I’ve been receiving the calls on my cellphone for days, and maybe you have, too. These are different from the similarly annoying calls I was receiving from strange area codes about the interest rate on my credit card.

After receiving about 30 calls from different, far-flung area codes, I finally responded to that one and found myself on the phone with someone in a foreign country who didn’t seem terribly inclined to honor my request to find something productive to do with his life and never call me again.

The messages from the Internal Revenue Service impostors are in a robot voice. It asks me to call a number somewhere far away.

Sometimes, it’s in Washington, D.C., which makes me feel kind of important. They’ve got the auditors at headquarters working on my return.

But DeKalb police will tell you not to return the robocall. Eventually, you will end up on the line with a real person, who will demand cash for back taxes, and will threaten to arrest, sue or take other measures against you if you don’t pay.

Or they’ll promise you a big refund, which actually could be the more dangerous con.

Greed can be a more compelling motivator than fear.

The truth is, if the IRS is going to sue you – or send you money – you already should know, IRS Commissioner John Koskinen said earlier this year.

IRS scammers have been ringing the phones of people around the DeKalb area. DeKalb police put out a warning in May about the scam.

The Sycamore police issued a similar warning last year.

There’s money to be had, too – federal officials estimated in May that the scam had bilked 6,400 Americans out of about $36.5 million, according to a USA Today story about the arrest of five Miami-based scammers running this con.

Apparently, the feds didn’t get everybody, however. My phone keeps ringing.

A good rule of thumb is if you get a call from someone who says they’re from your credit card company, or a bank that’s loaned you money, or whatever the case might be, hang up on them.

Then call that company back at a customer service number you have for them, and ask if they really were trying to reach you.

Don’t take a stranger’s word for it – and don’t believe just any robot.

Coffee struck from the list of possible cancer-causing agents

LONDON – Go on, have another cup. Coffee is now off the list of things that could cause cancer.

Experts convened by the World Health Organization’s cancer research arm declared Wednesday that there isn’t enough proof to show that the brew is linked to cancer. But in the same report, they warned that drinking “very hot” beverages

of any kind could potentially raise your risk of the disease.

In particular, it cited countries including China, Iran and those in South America, where teas such as the bitter herbal infusion mate are traditionally drunk at extremely high temperatures considerably hotter than drinks would normally be served in cafes across North America and Europe.

DeKalb County Health Department trains for public health crisis

rgillespie@shawmedia.com DeKALB – The dozens of people who waded past manned stations Wednesday at the DeKalb County health facility seeking medication were part of a simulated, statewide public health exercise to test the county’s preparedness in case of a real emergency.

The DeKalb County Health Department took part in the Strategic National Stockpile Plan, which is a test of how public health workers would dispense medication in case there was an anthrax scare.

“This exercise will help improve protocol by identifying gaps we have in our plan to distribute medicine during an emergency,” said Melissa Edwards, the health department’s health promotion and emergency preparedness coordinator.

The event was hosted in conjunction with the Illinois Department of Public Health. The health department simulated distributing antibiotics to more than 400 county residents who had suffered a fictional exposure to anthrax.

The point was to test how effectively and efficiently workers could acquire medication through the Strategic National Stockpile and get it dispensed.

“In a large event, there’s going to be more people, we know that,” Edwards said. “But this at least helps test our staff, and really that’s an important part of this process.”

The Strategic National Stockpile is a cache of medicine and medical supplies held by the federal government that could be sent anywhere in the country within 12 hours, county health officials said. Local public health agencies would make a request through their states, which would ask the federal Centers for Disease Control and Prevention for the medicine and supplies.

The health department used 37 volunteers and 38 staff members to stage the exercise. Volunteers included students from nursing programs at Northern Illinois University and Kishwaukee College, as well as local Boy Scout troops and their family members and friends.

From there, other stations were available, depending on medical need, on through the actual dispensing of the fake bottles of antibiotics.

In a real event, the county health department would have about 24 to 36 hours to pass out the medication to all of the residents.

The health facility on Annie Glidden Road was used as the distribution point for the mock event, but health officials said Northern Illinois University’s Convocation Center would be the primary site in case of a real event.

“We know that for an exercise purpose, this (health complex) is a perfect building,” Edwards said. “In a real situation, we know that we would be using our primary site.”

Edwards said that public health workers from other nearby counties

were on hand to observe DeKalb’s exercises and offer critiques and feedback. Further, she said, data collect-

ed from the day’s event also will be forwarded to the state public health department for more analysis.

DeKalb leaders break ground on jail expansion

ksmith@shamewdia.com SYCAMORE – Officials gathered Wednesday for a groundbreaking years-in-the-making, and ceremonially began work on the $35 million project to expand the DeKalb County Jail.

DeKalb County Board Chairman Mark Pietrowski, D-District 3, joked Wednesday that Sheriff Roger Scott would be skeptical of the county’s readiness to move forward with the expansion until he saw the first shovel in the ground later that evening.

Overcrowding at the jail has been a problem for decades, and an expansion of the facility is long overdue, Scott said. The addition should allow enough space to house the average of 30 to 50 inmates who are detained in other counties because of limited bed space at the DeKalb County Jail. The first study to

“This study back in 1990 said that a jail built in 1980 was already crowded in 1990, but that building was built with great intention and a solid framework,” Scott said. “That building is still operational and will continue to be operational even after the beginning of this project comes to an end and we have a jail.”

Once completed in 2018, the expanded jail would have capacity for 163 beds,

with immediate plans to use 133.

An earlier proposal to pay for the expansion with a quarter-cent or halfcent sales tax increase that would require voter approval was quickly scrapped. Voters twice rejected a referendum to increase sales tax to pay for an expanded jail – once in 2004 and again in 2006.The county plans to use multiple revenue sources, notably increased revenue from tipping fees at Waste Management’s landfill near Cortland, to finance the project.

Aside from acting as a source of security for both jail officials and community members, the expanded 83,630-square-foot building promises to better provide educational and mental health programs. Early intervention in these areas could reduce inmates’ chances of recidivism upon their release, DeKalb County Sheriff’s Chief of Corrections Joyce Klein said.

“We can actually have more than one program happening at the same time of day, which really limited our ability to do the amount of programs that we wanted to do,” Klein said. “It’s a two-part goal: one is to have them behave better in custody and two is to help them do better when they’re not in custody.”

Edward Deeke, 95, of Malta, Illinois, died Tuesday, June 14, 2016, at his home.

Born Nov. 6, 1920, in Canyon, Texas, he was the son of William and Marie (Schroeder) Deeke.

Edward was a veteran of the U.S. Army, having served during World War II, and received the Bronze Star. He was a rural letter carrier for over 35 years and formerly owned and operated Deeke Brothers Excavating.

He is survived by his niece, Tanya (Ed) Johnson of Jarvisburg, North Carolina; and caretaker, Lorri Deeke of Malta. He was preceded in death by his son Brian Edward Deeke.

The funeral service will be at 11 a.m. Saturday, June 18, at Anderson Funeral Home, DeKalb, with the Rev. Robert Vaughn of Malta Congregational Church officiating. Burial of cremated remains will be at Fairfield Cemetery, Lake Zurich, at a later date. Full military honors by the American Legion, AmVets and the VFW Honor Guard will follow services. ARNOLD McMILLAN Born: June 18, 1930 Died: June 13, 2016

Arnold “Mac” “Shorty” McMillan passed away June 13, 2016, at the DeKalb County Nursing & Rehab Center after a lengthy illness with Parkinson’s disease.

