GOP national convention party gets underway

Hello from Cleveland, where my wife, Kathy, and I are attending the Republican National Convention.

It is hard for us to know what and how events are being reported by the media because we have seen very little TV coverage.

We do get some tidbits of news, but there is always more to the story.

Security has been outstanding. We feel very, very safe. Thank you, Cleveland!

On Sunday, Kathy and I attended an outdoor Republican Party event at the Rock & Roll Hall of Fame Complex in Cleveland.

In the massive crowd of more than 5,000, we mingled with late-night talk host Stephen Colbert and Gov. Scott Walker of Wisconsin.

We were entertained by the band Three Dog Night. They really got the crowd involved.

The Trump campaign really knows how to get a party rolling.

At breakfast Monday, we got a pep talk from the Illinois Republican Party leadership, who talked about party unity and grass-roots efforts to increase the number of elected Republican officials statewide.

Each day of the convention has a theme.

Monday’s theme was “Make America Safe Again.” An unintended effect of Democratic leadership rhetoric is that it has enabled our society to become more divided and our country less safe.

Thus the need to “Make America Safe Again.”

Part of the discussion centered on the recent rash of assassinations of police officers. As a retired DeKalb County sheriff’s sergeant, I worry about our men and women in blue.

I deeply appreciated the love and respect that attendees expressed toward police officers. The whole convention gave a long standing ovation for our officers nationwide. Many expressed a need to stand up for police officers, saying loud and proud, “We need to have their backs.”

There is nothing more meaningful to an officer! We need to find ways to lower the social tension and the lawlessness that exist in today’s world.

Another topic of the day was the perception that America appears weak and indecisive internationally. Leading

DELEGATE’S VIEW Denny Sands from behind has not and will not work. The tragedy that happened at the U.S. consulate in Benghazi, Libya, in 2012 was front and center. The most effective story was from Pat Smith, a Gold Star mother whose son was killed in the attacks.

She recalled her conversation with then-Secretary of State Hillary Clinton. She was not told the truth of how and why her son was killed. There was not anyone in the convention who was not moved by Pat’s tragic account.

Former New York Mayor Rudy Giuliani really stole the show. The crowd was on its feet for every minute Rudy talked.

There were several great political one-liners by speakers, but here are my three favorite for the evening: • From actor Scott Baio: “Let’s make America, America again!”

• From U.S. Rep. Michael McCaul of Texas: “Trump will shake the ground that terrorists walk on!”

• From Colorado Senate candidate Darryl Glenn: “We know [Hillary] enjoys her pantsuits, but we should send her an email telling her what she deserves is a bright orange jumpsuit.”

The star of the show was Melania Trump.

Donald appeared on stage and introduced his wife. A very touching moment. She is charming, intelligent and beautiful. Her affection and respect for Trump were very well-received.

Our next story Saturday will cover the rest of the convention Tuesday (Make America Work Again), Wednesday (Make America First Again) and Thursday (Make America One Again). We are having a good time, we are safe, and we hope you enjoy a little insight into history in the making.

Area residents give police prayers, hugs, food, public displays of encouragement

rgillespie@shawmedia.com The blue ribbons affixed to a Genoa resident’s property and his truck are among the many shows of support citizens are giving to local law enforcement in the wake of the Dallas and Baton Rouge police slayings.

“I believe that we should support our police,” said David Glaum, 74, who retired to Genoa in 2008 after living most of his life in Chicago. “We’ll never know what it would be like to be a police officer and have to be in some of those [tense] situations.”

The blue ribbons on his house and truck pay homage to the police he said he was raised to respect.

That and other public displays come as eight officers have been killed in ambushes that targeted police in the past two weeks. Five Dallas officers were gunned down July 7 in an attack at an otherwise peaceful rally to protest police shootings of African-Americans.

Two police officers and a sheriff’s deputy were killed Sunday in Baton Rouge, Louisiana. The shooter reportedly also was angry about the same issue.

“I don’t think there’s a lot of love, at times, felt as officers do their day-today duties,” DeKalb Police Chief Gene Lowery said. “When a citizen, or community leader, or government official takes the time to say, ‘Thank you for the job you do ...,’ it’s not only very welcome, it helps to minimize the confrontational point in time we’re in.”

Lowery said his department has been getting calls, emails, hugs, prayers and other displays of community support. It all comes amid general reports of fractured and tenuous police-community relations nationwide.

In Sycamore, a resident has started an online fundraising campaign through the website GoFundMe that seeks to raise $300 to cater a meal for the city’s police force.

The recent attacks on police came after the deaths by officers of Alton Sterling in Baton Rouge and Philando Castile in a Minneapolis suburb created a groundswell of outrage in minority communities nationwide.

licly denounced the violence against the police.

President Barack Obama also has rebuked the attacks on police.

“We as a nation have to be loud and

clear that nothing justifies violence against law enforcement,” Obama said. “Attacks on police are an attack on all of us and the rule of law that makes society possible.”

All of the carnage has struck a chord with people such as Glaum. He said that, for the most part, police officers want to perform their duties properly.

The transportation industry retiree and former member of the Chicago Civil Defense Fire and Rescue said he has seen published videos of police encounters with citizens that he believes are “absolutely wrong.” Still, he said, police should not be attacked.

Genoa Police Chief Robert Smith said that what his department has been hearing from the community goes a long way, especially in light of the duties officers have to perform on a daily basis.

“It’s very upsetting that police are being targeted now,” Smith said.

But in his small town, the chief said his force – which includes six full-time and five part-time officers – has a favorable relationship with residents.

“It makes the job a lot easier,” he said.

Sycamore police show off new equipment

ksmith@shawmedia.com SYCAMORE – The city’s police department is looking to add two more officers to the county’s special operations team, using newly purchased military-grade equipment.

Officers sported new protective gear and showed off a utility terrain vehicle before the City Council meeting Monday.

