Sharing memories of Olympic Games past With opening ceremonies for the 2016 Summer Olympic Games in Rio De Janeiro today, memories of the 1996 Games in Atlanta have started to come back.

I was lucky enough to spend three weeks covering those Games for my newspaper company at the time.

In 2009, shortly after the city of Chicago lost its bid to host this year’s Olympics, I wrote a column for the Northwest Herald about it. Here are some excerpts: ••• My first assignment was to cover Chanda Rubin, a rising U.S. women’s tennis star from Lafayette, Indiana, who had climbed to No. 6 in the world rankings. But Rubin had suffered a wrist injury shortly before the 1996 Games.

As I departed Lafayette for Atlanta, her status was in doubt.

My first task was to find out whether Rubin could compete. But pulling information out of her coach, Billie Jean King, was like trying to pull a meaningful quote out of Brian Urlacher after a Bears loss. ... At the end of Day 2, King finally announced that Rubin wouldn’t be able to compete, so my time at the Olympic Tennis Center was over.

• Of course, with Rubin out, I became what we in journalism refer to as a general assignment reporter.

Need someone to cover fencing at the Georgia World Congress Center? I got the call. Rowing at Lake Lanier? I was your guy.

Softball at Golden Park? Sure. ... I covered all of these events and more. And I actually came to appreciate some of the finer details of sports that I otherwise knew little or nothing about.

FROM THE EDITOR’S DESK Dan McCaleb • One of the lasting memories of the ’96 Olympics was the Centennial Park bombing. I would have slept through it had it not been for a phone call from my boss, the newspaper’s publisher.

His 19-year-old daughter was interning with us and, before I left, he asked me (I thought jokingly) to keep an eye out for her.

But seeing initial reports of the bombing on TV, he tried to reach her.

He couldn’t, so his next call was to me.

I had an assignment at 5 the next morning, so his call woke me up.

Could I help him track her down, to make sure she was OK? he asked.

I was in a [metropolitan area] of more than 5 million people, a city I didn’t know very well, and his 19-year-old daughter likely was out having the time of her life. But I had to make sure she was OK. The things people won’t do to keep their jobs.

Fortunately for me, she showed up back at the hotel within an hour, and one potential catastrophe was averted.

Opening ceremonies for the 2016 Summer Olympic Games are tonight. Here’s our primer:

EVERYTHING GOING TO BE OK?

For months, fears about the Rio de Janeiro Olympics have been hogging the spotlight. There are concerns about safety amid a surge of murders in Rio and extremist attacks in Europe and the United States. Polluted beaches and other waterways could make athletes and visitors ill, and the Zika virus has scared some competitors away. If all that wasn’t enough, the state of Rio is so broke that months ago it stopped paying thousands of public employees. Angry police have periodically been greeting tourists in the international airport with signs that say, “Welcome to hell!” If history is a guide, however, a focus on the problems is all part of the script in the runup to the games.

Once the competitions start, most if not all of the problems fade into the background – at least for the athletes, tourists and millions watching around the world.

NO TV? NO PROBLEM!

Michael Phelps, the most decorated athlete in Olympic history, will be the bearer of the U.S. flag during the Friday night ceremony at Maracana Stadium, selected in a vote by all members of the American Olympic team. The decision makes Phelps only the second swimmer to lead the U.S. delegation in the opening ceremony. Gary Hall was the first at the 1976 Montreal Olympics.

NBC is making 4,500 hours of Olympics coverage available at NBCOlympics.com and the NBC Sports app. The online coverage includes every single event live, as NBC continues a practice begun with the London Olympics in 2012 under new owner Comcast Corp.

‘DON’T PUT YOUR HEAD UNDER WATER’

MEDAL PREDICTIONS

There are several sources that predict medal winners. The general consensus is that the U.S. will be the runaway medal count winner, with somewhere in the neighborhood of 100 total medals, give or take a few, with close to half of those being gold.

China is trending second with a potential medal count in the 60s, and Russia third in the 50s. Host Brazil is projected in the mid-teens with a medal count also in the mid-teens.

WHERE CAN I WATCH?

NBCUniversal plans 6,755 hours of Olympics coverage across all 11 of

its networks. That’s about 356 hours of coverage a day.

The opening ceremony will broadcast tonight on NBC. Throughout the games, coverage can be found on NBC, Telemundo, Bravo, CNBC, Golf Channel, MSNBC, NBC Sports Network (NBCSN), NBC Universo, USA Network, and two specialty channels (Basketball and Soccer).

Rio de Janeiro is two hours ahead of U.S. Central time.

According to the network, Bob Costas will anchor NBC’s primetime coverage.

Ryan Seacrest will host NBC’s late-night programming. Al Michaels will host NBC’s daytime coverage. Dan Patrick and Rebecca Lowe will work daytime across both NBC and NBCSN.

Medical experts are advising athletes who must compete in the waterways of Rio de Janeiro to keep their heads above the water. The waterways are as filthy as ever, contaminated with raw human sewage teeming with dangerous viruses and bacteria, according to a 16-month-long study commissioned by The Associated Press. Not only are about 1,400 athletes at risk of getting violently ill in water competitions, but the AP’s tests indicate that tourists also face potentially serious health risks on the golden beaches of Ipanema and Copacabana.

DeKalb County planning leader takes job in Wisconsin

browland@shawmedia.com SYCAMORE – DeKalb County Planning Zoning & Building Director Paul Miller plans to leave his post at the end of the month to take a job in Wisconsin.

Miller’s 20-year tenure with the county has included ushering a number of high-profile projects through the planning process, including a wind farm zoning matter in 2009, the Evergreen Park project and others.

He also helped establish a Regional Plan Commission in 2002 that led to an award-winning Unified Comprehensive Plan in 2003.

“I think he’s done an excellent job,” DeKalb County Administrator Gary Hanson said. “He’ll be missed.”

Miller, 52, will work his last day as department head Aug. 30. He recently accepted the position of county manager in Dunn County, Wisconsin.

Leading the Planning Zoning & Building Department, which helps direct and manage growth and land use changes in the county, isn’t an easy job, Hanson said.

