When Corn Fest went disco Corn Fest is underway, and it should be a good time.

There’s the corn boil from 11 a.m. to 2 p.m.

Saturday. I’ve always found the dental floss they hand out to be a welcome touch.

Pop singer Tiffany, whom I always will associate with her 1987 shopping mall concert tour in support of her cover of “I Think We’re Alone Now,” will take the main stage at 7 p.m.

I’ll probably hear some of that, but Kate and I both had a good time at 7th Heaven’s performance at Corn Fest last year, and we plan to be back to catch the show tonight, unless the skies open up.

But a detail in reporter Rhonda Gillespie’s story in Friday’s edition sparked my curiosity. Gillespie noted that the festival was re-imagined in 1977 as more than just a harvest-time giveaway by Del Monte Co. I wondered what Corn Fest was like in those early days.

Well, in August 1978, Corn Fest – then called the “Corn Boil Fest” – went disco.

The main event Friday, Aug. 25, 1978: A disco dance demonstration and contest.

From the Aug. 24, 1978, Daily Chronicle: “At 6:30 p.m., Patricia Ray, owner of a charm and modeling school in Aurora, will demonstrate free style, line dancing and partner disco dancing.

“Joining her to demonstrate ‘The Swing’ will be professional dancer Dave Dekker of Sandwich. … Downtown merchants have donated gift certificates to be awarded the winners.”

The next day, the corn boil site in a parking lot on Grove Street between Second and Third streets was the center of activity, with performances by a bluegrass band, Marlyn’s Majorettes and a square dance entertaining the crowd. Water fights featuring “fire-

After 2 p.m., the Chronicle reported that “the focus … will again shift to the alleyway mall as the Preserve the Egyptian Theatre group hosts a variety show featuring bands, clowns and dancers.”

I wish I could share with you the winners of that disco contest, but the newspaper did not report them. Disco lessons would be phased out of the program by the early ’80s, but the interest in Corn Fest exploded.

Before the 1980 festival, the Chronicle reported that then-Mayor Judy King – who had declared the corn boil event a “festival” in 1977 – was worried that Corn Fest might become “a Frankenstein monster.”

Although the event certainly has grown and changed, I have yet to see Frankenstein or his monster waiting to ride the Ferris wheel. If you do, could you get a photo with your cellphone and send it to us at news@ daily-chronicle.com, please?

The 39th annual Corn Fest is different from how it was back then, but it should offer a little something for people of all ages – unless you’re into disco, I guess.

Here’s hoping this weekend’s fest provides as much or more good times as it did back in the 1970s.

Police say no one was injured, no weapon was used

browland@shawmedia.com SYCAMORE – Police arrested a Sycamore woman in connection with a robbery Friday afternoon at Old Second Bank.

Police said Tiffany S. Johnson, 30, of the 500 block of Edward Street, walked into the bank at 1810 DeKalb Ave. shortly after 1 p.m. and handed the teller a note demanding money.

She ran out of the bank after being handed cash, police said.

She has been charged with robbery.

Sycamore police were called to the bank about 1:20 p.m. via a robbery alarm. WitTiffany S. nesses gave officers a Johnson description of the suspect, and police arrested Johnson within 10 minutes near the intersection of Woodgate Drive and DeKalb Avenue, a few blocks from the bank, Sycamore Deputy Chief Jim Winters said.

Police found evidence related to the robbery, including the cash stolen from the bank, when they arrested Johnson, Winters said.

Police said they do not believe anyone else was involved in Friday’s robbery, but the case remains under investigation. Winters said investigators will be looking to see if anyone else was involved in planning the crime.

Johnson didn’t use a weapon, and no one was hurt, Winters said.

Johnson was taken to Kishwaukee Hospital as a precaution. She later was released from the hospital and taken to the Sycamore Police Department before being booked at DeKalb County Jail, where she remained Friday night.

Citing the ongoing status of the investigation, Winters declined to say if she used a disguise and exactly what evidence was collected at the

The bank is conducting an audit to determine whether all of the cash taken in the robbery was recovered, Winters said.

For several hours Friday afternoon, police could be seen searching the area, interviewing people at the scene and canvassing for video footage. Winters said investigators still

were working Friday evening to collect evidence.

The DeKalb County Sheriff’s Office and the FBI assisted Sycamore police, Winters said.

The incident is unusual in that bank robberies typically are carried out by men.

Of the 4,817 people involved in the 4,091 robberies, burglaries and lar-

cenies at banks in 2015, only about 7 percent were women, according to the FBI. Friday is the most popular day for banks to be robbed, however – of the 4,091 bank crimes in 2015, most (789) were committed on a Friday.

Only about 21 percent of all bank robberies in 2015 involved firearms, according to FBI statistics.

Abandoned DeKalb gas station subject of $1.3 million judgments

rgillespie@shawmedia.com DeKALB – The gas station at 1101 N. First St. has been abandoned for years and now has more than $1.3 million in judgments against it after a DeKalb County Court ruling earlier this month.

But it’s unlikely that the state of Illinois or the city of DeKalb, both of which are owed money under court orders, ever will see a nickel.

The station’s owner on paper, Saad Sindhu, has failed to respond to any court actions against him.

The intersection of Hillside Drive and North First Street is a busy one, often with plenty of midday vehicle and foot traffic.

Half of the four corners are being put to productive use, by a gas station and a professional office building. Inboden’s Meat Market is just north of the intersection.

But the long-abandoned gas station at 1101 N. First, at the intersection’s northwest corner, has become the subject of legal action that has led to court judgments of more than $1.3 million – although, given that the owner has disappeared, the state might never see a dime.

The property, a former Marathon station, includes two covered bays with four gas pumps each, and peeling paint. Inside are empty shelves and old snack food displays. Prices advertised outside the store make it clear the station has not been open for years. But under the cracking pavement is where the real trouble lies: There are four underground gasoline storage tanks that the owner has refused to remove, including one that state regulators say is 32 years old and in bad shape.