The department bought two ballistic vests and a Level 3 ballistic helmet with a $12,000 grant awarded through the Monsanto Fund last month. The equipment is sturdy enough to protect against most rifle rounds commonly used in active-shooter situations, Sycamore Sgt. Steven Watry said.

“This outfit would be used for a special operations team and countywide SWAT team,” Watry said.

The DeKalb County Sheriff’s Office organized a special operations team in 2008, and expanded it to include officers from the DeKalb and Sycamore police departments in 2013. The grant seemed appropriately timed, given a recent spate of violence directed at police officers, First Ward Alderman and Monsanto employee Alan Bauer said.

“I think it was six weeks ago when this whole thing came about – little did we know what environment we may or may not be living in,” Bauer said. “It almost seems like a little bit of solid foresight. I hope we never have to use any equipment like that, but it’s good to know the good officers of Sycamore are protected.”

Although it will come in handy while responding to emergency situations, so far the UTV hasn’t been used for anything very serious, Sycamore Police Chief Glenn Theriault said.

“We’ve captured quite a few ‘Pokemon Go’ people and shagged a

few people out of the parks,” Theriault said. “It’s really been a hit.”

The new bulletproof vests will allow at least one more SWAT officer to join the countywide special operations teams, and will enable the department’s patrol officers to respond to potential active-shooter situations, Theriault said.

“These two things will provide us a much higher level of safety and ability to respond to some of these tragic situations we’ve seen around the country,” Theriault said. “We ordered this some time ago and worked on the grant the last couple of months. We did not realize [the violence] would become so common.”

Hiawatha School District 426 seeks applicants for board vacancy DAILY CHRONICLE

news@daily-chronicle.com KIRKLAND – Hiawatha School District 426 is seeking applicants to serve on its school board, which is responsible for overseeing the district’s $5.4 million operating budget and the education of 580 students at two schools.

The vacancy on the board comes after school board member Mike Luepkes announced his resignation Monday, according to a news release from board President Ryan Block.

Luepkes resigned for personal reasons after three years on the board, Block said.

“The Hiawatha Board of Education and the entire staff at Hiawatha [District 426] would like to thank Mike for his time served on the board and wish him well with all his future endeavors,” Block said in a written statement.

The board is seeking a Franklin Township resident to serve out the remainder of Luepkes’ unexpired term, which ends in April 2017.

“We’re looking for someone who has the district’s vision and mission in mind – someone who has students’ best interests in mind,” Block said in an interview.

Key attributes for candidates include the ability to communicate ef-

fectively and work as part of team, he said.

Eligible applicants must be citizens age 18 or older who have lived in Franklin Township and District 426 for at least the past year, and registered voters.

Applicants must not be a child sex offender, must not hold another incompatible public office, must not have a prohibited interest in any contract with the district, must not be a school trustee and must not hold certain types of prohibited state or federal employment, according to the release.

Applicants should show familiarity with the board’s policies regarding

general duties and responsibilities, including fiduciary responsibilities, conflict of interest, ethics and gift ban.

The board’s policies are on the district’s website at www.hiawatha426. org.

Applicants should submit a letter of interest that includes why the candidate is interested, and the candidate’s strengths and values, to Ryan Block, president, Board of Education.

Applications must be submitted by 3 p.m. Aug. 8. to Cathy Lutz, secretary to the superintendent, 410 S. First St., Kirkland, IL 60146.

The board expects to interview candidates at its Aug. 15 meeting, the release said.

Sharon Ann Kellar, 65, of Sycamore, died peacefully Monday, July 18, 2016, at her home surrounded by her loving family and friends.

She was born June 8, 1951, to Earl and Gloria (Parisi) Kellar. Sharon was employed

by United Airlines as a statistical analyst until her retirement in 2012.

She enjoyed spending time in Italy, Germany, and Paris, traveling abroad. Her time was spent with her adoring extended family, including several nieces and nephews.

She had a generous heart and was loved by all who knew her. Her sense of humor was second to none.

Survivors include her sister, Dawn Kellar McCoy of Sycamore; two brothers, Mark Kellar of Edina, MN, and Scott (Dana) Kellar of Missouri City, TX; her nieces and nephews, Marcy (Brandon) Ward, Stephanie (Michael) Smith, Amy (Ben) Hucker, Samantha McCoy, Jacqueline Kellar, Dylan McCoy, Grace and Meagan Kellar; and three great-nieces, AuView a complete list of Daily Chronicle obituaries by clicking on the calendar dates

District 427 wary of general state aid promises

ksmith@shawmedia.com SYCAMORE – Despite a stopgap measure passed July 1 by Springfield lawmakers, Sycamore School District 427 officials will move forward as though they never will see a dollar of the $880,000 increase in general state aid that could be coming their way, Superintendent Kathy Countryman said Tuesday.

The district’s chief financial officer, Nicole Stuckert, presented the school board with an update Tuesday on the measure and what it could mean for the district in the coming

fiscal year. But school officials, such as board President Jim Dombek, are hesitant to trust the state’s promise to fund 100 percent of the general state aid that is authorized for schools.

“Let’s just say I’m cautiously optimistic, because the state has promised us money in the past and then pulled that away from us after they promised to give it to us,” Dombek said after Tuesday’s board meeting. “When you start to rely on that promise, and you make plans based on that promise, and someone takes it away from you, that’s very difficult to deal with.”

In February, the board voted to approve a tax anticipation warrant

to make up for late payments on the state’s behalf. The district had been counting on receiving four categorical payments from the state throughout the year. As of February, however, the district had received only one payment.

Now, District 427 faces another cash shortfall entering fiscal 2017, and it might need to rely on tax anticipation warrants to get it through the upcoming year, Stuckert said at the board’s June 28 meeting.