“He’s in a very difficult position,” Hanson said. “Criticism was never far away, but he kept the best longterm interests of the county in mind.”

Miller said he was proud of his work and the work of his staff on a number of projects. Among them, shepherding the controversial wind farm project through the planning process. The project, which affected 22,000 acres, was the county’s single largest zoning project, Miller said.

The most challenging project for Miller involved the former Evergreen Village mobile home park.

Work on that effort began in 2008.

Eventually, the county got $7.1 million in state and federal emergency management grants to buy the property, relocate about 400 residents and return the area to open space. Located in a floodplain adjacent to Kishwaukee River, parts of the former mobile park, 955 E. State St., Sycamore, were quickly inundated when the water level rose.

Miller’s ability to clearly articulate complex zoning rules and the ramifications of zoning changes served the county well, Hanson said.

DeKalb County Board Chairman Mark Pietrowski Jr. said Miller’s expertise has been appreciated.

“There’s no question that he gave tremendous service to the county over the years,” Pietrowski said.

Miller and his wife, Rita, have made DeKalb County home. However, Miller said he was looking for a new challenge.

Deciding to take the Wisconsin job wasn’t easy.

“It was a very difficult decision,” he said. “We have roots here; we raised our kids here.”

The County Board Planning and Zoning Committee will hold a special meeting at 6 p.m. Wednesday at the Administration Building’s Conference Room East, 110 E. Sycamore St., Sycamore, to discuss appointing an interim director and talk about the recruitment process, Miller said.

Officials plan to evaluate the scope and responsibilities of the position and see if the role needs to be modified.

“This is an opportunity to look at how we do things,” Pietrowski said.

He said the position could include more of an economic development role in the future, but talks on that have yet to begin.

“There’s no question that he gave tremendous service to the county over the years.”

DeKALB – County health officials are encouraging people to limit their expo-

sure to mosquitoes after a bird found in DeKalb last week tested positive for West Nile virus.

The bird was the county’s first of the year to test positive for the disease, according to a news release from the DeKalb County Health Department.

West Nile virus is spread through bites from mosquitoes that have fed on an infected bird.

The health department collects a limited number of dead birds a year to send to a state lab for testing, as long as they do not show any signs of decay, trauma, maggot or insect activity, according to the release.

DeKALB – It’s easier to be green than Kermit thought.

DeKalb County Community Gardens hosted its first Green Living Festival on Thursday in the hopes of providing local families with the tools to find cheap and easy ways to eat fresh, save on electricity and reduce waste.

“You can have nutritious food, and it costs you nothing,” said DeKalb County Community Gardens board member Nancy Proesel said. “It doesn’t cost you time, and it’s so fulfilling.”

Growing ingredients in the backyard can go a long way in terms of not only eating healthfully, but also simultaneously saving money and the environment, 350 Kishwaukee co-chairwoman Meryl Domina said.

“It’s energy-saving because there’s no transportation cost like bringing produce from California over here in the summer, because we have our own gardens,” she said. “You don’t need as many containers. You can reuse.”

Free power strips were available to visitors looking to cut back on energy by easily unplugging their appliances when they’re not in use.

Kishwaukee College board, foundation set meeting

browland@shawmedia.com MALTA – The Kishwaukee College board will hold a joint meeting next week with the board of the school’s foundation to discuss ways to collaborate and the importance of fundraising to the college’s future.

The joint meeting will be at 4 p.m.

Tuesday in the college cafeteria, 21193 Malta Road, Malta.

The meeting will include a discussion on the collaboration and working relationship between the publicly funded community college district board and its nonprofit arm, the Kishwaukee College Foundation.

This year’s annual meeting of the two boards takes on added importance given leadership changes at the college and foundation, Kishwaukee College board Chairman Bob Johnson said.

The two boards have been meeting yearly for several years, and this meeting was planned before the departure of Marshall Hayes, who had led the foundation since 2007. The college board tapped Bill Nicklas to serve as the foundation’s interim head after

Hayes quit six days before the end of his contract.

“After a reset like that, it’s important to get everyone on the same page,” Johnson said.

Kishwaukee College President Laurie Borowicz said the college and the foundation need to work together during what she called “challenging times.”

She also said she would like to see Nicklas stay on as head of the foundation. Nicklas, she said, was well-suited for the job given his past experience, connections to the community and fundraising accomplishments.

Johnson said the meeting will allow the two boards to strategize. Private donations will be critical to the college’s future.

“In an era of limited state funding, philanthropy has become more important as public support declines,” he said.

Johnson said he wants to discuss a potential campaign to defray the cost of tuition for students. More generally, he said, it is important for the two boards to know more about each other.

 

The Associated Press SPRINGFIELD – Republican Gov. Bruce Rauner has clashed with Illinois Democrats on big issues such as the state budget and the influence of unions, but he recently he bucked the party line on legislation the GOP has fervently opposed: expanding birth control coverage and access to abortions.

Not a single Republican voted in favor of either bill.

So last week, Rauner surprised some Republican legislators and angered conservative groups when he signed both Democrat-sponsored measures. One of them extends insurance coverage for nearly all contraceptives, and the other requires physicians who refuse to perform abortions or other health care services for moral and religious reasons to provide information to patients on where they can go instead.

Immediately after Rauner’s decision, the head of one religious group called him a traitor, and some conservative lawmakers were befuddled.

“I’m still trying to digest that,” Republican Rep. Thomas Morrison said when asked about the governor’s decision to sign the bill to offer information

Laquan McDonald murder case gets special prosecutor

CHICAGO – A judge on Thursday appointed a special prosecutor to handle the murder case against the white Chicago police officer who shot a black teenager 16 times, video of which led to large protests and the eventual ouster of the city’s police superintendent.

At a hearing, Cook County Circuit Judge Vincent Gaughan swore in Kane County State’s Attorney Joseph McMahon to handle the prosecution of Officer Jason Van Dyke. JOLIET – Despite being sentenced to prison recently for plotting to kill the man who originally put him behind bars for murdering third wife Kathleen Savio, former Bolingbrook police officer Drew Peterson is trying to keep his pension.

