D-428 fires principal Shahran Spears’ attorney vows discrimination lawsuit

By BRITTANY KEEPERMAN bkeeperman@shawmedia.com DeKALB – The room in the Education Center erupted with an outburst from supporters when the DeKalb School District 428 board voted to dismiss Shahran Spears from her position as principal of Gwendolyn Brooks Elementary School.

The 5-2 decision was made shortly after 8 p.m. Monday, with Victoria Newport, Mary Hess, Rick Smith, Fred Davis and Vickie Heman-Faivre for and Kerry Mellott and Howard Solomon against. Board members didn’t explain why they voted the way they did at the meeting. An attorney representing Spears said he planned

to file a lawsuit against the district for discrimination.

A public hearing that had started at 11 a.m. lasted about 30 minutes. The board then adjourned to closed session to discuss the matter for several hours.

On June 2, the school administration had scheduled a meeting with Spears to dis-

cuss a notice of seven charges against her in regard to behavior the administration deemed against board policy, according to the notice from District 428 to Spears.

Those charges addressed a variety of alleged actions by Spears, including using her

Glimmer of hope for Wurlitzer in Egyptian DeKALB COUNTY LIFE Barry Schrader In March 2009, I optimistically declared in a column headline: “Mighty Wurlitzer coming to the Egyptian,” but unfortunately nothing much has progressed toward that end in the past six years.

However, there is a glimmer of hope since the DeKalb City Council may fund a feasibility study regarding the installation of air conditioning at the historic Egyptian Theatre. The $600,000 theater pipe organ now in storage in DeKalb could be a part of this project if money is raised to have it happen in conjunction with the air conditioning work.

It would be ideal to combine the two projects so the theater is not torn up twice.

“If the stars align, the two projects could proceed together,” the theater’s executive director Alex Nehrad said when I called him last week.

The organ lofts where the pipes will be installed are still intact, but a lot of restoration work needs to be done on the instrument and its attachments, according to David McCleary, an organ builder

He and Jeff Weiler, an expert in Wurlitzer organs, were the two men who originally discovered the organ at George Mason University in Washington, D.C. and arranged for its acquisition, then personally trucked it back to Illinois.

McCleary said there are no fully-restored Wurlitzer theater organs anywhere in Illinois at present and

this would be a tremendous asset to the Egyptian. The cost to complete the organ restoration and installation would be $300,000 to $400,000 and would have to be raised before the work could begin.

The instrument has already been gifted to the Egyptian by the American Theatre Organ Society and is being kept in a climate-controlled storage facility. McCleary’s group had decided to keep the organ in storage until the theater

could be air conditioned to protect the instrument.

McCleary provided me with a history of the organ. It was built for the Rialto Theater in Washington, District of Columbia, in 1925 and remained there until the showplace closed. Then it went to the Mount Zion Baptist Church until that edifice was acquired for construction of The Pentagon. It was later acquired by the Potomac Valley Theater Organ Society and installed at George Mason University.

So there is still optimism among the people who have made the effort to provide DeKalb with a world-class pipe organ. All it takes now is melding it with the air conditioning project plus a major fundraising effort. I hope there are enough organ aficionados in the area to make it happen.

Beachgoers lose limbs in shark attacks

By EMERY P. DALESIO and EMILY MASTERS The Associated Press OAK ISLAND, N.C. – Beachgoers cautiously returned to the ocean Monday after two young people lost limbs in separate, life-threatening shark attacks in the same town in North Carolina.

A 12-year-old girl lost her left arm below the elbow and suffered a leg injury Sunday afternoon; then about an hour and 20 minutes later and 2 miles away, a shark bit off the left arm above the elbow of a 16-year-old boy.

Both had been swimming about 20 yards offshore, in waist-deep water.

A shark expert said the best response after one of these extremely rare attacks is to temporarily close beaches that lack lifeguards. Local officials acknowledged Monday that they didn’t make a concerted effort to warn people up and down the town’s beaches until after the second attack.

