in prison after being falsely convicted of rape and murder.

State law caps the amount awarded to those who were wrongfully convicted at $85,350 for those who serve five years or less behind bars – as McCullough did.

“The maximum amount of compensation available to Mr. McCullough is relatively small, given the magnitude of his loss, but significant for a man who left prison with very few assets to his name,” the court filing said.

McCullough also has the option to file a civil suit.

“What I’ve seen in my office is the best treatment is a combination of chiropractic and physical therapy to get the pressure off of the nerve and get it strengthened and stabilized rather than drugs and medication, which just mask the problem,” Gerwig said.

“When sciatica goes on for an extended period of time it takes a lot longer to heal,” Gerwig said. “The sooner you start treatment the quicker the process goes. If it’s been over a year, getting the nerve restored is sometimes almost impossible, although we can help in those situations. That’s why it’s vital to get things checked out sooner rather than later.”

He was born July 13, 1927 in Sycamore. The son of Oscar Earl and Margaret LaVina (Weaver) Wylde. He married Gertrude I. Johnson on November 6, 1948 in Sycamore.

Squeak was a farmer in Genoa for over 22 years. He then worked for AG Automatic in Genoa, retiring after many years of service.

In his retirement, he enjoyed taking care of the Kingston Park and Chamberlain Park.

His love for sports kept him busy with cheering on his children, grandchildren and great grandchildren. He was the timekeeper for the Genoa-Kingston high school sports for 25 years and was inducted into the G-K Hall of Fame in October of 2015. He was a member of the G-K Boosters Club and the Genoa Lions Club.

Fairview Cemetery cleanup deadline set

Fairview Park Cemetery in DeKalb is asking people to remove all grave decorations as part of its fall cleanup. Officials from the cemetery at 1600 S. First St. in DeKalb will remove and discard all decorations if people do not do so by Oct. 31, according to a news release.

Graves may begin being decorated again starting Nov. 8.

Fire causes $8,000 in damage to DeKalb mobile home

DeKALB – A fire Monday morning caused about $8,000 in damage to a mobile home in DeKalb, authorities said.

Firefighters were called shortly before 8:30 a.m. to 1020 Daleann Ave., on a report of a house fire. When they arrived, firefighters found smoke coming from under the rear of the mobile home.

They quickly put out the flames that were underneath and moving up the siding, according to a news release from the DeKalb Fire Department.

Firefighters had to force their way into the home to see whether anyone was inside or whether the fire had spread to the interior.

The damage was limited to the exterior, the release said.

No one was injured. Investigators still were working to determine the cause of the fire.

Sycamore man accused of trying to punch pregnant girlfriend SYCAMORE – A 22-year-old Sycamore man whose girlfriend said she stabbed him out of fear he would hurt her and her unborn child faces multiple criminal charges, court records show.

Ricardo A. Vasquez, of the 400 block of Sam Drive, was charged with aggravated battery to a pregnant woman, domestic battery and battery to an unborn child, according to court documents.

If convicted of aggravated battery to a pregnant woman, he could face two to five years in prison.

The victim told police that she and Vasquez were arguing over her plans to move out with the couple’s 4-month-old child when he tried to punch her in the stomach several

Vasquez told police he lost his temper and attempted to punch the woman in the stomach, knowing she was pregnant, court records show. He also told police that they had discussed having an abortion, but that he knew she wanted to keep the child.

After an ultrasound confirmed she was still pregnant, the woman told police that Vasquez asked WHETHER he could punch her in the stomach and she said no.

afraid he would continue to try to hurt her and the unborn child.

She said she grabbed a kitchen knife and stabbed him once in the arm. At the hospital, Vasquez was given five stitches for the wound on his arm.

At a bond hearing Monday, prosecutor Maribeth Ennis said the DeKalb County State’s Attorney’s Office was considering a more serious charge of attempted murder.

Judge Philip Montgomery gave Vasquez a $5,000 recognizance bond.

He noted that Vasquez had a job and a place to live and that the state had yet to file additional charges. He ordered that Vasquez be placed on restricted electronic home monitoring and that he have no contact with the woman in the case.

Vasquez is next due in court Nov. 18.

BFM is located at Huntley Middle School and is open each Thursday from 4:30-6:00 where approximately 75-100 families shop each week. The pantry was established in 2013 to address the growing number of students who were food insecure.

After teaching at Clinton Rosette Middle School and raising her four children, Sheryl continues to try to “romance” NIU education students to share her love of middle school students. She has been teaching part-time at Northern for 15 years.

Sycamore council OKs city clerk salary increase

SYCAMORE – The Sycamore City Council voted unanimously Monday to gradually increase the city clerk’s salary over the next four-year term.

The city clerk’s salary will stay at $60,405 a year in fiscal 2018, and 2.5 percent yearly increases will be implemented for the last three years of the term.

City Clerk Candy Smith has been in the post for almost 16 years. The next term begins May 1, 2017.

Mayor Ken Mundy said the city clerk’s salary last was reviewed eight

years ago, with final adjustments ending in 2011.

“By state law, we have to approve the salaries which will be in effect for the next four years for the elected, four-year terms,” he said. “It’s only extended for that time.”

