Golden memories made in the rain POLL YESTERDAY’S

The rain Saturday night made Corn Fest more memorable.

It seems to rain every year at some point during the festival, but generally it’s been on Friday night, and in the news game, it’s not good practice to make plans for Friday nights.

So we usually go on Saturday. This year, despite the predictions of our cellphones’ weather app, which I don’t believe anyway, the rain waited until a little after 9 p.m. to start coming down. (At one point while it was raining, the weather app said the weather in DeKalb was “cloudy.” Yeah. Rain-cloudy.)

But we had come to see 7th Heaven, and once they hit the stage, they didn’t feel like stopping. As long as they were playing, we were staying.

We took shelter under an awning and watched the stage lights illuminate the drops of water falling from the sky. The soakedthrough music fans laughed as they splashed through puddles, or hurried off, the novelty of standing in the rain having given way to the reality of being soaking wet and cold.

Our bunch played it safe; we stayed under cover during the first squall, then when it let up, we ventured out toward the stage to hear them play a few tunes and then another rendition of 30 songs in 30 minutes.

At least until it started raining again.

Still, this year will be memorable for us.

It’ll be “that year it rained,” when we hunkered down and watched as the skies opened and the awning leaked, and we watched the wet people until we became the wet people, and when it was all over, it was a Saturday night well-spent.

Goat helps Clydesdale go on lam for 5 days The ASSOCIATED PRESS SANTA CRUZ, Calif. – A dwarf billy goat gave new meaning to the word “scapegoat” when he busted out a surprisingly slippery Clydesdale that went on the lam in California for several days.

The nearly 1-ton horse named Budweiser, who goes by “Buddy,” was safely wrangled back into his pen Sunday in the Santa Cruz Mountains on California’s Central Coast.

The goat named Lancelot knows how to butt open the stable gate, and did just that Wednesday, letting his best friend escape, owner Tamara Schmitz told the Santa Cruz Sentinel newspaper.

Another Clydesdale, Harry, also fled and was nabbed in a meadow the next day. But Buddy is more wary and wily, Schmitz said.

“Buddy’s very elusive,” she said. “He’s not like other horses. He’s not attracted by meadows and other horses. He can stay hidden.”

That made him very hard to find. He eluded volunteers from around the Santa Cruz area for five days, with evidence such as tracks and loud snorts suggesting he was as far as 3 miles away.

The owners even trotted out Lancelot and Harry to try to lure back Buddy, but he didn’t fall for it. They just hoped the horse would stay away from Highway 17, a busy and dangerous road running through the area.

A pair of searchers on horseback finally found Buddy hiding amid manzanita shrubs Sunday.

“When we got him back in the pen, he was particularly frisky and playful and happy,” Schmitz said. “I think he was glad to be back.”

Sober house needs state permits to open; officials unsure when it will be ready

browland@shawmedia.com SYCAMORE – What was supposed to be a simple project to convert a 70-year-old State Street home into a DeKalb County-run sober living facility for men has been hit was a series of time-consuming setbacks and costly overruns.

More than a year after the county bought the home at 491 E. State St. in Sycamore for $145,000, it has yet to house a single sober resident. In fact, county and court officials said they still don’t know when the house – which one County Board member has called a “money pit,” might be able to open.

Drug Court Administrator Michael Douglas said renovation work is continuing at the home, but no completion date has been set for the project because some of the work requires a permit from the Illinois Department of Transportation.

“We are not sure how long it will be until the permit is issued,” Douglas said in an email earlier this month.

Replacing a lead-based water main that serves the home requires getting permission from IDOT to dig up Route 64, officials have said.

The county bought the property to be used as a court-run sober living facility June 2, 2015, after a long backand-forth with the city of Sycamore. In September of that year, Douglas told the county’s Law and Justice Committee “that they are anxious to open the facility and estimated that they may be able to begin operation in four to six weeks,” according to meeting minutes.

A home inspection – done in October 2014 before the county put up money to buy it – noted that the house was 70 to 75 years old and recommended that an HVAC technician examine both the furnaces in the home. It further noted that the heating system was 35 to 40 years old and that both furnaces would likely need to be repaired or replaced within five years.

As it turned out, both furnaces failed over the winter. Because the home was empty, those failures led water pipes inside to freeze, then burst, causing extensive water damage. While looking into how much those repairs would cost, other problems, including the lead-based water main, were discovered, County Ad-

County Board member Dan Cribben, R-District 11, who sits on the Law and Justice Committee, called the house a “money pit” in May when the committee was told that estimates to get the house up and running totaled $175,000 to $200,000 and would require a contribution of up to $75,000 from the county because the drug court didn’t have enough money. (The drug court held a charity run this year for the first time that raised $2,000 that will be used for updates and modifications at the sober house, Douglas said.)

Cribben said that he believes the project is in good hands, with direct oversight and involvement from Hanson. Hanson’s involvement was a condition of the additional $75,000 the county approved, Cribben said.

“Gary Hanson has taken more direct responsibility,” he said. “This was the least costly alternative.”

Essentially, the county was faced with the prospect of putting more money into the property or selling it for a significant loss. The Law and Justice Committee plans to tour the facility next month to see the progress firsthand, Cribben said.

The sober living house at 491 E. State St. in Sycamore was seen vacant in September 2015.

Committee Chairman John Frieders, R-District 12, said that although the project turned into being more work than initially anticipated, the county “needed to see that it was taken care of.”

“The County Board is committed to the sober living home program,” Frieders said.

Despite growing frustrations, the County Board did approve up to $75,000 to complete the project, Hanson said. The sober house is expected to be self-sufficient once it is opened.

In the meantime, men in the drug

court program have alternatives, including living at Hope Haven, a homeless shelter in DeKalb, or living with family members while going through the program, Douglas said.

Hanson said the project was hampered by unforeseen circumstances.

He said that everyone working on the project wanted to see it completed as soon as possible and without further overruns.

Others, including DeKalb County State’s Attorney Richard Schmack, want to see the house filled with people.

Fake bomb leads to real evacuation, arrest in DeKalb

eolson@shawmedia.com DeKALB – An amateur filmmaker’s misplaced movie prop led police to evacuate residents of about 45 apartments and the Kane County Bomb Squad to be summoned to an apartment building Sunday night at 408 N. Annie Glidden Road.

