Stop property tax insanity before its too late If you own a home in DeKalb County, hold your breath when you check the mailbox: It’s property tax bill time.

I recently learned that this year, my household’s property tax bill will increase by $500 because my local assessor decided that my property has appreciated by 8 percent since last time it was assessed.

So my annual tax bill increases this year to more than $7,500, pushing the amount my family will pay in property taxes up to $625 a month.

Nowhere in America do people pay this much simply to live where they do. Illinois is now the state with the highest property taxes in the country, according to a report released last month by Irvine, California-based real estate information service CoreLogic.

Congratulations, everybody. We finally passed New Jersey.

There are reasons for this insanity, including the power Illinois gives to public employee unions, the dysfunction in our state government and the fact that we have entirely too many local governments – about 7,000 of them statewide. There’s so many that it’s difficult to keep track of how all of them are spending public money.

Talk to anyone running any of these public entities, though, and they’ll explain to you just how essential what they do really is. We couldn’t live without them. Besides, it only costs you about $75 a year and they have a cousin who needs a job. Have a heart.

Somehow, people in every other state have figured a more efficient way to run local government. They have fewer governments and their people pay less in property taxes.

What they fail to see is that every year we fail to reform this broken and expensive system, or even to make it the slightest bit more bearable for property owners, we cost ourselves millions.

The increase in my tax bill means there’s another $500 I won’t be spending with any of our local businesses, or donating to local nonprofits, or saving for a rainy day.

But at least I plan to stay here.

Lots of other people are just leaving Illinois, and DeKalb County, and when they do, almost all of them say the same thing: The property taxes are too high.

Those people move to other states, where they buy homes and spend their money in the local economies there. Indiana, Wisconsin, Iowa – they love how things are going here.

The people of our cities, counties and state need to come together and fix this unsustainable and unpredictable system.

Officials: Overall crime reports down, but rise in robberies a concern

By RHONDA GILLESPIE rgillespie@shawmedia.com DeKALB – After reaching a 10-year low in 2014, crime in DeKalb continued to decline in 2015, records show.

However, an uptick in some types of violent crime has police and city officials devising strategies to combat it.

“I feel the statistics are ... very positive trends. The concern lies in those more serious crimes being elevated,” Mayor John Rey said. “It further reinforces our need for proactive policing methods and procedures.”

The DeKalb Police Department recently released its annual report, detailing that in 2015, the year covered in the report, there were 7,913 crimes reported. That number was down 7 percent from the 8,527 in 2014.

Crimes such as burglary and theft were down last year. There were more than a dozen fewer burglaries and theft was down by 4 percent, among other reductions listed in the report.

Police Chief Eugene Lowery praised the overall slowdown in crime, but, as is the mayor, is concerned about the other upticks.

Robberies and offenses involving deadly weapons soared, the report indicates. There were 45 rapes in 2015 compared with 36 reported the year before, and the 29 robberies that occurred were more than double the 13 in 2014. Cases involving deadly weapons increased from 25 (2014) to 59 – a 136 percent jump.

“As noteworthy as the decrease is,” Lowery wrote in the report, “what is concerning is the rise in violent acts within our community and throughout the region from Rockford to Chicago.”

Lowery heads a department with a $12.1 million budget, which accounts for 35 percent of the city’s overall budget. DeKalb employs 65 sworn police officers and 28 civilian employees, records show. In total last year, officers made 2,983 arrests and issued 3,673 citations, according to the annual report.

Police nationwide report crime each year through a uniform reporting process. Lowery is expected to unveil a detailed crime-fighting plan to aldermen at the May 20 DeKalb City Council meeting.

And where the city reported only four cases in which people were charged with violating the Hypodermic Syringes and Needles Act in 2014, there were 13 last year.

“Our targeted response unit has had a number of heroin-related cases, and they’ve really been putting a lot of focus in that area,” Petragallo said.

“So, the arrests are increasing, where before we may not have really had the resources to target that.”

But the full onslaught on crime reduction will take community involvement, as well, Lowery said.

He said in the report that it is “contingent upon how well we work together, how effectively we communicate and how committed we are as a community to caring for one another.”

By KATIE SMITH ksmith@shawmedia.com DeKALB – On April 18, the day before 17-year-old Ricky De La Cruz’s surgery, he stood in the bathroom with his hands pressed against each of his father’s cheeks and said reassuringly, “Dad, everything’s going to be OK. I’m getting a new heart.”

It has been two weeks since Ricky’s heart surgery. His body has begun to reject the transplant, but doctors were quick to plan a recovery process. All he wants now is a nap and a homemade taco, he said Friday.

“I want to go home,” he said through sleepy eyes. “I want to eat.”

The DeKalb High School student was born with hypoplastic left heart syndrome, but from the ages of 9 to 15, Ricky appeared just like any other healthy, teenage boy. A hospital visit in early April, however, brought alarming news for the boy’s family, said his mother, Dori De La Cruz.

