False crime reports are harmful POLL in Brazil, and DeKalb community

YESTERDAY’S RESULTS What’s the longest footrace you’ve ever run?

I had to call the copy desk (hardworking people who lay out the newspaper at night) and tell them not to run an earlier version of this column on Monday night.

The earlier draft talked about U.S. swimmer Ryan Lochte, whose account of being robbed at gunpoint while he was at the Olympics in Rio de Janeiro had been widely thought to be a fraud. Brazilian authorities said in fact, the swimmers had vandalized a bathroom and were forced to pay for the damages by off-duty cops acting as security guards.

But Monday night, I read a story from USA Today, which appears to have been the first media outlet to actually send a reporter to the bathroom that Lochte and three other swimmers were said to have vandalized. The reporter found that there weren’t any real signs of vandalism. Also, security guards flashing badges had held Lochte and the others at gunpoint and wouldn’t let them leave until they got paid.

I don’t know what you call that in Brazil, but in DeKalb I think we’d call it armed robbery. So maybe Lochte isn’t guilty of false police reporting so much as embellishment. (I never believed his story about having a gun to his forehead. You don’t come that close to execution and say “like, whatever.”)

But the fallout even from Lochte and his friends’ exaggeration was costly. One swimmer had to pay more than $10,000 to a Brazilian charity. Lochte lost three major sponsors.

Everyone was rather embarrassed.

We’ve seen similar scenarios play out here in DeKalb. Last year, there were three false reports of armed robberies from the end of August through mid-October.

This isn’t Brazil, but there’s a narrative that some people seem to delight in pushing, that DeKalb is a dangerous place.

I wrote a story over the weekend about a shooting early Sunday, and like clockwork, out came the negative comments about college students and how dangerous it is in DeKalb and at Northern Illinois University.

Take it easy, will ya? Yes, a shooting is serious, and yes, we have to work at ensuring residents and citizens are safe, but let’s not pretend the Zodiac Killer is prowling the city.

Spouting the same tired lines about DeKalb, where crime overall has consistently declined, isn’t fair, and it’s not helpful.

Crime does occur in DeKalb, and in all of our communities. It’s regrettable, and when it happens it should be reported and hopefully, swiftly solved.

But false reports, such as the one Lochte and his friends made in Brazil and such as the ones we’ve seen in DeKalb in the past, where people try to explain away how they lost belongings or had some other misadventure, are unhelpful. They just waste police resources and bring on more negative talk.

False reports are even more harmful when the so-called victims pin the made-up crime on vaguely described black men.

A lot of people here are proud of DeKalb, and with good reason. When crimes are committed, it’s a serious issue.

Please, use common sense safety measures no matter where you are. If you are the victim of a crime, tell police about it immediately, and if you see suspicious behavior, report it to police.

Whatever you do, please don’t make up lies to tell the police.

Learn from the example of Lochte, and other people who have gone to law enforcement with bogus reports: Police will take your story seriously, and when the truth comes out, it will be embarrassing.

‘JUST RESONATES WITH PEOPLE’ Downtown DeKalb making ready for annual Corn Fest

rgillespie@shawmedia.com DeKALB – More than 100 vendors, countless ears of corn, food and entertainment – and hopefully good weather – await the thousands of people expected to attend Corn Fest, which opens Friday in downtown DeKalb.

The eagerly awaited three-day festival is the area’s largest annual community event, a celebration of corn, family and community that opens at 3 p.m. Friday.

“If you grew up here, it’s part of your hometown,” said Lisa Angel, Corn Fest chairwoman.

Angel said the festival is a destination event. She said it’s not uncommon for former area residents, including Northern Illinois University alumni, to return for Corn Fest, an annual event that depends on the efforts of hundreds of volunteers.

It “just resonates with people,” Angel said.

This year will mark the 39th anniversary of the festival, which was revamped in 1977. Police locate vehicle in Chicago taken from scene of Sycamore double slaying

eolson@shawmedia.com SYCAMORE – Police said Thursday they recovered a vehicle that was taken from the rural Sycamore home of two people who were found slain earlier this month.

The car, a white 2010 Chevrolet Impala, belonged to Patricia A. Wilson, 85. Wilson and her son, Robert Wilson, 64, were found dead inside their home at 16058 Old State Road on Aug. 15 by a family member.

The vehicle was found Wednesday in Chicago, legally parked near the Lincoln Park Zoo on Chicago’s north side, DeKalb County Sheriff Roger Scott said. It did not appear to have been altered or damaged in any way, Scott said.

A tactical unit with the Chicago police had been on the lookout for the vehicle and found it early Wednesday, Scott said. Police kept the vehicle under surveillance for several hours before bringing it back to DeKalb County late in the day, Scott said.

“They watched it, but they determined through their investigation that it had been there quite awhile and no one was returning to it,” Scott said.

Police continue to investigate the killings of 85-year-old Patricia A. Wilson and her son, Robert J. Wilson, 64, who lived at a home at 16058 Old State Road east of Sycamore. which has been sent to the Illinois State Police Crime Lab, Scott said. Investigators also are parsing through video taken on the public way around the vehicle, Scott said.

“They are spending a lot of time on that aspect,” he said.

Police had been searching for the vehicle since the killings. Police have

said there were signs that someone had forced their way into the Wilsons’ home, and an autopsy found that both died after being beaten with a blunt object.

Robert Wilson was last seen in Sycamore the afternoon Sunday, Aug. 14, at the Sycamore Moose Lodge, where he was an active member, Scott has said.

“The fact that we’ve recovered a vehicle does give us a significant boost, and it allows us to focus on other areas of the investigation,” Scott said. “Now that we have the car we can concentrate on other avenues, other leads, as we move forward.”

Police have operated under the assumption that whoever killed the Wilsons had stolen Patricia Wilson’s vehicle, although that’s not a certainty, Scott said.

“The assumption would be someone who was directly involved in the crime or someone who was aware of it [had the car], but there’s no guarantees,” Scott said. “So if there’s something else there, we’d be glad to hear about that.”

The sheriff’s office also announced that the reward for information on the crime has increased to $25,000 as a result of private donations.

“It’s a significant amount of money and it’s an important case,” Scott said. “From a humanitarian point of view and a personal point of view I’m hoping [anyone with information] will move forward.”

