Corn Fest: Something to be proud of POLL YESTERDAY’S RESULTS Corn, corn & more corn! I sure do love Corn Fest!

I’m so glad the festival is back in downtown.

It just feels more homey to the residents.

This is a chance for DeKalb to shine. So much of the DeKalb County is farmland, growing anything from soybeans, produce to of course mighty good corn.

Area business will advertise, small businesses will have plenty of patrons and farmers will be able to show off their crops. Corn Fest is truly an event to attend.

My family and I plan on attending three events in one day. I will start Saturday with the Corn Classic 10k Race. This has been an annual event for 35 years.

I think it is spectacular I get to be a part of the tradition. Cross your fingers that I will have a decent time and make myself proud.

Afterward, we plan to head to the Chuck Siebrasse Corn Boil for free corn. This occurs from 11 a.m. to 2 p.m. or until the corn is gone.

I know my Hannah Jo will get the corn all over herself while gobbling it down. Who am I kidding, I know my husband and I will be making a delicious mess of ourselves, too. I already have to thank the legacy of Chuck Siebrasse for his generosity.

Kidfest is next on our list. Hallelujah, Hannah Jo will be ready for a nap after she jumps around in the inflatable course. And just when i thought it couldn t get any better; the inflatable for the kiddos is free for the first two hours.

TWERKING, LOWRIDERS SHUT DOWN ROUTE 66 IN NEW MEXICO

ALBUQUERQUE, N.M. – A hip-hop video shoot shut down parts of Route 66 in New Mexico last weekend because lowriders were driving around in circles as a crowd of hundreds twerked in the street.

The filming in downtown Albuquerque Sunday triggered a long block party Sunday night, snarling traffic and confusing motorists amid the neon lights and the city’s historic buildings.

That might be it for Corn Fest for our daughter, but the hubby and I get to return. We hired a baby sitter so that we can watch Tiffany perform.

Most readers know that I truly love music. I am so excited that I get to relive some of my favorite childhood songs. At 7 p.m. Tiffany will take the stage. While singing my head off to “I Think We’re Alone Now” my husband will be laughing at me dancing the night away. I am wondering whether I should tease my hair just to be more authentic.

Gosh, I am excited just thinking about it.

Corn Fest is a chance to end the summer season with a bang. Families get to appreciate the area in which we live. We can have a good time without breaking the bank.

The crew filming hip-hop artist Jandro took advantage of the unexpected, spontaneous party scene by shooting footage of the festivities, videographer Editz Macias said in an interview Tuesday.

Albuquerque police said Jandro did not have permits needed to shoot the video along blocks of Route 66 that go through Albuquerque, but Macias said permits were obtained to film in front of one shop.

Schmack wants special prosecutor to look for misconduct in prosecution of Jack McCullough

browland@shawmedia.com SYCAMORE – DeKalb County State’s Attorney Richard Schmack wants a DeKalb County judge to have a special prosecutor investigate whether a Seattle police detective committed perjury, and other possible misconduct in the prosecution of Jack D. McCullough.

In a motion filed Monday in DeKalb County Circuit Court, Schmack said video evidence contradicts statements made both by DeKalb County prosecutors and by Seattle police Detective Irene Lau in pretrial proceedings and McCullough’s September 2012 trial.

“Any prosecution of Detective Lau would almost certainly involve inquiry into the handling of the entire investigation and prosecution of Jack D. McCullough, and such inquiry would clearly involve interviews with past, and perhaps, current employees of the DeKalb County State’s Attorney’s Office,” Schmack wrote in the request. “… There exists an actual conflict of interest in said office investigating its own conduct, since such an investigation could conceivably lead to wrongdoing by others beyond the allegations against Detective Lau.” Schmack declined to comment further Tuesday, citing his conflict of interest in the case.

McCullough, 76, of Seattle, was arrested by Seattle police in 2011. He was found guilty in September 2012 of the 1957 murder of 7-year-old Sycamore girl Maria Ridulph. McCullough was freed in April of this year, his conviction vacated and the charges against him dismissed after Schmack determined that phone records and FBI documents from 1957 and 1958 proved McCullough was in Rockford and could not have been in Sycamore on Dec. 3, 1957, at the time Maria was abducted from the corner of Archie Place and Center Cross Street, near her home.

At issue is a 1-hour, 18-minute video recording of an interview McCullough gave with Lau in a polygraph room at a Seattle police station in June 2011. The video was obtained

by Casey Porter, McCullough’s sonin-law, according to court documents.

Porter said Seattle police provided the video in response to a Freedom of Information Act request. Porter also said that Lau’s testimony should be considered perjury, Schmack wrote in the motion.

Court transcripts show Lau, a 22year police veteran at the time of the trial, testified that McCullough had described Ridulph as stunningly beautiful, and “lovely, lovely, lovely.”

Lau testified that McCullough talked about Maria “as if he was talking about someone he had been deeply, deeply in love with.”

About 9 minutes into the interview, the video recording shows McCullough sounding as if he describes Maria as a “loved little girl,” although the words are somewhat garbled. He also calls her “an adorable little girl,” with “great big brown eyes,” and said that everyone in the neighborhood loved her. He does become somewhat animated when describing her, a point former DeKalb County State’s

Attorney Clay Campbell made sure to elicit during trial testimony. At a later point in the interview, he also forcefully denies having abducted Maria, following it by saying, “I loved that little girl, like the whole neighborhood loved that little girl.”

Campbell couldn’t immediately be reached for comment Tuesday.

Janey O’Connor, McCullough’s stepdaughter, said Lau’s testimony and statements didn’t match the video.

“It’s scary,” she said in a phone call from Washington. “[Police officers] are trusted above everyone else.”

She said she wants a special prosecutor to look into the prosecution of her stepfather, including Lau’s testimony.

“I don’t believe this is the first time this has happened,” O’Connor said.

“When people get away with something like this, why would they not do it again?”

She said she wants those responsible for the prosecution to be held accountable.

A Seattle police spokesman confirmed that Lau retired in 2013. The Seattle Times reported that Porter has filed a complaint against her with the Seattle police, which may investigate it as a matter of public integrity. Seattle police said they cound not comment further on the situation.

In the filing, Schmack claims that Julie Trevarthen, who at the time was a DeKalb County assistant state’s attorney, told the court Aug. 14, 2012, that there was no video or audio recording of the interview.

The motion concludes with Schmack asking a judge to appoint a special prosecutor to investigate the perjury claim, and “any other allegations of misconduct or wrongdoing in connection with the investigation of the kidnapping and murder of Maria Ridulph, and the prosecution of Jack D. McCullough, and to bring charges and prosecute same, if … such criminal charges are warranted.”

Trevarthen didn’t return a phone call or email seeking comment Tuesday.

rgillespie@shawmedia.com DeKALB – A seemingly innocuous resolution to allow the DeKalb Fire Department to provide emergency service at high school football games sparked a firestorm at Monday’s City Council meeting, with some aldermen accusing the mayor of inappropriately swaying public policy.