“I really look forward to the day when we won’t have to do that anymore, because that’s just a needless expense, really,” Dombek said. “We

have to spend that money to tie us over until we get cash. So if we could perhaps use this money that the state is promising as a stopgap measure to avoid tax anticipation warrants, that would be a great thing.”

However, final word on the tentative general state aid payments won’t be in until Aug. 1, after the district’s final average daily attendance has been taken into consideration, Stuckert said.

“We will stay the course,” Stuckert said. “Our deficit will be a smaller amount for FY17, but we will continue on with our deficit reduction plan like we’ve been talking about.”

SPRINGFIELD – Illinois delegates to the Republican National Convention said they don’t blame the potential next first lady for possibly cribbing passages from a predecessor in her opening-night address in Cleveland, but they do say somebody in the Trump campaign should be held accountable.

Melania Trump’s speech included passages that are verbatim matches to those delivered by Michelle Obama at the Democratic National Convention in Denver in 2008. One Illinois delegate said the apparent plagiarism was emblematic of the Trump campaign’s disorganization.

“Some speechwriter should be fired,” said state Rep. David Harris, a John Kasich delegate from Arlington Heights. “Most folks don’t write their own speeches, not at that level. If there was something borrowed from other speeches, Michelle Obama’s or others’, somebody should be taken to task for it.”

Change in Illinois law could help crime victims’ families

MURPHYSBORO – A change in Illinois law could help families fighting to learn the truth about the death of a loved one by strengthening the state’s Freedom of Information Act and allowing more time to file wrongful-death lawsuits.

Gov. Bruce Rauner signed the legislation into law Tuesday during a visit to Murphysboro in southern Illinois.

“Today is an important day for Illinois families seeking justice,” Rauner said in a news release.

The measure increases fines to $10,000 for public bodies that fail to comply with court orders to release records under the Illinois Freedom of Information Act, and the statute of limitations on wrongful-death lawsuits increases from two years to five.

The measure has been dubbed “Molly’s Law” for Molly Young, a Carbondale woman who died in 2012 of a gunshot wound to the head in her boyfriend’s apartment. A special prosecutor could not determine whether the death was an accident, suicide or homicide.

Her father, Larry Young, has fought to obtain police records in the case. In February, the Illinois Attorney General’s Office ordered the Illinois State Police to provide him with photos from its investigation of his daughter’s death.

$4.5M raised for Illinois governor’s mansion restoration

SPRINGFIELD – A private fundraising campaign to restore the

governor’s mansion in Springfield has received about $4.5 million toward its estimated goal of $15 million.

The goal is to complete the work at the historic Illinois Executive Mansion before Illinois statehood’s 200th anniversary in 2018.

Gov. Bruce Rauner and his wife, Diana Rauner, began the campaign last year, pledging that no taxpayer dollars will be spent to restore the 161-year-old home after decades of neglect.

Diana Rauner, who serves as chairwoman of the Illinois Executive Mansion Association, said there also are plans to create a public entrance on the north side of the mansion grounds, a visitors center on the ground floor and regular exhibits of fine-art collections owned by or on loan to the state.

Jurors last year convicted Jones of first-degree murder and aggravated discharge of a firearm. One witness at trial testified that Jefferson told Jones she was pregnant and begged him not to shoot her.

Prosecutors said Jefferson’s baby was delivered by emergency surgery shortly after the shooting, but remains severely injured and relies on a ventilator to breathe.

Chicago native Trimble to lead Indiana Methodists

INDIANAPOLIS – One of the largest Protestant denomi-

nations in Indiana has a new bishop.

The Committee on Episcopacy of the North Central Jurisdiction of the United Methodist Church has announced the assignment of Bishop Julius Trimble to the Indiana Episcopal Area. Trimble will begin his service in Indiana on Sept. 1.

The assignment was made Saturday.

He will succeed Bishop Michael Coyner, who has served the 200,000-plus-member Indiana Conference for the past 12 years.

Trimble has served as the resident bishop of the Iowa area for the past eight years.

The Chicago native served two churches in northern Illinois before transferring to eastern Ohio, where he served churches in the Cleveland area.

The denomination said he is a strong advocate for social justice and chairs the United Methodist Interagency Immigration Task Force.

WUERZBURG, Germany – A 17-year-old Afghan asylum-seeker vowing “revenge on these infidels” went on an ax-and-knife rampage on a train in southern Germany, wounding five people before being shot and killed by police – an attack that German authorities conceded Tuesday was almost impossible to prevent.

German officials didn’t identify the attacker or the victims, but Hong Kong’s immigration department said among those wounded were four members of a family of five from the southern Chinese city.

The dpa news agency reported that the attacker wounded the 62-year-old father, the 58-year-old mother, their adult daughter and her boyfriend. The teenage son was not hurt. The father and the boyfriend had tried to defend the other family members, dpa said.

Trump triumphs as Republican nominee

The Associated Press CLEVELAND – United for a night, Republicans nominated Donald Trump on Tuesday as their presidential standard-bearer, capping the billionaire businessman’s stunning takeover of the GOP and propelling him into a November faceoff with Democrat Hillary Clinton.

“This is a movement, but we have to go all the way,” Trump said in videotaped remarks beamed into the convention hall.

For Trump, the celebrations were a much-needed opportunity to regroup after a chaotic convention kickoff that included a plagiarism charge involving wife Melania Trump’s address on opening night. There were no big missteps Tuesday, but the event was void of the glitzy, Hollywood touch Trump promised, with a series of Republican officials parading on stage to level sharp, but repetitive, criticisms of Clinton.

New Jersey Gov. Chris Christie was one of the few speakers to energize the crowd, delivering a full-throated takedown of Clinton and imploring delegates to shout “Guilty!” as he ticked through numerous accusations of wrongdoing.

“We didn’t disqualify Hillary Clinton to be president of the United States, the facts of her life and career disqualifies her,” Christie said.