The Illinois Attorney General’s Office filed a lawsuit last year against Sultan Petroleum of Illinois Inc. and owner Saad Sindhu, who ran the gas station. The suit was filed on behalf of the Office of the State Fire Marshal and claimed that Sindhu violated the state’s Gasoline Storage Act when he “refused to remove the four underground storage tanks.”

“Leaving tanks unattended is risky to the public and to the environment,” state Fire Marshal Matt Perez said.

Neither Sindhu nor the corporation responded to a complaint filed in court by the state of Illinois in 2015. with regulating underground gasoline storage tanks. It is unclear when the office began notifying Sindhu about the tanks; but, according to the lawsuit, by September 2014, final notifications were sent and went unanswered.

A judgment secured this month in DeKalb County court orders the company to pay $681,000 in fines and penalties, with Sindhu personally ordered to pay $681,000 for the same. If Sindhu decides to pay, the money would go to the fire marshal’s office for use toward the Underground Storage Tank Fund, according to information in the judgment order. The fund helps tank owners and operators pay for cleaning up leaks from underground petroleum tanks.

“When facilities and their owners

choose to not properly clean up and dispose of their tanks, they need to be held accountable for their actions,” Perez said.

The businessman has 30 days from the Aug. 12 default judgment to remove the tanks, and 45 days from that date to pay the money, according to the court order.

The lawsuits began after the fire marshal’s office sent requests for the gas station owner to remove the tanks.

The requests went unheeded, a spokeswoman for the fire marshal’s office said. At least a year after the final agency request was sent and Sindhu still had not responded, court action was taken.

The judgment indicates that the company was served with a court

summons in August 2015. Sindhu had 30 days to respond, but didn’t.

He was served again earlier this year through court-ordered advertisements in newspapers here and in Trumbull County, Ohio, according to the judgment order. The latter is believed to be one of Sindhu’s last known addresses.

After he didn’t answer any of the summonses, a default judgment was entered Aug. 12 in a DeKalb County court.

Additional court documents show that the city of DeKalb also had taken separate actions against the property owners. The fire department has been doing lawn maintenance on the property, and the city in February secured a judgment for $823 to pay for that work plus fines.

WILLARD E. DRAPER

Born: Jan. 2, 1928 Died: Aug. 22, 2016

Willard E. Draper, 88, of Sycamore, IL, passed away Monday, Aug. 22, at his home. Born Jan. 2, 1928, in Cedar Falls, IA, the son of Paul and Mary (Mincer) Draper. Willard married Jonell Gregston on June 19, 1954, in Chicago. His career at NIU spanned 30-plus years in the building maintenance department.

He was a veteran of the U.S. Air Force, and served his community abundantly through many philanthropic organizations including: The American Legion, The Forty & Eight, DeKalb Elks, DeKalb Lions, and The Free Masons. He was extremely generous and gave willingly to many charities. He was a longtime member of Westminster Presbyterian Church in DeKalb.

He is survived by his wife; son, (Shawn); daughter, (Shirley); grandchildren, (Katie, Emily, Paul, Joe, David, Johnathan, Jessalyn, Christopher); and great-grandchildren, (Noah, Sam, Sophia, Evie, Hannah, Travis).

He was preceded in death by his parents; brother, (Bob); and son, (Ken).

Services will be at 2 p.m. Saturday, Sept.

3, at Westminster Presbyterian Church, 830 N. Annie Glidden Road in DeKalb, with Pastor Blake Richter officiating. A short memorial and interment of his cremains will be directly afterwards in the church gardens.

Visitation will be from 5 to 8 p.m. Friday Sept.2. Refreshments will be provided.

SHIRLEY PERKINS Shirley Perkins, age 72, of Sycamore went to be with her Lord on Tuesday, Aug. 23, 2016, at Kishwaukee Hospital in DeKalb.

DeKalb woman gets 32 years in prison for child’s murder aggravated battery of a police officer and three other charges.

Before the sentencing, family members read “extremely powerful” victim impact statements, Assistant State’s Attorney Stephanie Klein said.

Those statements have been impounded.

McCulloch declined to comment on the case.

Prosecutors reached the plea agreement after consulting with the victim’s family and considering the evidence in the case.

In 2014, McCulloch had questioned whether Breuer had the mental capacity to stand trial, after he said she had hallucinations before appearing in court.

However, she later was deemed fit for trial.

Breuer has been diagnosed with bipolar disorder and borderline personality disorder, according to court documents.

A judge subpoenaed 14,000 pages of medical records in preparation for a September jury trial. A deal was reached after the trial date was set.

Breuer will have to serve the full sentence, but will get credit for the 828 days she spent in the DeKalb County Jail.

SYCAMORE – A DeKalb woman who murdered a 15-month-old boy has been sentenced to 32 years in prison as part of a plea deal with prosecutors.

Jessica Breuer, 27, formerly of 507 E. Taylor St., DeKalb, was charged with first-degree murder in 2014. Authorities said Breuer was holding John B. Hawks on April 23, 2014, when the child bit her on the chest, angering her so much she squeezed his neck for 10 to 12 minutes while the boy’s mother slept nearby.

Breuer called 911 after noticing the child’s body had gone limp, and he was flown to Rockford Memorial Hospital with a brain injury. Hawks died May 16, 2014.

Breuer could have faced up to life in prison if convicted of first-degree murder.

Judge Robbin Stuckert sentenced Breuer earlier this month after prosecutors reached a deal with Breuer and her attorney, DeKalb County Public Defender Tom McCulloch. In exchange for the guilty plea, prosecutors agreed to drop charges of aggravated battery to a child,

Cornelius celebrated as state bar president

rgillespie@shawmedia.com DeKALB – A Northern Illinois University law school alum’s rise to a coveted role within the state bar association was cause for a celebration this week that was attended by local community stakeholders and others attached to the university.

