Bob Carr’s foundation gave $1 million to Northern Illinois University this month to pay tuition and room and board for 50 students who are eligible to receive a Pell Grant so they graduate college in four years, student-loan debt-free. Carr is formerly of Lockport.

The gift was through the Give Something Back Foundation Carr started as a way to help students fund their academic pursuits.

The foundation selects students starting their freshman year of high school, mentors them, then helps them pay for college.

The program is also running in Delaware and New Jersey.

The students selected for the program here are given money to attend NIU. The first high school students of the program will be selected this fall, and they are expected to start at NIU as of fall 2019.

Rhonda Gillespie: You were given a $250 college scholarship as a student at University of Illinois.

That’s not a lot of money, but obviously there was something more striking for you about receiving that money?

Robert Carr: It was the fact that someone thought enough of me to do that.

I remember thinking, ‘That’s really cool.

It would be nice to that for somebody else sometime.’ I think education gives people the confidence to be the best they can be.

That’s as good as it gets, as far as I’m concerned.

RG: Now you have a foundation dedicated to giving to students and helping them. What made you want to go that route?

RC: Because, I can’t think of any better way to use my money.

I don’t need another house. I don’t need another car. It’s the best way I know how to spend my money.

RG: How do you get the money your foundation gives away?

RC: I built a company that sold for $4.3 billion. So, it mostly comes from me. But we are expanding it out to raise money from other people, too.

RG: How do you pick the schools that will receive the donation?

RC: A lot of it is just a little bit of coincidence. The reason we picked NIU is because we’re opening up in Chicago and we wanted a school that’s closer to Chicago. And NIU is the logical one.

RG: What do you hear from students as far as the impact of the gift from your foundation?

RC: It changes their lives. Most of our kids who get started in this program didn’t even think about going to college, or they would get discouraged.

They would go through high school and hear about how hard it is to get through college if you don’t have the money.

It gives people a reason to keep working and to work through problems that are going to come up.

‘EROSION’ CLEARS PATH TO D.C. DeKalb County Spelling Bee winner will compete in national event

Jessica Aubart, 13, placed first out of 20 contestants in the DeKalb County Spelling Bee when she correctly spelled erosion, the anticipated championship word, Saturday in the Kishwaukee College Theatre.

“It’s been her goal to go to Washington, D.C., for three years now,” said Randy Aubart, Jessica’s father.

Jessica said she prepared for Saturday by practicing the same list of words she was given for last year’s county spelling bee and studying word origins for at least one hour a day. She said “Akeelah and the Bee,” a movie about a girl from south Los

Angeles who dreams of competing in the national spelling bee, inspired her to enter the contest.

“The movie ‘Akeelah and the Bee’ is like, ‘Oh my gosh, I could do that,’ ” Aubart said.

Aubart will move on with her prize winnings, a dictionary and two tickets to Washington, D.C., to the Scripps National Spelling Bee in May and have the chance to win $30,000.

The national spelling contest will take place May 22 to 27 and will be

televised on ESPN. Aubart won after an hour and a half and 14 rounds.

Her path to victory was solidified after Jack Chivari, of Hinckley-Big Rock Middle School, and Mariam Heilman, of Hiawatha Junior High School, misspelled descry and wretchedness, respectively. The spelling bee went on for an additional seven rounds before a runner-up was selected.

Chivari won Round 21 and became the runner-up when he correctly spelled fetlock, a part of a horse’s leg above the hoof, according to Merriam-Webster.

The dealership threatened to relocate to Sycamore last month

By BRITTANY KEEPERMAN bkeeperman@shawmedia.com DeKALB – City officials are considering offering Brian Bemis Toyota financial incentives worth up to $1 million to stay in DeKalb instead of heading to Sycamore.

Last month, the dealership made an agreement with the city of Sycamore. The plan was to close its DeKalb location at 1890 Sycamore Road and construct a 25,000-squarefoot facility and service center. The dealership has to renovate or rebuild to comply with new corporate standards.

Sycamore agreed to return 50 percent of sales tax generated at the new site for 10 years or until 10 percent of the permanent improvement cost is recovered.

But DeKalb officials don’t want to miss out on the millions in vehicle sales tax they stand to lose if Bemis relocates. The dealership generates about $150,000 for the city annually, city documents show.

DeKalb Mayor John Rey said that it made more sense to try to retain the company instead of attracting new business to the location.

“Brian Bemis intended to pursue the option of relocating and vacating a building that’s in our prime commercial corridor,” Rey said. “The discussion Monday night is in fulfillment of revisiting the city’s incentive guidelines and retaining a business that has been in the fabric of community for years.”

Council members will consider two options at their meeting at 6 p.m.

Monday. Both options include providing the incentive money through tax increment financing. Under the first option, the city would give Bemis a forgivable loan of $650,000 in TIF funding and split the difference with Bemis if the dealership generates more than $150,000 in sales tax annually. This deal would last for 10 years.

The second option would allow the dealership to not disclose their sales.

The owners of Bemis Toyota in DeKalb asked the DeKalb City Council in 2015 for a $650,000 forgivable tax increment financing loan to offset the costs of a $2.3 million expansion. City officials are making a counterproposal in an attempt to keep the dealer from moving to Sycamore.

Instead, the city would give the auto group a forgivable loan of $1 million ahead of the renovation.

Ten percent of the loan would be forgiven each year over the course of a 10-year period.

Sales tax sharing isn’t included in this deal.

City Council members declined to give similar incentives to the dealership in 2014, because the terms of the requested deal – as are those outlined in the first option – go against city guidelines, which limit deals such as this to 7 years and are supposed to cover 20 percent of a project cost at maximum. would cover about 28 percent of the renovation.

DeKalb 4th Ward Alderman Bob Snow said that it was worth a shot to put the offer on the table.

“These options are good for both the city and Brian Bemis Toyota,” he said. “We would like to see them

stay in DeKalb. Seeing the incentives Sycamore offered, we feel it’s appropriate to come back with a counteroffer.”

Sycamore officials weren’t necessarily shocked to hear news of DeKalb’s plan.

