Local resident Sally Stevens has given a gift to an area nonprofit that will keep giving well beyond her lifetime.

The DeKalb County Community Foundation recently announced that the former Northern Illinois University employee purchased a $1 million insurance policy and named the foundation as the beneficiary. Stevens, 85, retired from NIU in 1996 after working there for 32 years as secretary to the university president. She said the gift honors the organization, community and interests most dear to her.

Rhonda Gillespie: What made you want to purchase the insurance policy and donate it to the foundation?

Sally Stevens: This is my lifetime home. I was born in DeKalb and raised in Sycamore. I’m single, and I don’t have children to leave anything to. I’ve tried to do donations and contributions along the way to things that are near and dear to my heart. I thought, “Well, I’ve given to NIU where I worked for 32 years. I’ve given to the hospital, I’ve given to my church, and other things like that. But I hadn’t given anything very broad across DeKalb and Sycamore.”

I thought, really about the only way I could do anything that was a sizable contribution would be maybe to leave an insurance policy. I purchased the insurance policy and gave it to the DeKalb County Community Foundation. I pay the premiums every year. When I die, it’ll leave $1 million to the foundation. Then the interest on that $1 million every year will leave a very, very sizable interest that they can distribute in any way. The members of the DeKalb County Community Foundation executive board have always been people you can trust. So, I didn’t really put any specifications on what they do with the money when I’m gone. I want them to use their good judgment. They don’t need to give it to DeKalb or Sycamore. It can go any place in the county.

RG: How did you get connected with the DeKalb County Community Foundation?

SS: It was started by Charlie and Mary Roberts of DeKalb. I knew Mary Roberts when her parents were alive. In fact, she only lived about a block away from where I grew up. Even though she is a couple of years older than I am, we played together. So I’ve known the Roberts family since I was a little girl. When they made the original contribution and started the DeKalb County Community Foundation, knowing them as I did, I was really proud of what they had done. As I grew older and wanted to do a philanthropic thing for the community, I just decided it’s already there, all I have to do is be a part of that.

RG: How do you feel about knowing that your generosity could be of help to others for quite some time?

SS: It’ll go on forever after I’m gone. The policy is there, it will leave that $1 million – which they will invest. It will always be Sally Stevens’ donation. I’m very proud of it. I’m glad that I was able to do it. I couldn’t just write a check for $1 million. But this way, through an insurance policy, I can do it.

RG: The money to the foundation is undesignated. Is there anything, in particular, that you would like to see benefit?

SS: I have talked to Dan Templan, who’s the director of the foundation, and he knows some of my interests. He knows that I like music. I’m a big proponent of NIU music, and those kinds of things. And I’m also a No. 1 Huskie fan of football and basketball. And if there were something at the university, even though I’ve already given a great deal to the university, it could still go there. I love the city of Sycamore and DeKalb. I really have put a lot of trust in the designation that the executive board might do.

DeKalb Park District hosts second annual Polarpalooza festival

editorial@daily-chronicle.com DeKALB – Sunday afternoon’s snowfall transformed Lions Park into a beautiful winter wonderland for the DeKalb Park District’s second annual Polarpalooza Winter Festival.

Despite frigid temperatures, families braved the cold to enjoy a variety of free outdoor winter activities from ice skating to building snowmen to creating winter crafts while sipping hot chocolate.

The event was originally scheduled for Feb. 6, but the warmer weather earlier this month and muddy conditions forced the park district to postpone the event until Valentine’s Day. Ruthanne Atkinson, 12, wanted to get outside to build snowmen and was thrilled the weather cooperated.

“I made snow angels and made a bird feeder craft,” she said. “The cold doesn’t bother me. I’m having a lot of fun.”

Alise Goodman, a second-grader at Cornerstone Christian Academy, said she couldn’t wait to ice skate.

“The first time I skated, I fell a bunch of times, but the last time I skated I learned how to balance,” she said.

“I was really excited when my dad said we could come. I want to become a professional ice skater.”

The NIU hockey team took to the ice to help kids learn more about the sport.

J.C. Weems said the team always is looking for opportunities to get more involved with the community.

“I want to get kids more interested in the game of hockey, and we want to give DeKalb a reason to build an ice arena,” he said. “Any time we get a chance to skate outside on a manmade rink, we want to do it.”

NIU’s mascot, Mission, also made an appearance so he could mingle with the community. Morgan Neece, an ROTC cadet who was handling Mission, said Mission loves playing outside in the snow.

“We want to support the community and other NIU athletes are here, and part of NIU ROTC is being involved with the community,” she said. “Mission is great with people. He loves it.”

She believes it’s good for families to get outside over a long winter weekend.

“People are excited about an event that brings people together and outside where they can be active,” Doll said. “Our goal is to introduce the community to activities they can enjoy outside in the winter, and we wanted to build on the momentum from last year and get people back to the park.”

Phil Young, park district board president, said he wants to give citizens more events and activities yearround, and this is a good winter activity for families.

“Last year we had a good turnout, and wanted to do it again,” he said.

“There are a lot of different events (Sunday) for people to enjoy. We were hoping to get snow, so this is good.”

Dag Grada, park district commissioner, said it’s nice to have events such as Polarpalooza for the community.

“Many people get cooped up in the winter, and it’s good to get out, play in the snow and get away from electronics for a little while,” he said. “This has worked really well and we’re learning with each event and hope to build on it for years to come.”

Ice skating was the biggest hit of the day, especially for many of the children.

The rink was filled with kids and adults of all abilities playing hockey and figure skating.

Caden Lucarelli, 8, couldn’t wait to skate.

He came to Polarpalooza last year and said playing on the ice was his favorite part of the afternoon.

“It’s so fun just spinning around and I like skating with my mom and dad,” said the third-grader at Cortland Elementary School. “I also loved making the crafts and pinecones with my mom.”

Samantha Demunn brought her 8-year-old daughter Destiny Patton to

ice skate. She said her daughter was excited about skating.

“She asked if we could come and spend some mommy-daughter time,” Demunn said. “It’s good for her to get outside and enjoy winter activities and enjoy the snow before it’s gone.”

Jackie Owensby, an NIU student and event volunteer, said not only is Polarpalooza a lot of fun, but it is an environment that encourages learning.

“Kids can see real-life role models because the athletes aren’t Olympians, but just college student-athletes and they can aspire to be like them,” she said.

Aaron Malone, a park district employee and event volunteer, said seeing the smiles on everyone’s faces made the day special for him.

“It’s a good time to get people together as a community and have fun,” he said. “We have a little bit of everything, and even though it’s so cold, we got a good turnout.”

NIU remembers fallen students Community honors victims of 2008 campus shooting

“When I speak with those who were on campus Feb. 14, 2008, I am struck by how deeply they still feel the pain of that day,” NIU President Doug Baker told the Daily-Chronicle. “It was clearly a very dark hour in our history.”

