Mother’s remarks powerful testimony POLL On Saturday afternoon at Hopkins Park in DeKalb, Michelle Hill spoke to participants in the DeKalb County Out of the Darkness Walk to benefit the American Foundation for Suicide Prevention.

Hill led Team Marcus, which raised more than $3,100 of the more than $13,600 raised thus far.

Here is the text of her remarks: “On June 12, 2014, my husband and I lost our 17-year-old son, Marcus. He also left behind an older brother and younger sister, grandparents, aunts, uncles, cousins and many, many friends.

“We have spent the last 27 months trying to learn to live as a family of four with this huge hole in our lives. In the beginning of my grief journey, my therapist told me that now it is my job as Marcus’ mom to shine his light for him.

I think I am finally at a place where I can start to do just that.

“Marcus was so much more than that last final act of ending his pain. He was compassionate and kind – he stuck up for kids getting picked on and remembered to ask about people after they had been sick. If he knew your name, he considered you a friend, and he never forgot a name or a face. Marcus was funny and could do almost any impression or accent.

Doing the character Shrek was a favorite. Marcus was a magnet for little kids; he instinctively knew how to get on their level.

MADRID – A gold wedding ring lost more than 37 years ago has been returned to its owner after a scuba diver found it in the waters off the eastern coastal city of Benidorm last month and began a social media search.

DeKalb preparing to tackle parking signs around town

rgillespie@shawmedia.com DeKALB – City leaders don’t expect it be expensive to make changes to parking restrictions around town, but they consider it an important thing to do and hope residents will offer input and recommendations.

More than 300 parking-related signs are spread throughout the seven wards in DeKalb, City Engineer John Laskowski said. The wording or instructions on some of them have become obsolete, while others are not quite clear, and others are just fine, he said. For the past two years, staff from the public works and community development departments have been reviewing each sign, have come up with recommendations for changes, and are ready to hear from the public.

“The main purpose of it is just to try to provide all the stakeholders involved with more-effective parking regulations,” Laskowski said. “We’ve identified, at staff level, whether we thought the parking regulation was good as written, whether it needed some changes, or whether it could be eliminated.”

At some point, staff’s recommendations will be posted to the city’s website, Laskowski said. Then resident meetings will be planned for Wards 5, 6 and 7. Forums with members of other wards will be scheduled later.

Several aldermen said they have reached out to their constituents, ahead of the public forums, and have some idea of what parking restriction issues concern them. Overall, however, aldermen in the three wards up first for pub-

Laskowski noted that Wards 6 and 7 could see the fewest revisions to parking restriction signs. He said the bulk of changes could come in Wards 3 and 4, especially in downtown DeKalb.

Still, Alderman Dave Baker, 6th Ward, pointed to one spot that he said should be addressed: the half-mile stretch of Garden Road near the Northern Illinois University campus, between Lucinda Avenue and Hillcrest Drive.

“There should be more parking spots on Garden,” he said.

There, signs indicate parking is not allowed at all – at any time – on one side

of the street. Parking is permitted intermittently on the other side, signs indicate. Motorists may park during the day for about one block outside NIU’s Anderson Hall, with white paint indicating spaces. Outside the engineering building, there’s a gap where yellow paint on the curb prohibits parking and signs confirm it. Permitted parking picks up again, for about another block, outside Barsema Hall.

The curb just beneath stop signs at each end of the block has yellow “no parking” paint.

“Things have changed so much ... the next step is to get out there with

white paint and cover up most of that yellow,” Baker said. With that, the signage would have to change, too.

Kate Noreiko, who represents the 5th Ward, said parking in the Ellwood neighborhood – at the north end of the ward – might have to be examined. She said things often get complicated by NIU students who park along the area’s narrow streets, taking over spots that residents would use.

“This city is trying to look at what will work for as many people as possible,” Noreiko said.

Things are OK, for the most part, in Anthony Faivre’s 7th Ward. The alderman said he doesn’t expect many changes to come as a result of the parking restriction overhaul project. He said he still would like for his constituents to voice any of their concerns, he said.

The project, which Laskowski notes started in summer 2014, is expected to go on for years. City staff look forward to having an ordinance in place by year’s end that would OK parking restriction sign changes citywide, he said. But actually changing the signs likely would happen over years, with a few done each year.

Baker, Faivre and Noreiko all said they don’t expect the project to cost taxpayers a lot. The city would print the signs in-house; and work on the project has been, and is expected to continue to be, all in a regular day’s work for staff.

“There are a lot of needs for the city [to consider],” Noreiko said. “Just like any other city need, we’re going to have to take a look at it [the parking project] carefully and prioritize.”

DeKalb D-428 board set to consider controversial raise

rgillespie@shawmedia.com DeKALB – Community outrage may have moved DeKalb District 428 to back off a more-than-$10,000 raise for the human resources director, as agenda documents for Tuesday’s meeting show a contract calling for a salary increase of just over $1,000.

Jim Bormann’s contract is part of a packed agenda for the school board’s meeting Tuesday. At the Sept. 6 meeting, representatives from the DeKalb Classroom Teachers’ Association spoke

out against what the union believed to be a bloated raise for Bormann, who started July 1, 2014, as head of human resources.

The union pointed to the less-than-3 percent raise recently approved for teachers, and balked at what it stated was a proposed bump to $145,334 for Bormann.

