Armed jewelry thieves target Kardashian West in Paris

PARIS – Armed robbers forced their way into a private Paris residence where Kim Kardashian West was staying, tied her up and locked her in a bathroom before making off with more than $10 million worth of jewelry, police officials said Monday.

A spokeswoman for Kardashian West said the reality TV star, who was in Paris attending fashion week shows, was badly shaken but physically unharmed.

She left Paris Monday morning a few hours after the incident, and flew to Teterboro Airport in New Jersey. From there she traveled in a motorcade to her apartment building in downtown Manhattan, where there was a heavy security presence.

Paris police are hunting for five suspected assailants after the robbery, which has raised new concerns about security in the French capital after a string of deadly extremist attacks.

But Johanna Primevert, chief spokeswoman for the Paris police department, said the attack on Kardashian West shouldn’t put off anyone thinking of coming to Paris.

“This kind of incident is extremely rare in Paris. This is a star who is famous worldwide. Do not confuse what happened to Ms. Kardashian and probably was the result of an

organized team who had planned their action with the assault of a tourist in front of Notre Dame [cathedral] or another tourist spot in Paris,” Primevert said in an interview with the AP at the Paris police headquarters Monday night.

The police spokeswoman suggested possible imprudence from Kardashian West in showing her valuable jewels on social networks and a possible lack of security in that private residence.

“Clearly, when you have a star like Kim Kardashian who has, I think, more than 48 million followers on Twitter ... I think this could have happened abroad just as easily as in Paris. It was really the celebrity who was targeted, with possessions that had been seen and noticed via social media, and it was these goods that the attackers targeted,” Primevert said.

“It’s not the safety in Paris that is involved – it’s maybe the security situation in that residence,” she insisted.

Primevert said the robbery was “the result of people who obviously posed as policemen.”

Police and authorities were not aware that Kardashian West was staying in that private location, Primevert said.

The thieves entered the 19th-century luxury residence in Paris’ chic eighth district after the concierge let them in around 2:30 a.m. local time, according to two police officials. Handcuffed and at gunpoint, the concierge led them to the starlet’s flat.

Domestic violence victims tell their stories during annual vigil in DeKalb

news@daily-chronicle.com DeKALB – Perseverance was the common thread woven into the stories shared Monday night by domestic violence survivors during Safe Passage’s candlelight vigil.

Safe Passage, an organization that provides services including crisis intervention and short- and long-term housing for domestic violence survivors, holds the vigil annually to give those affected a chance to tell their stories and to honor those who did not survive, residential services director Renee Danielle said.

“We want to raise awareness of the cause and effects of domestic violence and what we can do as a community to prevent it and end it,” Danielle said.

Kawana Clinton was one of seven women who made it out and told their stories. She, like most, stayed true to the statistic read aloud during the event that stated it takes seven attempts on average to leave an abusive partner.

“I was such a broken person,” Clinton said while recounting when she arrived at Safe Passage with her three kids July 22, 2015. “I was hurt.

I was wounded. I was embarrassed.

I was lost. I was angry.”

Clinton said she got sick shortly after arriving at Safe Passage and had much to overcome on an emotional level after having been abused for so long, but never would have done so without the Safe Passage staff.

“And I started going to counseling, and the lady opened up me so much,” Clinton said. “I used to refer to myself as a fluttering chicken, you know. You know how chickens, they want to fly, they try to fly, but they just can’t get it? And she would say, ‘No, you’re just an eagle that hasn’t learned to fly.’ ” Clinton still stays at Safe Passage, but now is working and able to buy things for her kids again. Most importantly, she is able to love herself, she said.

Dating violence at Northern Illinois University increased from one reported incident in 2013 to 26 in 2015, while domestic violence reports decreased from 32 incidents in 2013 to three in 2015.

Lowery said although he could not comment for NIU, the spike in reported domestic violence citywide could be because there is more disclosure and reporting on the topic, among other reasons including economic stress placed on low-income families in Illinois.

“We have a state without a budget, so the people that are impacted the most are the people that have the least, so you see how it impacts community and family,” Lowery said.

rgillespie@shawmedia.com DeKALB – A Northern Illinois University professor who is a former Burlington school district superintendent has been offered the job as interim school chief for District 428, and the school board is expected to vote on his contract at Tuesday’s meeting.

Bradley Hawk has been tapped to take over for Superintendent Doug Moeller, who the school board announced Sept. 21 was placed on paid leave. DeKalb High School Principal Michele Albano sought and secured an order of protection against Moeller, alleging, among other things, that he had stalked her and threatened to ruin her career.

The school board vote on Hawk’s contract would take place a day before Albano and Moeller are due to appear in a Kane County courtroom in connection with the protective order – although no charges have

Proposed contract been filed against Moeller. Should the school board approve Hawk’s appointment, District 428 will be paying two superintendents’ salaries.

District payroll information included with the agenda for Tuesday’s meeting lists Moeller as being a retired administrator, suggesting that he will not return to active duty with the school district.

The proposed contract for Hawk would pay him $925 a day for not more than 100 days of work, effective from Tuesday until June 30. It is unclear if he would continue to work for NIU; but his contract, in effect, could

help him decide.

Hawk is a former superintendent of Burlington Central School District 301 in Burlington. He currently develops online courses for NIU’s school business management program and was, at one point, an assistant professor in the university’s department of leadership, educational psychology and foundations, according to the NIU website.

Board denies homeowners’ request to switch school districts

DeKALB – The DeKalb Regional Board of School Trustees voted unanimously Monday to deny a petition to annex 12 homes into Sycamore School District 427 from DeKalb School District 428.

The homes – on Coltonville Road between First Street and the South Branch of the Kishwaukee River – have Sycamore mailing addresses but are within District 428’s boundaries.

Board President Marshall Hayes read the board’s finding of facts after hearing testimony for and against the petition and deliberating in closed session.

Board members concluded that the difference in distance between the properties and either district’s schools is no more than 10 miles, and changing the boundaries would present no significant educational benefit for children.

“DeKalb has an excellent school system; Sycamore has an excellent school system,” Hayes said. “Based on state statute, if that’s the case, then you don’t move on to other considerations.”