Police were called to the building shortly after 8 p.m. Sunday, when the suspicious package was discovered in a clothes dryer in the laundry room at the building, DeKalb po-

lice Cmdr. Steve Lekkas said.

“It was a movie prop that was made to look like a bomb,” Lekkas said. “It was inside a case, with multiple cellphones and a clock wires, made to look like a bomb.”

As residents were leaving the building, one of them, Kenneth Wojcicki, 26, told police the suspicious item belonged to him. Wojcicki said he was an amateur filmmaker, and the “bomb” was a prop for a film. He said he had forgotten he had left it there, Lekkas said.

Police initially called an NIU po-

lice bomb-sniffing dog to the scene.

The dog indicated the possible presence of explosives, which led police to summon the Kane County Sheriff’s Bomb Squad, Lekkas said.

The bomb squad eventually confirmed that the item was not a threat.

Residents were allowed to return to their homes around 11:35 p.m., according to a news release sent Monday by DeKalb police.

Wojcicki, a student at NIU, was arrested and charged with disorderly conduct because the incident had alarmed the victim and caused

a breach of the peace by forcing so many people out of their homes, Lekkas said.

“Oftentimes we have people that are amateur filmmakers that are making a movie or that are filming something … but usually the standard for that is whoever’s doing that will call us so that something like this happens we’ll know ahead of time, so we’ll have officers aware,” Lekkas said. “Of course they’re expected to clean up afterward, and the person never did call us in this instance.”

Malta Twp. Library to close Woman faces charges after for renovations this week Monday DeKalb stabbing

eolson@shawmedia.com MALTA – The Malta Township Public Library will be closed in September to allow for renovation on the interior of the original building, but library officials said materials still will be available for checkout.

The library, which is open Tuesdays through Saturdays, will close beginning Thursday, when staff and volunteers plan to move everything out of the old building, which was built in 1923, with materials moved into a 2007 addition.

Peggy Wogen, the library’s executive director, said closing the library wasn’t ideal, but that this was the best time of year to do it.

“September is our slowest month,” Wogen said. “The kids get going back to school, and they just don’t read as much.”

Renovation work on the older building is expected to begin Saturday, library officials said in a news release.

Much of the work will be done by volunteers, and when it’s complete, the building’s older section will have new carpeting, lighting and other upgrades, Wogen said.

Library users are asked to check out any materials they’ll want for the next

month before the library closes.

Checked-out materials will be given a due date of Oct. 5. Library users who have placed holds on materials will also be notified when they become available starting Sept. 10, the library said. The library will be open from 11 a.m. to 1 p.m. starting that day so that people can pick up materials they have requested.

Visitors will not be able to browse the shelves, however.

The library’s Wi-Fi will remain available free during the construction, the release said. Anyone with materials that have not been returned for weeks, months or years can bring them back during the time the library is closed and they will not be subject to a fine – provided the materials are still usable.

news@daily-chronicle.com DeKALB – A 22-year-old woman faces felony domestic battery charges in connection with a stabbing Monday afternoon on Crane Drive in DeKalb.

DeKalb police were called to 1025 Crane Drive shortly after 1:30 p.m.

Monday on a report of a stabbing.

The victim told police that a domestic dispute had escalated and that he had been stabbed. Police said the male victim had multiple stab wounds to his legs and hands.

He was taken to Kishwaukee Hospital with injuries that are not

thought to be life-threatening, according to a news release from the DeKalb Police Department.

Police arrested Crystal Boyd, 22, of DeKalb. She was charged with aggravated domestic battery, aggravated battery and two counts of domestic battery, police said. If convicted of aggravated domestic battery, a Class 2 felony, Crystal Boyd could face three to seven years in prison.

Boyd Boyd was being held at the DeKalb County Jail. She is expected to appear in court Tuesday for a bond hearing.

Actor Gene Wilder, star of Mel Brooks movies, dies at 83

The Associated Press LOS ANGELES – Gene Wilder, the frizzy-haired actor who brought his deft comedic touch to such unforgettable roles as the neurotic accountant in “The Producers” and the mad scientist of “Young Frankenstein,” has died.

He was 83.

Wilder’s nephew said Monday that the actor and writer died late Sunday at his home in Stamford, Connecticut, from complications from Alzheimer’s disease.

Jordan Walker-Pearlman said in a statement that Wilder was diagnosed with the disease three years ago, but kept the condition private so as not to disappoint fans.

“He simply couldn’t bear the idea of one less smile in the world,” Walker-Pearlman said.

Vera Jane Chambers, age 92, passed away on Saturday, Aug. 27, 2016 at the Generations at Neighbors in Byron.

She was born on April 6, 1924, in Steward, the daughter of Harry and Lulu (Wagner) Andes.

Vera Married Ralph F. Chambers on Aug. 12, 1950, in Steward. He preceded her in death on April 17, 2013.

She also was preceded in death by her parents; as well as her sister, Ethel Hanson.

Vera loved spending time with her family, playing the piano and singing. She also enjoyed tole painting and sewing.

No late vehicle registry fines for those who didn’t get reminders The state won’t charge late car registration fines to drivers who didn’t get a mailed notice.

Gov. Bruce Rauner signed a bill this past week that prohibits the secretary of state from fining drivers who registered their vehicle late, if the registration expired during the months that Illinois halted issuing reminders. The state stopped sending out notices in October in an effort to save money because of the budget impasse.

About 476,000 late registration fines were set between Jan. 1 and mid-July, which means fees topped $9 million. The state does offer electronic reminders.

“I’m all for using the electronic reminder system to save money,” said Sen. Dan McConchie, R-Hawthorn Woods, who co-sponsored the bill. “But the idea to abruptly stop mailing renewal notices because of the budget stalemate, costing Illinoisans millions of dollars in late fees, is shameful.”

The state started mailing the notices again after the stopgap budget was approved June 30.

Cook County issues nearly 10,000 same-sex marriage licenses

CHICAGO – Cook County officials said they expect to issue the 10,000th marriage license to a same-sex couple this week.

Cook County Clerk David Orr held a news conference Monday morning along with state lawmakers and civil right groups to mark the milestone. He said that as of Monday morning the clerk’s office has issued 9,990 marriage licenses to same-sex couples.