Residents could sue to block propane storage plan

browland@shawmedia.com SYCAMORE – Opponents of a propane distribution facility proposed for property at the northeast corner of Route 64 and Five Points Road say they plan to file suit to stop it.

If approved by the Executive Committee, the DeKalb County Board could consider the proposal from Morris-based Dibble Family LLC at its next meeting, which is Sept. 21.

Despite receiving a recommendation to deny the proposal from a public hearing officer, members of the county’s Planning and Zoning Committee voted, 5-1, Wednesday to recommend it for approval to the County Board, which has the final say. Committee member Anita Jo Turner, A Democrat from District 4, cast the sole vote in

opposition, DeKalb County Planning Zoning and Building Director Paul Miller said. Voting in favor were committee members John Emerson (R-2), Tim Bagby (R-3), Kevin Bunge (R-1), Tracy Jones (R-1) and Suzanne Willis.

Committee member Steve Faivre (D-4) was absent.

Eight residents spoke in opposition to the plan during a public hearing in July. They also submitted a petition in opposition signed by more than 30 residents, according to county records.

They cited concerns about safety and how the facility would affect property values.

J.W. Sandy, who lives on Route 64 near the proposed facility, said he felt like the committee disregarded residents’ safety concerns, especially in light of a recent seven-alarm fire at a propane facility in Gurnee. He also

said neighbors are considering suing to block the project.

Dibble Family wants to renovate the existing building on the 2.77-acre site and build two 30,000-gallon propane storage tanks on the northeast corner of the property. A fence would be built to enclose the tanks and office areas. The facility would be used to serve the company’s existing DeKalb County customers. About 90 percent of the company’s customers are farmers and agriculture businesses, according to the proposal.

County Board Vice President Tracy Jones, a Republican from District 1 who serves on the Planning and Zoning Committee, told the Daily Chronicle last month that it would be difficult for him to support the proposal after hearing from concerned residents.

However, Jones said he was swayed

by comments from fellow committee member Suzanne Willis, D-10. Willis, a retired Northern Illinois University physics professor, spoke at length about the safety of such facilities.

“Safety with these tanks should not be a concern,” she told the Daily Chronicle. “The residents’ fear is not well-founded.”

Jones predicted the 24-member County Board would approve the special-use permit needed to allow for construction of the propane distribution facility.

DeKalb County Board Chairman Mark Pietrowski Jr., who attended Wednesday’s committee meeting, said he hasn’t decided how he will vote on the proposal. He said he understood the safety concerns of neighboring property owners, but said he would “ultimately rely on the science.”

to enter the Sound Stage area where the live entertainment plays. There’s also a separate charge for the carnival rides.

This year, Johnny and the Boomers will be the opening act Friday at 5:30 p.m., and The Fabulous Thunderbirds will close out Corn Fest 2016 with a performance that starts at 4:30 p.m.

Part of the proceeds from the weekend-long festival are donated to local community organizations or causes. Last year, festival organizers made sure victims of the Fairdale tornado were able to enjoy Corn Fest.

Angel said this year, the Ricky De La Cruz family, Epilepsy Foundation and DeKalb Public Library will receive a contribution from Corn Fest receipts.

De La Cruz is an 18-yearold DeKalb resident the

North American Midway Entertainment arrived early Thursday morning – direct from Springfield and the Illinois State Fair – to begin assembling the amusement rides, game booths, food stations and more that will be part of the Corn Fest experience.

Tom Thebault, general manager of the Astro Amusement unit of North American Midway Entertainment that is operating the carnival rides, said there will be at least 17 rides for families to enjoy.

New this year will be a rock star-themed thrill ride that will hoist riders 60 feet in the air and spin around.

Also, the Skymaster ride will go just as high and flip riders upside down.

SYCAMORE – A preliminary hearing has been set for a Davis Junction man charged with multiple counts of predatory criminal sexual assault of a child involving at least two victims.

Jordan M. Albright, 18, of the 100 block of Jasmine Avenue, Davis Junction, was charged last week with five counts of predatory criminal sexual assault of a child and 15 counts Jordan M. of aggravated criminal Albright sexual abuse of a child.

The most serious charge, predatory criminal sexual assault of a child, typically is punishable by six to 30 years

in prison.

Albright is accused of having inappropriate sexual contact with two children younger than 13, according to court documents. The alleged crimes with one child happened between Aug. 1, 2015, and April 30, 2016, according to court documents. With the other child, the crimes are alleged to have occurred between Dec. 1, 2015, and Jan. 31, 2016, according to court documents.

Judge Philip Montgomery set Albright’s bond at $600,000. If Albright is able to post bond, he would be ordered not have unsupervised contact with minors, according to court documents.

Albright remained in DeKalb County Jail as of Thursday afternoon.

His next court date, for a preliminary hearing, is Sept. 16.

Redistricting won’t appear on Nov. ballot

CHICAGO – A divided Illinois Supreme Court narrowly ruled Thursday that a voter referendum seeking to change how Illinois draws political boundaries is unconstitutional, making it ineligible to appear on the November ballot.

The high court, in a 4-3 decision, affirmed the ruling by a Cook County judge who determined the ballot initiative seeking to give legislative mapmaking power to an independent commission instead of lawmakers didn’t meet constitutional muster. It’s the second failed attempt to overhaul redistricting by petition in two years.

The ruling in the high-stakes case – falling the day before an election deadline to certify fall ballots – had the potential to alter Illinois’ political power dynamic, where elected officials in the Democratic-leaning state run the oncea-decade process. But in a 63-page ruling the majority justices said the measure didn’t meet narrow constitutional requirements.

ST. LOUIS – The nonprofit Catholic organization SSM Health will provide birth control pills at the 26 clinics inside St. Louis-area Walgreens stores that it began operating Thursday, an SSM spokesman said.

Four groups, led by the American Civil Liberties Union, wrote letters to SSM and Walgreens on Aug. 18, asking whether the clinics would be restricted by religious doctrine from allowing consultations on birth control and referrals for abortions.

The legal arguments in the case have largely centered on whether the ballot measure met the constitutional scope of being “structural and procedural” to the state’s Legislature.

It’s a high bar. Only one other petition-driven measure has made it to the ballot.

Justices were sharply divided.

