DeKalb wants more info before impact fee changes

rgillespie@shawmedia.com DeKALB – Aldermen said Monday they want to have more information before thinking further about giving builders and developers a break on impact fees for new-home construction in DeKalb, hoping they could learn about how the concept worked – or didn’t – in other towns.

City staff told City Council members at a committee of the whole meeting Monday that a plan to waive some of the costs associated with building a new house here would be only the first in what may become a package of incentives.

“It is totally a policy decision,” City Manager Anne Marie Gaura said. “Is there any evidence that making this change is going to spur development in DeKalb? No, it’s not. But we’re trying to look at, and we’re trying to be competitive with, other communities.”

Alderman mulled a plan that follows suit with the DeKalb Sanitary District. As of June 1, the DSD – which collects and treats wastewater for the the city of DeKalb and Northern Illinois University – won’t charge the approximately $1,400 for a sewer connection for a typical new single-family home.

Jason Michnick, an economic developer for the city, told the City Council that the city should consider a 24-month waiver of the water and transportation fees, and roadway contribution, and give the new homeowner a sales tax rebate up to $1,000 for local purchases of home furnishings such as appliances.

“The plan is specifically for new construction,” Michnick said. “We think this is a step in the right direction. It isn’t going to be a simple program that is going to bring a tremendous

amount of success initially.”

He said, however, the city should see positive results over time.

DeKalb has more than 200 lots that have been platted, zoned and are ready to have houses built on them. Michnick indicated that 60 lots remain available in The Knolls and River Mist subdivisions, and 190 remain collectively in Devonaire, Wineberry, Summit Enclave, South Pointe Green, Meadow Ridge and Hidden Grove.

Members of the public who spoke, as well as several aldermen, signaled that they could support a builder or developer incentive plan. Fifth Ward Alderman Kate Noreiko led the aldermanic call for more information and continued talks on the issue.

Michnick said that developers and builders could save anywhere from $9,297 to $11,388 with the fee waivers.

The cost reductions, city leaders predict, could reignite interest in DeKalb and nudge its sluggish housing growth and sales.

“The builders, what they are saying is that one of the reasons they’re not building in DeKalb right now is that the price of homes is too low for them to make a high enough [profit] margin,” Michnick said.

But First Ward Alderman Dave Jacobson said a plan to woo new residents and new home construction should include some greater savings for the homebuyer – and even some cost reductions for existing homeowners.

He added that the city should not be looking to give breaks for new-home construction when the stock of existing lots and homes is undervalued or otherwise not selling.

“I worry that we’re letting desperation cloud our decision-making,” Jacobson said.

“location-based virtual reality technology.”

Firouzabadi said that any such game or application would need to get permission from the country’s Ministry of Culture and Islamic Guidance.

Since the game was introduced, it had not been accessible in Iran without using VPNs or proxies.

It’s usage among Iranians also has been limited by the country’s low-speed internet service.

browland@shawmedia.com ESMOND – Marvin Henke Jr. had no idea when he rented his five-acre Esmond property that it would become a way station for millions of dollars’ worth of cocaine and cash.

Henke, who lives in Clare, said he was approached months before the bust by a man from Texas who said he wanted to rent the four-bedroom house at 27037 Esmond Road to use as a base for what he said was a family trucking operation. The man said he planned to join his uncles in the trucking business, hauling freight from the Rochelle hub.

“He seemed like a decent-enough person,” Henke said. “He wanted to

rent it for three months and then buy it.”

The man was Manuel A. Alvarez, 24, of Rio Grande City, Texas. The operation he had been hired to help eventually would be uncovered, leading to what authorities believe was the largest single cocaine seizure in DeKalb County history.

SUSPECTS UNDER SURVEILLANCE

Federal prosecutors filed charges June 19 in south Texas against Alvarez and three others – Edgar E. M. Pena, 25, of La Grulla, Texas; Roger Gonzalez, 32, of the 1700 block of Carthage Court, Brownsville, Texas; and Jesus Cepeda, 29, of the 1000 block of Indian Avenue, Aurora – with conspiring to deal cocaine. If convicted, they could

face 10 years to life in prison, according to federal sentencing guidelines.

Agents with the Department of Homeland Security began watching the suspects after learning about a cocaine shipment bound for the Chicago area, according to court records. They broke up the smuggling ring after observing a suspected drug deal June 13 between Alvarez and Cepeda in a barn on Dresser Road in DeKalb, court records show.

The two met inside the barn along with a third man, then went their separate ways after about 30 minutes, records show.

One group of agents followed Cepeda and another man back to Aurora and later stopped Cepeda for speeding after he “appeared to be conducting

counter-surveillance,” records show.

Other agents went to Cepeda’s home at 1031 Indian Ave. in Aurora, where they said his wife agreed to let them search the house.

They found 60 clear-wrapped bundles that tested positive for cocaine, records show.

Cepeda told agents “that he knew what he did was wrong and would accept responsibility,” according to court documents.

DeKalb auction brings back memories

news@daily-chronicle.com DeKALB – On Oct. 14, 1955, Clara Miner attended a breakfast for Community Chest volunteers at the Farm Bureau auditorium, where the featured speaker was an actor named Ronald Reagan, host of the weekly TV program “GE Theater.” She approached the head table and asked Reagan for his autograph, which he readily supplied.

On Saturday – 60 years later – her son, David, held an estate auction at the Normal Road home they built, where President Ronald Reagan’s autograph sold for $135. It was one featuring myriad local memorabilia Miner parted with that day, many his possessions and those of his late parents, Wallace and Clara Miner.

Auctioneer Steve Almburg told the crowd that he wished Reagan was around today when they really need him, which brought chuckles and a murmur of approval from the gathering.

Other artifacts included small chairs from the elementary classrooms of the former McMurry Laboratory School at Northern Illinois University, where David Miner attended first- through eighth-grade classes from 1948 through 1956. DeKalb historian Steve Bigolin was the winning bidder on those childsize, solid-wood chairs. Two other NIU alums acquired yearbooks from their graduating classes in the early 1960s.

More yearbooks from various high schools and colleges then were sold in lots.

Some of the other memorabilia included a Sandwich Fair poster from the early 1900s, household furniture from the 1930s and ’40s, numerous film cameras and Super-8 movie cameras from the first half of the 20th century, several boxes of 78-, 45- and 331/3-rpm vinyl records, and a hayrack full of tools dating to 1900.

The most sought-after collectible was a 5-foot-long electric trolley car, along with a track maintenance car and 50 feet of track, which brought a winning bid of $2,350 from railroad buffs Brian Schoenhardt and Carl Johnson. They said they had read about it being auctioned and planned to set up a track in one of their yards. It is electrified by a third rail and has lights in the car’s interior as well as a passenger depot and crossing signals.

The trolley and track car were modeled after the Westport Trolley in Kansas City. They were built by Miner’s late uncle, Dewey Miner, in 1928 as a

Miner’s father inherited the items and passed them down to his son.

At one time, it had been kept in the carriage house at the Ellwood Estate, but later was stored in the upper level of Miner’s garage. Interest was so high that bidders phoned in during the auction to place bids. Three other model trains made by the Miners over the years also sold Saturday.