It is unclear where the union got the proposed salary figure; but when T.J. Fontana of the DCTA mentioned it at the last school board meeting, no one from the school board publicly corrected the amount.

Superintendent Doug Moeller said the district has lost some “good” employees over salary. But, he said, it would be up to the board to approve Bormann’s new contract and increase.

Also on the night’s agenda, school board members are expected to consider a contract for Littlejohn Elementary School Principal Billy Hueramo. Starting this school year, the school became one of the district’s official bilingual schools.

Both Bormann’s and Hueramo’s contracts call for the district to pick up 100 percent of pension and health insur-

ance payments.

At the last school board meeting, a pair of university professors presented a plan that would have District 428 assess its diversity and come up with a plan to address its changed demographics. On Tuesday, the plan moves from being an information item to one on which school board members could act.

School board members are scheduled to consider proposals, which include pricing and other plan specifics.

The meeting is to start at 7 p.m. in the board room at the District 428 Education Center, 901 S. 4th St., in DeKalb.

Sycamore City Council OKs bike path agreement with park district

SYCAMORE – The Sycamore City Council approved a license agreement Monday with the Sycamore Park District to allow the installation of a bicyclist and pedestrian pathway along the west side of Airport Road.

The council voted unanimously to go forward with the project to connect Airport Road from Route 64 to the main entrance of Sycamore Park District’s Sports Complex. Council member Becky Springer was absent.

The Sycamore Park District owns most of the property where the off-road pathway is planned for construction, according to the resolution for the agree-

ment.

With the agreement in place, the city can build the pathway on park district property, and the park district will be responsible for maintaining and repairing the pathway after its completion.

City Manager Brian Gregory said the city will pay for 20 percent of the project, about $20,000, while the DeKalb Sycamore Area Transportation Study will pay the remaining 80 percent.

Gregory said Sycamore’s city engineer will be working to place additional paint markings and signs on the road near the new bike path to warn motorists.

Mayor Ken Mundy said getting bicyclists off Airport Road will alleviate some of the danger from their usual path.

“From a safety standpoint, this really

makes a lot of sense,” Mundy said. “As the park develops projects across Airport Road, there’s only going to be more traffic on that road.”

Gregory said the park district has plans to add more sports fields to the existing complex, meaning traffic along Airport Road is likely to increase.

Bicyclist Nicole Doyle of DeKalb said that section of Airport Road makes her the most nervous.

“Cars drive so fast,” Doyle said. “You never know what they’re doing, if they’re on their phones.”

Gregory said construction likely would begin next summer.

“It’s going to be a safer way for that connection on their bike route in anticipation of more users,” he said.

$250K bond for man held in home invasion

browland@shawmedia.com DeKALB – A local man accused of walking into another man’s home and attacking him faces felony home invasion charges, one of two such crimes reported in the city this past weekend.

Christopher J. Boone, 43, of the 110 block of Market Street, DeKalb, was charged with home invasion, battery and criminal damage to property after being arrested Sunday. If convicted of home invasion, a Class X felony, he could face six to 30 years in prison.

DeKalb police arrested Boone about 8 p.m. Sunday after they were called to the 400 block of Wood Street for a reported home invasion. A man living in the home told police that Boone entered his

home without knocking or being let it.

Once inside, Boone went into the man’s bedroom, accused him of being with his girlfriend and started punching him in the face and head, according to court documents.

The man told police that Boone took him down on his bed and began trying to choke him. The man was able to punch Boone in the face; he told police that Boone was bleeding profusely, according to court records. The man’s brother entered the room and was able to pull Boone off and get him out of the house.

Once outside the house, Boone grabbed a shovel and began hitting the house, damaging the siding, according to a police synopsis included in court documents.

The man had scratches to his face and back as a result of the attack, records indicate.

On Monday, Judge Philip Montgomery set Boone’s bond at $250,000. The bond amount took into account the seriousness of the charges and Boone’s criminal record. The judge noted that Boone had at least seven previous felonies.

Boone told the judge he planned to hire private attorney. He remained in custody at DeKalb County Jail as of Monday afternoon.

He is next due in court Oct. 11.

DeKalb police also are investigating a reported home invasion in the 900 block of Ridge Drive shortly after 7 p.m. Sunday. No one was hurt during the incident, but police were searching for three suspects in connection with the crime.

Tree orders accepted in Sycamore

SYCAMORE – Residents of Sycamore can order from a selection of shade and ornamental trees for their front yards or parkways while the city covers half the cost.

Order forms are available and being accepted on a firstcome, first-served basis in the office of City Clerk Candy Smith, 308 W. State St., until Oct. 6. A limit of one tree per residence can be purchased.

Trees will be planted in October by Stran’s Garden Center and Landscaping of Sycamore.

Kathleen Christ, an assistant at Stran’s, said almost 100 trees are available this year, and each comes with a one-year guarantee.

The Chanticleer Callery Pear will cost residents $150, while all others will cost $155. Other available varieties include Skyline Honeylocust, State Street Miyabe Maple, Emerald Lustre Maple, Sienna Glen Maple, Marmo Freeman Maple, Autumn Blaze Maple, Kentucky Coffee Tree, Prairie Pride Hackberry, Princeton Elm, Triumph Elm and Patriot Elm. Man faces charges after downstairs neighbor finds bullet hole in ceiling

browland@shawmedia.com DeKALB – A local man faces felony gun charges after police said he recklessly discharged an AR-15 rifle in his second-floor apartment Saturday.

