DeKalb needs new plan for road repairs POLL YESTERDAY’S The city of DeKalb maintains 129 miles of roads, and if you’ve found yourself thinking those roads are getting rougher lately, it’s because they are.

In 2014, about half of city streets were considered “satisfactory.” In 2015, that number declined to 29 percent.

In the same period, the percentage of roads considered to be failing increased from almost 9 percent to 16 percent. More than half the city’s streets were in pre-failing condition in 2015, DeKalb City Engineer John Laskowski said.

Laskowski estimates if the city could spend about $2 million or even $2.5 million a year for five years or so, it could reverse this trend, or at least address some of the key trouble spots.

But that’s double (or more) than what the city spends now on road maintenance, and most of the money that the city does spend on road repairs is coming from sources that aren’t going to last.

The single largest source of road maintenance funding recently has been tax increment financing funds. However, this money only can be spent within the city’s two TIF districts.

So about 20 percent of the city’s road network benefits from the bulk of the road maintenance funding. The city has planned about $1 million worth of road projects for this fiscal year; $872,000 of that sum will be spent on roads within TIF districts.

Those TIF districts, and the cash they provide the city, all will be gone by 2020.

What will the city do then?

“We just haven’t identified yet how or where to pay for roads,” said Laskowski, who has been the city engineer since January 2014.

What’s clear is that the city needs to spend more on road repairs. For the half-year budget that will end in December – to put the city’s fiscal year in sync with the calendar year – Laskowski said officials have requested half of what they spent on road maintenance this fiscal year, which will end June 30.

While the city has been spending TIF funds on road maintenance, it also is spending almost half the revenue it takes in from the local gasoline tax to pay debt it incurred to build a police station. In August 2011, the City

Council voted to increase the city’s gasoline tax from 2 cents to 3.5 cents a gallon, generating another $300,000 a year. The money was to be used to pay off debt to build the police station for 20 years.

One alderman voted against the increase: Ron Naylor, who at the time represented the city’s Fifth Ward. Naylor said the city’s general fund should provide the revenue the city needed for the police station, not the gas tax.

“It’s my opinion that the gasoline tax should only be used for maintaining your roads,” Naylor said at the time.

Elected officials are aware of this problem.

Mayor John Rey said this year that road maintenance had been ignored for too long. Ward 6 Alderman Dave Baker has said the city needs to allocate more money for its infrastructure.

Identifying the problem – neglect as a result of questionable spending priorities – is the first step to solving it. But the much more difficult part will be actually finding the money to fix roads.

“It’s just a matter of allocating or reallocating resources to [reach] an acceptable level of service,” Laskowski said “And a lot of that is up to the citizens, what is acceptable to them.”

Laskowski said if the city doesn’t change its spending levels, residents would begin to really notice a difference in the next six years or so.

Unless you’re noticing already, of course.

In which case, you should let your representative on the council know about it. Ask what they think the city should do to slow or even stop the deterioration of the city’s road network.

3RD-GRADERS ‘FULL OF FAITH’ St. Mary students perform original song to honor classmate who died

ksmith@shawmedia.com DeKALB – Veronica Origel hadn’t planned on watching the St. Mary School spring concert, where her son would have sung about ocean life alongside his classmates – but as she wiped tears away Thursday, she was glad she came.

St. Mary’s thirdgrade class ended its performance at Thurs- Zion Origel day’s spring concert with a special song dedicated to their classmate, Zion Origel, who died unexpectedly at his home March 11. The third-graders sang their original number, “Zion’s Song,” at the concert’s close Thursday, as a surprise for Origel, who also is an administrative assistant at the school.

“It was really nice to hear how much they love him. It’s really emotional,” Origel said through tears. “I feel like a part of him is still here with them.”

Among his teachers and classmates, Zion was known for having a tender heart, an infectious smile and the soul of a songbird. He was a member of the Vocal Voices singing group at St. Mary School and a Cub Scout of Pack 173. A survey of tearyeyed parents and solemn children in the school’s cafeteria Thursday was enough to know Zion represented something different to everyone in attendance – a friend, a classmate, a student, a son.

But for two minutes Thursday, it was Zion’s peers’ time to share in their own words, and for his mother’s sake, just how they remember him.

“He loved to sing with his beautiful voice. To share it with us was his choice,” the class sang Thursday.

“Now he sings his song as an angel at rest. As you live with Jesus and God, the best.”

As other parents wiped their eyes and hugged their children tightly, Origel watched – motionless, and with a proud smile. “[The kids] are truly full of faith,” Origel said. “Their faith is so strong, and I think this is only going to make them stronger. I hope that they continue to grow in their faith and they use this as something to know that God is there, and God is with [Zion], and he’ll be watching him.”

One of Zion’s closest friends, 9-year-old J.T. Krupp, accompanied music teacher Amy Wolski on the drums with an original routine that took him nearly a month to compose and perfect. “[Zion] was funny; he was kind; he was helpful,” J.T. said. “We liked to play laser tag, football, soccer, basketball.”

Although some rehearsals were hard to get through, writing a song in Zion’s memory ultimately was cathartic for the grieving students, Wolski said.

“At rehearsals they would cry, and kids would ask to leave,” she said. “...

It was hard. We talked about making it a tribute and a way to remember him,

not a sad thing.”

Another good friend of Zion’s, 8-year-old Matteo Graham, used a stuffed seal named Icy to help him through Thursday’s performance.

“My friend gave me this when we found out he passed away,” he said.

When Matteo and Zion were together, they liked to play jokes and draw silly pictures, he said.

“My line was the first one to get put into the song,” Matteo said. “ ‘His smile was as bright as the sun.’ ” The song was just one of many tributes to Zion’s life. Soon, Origel will travel to the Basilica of Our Lady of Guadalupe and light a candle for her son.

Having a school, work and church community to grieve with has meant the world to Origel, she said.

