The real bathroom issue is with husbands, wives There’s been a lot of talk about who belongs in what bathrooms lately in our country, and yet no one’s really addressed the two groups of people who really should not share bathrooms.

I refer, of course, to husbands and wives.

I can picture a woman of the 19th century: She’s got running water and a flushing toilet in her home for the first time, and she’s thrilled.

Two days later, she’s cursing the mess her husband made shaving in the sink.

The times when my wife is washing up before bed or getting ready before work in the morning are when she wants me around her the least – and after 14 years of marriage, that’s saying something.

This is, in fact, one of the few ways in which my life changed for the worse in moving here.

At our old place, the master bathroom had a double sink. We’d remodeled it and put a big cabinet in between the two sinks, so you almost couldn’t tell the other person was there.

They were still there, of course, so it wasn’t perfect. But it was close enough to keep an uneasy peace. My wife could have her own tube of toothpaste that she squeezed from the middle and didn’t put the cap on so it got all crusty. I could shave and trim my beard and not worry about sprinkling stray whiskers everywhere.

Our home in Sycamore has one sink in the master bathroom, and if I should decide to even use the tap for just a couple of seconds or pull the contacts out of my eyes while she’s in there doing whatever it is she does for 10 minutes, I

It’s as although I’ve cut in front of her at the buffet line and now I’m taking all the shrimp.

She also claims I have a habit of dancing around in my underwear and making weird faces at her in the mirror – but that’s silly.

In my childhood home, there was only one bathroom for five people. But then, my father worked the overnight shift for most of my childhood and seemed perfectly OK with it.

My mom never pressed him, either – and if I could ask her, I’d bet not having to share that bathroom with her husband was part of it.

Dad could come home at 4 a.m., leave for work at 2 p.m. and have the bathroom all to himself. Mom could get ready for work in the morning before we kids got up and did likewise.

I don’t think there’s any law that can be passed to solve this problem. But if any of you married people out there have come up with a solution, let me know.

Sycamore native Col. Edward J. Rosado Jr., retired from the U.S. Air Force, will be the keynote military VIP speaker at various locations in DeKalb County for Memorial Day weekend.

On Sunday, Rosado will speak at 1 p.m. at the Kirkland Northern Illinois Veterans Memorial; speak at 3 p.m. at the Joiner Cemetery west of Sycamore on West Old State Road; and then attend the Memorial Weekend $12 steak dinner at the Genoa Col. Edward J. Veterans Home, with a social Rosado Jr. hour beginning at 5 p.m. and dinner at 6 p.m.

On Memorial Day, Monday, Rosado will attend the Mayor’s Memorial Day Breakfast at 6:45 a.m. at DeKalb Elks Lodge 765, attend the DeKalb Memorial Park Service at 8:30 a.m., and be in the DeKalb Memorial Day Parade at 9 a.m.

He also will speak at the Malta United Methodist Church Memorial Day Service at 10 a.m., be in the short Malta Parade at 10:40 a.m. and attend a wreath-laying ceremony in Malta at 10:45 a.m., be in the Genoa Memorial Day Parade at 11:30 a.m., speak at the Genoa Memorial Day Service at noon and attend the Genoa Veterans Home $4 luncheon buffet at 1 p.m.

Sycamore’s former baseball team brings couple together

DeKALB – When Matthew Lamore played baseball with the DeKalb County Liners, he never expected to find his future wife.

Lamore, while a member of the baseball team at Bucknell University in Lewisburg, Pennsylvania, decided in 2010 to join the DeKalb County Liners of the Prospect League, a summer league for college players. Lamore was named the team’s 2010 MVP for his play as an outfielder and pitcher. He returned the following summer and played on the team in 2011.

The Liners would last only one more season in DeKalb County, but the club was a catalyst for at least one relationship that is expected to long outlive it.

On July 4, 2011, Lamore was playing bags with his teammates after warming up for a game. In the distance, he saw a woman decorating the baseball field with red balloons for the holiday. He quickly walked over to introduce himself, and that is how he met Hannah Brennan.

The couple met July 4, 2011, when Brennan was a media relations specialist for the DeKalb County Liners and Lamore played on the team as a pitcher and outfielder. The couple will be married July 15, 2017.

Brennan, a native of DeKalb, enjoyed going to baseball games with her dad and two older brothers. While home from the

University of Illinois at Urbana-Champaign during the summer of 2011, Brennan wanted to combine her love of base-

ball with her college major – media and cinema studies – so she became the Liners’ media relations specialist.

While decorating the field for the Fourth of July and holding red balloons, Brennan started talking to Lamore, and they shared names and social media information.

“I recognized his name, and I saw him play before,” Brennan said. “I knew his stats, and he was really good. He was the MVP the year before. I usually didn’t interact much with team members, so I was surprised that he came up to me.

That’s how we first started talking. He usually doesn’t admit to it, but he friended me on Facebook that same night.”

After a few weeks of talking, the two went on an informal date to Ollie’s Frozen Custard in Sycamore. At the end of the summer, they separated to return home and to finish college.

“We remained friends, and we talked or Skyped every day,” Lamore said. “I knew that it was something special. It was more than friendship.”

I’ll be honest with you. I loved my home of forty-two years in DeKalb. After all, my husband Royce and I built our home together, raised a family, enjoyed our neighbors and spent time with good friends. Thomas Edward Whetston, 88, of Rochelle, passed away May 24, 2016, at his home with his wife at his side. He was born on July 16, 1927, in Rochelle, IL, to the late Katherine (Spath) and George Francis Whetston.

He attended St. Patrick’s grade school and Rochelle TWP High School, the only graduate to be drafted and serve in the Army. He married Jacqueline Decker on Aug. 5, 1950, at St. Patrick Church.

