Web search first step on path to convention My wife Kathy Sands and I are off to the Republican National Convention in Cleveland!

We will be arriving at the convention site Sunday. The convention lasts until Thursday. It is being held at the Quicken Loans Arena in Cleveland. The arena is known as the “Q,” and it is the home of the NBA’s Cleveland Cavaliers, the league’s 2016 champions.

It sort of feels surreal that we are going to be at the Republican National Convention. As a delegate, I will actually vote for a Republican candidate for president of the United States. This is a privilege granted to only 2,472 citizens across our entire nation.

So, for a son of the village of Shabbona (population 900) to have that privilege demonstrates that there is still room in our political system for ordinary people. To have an opportunity to represent the residents of Shabbona, DeKalb County and the 16th Congressional District is beyond words of explanation.

The route to Cleveland began in September. I was surfing the internet and searched for “Donald Trump For President.” Trump’s anti-establishment comments piqued my curiosity. I, as an obvious majority of voters across the nation, have been disappointed in the “do-nothing politicians,” who have stagnated our society and economy.

In the upper right-hand corner of the web page was a button to volunteer for Trump. I clicked on the button and volunteered. The next day, I received an email thanking me for volunteering. I was impressed with their quick response, so I sent them a copy of my résumé. On Oct. 8, I received an email asking if I was interested in being a delegate to convention.

I immediately responded back: YES. As a graduate of Northern Illinois University, where I majored in political science, I have always had an interest in politics. I have been active in local politics, being on the DeKalb County Board for six years.

I had the honor of serving as chairman and vice chairman of the County Board. But, a chance to actually go to a national party

DELEGATE’S VIEW Denny Sands convention was very intriguing. On Oct. 29, I was notified by the Trump campaign that I had been selected as an alternate delegate from the 16th Congressional District.

In Illinois, Republicans elected three delegates and three alternate delegates from each of the 18 congressional districts, in the March 15 primary election. There also are 15 at-large delegates, making the total delegates from Illinois 69. I am one of them.

I circulated petitions to have my name appear on the March 15 Republican primary ballot as an alternate delegate for Donald Trump. On March 15, I received 35,924 votes from the 15 counties that make up the 16th district. One of the delegates from the district decided not to attend the convention, so I have been upgraded to delegate, because I had the highest vote total among the alternate delegates. I actually get to vote for the presidential and vice presidential Republican candidates.

Having never been to a national political convention, it is hard to know what to expect. We all have heard the stories of back-door surprises. Politics can be a brutal way of life. Yet it can be and is an exciting, and hopeful, new beginning of what the future can and should be.

As Kathy and I do follow-up reports on our daily activities, it is our intention to present the positive encounters that we have. We will concentrate on what is happening and why it is happening from an insider’s point of view.

We hope you enjoy hearing about what we are about to experience. We hope in some small way, you can join us in this adventure.

Construction worker discovers dated Sycamore artifacts at site of jail expansion

ksmith@shawmedia.com SYCAMORE – One man’s trash is construction worker Jason Mannis’ treasure.

Throughout the week, as he dug at the site of the DeKalb County Jail expansion near the intersection of North Main and Exchange streets, Mannis has unearthed about 15 mason jars, glass and medicine bottles, and Friday, a boat anchor.

Although some locals have said they would like him to donate the artifacts to the Sycamore History Museum, they’ll likely be cleaned off and placed on a shelf alongside his collection of nearly 30 additional items he’s plucked from past job sites, he said.

“I’ve work in the South Side of Chicago and I’ve found bottles there – I’ve found little medicine bottles and whatnot,” Mannis said. “Anywhere we work where someone has thrown garbage in the ground, we’re digging it up.”

Mannis, a burly man with a tanned face and thick beard, handled the bottles delicately as he transported them from the construction site to his truck Friday.

Born and raised in DeKalb County, the Berger Excavating worker uncovers small pieces of his hometown’s history with the discovery of every item, he said.

“When you dig it up, you know its been here a long time,” he said.

A medicine bottle unearthed earlier this week can be traced back more than 100 years, DeKalb County Historian and Joiner History Room Director Sue Breese said. It’s possible the bottles were thrown or buried there as a way of disposing of them years ago, she said.

Inscribed on the 2-ounce bottle are the words “Oleson, Whittemore and Harrington. Sycamore, IL.” The bottle likely was purchased from Oleson, Whittemore and Harrington Drug and Grocery, which once occupied the space at 215 W. State St., Sycamore., where the restaurant Acquaviva is now, according to newspaper archives from the early 1900s.

At that time, the current jail property was lined with houses, Mayor Ken Mundy said.

“Those were just city blocks with homes on them before the county campus began to expand back in the [1970s] and ’80s,” he said.

Mannis could be in the process of helping shape history as he uncovers it, Mundy said.

100 years from now people are paying attention and looking back to see how it was in our present day, and how we went from right now to 50, or 75, or 100 years down the line,” he said.

The bits of history Mannis has accumulated over the past week will remain at his Sycamore home. There, his wife will brush away the thick layers of copper-colored earth that have mat-

ted themselves to the glass, and perhaps she’ll add to the dated, artifacts a touch of new life by filling them with fresh flowers, he said.

Although the bottles aren’t ultimately for him, the items Mannis has collected bear a certain allure, he said.