Vincent Cornelius graduated from NIU’s law school in 1989. Since then, the Joliet native has gone on to open his own firm in this hometown and in Wheaton, practicing criminal law. Then, in June, he took the helm of the Illinois State Bar Association as its first African-American president.

“I am, for this season of time, the face of Illinois lawyers – our emissary, our ambassador,” said Cornelius, who was elected to the role. Dozens of people, including NIU trustees and DeKalb County State’s Attorney Richard Schmack, attended the reception Wednesday honoring Cornelius. It was held in the NIU College of Law’s Marshall Gallery.

NIU’s law school dean called Cornelius, who also was the university’s Class of 2016 commencement speaker, an accomplished and insightful leader.

Nationwide and state increases are due to factors such as lack of promised federal payments, increases in medical and pharmaceutical costs, and Washington’s decision in 2013 to allow policyholders to keep plans noncompliant with the act through 2017, state insurance department Acting Director Anne Melissa Dowling said in a statement.

“The department is releasing this rate information in order to provide consumers as much information as possible, as early as possible, so they can better make decisions for their families’ health care needs,” Dowling said.

Individuals who buy insurance on exchanges qualify for financial help based on the cost of their available plans and the ability to pay. People who buy insurance directly from companies without using the exchanges are not eligible.

DeKalb County’s representatives in the U.S. House seized on the news to criticize President Barack Obama’s signature health care law, which passed in 2010 without a single Republican vote.

U.S. Rep. Randy Hultgren, R-Plano, whose district includes part of eastern DeKalb County, said that the law’s shortcomings now mean that everyone districtwide will have fewer plans and

higher costs.

“This news demonstrates a critical failure in the law, which no longer provides the affordable health care or access it promised,” Hultgren said. “We are now witnessing the monopolization of health care in Illinois – a devastating reality for many of my constituents who have no choice but to pay exorbitant premiums, drug costs and copays for coverage chosen for them by a failed law and a broken market.”

U.S. Rep. Adam Kinzinger, a Channahon Republican from District 16, said it’s clear “Obamacare” is not working.

“These rate increases will further devastate families working to afford health insurance, and will put a greater burden on those struggling to make ends meet,” Kinzinger said in a statement. “With a limited health insurance market and increasingly high premiums, the so-called ‘affordable care’ that was promised to so many is now even farther out of reach for folks here in Illinois and across the country.”

State regulators still are reviewing rate requests for off-marketplace health plans. Those requests will be made final at the federal level in October.

DeKalb County residents who buy health insurance through the Affordable Care Act marketplace can expect to pay much more and have fewer choices, officials say.

An analysis released this week by the Illinois Department of Insurance revealed that county residents can expect to see steep increases for a number of different plans, with only two insurers offering plans for 2017.

The data comes on the heels of a number of insurers leaving the health care law’s marketplaces in Illinois and elsewhere because of rising costs. Major insurers Aetna and United Healthcare are pulling out of Illinois, and the nonprofit Land of Lincoln Health co-op is folding after losing $90 million last year, leaving 49,000 people without coverage.

As for costs, the monthly cost for DeKalb County residents seeking a median “silver” plan – often looked at as a benchmark of an average cost – will see premiums increase an average of 59 percent. The cost for the lowest-cost “bronze” plan is expected to increase 51 percent for county residents, and by 41 percent for people wanting the lowest “gold” plan.

The total number of plans also will decrease. DeKalb and 15 other counties will have fewer than 20 total plans available when open enrollment begins Nov. 1. For small-group plans, DeKalb County will have 30 to 39 total plans available, among the highest in the state. Shoppers in eight Illinois counties, mostly in northwestern Illinois and the St. Louis metro area, will have no gold plan available.

The DeKalb County Health Department has a part-time employee who assists people seeking coverage through Medicaid or on the state health insurance exchange. Public Health Administrator Lisa Gonzalez said the department had not yet heard concerns from residents about the premium increases, although that could change when open enrollment begins (Nov. 1 through Jan. 31).

“It may not be until that time when consumers will become aware of the changes in cost related to their coverage,” Gonzalez said in an email. “As in the past, we will be available during that time to help consumers find a plan that best fits their needs.”

Pension payment expected to increase

The Associated Press SPRINGFIELD – Illinois’ contribution to the state’s largest public-pension fund is expected to increase by more than $400 million next year because the board overseeing the account on Friday lowered its expected rate of return on investments.

It’s an increase that could lead to higher taxes or massive cuts to education and social services already in financially dire shape because of a historic budget standoff and multibillion-dollar state deficit.

The Teachers’ Retirement System trustees agreed to lower the assumed rate of return from 7.5 percent to 7 percent, despite Gov. Bruce Rauner urging them to delay the vote so the state could assess and plan for the higher costs.

“Quickly voting, making a decision that could impact taxpayers in Illinois to the tune of hundreds and hundreds of millions of dollars every year, that decision should not be taken quickly and should not be taken without a lot of transparency,” Rauner said the day before the vote.

CHICAGO – The Illinois State Police Division of Internal Investigations is investigating after a trooper shot and wounded two men on Chicago’s South Side.

The incident began Thursday about 8:30 p.m. as Illinois State Police made an unrelated traffic stop. A taxi driver pulled up and said his passengers were refusing to pay. Troopers spoke to two men in the taxi’s back seat.

Authorities said one man pulled a gun and refused to drop it after being ordered to do so. A trooper fired into the car, hitting the two men – one in the lower torso. The other man was hit in the toe.

Illinois State expecting record enrollment

NORMAL – Illinois State University said it believes that both its overall enrollment and freshman enrollment will set records for a third consecutive year.

Figures available during this first week of classes are only preliminary, but they show more than 3,600 freshmen and more than 21,000 students in all.

Illinois State spokesman Jay Groves told The Pantagraph in Bloomington that official figures will not be available until next week.

School officials have long said the ideal enrollment for ISU is between 20,000 and 21,000.

Groves insists that handling more than that will not be a problem. He said the campus has space and faculty to accommodate those additional students.