He was born June 18, 1930, to Clifford and Ellen (Savage) McMillan in Black River Falls, Wisconsin. He came to Sycamore when he was 13 years old. He met the love of his life on a sleigh ride, Barbara Hoffmann when they were 14 years old. They have been inseparable ever since. They were married June 25, 1949, and have one daughter together, Sue McMillan Olson. Mac worked at various jobs until he landed the job at West School, Sycamore School District 427 as a custodian. He worked there for 25 years and made many good friends.

He retired in 1988.

Mac was a competitive person – always wanting to win and never giving up. This was apparent in his long struggle with Parkinson’s disease. He was a card shark, pool shark and was a great bowler earning a place in the Bowlers Hall of Fame. He was an avid Cubs fan and enjoyed watching the Bulls. Always known for his big heart and love of family.

Mac is survived by his wife of 67 years, Barbara Hoffmann McMillan; one daughter, Sue McMillan Olson; one granddaughter, Angela (Clint) Carraher; 3 great-grandchildren, Joseph Miller,

Ann G. Rukavina, 92, of DeKalb, IL died Monday, June 13, 2016. She was born Jan. 20, 1924, in Youngstown, OH, to Catherine and Simon Pavelic.

She graduated from high school in Youngstown and went on to work as a bookkeeper at Armor & Company.

Ann met the love of her life, Louis Rukavina, Damian Olson and Joshua Carraher; one brother, at a Croatian picnic. They were married July 6, Bernie McMillan (Alice); and several nieces and 1945, and made their home in DeKalb, where they nephews; and a special sister- and brother-in-law, raised their family and worked as partners in the Marv and Marilyn Howe of Sycamore. ROBERT MORRIS Born: Feb. 5, 1956 Died: June 13, 2016

Robert “Bobby” Morris, age 60, passed away Monday, June 13, 2016, after a fierce battle with cancer. His body was broken, but never his spirit and Bobby now lives free of his earthly chains in Heaven.

He was born Feb. 5, 1956, in Chicago, IL, the son of Charles and Angeline (Sarley) Morris. Finally at rest, Bobby can make the kind of music that will last for an eternity.

He is survived by his son Charlie (Jennifer) Morris; three siblings: Chet Morris, Roseanne Morris and Cheryl Morris; many nieces, nephews and a close circle of friends who will cherish echoing last notes of Bobby’s life. DeKALB – An appellate court decision means the parents of a Northern Illinois University freshman who died after a fraternity hazing party can move forward with a lawsuit against the local chapter of the fraternity and its members.

While Monday’s ruling could still be appealed to the Illinois Supreme Court, David Bogenberger’s parents were pleased with decision, attorney Peter Coladarci said.

“They’re happy about this,” he said.

Bogenberger, a 19-year-old Palatine High School graduate and fraternity pledge, had a blood-alcohol content of 0.351 percent when he died in November 2012 at Pi Kappa Alpha fraternity, 1020 W. Hillcrest Drive.

Bogenberger and 18 other pledges attended the unsanctioned par- David ty, at which fraterni- Bogenberger ty members and other guests ordered pledges to drink vodka, authorities have said.

The pledges drank alcohol for about two hours while playing a game in which they were assigned “moms” and “dads” whose identities they were supposed to guess, authorities have said.

In May 2015, 22 former Pi Kappa Alpha fraternity members were received sentences requiring community service and fines in connection with Bogenberger’s death in what State’s Attorney Richard Schmack said was the largest hazing prosecution in U.S. history.

Bogenberger’s family filed suit in 2013 against 22 men, 16 women, the landlord for the Pi Kappa Alpha fraternity house, the NIU chapter and the national fraternity organization.

The reasoning behind that common law rule is that drinking alcohol – rather than selling or serving it – is the cause of intoxication and any injury that may result.

The appellate court found that circumstances of David Bogenberger’s death, as alleged in the lawsuit, weren’t a social host situation, however. In their decision, the appellate justices referred to a prior decision, Quinn v. Sigma Rho Chapter of Beta Theta Pi Fraternity.

“As the appellate court found in Quinn, here ‘we are faced with a situation which consists of more than the mere furnishing of alcohol. The facts, as alleged in plaintiff’s amended complaint, describe a fraternity function where plaintiff was required to drink to intoxication in order to become a member of the fraternity,’ “ the court wrote in its decision. “We agree with Quinn that this situation is distinguishable from the social host circumstances found in ... other social host liability cases.”

However, the appellate judges affirmed the lower court’s decision to dismiss the case against Pi Kappa Alpha Corporation Inc., Pi Kappa Alpha International Fraternity, the female defendants and Pike Alum LLC, which was the landlord of the property. It ruled those people and entities couldn’t be held liable in this case.

Both sides expect the case to be appealed to the Illinois Supreme Court.

Mike Borders, who represents former fraternity president Alex M. Jandick, said that he was reviewing the appellate court decision and if he would file an appeal.

Coladarci said he would also consider appealing the appellate court regarding the other defendants, including the national fraternity.

He said it was possible a settlement could be reached in the case, but said any settlement “would have to be something that was respectful to David.”

State certifies the faculty union at NIU DAILY CHRONICLE

news@daily-chronicle.com DeKALB – The Illinois Labor Relations Board has certified the recently organized faculty union at Northern Illinois University.

The group had filed its intent to unionize in April.

“With a union, we are now able to negotiate for our future, thanks to the resolve of NIU faculty,” Rosemary Feurer, associate history professor at NIU, said in a written statement. “We look forward to forming our bargaining committee, which will work in good faith to negotiate a contract fair to

the faculty and the students we serve.”

The new union will be called the United Faculty Alliance of Northern Illinois University.

UFA has supporters across campus and among all ranks of tenure-line faculty. It would represent more than 600 tenured and tenure-track faculty members at NIU, according to a news release from the Illinois Federation of Teachers.

UFA is affiliated with the Illinois Federation of Teachers, the University Professionals of Illinois, American Federation of Teachers, and the American Association of University Professors, the release said.

Maria Ridulph Memorial Fund sends 2 Sycamore students to summer camp

ksmith@shawmedia.com SYCAMORE – The first donation from the Maria Ridulph Memorial Fund will be used to send two West Elementary School students to summer camp next week.

West Elementary Principal Kristi Crawford selected first-grader Dexter Yamaoka and his sister, Lily Potts, a fifth-grader, to benefit from the fund this summer.

The Maria Ridulph Memorial Fund was established in 2015 in memory of the 7-year-old girl who was kidnapped from her Sycamore home Dec. 3, 1957, and found murdered in spring 1958.

Ridulph was a student at West Elementary at the time. The fund includes proceeds from the Charles Lachman book, “Footsteps in the Snow,” which chronicled Maria Ridulph’s disappearance and the subsequent investigation, her brother, Charles Ridulph said.

Now, in its first year, the memorial fund will allow two West Elementary students to experience a one-of-a-kind childhood summer in memory of Maria.

“It gives the kids an opportunity to do something that Maria never had the chance to do,” Charles Ridulph said. “Maria would have just loved the whole thing.”