The Illinois Legislature approved a gay marriage law in late 2013, making Illinois the 16th state to allow same-sex marriages. The law took effect in June 2014.

“I’m disappointed that the governor chose to turn his back on parents working to give their children a better life,” said Sen. Kimberly Lightford, D-Maywood, who sponsored the bill.

Rauner said such a large expansion could threaten the child care program because without funding to go along with it, parents could see long waitlists or be asked to pay higher copays.

The U.S. Supreme Court legalized gay marriage in June 2015.

Illinois trying to collect 30-year-old overpayments

SPRINGFIELD – The Department of Human Services is still trying to collect money from overpayments made nearly 30 years ago from its Supplemental Nutrition Assistance Program benefits, once more commonly known as food stamps.

The State Journal-Register reported that McLeansboro resident Sue Good received a letter from the department about a month ago asking her to repay $242 in an overpayment that occurred from August through November in 1985.

“Do you think anybody has some kind of paperwork (from 30 years ago)?” Good said. “I think if you had 30-year-old papers, you would be like ‘I think you need to call “Hoarders” (the TV show).’ ” Alex Jordan, the department’s director of fiscal services and chief of the Bureau of Collections, said federal regulations and state law require that an effort be made to recoup the money.

“There’s no statute of limitations on DHS debt,” Jordan said. “We have to follow the regulations. If we do give benefits out to individuals we shouldn’t, the feds expect us to recover those benefits so ultimately down the road they’re available to other individuals.”

The Associated Press JERSEY CITY, N.J. – It’s been the driving issue of Donald Trump’s campaign. Build a wall along the southern border. Make Mexico pay for it. And expel everyone living in the U.S. illegally with the help of a “deportation force.”

Ten weeks before the election, however, buffeted by conflicting advice from aides and advisers, Trump has seemed to be in full indecision mode.

At a Fox News town hall tall taping last week, in the face of pressing questions, he proceeded to poll the audience at length on the fate of an estimated 11 million people.

Trump is now planning a major speech Wednesday, during which he’s expected to finally clarify his stance. Supporters are hoping for a strong, decisive showing. But for critics, many already disposed to vote against him, his wavering on what has been his signature issue seems like a warning that he’s unable to handle a central element of any president’s job – making decisions.

It also underscores how little his Republican campaign has invested in the nitty-gritty of outlining what he would do as president, especially when compared with the more detailed plans of his Democratic rival, Hillary Clinton.

“It’s just puzzling,” said Lanhee Chen, who has served as a policy adviser to several Republican presidential candidates. “This is the issue

on which he rose to prominence in the primary and the issue on which he continues to stake much of his campaign.”

From the start, Trump has never been the kind of candidate to pore over thick policy books.

Indeed, he has mocked Clinton on the subject.

“She’s got people that sit in cubicles writing policy all day. Nothing’s ever going to happen.

It’s just a waste of paper,” he told Time Magazine in June. “My voters don’t care and the public doesn’t care. They know you’re going to do a good job once you’re there.”

To date, Trump’s campaign has posted just seven policy proposals on his website, totaling just over 9,000 words. There are 38 on Clinton’s “issues” page, ranging from efforts to cure Alzheimer’s disease to Wall Street and criminal justice reform, and her campaign boasts that it has now released 65 policy fact sheets, totaling 112,735 words.

“I’ve laid out the best I could, the specific plans and ideas that I want to pursue as your president because I have this old-fashioned idea,” Clinton said during a recent speech in Colorado. “When you run for president, you ought to tell people what you want to do as their president.”

Trump’s new campaign manager, Kellyanne Conway, has said she’s pushing her boss to get more specific. Yet his positions on a host of issues remain vague at best.

Panera founder, CEO sounds off on self-respect ‘Discoverer-in-chief’ also talks about why he avoids gluten

The Associated Press NEW YORK – Panera founder and CEO Ron Shaich considers himself the “discoverer-in-chief,” meaning he’s in charge of ensuring the bakery chain’s image doesn’t grow stale.

The company’s recent efforts include ridding its menu of ingredients with long, chemical-sounding names people might find unappetizing. It’s also trying to reduce what Shaich refers to as “friction” to make it easier for customers to get their food, whether it’s through online ordering or in-store tablets that let people avoid standing in line.

Panera says the efforts are paying off, with sales up 2.3 percent at established locations for the latest quarter.

Shaich recently spoke with The Associated Press about his role as CEO, why he’s careful about his gluten intake, and which product name he thinks is “stupid.”

His comments have been edited for length.

Q: You’ve equated eating at Panera with having self-respect. What do you mean by that?

A: Two weeks ago, I was in an

airport and I walked up to a nameless fast-food chain. I ordered something.

I watched the people make the food without gloves on. I thought about

where their hands had been. Then I walked over to sit in this environment, with this chair that was bolted to the floor. I felt so crummy about myself.

I was starving. The choice was them, and nothing. And I chose nothing. I couldn’t respect myself doing that.

Food is not simply nutritional cocaine that I’m injecting in my body.

It is about a relationship I have with myself, how I see myself, what I want from myself.

Q: What’s the challenge for big restaurant chains right now?

A: Today, it’s all about trust and

relevancy. And large corporate entities are more untrusted than trusted.

And they’ve earned that by the way they’ve done things. People have been oversold, overbranded, overhyped, overpromised. And they basically trust a small local operator more than they trust the big corporate entity.

Q: So how does a small company grow into a big company and stay relevant?

A: When companies start out, they

figure out a better way to do something, and they’re very relevant. Behind discovery is delivery. Delivery is about being more efficient, it’s about numbers, and it’s about extracting costs.

But that discovery muscle is pushed out by the delivery muscle.

Some day they wake up and realize they have no discovery people, and they realize they can’t compete.

I often think of myself as the discoverer-in-chief. The most powerful role I have is protecting the people that are dreaming about where this

A: That is gluten-free cookies in a

Q: Aren’t these big companies flexing their discovery muscles by trying to make these changes?

Q: So your lawyers came up with the name?

A: As a simple, single soul that

goes into Panera, I feel good about eating that cookie because I often try to avoid gluten. It has no gluten in that cookie. I’m not telling you that it meets the highest standards of whatever.

I think it’s a stupid name.