The resolution called for the fire department to make an ambulance and two off-duty paramedics available at each of the five DeKalb High School home games this upcoming season, with the school district paying $500 a game for the service.

It also requested that the fire chief negotiate subsequent renewals to the agreement, which would be approved by the city manager. Some aldermen didn’t like that part.

David Jacobson, 1st Ward alderman, moved to amend the agreement to delete the part about the fire chief and city manager signing off on future deals. Aldermen voted, 4-3, in favor of the motion. But Mayor John Rey jumped in to cast a “no” vote, which created a tie and killed the amendment.

With that, what would have been a five-minute considerJohn Rey ation led to more than a half-hour of debate.

“When a majority of the aldermen believe that something should go a certain way, and the mayor then uses [his voting] power to force a tie, we have a major problem in decision-making,” Jacobson said.

“The mayor doesn’t vote,” 6th Ward Alderman Dave Baker said.

Baker’s blast came after he had voted with the other two aldermen

against the amendment. The veteran elected leader had advised the “yes”-voting aldermen that the City Council “has to delegate the staff to do something. We can’t micromanage everything.”

But after Rey’s vote, Baker led the charge to have the vote reconsidered.

For all the disapproval of the mayor casting a vote, City Attorney Dean Frieders advised council members that Rey was within his right. In 2012, council members voted unanimously to have the mayor vote on all matters before the council.

“The majority of aldermen, then holding office, had voted in favor in of the proposition,” Frieders said, recalling the city ordinance. “The statute that the city follows says the mayor shall vote, in that circumstance.”

He added that the only reason this resolution was before the council for a vote, anyway, was because it was essentially an intergovernmental agreement.

“If this was with any other vendor, or any other circumstance, it’s not an agreement that would ever come before the City Council,” Frieders said.

Fourth Ward Alderman Bob Snow pointed out that the mayor is also an elected official, a member of the City Council, and has voting power the same as other council members.

“Nowhere do we say that the aldermen have a greater voice than the mayor, or that the mayor has a greater voice than the rest of the council,” Snow said.

Later, the council voted to reconsider the vote on the amendment and Rey was part of the bloc that said “yes.” Then, on the second vote on the amendment, the mayor again switched sides and the amendment was approved, 5-2.

The resolution was eventually passed on a 6-1 vote, with the fire chief and city manager renewal authorization removed, and with the mayor voting “yes.”

‘Gentleman’ crack dealer sentenced to 8 years in prison

browland@shawmedia.com SYCAMORE – A self-described “gentleman” crack dealer has been sentenced to spend the next eight years in prison after being arrested on drug charges and quickly pleading guilty.

Norman L. Conner, 42, of the 2100 block of Fairland Drive, Sycamore, was charged with several felony drug crimes Aug. 12 after DeKalb Police caught him dealing crack and prescription pills. The most serious charge, possession of a controlled substance with intent to deliver within 1,000 feet of a park, is typically punishable by six to 30 years in prison.

Conner never denied dealing crack, even telling the judge he was guilty during his first court appearance via video feed from the DeKalb County Jail. Such hearings are used solely for the purpose of setting bond

and rarely elicit confessions. In fact, during bond call, judges often advise the accused not to speak about the alleged crime until meeting with an lawyer.

On Aug. 18, six days after his arrest, Conner pleaded guilty to possession of a controlled substance with intent to deliver within 1,000 feet of a park under terms of a deal with prosecutors.

In exchange, prosecuNorman L. tors dropped five other Conner felony drug charges.

Judge Robbin Stuckert sentenced Conner to eight years in prison.

After getting information that Conner had drugs, DeKalb Police confronted him and a woman he was with at the time in the 600 block of East Lincoln Highway in DeKalb.

Conner told police that he had crack in his pocket and that he was at the

apartment to deliver crack.

He described himself to police as a gentleman dealer, DeKalb police Cmdr. Steve Lekkas said.

“He was honest from the get-go,” Lekkas said.

While some felony drug cases can take years to resolve, Assistant State’s Attorney David Weichel said Conner admitted he was guilty and wanted to start serving his sentence.

Weichel said Conner had admitted his guilt before the discovery phase of the case, which is when prosecutors are required to turn over to defense attorneys all the evidence that could be presented at trial.

Weichel said he thought the eightyear sentence was fair given the nature of the crime, the fact that Conner admitted his guilt and his previous criminal history.

Conner “has an extensive criminal history including multiple sentences” to prison, according to court

documents.

Riley Oncken, who was appointed as Conner’s lawyer, declined to comment.

In addition to Conner, police arrested Nicole Minchuk, 34, also of the 2100 block of Fairland Drive, Sycamore, according to court documents and police reports. Police said they found a plastic bag of cocaine on Minchuk and another nine bags of crack cocaine in the car. Also in the car, police said they found six suspected Xanax pills and 9.82 grams of marijuana.

Minchuk was released from jail Aug. 15 after posting $200 bail. She faces five felony drug charges, including a Class X felony. She is next due in court for a preliminary hearing Sept. 23.

Conner will get credit for the seven days he served in the DeKalb County toward his eight-year sentence, records show.

Rauner signs bill to punish trafficking guns

The Associated Press SPRINGFIELD – Firearm traffickers in Illinois will be punished with sentences of up to 30 years in prison under legislation Gov. Bruce Rauner signed Tuesday, a move aimed at curbing Chicago’s rampant gun violence.

The new law seeks to address a problem that has vexed prosecutors in recent years: criminals skirting Illinois’ strict gun policies by purchasing firearms in other states where little screening is required. Investigators say more than half of the firearms recovered in Illinois crime scenes are traced back to other states.

There have been more than 442 homicides in Chicago so far in 2016 and the vast majority involve firearms, police spokesman Anthony Guglielmi said.

There were 468 homicides in all of 2015.

Under the new law, a first conviction for trafficking guns will carry a sentence of four to 20 years in prison. A subsequent offense will be punishable by up to 30 years.

Anti-abortion activists file suit over Chicago ‘bubble zone’

CHICAGO – Anti-abortion activists filed a federal lawsuit Tuesday challenging the constitutionality of a Chicago ordinance that stops protesters from getting within 8 feet of people entering health care facilities without their consent.

The activists argue that the ordinance – which is similar to a Colorado law upheld by the U.S. Supreme Court – is vague, confusing and violates their free speech rights with its 8-foot “bubble zone” around people who are within 50 feet of clinic entrances. The buffer zones around hospitals and clinics have become “vast anti-speech zones,” according to the lawsuit.

More than a dozen cities and several states enforce similar zones around clinics with the aim of protecting abortion seekers from intimidation. A 1994 federal law – enacted in response to bombings, arson and violent protests directed at abortion providers – prohibits blocking access to abortion clinics.

In a statement, Chicago Mayor Rahm Emanuel called the law “a step in the right direction.”