Five students lay dead in a Cole Hall classroom Feb. 14, 2008, after a gunman opened fire: Gayle Dubowski, 20, Catalina Garcia, 20, Julianna Gehant, 32, Ryanne Mace, 19, and Daniel Parmenter, 20. Nineteen others were wounded.

Sunday’s air temperature was frigid, and the brisk snowfall slightly covered the makeshift shrines of roses, stuffed bears and crosses that were placed near the granite walls outside Cole Hall that bear each victims’ name.

Lorel Dubowski imagines that her daughter, Gayle, would be living a vibrant life now, likely fulfilling her dreams of helping those less fortunate.

“She was very creative, quite a piano player and singer. She loved life, she loved people,” said Dubowski, who was accompanied Sunday by her husband, son, granddaughter and a family friend who survived the shooting. “She wanted to travel to different countries ... and help people, help or-

phanages.”

The families acknowledge their individual loss, but say they also return to the Reflection Wall to support each other.

The five walls are part of the Memorial Garden, the official commemoration the school erected to remember the victims. “Forward, Together Forward,” the memorial’s theme, is also inscribed on them.

Joseph Dubowski, Gayle’s father, said he and is family return to campus on this day each year also “to stand

shoulder-to-shoulder with the families who lost their children as well.”

The massacre, which rocked the campus and made headlines around the world, was the first of its kind for the NIU first responders.

Although paramedic Karen Clifton started her shift hours after colleagues responded to the scene, she stood in the frigid temperatures Sunday to pay respect to the fallen Huskies and their surviving loved ones.

She was among the dozens who were there “out of respect for the

families,” she said.

“They deserve it,” Clifton said.

The incident predated Baker’s arrival as president, but he said he remains in awe of how students, faculty and staff have vowed to move forward.

“I am always amazed at the resiliency they display,” he said. “Rather than allowing that moment to negatively define NIU, it has inspired us to work toward buidling a stronger community, and it continues to motivate those efforts to this day.”

Doris Arlene (Johnson) Silvius, was called home to our Lord on Feb. 13, 2016, surrounded by her family.

She was born on June 25, 1919, in Kingston Township to Oscar and Della (Baker) Johnson. On Jan. 23, 1943

she married Edward James Silvius, they celebrated 51 years of marriage. He preceded her in death on April 26, 1994.

In her young adult life she worked for Osters Manufacturing and Tricker Motors during World War II. Then she became a sales clerk for Coras Schoolmaker.

At that time she started her family and was eventually very active in Girl Scouts and Boy Scouts as den mother and leader.

After her children were grown she worked for GTE, retiring after 15 years of service.

Throughout her life she was a member of the White Oak Grange, joining at the age of 13.

She held different offices and was the master of the White Oak Grange Kingston, Pomona Grange of DeKalb County and later in life she was a member of Ney Grange, State Grange, and Northern Grange group.

She was also the president of the Senior Citizens group of Genoa.

She had many hobbies which included crocheting, sewing and playing cards.

Most of all she loved hosting parties and family gatherings.

She was a longtime member of St. Catherine’s Catholic Church of Genoa.

At one point she was the president of the Altar and Rosary and actively sang in the choir.

She is survived by her two daughters, Priscilla (Ron) Carpenter, Beverly (Rob) West; and her son, Vincent Silvius; 6 grandchildren, 11 great-grandchildren, 10 great, great-grandchildren.

She was preceded in death by her parents, two sisters and four brothers.

A funeral service will be held at 10:30 a.m., Wednesday, Feb. 17, 2016, at St. Catherine of Genoa Catholic Church, 340 South St., Genoa, IL, with The Very Most Reverend Donald M. Ahles officiating.

Visitation will be from 5 to 8 p.m. on Tuesday, Feb. 16, 2016 at Cooper-Quiram Chapel, 202 East Main St., Genoa, IL, and from 9:30 to 10:30 a.m. on Wednesday, Feb. 17, at the church.

Real estate agent names home plans after fallen soldiers For more information

SYCAMORE – Army and Air Force veteran Travis Velazquez has found a unique way to remember friends and fellow soldiers who were killed in action: He’s naming houses after them.

Velazquez, a real estate agent at Elm Street Realtors in Sycamore, first had the idea when an old high school friend, Joe Gunderson, owner of Gunderson Homes LLC, asked him to be the agent for a project he was working on.

“Joe approached me a month or two ago to be his Realtor, since he was having floor plans designed,” Velazquez said. “I didn’t want the plans to have generic names, I wanted them to be meaningful. So I thought, why not use the last names of people I’ve known that were killed in action? It would be a great tribute to prove that they’re not forgotten.”

Velazquez first had the idea after his best friend, Army Chief Warrant Officer 2 Jose Montenegro Jr., was killed in action in 2012. Montenegro was battling Taliban fighters in Afghanistan when his helicopter malfunctioned and crash-landed. He died from injuries he suffered in the crash.

“He was a helicopter pilot, and he died in a crash during an election year,” Velazquez said. “There was virtually no coverage about it, when it should have been a big story. When I saw that happen, I wanted to bring recognition to fallen soldiers, to honor their memory.”

Gunderson immediately agreed with Velazquez’s idea.

“When he pitched the idea to me, I thought that it was great,” Gunderson said. “I don’t think that there’s enough recognition for fallen soldiers. Too often, they’re not remembered.”

They have been modified from the 1990s to make them modern and feature what today’s buyers are looking for. Each home will be completely custom in design, built to the owner’s preferences.

“If someone is interested, they can sit down with us and talk details about how to make the home suit them,” Gunderson said. “From the finish work inside, tapered columns, dormers, even that farm or rustic look, the possibilities are endless. We build true custom houses.

No two houses look the same, and the designs are tailored to each of my customers.”

Once a custom floor plan is created, the goal is to have the house built five months after groundbreaking. Gunder-

son said he is working to make the custom houses affordable; pricing starts in the middle $200,000s.

Velazquez said he chose the name of each house because the house’s characteristics remind him of a certain person. He named a house “The Bourdon” in memory of Army Staff Sgt. Elvis Bourdon, who was killed in action in 2004 when his military vehicle came under attack by small-arms fire and grenades in Baghdad.

Velazquez chose the name “Bourdon” because the house is large and two stories, and Sgt. Bourdon was a tall man, standing more than 6 feet tall.

Other names chosen include “The Narvaez,” “The Powell” and “The Venetz.”

Before naming a house design after a soldier, Velazquez asks the soldier’s

family members for permission. When he asked Bourdon’s wife, Mary, if he could name a house after her husband, she replied, “Thank you is not enough to say. … We are grateful and touched by yours and their kind gesture to honor the families of the fallen in this special way.”

Gunderson said he already has three clients interested in creating a custom home named in honor of a fallen soldier.