BP Whiting Refinery discharges waste into Lake Michigan

WHITING, Ind. – An operational issue has caused BP’s large northern Indiana refinery near the southern shore of Lake Michigan to discharge about five times more industrial waste into the lake than allowed.

The refinery has been dealing with the problem at its wastewater treatment plant since Friday, The Times of Northwest Indiana reported.

The company told the Indiana Department of Environmental Management that it discharged more than 8,900 pounds of total suspended solids Monday. It is allowed to discharge nearly 5,700 pounds a day.

BP discovered in another test Tuesday that the total suspended solids discharged rose to more than 26,600 pounds.

BP spokesman Michael Abendhoff said the discharge involved wastewater solids, not hydrocarbons. He said the company is working to return the refinery to normal operations as soon as possible.

IDEM spokeswoman Courtney Arango said the discharge doesn’t affect people, drinking water or marine life and that it shouldn’t be a concern for visitors of the nearby Whihala Beach County Park.

GOP feud overshadows attacks on Clinton policy The ASSOCIATED PRESS PORTLAND, Maine – Donald Trump’s warning that the November election might be rigged is “ridiculous,” President Barack Obama declared on Thursday, wading deeper into the 2016 campaign.

Anxious Republicans, meanwhile, struggled to move attention from their own infighting to Democratic foe Hillary Clinton.

The feud between the GOP’s presidential nominee and Republican House Speaker Paul Ryan again overshadowed Trump’s Clinton criticism, underscoring the rising concerns from party leaders over the New York billionaire’s unorthodox candidacy and its impact on the future of the party.

Facing sinking poll numbers and campaign morale, Trump has questioned the integrity of the nation’s election system in recent days.

“I never heard of somebody complaining about being cheated before the game is over,” Obama said during a Thursday press conference.

“My suggestion would be: Go out there and try to win the election.”

Trump, meanwhile, refused for another day to endorse Ryan, his party’s top elected official.

The Republican speaker has declared his support for Trump, but he said such endorsements aren’t “blank checks” and pledged to speak out against the businessman’s divisive positions if necessary.

Most recently, that means Trump’s sustained criticism of an American Muslim family whose son, U.S. Army Capt.

Humayun Khan, was killed in Iraq.

“I don’t like doing this,” Ryan told a Wisconsin radio station. “I don’t want to do this, but I will do this because I feel I have to in order to defend Republicans, and our principles, so that people don’t make the mistake of thinking we think like that.”

A Pence spokesman on Thursday issued a blanket endorsement for all Republican congressional incumbents seeking re-election, even as Trump withheld endorsements for Arizona Sen. Addressing Maine voters later in the day, Trump was repeatedly interrupted by protesters, including some who were ejected after waving copies of the U.S. Constitution in the air – a reminder of Trump’s criticism of Khan’s father, who waved his own copy of the Constitution as he criticized Trump at last week’s Democratic National Convention.

The businessman directed his own criticism at Clinton on Thursday, while briefly addressing the tension with Ryan.

Yes. Go ahead and do it, 100 percent,’ ” Trump recalled of his conversation, interrupting his audience when they began to boo Ryan.

“Paul Ryan’s a good guy, actually,” he said.

As the infighting continued, Trump and his allies lashed out at the Democratic presidential nominee’s foreign policy record.

Specifically, they contended that Clinton was responsible for negotiations that led to a $400 million U.S. payment to Iran earlier in the year.

Trump and some other Republicans have described the money as ransom payment for four Americans detained in Iran days before the money was delivered.

“It’s so sad, so disgusting,” Trump said of the payment.

At his news conference, Obama strongly rejected the idea of a ransom. “This wasn’t some nefarious deal,” he said of a payment that was part of a decades-old dispute over a failed military equipment deal.

As Trump used the issue to assail Clinton, he faced new questions about his description of a video he suggested was taken by Iranian forces removing bags of money from a plane.

Several senior U.S. officials involved in the Iran negotiations said they weren’t aware of any such video.

Olympic spirit better than Olympic model

Beginning today and for the days to come, the eyes of the world will focus on Rio de Janeiro, site of the Summer Olympics.

The Olympic spirit represents the best of human nature, aspiring to friendly and honest competition among the athletes from all the countries of the world.

The Olympic Games also have produced some of the great heroes in the history of American sport, athletes including track and field stars Jesse Owens, Jackie Joyner-Kersee and Carl Lewis, boxer Muhammad Ali, gymnast Mary Lou Retton, the 1980 men’s hockey team, swimmers Michael Phelps and Mark Spitz, and many, many others.

We will watch these games in hopes of meeting the next American stars, whose success stories will unfold before us.

It’s hard to believe that in 2009, Chicago was among the cities vying to host these games.

Being the focus of the world’s attention would have been a source of civic pride for us in the region, and having such a huge spectacle close to home would be a unique and exciting opportunity. But it’s almost impossible to imagine how the city and state could have afforded such an undertaking, given the precarious financial positions they are in today.

What will these first South American games be like? Already, we have heard reports about polluted waterways, of the city trying to hide its poor neighborhoods from view, of unpaid local police and firefighters, and the growing concern about the mosquito-borne and sexually transmitted Zika virus.

But then, these sort of stories seem to be common in the runup to the games, as each time they are held in a new location, often with a ground-up building effort that always seems to offer new quirks.

Perhaps it is time for the Olympic flame to be parked permanently in one place. It’s not uncommon for the facilities and infrastructure constructed for the games at great expense to fall into disrepair after the last medal has been awarded. The Olympics should not leave a trail of abandoned facilities in their wake; and if hosting the event requires so much specialized infrastructure, then perhaps a permanent site is the best solution.

Those are questions that can be solved another day, however. This week, we will join the world as it looks toward Rio to see how the first Olympic Games ever held in South America will unfold, and cheer on the athletes who represent the USA.

Tide turns against GOP’s voting restrictions Better late than never, federal courts are turning back the tide of voter suppression measures enacted

by Republican-controlled state legislatures with the all-too-transparent intent of discouraging minority and other Democratic-leaning citizens from exercising their clout at the polls.