The proposal drew opposition from the American Civil Liberties Union in Illinois, which argued the sentences are too severe and that there is already a federal law on the issue.

But Brandon Nemec, an assistant state’s attorney in Cook County, said the federal law applies only when someone actually transfers a firearm to someone prohibited from possessing one. The new law will allow prosecutors to charge people whom investigators found had “the intent to deliver.”

Durkin said prosecutors can only charge traffickers now for being a felon in possession of a firearm or for not having a gun permit.

“That doesn’t get the job done,” he said. Currently, those offenders can get as little as a year in jail, and as much as

14 years, depending on their criminal history.

Nearly 60 percent of the firearms used in crimes in Chicago were bought in other states, according to a 2014 report from the mayor’s office, which blamed “weaker gun laws” in those places. About 20 percent came from Indiana, where no permit is required to buy firearms and private sellers don’t have to conduct background checks.

Every state in the country supplied at least one gun that was used in a crime in Chicago, the report found. Indiana is the largest supplier, followed by Mississippi and Wisconsin, which are responsible for 6.7 percent and 3.6 percent, respectively.

In Illinois, gun purchasers need to obtain a permit – a process designed to disqualify felons, those with mental illnesses and domestic abusers among others.

“All of our communities are at risk of gun violence. We in Illinois are suffering,” Rauner, a Republican, said before signing the bill in Chicago. “Our children are at risk, innocent people at risk.”

The Chicago complaint, filed in U.S. District Court in Chicago, outlines the claims of two anti-abortion groups and four “sidewalk counselors” who want to hand out literature to women seeking abortions.

They allege that Chicago police selectively enforce the ordinance, applying it only to them and not to volunteer escorts who walk with patients and, according to the lawsuit, take away anti-abortion literature patients accept from protesters.

The sidewalk counselors, according to the lawsuit, are peaceful and want to “express their deeply held religious convictions on a matter of great public concern, indeed, a matter of life and death.”

Chicago’s ordinance is similar to a Colorado law that the U.S. Supreme Court upheld in 2000. The law includes an 8-foot no-approach bubble zone within 100 feet of a clinic door.

Chicago’s law “is almost identical to a statute the Supreme Court has already upheld, except that our buffer zone is half the size,” Chicago Law Department spokesman Bill McCaffrey said in an email.

“The city will vigorously defend against this suit.” But attorneys for the anti-abortion activists say the U.S. Supreme Court in 2014 struck down a Massachusetts 35foot buffer zone law, effectively overruling its earlier decision.

CHICAGO – An 8-year-old Chicago girl was shot in the arm as she attended a vigil for a 14-year-old boy who had been fatally shot earlier.

Police said third-grader Jamia Barnes was shot Sunday on the city’s West Side during a vigil for Malik Causey, a friend of her brother who was fatally shot earlier Sunday. Jamia says she felt her arm stinging and she called for her mother when the bullet hit her.

Chicago police said no one is in custody.

Police say a 40-year-old woman was shot in the hand in the same vigil.

Several of the nine are also accused of providing false information to the Social Security Administration in order to obtain housing subsidies or support to which they otherwise would not have been entitled.

The charges against the nine were filed by the Cook County state’s attorney’s office after investigations by the CHA’s inspector general’s office.

Clinton Foundation donors got face time with her at State

WASHINGTON – More than half the people outside the government who met with Hillary Clinton while she was secretary of state gave money – either personally or through companies or groups – to the Clinton Foundation. It’s an extraordinary proportion, indicating her possible ethics challenges if elected president.

Donors who were granted time with Clinton included an internationally known economist who asked for her help as the Bangladesh government pressured him to resign from a nonprofit bank he ran; a Wall Street executive who sought Clinton’s help with a visa problem; and Estee Lauder executives who were listed as meeting with Clinton while her department worked with the firm’s corporate charity to counter gender-based violence in South Africa.

They are among at least 85 of 154 people with private interests who either met or had phone conversations scheduled with Clinton and also gave to her family’s charities, according to a review of State Department calendars released so far to The Associated Press. Combined, the 85 donors contributed as much as $156 million.

The 154 does not include U.S. federal employees or foreign government representatives.

The AP’s findings represent the first systematic effort to calculate the scope of the intersecting interests of Clinton foundation donors and people who met personally with Clinton or spoke to her by phone about their needs.

The meetings between the Democratic presidential nominee and foundation donors do not appear to violate legal agreements Clinton and former President Bill Clinton signed before she joined the State Department in 2009. But the frequency of the overlaps shows the intermingling of access and donations, and fuels perceptions that giving the foundation money was a price of admission for face time with Clinton.

Her calendars and emails released as recently as this week describe scores of contacts she and her top aides had with foundation donors.

Clinton’s campaign said the AP analysis was flawed because it did not include in its calculations meetings with foreign diplomats or U.S. government officials, and the meetings AP examined covered only the first half of Clinton’s tenure as secretary of state.

“It is outrageous to misrepresent Secretary Clinton’s basis for meeting with these individuals,” spokesman Brian Fallon said. He called it “a distorted portrayal of how often she crossed paths with individuals connected to charitable donations to the Clinton Foundation.”

“There’s a lot of potential conflicts and a lot of potential problems,” said Douglas White, an expert on nonprofits at Columbia University.

“The point is, she can’t just walk away from these 6,000 donors.”

Fallon said earlier Tuesday that the standard set by the Clinton Foundation’s ethics restrictions was “unprecedented, even if it may never satisfy some critics.”

Muhammad Yunus, a Bangladeshi economist who won the 2006 Nobel Peace Prize for pioneering low-interest “microcredit” for poor business owners, met with Clinton three times and talked with her by phone during a period when Bangladeshi government authorities investigated his oversight of a nonprofit bank and ultimately pressured him to resign from the bank’s board. Throughout the process, he pleaded for help in messages routed to Clinton, and she ordered aides to find ways to assist him.

Grameen America, the bank’s nonprofit U.S. flagship, which Yunus chairs, has given between $100,000 and $250,000 to the foundation – a figure that bank spokeswoman Becky Asch said reflects the institution’s annual fees to attend CGI meetings. Another Grameen arm chaired by Yunus, Grameen Research, has donated between $25,000 and $50,000.

ZACHARY, La. – Standing amid piles of waterlogged debris, President Barack Obama on Tuesday promised a sustained national effort to rebuild flood-ravaged southern Louisiana “even after the TV cameras leave” on a visit aimed in part at stemming campaign-season criticism that he’s been slow to respond to the disaster.

As he toured a battered neighborhood and spoke to local officials, Obama tried to buck up beleaguered residents of the water-soaked region.

“This is not a one-off, this is not a photo-op issue. I need all Americans to stay focused on this,” he said. “I know how resilient the people of Louisiana are, and I know that you will rebuild again.”