Mundy said city clerk is considered a management position because that person has total responsibility for keeping records, permits and general information for the city.

“The city clerk’s office is our front door to the city government and is the reference and resource office for nearly everyone who comes to City Hall,” Mun-

dy said. “That office is front and center, and that office gets all the questions and referrals.”

The 2.5 percent yearly increases are being distributed in a way that is typical for those with management positions, Mundy said.

“We think it’s a fair, comparable salary,” Mundy said. “The fact that it would be adjusted the second, third and fourth year of the term we find is appropriate.”

City Manager Brian Gregory said the council members discussed salary adjustments for elected officials during two previous meetings, and they decided to keep council members’ salaries at $4,800

a year and the mayor’s salary at $20,000 a year plus $5,000 a year for liquor commissioner.

He said they decided to increase the city clerk’s salary based on a comparative study of other communities.

“Some communities have full-time positions that are there every day, attend meetings outside of work hours, and others utilize administrative staff and might have a part-time city clerk,” he said. “But the way that Sycamore has always been is a full-time position, and when we compare that with other fulltime clerks with similar responsibilities, the [increase] is in line.”

“This space is a major throughway for students and staff to enter the gymnasium, which is also used as the cafeteria,” interim Superintendent Brad Hawk and Facilities Operations Director Tammy Carlson wrote to school

Carlson indicates that the work could begin by Nov. 1 and be completed by Dec. 31. The district hopes to beat inclement weather in getting the repairs done.

Also on the agenda Tuesday is a diversity needs assessment proposal that first was introduced when Doug Moeller was superintendent. The issue had been tabled for the past several meetings, after Moeller had been placed on paid leave.

Teachers and community stakeholders have urged school board members to accept a plan that would look

at the school district’s diverse student body and make recommendations for changes.

Initially, a pair of professors – including one from Northern Illinois University – were the only ones to present a plan for the assessment. But school board members will have proposals from two other vendors to consider.

The board meeting is to begin at 5 p.m. at the district’s Education Center, 901 S. Fourth St., with an expected twohour closed session. The public portion of the meeting will begin at 7 p.m.

Rauner creates council he says will cut state bureaucracy The ASSOCIATED PRESS OAK BROOK – Gov. Bruce Rauner said Monday that he is creating a new council that will review state agency rules and regulations in an attempt to reduce bureaucracy and save Illinois $250 million over the next decade.

Rauner’s office said each state regulatory agency will have a representative on the new Illinois Competitiveness Council, which Rauner created via executive order. The financial savings will come from the cost of fees directly paid to the state for licenses. Another goal is to reduce 4 million pages in paperwork.

“For years, Illinois has added layers and layers of burdensome rules and regulations to a never-ending bureaucracy,” Rauner said in a statement. “It’s an endless line of red tape that creates a barrier for small businesses and entrepreneurs. By cutting the red tape, we are creating an environment where they can succeed.”

Illinois tollway to display real-time traffic information

ARLINGTON HEIGHTS – Technology engineers are installing digital signs along the Jane Addams Tollway that will give drivers speed and accident information in real time.

The Daily Herald reported that as construction on the tollway finishes, crews are installing gantries every half-mile between O’Hare International Airport and Barrington Road to create the active traffic management system, or “smart road.” There will be a total of 29.

When there’s a crash, red X’s will indicate closed lanes.

Messages will update with detours and other notices, such as Amber Alerts.

The system will operate through wireless speed sensors, dozens of cameras and weather stations, which transmit data to the tollway dispatch center in

The Illinois Department of Financial and Professional Regulation offers licenses in more than 200 categories, but issues fewer than 100 licenses in nearly a third of those individual categories, state officials said.

Rauner’s office said similar efforts in Colorado, Indiana, Kentucky and Massachusetts have been successful.

Caterpillar CEO to retire next year; replacement named

NEW YORK – Caterpillar said Monday that CEO and Chairman Doug Oberhelman will retire from the company next year and will be replaced as CEO by Jim Umpleby, an executive who has worked at the construction and mining equipment company for Doug Oberhelman more than three decades.

Umpleby, 58, will become CEO on Jan. 1.

Oberhelman, 63, originally of Woodstock, will step down as CEO at the end of the year and leave the chairman position at the end of March. He has been

More than 1 million downloads for Chicago transit app

CHICAGO – Chicago transit officials said a mobile fare app launched a year ago has been downloaded more than 1 million times.

The Chicago Transit Authority said riders have used the free Ventra transit app to buy more than $110 million in fares.

The smartphone app was developed by the CTA in partnership with Metra, the Chicago

area’s commuter rail system, and Pace, the suburban bus system.

Users can manage their transit accounts, get notifications and see real-time transit tracker information for CTA, Metra and Pace.

Medical examiner: Burned teen’s death ruled homicide

CHICAGO – The Cook County Medical Examiner’s Office has ruled that the death of a 15-year-old high school student whose body was found burned was a homicide.

The medical examiner said Monday that Demetrius Griffin died from burns. The Steinmetz High School freshman was found early Sept. 17 on Chicago’s West Side. Chicago police responding to a report of a refuse fire found the burned body.

Police said the boy was found near a burned garage and they are conducting a death investigation. No arrests have been reported.