Dissenting Justice Robert Thomas blasted the majority decision as “nothing less than the nullification of a critical component” of the constitution with “particularly unfortunate” timing.

“In Illinois, as throughout the United States, there is a palpable sense of frustration by voters of every political affiliation that self-perpetuating institutions of government have excluded them from meaningful participation in the political process,” he wrote.

Backers of the measure – called the Independent Maps coalition – said they would consider whether to seek a rehearing. They collected about 563,000

signatures for the ballot measure, claiming the current mapmaking process is too political. They wanted voters to endorse a complex new system that would include an 11-member bipartisan commission, the state auditor general and a random drawing.

“Mapmaking by legislators – the very people whose re-elections depend on partisan maps – has led to a decline in competitive elections and voter dissatisfaction,” said Dennis FitzSimons, the group’s chairman. “Drafters of the Illinois Constitution would not recognize the interpretation made by the Supreme Court majority.”

The ballot measure was challenged through a lawsuit brought by an attorney who has long represented top Democrats, including the leader of the state party, House Speaker Michael Madigan.

The complaint was filed on behalf of minority business and community leaders called the People’s Map who claimed a new process would diminish minority representation. However, those arguments weren’t addressed in court.

“Any attempt to weaken the rights of minority voters is an attack on democracy itself, making today’s ruling a victory for a fair and truly accountable electoral process,” People’s Map chair-

man John Hooker said in a statement.

Independent Maps, whose members included Republican former Gov. Jim Edgar and former White House chief of staff Bill Daley, dismissed the lawsuit as the work of “entrenched” interests. Democratic leaders have said they weren’t involved in the lawsuit.

Independent Maps attorneys had argued that since legislative districts are the “building blocks of the General Assembly,” redistricting is by its nature structural and procedural. In briefs to the high court, they addressed the intent of the Illinois Constitution, last rewritten in 1970, and argued that not reversing the Cook County judge’s ruling would “eviscerate the constitutional right” to directly propose reforms.

Gov. Bruce Rauner, the state’s first GOP governor in over a decade, supported a 2014 redistricting effort as part of his gubernatorial run. A Cook County judge rejected that attempt.

CHICAGO – A suburban Chicago terrorism suspect charged with attempting to bomb a downtown bar sincerely believes that fantastical lizards, Freemasons and assorted other shadowy figures are out to get him, so he is mentally unfit to stand trial, a judge concluded Thursday in a rare federal ruling.

Chicago police free man questioned in deadly fire

CHICAGO – Chicago police said a man they were questioning about a fire that killed an infant, two children and a man has been released without charges.

Chicago Police Officer Jose Estrada said the man was released Thursday morning. Estrada said the criminal investigation into the Tuesday morning blaze continues and police still believe it was arson.

Police said after the fire that it appeared to have been deliberately set by someone after a domestic dispute.

Three-month-old Melanie Watson, two children ages 7 and 4, and 56-year-old Kirk Johnson died in the fire. The Cook County medical examiner has ruled the infant and Johnson’s deaths homicides.

Autopsies on the children are pending identification.

NATION & WORLD BRIEFS Tornadoes hit Indiana, Ohio; no severe injuries

KOKOMO, Ind. – In a central Indiana city where trees were sheared off at their stumps by one of several tornadoes in the region, residents began the hard work Thursday of cleaning up destroyed or damaged homes and businesses.

The EF3 tornado that swept through the south side of Kokomo, Indiana, on Wednesday afternoon packing winds as high as 152 mph toppled a Starbucks coffee shop and tore apart numerous homes. One of them belonged to 45-year-old Mark Martinez, who was out picking up his daughter from school and returned to find everything but the bedrooms on one side of his house destroyed.

In Ohio, damage was reported in four counties, including Van Wert County, where officials said at least two tornadoes touched down about two miles apart, tearing roofs off homes and flattening barns. A tornado warning also briefly stopped a KISS concert Wednesday night in Toledo, Ohio, although no twisters touched down in that city.

Jones hack reveals stars’ tricky cyber landscape

LOS ANGELES – The hateful hack of comedian Leslie Jones’ personal website reveals the tricky cyber landscape celebrities tread and the murky

legal protections that exist for personal digital content.

While Jones’ supporters have been vocal with their outrage and Department of Homeland Security investigators are looking into the breach of Jones’ website that exposed intimate photos and personal documents, experts say little can be done to prevent online hacks and harassment. Internet trolling is impossible to predict and difficult to prosecute.

Jones’ site remained offline Thursday, and the actress-comedian has stayed away from social media since the Wednesday attack. Her representatives did not respond to inquiries from The Associated Press.

National Park Service celebrates centennial

The National Park Service celebrated its 100th birthday Thursday with events across the U.S., including the creation of a giant, living version of its emblem in Washington, D.C., a naturalization ceremony on the South Rim of the Grand Canyon and an outdoor concert at Yellowstone National Park.

The centennial comes as the agency that manages national parks as well as historic places welcomes a new national monument, and a wildfire and a storm forced some changes in the party in the West.

Trump sounding soft on illegal immigration

The Associated Press WASHINGTON – Donald Trump defeated 16 rivals in the Republican primaries by being the most anti-immigrant of them all, promising to build a giant wall on the border and deport millions.

He labeled opponents such as Jeb Bush and Marco Rubio as weak and amnesty-loving, and his extreme rhetoric pushed the entire immigration debate to the right.

But suddenly, Trump is sounding like some of the people he defeated. In an appearance on Fox News Channel’s “Hannity” show Wednesday, Trump discussed how tough it is to break up families for deportation, suggesting that maybe upstanding people who’ve been in this country for years should be allowed to stay if they pay back taxes and insisting, just as Bush and Rubio were repeatedly forced to do, that such actions would not amount to “amnesty.”

“Everywhere I go I get the same reaction. They want toughness. They want firmness. They want to obey the law,” Trump said. “But they feel that throwing them out as a whole family when they’ve been here for a long time, it’s a tough thing.”

Trump’s exact meaning was murky. And it was unclear if he was unveiling a new stance or simply trying out new rhetoric to appeal to a general election audience as he lags Democrat Hillary Clinton in polls 11 weeks before the election. His new campaign manager, Kellyanne Conway, insisted on CNN Thursday that “nothing has changed in terms of the policies.”