Eleven years after Hurricane Katrina ravaged New Orleans, Obama’s visit was a reminder of the political dangers and opportunities natural disasters pose for politicians. The president has been criticized for waiting until after he returned from his New England vacation to tour the Gulf Coast flooding. The timing, amid a heated presidential campaign, drew barbs from some local officials and Republicans political opponents, including GOP presidential candidate Donald Trump.

Trump visited Baton Rouge on Friday, enjoying a warm reception and allowing him to cast the president as golfing while Louisianans suffered. It was a sentiment echoed by many in the

area, many of whom have said they feel their plight has been ignored by the media.

“Too little too late,” Mona Gaspard said of Obama’s visit. The resident of Ascension Parish said she saw her home filled with 4 feet of water and resented what she saw from Obama.

“I saw him play golf, not helping out over here. Trump was over here, but he wasn’t,” she said.

Others welcomed Obama and the spotlight he brought.

“It means a lot to know you have that support from the highest level,” said Chrisena Brown, as the president surveyed the piles of discarded mattresses, broken appliances and heaps of clothing that line the curbs of her street. The college administrator says she’s staying with family while she cleans up, working late into the night in stifling humidity.

Going door to door and trailed by cameras, Obama offered sympathy to residents as they took a break from the cleanup.

“I wish I was coming at a better time,” he told one resident, as he put his arm around her and walked into her home for a brief tour. “But I’m glad to see everybody is safe, at least.”

Obama is hardly new to the potent politics such moments.

As a candidate in 2008, he was a sharp critic of President George W. Bush’s response to Hurricane Katrina.

And in 2012, the year of his re-election effort, he rushed to Louisiana to show solidarity with victims of Hurricane Isaac.

D-428 should have dumped raises that boost pensions

We’re pleased that teachers in DeKalb School District 428 will not be going on strike after reaching a deal on a new three-year contract with the school board.

But as are two members of the school board, Howard Solomon and Kerry Mellott, we’re dismayed that the contract will continue to include a provision to boost teachers’ salaries in the four years before their retirement so that they can collect larger pensions.

Our state is facing a crushing pension crisis. Illinois has more than $110 billion in underfunded pension obligations. In the fiscal year that just ended, the state paid $7.6 billion in pension contributions to its five pension funds, including $3.7 billion to the Teachers Retirement System, which supports schoolteachers who taught at schools outside the Chicago Public Schools.

Pension obligations are consuming about 25 percent of state spending.

Why do teachers want 6 percent raises in each of their final four years before retirement? Because their pension benefit is calculated based on their four highest-salary years of employment in their last 10, and if the school district gives raises of greater than 6 percent, it has to pay a penalty.

There are 53 teachers expected to retire from District 428 in the next four years, and the 6 percent increases are the maximum the district can do to boost their pensions.

Do those pensions really need a boost? Compared with public-sector retirees, the teachers are being promised a sweet deal.

The average benefit for Teachers Retirement System annuitants in Illinois is more than $50,000 a year and it increases by a rate of 3 percent every year. (For reference, the average Social Security benefit this year was a little more than $16,000 a year.

Social Security benefits did not increase this year because the consumer price index did not increase.)

Only these public pension benefits are proving a bit rich.

The state’s defined-benefit pension system is breaking down, and yet the people on the local level – both the teachers and the school district officials who employ them – show no inclination to change, although it would be in everyone’s best interest for them to at least stop the tactics designed to inflate their pension payouts.

This resistance to acknowledge fiscal realities will only hasten the reckoning that is certain to arrive in the not-too-distant future in Illinois.

When it does, who will pay? As it stands, it won’t be any pensioners who haven’t already left the state – Illinois does not tax retirement income.

But many state lawmakers seem eager to take more of the money that Illinois’ working families bring home, adding higher income taxes to our state’s already onerous property tax burden.

Is DeKalb responsible for all of this? Not by a long shot. But if they, and every other school district board in Illinois, when it was time to negotiate a labor deal, said they would no longer participate in these pension-boosting schemes, they would at least be part of the solution, rather than part of the $111 billion problem.

idential development, we must also consider the “yang,” or, in this case, the unintended consequences of supporting this form of development.

The question is: “Who will pay for these increased services?” The answer is the “city of DeKalb.” And how does the city of DeKalb fund itself? The answer is by taxing the residents.

So the residents of the new homes gain all of the benefits of the community while the existing community supports the infrastructure.

Why are developer donations (impact fees) so important?

Because they require the new residents to pay for the infrastructure improvements they are requiring. Had adequate “impact fees” been employed during the building boom of the 1980s, ’90s, and early 2000s the new high school, library, police station, and all other city building improvements could have been paid for “in cash” without referendums.

In a community where my daughter and her husband live, impact fees have been $25,000 per residential unit for many years. In that city there were no referendums to build schools, a new city hall, wells, parks, etc. When hearing that DeKalb impact fees were less than $10,000, it is understandable why DeKalb city taxes are continually going up. DeKalb’s impact fees need to be rethought – moved up to $25,000.

To the Editor: When you listen to “residential” real estate developers and Realtors talk of residential development, they espouse the benefits to the community.

The logic goes something like: The more residents living in an area, the better it is for the retail and professional services in the community. With more people, more goods will be purchased and professional services rendered, thus improving the economic prosperity of the community (at large), and of course, the sales tax.

This line of thinking at its roots is “good” thinking, the “yin” in Chinese philosophy.

When you introduce new households into a community, you also increase demands on the city’s services.

In this case, I speak only of DeKalb and not the community at large. New residents create increased traffic on the roads, requiring turning lanes, wider roads, and traffic signage impacting city, township, county, and state roads.

Additionally, every person becomes a “person equivalent” or PE that places additional demands on the city’s wastewater treatment plants, well systems, police, fire, and ambulance services, as well as, schools, libraries, park districts, etc.

All of these additional demands have associated costs.

Sylville Smith, unlikely racial martyr As racial martyrs go, you could hardly do worse than Sylville Smith.

He was no Trayvon Martin or Tamir Rice, no unarmed innocent gunned down. No, Milwaukee police say Smith was an armed 23-year-old with a lengthy arrest record – drugs, weapons, robbery – who bolted from a traffic stop Saturday afternoon.

They say he ran a short distance, then wheeled around, gun in hand, refusing orders to drop it. Whereupon the police officer shot and killed him.

“I’m not going to say he was an angel,” Smith’s godmother, Katherine Mahmoud, told the Milwaukee Journal-Sentinel.

The officer who killed him was a year older than Smith and black, like him. Although perceptions are obviously subject to change once bodycam footage is released, there is at this writing no reason to believe the officer acted improperly and, indeed, no serious allegation that he did. As such, this incident seems an unlikely focal point for public outrage.

That it became one anyway, that Smith’s death sparked two nights of

VIEWS Leonard Pitts arson, shooting and general unrest, is an ominous sign. It suggests the rise of a species of anger inimical to any hope of racial reconciliation in Milwaukee – and cities far beyond.