“The amount of support, the amount of help, the amount of prayers I received from the school, and the amount of love I get from these kids is amazing,” she said. “This would have been a lot harder had I not had their support.

It’s really comforting to know that I can count on the school, that I can count on Principal Feldmann. I see his smile when I look at them. It’s really nice to know that they’re there.”

In the meantime, St. Mary’s thirdgrade class will rely on their faith and the memories of their friend and classmate for comfort.

“Up in the sky I see Zion. Up in the sky I see him flying,” they sang Thursday. “We will miss him till we are together, in our hearts and in Heaven forever, Zion, our friend.”

ksmith@shawmedia.com DeKALB – Officers piled into, and on top of, the DeKalb Dunkin’ Donuts on Friday to get their hands on something local police love – donations for the Special Olympics.

Officers from the Northern Illinois University, Sycamore and DeKalb police departments took turns waving from doughnut shop roofs Friday.

Collectively, NIU and DeKalb police raised $2,167 for Special Olympics Illinois, beating last year’s total of $1,800, while Sycamore police collected more than $3,700.

“It’s been pretty busy. We’ve seen a lot of support from the community,” said DeKalb Police Community Relations Officer Kelly Sullivan.

As athletes and law enforcement waved to passers-by from the top of the building, occasionally sending down a jerry-rigged bucket for refreshments, customers were asked to donate what they could for the Special Olympics.

A $15 donation earned donors a hat or T-shirt, and $10 bought a coffee mug, in which they received a free drink, NIU Police Cmdr. Don Rodman said.

Staked out by the drive-thru, collecting donations and handing out free doughnut coupons, was local Special Olympics athlete Michael Littlejohn.

“They’ve been telling me, ‘Congratulations’ and ‘Good job’ and ‘Keep up the good work,’ ” Littlejohn said.

In Sycamore, police parked a car with its emergency lights on near the road, and some vehicles honked as they passed Detective Joe Meeks, who was waving from the roof.

“As long as I’m not falling, I’m good to go,” Meeks said.

Working alongside the police was an extra treat, Littlejohn said, since the medal-winning bowler and golfer typically only thinks of police in their official capacity.

“I like working with them because you usually don’t get to see the fun side of them,” Littlejohn said. “Sometimes when you see them out on duty, usually they’re more strict because they have to keep the law up. Working with them out here is kind of fun.”

The fundraiser, “Cop on a Rooftop,” is a statewide effort to garner money for Special Olympics Illinois, and serves as a reminder to the community of the 30th Law Enforcement Torch Run, which will be at 3 p.m. June 5 at the DeKalb County Courthouse in Sycamore.

“It’s been a fantastic day,” Rodman said. “There’s been a lot of people who have come out and been very generous, which has been great to see.”

Police: 2 DeKalb men face drug charges after fleeing officers

ksmith@shawmedia.com SYCAMORE – Police said a DeKalb man led them on a chase that ended inside a Jewel grocery store, as his friend was being stopped down the road with almost 3 ounces of marijuana and more than $1,000 in his car.

Arrested in connection with the Thursday incident were Debrece Shields, 24, of the 600 block of North Annie Glidden Road, DeKalb, and Raymont Williams, 32, of the 1200 block of Pleasant Street, DeKalb.

According to court records, DeKalb

police were conducting an investigation in the 1300 block of Sycamore Road when Williams got out of a red Nissan parked outside the Jewel, 1320 Sycamore Road, DeKalb. An officer recDebrece ognized Williams and Shields knew there were two warrants out for his arrest. Williams ran inside the grocery store when he noticed the officer, court records show. Police arrested Williams in the store.

Another officer followed the Nissan and stopped Shields, who drove

off when Williams ran inside, court records show. Police said they found nearly 3 ounces of marijuana, two Xanax pills and more than $1,000 in the car.

Shields posted $300 bail and was released Friday from the DeKalb County Jail.

DeKalb County Judge Philip Montgomery granted Williams a $5,000 recognizance bond in court Friday; however, a warrant for Williams’ arrest in Cook County prevented him from being released.

DeKALB – A DeKalb County woman died Friday morning after a lawn mower accident, authorities said.

According to a news release from the DeKalb County Sheriff’s Office, Vivian Srajer, 68, of the 14700 block of Harter Road, south of Cortland, was found dead in a creek on her property. DeKalb County Sheriff’s deputies found her shortly before 10:30 a.m., when they responded to a 911 call from a passerby who reported a person in a creek with a John Deere riding lawn mower on top of her.

The sheriff’s office and the DeKalb County Coroner’s Office are investigating the death, but foul play is not suspected, police said in the release.

Coroner Dennis Miller called the incident “very unfortunate.” He said Srajer’s family had been notified.

An autopsy was underway Friday, but results weren’t expected immediately, Miller said.

Local legislators oppose bill aimed to boost caregivers’ minimum wage

By RHONDA GILLESPIE rgillespie@shawmedia.com DeKALB – A plan to boost some caregivers’ minimum wage to $15 an hour would do more harm than good to them and the clients they aid, local legislators and program providers say.

“There isn’t funds in the state budget to even pay for much of the human service programs that are out there,” said state Sen. Dave Syverson, R-Rockford. “And so raising these salaries even more would mean that a lot of people would lose home services.”

Senate Bill 2931 passed in the General Assembly on Wednesday and, among other things, calls for those who work as personal assistants or who provide in-home care to people with certain disabilities to be paid a minimum hourly wage of $15 starting July 1.

The services are touted as essential for allowing seniors and people with disabilities to continue to live independently rather than in a home. Opponents of

the wage-increase plan say it is political posturing since the legislation doesn’t include a way to fund the raises.

Supporters of it said workers save the state money by keeping people out of more costly nursing homes.

The partisan legislation was supported by Democrats and blasted by Republicans. It passed the Senate, 34-16.

The vote in the House was 66-44, with two representatives voting present.

All state legislators representing DeKalb County, including state Rep. Bob Pritchard, R-Hinckley, voted against the bill.