The Chicago Tribune reported that the boy’s body was burned beyond recognition and it took the medical examiner more

than a month to determine the cause and manner of the teen’s death.

Ill. man drowns at Atlantic Beach after sister’s wedding

ATLANTIC BEACH, Fla. – An Illinois man in town over the weekend for his sister’s wedding has drowned in the ocean at Atlantic Beach.

Multiple news outlets report police said 38-year-old Robert Hickman Jr., of Champaign, died Saturday after being pulled under by a wave, just hours after attending his younger sister’s wedding in Jacksonville.

Police said the water was rough that day, and a family friend tried to get out to Hickman but was not able to reach him. Hickman was unconscious when lifeguards got him out of the water. He was taken to the hospital, where he was pronounced dead.

Hickman’s sister, Teleauba Rains, said she was grateful for the last moments she had with her brother before his death.

Iraq’s Kurdish peshmerga fighters led the initial assault, advancing slowly across open fields littered with booby-trapped explosives as plumes of black and orange smoke rose overhead – the opening phase of an unprecedented campaign expected to take weeks if not months, and involve more than 25,000 troops.

By the end of the day, Kurdish forces had retaken some 80 square miles, according to the president of Iraq’s Kurdistan region. Peshmerga commanders on the ground estimated the offensive retook nine villages and pushed the frontline with IS back five miles.

But the forces’ hold appeared fragile and the gains largely symbolic. Some of the villages were so small they comprised no more than a few dozen homes, and most were abandoned.

And although some troops were less than 20 miles from Mosul’s edges, it was unclear how long it would take to reach the city itself, where more than 1 million people still live.

Aid groups have warned of a mass exodus of civilians that could overwhelm refugee camps.

Iraq’s second-largest city, Mosul fell to IS in the summer of 2014 as the militants swept over much of the country’s north and central areas.

Weeks later the head of the extremist group, Abu Bakr al-Baghdadi, announced the formation of a self-styled caliphate in Iraq and Syria

from the pulpit of a Mosul mosque.

If successful, the liberation of the city would be the biggest blow yet to the Islamic State group. After a string of victories by Iraqi ground forces over the past year, IS now controls less than half the territory it once held, and Iraqi Prime Minister Haider Al-Abadi has pledged the fight for Mosul will lead to the liberation of all Iraqi territory from the militants this year.

Al-Abadi announced the start of the operation on state TV before dawn Monday, launching the country’s toughest battle since American troops withdrew from Iraq nearly five years ago.

“These forces that are liberating you today, they have one goal in Mosul, which is to get rid of Daesh and to secure your dignity,” al-Abadi said, addressing the city’s residents and using the Arabic acronym for IS. “God willing, we shall win.”

In Washington, Defense Secretary Ash Carter called the Mosul operation “a decisive moment in the campaign” to defeat IS. The U.S. is providing airstrikes, training and logistical support, but insists Iraqis are leading the campaign. On Monday, Pentagon press secretary Peter Cook said a small number of U.S. troops were serving as advisers to Iraqi and peshmerga forces on the outskirts of Mosul.

More than 25,000 Iraqi and Kurdish troops will be involved in the operation, launching assaults from five directions, according to Iraqi Brig. Gen. Haider Fadhil. The troops include elite Iraqi special forces who are expected to lead the charge into the city, as well as the Kurdish forces, Sunni tribal fighters, federal police and state-sanctioned Shiite militias.

Find your role in community As we struggle to make it through the reality show feel of the national election, we have to look at what we can do as individuals to make things better. I’m not asking that anyone decide to run for president, but we do need to have more people become interested in public service. This begins at the local level with a variety of options of ways to get involved.

Proudly DeKalb is partnering with Northern Illinois University’s Civic Leadership Academy to offer a class to help people be more educated on what it takes to serve, important information to know to be more informed and ways to get involved in public service.

Some of you are reading this with the thought that you just aren’t interested in running for office and that’s fine. I’m not just referring to elected positions, but also appointed positions with organizations such as the school district, park district, library, city, etc. There are a number of commissions, task forces and councils that are appointed positions to get you involved in areas of interest and expertise that might be right for you.

The class that I’m referring to is called “Interested in Public Service?” and will be held at the training room at the DeKalb Police Station from 9 a.m. to noon Saturday, Nov. 12. The class is sponsored by Proudly DeKalb, so there is no cost to attend. The

Schnucks donates $16,000 to nonprofit organizations SHAW MEDIA Schnucks in DeKalb recently announced it has donated $16,000 to local schools, religious groups and nonprofit organizations in 2015 and 2016 through its My Schnucks Card program.

The program is driven by Schnucks customers; when a customer signs up for the My Schnucks Card, they direct where Schnucks donates funds in the community.

“Every time a customer uses their Schnucks Card at checkout, we donate to the church, school, community group or other nonprofit they’ve selected,” Schnucks DeKalb store manager Mike Stuker said in a news release. “At Schnucks, we believe giving back to our community is as important as nourishing our custom-

For former fighter pilot, mission accomplished

President Ronald Reagan had many friends during his life, but none were quite like Norm Wymbs.