He was recalled to the Army to serve in combat on Sept. 1, 1950, in Korea. His son was born on the day he left for Korea, June 13, 1951, and discharged in 1953. He worked in the Printing Co. for 40 years before retiring.

He is survived by his loving wife, Jacqueline (Decker) Whetston; son, Thomas J. Whetston; grandson, Thomas S. Whetston; granddaughter, Hannah L. Whetston; nephew, James M. Wheston; and cousin, J. Patrick Dohm.

He is preceded in death by his parents; brother, James W. Whetston, 2002; sister, Margaret M. Banks, 1966; and infant sister, Joanne, 1926.

Funeral Mass will be celebrated May 31, 2015 at 11 a.m. at St. Patrick Catholic Church, Rochelle, with the Rev. Johnson Lopez officiating.

Visitation will be held one hour prior to Mass at the church. Interment to follow at St. Patrick Catholic Cemetery. Military Honors will be provided by the Eastern Lee-Ogle VFW Honor Guard. SYCAMORE – Police arrested two DeKalb women and a man after allegedly finding more than 15 types of controlled substances Friday in a University Village apartment.

Prescott V. Piatz, 23, of the 600 block of North Annie Glidden Road, is charged with unlawful possession of a controlled substance with Prescott V. intent to deliver within Piatz 1,000 feet of a school, unlawful possession of a controlled substance with intent to deliver, unlawful possession of marijuana, and unlawful possession of a controlled substance. The most serious charge, McKayla unlawful possession of Harvey a controlled substance with intent to deliver within 1,000 feet of a school, is punishable by six to 30 years in prison.

Also arrested were Codie Miraglia and McKayla Harvey, both 21 and from the 600 block of North Annie Glidden Road. Both women are charged with

unlawful possession of a controlled substance. Miraglia also faces charges of unlawful possession of marijuana and unlawful possession of drug paraphernalia.

Both women were released Friday on their own recognizance.

Miraglia is due back in court June 21, and Harvey is scheduled to appear June 14.

According to court records, a police search of the women’s University Village apartment Codie uncovered a veritable Miraglia pharmacy of prescription drugs, narcotics and marijuana, including Xanax, cocaine, Oxycodone, MDMA and LSD, court records show.

DeKalb County Judge Philip Montgomery set Piatz’s bond at $150,000 Friday, meaning he must post $15,000 bail to be released from the DeKalb County Jail.

Police hope the arrests slow down drug crimes in the area to some extent, DeKalb police Sgt. Steve Lekkas said.

“I think [Piatz] was the one selling,” Lekkas said. “We ended up, hopefully, stopping some of the source of this. He was a significant street-level dealer by just the sheer volume of types and the amount of different drugs.”

Piatz is to appear in court Tuesday.

The summer after graduating from Bucknell University, Lamore flew Brennan to Pennsylvania for a week to meet his family. On Sept. 18, 2012, Lamore sent Brennan flowers and asked her for an official first date.

“Long distance can be very hard, but our friends said that we are an inspiration to them,” Lamore said. “It was difficult being 700 miles apart.”

In December 2014, Lamore traveled with Brennan’s family to Alaska, where Brennan’s brother was stationed as a judge advocate general (JAG) in the Air Force. Brennan’s father recently had been diagnosed with liver cancer and was visiting his son and grandchild. On Dec. 31, 2014, Lamore proposed to Brennan, dropping to one knee in the snow.

“Matt asked for my dad’s permission, and he planned the proposal with my mom,” Brennan said. “Matt was wonderful on the trip. He helped with my dad’s medications and helped wheel him in his wheelchair.

My dad passed away nine days after the proposal, on Jan. 8. The fact that my dad gave his blessing is really important to us. It’s something we’ll cherish forever.”

Lamore completed his master’s degree in biology at Bucknell University in May 2014. He now works as a

research scientist and study director for Eurofins Agroscience in North Carolina. Lamore had knee surgery after college and has no plans to play professional baseball.

“I loved my time with the Liners, and I consider it the best summers of my life,” Lamore said. “The team was great for the community. People could come out, see a game of baseball, eat food and share their love of baseball in a fun atmosphere. The Liners brought so many people together. It brought Hannah and me together, too.”

On May 15, Brennan graduated from the University of Illinois College of Law. This fall, she will begin her legal career at Mahoney, Silverman & Cross LLC, a civil litigation firm in Joliet.

In September, Lamore will move to Illinois, and the couple finally will live together in the same state. They are planning their wedding and are to be married July 15, 2017. Brennan said the wedding will include baseball elements and red balloons.

“We decided to make it a long engagement, 2½ years, because we want time to plan it, make it meaningful and honor my dad,” Brennan said.

“Although the DeKalb County Liners didn’t last, Matt and I would never have found each other without the team. Without the Liners, I wouldn’t have found my ‘Lamore.’ ”

SYCAMORE – With their belongings packed for a planned move to Paraguay, parents Michael and Charlene Evans gathered with friends and family to watch their youngest son become an Eagle Scout.

Travis Evans, 14, decided on his own to pursue the highest advancement rank in Scouting. However, the bar already had been set by his four older brothers – Joe, Tyler, Kaleb and Isaac had all earned the rank before him.

“It was my choice,” Travis Evans said May 21 at the Church of Jesus Christ of Latter-day Saints in Sycamore.

Travis Evans is moving June 30 with his parents to Paraguay, a landlocked South American country of 6.8 million people, as part of a church mission.

“Becoming an Eagle Scout is very much worth it,” he said. “I think Scouting is really good for society today. If everyone were in Scouting, society would be better for it.”

Two of his brothers, Joe and Tyler, attended the Eagle Court of Honor ceremony. Tyler gave the invocation at the ceremony, and Joe administered the Eagle Scout Oath.