“And I voted no on the MAP grant (legislation). And it killed me to vote no.

I voted no on the universities. And I voted no on a number of other bills because there is no money,” said Pritchard, referring to the previous appropriation bills to fund the Monetary Award Program for low-income college students and release aid to state college and universities.

The Department On Aging reimburses the agencies $17.14 an hour for service to clients participating in the program.

Local providers said out of that, salaries, payroll taxes, employee mileage and other service costs are paid. They said without the state also increasing its reimbursement rate, it’s unfeasible that the minimum wage could be increased.

Fox Valley Older Adult Services employs 100 workers who provide in-home care for local seniors, said Cynthia Worsley, the nonprofit organization’s executive director. She said FVOAS would not be in position to go from paying workers the $8.25 an hour that the majority of them make now to $15.

Ron Ford, head of the for-profit Help At Home, said the state already owes his company $90 million. His service agency came to DeKalb earlier this year after another nonprofit shuttered its doors because of the lack of state funding.

“If they’re (the state) not going to raise what they reimburse me, and they’re going to require me to pay $15 an hour ... no one would be able to do that,” Ford said.

While the consensus is that the workers deserve to be paid more, there’s also some agreement that the money to do so just isn’t there.

“In light of the state’s budget, and in light of the current economy, giving large pay raises is something that would create ... more budgetary problems and hurt the very people we are trying to help with these services,” Syverson said.

DeKALB – Home sales in DeKalb County increased 2 percent last month, while inventory of homes for sale declined, and prices increased.

There were 101 existing homes sold in April in DeKalb County, up from 99 during April 2015, according to figures released this week by the Illinois Association of Realtors.

Year-to-date, closed sales were down 1.9 percent to 310 through April, compared with 316 sales in the first four months of 2015.

The median sales price in DeKalb County grew 3.5 percent last month to $147,000, compared with $142,000 in April 2015.

To date, the median sales price is up 3.6 percent to $145,000, compared with $140,000 during the same period in 2015.

The statewide median price in April was $186,500, up 10.4 percent from April 2015, when the median price was $169,000. The median is a typical market price, where half the homes sold for more and half sold for less.

“Any suggestion the state’s housing market was beginning to slow appears to have been premature,” IAR President Mike Drews said in a statement. “A buyer can’t dawdle in a market like this. Any delay can result in losing the home they want, as there are so many other motivated buyers in this spring market.”

Owner of former Otto’s building must pay the bank after lawsuit

browland@shawmedia.com DeKALB – The owner of the former Otto’s nightclub building in DeKalb has been ordered to pay the bank almost $470,000 for failing to maintain the downtown property.

A judge ordered owner Pat Looney to pay National Bank & Trust Co. the money after the bank filed a lawsuit in 2015. National Bank & Trust Co. since has been acquired by First Midwest Bank.

Bank officials had argued Looney should have to pay the outstanding mortgage loan of $445,754, plus thousands more in interest and late-payment fees.

Looney had claimed the bank couldn’t support its allegation that the building has deteriorated badly enough to breach the mortgage agreements.

Otto’s was shuttered in winter 2014 after a water pipe burst and has remained closed ever since.

DeKalb County Judge William Brady ruled in favor of the bank ear-

lier this month.

Since that ruling, the bank has filed court documents indicating it plans to garnish Looney’s wages from his job at the Chicago Fire Department and from his work at Abbey’s Pub in Chicago.

Looney’s attorney, Mike Coghlan, said he and his client are looking into how to proceed with the case.

The building at the corner of Lincoln Highway and First Street, which previously was home to Otto’s among other businesses, has been listed for sale for $585,465.

The agent for the property, Michael Carpenter, couldn’t immediately be reached for comment regarding interest from potential buyers.

DeKalb officials are taking a waitand-see approach with the building, city attorney Dean Frieders said.

“We will continue to monitor the situation to determine an appropriate response,” he said. “We’re trying to figure out what is the best outcome for that property and downtown.”

NIU officials: Graduate’s guest had measles

DeKALB – A family member of a Northern Illinois University student who graduated during the 1:30 p.m. ceremony May 14 at the NIU Convocation Center was diagnosed with measles, according to university officials.

“Out of an abundance of caution, we have proactively notified the graduates of the 1:30 p.m. ceremony, all NIU faculty and staff and hotel guests from that weekend,” the DeKalb-based university said in a statement late Friday night.

The person had stayed at the Holmes Student Center in DeKalb. All NIU students are required to have the measles vaccination before starting school.

“We understand that this individual is now healthy and that there has only been one confirmed case,” the statement said.

There have been no other reported cases of the highly contagious virus that spreads through the air with coughing and sneezing, NIU officials said.

In July 2015, the Washington State Department of Health confirmed a measles-related death. The last reported measles infection that resulted in death in the U.S. was in 2003.

The Associated Press CHICAGO – The head of the Transportation Security Administration warned travelers Friday to expect long airport security lines to continue during the peak summer travel season despite Congress’ shifting of $34 million to the agency.

Peter Neffenger briefed officials Friday in Chicago about efforts to address crushing delays in getting passengers through security checkpoints at major airports around the country. Congress agreed to shift forward the $34 million in TSA funding to let the agency pay overtime to existing staff and hire an extra 768 screeners

by June 15. The agency is funneling many of those resources to major hub airports such as Chicago’s O’Hare International.

Neffenger called the money a “good down payment” but said more resources are needed to address a shortage of screeners.

Vacant Chicago-area building could hold Obama library items

HOFFMAN ESTATES – A vacant furniture building in suburban Chicago could be the temporary holding facility for President Barack Obama’s presidential library archives.

Obama has been reviewing design proposals for the library, which will be in one of two areas on Chicago’s South Side near the University of Chicago.

Hoffman Estates Mayor Bill McLeod told The Daily Herald that the National Archives and Records Administration is considering using the Plunkett Furniture building in the suburb to hold items until then.