Wymbs, who died in Florida this month at 93, did an immeasurable service to the legacy of his friend and the people of Dixon by spearheading the restoration and financial support for the Ronald Reagan Boyhood Home and the Northwest Territory Historic Center – the former South Central School building where Reagan attended as a boy in the 1920s.

Wymbs and his wife, Harriet, who died in 2009, bought Reagan’s boyhood home in the early 1980s, plus three homes around it, and they financed and led the restoration project.

Later, they created the Norm E. and Harriet S. Wymbs Foundation and, through it, spent about $25 million on the Historic Center over three decades.

If not for a chance meeting and interview with Reagan in 1975 at the small airport that served Boca Raton, Florida, the Wymbses might not ever have gotten involved.

But the friendship that followed prompted Reagan, after becoming president in 1981, to reach out to Wymbs to ask him, as a friend, to help with the preservation and restoration of his Dixon boyhood home. The rest is history.

The Ronald Reagan Boyhood Home, at 816 S. Hennepin Ave., Dixon, is open from 10 a.m. to 4 p.m. today and 1 to 4 p.m. Sunday.

The Northwest Territory Historic Center, 205 W. Fifth St., is open from 9 a.m. to 4 p.m. today.

Along with preserving history, these jewels attract many visitors to Dixon and have become points of pride for the community.

Wymbs, a successful businessman, wrote several books about Reagan. In a column he wrote for Shaw Media in 2011, Wymbs quoted Reagan about how the 40th president said he wished to be remembered.

“I would hope people remember me as a dedicated citizen striving always to do what was best for my country and people,” Reagan said, “even though not always as successfully as I planned!”

Reagan’s words, in a way, also apply to Wymbs.

Wymbs served his country during World War II, flying 83 combat missions over Europe as a fighter pilot.

He then married his sweetheart, embarked in the grocery distribution business in the Chicago area, and later became involved in investments and insurance in Florida, where he served a stint as mayor of Boca Raton.

After meeting Reagan, Wymbs served for 12 years as Palm Beach County’s elected representative on the Republican State Committee. He was a regional finance chairman and member of Reagan’s Presidential Transition Foundation. He later served on the federal Council on the Aging.

A dedicated citizen striving always to do what was best?

That sentiment certainly describes Norm Wymbs.

Eighty-three missions weren’t enough for this former fighter pilot.

Wymbs’ mission to preserve two places of history in Dixon was a great success and a wonderful tribute to his commander in chief.

Thank you, Norm and Harriet Wymbs, for a job well done.

Paul Ryan’s widely reported conference call Oct. 10, the morning after the second presidential debate, gave approval to what already had been going on – disavowal, to varying degrees, by Republican House members in anti-Trump-leaning districts.

Some leading authorities, including Karl Rove and National Review Editor Rich Lowry, think it unwise to have gone public on this. Better to keep mum and let members do their thing.

The problem with this is the one factor pollsters have trouble projecting – turnout. If voters believe that Hillary Clinton is sure to be elected, they might elect Republican senators and representatives as a check and balance. But some Republican-leaning voters might be so dismayed or disgusted as to not bother voting at all. Ryan’s message to them is that it still matters.

Turnout has been declining, not increasing, during the Obama years, and the Clinton campaign clearly is worried about low turnout, especially by millennials. The congressional contests may turn on which side’s turnout sags most.

Now it’s Congress’ turn to take action on Cuba The latest U.S. easing of regulations on commerce with Cuba is good news, not least for fans of rum and cigars. But it’s also a sign that President Barack Obama’s drive to normalize relations is approaching the limits of his authority.

With this new initiative, Obama has done about as much as he can to lighten the burden of a pointless and outdated embargo. Moving policy on Cuba any further in the right direction will require action by Congress.

This sixth round of easing will allow joint medical research and imports of Cuban pharmaceuticals approved by the U.S. Food and Drug Administration. As a result, U.S. clinical trials of a promising Cuban lung-cancer vaccine, for example, will be able to go forward. Cubans will be eligible for grants and schol-

arships for scientific and religious research in the U.S. It will be easier for U.S. businesses to trade by air and ship, and for Americans to work on improving Cuba’s infrastructure.

The president said his new directive makes the U.S. opening to Cuba “irreversible.” Maybe so, but much of the embargo, codified over the last half-century into a thicket of laws, remains – and it will take legislation to lift it.

There’s movement in that direction. U.S. public opinion on this has shifted – including among Cuban-Americans – presenting a new electoral challenge to some of the embargo’s most die-hard proponents. A half-dozen bipartisan bills chipping away at the embargo have been put forward since 2015.

Among the most significant is a

bill to let Americans travel freely to Cuba as tourists, instead of under one of 12 categories of “authorized travel.” The number of U.S. travelers to Cuba already rose by 75 percent between 2014 and 2015. This summer’s start of direct flights from the U.S. will drive that higher still.

Defenders of what’s left of the embargo claim that these new visitors will just put hard currency in the pockets of Cuba’s repressive regime.

But in many ways, the surge already is outstripping the state’s ability to capture the proceeds. An embryonic private sector is growing – of self-employed Cubans renting out rooms, running restaurants, or driving taxis. Airbnb already has about 10,000 listings across the island; meanwhile, state-owned restaurants complain that they’re losing custom-

ers to – gasp! – competition.