Attorney Charles Cronauer, representing the petitioners, said some of the property owners have businesses in Sycamore, and they all see Sycamore doctors and otherwise identify with that city more than DeKalb.

“We feel the DeKalb School District is as competent as the Sycamore School District,” Charles Cronauer said. “It’s a matter of geography. It’s a matter of location. It’s a matter of community of interest. It’s a matter of the whole-child concept. We have people here who want to participate in their community, which is Sycamore.”

Regional Superintendent Amanda Christensen said there will be a 30-day period for the property owners to appeal the board’s decision.

The search for a fill-in had to extend outside the school district because no one internally had the legal qualifications to take the role, school board member Howard Solomon has said.

DeKALB – A book by a Harvard-educated attorney who also is the author of a resource used in a Northern Illinois University course will be the subject of discussion Wednesday at an event hosted by a local women’s organization.

The League of Women Voters of DeKalb County invites the public to attend its regular monthly meeting to talk about Bryan Stevenson’s book “Just Mercy.” It describes his work as founder and member of the Equal Justice Initiative in Montgomery, Alabama. Also, the book is used in an NIU course that introduces first-year students to the university and college life.

The LWV of DeKalb County is part of a statewide organization that offers voter education and advocacy, according its website. The meeting Wednesday will be held in the Bilder Room of the DeKalb Public Library, 309 S. Oak St. in DeKalb.

Health committee considers a proposal for tax increase

rgillespie@shawmedia.com SYCAMORE – Members of the DeKalb County Board’s Health and Human Service Committee said Monday that they hope the public will get a better understanding of a property tax levy that could be recommended for the health department, and then vote to support it in April.

The property tax would cost the owner of a $200,000 home about $23 a year, or just less than 4 cents per $100 of equalized assessed value, county officials estimate.

The six committee members have been back at the drawing board of late, discussing the referendum issue after the full county board voted, 14-8, in June to kick it back to committee rather than put the question to voters on Nov. 8.

For 20 years, the county levied a property tax to pay off $11.8 million in bonds sold to build the DeKalb County Rehab & Nursing Center and the Public Health Department building on North Annie Glidden Road in DeKalb.

The $650,000 raised from the levy each year had been going to pay off the building. Now county officials want to keep the levy going, asking for permission to borrow $2 million more this time than last.

County Administrator Gary Hanson said the law dictates how much the county should ask for as part of the referendum. Although the total levy amount approved would be more than before, the amount that taxpayers actually might be asked for would be closer to $650,000 a year.

Hanson said getting that kind of approval from residents requires trust.

“People will have to believe that you will do ... what you said you would do,” Hanson said.

Although the bonds for the previous levy have been paid off, the county doesn’t want to lose the revenue. Money from the levy now would help pay for what health department officials say are vital services that benefit the community as a whole.

“I hope that people can see the value in the work that we do, and that everyone is impacted by the work that we do,” said Lisa Gonzalez, who took over as public health administrator in July.

Gonzalez said that should the County Board decide to put the referendum on the ballot in the spring, the next step would be to explain how the community would benefit if the increase is approved.

In addition to providing such things as nutrition services for poor families with infants and small children, the county health department also provides vaccinations to people traveling overseas and responds to communicable disease outbreaks.

Uncertainty regarding state funding for many of the health department’s programs adds to its budgetary woes, Gonzalez said. As the timeline goes, the agency would not see money from the levy – if voters approved it – until 2018. But several of the health department’s programs could be threatened by the state’s fiscal troubles in the coming months.

“The stopgap budget only approves funding through the end of this calendar year, so we’re hopeful that the state will pass a full budget so that we’ll get approved for [grants] once Dec. 31 is past,” Gonzalez said.

Duckworth goes after Kirk in their 1st debate

CHICAGO – Democratic U.S. Rep. Tammy Duckworth went after Republican U.S. Sen. Mark Kirk on Monday during the first debate of their U.S. Senate race, criticizing his judgment on national security issues and his “endless” controversial statements.

Kirk, who spoke far less than the Hoffman Estates Democrat and rarely challenged her, used the meeting before the Chicago Tribune editorial board to tout his record as a fiscal conservative and an independent, noting that he broke from his party to support gun control legislation and gay marriage.

The first-term senator from Highland Park is seen as one of the Senate’s most endangered Republican incumbents in a year when Democrats could regain control of the Senate. Illinois, a left-leaning state, tends to elect Democrats in statewide contests, particularly in presidential election years.

Democrats need four or five Senate seats to win back the majority in November, depending on which party wins the White House and can send the vice president to break a tie.

Illinois suspending $30 billion in activity with Wells Fargo

SPRINGFIELD – State Treasurer Michael Frerichs suspended $30 billion in state investment activity with Wells Fargo on Monday, joining a swelling chorus of outrage over the scandal that saw bank employees opening millions of phony accounts to meet sales goals.

Frerichs was uncertain how much the yearlong suspension would cost the nation’s second-largest bank, which serves as broker-dealer for state investments, but said it likely amounts to millions of dollars. A company spokesman said it will be far less.

Kankakee County sheriff: 4 homicides in less than 36 hours

KANKAKEE – Four homicides, including a triple homicide, occurred in less than 36 hours in a northeastern Illinois township, and police said Monday that it

appears the crimes are related.

Ralph Ledet, 46, of Pembroke Township was found dead in his driveway shot in his head about 1 a.m. Saturday, Kankakee County officials said. The next day just before 1 p.m., deputies investigating a report of three men shot found a father and two sons dead.

Those victims were identified as Reginald Neal, 56, Dangelo Neal, 24, and Davante Hopkins, 21. The Kankakee County coroner planned autopsies Monday.

The three men suffered multiple gunshot wounds, Kankakee County Sheriff Mike Downey said at a Monday news conference.

The three men found dead Sunday were discovered by a relative who called police, Downey said.

Downey said investigators believe the killings were targeted “because of the way they were killed.” He said the victims weren’t restrained, and there were no signs of struggle.

Police discuss fatal shooting by officer outside nightclub

MARKHAM – Police in southwest suburban Chicago have provided details about an incident in which an officer fatally shot a man while responding to reports of a fight in a nightclub parking lot.

Markham Police Chief Mack Sanders told the Chicago Tribune that the officer believed his safety was at risk from an armed man “in close proximity” and shot him about 3 a.m. Sunday.