“It’s kind of exciting,” McLeod said. “We first heard about this a few months ago, and were amazed that this may happen, but it may happen. It’s pretty

Metra seeks federal money for commuter train safety

CHICAGO – Metra officials are seeking federal funding to help finance a $3.7 million safety component for its automated collision-prevention system.

Officials said Thursday the money would benefit its “positive train control” program that automatically prevents certain types of train-to-train collisions, prevents derailments and increases worker safety. It relies on GPS and dispatch systems to track trains and monitor crews.

It stops trains if operating rules are violated.

Metra says it will cost $350 million to add positive train control with up to $20 million additional annually.

Freight and passenger rail lines across the U.S. are installing positive train control. Metra Executive Director and CEO Don Orseno said it could cost $10 billion nationally.

Pregnant women in U.S. with Zika spikes in new count method

The Associated Press NEW YORK – The number of pregnant women in the U.S. infected with Zika virus is suddenly tripling because of a change in how the government is reporting cases.

Previously, officials had reported how many pregnant women had both Zika symptoms and positive blood tests. In a change announced Friday, the Centers for Disease Control and Prevention’s count will include all women who tested positive, regardless of symptoms.

There now are 157 pregnant women infected with Zika in the 50 states, up from the 48 reported last week under the old definition.

Experts emphasized that there does not appear to be any dramatic actual increase of pregnant women with the disease in recent months. There was a spike in diagnoses in February and March, but relatively few new cases since then, according to CDC data that include women who experienced symptoms and those who didn’t.

The Zika virus causes only a mild and brief illness, at worst, in most people. But in the last year, infections in pregnant women have been linked strongly to fetal deaths and to potentially devastating birth defects, mostly in Brazil.

The virus is spread mainly through the bite of a tropical mosquito called Aedes aegypti. It can be found in the southern U.S., but there’s no evidence they’ve been spreading the virus in the U.S. yet. All the 544 total cases in the 50 states so far have been people who had traveled to outbreak areas or who had sex with someone who did.

Experts think mosquitoes on the U.S. mainland probably will start spreading the virus in the months ahead, when hot weather

hits and mosquito populations boom.

The sudden rise in the count of pregnant women with the disease in the U.S. may seem jarring. But Dr. Neil Silverman, a UCLA professor of obstetrics who has been advising the California Department of Public Health on Zika issues, said the change in method does not indicate a greater risk of infection.

When he gets calls from patients, he said, “About 90 percent of what we’re doing is reassuring and calming people.”

Only an estimated 1 in 5 people infected with Zika develop symptoms – fever, rash, joint pain and red eyes – which usually last no more than a week.

Initially, doctors recognized the connection between the virus and birth defects only in women who had suffered symptoms during pregnancy. But reports published this year indicate some pregnant women with laboratory evidence of a recent Zika infection – but who never had symptoms – have delivered infants with these defects.

International health agencies already have been reporting Zika infections in women based solely on lab tests. Some experts have found it surprising that the CDC has been basing its official number on a more conservative case definition.

However, CDC officials had voiced concerns that one kind of blood test is too prone to giving a false positive test result if a woman was infected with a different but similar tropical virus.

CDC officials on Friday said it’s possible the new count may include a few false positives, but they say the new count will offer a more complete picture of the effects of Zika in the U.S. states and territories.

The CDC said doctors should consider testing pregnant women who have been to an area where Zika is spreading, whether or not they have symptoms.

OKLAHOMA CITY – Oklahoma Gov. Mary Fallin on Friday vetoed legislation to make it a felony for doctors to perform an abortion, a measure that would have effectively outlawed the procedure in the state.

In vetoing the measure just a day after the Legislature passed it, Fallin, a Republican who opposes abortion, said it was vague and would not withstand a legal challenge.

The bill’s sponsor, Republican Sen. Nathan Dahm, said the measure was aimed at ultimately overturning the U.S. Supreme Court’s 1973 decision that legalized abortion nationwide. Dahm said he was considering whether to try to override the governor’s veto, which would require a two-thirds majority in each chamber, a threshold it did not meet in the House when it first passed. The bill passed on a 33-12 vote in the Senate with no debate on Thursday; it passed, 59-9, in the 101-member House on April 21.

“Of course I’ll consider it,” Dahm said. “I’m weighing my options.”

The bill would have made it a felony

punishable by up to three years in prison for anyone who performs an abortion, including doctors. State law already makes it a felony for anyone who’s not a doctor to perform an abortion, and Dahm’s bill would have removed the exemption for physicians.

The bill, which abortion-rights group Center for Reproductive Rights said was the first of its kind in the nation, also would restrict any physician who performs an abortion from obtaining or renewing a license to practice medicine in Oklahoma.

Dahm had said Thursday after the bill’s passage that he hoped it could lead to overturning Roe v. Wade.

“Since I believe life begins at conception, it should be protected, and I believe it’s a core function of state government to defend that life from the beginning of conception,” said Dahm, from Broken Arrow.

But abortion-rights supporters – and the state’s medical association – said the bill was unconstitutional. Sen. Ervin Yen, an Oklahoma City Republican and the only physician in the Senate, described the measure as “insane” and voted against it.

ATLANTA – Two deputies yell “Stop fighting!” and “He’s got my Taser!” as they repeatedly stun a handcuffed man in the back of a vehicle, commanding him to relax even as he insists “I’m dead,” shortly before he stops breathing, body-camera videos show.

The videos show the Nov. 20 incident in the back of an SUV in Coweta County, outside Atlanta. Chase Sherman, 32, of Destin, Florida, was pronounced dead at a hospital later that day.

The deputies responded after Sherman’s mother called 911. She told the dispatcher she was in a car with her husband, her son and the son’s girlfriend on southbound Interstate 85.

She said her son was “freaking out” and had taken the synthetic drug spice.

The deputies approach the vehicle and start struggling with Sherman, with someone yelling “Tase him!”

and “Hit him!” as he cries out and his mother begs them to stop, as shown in the videos.