Yamaoka and Potts will spend the week at Walcamp Outdoor Ministries and Retreat Center in Kingston, Yamaoka will swim, hike and canoe at the retreat’s day camp. Meanwhile, Potts will spend her time riding horses at Eagles Wings Equestrian Center in Kirkland.

“It’s a Christian camp and actually a retreat center. They do a lot of stuff for special needs kids out of Chicago and they’re affiliated with the Lutheran Church,” Ridulph said. “I was aware of them, and I thought it would be good for them to have a nice Christian atmosphere.”

The family couldn’t be reached for comment, but has expressed excitement and gratitude toward the Ridulph family, Charles Ridulph said.

“They just think it’s really great.

I actually hit them at a good time.

[Their mother] just had a baby. It’ll give them a break for a week or two,” he said. “The kids are really looking forward to it.”

County Board returns health department’s tax levy plan to committee

rgillespie@shawmedia.com SYCAMORE – The full DeKalb County Board sent back to the executive committee the tax levy referendum issue that the health department said would help sustain critical public health programming.

The health department wants to ask voters in November to support a property tax referendum that will keep a $650,000 levy in place. The current levy, which has been used to pay off $11.8 million in bonds issued 20 years ago, will expire this year.

County Board members got a bit confused at Wednesday night’s meeting on what they were voting on re-

garding the referendum issue. The befuddlement began after board member Steve Faivre, D-4th District, made a motion to amend the original motion.

That was narrowly approved, 12-10.

“It’s just really highly coincidental that the amount of money we need exactly matches the amount of money that is coming off of the tax levy,” Faivre said.

He recommended that the executive committee re-evaluate the county health department’s and its governing board’s projections of grant funding reductions and other fiscal estimates.

The nine-member committee had approved passing the issue on to the full board for consideration at the committee’s June 8 meeting.

Faivre said after the re-examination, he could support putting the measure on the April ballot.

But board member Paul Stoddard, D-9th District, said he wants the county to take advantage of the increased voter turnout that is typical of presidential election cycles like this current one. That was the premise he used as he motioned to amend what Faivre put forth. Stoddard wanted to make sure the committee would consider having the referendum put on the ballot in November as well as in April.

“If we are going to levy a tax on the entire county, I think it behooves us to get as large a voter turnout as possible,” Stoddard said.

Then, the County Board took a final vote on Faivre’s proposed amendment and agreed to it on a 14-8 vote. So now, the executive committee will have to take up the issue again.

Since the full board does not meet in July, the question of whether to put the tax levy measure before voters is expected to be on the County Board’s August agenda.

County Administrator Gary Hanson said pushing the issue to the August meeting still would be before the deadline to have it placed on the November ballot.

However, it is unclear at this point whether voters will get to consider the referendum this fall or next spring.

SYCAMORE – This week’s hot weather proved too much for a fourfoot section of Bethany Road.

The concrete surface of the road buckled Wednesday afternoon, forcing Sycamore police to close Bethany Road from Peace Road to Route 23 for several hours while crews worked to repair it.

The buckling was caused by the recent heat wave, which pushed daytime temperatures higher than 90 degrees, Sycamore City Manager Brian Gregory said.

“This is the first time I’ve ever had it happen,” said Sycamore Public Works Assistant Director Ebe Smith, who has been on the job for nearly three decades.

Police officers worked to divert traffic around the busy roadway during rush hour. Later, barricades were set up to keep motorists out.

Closing down a road is never popular, but Police Chief Glenn Theriault said safety was the top priority, for both motorists, and later, for the crews working to fix the road.

Crews planned to use a backhoe to clear the area and patching mix to fill it in. The sheriff’s office said the road reopened about 8:30 p.m. Wednesday.

However, a long-term fix will be needed. That likely will require cutting out that section of road and putting in a new one, Gregory said. He praised the work of city employees in responding to the incident.

“All of our departments work very well together, especially in time of need,” he said.

STATE Agency: Chicago police need anti-discrimination rule The ASSOCIATED PRESS CHICAGO – Accusations that an officer called President Barack Obama a racial slur have prompted the agency that investigates police misconduct in Chicago to recommend that the city’s police department enact a policy that prohibits officers from engaging in any kind of discrimination.

The recommendation from the Independent Police Review Authority’s chief administrator, Sharon Fairley, came after the agency suggested firing the officer, who is accused of making the remark in October when Obama was in Chicago and officers were deciding who would work on the presidential detail. An offended officer filed the complaint with IPRA. IPRA’s recommendation was included in a letter sent May 12 to police Superintendent Eddie Johnson. When Johnson didn’t reply within the requested 30 days, IPRA posted the letter on its website Tuesday evening, the Chicago Tribune reported.

Chicago police didn’t immediately respond to a request for comment.

IPRA declined to name the officer citing union rules.

Elgin college predicts layoffs with no state budget

ELGIN – Officials at Elgin Community College said as many as 20 layoffs are coming because of anticipated funding shortfalls thanks to the lack of an Illinois state budget.

The Daily Herald reported that layoffs will be among support workers with savings of about $480,000.

College President David Sam said the school’s board is trying to keep the impact on students to a minimum. He said Tuesday that “for the first time we are faced with the possibility of a layoff.”

College officials said discussion on which positions to cut will start this week. The school has made other cuts as well.

Rauner to voters: Beseech Dems for budget action

SPRINGFIELD – Gov. Bruce Rauner implored voters tired of budget deadlock to call Democratic legislators and ask them to return to the capital to vote on Republican budget measures.

Security to be stepped up during Chicago’s gay pride parade

CHICAGO– The coordinator for Chicago’s upcoming gay pride parade said organizers will hire dozens more off-duty police officers than they did last year after city officials asked them to beef up security in the wake of the massacre at a gay nightclub in Florida.

Richard Pfeiffer said 160 off-duty officers and other security professionals will work the parade. Last year there were 70.

Security has been increased in gay communities in Chicago and around the country since a gunman killed 49 people at an Orlando club.

Chicago police said they’ll provide additional parade security. Police said there’s been no threat made against the city’s gay community.

CHICAGO – The Chicago Public Library is giving away more than 1 million books to kids across the city to encourage them to read this summer and develop their own personal libraries.

Commissioner Brian Bannon and Mayor Rahm Emanuel announced the library’s largest-ever book giveaway on Tuesday.

It’s part of the Rahm’s Readers Summer Learning Challenge, which urges children to read for at least 20 minutes each day when they’re not in school.

Emanuel said it’s a way for kids to “keep their brains engaged and prepared for success when school resumes this fall.”

ORLANDO, Fla. – Orlando gunman Omar Mateen apparently made a series of Facebook posts before and during his attack on a gay nightclub, raging against the “filthy ways of the west” and blaming the U.S. for the deaths of “innocent women and children,” according to a Senate committee letter released Wednesday.

The killer whose rampage left 49 people dead also searched for “Pulse Orlando” and “Shooting” online on the morning of the carnage Sunday and said on Facebook: “America and Russia stop bombing the Islamic state,” according to the letter.

The Senate Homeland Security Committee sent the letter to Facebook CEO Mark Zuckerberg, asking the company to produce information on Mateen’s online activity and to provide a briefing to the panel.