The Cook County Medical Examiner’s Office identified the man as Donte Jones of Maywood, 36.

Sanders said the officer, who has been with the department for four years, is on modified duty pending the investigation.

He did not explain what modified duty entails. Sanders said a weapon was recovered and that charges were pending against someone who was arrested.

Clinton blasts Trump on taxes, business skills The ASSOCIATED PRESS TOLEDO, Ohio – Hillary Clinton tore into Donald Trump’s tax maneuvering, business skills and trustworthiness Monday as she sought to capitalize on news that the New York real estate mogul may have paid no federal taxes for years. Unfazed, he boasted of using U.S. tax laws “brilliantly” and cast himself as a savvy business survivor poised to save a reeling nation.

Campaigning at a Toledo train station, Clinton castigated Trump as a cold-hearted and bungling businessman who “represents the same rigged system that he claims he’s going to change.” She called for a new law requiring presidential candidates from major parties to release their tax returns, as Trump has refused to do, and she accused him of shirking his responsibility as a taxpayer.

“He’s taken corporate excess and made a business model out of it,” she said. “It’s Trump first and everyone else last.”

The Democrat’s broadside was her first response to a weekend New York Times report that Trump claimed a loss of nearly $916 million in a single year on his personal tax filings. The Times said the size of the loss could have allowed him to avoid federal taxes for nearly two decades, an assertion his campaign neither confirmed nor disputed.

Nor did Trump.

Instead, at a Colorado rally, he portrayed himself as a man who bounced back from financial losses, will recover from a currently difficult stretch of the campaign, and propel the nation to a similar turnaround.

“On Nov. 8, America’s comeback begins,” he told cheering supporters in Pueblo.

Several of Trump’s surrogates also rallied to note that the Times report did not allege wrongdoing and they contended the Republican presidential candidate was a “genius” for using the tax system to rebuild his fortune.

At the same time, the Clinton campaign seized on the comment with a new TV ad, asking, “If not paying taxes makes him smart, what does that make the rest of us?”

Other Trump troubles mounted.

Former cast and crew members from the reality TV show “The Apprentice” described for the first time his treatment of women on the set. Show insiders told The Associated Press that Trump rated female contestants by the size of their breasts and talked about which ones he’d like to have sex with.

The campaign issued a broad denial, calling the claims “totally false.”

Also Monday, the New York attorney general’s office ordered the Trump Foundation to immediately stop fundraising in the state, saying it isn’t registered to do so.

The back-to-back bad news piled on a week of Trump missteps and his increasingly aggressive personal attacks on Clinton. Since a rocky debate last week, Trump has engaged in a distracting feud with a former beauty queen he called “Miss Piggy” because she gained weight during her reign. He seemed to try to shift the conversation Saturday night when he suggested, without evidence, that Clinton may have cheated on her husband.

Among youth, Obama’s popularity may not transfer

The Associated Press DURHAM, North Carolina – Paulos Muruts is set to cast his first presidential ballot for Hillary Clinton – if he makes it to the ballot box.

“I might need someone on Election Day to actually convince me to go out and vote,” says the 19-year-old Duke University student, arguing that the Democratic nominee “has the experience” and “exudes the right temperament” but “doesn’t inspire excitement.”

Yet mention Clinton’s would-be predecessor, and Muruts’ eyes light up.

“Love President Obama,” he says.

“He’s got swagger.”

Muruts represents a frustrating political reality for Clinton in her matchup against Republican nominee Donald Trump: She’ll fare far better on Election Day among voters age 18-30, but she could fall short of Obama’s totals and turnouts that drove his national victories in 2008 and 2012, a new GenForward survey suggests.

The survey math tells the story. The GenForward survey, conducted Sept.

1-14 by the Black Youth Project at the University of Chicago with the Associated Press-NORC Center for Public Affairs Research, found that 54 percent of

voters age 18 to 30 held a negative view of Clinton. Just 41 percent said they see her favorably. At the same time, 60 percent of respondents said they approve of Obama’s job performance, while 26 percent do not. Perhaps most vexing for Clinton is that the GenForward survey depicts a young generation less critical of the current Oval Office occupant than older voters. Obama argues plainly on the campaign trail that “my legacy is on the ballot.” But those sentiments just aren’t so easily transferred to his preferred successor, even as young voters resoundingly reject Trump and, as a whole, declare Clinton more honest and more qualified than the GOP nominee.

“I do like her,” Lenart says, but adds, “I’d rather start from a clean slate so we don’t have to deal with this anymore.”

To be sure, Clinton holds commanding advantages over Trump among young African-Americans, Hispanics and Asian-Americans. But the poll leaves doubts about whether she can turn them out to vote. More than half of young whites say they will definitely vote, but less than 4 in 10 nonwhites say the same.

KishHealth System Breastfeeding Center families with increased education and support,” lactation consultant and nurse Jennifer Kleckner, of the KishHealth System Breastfeeding Center at Kishwaukee Hospital, said in a news release.

The KishHealth System Breastfeeding Center provides free lactation consultation and support over the phone or in the office located on the first floor of Kishwaukee Hospital’s Medical Office Building in DeKalb. The goal of the center is to help address concerns and overcome obstacles throughout the baby’s first year. The center serves all new moms in northern Illinois, no matter where a baby is delivered.

“This is a great accomplishment for

Kishwaukee Hospital as an organization and an even greater achievement for the health care providers and staff who are committed to providing evidence-based education and support for new mothers,” Judy Bergsmith, nurse and lactation coordinator at KishHealth System, said in the release.

Kishwaukee Hospital is one of only 12 hospitals in Illinois with this designation. Currently there are 367 active Baby-Friendly hospitals and birth centers in the United States.

There are more than 20,000 designated Baby-Friendly hospitals and birth centers worldwide.

The Baby-Friendly designation is given after a rigorous on-site survey is completed. The award is maintained by continuing to practice the 10 Steps to Successful Breastfeeding as demonstrated by quality processes.

KishHealth System has been working toward this designation for almost four years. Valley West Hospital in Sandwich is in the review process to receive the Baby-Friendly designation.

To aid in shaping economic development in the county, the DeKalb County Community Foundation has created a new grant program that will act as a catalyst for local municipalities and communities.