The videos from the body cameras of the two responding deputies were released Friday by Coweta Judicial Circuit District Attorney Peter Skandalakis.

“What’s your problem, buddy?” one deputy said on video. “That’s a good way to get shot right there. I tell you right now, you grab my Taser again, it’s gonna be on.”

The deputies insist his mother and girlfriend in the front seat get away from the area.

“You’re not gonna shot him, you hear me?” Sherman’s mother says.

The deputies tell the family they’re subduing Sherman for their own protection. They call for more help and tell Sherman to “just relax, stop resisting.” They hit him with the stun gun multiple times. He cries out, eventually saying, “I’m dead.”

At one point, Sherman is on the floor of the SUV. An emergency medical technician leans on him.

“I’ve got him pinned. He can’t come up unless he comes up with me on him,” the EMT said. A deputy continues to use his stun gun.

The deputies realize Sherman has stopped breathing and move him out of the vehicle. The family wails off camera. A deputy said, “Get the family back.”

“He ain’t breathing,” someone said.

Emergency personnel do chest compressions on the roadside; a deputy removes Sherman’s handcuffs.

One deputy later says, “Look at my cuffs,” showing his mangled handcuffs from the incident. He says he knows he’ll be fired.

District Attorney Skandalakis said in a statement Friday his office has not finished reviewing the case and the investigation is ongoing.

Both deputies are still employed with the department, said Col. James Yarbrough with Coweta County Sheriff’s Office.

They’re identified in incident reports as J.D. Sepanski and S.F. Smith.

CAIRO – Search crews found floating human remains, luggage and seats from the doomed EgyptAir jetliner Friday but face a potentially more complex task in locating bigger pieces of wreckage and the black boxes vital to determining why the plane plunged into the Mediterranean.

An aviation industry publication, meanwhile, reported sensors detected smoke in a lavatory, suggesting a fire onboard before the aircraft went down.

Looking for clues to whether terrorists brought down EgyptAir Flight 804 and its 66 people aboard, investigators pored over the passenger list and questioned ground crew members at Charles de Gaulle Airport in Paris, where the plane took off.

The Airbus A320 had been cruising normally in clear skies on a nighttime flight to Cairo early Thursday when it suddenly lurched left, then right, spun all the way around and plummeted 38,000 feet into the sea, never issuing a distress signal.

The officials spoke on condition of anonymity because they were not authorized to discuss the investigation. The manifest was leaked online and has not been verified by the airline.

Thumbs-up to H-BR students for reaching their reading goal Thumbs-up: To the students at Hinckley-Big Rock Elementary School. Thumbs-down: To financial unpreparedness. Two-thirds of American households say they would have difficulty coming up with money to handle a $1,000 emergency, according to an Associated Press-NORC Center poll. That means that although some indicators of economic well-being are improving, many American households still aren’t doing better financially – and when you get down to it, that’s what a healthy economy is supposed to be about.

Thumbs-up: To the Sycamore Rotary Club. Sycamore’s Rotarians made a $25,000 donation this week to the Sycamore Park District’s Leaf a Legacy program, which will help finance a $13 million plan for upgraded park facilities. Park officials have received support from the public, which agreed to pay higher taxes to support a $9 million borrowing plan, while park officials are counting on grant funding to supply another $3 million and private donations to fill in the remaining $1 million. It’s great to see a community service organization such as the Rotary step forward to aid in the effort, and we hope there will be more such donations to come.

Thumbs-up: For summer vacation from school. For many of our younger readers, it soon will be no more pencils, no more books for two-plus months. It’s a special time of year, and hopefully this will be a great summer. But don’t let your brains atrophy this summer – do some reading, use your imagination, try to learn a thing or two that they don’t teach you in school. And maybe help out a little around the house – so your folks aren’t giving summer vacation the thumbs-down by mid-July.

U.S. should sell arms to Vietnam Sen. John McCain has given one good reason for lifting the U.S. arms embargo on Vietnam: China.

A better-armed Vietnam, deploying U.S. weapons, would make a stronger partner in the American effort to counter Chinese ambitions in the South China Sea. That, however, is not the only – or even the best – reason to end the ban.

More than 40 years after the U.S. evacuated Saigon, and two decades since the former enemies restored diplomatic ties, the embargo is a relic. The U.S. has become Vietnam’s second-largest trading partner after China. Nike and Intel have set up huge operations there, and the U.S. is on track to become the country’s largest investor. Vietnam has agreed to hefty concessions in order to ensure passage of the U.S.-led Trans-Pacific Partnership.

Lifting the remaining limits on lethal weapons sales would affirm the ongoing normaliza-

tion in ties.

Vietnam has become one of the world’s most eager arms importers; from 2011 to 2015, its purchases – primarily from Russia – grew nearly 700 percent. Vietnamese leaders would prefer more advanced American equipment; they’re already talking to Boeing, Lockheed Martin and other big U.S. contractors. Those companies should be allowed to compete for the business.

It’s also true, unfortunately, that Vietnam’s progress toward improving its human-rights record since the U.S. resumed limited arms sales in 2014 has been disappointing. The country has ratified the United Nations Convention Against Torture, and some political prisoners have been released, but at least 45 prisoners of conscience remain in jail.

Rather than arrest dissidents, authorities have found more thuggish ways to

intimidate them and restrict their ability to assemble and to express themselves. The U.S. should certainly continue to press for more progress, especially in clarifying the vague laws that are used to detain bloggers and others.

Using American equipment would make Vietnamese forces more interoperable with U.S. allies such as Japan and the Philippines, with which it’s mulling joint patrols in the South China Sea. It would expand the potential for exercises with the U.S. and possibly improve the chances that the U.S. Navy might regain access to the port at Cam Ranh Bay. If not exactly pleased, China seems resigned to the prospect: It’s declared itself “happy to see Vietnam develop normal relations” with America. In any case, the embargo should be lifted not to challenge any perceived enemy, but to cement a friendship.

world where people get most of their information from friends, fact-checking doesn’t reach those who need it most.