“I grew up [in Sycamore] and DeKalb, so I’ve been here most of my life,” he said. “It’s pretty cool to see.”

Man, out on bail, jailed on new charges Police: Contreras, accused in February shooting incident, beat a minor with a bat

ksmith@shawmedia.com SYCAMORE – A DeKalb man out on bail in connection with a February shooting was arrested on an aggravated battery warrant Friday after police said he beat a minor with a baseball bat.

Christian Contreras, 20, of the 200 block of Maplewood Drive, DeKalb, is charged with aggravated battery, mob action and resisting a peace officer. Police said Contreras and a juvenile, whose name is not listed in court documents, attacked the victim July 8.

Contreras was free on $50,000 bail in connection with a February shooting on Pleasant Street in DeKalb when the incident occurred.

The most serious new charge against Contreras is aggravated battery, which is punishable by two to five years in prison. Christian Because Contreras is Contreras accused of committing the offense while he was out on bond, he would be required to serve potential sentences on each charge separately, DeKalb County Judge Philip Montgomery said Friday.

Police said Contreras, who in the past has been ordered not to have contact with known gang members, and an underage person used a baseball bat to hit another minor in the head, shoulders and hands July 8. When police approached Contreras after the incident, he took his shirt off and refused to respond to officers, court records show. DeKalb County Sheriff’s Lt. Jim Burgh could not be reached for comment on further details about the incident or the victim’s condition.

Despite two arrests earlier this year, Contreras had managed to remain free, court records show, thanks to his parents, who have posted more than $50,000 in bail for him this year.

The previously posted bond will be returned to them and used to pay attorney fees, Montgomery ordered Friday.

Contreras’ new bond is set at just more than $1 million. He would be required to post $101,000 bail to be released from jail. He was still being held at the DeKalb County Jail on Friday evening.

Earlier this year, Contreras was charged with aggravated battery with a firearm and mob action after two men were shot at 10th and Pleasant streets Feb. 25. Police allege that 16-year-old Scott K. Brewer pulled the trigger in the shootings. Brewer has been charged as an adult with attempted murder, aggravated battery with a firearm and mob action in connection with the incident.

A probation officer’s request to revoke Contreras’ probation was

pending at the time of the shooting, records show. The case is still open.

Contreras was sentenced in January 2015 to 180 days in jail for a 2014 attack, in which a man was punched and beaten with a tire iron, records show. Terms of Contreras’ two-year probation prohibited him from having any contact with street gang members, using illicit mood-altering substances or committing any other crimes.

DeKalb police cited Contreras for

possession of marijuana in December. In a violation report filed Jan. 14, his probation officer requested his probation not be revoked, and “instead would recommend that the defendant obtain a substance abuse evaluation within 60 days and follow all recommendations.”

DeKalb police arrested Contreras Jan. 30 for possession of marijuana, possession of a weapon by a felon and assault.

He is due back in court July 20.

EMILY K. PERKOWSKI

Born: April 12, 1936; in Poland Died: July 14, 2016; in DeKalb, IL Emily K. Perkowski, 80, of Glen Ellyn, IL. died Thursday, July 14, 2016 at her daughter’s home in DeKalb, surrounded by her loving family.

She was born April 12, 1936 in Poland. Emily was a hard-working and strong woman, who was the Matriarch of her family. She was a loving mother and adored her special grandchildren.

She enjoyed gardening and spending time with her entire family.

Survivors include her four children, Dr. Les (Geri) Perkowski, Robert Perkowski, Elizabeth (Terry) Reaves and Jackie (Adam) Salamon; and five grandchildren, Jacob, Ian, Zoe, Annie and Elijah.

Her funeral services will be private and burial will take place at Fairview Park Cemetery in DeKalb.

Schools, and later married Robert L. Taylor on June 30, 1962 in Chicago.

Mary Ann worked for Spaulding Composites in DeKalb, retiring after 30 years of service.

She volunteered at Kishwaukee Hospital and the Country Store. Mary Ann enjoyed collectibles, doing puzzles and planning her garden with her husband.

Survivors include 2 daughters, Cheryl (Dwight) Nicholson and Sandra Robinson, all of Sycamore; 5 grandchildren, Regina (Jay) Streicher, Scott (Debra Cash) Nicholson, Dana (Jason) Boehm, Emily (Jason) Borreca and David (Kate) Robinson; 7 great grandchildren, Katie Streicher, Kyle Nicholson, Olivia Streicher, Evan Borreca, Julia and Michael Boehm and Maddie Borreca.

She was preceded in death by her parents; her husband, Robert; and one son, Ronald Jacobson.

Private family graveside services will be held at Elmwood Cemetery in Sycamore.

Pritchard on task force examining school funding

rgillespie@shawmedia.com DeKALB – Bruce Rauner has become the latest Illinois governor to form a task force to examine how the state funds public education, and a DeKalb County legislator has been named to the group.

“We should put more money into our schools and focus resources to the students that need them most,” Rauner said when he announced the commission.

The Illinois School Funding Reform Commission is designed to be bipartisan and include members appointed by the governor, and by Democratic and Republican leaders from both the House and Senate, each of whom would choose five people for the commission.