Miner was philosophical about parting with his family’s possessions, saying he had to downsize because he moved into a duplex home at the Oak Crest retirement complex in DeKalb and is selling the house on Normal Road.

But he has retained several containers of his childhood Christmas toys, holiday displays he constructed over the years, and decorated trees that he plans to share with neighbors and relatives.

In years past, he led tours through all three stories of his home during the holiday season. Now he plans to re-create similar “reminders of childhood Christmases” in his basement on Centennial Drive for friends and residents of the retirement center.

truck near the rear of a red semitrailer.

Gonzalez had driven the semitrailer to the farm, records show. About 30 minutes later, the agents said, they saw Mendez drive a blue semitrailer to the farm. The blue truck was pulled into the barn where the red truck had been, according to court records.

Inside, the suspects were unloading drugs and money, officials said.

At this point, about 9:30 p.m., the men left the farm in a pickup truck, while the agents watched the two semitrailer trucks. An hour later, agents saw the pickup returning to the farm.

When they didn’t stop at the farm, the agents figured they had been spotted, so the agents stopped the pickup truck.

The three men agreed to go to the farm with the agents, court records show.

Alvarez told the agents he had rented the property; Mendez and Gonzalez gave agents permission to search the semitrailer trucks. The agents said they found 60 bundles of cocaine in a secret compartment in the refrigerator unit of the blue semitrailer. They found cash in a secret compartment in the refrigerator unit of the red semitrailer, according to court records.

Alvarez told investigators that he had been paid to find a safe house in the DeKalb area, and that he was supposed to be paid $10,000 for acting as a courier, court records show. He said he had taken the cash back from DeKalb and given it to Gonzalez to stow in one of the trucks.

Gonzalez didn’t make a statement to the agents. However, Mendez, a citizen of Mexico, told agents he “was forced to work for the organization because his brother lost a load of 120

kilograms in Mexico last year and as a result has been missing since Jan. 1.”

He told police that he picked up a semitrailer truck in the Palm View, Texas, area on June 7, knowing that it contained secret compartments for smuggling drugs and cash. He told investigators he had made two previous trips to Chicago using the trailers. On June 13, after he delivered avocados in Chicago, he told the agents he drove to the farm in Esmond. He also explained Gonzalez’s role in the scheme.

Mendez told agents that Gonzalez had driven a semitrailer to Chicago that Mendez believed contained drugs.

Gonzalez told Mendez where to park so he could unload the cocaine, Mendez said during an interview with investigators.

Mendez further told the agents that their cover had been blown when Gonzalez spotted three cars on the street and said “those are cops and not to stop,” according to court documents.

RECORD BUST HAS CONSEQUENCES

Altogether, agents seized 264 pounds of cocaine from the house in Aurora and the farm in Esmond, according to a news release from the DeKalb County State’s Attorney Richard Schmack. The also seized $436,000 in cash. The street value of the cocaine was estimated to be $12 million.

DeKalb County Sheriff Roger Scott said it likely was the largest cocaine bust in county history and that the drugs likely were destined for a larger market.

The four suspects initially were held on $5 million bond at the DeKalb County Jail. Federal prosecutors later had the the men brought to McAllen, Texas.

Otto Heisner, who owns a farm next to the property the suspects rented from Henke, said he met the tenant

once. The man wanted to rent the house, but couldn’t get in touch with the landlord. Heisner helped put them in contact. He even agreed to cut the grass for his new neighbor.

“I take people at face value,” he said. “Being this close to working farms, they probably felt safe. He picked a good spot.”

Henke was out of state at the time of the bust. When he returned, he thought his neighbor was joking when he told him about what happened. But he wasn’t laughing when he saw the condition of his rental property. All the lights had been left on, and there was damage to the doors, closet walls, ceiling and bathroom.

“No one from Homeland Security called or said anything,” Henke said.

“I shouldn’t have to pay for that.”

He estimated the damage at about $3,500 to $4,000. Henke said that when he called the sheriff’s office to ask what happened, he was referred to Homeland Security.

Henke wants to sell the property, but worries its past could hurt his prospects.

“I’m getting tired of tenants,” he said.

Patricia Cook Profit, the lead prosecutor on the case, didn’t respond to an email from the Daily Chronicle.

When the Chronicle called her office in Texas, her voicemail box was full and couldn’t accept new messages. A spokesperson for U.S. Immigration and Customs Enforcement previously declined to comment about the case.

Clifford B. Fischbach, age 92, of DeKalb, IL, died Wednesday Aug. 3, 2016, in the DeKalb County Rehab & Nursing Center in DeKalb.

He was born Dec. 21, 1923, in Aurora, IL, and was the son of Harry and Anna Fischbach.

Clifford was a truck driver for many years.

Clifford was a mechanic on ultralights at the Aurora Airport. He graduated from East Aurora High School. Clifford enjoyed reading, garage sales and riding his motorcycles.

Survivors include niece, Judith DiBenedetto of Albuquerque, NM; and friends, Greg (Ingrid) Friedlund of DeKalb, Stephanie (Ryan) Mickley of LaSalle, IL. He was preceded in death by parents, wife, Kathleen; brother, Ralph; sister, Melanie; and a very special friend, Louise Flood.

A memorial service will be at 6:30 p.m.

CHICAGO – A man who unsuccessfully challenged Illinois House Speaker Michael Madigan in the March Democratic primary has filed a federal lawsuit accusing the longtime political powerbroker of fraud and seeking to “win an election at all costs.”

Jason Gonzales of Chicago said Monday that Madigan – who also leads Illinois’ Democratic Party – falsely called him a “convicted felon” in campaign ads. He also said Madigan ran two “phony” candidates with Hispanic last names to dilute the votes of Hispanic residents in their 22nd House district race.

Gonzales was convicted of theft and other crimes as a teenager. The Harvard-educated management consultant received a pardon from then-Gov. Pat Quinn in 2015 and had his criminal record expunged – a fact he said Madigan was aware of and should have precluded him from telling voters he was a felon.

Emanuel backs city police leader’s handling of shooting

CHICAGO – Chicago Mayor Rahm Emanuel said he supports the police superintendent’s decision to take away police powers from the officers who fired their weapons at the scene where an 18-year-old was fatally shot in the back.

But the Chicago Tribune reported Monday that Emanuel said it’s too soon to say whether the July 28 shooting of Paul O’Neal suggests officers need more training.

Video of the incident was released Friday. Days earlier, Police Superintendent Eddie Johnson stripped police powers from the two officers who fired at the fleeing stolen car O’Neal was driving and the officer who shot the unarmed teen in the back after he ran from the car.

Rockford lawsuit targets Rauner’s ‘turnaround agenda’

ROCKFORD – A Winnebago County courtroom is the setting for a struggle over Gov. Bruce Rauner’s so-called turnaround agenda.

A lawsuit by the International Union of Operating Engineers Local 150 is technically about whether the Rockford City Council violated the state Open Meetings Act in April. The Rockford Register Star reported that aldermen adopted a resolution supporting the Republican governor’s pro-business, anti-union proposals.

The first-term governor supports changes in state law that he said would lower the cost of doing business, crimp union power and boost the economy.

Cook, Lake counties to remove 3 dams on Des Plaines River

ARLINGTON HEIGHTS – Cook and Lake counties plan to remove three obsolete dams this fall on the Des Plaines River to improve wildlife habitat and water quality.