Although both Velazquez and Gunderson are based in Sycamore, they will work on designing and building houses within a reasonable distance. They also are willing to help families honor their own fallen soldier by helping them create a floor plan in their memory.

When the houses are built, Velazquez plans on installing a gold medallion with the soldier’s image and information in the concrete of the house’s front step. Families of the fallen soldiers also have expressed an interest in visiting the houses named for their loved one once they are built.

“I wanted to give meaning to the houses, so that each house comes with a back story people can learn about and be proud of,” Velazquez said. “It’s all about honoring soldiers and their memory. I want people to learn about them and their lives. There are so many other fallen soldiers out there with stories as well. Doing this is a small token of appreciation for the ultimate sacrifice they made. This is just one small way I can show my gratitude.”

GOP state’s attorney candidates cranking up campaigns

browland@shawmedia.com SYCAMORE – In the race for the Republican nomination to challenge incumbent DeKalb County State’s Attorney Richard Schmack, candidate Rick Amato started the year with the largest campaign war chest, but has been criticized for his voting record.

Amato, a Sycamore attorney, started 2016 with more than $18,000 in campaign receipts and $9,700 on hand. Most of the funds are loans Amato made to his campaign committee. He has loaned his campaign more than $17,000, according to filings with the state board of elections.

Former DeKalb County State’s Attorney Clay Campbell’s campaign committee had receipts of $1,055.12 and the same amount on hand. Hinckley attor-

ney Charles Rea established a campaign committee in November, but didn’t file a quarterly report for the period ending Dec. 31. He said he hasn’t yet held a fundraiser, but that his campaign signs would start going up in the next week.

Amato said his cash lead shows he’s a committed candidate. His opponents said they aren’t worried, but seized on Amato’s voting record, which shows he has pulled Democratic ballots in four of the past six primaries. The last time he took out a Republican ballot was in the March 2006 primary, according to DeKalb County election records. Amato didn’t vote in DeKalb County in 2014, county records show.

“I don’t know how you consistently vote Democratic and then come out as a Republican,” Campbell said. “It’s a little bit disingenuous.”

Rea said “the voters can make their own decisions” about Amato’s voting record.

Amato said that he is a Republican, but pulled Democratic ballots so he could vote for who he thought was the most qualified candidate in local races regardless of party affiliation.

DeKalb County Republican Party Chairman Steve Kuhn said he had talked to Amato about his voting record early on and called it a “nonissue.”

Kuhn said Amato is a member of the DeKalb County Republican Party.

Amato’s firm, the Law Office of Amato & Sheen, has donated to candidates from both parties. In February 2012, for example, the firm donated $500 to Campbell’s campaign.

After Democrats picked Schmack to enter the race in May 2012, Amato’s

firm donated $500 to Schmack’s campaign as well, records show.

Most of the firm’s donations have been to candidates in local races, primarily those running for the state’s attorney’s office or a judgeship.

Asked about the 2012 donation from the Law Office of Amato & Sheen, Schmack said he took it at face value.

“I assume he gave me money in 2012 because he thought I was the best candidate for the job in a race between myself and Clay Campbell,” Schmack said.

Amato said he had put money aside to finance his campaign and that he felt this was the best time for him to run for the position.

“I have credibility,” Amato said, “from the street level up through the courthouse.”

Obama reignites political maps debate

By SARA BURNETT CHICAGO – At first blush, it may have seemed like a rare moment of bipartisanship at the Illinois Capitol: Democratic President Barack Obama called for changes to a process for drawing political maps that too often favors one party, bringing Republican lawmakers to their feet.

“In America, politicians should not pick their voters; voters should pick their politicians,” Obama said during last week’s speech in Springfield, echoing comments from his final State of the Union address.

But Illinois’ redistricting process is shaping up to be one of the biggest battles of 2016, as a bipartisan group of supporters and Republican Gov. Bruce Rauner push to put a measure on the November ballot and opponents, including some top Democrats, argue it would “devastate the voices of minority communities.”

Here’s a closer look at the issue:

In Illinois and many other states, the political party in power controls the once-a-decade process of drawing legislative and congressional district boundaries. New Ill. law means fewer emergency dispatch centers

BELLEVILLE – A new Illinois law aimed at consolidating local government services will significantly reduce the number of separate emergency dispatch centers in parts of Illinois.

The Belleville News-Democrat reported the law requires counties with at least 250,000 residents to cut by half the number of 911 call centers by July 2017.

There are eight such “public safety answering points” in St. Clair County and 16 in neighboring Madison County.

A new group known as Independent Maps announced last year it would try again, saying it learned from the previous legal battle and is confident that its latest proposal will withstand a court challenge. The group has gathered about 500,000 of the roughly 600,000 petition signatures it hopes to collect by the end of April to get the measure on the ballot.

Harvey man charged in toddler’s scalding

CHICAGO – A suburban Chicago man has been charged with aggravated battery to a child after the 1-year-old son of his live-in girlfriend suffered severe burns from scalding hot bath water.

Michael Barber of Harvey was jailed Saturday in Cook County. Bail was set at $2 million for Barber, who is in his mid-20s.

Prosecutors said the child remains hospitalized awaiting skin graft surgery for second- and third-degree burns to his feet, buttocks and genitals after the

The commission members would be selected by a review panel chosen randomly from a pool of registered voters who adhere to “standards of ethical conduct.”

Some Democrats and minority voters – including several who were part of the 2014 lawsuit – still are expressing concern, however.

They’ve formed a group known as People’s Map to oppose the initiative.

According to documents filed with the Illinois State Board of Elections, Madigan’s lawyer Michael Kasper also is representing the group.

Chicago resurrects idea of express train to O’Hare

CHICAGO – Mayor Rahm Emanuel’s administration is resurrecting the idea of an express train to whisk business travelers and tourists between downtown Chicago and O’Hare International Airport.

The city said an engineering firm will spend the next 10 months evaluating potential routes, drafting designs and coming up with a construction timeline and cost estimate.

If the plan moves ahead, Aviation Commissioner Ginger Evans told the Chicago Tribune the city would look for a private

Hooker said that under the proposal, there’s no way to ensure minorities will be represented on the commission. He also said there’s no guarantee minority communities would be “protected” – essentially kept together in the same district in numbers large enough to influence a vote. That would lead to less minority representation in the Legislature, Hooker said.

Independent Maps spokesman Jim Bray denied Hooker’s claims. He said the proposed amendment requires diversity on the commission and states that legislative districts “shall not dilute or diminish the ability of a racial or language minority community to elect the candidates of its choice.”

Bray also said Obama’s push for change “deflates” opponents’ arguments.

“I don’t think President Obama would be out advocating these kinds of redistricting reforms if they reduced minority representation,” he said.

EAST ST. LOUIS – A southwestern Illinois woman has been sentenced to five years of probation and ordered to pay restitution for stealing more than $34,000 from a Medicaid health care program.