Afterward, both brothers praised their mother for helping them become Eagle Scouts.

“She’s determined to raise good boys,” Joe Evans said.

The boys’ father, Michael Evans, said the experience had brought them all closer as a family. He also acknowledged his wife deserved much of the credit.

For Charlene Evans, the rank is more about serving others than merit badges.

“The Scouting program is really so vital to our state and to our nation right now. You know something’s wrong when citizens don’t take time to register to vote or to vote. You know something’s wrong when people don’t help each other in times of need.”

Woman charged in connection with February beating, robbery

ksmith@shawmedia.com SYCAMORE – A 19-year-old DeKalb woman was arrested Friday in connection with a possibly gang-related beating and robbery.

Makala Frazier, of the 1100 block of Lewis Street, was charged with battery, armed robbery, aggravated robbery, mob action, aggravated unlawful restraint, and aggravated battery. The most Makala serious charge against Frazier her, armed robbery, is punishable by six to 30 years in prison.

DeKalb County First Assistant State’s Attorney Stephanie Klein asked a judge in court Friday to set Frazier’s bond at $75,000. DeKalb County Judge Philip Montgomery, however, noted Frazier has no criminal history and said he was unsure of the extent to which she was involved in the crime.

He set her bond at $4,000. She must post

$400 to be released from the DeKalb County jail, where she remained Friday afternoon.

Although Frazier didn’t play the lead role in the incident, she did participate, DeKalb police Sgt. Steve Lekkas said.

Police said that on Feb. 10, Frazier was with a group of men who are known street-gang members, when a man reported being beaten, robbed and held against his will at a house in the 1500 block of Elmwood Avenue, DeKalb, court records show.

The man told police he was beaten with a piece of wood and a shovel, and burned with a knife, court records show. His cigarettes, cellphone and cash were stolen.

The man was taken to Kishwaukee Community Hospital and treated for non-life-threatening cuts and burns.

Four other men and one underage girl were arrested in February in connection with the incident, which police have said they believe was gang-related.

Frazier is due back in court June 7.

CHICAGO – The violence gripping many Chicago neighborhoods is apparently spilling onto its roads, and police will be out in force over Memorial Day weekend amid a spike in expressway shootings.

There already have been 20 shootings on area expressways this year, compared with 12 over the same period of 2015. Illinois State Police Director Leo Schmitz said at a news conference Thursday that he would be sending out more troopers in marked and unmarked vehicles over the holiday weekend and would have planes overhead ready to radio down about signs of gun violence.

The Chicago Police Department said it will dispatch detectives to every expressway shooting scene to assist state troopers in their investigations – an acknowledgment that gangs are taking their violent clashes from the city streets to the expressways.

Peterson’s defense rests after calling 3 witnesses

CHESTER – Drew Peterson’s attorneys rested their case Friday in the former suburban Chicago police officer’s murder-for-hire trial after calling three inmates who testified that the prosecution’s key witness cannot be believed.

Peterson is accused of trying to hire someone while in prison to kill Will County State’s Attorney James Glasgow, who helped convict Peterson in 2012 of killing Peterson’s third wife, Kathleen Savio, eight years earlier. Prosecutors said Peterson believed that with Glasgow dead, he could win an appeal of his conviction.

The prosecution’s star witness in the murder-for-hire trial is Antonio “Beast” Smith, who testified earlier this week that Peterson enlisted him to help kill Glasgow. On Friday, defense witnesses testified that Smith is a scam artist, the Chicago Tribune reported.

“To me, the indication is that the (Democratic) leadership does not want to walk out of here next week with a balanced budget,” House GOP Leader Jim Durkin said. “That’s an absolute shame.”

Seven-year-old Chicago girl dies in tractor accident

CHICAGO – Chicago police said a 7-year-old girl has died after being struck by a tractor Friday while crossing the street with her mother.

Chicago police spokeswoman Nicole Trainor said the accident happened at about 7:50 a.m. in the West Englewood neighborhood on the city’s South Side.

The Cook County Medical Examiner’s Office identified the girl as Samyra Lee. Police said she was struck by the tractor’s trailer as the tractor was southbound. The

Coast Guard opening Lake Michigan facilities

MUSKEGON, Mich. – The U.S. Coast Guard is opening seasonal air facilities in Michigan and Illinois to boost Lake Michigan search and rescue operations during the spring and summer months.

The Coast Guard said Friday marks the start of operations at the facilities in Muskegon, Michigan, and Waukegan.

Crews from the Detroit area operate Air Facility Muskegon, while crews from Traverse City operate Air Facility Waukegan. The Coast Guard said both of the air facilities will be staffed by two four-person aircrews and an MH-65D Dolphin helicopter.

The Coast Guard said quicker response times are among the benefits. The Muskegon and Waukegan air facilities will operate between Memorial Day weekend and Labor Day.

IOWA CITY, Iowa – Juveniles who commit even the most heinous murders must someday have the chance to earn their release from prison, a divided Iowa Supreme Court ruled Friday.

The court banned judges from imposing sentences of life-without-parole on offenders who are younger than 18 when they commit murders, saying the state’s harshest sentence amounts to cruel and unusual punishment under the Iowa Constitution.

Judges are unable to predict which youthful offenders have reliable prospects for turning their lives around, and determinations about whether they can be released should be made later by the Iowa Board of Parole, Justice Brent Appel wrote for the 4-3 majority.

Cave art trove found in Spain underground

MADRID – Spanish archaeologists said they have discovered an exceptional set of Paleolithic-era cave drawings that could rank among the best in a country that already boasts some of the world’s most important cave art.

Chief site archaeologist Diego Garate said Friday that an estimated 70 drawings were found on ledges 1,000 feet underground in the Atxurra cave

in the northern Basque region.