The counties have been working with the Illinois Department of Natural Resources and the U.S. Army Corps of Engineers to continue a program that began several years ago but stalled in part because of state funding issues, the Daily Herald reported.

Lake County leaders who are tired of waiting for approval for a grant they might never receive have budgeted $690,000 to remove the last two dams on their stretch of the river. The two dams are located at the MacArthur Woods forest preserve near Libertyville and the Captain Daniel Wright Woods forest preserve near Mettawa.

Gonzales denied Monday that he has any ties to the governor other than having asked some of his supporters for money. He described himself as an “independent progressive Democrat” who ran for office for the first time this year because he wants to change Illinois.

Gonzales’ attorney, Anthony Peraica, alleged that Madigan had operatives waiting at the Illinois State Board of Elections office on the final day for candidates to file paperwork to run in the primary. He said Gonzales turned in his paperwork to challenge Madigan just minutes before the deadline, and moments later Madigan’s “minions” filed petitions for the other two candidates.

Peraica claimed it’s a “longstanding practice” for so-called “ghost” candidates to be put up to split the vote, and that he hopes the lawsuit will put an end to it.

Gonzales is also seeking an unspecified amount in financial damages, saying his reputation was harmed.

“Everything is in place, and now is an excellent time to be working in the Des Plaines River because there’s no water,” said Jim Anderson, director of natural resources for the Lake County Forest Preserve District.

Additionally, Cook County is set to begin removing the Dempster Avenue Dam in Des Plaines in mid-August.

Three dams will remain in the county’s portion of the Des Plaines River after the dam is completely removed by the end of October, said Eric Otto, an engineer with the Forest Preserve District of Cook County.

“We’re anticipating removing them whenever funding comes from the state,” Otto said. “The projects aren’t on hold. We’re moving ahead with the permitting and design.”

The dams originally were built for recreation, sanitary waste purposes, or as farm equipment crossings, but they’ve become obsolete because of highway bridges and wastewater treatment facilities. They trap silt, pose potential hazards to paddlers and prevent the movement of fish.

“Our senior wildlife biologist is always excited by the fish species he sees after the dams are removed,” Otto said.

Lake County previously removed the dam at Ryerson Woods in Deerfield in 2011.

Oak Lawn man dies after Metra train strikes SUV

OAK LAWN – Authorities said an Oak Lawn man died Monday after the SUV he was driving was struck by a Metra SouthWest Service train.

Metra spokesman Tom Miller said the collision occurred about 7:40 a.m. Monday after the SUV was driven around crossing gates at 98th Street and Central Avenue in Oak Lawn. Miller said all bells and lights at the crossing were functioning.

The SUV driver was pronounced dead at a hospital. The Cook County Medical Examiner’s Office identified him as Arthur Hornsby, 59, of Oak Lawn.

The crash delayed commuters on the line. Miller said all trains began moving again by 9 a.m.

Kane, the first woman and first Democrat elected to the post, is charged with leaking secret grand jury information to a Philadelphia reporter to embarrass enemies and then lying about it under oath.

She denies wrongdoing.

The witness list includes a Supreme Court justice who stepped down over the pornographic email scandal; the NAACP official at the center of the long-dormant probe leaked to the press; and the special prosecutor whose investigation of the leak led to Kane.

Trump tries to right his campaign, talks of tax cuts

DETROIT – Promising to “jump-start America” to a new era of prosperity, Donald Trump announced a revamped economic plan Monday aimed at revitalizing a stagnant U.S. economy by cutting taxes for workers and businesses. He assailed Hillary Clinton as a candidate who merely would extend a Democratic period of old ideas and weakness.

Trying to move past recent stumbles, Trump proposed a simplified three-bracket income tax system that hewed closely to what House Republicans have recommended, the latest indication the GOP presidential nominee is working to put infighting with his party’s leaders behind him. In a shift from the plan he proposed during the primary season, he increased the tax rate that the highest-earning Americans would pay.

With few exceptions, Trump provided more of a philosophical basis for an economic plan than a series of specifics.

He did spell out proposed tax brackets and called for greater child care deductions for families.

As he called for urgent change away from Democratic policies, he envisioned a nation refocused on manufacturing at home and wary of trade deals abroad – a country bearing little resemblance to the globally focused economy of recent years.

“Americanism, not globalism, will be our new credo,” he said in his address at the Detroit Economic Club. “Our country will reach amazing new heights – maybe heights never attained before.”

Delivering his speech from a teleprompter, Trump was interrupted repeatedly by protesters who stood on chairs and shouted at him before being pulled out of the room by security guards. He did not react harshly as he often has in the past, either quietly thanking the guards or simply powering ahead in his speech.

Only days ago, Trump triggered panic within the GOP when he declined to endorse House Speaker Paul Ryan’s re-election or that of other leading Republicans. He sought to put the dust-up to bed Friday by finally backing those candidates while also trying to move past other controversies, such as his verbal attacks on a Muslim-American family whose son died fighting in Iraq.

Republicans inside and outside of Trump’s campaign have implored him to shift the conversation back to Democrat Clinton’s perceived shortcomings. On Monday, he obliged, accusing her of jilting American workers and coming up short on promises to constituents.

At her own rally in St. Petersburg, Florida, Clinton assailed Trump’s plans, arguing they would benefit the rich and do little to create jobs or boost the economy.

“His tax plans would give super-big tax breaks to large corporations and the really wealthy,” Clinton said, suggesting they would push the country into another recession.

She has scheduled her own speech in Detroit later in the week. Her campaign said she will call for the largest investment in jobs since World War II. Trump focused in part on taxes on U.S. businesses, declaring that no company should pay more than 15 percent of its income in taxes. That would be a major drop from the current 35 percent corporate tax rate, although many companies pay much less because of various deductions. He also called for a moratorium on federal regulations, which he framed as strangling businesses.

As in the House GOP plan backed by Ryan, Trump’s proposal on individual income taxes would simplify the code, which currently has seven brackets, down to three, and lower the top rate to 33 percent after deductions from the current 39.6 percent. That’s a departure from the plan Trump unveiled last fall during the GOP primary that envisioned four brackets and a top rate of 25 percent.

While Trump had tried to paint his original plan as a boom to the middle class, independent groups concluded it dramatically favored the wealthy and would balloon the national debt by as much as $10 trillion over the next decade. His current plan would also add to the debt, but less.

PHOENIX – The sheriff of metropolitan Phoenix has raised close to $10 million in his bid for a seventh term, a stunning collection of campaign riches for a local police race, and much of it was contributed by a devoted base of backers who live outside Arizona.

Sheriff Joe Arpaio’s fundraising far exceeds the amount normally spent by both the winning and losing candidates in a typical congressional race.

“Most people would think that you mistakenly added a zero to that number,” said Heath Brown, a public policy professor at the John Jay College of Criminal Justice in New York who studies the role of money in politics.

The 84-year-old sheriff is facing the toughest campaign of his career. His political strength has gradually slipped over the past four election cycles, but loyal local supporters and impressive fundraising have helped him pull out wins.