The letter illuminating Mateen’s state of mind in the final hours of his life was released as the long, sad procession of memorials and funerals for the victims began in Orlando and as the FBI appealed for the public’s help in reconstructing the killer’s movements. The FBI is also trying to establish how much Mateen’s wife may have known about the attack at Pulse dance club.

“We need your help in developing the most complete picture of what he did and why he did it,” FBI agent Ron Hopper said at a news conference.

In its letter, the committee said staffers have learned that five Facebook accounts were

associated with the 29-year-old American-born Muslim.

“The real muslims will never accept the filthy way of the west,” Mateen wrote, according to the letter from committee chairman Sen. Ron Johnson, a Wisconsin Republican. Johnson did not say how he learned of the posts other than to cite “information obtained by my staff.”

As he did in his call to a 911 operator during the massacre, Mateen pledged his allegiance on Facebook to the leader of the Islamic State and, in his final post, warned: “in the next few days you will see attacks from the Islamic state in the usa.”

Despite his professed loyalty to the extremist group, the Obama administration has said it has seen no evidence that the shooting rampage was directed by the Islamic State.

The three-hour rampage began at 2 a.m.

Sunday and ended with Mateen being killed by a police SWAT team. The FBI said it is still gathering evidence at the Pulse and analyzing cellphone location data to piece together Mateen’s activities leading up to the massacre, while also interviewing people who had any dealings with him.

On Saturday night, hours before the rampage, Mateen visited Disney Springs, an outdoor restaurant, retail and entertainment complex at Walt Disney World, an official who was briefed on the case but insisted on anonymity to discuss the continuing investigation told The Associated Press.

The official said it is not clear what Mateen was up to.

Body of boy snatched by gator found in Disney lagoon

LAKE BUENA VISTA, Fla. – The body of a 2-year-old Nebraska boy who was snatched off a Walt Disney World beach by an alligator and dragged underwater was recovered Wednesday, ending a ghastly search at one of the world’s most popular tourist destinations.

Divers found the body of Lane Graves about 16 hours after authorities first got the call that a reptile had taken the boy from the water’s edge at Seven Seas Lagoon despite his father’s frantic attempt to save the child.

Sheriff Jerry Demings said it appeared the gator pulled the child into deeper water and drowned him, leaving the body near the spot where he was last seen. An autopsy was planned.

“Of course the family was distraught, but also I believe somewhat relieved that his body was found intact,” Demings told a news conference.

The boy’s parents were identified as Matt and Melissa Graves of Elkhorn, Nebraska, a suburban area of Omaha.

A family friend released a statement on behalf of the couple thanking well-wishers for their “thoughts and hope-filled prayers.”

A company representative said it would “thoroughly review the situation for the future.”

Demings said his agency and state wildlife officials would look into the issue of warning signs. The sheriff told The Associated Press that investigators would also review whether the boy’s parents should be charged, but it’s not likely.

“There nothing in this case to indicate that there was anything extraordinary” in terms of neglect by the parents, Demings said.

Wildlife officials said the attack was a rarity in a state with a gator population estimated at 1 million. But it still spooked visitors in a city built on tourism.

“We have been to Yellowstone and encountered grizzly bears, but this is just freaky,” said Minnesota tourist John Aho, who was staying at the park with his wife, Kim, and their 12-year-old son, Johnny.

The child had waded no more than 1 or 2 feet into the water around nightfall Tuesday when he was taken from a small beach, authorities said.

The boy’s father desperately tried to fight off the gator, suffering lacerations on a hand, but he could not save his son.

WASHINGTON – A Democratic senator waged a filibuster into the night Wednesday, an attempt to force a vote on gun control legislation three days after 49 people were killed at a Florida nightclub in the worst mass shooting in modern U.S. history.

Connecticut Sen. Chris Murphy said he would remain on the Senate floor “until we get some signal, some sign that we can come together,” and evoked the Newtown school shooting in his state in 2012. His plea came as presumptive Republican presidential candidate Donald Trump said he would meet with the National Rifle Association about the terror watch list and gun purchases.

“For those of us that represent Connecticut, the failure of this body to do anything, anything at all in the face of that continued slaughter isn’t just painful to us, it’s unconscionable,” Murphy said.

Twenty children and six educators died in the shooting at Sandy Hook Elementary School on Dec. 14, 2012. Murphy, 42 and the father of two young boys, said he cannot look into the eyes of those children’s relatives and tell them that Congress has done nothing since.

The election-year fight over gun control in the wake of the shooting in Orlando, Florida pits strong proponents of the Second Amendment right to bear arms against those arguing for greater restrictions on the ability to obtain weapons. Trump, who has the endorse-

ment of the NRA, told a rally in Georgia, “I’m going to save your Second Amendment.”

Attempts at compromise appeared to collapse within hours of surfacing in the Senate Wednesday, underscoring the extreme difficulty of resolving the divisive issue five months to the election. Sen. Dianne Feinstein, D-Calif., who had been involved in talks with Sen. John Cornyn, R-Texas, said there was no resolution.

Murphy began speaking at 11:21 a.m., and he was still standing more than 10 hours later, showing few signs of fatigue. By Senate rules, he has to stand at his desk to maintain control of the floor. When asked by another senator how he was feeling just before 7:30 p.m., Murphy said rehabilitation from a back injury in his 20s had helped him build up endurance.

As tourists and staff – and at one point in the evening, Murphy’s two sons – looked on from the galleries, the senator maintained his filibuster to a mostly empty chamber, save a series of Democratic senators who joined him and made their own speeches through the day.

Democratic Sens. Richard Blumenthal of Connecticut and Cory Booker of New Jersey stayed with Murphy on the floor for most of the debate.

For those following from afar, Democrats gave updates on Twitter using hashtag “#enough.”

It’s been nearly a decade since Congress made any significant changes to federal gun laws.

When a killer falls through the net The gunman who carried out the deadliest mass shooting in U.S. history had twice come to the attention of federal law enforcement authorities. He was placed on a terrorist watch list, investigated, interrogated and determined not to be a threat.

That assessment proved horribly and tragically wrong.

But that obvious-in-hindsight assessment is only the beginning of a conversation, not the conclusion, and certainly not an indictment.

The FBI has said it will conduct a review of its past investigations into Omar Mateen to determine if mistakes were made or signs missed that could have prevented Sunday’s rampage at an Orlando, Florida, nightclub, in which 49 people were murdered and an additional 53 wounded.

The 29-year-old gunman, an American-born citizen born to Afghan parents, had been placed on a terrorist watch list for nearly a year after co-workers alerted authorities in 2013 to inflammatory comments he made.

He was taken off the list after an intensive investigation, including use of an undercover informant, concluded that he had broken no laws and that his talk of ties to terrorists was mere bluster. His name surfaced months later in a separate probe, but agents again concluded no action was warranted.

Posing the question of whether things should have been done differently, FBI Director James Comey said, “So far, I think the honest answer is: I don’t think so.” If in fact procedures were followed and no obvious clues missed, the questions become more difficult. Are the procedures adequate? Were allegations of domestic abuse known and factored in, and should they have been? Can better predictive methodologies be developed?

We ask these questions with appreciation of the difficulty of the job. Comey characterized the challenge of detecting lone-wolf terrorists as not only looking for “needles in a nationwide haystack” but also figuring out “which pieces of hay might someday become needles.”