The success of these entrepreneurs will fuel a revolution of rising expectations. The influx of visitors’ dollars is also putting pressure on Cuba’s government to junk its dual-currency regime, one of the biggest impediments to foreign investment and economic reform.

Notwithstanding the occasional ugly American, most U.S. tourists are walking, talking spokesmen for the capitalist freedoms championed, to less effect, by the embargo’s remaining defenders.

By the way, one of those visitors ought to be the newly nominated U.S. ambassador. His posting requires congressional action as well: He awaits a confirmation hearing. Over to you, Capitol Hill.

Which party is going to control the House and hold a majority in the Senate in January 2017?

Even if you regard the presidential contest as over – a proposition for which there is powerful evidence, including Donald Trump’s current campaign message choices – the answers to those questions are, respectively, mildly and very unclear.

The Trump campaign has a legitimate gripe against mainstream media for their nonstop coverage of the groping charges against him and their downplaying – or complete blackout – of the WikiLeaks and other revelations about Hillary Clinton and her supporters inside and outside the Obama administration.

Does she really, as she swore under oath, have no recollection of key facts about her email servers?

Her advisers’ contempt for the Roman Catholic faith and willingness to use politics and government to transform it should send a chill up the spine of anyone who thinks the framers got it right with the First Amendment in banning the federal government from prohibiting the free exercise of religion.

Mainstream (and other) media were happy to give Trump lots of airtime in the primaries, while the Clinton folks, we learn, tried to manipulate the nomination process in his favor. But the First Amendment guarantees a free press, not a fair one. Any Republican candidate has to expect unfair treatment, and one

Don’t ask the players, either. Quarterback Anthony Maddie said after Saturday’s game he doesn’t even know who the team is playing next week. (It’s Buffalo.)

“It’s one week at a time,” Maddie said. “I’m going to check the schedule, I don’t know who we have next week, but we’re going to get in, watch the film from this game and on to the next opponent. It’s all about them. It’s all about the next opponent.”

Not that 2-5 is much better, but it provides a bigger margin of error – i.e.,

any – for the Huskies (1-6 overall, 1-2 Mid-American Conference) from here on out. They had chance after chance after chance to win – and that was only in the overtime. But when it came time to make a big play, or get a big stop, they reverted to looking like a 1-6 team.

Central Michigan was 0 for 2 on field goals, and committed three turnovers. But none of that led to a momentum swing for the Huskies, as those things tend to do. The biggies are the turnovers, especially the first one of the game.

Shawun Lurry did what he did so many times in 2015 but had failed to do this year – intercept an opposing quarterback. It happened on the first drive of the game and set up the Huskies on their own 40.

But the drive stalled, and facing a

fourth-and-3 at the CMU 17, the Huskies went for a fake field goal, running what looked like a sweep with kicker Christian Hagan. It did not go well.

To make matters even worse, Lurry was hurt on his interception and did not return, entering the concussion protocol.

In the end, the Huskies were outscored by seven on turnovers, and lost the game by six.

All losses sting. But if the Huskies finish the year 5-7 and are trying to find the one game that made the difference, it’s going to be hard not to point the finger at this one.

Regarding Fleck, NIU folks should root for NIU folks Right to the point: What’s with this venomous, almost malicious, P.J. Fleck hatred?

I mean it.

Daily Chronicle beat writer Jesse Severson made reference to it in a recent column. Now, I read that Akron burned an oar with the Fleck mantra “Row the Boat” inscribed on it Saturday during its pregame on the sideline. Admit it, you probably have heard it in the Huskie Stadium stands or read the vitriol online in fan forums for years.

Benedict Arnold Fleck, eh?

Former Northern Illinois University quarterback Josh Haldi, a Fleck family friend, ex-teammate, and 2004 team captain, wonders about the local version of “Fear and Loathing,” too.

“It’s interesting and a bit disappointing,” Haldi said. “There seems to be a lot of Huskie fans bent out of shape because he took the (NIU offensive coordinator) job for one day.

There are (NIU) folks who hope P.J. fails and falls on his face. I don’t get it. It’s a shame. Everyone’s entitled to their opinion, but P.J. is a Northern Illinois guy.”

How fast people forget.

Only a year ago, Fleck was selected by a blue ribbon committee as one of the 50 all-time greatest players in Huskie Stadium history (1965 to 2015). At a compact 5-foot-10 and 188 pounds as a senior, P.J. epitomized the ultimate NIU virtue: Overachieve to the max.

In my mind, when the proper time comes, Fleck is a first-ballot NIU Ath-

How can one dismiss Fleck’s impact? Consider his 179 career catches for 2,162 yards or the then school-record 87 career punt returns and 716 punt return yards (1999-2003). And the team-leading 77 catches for 1,028 yards and six touchdowns as NIU’s best possession receiver this side of Dave Petzke on the 10-2 Huskies in 2003?

Remember those Evil Knievel punt returns in heavy traffic? ... Or Fleck’s toe-dragging end zone reception against No. 15 Maryland? ...