“Business is business,” Sycamore 1st Ward Alderman Alan Bauer said. “[Bemis] is pretty good at making business decisions.

“They have to weigh what is in front of them. Our offer is a standard incentive package that we have used before. If they like that and want to be in Sycamore, that is their decision.”

ROGER D. ASTLING Born: Aug. 23, 1933 Died: March 11, 2016

Roger David Astling, 82, of DeKalb, Illinois, passed away Friday, March 11, 2016, at Kishwaukee Hospital.

Born August 23, 1933, in DeKalb, the son of Harold D. and Lois R. (Harmes) Astling, Roger was a 1952 graduate of Sycamore High School and a veteran, having served in the U.S. Army, active and reserves, from 1955-1961. He married Barbara J. Swanson on February 24, 1962, at First Lutheran Church in DeKalb, where he was an usher for many years.

A hard worker, Roger was employed by Essex Wire in Sycamore for more than 25 years.

He also worked at Nehring Electrical and General Electric, and was a custodian at DeKalb High School for 16 years.

In retirement, he enjoyed his time as a school crossing guard and mowing neighborhood lawns.

He was both an avid bowler and golfer, and liked watching sports of any kind.

He was a life-long fan of the Chicago Cubs and predicted this to be “their” year. Roger’s family was always his focus, and he will be fondly remembered for his work ethic, strong will, remarkable memory and dedication to those he loved.

Roger is survived by his wife of 54 years, Barbara; his children, daughter Donna (Kevin) Hickey and son David; his grandchildren, Brian (Kristin), Laura, Nolan, Emily, Matthew and Tyler; and his great-grandchildren, Tristan, Trent, Kayla and Brentan “Roger.” Additionally, he is survived by his sister, Sharon Reif; brother-in-law, Robert Swanson; sister- and brother-in-law, Carolyn and William Marshall; and several nieces and nephews.

He was preceded in death by his parents, Harry and Lois; brother and sister-in-law, Duane and Judith Astling; brother-in-law, Jack Reif; and sister-inlaw, Carole Swanson.

The family thanks Dr. Dhaval Thakkar for his compassionate care as well as the nursing staff of Kishwaukee Hospital for the excellent service provided.

The funeral service will be held at 11 a.m. Wednesday, March 16, at First Lutheran Church, 324 North Third Street, DeKalb, with the Rev. Dr. Janet H. Hunt officiating.

Burial will follow at Fairview Park Cemetery, DeKalb.

Friends may call from 9 a.m. to 11 a.m.

ZION ADRIEL ORIGEL

Born: Jan. 1, 2007; in DeKalb, IL Died: March 11, 2016; in Cortland, IL Zion Adriel Origel, 9, of Cortland, IL died Friday, March 11, 2016, at home.

He was born in DeKalb on January 1, 2007, and was the son of Veronica Origel of Cortland, IL. Zion was a 3rd grader at St. Mary Catholic School in DeKalb where his faith and love for God grew everyday.

He was known for his loving & compassionate heart, his contagious smile and amazing singing.

He was a member of the Vocal Voices singing group at St. Mary School and was also a Cub Scout of Pack 173.

Zion loved playing soccer, reading, but his true passion was singing and dancing.

Survivors include his loving mother, Veronica Origel of Cortland, IL; his very special grandparents whom he looked up to & loved very much, Maria “Mommy” and Aureliano “Chino” Origel of Cortland, IL. His family who helped raise and guide him; his aunt & uncle, Adriana & Armando Molina of Genoa, IL; his aunt, Valerie Origel of Cortland, IL; and his Godmother, Natalie Pacheco of DeKalb, IL. His favorite cousins, Angel, Mia, Mateo, and Matias.

Family from Mexico and California who will miss him dearly.

His closest friends, J.T., Kevin, Mateo, Holden and Hector along with his entire 3rd grade class, whom he shared many unforgettable moments with.

Funeral Mass will be held on Tuesday, March 15, 2016, at 6:00pm at St. Mary Catholic Church in DeKalb with Father Dean Russell and Father Darwin Flores co-celebrating.

Visitation will be held on Monday, March 14, 2016, from 4:00pm to 7:00pm at St. Mary Catholic School 210 Gurler Road DeKalb, IL with a Rosary Service at 7:00pm at the school.

Cremation will take place after services at Finch Crematory with burial at a later date at the St. Mary Cemetery Columbarium.

Kish College enacting new dual credit program fee structure Officials hope it will boost enrollment, help graduating high school seniors

By RHONDA GILLESPIE rgillespie@shawmedia.com DeKALB – Kishwaukee College is enacting a new fee structure for its dual credit program, which officials hope will boost enrollment in it and help graduating high school seniors choose to attend the two-year school.

Right now, some high school students at DeKalb, Sycamore and Rochelle Township high schools can take certain classes and get Kishwaukee College credit. The students pay half of the community college’s fees and $119-per-credit-hour tuition rate to take the courses, which high school officials said could give them an early jump on earning credits toward an undergraduate degree.

But Laurie Borowicz, the president of Kishwaukee College, said the way the college charges now may be too much for some students.

“It’s cost-prohibitive to some of our students,” she said. “We don’t want barriers for students to be able to take college courses while they’re in high school.”

Borowicz asked at the March 8 board of trustees meeting for trustees to consider her plan to move to a flat fee for the program, then waive the fee for high school students who qualify for free or reduced price lunch.

But trustees didn’t wait for a future meeting to approve the idea, they voted that same night to pass it. Seven of eight trustees voted yes.

Kathleen Watkins abstained.

Borowicz said the new way of charging for the dual credits could also help Kishwaukee College rebound its recruitment numbers. She said enrollment had taken a dip in recent school years.

“Yes, we not only increase the

number of students enrolled in dual credit but we increase the pipeline of students who enter the college upon completion of high school,” said Borowicz.

Mark Lanting, Kishwaukee College’s vice president of instruction, explained that this academic year, about 175 students will sign up for the dual credit program. Students who demonstrate college readiness, he said, are able to take courses in subjects such as biology, business, English, trigonometry, calculus, political science and more.