Prosecutors said 55-year-old Ann Marie Sheppard of O’Fallon submitted fraudulent bills for personal assistant services that she never provided. The program she was falsely billing for nearly two years is designed to let people remain in their homes instead of entering nursing facilities.

Scalia’s death means loss of key vote in divided cases

WASHINGTON – Justice Antonin Scalia’s death deprives conservatives of a key vote that could change the outcome in some major Supreme Court cases, including one in which labor unions appeared headed for a big defeat.

Next month’s Supreme Court arguments in a clash over contraceptives, religious liberty and President Barack Obama’s health care law also now seem more likely to favor the Obama administration.

Those are the most immediate effects on the court after the loss of its conservative icon and longest-serving justice.

It’s a firm Supreme Court rule that decisions are not final until they are handed down. So nothing Scalia did or said in pending cases matters to the outcome.

“The vote of a deceased justice does not count,” veteran Supreme Court lawyer Roy Englert said Sunday, a day after Scalia was found dead in his room at a west Texas ranch.

Subtracting Scalia’s vote from cases in which he was in the majority in a 5-4 split leaves the result tied, four a side.

The remaining eight justices have two options in that situation: They can vote to hear the case a second time when a new colleague joins them, or they can hand down a one-sentence opinion that upholds the result reached in the lower court without setting a nationwide rule.

A second round of arguments seems less likely at the moment because a new justice may not be confirmed until the next president is in office.

A tie vote, by contrast, resolves the case at hand and allows the legal issue to return to the court at a later date when there is a ninth justice.

Public sector labor unions had been bracing for a stinging defeat in a lawsuit over whether they can collect fees from government workers who choose not to join the union. The case affects more than 5 million workers in 23 states and Washington, D.C., and seeks to overturn a nearly 40-year-old Supreme Court decision.

Now, what seemed like a certain 5-4 split, with the conservatives in the majority and the liberals in dissent, instead looks like a tie that would be resolved in favor of the unions, because they won in the lower courts.

“That’s a big loss. It was all teed up and it looks like it’s not going to go anywhere now,” said Brian Fitzpatrick, a Vanderbilt University law professor who once served as a law clerk to Scalia.

But it has left open the question of whether states must count all residents, including noncitizens and children, or only eligible voters in drawing district lines.

The court’s upcoming look at the health care overhaul will be its fourth case involving the 2010 law. This time, the focus is on the arrangement the Obama administration worked out to spare faith-based hospitals, colleges and charities from paying for contraceptives for women covered under their health plans, while still ensuring that those women can obtain birth control at no extra cost as the law requires.

The faith-based groups argue that the accommodation still makes them complicit in providing contraception to which they have religious objections.

A tie vote here would sow rather than alleviate confusion because the appellate courts that have looked at the issue have not all come out the same way.

That prospect suggests that Justice Anthony Kennedy will join the court’s four liberal justices to uphold the arrangement, Supreme Court lawyer Thomas Goldstein said.

Washington can help bring an end to voter anger Democratic and Republican party elites have found common ground: Panic over what happened Tuesday in New Hampshire.

For an antidote to their anxiety, they might consider changing the way they do business in Washington.

Voters in both major parties are demanding something – anything – different from the dreary gridlock and acrimony they’ve known for much of the past decade.

Yet Washington appears impervious to the tremors rattling the presidential campaign.

President Barack Obama presented his $4.1 trillion budget to Congress on Tuesday, where it was met with the usual verdict: Dead on arrival.

The budget, which fleshes out Democratic priorities, is largely a symbolic exercise, since the White House and Congress struck a twoyear spending deal last fall.

Republicans are struggling to produce their own budget, and they seem unlikely to realize the dream of returning to an orderly appropriations process.

True, there will be no government shutdown, which is something to be grateful for.

But it’s hard to find much solace in Washington’s stasis.

As usual, Washington’s perpetual antagonists appear to have agreed not to cooperate.

Curiously enough, comity was a main theme of the speech Obama delivered to the Illinois state Legislature on Wednesday.

“There are a lot of good proposals out there, and we have to work to find ones that can gain some bipartisan support,” he said.

In fact, Obama and congressional leaders have shown the capacity to find common ground when it suits them – as they did last fall when the spending deal came together. Obama and House Speaker Paul Ryan, taken at their word, actually have more than a few issues on which they appear to have areas of agreement: criminal justice reform, drug addiction treatment, poverty, trade, vocational training, visas for highly skilled workers, and even tax reform.

If mainstream politicians of both parties are truly alarmed by the rise of Bernie Sanders and Donald Trump, and the vague and troubling-isms that each represents, they can address the root cause and actually do something to blunt the insurgents’ advance: Make Washington work better.

Putting the brakes on clean power While Washington was glued to the New Hampshire primary results, the Supreme Court dropped a bombshell, placing a hold on the core of President Obama’s global warming policy, the Clean Power Plan. This inevitably will prompt speculation that the five conservative justices meant to tie up the program in litigation until Obama is out of office; but there are more charitable interpretations. What would not be so understandable is if the court ultimately ripped the plan apart.

Technically, the law’s challengers needed to show “a likelihood of success on the merits” to warrant a stay. They did not convince a federal appeals court that they deserved one. But in a 5-to-4 decision, the Supreme Court took the extraordinary step of overruling that call. It is hard to divine the justices’ thinking, but there are several reasons, beyond pure partisanship, that could have

motivated them. Half the states are challenging the Clean Power Plan; the justices may have felt that this wide body of states deserved some respect and acknowledgement. Or they still may be smarting from a decision they made last term, in which they struck down an Environmental Protection Agency rule only to hear boasting from environmentalists that companies had largely complied with the voided rule before the decision came down.

All that said, the Clean Power Plan’s challengers do not have as strong a case as the court’s remarkable action would seem to suggest. They rely heavily on the notion that the Obama administration should be barred from using a powerful Clean Air Act tool to set emissions standards on power plants, although there is no more fitting tool to the task in the act.

They also condemn how the EPA would use that standard-setting

power, insisting that the agency look at individual facilities rather than state power systems as a whole, which would make the rule much more expensive or much less powerful. Should the challengers prevail on the grounds they propose, the Supreme Court may rule that the EPA has the power to regulate the greenhouse gases – but not effectively.

The impact of Antonin Scalia’s death Saturday remains to be seen.

As it is, the stay will have policy effects. The EPA will not be able to do anything but cooperate with states that voluntarily seek to cut greenhouse gases to prepare for the eventuality that the Clean Power Plan is implemented. The compliance time frame is years long, but states and utilities should be working now, because electrical utility investment and planning takes time.

VIEWS Cynthia Tucker Democrats have been trying to pass a version of universal health care since the days of Franklin D. Roosevelt.

But conservatives have fought every proposal that would increase access for ordinary Americans, including Medicare; Ronald Reagan, then a neophyte political activist, toured the country campaigning against it.