“They said, ‘He’s not going home.

He needs a heart now,’ ” she said.

On April 20, Dori De La Cruz put a stethoscope to her son’s heart and heard it beat a healthy rhythm for the first time in his life.

“I can’t wrap my brain around the fact that my kid has a new heart,” she said.

The family had expected to wait months for a heart transplant, even after Ricky had confirmed heart failure and was bumped up on the transplant waiting list. But the good news came two weeks later.

“The doctor said, ‘We got an offer.

We got a heart for him.’ I said, ‘Buddy you’re going to be able to live again.’

This is amazing,” Dori De La Cruz said.

The cheering in response to Ricky’s future hasn’t stopped – not even close.

Julie Watson, a DeKalb mother, learned of the teen’s condition through her sons and two of Ricky’s classmates, Isaac and Noah Hamel.

Not long after, Watson organized Run 4 Ricky – a campaign to not only raise money for the family, but to get kids moving for Ricky’s sake.

“I run 4 miles a day with my dog,” she said. “When you’re running, you’re praying for Ricky.”

In his room at Ann & Robert H. Lurie Children’s Hospital of Chicago, lined with cards and letters written by loved ones and strangers alike – Ricky feels the love.

“He has a big smile that doesn’t stop,” Dori De La Cruz said. “He says, ‘Do they love me, Mom? Right? Do they care for me?’ ” Dori De La Cruz was expecting to move her family into the Ronald McDonald house blocks from the hospital in time for Mother’s Day. But Ricky’s body’s rejection of the transplant means that instead, his three brothers and sisters will be able to visit him at the hospital for the first time in three weeks.

“I want people to know he’s happy and he’s OK,” Dori De La Cruz said. “I think the misconception is now that he has a heart he’s going to be perfect.”

Ricky will remain in the hospital watching sports on TV, doing homework and painting for another two to three weeks before the entire De La Cruz family can move into the Ronald McDonald house.

I know what you’re thinking. Because, I thought it myself. I figured I could just put off this whole retirement thing for another year or maybe two. Then it hit me. All the things I will need to do to prepare for the big decision and move – like sorting, packing and selling a home; I’ll still have to do. Only when that time comes, I’ll be another year or two older. Let’s face it, we’re not getting any younger. I looked at other places around Elburn but none of them felt like home. Then I came out to Oak Crest. I toured the grounds, visited with the staff, compared prices and amenities and just knew. Oak Crest was more than just a place to retire, it would be my home. The day I moved in I said, “I wouldn’t have wanted to wait even one more day.” I am so glad that I didn’t put off until tomorrow, what I could do today.

DOROTHY MARIE EINWICH Born: Dec. 4, 1925 Died: May 5, 2016

Dorothy Marie Einwich, 90, of Hampshire, formerly of Genoa, passed away late Thursday evening, May 5, 2016, at Highland Oaks in Elgin.

She was born Dec. 4, 1925, in Hampshire the daughter of John and Helen (Eschbach) Stulman. Dorothy was a member of the 1943 Class of Hampshire High School. She married Joseph Einwich on April 21, 1945, at St. Charles Borromeo Catholic Church in Hampshire. Joe and Dorothy operated dairy farms in Hampshire and Genoa for 45 years, retiring in 1990. They moved into Hampshire in 2002 from Genoa. Mrs. Einwich was a member of the St. Charles Borromeo Catholic Church and previously St. Catherine in Genoa.

Surviving are her daughters, Dianne (David) Trumbo of West Dundee, and Yvonne (Dan) Ward of Crystal Lake; 6 grandchildren, Rick Trumbo, John Trumbo, David (Julie) Trumbo, Kelly (Kris) Murray, Kari (Chad) Labucki,

Kristin (Bryan) Brzycki; 4 great grandchildren, Kaya, Kaden, Konnor, and Kaitlyn Murray; and a sister, Janette (Ralph) Herman.

She was preceded in death by her parents; her husband, Joe; and an infant daughter, Mary.

The Mass of Christian Burial will be celebrated at 11:00 am, Tuesday, May 10, 2016, at St. Charles Borromeo Catholic Church, 297 E. Jefferson Ave, Hampshire. Burial will follow in the St. Catherine Cemetery in Genoa.

Visitation will be prior to mass at the Fredrick Funeral Home, 284 Park St., Hampshire from 9:30 to 10:30 am.

In lieu of flowers, Memorials in her name may be directed to the church.

DeKalb City Council eyes grant funds to put cameras on VAC buses

The council will meet at 6 p.m. Monday at the DeKalb Municipal Building, 200 S. Fourth St., DeKalb.

When the city bought 35-foot and 40foot buses in 2012, it required all new buses to have video camera systems for the safety of passengers and drivers.