He described the site as being in “the Champions’ League” of cave art, among the top 10 sites in Europe. The engravings and paintings feature horses, buffalo, goats and deer, dating back 12,500 to 14,500 years ago.

But Garate said access to the area is so difficult and dangerous it’s not likely to be open to the public.

Dr. Heimlich, 96, uses his maneuver to save woman

CINCINNATI – The 96-year-old retired chest surgeon credited with developing the namesake Heimlich maneuver has used it to save a woman choking on food at his senior living center.

Dr. Henry Heimlich was in the dining room at the Deupree House in Cincinnati, where he lives, when an 87-year-old woman sitting next to him began choking Monday night.

The dining room maitre d’, Perry Gaines, told The Cincinnati Enquirer that Heimlich dislodged a piece of hamburger from the woman’s airway and she quickly recovered.

Heimlich said he was having dinner when he looked over at the woman sitting next to him and could see that her face was growing pink and she was obviously choking. He said he got up behind her and performed the technique.

Obama discusses nukes during Hiroshima visit The ASSOCIATED PRESS HIROSHIMA, Japan – With an unflinching look back at a painful history, President Barack Obama stood on the hallowed ground of Hiroshima on Friday and declared it a fitting place to summon people everywhere to embrace the vision of a world without nuclear weapons.

As the first American president to visit the city where the U.S. dropped the first atomic bomb, Obama came to acknowledge – but not apologize for – an act many Americans see as a justified end to a brutal war that Japan started with a sneak attack at Pearl Harbor.

Some 140,000 people died after a U.S. warplane targeted wartime Hiroshima on Aug. 6, 1945, and 70,000 more perished in Nagasaki, where a second bomb was dropped three days later. Japan soon surrendered.

“Their souls speak to us,” Obama said of the dead. “They ask us to look inward, to take stock of who we are and who we might become.”

With a lofty speech and a warm embrace for an elderly survivor, Obama renewed the call for a nuclear-free future that he had first laid out in a 2009 speech in Prague.

This time, Obama spoke as a far more experienced president than the one who had employed his upbeat “Yes, we can” campaign slogan on the first go-round.

The president, who has made uneven progress on his nuclear agenda over the past seven

years, spoke of “the courage to escape the logic of fear” as he held out hope for diligent, incremental steps to reduce nuclear stockpiles.

“We may not realize this goal in my lifetime, but persistent effort can roll back the possibility of catastrophe,” he said.

Obama spent less than two hours in Hiroshima but seemed to accomplish what he came for. It was a choreographed performance meant to close old wounds without inflaming new passions on a subject still fraught after all these years.

In a solemn ceremony on a sunwashed afternoon, Obama and Japanese Prime Minister Shinzo Abe placed wreaths before the cenotaph, a simple arched stone monument at Hiroshima’s Peace Memorial Park. Only the clicking of camera shutters intruded on the moment as Obama closed his eyes and briefly bowed his head.

Then, after each leader gave brief remark, Obama approached two aging survivors of the bombing who were seated in the front row, standing in for the thousands still seared by memories of that day.

Ninety-one-year-old Sunao Tsuboi, the head of a survivors group, energetically engaged the president in conversation, telling Obama he would be remembered as someone who listened to the voice of a few survivors.

He urged him to come back and meet more.

“He was holding my hands until the end,” Tsuboi said. “I was almost about to ask him to stop holding my hands, but he wouldn’t.”

This weekend, take time to remember sacrifice of others Barbecues, swimming, picnics, bicycling or taking in fireworks. You might be doing one – or all – of these activities this weekend.

All are typical activities for the weekend considered the unofficial kick-off to summer. It is a time to get together with family and friends – a time when we appreciate all the freedoms that we as Americans enjoy.

But those blessings come at a cost – and that cost often is borne by men and women in uniform. For many, Memorial Day is a somber occasion.

Observed on the last Monday in May, Memorial Day commemorates the men and women who gave their lives while serving in the U.S. military. The holiday started in May 1868, three years after the Civil War ended, as Decoration Day – a time for the nation to decorate the graves of the war dead with flowers, according to the U.S. Department of Veterans Affairs website, www.va.gov.

After World War I, the definition of the day extended to recognize those who died in all U.S. wars. In 1971, an act of Congress declared Memorial Day a national holiday.

There are many ways to pay your respects.

Around DeKalb County this weekend, there will be parades, memorials, services, ceremonies and moments of silence at area veterans organizations, churches, cemeteries and town squares.

The presidential proclamation issued by President Barack Obama notes that 3 p.m. local time Monday is the designated time for all Americans to observe, in whatever way they choose, the National Moment of Remembrance.

“With courage and a love of country that knows no limits, America’s men and women in uniform exemplify patriotism at its core – stepping into harm’s way to protect our people and to safeguard the ideals that have long sustained our democracy,” the presidential proclamation starts. “Those who serve under the stars and stripes embody the highest form of citizenship, and on Memorial Day, we pay solemn tribute to those brave Americans who laid down their lives to defend our freedom.”

So before you fire up the grill or head to a swimming pool, find a way to remember and honor those who gave all. Fly a flag. Attend a parade.

Explain to your child the significance of the day.

Say a prayer for the souls of military members who have died.

Take a moment to honor the sacrifice many have made that allows you to have so much.

LETTERS TO THE EDITOR The Salvation Army: Need is not partisan

To the Editor: The state of affairs across Illinois is dire – especially for those who are hungry, homeless, struggling with substance abuse or need affordable child care.

On May 11, The Salvation Army sent a delegation from across the state to meet with state legislators and Gov. Bruce Rauner to raise awareness about how the 11-month-long budget stalemate has increased human needs, negatively impacted those we serve and stretched our resources. We also went to Springfield to voice our support for a resolution to end this impasse.