The governor’s five include Beth Purvis, secretary of education, and Lt. Gov. Evelyn Sanguinetti. House Republican Leader Jim Durkin, R-Western Springs, who tapped state Rep. Bob Pritchard, R-Hinckley, among his picks.

“This is the first the first time that all of the legislative players have been asked to sit at the table,” Pritchard said.

At least three of Rauner’s gubernatorial predecessors have assembled a group to pore over the way the state dis-

tributes money to its 859 public school districts and recommend changes.

Districts with the highest number of low-income students and low property values have long called for a change to the complicated formula, which uses property values to help calculate districts’ general state aid.

“Some of the real-estate-poor districts haven’t had enough money to really fund education the way it needs to be funded,” Pritchard said. “What the governor is trying to do is bring all of the political players together and ... try to bring closure to this issue.”

Previous legislative ideas or plans have either been nonstarters in Springfield, or, as did the latest one from Sen. Andy Manar, a Decatur-area Democrat, failed. Manar’s Senate Bill 231 passed the Senate, 31-21, in May but never made it out of committee in Speaker Michael Madigan’s House of Representatives.

Pritchard said the new commission is expected to have its first meeting next month. The governor has given the group until February to come up with ideas that could be incorporated into the state’s fiscal 2018 budget, and take effect for the start of the 2017-18 academic year.

DeKalb County school officials are hoping for meaningful change, mostly

to address the area’s changing demographics. Local school districts have not only seen an increase in the number of students, but also an uptick in the number of low-income families they serve.

“Most people agree that the [current] formula is an antiquated formula and is not responding to the changing demographics of school districts, and those challenges that end up happening with all of that,” said Andrea Gorla, assistant superintendent for business and finance for DeKalb School District 428.

She said districts with more low-income students should receive more money.

Lawmakers recently passed a stopgap budget that appropriates more than $5 billion to the state’s public schools.

The governor has said that, unlike in previous years, districts will get 100 percent of the money that is calculated for them, instead of a prorated amount.

Even with that, district leaders still see a need to overhaul the process.

“I think something definitely needs to be done with the formula,” said Travis McGuire, superintendent of Hinckley-Big Rock School District 429. “You can’t just take the same piece of pie and slice it up differently and say that we’re addressing our education funding problems.”

Kingston Fest ready to roll DAILY CHRONICLE

news@daily-chronicle.com KINGSTON – This year’s Kingston Fest will continue an annual tradition of fun that residents and visitors have come to expect from the summer event.

The Hand in Hand Community Project will host the festival this weekend.

The Fest Run, a 5K race, begins at 8 a.m. today at Kingston Elementary School.

The run, now in its third year, is certified and timed. It follows an in-town route with slight inclines. Walkers are welcome. Race-day registration costs $30 (cash only) and will be from 7 to 7:45 a.m.

Fest activities continue at Kingston Park from noon to 2 p.m., and include horseshoes, bags, ladder golf, washer toss, children’s games and activities, two bounce houses, face painting, a visit from a Genoa-Kingston fire truck and free ice cream provided by the Kingston Township Park Board.

“Everything is free,” said event organizer Lana Haines. “We just want people to come out and have fun and see everyone.”

The ASSOCIATED PRESS CHICAGO – Chicago is planning a multibillion dollar effort to expand the city’s O’Hare International Airport that includes more gates, larger terminals and upgraded amenities.

Mayor Rahm Emanuel announced the latest modernization plans Friday morning. They include new gates in O’Hare’s international terminal, which has not been expanded since it opened 23 years ago. The planning process is expected to be finished next year.

“This is an important step forward in our ongoing work to ensure that O’Hare serves as the economic engine for the people of Chicago and an international gateway for travelers around the world,” the mayor said.

The plans call for expanding the airport’s international section, Terminal 5, by 25 percent. The addition of up to nine gates within the terminal will give airlines the ability to offer

Judge: Man accused of scams must pay victims $2.4M

CHICAGO – A judge has ordered a Chicago man to pay almost $2.4 million to dozens of people he said were victims of a reverse mortgage and home repair scam that prosecutors said went on for decades.

Cook County Judge David Atkins entered judgment this week against Mark Diamond and several of his businesses.

The Illinois Attorney General’s Office first sued Diamond more than 30 years ago, accusing him of taking money for home repairs that were never done.

SPRINGFIELD – National Guard members and reservists now will be able to obtain Illinois driver’s licenses identifying them as veterans.

Illinois lawmakers approved a measure last year allowing veterans to obtain the special identification by providing a certificate of release or discharge from active duty. But some National Guard members and reservists couldn’t provide that paperwork.

Peoria officer guilty of child porn possession

PEORIA – A Peoria police officer has been found guilty

of possession of child pornography.

Jurors took about three hours Thursday to convict 35-year-old John McCavitt of 15 counts of possession of child pornography. He is scheduled to be sentenced Aug. 25 and could be sent to prison for at least three years.

According to the Journal Star in Peoria, evidence at the trial showed that McCavitt’s home computer contained thousands of images of child pornography between April 2011 and July 2013, when it was seized by police in a sexual assault investigation.

McCavitt was acquitted on a sexual assault charge in 2014, but a police computer expert found the pornography during an internal investigation.

McCavitt has been on unpaid leave. His employment status was not immediately clear Thursday.