Bill Clinton made universal health care a cornerstone of his presidential campaign in 1992, and he appointed his wife, Hillary, to head a task force to propose legislation after he won. They tried mightily to pass it, but conservatives denounced it, and the insurance industry spent millions to defeat it.

That’s why President Barack Obama brought the insurance industry on board when he started toward the Affordable Care Act. He knew he needed their support to have a prayer of passage. So the ACA preserves the business of selling health insurance through private companies.

Still, it has helped millions of families; nearly 9 million more Americans

had health insurance in 2014 than the year before, according to government data.

Would a single-payer plan have been even better? You bet. But listen to Obama’s former aide, David Axe rod, describe the difficulties of trying to pass such a proposal.

“I support single-payer health care, but having gone through health reform, we couldn’t even get a national consensus around the public option! It was Democratic votes that were ultimately missing on that issue,” Axelrod remembered. (The public option was a proposal for a government-run health insurance plan to compete with private health insurers.)

History shows that Obama and his allies spent months trying to make the ACA more palatable to conservatives to entice a few GOP votes. Actually, the mandate requiring that all adults have health insurance was originally a conservative idea. While the federal government provides subsidies to help families with modest incomes buy insurance, it doesn’t pay the full cost.

(Obamacare also sets aside billions for states to expand Medicaid, but the Supreme Court made that optional, and many states have refused to expand.)

Still, the ACA did not get a single

Republican vote in the end – not one.

Republicans still are trying to repeal the law, taking more than 60 votes in Congress and going to the Supreme Court with challenges. Most of those Republicans will be easily re-elected to Congress.

Given recent history, it’s clear that Sanders’ plan would face very long odds – and that’s before details become clear. The Vermont senator proposes an extraordinary range of patient care – dental and vision coverage, mental health care, long-term care – while, he says, saving trillions of dollars. Many health care experts say that can’t be done, so health care spending would likely increase. You don’t have to be a conservative voter to fear where that would lead us.

If Vermont’s audacious senator has a plan for overcoming an ultraconservative GOP caucus in Congress, a right-leaning U.S. Supreme Court, and millions of voters who still flinch from the word “socialist,” he ought to lay it out. It would be quite a revolutionary plan, indeed.

How to predict N. Korea’s actions from history

The Washington Post North Korea is as unpredictable a regime as a political scientist might imagine. Its decision-making is secret. Its leader is a poster child for the madman theory: The idea that simulating insanity may be a useful tool of intimidation.

Yet, a new paper by economists Andy Kim, Hyoung Goo Kang and Jong Kyu Lee suggests that North Korea’s aggressive military and diplomatic actions do follow some predictable, though surprising, patterns.

The authors analyzed 287 of the country’s military and diplomatic interactions between 1999 and 2012. They assign different levels of hostility to these actions, with missile tests as the most aggressive category.

They then examine whether a range of different variables can predict the more aggressive acts. Two findings stand out.

Read British newspapers

The first standout finding comes from their coding of print journalism. The authors collected more than 70,000 newspaper reports about North Korea. For each article, they used automated text analysis to code how negative the tone of the article was. They then examined whether highly negative reports were correlated with an aggressive North Korean action one or two days later.

It turns out that the tone of newspaper reporting did help the model predict North Korean aggression, improving its predictive value by as much as 47 percent.

But here’s what’s really surprising: South Korean and U.S. coverage didn’t correlate with North Korean action. Only British news stories did. This doesn’t imply that the articles’ attitudes prompted those actions – only that we can systematically observe those negative British articles coming before the aggressive actions.

The authors suggest this is so

because British journalists may have more information about what’s happening in North Korea. The United Kingdom has an embassy in North Korea, unlike either South Korea or the U.S. That’s consistent with another finding by Andy King and Hosung Jung that British hedge funds show the most significant abnormal short-selling of the South Korean stock market (KOSPI) index two to three trading days before North Korean military actions.

Take note of Dear Leader birthdays

The second key finding is that North Korea is more likely to undertake aggressive acts within five days of a past or present “Dear Leader” birthday. That wasn’t true for organizational anniversaries, such as the establishment of the North Korea government (Sept. 9), the Army (April 25), or the Labour Party (Oct. 10).

A note of warning: Kim Jong Il’s birthday was Feb. 16, so we’re in the danger zone.

That’s a reminder – in case we

had forgotten – that North Korea is a personal dictatorship, with an agenda focused much more on entertaining the “Dear Leader” than upholding the country’s institutions.

So how does this matter?

North Korea’s recent satellite launch, which apparently flew over the Super Bowl site last Sunday, illustrated once again that the country will continue to take actions that are threatening to South Korea and the international community. We don’t know if the South Korean and U.S. governments have predictive models based on classified information that perform better than this one.

This analysis shows even these highly secretive and seemingly random actions follow somewhat predictable and publicly observable patterns.

Bernie Sanders is a proud and self-described socialist, a veteran Vermont senator who wants to bring some European ideas to the United States.

One of those ideas is a single-payer health care system: a government-funded program in which the patient bears little to no cost. Sanders describes it as “Medicare for all.”

It’s an excellent idea. The U.S. is the richest country in the world, and it ought to grant every citizen guaranteed access to doctors and hospitals. That’s what Canada, Japan and the countries of Western Europe all have done.

But Sanders is vague – and his supporters quite naive – about the prospects of bringing a single-payer system to the U.S. He insists that he could accomplish that in a prospective first term “if many millions of people demand it.”

Here’s the rub: They won’t – at least not in the systematic and sustained manner that would be required to bring about that sort of, well, revolutionary change to the American medical-industrial complex.

There’s a reason that the U.S. doesn’t have “Medicare for all”: politics. Do Sanders and his supporters remember the epic battle to pass the Affordable Care Act?

Museum plans presentation on ‘Visiting the White City’ DAILY CHRONICLE The 1893 World’s Fair was an amazing time for Chicago, but also for Sycamore.

Just a train ride away, local residents visited, worked at and helped build “The White City.” Others opened their homes to guests preferring to lodge a little further away from the hustle and bustle of the big city.

The Sycamore History Museum will host Russell Lewis, chief historian at the Chicago History Museum, at 7 p.m. Thursday, Feb. 18. He will present “Visiting the White City.”

During this program, Lewis will

describe in images and words the where and how of the fairgrounds and the buildings that were constructed.

He will also “tour” the main sections of the fairgrounds and their buildings: the Court of Honor, the Wooded Isle, the foreign and state buildings, the exhibits, and the Midway. Finally, he will briefly look at the destruction of the fairgrounds and the legacy of the fair for Chicago today.

HUSKIES STAY CALM Armstead drills pair of free throws in closing seconds to down Akron Northern Illinois 80, Akron 79

jseverson@shawmedia.com DeKALB – The Convocation Center was silent as Aaric Armstead went to the line to shoot his second free throw.