Guillermo J. Hernandez, 23, of the 1300 block of North Annie Glidden Road, DeKalb, was charged with reckless discharge of a firearm. If convicted of the Class 4 felony, he could face one to three years in prison.

The tenant who lived in the apartment below Hernandez called police to the address about

7 p.m. Sunday to report a bullet hole in the ceiling and wall in his bedroom, according to police reports and court records.

Investigators determined that a single round had entered the bedroom from the apartment above, according to a news release from the DeKalb County Sheriff’s Office.

About 12:30 a.m. Saturday, Hernandez recklessly discharged his AR-15 rifle into the floor of his apartment, according to court records. The man’s girlfriend was in the apartment at the time and within 6 feet of the rifle, authorities said.

Rosalie Althea Plapp, 86, passed away peacefully at home on Monday, Sept.

12, 2016, following a short illness. She was surrounded by her loving family.

She was born in Lincoln, NE, on March 1, 1930, to Hilma W. (Anderson) and Oscar E. Nelson. By age 10, she was writing a daily diary, a habit she diligently continued until just before her passing. She attended Ceresco High School and graduated in 1947 as valedictorian of her class. In her late teen years, she was a prolific letterwriter and had 39 pen pals, including the young man who would become her husband of 66 years, Edgar Plapp. They were joined in marriage on May 14, 1950, at her family home in Ceresco. After honeymooning in the Black Hills of South Dakota, they returned to Malta, IL, where they set up their home on the Plapp family farm.

In addition to being a farm wife and mother to six children, she was the farm comptroller, family seamstress, and a Master Gardener.

She managed to serve her community as well, holding offices in several organizations, including the DeKalb County Homemakers Extension (Malta Unit), Malta School Board, NW Malta United Methodist Church, United Methodist Women, Women’s Society for World Service, and the county chorus, Extension Chords. She and Edgar enjoyed three People to People trips with fellow farmers, which allowed them to travel to farms in 15 different countries. She modeled a tireless work ethic for her six children and had a love for everything living, with an insatiable desire for life and learning.

Rosalie is survived by her husband, Edgar L. Plapp, of Cherokee Village, AR; six children, Avis J. Hoyt of Cherokee Village, Marla J. Smith of Hardy, AR, Aaron J. (Tamara) Plapp of Nora, IL, Muriel J. (Russell) Hinshaw of Topeka, KS, Adrian (Debra) Plapp of Malta, IL, and Myron (Kim) Plapp of Malta, IL; 19 grandchildren; 12 great-grandchildren; and many nieces, nephews and extended family.

She was preceded in death by her parents; her four siblings; and her cousins.

Visitation will be held from 4 to 7 p.m. on Friday, Sept. 23, 2016, at Butala Funeral Home and Crematory, 1405 DeKalb Ave., Sycamore, IL. Funeral services will be held at NW Malta United Methodist Church, 23507 McQueen Road, Malta, IL, at 11 a.m. on Saturday, Sept. 24, with the Rev. Dr. Noah R. Panlilio and Rev. Sam B. Russell married Marilyn O’Donnell on April 24, 1965, in DeKalb, IL. Russell was a graduate of DeKalb High School, Class of 1963, and began his career working at Russell G. Smith’s Jeep and Packard dealership.

After successfully completing his apprenticeship with Mascal Electric, he worked there from 1965 to 1986. For the remainder of his career, and until his retirement in 2007, he worked at Special Power Inc. in Rockford, IL. Russell enjoyed boating with his family and friends. One of his joys in life was teaching his six grandchildren to water ski. He was a member of the Family Motor Coach Association and enjoyed traveling with Marilyn across the country in retirement. Russ was also an avid NASCAR fan and traveled to many events.

He is survived by his wife, Marilyn; his sons, Russell T. Smith (Cathy) of Sycamore, IL, and Kevin D. Smith (Beth) of Plainfield, IL; grandchildren, Alysa (Alex) Calendo, Megan, Connor, Shannon, Trenton and Caleb; and sisters, Barb (Bill) Hiort of Wilmont, WI, and Marsha (Michael) Moss of Silver Spring, MD. He was preceded in death by his parents; and his sister, Donna Young.

DeKALB – Police are investigating a home invasion reported Sunday in the 900 block of Ridge Drive in DeKalb.

No one was injured during the incident, which happened shortly after 7 p.m. in the area of 919 Ridge Drive, according to a safety bulletin from the Northern Illinois University Police Department.

The suspects, described as three men in their 20s, were seen leaving the area in a silver Pontiac Grand Am, heading south on Blackhawk Road.

The first suspect is described as having dark-brown skin, with average

height and weight, and wearing a black hoodie and black ski mask. The second suspect is described as having lightbrown skin, with average height and stocky build and short dreadlocks, and wearing white shoes and a black hoodie.

The third suspect is described as having dark-brown skin, a thin build and short stature, and wearing a black ski mask, according to the NIU bulletin.

No other information was available at the time, according to the bulletin.

DeKalb police couldn’t immediately be reached Monday for further details.

SYCAMORE – A Sycamore man facing child-sex charges died over the weekend in DeKalb.