And Trump seemed to backtrack yet again less than 24 hours later, saying on CNN’s “Anderson Cooper 360” Thursday evening that he would not grant any legal

Still, Trump’s new language seemed to reveal an awareness that his unyielding stance against immigrants is unlikely to get him to the White House, with Latinos voting in growing numbers in key states.

“He’s learned painfully, belatedly, that what stirs up a large part of the Republican primary electorate is not what wins general elections,” said John Rowe, a GOP donor and former CEO of Exelon, who’s planning to vote for libertarian Gary Johnson.

“You cannot win without women, Asians, Latinos, African-Americans.”

In an interview Thursday on ABC, Bush called Trump’s positioning “abhorrent,” saying: “I can only say that whatever his views are this morning, they might change this afternoon, and they were different than they were last night, and they’ll be different tomorrow.”

Clinton, speaking on CNN, dismissed Trump’s shifting language as “a desperate effort to try to land somewhere that isn’t as devastating to his campaign as his comments and his positions have been up until now.”

There were signs that Trump risked angering hardcore supporters who helped him win the nomination.

Conservative commentator Ann Coulter, who published a book called “In Trump We Trust,” reacted with angry tweets to Trump’s comments on Fox, including remarking sardonically “Well, if it’s ‘hard,’ then never mind.”

GOP Rep. Steve King of Iowa, a leading immigration hardliner, said in an interview that “I have some concerns at this point” over Trump’s stances.

The upside for Trump was not immediately apparent.

Immigrant advocates argued he would gain no ground with Hispanics by giving lip-service to limited pro-immigrant measures while still insisting on the need for a border wall.

Advocates speculated that Trump’s goal was to woo independent voters who might support him but are turned off by his harsher stances.

EpiPen maker to offer some patients aid on cost The ASSOCIATED PRESS The maker of EpiPens offered patients more help to pay for its costly emergency allergy shots but didn’t budge Thursday on the $608 price.

The announcement from Mylan N.V. triggered a new round of condemnation from politicians and consumer groups, who accuse the company of price-gouging on a potentially life-saving treatment.

Critics stressed that insurers, employers and taxpayers still will foot most of the cost for EpiPens. Over time, that drives up insurance premiums and the country’s burgeoning health care tab.

“Everybody suffers, except the Mylan investors,” said Sabrina Corlette of Georgetown University’s Health Policy Institute.

This week, Mylan joined other drugmakers such as Valeant Pharmaceuticals International Inc. and Turing Pharmaceuticals, who’ve been blasted for mammoth price increases.

Mylan CEO Heather Bresch defended her company’s price hikes Thursday, telling CNBC that lowering the price was not an option. Bresch said the company only receives $274 of the $608 for a twin-package of EpiPens. She

Aftershocks continue to rattle central Italian earthquake zone The ASSOCIATED PRESS PESCARA DEL TRONTO – As the search for survivors ground on, Premier Matteo Renzi pledged new money and measures Thursday to rebuild quake-devastated central Italy amid mounting soul-searching over why the seismic-prone country has continually failed to ensure its buildings can withstand such catastrophes.

A day after the deadly quake killed 250 people, a 4.3 magnitude aftershock sent up plumes of thick gray dust in the hard-hit town of Amatrice. The aftershock crumbled already cracked buildings, rattled residents and closed already clogged roads.

It was only one of the more than 470 temblors that have followed Wednesday’s pre-dawn quake.

Firefighters and rescue crews using sniffer dogs worked in teams around the hard-hit areas in central Italy, pulling chunks of cement, rock and metal from mounds of rubble where homes once stood. Rescuers refused to say when their work would shift from saving lives to recovering bodies, noting that one person was pulled alive

from the rubble 72 hours after the 2009 quake in the nearby town of L’Aquila.

“We will work relentlessly until the last person is found, and make sure no one is trapped,” said Lorenzo Botti, a rescue team spokesman.

Worst affected by the quake were the tiny towns of Amatrice and Accumoli near Rieti, 60 miles northeast of Rome, and Pescara del Tronto, 15 miles farther to the east.

Many were left homeless by the scale of the destruction, their homes and apartments declared uninhabitable. Some survivors, escorted by firefighters, were allowed to go back inside homes briefly Thursday to get essential necessities for what surely will be an extended absence.

“Last night, we slept in the car. Tonight, I don’t know,” Nello Caffini said as he carried his sister-in-law’s belongings on his head after being allowed to go quickly into her home in Pescara del Tronto.

Caffini has a house in nearby Ascoli, but said his sister-in-law was too terrified by the aftershocks to go inside it.

“When she is more tranquil, we will go to Ascoli,” he said.

How much an individual pays depends on insurance coverage. Private insurers often negotiate discounts off the list price, and patient out-of-pocket costs vary by plan. Customers of Express Scripts Holding Co., the nation’s largest prescription benefits manager, pay $73.50. Mylan has said that many people get EpiPens with no out-of-pocket cost.

The list price for a pair of EpiPens has been raised repeatedly from $93.88 in 2007, when Mylan acquired the product, according to Elsevier Clinical Solutions’ database of prices set by manufacturers.

To another year of Friday night lights

People across Illinois will flock to high school football games tonight for the first contests of the new school year.

It’s an enduring local tradition that signals that fall really will soon be upon us.

Many Americans share a fascination with football, but unlike the games that will soon be kicking off on Saturdays and Sundays, high school football is different.

On the high school field, it’s easy to pick out the athletes who have a legitimate shot at playing at a higher level – but those standouts are the exception rather than the rule.

Most of the players on the field are there representing their school and their community, and playing at this level is the apex of their athletic achievement in the sport. They’re not playing for a future scholarship or a multimillion-dollar contract extension – they’re playing for their hometown, for the fans in the stands.

The Friday Night games are the centerpiece of the occasion, but the games are more than that – they’re community events.

There are few events that draw so large a cross section of their communities as a high school football game.

There’s the football players and their parents, of course, but also the color guards, marching bands, pom and cheerleading squads and all the various other people who often come together to make a football game an event.

It’s the kind of place where if you show up and hang out for 15 minutes, you’ll probably run into someone you know. As you won’t be driving opposite directions in moving vehicles, you might even have a second to chat with them.

Of course, none of this would happen without the dedication of our local high school players and coaches, the schools that host the games and maintain the fields, and all the other people who perform, produce, or work behind the scenes.