With less than two seconds left and the score tied, the biggest home crowd of the season erupted after the Northern Illinois junior guard sank the free throw to give the Huskies a dramatic 80-79 win Saturday over Akron.

“Just be calm, don’t panic – situations like that, people have a tendency to get riled up and be too emotional,” said Armstead, who scored 21 points and had eight rebounds and came up with seven critical points in the final 2:20 of the game. “Once you’re put in that situation before – probably not in my college basketball career have I been in that situation, but AAU basketball and high school basketball – it prepared me for that.”

The win snaps a five-game losing streak for the Huskies, who improved to 17-8 overall and 6-6 in the MAC West. Akron, which still carries the best record in the conference, fell to 20-5 overall and 9-3 in the MAC East.

In the previous meeting between the two teams, NIU lost, 76-66, at Akron, which started the Huskies’ losing streak.

NIU sophomore big man Marin Maric had his 11th double-double of the season with 17 points and 11 rebounds. Freshman guard Laytwan Porter had 10 points off the bench.

However, the afternoon belonged to Armstead.

In a game that was tied 11 times and had 10 lead changes and featured a 17-3 run by the Huskies to get back into it, Armstead had a highlight-reel put-back dunk to give the Huskies a 73-71 lead with 2:20 left. After Akron retook the lead, Armstead rebounded a missed 3-pointer by Travon Baker and completed a 3-point play to put NIU ahead, 78-77, with 37 seconds left.

When Akron went back up, 79-78, after a pair of free throws with 14 seconds remaining, Armstead was fouled by Johnson after driving to the center of the lane. It sent him to the line with 1.7 seconds left.

“Glad that I had Aaric Armstead on my team today,” NIU coach Mark Montgomery said. “He had to make

The season-high crowd of 3,457 switched between quiet and raucous when Armstead was shooting his free throws and when they both went in.

After coming into the season as the Huskies’ leading scorer in 201415, Armstead has had an up-and-down

season so far, but has emerged lately.

Including the performance against Akron, Armstead is averaging 19.3 points and 7.7 rebounds on 52.8 percent shooting in the past three games.

In the Kent State game Tuesday, Armstead’s hot shooting late helped the Huskies mount a dramatic comeback that fell short in a 75-74 loss to

the Golden Flashes.

“It was a carryover from the Kent State game, he was clutch in that game,” Montgomery said. “It seemed like he took it even more to heart – just find a way to win the game. ...

From my view, it looks like he’s got his swagger back and his mojo. He came out very aggressive with his jump shot and rebounding the basketball and getting to the foul line.”

More important than Armstead’s strong play, however, is that the Huskies finally snapped their five-game losing streak. After starting out 16-3 overall and 5-1 in conference, NIU lost four straight by double-digits and dropped the heart-breaker to Kent State.

“It’s a lot of weight off,” Armstead said. “From a viewer’s standpoint, we finally had a great season and then we go on a losing streak. We know our team better than anybody else, so we knew we were going to break our losing streak, it was just a matter of when. Good teams don’t lose forever.

We proved we’re a pretty good team tonight.”

A display featuring Jim Bradley was unveiled Saturday in the south lobby of the Convocation Center in DeKalb.

Northern Illinois held a ceremony unveiling a display honoring Bradley’s appearance in a 1971 edition of Sports Illustrated.

Bradley’s status borders on folk hero DeKALB – Jim Bradley is now a folk hero at Northern Illinois.

Dubbed the best player in NIU men’s basketball team history, his Paul Bunyan status was clear during a ceremony unveiling a display honoring his appearance in a 1971 edition of Sports Illustrated on Saturday at the Convocation Center.

Bradley’s early death in 1982 at the age of 29 – while preparing to try out for the Portland Trail Blazers – only feeds the mystique of the player who got a picture in the nation’s premier sports magazine before he played a single game for NIU. “I’m truly amazed that he’s still in people’s hearts. Obviously, he’s still in mine,” said Pam Fitzgerald, who met Bradley after his NIU days and was engaged to him when he was killed and now lives in Eastern Oregon.

“Every now and then something like this comes up and makes you think, ‘People still remember.’ They still remember him and love him.”

When Bradley was killed in Portland, Oregon – changing his folk hero status temporarily into the lead of a Shakespearean tragedy – Fitzgerald was nearly eight months pregnant with his son, Jamahl.

On Saturday, Jamahl, now 34, gave his thanks to the university for honoring his father, a man that he only knows through stories from others.

Bryant leaves an All-Star Game winner as West rolls to victory

TORONTO – Kobe Bryant said his NBA All-Star Game goodbye and the next generation of the West’s best sent him off a winner, rolling to a record-setting 196-173 victory over the East on Sunday night.

The first All-Star Game outside the U.S. was the highest-scoring ever, with both teams scoring more than any team had ever managed. Bryant didn’t provide much of the offense but many of the memories.

“To see him now, it’s like the passing of a generation,” West coach Gregg Popovich said. “He’s been such an iconic figure for so long, and he passes it on to that other group of young guys that you saw out there tonight.”

Bryant finished with just 10 points, so few that he lost his career lead in All-Star Game scoring to LeBron James, even though James also had a

quiet night.

But Russell Westbrook scored 31 points in his second straight All-Star MVP performance, Stephen Curry added 26, Anthony Davis 24, and Kevin Durant 23.

Paul George finished with 41 for the East, tying Westbrook’s total from last year in New York that was one off Wilt Chamberlain’s record. John Wall added 22 points.

James finished with 13 points, just enough to move ahead of Bryant for most ever in the All-Star Game. He has 291, while Bryant, who is retiring after this season, leaves with 290.

He checked out with 1:06 left to cheers and hugs from his fellow AllStars, who now put up points in bunches the way Bryant did for so long.

Bryant had seven assists and six rebounds, but shot just 4 for 11 in a game where there isn’t really much defense and had never been less. The 369 combined points were 48 more than

last year’s record, and both clubs blew away the previous individual team record of 163.

But people just wanted to see Bryant play, not necessarily play well.

The pregame was a celebration first of Canada, then of Bryant.

A video message from Dr. James Naismith, the Canadian who invented basketball in the early 1890s, was followed by player introductions by two-time NBA MVP Steve Nash and Grammy winner Drake. Canadian Nelly Furtado sang her country’s national anthem.

Then it was time for two video tributes for Bryant, whose 18 All-Star selections are second only to Kareem Abdul-Jabbar.

Bryant thanked fans who have given him more than 30 million votes in his career, and as he finished speaking all the All-Stars lined up in the background to salute him.

against James – neither team had a true center voted to the starting lineup – and each East starter took a turn early covering Bryant.

Toronto hosted the first NBA game Nov. 1, 1946. Neither Naismith nor anyone who saw that game would recognize the way it looked Sunday.