Joshua M. Burton, 30, of the 1700 block of Maness Court, was charged with aggravated criminal sexual abuse and grooming after his arrest Wednesday. Had he been convicted of the most serious charge, aggravated criminal sexual abuse of a child, Joshua M. Burton could have been Burton sentenced to three to seven years in prison.

DeKalb County Coroner Dennis Miller confirmed that Burton was found dead Saturday in DeKalb. He said no foul play was suspected in the man’s death, but said the cause of death hadn’t been determined.

Burton’s attorney, David Camic, said it was suicide.

“Anytime someone takes their own life, it is sad,” Camic said.

Burton had been released Thursday from the DeKalb County Jail on $5,000 bond.

Sycamore police officers arrested Burton after finding him with a 13-year-old girl at a house at which neither lived. In an interview, the victim told authorities she had sex with Burton more than 10 times since April, according to court records.

Police also found evidence that Burton bought a ring Sept. 7 and had proposed to marry the girl. Burton had been a close friend of the girl’s family and had known them for about four years, according to court records.

Police said Burton used his phone and social media to arrange times to meet with the girl and that he professed his love for the girl. Officers saw a video in which Burton proposed to the girl and gave her a “promise ring,” according to court records. The girl said Burton told her that he had divorced his wife in February.

Police later found a shirt belonging to the girl in Burton’s work truck, according to court records.

SPRINGFIELD – Gov. Bruce Rauner pledged Monday to continue rooting out improper patronage hiring, at the same time his lawyers were trying to block a federal court monitor’s expanded review of all state administration jobs.

The Republican again trumpeted getting rid of the clout-packed “staff assistant” position at the Illinois Department of Transportation – the remaining 29 were fired last week – as a “small step in the right direction.”

Yet, Rauner said, a review of all state positions by a special master – appointed in 2014 to investigate the scandal, in which the staff assistant posts were improperly handed out as political favors – is premature, too costly and duplicative of the work his administration wants the Office of the Executive Inspector General to do.

“We want to expand the work of the executive inspector general, continuing to look in every department for positions that should not be in existence and for the existence of people who were hired ... for patronage or political reasons, not to provide high-quality government services,” he said.

Lloyd Karmeier named chief justice of state Supreme Court

SPRINGFIELD – Illinois Supreme Court Justice Lloyd Karmeier has been selected by his peers on the state’s highest court to be its next chief justice.

The state Supreme Court on Monday announced Karmeier’s unanimous selection to a three-year term beginning Oct. 26. He will be the chief administrative officer of the state’s judicial system and oversee more than 900 judges in Illinois.

Police: Pregnant woman killed in Chicago shooting

CHICAGO – Authorities in Chicago said a 19-year-old pregnant woman has been

ROCKFORD – Officials in Rockford have identified three children and a woman who died in a northern Illinois house fire.

Autopsies were planned Monday to determine whether the fire or something else caused the deaths.

The Rockford Fire Department said it is investigating the cause of the fire. Rockford Public Schools officials said they would have a grief team available Monday for staff and students at the school where V’Angelo and Keeryn attended classes.

Firefighters responded to the blaze in a single-family home about 5 a.m. Saturday. Fire department officials said the house already was engulfed in flames by the time they arrived.

New York Mayor Bill de Blasio said officials have every reason to believe the series of bombings “was an act of terror,” although investigators said Rahami’s exact motive isn’t yet clear.

Authorities zeroed in on him as the potential bomber after a fingerprint lifted from one of the Manhattan New York sites and “clear as day” surveillance video from the bombing scene helped identify him, according to three law enforcement officers who spoke to The Associated Press on the condition of anonymity because they were not authorized to discuss the case.

Five people were pulled over Sunday night in a vehicle associated with Rahami but were questioned and released, Sweeney said, declining to say whether they might later face charges. The law enforcement officials said at least one of Rahami’s relatives was in the car, which appeared headed toward Kennedy Airport in New York after coming from New Jersey.

Toto was excited when she heard that the chain was building a store in her hometown, and she was second in line with her five children to enter the store during its grand opening Sept. 10.

“I usually go to the Sandwich store about once a week, but I’m glad that there’s now one in Somonauk,” Toto said. “I find that it’s more reasonably priced than other stores, and it’s close to home. Now I won’t have to travel if I just need one thing.”

Construction of the Somonauk store, at 100 S. Dewey St., began in April, and it first opened Aug. 24.

The store has about 7,400 square feet of sales floor. It offers a selection of national name brands and private brands of food, housewares, seasonal items, cleaning supplies, basic apparel and health and beauty products.

The Somonauk store is the sixth Dollar General in DeKalb County.

The Dollar General in Waterman celebrated its grand opening Aug. 6, and the Newark store is expected to open this fall.

“I love the store in Sandwich, and I received a flier in the mail about the Somonauk store’s grand opening,” Baccetti said. “There are no grocery stores in Somonauk, so we were excited for it to open. I like that the store always has low prices and a variety of stuff.”

“I liked getting the gift card and free giveaways,” Hughes said.

“I couldn’t wait to see the inside of the store. It’s beautiful, clean, and it’s great to have something so close to home.”

The Illinois Department of Commerce and Economic Opportunity’s Office of Tourism recently released the 2015 economic impact of the tourism industry. Travelers in Illinois spent $37 billion in 2015, creating more than 10,000 jobs.