Can anything really be “known” if Google customizes its searches for particular people and places? With so many sources of information available, isn’t it better to assume they are all wrong? If truth is passe – if we really do live in a “post-fact world” – then there isn’t any reason for liars to feel any shame, let alone worry about being “PolitiFacted.”

These may sound like philosophical questions, but in the campaigns of 2016, they are beginning to loom larger as a problem for democracy itself. Exhibit A is Donald Trump, who lies repeatedly and is fact-checked repeatedly, with no noticeable impact on either his own behavior or that of his supporters.

Britain’s European Union referendum campaign also is plagued by deliberate misuse of facts.

Over and over, the “Leave” campaign refers to the $511 million that

Britain supposedly pays to the European Commission every week. Over and over, that number is shown to be fiction, by InFacts.org (whose editorial board I am on), BBC Reality Check and others.

These problems aren’t exactly new: The question of what is propaganda and what is truth has plagued politics since politics began. But the nature of information in the social media age means it keeps getting easier for politicians, partisans, computerized “bots” and foreign governments to manipulate news, and it keeps getting harder to correct this. Fact-checkers are, for the moment, one of the best solutions. But they work only for people who want them to work, and that number may be shrinking.

To the Editor: As of this writing, the state of Illinois is beginning its 11th month without a complete budget for the 2016 fiscal year, and we are days away from the deadline for passing a budget for the next fiscal year. Although House Democrats continue fighting to fund critical state services – including breast cancer screenings, in-home care for the elderly, meals for homebound seniors, and higher education, as well as funding for victims of child abuse and sexual assault – legislative Republicans and Gov. Bruce Rauner block our efforts.

While House Democrats’ priority has been to pass a comprehensive, full-fiscal-year budget using a balanced approach that includes spending cuts but does not decimate needed services, Gov. Rauner’s priority puts his personal agenda first and attacks the wages and standard of living of the middle class. His insistence on passing his personal agenda has been the single roadblock to finding a true bipartisan budget solution.

However, since March 25, Gov. Rauner has approved six budget proposals that did not include any part of his personal agenda.

This reaffirms my previous statements that when the governor sets aside his personal agenda that hurts middle-class families, we can make progress on the state’s most

They want to see a comprehensive full-year budget. I, too, am committed to passing comprehensive budgets for fiscal years 2016 and ’17. ‘Buyer beware’ important advice in used-car search

To the Editor: We recently learned what “buyer beware” means, and it saved us a lot of money.

Shopping for a late model used car, we test-drove a number and settled on one priced in our range without a scratch on it.

We read the Carfax: perfect maintenance

record; no accidents; no damage repairs of any kind. We loved it!

We decided to buy it contingent on inspection by our mechanic. The result: “It’s a clean, fun-looking car, but it has a lot of problems.”

• A pattern of repairs not disclosed in the Carfax (left front axle and sway bar links replaced; engine cover/air filter housing broken) suggest hard driving, severe pothole damage or front-end collision.

• A lot of things had been missed – or concealed – in the dealer’s pre-sale inspection (engine malfunctions; AC not working; auto roof system defective; vacuum pump leaking oil; digital radio tuner not enabled; parking brake unusable, etc.).

Our mechanic wouldn’t recommend we purchase the car; it wasn’t worth anywhere near the asking price.

A similar thing happened a few years ago, just after Hurricane Katrina. We were aware that cars were being pulled from under floodwaters and being shipped north for resale. We found a car we really liked, asked

the dealer about previous damage, looked at a commercial “damage report” and took it to a trusted mechanic. In 10 minutes he told us this vehicle had been underwater, probably for days.

What’s wrong with this picture?

1. A Carfax report shows only those things people want to reveal (e.g., scheduled maintenance), not the things dealers want to hide (e.g., repairs following an accident).

Many repair facilities do not report repairs to Carfax or anyone else.

2. Used-car dealers report what they fix (maybe), not what they found was wrong with the car but didn’t fix.

3. Used-car sales is present-day horse trading – the sale of a lame horse to a gullible cowboy.

“Buyer beware” is a familiar warning, and it’s still relevant today. Even in this day when multi million-dollar palaces and smoothtalking salespeople have replaced dingy used-car lots and fast-talking horse traders.

If you are looking to buy an “as is” used car, do yourself a favor: Get it inspected before you buy.

It costs a little, but it can save you a lot of cash and not a little misery.

You are about to read a newspaper article. Do you care whether all the facts in it are true? If so – what could convince you they are or are not? A friend? A neutral website? Someone in authority?

If you aren’t really sure, then welcome to the world of fact-checking. In the past several years, as it has become easier to spread misinformation and conspiracy theories on the Internet, politically neutral fact-checking websites have sprung up in response.

The Post itself created an early version, the “Fact Checker” column, led

by Glenn Kessler, which awards up to four “Pinocchios” for dubious statements made by politicians from both political parties, depending on their level of outrageousness. Others include PolitiFact.com, FullFact.org in Britain, Chequeado in Argentina and StopFake. org in Ukraine.

All of these organizations have had real successes. Chequeado played a major role in the latest Argentine election.

StopFake has helped both Ukrainians and outsiders understand the degree of Russian media manipulation in their country. Former Republican presidential hopeful Jeb Bush once spoke of not wanting to be “PolitiFacted” for getting things wrong.

Nevertheless, there are limits to what fact-checking can achieve. Those who have tried to measure the impact of fact-checking have found that there are many kinds of audiences, and that fact-checking affects each of them differently.

But those with unusually strong opinions – those who are more partisan – are less likely to change their views, more likely to claim that fact-checkers themselves are “biased,” and even more likely to spread their views aggressively to their friends. This has always been the case, but social media now multiplies the phenomenon: In a

CHARLESTON – Genoa-Kingston senior thrower Carly Fischer said she just wanted to make the podium at state in discus after the Class 2A Rochelle Sectional.