“We know of some students who are graduating from high school with as much as 27 college credit hours,” Lanting said.

The revised fee plan won’t roll out until 2017 but local high school officials are already praising it.

DeKalb High School Assistant Principal James Horne pointed out

that 60 percent of students there receive free or reduced price lunch.

“We absolutely have families within our community where they don’t have the means to pay for the [dual credit program] tuition,” Horne said. He added the new fee plan would “open up doors for many of our students.”

Laurie Pillen, a counselor at Rochelle Township High School, said the school officers classes in the summer and throughout the school year that seniors could take advantage of. Potentially reducing program costs for some students could be plus, she said.

According to the school’s state report card, 31 percent of its students are from low income families.

“I think that would take away an obstacle that might be in place for some kids right now. I think it could only help,” she said.

DeKALB – Frank O’Barski’s widow has been selected to replace him on the County Board, and barring any unanticipated objections she will be appointed and sworn it at the board’s Wednesday meeting.

O’Barski died Feb. 9 after multiple battles with cancer.

Suzanne Willis, 64, said she had thought about carrying on representation of the 10th District for her husband shortly after he got sick. O’Barski was diagnosed with cancer Suzanne in November 2012. Wil- Willis lis said she had been driving him to County Board meetings as his condition worsened, and she paid attention to the proceedings.

That all helped to whet the retired Northern Illinois University physics professor’s appetite for county govern-

ment.

“Seeing Frank on the County Board ... certainly got me interested in the role that it plays in local politics,” Willis said. “And very much like him, I felt like I could make a contribution.”

At the February County Board meeting, Chairman Mark Pietrowski, D-District 3, officially declared a vacancy.

O’Barski was a Democrat, so the local Democratic Party would solicit candidates to fill the seat, Pietrowski said. At an executive committee meeting held earlier this week, members talked with Willis and voted to present her to the full board to be considered for the seat.

“It’s a unique situation when somebody passes away in office,” Pietrowski said. “So, typically, if their spouse is interested in continuing, that would be the first choice.”

He added the selection committee did hear from other interested candidates.

The full board still has to approve Willis’ appointment, but she is expected to get the nod. The appointment will last through the November general election.

Rea campaign committee late reporting contribution

By KATIE SMITH ksmith@shawmedia.com DeKALB – The campaign committee for Republican candidate for DeKalb County State’s Attorney Charles Rea could face fines after the late reporting of more than $4,000 worth of contributions.

Rea’s campaign treasurer, William Hotopp, contributed $1,500 to the committee March 3, and Allen Schwartz contributed an additional $2,500 the same day, but the contri-

butions were not reported to the Illinois State Board of Elections until March 6, records show.

Campaign disclosure rules require all contributions of $1,000 or more be reported to the Illinois State Board of Elections within two business days of receiving the donation if it is made 30 days or fewer before the election day.

“My understanding was [Hotopp] was in communication with the Board of Elections but they got conflicting advice with what he was

supposed to do,” Rea said.

Although Hotopp tried to report the contributions on time, the Board of Elections said he wasn’t required to file anything until the end of the month, Rea said.

“There won’t be any consequences,” Rea said. “We were in total compliance.”

But Rea’s campaign committee could be assessed 50 percent of each donation, Andy Nauman, the Board of Elections deputy director of campaign disclosure said. Since it is the

first time Rea has filed late, however, the penalty could be less.

“The board would typically reduce that down to 10 percent,” he said. “He could go through the appeal process. But the original assessment will be half of the contribution.”

If Rea is fined, he could lose more than $2,000 of the money contributed to his campaign.

“It was clearly a misunderstanding,” Rea said, “so there’s no consequences.”

WATERMAN – Dozens of residents and supporters of Indian Creek School District 425 packed the middle school gymnasium to help raise money for the rural schools.

This year marked the 33rd annual People-for-People auction, which was held at Indian Creek Middle School in Waterman.

Proceeds from the daylong event are used to help pay for items teachers and students often need which aren’t provided for in the annual school budget, officials said.

“This is the single largest fundraiser for our parent organization.

It benefits all of the schools,” said Steven Simpson, principal at Indian Creek Middle School. “It has a rich history, deep rooted community [ties].”

Professional auctioneers Steve Almburg, his son, Andrew, and Josh Hickey, took turns standing on stage soliciting the highest bid for more than100 items donated to the event.

From gift cards to businesses right in town – or even miles away, to household items, food and other things, attendees were able to purchase many things and didn’t mind at all paying more than double the items’ value.

Simpson said many of the donors and attendees don’t have children in the school district anymore, but

other goods.

“Anything the teachers can’t get within their budget, they come and ask us for it,” said Susan Kaufman, an organizer of the event and president of the school district’s parents club.

She said the annual auction is the only fundraiser the parents group hosts each year.

The money raised has fluctuated from between $17,000 to $25,000 each year, which helps the group honor requests from among the district’s three schools for things such as classroom fans, technology items, playground equipment and more.

“Everyone just donates,” she said.

“They start thinking about it early on.”

The event is all-hands-on, with leaders from the elementary, middle and high schools participating in some way in the auction.

Also, members of the school board attend, chip in – or both.

The McRoberts family was all smiles when they successfully bid on a dog grooming package donated by a local pet care establishment.

Blake McRoberts, 11, was wide-eyed when he pulled the sock monkey chew toy out of basket of goodies his family paid $60 for.

The Indian Creek Middle School fifth-grader said the items that were included would come in handy for Penny, his golden retriever/poodle mix.

Mom, Erin, said the grooming gift certificate was just what Penny needed.

By JOHN O’CONNOR The Associated Press SPRINGFIELD – Chicago Democrat Michael Madigan is known as a tireless worker – the nation’s longest-serving statehouse speaker, chairman of the Illinois Democratic Party, kingmaker and career-breaker – and he does it all without the aid of email or an appointment calendar.