Q: Why is the CEO of Panera trying to avoid gluten?

A: There are times when I want to

eat it, and times that I don’t. I would suggest that gluten tends to be tied to carbs. And I try to balance my carbs and my proteins and my fats.

Gluten tends to be a leading indicator of carbs.

Members of the NAPA AutoCare Centers of DeKalb County donated a check for $1,000 to the YMCA Strong Kids Campaign. The donation was generated through a portion of oil change sales at Archer Alignment, Barb City Auto, Bockman’s Auto Care, Motor Works, Ritz’s Southtown, University Shell, 3-D Auto Repair, Illini Tire, Mike’s Truck & Auto and DeKalb County NAPA Auto Parts.

First National Bank has awarded a total of $360,000 in community development grants to 28 organizations in Illinois, Nebraska, Colorado, Kansas and South Dakota.

The grants will support affordable housing, educated workforce and economic development programs.

“Across the four states, these grants will help more than 4,000 people become more self-sufficient, create access to over 170 affordable housing units, serve 570 small businesses and create over 1,200 full- and part-time jobs,” Alec Gorynski, senior director, Community Development and Corporate Social Responsibility, said in a news release.

In Illinois, First National Bank awarded $102,000 in community development grants to nine organizations.

Grants supporting economic development initiatives will contribute to 642 new and retained full- and part-time jobs and assist 261 new and existing small businesses.

Among them was a $12,000 grant to the DeKalb County Economic Development Corp., which works to facilitate sustainable and diversified economic growth in DeKalb County.

Grants supporting educated workforce initiatives will enable more than 168 individuals in Illinois to move closer to self-sufficiency.

These include: • $10,000 – Kishwaukee Family YMCA: dedicated to youth development, healthy living and social responsibility and strives to teach skills and values that help create a path to success for children and teens; inspire people of all ages to play, be active and maintain a healthy lifestyle; and engage in work that fosters an inclusive, collaborative, proactive approach to addressing community needs.

• $10,000 – Kishwaukee College Center for Business Development and Continuing Education: provides financial assistance to individuals pursuing a short-term certificate program, which will increase income for participants.

Senate should probe the EpiPen maker Something of value could actually get done during the upcoming lame-duck session of Congress. That’s if Senate Judiciary Committee Chairman Chuck Grassley launches an immediate Senate investigation of drug maker Mylan.

Grassley, R-Iowa, is one of a bipartisan slew of federal lawmakers demanding answers from Mylan and its CEO Heather Bresch. Republicans and Democrats alike are teeing off on Bresch, the daughter of Sen. Joe Manchin, D-West Virginia, after the drug company increased prices of the life-saving EpiPen by 400 percent since purchasing rights to the anti-allergy technology in 2007. Once less than $100, a two-week supply now costs more than $600, instigating charges of price gouging.

On Wednesday, Grassley rejected the company’s supposed fix – a rebate card that, most observers say, is little more than a public relations stunt that does little to help most EpiPen users and, ultimately, simply shifts the cost increase onto insurers and taxpayer-funded programs, such as Medicaid.

“The announcement today doesn’t appear to change the product price. The price is what Medicare, Medicaid and insurance companies pay. It’s what patients who don’t get assistance cards pay. And when drug companies offer patient assistance cards, it’s usually not clear how many patients benefit,” Grassley said in a news release.

The situation has gotten so bad that, just this week, Gov. Bruce Rauner signed legislation permitting first responders to use a syringe instead of Mylan’s outrageously priced alternative.

Bresch has taken to the airwaves in an attempt to defend herself and stem her company’s plummeting stock prices. Don’t blame her company, she said. The “system is broken,” she argued.

Yes. It’s broken. And medical monopolies, such as Mylan, are what’s clogging the gears. Whether or not she likes it, Bresch has earned comparisons with former pharmaceutical executive Martin Shkreli, who last year became the poster boy for unfettered capitalism after his firm bought a life-saving HIV drug and immediately jacked the price from $13.50 per tablet to $750.

Shkreli doubled-down in an exceedingly smug testimony before a congressional panel. Unsurprisingly, he’s now one of Bresch’s biggest defenders.

Greed knows greed.

Strongly worded letters from senators aren’t enough. Sen. Amy Klobuchar, D-Minnesota, ranking Democrat on Grassley’s Judiciary Committee, is absolutely correct in her calls for sweeping investigations into Mylan’s EpiPen monopoly.

Grassley should demand Bresch defend her company’s apparent moral bankruptcy in front of the Judiciary Committee. He should demand a Federal Trade Commission probe into Mylan’s actions. He should spearhead legislative reform that, once and for all, will put teeth into anti-trust and gouging laws that drug companies seem so keen on flouting. He should lead efforts to empower the government to better renegotiate drug prices on pharmaceuticals purchased by public programs.

Grassley this week rightly demanded answers. He should spend September toughening protections for those whose lives depend on access to affordable drugs.

LETTER TO THE EDITOR Sycamore should lift impact fee burden

To the Editor: This month, the Sycamore City Council is expected to vote on whether to continue to charge impact fees, a move that could have a huge bearing on future growth in our community.

Impact fees are paid when a new home is built. The money goes to schools, parks and libraries to compensate for the impact of that new home.

By law, the money collected can only be used for new construction or acquiring new land based on the impact from the new construction.

When the City Council last made a decision regarding impact fees, construction was booming and there was a need for these fees.

Today, the opposite is true. Sycamore’s population has increased a scant 1 percent over the past five years. New construction has only been increasing about a half-percent each year for the past several years. A 1 percent growth rate per year for a community the size of Sycamore is considered healthy.

In light of this sluggish growth, residents have to ask a central question: Why do we need to keep charging impact fees?

The school district says it has more than enough room for students.

The park district has twice as many acres of parks as other cities of comparable size.

If a shared goal is to boost Sycamore’s economy through more jobs and opportunity, using impact fees makes little sense. The building of a new home creates a number of jobs locally and puts that new home on the tax rolls for years and years to come.

It makes little sense to charge a one-time fee, which hinders our ability to spur further economic growth.

According to a study done by the National Homebuilders Association, for every $1,000 added to the cost of a home, you drive away 3,300 prospective buyers.