For some Republicans, the night also offered a glimpse of what could have been. House Speaker Paul Ryan, who resisted calls to jump into the presidential race, made a vigorous call for party unity – although his message focused more on the risks of letting Democrats keep the White House and make gains in Congress than a rationale for Trump.

Senate Majority Leader Mitch McConnell, who has been a lukewarm supporter of Trump, was greeted with a smattering of boos as he took the stage, reflecting many Republicans’ dissatisfaction with party elites.

softer side. Campaign officials said a central goal of the Cleveland gathering was improving the image of a candidate seen by large swaths of voters as harsh and divisive.

Melania Trump was praised for making progress on that front during her Monday night address. She spoke of her husband’s “simple goodness” and his loyalty and love of family – while noting the “drama” that comes with Trump in politics.

But her speech was quickly overtaken by charges that it included two passages – each 30 words or longer – that matched a 2008 Democratic convention address by Michelle Obama nearly word-for-word.

Trump’s campaign offered no apologies, with top adviser Paul Manafort telling The Associated Press the matter had been “totally blown out of proportion.”

Still, the plagiarism controversy and other unforced errors by the campaign cast a shadow over the convention and raised fresh questions about Trump’s oversight of his campaign, which gives voters a window into how a candidate might handle the pressures of the presidency.

Concerning concealed carry confrontations with police officers

Authorities continue to investigate the fatal shooting this month of an African-American man by a Latino police officer during a traffic stop for a broken tail light in a St. Paul, Minnesota, suburb.

Before the shooting, the man told the officer that he had a valid concealed-carry permit and a gun inside the car. The police officer began shooting after the man reached for what his girlfriend said was his wallet, not his gun.

The tragedy has brought attention to concealed-carry laws everywhere and how both law enforcement and citizens who are legally carrying a concealed firearm should act in the event of a pullover or other police investigation.

Illinois has one of the most stringent concealed-carry laws in the U.S. Applicants have to take a 16-hour course (eight hours for honorably discharged veterans) before obtaining a concealed-carry handgun permit.

Part of that course includes instruction on what the law says about what an individual legally carrying a weapon can and must do when pulled over for an investigative stop by law enforcement.

As with Minnesota, Illinois does not require individuals to disclose that they are legally carrying a concealed weapon, or have one in the car, unless they are asked by the officer.

We encourage the General Assembly to change this law and make notification a requirement. A police pullover for a traffic violation or any other reason can be a stressful situation, and police officers should not have to guess whether the person they are questioning is armed.

Concealed-carry permit holders also should have a plan in place in the event they are stopped by police.

Let the officer know that you are legally carrying a firearm, and ask the officer how he or she would like to proceed. Until the officer responds, keep your hands visible. Don’t reach for your wallet, or for insurance and registration information in the glove box.

Remain calm and ready to openly communicate.

As of today, we don’t know whether race was a factor in the Minnesota shooting. We do know that a legally concealed weapon was. No one wants something similar to happen again.

People should not play Pokemon at Auschwitz Here’s something I never thought I’d have to say.

People should not play Pokemon at Auschwitz.

Nor at the Sept. 11 memorial in New York City, the United States Holocaust Memorial Museum in Washington, D.C., or Arlington National Cemetery.

You would think this obvious, but apparently it isn’t. According to reports, people have been playing the game in these sacred spaces, often to the consternation of those who run them.

As a tweet from Arlington put it last week, “We do not consider playing ‘Pokemon Go’ to be appropriate decorum on the grounds of ANC.” Apparently, we have reached a point in our devolution where people can’t figure such things out for themselves.

As you may not know if you have a life, Pokemon – short for Pocket Monsters – are digital creatures, characters in what originally was a Japanese video game (there have since been movie and TV spinoffs) that’s been around since the ’90s.

The latest iteration, “Pokemon Go,” has become a global sensation since

It’s synced with the real world so that Pokemon characters pop up on screen as you go tovarious places.

When a Washington Post reporter questioned the propriety of doing this at the Holocaust Museum, “Angie,” age 37, responded with the game’s catchphrase: “Gotta catch ’em all.”

To repeat: Angie, age 37, the Holocaust Museum ... “Gotta catch ’em all.”

I’ve never been so ready to throttle someone I’ve never even met.

I’m trying really hard here not to do a you-kids-better-get-off-my-lawn rant, but seriously.

Once upon a time, didn’t adults seem more, well ... adult? People were ... older then. My dad turned 37 in 1963; I cannot, for the life of me, picture him twirling a Hula Hoop at Arlington.

You may find that a hypocritical observation coming from a guy who is pushing 60 and still reading “Captain America,” but I stand by it.

I am of the generation that invented youth culture, that spat in the eye of aging, that declined to stop having – or being – fun once the crow’s feet came; I’ve always felt that was one of the best things about us. We are, as Bob Dylan famously sang, “Forever Young.”

But I submit that there is a glaring difference between being forever young and forever immature.

And, that when you lack the common sense and simple decency to put your toys aside and stand awed in a place sanctified by suffering and sacrifice, you have crossed fully from the one to the other. Nor are you just immature. You’re shallow and self-centered, too. And you have no apparent capacity for reverence and reflection.

But you hardly are unique.

We live in a world where many of us have longer and more soulful relationships with the screens in their palms than the people in their lives.

They forget to look up sometimes.

And they miss things because of it.

Important things. Painful things.

Things that anchor us and lift us and bind us in shared humanity.

The Holocaust Museum is a memorial to 11 million people who died, 1.1 million of them at the camps that comprise Auschwitz.

The National Sept. 11th Memorial and Museum remembers 2,977 people who perished in the worst terrorist attack in U.S. history.

Arlington National Cemetery is America’s most hallowed ground, final resting place for men and women who answered their country’s call.

These places and places like them deserve to be treated with respect.

And that’s something else I never thought I’d have to say.

Bar Russia from competing in Rio Olympic Games

At the Winter Olympics in Sochi in early 2014, no Russian athletes tested positive for doping, and they took home 33 medals, more than any other nation.