That is one extraordinary fact turned up by an Associated Press public-records request of the General Assembly’s leaders in advance of Sunshine Week. The other is that the Illinois Senate considers itself immune under the state Constitution from having to turn over records.

The AP submitted such requests to legislative leaders in all 50 states for daily schedules and emails from government accounts for the week of Feb. 1 to 7. In Illinois, which was the last state in the U.S. to adopt an open-records law, the effort produced nothing, for these reasons: •••

LAWMAKERS AREN’T ‘PUBLIC BODIES’

Individual legislators are not considered “public bodies” under the Illinois Freedom of Information Act because they cannot alone pull the levers of government like, say, the governor, who discloses his appointment calendars.

But there are nuances in key court cases on the issue and advocates say transparency is just good government.

“There’s a compelling public interest to know who has access to legislators – because not everybody does,” said Matt Topic, a public-access lawyer for the Chicago-based firm Loevy & Loevy.

The AP’s requests produced nothing from Madigan, House Republican Leader Jim Durkin, Senate President John Cullerton or Senate Republican Leader Christine Radogno. It has appealed the denials to the state attorney general’s public-access referee, who often takes years to decide.

CHICAGO – The father of a 9-yearold Chicago boy who was shot and killed in November has been charged with shooting three people.

The Chicago Tribune reports that 25-year-old Pierre Stokes was charged with three counts of aggravated battery with a firearm and one count of unlawful use of a weapon by a felon in connection.

Stokes is accused in a shooting that occurred Tuesday, the day authorities announced charges against 22-yearold Dwright Boone-Doty in the Nov. 2 killing of Stokes’ son, Tyshawn Lee. The boy was one of 400 homicide victims in Chicago last year, but the fourth-grader’s death shocked the city because, according to police, he was killed because of his father’s gang affiliation.

Durbin presses for study of urban flooding CHICAGO – Members of Illinois’ congressional delegation are asking the Federal Emergency Management Agency to conduct a nationwide study on the causes and costs of urban flooding.

Flooding has been a recurring problem in and around Chicago, especially during the spring storm season.

Trump stands by his campaign rhetoric

By BILL BARROW and ALAN SCHER The Associated Press BLOOMINGTON – Showing few signs of trying to ease the nation’s tense political atmosphere, Republican front-runner Donald Trump is standing by his antagonistic campaign rhetoric, rejecting any responsibility for violence at his rallies and defending his supporters who have been charged with assaulting protesters.

“We’re not provoking. We want peace. ... We don’t want trouble,” he told a large crowd in Bloomington, Illinois, the first of two comparatively docile events Sunday as he campaigns ahead of another critical slate of large-state primaries.

Trump’s remarks come after a near-riot Friday night in Chicago as Trump canceled a scheduled rally amid widespread altercations among his supporters, detractors and authorities.

His three-state schedule, which ended Sunday evening in Florida, also comes less than 48 hours before polls open in a five-state slate that could determine whether he wins the GOP nomination without a contested summer convention.

Against that backdrop, Trump continued to blame protesters, media and even Democratic presidential hopeful Bernie Sanders for the increasingly caustic campaign environment that his rivals assailed as “cause for pause” and certain “to do damage to America.”

Interrupted only sparingly in Illinois, Trump assured his backers their frustration is righteous rage against a corrupt political and economic system. He cast his naysayers as “bad

people” that “do harm to the country.”

He’s tried since Chicago to shift focus to Ohio, where he faces a late push from the popular governor, John Kasich. The outcome will help determine whether Trump can reach the 1,237 delegates required for nomination and avoid a contested GOP convention this summer in Cleveland.

“If we can win Ohio, we’re going to run the table, folks,” Trump said in West Chester, Ohio, his second event Sunday.

At an earlier stop this past weekend, Trump aimed directly at Kasich, calling him “a baby” and deliberately mispronouncing the governor’s Czech surname.

“He’s not the right guy to be president. He’s not tough enough, he’s not sharp enough,” Trump said at an event outside Dayton.

In line with his protectionist economic pitch, Trump noted Kasich’s support for the North American Free Trade Agreement as a member of Congress in the 1990s.

He went on to incorrectly identify the governor as KASE-itch. “Like, most people don’t even know how to pronounce his name. Kase-ick!

Kase-ick!” Trump mocked. “He cannot do the job, folks. He’s not your president.”

Kasich, meanwhile, reversed his monthslong practice of avoiding the topic of Trump.

Speaking with The Associated Press aboard his campaign bus between stops in Ohio, Kasich brandished his iPad and read a list of Trump quotes compiled by an aide.

The quotes included Trump’s comments that his audiences should “hit back” a little more and a statement that he’d like to punch a protester in the face.

Search stopped for 3rd Hudson River tugboat crash victim The ASSOCIATED PRESS NEW YORK – Divers late Sunday stopped searching inside a sunken tugboat for the body of a third crew member who went missing after the boat crashed into a barge on the Hudson River north of New York City.

“It has moved from a rescue and recovery operation to a salvage operation,” said Westchester County Police spokesman Kieran O’Leary, who added that an aerial and river search will continue on the remote chance the body of Harry Hernandez, 56, of Staten Island, New York, was ejected from the boat.

O’Leary said divers ceased their search because they were not able to access a section of the tugboat where they believe his body is located because of severe damage, O’Leary said.

Bridge, which connects two counties north of New York City, is being built.

The tugboat sank, spilling about 5,000 gallons of fuel into the water.

Earlier, divers recovered the body of Timothy Conklin, 29, of Westbury, Long Island, New York. His body was brought back to shore after divers found him inside the tugboat around 11 a.m. Sunday.

The body of Paul Amon, 62, of Bayville, New Jersey, was pulled from the water Saturday.

Authorities said three tugboats were pushing a barge from Albany to Jersey City, New Jersey, when one of the three — situated on the right side as it headed south — hit a stationary barge that was part of the Tappan Zee Bridge construction project. A tugboat on the left side of the barge that was being pushed, as well as one that was pushing the barge from the rear, were not involved in the accident.

But there were reports of ra-

dio transmissions from the tug that crashed saying, according to Cuomo, “We are too close. We have to move left.” But it apparently was too late, the governor said.