Community Economic Development Grants will provide an opportunity for communities in DeKalb County to apply for funding to support economic planning or to implement projects that support their economic plans.

Grants will be limited for each community to $20,000 over the life of the grant program, estimated to be in place through 2019. Each of the 15 distinct communities as well as the unincorporated communities within DeKalb County are eligible to apply and receive grants.

Applications are accepted during two grant periods each year. Applications are due by midnight on Oct. 1 and April 1 and usually become available two months prior to the deadlines.

“Our hope is to incentivize and support our communities in planning for and implementing priority projects that support local economic development,” said Anita Zurbrugg, Community Foundation program director. “By providing a wide range of support for such things as data gathering, planning and unique community projects, we can springboard current plans already in process and assist in preparing for the future.”

The idea for an economic grant program came from an ongoing partnership between the Community Foundation, DeKalb County Government, DeKalb County Economic Development Corporation, DeKalb County Farm Bureau, and Northern Illinois University Center for Governmental Studies.

The partnering organizations created an economic development vision framework to help shape the planning, marketing, and investments for economic development across DeKalb County.

Guarantee road funds will be spent as intended

To the Editor: This November, Illinois voters have the opportunity to do something that is long overdue: Add protections to the Illinois Constitution guaranteeing that funds collected for road construction and maintenance actually will be spent on meeting those needs.

This “Safe Roads Amendment” will be the first question appearing on the November ballot, even before the presidential candidates.

The truth is that Illinois’ transportation infrastructure is crumbling.

More than 4,200 Illinois bridges and half of Illinois roads are in poor condition.

But such statewide statistics just scratch the surface and can’t tell the real story.

That’s because some of the biggest challenges and greatest risks are faced by local governments all across the state.

I know. As the retired general manager of municipal services for Moline Public Works and as the immediate past president of the American Public Works Association of Illinois, I have seen firsthand how local governments struggle to maintain a safe and efficient transportation network for their communities.

Local officials – whose jobs include protecting the public safety of drivers by tending to the transportation infrastructure – struggle to stretch available revenues. The challenge is complicated when state government takes the money meant for our roads, bridges and transit.

Our state and nation are facing a crisis of confidence. This constitutional amendment represents a first step toward forcing responsible budgeting in Springfield.

When you go to the polls in November, I hope you will join me in telling Springfield that it is time to protect the infrastructure we all rely on every day, and it is time to budget responsibly.

Don’t fall for false equivalency between Trump, Clinton

that Donald J. Trump’s main strength as a businessman and politician has been to bully; and one of his preferred weapons is that when he is rightly criticized, he immediately hits back by accusing his opponent of the thing he is criticized for.

For instance, when he was asked in the first debate why he persisted to question President Barack Obama’s citizenship years after Obama made public his birth certificate, he falsely accused Hillary Clinton of being far more vicious and racist toward Obama in the 2008 primary.

He persists in this “no, you’re worse” tactic by lying and exaggerating so loudly and often that people begin to believe him.

All of this has created a fog of lies and half-truths that gets repeated by those who have tied their own dreams of power to Trump’s bulldozer. The result is that reporters amplify the false narrative, and voters follow it.

The narrative persists that these are two equally unpopular candidates and, therefore, they must be equally defective. People think, “If Trump is dishonest, untrustworthy, racist or corrupt, well, Hillary Clinton must be as well. After all, I’ve heard that story so often.”

Trump is counting on this fog of a false equivalency to dampen the turnout for Hillary just enough for him to steal the election. It would be tragic if he succeeds. No one could have devoted their lives to public service as Hillary Clinton has without making enemies and mistakes. But 90 percent of the bad rap she has been given has been fabricated by those who simply despise her policies.

If you love your country, please consider that Hillary Clinton has never been the self-aggrandizing bully who habitually lies, scatters innuendo, shames and feeds on fear-driven division that Trump has shown himself to be.

There is no equivalency here. A bully as president is not what America needs. There is a clear choice.

Suspending business sends message to bank Illinois on Monday became the second state to suspend its business relationship with Wells Fargo in light of revelations that bank employees had committed a fraud on its customers.

We are pleased to see a state official speaking the only language that investment bankers seem to understand: money. State Treasurer Michael Frerichs has announced that he will suspend $30 billion in investment business the state of Illinois does with Wells Fargo for a year in response to the scandal in Wells Fargo’s retail banking division. California already has suspended its business dealings with Wells Fargo.

Last month, it became known that over the past five years, Wells Fargo employees had opened about 2 million unauthorized accounts in customers’ names without their authorization or knowledge. Customers then were charged fees for those accounts. The unauthorized accounts also created a drag on the customers’ credit scores, which could have led to them being offered higher interest rates on loans.

More than 5,000 employees were fired in connection with this financial malpractice – but, so far, no executives have faced any criminal charges. Wells Fargo CEO John Stumpf has appeared twice before Congress to face stern questioning. He is forgoing his salary for the rest of the year while an investigation into what happened continues, and has forfeited $41 million in stock awards. (He made $19.3 million in 2015.)

The bank has been fined $185 million, or 0.8 percent of its 2015 net income of $23 billion.

Some individuals who are upset at what went on have talked of moving their personal business to other companies.

That’s a principled stand, but the truth is that Wells Fargo – the second-largest bank in America and among those considered “too big too fail” – doesn’t really notice when a few individuals take their business elsewhere.

When one of the largest states in America does it, it sends a louder message.

“Wells Fargo is a big financial player in Illinois, and I hope to send the message that their unscrupulous practices are not welcome and will not be tolerated,” Frerichs, a Democrat, said Monday at a news conference in Chicago.

Frerichs’ job is to invest public funds, and his decision seems to be in keeping with the public’s views on the matter. So long as the money continues to earn a similar rate of return, this is the right call.

The country’s largest banks long have seemed to operate as perpetual money-making machines, generating incredible largess for executives no matter what consequences their firms’ actions have for the country.

We hope that more states join Illinois in sending the message that no bank is too big to suffer consequences when it exploits its customers.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

President Trump could deport freely

Donald Trump has telegraphed his intentions, if not always consistently, to radically shift immigration policy and, in so doing, subvert America’s vitality and international standing as a beacon of diversity and tolerance. While he cannot unilaterally undertake every change he proposes, there is plenty he can do, on his own, to overhaul America’s approach to immigrants.