But the reality was far different.

A secret system was in place that concealed the use of performance-enhancing drugs by the Russians. Moreover, doping and cover-ups have been carried out by Russia across a range of international competitions from late 2011 to 2015, according to the report made public Monday by the World Anti-Doping Agency and led by Canadian law professor Richard H. McLaren.

This systemic cheating should lead the International Olympic Committee to bar Russia from the 2016 Rio Games.

An earlier investigation of Russia by a three-member panel from WADA uncovered doping in track and field, primarily directed by senior coaching officials.

Then, the New York Times and CBS’ “60 Minutes” reported in May that doping had also gone on at Sochi.

The probe by McLaren, based on interviews, forensic investigation and thousands of pages of documents, goes far deeper and established Russian doping and cover-ups before and after Sochi and “beyond a reasonable doubt.” McLaren concluded it was the Russian government that oversaw and directed the “entirety” of the falsification of test results. Moreover, the report describes how this “systematic scheme” of cheating – in which positive results were made to “disappear” – was modified to remain secret at Sochi.

The Federal Security Service, a successor to the Soviet KGB, employed “magicians” who attempted to “surreptitiously open” tamper-proof lids of urine test bottles; FSB people were inserted into the test labs; and the FSB

participated in a urine-swapping arrangement at Sochi, sneaking samples through a “mouse hole” secretly cut in a laboratory wall.

The Russian laboratory director, Grigory Rodchenkov, who later exposed the system to the Times, was required to sign a paper making him an FSB agent, code name “Kuts,” the report said.

McLaren found cheating was “a State imposed and rigorously controlled program,” directed by the Ministry of Sport, and said it was “inconceivable” that the minister, Vitaly Mutko, was not aware of it. Over the years, the cover-up orders came from the deputy minister of sport, who favored promising athletes by issuing the code word “Save” and punished those performing poorly with “Quarantine.”

Throwing Russia out of the Olympics may sound harsh, but so is the fact that Russia’s government has been cheating with drugs for years and covering it up. At one point in late 2014, about 8,000 urine samples were destroyed to prevent detection of forbidden drugs.

President Vladimir Putin, who promoted Sochi as a symbol of Russia’s revival, was in fact boss of a rule-breaking machine. Putin, the one-time KGB officer and later FSB director, shows little respect for a rules-based international order; the drugged athletes and falsified test results are just the latest examples of his subterfuge and corrosive behavior. The world’s response ought to be unwavering: This is not acceptable.

Barbs dominate opponents in 4-team 7-on-7

Primed for another winning campaign

jseverson@shawmedia.com DeKALB – Even after making it to the Class 6A quarterfinals last season, DeKalb quarterback Derek Kyler said the Barbs still need to prove themselves.

At a four-team, 7-on-7 round robin Tuesday afternoon at DeKalb High School, the Barbs, who begin training camp Monday, looked like a football team primed for another successful season, and they put together three strong performances against Rockford Auburn, Marian Central and Hononegah.

“I think you have to prove yourself every year,” said Kyler, who will be the Barbs’ starting quarterback for the third consecutive season. “You can’t just say you have a name, unless you’re Montini and you’ve made the state championship game a million years in a row.

We’re proving ourselves every year and building ourselves every year.”

The Barbs, who went 9-3 last season and lost to eventual state champion Montini in the quarterfinals, flexed their muscles Tuesday, particularly against Hononegah in the final contest.

In the Indians’ opening 10-play series, the DeKalb defense came away with three interceptions. When the Barbs got the ball for their 10-play series, they scored a pair of touchdowns – including on the third play.

“We are fast on offense, I’ve noticed that,” Tucker said. “I think teams know of us, but we still have a sense that we need to prove what we can do. Going to the quarterfinals last year was awesome, but now we have to prove we’re the real deal and can go all the way.”

The Barbs return star receiver Cole Tucker to be a major weapon for Kyler, and DeKalb coach Matt Weckler praised the entire receiving corps for a strong day of 7-on-7, particularly in hauling in passes, and said Zurek Day was a standout on the afternoon.

“I thought everybody was pretty crisp and running their routes and doing what is expected,” Weckler said. “I thought

Defensively, he said he liked what he saw from the cornerbacks – including Jake Neidel, Jordan Gandy, Matt Searls and Milo Johnson.

In the contest against Marian Central, a Hurricanes’ deep pass into the end zone was broken up by Gandy.

“I really liked the way our defensive backs played the deep ball,” Weckler said. “They stayed on their receivers and forced them to the sidelines and created positive angles for the defense.

“I consider these 7-on-7s and these summer competitions to be a developmental part of our offseason,” Weckler said. “Just continue to get better and evaluate our talent.

“We limit some of the reps of some of our guys that we know what they can do and have proven themselves in the past, so when we do that, it gives other athletes an opportunity to get better at their positions.”

Cubs: Schwarber will be a Cub next season

CHICAGO – One of the most common points scouts and pundits leave out when debating whether the Cubs should consider trading coveted young slugger Kyle Schwarber to get the pitcher(s) needed to win the World Series this year involves how the Cubs front office plans to win the World Series.

By getting to the playoffs every year. And that’s why Schwarber is going nowhere at the trade deadline – no matter how much the Yankees insist they need him to swing a trade for Andrew Miller and/or Aroldis Chapman.

Because no late-inning combination of Miller, Chapman and/or Hector Rondon, even with this Cubs team this year, assures the ability to win three postseason series in October in a sport like this against the likes of Madison Bumgarner, Max Scherzer, Cole Hamels, Bryce Harper, David Ortiz, Savador Perez, Johnny Cueto, Daniel Murphy, Buster Posey and the various playoffs teams for whom those All-Stars toil.

Team president Theo Epstein and general manager Jed Hoyer will point that out as often as anyone asks them.