Authorities believed the sunken tug is wedged directly underneath the barge it struck at the mid-span of the bridge.

Cuomo said he had been “hoping for a miracle” that the men would be found alive.

Instead, the governor said Sunday that he spent some time with the Conklin family, “which is obviously still in shock.”

Cuomo said in a statement that 21 workers were on the bridge construction barge that was hit, but none was injured. He added the construction barge was illuminated at the time of the pre-dawn collision.

Monday to assess the damage and figure out how to remove the wreckage from the river, O’Leary said. The company then will submit a salvage plan to the Coast Guard for approval, he said.

“When that’s under way, police will be present if they find a body,” O’Leary added.

The accident occurred near the center of the existing Tappan Zee Bridge, and the Specialist sank in about 40 feet of water within minutes, authorities said. The water temperature in the area was about 40 degrees, according to the U.S. Geological Survey.

Cuomo said a team was on-site to contain the leaking diesel fuel, and he did not expect any long-term damage as a result of the spill.

James Mercante, an attorney for the owner of Specialist, said the crew was licensed, competent and experienced personnel. He called the crash “a shocking, horrific marine tragedy.”

NEW ORLEANS – Widespread flooding in Louisiana and Mississippi has damaged thousands of homes, and the risk of more flooding played out Sunday as rain-filled rivers rose over banks.

At least four deaths have been reported in Louisiana, including that of an elderly man, authorities said.

Two fishermen have been missing for days in Mississippi.

In northwest Tennessee, more than a dozen homes were evacuated late Saturday after heavy rains breached a levee, according to emergency officials.

Flood warnings were in effect across the region as many rivers remained dangerously high.

Also of concern was another line of thunderstorms that was expected to hit parts of Oklahoma, Arkansas, northern Louisiana and northern Mississippi Sunday night. Hail and tornadoes were possible, forecasters said.

But Davyon Hill, a meteorologist with the National Weather Service in Shreveport, said this storm system was not expected to drop the kind of record-setting rains that the region has seen recently.

“At this point, any rain will aggravate the flooding situation,” he said.

“But these (storms) are kind of fast moving and isolated.”

In Louisiana, emergency officials

affecting Louisiana, Mississippi, Arkansas, Tennessee and Alabama – have submerged roads and cars, washed out bridges and forced residents to flee homes.

Authorities in Louisiana’s Natchitoches Parish said Harold Worsham, 78, drowned while trying to flee floodwaters on Saline Bayou. The sheriff’s office said Worsham was in a boat that capsized as he and two others were moving items from a home onto an aluminum boat.

On Sunday, Mississippi officials said they still were looking for two missing fishermen, but had no reports of injuries or deaths there.

Flooding on rain-swollen rivers remained a major concern.

In Tennessee, Emergency Management Agency director Rickey Graves in Gibson County told The Jackson Sun that about 10 homes in the community of Kenton and a half dozen homes in Trenton were evacuated Saturday night after a levee was breached.

It’s the most widespread non-hurricane flooding the Louisiana National Guard ever has dealt with, said Col. Pete Schneider, a guard spokesman.

The National Guard said it had about 1,400 soldiers and air crews at work in flooded areas throughout Louisiana, deploying in high-water vehicles, boats and three helicopters.

By Sunday morning, National Guard crews had evacuated more than 3,295 people and 316 pets as part of its round-the-clock operations.

LETTERS TO THE EDITOR Hillary Clinton lacks honesty

To the Editor: I am dumbfounded by the lack of serious attention given to the integrity of the presidential candidates. We come off as politically savvy by not expecting candidates to tell the truth, to be accountable or to be concerned about anyone but themselves.

And our democracy becomes just another sport where winning is the only goal.

However, candidates who appear to be “winners” are often losers who bully others to get ahead. Clearly, this election requires another approach – the votes of educated and concerned citizens and a candidate with integrity.

One candidate is well-known for her lies, including a claim that she landed in Bosnia under sniper fire: Hillary Clinton. She is also known for her approval of arms deals with organizations and countries that paid large speaking fees or donated to the Clinton Foundation while she was Secretary of State. The huge sums of money and the “coincidental” timing of arms deals are striking in themselves, but when these countries abuse human rights we become complicit in their horrific actions.

Numerous scandals make it clear that Hillary has a serious character and integrity problem. Review her record and you will find her lying under oath, setting up a real estate scam, refusing to release documents, using presidential pardons to gain a senate seat, taking illegal donations, filing inaccurate IRS donation and foundation finance reports and more.

Her changing positions on issues are revealing as well (e.g., LGBT rights, trade agreements, the use of private email servers by government officials, etc.). See for example, “8 Flashbacks about Hillary Clinton’s Emails.”

Hillary claims that she is concerned about children and families, but the record says otherwise. See “Hillary Clinton’s Record on Race #WhichHIllary” (youtube); The Violent Crime Act increased incarceration rates and related problems; the Welfare Reform Act destroyed Aid to Dependent Children (70 percent of the recipients were children); and in Arkansas, the Clintons’ welfare reform destroyed support for children in poverty statewide.

Dump Trump – he’s the wrong choice

To the Editor: I chuckled the day Trump announced. He was a joke candidate when he “ran” last time, so I assumed it was another stunt.

Even after this race was well under way, I speculated that it may still be a publicity stunt, or possibly a campaign donation to Hillary Clinton. But if this election has taught us anything, it’s that we aren’t as good at predicting as we supposed. While I don’t know any more if this is a desperate grab at relevance, narcissism, a Hillary donation, or just a bad joke, I do know this: I’m not laughing any more.

Trump isn’t the best choice for many reasons. It’s hard to trust him. He said during the debate on Thursday that he had “been on both sides,” and he has been … on the issues.

It is very hard to say anything about him that is certain, except perhaps that he is a capitalist. He has made statements about everyone from Carly Fiorina, his daughter and many other individuals and groups that were poorly phrased at best and blatant bigotry and ignorance at worst.

Division and alienation are the last things America needs more of.