Most beachgoers near the spot alongside a fishing pier where the first victim was attacked were staying in very shallow water or on the sand Monday. Holly Helmig, 39, of Raleigh watched her 6-yearold son bobbing on a boogie board in shin-deep water

instead of splashing in the waves farther out. Her 5-yearold daughter Zoe shoveled sand in a bucket next to her.

“I feel bad for the shark, but I think he’s hiding somewhere in the ocean,” Zoe said.

Deputies saw a 7-foot shark Sunday in an area between the two places where the attacks happened, Sheriff John Ingram said. Sharks of that size are common along the coast, Oak Island Town Manager Tim Holloman said, and authorities are not trying to hunt one down. But safety officials scouted for sharks from boats and a helicopter Monday. One was spotted Monday morning, Holloman said.

Recordings of 911 calls released Monday include several people calling each attack in, some sounding nearly hysterical. The victims – a girl from Asheboro and a boy from Colorado Springs, Colorado – were bleeding heavily, and other beachgoers applied makeshift tourniquets.

“His arm is gone!” one upset female caller near where the boy was attacked.

Randy Giles, 52, was sitting on the sand with his fiancee, Schalane Wolford, when he heard the girl scream, and called 911 immediately, before she was carried to the beach.

“At first I thought it was a jellyfish sting, but when [the man next to her] pulled her out of the water, she was bleeding and a lot of her arm was bit off, so I knew it was a shark,” Giles said.

As people screamed to get out of the water, Giles said Wolford ran over to give the family her towels, and someone else used a cord from a boogie board as a tourniquet for the girl’s arm.

After the second attack, town employees drove along beaches urging people to get out, but the instructions were voluntary and not mandatory. The town has no ordinance authorizing officials to order the surf cleared even if sharks present a threat, Holloman said. As a result, they take their direction from a state law guaranteeing public access to beaches.

Only four days earlier, a 13-year-old girl suffered small lacerations on her foot from a shark bite on Ocean Isle Beach, about 15 miles from Oak Island. Both towns are on barrier islands just off the coast.

Surgeons amputated the girl’s left arm below her elbow, and she has tissue damage to her lower left leg. The boy’s left arm was removed below his left shoulder. Both were in good condition Mon-

day at the New Hanover Regional Medical Center in Wilmington, where Dr. Borden Hooks operated on both victims.

There were only 72 unprovoked shark attacks on humans around the world in 2014, including 52 in the U.S., according to the International Shark Attack File at the Florida Museum of Natural History. Three of them – all outside the U.S. – were fatal.

Shark researcher George Burgess, who oversees the database, said he’s aware of only two other multiple shark attacks on the same beach in one day. “It may be that there are big schools of fish out in the surf zone that are attracting the sharks,” he said.

Even if lifeguards were on duty, the amount of area closed and the duration of a closure is always a question, said Tom Gill, spokesman for the U.S. Lifesaving Association.

“At the end of the day, it’s the ocean,” he said. “It’s an uncontrolled environment, which is why we think lifeguards are so important.”

Conditions that contribute to shark attacks include: swimming near piers, murky water that confuses sharks and beaches with few people in the water, Gill said.

Court: Workers can be fired for using pot off-duty

By KRISTEN WYATT The Associated Press DENVER – Pot may be legal in Colorado, but you can still be fired for using it.

The state Supreme Court ruled 6-0 Monday that a medical marijuana patient who was fired after failing a drug test cannot get his job back.

The case was being watched closely by employers and pot smokers in states that have

legalized medical or recreational marijuana.

Colorado became at least the fourth state in which courts have ruled against medical marijuana patients fired for pot use. Supreme courts in California, Montana and Washington state have made similar rulings, and federal courts in Colorado and Michigan also have rejected such claims.

Brandon Coats, is a quadriplegic who was fired by Dish Network after failing a 2010 drug test. The company agreed that Coats wasn’t high on the job but said it has a zero-tolerance drug policy.

Coats argued that his pot smoking was allowed under a state law intended to protect employees from being fired for legal activities off the clock. Coats didn’t use marijuana at work, but pot’s intox-

icating chemical, THC, can stay in the system for weeks.

The Colorado justices ruled that because marijuana is illegal under federal law, Coats’ use of the drug couldn’t be considered legal off-duty activity.