Sycamore has already agreed to evaluate impact fees every three years. I would urge the City Council to do what is best for our community and either tie impact fees to growth, or suspend them for three years.

As the city’s slogan states, “Life offers more in Sycamore.” We want to make sure the city can continue to deliver on that to its current and future residents.

VIEWS Michael Barone of most European nations, is thinking farther back, to 1914 and 1940, when Luxembourg as well as Belgium and much of France were overrun by German troops in two horrifying world wars.

Recalling a warning from former French President Francois Mitterrand, who played an ambiguous part in the second of those wars, Juncker said, “We have to fight against nationalism, we have the duty not to follow populists but to block the avenue of populists.”

Such is the faith of the Eurocrats: The EU exists to prevent another war between France and Germany. Never mind that the chance of such a war has been zero since 1945, 71 years ago. Never mind that Hitler did not respect borders, but erased them.

Juncker was denouncing Austria and other nations for erecting border controls to keep out Muslim refugees.

Evidently he believes that World War III will somehow break out if they are kept out.

In a similar vein, Hillary Clinton opposes deportation of the bulk of the 11 million illegal immigrants in this country who haven’t been convict-

ed of felonies. That would put out a welcome mat to millions of other potential migrants who might come here in violation of U.S. laws. And curiously, Donald Trump has pivoted to suggesting he might not deport all that many illegals, either.

Denigration of borders is an example of what Nico Colchester in a famous 1988 Economist leader (editorial, in Britspeak) called sogginess. The opposite was crunchiness. “Crunchy systems are those in which small changes have big effects leaving those affected by them in no doubt whether they are up or down,” Colchester wrote. “Sogginess is comfortable uncertainty.”

Borders are crunchy, or ought to be. But those inclined to sogginess don’t like them that way. Wouldn’t refugees from Syria – or young men from Libya or Bangladesh or Eritrea or Honduras – be better off in Europe or the United States than where they are? If so, then why should we let a dotted line on a map stand in their way? So let’s replace crunchy restrictions with soggy benevolence and let as many come in as they want.

To Juncker’s dismay, European voters are recoiling against this, not least in Germany, whose chancellor Angela Merkel declared open doors to 800,000 newcomers – 1 percent of pre-existing population – in September 2015. Earnest editorialists argued that incoming young men would

supply the labor force low-birth-rate Germany needs. None of the great and good figured they wouldn’t blend soggily in.

Those prognostications proved wrong. Refugees asked to work say they are guests of Angela Merkel.

Despite government and media cover-ups, voters found out that “refugees” have been assaulting women by the thousands and setting off bombs and wielding axes against innocent bystanders.

Borders, it turns out, are not the worst inventions ever made by politicians.

They operate most of the time to protect a citizenry that, in Europe and North America, is for the most part productive and tolerant and observant of common moral norms and cultural behaviors. Inviting in unlimited numbers of young men who share none of these traits is generosity turned to sogginess – and is being met with crunchy rejection.

America’s plight is less dire than Europe’s. But Clinton’s sogginess on borders could face crunchy rejection, too, depending on what Donald Trump’s position turns out to be.

Obama has started the nuclear weapons debate we need The combination of President Barack Obama’s last months in office and the presidential campaign has unleashed a flurry of debate about nuclear weapons.

Republican nominee Donald Trump has suggested he might withdraw the U.S. nuclear umbrella from allies such as Japan and South Korea, and his combative style has raised the specter of a hothead with his finger on the button. Meanwhile, Obama is considering whether to make a “no first use” declaration about nuclear weapons, and may seek renewed support for a Comprehensive Test Ban Treaty at the United Nations.

In one way or another, all of these touch on important aspects of nuclear weapons policy. It is obvious that Trump is being downright reckless, and Obama may be trying to polish a legacy that never quite fulfilled his

2009 Prague speech proposing a new era of nuclear disarmament. But the remaining weeks of the campaign would be better spent with serious debate about the real problems facing the new president.

At the top of that list is an expensive modernization of the U.S. strategic nuclear deterrent. Updating and replacing weapons that date back to the Cold War is essential, but the next president will have to make tough choices. For example, the Navy is embarking on an ambitious program to build 12 ballistic-missile submarines to replace the existing 14 Ohio-class “boomers,” the most invulnerable leg of the strategic triad.

But the $97 billion price tag for the replacement fleet threatens to soak up Navy funding for other programs such as attack submarines, destroyers, aircraft carriers and amphibious

warfare ships. In order to do it all, the Congressional Research Service has estimated Navy shipbuilding budgets would have to be boosted by a third over historic levels. Can the United States afford to have it all? This question hangs over the Air Force, too, which is working on a new strategic penetrating bomber and wants a new long-range cruise missile. The missions of these two weapons systems may overlap: Is the cruise missile necessary?

At the same time, Russian President Vladimir Putin and his confrontational approach have thrown into doubt earlier cooperation on arms control and nuclear security. Russia’s violation of the Intermediate-Range Nuclear Forces treaty is unresolved, and Moscow appears to be designing asymmetric weapons such as a nuclear-capable underwater drone, as well

as building new missiles and submarines. North Korea has a steadily expanding nuclear arsenal and missile program. Nuclear deterrence is still essential and will be for some time.

While continuing U.S. modernization and keeping a wary eye on Putin, a new president should look for specific areas for engagement with Moscow, such as keeping nuclear material out of the hands of terrorists and reducing the dangers associated with both nations’ launch-ready alert postures, largely unchanged since the Cold War. Obama’s early vision of a world without nuclear weapons is a long way off. It is time to work on present-day reality: What kind of strategic nuclear weapons do we need, at what cost and to deter what kind of threats? The campaign could use a debate that acknowledges this and grapples with it.

“Borders are the worst invention ever made by politicians.”

Those were the words of JeanClaude Juncker, president of the European Union’s European Commission, at the Alpbach Media Academy last week.

Nonsense, most readers will surely think, in numbers going far beyond the legions of Americans dismayed with the choices they face in this year’s presidential race.

But it’s worth thinking a bit more about where Juncker is coming from, and the implications of his statement in what is, in Europe as well as America, a fraught political year.

Literally, Juncker comes from Luxembourg, a 998-square-mile country wedged between France, Germany and Belgium, where he served as prime minister from 1995 to 2013. If you look up Luxembourg in lists of world economic statistics, you’ll find it rated No. 2 in gross domestic product per capita.