Trump wants to be seen as a pro-military guy, but he isn’t. He notably said in reference to Sen. John McCain, “I like people who weren’t captured.” I don’t know about you, but I don’t see a lot of ambiguity in that. Anyone who publicly insults POWs is a horrible choice for Commander in Chief, with perhaps only a draft dodger like Sen. Bernie Sanders being a more illogical pick.

Canada, U.S. still have much to do on climate When the United States and Canada get together to fight climate change, they ought to be able to make a difference. They’re not just neighbors, after all, but also among the world’s top 10 producers of greenhouse gases. So why did this week’s announcement of a joint effort to reduce methane emissions feel so underwhelming?

Because it was. The best hope, for the climate and for both countries, is that it presages a new era of action and cooperation.

Methane emissions from oil and gas production – which the two countries agreed to cut by as much as 45 percent in a decade – make up less than 3 percent of total U.S. greenhouse gas emissions, and only about 6 percent for Canada, according to figures compiled by Bloomberg Intelligence.

And while both countries set much bigger goals in Paris last year – the U.S. pledged to cut carbon emissions by 26 percent in a decade; Canada promised a 30 percent reduction in 15 years – neither one has yet put in place a full set of policies needed to meet them.

In the U.S., the best policy would be to impose a revenue-neutral carbon tax. Yet the current Congress would make this all but impossible. President Barack Obama’s workaround is the

Clean Power Plan, which moves the energy sector toward low-carbon fuel sources. Ideally, his successor will endorse this strategy and expand on it – for example, by investing more in nuclear power.

Canada has even further to go. It has made less progress than the U.S. in cutting emissions, and the declining fortunes of its oil and gas industry have hurt its economy, limiting public appetite for ambitious change. Yet Prime Minister Justin Trudeau enjoys two distinct advantages: Canada’s political system allows a government with a majority of seats in Parliament to pass legislation with no support from the opposition, and Canada’s most populous provinces have already adopted or announced plans to put a put a price on carbon.

At their meeting Thursday, Obama and Trudeau renewed their countries’ friendly rivalry, identifying shared goals (winning the Stanley Cup) and core differences (the weather in February). They even talked about more important things – like action on climate change. If their announcement on methane emissions marks the start of a new competition, it’s a contest that will benefit both countries and the world.

It is hard to decide if this is more or less disturbing than his lack of grasp on issues, especially foreign policy. But maybe what trumps (no pun intended) the other things are these plans and deals. He loves to boast about them, but has little to say by way of elaboration.

I wouldn’t cross the street to shake hands with this poor example of a businessman, Christian and leader for all of these reasons and more, and I certainly won’t vote for him in this primary … I implore you not to either.

Hatred and opposition to Trump is unacceptable

To the Editor: Frankly, I‘ve never seen anything like it. I don’t think anyone has.

Donald Trump is running for President. So what?

Vote for him or not.

But the pure hatred shown by everyone is outrageous and unacceptable.

Every single group is attempting to stop him. Except one group ... the voters. He wins every demographic group.

It’s time to acknowledge that Trump and Sanders have a point about trade deals, designed to allow manufactured goods to flow freely between countries.

As a handful of well-respected economists belatedly concede, the free-trade agreements that drew bipartisan support for much of the last 25 years never brought the broad prosperity that was promised.

They’ve enriched the well-off while hurting the less affluent, depressing wages and killing off manufacturing jobs for workers without college degrees. As Nobel laureate Joseph Stiglitz has written, “... The reality is that these trade agreements do risk increasing unemployment.”

Indeed, it’s not just free trade deals

Please don’t, at the same time, think that the Democrat party is different.

Why is it acceptable to possibly lose half the states and still have no chance of winning because of 500-plus ‘’superdelegates’’ are just given out to one of the candidates with no voter input.

During the presidency of George W. Bush, the country lost nearly 4.5 million manufacturing jobs, about one in four.

Trump has largely peddled in nonsense laced with bigotry and xenophobia. He may attract votes, but he won’t grow jobs. Sanders, for his part, has the decency not to blame immigrants for the decline

This is a very important time to elect the right person for the State’s Attorney’s Office in DeKalb County. I think if you review the qualifications of the three candidates running for the Republican nomination, you will find that Charles Rea is the most qualified.

He has a long history of listening and collaborating with others in finding solutions to the problem that is being confronted, without worrying about who gets credit for the solution. He has won numerous professional awards for prosecutorial excellence and Pro Bono service.

President Obama still speaks about his proposed Trans-Pacific Partnership as if it would enhance the prospects for average workers who desperately need a raise. (It won’t.) And Republicans still insist that lowering taxes for the rich will inspire a trickle-down flood of wealth into the average bank account. (History suggests otherwise.)

No wonder voters are exasperated.

After sitting down and talking with Chuck and reviewing the experience and positions of all of the candidates, I am convinced he is the best person for the job, both as a past victim of a crime and as mayor.

Chuck has a complete and intelligent grasp of the issues confronting the State’s Attorney’s Office, criminal and civil, big and small, that only a lifetime of experience can give. He has specific ideas and solutions for these issues, not just general buzzwords and political bullet points.

It’s easy to see the destruction now: the loss of the manufacturing jobs that built a comfortable lifestyle; the hollowing out of the great American middle class; the dying faith in the American dream. It’s easy to see now what fuels the anger and disillusionment of so many voters who can no longer count on hard work or determination or allegiance to a traditional code to bring them economic security.

In this campaign season, those anxious and angry voters have turned the political world upside down with their support for non-establishment presidential candidates, especially Vermont Sen. Bernie Sanders and real estate mogul Donald Trump.

Sanders, a self-declared socialist, and Trump, a bully billionaire who panders to prejudices, have little in common. But both men have criticized free-trade deals, which they contend have hurt average American workers. Their opposition to free-trade agreements helped to propel them to victories in their respective presidential primaries in Michigan, once a font

STEM Café will teach tornado tracking 101 DAILY CHRONICLE All DeKalb-area residents can remember the violent tornado that tore through Rochelle and Fairdale last April, leveling houses and trees in its path.