Waning popularity isn’t Arpaio’s only challenge. The lawman who cultivated a national reputation for being tough on accused criminals is at risk of being charged in a contempt-of-court

fuels criticism that outsiders have emboldened Arpaio, leaving Phoenix taxpayers to pay the hefty legal bills that result when his jail and immigration policies are tested in court.

Contributors from other states account for three-fourths of its money, the sheriff’s campaign said.

The Associated Press obtained the names, addresses, occupations and donation amounts for those who gave more than $50 during the course of the campaign. They make up about 60 percent of contributors. The same information was not available for donations that did not surpass $50 because those contributions are not required to be itemized.

Arizona was home to the largest number of donors who gave more than $50, followed by California, Texas, Florida and Washington. Contributors included retirees, self-employed business operators and people who worked in law enforcement and served in the military, according to records.

Most of the $5.7 million spent by the sheriff so far has gone toward fundraising. Three-quarters of the money has gone to the political consulting firm run by his campaign manager, Chad Willems.

Restaurant offers ‘Eggspress’ service

Eggspress, 202 E. State St., Sycamore, officially opened June 27 and is designed to quickly serve customers on their way to work and in a hurry for breakfast. Already, the restaurant has garnered a group of regular customers who visit daily for a taste of one of the business’ biggest crowd-pleasers: a sausage, egg, cheese and avocado tortilla wrap called the “Señor Bond,” manager Aly Como said.

“It really is all about people who have to go to work and it’s a quick stop,” she said.

Alex Henigan, Peter Spyratos and Dennes Spyratos – the trio behind the Eggsclusive Cafe restaurants in Sycamore and Cherry Valley – opened the restaurant at the site formerly occupied by Mudslingers Drive-thru Coffee.

Since Eggspress is intended to serve customers quickly, the menu includes only 20 items, Como said. Choices include scramblers and breakfast bowls, made with diced potatoes and topped with scrambled eggs. Each of the menu’s categories has meal options for both meat lovers and vegetarians.

“It’s great,” Sycamore Mayor Ken Mundy said. “I wasn’t surprised that it would be excellent because of the parent restaurant and the same ownership, the attention to good food, good prices, and the same quality from what

“It’s a croissant doughnut, and it’s cut in half and we put the Nutella in the middle,” Como said.

Owners also operate an Eggspress at 6390 E. Riverside Blvd. in Loves Park and have plans to open another in Machesney Park, Henigan said. Eggspress is just one of a slew of breakfast spots in Sycamore, including State Street Diner, Eggsclusive Café, Egg Haven, Sycamore Café, and Page Street Diner. But the new restaurant stacks up pretty well against the competition, since the variety of places to pick up breakfast seem to complement one another more than compete against each other, Mundy said.

“I think it’s above average for most of them,” he said. “Breakfasts are done well around here or else they’re not done at all.”

All Illinoisans should have same chance to vote

Should voters in Iroquois County have the same voting opportunity as those in Cook County or DeKalb County?

We would say yes, and most other Illinoisans probably would, too.

Yet a law that makes voting easier for many Illinoisans leaves out voters in the state’s less-populous counties.

In Illinois, a law that was tested in 2014 and became permanent before the March primary requires that voters in counties with more than 100,000 people be able to register at their polling place and vote on the day of the election. The rule applies to 20 Illinois counties, with DeKalb being the smallest that must comply.

Voters in smaller counties are not locked out if they haven’t registered by Election Day, but they do have to go to the county clerk’s office to register and vote on Election Day. This approach has prompted a lawsuit from the Liberty Justice Center, the legal arm of the Illinois Policy Institute. The group argues that the same-day registration plan should be scrapped because it does not apply equally to all of Illinois’ 102 counties.

Putting aside the political bent of this lawsuit – which has suppression of voter turnout in Chicago and other Democratic Party strongholds as its unstated goal – we are inclined to agree: Voters across Illinois should have same-day registration available to them at their polling places.

Same-day registration and voting has increased voter turnout. In fall 2014, in a pilot election for the law, thousands took advantage, and the March primaries saw record turnout in many counties. In DeKalb County, more than 1,000 people registered and voted the same day at polling places in March, officials said.

Give us a system in which people who have not registered to vote but want their voice heard can go to their local polling place, register and cast a ballot on the spot.

If the system can be managed by clerks and poll workers in larger jurisdictions, it should be manageable for those in the state’s more rural counties as well.

The right of citizens to vote is critical, and the opportunity to cast a ballot should be as readily available to all eligible voters as possible.

Extending Election Day registration and voting to all of the state’s polling places would be a good way to do that.

Current system helps keep child athletes in peril In Rio de Janeiro, U.S. Olympic gymnasts are going for the gold. But the reputation of the organization that trains them has been deservedly tarnished: An investigation by the Indianapolis Star last week revealed that USA Gymnastics has for years ignored allegations of widespread sexual abuse of athletes as young as 10.

The report is a sorry reflection on the country’s athletic apparatus and a sickening testament to a threat that extends far beyond the gymnastics floor.

According to the Star, when USA Gymnastics – the national governing body for gymnastics – is informed of an instance of sexual abuse by anyone other than the abused athlete or her parents, the organization compiles complaint dossiers and files them away in a drawer in Indianapolis.

This approach, the Star found, has allowed coaches to molest minors for years,

moving from city to city and athlete to athlete, before they finally face punishment.

There is no national civilrights protection for club or Olympic sports, so USA Gymnastics’ obligation to report abuse comes from local laws.

All 50 states have statutes that require abuse to be reported, but who is legally responsible for making the report varies.

The ethical responsibility to report, however, does not.

Children often do not or cannot admit to having been abused.

Waving off reports that come from elsewhere is just an excuse to enable abusers.

This is not the first time Olympic aspirants have been abused, only for authorities to turn a blind eye. When USA Swimming came under fire for a sex abuse cover-up in 2013, Congress requested an FBI investigation.

That didn’t happen.

It would be well worth looking into practices across the athletic board to ensure that

employees are properly trained to report abuse – and that they face consequences when they do not.

The U.S. Olympic Committee launched its SafeSport initiative for independent investigations of abuse allegations in 2014, but advocates said the program has yet to provide substantive services.

Releasing the names of coaches once they are banned, as some organizations have done, is not enough.

USA Gymnastics claimed it kept reports quiet for fear of jeopardizing the reputation of its coaches.

The reputation of a coach who brags about getting a 15-year-old girl in her underwear and smugly says he soon will be able to have sex with her does not need looking after.

What does need looking after is the safety of countless young women who cannot compete without fearing exploitation and abuse.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

luck provided Americans with brilliant leaders in times of crisis. It’s beginning to look like our luck has run out or that God is on vacation.

In the meantime, voters have been lined up like two roughly equal-sized armies in a culture war, with demographics giving Democrats the edge in presidential elections and Republicans the edge in congressional contests. As a result, needed policy changes require skillful negotiations between leaders, at which Bill Clinton excelled and George W. Bush was better than is remembered.

Barack Obama plainly has neither the inclination nor the skill to do this kind of thing. It’s not clear that Hillary Clinton or Donald Trump do, either.

Beyond the United States, democratically chosen leaders have been making glaring blunders. Angela Merkel’s decision to let 1 million Muslim refugees into Germany (the proportionate equivalent in the U.S. would be 4 million) has led to terrorist violence and widespread sexual assault. But she heads a two-major-party coalition, which provides no avenue for justified protest to prevail.