“I think [everyone] knows how we feel about Kyle, and I think he knows how we feel about him,” Hoyer said.

“We all miss being able to write his name in the lineup every day and seeing that kind of left-handed power bat, and we look forward to seeing that again next year.”

Barely two weeks ago, Epstein attempted to quash New YorkKyle based speculation when Schwarber he sat in the CitiField dugout and said he expected to see Schwarber return from a season-ending knee injury to start hitting home runs next April, in a Cubs uniform.

“No question. That’s how we feel about it,” Hoyer said. “Listen, we’ve said you can’t have untouchables; you have to be willing to explore bold ideas.

That said, we really like our core, and that’s something that we plan to build around.”

Schwarber, who has a third post-surgery checkup with his surgeon scheduled for early August in Dallas, remains a constant in pitcher/catcher planning meetings, helps to break down opposing hitters and keeps building relationships in the clubhouse as a rehabbing second-year major-leaguer.

“Physically, I can’t help them, but if I can help them in any other way possible, I’m going to try to do that,” said Schwarber, who hasn’t talked directly about his status with team officials and said he’s not concerning himself with what he can’t control.

“I’m sure they don’t want to get too connected with someone or whatever,” he said. “I wouldn’t want to be in their shoes to have to trade a player. I love all these guys here and I want them all to stay, and I couldn’t imagine being in that position.

“I’m a Cub right now, until I’m told I’m not a Cub,” he said. “I love this city; I love this team; I love the fans; I love everything about being a Cub. At the end of the day, though, it’s the business of baseball. And anything can happen.”

CHICAGO – Jeurys Familia escaped a bases-loaded jam with a game-ending double play after Rene Rivera drove in the tiebreaking run with two outs in the top of the ninth inning, lifting the New York Mets over the Cubs, 2-1, Tuesday night.

Familia walked Addison Russell and Miguel Montero to start the ninth, then Javier Baez reached on a bunt single when third baseman Jose Reyes threw wide to first. Pinch-hitter Matt Szczur hit a grounder to first baseman James Loney, and Loney threw out Russell at the plate. Kris Bryant then hit into a 5-4-3 double play to give Familia his 33rd save in 33 chances.

Rivera had the third single in the ninth – after hits by Loney and Asdrubal Cabrera – off Hector Rondon (1-2) as the Mets beat the Cubs for the fifth time in six games after sweeping them in last year’s NL Championship Series.

Hansel Robles (4-3) pitched two scoreless innings in relief for the win.

IOC explores legal options on banning Russians

LONDON – With just more than two weeks until the opening ceremony, Russia still doesn’t know whether its athletes – all or even some – will be competing in the Olympics in Rio de Janeiro.

It might all come down to the lawyers.

Although the International Olympic Committee decided Tuesday to ban from the Rio Games all Russian Sports Ministry officials and other administrators implicated in allegations of a state-run doping program, it delayed a ruling on whether to take the unprecedented step of barring the entire Russian Olympic team.

The IOC said it “will explore the legal options with regard to a collective ban of all Russian athletes for the

Olympic Games 2016 versus the rights to individual justice.”

The IOC also has said it could let individual international sports federations decide on whether to ban Russians from their events in Rio, just as the IAAF has done by ruling track and field athletes from the games. The 28 international federations that govern the individual sports at the sumVladimir Putin mer games have made clear they do not support a blanket ban.

The IOC’s legal options might become clearer after Thursday, when the highest court in sports will rule on an appeal by 68 Russian track and field athletes seeking to overturn their ban from the games.

Two-time Olympic pole vault champion Yelena Isinbayeva was among those arguing the Russian track and field team’s case Tuesday in Geneva at the Court of Arbitration for Sport. Should the court rule Thursday in their favor, it seemingly would rule out the chance of the IOC imposing a blanket ban.

If the court upholds the IAAF’s exclusion of the track athletes, however, that would keep the possibility of a total ban in play. Further appeals also are possible, meaning the final word on the Russians might go down to the wire before Aug. 5, when the Rio games open.

Still, it will take a major leap for the IOC to impose the ultimate sanction of kicking out Russia entirely. IOC President Thomas Bach repeatedly has called for a balance between “individual justice and collective punishment.”

No country as a whole has ever been barred from the games for doping, and Russia is a major force in the Olympic movement as well as a sports powerhouse. The last time Russia was missing from the Olympics was when it boycotted the 1984 Los Angeles Games in retaliation for the U.S. boycott of the 1980 Moscow Games after the Soviet invasion of Afghanistan.

Russian President Vladimir Putin called the doping allegations “a dangerous return to ... letting politics interfere with sport.”

“The Olympic movement, which is a tremendous force for uniting humanity, once again could find itself on the brink of division,” he said in a statement Monday after the release of the report into Russian doping issued by Canadian lawyer Richard McLaren.

Two of the biggest names on the Bears are featured at outside linebacker: their top draft pick, Leonard Floyd, and last year’s big-ticket free-agent acquisition, Pernell McPhee. Those two players weren’t in the top two on the team for sacks last season – that’s Lamarr Houston and Willie Young, who both return in their second season in the 3-4 defense. Defensive coordinator Vic Fangio has options here, which adds to the intrigue off the edge.

his flavored ice cream captures all the best parts of an ice cream soda: It’s creamy and not overly sweet, with a subtle root beer flavor. Soda pop is said to have been invented in Philadelphia in 1807, followed by the ice cream soda in 1874, and pharmacist Charles Elmer Hires created the first commercially produced root beer for the Philadelphia Centennial Exhibition in 1876, proving that the City of Brotherly Love seems to have an affinity for fizzy drinks.

Whatever your politics, it’s time for a party

ith the Republic National Convention taking place through July 21 in Cleveland and the Democratic National Convention July 25-28 in Philadelphia, there’s no shortage of flavor to choose from. Pierogis to pretzels, we’re game.