People in desperate need cannot wait, and we hope the state legislature and governor will proactively continue to address the need for a sound, balanced budget.

The Salvation Army is the largest provider of social services worldwide and one of the largest in

Illinois. We have relied on our emergency reserves so far to meet the ever-increasing needs and absence of state funding, but are not able to do this on a continual basis.

Many other nonprofits already have resorted to cutting staff, reducing or eliminating programs, even closing their doors. The people they used to serve are now joining the lines for our food trucks, visiting our food pantries and seeking our help with substance abuse treatment. Not only are more people than ever seeking our help, their needs are more complex and acute, including many who are suffering from mental illness. The Salvation Army also has tightened its belt by reducing cost of operations while also raising a record amount from generous friends and supporters.

Unfortunately, this still is not enough to compensate for the drastic delays in reimbursement.

Faith-based organizations such as The Salvation Army play a critical role in the safety net for everyone

in need across Illinois. We also are responsible stewards of the private donations entrusted to us to Do The Most Good.

However, government also has an obligation to do its part and be a responsible steward of the people, as the gap between the available private donations and the cost of providing services continues to widen.

We beseech Gov. Rauner and the General Assembly to work together to act now on this emergency legislation and move forward, in order to pass a sound and balanced budget that restores funding for human services.

Need is not partisan. No matter what your faith or political affiliation, we have a moral obligation as human beings to help the least-fortunate in our society.

Airport security also works better when government doesn’t run it.

After 9/11, politicians wanted to show they were making airport security tougher. Republicans at least vowed that TSA workers would not be unionized. But a few years later, Democrats won, and TSA became unionized.

Now, lines are extra long, and the union whines it needs more resources.

That would be more money wasted.

Fortunately, Congress allows airports to beg for the right to opt out of the government-run system. Security lines move faster at airports that have done so. At San Francisco International Airport, the largest to privatize, travelers even told us the screeners were nicer.

They’re also better at finding stuff.

The TSA tested them and found them twice as good at finding contraband as TSA screeners.

Private companies try harder. San Francisco’s company has screeners practice racing to find mock contraband. The fastest wins $2,000.

More airports are asking the Department of Homeland Security to allow them to use private screeners. DHS stalls, because governments rarely relinquish power voluntarily.

In quiet ways, privatization keeps improving our lives. A thousand American cities have switched from government-run to private water systems.

When the government-run system in Flint, Michigan, poisoned people, pundits made it sound as if cold-hearted Republican politicians created the problem. But government at all levels, both parties, failed in Flint.

Government water departments routinely neglect basic maintenance.

In Jersey City, New Jersey, they let the pipes rust. The water didn’t taste good, failed government’s own tests – and kept getting more expensive.

City workers said there wasn’t anything they could do.

“It can’t be done” is an answer heard in bureaucracies everywhere. So the mayor put the water contract out for bid. A for-profit company won. Within months, the private company fixed pipes the government couldn’t fix.

But the private company hired the same government workers. I asked some: Are you working harder now?

“Yes. You’re always on the go,” one said.

“Were you goofing off before?” I asked. “Sitting around?”

“Well, occasionally, yes,” one worker admitted.

“What if the private company screws up?” I asked the man who privatized the system back when he was mayor, Bret Schundler.

“They’re fired. They’re toast. If they blow it, we’re going to give the contract to somebody else,” Schundler said.

“There’s nothing like the prospect of a hanging to concentrate the mind.”

Right. Private companies must do better because they get fired if they don’t. Government never fires itself.

Most of what makes our lives better – flush toilets, air-conditioning, Google, Facebook, cellphones, pacemakers, vegetables in winter, etc. – comes from the private sector.

There’s nothing stopping people everywhere from enjoying improvements such as the ones in Jersey City, in San Francisco’s airport and at SpaceX – nothing except government bureaucracy and our outdated belief that many jobs just belong in government’s clumsy hands.

Lawmakers must release federal, special funds to save vital services As Illinois approaches a whole year without a state budget, all social service agencies are struggling to find ways to continue to provide vital programs to the most vulnerable Illinoisans.

While parts of the budget have continued to operate because of court decrees, continuing appropriations and special budgets passed last year, critical funding for human services still has remained trapped because of the 2016 budget impasse.

There are two ways the General Assembly can help save many indispensable social services immediately: 1. Release the federal pass-through funds.

2. Unlock special funds that are not part of the state’s general revenue fund.

As the General Assembly gets into the home stretch of the budgeting process for fiscal 2017, members need to consider the positive precedent set last year when bipartisan budget bills were passed to free up federal and special funds. We understand piecemeal budgets are not popular in

VIEWS Dalitso Sulamoyo our current political environment; but federal pass-through and special funds should not unnecessarily be held hostage.

Federal funds are appropriated by Congress and authorized for spending by the government. These funds are allocated to the states to provide services. Our General Assembly appropriates these federal pass-through funds to authorize the state of Illinois to actually spend the funds. Some of these federal funds may require a state match out of our general revenue fund, while others do not.

The nonmatch federal funds represent a multibillion-dollar revenue package that supports services and contributes to a large part of our state’s economy through jobs, infrastructure, goods and services. Not appropriating these funds before the beginning of the state’s fiscal year would be irresponsible on the part of

lawmakers, as these funds already are available for spending.

Special funds are financed by fees and surcharges that are not part of the funding mechanism of the general revenue fund.

For example, Illinois law requires regulated utilities to charge their customers a small fee to fund the state’s Low-Income Home Energy Assistance Program (LIHEAP), which helps low-income senior citizens, people with disabilities and families with kids younger than 6 pay their utilities.