His program would undercut the nation’s economic prospects, its values and the vibrancy of its neighborhoods and communities.

A President Trump could slash the number of refugees allowed to enter the country, including from Syria, downgrading President Barack Obama’s goal of admitting 110,000 in the fiscal year that started Saturday. Federal law gives presidents the power to bar any “class of aliens” they deem “detrimental to

the interests of the United States,” so Trump could – as promised – ban immigrants from Muslim-majority countries. The effect would be to undercut Washington’s standing with allies as well as America’s relations with its own Muslim citizens – a blow to America’s capacity to fight terrorism.

In the same category of feasible but self-defeating policies, Trump could revoke work permits and the protection from deportation granted

by Obama to nearly 1.5 million young undocumented immigrants brought to the United States as children by their parents. Just as Obama has used executive orders to shield those “Dreamers,” Trump could remove the shield and thereby expel from the country a generation of promising, American-educated young immigrants, most of whom have little or no memory of their birth countries.

As president, Trump also could unilaterally broaden the categories of undocumented immigrants targeted for accelerated deportation; they would include, as he has pledged, visa overstayers. Together, they amount to more than 5 million people.

True, it would be staggeringly expensive to find, detain, process and remove so many migrants in those categories. Yet considering the pride of place his campaign has given to accelerated deportations, it is likely that Trump could exert his will to a significant extent.

A study by the American Action Forum, a conservative group, estimates that deporting all illegal immigrants, as Trump has threatened, would require more than 90,000 federal deportation agents; there are fewer than 5,000. The nation’s 34,000 detention beds would have to in-

crease tenfold, and more than 30,000 additional federal lawyers would be needed to process the throngs that would jam immigration courts.

The price of carrying out such a mass expulsion (along with the wall Trump would build) would not be limited to the estimated budgetary expense ($400 billion to $600 billion), nor even the blow to the economy of depleting the labor force by more than 10 million workers. The most lasting and damaging cost would be to America’s prestige globally and to its founding principles. A nation that expels millions of long-standing residents with deep roots in their communities is not a leader; it is a fearful, mean and meek place, heartless and spiritually crabbed.

This is not the America envisioned by the Founding Fathers; it is certainly not a home of the brave.

What debate shows about how candidates would govern You’ve heard – and read by now lots of spin and speculation – about who won and where the polls are going to move after last week’s presidential debate.

We’ll know the answers to these questions soon. The more important question for the long run is how each of these candidates would govern. The debate provides no certain answers to that question, but it does offer some useful clues.

Hillary Clinton started off with a laundry list of incremental economic programs – none of which would promote economic growth. Some already have been legislated (equal pay for women, 1963), others are tilted to the upscale (debt-free college). A possible exception: the Trans-Pacific Partnership trade agreement, which she has renounced but which she might, as Donald Trump predicted, manage to find acceptable once elected.

What about the “investments” she called for? Infrastructure spending employs a few high-skill workers and might, some day, provide facilities.

Other “investments” usually turn out to be subsidies for Democratic-supporting public employee unions.

Revive the economy by building solar panels? The government tried that with Solyndra and lost $535 million.

Of course, Clinton’s sharply higher individual tax rates and maintenance of the world’s highest corporate tax would stifle growth to some greater or lesser extent. Her policies are

VIEWS Michael Barone based on pathetically weak economic theories: that the 2001-03 tax cuts caused the 2007 financial collapse; that “clean energy” will power every home cheaply and reliably; and that “trickle down” never works.

This looks like stuff concocted to attract Bernie Sanders voters, and little of it is likely to be enacted if, as just about every expert predicts, Republicans maintain their majority in the House.

As president, Hillary Clinton could do more damage on other fronts. She wants federal “retraining” of local police and attributes racial disparities in law enforcement to “systemic racism” rather than to well-known racial disparities in criminal behavior. Encouraging grievances against police already has produced riots and increases in murder and violent crime. Central cities were ripped apart for decades after the 1960s. Clinton might set the process in motion again.

On foreign policy, Clinton endorses the Iran deal as a “lid” on its nuclear weapons program, rather than the roadway it is, and promises victory over ISIS in a year or so. Let’s hope. But her main case here, one with some foundation, is the igno-

rance and possible recklessness of her opponent.

From Donald Trump’s debate performance emerge clues that she might be right. He returned repeatedly to his promises to tear up trade agreements and impose tariffs – would Congress vote for them? – on imports.

He continued to suggest he wouldn’t defend allies if they don’t spend more on defense. That’s something every administration seeks, but it’s Sisyphus’ work, doomed to frustration because American leaders, at least till now, recognized that America benefits hugely from having free people and free markets around the world.

Several times in the debate, when his business success or personal behavior was challenged, Trump was distracted into self-harming monologues.

On the Iraq War, instead of discussing a dozen-year-old Sean Hannity interview, he could have simply said he opposed it before Clinton did.

On the birther issue, a brief apology would do. Instead he chewed up time when he could have noted that Clinton would shut down almost all fracking – the one thing that has increased energy supplies and cut emissions and prices in the Obama years.

And he might keep up with the news. A recent government report showed increased illegal southern-border crossings. Last week, former Mexican Foreign Secretary

Jorge Castaneda noted that a President Trump actually could make Mexicans pay for a wall there. On Monday morning, the FBI announced that murders rose 11 percent in 2015.

These things support Trump’s arguments. He failed to mention them.

Numerous commentators pointed out that Clinton seemed better prepared than Trump and spoke more coherently – something that appeals to us in the chattering classes. But both candidates’ performances suggest underperformance as president.

Presidents Bill Clinton, George W. Bush and (some would add) Barack Obama came to office with intellectually serious and achievable platforms.

Neither Hillary Clinton nor Donald Trump would.

Clinton, as the email scandal reveals, cocoons herself in a very tight circle of sycophants. She prepares doggedly, but the homework she turns in is plodding and intellectually shoddy. Trump, as his campaign reveals, has shrewd insights but also vast areas of ignorance and seems too lazy to be anything but his improvisatory self.