A certain amount of anger in the face of injustice is not necessarily a bad thing. Such anger – defined as a passionate impatience with unfair status quo – is often a necessary catalyst for progress. But when there is no progress even after long years, anger can intermix with frustration and despair and become something much less constructive.

It can become something that doesn’t listen, doesn’t reason, doesn’t even hope. Something that simply explodes.

African-Americans in Wisconsin’s largest city said Smith’s death was the last straw after years of racially stratified policing. It is hardly immaterial that an officer was not charged

just two years ago in the controversial shooting death of a mentally ill black man. Or that the department is under Justice Department review which, to its credit, it requested.

Who will be shocked if that probe finds what other probes have found in cop shops around the country: patterns of institutionalized racism that corrode public trust and impinge the ability of police to do their jobs.

Unfortunately, there is a tendency, when such probes are done, to treat the affected department as unique, an outlier. Think of the person who sees a drop of water here, a drop of water there, another drop over there, yet somehow never perceives the storm.

It’s worth noting, too, that Mike Crivello, president of the Milwaukee police union, issued a statement after the shooting to “denounce” the idea of racism in the department’s ranks. Of course, no institution of any size can credibly make a blanket claim of freedom from bias, but that didn’t stop him. That should tell you something.

Here’s the thing: You get tired

of being treated as an unreliable witness to your own experience. You get sick of not being heard. Black Milwaukee has complained for years about biased policing.

Yet the police chief pronounced himself “surprised” by this uprising. Apparently, he hasn’t been listening.

The rest of us would do well to avoid that mistake. If this unrest is an omen, it is also an opportunity – for civic self-examination and accountability, for giving the people a voice, for listening to what they have to say. For making change.

This violence, after what might well have been a justified shooting, was tragic and troubling. But it also made one thing starkly clear. African Americans have been demanding justice a very long time.

And they’re getting tired of asking nicely.

Real reason that drugs cost more in the U.S. Hillary Clinton, Donald Trump and three-fourths of their fellow Americans said prescription drugs cost too much. They’re right, and the two candidates even agree on a couple of good strategies to try to keep prices down: Allow Medicare to negotiate on behalf of its 40 million beneficiaries, and let Americans buy drugs from countries where quality is well-monitored.

Yet neither of these strategies addresses head-on the No. 1 reason that drug spending is rising so much. The main culprit, according to research from Brigham and Women’s Hospital in Boston, is that the government grants extraordinarily long periods of market exclusivity for new drugs.

The Food and Drug Administration and the U.S. Patent Office together give new drugs monopoly rights that last anywhere from

eight and a half to 15-plus years.

This helps explain why brand-name drugs account for 72 percent of drug spending in the U.S. although they represent only 10 percent of prescriptions. Since 2008, prices for the most commonly used branded drugs have risen 164 percent – far faster than other medical costs. The U.S. spends more than twice what other industrialized countries spend on drugs.

The problem would not be nearly so severe if the drugs’ government-granted monopolies were shorter. Once generic versions are allowed to compete, a medicine’s price often drops by almost half, sometimes more than 85 percent, if enough competitors jump into the market.

Yet the government tends to do the opposite, the Brigham and Women’s researchers found, by extending

market exclusivity via additional patents for trivial alterations – a new coating on a pill, for example.

This is nonsensical: Unless a drug is transformed in a way that affects its therapeutic value, it should not qualify for an extended patent.

Drug makers often stretch their own market exclusivity by paying generics companies to delay introducing competitive medicines.

The government, which is protecting these companies’ monopoly rights, should demand an end to this tactic.

Federal drug regulators should also require that manufacturers disclose the prices they negotiate with their various customers – including all the rebates and discounts they allow. Not only would this help all private payers negotiate lower prices, it would create a more healthy

marketplace.

To have an impact, however, all this information – about both cost and effectiveness – needs to be put to good use. In America’s disjointed health care system, too many doctors remain blissfully unaware of what they’re asking patients and their insurers to spend, the researchers found. Doctors also need to be aware of lower-cost alternatives – generics, of course, but also other medicines and therapies that can treat the same symptoms as well or better in other ways. So-called comparative effectiveness studies are needed for all drugs.

Yes, it makes sense to grant a company an exclusive license to sell a new medicine. But it’s also important to know exactly how valuable that medicine is.

Barbs gets comeback win over G-K in opener

sports@daily-chronicle.com DEKALB – The DeKalb volleyball team opened its season with a 15-25, 25-13, 25-20 victory over the Genoa-Kingston Cogs in front of a rambunctious and vocal crowd on Tuesday evening.

The win was the first for rookie head coach Jamie DiMaggio and her first career win at the prep level.

“I knew that they were keeping their composure (after the first game) so I made some adjustments,” DiMaggio said. “We have been battling a few injuries, some pulls here. After we calmed down, they knew what they had to do. They executed our game plan well.”

Senior libero Abby Boyden was all over the floor for the Barbs. Her aggressiveness on longer volleys was key in the third set, making a couple of plays that kept points off the board for the Cogs in a set that saw the Barbs’ lead cut from seven to one late, ensuring a debut win for her coach.

“We bounced back and regrouped,” Boyden said. “Our home court is such a great advantage for us. Our fans are loyal, they come straight from practice or from home and they are loud. It also felt good to get coach (DiMaggio) her first win. She’s a great coach and I am glad she’s here.”

Boyden wasn’t the only Barbs player who called attention to the student section. Senior setter JC Longeville also enjoyed the vocal stylings of the fans.

“Our student section motivated us a lot,” Longeville said. “We stayed focused and put our trust in each other as a team. We pushed through until the very last point.”

For the Cogs, coach Keith Foster acknowledged that his team needs to work on hitting.

“They put up a really nice block that affected our hitters,” Foster said. “We are going to spend some time working on hitting against bigger blocks so that we can get our offence going with more effectiveness.”

Foster did find some positives in tonight’s match. He likes his team’s aggressiveness and the way that his girls support one another.

“My favorite part of the night was watching our team support each other, no matter what the circumstance was. Obviously, we do need to be a little bit cleaner when it comes to things like violations when we have the chance, but we expect that in a match so aggressive and tight. I am really happy with the way that our team played and the direction that we’re headed for this season.”

The Barbs don’t pay again until next Thursday, when they travel to Burlington to play the Rockets. DiMaggio says the key to staying sharp over a nine-day layoff is to not let up during practice.

“Lots of serve and pass,” she said. “Lots of repetition drills, game scenarios and lots of live scrimmages.”

The Cogs play next on Thursday, when they will travel to Richmond-Burton for a 6 p.m. game.

Senorise Perry, Cornelius Washington, Ben Braunecker and Leonard Floyd all returned. Floyd had just missed Sunday’s Leonard Floyd session, but Perry and Washington had been out for almost two weeks, while an ankle had kept Braunecker on the sideline since the beginning of camp.

The Bears do have a “little bit of a bug going around,” coach John Fox

said, as Kieren Duncan and Jarrett Grace did not practice because of an illness.