Cleveland, which boasts a large Polish population, is where you’ll find a hefty sandwich of griddled kielbasa sausage on a hoagie roll, topped with coleslaw and french fries. It’s called the Polish Boy, and it’s often served with barbecue sauce. Clevelander and “The Chew” co-host Michael Symon prefers to use ShaSha Sauce, a mustardy banana pepper relish from a longtime family recipe named for his mother-in-law.

Philadelphians love their liquid refreshments, as soda pop, ice cream soda and the first commercially sold root beer – Hires – are all purported to have originated there.

Any Philly-themed party naturally cries out for a DIY soda bar, at the very least.

Fish fries are an important part of the Cleveland food landscape, chef and Cleveland local Matt Fish said. “We’ve got a huge Catholic population,” he said. “I can remember going with my grandparents to a fish fry every Friday night.”

As the owner of Melt Bar & Grilled, a chain of seven

restaurants with a focus on grilled cheese, Fish wanted to re-create the fried fish sandwiches he loved as a kid, featuring Great Lakes catches such as walleye and perch.

He came up with the Lake Erie Monster, a mash-up of grilled cheese and batter-fried fillets slathered with a jalapeño-spiked tartar sauce.

“I wanted to step it up a notch,” Fish said. “It really resonates with Clevelanders.”

For Philadelphia native Coleen Hill, a food blogger and graphic designer who will be volunteering at the Dems’ convention, her city’s cuisine has its own stories to tell.

Consider the ubiquitous Philly cheesesteak sandwich: “To me, it represents Philly’s attitude,” she says. “It’s not a healthy food, and we don’t care.”

But ask her what food is distinctively Philadelphia, and Hill will immediately point to the tomato pie, puffy and pizzalike, that routinely turns up at parties because it’s served at room temperature and can be made in advance.

“Philadelphia Tomato Pie is special, because it’s a truly unique-to-Philadelphia food,” she said. “Even just 40 miles north of Philadelphia, ‘tomato pie’ means something completely different. On special occasions, like Super Bowl Sunday, you’d better order ahead, because you won’t be able to get it on the day of.”

Forget the gridiron routine. This year’s political conventions will probably provide a lot more excitement. They deserve a taste of something beyond wings and beer.

Pour 36 ounces (3 bottles) of the root beer into a pan over medium-high heat.

Bring just to a boil, then reduce the heat to medium; cook gently until very thick and reduced to 1/2 cup; this can take up to 2 hours. Let cool.

Combine the milk, heavy cream and sugar in a medium saucepan over medium heat; once the mixture starts to bubble at the edges, remove from the heat.

Whisk the egg yolks in a large liquid measuring cup, then whisk in 1/4 cup of the hot milk mixture. Add the tempered egg yolks to the saucepan with the hot milk mixture, stirring constantly over medium heat until the mixture has thickened into a custard that can coat the back of a spoon. Strain the custard through a fine-mesh strainer into a bowl, discarding any solids, then add the vanilla bean paste, the 1/2 cup of reduced root beer and the remaining 12 ounces of root beer, stirring to incorporate.

Set the bowl into a larger bowl filled with ice water and stir the custard well to promote quick cooling. Pour the custard into a container with a tight-fitting lid; seal and refrigerate for at least 4 hours or up to overnight.

Once the custard is thoroughly chilled, process it in an ice cream maker according to the manufacturer’s instructions.

Transfer to a freezer-safe container; seal and freeze for up to a month.

Nutrition information per serving: 220 calories, 2 g protein, 19 g carbohydrates, 16 g fat, 10 g saturated fat, 100 mg cholesterol, 50 mg sodium, 0 g dietary fiber, 19 g sugar.

For the sandwiches 3/4 cup flour, plus 1/2 cup for coating the fillets 1 teaspoon kosher salt 1/2 teaspoon freshly ground black pepper 1/4 teaspoon chili powder 1/4 teaspoon baking powder 3 large eggs 1/2 cup Guinness stout 1/4 cup whole or low-fat buttermilk Oil, for frying (about 3 cups)

Four 4- to 6-ounce cod fillets (or other firm white-fleshed fish) 8 slices thick white bread, such as Texas toast, lightly toasted 16 slices American cheese For the sauce: Combine the pickle chips, onion, capers and garlic in a food processor; pulse until finely chopped, then drain off any excess liquid. Transfer the chopped ingredients to a mixing bowl.

Add the mayonnaise, mustard, lemon zest and juice, black pepper, dill and sugar; whisk until well incorporated, then fold in the jalapeños. The yield is 2 cups.

The Lake Erie Monster

Refrigerate in an airtight container until ready to use (up to 2 weeks).

For the sandwiches: Combine the 3/4 cup of flour, the salt, pepper, chili powder and baking powder in a mixing bowl, whisking until combined.

Whisk together the eggs, stout and buttermilk in a liquid measuring cup, then add to flour mixture, whisking to form a smooth batter.

Preheat the oven to 375 degrees F. Line a baking sheet with paper towels, then set a wire cooling rack on top.

Heat the oil in a heavy pot over medium-high heat to 350 degrees F. Rinse the fish fillets in cold water and pat dry with paper towels. Spread the remaining 1/2 cup of flour on a plate.

Coat the fillets with the flour on both sides, shaking off any excess. Working with a few at a time, dip the floured fillets into the batter so they are fully coated, then immediately lay them in the oil. Fry for about 3 minutes on each side or until the batter has browned and the fish is opaque and cooked through. Use a slotted spatula to transfer the fillets to the rack. Discard any remaining batter.

Meanwhile, place the toasted bread slices on a baking sheet. Lay two slices of the cheese on top of each piece of bread, overlapping as needed. Bake for about 3 minutes or until the cheese is melted and bubbling.