Meanwhile, Islamist terrorists have struck multiple times in France and other parts of Europe.

In June, 52 percent of Britons voted to leave the European Union, against the wishes of two-thirds of members of Parliament and David Cameron, who was obliged to resign as prime minister. Betting markets and hedge fund managers were sure the vote would go the other way. But British voters, watching the terrorist wave in Europe and the fiasco of the euro, decided they would rather be governed by Parliament in London than EU bureaucrats in Brussels.

Brazil, the world’s third-largest democracy and the host of the Olympics, has an interim president while its senate decides whether to remove his impeached predecessor. This comes as dedicated judges have been unraveling the scandal of billions of dollars in bribes paid by wealthy business executives to ruling party politicians.

The common thread in all these examples is the dysfunction of political, economic, media and academic elites.

They persist in the belief that they understand what is best for ordinary people better than those people do themselves. In their persistence, one sees complacency about actual results. Ordinary voters seem to be responding as Queen Elizabeth II reportedly did when, just after the

One answer is that success breeds failure. As the economic journalist Robert Samuelson has argued, the apparent success of 1960s Keynesian pump-priming led to the 1970s stagflation, and the apparent success of 1980s and 1990s central bankers led to the 2007-08 crash.

Another is that elites remain preoccupied with problems that have long been solved. Angela Merkel, raised in East Germany, naturally abhors walls. But the Berlin Wall came down in 1989, 27 years ago. Eurocrats believe the EU prevents another war between France and Germany. The last one ended in 1945, 71 years ago.

In historic perspective, today’s advanced countries enjoy unprecedented levels of freedom and prosperity. The complaints of today’s voters would seem picayune to ordinary people in the 19th century.

Fukuyama’s insight was fundamentally well-founded.

But that doesn’t mean there’s not something to voters’ basic message to elites: You need to do a better job.

The scholar Francis Fukuyama has been widely ridiculed for the title of his 1992 book, “The End of History.” Critics point out that we’ve had – suffered – a lot of history since then: the 9/11 attacks, prolonged wars in the Middle East, a worldwide financial crisis and deep recession.

But Fukuyama’s point wasn’t that all conflict would cease. His argument was that the Western model of democratic governance and market-based capitalism had emerged as the only intellectually serious model of a good society. Other models have persisted – China’s centralized control, Russia’s petrostate, Islamic jihad – but don’t have appeal beyond the places where they are imposed by force.

That remains a strong argument.

But as one looks at this nation and around the world, one has to say that democratic governance has not been operating optimally and that market capitalism seems to be going through a protracted rough patch.

Exhibit A for Americans is of course the 2016 presidential race, in which both major parties managed to nominate candidates with majority negative ratings. Our presidential nominating system is the weakest part of our political system and, even after major reform and minor tinkering, there seems to be no entirely satisfactory way to structure it.

Weckler unhappy with tempo in team’s 1st practice

Kyler returns to lead the high-powered DeKalb offense that scored at least 30 points in eight of its games last season.

“We’re in pretty good shape. We’re going to run no-huddle again like we did last year, so you’re always going to be in good shape if we want to run that, and we run that against our defense, so they’re in good shape, too,” Kyler said.

Kyler joked that the first day can be a little boring, football-wise, because it’s only helmets – the focus turns to improving tempo and he’s continued to work on studying defenses. For Weckler and the coaching staff, the transition to football being nearly yearround has eased the stress of the first week of practice.

“We get so much stuff done in the summer now,” Weckler said. “When I first started – whatever it was, 18 years ago – this used to be a crazy week because summer wasn’t as complex as it is right now. Now, truthfully, the last week before school gets out is probably the most hectic in terms of handing out gear and lockers and all that stuff.”

Pressure on as Spartans get back to work

ecarifio@shawmedia.com SYCAMORE – Summer workouts can seem like a day at the beach compared with what the fall brings.

At least that’s how Sycamore football coach Joe Ryan said he sees it as his Spartans opened their practices Monday.

“I don’t want to say there’s pressure, but there’s pressure,” Ryan said. “It’s 18 days. When we go in our locker room, we see that countdown clock, and when we see that 18 days on there, it kind of hits home. In the summer, you come in, you’re still in that summer mode.

It’s like being at the beach. You’re just kind of taking it easy. Well, we’re off of vacation, we’re home from the beach, and it’s time to go to work.”

The Spartans open the season Aug. 26 at Sterling, which the Spartans beat on the road, 21-18, in the

regular-season finale last year.

Sycamore finished 6-4 after losing to eventual state champ Nazareth Academy, 38-6, in the first round of the playoffs.

The Spartans won’t start using pads until Saturday, giving the practices a similar feel to summer workouts. Although Ryan said the looming start to the season gives it a different feel, senior quarterback Ty Sulaver said the practice feels different from the summer, but a large part of that is because it’s his final season.

“It feels a little different because time is dwindling,” Sulaver said.

“It’s your last season and it’s your first official practice as a senior, so it does feel a little different. It’s a lot of the same stuff we’ve done in the past, but it does feel a little different.”

Sulaver is expected to start at quarterback after seeing limited time there last year as the backup to Brett Bemis. Also returning is

running back Chris Pawola, who started last season for the Spartans.

Pawola said he was impressed with the team’s intensity in the first practice.

“Today was real good, we really got after it,” Pawola said. “We had a lot of intensity, especially for the first day of practice. This was like the most we’ve been ready to start hitting, the most excited I’ve seen a group for the last four years.”

Ryan said the focus of the first practice is reviewing and moving on from what the team did in the summer and at a much faster pace.

“It was a good first day,” Ryan said. “Everybody should be excited about the first day. If you can’t get excited to get things going, then it’s probably going to be a long season.

DeKALB – The joyous first day of football practice ended with the DeKalb players doing dreaded conditioning drills.

For the Barbs, the sprints are a necessary evil.

“Football is always supposed to be fun, and, obviously, if you’re running a lot, it might not be fun at that moment, but when you’re winning on Fridays, it’s all going to pay off and realize how much fun you’re having,” DeKalb senior quarterback Derek Kyler said.

After going 9-3 and advancing to the state quarterfinals last season, DeKalb inched one day closer to the Aug. 26 opener against Moline with the first of two days of helmets-only practice. The Barbs will add shoulder pads Wednesday and go full pads Friday.

“Teaching tempo of what we expect

Veteran Larsen takes over at center Bears adjust after losing Grasu to season-ending injury

kfishbain@profootballweekly.com BOURBONNAIS – The Bears went with experience in replacing Hroniss Grasu, sliding 29-year-old Ted Larsen to the first-team center role Monday when the team returned to practice.

“He’s started in the league before.

That’s why we signed Ted – he’s an experienced lineman, he’s a veteran guy, came from a winning team,” coach John Fox said. “We have great confidence in what Ted can do.”

Larsen has 10 career starts at center in his six NFL seasons.

“It’s a position I’ve played before, but it’s working with the system, working with Jay (Cutler), that’s probably the No. 1 thing,” Larsen said. “… I feel good with all the calls.”

Earlier in camp, Larsen played firstteam right guard when Kyle Long was sidelined with a calf injuTed Larsen ry. He had been taking reps at guard and center with the second and third teams.