That’s thanks to what Juncker called politicians’ worst invention ever, borders.

Luxembourg is a financial haven and headquarters of the world’s largest steel company, ArcelorMittal.

Without their borders and national laws, the 576,000 Luxembourgers wouldn’t be as affluent as they are.

But Juncker, having moved on from a big post in a small nation to the unelected leadership of a league

2016 outlook: It was a rough go of it for Bohl in his first season with the Cowboys.

The former North Dakota State coach does return 18 starters, including nine on offense and eight on defense, from last year’s team, which picked up its wins in a 28-21 victory over Nevada and edged UNLV, 35-28.

The Huskies are a 10-point favorite over the Cowboys, and that seems low, considering Eastern Michigan picked up its only win of the season at Wyoming last year, defeating the Cowboys, 48-29.

AT SOUTH FLORIDA

Granted, they didn’t play a Boise State team that blew out NIU in the Poinsettia Bowl, but the Aztecs have made a bowl game in six consecutive seasons and appear destined to make that seven in a row.

In the conference preseason poll, San Diego State received all 29 votes to be the West champions.

NIU’s Wolowicz named MAC West Kaepernick’s decision to sit through anthem scrutinized Defensive Player of the Week

Northern Illinois sophomore middle blocker Meg Wolowicz was named the Mid-American Conference’s West Division Defensive Player of the Week on Monday evening after an impressive weekend of blocking during the NIU Invitational.

“Meg had a big weekend at the net,” NIU women’s volleyball coach Ray Gooden. “Her numbers were impressive, and we’re happy for her and for the program to get some recognition after our first weekend of the season.”

The sophomore had 17 blocks in three matches, an average of 1.55 blocks a set that included eight solo stops, while also registering 24 kills. She finished with 36.5 points, the second-most by a Huskie in the tournament. The award is Wolowicz’s first of her career.

SAN FRANCISCO – From the White House to San Francisco police union headquarters, Colin Kaepernick’s name came up Monday as his decision to sit down during the national anthem reached far beyond football.

And many aren’t thrilled with the 49ers quarterback’s strong words about why he is doing it: To instigate change and challenge authority when it comes to race relations and what he considers police brutality.

CHICAGO – Continuing to play despite a concussion doubles recovery time for teen athletes and leads to worse short-term mental function than in those immediately removed from action, a study found.

DeKALB – As the DeKalb girls cross country team looks to improve upon its finish from last year, the Barbs will be led by two energetic sophomores – Katherine Olsen and Christina Ryzhov.

Ryzhov was a little banged up by the end of her freshman season. Her medical issues ultimately come back to an issue with her hip, a problem that has plagued her since she was a seventh-grader. Although Ryzhov still has some pain when she runs, she said it is nothing like the frustrating injuries that kept her out of many practices last season.

“It was really hard because I knew I had more potential than what I was putting out,” she said. “It was really frustrating.”

Longtime Barbs cross country coach Mike Wolf is looking forward to having Ryzhov healthy.

“There would be times where she’d hardly run all week and we’d just throw her into a Saturday meet to see what she could do,” Wolf said. “We’d throw her in there because she is that talented. Some of that lingered into track season last year, but she got healthier as the season progressed. She had a really strong summer and has been working hard, so I can’t wait to see what she can do this year.”

Olsen also struggled with injuries toward the end of last year. Olsen is back to full strength, and Wolf is excited to see her at 100 percent.

“Olsen handled everything we threw at her last year,” Wolf said. “She was a workhorse. She ended up having to drop out of our sectional meet, which was a shame because she had a season that far exceeded expectations.”

“I can’t wait to see the difference from last year to this year,” Olsen said. “I expect to improve and get stronger. I just want to get better with each and every race.”

With a solid top two, the real battle is for the other five slots for meets. Wolf said there is a good amount of competition going on among his runners for those slots.

“We have a culture of working hard and competing,” Wolf said. “We know we have a little gap between our top two and the rest of the pack, but we’ve got a competitive crowd of seven or eight girls competing for five spots. We’re going to get push from our younger runners, but our juniors and seniors will be there to help us, too.”

DeKalb has seen an influx of talented young runners over the past few years. Wolf attributes it to having two middle schools with both cross country and track programs.

“This summer, we saw the impact of that,” Wolf said. “We had a big middle school group working with us this summer at our camp. The last few years, we have had large numbers of freshmen coming into the program. We’ve been able to find talent in those groups, which is huge for us because in years past, we haven’t been able to get a whole lot of kids into cross country.”

Roose enjoying a strong start Junior aims to lead co-op to 5th straight undefeated season

ecarifio@shawmedia.com DeKALB – Elissa Roose has competed in four events this year, and she still has not lost.

Roose has come on strong early in her junior year, and has helped the DeKalb-Sycamore girls swimming team start the season with a 2-0 record.

“We’re hoping to go undefeated for the season like we have the past four years,” Roose said. “We want to make it a fifth. I think our biggest goal, honestly, is to have a lot of fun as a team.”

The team lost three state-qualifying seniors from last year, and has only two seniors on the current roster. That has left the junior class to take over more of a leadership role on the freshmen- and sophomore-heavy squad.

“I’m trying to be a better leader, not just a better swimmer,” Roose said. “I’m trying to help everyone else, and I think that’s helped me a lot, too.”

Coach Melanie Chambers said she, Sarah Hein and the other juniors have been good in that department. Sarah Hein is the only state qualifier back from last year, earning a spot in the 100-yard butterfly.

Hein said the younger classes coming in are really strong.

“We have a lot of freshmen who have swam with our club team,” Hein said, “so they’re going to come in and fill in some spots the seniors left open.

“I wouldn’t call them equivalents, but the ones we brought back as sophomores, that class is really big and really strong,” Chambers said. “Then our junior class is also very strong. So I think so far so good.”

Roose started the year with firstplace finishes in the 500 freestyle and 100 butterfly against Woodstock North and Byron, and kept up the winning ways in the second meet of the year at Elgin.

“She worked really hard over the summer,” Chambers said. “She put in a lot of work with her coach. She’s just taken off.”

Roose said the end goal is to get a berth into the state tournament.