Last Friday, the U.S. Court of Appeals for the 4th Circuit threw out a particularly obnoxious North Carolina law whose provisions “target African-Americans with almost surgical precision” in an effort to tilt the electoral playing field to the GOP. In a similar opinion last week, a federal judge in Wisconsin ruled the state’s voter-ID law unconstitutional and ordered election officials to broaden the types and accessibility of acceptable IDs. For years, Republican state lawmakers have been devising an array of voting measures whose burdens fall disproportionately on black, Hispanic and young voters, who tend to vote for Democrats. Their project amounts to a legislative strategy of playing to the whistle – testing the boundaries of constitutional tolerance before federal judges gag and call foul.

Some of the GOP-sponsored state laws are more blatantly discriminatory than others. North Carolina’s elicited the ire of the appeals court because of its brief list of acceptable photo IDs and an accompanying suite of other restrictive rules, including ones forbidding voters from registering to vote on Election Day, from registering before reaching the voting age of 18, and from casting early ballots.

The timing of North Carolina’s law also reinforced suspicions that the GOP agenda was voter suppression along racial lines. Republicans wrote and enacted it immediately after the Supreme Court lifted a long-standing requirement, in force since the Jim Crow era, that the Justice Department preapprove any change to the state’s voting laws.

An equally egregious example is the voter-ID law in Texas, where federal courts have found that more than 600,000 people would be unable to procure or afford an ID deemed valid, and that disproportionate numbers of them are black and Hispanic. A federal district judge is fixing the law in time for November’s elections.

Other measures elsewhere are

subtler. In Virginia, expert testimony in an ongoing federal challenge to the state’s voter-ID statute, enacted in 2013, indicates that the law’s burden of inconvenience falls disproportionately on black and Hispanic voters, who are less likely to have the mandated forms of ID. However, U.S. District Judge Henry Hudson concluded that despite the law’s disparate impact on minorities, the inconvenience does not amount to a “substantial burden” on voting. Besides, Hudson wrote, Virginia’s law is a reasonable response to public anxiety about electoral fraud. Never mind that, as the judge acknowledged, there’s no evidence such fraud exists – or that the anxiety he cited is the byproduct of a feedback loop manufactured

by Republicans as justification to “solve” a nonexistent problem.

The effect of the GOP crusade of disenfranchisement will be to reinforce the alliance between minority voters and Democrats for years or decades to come. It subverts efforts by so-called moderates to burnish Republicans’ appeal to minorities and cements the GOP’s image as the party of exclusion and racial bias.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

VIEWS Connie Schultz Clinton is the most qualified candidate to run for president in my lifetime has failed to convince those who apparently have been residing on the planet Dagobah for the past 59 years. I’ve learned – and my, is this the season for lessons – that defending my support for Hillary can inspire the sort of responses that leave me marveling at the vile stuff some people let crawl across their tongues.

Moving right along.

Earlier this week at a Trump rally, a baby began to cry. I’m inclined to think that infant has the power of prophecy, but let’s assume for the moment that she or he was just rattled by the usual chants of racism and misogyny that have become common at Trump rallies.

For a few seconds there, Trump seemed to be almost fatherly – in a healthy way, even.

“Don’t worry about that baby,” he said into the microphone. “I love babies.

I hear that baby crying, I like it. I like it. What a baby, what a beautiful baby.

Don’t worry.”

New York Times reporter Nick Corasaniti described what happened next: “But the platitudes did nothing to comfort the infant, whose persistent wails seemed to be getting on the candidate’s nerves. “ ‘Actually, I was only kidding.

You can get that baby out of here,’ Mr. Trump said a few beats later with a slight smirk as laughs and a few gasps escaped from the crowd. ‘Don’t worry, I think she really believed me that I love having a baby crying while I’m speaking. That’s OK. People don’t understand.

That’s OK.’ ” Ah. There he is.

After seeing that video clip, I was reminded of a story about Gloria Steinem and crying babies that I’d heard many years ago. After quick search on Google, I found this 2014 account from Karin Lippert, who was Ms. magazine’s promotion director from 1972 to 1981: “Sometimes in a college lecture hall, there would be thousands and thousands of people ... and sometimes in smaller groups, there would be a woman with a crying baby in the back of the room. Gloria would say, ‘Would the woman with the crying baby please stay.’ And everybody applauded, and

everybody got teary-eyed. It was an era when women were always told, ‘You can’t have your child misbehave’ and she would have left the room.”

We women have moved on, you see, and one of the things we left behind is men like Donald Trump.

When Khan stood silently next to her husband on that stage at the Democratic convention, Trump speculated that she wasn’t allowed to speak.

When one woman after another at Fox so-called News said Roger Ailes sexually harassed them, Trump said they should have pursued other careers.

When Megyn Kelly dared to question Trump about all the awful things he’s said about women, he later accused her of being on her period.

And you know what? Sometimes it’s true that women think alike. Because every time Donald Trump makes such statements about women, millions of us look at him and think the same thing: Oh, I know you. And our collective memory is bad, bad news for candidate Trump.

The continuing myth of a free college education

During the Democratic primaries, Hillary Clinton proposed the idea of debt-free college to counter a popular refrain from Bernie Sanders that public colleges become tuition-free.

Since she claimed the nomination, Clinton has been moving closer to some of Sanders’ proposals from their primary fight in an effort to reach his voters.

One of those ideas includes free college, with some tweaks on the Sanders plan (namely, an income cutoff of $125,000).

The idea of free college is appealing for the simplicity and universality of the message in a day and age when economic success depends on education after high school.

But Clinton’s proposal still lacks many necessary specifics and suffers from some of the same problems that higher-education experts pointed out in Sanders’ plan months ago. The primary problem is that tuition costs at public colleges are mostly controlled by the states and are a direct result of how much money lawmakers dedicate to higher education. Any free tuition plan requires states to pitch in, and we

know how well that has worked with Obamacare.