Heading into the Class 2A girls track and field state meet today, Fischer is eyeing a bigger goal – she wants to win the whole thing.

Fischer comes into the final day of the track season after posting the second-best mark during the preliminaries Friday at Eastern Illinois University’s O’Brien Stadium.

“I guarantee that I’ll be in the hunt for that first spot,” said Fischer, whose distance of 129 feet, 7 inches is three feet behind Dixon sophomore Tayla Schwarz. “There’s always that feeling that you can throw it a little bit farther.”

Fischer is one of several local athletes to make the cut after the preliminary round.

DeKalb senior hurdler Savannah Long will race in the finals of the 100-meter hurdles and 300 hurdles, and Barbs senior thrower Cory Mata qualified in the discus in Class 3A, Sycamore’s Alyssa Feuerbach is in for discus in 2A, along with Fischer, and Hinckley-Big Rock junior Audrey Harrod, who raced in the prelims Thursday, will come in with the top time in the 800 and also is running in the 1A 400 final.

Kaneland also had a strong performance Friday, qualifying in all four relays – and also had the top time in the 400 relay – into the finals. Sprinter Nicole Sreenan will run in the finals in the 100 and 400, senior Allie Heinzer made it in the 200 and junior pole vaulters Sydney Davidson and Lexie Guerra qualified for the Knights.

Kaneland coach Doug Ecker said bouncing back the next day after prelims can be more taxing physically than mentally.

“I think physically, but they can manage,” he said when ask which is more difficult. “They’ve done it before. They’ve been very consistent. ...

ecarifio@shawmedia.com BURLINGTON – The last time the Sycamore girls soccer team set foot on Burlington Central’s field for a regional game, the Spartans lost to the Rockets in an upset.

This time, in the Class 2A Burlington Central Regional championship match, Ella Holland – a sophomore who wasn’t on the roster for that 2014 game – and the Spartans needed about 3 minutes to make sure that didn’t happen.

Holland had two assists and a goal in a stretch of less than 3 minutes early in the game as the Spartans topped the Rockets, 4-1, to advance to a DeKalb Sectional semifinal Tuesday.

“It’s amazing,” Holland said. “They were a good team, though, and it was a hard battle.”

treynolds@saukvalley.com STERLING – In a balanced match between two evenly matched teams, the outcome of Friday night’s Class 2A Sterling Regional championship match was bound to go down to the wire.

When Kaneland senior Gabby Cano took a shot toward the Dixon goal with about 12 minutes left in regulation, it didn’t look like it would necessarily prove pivotal. But when it stayed just out of reach of a leaping, stretching Ellie Provo and found the back of the net, the Knights had all they needed to win a regional title.

Cano’s goal off an assist from Ashley Crotteau broke a scoreless tie with 11:51 to play, and Kaneland advanced to the DeKalb Sectional with a 1-0 win over Dixon at Sterling’s Roscoe Eades Stadium.

sports@daily-chronicle.com Kaneland racked up 113 points to run away with the team title at the boys track and field Class 2A Galena Sectional on Friday in Galena, qualifying three relay teams and seven individuals for next week’s state meet.

Sycamore will send two athletes to the state meet. Ryan Grant cleared 152 feet in the discus, and Stephen Poorten finished the 3,200-meter run in 10:07.41.

For the Knights, Brandon Cruz qualified in the 100 (11.11) and 200 (22.21), and Clayton Hannula will go to state in the discus (149-1) and shot put (51-7). Mike Rinella (15 feet) and Danny Walker (13-1) qualified in the pole vault, Tristan Kinder in the discus (157-1), Tanner Robertsen in the 300 hurdles (39.79) and Matt Richtman in the 1,600 (4:25.17).

Genoa-Kingston had no qualifiers in Galena, and Hinckley-Big Rock did not qualify anyone from the Class 1A Oregon Sectional, according to the IHSA website. Results from the Bureau Valley Sectional, where Indian

“They’re a very good team, and we played very well, too,” Dixon coach Mahmoud Etemadi said. “There were no clear chances on goal for them or us, and when that happens, it usually comes down to which team gets a break to go their way.

That game was played 95 percent of the time away from the goals, and it was just a tough loss on a shot that didn’t even look like it was supposed to be a shot.”

Kaneland coach Scott Parillo knew his stellar defense would have a tough task in the Dixon offense, but he was sure it was up to the task. But as the match went on in the scoreless tie, he wasn’t sure which way that ball would bounce.

“I definitely would have preferred to score sooner,” he said with a smile, “but we’re pretty comfortable with a one- or two-goal lead. I told the girls that we couldn’t win if we didn’t shoot, and we picked it up in the second half. Now we get to go back to DeKalb, which is almost like a home game for us.”

DeKALB – The boys track and field Class 3A DeKalb Sectional ran into technical trouble Friday night and could not complete the track portion of the meet.

The track portion of the meet was postponed to 10 a.m. today, when coaches and athletes will give it another try in hopes of qualifying for the state meet next week in Charleston.

The meet completed two track events before running into issues with the timing system. Without official times available, neither of those events will count for those who thought they might have qualified for the state meet, and they will be re-run.

“The gun would go off and the clock would start running,” DeKalb coach Tim Holt said, “but when timekeepers went to push the stop button at the end, the clock continued to run and times wouldn’t register. Even though all coaches had verified hand times, the state would not accept those times. We

CHICAGO – Omar Infante, Paulo Orlando and Lorenzo Cain all doubled in a three-run sixth inning off Jose Quintana to lead the Kansas City Royals to a 4-1 victory over the White Sox on Friday night.

Orlando added an RBI single an inning later and Dillon Gee (1-1) allowed a run over five innings for his first victory since 2014. The Royals won for the fifth time in seven games and moved within 31/2 games of the AL Central-leading Sox. Quintana (5-3) who entered with an AL-best 1.54 ERA, gave up one hit while facing the minimum 15 batters through five. He retired 11 straight until Infante had the first of four straight one-out hits.