The money the utilities collect is intended only for LIHEAP; and even if the funds are not appropriated for spending, the utilities still are remitting the collected funds to the state.

The collected funds could be used to help people in need of utility assistance, instead of sitting idle as we wait for a budget solution.

Just like federal pass-through funds, special funds do not add to the structural deficit of the state’s operating budget.

The General Assembly must consider appropriating federal passthrough and special funds through a

standalone budget should there not be an agreement on the 2017 budget. This will ensure that more than a million of Illinois’ most vulnerable residents who are seeking necessary programs and support from social services will be served.

Without the appropriation of this funding, some programs may have to close, putting vulnerable populations at risk of losing homes, jobs, etc.

While we believe it is critical for the whole budget to be passed so all programs and services are authorized for spending, we also believe that federal pass-through and special fund dollars should not be held up over unresolved issues with the 2017 state budget.

We are appealing to common sense in these trying and very politically divisive times and ask that the General Assembly appropriate these funds that will otherwise sit idle in an account.

Our next president will almost certainly be Donald Trump or Hillary Clinton.

But I take heart knowing America’s founders imposed checks and balances, so there will be limits on what bad things the next president can do.

Most of what government does is expensive and useless, no matter who is president. Or governor. Or mayor.

Politicians say there are so many things only government should do – explore outer space, provide airport security, supply utilities, etc. But even those things work better when the private sector does them.

NASA put rockets into space. But the private company SpaceX found a way to bring those same rockets safely back to Earth. SpaceX now puts satellites in orbit for much less than NASA thought possible.

Private, competitive enterprises routinely find ways to do things more efficiently than lazy bureaucracies. After all, government can keep screwing up forever and just tax you more. But private companies must make a profit or die.

“Everybody loves the space program,” Lori Garver said on my TV show this week. Garver was President Obama’s former No. 2 at NASA, but now she admits, “It’s a government bureaucracy. Their incentives are not to do things more efficiently.”

ecarifio@shawmedia.com DeKALB – For about five minutes after Sycamore defender Claire Schroeder used her body to turn away what would have been a Kaneland goal, the Spartans senior said she was a little distracted, as she was thinking about what would have happened had she not been in the right place at the right time.

Schroeder’s turning away of the neargoal off a corner kick preserved the newly acquired Sycamore lead as the Spartans went on to win, 1-0, in the Class 2A DeKalb Sectional championship match Friday.

“From the beginning of my soccer career at Sycamore, coach (Dave Lichamer) has always told us how important it is to have two people on that post, and here it paid off,” Schroeder said. “I think for the next five minutes after that I didn’t know what was going on because I was just going in my head that if I wasn’t there, that would have been a goal and we’d probably be in overtime right now. That was the most amazing feeling ever.”

With the win, the Spartans advance to a Class 2A DeKalb Supersectiona semifinal, where they will play Geneseo at 5 p.m.

The season came to end for some of the Northern Illinois track team Friday at the NCAA West Regionals in Lawrence, Kansas, with no Huskies qualifying for the national tournament.

The Huskies still have two individuals today looking to qualify for the NCAA tournament. The top 12 advance, but neither LeTristan Pledger in the 100-meter hurdles or Kedisha Dallas in the 200 dash are in the top 35 in seeding.

On Friday, Hope Schmelzle took 14th in the 3,000 steelplechase, finishing in 10:15.82. She was the closest Huskie, although Kelsey Hildreth took 16th in the 10,000 run in 34:55.85 – she was seeded 43rd coming in.

The Cogs (13-17) had chased Titans (20-14) starting pitcher Ronan Jansen before the start of the sixth-run inning.

The Cogs drew five walks in the inning.

Boylan (20-14) retired the side in the top of the seventh inning to seal the victory and send the Titans on to the regional championship game Saturday against Rockford Christian. The

Titans walked two times in a row before wild pitches advanced the runners to second and third, and a passed ball allowed Nate Washington to score.

A single by Sam Rinaldo brought in the second run to give the Titans a 3-0 lead.

Huffman finished the game allowing six hits, five walks and two strikeouts in 41/3 innings. Tommy Hansen came on in relief and allowed five hits and five walks and struck out two.

Boylan coach Matt Weber acknowledged the back-and-forth game and understands the challenge his team faces against Rockford Christian on Saturday.

“We’re playing a team that just came off of a state championship,” Weber said. “They’re a very tough team to beat because they don’t beat themselves. They have very good pitching, they play great defense, and they have timely hitting. That’s the recipe for postseason success.

They’re the team to beat until somebody knocks them off and we’re happy to have the opportunity to do that tomorrow.”

“The keeper had a great jump at the ball, but it was just out of her reach,” Lichamer said. “It was kind of a midfield battle all game for both teams. Exciting none the less, but I think it was hard fought.

It came down to who managed to put the ball in the goal, and we had a scare there on the corner, but good thing we had Claire Schroeder on the post and she cleared it off the line, because who knows how that could have gone.”

Barely a minute later, Kaneland (17-5-2) freshman Rachel Lutter was taking a corner kick. The ball flew out of the scrum and past Sycamore goalie Amanda Cook, but Schroeder was at the far post to block it with her body.

“It’s a lift. It’s a boost,” Lichamer said. “It kind of re-energized us. ... It was pretty soon after [Kaneland scored], and to come up with a big stop like that, that’s great.

It clears your head to re-invigorate you, get you going. We knew Kaneland was going to come 120 percent, so we had to stave off that rush from them.”

Kaneland had another pointblank scoring chance in the second half, when, in the 47th minute, freshman Abbie Lomahan launched a shot, but right at Cook.

Sycamore has handed Kaneland three of its five losses this season – the Spartans won, 1-0, in Maple Park and 2-0 in Sycamore, plus shut out the Knights in two games last year.