ANKARA, Turkey – Turkish President Recep Tayyip Erdogan told the nation today that his government is in charge after a coup attempt brought a night of explosions, air battles and gunfire across the capital that left dozens dead and at least 150 people wounded.

Government officials said the coup appeared to have failed as Turks took to the streets overnight to confront troops attempting to take over the country. However, the sounds of huge blasts, including at least one bomb that hit the parliament complex, continued to echo across the capital, Ankara, and Istanbul throughout the morning.

Addressing crowds outside Istanbul Ataturk Airport on Saturday morning, Erdogan told a crowd assembled there: “They have pointed the people’s guns against the people. The president, whom 52 percent of the people brought to power, is in charge. This government brought to power by the people, is in charge. They won’t succeed as long as we stand against them by risking everything.”

Earlier, Erdogan said the government was arresting coup supporters in the military and warned “they will pay a heavy price for their treason to Turkey,” according to a transcript of his remarks provided by his office. “Those who stain the military’s reputation must leave. The process has started today, and it will continue just as we fight other terrorist groups.”

Prime Minister Binali Yildirim, speaking to state-run Anadolu Agency, said more than 120

arrests were made and has called all legislators for an emergency meeting Saturday.

Erdogan, who said his general secretary had been abducted by the coup plotters, flew into Ataturk airport early Saturday and was greeted by large crowds. Hours earlier, as the coup attempt got underway, his office declined to say where he was, and he was forced to give an interview over FaceTime to a television station.

The chaos capped a period of political turmoil in Turkey which critics blamed on Erdogan’s increasingly authoritarian rule, which has included a government shake-up, a crackdown on dissidents and opposition media and renewed conflict in the mainly Kurdish areas of the southeast.

Turkey, a NATO member, is a key partner in U.S.-led efforts to defeat the Islamic State group, and has allowed American jets to use its Incirlik air base to fly missions against the extremists in nearby Syria and Iraq. A coup against the democratically elected government could make it difficult for the United States to continue to cooperate with Turkey.

U.S. President Barack Obama urged all sides in Turkey to support the democratically elected government. NATO Secretary-General Jens Stoltenberg said he spoke to Turkish Foreign Minister Mevlut Cavusoglu and called for respect for democracy.

The coup attempt began late Friday, with a statement from the military saying it had seized control “to reinstall the constitutional order, democracy, human rights and freedoms, to ensure that the rule of law once again reigns in the country, for law and order to be reinstated.”

WASHINGTON – After frenzied, final decision-making, Donald Trump announced Indiana Gov. Mike Pence as his running mate Friday, adding an experienced politician with deep Washington connections to the Republican presidential ticket.

Trump’s pick was aimed in part at easing some Republicans’ concerns about his temperament and lack of political experience. Pence spent 12 years in Congress before being elected governor and his demeanor Mike Pence is as calm as Trump’s is fiery. While some conservatives are skeptical of Trump’s political leanings, Pence has been a stalwart ally on social issues.

Yet Pence is largely unknown to many Americans. And his solidly conventional political background runs counter to Trump’s anti-establishment mantra.

The two men scheduled a news conference for today in New York

to present themselves to America as the Republican team that will take on Hillary Clinton and her Democratic running mate in November. The duo will head to Cleveland next week for the Republican National Convention.

As Pence arrived for a private meeting with Trump Friday, he told reporters he “couldn’t be more happy for the opportunity to run with and serve with the next president of the United States.”

In choosing Pence, Trump appears to be looking past their numerous policy differences. The governor has been a longtime advocate of trade deals such as NAFTA and the Trans Pacific Partnership, both of which Trump aggressively opposes. Pence also has been critical of Trump’s proposed temporary ban on foreign Muslims entering the United States, calling the idea “offensive and unconstitutional.”

The reaction to the Pence choice from Republican officials was overwhelmingly positive – no small feat for Trump, given how polarizing he’s been within his own party.

“It was a pick that clearly shows he is pivoting to the general election,” said GOP chairman Reince Priebus.

Thumbs-up to fewer tests for high-schoolers Thumbs-up: To fewer tests for high-schoolers. On Monday the Illinois State Board of Education announced it would no longer require high-school juniors to take the Partnership for the Assessment of Readiness for College and Careers test. Instead, students will be required simply to take the College Board’s SAT exam.

State Rep. Bob Pritchard, R-Hinckley, said he heard from several high school students that they felt they were being tested too often, and this change will solve that problem.

Thumbs-up: To biking to better their community. Wendy Schnorr, and the mother-daughter pair of Linda and Vicki Novotny are in the midst of a cross country bicycle trip from Astoria, Oregon, to Washington, D.C. It’s the ride of a lifetime and they’re raising money to help build the Shabbona Pathway, a 3.1-mile trail that will connect downtown Shabbona with trails in Shabbona Lake State Park, as they go. The group rode into Shabbona this week, and then rode out again as they continue their coast-to-coast trek. It’s good to see people pushing themselves, having an adventure, and helping their community all at the same time.

Thumbs-down: To a $600 billion federal budget deficit expected for the fiscal year that is soon to end in Washington. The $600 billion figure is less than half the $1.4 trillion deficit President Barack Obama inherited when he took over as president during the Great Recession, but it remains true that the federal government has not had a balanced budget since the Clinton Administration, when there were budget surpluses from 1998 to ’01. The national debt stands at nearly $18 trillion, more than a third of which is held by foreigners.