Some state schools have warned of enrollment drops this fall as Illinois wrestles with its protracted budget crisis.

New law allows woman to petition to become nurse

DECATUR– A Decatur woman’s ambition to become a nurse has led to new legislation allowing some convicted felons to petition the state for a health care worker license.

Gov. Bruce Rauner signed a measure into law Thursday with personal meaning for 43-year-old Lisa Creason, the Pantagraph reported.

After earning an associate degree at Richland Community College in 2014, Creason found out she was prohibited from taking the Illinois exam to become a registered nurse because of an attempted robbery conviction 20 years prior.

by Democratic state Rep. Camille Lilly of Chicago to change the law. The bill passed the Senate on March 26, 2015, and the House on May 26, 2016.

Fourth-grade teacher’s rap targets students

SKOKIE – A new teacher who made a music video to welcome his students has become a bit of a star with his fourth-graders.

Dwayne Reed’s video was posted on YouTube this week and already has been viewed more than a half-million times and earned him an appearance on ABC’s “Good Morning America.”

The 25-year-old Reed just began teaching at Stenson Elementary School in Skokie.

In his video, Reed wears a lab coat and sings, “Welcome to the fourth grade. So happy to meet you. Can’t wait till I see you.”

Reed said he wants his students to know they are important and loved and that they can be leaders.

He said students love the video and even introduced themselves to him using his lyrics.

She said the private Clinton Foundation’s charitable programs would continue if she’s elected, even as Trump and other critics argue they would present a conflict of interest.

In an interview on MSNBC’s “Morning Joe,” the Democratic presidential nominee kept up her verbal assault on Trump’s campaign, asserting it is built on “prejudice and paranoia” and caters to a radical fringe of the Republican Party.

Clinton is looking to counter Trump’s attempts to win over moderate voters who have been unsettled by some of his remarks and policy proposals. In the meantime, he has been softening his tone on immigration and reaching out to African-Americans, a traditional Democratic constituency.

Clinton also is targeting moderate voters – and especially Republicans – by depicting Trump and his supporters as extremists, and casting the race as “not a normal choice between a Republican and a Democrat.” She has contrasted Trump with former Republican presidential candidates John McCain and Bob Dole, and former President George W. The State Department now says it doesn’t expect to publicly produce all the detailed daily schedules showing meetings by Clinton covering her time as secretary of state before Election Day. The agency told The Associated Press it expects to release the last of the files around Dec. 30. The AP’s lawyers asked the department late Friday to hasten its efforts and provide all of her minute-by-minute schedules by Oct. 15. The department did not immediately respond.

The schedules took on new importance this week after the AP analyzed the ones released so far and found that more than half the people outside the government who met or spoke by telephone with Clinton during the first half of her time as secretary of state had given money – either personally or through companies or groups – to the Clinton Foundation. Trump was speaking at a town hall taping when he was asked whether women should be punished for having an abortion if the procedure were once again made illegal.

“There has to be some form of punishment,” Trump said.

Before the show had even aired, Trump’s campaign was pushing back with its first clarification.

“This issue is unclear and should be put back into the states for determination. Like Ronald Reagan, I am pro-life with exceptions, which I have outlined numerous times,” Trump said in a statement.

WASHINGTON – Federal Reserve Chair Janet Yellen said Friday that the case for raising interest rates has strengthened in light of a solid job market and an improved outlook for the U.S. economy and inflation. But she stopped short of offering any timetable.

Yellen sketched a generally upbeat assessment of the economy in a speech to an annual conference of central bankers in Jackson Hole, Wyoming.

She pointed to steady gains in employment and strength in consumer spending.

She also noted that while inflation is still running below the Fed’s 2 percent target, it’s being depressed mainly by temporary factors.

“In light of the continued solid performance of the labor market and our outlook for economic activity and inflation,” Yellen said, “I believe the case for an increase (in the Fed’s benchmark borrowing rate) has strengthened in recent months.”

Still, Yellen declined to hint at whether the Fed might raise rates at

its next policy meeting, Sept. 20-21, or at its subsequent meetings in early November and mid-December. Instead, she stressed, as she frequently has, that the Fed’s rate decisions will depend on whether the freshest economic data continues to confirm its outlook.

“As ever,” she said, “the economic outlook is uncertain, and so monetary policy is not on a preset course.”

Economists took her remarks to mean that while a rate hike remains possible at the Fed’s September meeting, it isn’t necessarily likely.

“We think most officials will want to see more concrete evidence of a rebound in GDP growth and a rise in inflation towards the 2 percent target, with a December move still appearing the most likely outcome,” said Andrew Hunter, an economist with Capital Economics.

Hunter pointed to a government report Friday that the economy, as measured by the gross domestic product, grew at an anemic 1.1 percent annual rate last quarter as evidence that the Fed likely wants to see stronger growth.

Killing of 2 nuns leaves hole in poor community

LEXINGTON, Miss. – In the poverty-stricken Mississippi county where two nuns were slain, forgiveness for their killer is hard to find, even if forgiveness is what the victims would have wanted.

Sisters Margaret Held and Paula Merrill were nurse practitioners who dedicated their lives to providing health care to people in the poorest county in the state. And as authorities search for the killer, many residents wonder how they will fill the hole the women’s deaths have left.

“Right now, I don’t see no forgiveness on my heart,” said Joe Morgan Jr., a 58-year-old former factory worker who has diabetes and was a patient of Merrill’s at the clinic where the two nuns worked.

He said Merrill would want him to forgive whoever killed the women, but he hopes the perpetrator is arrested, convicted and executed.

“She doesn’t deserve to die like this, doing God’s work,” Morgan said, shaking his head. “There’s something wrong with the world.”

The women, both 68, were found dead at their home Thursday morning after they failed to show up for work at the clinic, where they gave flu shots, dispensed insulin and provided other medical care for children and adults who couldn’t afford it.

Their stolen car was found abandoned a mile from their home, and there were signs of a break-in, but police haven’t disclosed a motive.