At the next STEM Café, “Tornado Tracking: How Meteorologists Predict and Pursue Storms,” NIU associate professor Walker Ashley will tell the story of how he forecast and chased the tornado. The free talk and discussion will be from 6:30 to 8:30 p.m. Tuesday, March 22, at the Fireside Grille, 49 Sugar Lane in Sugar Grove.

Ashley, who teaches in the meteorology program of NIU’s geography department, will use the story of the Rochelle-Fairdale tornado to illustrate the most current scientific theories about how storms form, what determines their intensity, and how they can be predicted in advance. He also will explain how non-experts can safely get involved in spotting and chasing storms.

“There are a lot of myths out there about storms and storm-chasing,” Ashley, who has been following tornadoes for nearly 20 years, said in a news release. “What you see in movies like “Twister” or TV shows like “Storm Chasers” is not reality. There’s a lot more sophisticated science behind it – and a lot more driving and downtime, too. It takes patience.”

Balanced Lucca wins POY for second consecutive season

By JESSE SEVERSON jseverson@shawmedia.com GENOA – Before every game, Genoa-Kingston star guard Tommy Lucca would read the same Scripture passage – Psalm 144.

Praise be to the Lord my rock, who trains my hands for war and my fingers for battle.

“It sort of was fitting for sports and that God gives his toughest battles to his strongest soldiers,” said Lucca, who is the Daily Chronicle Boys Basketball Player of the Year for the second consecutive season.

Lucca showed a balanced game while leading the Cogs to a 20-10 season, averaging 23.2 points, 5.9 rebounds and 5.8 assists per game. He was a unanimous Big Northern All-Conference selection all four seasons and was nominated for Mr. Basketball for Illinois this year.

“Teammates did a good job this year of finding open shots and knocking them down when I was passing and did a good job of screening for me so I could get open,” Lucca said.

One of his most eye-popping games came in the season-ending loss to Belvidere in the Class 3A Woodstock Regional championship. In the 63-55 loss, he finished with 36 points – including 20 in the first half.

“He had the ball in his hands for the majority of the time this season, but he did a really good job of deciding when he should score and when he should find the open man,” Genoa-Kingston coach Corey Jenkins said.

Teams would try different things to stop the Cogs’ best player – including a box-and-one and bruising him with physical defense. However, Lucca usually found a way to score or get others easy baskets.

“You’re never going to be able to do it by yourself because this is a team sport and you have a good core on our team,” Lucca said. “I didn’t think there was ever a need coming into a game where I thought to myself, ‘I have to put up big numbers this game.’ There was some times it just happened.”

Lucca, who had 2,057 career points for Genoa-Kingston, also scored 29 points in a 55-42 win over Burlington Central on senior night for the Cogs – which he called one of his favorite games of the season.

During the playoffs, he had 19 points in an easy 68-33 win over Harvard in the regional quarterfinals and scored 20 in

the 61-45 win over No. 3 seed Woodstock in the semifinals before exploding for 36 in the finals.

“Just try to take what they give you,” Lucca said. “You have to take good shots and you can’t force things.”

Now Lucca, who Jenkins called the best offensive player in Genoa-Kingston history, heads off to college – where he will play for Division II Michigan Tech, which went 11-15 overall and 10-12 in conference play this season.

One perk for going to Michigan Tech, other than that the Huskies will be travelling to Spain next season, is getting plenty of playing time.

A topsy-turvy season in college basketball delivered a few more twists when the brackets came out Sunday.

Exhibit A: Oregon and Virginia are No. 1 seeds, while Michigan State is not.

Exhibit B: Monmouth and Valparaiso aren’t part of March Madness, but Michigan and Syracuse are.

As usual, the NCAA selection committee released a 68-team bracket with its fair share of surprises. This year, the debate started right away, when the committee named Pac-12 champion Oregon a top seed in the West, ACC runner-up Virginia a top seed in the Midwest and made Tom Izzo’s Spartans, champs of the Big Ten, a “2.”

They’ll decide it on the court, starting Tuesday with a pair of opening-round games. The main draw begins Thursday at eight sites. The Final Four is April 2 and 4 in Houston.

In a season in which six teams held the top spot in The Associated Press poll – one short of the record – there was no doubt there would be some debate about who belonged in the four top spots. That Big 12 and Atlantic Coast Conference champions Kansas and North Carolina earned two of the spots wasn’t that surprising. The rest of it raised eyebrows.

The head of the selection committee, Oklahoma athletic director Joe Castiglione, lauded Oregon’s third-rated strength of schedule (as of Sunday) and No.2 ranking in the RPI, along with its regular-season and tournament titles in the Pac-12. He said Michigan State was the fifth overall seed.

“Very close. It was a vigorous debate,” Castiglione said. “We know how good a team they are. ... It was just a close call and the committee felt Michigan State was fifth.”

But there were no easy choices for

Of the 31 postseason tournaments, top seeds only won 10.

That gave automatic spots to bubble teams (or less) such as Fresno State, Gonzaga and Connecticut, while squeezing out a few spots bubble spots – even though there were two more available this season because Louisville (and Rick Pitino) and SMU (and Larry Brown) are both ineligible.

Among those sitting out include Monmouth, which played a killer nonconference schedule but lost too many games to bad teams; St. Mary’s, which won the regular-season title in the West Coast Conference but didn’t play a tough enough schedule; and Valpo, which ranked 49 in the RPI but had only four wins against top 100 teams.

Of the at-large teams, 25 came from teams from the Power Five confer-

ences, with 11 from the smaller conferences. Of the last eight teams to make it, the count was 4-4, with Michigan, Vanderbilt and Syracuse among the most hotly debated among the bigger teams.

“In the past, the committee has taken teams with wins, especially road wins,” said Syracuse coach Jim Boeheim, whose team’s wins away from home against Duke, Texas A&M and UConn made up for the fact that the Orange (19-13) has lost five of its last six. “I’m not sure there’s anyone on the bubble who had as good of road wins as we did.”