Beyond state sovereignty, there are three substantial hurdles to getting any kind of free tuition plan passed:

1. It’s an uneven subsidy to states and students: As Kevin Carey, director the

education program at the New America Foundation, wrote in The New York Times, “tuition isn’t the same everywhere. It varies greatly, largely based on how much states spend on making college affordable.” Average public college tuition varies by more than 3 to 1 among the states, according to Carey, from less than $5,000 in Wyoming to more than $15,000 in New Hampshire.

The range of public investment is even larger, from $2,591 per student in New Hampshire to $14,412 in Alaska.

But it’s not only an uneven subsidy to states, but to individuals as well. The purchasing power of $125,000 differs greatly on the cost of living, and income caps often are not politically palatable.

People who earn $130,000 and $150,000 vote, too, and they won’t be too happy to have to pay higher prices but not get anything additional in return from a college education.

2. It won’t control runaway tuition

prices: In 1987, U.S. Secretary of Educa-

tion William Bennett suggested that increases in federal financial aid enabled colleges and universities to raise prices.

The so-called Bennett hypothesis has been tested over the years by scores of economists with conflicting results, but there is widespread agreement among most higher-education observers that the presence of a huge new federal subsidy will drive up prices unless strict controls are put on tuition increases. As Andrew Kelly of the American Enterprise Institute has written, capping tuition at zero “limits college spending to whatever the public is willing to invest.

But it does not change the cost.”

Also, tuition is only one part of the revenue stream. In recent years, public institutions that have been limited by their state legislatures in raising tuition have turned to charging “fees” to students in an effort to raise money.

Student fees that cover everything from athletics to technology are hidden tuition increases that won’t be covered.

3. It doesn’t change the capacity of colleges and universities: California

public colleges enroll one of nine college students in the entire U.S. But that doesn’t mean that every student who is

qualified to get in to a California public college is admitted. During the most recent recession, the 23-campus California State University system, for instance, slashed enrollment by 16,000 students.

Because tuition just covers a portion of the cost of educating students at public colleges, it’s unlikely campuses in any state will suddenly expand their capacity to accommodate more students.

And while public institutions educate about 80 percent of American students, the free-tuition plans are largely silent on what happens to the other 20 percent of students who go to private colleges.

In my nearly 20 years of covering higher education, I’ve seen plenty of good ideas die at the hands of lobbyists for private colleges. As the Chronicle of Higher Education pointed out, private institutions would be “first in line for harm” under any free tuition plan.

Free tuition sounds great as a campaign promise. But like any policy that sounds simple in a speech, there are plenty of unintended consequences to consider when it comes down to actually putting it into practice.

A popular mantra of political discourse in this presidential season involves lecturing women not to cast our votes as women.

There are various versions of this mantra, coming mostly from conservatives and too many Bernie-or-bust folks, designed to prevent us from voting for one of our own just because she’s one of our own.

My personal favorite is, “Don’t vote with your vagina.” Believe me when I tell you that no good comes from trying to picture that. Let it go.

The assumption behind this myopic view of a woman’s mind is that most women support Hillary Clinton because somewhere inside every American woman resides a 5-foot-5-inch-tall white grandmother with blond hair and kitten heels. Or something like that. I really don’t want to spend much time wading in the shallow end of their minds.

At least a dozen times a week, I hear this mantra, regardless of the topic.

When I objected on social media to Donald Trump’s mocking Gold Star mother Ghazala Khan, for example, the 10th response was, “Oh, yeah? So you’re voting for Hillary because she’s a woman.”

I hear this. All. Day. Long.

Five of the six students who earned first-place honors at the Illinois statewide SkillsUSA Competition in April competed at the national championship against first-place finishers from across the country.

OSCAR students making a difference in Sycamore DAILY CHRONICLE

Summer is time for ice cream, swimming and vacations, but it also can be time to make a difference in the community. This summer, OSCAR (Sycamore School District’s Out of School Care) students are enjoying Wednesday mornings at the Sycamore History Museum where they are discovering, exploring and experiencing Sycamore’s history.

One of the stations includes a tour of the current exhibit, “Faces of Sycamore,” where children hear stories about how local people have made a difference. The students are asked what have they done to help out in Sycamore and they are asked to think about what they can do in the future.

“This has been a great exercise. Students are excited to share some of the volunteer projects they have participated in – Park Pride Day, K Club at their school, donating food to the food pantry and recycling,” Michelle Donahoe, museum executive director, said in a news release. “They also enjoy hearing about new things they can do – make cookies for Pay-it-Forward House, volunteer at Feed My Starving Children in November, help out at Rotary’s Sycamore Kids Work Day in October, and donate used books and clothing.”

“Some groups have also written thank-you notes to the fire department, police department and the VFW. They really enjoy knowing that even though they are young, they can make an impact,” she said in the release.

On May 15, five young people confirmed their faith at Immanuel Lutheran Church and Student Center in DeKalb. Can the Olympic Games still offer the world momentary levity, distract from terror, shootings, poverty and other worries in globally grim times? If not, what use is the multibillion-dollar celebration of youthful endeavor and mostly niche sports?

Through no fault of their own, the athletes who will march in massed, joyful ranks behind their nations’ flags in Friday night’s opening ceremony for the first Olympic Games in South America shoulder expectations beyond their own ambitions for gold, silver, bronze and personal bests.

“The Olympics may help me take my mind off things,” said Parisian lawyer Remy Durand, reflecting over lunch Thursday on the Champs-Elysees. “But it’s not going to change my overall mood lastingly, after the attacks in recent weeks and months in France.”

On Friday, at the opening gala of these Olympics at Rio’s Maracana Stadium, 10 refugee athletes will march as one team behind the white Olympic flag – a reminder to the world that they aren’t solely defined by their lack of a place to call home. While not as grand as opening ceremonies past, Rio still expects to wow.

“The Athens ceremony was classic, and Beijing was grand, was musical.

London was quite smart. We’re going to be cool,” creative director Fernando Meirelles said.

Still, the games have their naysayers.