We’d like to wish all our local teams and their fans a great 2016 season of exciting finishes, no lightning delays and big 50/50 raffle jackpots that ends with everyone making the playoffs.

Need to draw a clear, ethical line

“Secretary Clinton’s ethics agreement at the time did not preclude other State Department officials from engaging with, or having contact with, the Clinton Foundation,” State Department spokesman Mark Toner told Fox News, after the release of new information on interactions between staff at Hillary Clinton’s State Department and her family’s foundation.

That does not mean that everything Clinton’s senior advisers did was pristine. Rather, it suggests the ethics agreement was not strong enough.

As with the last data release, the new information, provided by the conservative activist group Judicial Watch and Fox News, does not show or imply corruption stemming from the relationship between Clinton and the Clinton Foundation. In fact, emails to and from Clinton confidante Huma Abedin show that access-seekers associated with the foundation often were rebuffed. A British soccer star seeking a visa to the United States did not get special intervention, even though the request came through a major Clinton Foundation donor and a foundation executive.

“No clue” is how Abedin responded to a question from U2 singer Bono about how to obtain a live uplink to the International Space Station. And a foundation donor who apparently did get a meeting, Slim-Fast billionaire S. Daniel Abraham, might well have secured it in any case given his long record of donating to Democratic campaigns and his work on Israeli-Palestinian issues.

Many others apparently got through, according to an AP analysis released Tuesday, which found that “More than half the people outside the government

who met with Hillary Clinton while she was secretary of state gave money – either personally or through companies or groups – to the Clinton Foundation.”

Again, many of them might have received appointments even had they not contributed. But why were these emails going back and forth between State and foundation staff at all?

After promising to avoid any conflict or appearance of conflict, Clinton left ample room for perceptions that access to the Clinton Foundation could enable access to the government. Foundation staff appealed to Clinton’s staff on behalf of donors, including foreign ones. That contact often did not lead anywhere, but it certainly encouraged corporate and foreign entities to calculate that giving to the Clinton Foundation might pay off in access. Impressions such as these are corrosive to national institutions.

Bill Clinton last week said that the foundation will drastically reorganize if Hillary Clinton becomes president. It will stop taking foreign and corporate donations, and many of its charitable initiatives will be spun off into different institutions. Bill Clinton also said he would leave the foundation’s board and cease fundraising for it. It would have been much better to take these measures when Hillary Clinton started at State.

At this point, especially given the emerging record of contacts, they are probably not enough. The foundation undoubtedly does worthwhile work. Should Clinton win, all of that work and all of the foundation’s assets should be spun off to an organization with no ties to the first family.

The Naked Trump reveals us

Well, darn it, I’d like to avoid sounding humorless just because I’m not laughing at something that so many others find hilarious.

Most of the time, I don’t care about such verdicts on my gift for mirth.

I’m a liberal columnist in the heartland. I’m a living punch line.

However, we are in interesting times, my friends – a milestone year in which one of the two major presidential candidates is a woman. I tend to note this on occasion, which is making my reader mail and Twitter feed a fascinating endeavor. I hear from many other female columnists and pundits that this latest wave of misogyny is our new normal – which is a lot like our old normal, but with more pictures.

I have noted an uptick in certain proclivities here and there.

For example, never before have so many scared little men felt the need to share their fantasies about what is and isn’t going on in my sex life.

Many of them are young enough to be my sons. Lovely. I once, and only once, responded to one of them after his last name looked familiar. I did a quick search on social media and asked whether his mother knew he was writing such things to a columnist she not only follows on Facebook but also engages with in public dis-

“No,” he wrote, “but I just told her and she said she would love to meet you.”

Egads.

So, OK. I’m a little touchy maybe.

Let’s plow ahead, shall we?

Last week, Cleveland Heights – my long-ago neighborhood that is a 15-minute drive from my neighborhood now in Cleveland – was one of five lucky cities to briefly host an oh-so-public sculpture by an artist known as “Ginger.”

That’s how I first heard about it: Public art! So far, so good. I love public art.

Not always, I now want to stress.

Artist Ginger had molded 300 pounds of clay and silicone into a life-size caricature of a naked Donald Trump.

Trump is this year’s other major presidential candidate. Someday I’m going to be able to say that out loud without grasping for the nearest chair back to keep me upright.

Anyway, this statue – copies of

which also debuted in New York, San Francisco, Los Angeles and Seattle – was blotchy and veiny and potbellied. It also was missing a body part or two that most likely made many a man wince and check his zipper, much like the way some men do upon delivering their male puppies to the vet for neutering. I’m told it’s involuntary and instinctual, and I’m all for ending that conversation right there.

Washington Post reporter Peter Holley, who interviewed Ginger, wrote that the Las Vegas-based artist “has a long history of designing monsters for haunted houses and horror movies.” After seeing Ginger’s Trump, I believe him.

More from reporter Holley: “Hoping to strip away the Teflon Don’s legendary confidence to reveal the fleshy mortal beneath the expensive suits and long ties, members of the anarchist collective INDECLINE decided they would showcase the aspirant president in the most humiliating way they could imagine: without his clothes.”

So there you go.

The life-size naked Trump is protected speech and an exercise of artistic license.

Judging by media coverage and social media posts, it also was quite the attraction while it lasted. Count-

less passers-by took selfies or posed for others.

What I do wonder is what we liberals think we gain by behaving like the man whose arsenal of hateful rhetoric and illogical thinking has made him the most dangerous man running for president in our lifetimes.

His entire platform is built on mockery.

Already we are worrying aloud about the long-term impact of his campaign, even if he loses. That’s a conversation better engaged on higher ground – and yes, I know how obnoxious that sounds.

But there I go.

We know how this works. It’s only a matter of time before we see something else awful and naked mocking Hillary Clinton. It will feel familiar and personal to every woman and girl unlucky enough to see it, because our bodies have always been a punch line for men who think like Donald Trump.

This time, it also will feel deserved because too many good people were in for the laughs.

LETTERS TO THE EDITOR DeKalb City Council is not following municipal code

To the Editor: Who enforces the municipal code in DeKalb? The mayor? The City Council?

The city attorney? The city manager?

Does anyone ensure that the municipal code is followed?

Periodically, the City Council has joint meetings with the Finance Committee.