Visitors to DeKalb County spent $91.3 million at area businesses in 2015, an increase of 3.3 percent from the previous year. Consider an alternative to leaf burning for this year Just as we’ve made strides to make the air we breathe indoors cleaner by banning smoking in public places, you should help keep the air we breathe outdoors clean this fall.

One of the best ways property owners can do that is by not burning leaves.

Leaf smoke contains carcinogens that make the air unhealthy to breathe.

When enough smoke and particulate ash pollute the air, it can make breathing difficult for those who suffer from asthma or other respiratory ailments.

Leaf smoke also has been shown to cause sinus infections and other maladies.

Not to mention, it stinks to have your neighbor roast a big pile of leaves and stink up your property.

Also, depending on where you live, it might be illegal. The cities of Sycamore and Genoa prohibit burning leaves, as do the villages of Hinckley, Maple Park and Waterman.

Under state law, leaf burning also is banned on property within 1,000 feet – almost two-tenths of a mile – from the limits of towns that ban leaf burning by ordinance.

There are alternatives to leaf burning that won’t pollute the air and make it harder for your neighbors to breathe.

In many communities, it is free to bag your leaves and have them collected at the curb; and later this fall, DeKalb and Sycamore are expected to once again pick up leaves that are raked to the parkway near the curb.

Those who like to garden might want to consider composting the fallen leaves, or mulching them. Or if you have a gas- or electric-powered lawn mower, you can just mow your lawn and bag up the bulk of them in a pass or two.

Burning leaves might be the old-fashioned way of clearing the yard, but today we know that it’s not healthy for many people – and there are viable, easy alternatives. If you haven’t already been forced by local laws or just a change in attitude, why not make this the year?

Data show need for anti-poverty focus

Poverty in the United States is deeper than in all other wealthy nations. Yet neither Hillary Clinton nor Donald Trump has a specific anti-poverty agenda.

There have been notable improvements in three crucial measures of economic well-being: income, poverty and health insurance coverage.

Last Tuesday, the Census Bureau announced that all took a sharp turn for the better in 2015, the first time since 1999 that the three measures improved in the same year.

The question now is whether the new data will inspire a deeper discussion about how to keep making progress. According to the report, the official poverty rate fell from 14.8 percent in 2014, or 46.7 million people, to 13.5 percent in 2015, or 43.1 million people, the largest annual percentage-point drop since 1999.

Although Clinton has talked more about families, women, children and working Americans than about the poor, there is much within her economic program that would help those in or near poverty. She supports raising the federal minimum wage to $12 an hour ($15 is a better goal) and would increase investment in Early Head Start and child care subsidies.

Some of Clinton’s other proposals, such as those on housing, have received less attention but could

do a lot to help the poor. She would increase affordable housing by including more cities in the Obamaera project to rehabilitate housing in Detroit and other areas hard hit by the recession; strengthen the federal program for low-income housing vouchers; and increase tax incentives for new development of affordable rental housing.

Trump has said that more jobs will help cure poverty – which no one disagrees with. His promises to create jobs, however, are hollow.

Historical evidence and economic analysis indicate that his agenda – less trade, less immigration and huge tax cuts for the wealthy – would harm job growth. Even his recent attempts at a middle-class agenda – including subsidies for child care, and paid maternity leave – have been fatally flawed. The former skews toward high-income earners, and the latter relies on states to come up with the money.

The failure to talk frankly about poverty is especially regrettable in light of last week’s Census Bureau report. As the figures show, we know what works. The path forward is clear.

For example, the largest income gains in 2015 were among Americans at the bottom of the income ladder.

Those gains reflect job growth, which

has been supported by the Federal Reserve’s low interest-rate policy; the Fed should stay the course until the job market has returned to full health. The income gains also reflect minimum-wage increases in many states and cities, which have laid the foundation for the federal government to follow suit.

The data also illustrate how much worse conditions would be without existing federal programs. Using the “supplemental” measure of poverty that is more nuanced than the official measure, the poverty rate in 2015 was 14.3 percent. Without Social Security, it would have been 22.6 percent, with nearly 27 million more people in poverty. Without the earned-income tax credit and low-income provisions on the child tax credit, the rate would have been 17.2 percent, adding 9.2 million people. Without food stamps, the rate would have been 15.7 percent, adding 4.6 million people.

The statistics give the candidates all the evidence they need to make the case to voters that anti-poverty policies work. Clinton, to her credit, has ideas on how to improve the lives of the poor. Turning those ideas into law, however, will require broad support from the public and Congress.

The time to start that campaign is now.

There should be no pardon for Edward Snowden Edward Snowden, the former National Security Agency contractor who blew the cover off the federal government’s electronic surveillance programs three years ago, has his admirers. Now that the inevitably celebratory Oliver Stone film about him his appearing in theaters, he may have more. But whether Snowden deserves a presidential pardon – as human-rights organizations are demanding in a new national campaign timed to coincide with the film – is a complicated question, to which President Barack Obama’s answer should continue to be “no.”

Snowden’s defenders don’t deny that he broke the law – not to mention oaths and contractual obligations – when he copied and kept 1.5 million classified documents. They argue, rather, that Snowden’s noble purposes, and the policy changes his “whistle-blowing” prompted, justified his actions. Specifically, he made the doc-

uments public through journalists, including reporters working for The Post, enabling the American public to learn for the first time that the NSA was collecting domestic telephone “metadata” – information about the time of a call and the parties to it, but not its content – en masse with no case-by-case court approval. The program was a stretch, if not an outright violation, of federal surveillance law, and posed risks to privacy. Congress and the president eventually responded with corrective legislation. It’s fair to say we owe these necessary reforms to Snowden.