“I really want to do well and be one of the top swimmers on the team,” Roose said. “I’m trying to keep myself very motivated, trying to get a state cup by the end of the season and trying to push our whole entire team to where we want to be.”

Shields better in defeat

The Associated Press DETROIT – James Shields finished an awful August on a slightly better note.

Then the game slipped away from the White Sox bullpen.

Jarrod Saltalamacchia’s tworun homer in the eighth inning lifted the Detroit Tigers to a 4-3 victory over the Sox on Monday night. Shields allowed two runs and six hits in six innings, but the Sox couldn’t hold a one-run lead for him.

“It’s tough because James did a really nice job,” manager Robin Ventura said. “He was bobbing and weaving against a lot of traffic, but he kept making huge pitches when he needed them.”

Detroit trailed, 3-2, after a solo homer in the seventh by the Sox’s Tyler Saladino, but Saltalamacchia’s towering drive off Nate Jones (5-3) put the Tigers ahead.

Justin Upton also went deep for the Tigers, who pulled within a game of Baltimore for the

American League’s second wildcard spot.

Justin Wilson (4-4) got the win in relief, and Francisco Rodriguez pitched a perfect ninth for his 37th save in 40 chances.

Saladino drove in all three Sox runs.

Shields was 0-4 with a 13.95 ERA in five August starts coming into Monday’s game, but the Tigers didn’t do much against him. Miguel James Shields Cabrera hit a sacrifice fly in the third, but Saladino’s two-run single put the Sox ahead the next inning.

“The first couple innings I was a little erratic, but I thought I settled down and was able to pound the strike zone,” Shields said.

“I’ve really done that in my last few starts, but tonight I think I had more luck.”

The Sox used three relievers to get through the seventh, and Jones came on in the eighth. He walked Martinez and Saltalamacchia went deep one out later.

“You just have to tip your hat because Nate has been as consistent as anyone out there,” Ventura said. “Salty’s gotten us a few times before.”

Saltalamacchia’s drive was so high in the air, it was fair to doubt whether it had the right trajectory to clear the wall in right-center field.

“I saw the outfielders kind of meeting right at that little Bermuda Triangle out there, so I got a little scared,” Saltalamacchia said. “When I didn’t see them catch it, I was definitely happy.”

Detroit starter Matt Boyd allowed two runs and seven hits in four-plus innings.

The Sox’s Jose Abreu had a single and a double and has reached base in 25 consecutive games.

Prosinski hopes to make lasting impression

kfishbain@profootballweekly.com LAKE FOREST – The Bears’ Chris Prosinski is familiar with the preseason finale, the “last audition,” as he calls it. Players such as Prosinski, known for their special teams play, often get the most run in the final preseason game, hoping to make one last good impression.

“A lot of guys, starters and veterans, won’t play as much, so young guys and guys fighting for a spot, you know you’re going to get a lot of reps on special teams and defense, so you have to be prepared mentally and physically,” he said after Monday’s practice. “Just have to go out there and put on good film.”

The sixth-year safety missed time last summer with a hamstring injury, and the Eagles released him after the preseason. He signed with the Bears in Week 3 and even started five games at safety. Prosinski has not only stayed healthy this preseason, but he also has benefited from being with a special teams group that is mostly intact from last season.

“I came in Week 3, so you’re thrown in the mix and you don’t have a lot of time to practice and play with other guys,” he said. “Special teams is a lot of communication, playing off other guys. You do need to have a familiarity with the guys you’re lined up next to.

It’s huge throughout these OTAs and training camp to be able to do that.

“Special teamswise, I think we’ve played solid, but I feel like we can play so much better. If we just utilize it, and play up to our abilities, I think we can be one of the top units in the league.”

Prosinski should get a lot of reps Thursday in Cleveland, at safety and on special teams. He’s not necessarily a lock to make the roster, but his experience in the kicking game is valued, and he said he wants to show the coaches his consistency and take advantage of any opportunity to make a play.

And if he’s looking to relax before cuts are made, Prosinski can do some yoga, which has been part of his training regimen for four to five years. The yoga has helped Prosinski physically this offseason, too.

“It’s a really good workout,” he said.

“A lot of people think you’re stretching, which it is, but it’s also a lot of core and balance and flexibility without that constant grind on the joints. I do think that’s also helped me this offseason. I did a lot more than I had previously.”

Injury update: WR Eddie Royal and TE Zach Miller no longer were in the red noncontact jerseys, as they have cleared the concussion protocol. …

NEW YORK – Novak Djokovic double-faulted, then shook his right arm and grimaced.

Seconds later Monday night, a weak serve produced a wince, then was followed by a missed forehand that gave away a set in the defending champion’s first-round match at the U.S. Open.

Although he managed to emerge with a 6-3, 5-7, 6-2, 6-1 victory over Jerzy Janowicz of Poland, there were plenty of signs of trouble, starting with a visit from a trainer who massaged Djokovic’s bothersome Novak Djokovic arm after only five games.

Asked about his health during an on-court interview, Djokovic deflected the question, saying, “I don’t think it’s necessary to talk about this now. I’m through. I’m taking it day by day.”

During the match, Djokovic hit first serves around 100 mph, sometimes slower – 25 mph or so below what’s normal for him. He hit second serves in the low 80s mph. He flexed that right arm, the one he has used to wield a racket on the way to 12 Grand Slam titles, and appeared generally unhappy.

This was the No. 1-ranked Djokovic’s first match at a major tournament since losing to Sam Querrey in the third round of Wimbledon, which ended the Serb’s bid for a calendar-year Grand Slam after titles at the Australian Open and French Open.

Heading into the U.S. Open, Djokovic spoke about dealing with a left wrist injury that flared up in the days before the Rio Olympics this month. But that appeared to be just fine against Janowicz, a former top-20 player who reached the semifinals at Wimbledon in 2013 and is ranked 247th after his own series of injury issues.

Earlier in Arthur Ashe Stadium, another two-time U.S. Open champion, Rafael Nadal, stood near the net after winning his first Grand Slam match in three months – 6-1, 6-4, 6-2 against Denis Istomin – and unraveled the thick wrap of white tape protecting his all-important left wrist. He said he still is not back to hitting his forehand the way he does when he’s at his best, but there was nothing that seemed to be as debilitating as what Djokovic went through.