While it is good that the City Council hears firsthand from the Finance Committee, how can the City Council hold a joint meeting between the Finance Committee and the City Council when there is no provision to do this in DeKalb’s municipal code?

I bring up this question because I have observed (one of three) the City Council and Finance Committee taking votes during a joint meeting on June 1.

The vote was the total between both bodies.

A joint meeting between the Finance Committee and the City Council may

occur, but no action can be taken, that means that no vote can be taken. The city attorney was absent from all three meetings. Shouldn’t the city attorney advise the mayor and council on the city code? Does the city attorney know the city code?

Should the vote be taken by the City Council separate from the vote taken by the Finance Committee? This procedure would open up more questions.

Example No. 2 went into effect in summer 2015 as Ordinance 2015-30: “b) Discussion, Planning and Vision Meetings :.. the City Council shall conduct at least four special meetings ... for the purposes of discussion, planning and visioning ... No votes other than procedural votes (e.g. approval of agenda, adjournment) shall be taken at such meetings, and no other action items shall be voted upon or approved.

These Planning and Vision meetings are supposed to be quarterly, but they have not occurred. The mayor and city manager set the agenda for council

meetings. Why haven’t they scheduled any of these meetings? Why haven’t the aldermen said anything at council meetings?

If you or I chose not to follow the municipal code we would be breaking the law, and we would be subject to fines and punishment.

Finally, the city needs to adhere to its ordinances on meetings. What is the purpose of paying the city attorney (per FOIA, his contract is for $204,000 a year on average representing three days a week) for his services if not to advise the council and mayor?

Call for investigation seems politically motivated

To the Editor: It was disgusting to see State’s Attorney Richard Schmack’s mug on

the front page of the Daily Chronicle on Wednesday. That looks more like a campaign poster than a serious investigative effort.

Schmack’s very cleverly timed call for a special prosecutor curiously coincides with his re-election bid in two months. I agree completely with Sycamore Mayor Ken Mundy, who once called Schmack a “rogue” prosecutor more interested in promoting himself and his vendetta against the previous occupant of his office than in seeking real justice.

I hope that readers will see through this blatant political gamesmanship and that the judge is not fooled into providing him further politically motivated publicity.

And further, I hope that his opponent, Rick Amato, will restore credibility and professionalism badly needed in this county office.

Bickner named 2016 YMCA Swimming Coach of the Year

DeKalb Women’s Club awards scholarships

DAILY CHRONICLE Brian Bickner, senior aquatics director at the Kishwaukee Family YMCA, was named 2016 YMCA Swimming Coach of the Year.

Bickner recently completed his 21st year as head coach of the Y’s DeKalb County Swim Team. When he assumed the role of head coach in 1994, the program had about 50 swimmers.

Under Bickner’s leadership, the program has grown to more than 210 swimmers.

The DeKalb County Swim Team has produced 41 All-Americans, and sent 90 swimmers to compete nationally, with 16 swimmers winning national championships.

YMCA coaches play a critical role in the cognitive, physical and social-emotional development of young athletes. By using swimming as a vehicle by which to promote achievement, relationships and a sense of belonging, coaches take a holistic approach to youth development. The lessons learned through swimming help an individual to thrive well beyond the pool.

The Larry Lyons Memorial YMCA Swimming Coach of the Year Award is presented annually to the person who best exemplifies this approach to his or her role as a coach.

DeKALB – Between Dre Brown and David Long, it has been awhile since DeKalb hasn’t had a go-to back in the backfield.

As the team prepares for its season opener against Moline tonight, coach Matt Weckler said he’s looking at a backfield by committee for the season.

“It’s kind of a good situation. We have a lot of kids that can play,” Weckler said. “As the weeks kind of progressed, we had different people playing and starting. From two weeks ago, the starters that we had, to the scrimmage Friday compared to now, we’ve had multiple guys starting for multiple reasons.

Some do things better than others.”

DeKalb finished 9-3 last year, losing at home to eventual state champion Montini in the Class 6A playoffs. Moline went 5-5, losing in the first round of the Class 7A playoffs to eventual state champ Glenbard West. It was the Maroons’ first trip to the playoffs since 2011.

He also said at the halfback spot, Zurek Day highlights a group of “four or five” guys who will be in the mix.

“These guys have been doing this for four years,” Weckler said. “The juniors have been doing it for three. Teaching them the skill isn’t the evaluation tool that we’re using right now. We’re finding out who’s athletic enough to compete against certain types of defenses.

Moline is a stout 50 front with a lot of guys in the box, so we want to bulk up our guys a lot to counterattack that.”

Young said he likes the committee approach.

“It gives everybody the feeling of being on a team,” Young said, “and that winning games is more about the team effort than a single person.”

It was their first playoff berth since 2011 – tied for the second-longest playoff drought in school history.

Mike Tracey is in his second year coaching the team, and the Maroons allowed 227 yards and 20.2 points a game in his first season as coach. They also average 260 yards a game on the ground.

Tracey said the injury bug already has got his team.

“It’s most unfortunate,” he said. “It’s just a little run of bad luck. I don’t know how it all happened. Maybe it’s all out of our system now.”

Tracey said the DeKalb offense might present a lot of matchup problems for his Maroons.

“We’re going to have to get a lot better in a hurry,” Tracey said. “We listened to their staff talk (at) two clinics. ... They are not a weak

team. They have a skilled approach to football on both sides of the ball. Their quarterback is a team player, plays with confidence.

They move a lot of stuff around and are tough for us to match up with.”

DeKalb coach Matt Weckler said Moline uses a double-tight, double-wing offense, and the DeKalb front seven will have to step up big.

“They’re happy with gaining 3 yards and gaining first downs,” Weckler said. “We have to be very aggressive, Matt Weckler stop the down blocks and stop them on the point of attack and first down. We can’t give up more than 3 yards on first down or they get the advantage of down and distance.”

What’s at stake: Moline made the playoffs last year despite a 1-3 start. For the Maroons, obviously they’d like to start stronger in Year 2 under Tracey.

Like the Maroons, the Barbs lost their opener last year – winning seven in a row before losing their regular-season finale in Geneseo.

With back-to-back playoff, nine-win seasons and three straight playoff berths – plus both quarterback Derek Kyler and receiver Cole Tucker returning for their senior seasons –

Weckler said the Barbs are trying to manage expectations.