On behalf of all of this summer’s competitors, a Brazilian athlete will pledge at the opening ceremony that they will compete “without doping and without drugs, in the true spirit of sportsmanship.” The same promise has been made at all games since 2000 but may ring false among fans, especially with Russia’s flag fluttering among the others; the International Olympic Committee rejected calls for a blanket ban on all Russian athletes. The IOC, as it has in the past, will store some 4,500 drug-test samples to be taken during these games, so they can be thawed out and retested in years to come.

Then there’s the expense of the games. Big spending and the waste of

unused venues in ex-host cities have forced Olympic organizers onto the defensive and left them with a shrinking pool of taxpayers willing to foot the bills.

The $10 billion to $12 billion spent on Rio’s games should have gone to better causes in a city rife with poverty, critics say.

After Rio, the Olympics rumble to Tokyo in 2020, leaving Rio de Janeiro’s 6.5 million people – the racially mixed, socially divided “Cariocas” – with the same concerns the world was largely oblivious to before the Olympic echo chamber turned the Zika virus and favelas into household words.

Few outside Brazil cared about untreated sewage and teeming viruses in Rio’s picture-postcard Guanabara Bay before its polluted waters were chosen for Olympic swimming and sailing.

Rio’s alarming murder rate and turf wars between drug lords and police weren’t so high on the globe’s agenda before athletes and hundreds of thousands of Olympic visitors discovered that the prospect of being in harm’s way has long been the darker flipside of Brazilian Samba, carnival and caipirinha cocktails.

Despite the problems, Olympic ideals aren’t dead. Pope Francis told pilgrims on Wednesday at his weekly audience at the Vatican that in a world “thirsty for peace, tolerance and reconciliation,” he hopes the games can inspire everyone to pursue a prize that is “not a medal but something more precious – achieving a civilization in which solidarity reigns, founded on the recognition that we are all members of one human family.”

The U.S. women’s basketball coach, Geno Auriemma, called the Olympics “a two-week haven where people can get away from it all.”

“Every time you get here, get settled in, nothing seems to matter to any country other than the competition – as it should be,” said Auriemma, now at his third games. “These two weeks, the joy and spirit of competition seems to win out.”

And even on the streets of Rio, some Brazilians are beginning to embrace the moment and all that it means.

“Finally people are beginning to feel the Olympic spirit,” said Ilene Pessoa, a college administrator who lives in Rio’s Copacabana neighborhood. “The eyes of the world are on us.”

Finally, good news for Sox in win

Anderson hit by pitch, but X-rays of hand negative

DETROIT – After left-hander Zach Duke got traded Sunday, he couldn’t help but marvel what it must be like to have seen the 2016 White Sox from the outside. He closed his exit interview with Sox media with a smile, noting the bizarre stories that had been covered with two months left in the season.

There was the Drake LaRoche saga during spring training, which became a national story when his father, designated hitter Adam LaRoche, retired after being told his uniformed son couldn’t spend as much time in the clubhouse.

After a 23-10 start and the nosedive that followed, staff ace Chris Sale tore up 1970s throwback uniforms he didn’t want to wear and was sent home, missing his start against the Tigers and serving a five-game suspension. Somehow, that one topped the LaRoche debacle in kooky points.

And then this week, Charlie Tilson, the St. Louis Cardinals outfield prospect acquired for Duke, tore his hamstring trying to run down a fly ball five innings into his first major league game. Tilson was the fourth Sox injured during or before his major league debut this season, which, on a probability scale, somehow tops the LaRoche-Sale incidents on a “things you’ll Tim Anderson never see again” list.

So when rookie Tim Anderson left Thursday’s 6-3 victory over the Tigers after getting hit by a pitch from righthander Jordan Zimmermann on the left hand, everyone who has followed the Sox this year feared the worst.

But, exhale, X-rays were negative, the Sox broke loose with five runs in the second inning and went on to stop the Tigers’ eight-game winning streak. For the AL Central-challenged Sox, it was their first win in 12 road games against the Tigers, Indians and Royals.

“Yeah, I didn’t have good thoughts when I heard it [hit the left side of Anderson’s left hand], the way things have been going,” manager Robin Ventura said. “When it hit him, it sounded pretty flush.”

Anderson, a former first-round-

er and one of the only Sox prospects showing much of anything, said he’ll probably miss a few days with a bruise. He was “scared” at first.

“I was relieved to get those X-Rays,’’ Anderson said, echoing sentiments of everyone in an organization that has endured a brutal couple of months.

“Yeah, I was kind of worried,” Anderson said. “But it wasn’t anything.

It got more fat than bone.”

Anderson stayed in the game but left after scoring on Justin Morneau’s sacrifice fly. In the second, the Sox clobbered Zimmerman for five more runs, including Jose Abreu’s first homer in 32 games and Avisail Garcia’s third of the series against his former team. All three for Garcia traveled more than 400 feet.

The beneficiary was the run-support-challenged Jose Quintana (9-8), who gave up a homer to the first batter he faced, Ian Kinsler, and the last, Miguel Cabrera. In between Quintana (three runs allowed) was strong.

The win halted the Sox’s skid of seven straight losses at Comerica Park and three losses overall.

At 52-56, the Sox return home for the weekend to play the Orioles before hitting the road again for a ninegame trip including series in Kansas City and Cleveland. They completed an eight-game “road” trip including two games against the Cubs at 2-6 and

have won only seven of their past 21 overall.

Quintana called the run support “amazing,” and Ventura was looking forward to a flight home for once. The Sox have had some rough ones this year, and not because of turbulence.

“It’s nice when guys swing the bat like that and Q gets a win,” Ventura said.

Abreu relieved to end lengthy home run drought

DETROIT – During his 32-game stretch without a home run, Jose Abreu said he wasn’t concerned about the lack of power.

Turns out he was only hiding his frustration.

“It was always in my mind,” Abreu admitted after hitting a home run to left field against Jordan Zimmermann in the second inning of the White Sox’s 6-3 win Thursday over the Detroit Tigers. “It was a tough time for me because I never experienced something like that in my career. I was in bad stretches when I didn’t hit homers, but not like this.

“I feel relieved.”

Abreu had made 137 plate appearances since he homered on June 23 over the Green Monster at Boston’s Fenway Park. This one was his 12th, a far cry from the 36 and 30 he launched in his

first two seasons in the major leagues.