Clinton seems too contrived to be a good president, and Trump seems too undisciplined. It’s your choice Nov. 8.

There’s really not an aspect of the game the Hinckley-Big Rock senior said she doesn’t enjoy.

Lyons and the Royals will compete Wednesday in the Class 1A Johnsburg Regional at Boone Creek Golf Course in Bull Valley, with Lyons looking for her third straight sectional trip and the young team looking to advance beyond the first round.

Lyons is the only senior among the Royal starters, and it’s a role she said she’s relishing.

“I like being an inspirational influence on these girls,” Lyons said before a practice last week at Indian Oaks Country Club. “How they look up to me, the bonds they create with me, it’s a nice

way to connect to golf. I look at golf as such a life-inspiring sport, so I love to see that in younger people as well, younger than me, and how they can look to me for inspiration. It always makes me proud to know they can look up to me.”

Lyons said she’s been working at Topgolf in Naperville for a year, and the work she did with their summer youth programs not only helped her develop her leadership skills, but also improved her game. She was averaging almost a 46 nine-hole average last year, and is at a 41.8 this year.

Hinckley-Big Rock coach Greg Jourdan said her love of the game is apparent, and her improvement from last year is only one way it shows itself.

“There wasn’t much room to take it off,” Jourdan said. “She works on her game. She loves it. She’s the first one here, and she stays here till dark. She’d stay beyond dark if they installed lights.

She loves hitting balls, she loves playing the game, she loves walking the course, she loves talking golf – and her passion

is flowing into these younger girls.”

Lyons said immersing herself in golf year-round was a big help.

“Just having golf on your brain all the time, and being around little kids and teaching them, it helped me,” Lyons said. “It was a very easy transition to go from a summer full of golf to a season.”

Last season, Lyons made the sectional tournament and just missed out on a state berth, Jourdan said. After making sectionals for two years, Lyons said she really wants to end her career with a berth in the state tournament, as well as see the team make it into the sectional round.

“That would be a great, great, special way to end the season for sure,” Lyons said. “I definitely don’t want us to end short.”

Lyons said she hasn’t made her college plans yet, but is exploring the option at playing at a four-year school.

“I’m just hoping to carry on the golf with me (in college),” Lyons said, “because it’s such a terrific sport, and I never want to lose that passion.”

Maddie provides hope

Before the biggest game of his life, Northern Illinois quarterback Anthony Maddie heard from some old friends.

About to prepare for his first collegiate start, against a tough run defense in Ball State, he got texts from former NIU teammates Tommylee Lewis and Desroy Maxwell.

The Huskies faced a game with plenty of weight on VIEWS the shoulders of Jesse Severson Maddie as he prepared for the start.

They were winless in their first four games, and the idea of their reign over the Mid-American Conference West and their streak of eight bowl games in a row were on the chopping block.

Did he feel nervous?

Well, did you see that first half?

By halftime, the dual-threat Maddie had rushed for 143 yards and went 17 for 28 for 210 yards. Most importantly, he had gotten the NIU offense out of its rut.

“I felt comfortable out there. I felt like I usually do,” said Maddie, who had his parents, Joe and Angela, in attendance. “I was just excited to play a football game. It wasn’t nerves. It was just excitement to play a football game. It was my first start in a long time.”

Maddie had no idea of his astronomical numbers at halftime. After the game, when he was told his numbers at halftime, he stiffened up.

“That’s, uh,” he said laughing.

“Yeah.”

The fact is, his numbers could have been even better. He says he wasn’t feeling nervous, but on the third play of the game – after he busted out an 18-yard run – he had receiver Kenny Golladay wide open for a touchdown and overthrew him.

He more than made up for it.

With a weight of nearly a decade of success in the balance, he went 26 for 41 with 298 yards and two touchdowns and rushed for a team-high 160 yards and a touchdown, a combined 458 yards. It’s the eighth-most all-time in NIU history.

It was, not only by the numbers but the magnitude of the situation, an all-timer.

Now it’s Maddie’s time.

Truthfully, watching the offense Saturday, it looked completely different with him behind center. That’s nothing against sophomore Ryan Graham, but Maddie’s running ability puts him in a place in which the opposing defense has to guess. Is Maddie the perfect throwing quarterback? No. We saw that when he missed Golladay for a please-score-a-touchdown pass in the first quarter.

However, his legs are the biggest factor.

With the score tied at 3 in the first quarter, the Huskies were pinned down to their own 3-yard line to start a drive. Watching them during the first four weeks, it was likely the drive would go nowhere.

Senior running back Joel Bouagnon ran three yards to get a little breathing room. Then Maddie found Golladay for 17 yards. After a short screen to Aregeros Turner, Maddie took a keeper right up the gut. It looked like a great gain, with him being taken down near midfield.

Then something happened.

Somehow, like Houdini on the FieldTurf, Maddie escaped and outran Ball State for a 75-yard touchdown run.

“It surprised me, too. I thought he was going down,” said Golladay, who finished with 13 catches for 184 yards and two touchdowns. “I think he spinned out of the tackle and outran the other dude. It was nice.”

Big picture, what does this game mean?

After losing four straight to start the year – seven in a row, counting back to last season – the Huskies are undefeated in conference play. Now comes the big test. They head to No. 25 Western Michigan, which is undefeated and the likely favorite to win the MAC and a 19-point favorite against the Huskies.

More than likely, the win over Ball State means NIU has bought itself some time against a frustrated fan base. However, for the past six quarters – dating to the second half of the Western Illinois’ loss – the offense has looked like the Huskies.

Late in the fourth quarter, the Huskies were pinned down inside their 10-yard line with a touchdown lead.

They were a few first downs away from escaping with their first win – a victory on the road against a previously 3-1 team – and Maddie had one message.

“We were just like, ‘How bad do you want to win?’ ” he said. “We didn’t have a great record, our mentality was we were 0-0 coming into this game. In the back of our heads, we were thinking, ‘How bad do you want this game?’

It was bad enough.”

With 4:38 in the game, they killed the clock by going 51 yards on 10 plays and getting three first downs – facing two third downs – to seal the win.

On to Western Michigan.

Northern Illinois linebacker Sean Folliard was named the Mid-American Conference West Division Player of the Week after his career game Saturday at Ball State in a 31-24 victory.