Authorities have not said how the women were killed, but the Rev. Greg Plata of St. Thomas Catholic Church in Lexington, where the nuns had led Bible study for years, said police told him they were stabbed.

The state posted a reward of $20,000 for information leading to an arrest and conviction.

Plata said both nuns’ religious communities have asked that people pray for the killer or killers. Asked about people’s struggles to forgive, the priest said: “Forgiveness is at the heart of being a Christian. Look at Jesus on the cross: ‘Father, forgive them for they know not what they do.’ ” On Friday, a handwritten sign on the front door of Lexington Medical Clinic said it was closed until Monday.

The clinic and the nuns’ home in Durant are in Holmes County, population 18,000. With 44 percent of its residents living in poverty, Holmes is the seventh-poorest county in America, according to the Census Bureau.

The slayings did more than shock people and plunge the county into mourning. They leave a gaping hole in what already was a strapped health care system.

Dr. Elias Abboud, who worked with the sisters for years and helped build the clinic, said it provided about 25 percent of all medical care in the county.

The two nuns cultivated relationships with drug company representatives, who often left extra free samples, according to clinic manager Lisa Dew. “This is a poor area, and they dignified those who are poor with outreach and respect for them,” Plata said.

“They treated each person as a child of God.” Merrill’s sister Rosemarie, speaking by telephone from her Stoneham, Massachusetts, home, said her sister had been in Mississippi helping the poor since 1981 and had previously worked in Holly Springs, where she used to ride around on a moped and was instrumental in locating the source of a tuberculosis outbreak.

State’s top court keeps rigged electoral system

Every 10 years after the U.S. census, an elite few in Illinois decide which congressional and legislative districts each voter is in.

It’s a rigged system that always has been flawed, and it was exploited after the 2000 and 2010 census by Illinois House Speaker Michael Madigan and his Democratic cronies to protect incumbents, punish political foes, eliminate competition so their party can stay in power, and basically select their own voters – which is the reverse of how things should work.

The Illinois Supreme Court on Thursday allowed the redistricting process to remain rigged by effectively killing a voter-led attempt to change the way in which legislative district boundaries are drawn.

In a 4-3 vote, the state’s highest court ruled that a referendum seeking to take legislative mapmaking power away from top lawmakers and give it to an independent commission was unconstitutional.

And, so, business as usual continues in dysfunctional Illinois.

In a dissenting opinion, Justice Robert Thomas said the majority decision was “nothing less than the nullification of a critical component” of the constitution.

“In Illinois, as throughout the United States, there is a palpable sense of frustration by voters of every political affiliation that self-perpetuating institutions of government have excluded them from meaningful participation in the political process,” he wrote.

The Independent Maps coalition, which has been fighting for redistricting reform for years, collected about 563,000 signatures to get the measure on the November ballot. But an attorney with close ties to Madigan and other Democratic leaders filed a lawsuit to stop voters from having a say on the matter.

A Cook County judge determined the redistricting measure was unconstitutional, leading to an appeal to the Supreme Court. A similar effort in 2014 also was dismissed in court.

And so we are left with the status quo.

What has the status quo gotten us? When voters go to the polls Nov. 8, almost 60 percent of them won’t have a choice in their state representative race because 70 of 118 are uncontested. In the state Senate, 70 percent of the 40 races are uncontested.

That’s what Madigan and his cronies want. It keeps them in power. It also keeps their failed policies – which have delivered Illinois to the financial brink – in place.

The system is rigged, and the state’s powerful elite intends to keep it that way.

Gov’t disaster prep must improve

Natural disasters that once were anomalous are becoming almost commonplace, and the country clearly is not prepared for them.

Historic floods in Louisiana displaced thousands and led to the deaths of 17 people this month. Record-setting rain devastated parts of West Virginia in June and South Carolina in October.

It is risky to attribute any single storm to global warming, but the increasing frequency of these calamities is consistent with what most scientists have said we should expect from climate change. Warmer weather tends to increase evaporation, adding moisture to the atmosphere and leading to heavier and more frequent rainstorms.

If more extreme weather events lie in our future, national, state and local policymakers need to improve the nation’s defenses.

Existing flood protections will need to be improved, building codes made stricter and people dissuaded from living in the areas most vulnerable to floods.

On Monday, the Federal Emergency Management Agency took an important step in that direction. It proposed rules that would require individuals, businesses and local governments seeking to build in flood-prone areas with federal money to do so at higher elevations. Homes and businesses would have to be built at least 2 feet above the base flood elevation, up from the current requirement of 1 foot. And “critical” facilities such as hospitals, nursing homes and 911 dispatch centers would have to be built 3 feet above the base elevation, up from 2 feet.

Over time, these changes should make it less likely that such buildings will be flooded during big storms, saving lives and reducing property damage. But the rules would apply to only the relatively small number of buildings financed by federal grants and loans. Existing buildings would be unaffected unless owners substantially

improved them with the help of federal money.

Not surprisingly, some builders and other businesses are opposed to even these small changes, because they would increase the cost of construction even if they save money in the long run. Republicans in Congress are trying to scuttle a 2015 executive order issued by President Obama that directed FEMA to propose stricter rules.

If anything, public officials need to go much further than this. One big problem is that many of the nation’s flood maps are outdated, and most do not take into account the impact of climate change and rising sea levels. FEMA slowly is updating the maps, and an advisory committee is helping to ensure that future climate threats are considered. Congress should speed up that process by providing more money for the agency’s mapping project.

There is much for state and local governments to do, too. It is up to them to upgrade building codes and zoning laws to reflect the increased risk of storms and floods. In some cases, they will need to require minimum elevations for construction that are even higher than what FEMA is proposing for federally backed projects. But in other areas, public officials will have to take a tougher line and refuse to allow certain projects to be built, or even encourage residents and businesses to relocate.

Another area of focus has to be restoring and enhancing natural defenses against flooding.