“There is no exception for marijuana use for medicinal purposes, or for marijuana use conducted in accordance with state law,” the court wrote.

Spears distributed those books to staff members during staff appreciation week, according to the documents.

Other religious-based behaviors noted by the board included using a song with religious undertones during the “Rise and Shine” morning meeting with students and teachers, documents showed.

The district’s Education Center was full of teachers and parents of students in the school district. While speakers at the district’s public meetings typically have three minutes to speak, time was limited to one minute Monday.

Victoria Newport, the school board president, said this was because of the number of people who wanted to speak on the matter.

Supporters like Lamar Threatt said that the loss of Spears as a principal would be a blow to the school.

“Ms. Spears and principals like her are basically outliers,” he said.

In May, Superintendent Doug Moeller sent an email to Brooks Elementary parents notifying them that Spears would be away for an unspecified length of time. In the interim, Brooke Condon, assistant principal of Clinton Rosette would act as principal of the elementary school, according to the email.

Gemini Sigler and other district parents said they were not told why Spears would be absent. Sigler said district administrators didn’t handle the issue appropriately.

“The abrupt and public manner in which Ms. Spears was removed from the school was unnecessary and disheartening,” she said. “This is a premature reaction to political pressure.”

Daniel Pastore, another district parent, said he didn’t feel Spears had crossed the line.

“It was her moral values that were key,” he said. “Just her presence commands respect. The school records speak for themselves.”

“She is about the children. … When I see a so-called witch-hunt when there are no witches around, I have a problem with that,” he said. “We love this woman here. We love our children here. We want to keep things the way that they are and take out all the negativity.”

Shortly after 7 p.m. Monday, after Spears had left the meeting with her lawyer, Rene Hernandez, the board deliberated.

“We’ll see what they do,” Hernandez said. “If it’s termination, I have filed Title VII charges against the administration as is. I’ll be pursuing those on behalf of my client and asking for permission to sue. I’ll be taking them to federal court if necessary.”

Title VII prohibits employment discrimination based on race, color, religion, sex and national origin.

After the board voted, Spears spoke with her supporters in the parking lot of the Education Center.

“It’s gonna be all right,” she said. “What I beg of you today is do not let my experience go in vain. … Take this somewhere. We are talking about our babies. The only way they know about leadership and advocacy is through your active participation.”

Pastore and other supporters were left in tears.

“Injustice happened today,” Pastore said.

Spears said she was humbled by the show of support.

“I can’t believe all these people stayed here for, what has it been? Seven hours? I think that speaks to the heart of everything,” she said. “… I think the truth is exactly what you saw happen right here.”

SYCAMORE – Sycamore police arrested a man they said choked his girlfriend Saturday and threatened her with a stun gun.

Matthew Carty, a 34-year-old man from the 1000 block of South Cross Street, Matthew Sycamore, Carty faces charges of aggravated domestic battery, possession of a firearm without a Firearm Owner Identification card and unlawful use of a weapon, police said.

The most serious charge, aggravated domestic battery, is typically punishable by three to seven years in prison.

Sycamore police responded to a call at 6:32 p.m. at Carty’s home, where he lives with his girlfriend. After an altercation, the woman told police Carty chased her with a stun gun, according to the police report.

Police searched outside the home and found a Monster 18 stun gun in the gutter, the report said.

Carty was taken to the DeKalb County Jail, where he remained as of Monday afternoon.

His bond has been set at $100,000, and he must post $10,000 to be released. Carty’s next court appearance is set for Wednesday.

City staff worked with the municipal website developer CivicPlus to create the $50,570 website, according to city documents.

The website will make it easier for residents to access information about the city, from what services and jobs are available to government meetings and agendas, according to Lauren Stott, DeKalb’s management analyst.

Thomas J. Bruen, 26, of the 300 block of Mallard Lane, Sandwich, faces two counts of aggravated driving under the influence.

Because the collision resulted in a fatality, the charge is typically punishable by three to 14 years in prison, Duke Harris of the DeKalb County State’s Attorney’s Office said.

The new city of DeKalb website redesign was unveiled late last week.