The complication is that Snowden did more than that. He also pilfered, and leaked, information about a separate overseas NSA internet-monitoring program, PRISM, that was both clearly legal and not clearly threatening to privacy. (It was also not permanent; the law authorizing it expires next year.) Worse – far

worse – is he also leaked details of basically defensible international intelligence operations: cooperation with Scandinavian services against Russia; spying on the wife of an Osama bin Laden associate; and certain offensive cyber operations in China.

No specific harm, actual or attempted, to any individual American ever was shown to have resulted from the NSA telephone metadata program Snowden brought to light. In contrast, his revelations about the agency’s international operations disrupted lawful intelligence-gathering, causing possibly “tremendous damage” to national security, according to a unanimous, bipartisan report by the House Permanent Select Committee on Intelligence. What higher cause did that serve?

Ideally, Snowden would come home and hash out all of this before a jury of his peers. That would certainly be in the best tradition of civil

disobedience, whose practitioners always have been willing to go to jail for their beliefs. He says this is unacceptable because U.S. secrecy-protection statutes specifically prohibit him from claiming his higher purpose and positive impact as a defense – which is true, although it’s not clear how the law could allow that without creating a huge loophole for leakers. (Snowden hurt his own credibility as an avatar of freedom by accepting asylum from Russia’s Vladimir Putin, who is not known for pardoning those who blow the whistle on him.)

The second-best solution might be a bargain in which Snowden accepts a measure of criminal responsibility for his excesses, and the U.S. government offers a measure of leniency in recognition of his contributions. Neither party seems interested in that for now. An outright pardon, meanwhile, would strike the wrong balance.

The thought came to me as I watched the Cleveland police clear away protesters from the city’s Public Square. Half a dozen on horseback, nearly a dozen or so on heavy-duty bikes, the cops deftly corralled the protesters without so much as touching anyone, much as a border collie channels a flock of uncomprehending sheep.

Then it struck me: What I was seeing was not the real thing, not a genuine spontaneous protest, stoked by anger and with the constant potential of breaking into unstoppable violence.

Instead, I was watching a group of re-enactors, wearing costumes copied from the past and carrying signs minimally updated.

And what can be more American and 21st century? Every month, thousands of people re-enact, in authentically scratchy uniforms and on the same killing grounds, the great battles of the Civil War or American Revolution. So it’s not so odd to see national convention re-enactors reprising the protests of 1968 or 1972.

Re-enactors are admirable for their determination to get in close touch with our history, its triumphs and tragedies. And, of course, it’s heartening that re-enactments – unlike the actual events – are almost entirely harmless to participants and spectators.

Offensive struggles continue for Bears

CHICAGO – Carson Wentz followed an impressive NFL debut with another solid performance, throwing for 190 yards and a touchdown, and the Philadelphia Eagles beat the Bears, 29-14, Monday night.

Wentz showed plenty of poise, just as he did in his debut against Cleveland. The No. 2 overall draft pick completed 21 of 34 passes without an interception despite absorbing several big hits.

Ryan Mathews ran for two scores, and the Eagles (2-0) scored a pair of touchdowns late in the third quarter to break open a two-point game.

While Philadelphia was pulling away,

That was the biggest blow for the Bears (0-2), who lost several players and fell again after opening with a loss at Houston. Cutler, Bears go down in ugly loss

kfishbain@profootballweekly.com CHICAGO – The Bears had an absolute nightmare second half with injuries and turnovers marring their home opener, a 29-14 loss to the Eagles.

Two Jay Cutler turnovers, an injury to Cutler’s throwing hand, a Jeremy Langford lost fumble and four injured starters on defense led to the worst half of football for the Bears in the John Fox era.

Trailing 9-7 coming out of halftime, the Bears had the ball on first down at the Eagles’ 43-yard line and were driving to take the lead when Cutler was strip-sacked. The defense held, but Cutler injured his right (throwing) hand on the play. He remained in the game, as the Bears ran the ball

seven times before a bad incomplete pass on third down.

The Eagles took it 68 yards in eight plays to go up 16-7, and Cutler threw an interception right to linebacker Nigel Bradham on the next play, leading to another Eagles touchdown – 13 points in 23 seconds.

It got worse, as Brian Hoyer came in the game and Jeremy Langford lost a fumble, leading to another Eagles touchdown.

Similar to their season opener, the Bears’ offense looked unstoppable on one drive in the first half, when Cutler found Alshon Jeffery deep, leading to a Langford touchdown plunge to go up 7-3, but the group spent much of Monday night stalling, punting, and then giving it right back to Philadelphia.

And much like the loss to Houston, the offense’s inability to sustain

drives kept the ‘D’ on the field too long, and rookie quarterback Carson Wentz took advantage, hitting open receivers with ease against an undermanned and tired defensive unit.

Night filled with injuries: The Bears got out of Houston without any key injuries, but they weren’t that lucky on Monday night, starting with Cutler’s hand injury. Promising second-year nose tackle Eddie Goldman was carted off the field in the fourth quarter with an ankle injury. Lamarr Houston went down in the second quarter with an apparent left knee injury that did not look good. He went to the locker room and did not return. Bryce Callahan and Adrian Amos both suffered concussions and missed the second half. Ka’Deem Carey left the game with a hamstring injury.