Barrier islands can help protect coastal areas from storm surges. Wetlands and parks can soak up storm runoff and excessive rain.

“I know how resilient the people of Louisiana are, and I know you will rebuild again,” Obama said Tuesday in Baton Rouge. It will be up to public officials to make sure that the people who return and rebuild are not put in harm’s way again.

Trying to ignore the upcoming election

ANCHORAGE, Alaska – I am on a ship cruising around Alaska this week, hoping fabulous natural grandeur might distract me from the election, but it isn’t working. Every morning I go online and peruse three newspapers for the political news, no Olympics or pennant race, no story about the poor self-image of a famous rich person. It is politics 24/7 now. I haven’t looked at the arts section for months. I love the arts section – those generic profiles of actors, the story about orchestras trying to attract a more diverse audience by hiring more minority players, the review of a performance artist who sits motionless in a chair while humming and the reviewer talks about its lyric angularity. I love that stuff, but I’m off the arts for a while.

I really thought grandeur would take my mind off it: craggy mountains, deep forests, enormous glaciers, dramatic waterfalls, rocky coastlines, sunsets, that sort of thing. But in my mind, glorious scenery is associated with inspirational posters that say, “You Are Only As Successful As You Dare To Dream” or words to that effect. Inspirational cards people send you that say “Every Triumph Begins

VIEWS Garrison Keillor With A Single Footstep” and “The World Is A Canvas on which We Paint Our Masterpiece.” No, it is not and I am not 13 years old. I didn’t just fall off the potato wagon. Anything worthwhile you do in this world involves hard work and a lot of boredom, and you are never sure if it’s good enough.

Dreaminess has nothing to do with it.

What’s interesting about Alaska isn’t the scenery so much as the people who came here to live among it. They are a hardy lot. One winter in Fairbanks with 20 hours of darkness a day, and St. Francis would’ve been strangling those birds, not preaching to them. Winter in Juneau is like living in a coal mine. The Aleutians are utter desolation: If that is grandeur, then give me an RV on a parking lot in Waco.

No wonder Alaska is a state for curmudgeons. Tea party types. Cranky libertarians. When they look at Mount Denali, they don’t think of spiritual things – they see a government con-

spiracy to conceal the fact that there is gold in there and caverns full of emeralds.

I once sat at a black-tie dinner across from Sen. Ted Stevens of Alaska, who was a curmudgeon of the first water. He sat and glowered at me and was not impressed by my attempts to make conversation. He knew that I was in public radio and that marked me as a scavenger at the public trough. His wife, Catherine, sitting next to me, was gracious and funny, and we chattered for a couple hours about children and Washington and museums, and she told me that Ted didn’t like formal dinners, which clearly he didn’t.

In the course of the evening, I came to admire him for being so determinedly unpleasant. You never see this in an elected official: smarm is the norm, a politician without a grin is like a pitcher without a change-up.

Ted Stevens was an honest man.

He was out to serve Alaska, and I had nothing to offer in that regard, so nuts to me. I have admired him ever since.

In 2008, he was indicted on corruption charges that were bogus, but a jury convicted him; he was narrowly defeated for re-election, after which

his conviction was thrown out on grounds of prosecutorial misconduct.

It was a miserable ordeal for an honest old man. He died in a plane crash near Dillingham two years later. The Anchorage airport is named for him.

My fellow passengers on this ship are off whale-watching, hiking on glaciers, climbing mountains, watching the salmon swim upstream to their deaths. In the tradition of Ted Stevens, I am sitting in my cabin reading the newspapers. He was of a breed of moderate Republicans of impeccable integrity who are in short supply today. He was too flinty to run for president. The guy who is running this year puts on a cantankerous act but he has no soul and no idea what he’s talking about and he lies a lot. Ted Stevens was who he was: He looked at a forest and he saw lumber. He fought hard for oil drilling on the North Slope and that oil money made Alaska the Republican state it is. I’m an old liberal, and as such am in favor of preservation of wilderness. I am also glad not to be out there in it. Go sit on your thumb, Henry Thoreau, and leave me alone.

It happened a lot in the 2015 season. It also was how the DeKalb football team started the 2016 season Friday night.

Kyler found Tucker for a 35yard touchdown pass on the first offensive play of the year for the Barbs, and DeKalb kept on clicking on all cylinders in a 40-12 win over Moline in the season opener for both teams.

“It was pretty special, first offensive play to score a touchdown,” Tucker said. “I didn’t know it was coming either. I

heard the call and I was pretty excited.”

Kyler threw for 105 yards and three touchdowns, two going to Tucker. DeKalb scored on its first six possessions until putting in its second team after the running clock. Tucker had three catches for 63 yards and two scores, Zuerek Day had a 31-yard touchdown reception, and Kyler added a rushing touchdown.

The defense also shined, with the first team holding the Maroons scoreless. Senior Dwayne Lacey had two sacks.

“Our defense is a swarm-andattack defense, and they did that from the beginning,” DeKalb coach Matt Weckler said. “We were running things down on the backside, we were competing at

the point of attack. We didn’t play a clean game, but we played well enough to make us pretty happy on the coaching staff.”

Moline used multiple looks, going with three different quarterbacks, plus trying direct snaps to halfback Ladji Diallo and fullback Marcus Atnip. Coach Mike Tracey said that was out of necessity and expects it to continue throughout the year.

“They’re a team that’s expecting big things, and we’re still learning how to play football. I don’t know how else to put it,” Tracey said. “We have a lot of kids that don’t know how to play yet, and we’re trying to teach them.”

Butler, who also played safety, highlighted the Cogs’ high-scoring offense in Week 1, going 11 for 18 with 209 yards and two touchdowns – along with running for 77 yards and two scores and returning a kickoff 92 yards for another score.

“They haven’t lost in four years at home and we took that personally and to heart,” Butler said. “We just came out and gave it our all as a team and ended up with the W.”

It was a see-saw contest in the final quarter, with each team taking turns reclaiming the lead.