On Feb. 9, DeKalb aldermen waived competitive bidding and awarded a contract of more than $50,000 to Kansas-based CivicPlus to redesign it by June 11, the deadline set by the U.S. Department of Justice for DeKalb to bring its website into compliance with the Americans with Disabilities Act.

Robert T. Crowley, a 71-year-old man from the 100 block of Lilac Lane, North Thomas J. Aurora, was Bruen pronounced dead at the scene by the DeKalb County Coroner’s Office.

Crowley died from massive internal injuries, DeKalb County Coroner Dennis Miller said Monday.

Police towed Bruen’s car and collected a blood and urine sample because they

suspect he was under the influence of drugs, Harris said.

The vehicle remained the custody of the DeKalb County Sheriff’s Office as of Monday afternoon.

Results from Bruen’s blood and urine sample have not yet been reported to the State’s Attorney’s Office, Harris said.

Crowley had been driving with his wife, Barbara Crowley, in the passenger seat and both were wearing seat belts at the time of the collision.

Barbara Crowley was taken to Valley West Hospital for injuries, and was later transported to OSF Saint Anthony Medical Center in Rockford.

IHA: State could lease health site Sycamore OKs

Hospital group suggesting plan as backup to Healthcare.gov

JOHNSON The Associated Press CHICAGO – A hospital group in cash-strapped Illinois says the state might be able to set up a health insurance exchange at a lower cost by “leasing” the federal government’s technology, an option that could appeal to as many as 34 states where subsides could be jeopardized by an unfavorable U.S. Supreme Court decision.

In a memo written for Gov. Bruce Rauner and state lawmakers and released to The Associated Press, the Illinois Hospital Association says it anticipates the federal government “will be developing a leasing fee” for states to use HealthCare.gov as the backbone for their own insurance exchanges.

It also lists an alternate possibility of renting an exchange system from another state that has its own, such as Connecticut or Kentucky.

President Barack Obama has said there is no backup plan if the Supreme Court

strips federal subsidies from the law in Illinois and the 33 other states that haven’t created their own exchanges.

The administration didn’t respond Monday to the AP’s requests for comment on the possibility of leasing HealthCare.gov.

“We do believe that the administration is quietly discussing a healthcare.gov lease option with the states and that it will roll out more specific guidelines in the event that the Supreme Court strikes down the subsidies,” said Caroline Pearson, who follows the health law for the market analysis firm Avalere Health.

The four-page Illinois memo is the clearest plan yet for how the state could create a state-based exchange quickly should the justices rule that only people living in states with their own exchanges can get federal financial help.

“We as an association are ready to work with the legislative leaders and certainly the administration,” said Illinois Hospital Association

President and CEO Maryjane Wurth. “We hope we have the governor’s support to figure this out.”

Rauner, a Republican who took office in January, hasn’t discussed what his approach would be if the Supreme Court rules against subsidies. “The governor’s office will take appropriate action depending on how the Supreme Court rules,” said Rauner spokeswoman Catherine Kelly.

The Supreme Court ruling is expected later this month, and the Mary Wurth subsidies could end later in the summer unless Congress acts. Leading congressional Republicans are promising to help consumers who lose subsidies, but it’s unclear Congress could pass any fix that Obama would sign.

The partisan fight over Obama’s health law stalled a state exchange in Illinois. Former Illinois Gov. Pat Quinn, a Democrat, had supported a state-run insurance exchange but was never able to get enough legislative support.

At issue in the Supreme Court case are four words in the law. The challengers ar-

gue it provides subsidies only to people who get their insurance through an exchange “established by the state.”

The 34 states that have not established their own marketplaces instead rely on the federal HealthCare.gov system.

If the court strikes down subsidies in Illinois and the other states, more than 230,000 Illinois residents would lose the tax credits that help them pay for coverage.

In Illinois, the average monthly subsidy is $211. On average, consumers would see their premiums increase by 169 percent if the tax credits were no longer available, according to the nonpartisan Kaiser Family Foundation.

Many Illinois residents would no longer be able to afford insurance. Rates would rise for other individuals, Wurth said. Hospitals would see fewer patients with good-paying insurance and would provide more charity care at a financial loss.