Folliard had a career-best 17 tackles, the most by a Huskie since Tyrone Clark had 17 against Army in 2012. Folliard also had 2.5 tackles for a loss and got his first sack of the season.

The Huskies travel to Western Michigan for a game at 5:30 p.m.

Saturday, then play host to Central Michigan at 2:30 p.m. Oct. 15.

WOMEN’S VOLLEYBALL Huskies sweep MAC honors: For the

second straight week, NIU athletes won both the offensive and defensive players of the week awards from the MAC. Jenna Radtke earned the defensive honor, while Lauren Zielinski was the offensive pick after the Huskies swept Central Michigan and Eastern Michigan to improve to 12-4 overall and 4-0 in the conference.

Radtke, who is the first player in the MAC this season to earn both offensive and defensive player of the week accolades, closed the weekend with a 2.17 blocks-per-set average on the road. She posted 10 blocks at CMU on Friday night, including two solo stops, to tie her career-high.

Zielinski registered a clip of .600 on the attack with 2.5 kills a set last weekend to repeat the honor.

NIU will begin a four-match homestand this weekend as it plays host to Ball State and Toledo on Oct. 7 and 8, respectively. Both matches will begin at 7 p.m.

Schwarber doing Renteria wants all he can to help to ‘bring a little more intensity’

That was part of the idea in having him stay in Chicago instead of spending the year in Mesa, Arizona, doing his rehab work. More important was the relationship building the Cubs wanted to see continue with a player they consider so big a part of their future that he became their only untouchable prospect during trade talks with the Yankees that eventually landed closer Aroldis Chapman.

“It’s very important to have him stay connected like that for next year,” manager Joe Maddon said in recent weeks. “Everybody knows what he’s all about. He’s all about winning.”

That has made sitting out such a huge year, and the postseason to come, especially difficult for the fourth overall pick in the 2014 draft.

“Looking at him, you couldn’t tell if it’s been tough on him, he’s just been so strong,” teammate Kris Bryant said.

“Just a really good teammate through everything. But I’m sure it’s eating at him. He wants to be on the field.”

Schwarber, who’s not sure if he’ll make his return to games during winter ball or spring training, said he’s just trying to keep his focus on being in the best shape of his life with a healthy knee in February.

The Cubs won 103 games without him this year, but everybody from the front office to Maddon to teammates talks about how much he’s been missed. And he’ll start traveling with the club during the playoffs.

“Oh, my goodness, if he was in this lineup the whole year, I think we could have won at least 10 more games,” Bryant said. “He’s a game-changer. I’m glad we’ll have him back next year.”

CHICAGO – Rick Renteria is managing in Chicago again. This time, on the South Side of town.

The White Sox on Monday named Renteria as the 40th manager in club history, replacing Robin Ventura, who – it was revealed at Renteria’s introductory news conference at U.S. Cellular Field – decided in August a change was for the best. Ventura, whose contract expired, managed his last game Sunday after five seasons.

Renteria, hired by the Theo Epstein regime but fired with two years left on his Cubs contract after the 2014 season when Joe Maddon became available, sat out of baseball during the 2015 season before returning as Ventura’s bench coach this season. He managed the Cubs to a 73-89 record during a rebuilding year.

The Sox were 375-435 under Ventura, including 78-84 this year, the team’s fourth straight losing season and eighth in a row without going to the postseason.

“It is a great honor as well as a great responsibility,’’ Renteria said. “Over the past season as Robin’s bench coach, I have gotten to know the players and staff very well.

“We want to field a team that plays smart baseball, takes advantage of any opportunity within the game, and competes hard in a way that makes White Sox fans proud of our team’s effort.’’

General manager Rick Hahn said there might have been other candidates as qualified as Renteria out there, but none was deemed better, and Renteria’s familiarity with the team’s personnel, its coaching staff and organization turned the decision in his favor.

“He is very well-respected throughout this game, has an incredibly high baseball IQ and a tireless work ethic, which everyone is aware of,’’ Hahn said. “He has the ability to communicate across a multicultural clubhouse and is already extremely well-respected within that room.’’

Kyle Schwarber has spent every home game this season in full uniform, on the Cubs’ bench at Wrigley Field, even though he has gotten no closer to the playing field during a game than the moment he hobbled on one crutch to the foul line for Opening Day introductions – to a standing ovation.

But it’s been just these past few games as the season reached the fall and the imminence of the playoffs became as palpable as the renewed chill in the air that the memories have started to flood through Schwarber’s mind.

“Definitely they do,” said the Cubs’ young slugger.

A year ago as a rookie, Schwarber was a second-half force and the Cubs’ power-hitting playoff hero, setting a franchise record with five postseason home runs as the Cubs rolled to the National League Championship Series.

Now, six months to the day since he suffered a season-ending knee injury on an outfield collision in Phoenix, Schwarber will be back on the bench in uniform Friday when the Cubs open this year’s playoffs – the video board with his legendary Game 4 home run ball against the Cardinals still encased on top where it landed staring back at him from right field.

“As this time has rolled around, it definitely brings back memories for me since I’m out,” said Schwarber, who quickly pivots to dispel any sense of self-pity. “But watching these guys play every day and seeing how they go about their business, it’s all really good stuff. I feel if they keep doing what they’re doing, having fun, separating the added ‘pressures’ that we have, we’ll be just fine.”

Schwarber, who had a sudden impact when the Cubs called him up at the All-Star break to add his left-handed power to the lineup, might have impressed the organization as much with his approach and attitude this year, as he has stayed in Chicago for his rehab work since that injury in the third game of the season.

In addition to a full schedule of physical work, he has participated in planning meetings with pitchers and catchers, soaked up what he could in the team’s war room on draft day, and helped as much as he was allowed with video and scouting breakdowns of opponents.

“Everybody puts together a club and goes to spring training very optimistic about what’s going to happen.

The one thing you can assure yourself is, your team has to go out there and play the game a certain way. You can’t just play as everybody else does. Advancing runners, getting guys in from third base. You can’t play on the same level as everybody else. You have to be better. And that’s the challenge for us we’re going to have to overcome.’’