The Cogs’ main problem was figuring out how to stop Rockford Lutheran dual-threat quarterback Payton Womack, who went 18 for 33 with 324 yards and a touchdown and ran it 19 times for 115 yards and two touchdowns – including a 17-yarder that gave the Crusaders a 30-26 lead with 2:15 left in the game.

“You don’t (handle him),” McCarty said of Womack. “You just get lucky.

He’s a player and he can make plays.”

On the first play after Womack’s goahead TD, Butler quickly found senior receiver Zach Miller up the middle.

Miller, who dealt with cramps earlier in the game, ran away from the defense for the game-winning 78-yard touchdown with two minutes remaining.

“When I caught it, I knew I had green – I was just praying to God that I wasn’t going to cramp because I was cramping earlier,” Miller said.

In a game that was appearing to come down to whoever had the ball last, the Crusaders made one last drive down the field – including Womack connecting on passes of 26, 13 and 17

yards, the last of which came on fourth and 10.

The Crusaders, who were without timeouts, got as close as the Cogs’ 6-yard line with 14.6 seconds remaining and elected to kick a 23-yard field goal, but the attempt was wide right.

“Stressful,” Miller said of waiting for the final field goal attempt, which came after a Genoa-Kingston timeout. “It’s just like, ‘Please miss. Please miss.’ There’s nothing you can really do, other than try and block it.”

While the Cogs scored on quick strikes twice in the game – Miller’s 78-yard touchdown catch and Butler’s 92-yard kickoff return in the first quarter – their best drive of the game started late in the third and was capped by a 4-yard run by Butler early in the fourth. During the 14-play drive, they converted on fourth-and-short, thirdand-13, third-and-8 and Butler’s touchdown run came on third-and-goal.

“My offensive line never quit,” Butler said. “We’ve been working hard.

Most of the guys are going both ways, so it’s about staying in shape and it was a long drive.”

Butler also had a 42-yard TD run

down the right sideline in the first half and then connected with senior receiver Klint Wewetzer for a 17-yard TD connection in the third.

The Crusaders have been a powerhouse at home the past four seasons, with their loss against the Cogs snapping 24 consecutive victories in Rockford.

Last season, Rockford Lutheran scored 304 points at home (60.8 per game), while only allowing 39 (7.8 per game) en route to an 11-1 season. The Crusaders offense wasn’t just electric at home, either. They scored 54 or more points in seven of their games – including a season-high 95 in a win at Byron.

However, they lost running back James Robinson – who became the IHSA all-time leader in rushing yards (9,045) and rushing touchdowns (158) before heading to Illinois State this year.

Regardless, Butler said that pulling out a win like this in Week 1 is a strong way to start the season.

“It’s awesome because we can keep building on the wins, instead of starting out slow with a Week 1 loss and then having to bounce back,” he said.

“We can keep building up on this W. It’s awesome.”

Change was the focus of Hiawatha football coach Jason Keneway this summer.

In his first season as Hawks coach, Keneway wants to refine individual player’s skill sets, install a spread offense and build a speed-based defense that quickly roams from sideline to sideline.

But in Friday’s season opener against Ottawa Marquette in Kirkland, little changed when it came to the final result from the 2015 season.

An IHSA Class 1A state semifinal qualifier last season, the Crusaders rolled to a 55-0 Northeastern Athletic Conference win.

Marquette jumped out to a 14-0 first-quarter lead and a 34-0 halftime lead as Crusaders running back Max Donahue had three first-half touchdowns. At the end of the third quarter, Marquette held a 40-0 lead, and the running clock rule was in effect.

“A big positive is that, despite the score, our guys never gave up,” Kene-

way said. “In the end, it’s never as good as it looks or as bad as it looks.”

When Keneway breaks down the film, he’ll find similar stats to last year’s game, a 48-8 loss. Marquette had 254 yards in the first half. Hiawatha had 20 yards and didn’t reach Crusaders territory in the first half.

“That’s a good, well-coached, complete football team,” Keneway said.

“They’ve got solid fundamentals, are 40 deep and have some really big kids.”

Yet, the opportunity to open against Marquette, which is the No. 3-ranked team in the first Class 1A Associated Press poll and has a combined record of 41-6 the past four seasons, set the tone for the next eight weeks where the Hawks will look to better last year’s 4-5 record.

The Crusaders have the kind of detail-oriented, disciplined team that Keneway said he hopes the Hawks will resemble as the season progresses.

“That was most likely the best team we will play all season,” Keneway said.

“We’ve got a lot of season left. We’ll watch the film from this game and go out there and keep grinding.”

Bellamy aims higher than just roster spot

In 2012, Bellamy was the undrafted, unknown player turning heads at Chiefs camp, enough to make the practice squad and then appear in the final three games of the season.

Now in 2016, coming off a career year by any measure for someone who had been a journeyman, Bellamy has loftier goals this preseason.

“This camp’s been different. I really buckled down this offseason,” Bellamy said after Thursday’s practice. “The year before, I was like, ‘You know what, I’m gonna make this team. I’ve gotta make this team.’ Because every year before that I’ve been cut or brought back on practice squad coming out of camp. …

This year, I’m coming into it like, instead of just making the team, I’ve gotta play.”

Bellamy appeared in 12 games from 2012 to ’14 with the Chiefs, Washington and the Bears. He had been on four different practice squads and waived five times before sticking with the Bears since September 2014.

“I was a young player when I was [in Kansas City],” Bellamy said. “Over

receivers coach Curtis Johnson’s emphasis on catching.

“You can never have too many catches,” he said. “Back when I was younger, you get relaxed. You’re not as into it as you should be. They say catch 1,000 balls, you might go catch 50 balls.

Now it’s at the point we’re getting older and guys are coming in, and every day is a work day.”

With Kevin White and Alshon Jeffery healthy, Bellamy runs with the second-team receivers, but he still is expected to be key to the team’s third phase. A safety in high school who got recruited by Florida, Bellamy always has taken pride in his ability to tackle and get to the ball. He makes it a competition with fellow gunner Sherrick McManis to get to the ball first in games, as the special teams room has a points chart every week the two want to top.