All in all, Djokovic’s issues figure to loom large as the tournament progresses, and therefore were the most noteworthy development on Day 1 at Flushing Meadows.

Larson finally finds his way CHARLOTTE, N.C. – Kyle Larson first took off his steering wheel and hung it out the window as he did celebratory burnouts. Then he climbed to the roof of his car and raised his arms in triumph.

A day after one of the most demonstrative IN THE victory celebrations in at PITS least a decade, Jenna Larson seemed Fryer sheepish about the exuberance he showed at Michigan International Speedway.

“I probably went a little overboard,” Larson said Monday.

Nobody was complaining.

Larson gave a rare display – by NASCAR standards – of raw emotion after winning his first Sprint Cup Series race Sunday. It came in his 99th start, three long years after he burst onto the national scene with projections of being the next big thing in a sport that hypes up young drivers then spits them out when they fail to produce.

Although he was lauded by the top names in NASCAR as one of the most talented drivers to come along in decades, Larson couldn’t find his way

So tired of answering when he finally would win a race, Larson had nearly given up Sunday after a slow pit stop cost him the lead. It allowed Elliott to race to a huge advantage that Larson knew he couldn’t overcome.

Elliott, a rookie, was going to be the next first-time winner, and Larson was going to be forced to discuss another race that got away.

Then a late caution changed everything and gave Larson a second chance.

That’s when the nerves began to take hold.

“I was relieved that the caution came out because there was absolutely no way I was going to win the race had that yellow not come out,” Larson said. “I knew what was at stake there on the restart, it

“There’s always pressure from Chip.

He loves winners,” Larson said Monday.

“That’s no secret. He says he loves winners in every tweet he sends. Every week he tells us to do the obvious things right, and then you don’t do the obvious things right.”

But Ganassi has shown patience with his NASCAR rebuild and he’s got faith in the 24-year-old Larson. When Larson declined to race Matt Kenseth roughly in the closing laps at Dover earlier this summer, Ganassi didn’t complain about his driver failing to do whatever it took to win.

It’s important to understand how massive a Chase berth is for an organization such as Ganassi, and when Larson decided to race cleanly against Kenseth, it was a huge missed opportunity to earn that automatic berth into the playoffs.

But Ganassi defended Larson’s decision that day and was redeemed Sunday when Larson beat Chase Elliott on a late restart to claim his victory.

“Everybody said, ‘Why didn’t you hit him? Why didn’t you do this or that?’ ” Ganassi said. “That’s Kyle. I think it’s im-

Larson knew he was better than Elliott on the restarts, but figured Elliott would change up something with the win on the line. Instead, he said, Elliott took off in the exact same spot in what turned out to be a tire-spinning poor restart for both drivers.

But with a push from Brad Keselowski – and a fear that he was about to wreck the field – Larson took off and the checkered flag finally was in sight.

The celebration that followed was refreshing and pure: Larson dedicated the win to friend Bryan Clauson, who died from injuries in a sprint car crash this month, then he sat down next to his car to compose himself.

“It was all emotion,” he said. “I had spent two or three minutes screaming and running and I was pretty lightheaded. I just wanted to take a second and regain my composure. I didn’t need to be passing out in victory lane.”

Strong muscles pluck oxygen and nutrients from the blood much more efficiently than weak ones. Basically, they don’t have to work as hard, so the heart doesn’t have to work as hard to supply oxygen and nutrients to the muscles. That puts less strain on the heart.

Strong muscles also are better at sopping up sugar in the blood, keeping blood levels of sugar in the healthy range. In addition, strong muscles also help the body stay sensitive to insulin. This helps prevent or control Type 2 diabetes.

Strong muscles enhance weight control, too. That’s because the more muscle you have, the higher your resting metabolic rate.

People with stronger muscles are less likely to fall. And when they do take a tumble, they are less likely to sustain a serious injury.

Finally, it’s now becoming clear regular strength and power training – such as aerobic exercise – protects against heart disease and strokes. These two conditions are important causes of premature death.

Our muscles naturally start to weaken early in adult life. But don’t curse that fact – reverse it, instead. You can do a lot.

Dear Dr. K: I’m in my 60s. Despite exercising regularly, I have been losing muscle as I get older. Why does this happen, and is there anything I can do about it?

Dear Reader: As the years pass, muscle mass generally shrinks and strength declines. It happens to all of us as we age – even Arnold Schwarzenegger. The key to slowing this process is strength and power training.

There basically are two reasons our muscle mass starts to shrink. The first is “sarcopenia” – age-related muscle loss. This usually begins about age 35 and occurs at a rate of 1 percent to 2 percent a year for the typical person. After age 60, it can accelerate to 3 percent a year. On average, adults who don’t do regular strength training can expect to lose 4 to 6 pounds of muscle a decade.

The second reason our muscle mass starts to shrink is, as we grow older, more of us use our muscles less. We don’t spend as much time at sports as when we were younger. For most of us, our work doesn’t require that we use our muscles much. Strength and power training can prevent, and even reverse, some of this loss.

The nerve-signaling system that recruits muscle fibers for tasks also deteriorates with age and lack of use. Again, power training and strength training may help restore these neural pathways and reverse this effect.

So exactly what is strength and power training? Strength training refers to exercises that build muscle by harnessing resistance – an opposing force that muscles must strain against. Putting more than the usual amount of load on your muscles makes them stronger. Power training exercises increase power, which is the product of both strength and speed.

The auction might have followed several paths. West’s negative double brought hearts into the picture. Then North, with only six losers (three spades, one heart, one diamond and one club), a diamond ruffing value, and a club suit to provide winners, took a shot at four spades.

Even the bartender knew that East had shifted to a singleton club.

The original declarer won trick two in his hand and played two rounds of spades, trying to avoid East’s gaining a club ruff. Here, though, East won with his spade queen and switched to a low heart. Then South had to lose two spades, one heart and one diamond.

Stopping the club ruff was a mirage. Declarer should have won trick two on the board and taken a spade finesse. Here it would have won, and South, after cashing the spade ace, could have claimed an overtrick.

Now suppose that the spade finesse lost. Yes, East would have gained a club ruff and shifted to a heart, but declarer could have won with dummy’s ace, drawn the missing trump, and run the clubs for his contract.