As President Barack Obama said Tuesday, “We work to succeed 100 percent of the time. An attacker, as we saw in Orlando, only has to succeed once.”

Moreover, on alternate weeks, the FBI finds itself criticized for being too intrusive, overusing sting operations that defense lawyers characterize as entrapment and maintaining long watch lists of people who have been convicted of no crime. Americans expect law enforcement to protect them from danger – while also respecting their privacy and their right to dissent.

Nonetheless, this is the third time in recent years that someone who came under FBI scrutiny, including the Boston Marathon bombers, ended up carrying out a later attack.

Are there lessons to be learned from how someone known to authorities went on to kill?

We should not expect perfection, but we should expect the FBI to be rigorous in its review of this case – and as transparent as possible about the lessons that it draws.

Study of Annie Glidden North a good step Officials at the city of DeKalb appear set to invest in a study to improve the area they call the Annie Glidden North corridor.

It’s a wise move that could pay dividends for the area and help make the city stronger.

The area, which is just north of Northern Illinois University, has some positive attributes. It has the highest total population of any part of the city. Its residents are younger on average than anywhere else in town. The neighborhood has the highest concentration of NIU students living off-campus and the second-highest concentration of DeKalb School District 428 students.

It also is considered underserved by businesses – in fact, it is considered to be a “food desert” by City Hall.

But it also has a high concentration of subsidized housing, less parkland and more crime than the city’s average, city documents show.

City officials wants to find ways to both improve the quality of life and reputation of the neighborhood and make it more attractive to businesses that can serve its residents. They are seeking proposals from consultants who can devise a new plan for the area, one that gathers and incorporates public opinion, and aims to make the area safer, more appealing and more livable.

This sounds like a great idea. Some may question whether the city could do something

like this with the professionals it has on staff.

That’s a fair question, particularly in this time of tight budgets, however, it’s fair to point out that this is the city’s first attempt at putting this kind of neighborhood-level plan together.

Perhaps by calling in a firm that specializes in this sort of work, a template can be developed that city staff could copy going forward as they apply this kind of hyperlocal planning to other parts of DeKalb.

The city has set a July 27 deadline to accept bids from firms interested in providing a revitalization plan for the Annie Glidden North corridor.

Provided that the low bid is from a capable firm and reasonably priced, they should go ahead with this idea.

The neighborhood’s youth and its population density are two things that make it unique in DeKalb.

Making it feel more livable and secure could not only attract investment from businesses, but also could make Northern Illinois University more attractive to prospective students, make young families’ lives easier, and generally improve the way that DeKalb citizens see their communities.

We hope that the city can proceed with its plans for the Annie Glidden North corridor and that it results in some innovative ideas for improving the community.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

VIEWS Ramesh Ponnuru Court explicitly said that it does not consider the Second Amendment to rule out all regulations. The right the amendment protects, it said, is “not unlimited.”

It added that “nothing in our opinion should be taken to cast doubt on longstanding prohibitions on the possession of firearms by felons and the mentally ill, or laws forbidding the carrying of firearms in sensitive places such as schools and government buildings, or laws imposing conditions and qualifications on the commercial sale of arms.”

Moreover, it said that the amendment covered only the kind of weapons in common use at the time of the Founding. How to apply these limitations on the right is, of course, debatable. But the court has subsequently declined even to hear a case challenging a local ordinance against “assault weapons.”

The Supreme Court has not had any occasion to consider a federal

ban on “assault weapons” since it embraced the individual-rights view because Congress has not passed one.

In 2013, a Democratic Senate could muster only 40 votes for that ban. Legislation to expand background checks also died without any action from the court. The gun regulations at the center of our national debate, that is, have been blocked by political opposition rather than judicial rulings.

(They had been blocked by political opposition in the years before 2008, too.) The court has merely struck down some of the strictest regulations in the U.S. – regulations that our country as a whole is nowhere close to adopting. The court’s rulings have had no effect on the laws governing most Americans.

But while the court has not been a major constraint on gun regulations, the Second Amendment probably has been. That’s because its presence in the Constitution, even when the courts have not used it to nullify any laws, has strengthened popular support for gun rights. It has influenced public sentiment, votes and legislative debates.

In this respect the Second Amendment has worked as James Madison envisioned it.

In modern America we tend to think that the Bill of Rights operates mostly through the courts, but he did not.

In a 1788 letter to Thomas Jefferson making the case for the amendments, he said their chief value would be to ensure that certain rights were “incorporated with the national sentiment” and to furnish “good ground for an appeal to the sense of the community” when those rights were in danger. His speech proposing the Bill of Rights in 1789 emphasized the same points.

Liberals who want stricter gun laws are not the only participants in this debate who sometimes overstate the role of the courts. Conservative advocates of gun rights say that another Democratic appointment to the Supreme Court will make the Second Amendment a dead letter.

The truth is that whoever wins the election and however the court rules, tens of millions of Americans will continue to invoke the amendment in defense of their right to own guns – and the political system will continue to respond to them.

General aviation and local airports a lifeline for Illinois

By TOM CLEVELAND When most people think of aviation, they often think of Chicago, commercial service and O’Hare International Airport. But there is so much more.

Throughout the rest of the state, there are close to 98 general aviation airports that connect hundreds of communities. Medevacs, blood banks, law enforcement and others use small aircraft to transport people, supplies and survey neighborhoods.

General aviation also contributes more than $9 billion to the state’s total economic output and supports more than 42,000 jobs.

Specifically, companies of all sizes use general aviation to conduct business more efficiently, travel to meet with customers and suppliers, deliver

parts and tools quickly, and travel to places without commercial service.

Local airports and the aviation industry also offer promising careers and job growth. Training and degree programs such as the ones at Lewis University, Parkland College, and Southern Illinois University, just to name a few, are teaching young people to be pilots and mechanics. This industry supports the passion for flight as well.

From 1910, when a group of flying enthusiasts founded the Aero Club of Illinois at Cicero Field, to the current City of Chicago Air & Water Show and Wings Over Waukegan, aviation connects communities and inspires people of all ages.

General aviation also is critical to transporting patients and their families seeking medical treatment.

Organizations such as Lifeline Pilots, based in Peoria, fly patients and their families to specialized medical treatment centers in and around the region.

For example, recently, a volunteer pilot flew a 1-year-old boy and his family from the St. Louis area to the Children’s Hospital in Philadelphia for life-saving heart surgery.

The boy had a compromised immune system, preventing him from traveling on a commercial flight. General aviation and the generosity of volunteer pilots made this treatment and flights like this every day possible.

But this may not always be the case. In Washington, some have proposed taking governance over our air traffic system away from Congress and putting it under the control of a board of directors whose member-

ship would be dominated by the big airlines.

This board would dominate decisions about fees, routes, and where to invest funds. This type of system would likely leave out smaller communities – the same communities that have see their routes cut by 20 percent over the last several years.

Right now, our air transportation system is the busiest, largest and most diverse in the world. Thousands of airports serve millions of passengers in communities large and small.

Let’s keep it that way and make sure our aviation system stays open to business for everyone.

A lot of people who want tighter gun control blame the Supreme Court for standing in their way. In 2008, a 5-4 majority read the Second Amendment to protect an individual’s right to own guns.