“We don’t match up very well.

I don’t know. Mentally – I don’t

know,” Kaneland coach Scott Parillo said. “It’s not like we haven’t had our chances the last two games. They had a 1-0 lead on us the last 10 minutes of that last game at our place. We kept pounding, pounding, pounding, but it wouldn’t go in. It’s not like we didn’t have chances, it just wouldn’t go in. Sometimes you have games like that, and, unfortunately, it keeps being Sycamore.”

One of those chances, Parillo said, was blocked by Schroeder at the goal line.

“That corner kick, they save it right on the goal, that’s a heck of a job,” Parillo said. “Hats off to them.”

Last season, the Knights reached the supersectional round, losing to Peoria Notre Dame. This year, their season ends in the final 16.

Parillo said he was proud of what his team has been able to accomplish.

“You know how hard it is to make it to the Sweet 16 two years in a row? That’s a lot of games,” Parillo said.

Sycamore played the last 14:17 without Cook, who landed on her hand awkwardly. She has been the only player to play in goal this year, and junior Maegan Schwartz had to take over the last stretch of the game.

Lichamer said he was confident in Schwartz, who made one start last year and got a shutout.

Schwartz said after she collected herself, she was ready to go.

“The second she hit the ground over there I knew something was wrong,” Schwartz said. “I kind of freaked out knowing I’d have to go in there. But (I) was ready to go in there. I’ve been ready all season long. That’s what I like to do.”

Schwartz didn’t have to do much, corralling some errant play-throughs and making one

the final day in the pole vault for the Barbs, one of 15 athletes to clear 14-3.

For the Knights in Class 2A, Mike Rinella was one of nine pole vaulters to clear 13-3 to make it to the final day.

Clayton Hannula got the last qualifying spot in the discus, tossing 146-6 to qualify for the finals.

Matt Richtman, Sean Speatzel, Will Kuipers and Austin Kintz ran their 4x800-meter run in 8 minutes, 7.35 seconds to qualify with the sixth-best time

“To have a high-pressure game, something I’ve never done before is play a game like that in goal,” Schwartz said. “It’s definitely something I’m excited for next year.”

The Spartans are appearing in a supersectional for the first time sinch 2009. The year before, they took fourth in the state tournament. This year, they’ll have to take down the Maple Leafs to make it to Naperville. Geneseo hasn’t lost in its past 15 games and is 19-2-2 on the year.

“I’ve been playing Sycamore soccer for four years, and I think it’s just awesome my senior year to be sectional champs and to go this far with an amazing team,” Schroeder said. “We’ve been doing so well this season, I’m proud of my team.”

“It feels really good, man,” Soler said through a team translator. “You hit it that far, it feels really good.”

Soler’s performance just happened to fall on a day when Maddon worked his magic on his defense. With Bryant at first, Javier Baez at third and Matt Szczur replacing the resting Jason Heyward in right field, all of the pieces fell into place.

Bryant didn’t mind the change of scenery, having had a basic understanding of first base from playing the position for a short time in college and from throwing across the diamond to Rizzo so many times before.

“I like to be a baseball player,” Bryant said. “I guess this is another one of those situations where I get to do that.”

So for Bryant and the Cubs, Friday turned out to be just another day at the office – even if it wasn’t for Rizzo.

At least for most of it.

CHICAGO – On the 54th day, Anthony Rizzo rested. Well, for most of it at least.

After appearing in the Cubs’ first 45 games, Rizzo was not in manager Joe Maddon’s starting lineup for the first time, taking in most of Friday’s 6-2 victory over the Philadelphia Phillies at Wrigley Field from an unfamiliar post – the dugout.

Maddon had been looking for an opportunity to rest Rizzo, and based his decision – as he often tends to do – on past experience, along with the gift of a day game immediately following a scheduled off-day.

“A lot of times the schedule tells you what to do,” Maddon said. “You just gotta pay attention.”

But many hours later – after two rain delays and three Cubs home runs – Maddon admitted sitting Rizzo had less to do with strategy and more to

ter a 3-for-37 nine-game road stretch made sense before the Cubs began a stretch of 10 consecutive home games against the Phillies, Dodgers and Diamondbacks.

But Maddon had bigger plans beyond resting Rizzo. Maddon plugged Jorge Soler into the No. 4 hole for the day, saying the left fielder was the best candidate to tackle the role for the day.

Defending champs rally to defeat Sox The ASSOCIATED PRESS

KANSAS CITY, Mo. – Eric Hosmer had three hits, including a home run, and drove in four runs as the Kansas City Royals rallied to defeat the White Sox, 7-5, Friday night.

Hosmer, who hit .120 (3 for 25) on the just-concluded six-game road trip, laced a two-run single with two outs in the seventh to put the Royals ahead. He homered in the sixth and drove in a run in the first inning with a groundout.

The Sox used five pitchers in the Royals’ four-run seventh with Matt Albers (1-4) taking the loss. The inning included Brett Eibner’s double, his first major league hit, and Whit Merrifield’s two-run single.

Royals starter Danny Duffy retired the first 16 batters he faced on 59 pitches before giving up five runs on his next 17 pitches.

Avisail Garcia, Dioner Navarro and Austin Jackson hit consecutive singles with one out in the sixth to load the bases for Melky Cabrera, who cleared them with a first-pitch

grand slam. It was his first grand slam since July 29, 2011, at Cleveland, while with the Royals.

Todd Frazier then took Duffy deep to left. He is tied for the American League lead with 15 home runs.

Cavs return to Finals

The Associated Press TORONTO – LeBron James scored 33 points, Kevin Love had 20 points and 12 rebounds and the Cleveland Cavaliers advanced to their second straight NBA Finals by beating the Toronto Raptors, 113-87, in Game 6 of the Eastern Conference finals Friday night.