Thumbs-down: To clothespin votes. A new Associated Press-GfK poll found that three quarters of voters said their vote in the upcoming presidential election would in essence be against one of the two major-party candidates, and 81 percent said they would feel afraid after either Donald Trump or Hillary Clinton was elected president. It’s disappointing that so many people feel that their choices in this upcoming election – one that will determine who leads the free world – are so lackluster.

If there’s an upside, it’s that the candidates, Republican and Democrat, and also Green and Libertarian, have several months to win voters over, not just try to be least loathed.

In addition, DNA evidence reveals that cops and prosecutors have locked up lots of innocent people – disproportionately poor people and blacks.

So there are good reasons for blacks to be angry.

The “war on cops” narrative is overblown, too.

“War” means killing. The attack on officers in Dallas was despicable, but, even including those five deaths, it is still safer to be a cop today than in years past. According to FBI records, 2015 was one of the safest years ever recorded.

Crime is down, too. The media mislead us by dwelling on increases in cities like Chicago, but overall, crime continues to drop.

There was much more violence in the 1920s and ’80s, when government stepped up its wars on liquor and drugs. That drove those businesses into the hands of criminals and increased confrontations with police.

The number of police officers killed

in 1930, the worst year of Prohibition, was nearly triple the number of police officers killed in 2014.

Prohibition is a bigger threat than Black Lives Matter.

Of course, it’s possible that crime will rise again. Few agree about why it dropped in the first place.

Maybe it’s the increase in video cameras and cellphones that allow people to see and report crime. Some even credit the smoking bans that put smokers on the street where they keep an eye on things. Or looser gun laws – criminals now don’t know whether a victim might be armed.

And so on.

Heather Mac Donald said crime fell after computer-directed policing sent more cops to high-crime neighborhoods and officers started arresting people for “quality of life” crimes like public urination. Crime continued to fall because “tough on crime” laws put more criminals in jail and kept them there longer. Bad guys don’t commit new crimes if they’re in jail.

But how many people is it right to lock up? America now jails more than any other country. Almost 700 out of every 100,000 Americans are now in jail. In Germany, just 78 people out of 100,000 are.

Are Americans so much more

criminal?

“Yes,” said Mac Donald, and America should jail more people. “We have a crime problem, not a prison problem. Only 3 percent of all people who commit a violent victimization or property crime end up in prison.

You have to work very hard to end up in prison.”

That may be true. But when 17 states cut imprisonment rates over the past decade, they experienced a decline in crime.

A big irony here is that despite the crime rate dropping – and indicators of racial accord such as intermarriage improving – more cops are being armed, armored and trained as if they are at war – with drugs and with protesters – and told they are victims of a “war on cops.”

We should mourn both people killed by criminals and those unnecessarily killed by cops. But beware of people who claim to have simple answers to America’s race problems and crime problems. And beware of the media, which make it seem like life is getting worse.

It isn’t.

Casualty figures raise questions on drones In a show of shocking imprecision, the White House recently released statistics on the number of civilians killed by U.S. drone strikes in Pakistan, Yemen and Africa during President Barack Obama’s seven years in office.

The imprecision is evident in two ways, and it encourages practical and philosophical questions about the drone attacks that play a large role in America’s war on terrorism.

First, there are the statistics themselves. They’re an insult to the word “estimate.” According to the administration’s first report of this kind, as few as 64 and as many as 116 noncombatants have been killed, along with between 2,372 and 2,581 enemy combatants, in 473 unmanned aircraft strikes aimed at suspected terrorists and their leaders.

That’s quite a range: 64 to 116.

Americans wouldn’t accept such inexactitude in a calorie count; we

certainly shouldn’t accept it in a casualty count of apparently innocent people.

And an accurate number of dead civilians may not fall within that range, given that independent organizations that keep track of reports of U.S. drone strikes believe the real toll is as high as about 800. The website Long War Journal counts 207 civilian deaths in Pakistan and Yemen, the think tank New America counts 216 in those countries, and the news organization Bureau of Investigative Journalism said the range is 380 to 801.

Second, there’s what the statistics said about those drone strikes.

Part of the supposed point of using armed drones is that compared with bombs from manned aircraft, they’re more accurate at hitting small targets. Collateral damage is supposed to be minimized. Civilian deaths should be few – the strikes more humane.

But these numbers, especially the larger private estimates, suggest that advantage is overstated.

The implications are fodder for critics of Obama’s stepped-up use of drones. Maybe that’s why the administration rolled out the numbers on the Friday before the Fourth of July.

Note that the numbers don’t include civilian deaths from drone strikes in Afghanistan, Iraq or Syria.

They cover only places where the U.S. is not engaged in active hostilities.

To his credit, the president issued an executive order on the day of the data release making protection of civilians a priority for military planning.

But good intentions won’t satisfy those who say drone strikes, controlled by personnel at video screens thousands of miles away, sanitize the tragedy of civilian casualties.

While Americans debating how to fight terrorism may disagree on

how many dead foreign civilians is too many, we shouldn’t ignore the question of drone-strikes’ big-picture effectiveness. Do they debilitate the enemy and discourage would-be terrorists? Or does anger at the killing of civilians drive more young men and women toward terrorist recruiters? Isn’t the killing of civilians what we’re fighting against?