“We talk about it in our meetings – expectations mean nothing,” Weckler said. “There’s been years (when) teams have been ranked high in the state and then not make the playoffs. Expectations are what you make of them.”

Sycamore at Sterling

Scouting the Warriors: The Warriors have not had a losing season in coach Jon Schlemmer’s four years at the school, but they lose Sterling Thornton, who graduated after leading the team at quarterback. They did win the Northern Illinois Big 12 West title last year.

“I guess it’s a coach cliché, but we’ve got to take care of ourselves,” Schlemmer said.

“They’re good, and we know they’re going to be good, and we know they’re going to do a lot of the right things. But for us to be able to really do what we think we’re capable of, we have to be really good. They’re going to present us with problems Friday night; they’re good, we’re trying to figure out their

offense because they do so many things, and they do so many things well. We just have to make sure that our kids are doing what they’re coached up to do. We’ve got some pretty good football players, so we just want them not to be thinking too much and just go out there and play.”

Sycamore coach Joe Ryan said the Sterling defense forces teams to play disciplined football.

“We’re going to have to get our reads right, because if you don’t fit where you’re supposed to fit, they’ll read it and pull it out, and the next thing you know there’s a lot of turf between you and the runner,” Ryan said.

What’s at stake: There’s actually a budding rivalry between the two schools, which will be playing for the third straight year.

Not to mention, both coaches have a history dating to their days in Metamora.

“I’ve known their head coach for a long time, since he was a little kid, because he grew up in Metamora, where I’m from,” Ryan said. “And his dad, who helps him, coached me at Metamora. Jon does a wonderful job.

Their defense always plays really fast. Their offense is really sound and gives you so many things you have to prepare for.”

“You just never know in the first game what people are going to do and what offense and defense they like,” Kaneland coach Tom Fedderly said. “We just have to be ready. It’s a second-year coach there, so we have some film to watch on them from last year, but

things change from year to year, so we have to be ready for anything.”

What’s at stake: After missing the postseason in 2014, the Knights made it back in last season for the 19th time in 21 years. To make it two years in a row, they’ll have to do it with only nine starters back, including running back Jonathan Alstott, who impressed as a freshman with more than 500 yards for the pass-heavy Knights.

“I think it sounds cliché, but the first game I’m always really worried about too many penalties, and turnovers, and sloppy play,” Fedderly said. “We just have to take care of the ball.”

Genoa-Kingston at Rockford Lutheran

Time: 7 p.m. today Records: First game for both teams Last meeting: The Crusaders won, 29-27, in 2014 in Rockford.

Scouting the Crusaders: Lutheran is on a run of four straight playoff berths, including three straight 11-win seasons under Bruce Bazsali, who’s entering his seventh year as coach. They won three games in his first two season combined, and their last winning season before 2012 was a 6-4 mark in 2002.

They also haven’t lost a home game in four years. Bazsali said there’s a couple of reasons

for that.

“The field runs east-west instead of northsouth, so I don’t think a lot of teams are used to that,” Bazsali said. “It’s dark, and it’s a different atmosphere than it was years ago.

It’s an event now.”

What’s at stake: For a Genoa-Kingston team looking to make a leap from 5-5 last year, this game provides the chance to make a statement.

Coach Bill McCarty could not be reached for comment.

Bazsali said he thinks he knows what to expect from the Cogs.

“We know that they’ve always been physical, even more so now that McCarty is back,” Bazsali said. “They’re going to come at you hard, so we’ve got to be smart with the ball.”

Marquette at Hiawatha

Time: 7 p.m. today Records: First game for both teams Last meeting: The Crusaders cruised to a 48-8 win in Week 1 last year.

Scouting the Crusaders: Coming off a deep playoff run – a semifinal loss to Stark County – the Crusaders are looking for their fifth straight playoff berth under coach Tom Jobst. After going 2-16 in his first two years, the Crusaders are 40-5 in the past four.

“It’s a tough one. Ottawa is a proven team,” Hiawatha coach Jason Keneway said.

“I wouldn’t trade them for any other team either. I’m glad we’re playing them in Week 1.

We get our toughest opponent out of the way and we get to see where we’re at, as kind of a base-point for the rest of the season.

What’s at stake: Keneway has been preaching that the Hawks are poised for a breakout year as part of a culture change in his first year as a coach. Although this game certainly would a big step in that direction – the Hawks follow this contest against three teams that each went 0-9 last year.

“Obviously, we want to win, and we’re putting everything into that,” Keneway said.

“But let’s say we don’t – I still want us to play quality football. I want guys in the right spot, with the right assignments. Just good, clean football. With a 48-8 loss last year, I don’t know how much quality football was in there.

But I’d rather lose to a good team in Week 1, so there’s no false hope. If you play quality football against a quality team, that’s better.

Braden Watson is back for the Hawks, playing at running back and receiver in the Hawks’ spread offense. Keneway said with Marquette eating up a lot of time, the Hawks need to be able to run the ball as well.

SYCAMORE – The Sycamore and Sterling football teams aren’t exactly strangers.

Not only have they played the past two years, the teams faced off in the regular-season finale last year, with the Spartans winning, 21-18, on the road.

Heading into Friday’s season opener at Sterling in a Northern Illinois Big 12 crossover game, Sterling coach Jon Schlemmer said his Warriors Joe Ryan have not forgotten.

“That team came in here and beat us here last year, and our kids haven’t forgot that,” he said. “It’s two different teams; they return some guys and lost some guys, we return some guys and lost some guys. But at the end of the day, our kids understand the importance of this and how big of a game this is.”

Both teams will have new faces under center. Sterling Thornton graduated for

the Warriors, and Trey Morse takes over at quarterback. The Spartans will go with Ty Sulaver under center after Brett Bemis graduated.

“I’m sure they are looking at it the same way we do each year,” Sycamore coach Joe Ryan said. “We’ve lost some good players over the years, but it’s just the next guy’s turn to be the next guy. I’m sure the quarterback – I think it will be the Morse kid – I’m sure he’s saying it’s my turn. And it is. I’m sure he’s not saying he’s not going to be as good as the previous one. ‘I’m going to be better.’ So we’ll have our hands full.”