City officials, with the support of two committees of the DeKalb-Sycamore Area Transportation Study planning organization, want to use Federal Transit Administration grant funds to equip the remaining 27 VAC buses with camera systems, according to a city memo.

The historic building was bursting with music, costumes, dancing and art at the event featured this year as the opening night for Artigras. Tamara Newquist, event director from Dance Dimensions, had the idea of putting an event such as this together two years ago after doing similar productions in Milwaukee. Ken said the theater is unique in its own way in that it puts on many original productions, including this event. “All four of our kids have danced on that stage,â€? said Marguerite, adding how much they love coming to performances such as these where they get to support their kids and the community at the same time.Â

Egyptian Theatre delivers Bourbon Street ambiance

Genoa man faces an animal cruelty charge GENOA – Authorities found a half-dozen malnourished and ailing hogs on property in the 15200 block of Story Road near Genoa, including one that was so weak it had to be euthanized, police said Friday.

The investigation began with an anonymous tip Thursday to DeKalb Paul Hudson County Animal Control officials that animals on the property were being mistreated, Lt. Jim Burgh of the DeKalb County Sheriff’s Office said.

Animal Control officials began investigating the complaint Thursday, and enlisted the help Friday of a Malta veterinarian, Burgh said. As a result of the investigation, Paul Hudson, 58, of the 15200 block of Story Road in Genoa,

was charged Friday with cruel treatment of animals and violation of the dead animal disposal act.

The most serious charge, cruel treatment of animals, is punishable by a fine of up to $2,500 and up to a year in jail.

Sheriff’s deputies found six pigs alive on the property, but one was so weak it couldn’t walk and was euthanized, Burgh said. The others were underweight and have possible eye infections, Burgh said. Authorities also found animal carcasses on the property, although they could not tell how many animals might have already died, Burgh said.

“There may be more that need to be euthanized,” Burgh said. “They’re doing exams to try to determine that.”

Police had not been called to the property in the past, Burgh said. Hudson posted bond Friday and was released.

He is next due in court June 2, records show.

WATERMAN – A Yorkville man was killed Friday in a collision at the intersection of Route 23 and Chicago Road, DeKalb County Sheriff’s police said in a news release.

Police said Javier A. Rangel, 34, of the 1200 block of Willow Way in Yorkville, was killed after the 1996 Honda Accord he was driving collided with a semitrailer in the intersection about 6:30 a.m.

Police said Rangel’s vehicle was westbound on Chicago when it disobeyed the stop sign at the intersection and collided with the semitrailer that was southbound on Route 23 and driven by Jeffrey S. Brackmann, 59, of the 4500 block of east 18th Road, Leland.

Rangel died of injuries he suffered from the crash, police said. Paramedics from the Somonauk Fire Department took Brackmann to Valley West Hospital for injuries that were not considered life-threatening, police said.

The intersection was closed for several hours Friday as first responders cleared the scene and aided the victims.

SYCAMORE – A judge set bond Friday for a Shabbona man police said stole the cash register from a Shabbona convenience store, then called the police to tip them off that someone else had committed the crime.

Bond for Bryan M. Malone, 30, of the 200 block of South Shabbona Street, Shabbona, was set at $75,000 Friday. He must post $7,500 to be released from the DeKalb County Jail, and will be placed on electronic home monitoring.

Malone was charged with robbery Bryan M. and armed robbery Thursday after he Malone tried to steal the cash register from a Casey’s General Store just blocks from his home, court records show. The most serious charge, armed robbery, is punishable by six to 30 years in prison.

About 7:30 a.m. Thursday, Malone entered Casey’s General Store, 317 W. Comanche Ave., Shabbona, wearing black pants and a red sweatshirt with the

hood pulled around his face. He tried to make off with the store’s register, and even threatened to shoot a concerned customer who tried to persuade Malone to put it down, court records show. Police never located a gun, but did find a pocket knife left on the business’ floor with the blade out and in lock position.

Malone didn’t get far before dropping the register and running toward his apartment. Once he was inside, he called the police to tell them another person had been involved in the robbery, court records show.

It was ultimately that call that allowed police to track Malone’s location. Eleven officers surrounded the building until Malone was arrested more than three hours later, while the surrounding schools were on lockdown.

Police found Malone hiding in a kitchen cabinet under his sink, and later learned the man left his 2-year-old daughter unattended while he committed the robbery.

The man told police he robbed the store and called 911 to try to throw officers off his track, court records show.

Malone is due back in court Thursday.

Group submits signatures for map measure

SPRINGFIELD – A group that wants an independent commission to draw legislative districts in Illinois on Friday delivered more than 550,000 signatures backing its request to put the measure on the ballot in November for a constitutional change.

Leaders of the group Independent Maps delivered the signatures to the Illinois State Board of Elections, more than double the amount needed to get the amendment on this year’s November ballot. The minimum number of signatures needed is 290,216, but the signatures still need to be verified by the state’s election board.