“He’s a pro. He stepped in today and worked with me and ones, and we didn’t miss a beat,” Cutler said. “We’re going to be fine there. Ted’s going to step in and do a good job for us.”

Larsen had not snapped to the

Bears’ starting quarterback before Monday’s practice, so Cutler said it’s just getting tempo and verbiage down to build the connection. Larsen’s time in the league should facilitate things.

“If you’ve got a veteran guy like we do in Teddy, that speeds up the process,” Cutler said. “He’s been there.

He’s done it. He knows the calls. It’s just a personal relationship with me and him now of getting everything down and in sync. That will take a little bit of time, but we’ll make it happen.”

The Bears could have made a switch to Cody Whitehair, the second-round pick who has worked at left guard throughout camp. Whitehair said he’s been studying both positions so he can be ready, and Fox said the rookie will continue to get reps at center with the backups.

“Ted knows the offense pretty well,

too,” Whitehair said. “Obviously, playing next to Hroniss and getting a feel for him the last four weeks, there’s some learning you have to do with Ted, but I think we’ll wrinkle those out and get on the right track.”

Charles Leno is the only Bears offensive lineman starting the 2016 season at the same position he finished 2015, so the unit will need to get acclimated again with a new player at a new position, with almost a month to go until the opener.

“It really just comes from playing together,” Larsen said. “Me and Kyle and Bobby (Massie), we all work together in the offseason, so we have a good deal of continuity already, but it’s just getting those reps, getting those plays in practice, getting the plays in the game – that’s kind of where you build your cohesiveness.”

kfishbain@profootballweekly.com BOURBONNAIS – It’s been six years since Tony Moeaki had 556 receiving yards during his rookie season in Kansas City. Injuries have derailed his career, but no other Bears tight end on the roster has eclipsed 500 receiving yards in a season.

With Zach Miller sidelined because of a concussion, it’s been Moeaki who has been Tony Moeaki receiving the extra reps with the first team. He has the experience, but he also is the newest tight end, having signed with the team after minicamp.

“It was a good birthday present,” Moeaki said after Monday’s practice – he turned 29 on June 8, eight days before signing his contract. A Wheaton-Warrenville South product, Moeaki grew up a Bears fan.

The 6-foot-3, 250-pounder had three catches in 11 games for the Falcons last season and appeared in six games for the Seahawks in 2014. He missed the entire 2011 season with

“So far I haven’t missed a practice.

Just got to take care of your body, just like everyone else,” Moeaki said. “Now that I’m a vet, you’ve got to be on top of yourself outside the facility, and so far so good.”

Moeaki can use this time with the first team to impress the staff as it searches for the No. 2 tight end. Moeaki is hoping to stay healthy and show

that 2010 and 2012 weren’t that long ago.

“I use those years to remind myself that I can play at that level,” he said.

“One was pre-knee and one was postknee, so I don’t think about them that much, but I know that I’m capable of that.”

No fighting Monday: After an ugly melee during Saturday’s practice, the Bears were scuffle-free Monday.

It probably didn’t hurt that the boss,

Virginia McCaskey, was in attendance.

Coach John Fox had said that he was disappointed in the fighting, and quarterback Jay Cutler knows it’s time for the team to get focused.

“We’ve got to find that fine line of when we’re being tough and when we’re being dumb,” he said. “I think we’re right there on that edge, so now we kind have to start dialing it back and getting ready for games.”

Center Ted Larsen, a common participant in the extracurriculars, said fights “can’t happen in a game,” but wouldn’t back down from his attitude in the trenches.

“It’s hot out and guys’ tempers flare,” he said. “I’m not a guy to take any [guff] from anybody or stand down, so that’s probably the [gist] of it.”

Jordan pledges $5 million to African-American museum

WASHINGTON – Michael Jordan has made another major donation, pledging $5 million to the Smithsonian’s new African-American history museum on the National Mall.

Officials at the National Museum of African American History and Culture announced the gift from the basketball great Monday. The museum is set to open Sept. 24.

In recognition of the gift, the museum will name a section of its sports gallery after Jordan. He also donated a jersey he wore during the 1996 NBA Finals to the museum’s collection.

Suzuki donates 3,000-hit souvenirs to Hall of Fame

MIAMI – The president of the Baseball Hall of Fame was the grateful recipient Monday as Ichiro Suzuki handed over his gear – a jersey, a pair of cleats, his arm guard and batting gloves, all items he wore while becoming the 30th player to reach 3,000 hits.

When the exchange concluded, the two men bowed to each other, a fitting gesture to celebrate the bridge from Japan to Cooperstown. Suzuki began building that bridge when he came to the major leagues as a 27-year-old rookie in 2001.

Esteemed colleague Rick Morrissey writes a compelling case that baseball as we know it on the North Side should jump straight to the postseason because the most drama we can expect over the final two months of the season involves watching ivy change color.

Somebody buy that man a season-ticket plan for the final two months.

Because, with all due respect, he has no idea what he would choose to miss.

With 52 games left, the Cubs promise more drama than a White Sox throwback day, more health hazards than the swim leg of the triathlon in Rio and more storylines than Joe Maddon has T-shirt slogans.

Just a few: n Will the Cubs’ starting pitching hold up, and if so, then what? One of the more remarkable and underreported stories of the Cubs’ nearly two-year run of success involves the health of a starting rotation that hasn’t had a pitcher from its opening rotation go on the disabled list either season. The Cubs were one of the last two teams in the majors this Jason Heyward year to use a sixth starter – and only because they chose to as a way to manufacture an off-day between turns for the starting five. INDIANAPOLIS – Bryan Clauson wasn’t a household name and he hadn’t yet earned the fame or fortune enjoyed by auto racing’s superstars.

Cut from the mold of the old-school drivers, Clauson would race anything, anywhere at any time. He was chasing the USAC’s all-time wins mark – having racked up 112 already – and was well on his way to compete in 200 events this season alone. He was widely considered the best dirt-track racer in the nation.

The wildly popular Clauson died Sunday night from injuries suffered in a crash during a weekend race in Kansas, a stunning announcement that came Monday from officials at the Indianapolis Motor Speedway.

“Our Bryan fought to the end with the same desire that he demonstrated behind the wheel of all the various race cars he would park in victory lane,” the Clauson family said in a statement released by the speedway.

“However, we were more proud of our Bryan that took a moment to make a young fan’s day, or demonstrated his uncommon kindness and appreciation

Clauson was leading Saturday night’s race at the Belleville Midget Nationals when he crashed while passing lapped traffic; his car rolled and was hit by another competitor. He was airlifted to a hospital in Nebraska, where

he died surrounded by his family.

USAC President and CEO Kevin Miller called it “one of the darkest days in the 60-year history of the United States Auto Club.”

earned a USAC-IndyCar scholarship for winning the 2010 USAC national driver’s title, giving him six Indy Lights starts in 2011 in a car shared with current IndyCar Series rookie Conor Daly at Sam Schmidt Motorsports. Clauson also raced eight times in USAC’s national series, with his best finish, third, coming in Iowa in 2011.

He won the scholarship award again in 2012, allowing him to make his Indianapolis 500 debut with Sarah Fisher Hartman Racing. He returned to the Indy 500 in 2015 with KVSH/Jonathan Byrd’s Racing, and this year led his first career laps driving for Dale Coyne.