Curry and Durant launched shots from spots where only buzzer-beating heaves were once attempted, and Westbrook put together another combination of speed and force that turned it into a rare All-Star blowout in the second half.

The West has won five of the past six even without longtime mainstay Bryant, who hadn’t played since 2013 because of injuries.

But players like Westbrook, Durant and Curry are more than ready to shoulder the load.

The West led 92-90 at the break, both teams surpassing the previous record of 89 points in a half.

DeKALB – The Northern Illinois women’s basketball team had a 14-point lead heading into the fourth quarter against first-place Central Michigan.

Then it evaporated.

The Chippewas had a dominating fourth quarter and stole a 73-67 victory from the Huskies on Saturday afternoon at the NIU Convocation Center.

“From a coach’s standpoint, you could see it – we got tentative,” NIU coach Lisa Carlsen said. “We got some good shots and we didn’t knock them down.”

The Huskies (10-13 overall, 3-9 in MAC West) led 57-43 after three quarters against the MAC West-leading Chippewas (17-7 overall, 11-2 MAC West). However, Central Michigan opened the fourth with a 13-0 run and eventually outscored the Huskies 3010.

NIU freshman shooter Courtney Woods scored a team-high 17 points on 7 for 13 shooting before fouling out. Junior guard Ally Lehman had 13 points, seven rebounds and eight assists, freshman Mikayla Voigt had 13 but went 1 for 8 from the 3-point line

and sophomore post Kelly Smith added 11 in the loss for the Huskies.

Central Michigan senior guard Da’Jourie Turner scored a game-high 24 points – including 14 in the fourth quarter – to lead three Chippewas in double-figures.

The Chippewas, who outrebounded the Huskies 51-29 and had 15 offensive rebounds, have now won eight in a row, including a 95-63 blowout over the Huskies on Jan. 13 in Mt. Pleasant.

The Huskies led for nearly the entire game – pushing their advantage to 18 midway in the third quarter – before Central Michigan took the lead for good on a 3-pointer by Cassie Breen with 2:26 left. On the day, the Huskies led for 35:54 of the game, while the Chippewas only led for 3:50.

“We came out of the locker room and executed the game plan; I couldn’t be happier with how we played for three quarters,” Carlsen said.

In the first half, the Huskies shot 5 for 10 from the 3-point line before going ice cold in the second half – finishing 1 for 15 (6.7 percent) in the final two quarters and missing all six attempts in the fourth.

Huskies post season best to down Broncos

sports@daily-chronicle.com DeKALB – The Northern Illinois University women’s gymnastics team edged out Western Michigan on Sunday, 195-194.2.

The Huskies won every section of the meet and earned their highest team score of the year to improve to 4-5 overall and 1-3 in the Mid-American Conference. The Huskies started the meet on the vault and set the tone for the rest of the afternoon. The Huskies’ final results in each event were 48.825 in vault, 48.8 on the uneven parallel bars, 48.6 on the balance beam and 48.775 on the floor.

“We looked really, really good today,” NIU coach Sam Morreale said.

“It’s been something we’ve been striving for, getting four good events in and five good counting scores for each event all in the same day, and we were able to do that today. We had some misses here and there, but overall I’m pumped the way the kids responded today. When one girl missed, the next one up hit everything. This is our high score of the year, so we’re pretty happy with that.”

On top of winning each event, NIU also had two gymnasts finish in the top four of each event – Andie Van Voorhis and Megan Greenfield finishing first and second on the vault with scores of 9.875 and 9.8, Ashley Potts and Lauren Africano finishing second and third on the uneven parallel bars with an even score of 9.8, Megan Greenfield and Andie Van Voorhis finishing first and fourth on the balance beam with scores of 9.85 and 9.7. and in the last event, Anna Martucci and Megan Greenfield finishing first and third on the floor exercise with scores of 9.9 and 9.825.

Anna Martucci earned herself the highest individual score of the day with her 9.9 on the floor, while the highest individual all-around results for the Huskies came from Megan Greenfield, who scored 29.475 to take fourth in the all-around results.

“Anna Martucci really impressed me today,” Morreale said. “She got her stuff done today and she makes it look really easy, which is a good thing. We had a number of girls perform really well today, and to top it all off, senior Lauren Africano continues to get it done week after week on the bars for us.”

The Blackhawks could be looking into making a trade to bring back Andrew Ladd before the Feb. 29 trade deadline.

Hawks have holes to fill, questions to answer

mlazerus@suntimes.com Less than three weeks ago, Blackhawks general manager Stan Bowman said it was difficult to get a feel for who might be available at the Feb. 29 trade deadline because of how many teams were on the playoff bubble.

“The biggest thing is, you’re not quite sure what’s available around the league,” Bowman said. “At this point, there’s a lot of clustering in the standings. And in order for trades to happen you have to have teams that are willing to look toward next year.”

Two weeks away from the deadline, not a whole lot has changed. Is Carolina willing to part with pending unrestricted free agents Eric Staal and Kris Versteeg when they’re three points out of an Eastern Conference wildcard spot? Is Arizona looking to move talented winger Mikkel Boedker while in a three-way tie for ninth place, just five points out? Has Winnipeg given up on a disappointing lost season and could it move Andrew Ladd after signing Dustin Byfuglien to a five-year, $38-million contract?

These are the questions other teams must answer heading into the deadline. As for the Hawks, they face different questions: What do they need? What can they afford? And what are they willing to give up?

The Hawks have the talent and the experience to win their second straight Stanley Cup, and fourth in seven years. This isn’t even a question. As dominant as the Washington Capitals

have been, as proven as the Los Angeles Kings are, as impressive as the Dallas Stars are, the Cup is the Hawks’ to lose until someone knocks them out.

But they are far from a perfect team. They don’t have the depth they had in 2010, 2013 and 2015, with their third line sputtering offensively and their fourth line a rotating cast of rookies and journeymen. They don’t have the blue-line depth, either, with three rookies in the mix, and a pair of aging veterans in Michal Rozsival and Rob Scuderi. And they’re still lopsided, with only one high-end left winger in Artemi Panarin (trading away Brandon Saad, Patrick Sharp and Kris Versteeg, and demoting Bryan Bickell will have that effect).

The Hawks need a top-six left winger to play alongside Jonathan Toews and Marian Hossa (assuming he comes back relatively soon from the apparent left leg injury he suffered Saturday). Seeing how lost the Hawks’ offense looked without Panarin for two games this week underscored just how shallow they really are – one injury away from disaster. How they play in Hossa’s absence for the next few games will be telling, too.

And given Erik Gustafsson’s suddenly inconsistent play (Joel Quenneville scratched him on Saturday, an alarming sign of trouble), the Hawks also could use a veteran No. 4 defenseman. But even with a little more than $2 million in cap space because of Marcus Kruger’s wrist injury, they probably can’t have both.