Ballot initiatives to change the redistricting process have failed in the past.

Coalition members said this time they’re better funded to pay for staffing, polling and legal fees.

SPRINGFIELD – Illinois collected $1.6 million from late-vehicle registration fines in April to more than double its year-to-date haul from the same period last year as residents go without renewal reminders because there’s no budget.

Last month’s fines bring the total this year to $6.5 million. Illinois collected nearly $3 million in fines during the same four-month span last year. Last year in April, the state collected about $756,700 in fines.

The Illinois Secretary of State’s office provided the figures to The Associated Press. In all, 327,696 motorists have been fined $20 each this year for not renewing their license plate stickers on time. Last year during the same time, that number was 149,037.

The office stopped mailing renewal reminders in October to save an estimated $450,000 a month on postage because

The coalition’s proposal would create an 11-member commission, made up of people representing different geographic areas and demographic groups, to draw legislative maps. The Legislature would select four of the members while others would be selected by a review panel chosen randomly from a group of registered voters. At least seven commissioners, including two Republicans and two Democrats, would have to approve the map.

Voters to see road fund amendment on Nov. 8 ballot

SPRINGFIELD – Illinois voters will get a chance to consider a constitutional amendment aimed at preventing funds collected for transportation projects being used for other purposes.

It’s the only lawmaker-generated measure that’ll be on the Nov. 8 ballot.

Legislators approved the plan Thursday.

Democratic state Rep. Brandon Phelps sponsored the so-called “lockbox amendment.” He said it will secure more money collected from transportation-related fees, such as tolls, for infrastructure and create jobs. The Illinois Chamber of Commerce backs the measure, saying more than $6.4 billion has been swept from the state’s Road Fund since 2003.

Any lawmaker-generated ballot measure had to be approved this week, and both chambers adjourned until Tuesday.

The issue of redistricting has been a prominent topic in Illinois, with even President Barack Obama’s extorting lawmakers during his February visit to the Legislature to change the mapmaking process that often favors one party over another.

The last time a group tried to change the redistricting process through a ballot initiative, an attorney for House Speaker Michael Madigan filed a lawsuit challenging the constitutionality of the proposal. A Cook County judge ruled in 2014 that the measures did not meet constitutional requirements, and the redistricting group suspended its efforts.

This year, Illinois lawmakers also attempted to create an independent commission. A measure by Marengo Democratic Rep. Jack Franks passed the House but failed in the Senate. Madigan supported that proposal.

Franks said the group’s measure may be “the last best hope we have for independent maps.”

But he raised concerns that the group could be challenged over the number of valid signatures and “constitutional hurdles,” including amendment language that allows for the auditor general to oversee the commission.

Franks said the proposal also lacks transparency and guidelines to ensure that minorities are adequately represented in their districts. He also argued that the initiative allows for too much input from legislators and the governor.

“He is broke,” Loevy said. “He has served 20 months for a crime we don’t believe he committed.”

Special prosecutor Ed Parkinson said Lovelace was not being treated differently than anyone who has been charged with first-degree murder in Adams County.

He noted two other first-degree murder cases in the county that had bond set at $5 million.

Commission approves plan to spread O’Hare noise

CHICAGO – Communities around O’Hare International Airport have approved a plan proponents said will spread evening and early morning jet noise more fairly across the region.

The Chicago Tribune reported the O’Hare Noise Compatibility Commission voted in favor Friday. The group is comprised of more than 50 municipalities and school districts. The plan calls for rotating jet traffic from about 10:30 p.m. to 5:30 a.m. and will be presented to the Federal Aviation Administration, which has to sign off and implement it.

The proposal will be tested over six months in hopes of alternating planes onto different runways on a weekly basis.

Later in the day, two of Trump’s vanquished GOP rivals, former Florida Gov. Jeb Bush and South Carolina Sen. Lindsey Graham, said they would not vote for him in November. That was a startling rejection by party leaders.

Trump said of Ryan’s stance: “I figured, routinely, he would be behind me. The other day, he pulled a big surprise.”

He said he was not surprised about Bush’s stance and was tersely dismissive of Graham.

Of Bush, he said, “I will not say he’s low-energy,” reprising a jibe he used frequently during the primary campaign. He mocked Graham’s poor primary showing, saying, “Like the voters who rejected him, so will I!” Ryan said his meeting with Trump would occur next Thursday and that Trump also

would meet with other House GOP leaders. Discussions will center on “the kind of Republican principles and ideas that can win the support of the American people this November,” Ryan said.

The unlikely back-and-forth came a day after Ryan injected new uncertainty into the turbulent presidential contest by refusing, for now, to endorse Trump. Aides said that, far from seeking to helm an anti-Trump movement, Ryan hopes to exert a positive influence for the general election campaign after a nominating contest that has alienated women, minorities and other voter groups.