The Spartans won both of the past two meeting with the Warriors, also winning 2118 in 2014. Last season, Sycamore went 6-4 and lost to Nazareth, 38-6, in the first round of the playoffs, while the Warriors finished 8-3 and went two rounds deep, losing to Washington, 12-7.

Both teams are on a run of recent success.

Sterling has 14 straight winning seasons, only missing the playoffs in 2013. Sycamore has been to the playoffs eight straight years.

Ryan said the Spartans will have to play disciplined to come away with the win.

8. Orioles: Like the Jays and Red Sox, they have a good shot at a wildcard spot if they can’t win the AL East.

But who’s thinking about that “if”?

9. Cardinals: They’re under .500 at home – weird, isn’t it? – yet no team, not even the Cubs, can match their 14-games-over mark on the road.

dvanschouwen@suntimes.com CHICAGO – White Sox general manager Rick Hahn said he, vice president Ken Williams and chairman Jerry Reinsdorf “have a sense of what we want to do” this offseason and, refuting speculation the front office triumvirate wasn’t on the same page before the trade deadline, said they “are of a similar mindset” as to what exactly that is as the team plays out what could be its fourth consecutive losing season.

“We’ve had a number of conversations about the best way to approach the offseason and what we want to accomplish,” Hahn said Thursday.

Frazier’s single in 9th lifts Sox

CHICAGO – Todd Frazier tied it with a two-run single in the seventh inning and won it with a line drive down the left-field line in the ninth to lift the White Sox to a 7-6 victory over the Seattle Mariners on Thursday night.

Adam Eaton led off the ninth with a bloop single off Nick Vincent (3-4) and went to second on Tim Anderson’s sacrifice. Jose Abreu was walked intentionally before Frazier’s liner over third scored Eaton.

Kris Bryant is having a massive month at the plate, batting .366 with an OPS of 1.131 in August. If you believe in what oddsmakers are putting out there, Bryant seems to be the leading candidate in the National League MVP race.

But it’s only late August. The Nationals’ Daniel VIEWS Murphy, Steve the RockGreenberg ies’ Nolan Arenado and the Dodgers’ Corey Seager still are in it.

Let’s see, did we leave anybody out?

Of course, Anthony Rizzo – who has 10 hits in five games on the Cubs’ current road trip – is very much in it, too.

The way the 1987 NL MVP sees it, neither Cubs star has established an edge over the other yet.

“This team, offensively, was built around Rizzo,” said Andre Dawson, now in his 16th year in the Marlins’ front office. “But Bryant has come in and brought so much versatility. You can’t picture this team having the success it has had with one or the other out of the lineup.”

Dawson swatted 49 home runs and drove in 137 runs in 1987, becoming the first player on a last-place team to win MVP. Neither Bryant nor Rizzo will match those numbers this season, yet one certainly could finish stronger than the other.

“Right now, you can really flip a coin with those two guys,” Dawson said. “I wouldn’t want to cast a vote

Harrison, Matthews, Peppers talk PEDs with NFL investigators

Pittsburgh Steelers linebacker James Harrison and Green Bay Packers defensive players Clay Matthews and Julius Peppers met this week with NFL investigators looking into allegations linking them to performance-enhancing drugs, the players’ union said Thursday.

Matthews and Peppers met with league representatives Wednesday, while Harrison did so Thursday, according to the NFL Players Association.

Last week, the league threatened Harrison, Matthews, Peppers and free-agent Mike Neal with indefinite suspensions if they did not meet with investigators. All of them were mentioned in an Al-Jazeera TV interview with Charlie Sly, who worked as an intern at an anti-aging clinic. In the December report, Sly made claims of PED use by several athletes, including Harrison, Peyton Manning and the three others, but later recanted his claims.

Reed, Laird share early lead at Barclays

FARMINGDALE, N.Y. – Patrick Reed didn’t break anything Thursday except par.

Two days after Reed broke the gavel during the ceremonial closing bell at the New York Stock Exchange, the American kept a clean card and shot 5-under-par 66 to share the lead with Martin Laird at The Barclays.

Reed was dressed in a blue blazer with an American tie when he was asked to bang the gavel three times at the stock exchange closing Tuesday. On the third hit, the top of the gavel flew off into the crowd, and Reed later made a joke at his own expense on Twitter.

“They told me to give it 3 good hits, so I did!” he tweeted.

Our genes today are not very different from those of our ancestors long ago. But in the developed nations, we’re almost all well-fed. More of us are overweight than underweight. The genes that protected our ancestors actually cause problems for us.

The recent study followed contestants in the “Biggest Loser” competition six years after the competition ended. Their average weight before the competition was 328 pounds. After the 30-week competition, it was 200 pounds. As expected, their metabolic rate had dropped as they lost weight.

The surprise: Six years later, their average weight was 290 pounds – but their metabolic rate had not gone back up as they regained those 90 pounds. As a result, they still were not burning many calories, making it harder not to regain weight.

The study offers one explanation for why weight loss during dieting usually cannot be maintained.

As research improves our understanding of what controls the metabolic rate, we may develop tools for helping achieve and maintain a healthy weight.

Dear Dr. K: I heard about a recent study that explained why the “Biggest Losers” had trouble keeping the weight off. Can you explain?

Dear Reader: You’re likely referring to a study done at the National Institutes of Health (NIH).

As many readers will recall, NBC television put on a competition reality show for several years, beginning in late 2004.

Extremely overweight people competed to see who could lose the most weight, through diet and exercise, over 30 weeks.

In summary, the competitors did a remarkable job of losing weight. But then they slowly gained most of it back.

Sound familiar? The study suggests one reason they had trouble keeping the weight off involves their resting metabolic rate.

What is resting metabolic rate, and how does it relate to body weight? Our weight is greatly affected by the balance between the calories we consume in food and the calories our body burns. Most people know that. What is not as well known is the efficiency with which our body burns calories can be quite different, varying from one person to the next.

You probably know people who seem to eat like a horse but are not overweight, and others who don’t eat much and do exercise, yet are overweight. The difference is the first group burns calories more readily. Their resting metabolic rate is higher.

What is even less well known is a person’s resting metabolic rate changes over time. For example, our brain sends signals that lower our metabolic rate when we lose weight. Why would that be?

It’s because our ancestors tens of thousands of years ago often were hungry,