It’s the third finals appearance in team history for the Cavaliers. Cleveland lost to Golden State in six games last year and got swept by San Antonio in 2007.

For James, it’s his sixth straight trip to the finals, including four with Miami. He broke the 30-point barrier for the first time this postseason and finished with 11 rebounds and six assists.

Kyrie Irving had 30 points, and J.R. Smith had 15 for the Cavaliers, who will face the winner of the Golden State-Oklahoma City series Thursday.

Cleveland would open at home against the Thunder but would be on the road against the 73-win Warriors, who trail 3-2 against Oklahoma City

heading into tonight’s Game 6.

The Cavs will be seeking to end Cleveland’s 52-year championship drought, the longest by any city with at least three professional teams. No Cleveland team has won it all since the Browns blanked Baltimore, 27-0, to win the NFL championship in 1964.

Kyle Lowry scored 35 points and DeMar DeRozan had 20 as the deepest playoff run in Raptors team history ended, much to the disappointment of a sellout crowd of 20,605 dressed in red and white T-shirts that formed a maple leaf pattern on either side of the court. Exercises help diminished balance Dear Dr K: I recently turned 70, and I realize my balance is not what it was.

For example, I won’t climb a ladder anymore. What can I do about it?

Dear reader: You’re right to be concerned. Aging makes our balance worse, and that increases our risk of falls – and fractured bones.

Why does our balance get worse with age? There are several reasons: • Inside our ears is a balance center called the vestibular system that detects where our body is in space. Are we upright or lying flat; are we standing on our feet or performing a handstand?

The vestibular system is connected to centers in the brain that also control our balance. When the vestibular system and brain determine we’re about to fall over, the brain directs the body to take corrective action.

Maybe we twist back upright so we don’t fall. Maybe we’re too far off center to avoid falling, so our arms and hands stretch out to brace our fall.

As we age, cells in the vestibular system die off. This affects how accurately we detect our position in space. That, in turn, affects our ability to correct our position. For example, if we start to tilt to the right and the vestibular system doesn’t detect this quickly, it becomes harder for the brain to prevent falling to the right.

• Our sight diminishes with age. We don’t see things as clearly. We have more problems with depth perception and night vision. The loss of these visual cues compromises balance. Corrective lenses or surgery may help.

• Blood pressure can dip suddenly when we stand up, causing dizziness, lightheadedness, blurry vision, even fainting. Standing up slowly – sitting

• We lose muscle mass and strength as we age. We also lose power – a function of strength and speed – which affects balance. If you start to trip, power helps you react swiftly. Exercise can help you rebuild strength and power, or at least slow the pace of decline.

• Our reflexes and coordination slow with age. Thus, you may be more likely to stumble – and take more time to react when you do.

Many health problems can interfere with balance. They include, but are not limited to, arthritis, stroke, Parkinson’s disease and multiple sclerosis.

Medications also may increase the risk of falls. They can cause blurred vision, dizziness, lightheadedness and drowsiness. Some medications may damage the inner ear, spurring balance disorders.

Along with regular aerobic exercise and weight training, balance exercises are important as we get older.

You can do these exercises at home: you don’t need to go to a gym. The exercises really can help you improve your balance. I’ve posted some of these simple exercises before, but I think it’s worthwhile to highlight them again. You can find them on my website, AskDoctorK. com.

Dear Abby: DEAR ABBY My 18-year-old daughter, a Jeanne junior in high Phillips school, still is living at home. She has befriended a 51-year-old man at her first job (a burger place). We have told her although she is kind to be friendly with him at work, we feel it’s inappropriate to do things with him outside of work. She’s now upset with us and claims we “don’t understand,” “nothing romantic is going on” and she thinks of him like a “second father.”

Although they have not gotten together yet outside of work, she announced last weekend she was going to meet him for lunch. We put our foot down and told her no way, and she was forbidden to borrow either of our vehicles to go. (She doesn’t have her own car yet.) She relented, but how can we convince her this is a bad idea with the world the way it is nowadays?

I have suggested to her father (with whom my daughter has a close relationship) he speak to this man one on one. My husband feels this is something she has to learn for herself. She’s very naive. What do you think? – Mom Of A Teen Dear Mom: Frankly, I think your husband is right. While you may wish to protect your daughter, she’s an adult now. People learn more life lessons from experience than they do from lectures.

It is important you realize people aren’t inanimate objects that can be “owned” or “stolen.” Much as we might wish it, relationships do not always stay the same. Friendships can be stronger at times and weaker at others, and people sometimes drift from one close friendship to another.

When this happens, regard it as an opportunity, because that’s what it is. It’s a chance for you to get involved in activities that will expose you to new people and offer you a way to make new friends.

Dear Abby: A friend of mine and his wife invited me out to dinner, and I graciously thanked them. They are both employed. I live strictly on Social Security and pay 30 percent of my income for rent, barely making ends meet.

I wanted to reciprocate, so I invited them over for a home-cooked meal. My friend came, but his wife is shy and didn’t come. (I had a couple of other friends over.)

If someone wants to reciprocate being taken out for dinner, isn’t it acceptable to invite them over for a home-cooked meal or must they be taken out? – Tentative Host In Massachusetts Dear Tentative: No rule of etiquette dictates you must take your guests out to dinner. Inviting them for a home-cooked meal was both gracious and appropriate.

Among the changes being proposed for the DeKalb County Zoning Ordinance are: amend the definition of “agriculture” to include farm dwellings and private stables; add a definition for “agriculturallyrelated” use and add “agriculturally-related, non-residential planned development” to the list of Special Uses in the A-1 District; and eliminate redundant permitted and special uses in the A-1 District that are included in the definition of “agriculture”.