Last month, this editorial board called on Congress to give the president authority to use military force against ISIS. At the same time, the board said U.S. leaders must clearly delineate our aims – as well as limits that keep military and police action within the bounds of American values.

They can begin to better define the mission by asking hard questions about the vague, barely believable data released on July 1 and the drone strategy itself.

Claims about racist cops from groups such as Black Lives Matter lead more people to fear and hate the police.

That’s bad news for cops. It’s also bad for black people who live in crime-ridden neighborhoods, said Heather Mac Donald, author of “The War on Cops.”

She points out that activist policing is what people in those neighborhoods need and want, because they are much less safe if fearful cops (or cops who just want to avoid a hateful experience – such as being screamed at and called racist) stay in the car instead of questioning the young men hanging out on the corner.

Yes, said Mac Donald, it’s true that police disproportionately stop blacks, but “violent crimes are disproportionately committed by blacks.”

That’s something you probably won’t hear at a Black Lives Matter rally.

But Black Lives protesters also have a point: Some cops are sadistic, racist bullies.

Not many are, but with 765,000 police officers in America, if just 1 percent were racist, that would still leave 7,650 bullies with guns. For years, when officers said, “I had to use force; I had to shoot,” Americans usually believed them. Now videos

The decrease in state funding probably was the driving factor – the fiscal year 2016 budget was based off $5 million in state aid, but the school received $1.1 million.

Borowicz said the goal is to have 75 percent of the players on the college’s five teams – baseball, softball, volleyball, men’s basketball and women’s basketball – to be 75 percent athletes from inside the district.

According to rosters on the school’s website, 14 of 73 athletes (19 percent) came from within the district during the 2015-16 school year.

“The emphasis on local kids has become significantly more important and more challenging,” Jackson said.

“But we understand the rules. We’re coaches. We’ll figure out how to do it.”

According to information released by the school, Kishwaukee College offered 70 athletic scholarships totaling $143,563 for the 2015-16 school year.

This year, it will offer 32 scholarships, totaling $57,905. That’s a 54.3 percent reduction in scholarships and a 59.6 percent reduction in the amount of money being offered.

Borowicz said money would not be

taken away from student-athletes – students who signed a two-year scholarship last year still will receiving their money this year. She also said she expected the process of converting to more local rosters should take three years.

Jackson said scholarships would be divided along the same ratio as they have historically.

The idea of cutting athletics totally was also not discussed, Borowicz said.

She said athletics help students stay engaged with their education, and research shows that kind of engagement increases graduation rates.

“It provides a competitive avenue for students looking to further athletic endeavors as they move forward academically, as well,” Jackson said.

“For a lot of kids, it provides structure.

You’ve seen with a lot of local articles here about kids moving forward to four-year institutions and have the opportunity to have that paid for.”

and field coach Tywon Green talked her into it. Her younger sister, Sierra, also qualified for the national meet in the 100 hurdles.

“Naturally, it will probably feel like a bigger meet because it’s going up against some of the best runners in the country,” Long said.

A talented hurdler who recently graduated from DeKalb, Long became the third girls track and field athlete to win the state championship for the Barbs in school history when she took first in the 300 hurdles this season. Running for the Aurora Flyers Track Club in the summer, she went from running the 300 hurdles in high school to bumping that

distance up to 400, which she will run for Southern Illinois University next season.

“At first, it’s a shock and it beats you up a bit,” Long said about increasing the distance of the hurdles. “But I’ve been practicing it a lot, and, eventually, you get there.”

Long said it’s bittersweet knowing she has to rely on others to get her to the national meet, saying she wishes she didn’t have to, but that it’s been nice to see the outpouring of support from the community. Long, who has taken on a summer job cleaning up rental properties, said it’s been difficult with her mother undergoing treatment for breast cancer, seeing the

physical and monetary toll it’s had on the family.

“I cannot, in good conscious, ask my parents to take on the entire burden of sending me to Nationals,” she wrote on her GoFundMe page. “Although this is my best shot at becoming an All American and reaching goals I have set for myself and have been working towards for over five years.”

To be an All-American, Long will have to finish in the top eight in any of her events, and she said this week she is ranked second in the 400 hurdles.

MALTA – When a combination of a state budget impasse and declining enrollment numbers handed Kishwaukee College officials lemons, they decided to try to turn them into locally sourced lemonade.

The college’s athletic program will see the number of scholarships it offers slashed by almost 60 percent for the 2016-17 school year, but Laurie Borowicz, the college’s president, said the school is going to focus on recruiting athletes from its district – which includes DeKalb, Sycamore, Rochelle and Genoa among the population centers. Within three years, the rosters are expected to be three-quarters local athletes, she said.

Borowicz said officials at the school, which is playing at the Division II level of NJCAA, thought about eliminating athletic scholarships altogether and becoming a D-III program, but that idea was dismissed. She said if the Kougars are going to have a quality athletic program, they need to offer scholarships to recruit the best athletes.

“We want to make sure students that want to keep playing athletics, and are quality athletic players, recognize Kishwaukee College is a great place for them to start,” Borowicz said. “We want to be competitively recruiting those students, and at times it’s going to take scholarships for them to choose Kishwaukee College.”