Yet Trump’s reaction Friday made it unclear what impact Ryan could have.

“With millions of people coming into the party, obviously I’m saying the right thing,” Trump said on Fox News Channel. “I mean, he talks about unity, but what is this?”

Democrats are generally steering clear of the Republican infighting, letting the party’s leaders tear at each other. However, President Barack Obama did say when questioned about it at the White House: “This is not entertainment. This is not a reality show,” and candidates need to show they have the qualities to lead the world’s strongest nation.

As the reality of the GOP divisions sank in Friday, some Republicans were not shy about expressing their displeasure with Ryan.

“Yesterday’s statement emboldens others to be equally publicly difficult. And that runs the risk of creating a Goldwater kind of moment where the party really does split,” former House Speaker Newt Gingrich told The Associated Press, referring to the 1964 Republican presidential nominee whose candidacy divided the GOP and was followed by a big Democratic victory.

Thumbs-up to another TV recycling opportunity Thumbs-up: To another attempt at taking away TVs. The DeKalb County Health Department this week announced it has scheduled another free tube-TV collection event for county residents. To prevent people from being turned away as they were in April, this time, people can make reservations by phone by calling 815- 748-2484 beginning at 8:30 a.m. May 16. Once the event reaches the maximum of 1,300 TVs it will collect, registration will be closed. Waste hauler DC Trash has also announced lower prices to take TVs in order to recycle them.

With the prohibition on putting electronics into landfills and most other places now refusing to take old TVs, it’s clear there is pent-up demand to dispose of these items.

This plan looks like it will be orderly and sensible.

Thumbs-up: To a new executive director at the DeKalb Park District. Park board members Thursday named Amy Doll the district’s newest head administrator. Doll has been with the district since 2014, and she has been an engaged leader durning an interim period that began in March.

The move saves the district the time and expense of a lengthy search, and if they like the person already in their employ, there’s no need to conduct one. Doll has expertise in aquatics, which should be an asset as the park district continues to consider the future of the 40-year-old Hopkins Pool. We wish Doll well in her new position.

Thumbs-up: To a successful Give Local DeKalb County campaign. The annual day of giving took place this week, and what was supposed to be a one-day event ended up stretching over parts of two days because of some technical difficulties on the website. But the end result was more than $300,000 in donations for more than 60 nonprofit organizations serving DeKalb County, along with more than $100,000 in matching funds from prominent community donors. The Give Local DeKalb County campaign is a source of community pride and we hope it will only continue to grow, especially in light of the challenges that nonprofits around Illinois face today.

To the Editor: Thank you for informing us of the population losses in our area and state (“Making sense of the numbers,” page 3, April 20). I suspect Sherrie Taylor’s statement that “... Illinois politics have just made it worse here,” is an understatement.

Gov. Bruce Rauner is new to politics, and he isn’t accustomed, it seems, to

the “art of compromise,” as politics is sometimes called. He keeps saying he’s persistent and will continue until he achieves the agenda he was elected to implement.

The governor doesn’t seem to realize that most of the people he’s dealing with were also elected, generally by greater margins than he was, and that they also have agendas.

Demonizing the opposition is not a solution to the problem, although it’s a tactic the press often reports.

Recently, I contacted my state representative, senator, and the governor’s office about the budget stalemate. I was told by Rauner’s office that he “is not against” reinstating the temporary 5 percent state income tax rate, and I therefore requested that he act accordingly immediately, and I also contacted my representative and senator with the same request.

I ask all responsible people to immediately contact the governor’s office and their state representative and senator to ask them to support this alternative.

if you want, but the point is Republicans aren’t acting as if Trump is a normal nominee they can all rally around. As David Hopkins predicted, the most common reaction from Republican politicians to the question of supporting Trump will likely be to give him the most minimal grudging acceptance they can and then rapidly change the subject. That’s not exactly going to help those “unfavorable” scores.

And the Washington Examiner’s David Drucker reports that at least one group of important Republican donors intend to keep their checkbooks closed. As Bloomberg View columnist Megan McArdle said, Trump probably doesn’t have the cash available to fund the campaign himself; he’s going to need help, and at least so far it’s not certain the party will be willing.

Yes, there’s plenty of time to turn it around. And sure, there are some examples of Republican reconciliation today.

But Trump doesn’t have forever.

Right now, the incentives for party actors to accept him are at their highest. They can write off whatever they said during the nomination fight as the normal, forgettable exag-

gerations of a hard-fought campaign.

And abandoning him risks turning a difficult general election battle into a rout.