Clauson was a development driver for Chip Ganassi in NASCAR, where he competed in 26 races in the 2007 and 2008 seasons. He also spent several seasons driving for Tony Stewart’s sprint car team.

“I don’t care what happened, no matter how bad his day was, he always found a way to smile with it,” Stewart said after Sunday’s NASCAR race. “It sucks when it’s anybody in racing, it’s hard when you lose them, but it’s even worse when they’re somebody as close to you as Bryan was.”

Clauson is survived by his parents, Tim and Di, sister Taylor and fiancée, Lauren Stewart.

“Not only have we lost one of our greatest USAC champions, we’ve lost a true ambassador for all motorsports,” he said.

Fellow driver Kyle Larson said on Twitter that he was glad to become “close friends and competitors with Bryan. He was a guy who pushed me to become a better racer and person.” Danica Patrick called Clauson “one of the good ones ... kind, funny, and a damn good driver.”

Miller said Clauson’s 112 victories are “behind a very, very short list of USAC Hall of Famers” that include Rich Vogler, A.J. Foyt, Sleepy Tripp and Mel Kintz.

He was on pace to compete in 200 races this year, earning 27 victories in 116 starts, and leading three laps of the Indianapolis 500 on May 29 – hours before winning a sprint car race 50 miles away in Kokomo in what he called an “Indiana Double.”

In a post for “The Drivers Project,” Clauson detailed his Indy 500 experience and acknowledged he was “still pretty raw in these cars so to be out there and mix it up all day was great.” He also said Kokomo is where he grew up racing sprint cars and said it was important to celebrate

The racing community has had several drivers die in crashes in recent years. In 2013, Jason Leffler died after a crash at a New Jersey sprint car race. The next year, Formula One driver Jules Bianchi suffered head injuries in the Japanese Grand Prix that ultimately cost him his life. A year ago, Justin Wilson was killed when he was struck in the head by a piece of debris during an IndyCar race at Pocono.

Clauson himself was involved in a crash only 24 hours before the fatal wreck.

After Friday night’s crash, he went on Twitter to express his appreciation after the “tough hit” for his safety equipment, his chassis manufacturer and his team for getting his car ready to race again.

A four-time USAC national champion, Clauson was a three-time winner and the defending champion at Belleville.

“Bryan Clauson combined his passion and enthusiasm for grass-roots racing with a God-given talent that made him the favorite to win every time he got in a midget or sprint car,” IMS president Doug Boles said Monday. “He possessed a humility and character out of the race car that made him a person that fellow competitors and fans alike enjoyed being around.”

RIO DE JANEIRO – After all the bad blood, all the debate over Yulia Efimova being allowed to swim at the Olympics, Lilly King was the one wearing gold.

The American won the 100-meter breaststroke Monday night, holding off the reigning world champion from Russia in what some surely will call a victory of clean athletes over the dopers.

Efimova arrived in Rio as one of the symbols of the massive Russian doping scandal, an athlete who already had served a 16-month suspension and tested positive again this year for the nowbanned substance meldonium.

Efimova initially was banned from the Olympics, but that decision was overturned on appeal. King took umbrage at Efimova’s finger wag during the semifinals and said she intended “to compete clean for the U.S.” After staring down Efimova in the ready room and giving her a look of disdain on deck, King led all the way to take the gold with a time of 1 minute, 4.93 seconds.

Efimova, who heard a round of boos and a few cheers during the introductions, settled for the silver in 1:05.5.

The bronze went to another American, Katie Meili.

“I really don’t know how I even reached the final ... it would have really been the end of a fairytale, a horrible dream, if I’d won gold,” Efimova said after the race, her face red from crying.

“But that was all I could do right now.”

King didn’t acknowledge Efimova during a raucous victory celebration.

Finally, as the two were picking up their credentials at the side of the deck, King gave her rival a quick pat on the shoulder.

“It just proves you can compete clean and still come out on top with all the hard work you put in behind the scenes, behind the meet, at practice and weight sessions,” King said.

“There is a way to become the best and do it the right way.”

King’s victory was part of another big night for the Americans, who also extended their domination in the men’s 100 backstroke with Ryan Mur-

But it was another stunning disappointment for Missy Franklin, the darling of the London Games. She failed to qualify for the final of the 200 freestyle, extending a mystifying loss of form since turning pro last summer.

Hungary’s Katinka Hosszu became the first two-time gold medalist at the Olympic Aquatics Stadium, adding the women’s 100 backstroke title to her world-record victory in the 400 individual medley.

In another result sure to stir the doping debate, China’s Sun Yang captured gold in the men’s 200 free. Two years ago, he served a three-month suspension for taking a banned stimulant.

Murphy gave the Americans their sixth straight gold medal in his event, rallying on the return lap to win in 51.97. The Americans’ last loss in the 100 back came at the 1992 Barcelona Games.

Australia’s Mitch Larkin set the early pace but couldn’t hold on. China’s Xu Jiayu surged to the silver, while another American, David Plummer, stretched for the bronze – just three-hundredths of a second ahead of a fading Larkin.

It was quite a moment for Plummer, who finally made his first Olympic team at age 30. Now, he’s got his first medal.

Hosszu, known as the Iron Lady for her grueling schedule, took the women’s back in 58.45. Kathleen Baker of the United States settled for the silver, while Canada’s Kylie Masse and China’s Yuanhui Fu tied for the bronze.

Hosszu sat up on the lane rope and made a heart sign in the direction of her coach and husband, Shane Tusup.

Yang rallied from his customarily slow start to pass South Africa’s Chas le Clos and hold off American Conor Dwyer, touching the wall in 1:44.65.

Le Clos, who recently announced that both of his parents are battling cancer, went out with a totally different strategy. He built a body-length lead over the entire field and tried to hang on. It nearly worked.

Yang surged to the front, but Le Clos managed to grab the silver. The bronze went to Dwyer.

Franklin finished last in her semifinal heat with only the 13th-fastest time among 16 swimmers. She touched in 1:57.56, which was actually slower than her time in the afternoon preliminaries.

21 U.S. basketball crushes Venezuela after slow start

The U.S. men’s basketball team surged after a slow start, beating Venezuela, 113-69, Monday night as Carmelo Anthony passed Michael Jordan for third place on the Americans’ career scoring list.

The score was tied at 18 after one quarter, but the Americans soon took control and powered their way to a second straight win to start the tournament.

The Americans play again Wednesday against Australia, which also is 2-0.

Bolt: Sub-19 seconds in 200 still goal

The Associated Press RIO DE JANEIRO – The “Usain Bolt Variety Hour” hit Brazil, big time, Monday.

The closing number said it all: After talking about life, sprinting and the Olympics – and yes, Bolt insisted the Rio de Janeiro Games will be his last – the 6-foot-5 Jamaican pulled out his cellphone and started taking selfies while he shimmied off stage, surrounded by more than a dozen thong-and-headdress-wearing Samba dancers.

The evening with Bolt also included his now-immortalized “To The World” pose, a few serious questions about racing and doping, along with one reporter who said he had no question, but pronounced: “I really love you, man,” then poetry slammed the following: “I hope you win. I hope it’s your day. I hope you will go even though you get hit by a Segway.”