Campbell feels at home with Hawks Returning veteran has lived for years in Western Springs

mlazerus@suntimes.com CHICAGO – Brian Campbell tried to be magnanimous, tried to say all the right things about how the Florida Panthers were on the rise, and about how it was a good young room, and about how he’ll miss some of his former teammates.

But then the truth spilled out.

“I’m not going to miss it that much, to be honest with you,” Campbell said of South Florida. “I’m excited where I am.”

Where he is, is back home in Chicago – the city in which he won a Stanley Cup, the city in which he met his wife, the city in which he put down roots, returning every summer after every season in Florida.

And as excited as Campbell is to be back, his teammates seem even more

thrilled.

“What an amazing pickup,” Patrick Kane said.

“It’s awesome; it’s great,” Brent Seabrook said.

“I got real happy when I saw that on the news,” Niklas Hjalmarsson said.

Although the gaping holes up front left by departed forwards Andrew Shaw, Andrew Ladd and Teuvo Teravainen loomed large as the Blackhawks gathered for their annual fan convention Friday at the Brian Hilton Chicago, it was Campbell the return of Campbell that drew the most attention. The affable defenseman has kept in touch with many of his old teammates, and fell easily back into old habits Friday, chatting up longtime pals such as Duncan Keith and Seabrook.

At 37, Campbell is still an elite skater and puck mover, a reliable defender, a savvy veteran who can play either side, and a guy whom coach Joel Quenneville said seems to get better with age. He led all NHL defensemen last

season with a plus-31 rating.

And he fills the Hawks’ most glaring need after a disappointing firstround playoff exit. Suddenly, the defensive corps, which leaned heavily on three rookies last season, might be the Hawks’ strongest unit. And whether Campbell is reunited with former partner Hjalmarsson, or more likely slotted alongside Seabrook on the second pairing, the Hawks hope he makes the difference.

“I think we’re deeper than we’ve been in a long time,” Hjalmarsson said.

“Soupy, he’s a veteran, he knows what it takes, and he’s won before. Then (Czech import Michal) Kempny’s going to be fun, to see how he plays. … I think we have a lot of excitement on the back end there. Hopefully, the forwards can do their job.”

Campbell never made a secret of his desire to return to Chicago. He, his wife and their two young daughters have lived in Western Springs for years now, and after toiling in relative anonymity in Florida, he gladly took significantly less money – $2.25 million for one year in Chicago, despite being offered a reported $4.75 million to stay with the

Panthers – to rejoin the Hawks.

“He’s been playing extremely well in Florida, and when you play on a team like that, it’s tough to get a lot of good credit, compared to playing on a team like Chicago or Montreal or whatever,” Hjalmarsson said. “He’s been under the radar.”

Campbell only spent three seasons with the Hawks, after playing parts of eight seasons in Buffalo and before playing five in Florida. But he said the city and the organization stuck with him. When he won the Cup in 2010, he was living downtown, just another transient hockey mercenary. Now he sees himself as a full-blown Chicagoan.

And although it’s debatable whether the Hawks or the Panthers – the latter coming off a division title – are closer to winning a championship, there’s no question where Campbell would rather pursue one.

And Campbell’s presence at the very least improves the Hawks’ chances.

“It would definitely be a lot better (to win again)” Campbell said. “It was great, obviously, but now that this is my community and my home, it’s stuff that you dream of.”

CHICAGO – There were times Friday afternoon when Cubs starting pitcher Kyle Hendricks watched the ball leave the bat and was convinced there was no way one of his teammates would track it down.

But time after time, the defense supported Hendricks before the Cubs’ offense responded with a five-run sixth inning as part of a 6-0 win over the Rangers at Wrigley Field.

Whether the aid came on a diving catch by center fielder Albert Almora Jr. or a ranging play by second baseman Javier Baez, the re-energized Cubs produced a combination manager Joe Maddon believes is a recipe for success moving forward.

“People get hung up on hitting all the time, and it’s wonderful and you’ve got to score – I get it,” Maddon said.

“But if you can pitch and play defense every night, you have a chance pretty much to win every night.”

Hendricks, who lowered his ERA to 2.41 – which ranks third in the majors among starters behind only the Dodg-

Coming off almost a monthlong stretch when the offense fell off, the Cubs’ starting pitchers hit the skids and 24 games in 24 days all took its toll, Maddon was hoping the All-Star break would give his team the chance to reboot.

But the defensive star might have been Almora, who had a pair of impressive catches in center, including a diving catch that erased a would-be extra-base hit before the rookie made a running catch to end the game.

“That’s my job,” Almora said. “I try to take care of [the pitchers].

“I didn’t do anything offensively, but I feel good today just because we won and (defensively) I did something to help out the team.”

Jeffery to play under franchise tag

The deadline for teams to sign franchise tagged players to a long-term deal has passed, and Alshon Jeffery will play 2016 on his one-year franchise tender.

As expected, the Bears and Jeffery did not agree to a multiyear contract. Jeffery signed his $14.599 million tag shortly after receiving it, and that will be his fully guaranteed salary for the 2016 season.

Jeffery, 26, did not attend Alshon Jeffery Bears OTAs or the strength and conditioning program, only reporting to Halas Hall for the mandatory veteran minicamp, which lasted two practices after coach John Fox canceled the third and final session.