If nothing changes, however – and Trump is currently seven percentage points behind Clinton in the HuffPollster average – then at some point in the next two months the incentives will start shifting the other way. To be the first Republican elected officials to abandon their nominee is difficult; joining an existing group, if the nominee is already collapsing, is a lot easier. It also makes each step on the way easier: from fully embracing the nominee including joint appearances and active support, to grudgingly accepting him without a full endorsement, to quietly refusing to vote for him, to openly supporting Clinton (or perhaps Libertarian candidate Gary Johnson). And the more prominent Republicans travel the more steps down that path, the stronger a signal is sent to Republican voters that this nominee isn’t a real Republican.

And that way lies McGovern.

Freedom for one, mandatory minimums for too many “Good luck to you, Scott, and Godspeed,” federal Judge Phil Gilbert said Monday as Scott Walker walked out of the federal courthouse in Benton a free man after 18 years in federal prison.

Originally sentenced to a mandatory life sentence by Gilbert after his 1998 conviction, there had once been little hope that freedom would be an option.

Former federal prosecutor turned law school professor David Zlotnick, a dedicated defense team and Gilbert himself worked tirelessly to prove otherwise.

In the early ’90s, Walker was a meth addict who financed that addiction by trafficking drugs. At his sentencing hearing in 1999, Gilbert sentenced Walker – who had no previous felony convictions – to life in prison. At the hearing, Gilbert explained that the sentence was out of his hands, dictated

by Congress and mandatory federal sentencing guidelines.

“I was an emotional wreck,” Gilbert said of his feelings as he returned to his desk that day.

Letters from both Zlotnick and Gilbert were written to President Barack Obama requesting commutation. Years of motions, petitions and legal maneuverings finally unearthed the means by which Walker was freed last week. The actions of Zlotnick and Gilbert are commendable – even heroic – and resulted in the release of a single nonviolent drug offender. But these actions are not able to be mass-produced as a solution to the tens of thousands of nonviolent drug offenders still incarcerated in state and federal prisons as a result of mandatory minimum sentences.

While the final details securing Walker’s release were being worked out last month, former President Bill Clinton was campaigning for his wife, Hillary, in suburban Philadelphia, when he reversed an earlier apology for his part in overextending mandatory minimum provisions of his 1994 Crime Bill. That bill expanded upon provisions of the 1986 Anti-Drug Abuse Act and has resulted in mass incarcerations.

Nonviolent drug-related crime and its corresponding sentencing requirements will become an even more important issue in this year’s presidential election as soon as candidates of each party stop swiping at one another.

An unintended but fairly predictable consequence of the Crime Bill is that African-American men – a community that was overwhelmed by the crack epidemic that began in the ’80s – are incarcerated in obscene numbers for sentences that are years too long. The U.S. Sentencing Commission reports that two-thirds of drug offenders were convicted of a crime that carried a mandatory minimum sentence. Nearly 70 percent of these are either Hispanic (38.3 percent) or African-American (31.5 percent).

In Illinois the situation is far worse.

Again according to the U.S. Sentencing Commission, 32 percent of all 2015 offenders nationally were convicted of drug-related crimes. In Illinois that number exceeds 46 percent. In other

words, those sentenced in Illinois are almost 50 percent more likely to have been convicted of drug offenses than the national average. And drug offenses are those that most commonly contain mandatory minimums.

The proliferation of crimes that now require a mandatory minimum sentence is astounding – and wrong. And the excessive number of years required by these “minimums” exacerbates the wrong. Not only are they wrong, however, they’re also prohibitively expensive, at both the federal and state levels.

In March, the bipartisan Illinois State Commission on Criminal Justice and Sentencing Reform proposed three bills designed to intelligently reduce the state’s prison population. SB 3164 in particular deserves rapid consideration and passage.

This week’s release of Walker should serve as a rallying cry for us to make candidates’ support of sentencing reform a critical issue in our decision to support them in November.

By JESSE SEVERSON jseverson@shawmedia.com SYCAMORE – Trailing by two points heading into the final race, the Kaneland girls 1,600-meter relay team needed to finish ahead of Yorkville.

Not only did the Knights take first place in the relay, they broke a meet record to help Kaneland to a share of the Northern Illinois Big 12 championship with the Foxes on a warm and breezy Friday night at Sycamore High School.

“This conference is such a tough conference,” Kaneland coach Doug Ecker said. “We’ve been close a couple of times, so we’ll take [a co-champion-

ship]. I had no idea what the score was during the meet; I figured Yorkville would run away with it. I thought DeKalb had a shot. I was pleasantly surprised. Conference titles are hard to come by, especially with the kind of track teams we have in this conference.”

Kaneland and Yorkville each finished with 126 points, with DeKalb narrowly behind in third place (114) and Sycamore taking seventh (45).

Heading into that final 1,600 relay, only four points separated Yorkville (118 at the time), Kaneland (116) and DeKalb (114).

“I kept going back to check the scores – ‘OK, we’re up by one point.