Boeheim missed the first nine games of the season, while serving a suspension for committing NCAA violations, but Castiglione said that didn’t much factor into bringing Syracuse in.

Castiglione said the last bubble team to make it was Tulsa, which plays Michigan on Wednesday.

Bears sign former Patriots, Saints DL Hicks to 2-year deal

By KEVIN FISHBAIN kfishbain@chicagofootball.com The Bears made another addition to the front seven Sunday by signing defensive lineman Akiem Hicks to a twoyear contract.

A 6-foot-5, 324-pounder who went to Regina (Canada), Hicks visited Chicago late Friday and the two sides came to

the agreement Sunday evening.

Last season, Hicks started the first three games of the season for the Saints before being traded to the Patriots, where he had 21 tackles and three sacks. The Saints drafted Hicks in the third round of the 2012 NFL Draft.

Bears general manager Ryan Pace and director of player personnel Josh Lucas were with the Saints’ scouting depart-

ment for that draft, so there is plenty of familiarity.

Hicks has played in 46 career games and four postseason contests. He has 140 tackles, 9.5 sacks, one pass defensed and one forced fumble.

The 26-year-old is the third player the Bears have signed for the front seven on defense, joining Danny Trevathan and Jerrell Freeman.

Cole Tucker, jr., G, DeKalb: Starting for the first time in his career, the second-year varsity player and point guard played more minutes than anyone else on the team, scoring 7.9 points per game and led the team with 4.1 assists and 1.6 steals per game for the Barbs, who won the Northern Illinois Big 12 Conference East for the second straight year.

Jack Mizgalski, jr., G, Sycamore: Mizgalski averaged 12.5 points per game to lead the Spartans. He also grabbed 3.3 rebounds per game and shot 45.5 percent on 3-pointers.

Michael Pollack, sr., G, DeKalb: Pollack averaged 14.9 points per game and shot 42.3 percent from long range and 85.7 percent from the line for the Barbs, who reached the Class 4A South Elgin Regional finals this year. He was also second on DeKalb with 4.2 rebounds per game and will play college ball next year at Division II Northern Michigan.

Ryan David, sr., F, Kaneland: The Knights were the only team to put a conference blemish on DeKalb’s record, and were the only area boys team to reach the sectional round, and David was a big part of that – averaging a team-high 13.1 points and 4.7 rebounds per game.

Luke Davis, sr., C, DeKalb: A varsity player since his freshman season, Davis capped a standout career averaging 14.3 points and 9.4 blocks per game for a Barbs team that won 17 straight games at one point this year. He was the unanimous Northern Illinois Big 12 Conference East Player of the Year for a second straight year and recorded 13 double-doubles this year. He finished his career with 1,156 points.

Executive function can improve Note to readers: This column is an update of one that ran originally in January 2013.

Dear Dr. K: An aging friend was told he has problems with “executive function.”

So, of course, I’m wondering what that is, if I also could have that problem, and what can be done about it. Could you explain?

Dear Reader: Executive function refers to a set of mental attributes required to make choices, plan, initiate action and inhibit impulses. While “executive function” is a term used to describe attributes of business executives, it applies to everyone.

For example, consider a stay-at-home mom who has to drive three young kids to different places at different times. And who must arrange for and monitor work that needs to be done on the house. And who is responsible for organizing the next family vacation. And who is “on point” (in the absence of dad) to settle disputes among the kids efficiently and with equanimity. That mom is demonstrating all of the attributes of executive function – and being paid nothing for it.

So ask yourself the following questions.

If you are responsible for planning something, is it clear what the steps are, and in what order? Will you be able to focus on the task at hand and ignore other tasks?

Will you be able to control any anger and impatience that might make you less efficient or effective? Do you shy away from asking others for help? Can you improve how you explain your vision or plans to others? If you’re easily distracted, does your smartphone always need to be on, or can callers leave text messages or voicemails? That’s just a partial list.

The good news is you can help preserve executive function by doing many of the

ASK DOCTOR K Anthony L. Komaroff same things you already should be doing to stay healthy. Older people who exercise, for example, have better executive function than those who remain idle. Aerobic exercise may be especially beneficial.

Lack of sleep scrambles executive function, so there’s another reason to get enough sleep. High blood pressure seems to have a harmful effect on executive function. So if you have it, make the lifestyle changes required and take the medicines prescribed.

Researchers are looking into whether certain drugs might help older people with executive function deficits. So far, the results have been mixed.

In the meantime, try the following to improve (or compensate for) your executive function: • Do what you can to eliminate distractions. As I mentioned earlier, go “off the grid” from your smartphone or computer.

• Pay attention to paying attention. In other words, work on maintaining focus.

• Make it a habit. Always put keys and other personal items in the same place so you don’t have to remember where you put them.

• Write it down. Lists and plans of action are a way of “outsourcing” executive function from the brain to a piece of paper or a computer file.

Alec thinks the boy will get a better education and improve his behavior if he lives in the city.

Against three no-trump, West was right to lead his fourth-highest heart, not the queen. Only lead an honor from three touchers (Q-J-10) or two touchers and a gap of one card to a near-toucher (A-Q-J or Q-J-9).

South plays dummy’s king in the hope that West holds the ace.

Now the spotlight falls on East.

The textbook says that if you win the first trick, you return the lowest from three remaining cards (or the higher from two). Here, though, if East leads back the heart six, it blocks the suit.

West wins with his jack and plays another heart, but East can take only two more tricks with his 10 and eight.

South then claims nine winners: two spades, two diamonds and five clubs.

From the Rule of Eleven (4 from 11 is 7), East knows that South started with only one heart higher than the four, which must be the jack (declarer misguessed at trick one) or the nine. If it is the jack, South must have begun with only two hearts; otherwise, he would have played low from the dummy at trick one to guarantee a heart trick. So, East should lead back his 10. Here, he wins the trick and plays another heart. But if South could cover the 10 with the jack, West must make that deduction about jack-doubleton and lead a low heart at trick three, not cash his nine from an original Q-9-5-4-3. Tough.