While no one knows how the Supreme Court will rule, state lawmakers might need to react quickly to keep the subsidies available. Democrats in Springfield are warring with Rauner over a budget that falls $3 billion to $4 billion short on revenue.

Data warehouse raises HealthCare.gov concerns

By RICARDO ALONSO-ZALDIVAR The Associated Press WASHINGTON – A government data warehouse that stores personal information on millions of HealthCare.gov customers is raising privacy concerns at a time when major breaches have become distressingly common.

A government privacy assessment dated Jan. 15 states data “is maintained indefinitely at this time,” but the administration said Monday no final time frame has been decided, and the National Archives has recommended a 10-year retention period.

Known as MIDAS, the system is described on a federal website as the “perpetual central repository” for information collected under President Barack Obama’s health care law.

The information stored includes names, Social Security numbers, birthdates, addresses, phone numbers, passport numbers, employment status and financial accounts.

The vast scope of the information – and the lack of a final plan for destroying old records nearly four years after the system was commissioned – have raised concerns about privacy and the government’s judgment on technology.

“Even 10 years feels long to me,” Tien said.

The Obama administration said MIDAS is essential to the smooth operation of the health care law’s insurance markets and meets or exceeds federal security and privacy standards. “MIDAS is a critical piece of the marketplace ecosystem,” said spokesman Aaron Albright.

But Sen. Orrin Hatch, R-Utah, called the administration’s approach “careless.”

“Despite [a] poor track record on protecting the private information of Americans, they continue to use systems

without adequately assessing these critical components,” said Hatch, an opponent of the health care law.

Electronic record-keeping systems are standard for businesses and government agencies. They are supposed to have limits on how long they store personal data.

In the new wired world, every few weeks brings another security breach. Personnel records of millions of federal employees, including background information for security clearances, were compromised in the latest attacks making headlines. Earlier this year, health insurer Anthem reported that information on 80 million customers was hacked.

Before HealthCare.gov

went live in 2013, Obama administration officials assured lawmakers and the public that an individual’s personal information would be used mainly to determine eligibility for coverage, and that the Affordable Care Act would have a limited impact on privacy.

Marilyn Tavenner, the Medicare administrator at the time, told a congressional hearing: “We especially focused on storing the minimum amount of personal data possible,” she added.

MIDAS has been criticized in opinion articles by former Social Security commissioner Michael Astrue, a Republican who disapproves of Obama administration policies. Independent experts on technology and privacy echoed some of the concerns.

“I accept they have an operational reason, if not a legal obligation, to keep data for a reasonable period,” said Astrue, commissioner from 2007-2013. But there’s no justification for keeping data indefinitely, he added. “I don’t think they should be allowed to do it.”

Michelle De Mooy, deputy director for consumer privacy at the Center for Democracy & Technology, said consumers have no way of knowing that their data is being routed to MIDAS. It’s not mentioned on the HealthCare.gov website.

Emergency officials urge caution on rising Mackinaw River The ASSOCIATED PRESS CARLOCK – First responders are warning about the dangers of the swift and rising waters on the Mackinaw River that already have claimed the lives of two people.

Recent rains have swollen the river that runs through central Illinois north of Bloomington. The body of kayaker Abel P. Martinez, 24, was found June 5 after he was reported missing May 31. And railroad workers found the body of tuber Anthony Maile, 48, on Friday.

But the message doesn’t seem to be getting through to some people, Tazewell County Emergency Management Agency director Dawn Cook told The Bloomington Pantagraph.

The rapidly moving current can seem fun instead of dangerous to outdoor recreational enthusiasts, Cook said.

Those who ignore the warning don’t realize there’s a deceptively strong undertow that they can’t see, she said.

By a 6-0 vote – 4th Ward Alderwoman Janice Tripp and 2nd Ward Alderman Chuck Stowe were absent – the council approved the contract that includes a 2.25 percent pay raise this year and next, and a 2.5 percent increase in 2017 and 2018.