No other staff changes were announced, but there will be at least one addition with the bench coach position open. One possibility for Renteria’s staff, although perhaps not for the bench job but another position, is Doug Dascenzo, who was hired on to Renteria’s Cubs staff as a first base coach.

Dascenzo is a Cubs minor league outfield and baserunning instructor.

Hawks’ Hjalmarsson suspended

NEW YORK – Blackhawks defenseman Niklas Hjalmarsson has been suspended for the rest of the preseason and the regular-season opener against St. Louis for charging Blues forward Ty Rattie.

Hjalmarsson also loses $22,777.78 in salary, which goes to the Players’ Emergency Assistance Fund. The NHL’s Department of Player Safety announced the punishment Monday.

Hoyer did perform well against a bad Lions defense, and the Bears face the Colts on Sunday in Indianapolis, a pass defense that is allowing quarterbacks a rating of 100.4 in four games.

Last season, while with the Texans, Hoyer completed 77.4 percent of his passes for 312 yards in a 27-20 loss to the Colts. He had a passer rating of 116.6 in that game.

CHARLOTTE, N.C. – Winning iconic races often changes the career course of a young driver. Alexander Rossi is no exception.

Rossi spent his entire childhood chasing a career in Formula One, then in one last-minute deal he found himself with a job IN THE in the IndyCar Series. It wasn’t PITS particularly the Jenna job he wanted, Fryer but it gave him seat time as he waited for an opening in Europe.

Now it’s up to IndyCar to capitalize on Rossi’s decision to stick around.

The series has done decent work marketing Graham Rahal and budding star Josef Newgarden – it helps that both American drivers win races – and IndyCar has put a tremendous push behind Canadian driver James Hinchcliffe, who is starring on “Dancing With the Stars.”

With Rossi now in its arsenal, there’s potential to groom another American star.

“I started the year with a completely unknown – I had no understanding of what the Verizon IndyCar Series was or what it stood for,” he said. “The first thing that struck me was competitiveness, which I hugely enjoy, and the second thing was how diverse you have to be in order to win this championship.

“The fact that there are so many different tracks and you have to be good at so many different things, I think is a very unique thing and something that I’ve really enjoyed being a part of this year.”

With one foot still in the door at Formula One, he had something to fall back on as he struggled to learn his new team, the nuances of IndyCar and how to race on ovals.

“It’s been challenging,” he said. “But, obviously, the flagship event and the highlight race is the 100th running of the Indianapolis 500, it gave us an incredible year from the standpoint of my future in America and the future of my career in IndyCar. I think that definitely shifted the direction of a lot of things.”

Rossi confirmed Monday that he’ll return to Andretti-Herta Autosport in a deal for the 2017 season that has options on the backend of the agreement. To be competitive each week, and have a legitimate chance to run for the title, made Rossi realize his focus can be on only IndyCar. He’ll finish the F1 season as a reserve driver at Austin, Mexico, and Abu Dhabi, then turn his attention only to IndyCar. Rossi gave no indication that letting go his dream was a difficult decision.

24 Home exercises work well for hip rehab Dear Dr. K: I’m having hip replacement surgery next month. I know I’ll need rehabilitation afterward, but does it matter where I do it?

Dear Reader: It’s been routine after hip replacement surgery to have extensive physical therapy. This rehabilitation therapy, or “rehab,” usually consists of a series of outpatient appointments with a physical therapist, as well as exercises to do at home. The goal of rehab is to improve the strength, stamina and balance of walking.

The visits to the physical therapist usually take place two or three times a week for a month or more. But a new study calls into question the need for all the visits to physical therapists.

The researchers presented their findings at a recent meeting of the American Academy of Orthopaedic Surgeons. They studied 77 people having hip replacement surgery. Of these, half were randomly assigned to the conventional rehab program, in which they met with a physical therapist two or three times a week for two months.

The rest were taught specific exercises to perform on their own at home for two months.

Here’s what they found: • One month after surgery, there were no major differences in the individuals’ ability to function. “Function” was based on their ability to sit, walk and use stairs, or other measures of daily activities.

• Six months after the surgery, there still was no difference in results.

Changing rehab from supervised appointments to exercising at home could significantly reduce the cost of care. And the convenience of not having to be driven to all those physical therapy visits is an extra bonus. (For the first month or two after hip replacement surgery, you can’t drive yourself.)

ASK DOCTOR K Anthony L. Komaroff Of course, this might not work for everyone. Many people who have hip replacement surgery cannot return home right away. That’s especially true if they live alone and have to climb a number of stairs right away. For them, surgery may best be followed by a stay at a rehabilitation facility. There, they can receive supervised physical therapy on a daily basis.

They would be sent home once they were strong and steady enough to get around safely.

This new research should be considered preliminary. First, it included only a small number of study subjects. Also, the results have not yet been published in a peer-reviewed medical journal. More research likely will be needed to confirm the findings. Other studies can help identify who is likely to do well with self-directed rehab.

If the findings of this new study are confirmed, it will be welcome news. Thousands of people having hip replacement surgery no longer will have to trudge back and forth to physical therapy appointments.

Based on my own experience undergoing a hip replacement, I’ll bet this study is basically correct: All those visits to a physical therapist might not be necessary.

On the other hand, not everyone is alike.

Some people will need more therapy visits than others, to master the exercises they need to do at home.

Dear Abby: I DEAR ABBY have a brother and a sister. I’m Jeanne the oldest. My Phillips husband and I have a 3-year-old child and no plans for more children.

We have been blessed to be able to afford nice things for our daughter, and I have saved them in the hope of giving them to my brother and his fiancée, who are being married this year. My brother and I are very close, and I love his fiancée. They are not financially well off, so I know it would mean a lot to them.

Now something unexpected has happened.

My sister – the youngest – just announced she’s engaged and is being married in three months.

She plans on having children ASAP, whereas my brother and his fiancée want to wait a year or two after the wedding.

My mom and my sister say whoever has a baby girl first is entitled to all my stuff, but I don’t want to give all my “treasures” to my sister. We have never gotten along, and she wouldn’t appreciate them like my brother would. Am I wrong for feeling the way I do? –

Declarer draws trumps and cashes dummy’s top diamonds. When they split favorably, he takes his club winners, discarding dummy’s remaining diamonds, ruffs a diamond on the board to establish his last diamond, and claims.