Hernandez outpitches Sox’s Sale

CHICAGO – Chris Sale got his groove back, but he didn’t get a win.

The White Sox ace struck out a season-high 14, but was outpitched by Felix Hernandez and the Seattle bullpen, and the Mariners ended a three-game skid Friday night by beating the Sox, 3-1.

Hernandez (9-4) improved to 5-0 in eight starts since returning from the disabled list, throwing 71/3 innings of one-run ball. Sale (15-7) gave up five hits and walked none in his fifth complete game of the season. He retired the final 16 batters, striking out 10 of them.

No Seattle hitter reached base after Adam Lind doubled in the Mariners’ third run with two outs in the fourth inning.

“After the fourth, I found like a good cruising speed,” Sale said. “I had good tempo.”

“I felt like I got into a pretty good groove. I just tried to lengthen it as much as I could, fill up as many innings as I could and give us a chance to win,” Sale said.

Sale struck out six straight in the sixth and seventh innings, one shy of Joe Cowley’s team record.

Still, Sale is just 1-5 in his past eight starts.

He was 14-2 after winning at Houston on July 2.

Sale started for the AL in the AllStar Game this year after Hernandez did in 2015.

“I know I’m facing Sale and he’s a great pitcher and it’s going to be a tough game,” Hernandez said. “We scored those three runs and the bullpen was a little tired, so I needed to go deep in the game.”

Gutierrez sent Sale’s 97 mph fastball into the seats in right-center in the second and the Mariners added another run on a double play in the third.

Nelson Cruz singled and scored on Lind’s double in the fourth.

The Sox hit into two double plays and had two players picked off first before Frazier homered.

Sox trade Navarro to Blue Jays TORONTO – The Toronto Blue Jays added depth at catcher for the stretch run by re-acquiring veteran switch-hitter Dioner Navarro from the White Sox on Friday.

The Blue Jays sent minor league lefthander Colton Turner to the Sox in the waiver deal. Navarro is likely to be the backup in Toronto behind Russell Martin.

Navarro was texting with a Toronto player when Sox general manager Rick Hahn interrupted to tell him of the trade.

“The player was asking him if he had heard anything about them possibly going after him again. When I was explaining to him he had been traded he started typing in, ‘Yeah, I just heard something,’ ” Hahn said.

The 32-year-old Navarro spent two seasons with the Blue Jays before signing a one-year, $4 million deal with the Sox as a free agent in December. He has struggled this season, hitting .210 with six homers and 32 RBIs in 85 games.

The Sox were looking to clear a roster spot with catcher Alex Avila set to come off the disabled list.

The 25-year-old Turner has split time between Single-A and Double-A this season, going 3-1 with a 1.33 ERA in 44 games.

Brooks struck early, but the Kaneland football team struck often in a 4820 comeback win Friday night at Gately Stadium in Chicago in the first game of the season for both teams.

After Brooks scored on a 62-yard touchdown pass on the first drive of the game, the teams traded touchdowns until the Eagles led, 14-13, in the second quarter – both Knights’ scores came from Chaz Shaw.

Kaneland took a 20-14 lead in the second quarter when Jack Douglas found Josh Marczuk for a TD, then the two hooked up again for a 27-14 lead.

• Laser treatments can home in on liver spots. They’re also used for wholesale facial resurfacing. The uppermost skin layers are stripped away, and with them, wrinkles from sun damage and acne scars.

Dear Dr. K: I’m 65, and my face is starting to look old. Can you recommend nonsurgical treatments to take a few years off my face?

Dear Reader: Our faces age along with the rest of us. The difference is our face is the part of ourselves we look at most often – and others look at most often. Some people accept these changes; others fight them every step of the way. But there’s also a middle road for people who prefer to make relatively small tweaks that can make a noticeable difference.

When we’re young, fat plumps up our forehead, temples, cheeks and areas around our eyes and mouth. With age, that fat loses volume. Features that were round may sink. Skin that was smooth and tight loosens and sags. Facial bones also change.

Our upper jaw, lower jaw and cheekbones shrink. Less bone contributes to looser skin. And, of course, there are the wrinkles.

Many nonsurgical treatments can give your face a more youthful appearance.

I was really dubious about this, but I’ve learned I was wrong. And I didn’t learn this just from my dermatologist colleagues – I learned it from my patients: • Sun protection. Protecting your face from the sun is the single best way to keep it looking youthful. Use broad-spectrum sunscreen that protects against both UVA and UVB light, and wear a wide-brimmed hat when you’re outside. My dermatologist colleagues say to do this “whenever you’re outside, even for a minute.” What I recommend, and what I do myself, is to use sunscreen and a hat whenever I know I’ll be

A bridge deal is not something ready-made, but something in continuous formation through choice of calls and plays. In this deal, South receives the diamond-nine opening lead against his contract of four spades. Given that trumps are not 4-0, how should the play proceed?

In the auction, North was right to jump-raise to three spades. He may either ignore his diamond jack (although it is a key card here) and count one point for each doubleton, or count the jack and one point for the doubleton heart, giving him 15 support points. Also, the hand has six losers (two hearts, two diamonds and two clubs), one fewer than a minimum opening.

Given that East probably has the heart ace for his overcall, there seem to be 10 easy tricks: five spades, one heart, two diamonds, one club and a diamond ruff in the dummy. But as West unexpectedly has the heart ace, South might lose two hearts and two clubs. What is the solution?

South should pay careful attention to the diamond suit. West’s nine lead denies the 10. So, East must have the king and 10, which allows declarer to take three diamond tricks if he covers the nine with dummy’s jack. He captures East’s king with his ace, draws trumps ending in the dummy, plays a diamond to his eight, and discards one of dummy’s hearts on the diamond queen. Then he can claim 10 tricks: five spades, three diamonds, one club and a heart ruff on the board.