Starters Kyle Long, Jeremy Langford, Danny Trevathan and Bryce Callahan all remained on the “did not practice” list, along with Deon Bush, De’Vante Bausby, Kyle Fuller, Derek Keaton, Nick Kwiatkoski, Deonte Thompson and Tony Moeaki.

Goldman’s improvement: A sto-

ryline to follow throughout the 2016 season will be the impact Eddie Goldman can make in Year 2, something the Bears are expecting. “[Goldman] grew a lot last year as a rookie, and I’ve seen that same growth so far even in the preseason games, albeit in limited play,” Fox said. “He got about 10 plays in the first week and then about 15 last week, so hopefully he’ll get a few more plays, kind of get him in full-game condition, but I like his progress.”

The nose tackle said he feels faster this season because he lost some weight, and he feels more comfortable with the playbook, which should help him get a Year 2 jump.

High expectations for D-line: The defensive line is a revamped group and one that has performed well this summer. Mitch Unrein explains why

there is a lot of potential.

“Akiem Hicks, he’s just been a force in there from the get-go. He’s very energetic, a very physical player, and everyone feeds off that on the D-line,” Unrein said. “Eddie, he had a great rookie year, and I think the sky’s the limit for him this year.

“And then Bullard, you can see on film right away, even during OTAs, how quick he is for being a bigger guy. His get-off and his recognition of different blocks and stuff, he doesn’t look like a rookie is what I’m trying to say. He looks like a three- or fouryear vet out there already. I think he’s going to be great for us throughout the year.

“As long as we can work together, keep on improving every single day, every game, I think we’re going to be tough up front.”

LAKE FOREST – Mitch Unrein is finally comfortable. Well, as comfortable as someone can be in the NFL on a two-year contract. That’s the way he describes his state this summer after getting to stay with the Bears, spending OTAs and training camp with the firstteam defensive line.

A two-year deal in San Diego should have provided that, but he was released after two games last season, only to be quickly scooped up by the Bears and his former coach John Fox. “Last year was kind of a tough year for me,” Unrein said after Tuesday’s practice. “I signed a two-year deal out in San Diego; they ended up releasing me; on the same day I get released, I get picked up here. That was kind of a whirlwind of a season.

“Getting thrown into the defense, you don’t have OTAs to ease into learning everything, I was kind of thrown into the fire. It was nice to have that time during OTAs (this year) and everything like that to learn this and get used to it.”

Unrein is a former walk-on at the University of Wyoming and undrafted player who spent a year on the Broncos’ practice squad.

“It sounds so cliché, but I’ve always hung my hat on being a hard worker,” he said.

What wasn’t comfortable for Unrein was September 2010, after he was

‘OK, I’m getting another opportunity and I’m not letting it slip by.’ That’s when it really dawned on me, those six weeks at home. I thought, ‘I don’t want to do this. I want to be playing football.’”

Now in his seventh NFL season, Unrein is as comfortable as ever.

“I’m just starting to really settle into my role,” he said. “I’m finding out what kind of player I really am and just trying to let those attributes shine. My D-line coach (Jay Rodgers), I’ve been with him for a while, so he knows what I’m good at and what I’m not good at, so we try to focus on perfecting what I am good at.” “... I’m not the flashiest guy out there. I’m not the fastest, quickest guy by any means. I always know where I need to be, what I need to do and how to do it, and that’s what Coach Fox always preaches for everyone,” he said. “As long as you can do those three things every single play, you can be a very successful player in the league.”

Unrein’s ascent is probably more noticeable where it matter most – in the meeting rooms and the film rooms, where it’s recognized by coaches and teammates to the point where the former walk-on and practice squad player is now a leader on the defensive line.

“Mitch, he’s a smart guy,” Eddie Goldman said. “It’s to the point where he could tell me and Akiem (Hicks) our assignments while we’re about to snap the ball. He calls out formations and stuff like that. That’s a good thing to have.”

Brady ready after accident with scissors cuts thumb The ASSOCIATED PRESS FOXBOROUGH, Mass. – Tom Brady is ready to play after cutting his right thumb with scissors in a “silly accident” before the Patriots’ preseason game against the Bears last week.

Brady said Tuesday he missed the first two practices this week for personal reasons but that he’s available and ready to play when New England visits Carolina on Friday.

The 39-year-old quarterback has yet to appear in a game this preseason.

He’s got two more games before the start of an NFL-issued four-game regular-season suspension for his role in “Deflategate.”

He hasn’t missed a regular-season start since 2008, when he suffered a torn ACL in his left knee during the season opener.

Brady said the accident with the scissors happened when he was trying to get something out of his cleat. The scissors slipped and cut his thumb, causing him to “let out probably a pretty loud word I wouldn’t repeat in front

of my kids.”

“I’m glad it wasn’t the regular season and I learned from it, so hopefully won’t be operating any more scissors for a while,” Brady said.

Ex-Raiders QB Marinovich arrested: At Irvine, California, former USC and Los Angeles Raiders quarterback Todd Marinovich has been arrested after being found naked with marijuana and possibly methamphetamine in a stranger’s backyard in Southern California.

Irvine Police Cmdr. Mike Hallinan said Monday that Marinovich was ar-

rested Friday night after a call saying a naked man was on a hiking trail near homes. The officers found him in a backyard holding a brown bag containing marijuana and a substance that appeared to be meth, but police are awaiting lab results.

The 47-year-old Marinovich was a star quarterback at USC and the Raiders’ first-round draft pick in 1991, but drug problems drove him from the NFL after two seasons, and he has had repeated run-ins with the law over drugs in the decades since.

a pair of first-place finishes from Sarah Hein and Elissa Rose en route to a win against Byron and Woodstock North.

Hein won the 200-yard freestyle (2:05.83) and the 100 backstroke (1:03.74).

Roose won the 500 free (5:38.05) and the 100 butterfly (1:01.13). Carmyn Anderson won the 100 free (58.7) and Aleida Wilkins won the 100 breaststroke (1:11.01).

“The girls are off to a great start,” coach Melanie Chambers said. “In all but one event at both levels we took first and second. The girls have put in a lot of hard work the past few weeks and are looking forward to continuing their season undefeated.”

Emma Carpenter was the medalist with a 37 as the DeKalb boys golf team beat Morris 159-162 on the road on Tuesday.

Coach John Cordes said it was the first time Carpenter won a medal at a boys event.

“She struck the ball real well and she putted the ball real well,” Cordes said.

“She bogeyed (two holes) but other than that had a great day.”

The Barbs were playing without usual top golfer Austin Freeman, who Cordes said is having wrist issues and is not sure how long he’ll be out for.

The back of the lineup picked it up for DeKalb, with No. 6 golfer and freshman William Schimbke shooting a 40 and Ryan McNutt carding a 41 out of the No. 8 spot. No. 1 Jack Paeglow also shot a 41.

Sycamore tops Rochelle: The Spartans outshot the Hubs 156-195 for the victory, their lowest nine-hole total in years.