Place a fried fillet on four of the toast slices, then spoon on a generous dollop of the jalapeño tartar sauce. Top with the remaining cheesy toast slices. Serve right away.

his is chef Matt Fish’s homage to the fish fries he went to on Friday nights with his grandparents while growing up in Cleveland.

Although combining cheese and fish generally is considered a no-no in culinary circles, the Lake Erie Monster is like an elevated Filet-O-Fish, sandwiching crispy beer-battered fish with gooey cheese and a spicy jalapeño-spiked tartar sauce.

The sauce recipe calls for seeding the jalapeños, but you can amp up the flavor by adding some seeds back into the sauce for an additional hit of heat.

Although the chef likes to make the sandwich with local Great Lakes seafood such as walleye or perch, when available, he typically makes it with cod at his Cleveland area restaurants, Melt Bar & Grilled; other options could include tilapia or snapper.

The 2016 Illinois Regional Convention was co-hosted by Alpha Rho Eta and Nu Sigma, the Phi Theta Kappa chapter at Prairie State College. Kishwaukee College students assisted with registration and introduced convention sponsors as well as provided the

design and printing of convention programs.

Alpha Rho Eta members Chelsea Erickson, Hailey Hopkins and Allison Kozinski also presented at the convention on “College Project: Fun On Purpose” which detailed the chapter’s yearlong project to provide fun and engaging activities to increase student engagement on campus.

Phi Theta Kappa, the international honor society for two-year colleges, is the largest honor society in higher education. Founded in 1918, there are nearly 1,300 Phi Theta Kappa chapters on college campuses in all 50 of the United States, Canada and other countries around the world.

The society offers opportunities for scholarships, intellectual enrichment and personal development through programs based on the society’s hallmarks of scholarship, leadership, service and fellowship.

To be eligible for membership, a student must complete a minimum of 12 hours of college level course work and earn a grade point average of 3.5 or higher on 4.0 scale. Students must maintain a high academic standing throughout their enrollment in the two-year college.

24 Apps can help with minor hearing loss Dear Dr. K: I suffer from minor hearing loss, but not bad enough for a hearing aid.

My wife complains about the volume on the TV, and I can’t always keep up with conversations at a party or restaurant.

I’m not looking for a technological fix just yet. Can you give me some practical solutions?

Dear Reader: I’m happy to share some practical tips for dealing with minor hearing loss.

Before I do, though, I’d advise you to see a doctor. Hearing loss may be caused by a variety of things, including an underlying health condition.

If you are experiencing normal, age-related hearing loss, you might at some point benefit from a hearing aid.

In the meantime, here are some listening strategies that should help you to get the most out of a conversation or public event: • Come in for a close-up. Move within 6 to 10 feet of the other person and focus on his or her face. You might not be a lip reader, but you can pick up a lot of cues from a person’s mouth and facial expressions. If you’re in a group, position yourself so you can see everyone.

• Put your best ear forward. If one ear has better hearing than the other, try to keep it toward the speaker.

• Ban shouting. Ask friends and family to come into the same room to talk to you, not to shout from a distance.

• Listen up. Follow the speaker closely.

Once you become familiar with someone’s speaking patterns and style, you’ll be better able to pick up words and phrases that otherwise might be confusing.

• Stake out your turf. If you’re going to a

If you can, avoid sitting under a balcony.

Try out an assistive-listening device if one is available.

• Enlist your smartphone. By downloading one of several free apps and adding a pair of earbuds or wireless headphones, you can convert your smartphone into an entry-level hearing aid.

All of the apps amplify sounds picked up on your phone’s microphone. Several also have features common to a digital hearing aid. For instance, they can focus on close or distant sounds and adjust levels of background noise.

I’m in the same position as you. I have mild hearing loss, and I’d like to at least postpone using a hearing aid. I’ve tried all of these tips except the last, and I can confirm they help me.

Although I’d like to postpone using one, things have changed a lot in the world of hearing aids. They are both better and smaller, no longer large and unsightly.

Hearing loss falls into the category of ailments that, if you have to have them, are easier to deal with in this century than in the last.

wife and I have been together for eight years.

When we first met, I was in the military and she was a bartender. Needless to say, she made far more money than I did at the time. Six months into our relationship, she got pregnant and quit her job. For the next seven years she raised our children and went to school while I did whatever I had to do – working two jobs – to make enough to pay the bills.

I am now out of the military. I have been at a company for six years, and we finally are reaching a point where we don’t worry about money as much. She will graduate from school soon, and hopefully start working right after.

She now says when she starts working, she wants to keep separate bank accounts and split the bills evenly based on pay.

Until now, I haven’t resented her for not working because she has been caring for our children, our home and has been a full-time student, but the thought of her wanting to keep her money to herself is weird and hurtful to me. How can I bring this up with her without making it seem as if I think she owes me something? – Separate Accounts In Texas Dear Separate Accounts: Ask your wife why she wants to separate your finances, because marriage is supposed to be a partnership. Look at today’s North hand. Partner opens one diamond, and the next player makes a takeout double. How would you plan the auction?

To be honest, it isn’t clear-cut what to do. You might bid one heart, but a 4-4 fit there is unlikely. My favorite choice is a three-spade splinter bid, to show a singleton or void in spades, four or more diamonds and at least game-forcing values (which makes it a slight overbid). An alternative is two no-trump, Truscott, promising four-card or longer diamond support and at least game-invitational values. Or you could redouble, indicating 10-plus high-card points.

After the splinter bid, South should love his hand with all of those aces and the fifth trump. He should control-bid four clubs to suggest a slam, but hopefully the auction would end in five diamonds. How should declarer plan the play after the spade-king lead?

South should see five possible losers: three spades, one heart and one diamond. He can eliminate the spade losers by ruffing them on the board.

The play should go: spade ace, spade ruff, club to the ace, spade ruff, club king, club ruff in hand, spade ruff with the diamond king, diamond ace, heart to the ace, diamond jack.

Declarer loses only two tricks.