Or his “we’re-not-losing-tonight,” career-high 14 grabs for an NIU record 234 yards and game-tying TD in the 3023 overtime thriller against Ohio four games later to keep NIU unbeaten? ... Or making second-team Academic All-America that fall? ... Or repeating as Huskies captain, a feat only duplicated maybe 15 times since 1899.

How fast people forget.

Forgive the seemingly parochial NIU perspective, but I thought P.J. was head coaching material as a freshman. His teammates immediately respected his energy, work ethic, leadership (not to mention his stellar orchestration of the postgame Huskie Fight Song in the locker room), and I secretly envisioned our first NIU grad head coach since Hall of Famer Howard Fletcher.

As a student-athlete, P.J. thrived

But when the final book is written on the Northern Illinois football team’s 2016 season and all of its defeats (six so far), Saturday’s 34-28 triple-overtime loss to Central Michigan will be looked on as the one that broke the Huskies’ back.

Sure, a bowl game still is possible.

The NIU schedule is very favorable in the final five games – the toughest game remaining is against Toledo at Guaranteed Rate Field. But they have to win all five, and Toledo is very tough. Probably tougher than the Chippewas.

Coach Rod Carey said he never thinks past the next game, so forget about finding out (at least publicly) how the team is regrouping after a 1-6 start, needing five straight wins to

Talladega could eliminate

CHARLOTTE, N.C. – Brad Keselowski thought playing it safe over two races would slide him into the third round of NASCAR’s playoffs.

Then he wrecked at Kansas Speedway and plummeted to the bottom of the Chase standings.

Now Keselowski is facing elimination at Talladega Superspeedway. Also in trouble?

Joey Logano, his Team Penske teammate, and at least one driver from Joe Gibbs Racing.

It hardly is the scenario Keselowski predicted a week ago when he sat in the middle of the Chase standings with five drivers clumped together facing elimination. By his estimation, the four drivers knocked from the Chase field would come from that group. He figured the fifth would win a race to advance into the round of eight.

Keselowski got that part correct: Kevin Harvick’s win Sunday took him from last in the Chase standings into the third round. What he didn’t predict: Contact that led to a 38th-

What a bizarre second round this has been, beginning with the opener at Charlotte, where five Chase drivers finished 30th or worse. That included Denny Hamlin, one of the mighty Toyota drivers from JGR, who had an engine failure while running second. He needed a strong recovery at Kansas, but instead had a self-described “terrible” race in which “everything went wrong.” Hamlin sounded like a driver frustrated with errors that were out of his control and led to him falling to 10th in the standings.

But he’s a past winner at Talladega – if JGR and Toyota can give him the equipment he needs.

“I’ve got confidence I can win every single week on the race track,” he said.

“It’s just, this is a team sport, and you’ve got to have every facet of the car and the team all put together and we’ve just got to execute.”

Hamlin of all drivers understands the complexity of Sunday’s race at Talladega. Only Jimmie Johnson and Harvick, winners of the first two races in the second round, are safe and breathing easy.

out after Talladega. Hamlin was second in the standings at Talladega last year, but finished 37th and was eliminated.

That means none of the Gibbs drivers are guaranteed anything, and odds are at least one of them will be knocked out Sunday. Same goes for the two Penske drivers. Considering where they are in the standings, it will be difficult for both Keselowski and Logano to advance out of Talladega.

So the stage is set for a walk-off home run that could save the season for the winner at Talladega.

Among those who will be swinging for the fences is Chase Elliott, the rookie who has found himself in the second round of the Chase but last in the standings. Elliott is 25 points behind the cutoff, and almost certainly must win at Talladega to remain in the playoff field.

Should he pull it off, it would be the first Sprint Cup win of his career. He won the pole at Talladega earlier this year and finished fifth, so anything is possible.

“I will go there and race our hearts out and try to win, I guess,” Elliott said.

“That’s about all we can do.”

And remember, this is unchartered territory for WMU, a Mid-American Conference member since 1948 with only one previous league football title in the duration and crashing the Top 25 for the first time. Believe it or not, last year Western Michigan won its first bowl game. Fleck’s $800,000 salary? Unprecedented at the MAC level. Athletic director Kathy Beauregard wanted a game-changer in Kalamazoo. In P.J., she got one. Beauregard’s biggest problem will be keeping him at WMU. As far as Fleck’s controversial 24-hour tenure as NIU offensive coordinator under coach Dave Doeren on February 12, 2012, I’m still not convinced about the “official” version of the story. A good source told me Doeren placed the playbook on Fleck’s desk that morning and that P.J. asked the obvious: “Do I have any input? Can I add some plays?” The answer was “no.”

If true, that drama planted seeds of

doubt in Fleck’s mind. Almost simultaneously, Fleck’s ex-Rutgers boss, Greg Schiano, called with a lucrative offer to be the receivers coach for the Tampa Bay Buccaneers. Salary-wise and career-wise, it was a no-brainer for Fleck, but he was cutting ties to the alma mater, probably forever, and I’m sure that hurt.

P.J. took the high road and supposedly told Doeren he “wasn’t ready” for the NIU offensive coordinator position.

But was “ready” enough to immediately take a job in the NFL. Never believed that one, sorry. In the interim, I heard he and Doeren buried the hatchet, or whatever.