The now-famous Segway incident occurred after Bolt’s victory in the 200 meters last year at the world championships. While taking a victory lap, a multitasking photographer slammed into the back of Bolt’s legs with his scooter.

Bolt bounced up and was no worse for wear.

In the lead up to the Rio Olympics, his legs haven’t fared as well. He pulled

out of his national championships last month with a sore hamstring, which he has been trying to rehabilitate in time to put on a show in Brazil.

Bolt takes to the track Saturday for the early rounds of the 100 meters. If he wins the 100, 200 and 4x100 relay, the way he has at the past two Olympics, he’ll close his Olympic career with nine gold medals.

By now, though, it’s as much about the show as the results, and Bolt said as much Monday night.

“I’m definitely a sprinter first, but I like to entertain,” he said. “That’s what people come out to see. They like it when I do crazy stuff. I try to entertain and make it different, help people enjoy it.”

By doing that, he has obliterated the decades-old image of the sullen, skulking sprinter – and also has offered a much-needed breath of fresh air in a sport devoured by doping scandals that have dominated the lead-up to the Olympics.

“I think we’re going in the right direction,” Bolt said. “I must say, we’re weeding out the bad ones. I think people should have faith. We have to go through the rough times before we get to the good times.”

Speaking of which, Bolt hasn’t ruled out a goal he set a long time ago – to better his record of 19.19 seconds in his favorite race, the 200.

He has long said he’d like to take the record, which stood at 19.32 for 12 years before he first broke it at the Beijing Olympics, into the 18-second range. But the leg injury leading up to the Olympics made it a less-manageable goal to pursue. Then, after his only Olympic tune-up run – a 200 late last month in London – he met with coach Glen Mills, who told him, “That’s one of the worst races you’ve ever run,” Bolt said.

Still, why not aim high?

“I really, really, really want that one,” Bolt said.

And going after dreams is the main message he wants people to take away from his career.

“For me, it’s always to work toward your goal,” he said. “It’s a hard road.

Never let anyone tell you you can’t do it.”

But as much as sending messages, Bolt pretty much laughed his way through 30 minutes of dance, drama and jokes. He said the only problem he’s encountered during his stay in Rio had to do with TV. The apartment he’s sharing with teammate Asafa Powell didn’t have one.

“Somebody told us they were going to get it,” Bolt said. “After two days, I was just, ‘Buy a TV.’ I’m a good teammate. So I got him a TV.” As always, keeping the people entertained.

Muhammad 1st U.S. athlete to wear hijab at Olympics

American Ibtihaj Muhammad looked like all the other fencers when she stepped on the piste, save for the non-descript black scarf covering her head.

With that small gesture, Muhammad made history.

Muhammad became the first American athlete Monday to compete in the Olympics with a hijab, which she wears to adhere to the tenets of her Muslim faith.

Williams started well enough, taking the first three games and compiling 17 of the match’s first 21 winners. But then she dropped 5 of 6 games to fall behind 5-4.

24 Someday lost memories may be recoverable Dear Readers: In yesterday’s column, I answered a reader’s question about what memories are. The reader asked: “When we lose memories, do we lose them forever?”

Today, I want to return to that profoundly important question.

But first, a little reprise. Yesterday, I explained specific memories are thought to reside inside a small group of nerve cells that “talk” to each other.

Each nerve cell has little projections that, microscopically, look like tiny trees with branches and twigs. The branches and (particularly) the twigs of one nerve cell send chemical signals that reach the branches and twigs of another nerve cell. That’s how nerve cells talk to each other. The “talk” requires the chemicals – and the twigs.

We used to think when a person lost a memory, it probably reflected irreversible damage to the synapses involved in that memory. When, for example, a patient with Alzheimer’s disease forgets the name of his son, we assumed the connections between the nerve cells that store that name have been damaged beyond repair.

On reflection, there was a very good reason to have questioned that assumption.

Anyone who has known people with Alzheimer’s disease knows, at least early on, memories are fitful. A patient might forget his son’s name one day and remember it the next. Why, even some of us without Alzheimer’s disease will forget someone’s name one day and remember it the next.

That all suggests a memory really is still there, but we just have trouble retrieving it sometimes.

Some remarkable studies from the laboratory of Dr. Susumu Tonegawa, a Nobel Prize-winning scientist at MIT, indicate memory loss might not be permanent.

Tonegawa’s team studied both normal mice and mice with a form of Alzhei-

ASK DOCTOR K Anthony L. Komaroff mer’s disease. The mice were placed in a cage that then delivered an unpleasant electric shock to their feet. A few hours later, the mice were placed back in the cage: They all froze in fear.

However, days later the mice were placed back in the same cage. The normal mice were fearful. In contrast, the mice with Alzheimer’s-like disease weren’t frightened: they apparently had lost the memory of the shock they had received in that cage.

The scientists had located where in the brains of the mice the memory of the shock was stored. They then used a technique called optogenetics to stimulate that area in the mice with Alzheimer’s-like disease.

This time, those mice (like the normal mice) froze in fear when they were placed in the cage. The memory that had been “lost” really had been there all along, and the stimulation had retrieved it.

This research indicates memories may not really be lost. The optogenetics technique that retrieved memory in mice could not be used in humans in its current form.

However, the research offers hope that one day scientists will be able to figure out how to retrieve memories that are there, but inaccessible, in humans.

Don’t hold your breath; that day is almost surely a long way off. But if and when it comes, it will be an important milestone in human history.

recently took my 5-year-old, “Ralphie,” to his pediatrician. While we were waiting to see the doctor, Ralphie played a game on my phone. Then the doctor knocked on the door, entered, said “hi” and smiled. He called my son’s name and immediately, without any prompts to get Ralphie’s attention, proceeded to take the phone from my son’s hand.

You simply don’t take things from people’s hands to get their attention. Ralphie might be a child, but he also is a person. I would feel different if, after the doctor had tried to get his attention, my son had ignored him.

I understand Ralphie had to get ready to pay attention and follow instructions. If he hadn’t, I would have removed the phone myself. This doctor is very competent and has seen Ralphie since the day he was born. He always has been dry and a bit brusque.

How do I tell the doctor I find what he did unacceptable without risking the relationship?

I’m not very assertive. The reason I don’t say anything most of the time is because I become angry very easily, and while I understand there are ways to say things, I simply do not possess those skills. What can I do? – Laura In

In today’s deal, look at the North and East hands. South is in six spades.

South’s four-spade opening bid showed a good eight-card suit and some 6-10 high-card points. North used Blackwood, then jumped to six spades opposite one ace. (If North-South had been using Roman Key Card Blackwood, South would have shown only one key card, so North would have known his side was missing either two aces or one ace and the spade king, so would have stopped safely in five spades.

Note, though, that if North had four spades, giving a 12-card fit, he would not have known what to do, because South’s spades might have been headed by the ace -- no trump loser -- or the king -- one trump loser.)

East should realize that the defenders must take one club and one spade. But the spade finesse is working for declarer. If only dummy could be forced to trump something.

Right -- East should not encourage with his club nine; he should overtake partner’s club king with his ace and return a club. This will work as long as declarer has at least two clubs, which is highly likely.