The smart move would be to get a

winger. Seemingly half the league is in the market for a defenseman, and the price could be too high for the Hawks to compete for the likes of Vancouver’s Dan Hamhuis, Edmonton’s Justin Schultz or Calgary’s Kris Russell.

But there are wingers to be had. Ladd is particularly tantalizing given his Hawks history, but his $4.4-million cap hit complicates matters. Would Bowman be willing to part with pending-UFA Andrew Shaw to make it work? Would he (foolishly) give up 21-year-old Teuvo Teravainen if the Jets would take Bickell’s contract off their hands? It’d be a big splash. And a big risk, either way.

Tampa Bay would want at least one high-end young player back for disgruntled 20-year-old Jonathan Drouin.

Arizona might want a bounty for Boedker. Calgary might ask too much for a 32-year-old Jiri Hudler. Besides, Bowman tends to make savvy lower-profile additions, such as Michal Handzus in 2013 and Andrew Desjardins last year.

The Antoine Vermette trade last year was an exception, necessitated and facilitated by the cap space freed up when Patrick Kane broke his clavicle.

So maybe an under-the-radar veteran such as Versteeg or Toronto’s P.A. Parenteau can be had on the cheap. Or maybe Bowman stands pat, and hopes Kruger’s pending postseason returns makes the difference.

Bowman has options, and he has a little cap space. But he also has holes to fill, and some important questions to answer. And he’s got just two weeks to do both.

“Honestly, what I think, practice was kind of off this week. What I think happened was that on our varsity team, six of the seven girls are seniors and I think it hit them that their days together are numbered,” coach Andy Hampton said. “Whether it was this weekend or next, they realized this chapter of their lives were coming to a close. They tightened up and was pressing, not getting as good as shots as normal.”

Kelsey Johnson led the Spartans with a 1,193, taking 14th but missing the individual qualifying mark of 1,238. Alexis Kolberg added a 1,183 for Sycamore, Kelly Drake a 1,157 and Baylee Ricker a 1,077.

DeKalb had two individuals compete. Reagan Harold rolled a 1,057 and Taylor Mershon had a 1,041.

Even though the Spartans fell short of their goals for the year, Hampton said he was pleased with the season as a whole.

“I think the whole season was a big success, and I told the girls that,” Hampton said. “We had a ton of awards. We won our tournament, we took first in our division at the largest tournament in the state, we won the conference season undefeated, we won the conference tournament, we had five members of the all-conference team and we won regional. I would not have gone into battle with a different group of girls. This year they did so much to be proud of.”

Ulises Jacobo and Brenden McGee took third for the DeKalb wrestling team Saturday at the Class 3A Barrington Sectional to advance to the state tournament.

In the Class 2A Washington Sectional, Kaneland had four qualifiers, including sectional champ Austin Kedzie at 106. Sycamore qualified one from the sectional.

McGee (126) pushed his record to 37-7 with a 6-2 win over Deerfield’s Nick Kupets. McGee’s only loss was to eventual second-place finisher Markus Hartman of Barrington in the opening round.

Jacobo’s only loss also was to the second-place finisher in his 132-pound class, Patrick Ryan of New Trier in the semifinals. He beat Dylan Elmore of Harlem, 10-1, to claim third.

Kedzie ran his record to 35-7 in winning the 106 title at Washington. He needed just 1:20 to pin J.P. Stedwill of Notre Dame to win the title. George Strang (31-10) took second at 152, losing, 3-2, to Wylie Allen of Hampshire in the title match. Riley Vanik (35-6) took third at 170 and Hayden Patterson (25-16) took fourth at 160 to earn state trips.

Dear Abby: I have been working for four years. I need to work to help my husband financially. However, over the past few months, I’ve felt torn about not being a stay-at-home mom.

My grandmother, who is in her 70s, has been taking care of my son full time while I work, but her health isn’t the greatest now. I don’t trust any of the day care in my area and can’t afford one anyway.

Depression after stroke treatable Dear Dr. K: My mother had a stroke that weakened one side of her body. But the bigger problem right now is her depression. Can that be treated, or is it caused by irreversible brain damage from the stroke?

Dear Reader: Strokes can cause significant problems. People can have difficulty moving (like your mother). They can have trouble speaking or understanding speech. They can have trouble thinking. Being suddenly hit with any or all of those losses would depress anyone – including people who never suffered from depression before.

About one in four people who’ve had a stroke develop major depression. In part, this is a reaction to the terrible losses caused by a stroke. But you’re right that the injury to the brain from the stroke can itself cause changes in brain chemistry that lead to depression.

In other words, depression after a stroke can be similar to depression following another major illness that affects a person’s life but does not injure the brain – such as a heart attack or cancer. But it also can be caused by the brain injury itself.

The mental anguish of depression isn’t a minor concern. Left untreated, depression can undermine efforts at rehabilitation and worsen cognitive disabilities.

Depression after a stroke is associated with poorer outcomes a year after the stroke has occurred. It’s also associated with a higher death rate in subsequent years.

Fortunately, antidepressants seem to be fairly effective. In 2008, scientists published a review of the research in this area. They concluded the medications had a “small but significant” effect on post-stroke depression.

What’s more, the benefits of antidepressants may not be limited to relieving depression; they may positively affect areas and

ASK DOCTOR K Anthony L. Komaroff networks in the brain that improve other impaired functions as well. Studies have found certain antidepressants, in combination with physical therapy, can help with recovery from stroke-induced paralysis, muscle weakness and overall disability.

If you haven’t already done so, talk to your mother’s doctor about her depression. Ask the doctor to recommend a psychiatrist who has experience working with stroke patients, or find out if there is a mental health professional affiliated with your mother’s rehab program.

Treatment of stroke has improved greatly in this country. Some people who would have died or been severely disabled can now do quite well. That’s due, in part, to powerful drugs that can quickly open blocked blood vessels in the brain.

More recently, stents that grasp and remove the blood clots that are blocking blood flow to the brain have been found to be effective. They more than double the chance a patient with a stroke will become functionally independent.

Doctors who concentrate on deploying all of these new treatments available for patients with stroke can sometimes neglect to recognize and treat depression. If you think that might be happening with your mother, raise that issue with her doctor.

Albert Szent-Gyoergyi, a Hungarian-American physiologist who won a Nobel Prize in 1937, said, “Research is four things: brains with which to think, eyes with which to see, machines with which to measure and, fourth, money.”

That relates to bridge, where you use your eyes and brain all the time, machines help with scoring in duplicates, and money is sometimes involved, either as an entry fee or because you play for small stakes.

However, the word “four” is relevant to this deal. How should South plan the play in six diamonds after West leads the club jack?

South takes the trick, plays a club to dummy’s king, and leads a diamond, capturing East’s nine with his jack. Back to the board with a heart, declarer leads another diamond through East to make his slam.

Always try to handle bad splits if you can.