Melky Cabrera jumped on his back in the dugout and stayed there after Abreu’s first home run trot, which started with a fist pump for teammates as he rounded first.

“I was very happy, he was happy too,” Abreu said. “I was waiting for that for a long Jose Abreu time.”

“His swings today were great,” manager Robin Ventura said.

“His getting that homer was even bigger than us getting runs for [Jose Quintana],” Right on Q: Quintana’s ERA is at 2.93, even better than staff ace Chris Sale’s. In his past six starts, it’s 2.27.

“People are talking about him now.

They should have been a couple years ago,” pitching coach Don Cooper said.

“Now people are jumping on it, but he’s been good since he’s been here.

“He doesn’t stop improving. We say how can we get him better? And he finds a way.

“He’s a coach’s dream, totally prepared, works hard and when he’s all done he’s going to know he got everything out of his God-given ability.”

Quintana improved to 9-8 and likely will reach double-digit victories for the first time in his career, even though he has posted ERAs of 3.76, 3.51, 3.32 and 3.36 his first four seasons.

Eaton bats third: Adam Eaton, who has batted first or second this season, batted third for the first time in his career and went 2 for 4 with a pair of singles.

“He fancies himself a three-hole hitter, so especially the way the offense has been going, you try to mix it up enough to see if something clicks with them,” Ventura said.

“The way he swings, he’s hitting a

couple more homers than usual, and I think it’s a good spot for him.”

Look for the Sox to stay with it at least for a short time. It’s not every day they score six runs.

Lawrie’s ham-knee: Brett Lawrie, eligible to come off the disabled list this weekend, doesn’t seem close to getting back on the field soon. Lawrie is on the DL with a left hamstring strain, but his knee is an issue, as well.

“There’s fluid in there,” Ventura said. “He doesn’t feel right, and that is taking a little longer than anticipated.

It’s somewhere in the knee. I don’t know if it’s actually inside the knee but he can’t pinpoint where he’s feeling it.”

This and that: David Robertson, who gave up three homers to the Tigers last time he faced them, converted his 26th save in 30 opportunities, facing three batters in the ninth. ... DH Justin Morneau has reached base in 11 of his past 12 games.

‘Mild’ hamstring injury keeps Jeffery out of practice

kfishbain@profootballweekly.com BOURBONNAIS – Bears receiver Alshon Jeffery missed practice Thursday with what coach John Fox referred to as a “mild” hamstring injury.

Jeffery didn’t finish Wednesday’s practice because of muscle tightness.

“We get concerned about everybody whether they’re injured or not practicing, but on the other hand we don’t get too concerned,” Fox said. “We’ve got guys to take their place, we’ve got numbers. We’re at 89 guys right now on the offseason roster. So, it’s part of camp.”

Jeffery missed seven games last season and was limited in two others because of injuries, including a hamstring injury.

Zach Miller (concussion) and Eddie Royal (concussion) remained out

of practice, but the team did activate Amini Silatolu off the physically-unable-to-perform list. The former Panthers guard participated in his first practice as a Bear.

Derek Keaton (knee), Ben Braunecker (ankle), Nick Kwiatkoski (hamstring) and Roy Robertson-Harris (illness) did not prac- Alshon Jeffery tice.

Pernell McPhee is still on the PUP list and has yet to practice in camp.

With the preseason opener one week away, it’s doubtful he’ll be able to play.

Defensive coordinator Vic Fangio was asked about his concern over being without arguably his top player on the unit.

“It’s a concern for sure, but until I

see him out on the field, I’m really not thinking about it as much,” he said.

“You know when he gets out, you know the medical staff has to clear him first and then when he gets cleared we take over as coaches and see if he’s able to protect himself one, then two play with the kind of movement he needs to be able to play with.”

Roster moves: The Bears swapped fullbacks Thursday, releasing undrafted rookie Joe Sommers and signing veteran Darrel Young. Sommers, listed as a tight end, had been working with fullback Paul Lasike in camp.

Young, 29, spent the past six seasons in Washington, appearing in 90 games and scoring 13 touchdowns.

“He’s a guy that’s played fullback in the league, somebody we’re familiar with,” Fox said. “A guy that we had a little bit in OTAs that we had a look at,

and we decided to switch that up.”

Thursday was the first Bears practice for rookie cornerback Joel Ross.

The 5-foot-10, 190-pounder out of Appalachian State replaced Brandon Boykin on the roster. Boykin was placed on injured reserve with a torn pectoral muscle.

The Bears also signed linebacker Danny Mason and offensive lineman Garry Williams and waived Marquis Jackson (Malik’s twin brother) and waived Adrian Bellard with an injury settlement. Bellard, an undrafted rookie was carted off during Wednesday’s practice with a knee injury.

Mason spent part of the 2015 season with the Bears’ practice squad. He was waived in May. Williams appeared in 41 games with 21 starts for the Panthers from 2009 to ’14, overlapping with Fox from 2009 to ’10.

BOURBONNAIS – Adrian Amos doesn’t view himself as the elder statesman of the safety corps – an unofficial title, after all, that technically belongs to 29-year-old Chris Prosinski, entering his sixth NFL campaign and second in Chicago.

Prosinski, however, was acquired in Week 4 last season mainly for his special teams prowess. Amos, the homegrown 23-year-old who led the Bears’ defense in playing time and tackles as a rookie fifth-round draft pick, according to coaches’ review, is the Bears’ surest thing in what’s been a perennial revolving door at safety.

“He’s just a very mature guy from the day he walked in here,” secondary coach Ed Donatell said Thursday of Amos. “He was the same guy every day, which is really hard to do when you’re transitioning in your first year.

He’s just been really solid. He had his shoulder fixed. He hung around all offseason. He’s totally committed to everything we’re doing. He’s having a good camp, too.”

Amos’ maturity is apparent. He might not consider himself the senior starting safety, but admits, “I don’t really care about being the elder or anything like that. I just make sure I’m on point with everything.”

After all the pleasantly surprising

short term, day by day, getting better, and then the end result, God willing, will be what I want.”