You might be saying, “Mike, this was four years ago, what’s the point?”

Not to be naive, but the point is that Fleck is an NIU guy and has been highly successful. It’s a free country, but NIU folks should root for NIU folks.

Except when the Huskies play WMU.

Cubs, fans need to remember to forget VIEWS Rick Morrissey worst possible moments. Let’s call it the curse spectrum.

Those people might want to ring up Montero’s psychologist. They need to remember to forget. Not easy, I know, but necessary with three games coming up in Los Angeles, the first tonight.

Cubs players have said over and over again they don’t care that a local tavern owner, angry with the team for kicking him and his smelly pet goat out of Wrigley Field during the 1945 World Series, declared that the Cubs either never again would play for baseball’s ultimate prize or that they never would win a World Series game at Wrigley. And since then … hold it … still checking … I can confirm that the Cubs haven’t played in a World Series.

“Nobody really cares in there about a curse or a goat or anything else, you know what I mean?” pitcher Jon Lester said of the team clubhouse. “It’s what you make of it. If we make a mistake, we’re not going to blame it on a

curse or anything else like that. We’re going to blame it on ourselves. “… I think we got too many young guys in there that don’t even know what that stuff is. So, it’s almost better to play naive and just go out and worry about us, worry about the Cubs and not anything else in the past or, like I said, any animals.’’

The players are right not to give a fig about a silly curse or a stinkin’ goat. They shouldn’t care about such nonsense. But they should care there are people in Chicago who care about it. Some of those people can’t help but send out bad vibes when things aren’t going well, no matter where the Cubs happen to be playing that day.

The players are human, and they have to deal with those vibes. We saw it in Game 6 of the 2003 NLCS, when Alex Gonzalez’s error on a groundball brought an eerie silence to Wrigley, sending unspoken messages of impending disaster to the players.

And you know the horror story that followed.

Perhaps there has been some emotional growth with the team’s success the past two seasons. I didn’t sense doom and gloom as fans walked out of Wrigley after the loss Sunday night. I

sensed a group of people that had just watched a great pitcher, Clayton Kershaw, shut down the Cubs. I sensed people doing the mental math as to when Kershaw would pitch again.

There is a curse, but not the one commonly associated with the Cubs.

It’s the Curse of the People Who Believe in the Billy Goat Curse. Those people can negatively affect the team with their Eeyore tendencies. There’s no way to prove it or to quantify it, but I believe it’s there in some measure.

The best thing to do now is take Montero’s advice. It’s time for everyone to forget everything, if that’s possible. Forget Game 2. Forget the 107-year drought. Forget the ghosts of playoffs past. Not realistic? OK. The next-best thing, although one also with a high degree of difficulty, would be for fans to suppress the urge to declare that the End Times are at hand at the first hint of trouble.

Go out and buy yourself some amnesia. Remember which team is the favorite.

Zobrist laughs off Dodgers’ claim he stole signs

LOS ANGELES – Ben Zobrist defended himself. But mostly he laughed.

“I think it’s hilarious,” he said about Dodgers catcher Yasmani Grandal’s assertion that Zobrist was stealing the catcher’s signs from second base during the Cubs’ eighth-inning rally Saturday night.

“No, I was not stealing signs,” the Cubs veteran AllStar said. “But I appreciate him thinking my baseball IQ is that high.”

Grandal’s allegations were raised after the Dodgers’ 1-0 victory in Game 2 on Sunday night, as he talked about reasons for extra visits to the mound and multiple sets of

Miguel Montero was talking about forgetting, an excellent coping strategy for anyone even remotely associated with the Cubs.

He was talking about a 1-0 loss to the Dodgers in Game 2 of the National League Championship Series, a loss that evened the series, but he could have been talking about heartbreak, team history and purported curses.

“I talk to my psychologist sometimes, and he says, ‘If you would have amnesia, you’d be a heck of a player because it’s easy to forget the bad times,’ ” the Cubs catcher said. “Our club is pretty good on that. I’ve seen the guys move on from a loss. They move on: OK, we lost, it’s all right, we’ll get it tomorrow. That’s a really mature attitude for a lot of young guys on this club.’’

That attitude might be a bit harder to embrace for veteran Cubs fans, who, as a group, have seen a nightmare or 100 over the years. There are a lot of scarred people who believe the Billy Goat curse is real or that the team is jinxed in some way not involving hooved animals or, not quite as dramatic but just as dangerous, that the Cubs are predisposed toward bad things happening at the

Young: ‘We can compete against any team’ Fox ‘excited’ to get back into division play with Packers

It hadn’t. That Fox had to dig so deep for optimism the day after the worst loss of his Bears tenure tells you about the state of the 1-5 Bears. That the Bears are taking solace in facing a familiar foe Thursday is another. Being thumped by a rival Thursday might be the only thing to take the Bears’ season from bad to worse.

The Packers will be motivated. Sunday’s 14-point loss to the Cowboys was their worst at home with quarterback Aaron Rodgers starting since the 2011 playoffs. Fans booed the team, whose three wins have come against the unimpressive Jaguars, Lions and Giants.

Fox, however, seemed to welcome the game – particularly as an alternative to dissecting Sunday’s 17-16 debacle against the Jaguars.