The new contract, which will cost the city about $2.2 million each year until it expires in 2019, also includes a system that caps the number of firefighters that responds to shift recalls during the day at 11, a no-layoff clause, and a retirement health care funding plan.

Mayor Ken Mundy said the contract includes “a couple of nice Ken Mundy features that encourages self-investment in the unit” for retirement.

“All of us need to do more than our pension, or whatever plan we’re working under through our employer, to be sure we have funds set aside for retirement,” Mundy said. “Both sides worked together in a real respectful and honorable way to come to some middle ground and some agreement on the fouryear contract. We’re very pleased.”

Rauner criticizes Democratic lawmakers’ loyalties to Chicago The ASSOCIATED PRESS SPRINGFIELD – Gov. Bruce Rauner has latched onto the longtime rivalry between Chicago and the rest of the state as he tries to negotiate with Democratic House Speaker Michael Madigan and Senate President John Cullerton, both from Chicago, in the Illinois Legislature over the budget.

Last week Rauner visited several communities around the state to promote what he refers to as his Turnaround Agenda. He criticized Madigan and Cullerton for driving the “Chicago machine,” and questioned whether the state’s Democratic legislators are less apt to serve their own voters over Chicago and the party leaders’ political interests, the Chicago Tribune reported.

Pope calls for urgent action on environment

By NICOLE WINFIELD The Associated Press VATICAN CITY – A draft copy of Pope Francis’ eagerly awaited encyclical on the environment calls for urgent action to protect the Earth and fight global warming, which the pope said is “mostly” because of human activity and the burning of fossil fuels.

The Vatican spokesman, the Rev. Federico Lombardi, said the document that was leaked to the Italian newsweekly L’Espresso and published on its website Monday was not the final version and that the official encyclical would still be released as scheduled on Thursday.

The L’Espresso draft, which was published in galley form in Italian, makes many of the same points that Francis and his advisers have been making in the monthslong rollout of the document.

In the draft, Francis lays out both the scientific and the moral reasons for protecting God’s creation, noting that the poor are already suffering the most from air pollution and toxic dumping and will continue to bear the brunt of rising sea levels and extreme weather conditions.

The draft says population growth isn’t to blame for ecological problems but rather the consumerist, wasteful behavior of the rich.

Francis in September will travel to the United States and address both the United Nations and the U.S. Congress. Some Republicans are vocal climate skeptics and many conservatives have

criticized the pope from even taking up the environment in an encyclical, the most authoritative teaching document a pope can issue.

Francis has said previously that climate change is “mostly” man-made and that humankind has a moral imperative to radically change its behavior to protect the planet for future generations – as well as to prevent the poor from suffering due to the sins of the rich.

Military: Armed civilian shot near gate at Arkansas air base

By ANDREW DeMILLO The Associated Press JACKSONVILLE, Ark. – Guards shot and critically wounded a civilian Monday outside a sprawling Air Force base in Arkansas after the man drove his SUV over a curb near the main gate, crashed through a sign and got out of the vehicle holding a rifle, the base commander said.

It wasn’t immediately clear why the man, whose name hasn’t been released, was trying to enter Little Rock Air Force Base, which is about 15 miles northeast of its namesake city.

Col. Charles Brown Jr., the

base’s commander, said two guards stationed at the base’s main gate quickly recognized a threat shot the man. He said it wasn’t immediately clear whether the man fired his weapon, how many shots were fired or if the man exchanged words with the two guards.

“We do feel the threat has been mitigated. There is no additional threat to the Little Rock Air Force Base,” Brown said during a Monday afternoon news conference near the main gate.

The base issued a statement earlier Monday saying the man was hospitalized in critical condition. A person described as a bystander was

treated and released for “unrelated medical care,” although no details about the person or the injuries were released.

Brown said it was unclear why the man wanted to get on the base, which is major C-130 training facility and home to more than 8,000 active-duty military personnel and civilian employees. The C-130, an aircraft with a roughly 129-foot wingspan capable of carrying more than 40,000 pounds, is used to move troops and equipment into hostile areas.

The incident was reported around 9:15 a.m. near the main gate along busy U.S. 67 in Jacksonville, the city that abuts the base. Heavily armed

security personnel quickly sealed off access to the base, and the main gate wasn’t reopened until late Monday afternoon.