That decision, writes Fareed Zakaria, “has made common-sense regulation of guns much harder” and contributed to America’s high gun-homicide rate.

The court’s rulings have “severely hobbled” lawmakers in regulating guns, claims Ian Millhiser. The massacre at a nightclub in Orlando, Florida, last weekend has led to renewed attacks on the court’s gun rulings.

But the practical importance of these judicial rulings has been exaggerated. They are well down the list of obstacles to gun control in America.

The court’s decisions struck down gun bans in Washington and Chicago. But banning the possession of guns has not been the stated goal of the mainstream movement for gun regulations.

That movement has instead sought more limited objectives, such as bans on some categories of guns and stronger requirements for background checks before guns can be sold.

Tate came into the season having endured heartbreak at the state meet as a junior, scratching all three attempts in the long jump. The DeKalb senior said he is his own worst critic and the heaviest expectations on his shoulders were the ones he put on himself.

“It just replayed over and over in my mind,” Tate said. “I fouled all of my

jumps. How do you foul every single one of your jumps at state? Who does that? It was the most motivation and made me determined that if I got that opportunity again, to capitalize on it,” As a senior, his long jump of 23 feet, 1 inch on his third attempt of the preliminaries held up for second place in the state – giving him a chance to get on the podium and earning him a medal that became the prized member of the hardware he’s earned in four years.

Zurek Day DeKalb, jr., hurdles, Day advanced to the Class 3A state meet after taking second at the DeKalb Sectional in the 300-meter hurdles. In his final race of the season, he narrowly missed out on advancing to the finals.

Tanner Robertsen Kaneland, sr., hurdles After placing second in the 300-meter hurdles in both the Northern Illinois Big 12 meet (40) and the Class 2A Galena Sectional (39.79), the senior took fifth at the state meet with a time of 39.41.

Brandon Cruz Kaneland, sr., sprinter Cruz had a dominating performance at the Class 2A Galena Sectional. He finished in first place in the 100-meter dash (11.11) and the 200-meter dash (22.21). He also advanced to the finals of the state meet in the 200.

Ian Fell Genoa-Kingston, sr., sprinter Fell finished in fifth place in the 100-meter dash (11.49) and the 200-meter dash (23.38) at the Galena Sectional. His best marks were 11.12 in the 100 and a 23.17 in the 200.

Maaz Jedi DeKalb, sr., middle distance He placed third in the 800-meter run at the Northern Illinois Big 12 meet (2:01.13) and improved at the Class 3A DeKalb Sectional, finishing fourth at 1:58.23. His time at sectionals was better than three runners that made state.

Austin Kintz Kaneland, sr., distance runner Kintz took first place in the 1,600-meter run at the Northern Illinois Big 12 meet with a time of 4:31.5 and was a part of the Knights’ 3,200-meter relay that was ninth at state.

Stephen Poorten Sycamore, soph., distance runner Poorten qualified for state in the 3,200-meter run after placing second at the Galena Sectional with a time of 10: 07.41. At the Class 2A meet, he ran a 10:09.40 to place 19th in the event.

Matt Richtman Kaneland, soph., distance runner While he finished third at the Class 2A Galena Sectional in the 1,600-meter run, his time of 4:25.17 was good enough to qualify for the state meet. He also was the only non-senior on the Knights’ ninth-place 3,200-meter relay.

With the preliminary heat of the 200-meter dash moments away at the Class 3A Boys Track and Field State Championships last month, the DeKalb senior star athlete’s running shoes had gone missing – possibly somebody making off with a free pair of Adidas.

Considering he didn’t have another pair of running spikes, he did the next best thing. He ran in his jumping shoes.

Despite not having the proper footwear, he still managed to place 11th in the 200 and capped a sensational senior season by finishing as the state runner-up in the long jump before being named the Daily Chronicle Boys Track and Field Athlete of the Year.

Tate also qualified for the 100-meter dash in the state meet, where he finished in 10th place in preliminaries – making him just more than 0.01 away from making it to the finals.

Before the state meet, it was a dominating season in the area for Tate, who will play football and run track for Walsh University in North Canton, Ohio, next year.

At the rain-soaked Northern Illinois Big 12 Conference Meet at Sterling, he took first place in the 100 (11.03), 200 (21.6) and the long jump (22-31/2).

A week later at the Class 3A DeKalb Sectional, he became the champion in the 100 (10.6), 200 (21.88) and the long jump (22-1). While he once again had some trouble putting up marks in the long jump at the state meet – three of his six jumps ended up being scratches – his jump of 23-1 gave him the ability to end his career with pride, instead of more heartbreak.

“That second-place medal is a representation of the outcome, but a lot of people don’t know the process – that’s what is more important,” Tate said.

“That medal is definitely is a reminder, but I’ll think of the effort and sweat and tears that went into it.”

Nationals outlast Cubs in 12 innings

WASHINGTON – First, Stephen Strasburg and Jason Hammel dueled to a scintillating draw. Then, the Washington Nationals and the Cubs engaged in a back-and-forth drama that stretched into extra innings.

Afterward, both sides agreed: It was a game better suited for late fall than the middle of June.

Jayson Werth singled in the winning run with two outs in the 12th inning, giving the Nationals a 5-4 victory Wednesday before a sellout crowd of 42,000, the largest of the season in Washington.

The Nationals won two of three in this showdown between the NL East and NL Central leaders.

“It kind of had a playoff feel, the way it was fought and played, especially at the end,” the Cubs’ Anthony Rizzo said. “It was a fun game, a crazy game, the kind you see in October.”

Facing Adam Warren, Werth hit a liner off the wall in center field to score Michael Taylor, who hit an RBI single against Trevor Cahill (0-2) earlier in the inning.

“It was awesome,” Taylor said. “It’s the kind of game you want to be part of.”

Addison Russell had given the Cubs the lead in the 12th with a run-scoring single off Yusmeiro Petit (2-0).

“They have a good team. We have a good team,” Werth said. “It was a battle, a good series.”

Strasburg gave up one run in seven innings for the Nationals, and Hammel did the same for the Cubs. After

they departed, both teams received shoddy bullpen work.

Pinch-hitter Stephen Drew gave Washington a 2-1 lead with a homer in the eighth off Pedro Strop. It was the Nationals’ club-record ninth pinch-hit home run of the season, the third by Drew.

With closer Jonathan Papelbon on

the disabled list, Washington manager Dusty Baker summoned Matt Belisle to protect the lead in the ninth. Belisle promptly gave up a leadoff double to Kris Bryant, and Baker turned to Oliver Perez to end it.

Rizzo greeted the left-hander with a two-run shot to right.

Cubs closer Hector Rondon added his name to the list of ineffective relievers in the bottom half. He issued a leadoff walk to Bryce Harper and an RBI single to Wilson Ramos.

“The two best teams in baseball going at it, exchanging punches,” Hammel said. “It was exciting. We had our chances to do it, and they answered back.”

He added: “Just a hard-played series on both sides. An October preview, maybe.”

Hammel remained 9-0 lifetime against the Nationals after giving up five hits, striking out four and walking nine. He ended his outing by getting Anthony Rendon to ground out with a runner on third.

Strasburg struck out eight, allowing six hits and a walk. He wasn’t involved in the decision, so he’s 10-0 with a 2.90 ERA after 14 starts this season.