Inauspicious starts: The offense had

a terrible start to the home opener, too, going three-and-out including an easy sack of Cutler for Eagles safety Malcolm Jenkins.

The defense looked overmatched on its first drive, as Wentz completed 8 of 9 passes, but the Bears saved their best coverage for last, leading to a Sam Acho sack that held the Eagles to a field goal.

The bad starts carried over to special teams, too, as Connor Barth, in his first regular-season game ever at Soldier Field, missed a 31-yard field goal in the first quarter, only his fifth career miss inside 40 yards.

Lineup notes: Kyle Fuller was inactive for the second game in a row as he works his way back from an August knee scope. Jacoby Glenn got the start in Fuller’s place, with Deiondre’ Hall also getting reps at corner.

Alshon Jeffery, Bears, WR: Taking advantage of undersized (and not-that-talented) Eagles cornerbacks, Jeffery had another big first half and finished with five catches for 96 yards.

Willie Young, Bears, LB: A week after not making the stat sheet in Houston, Young was a force off the edge with seven tackles, two for a loss and one sack.

Third-down defense: Despite the struggles in the second half, the Bears held the Eagles to converting only 3 of 15 third-down opportunities, although Philadelphia was a perfect 3 for 3 on fourth down.

Throwing to Jeffery and Royal: Similar to last week, when the Bears did move the ball, it was thanks to their two veteran receivers. Jeffery and Royal combined for nine catches for 148 yards.

The entire second half: Five injuries (Jay Cutler, Eddie Goldman, Bryce Callahan, Adrian Amos and Lamarr Houston) and three turnovers led to the game spiraling out of control after halftime.

Third-down offense: The Bears had a few big passing plays in the first half but only seven points to show for it because of poor execution on third down. They were only 1 for 5 on the crucial down before halftime and 4 of 10 in the game.

Run game: Jeremy Langford had 11 carries for 28 yards, a paltry 2.5-yard average. Rookie Jordan Howard brought a spark to the offense, but the Bears finished with only 64 yards rushing.

Trailing 9-7 with the ball at midfield and having gotten the run game going, the Bears brought on a personnel unit that was destined for a running play on second-and-2. The Eagles were ready, bringing Jeremy Langford down for a 4-yard loss. An injured Cutler bounced a pass on third down, and the Eagles extended their lead to 16-7 on the ensuing drive.

Cutler’s interception is when the game truly spiraled out of control, but we’re going to highlight Goldman’s ankle injury, which came in the fourth quarter. Goldman has been off to a great start and is a bright spot for the future of this team, which may be all fans have to root for in 2016.

The fans were restless about a Bears offense that hadn’t scored since the first half in Houston after Connor Barth’s missed field goal, but on the next drive, Cutler launched a ball down field to an open Jeffery. Jeffery had to adjust, but won the jump ball, which led to the Bears’ first touchdown. That was back when the Bears had hope.

What now?

Record: 0-2 What it means: It’s hard enough to make the playoffs after an 0-2 start, but the Bears have serious injury issues to combat as they try to climb out of the NFC North cellar.

What’s next: Another prime-time game, this time Sunday night in Dallas against Dak Prescott and the 1-1 Cowboys.

Fowler helps Cubs take series opener

The Associated Press CHICAGO – Dexter Fowler hit a tiebreaking single with two outs in the seventh inning, and the Cubs beat the Cincinnati Reds, 5-2, Monday night.

Fowler’s line drive into center field capped a three-run rally for the Cubs after they were shut down by Tim Adleman most of the night. It also made a winner of Jason Hammel (15-9), who pitched seven solid innings.

Jason Heyward added a two-run homer in the eighth as the Cubs moved seven games ahead of Washington for the best record in the National League, lowering their magic number for clinching home-field advantage throughout the NL playoffs to five. That’s the only major goal still out there during the regular season for the major league-leading Cubs after it secured the NL Central title last week.

Brandon Phillips homered for lastplace Cincinnati, which has lost five of six. Joey Votto went 2 for 3 with an RBI single and a walk, increasing his batting average since the All-Star break to .416.

The Reds allowed three more homers to run their season total to 242, breaking the major league record of 241 belonging to the 1996 Detroit Tigers.

“It’s unusual being in this position like we are right now,” Maddon said after the meeting. “So you’ve got two weeks of baseball, major league baseball, left in September, so let’s work on some stuff. Let’s work on things that we need to work on individually or as a group.”

KANSAS CITY, Mo. – Jose Abreu is reaching some significant milestones with others in reach, but they are not transitioning into a winning record for the White Sox. Abreu homered in an 8-3 loss to the Kansas City Royals on Monday, becoming the first player in Sox history to hit at least 25 home runs in his first three major league seasons.

Abreu needs five home runs and four RBIs to join Albert Pujols as the only players in major league history with 30 home runs and 100 RBIs in their first three seasons. The homer total may be difficult to reach with only a dozen games left on the schedule.

“I think that’s something I can accomplish, but, I mean, of course it’s tough because of the short amount of games that we have, but, of course, it’s in the picture,” Abreu said through a translator. “I’m just glad that I have this opportunity, because after what I passed through the first half, the second half has been very good.”