In 2015, Jeffery missed seven games because of a variety of soft-tissue injuries, and he was limited in two other games. He finished with 54 catches for 807 yards and four touchdowns. The injury-riddled campaign came after back-to-back 16-game seasons, when he had 1,421 yards receiving and seven scores in 2013 and 1,133 yards and 10 touchdowns in 2014.

Scott wins Sycamore junior golf tournament

The annual Alvin Wildenradt Junior Championship was played Tuesday and Wednesday at the Sycamore Park District Golf Club, with Trent Scott shooting a twoday total (73-74) of 147 to win the overall championship.

Martin Hurst was second with a 149 in the two-day tournament.

In the 13- to 15-year-old division, Elburn’s Will Marshall won with a 149, 10 strokes ahead of the second-place finisher.

Northern Illinois football players Aregeros Turner and Shawun Lurry were named to college football award lists Friday.

Lurry was one of 40 players named to the Walter Camp Player of the Year Award watch list. Turner is one of 43 players named to the 2016 Watch List for the Paul Hornung Award.

Lurry also is on the preseason lists for the Bronko Nagurski Trophy (best defensive player) and the Jim Thorpe Award (best defensive back).

Sex is not what it once was. Is there anything “natural” I can do to improve sex?

I don’t want to take pills. What’s normal aging when it comes to sex?

Dear Reader: As a man in the last half of his life, I would like to be able to tell you nothing changes. However, even in healthy men, sexuality changes over time. It’s often a gradual, almost unnoticeable process that usually begins in a man’s 40s.

Sex involves different functions. Most are affected by aging: Sexual desire or libido: The sex drive requires the right mind-set and enough testosterone, the male hormone.

The intensity of the sex drive tends to wane with age. Levels of testosterone begin to drop after age 40. Most men older than 40 still have more than enough testosterone to function sexually.

But the sex drive is not just about testosterone levels. A man’s mind finds certain aspects of another person’s appearance or behavior attractive, or not. And when relationships become strained, a person who used to be sexually attractive can become less so.

That said, having an abnormally low testosterone level probably negates a man’s sex drive, even when he sees a very attractive woman.

Arousal: Arousal begins with erotic thoughts and sensory stimulation. These excite the nerves that go to the penis, and that leads to an erection. Here’s how it works: The penis is filled with a spongy tissue.

When the sponge is dry, it collapses. When it’s wet, it swells. Stimulation of the pelvic nerves signal the arteries of the penis to widen. Blood rushes into the spongy tissue.

Stimulation of the nerves also causes the veins carrying blood away from the penis to narrow, so more blood is entering the penis and less is leaving. As a result, the penis

There are several reasons why it becomes harder for men to have an erection as we age: • Penile responsiveness to sensory stimulation slows with age.

• Penile blood flow may decrease as men grow older.

• The nerve signals that cause erections are more difficult to sustain.

Plateau: The prostate and seminal vessels begin to discharge fluid to prepare for ejaculation.

Ejaculation: Certain muscles contract, propelling semen forward. Orgasm usually occurs with ejaculation. These muscular contractions of ejaculation become less intense as we get older. Also, semen volume and sperm counts decline.

Refractory period: The penis can’t respond to sexual stimulation during this phase. It lasts from 30 minutes (in younger men) to three hours (in older men).

Diseases that affect the blood vessels and nerves can disrupt all these functions. For example, atherosclerosis blocking blood flow in the arteries that send blood to the penis is one culprit. Diabetes and pre-diabetes are another example: They damage nerve function, as well as stimulating atherosclerosis.

A healthy lifestyle, which reduces your risk of atherosclerosis and diabetic nerve damage, is the road both to a longer life and to better sex.

Although some colleges check into the online postings of applicants, I have never heard of any educator who was fired because of something posted when the person was 13. So study hard, keep your shirt on and good luck in the field of education.

My mother taught me to love and respect all animals, and I have had snakes, turtles, birds and other exotics as well as dogs, cats and rabbits. The Senior Life Master had returned from his round-the-world cruise. All the bridge-club members, happy that he was back, were ready to hear about the trip’s highlights.

“Well, I tried to visit a bridge club and play in a duplicate at each port of call. It wasn’t always possible, because the schedules of the ship and the club did not mesh. But I did play with and against a lot of interesting people.”

One new member asked if any of the deals had been particularly memorial. In the background, someone whispered “rookie error” because the SLM tended to be long-winded.

Well (answered the SLM), there was this textbook declarer-play problem that faced my partner during a duplicate in Auckland, the beautiful major city of New Zealand. It highlighted a difference between pair and team events.

I agree with my partner’s three-diamond rebid. With only four losers, that hand was too strong for a nonforcing two diamonds.

My partner won the first trick with the club ace, cashed her top diamonds, and ruffed a diamond with my heart nine. However, disaster struck when East overruffed and returned a trump. Now my partner had to lose two spades, one diamond and the overruff.

To be fair to my partner, she immediately said that she knew she could have guaranteed her contract by ruffing the third diamond with dummy’s heart ace. But as she mentioned, if the first diamond ruff passed off safely, she was a big favorite to win a valuable overtrick.

In theory (the SLM concluded), she had made the right play, but it had not worked -- unlucky.