“Fastball command got better as the game went on,” the right-hander said.

Sale wins MLB-best 11th as White Sox beat Tigers

The Associated Press CHICAGO – Chris Sale allowed three runs in seven innings to become the first 11-game winner in the majors, leading the White Sox to a 5-3 victory over the Detroit Tigers on Wednesday.

Rookie Tim Anderson had three hits and three runs scored, and Todd Frazier drove in the go-ahead run as the Sox won two of three in the series between AL Central rivals.

Sale (11-2) was 1-2 with a 6.75 ERA in his past four starts after beginning the season by winning his first nine.

He survived a shaky third inning in which he allowed all three runs and five of the six hits he surrendered.

The left-hander threw a season-high 119 pitches, giving a tired Sox bullpen much-needed rest.

Nate Jones worked a perfect eighth inning, and David Robertson pitched the ninth for his 16th save in 18 chances.

After the potent Detroit offense battered Sox starters early and often in the first two games of the series,

Sale looked to restore order. It looked promising early, as he retired the first six batters and the Sox took a 1-0 lead in the bottom of the first on a sacrifice fly by Melky Cabrera.

But then the Tigers started the third with four straight hits, including Iglesias’ homer, to take a 2-1 lead. The advantage grew to 3-1 later in the inning on a two-out, run-scoring single

by Nick Castellanos after an intentional walk to Miguel Cabrera.

Detroit might have scored more, but James McCann, who led off the third with a double, was thrown out at the plate by center fielder J.B. Shuck for the first out while trying to score on a single by Mike Aviles.

Sale settled down from there and held the Tigers to just one hit over the next four innings.

The Sox pushed across single runs in the fourth and fifth innings – on RBI groundouts by Brett Lawrie and Adam Eaton – to tie the score at 3. Frazier added a sacrifice fly in the seventh to put the Sox on top, 4-3, and put Sale in line for the win.

Anderson led off the seventh with a single and advanced to third on a ground-rule double by Eaton.

WR Wilson refractures left foot at practice, needs surgery

kfishbain@profootballweekly.com LAKE FIREST – Bears receiver Marquess Wilson refractured his left foot in Tuesday’s practice and will undergo surgery, coach John Fox said. Wilson will have surgery Monday and could start the season on the physically-unable-to-perform list.

Wilson left Tuesday’s practice with the injury. He went on injured reserve last December with a noncontact injury suffered in practice and he had surgery to repair the foot bone.

“Actually, his state of mind was pretty good,” Fox said. “I talked to him. He was in a boot when he left yesterday. Had the normal test and whatnot, they did discover that it was refractured. But, obviously, disappointed like anybody who gets injured that has to require surgery. But he was in a good frame of mind.”

In 11 games and six starts last season before the injury, Wilson had 28 catches for 464 yards and one touchdown. He was second on the team in receiving yards and first in yards per catch (16.6).

Injuries have plagued Wilson’s three NFL seasons since he was a seventh-round pick out of Washington State in 2013. He appeared in 10 games as a rookie and had one catch. He was a training camp star in 2014 before breaking his collarbone. He returned to play in seven games with six starts and catch 17 passes for 140 yards and one touchdown.

LAKE FOREST – Leonard Floyd said he knows when he steps to the podium, he’s going to get the weight questions. At least until the real football gets going.

The key moving forward for Floyd is to maintain his constant eating routine (that we in the media can’t help but inquire about) during the upcoming five-week vacation for the Bears before training camp.

“Me and (Bears Sport Science Coordinator) Jenn (Gibson) are gonna get together probably tomorrow and go over my eating schedule over the whole break,” Floyd said.

The Bears’ first-round pick agrees with the sentiment from his defensive coordinator, Vic Fangio, that his skill set can overcome any perceived lightness on the field.

“I believe with my speed and my athleticism, I can contribute,” he said.

Inside linebacker Danny Trevathan has seen enough in practice to know Floyd has a unique skill set, again downplaying any talk about

other than “a little brain fart every now and then,” he’s been able to keep up with the veterans, who will remind him to stay humble.

“They tell me, ‘All right now young pup, young rookie,’ they’ll say something to get me going,” he said.

Working with the vets, Floyd gets to learn from Willie Young, who acknowledged during OTAs seeing a little of himself in the team’s top pick.

“I just love the overall player. I just love his energy, he brings a lot of energy every day and he’s just a workhard player,” Floyd said of Young, adding that the two “kind of just connected. I guess he feels like I’m his little brother or something. He’s always giving me some advice on things.”

Championship bling: Trevathan was sporting his massive and shiny Super Bowl ring from the 2015 season with the Broncos. He received the ring Wednesday and is happy to show it off to his teammates as a reminder of their ultimate goal.

“It’s an honor. We put in some work for this,” he said. “I know what it takes. ... I want these guys to know I’ve got their back. We’re going to go to work. We’re going to get it done.”

Brooks serving as U.S. anchor at defender

The Associated Press SEATTLE – Before the start of the Copa America, John Brooks likely was best known for coming off the United States bench to score the winning goal against Ghana in the 2014 World Cup. Two years later, Brooks seems set on becoming known more as a regular starting central defender for the Americans.

The U.S. will play in the Copa America quarterfinals Thursday night against Ecuador largely because Brooks and the rest of his defense have been superb in the past two games, providing solidity to a position that’s been in flux for years.

Brooks had a knee injury that caused him to miss World Cup qualifiers against Guatemala in March, but he has started the past six games, the past

four paired with Geoff Cameron. Yet even with that recent run of stability in the center of the American defense, the U.S. has used 15 different center back combinations in its past 30 games.

“I think John, over the last two or three years, had his ups and downs, little roller coasters like youngsters in general have, but he stayed very determined, very commitJohn Brooks ted to what he is doing. ... The Hawks now have about $63 million tied up in 16 players for next season, including Richard Panik, who signed a one-year deal Wednesday after his strong performance down the stretch as a top-liner. Finding cheap players to flesh out the roster will be key for the Hawks, who now have lost three such players via trades in Teravainen, Phil Danault and Marko Dano.

Bickell and Teravainen had nothing but good things to say about Chicago, but both are looking forward to a bigger role for a young, up-and-coming Hurricanes team. Bowman wished them both well, but also was turning his attention to the future, rather than dwelling on the latest cap casualty.

“If anything, we’ve shown the ability to re-invent different parts of our roster,” he said. “You have to have an open mind. Sometimes it takes moving players that people might be surprised at.”

After 18 months of trying, Stan Bowman finally unloaded the biggest mistake of his wildly successful tenure as general manager.

But it cost the Blackhawks one of their most promising young players.

The Hawks sent Bryan Bickell and Teuvo Teravainen to the Carolina Hurricanes on Wednesday for a second-round pick in next week’s draft and a third-rounder next year. It was a salary dump, as the cap-strapped Hawks desperately needed to shed Bickell’s albatross of a $4 million cap hit to re-sign Andrew Shaw, a restricted free agent who is now expected to return, according to a source.

“This is a step in the right direction,” said Bowman, who still is waiting for next week’s reveal of the 2016-17 salary-cap number before locking in Shaw.

“We certainly had to move Bickell to have some flexibility.”