Keegan White carded a 34 and Trent Scott added a 38. Nathan Cohn shot a 39 and Dustin Johnson a 44.

Although the Knights have a reputation as a pass-first team, Fedderly said this year the run game is a definitive strength.

“For us, it’s going to set up everything,” Fedderly said. “Depending on how defenses try to play us, it might set up the passing game. If we can execute like we think we can, we can possess the ball and keep the defense off the field. It’s huge for us.”

“Bringing a kid up as a freshman, he’s got to be a really good player,” Fedderly said. “He’s made some big strides in the summer here, and we are expecting some big things out of our running game here. And he’s a big part of it.”

The team brings back only five starters on defense, but that includes the two leading tacklers – senior free safety Matt Redman and senior linebacker Hunter Regelbrugge.

Matt Noel, also a senior, will play at linebacker and wide receiver for the Knights. He said having Alstott back will create opportunities for the offense.

“Our running game should be very strong,” Noel said. “Our lineman are very, very strong and our running backs have done well. I think that opens up the passing game.”

Noel and Josh Marczuk – both 6-foot-2 – will be the main targets of junior Jack Douglas, who takes over at quarterback.

“I think we’re going to be a quick team,” Fedderly said. “With our scheme, we come at you a lot of different ways. It makes me pretty happy.

It looks like we have guys who can move and run to the ball and have high motors. That’s exciting for us.”

Fedderly said he was also impressed with the play of the offensive line. Junior Matt Payton will start on both the offensive and defensive line.

Combine the vinegar, water, sugar, salt, thyme and black peppercorns in a small saucepan over high heat. Bring just to a boil, then pour over the onion, making sure it is submerged. Let it sit for 1 hour, then drain, reserving the liquid for another use, if desired.

For the herb Dijon mayonnaise: Whisk together the plant-based mayo, Dijon mustard, capers, parsley, dill and lemon juice in a medium bowl. Taste; season with salt as needed.

They are especially good with a scoop of cottage cheese.

Umeboshi (salted plum) paste, Korean chili powder and furikake, a Japanese rice seasoning blend, are available at Whole Foods Markets as well as Asian supermarkets and specialty stores.

Marinated Toy Box Tomatoes 4 servings

sandwiches; the rest can be refrigerated in an airtight container for up to 5 days.

For the sandwiches: Spread each half of the bun with 1 tablespoon of the herb Dijon mayonnaise. To peel the tomato, score a shallow X in the bottom. Place in a pot of boiling water for 20 to 30 seconds, then immediately drain and transfer to an ice- water bath. When cool enough to handle, discard the tomato skin.

Cut three 3/4-inch slices from middle of the peeled tomato. Place a slice of tomato on each bottom bun half. Season the tomato lightly with salt and pepper, then drizzle with a little oil. Top each portion with avocado slices, 2 tablespoons of the pickled onion and some alfalfa sprouts. Top with the remaining brioche bun halves.

Finely grated zest and juice of 1 lime 1/2 medium shallot, minced 1 clove garlic, minced 5 basil leaves, torn or coarsely chopped 1 tablespoon umeboshi paste 1/4 cup extra-virgin olive oil 1 pound mixed heirloom cherry tomatoes, cut as you like 4 tablespoons furikake (see note below) Combine the lime zest and juice, shallot, garlic, basil and umeboshi paste in a mixing bowl.

Gradually add the oil, whisking constantly to form an emulsified dressing. Add the tomatoes and toss to coat. Divide among individual plates; top each portion with some of the furikake. Serve right away.

NOTE: To make Hazel’s furikake blend, whisk together 4 tablespoons of chopped toasted nori, 1 tablespoon of white or roasted sesame seeds, 1 tablespoon of flax seeds, 1 tablespoon of puffed sorghum or puffed rice (crushed), 1½ teaspoons of dehydrated onion flakes and 1 tablespoon of Korean red chili powder. Season lightly with kosher salt. Refrigerate in an airtight container for up to 1 month.

his starter or salad is no muss, no fuss, big flavors, with the savory crunch of smoked almonds and saltiness of capers.

Tomatoes with Capers, Almonds and Herbs 4 to 6 servings

1 pound 2 ounces mixed-variety small tomatoes 3 tablespoons extra-virgin olive oil 1 tablespoon maple syrup 1 tablespoon fresh lemon juice 1/2 teaspoon hot Spanish smoked paprika (pimenton) 1 small shallot, finely chopped 2 tablespoons small capers, rinsed, drained and coarsely chopped 1/3 cup smoked almonds, coarsely chopped Small handful flat-leaf parsley leaves, chopped Sea salt Freshly ground black pepper Cut the tomatoes into a mixture of disks and wedges; different shapes and sizes are nice for variation.

Whisk together the oil, maple syrup, lemon juice and Spanish smoked paprika in a mixing bowl. Add the shallot, capers, tomatoes, half of the almonds and three-quarters of the parsley; toss to incorporate. Season lightly with salt and pepper.

Just before serving, sprinkle the remaining almonds and parsley on top.

Grilled Sirloin Steaks with Cherry Tomato, Basil and Roasted Pepper Sauce 6 servings

For the steaks Two 1-pound boneless sirloin steaks (1¼ to 1½ inches thick; may substitute two 1-pound boneless rib-eye steaks) 2 tablespoons canola oil Kosher salt Freshly ground black pepper Juice of 1 to 2 lemons, for serving Parmigiano-Reggiano cheese (block) For the sauce: Combine the extra-virgin oil and shallots in a medium sauté pan over medium heat; cook for about 3 minutes, stirring a few times, until the shallots have softened. Add the garlic and wine; cook for about 4 minutes or until the wine has nearly evaporated.

Add the chopped heirloom tomatoes, roasted red peppers, salt, a pinch of black pepper and the crushed red pepper flakes; cook for 7 to 8 minutes, stirring frequently, until the tomatoes have softened and the rendered juices have thickened slightly.

Meanwhile, toss the cherry tomatoes with the sugar in a bowl; let them sit for at least 5 minutes.

Once the heirloom tomato-pepper mixture has finished cooking, remove it from the heat and stir in the basil. Transfer to a blender; remove the center knob in the lid (to allow

steam to escape) and place a towel over the opening (to thwart splash-ups). Puree to form a smooth sauce, then return it to the same sauté pan over medium heat. Add the butter and the halved cherry tomatoes; stir for 30 seconds, then remove from the heat.

For the steaks: Heat a grill pan or large cast-iron skillet over high heat.

Rub the steaks with the canola oil, then season them lightly on both sides with salt and pepper. Add them to the skillet and let them cook undisturbed for about 4 minutes or until the meat is deep golden brown. Turn the steaks over and cook for about 4 minutes on the second sides (medium-rare). Transfer

the steaks to a cutting board to rest for 5 minutes; cut into 1/4-inch slices on the bias.

Arrange the steak slices on a serving plate or platter; squeeze some lemon juice (to taste) over the top. Spoon the sauce over the steak or pass it at the table. Garnish with shavings of Parmigiano-Reggiano.