Four relievers combined to blank the Sox over the final four innings, with Wade Davis getting his 10th save in 11 tries.

Kendrys Morales’ two-out RBI single made it 3-1, with all the run-scoring hits off curveballs.

It looked like the Sox’s dominance with its top pitchers Chris Sale and Quintana would continue early.

Salvador Perez quickly was erased on a double play after his second-inning single, and the Royals didn’t have another baserunner until the sixth.

Consecutive one-out doubles by Infante and Orlando tied it at 1. After Alcides Escobar’s infield hit, Lorenzo Cain smacked an RBI double into the left field corner.

That was enough for the Royals, who have won 22 of 29 at U.S. Cellular Field.

Despite that and their World Series title last fall, Sox third baseman Todd Frazier declared before the game that, “We’re leading the division so they have to come through us.”

The Royals responded by shutting down the Sox’s slumping offense.

Manager Robin Ventura shook up the lineup, moving Jose Abreu to the second spot for the first time since last season. Frazier batted third and Melky Cabrera fourth.

Although the weather was clear for the Class 2A portion of the day, a steady rain came midway through the 3A meet.

“The Internet lied to us; it was supposed to be 68 and no rain,” DeKalb coach Tywon Green laughed. “Everybody is going through the same conditions as you are, so it can’t be an excuse. Just go out there and just do it. Don’t worry about everybody else. Just go out there and let it ride.”

With conditions that were far from optimal, Long said the mindset was to simply get to the finals in the hurdles. Coming into the day with the top time in the field during the sectional races, Long is sitting in second (44.18) behind Alton senior LaJarvia Brown (43.94).

“Especially with competition tomorrow, there’s a lot more time to cut off,” Long said.

“When it gets to the finals, it’s just who wants it more. I have to want it more than the other girls want it.”

For Feuerbach, who has made the state meet the past three seasons, it will be the second trip to the finals for her after she made it her sophomore year. Joking that she had trouble sleeping in the Eastern Illinois dorms Thursday night, she threw 119-8 on her first attempt – narrowly missing out on the elusive mark of 120 feet.

“I know that I have it in me to throw it farther,” said Feuerbach, who is in sixth. “One goal for me (for the finals) is to hit that 120 mark. I’ve come so close. The second goal is to get on that podium. I haven’t done that in my high school career, so it’d just be awesome.”

Calcium supplements not necessary Dear Dr. K: Many years ago, my doctor told me that men, like women, should take calcium supplements. So I have been. Now I hear that it’s a bad idea. What do you think?

Dear Reader: All of us – patients and doctors – wish we had all the answers, and that the answers never changed. Unfortunately, the way the human body works, and malfunctions, is very complicated. To understand it, we conduct research. But no study is perfect, and the answers sometimes change as larger and better studies are conducted.

There’s no doubt we all need calcium.

It helps muscles to contract, blood to clot and nerves to communicate, and it plays an important role in building strong teeth and bones. As a result, many people take calcium supplements for bone health.

One recent study followed the health of nearly 400,000 men and women. Over the course of 12 years, men who took more than 1,000 milligrams (mg) of supplemental calcium a day were 20 percent more likely to succumb to heart disease than those who didn’t take calcium supplements. But there was no connection between calcium supplements and heart disease in women, and there was no connection with calcium from food.

Another recent study followed more than 61,000 women in Sweden. Among women who took more than 1,400 mg a day of calcium supplements, the risk of premature death was more than doubled – particularly death from heart disease.

Both of these studies involved large numbers of people and were conducted carefully.

Yet they were observational studies, and you can’t make judgments about cause and effect from such studies. They clearly showed that men and women who took relatively high doses of calcium supplements had higher risks.

But that doesn’t prove the calcium supplements were the cause of higher rates of heart problems and death.

ASK DOCTOR K Anthony L. Komaroff Moreover, other studies like these have not found an increased risk of heart disease from calcium supplements, in either men or women.

So the question of whether men should take calcium supplements is controversial.

My advice to patients, advice I follow myself, is to emphasize calcium-rich foods rather than to take calcium pills. Men do not need as much calcium as women because we are less likely to develop osteoporosis (thinning of the bones).

Surely, you should not forsake all calcium.

Everyone needs calcium to keep bones strong, taken in conjunction with bone-building vitamin D. Losing calcium weakens bones and leaves them more prone to breaking.

With the safety of calcium supplements in question, try to get as much calcium as possible from food. Good calcium sources include: • Low-fat milk and cheese.

• Calcium-fortified orange juice or soy milk.

• Breakfast cereals (which also are fortified).

• Leafy greens, particularly kale, turnip greens and Swiss chard. (Go easy on spinach.

It is high in iron, which tends to block calcium absorption.)

• Sardines and other canned fish with bones included.

I’m sure there will be more research studies on this important question, and I’ll keep you posted.

Dear Abby: DEAR ABBY I recently received a very Jeanne competitive Phillips internship in New York. I’m excited and can’t wait to go. I have never been to New York, and my mom is driving me crazy over it.

She’s using my internship as an excuse to go on vacation to “see me,” even though I have told her multiple times that I won’t be able to do anything with her because I’ll be working full time. She doesn’t have a car and expects to use mine, and she’s constantly sending me information about stuff “we” can do in New York. It is overwhelming, and I’m getting very stressed out.

I just want to go by myself and have my own experience. We don’t have that good a relationship. Declarer can play a club, but East can win and shift to his trump.

South must take the first trick on the board, play a diamond to his ace, ruff a diamond, lead a heart to his ace, ruff his second diamond, and run the spade jack. Then everything is under control.

If West leads the club six, and East shifts to a spade, that defeats the contract. If South wins with his spade ace and ruffs both diamond losers, he will eventually concede two spades, one heart and one club.