Asked what his initial reaction was, Bickell, who spent most of the last season buried in the American Hockey League, said: “Finally.”

“I’ve got a good opportunity with Car-

olina,” he said. “They’re willing and excited to get me in the lineup. That’s the biggest thing. To be back in the NHL is my goal.”

For Teravainen, the trade was far more surprising.

“It was just a normal day, then this,” he said by phone from Finland. “You never know what’s going to happen, especially with Chicago with their cap situation. You never know, but I was not expecting anything.”

Teravainen now joins the likes of Dustin Byfuglien, Andrew Ladd, Brian Campbell, Nick Leddy, Brandon Saad, Patrick Sharp, Johnny Oduya and a host of other cap-related casualties – all Stanley Cup champions whom the Hawks were compelled to unload by the realities of the salary-cap era. But unlike those names, Teravainen wasn’t the problem. Bickell was. Teravainen – who endeared himself to coach Joel Quenneville by thriving in a defensive role while faced with a logjam ahead of him at center and right wing – was just the price the Hawks paid, and it’s a steep one. After posting four goals and six assists in the playoffs last spring, the 21-year-old Finn had 13 goals and 22 assists in 78 games this year.

Free folk music festival at DeKalb’s Gurler House DAILY CHRONICLE

The sounds of bluegrass, folk and American roots will fill the air at the historic Gurler House from noon to 5 p.m. Saturday.

The free 16th annual Gurler Heritage Association Folk Music Festival will take place on Gurler House’s shady lawn, at 205 Pine St. in DeKalb.

The family friendly afternoon will offer something for everyone.

“Annie Glidden” (Folk Music Fest founder Cheryl Johnson) will return as emcee, and this year’s event will feature three performances: Dave Balika & Friends from noon to 12:45 p.m., Ordinary Folk from 1 to 2:45 p.m. and Jim Kanas with Annie Kincaid fron 3 to 4:45 p.m.

The DeKalb Public Library will provide free activities and crafts for children at the festival, in tandem with its 2016 “Read for the Win” theme. Face painting will be offered

In addition to the music, there will be a food and drink tent featuring Chicago-style hot dogs from Inboden’s Meat Market, veggie dogs, chips, homemade baked goods and cold drinks. Sales of food and drinks, as well as commemorative buttons, help support the upkeep of the historic

bluegrass, and old-time dance tunes to contemporary classics. The group’s core members are Howard Solomon, Ashley Ford, Nathan Dettman, Laura Gillberg and Julie Zaborac.

Capping off the event will be Jim Kanas with Annie Kincaid, with their American roots music, on guitar and fiddle, respectively. Kanas was featured this spring on WTTW11, Chicago and PBS’ “Arts Across Illinois,” and has performed at colleges, festivals and various broadcast media throughout Illinois.

Kincaid has performed with Frank Sinatra and Count Basie, and she also teaches, performs with the Sheboygan Symphony, and performs in and around the Sheboygan, Wisconsin, area.

Tour of Champions drum corps competition returns to DeKalb DAILY CHRONICLE The sounds of drums and bugles will return to Northern Illinois University’s Huskie Stadium as the Tour of Champions makes it annual appearance on July 17.

“This is one of the premiere shows of the early season from the drum corps,” Michael Embrey, local drum corps promoter and special event planner, said in a news release.

The groups competing are the Blue Devils of Concord, California; Blue Knights of Denver; Santa Clara Vanguard of Santa Clara, California; Carolina Crown of Fort Mill, South Carolina; Bluecoats of Canton, Ohio; The Cadets of Allentown, Pennsylva-

nia; The Cavaliers of Rosemont; and the host corps Phantom Regiment of Rockford.

Doors open at 5:30 p.m. and the contest starts at 7 p.m. In addition to the competition, there will be a clinic and workshop for high school directors hosted by the Phantom Regiment Drum Corps.

28 Studies focus on sleep’s effect on health Dear Dr. K: I average about six hours of sleep each night. How much is enough, and how much do most people get?

Dear Reader: Let’s start with how much is enough. Many large studies have found people who average fewer than seven hours of sleep a night, or more than nine hours, have more health problems. That is, there is an association between “too little” or “too much” sleep and health problems.

However, these studies don’t prove too little or too much sleep is the cause of their worse health. Instead, something else might be causing too little or too much sleep, and also causing health problems.

For example, people who sleep more than nine hours a night tend to have higher rates of obesity, heart disease and depression. But it could be their primary problem is depression, not excessive sleep. People with depression often spend more time sleeping. And they often eat too much and exercise too little, and thereby become obese. Obesity, poor diet and inadequate exercise all raise the risk of heart disease.

Most experts are more convinced of the adverse effects of sleeping fewer than seven hours a night. How many people are, like you, averaging fewer than seven hours a night? A recent study published by the U.S. Centers for Disease Control and Prevention sheds light on that question. The study involved nearly half a million people from all 50 states and the District of Columbia.

The good news was most people (65 percent) reported they averaged at least seven hours of sleep a night. The bad news was 35 percent did not. That amounts to about 84 million U.S. adults. Averaging fewer than seven hours of sleep each night was more likely in certain groups and certain geographic areas. For example, non-Hispanic blacks, American Indians/Alaska Natives, Native Hawaiians/Pacific Islanders and multiracial people were more likely than other groups to report too little sleep.

People in the upper Rocky Mountain and Midwest farm states got the most sleep. New York, Michigan, Illinois, Ohio, Kentucky, West Virginia, South Carolina, Georgia and Alabama got the least sleep.

When this most recent study was compared to past studies, it appeared more Americans are sleeping longer hours than in years past. For example, in another large survey conducted in 2007-08, only about 60 percent of people reported getting at least seven hours of sleep a night (compared with 65 percent in this study).

So, sleeping seven to nine hours a night may well be healthier than sleeping fewer than seven hours a night. But that is by no means proven. Also, if it is true, it is only true for the “average” person. There probably are people who are born to need more or less sleep than the average person.

fiancé, “Rick,” and I have been together for years and recently got engaged. We are over the moon about it, and genuinely in love. However, this exciting time in our lives has been met with some difficulties.

We recently learned Rick’s mother has been having an affair, which makes for a very uncomfortable situation. My future motherin-law doesn’t know we know. Rick’s father came to us for help because he suspects she’s cheating.

She engages with this man publicly by texting, calling, etc. when we spend time with her, so I avoid her because I don’t want any part of it. It’s hard to ignore because we live with Rick’s family.

He believes we should say nothing. I spoke to our priest about it because I am so deeply disturbed by her behavior and was told to “pray for them.” I’m worried this will be a negative influence on my fiancé and me, and by remaining quiet we have become part of her lie. What should I do? –

In today’s deal, what is declarer’s best line in six spades after West leads the club queen, and how should East defend?

North was right to respond three spades, a game-invitational limit raise. Although he had only nine high-card points, he had two aces, five trumps and a potential ruffing value in his doubleton.

The mirror distribution of the North-South hands seems to leave two unavoidable losers: one spade and one club. But South can set a trap for East by winning the first trick with his club ace, crossing to the board in a red suit, and leading the spade jack. If East covers the last of touching honors (the only honor), there is a loud crash as the queen, ace and king all appear on the same trick. But East should realize that since his partner has at most one spade, it cannot gain to cover.