Whether the front seven reinforcements, and growing synergy with current starting strong safety Harold Jones-Quartey, help coax the end result Bears fans crave remains to be seen. But Amos likes what he’s seen so far – especially from Jones-Quartey, who flashed intriguing ball production when given his chance late as a rookie.

“It’s going really well,” said Amos of the acclimation process with Jones-Quartey. “We’re getting to know each other a little bit more.

We’re both learning every day and playing physical, knowing our assignments and being that security in the back end of the defense.

“He’s more of a rah rah, emotional guy. I’m more level. We got a good balance of that, just communicating back and forth with each other.”

It could be Jones-Quartey, or perhaps rookie Deon Bush, that winds up starting alongside Amos. Regardless, this much is sure: Chicago’s safeties are going to be young, but they should benefit from Amos’ helping hand.

“We were a good defense last year, but plays here and there, one or two a game where we’re not on the same page, kind of hurt us,” said Amos. “As long as we’re on the same page, it’ll help us moving forward.”

Stats: Starting pitchers thrive at Wrigley Field

You’ve likely heard all about it by now: Kyle Hendricks is Cy Young at Wrigley Field and Joe Blow everywhere else.

Hendricks – can we stop referring to him as the Cubs’ No. 5 starter? – is 8-1 with a 1.19 ERA at home. He has the lowest WHIP (0.89) and the highest strikeout-to-walk ratio (4.9-to-1) on the starting staff, and has surrendered only two home runs.

Yet on the road, he’s 2-6; the ERA more than triples to 3.75. The WHIP inflates to a staff-high 1.31, and the puny 2-to-1 strikeout-to-walk ratio brings up the rear as well. Away from the Friendly Confines, he is indeed a No. 5.

But guess what? All the Cubs’ starters are, for the most part, hitting the road as mere shadows of their home selves.

Jason Hammel is 6-1 with a sparkling 2.24 ERA at home. Elsewhere? A more run-of-the-mill 5-4, 3.80.

John Lackey has a 2.83 home ERA. That’s why the Cubs just had to have him, right? Unfortunately, the 4.68 road ERA reads like a real disappointment.

Jon Lester’s road numbers may be skewed by one utterly atrocious outing against the Mets, but the cold, hard facts say his road ERA of 4.03 is more than twice his sweet-home 1.99.

VIEWS Steve Greenberg And then there’s Jake Arrieta – 8-2 on the road, much more impressive than his 4-3 record in his own backyard.

The lone exception? Not even. Arrieta is far stingier at home, where he has a 1.71 ERA and has yet to serve up a gopher ball. His other road numbers – 3.66 ERA, eight homers allowed – are nothing special.

By itself, the Hendricks storyline is quirky. Bigger picture, the Cubs’ starting staff has a home-road story that isn’t entirely comforting.

THREE UP/DOWN Up: It sure was exciting two weeks

opener against the Mariners. Since then, the team has gone homerless in five straight games – the first time in more than a year that has happened to the Cubs. It’s also their first five-game homerless streak at Wrigley Field since August of 2014.

Down: Kris Bryant’s power has gone missing. Well, relatively speaking. At June’s end, Bryant had 22 home runs in 298 at-bats, a rate of one launched every 13.5 at-bats. Since then, he has four homers in 103 at-bats, or one per 25.7 at-bats.

But that’s nothing compared to Bryant’s RBI drop-off – he had 60 by the end of June but has only eight since and has fallen out of the top 10 in the NL.

In contrast, Vivitrol is a long-acting form of naltrexone. It is given as a monthly injection, and its effects last a month. Many doctor’s offices and clinics have started to offer Vivitrol injections.

If someone taking Vivitrol relapses and starts to use opioid drugs again, they will not experience the same high.

However, there is a danger with Vivitrol: The person seeking the high might try to overcome the blocking effects of Vivitrol.

This can lead to a severe overdose and death.

Also, the risk of overdose or death is high in those who stop Vivitrol and reuse opioid drugs, because after the opioid drugs have been blocked for a while, they become more potent when the blocker is removed.

No studies have compared the three long-term treatments with one another.

Vivitrol may be more appropriate for people who have had no success with the agonist treatments (methadone and buprenorphine), have a milder addiction, have difficulty taking a daily medicine and are highly motivated to quit. Ask your son’s doctor for his or her advice.

Dear Dr. K: My son is addicted to painkillers. He has been in and out of treatment programs, but nothing has worked. I recently heard about a monthly injection that can help people overcome addiction. Can you tell me more about this?

Dear Reader: The problem of addiction to opioid prescription painkillers (and illegal narcotics) is growing worse. I’m sorry it has affected your son. You are correct: There is a relatively new treatment, called Vivitrol, which has helped some people.

The opioid painkillers include drugs such as Vicodin, Percocet and OxyContin.

With continued use, a person can develop a physical dependence on these drugs. That means a person experiences withdrawal symptoms if he stops taking the drug.

These drugs also can cause a “high.” Both of these effects contribute to addiction.

I spoke to my colleague Wynne Armand about treatment options for opioid addiction. She is a primary care physician at Harvard-affiliated Massachusetts General Hospital.

Detoxification, or “detox” programs, can help a person get through the initial, intense withdrawal symptoms when coming off a drug. However, detox alone often is not enough. Many people will relapse and use again without additional treatment.

The additional treatment may include counseling and long-term medications.

There are three FDA-approved, longterm medications for treating opioid addiction: methadone, buprenorphine and naltrexone. The first two are “agonist” drugs: They produce some of the same “high” as opioids and can be addicting. They also can produce dangerous symptoms if a person takes too much. However, they are less likely to do these things than the opioids.

In contrast, naltrexone is an “antagonist.” It binds to opioid receptors but does

After East takes the trick with his ace, and South plays the 10, what should East do next?

North had 12 points with fourcard spade support. Most hands like that would have been worth a gameforce, but not with eight losers and 4-3-3-3 distribution, when losers tend to stay losers forever.

Third hand should always analyze his partner’s lead. The club five is either low from length with at least one honor (perhaps K-9-5) or a singleton.