Abreu has turned it up several notches, reaching base in 42 of his past 45 games, hitting .370 with a .417 onbase percentage and a .641 slugging percentage. He has 14 home runs with 40 RBIs in that span, which began Aug. 2.

The Royals went 14-5 against the Sox this year.

“It’s tough playing against them because we have to play perfect,” Abreu said. “They have all the ingredients to be a successful team, and I think that everybody has seen that. They won the World Series last year and they are a very tough team. I think that it’s de-

Yordano Ventura (11-11) gave up nine hits, struck out five and walked one, picking up his first complete-game victory.

Ventura had allowed 10 runs, 17 hits and six walks in 111/3 innings in losing his previous two starts. He threw only 16 pitches in a 10-batter span to end the fifth and into the seventh.

Kendrys Morales homered off Carlos Rodon (7-10) in a four-run fifth. Morales homered in back-to-back games, bringing his total to 29. The last Royal to hit 30 home runs in a season was Jermaine Dye, with 33 in 2000.

SONOMA, Calif. – It was the year of Roger Penske in IndyCar. No team came close to stopping Team Penske’s march to the top of the standings.

When the checkered flag fell Sunday on the 2016 season, Penske drivers celebrated with their 10th victory of the year and IN THE a 1-2-3 finish in the final IndyPITS Car standings.

While the loss of Target could be seen as a blow to IndyCar’s place in the sports marketing world, the series was bolstered this weekend by DHL Express renewing its sponsorship of Ryan Hunter-Reay through 2020 and Menards returning to the series in a significant sponsorship role with Pagenaud next season.

“Ryan is a tremendous brand ambassador for us,” said DHL CEO Mike Parra. “Then the association with ... having the Andretti name associated with DHL – we say we’re the world’s most international company. Who better than to be associated with what I believe is the best owner and the best name in this business?”

For John Menard, who spent years as both a team owner and sponsor in IndyCar before moving his focus to NASCAR and the career of his son, Paul, the return has been based on a sense of excitement around the series.

He first inched back to IndyCar

with a three-race sponsorship agreement with Penske that included the Indianapolis 500.

The deal grew to five races this season, and will be 10 as Pagenaud’s primary sponsor next year.

“I think IndyCar is on an upward trend now,” Menard said. “I think that they are to be commended, the people that are running it right now, because I think they’re doing a great job. It’s not easy right now competing for attention in the sports world with all the things that are going on. To see IndyCar having some growth, having really successful races ... we’re really excited to be back as part of it.”

The series will receive some much-needed offseason attention through James Hinchcliffe’s participation in “Dancing With The Stars.”

The Canadian has become a brand ambassador for IndyCar, and got the “DWTS” opportunity through appearances on “Family Feud” and “The Steve Harvey Show.”

Dear Dr. K: I’m under a lot of stress in my life. Of course, I don’t like that, but what really worries me is it will affect my heart.

Heart disease runs in my family. If stress can lead to heart disease, does reducing stress reduce heart disease risk?

Dear Reader: We often think of the heart and brain as separate from each other, yet these organs are intimately connected. And when your emotions adversely affect your brain, your heart is affected as well.

There are two kinds of stress that affect your brain. Helpful stress can assist you with getting things done by helping you focus your attention. Unhelpful stress (distress), on the other hand, can be so severe it can lead to fatigue and heart disease.

Coronary artery disease restricts the flow of oxygen-rich blood to your heart.

Emotional stress can worsen oxygen deprivation. In fact, if you have heart disease, any strong emotion, such as anger or grief, may cause severe and fatal irregular heart rhythms.

How do strong emotions affect heart disease? In two ways. First, they cause the heart to beat faster and more forcefully – to work harder. Second, they increase the tendency of the heart arteries to narrow, reducing the blood supply to the heart. So the heart is working harder, but without the blood supply it needs. That can cause dangerous heart rhythms.

Depression also increases the risk of heart problems, including heart attacks and dangerous heart rhythms. If chronic stress has made you depressed, then the stress is threatening your heart in a third way.

The good news is the opposite also is true: Reducing your level of stress lessens the risk to your heart. Here are some ways to start reducing your stress:

And if they are offended, does their desire not to see a costumed child trump my children’s need for a healthy outlet for their individuality during this phase of their life over which they have so little control? – Clark

As soon as North opened one club, South was thinking about a slam. When East made a weak jump overcall, though, and North rebid two no-trump, South’s enthusiasm was tempered slightly. However, he forced to game with a three-diamond cue-bid, learned that his partner had some heart support, and leapt to six hearts. (Note that six no-trump fails unless East unwisely leads a diamond.)

South could see 11 winners: three spades, seven hearts and one club.

His first thought was that the club finesse had to work. But there was something better, assuming West had the diamond nine to back up his 10lead.

Declarer covered West’s 10 with dummy’s diamond jack and ruffed away East’s queen. He drew trumps ending on the board and played the diamond king. When East covered with his ace, South ruffed, took his three spade tricks ending in the dummy, and led the diamond eight. However, instead of ruffing, he discarded his low club. Yes, West took the trick with his nine, but what could he do next?

If he had exited with a spade or diamond, declarer would have ruffed on the board and sluffed the club queen from his hand. But when West led a club, it was into South’s acequeen.

It was a pretty loser-on-loser endplay.