Kishwaukee College Continuing Education is offering a free information session for community residents to learn more about the Personal Fitness Trainer program.

The free information session will be from 6 to 7 p.m. Sept. 8 in Room A1217 at the college. Space is limited and pre-registration is required.

There will be two additional opportunities to learn more about the program online through World Instructor Training School, the college’s partner in offering the program. The two additional online webinar information sessions are from 11 a.m. to noon Sept. 7, and 3 to 4 p.m. Oct. 5.

The Personal Fitness Trainer course begins Sept. 24 and runs through Oct. 29. The course is designed to prepare students to work successfully in the fitness field.

According to the U.S. Bureau of Labor Statistics, employment in the Personal Training field is expected to grow 7 percent through 2024. Personal trainers work primarily in fitness centers, gyms, hospitals, universities, yoga and

Pilates studios, and clients’ homes.

Lecture topics in the program include: anatomy, exercise physiology, nutrition and health screening. In addition to lecture, the class includes 15 hours of “hands-on” practical training which helps prepare students to work with clients one-on-one.

The W.I.T.S. national exam is administered on the sixth week. Upon successful completion of the class and written exam, a list of approved internship sites will be provided by W.I.T.S. Once the student provides proof of completing the required 30-hour internship and CPR certification, they will receive a Personal Fitness Trainer Certificate from W.I.T.S. The five-week course costs $761.

Music Boosters award scholarship DAILY CHRONICLE Sarah Grant is the recipient of the Sycamore Music Boosters Continuing College Music Scholarship.

The award is designed to assist Sycamore High School graduates in continuing their music education in college.

Grant was recognized for her outstanding musicianship, music and academic achievements, and overall participation in music.

Grant, a 2014 SHS graduate, is starting her junior year at Butler University pursuing a bachelor’s degree in music education. She has been involved in a variety of ensembles including the Butler University Symphony Orchestra serving as co-principal bassist, ballet pit ensemble, composer’s orchestra, and chamber ensembles.

She has performed with the Kishwaukee Symphony Orchestra and the DeKalb Municipal Band. She currently is serving as a stagehand at the Schrott Center for the Arts, a recording technician and stage manager at Eidson-Duckwell Recital Hall, is a private double bass instructor, and was a

counselor this summer at Interlochen Center for the Arts. Grant recently returned from a Butler University Music History study abroad program in Paris, France.

Additionally, Grant is a member of Mu Phi Epsilon: Kappa Chapter serving as secretary for this professional music fraternity, Indiana Music Education Association, National Association for Music Education, GrammyU, and Butler UniSarah Grant versity Music Industry Association.

As a scholarship recipient, she will continue to pursue her dedication to music while completing her last years of college music education with the hopes to become an orchestra director and/or general music teacher at a secondary level.

Lead levels in drinking water vary Dear Dr. K: Like a lot of people, I was shocked by the water disaster in Flint, Michigan. I felt terrible for those people.

But then I started to wonder: How safe is my drinking water? Should I be worried?

Dear Reader: The sad answer to your question is I don’t know, and neither may your local department of public health.

Until a little more than a hundred years ago, the world’s lead virtually was all buried in the ground, where nature put it.

Then it was extracted from the earth and added to gasoline and paint, and turned into pipes, solder for pipes and plumbing fixtures. Automobiles put lead into the air. Paint peeling from walls was tasted by toddlers and, because lead tastes sweet, was tasted again. And lead appeared in the drinking water.

Governments (although not most citizens) have known about this problem since the turn of the 20th century. However, only in recent decades has any action been taken. Lead now is banned in gasoline and paint. The Clean Water Act of 1972 and the Safe Drinking Water Act of 1974 have reduced, but not eliminated, lead in U.S. drinking water.

As a result, lead in our environment has been reduced. In addition, the number of children with toxic levels of lead in their blood has dropped. That’s the good news.

The bad news is there still are half a million children in the United States with high blood levels of lead. Every one of those children is at risk for permanent brain damage.

The situation in Flint is unusual. An entirely new water supply was provided to the city. The quality of the water was not rigorously checked. When the new water was found to be leaching lead out of the pipes and into the drinking water, a protective chemical was not added. There

Yet Flint is far from unique. Lead pollution of the water supply has been found in Newark, New Jersey; Cleveland and Sebring, Ohio; New York City; and Jackson, Mississippi. Recently, the drinking fountains in four schools in Boston were shut down because of high lead levels.

Does this mean other cities can breathe a sigh of relief? Does it mean the rest of Boston’s schools can rest easy? Unfortunately, too often it means the water supply hasn’t been checked thoroughly – so we simply don’t know. That’s because there hasn’t been enough money allocated for public health.

Consider contacting your local department of public health and asking two questions. First: What are the lead levels in my community’s water, and when were they last measured? Second: What percentage of adults and children in my community have unacceptably high blood lead levels?

If the employees there say they don’t know, or if they do know and you don’t like the answers, I’d suggest asking your representatives in the state and federal governments what they think should be done. There are half a million children who deserve an answer.

Dear Abby: DEAR ABBY My best friend, “Kate,” apJeanne proached me Phillips on a matter I’m uncomfortable with. For the past 12 years we have laughed, cried, consulted on everything we struggle with and shared our joys. Kate has a great marriage. I’m struggling with the decision to remain in mine.

Recently, Kate, her husband and I were on an outing when they mentioned a ménage a trois. It was obvious to me they have done this before. Kate has been my closest friend for years, but I realize now there’s a side to her I never knew.

My resistance to their suggestion seems to have had no effect on her, yet I’m wrestling with my feelings. I’m trying to ignore this and maintain the friendship we had before, but it has been difficult. I wish I had never known, but now that I do, I need help sorting it out. –

Yesterday, we looked at the “law” for a defender who is long in trumps: Try to make declarer ruff; do not look for ruffs yourself. Does that also apply in today’s deal, where South is in four hearts?

In the auction, South had no particular reason to rebid three clubs.

If the opponents did compete to four spades, he planned to double.

His hand did not suggest it would be necessary to go to the five-level, especially with that dangerous doubleton spade, which surely meant two immediate losers.

West was tempted to make a speculative double of four hearts, and if he had held the heart ace instead of the diamond ace, it would have been reasonable.

West, whose partner surely has no entry card, should lead off with his three top spades. What should South do next?

If trumps are 3-2, South can ruff the third spade, draw trumps, drive out the diamond ace, and claim 10 tricks via five hearts, one diamond and four clubs. But what if hearts are 4-1? Then declarer must be careful.

After ruffing at trick three, he should cash dummy’s two high trumps, the honors from the shorter side first.

When the 4-1 break comes to light, South must establish his diamond winner while there is still a trump on the board. West can take declarer’s diamond king with his ace and lead another spade, but South ruffs in the dummy, plays a club to his hand, draws West’s remaining trumps, and claims.