We’re down by two points,’ ” DeKalb coach Tywon Green said. “The girls did a great job today. ... Our team is young; we learned a lot today. I’m proud of them. They did a great job making this meet interesting. ... We’re trying to catch up with teams like Kaneland and Yorkville, who have been doing this kind of thing for years and bring a new culture to DeKalb.”

The Knights got a huge night from their relays, which won all four events.

The 4x400 relay team of Jamie Martens, Carly Bartholomew, Becca Richtman and Sarah Daley broke the meet record with a time of 4 minutes, 0.23 seconds.

The 4x100 relay team of Carley Elliott, Allie Heinzer, Nicole Sreenan and Sha-

nya Hurston also broke the school and meet record with a 48.63.

The 4x200 team of Martens, Elliott, Bartholomew and Heinzer also set a meet record (1:44.48), and the 3,200 relay team of Daley, Noelle Espino and Brianna Bower dominated their way to a 20-second victory (9:42.12).

“They just ran well tonight in the relays,” Ecker said.

On a night where plenty of meet records were broken, there was no field more impressive than the 100. Of the seven runners who broke the previous record in the race, Sreenan’s 12.12 was the best of the bunch.

Day leads DeKalb to rout in finale

DeKALB – The DeKalb boys track and field team closed out the regular season by winning the Holt Invitational on Friday night at DeKalb High School DeKalb won comfortably with 159 points. The top three was rounded out

by Moline (123 points) and Yorkville (111.5). DeKalb coach Tim Holt was pleased with the way his team’s performance.

“I think we performed really well as a team tonight and we had some great individual performances,” Holt said.

“We found that the track has a little bit of speed to it when the weather is nice like it was. It’s harder to tell earlier in the year because it’s usually cold, but today shows that we have a fast track.”

DeKalb junior Zurek Day won both the 110-meter hurdles (15.77 seconds) and 300 hurdles (39.82). Day also was a member of the 4x100 relay (42.32) with Antonio Tate, Tristan Bujarski and Aljuwan Smith that finished in first place.

“I think I ran pretty well today,” Day said. “I finished with a state time in 300 hurdles, so that is an accomplishment to get before sectionals. The mentality is always the same before each race. I just try to push my teammates, and if we do well, that put more points on the board. I want to win, and that’s always the main objective.”

Other first-place finishers for the Barbs included Tony Tate in the 100 (10.69) and 200 (21.62). Tate also won the long jump with a distance of 22 feet, 1/2

By EDDIE CARIFIO ecarifio@shawmedia.com DeKALB – A day after coming within two outs of a no-hitter, Morgan Newport tossed a three-hit shutout – plus added a monster day at the plate – in the DeKalb softball team’s 13-0 win Friday against Ottawa (9-10 overall, 2-9 Northern Illinois Big 12 West).

Newport struck out seven in the five-inning game and took a one-hitter into the fifth, allowing a pair two-out hits in the final frame. She didn’t walk a batter but did hit one.

At the plate, she led an offensive charge for the Barbs (15-5, 7-3), who have won four of their past five. Newport was 3 for 3 with two doubles, two runs scored and three RBIs as DeKalb pounded out 12 hits.

“She threw well again today, two days in a row,” DeKalb coach Jeff Davis said. “And with her bat, I think she’s getting a little more disciplined. ... She’s hitting balls hard for us, and that’s going to be key for us down the stretch.”

DeKalb scored two runs in the first, including the first of four unearned runs in the game. Ottawa starter Sloan Gayan got the Barbs in order in the second, but Mallory Warner and Peyton Montgomery had two-run singles in the third and Torrie Newport closed the four-run frame with a single to drive home two runs.

“We hit extremely well,” Davis said.

“I thought their first pitcher did a great job. I look up and we’re winning, 8-0 or 7-0, and I’m thinking she didn’t throw that bad to be down that much. But we got some timely hits today and that was nice to say.”

Despite dealing with an illness during the week, DeKalb’s Savannah Long was first in the 100 hurdles (15.0) and the 300 hurdles (46.11), although she did not top her seeded times.

Also for the Barbs, Jasmine Kemp came in with a seed mark of 33-5 and boosted that to 36-13/4 to take second place in the triple jump. Kemp also took second in the high jump (5-4) and third in the long jump (17-3).

For Sycamore, the Spartans had a first-place throw by Alyssa Feuerbach in the shot put (35-5), and she was second in the discus (119-6) behind Mata.

“She’s done a really good job at putting in extra work, coming in on the weekends to throw,” Sycamore coach Joe McCormick said. “This is the time that we were hoping that she’d peak. The goal is to get to state.”

The Knights and Spartans each have the Class 2A Sterling Sectional meet waiting for them Thursday, while the Barbs compete in the Class 3A Huntley Sectional on Thursday.

The Northern Illinois softball team claimed its first Mid-American Conference West Division crown since 2000 with an 8-3 win over Central Michigan on Friday in the second game of a doubleheader.