“This will be our second division game this season, so I think it’s kind of exciting that we’re getting back into it on a short week coming off a day like [Sunday],” Fox said. “I’m kind of excited to get back on Thursday, a short week, against a rival.”

On the surface, they have little to be excited about. Entering Monday night, only the Browns, Jets, 49ers and Buccaneers had a worse point differential than their minus-42. No team in the NFL averaged fewer than the Bears’ 16.8 points. Only the Browns have won fewer games.

Searching for reasons for hope, the Bears touted their familiarity with their next two opponents, the Packers and Vikings, before a Week 9 bye.

They claim correctly – in terms of fact, but not spirit – that they’re undefeated in NFC North play, at 1-0. Players talked openly Sunday afternoon about being able to win the division,

given that half their final 10 games are against NFC North opponents.

They’ve won two of their past three at Lambeau Field – “That’s a pretty cool fact,” outside linebacker Willie Young said – even though the games took remarkable turns.

In 2013, Shea McClellin broke Rodgers’ collarbone on the Packers’ first series, leaving Seneca Wallace to be sacked four times and throw one interception. The Bears’ 17-13 win last Thanksgiving ended with Rodgers throwing an incomplete pass in the end zone with 29 seconds to play, and marked the high-water mark of Fox’s tenure.

In between, of course, was a 55-14 loss there in 2014.

“We know that we can compete against any team,” Young said. “It’s never a case where we haven’t had an opportunity to win. It’s just closing it out. If I recall, the last time we played them, it came down to the wire. The last second on the clock, it was that type of game.

“It’s a division game. It’s a rival game for us. It’s going to be hostile: ‘Thursday Night Football.’ ”

30 Fasting for cholesterol test not always required Dear Dr. K: I heard fasting no longer will be required before a cholesterol test. Will the results still be as accurate?

Dear Reader: To answer your question, I first need to describe what a “cholesterol test” is. There are three types of cholesterol that typically are measured: LDL (“bad”) cholesterol, HDL (“good”) cholesterol and total cholesterol (basically, the sum of LDL and HDL). There is a fourth type of fat measured at the same time: triglycerides. Most doctors order all four tests as part of what’s called a “lipid (fat) panel.”

LDL, HDL and total cholesterol levels are not much affected by having recently eaten, but triglycerides are. If measuring the triglycerides is not that important, then fasting becomes less important. Fasting is a hassle, for both patients and doctors.

It might be a hassle for you to come for a blood test first thing in the morning, then to have breakfast and then to begin your day. And if your schedule doesn’t allow you to have the test until later in the day, continuing to fast becomes quite unpleasant.

Indeed, if you have diabetes, long fasts can be dangerous.

International guidelines recently published in the European Heart Journal became the latest official recommendation against routine fasting for cholesterol tests. I spoke to my colleague, Dr. Naomi Fisher, an endocrinologist at Harvard-affiliated Brigham and Women’s Hospital. She noted these guidelines defend what many health care systems and doctors have been practicing for several years already. If a person’s triglycerides tend to be high, I like to monitor them in the fasting state so the results can be compared fairly to previous fasting results.

Also, a fasting blood sugar (done on the same blood sample) is valuable in monitoring people at risk for getting diabetes.

So there can be two reasons, in certain patients, to obtain a fasting blood sample.

So ask your doctor if you really need to skip breakfast before your next blood draw.

There might be a good reason, like the ones I’ve just given. But there might not be.

Dear Abby: I DEAR ABBY moved to a new state two years Jeanne ago, mostly Phillips because I had a friend who lived here part-time. I have distanced myself from many of the people she has introduced me to because they all talk about each other behind their backs. They also don’t work many hours and start drinking very early in the day.

The other night, I had my friend and her husband over for dinner with my boyfriend and me. For most of the night she was on the phone Facebooking and texting pictures of my dinner table to people I don’t bother with. There was absolutely no conversation between the two of us that night. When I said something about her being on the phone, her answer was she was answering her Facebook messages.

Because I have distanced myself from others around here, I’m not sure if I should say anything to her because if I do, it will mean I won’t have any friends around at all. Yesterday, I mentioned the rule of 20, which some players, whatever their age, use to decide between an initial pass and a one-level opening bid. As I explained, I believe that that is a bad idea. However, if you have a long suit, it is a useful guideline for deciding whether to open one or to pre-empt.

Look at today’s South hand. What would you open, and how would your auction proceed? Assuming South ends in four hearts, how should he plan the play after the defenders take two spade tricks, then shift to diamonds?

For the rule of 20, you add highcard points to the number of cards in your two longest suits. So, today’s South hand is worth 20 (11 plus 9).

It should be opened one heart, not three hearts. North should respond two no-trump, the Jacoby Forcing Raise, and South should jump to four hearts to indicate a minimum opening with no side-suit singleton or void. (If South did open three hearts, probably North would raise to four, more in hope than expectation, but that is beside the point!)

South is faced with four losers: two spades, one heart and one diamond. If he immediately starts on trumps, he should lose those tricks. As I am confident you noticed, declarer must win the third trick with dummy’s diamond ace and play three rounds of clubs to discard his second diamond. Then he can table his trumps and claim.