After the Huskies (33-17, 13-9) lost, 5-4, in the opener, Tara Thacker picked up the win in Game 2 for the title.

“We needed to win a game badly,” said NIU coach Christina Sutcliffe. “We had lost four one-run games in a row so

we needed to figure out how to bounce back. We played some good defense – that had been our nemesis the last four games, we couldn’t put a clean game together and we did a really nice job.”

NIU jumped on Central Michigan (23-25-1, 10-11-1 MAC) early in the second game as junior Kayti Grable hit a solo home run to center field in the bottom of the first inning to give the Huskies an early lead.

The Huskies pushed their lead to 3-0 in the second inning. Freshman Mykaela Arellanes reached on an error with two outs and the miscue would prove costly for the Chippewas. After junior Rebecca Rupard singled to left-center field, junior Kali Kossakowski hit a two-run triple to right center to give the Huskies the three-run lead.

CHICAGO – Trevor May’s 97 mph fastball plunked Jose Abreu in the stomach. Abreu started shouting, and his teammates and manager were right behind him.

On a night the White Sox became the second major league team to reach 20 wins, they also showed their fight and camaraderie.

Melky Cabrera had four hits and three RBIs, Abreu hit a solo homer, and the Sox beat the Minnesota Twins, 10-4, Friday night after a benches-clearing incident that led to manager Robin Ventura’s ejection.

“Robin was there backing me,” Abreu said through an interpreter.

“I always say we are a family, and we showed it today.”

Adam Eaton drove in two runs and made one of three fine defensive plays for the Sox (20-10), who trail only the Cubs (22-6) for most victories.

Mat Latos (5-0) labored through five innings before four relievers combined for four scoreless innings as the Sox snapped a two-game skid.

CHICAGO – It all came together for Ben Zobrist on Friday, because why not? He’s a Cub in the midst of one of the most glorious, do-no-wrong starts to a Cubs season ever.

The veteran infielder, a long-time Joe Maddon piece acquired in part for his intangible effect on the field and in the clubhouse, made the most tangible of contributions in the latest episode of a spectacular season on the North Side. Zobrist hit two home runs, drove in four runs and scored three runs in an 8-6 victory over the Washington Nationals before 39,206 at Wrigley Field.

“It’s awesome,” Zobrist said. “It’s exciting to finally play here with the wind blowing out a little bit. The crowd was electric. It’s fun.”

After a modest start at the plate this season, Zobrist is heating up to add even more fuel to one of the best starts in franchise and National League history. He has four home runs and 11 RBIs in his past three games. The Cubs have won five consecutive games and are 22-6

I’m afraid sometimes doctors forget these gender differences. I had a female friend who went to her doctor because of more than a month of unusual breathlessness and fatigue. He didn’t think to test her for heart disease. She had a heart attack a few weeks later.

I’ve learned that lesson more than once myself. I vividly remember a man in his late 70s who called me to say he was concerned about a lump under the skin on his chest. At least 99 times out of 100, such a little lump under the skin is one of two things: a ball of fat called a lipoma, or a plugged-up gland called a sebaceous cyst. So I was sure that’s what it was going to be.

But when I examined his lump, it wasn’t soft and squishy as I had expected. It was rock hard and was sitting in the skin right over his breast. I almost dismissed it and sent him on his way.

However, instead I got a biopsy: The man had breast cancer. It’s rare, but it happens. And I almost missed it. You don’t forget those lessons.

Dear Dr. K: A doctor who specializes in women’s health told my wife that some diseases cause different symptoms in men compared to women. Is that really true?

Dear Reader: Perhaps surprisingly, the answer is yes.

Heart disease is a good example.

Angina and heart attacks occur when too little blood flows to the heart through arteries. When that happens in men, they usually have chest pain or pressure that travels to the left arm, jaw or neck when they exert themselves (or get angry).

In contrast, women are less likely than men to have these symptoms.

Also, they are much more likely to have shortness of breath, abdominal pain and fatigue.

In addition, misleading test results for heart disease are more common for women. An angiogram is considered to be the “gold standard” for checking for blockages in the coronary arteries (the main arteries of the heart). But the test may miss important narrowings in women.

That’s because women with angina are more likely to have narrowing of small coronary arteries that do not show up well with an angiogram. Men more often have narrowings of the large coronary arteries that are seen by the test.

There are other examples of how men and women respond differently to a disease or its treatment. Women usually heal faster from injuries, and they recover better from strokes than men. Women also respond differently to medications: They tend to have more or different side effects from the same dose of medication, perhaps due to body size and hormones.

So, West should see that if he continues spades, declarer will take nine tricks: two spades, three heartst and four clubs.

There is only one chance. West must shift to the diamond queen.

Here, that generates five tricks in the suit to take the contract down two.