Brown said traffic that time of day is usually heavy enough that it would have been difficult for the man to speed up to the gate.

The commander said as the SUV approached, it hit and jumped a curb and knocked over a street sign. He said the man, whom Brown only described as white, then started to get out of the vehicle while holding a rifle.

“It appears he may have lost control of the vehicle,” Brown said.

“I just don’t like the governor going around and saying he’s going to close these facilities and shut down everything when that is so important and vital in my district. I thought him and I were getting along,” Phelps said.

that ‘Chicago political machine.’ I’m pretty much independent,” Phelps said. “I’m going to do what’s right for my district. My district knows me. As next year’s election approaches, Phelps already is working to combat Rauner’s efforts to encourage voters not to support Democrats, he said.

“He’s got a lot of money. A lot of people know what he’s going to do,” Phelps said of the governor. “I’ve got the soldiers and boots on the ground that can go door to door. I can’t compete with tens of millions of dollars against me, and everybody knows that. But no one is going to outwork me.”

STATE BRIEFS Agent Orange memorial dedicated in Rockford

ROCKFORD – A memorial honoring veterans who died of complications from exposure to Agent Orange has been dedicated in northern Illinois.

The Rockford Register Star reports more than 200 people gathered Sunday for the dedication of the Agent Orange Memorial at the Vietnam Veterans LZ Peace Memorial in Rockford. Families spoke about their loved ones during the ceremony.

The names of seven veterans are on the Agent Orange Memorial, and there’s room for 170 more. Vietnam Veterans Honor Society President Nick Parnello said more names will be added during future ceremonies.

Parnello said it’s important that troops who died in combat and veterans who died from Agent Orange are memorialized in the same space.

Agent Orange is a highly toxic herbicide that was used by the U.S. military during the Vietnam War.

Jacksonville man dies in paraglider crash

QUINCY – Officials in western Illinois said a Jacksonville man was killed in a paraglider crash.

Adams County Coroner James Keller said 50-year-old Reinder F. “Buddy” Schilsky III died late Friday night in

the emergency room at a Quincy hospital from injuries he received in the crash.

The Adams County Sheriff’s Department said Schilsky was piloting the paraglider when it crashed in field near Route 24 and Route 172 on Friday evening.

Authorities are investigating the crash.

Chicago valedictorian accepted to 26 colleges

CHICAGO – For many high school students, deciding on a college comes down to one or two schools.

For Arianna Alexander of Chicago, it came down to 26 – including pretty much the whole Ivy League.

Chicago’s WLS-TV reports that the Kenwood Academy’s valedictorian has picked the University of Pennsylvania after the kind of collegiate competition that’s typically reserved for students who excel at shooting basketballs or throwing footballs.

But schools offered a total of more than $3 million in scholarships to Alexander because of her academic record. Her grade point average is 5.1 – or 1.1 points higher than she would have achieved had she merely achieved straight A’s.

Alexander said she wants to be an entrepreneur and open four restaurants after graduating from Penn’s Wharton School of Business.

Bush has optimistic message, faces challenges in 2016 bid The ASSOCIATED PRESS MIAMI – Vowing to win the Republican presidential nomination on his own merits, Jeb Bush launched a White House bid months in the making Monday with a promise to stay true to his beliefs – easier said than done in a bristling primary contest where his conservative credentials will be sharply challenged.

“Not a one of us deserves the job by right of resume, party, seniority, family, or family narrative. It’s nobody’s turn,” Bush said, confronting critics who suggest he simply seeks to inherit the office already held by his father and brother. “It’s everybody’s test, and it’s wide open – exactly as a contest for

president should be.”

Bush sought to turn the prime argument against his candidacy on its head, casting himself as the true Washington outsider while lashing out at competitors in both parties as being part of the problem.

Europe’s comet lander makes 2nd contact after waking up

By GEIR MOULSON The Associated Press BERLIN – The Philae spacecraft has been in touch with Earth from a speeding comet for the second time since waking up a few days ago, mission control said Monday, and scientists hope to improve communications with the lander by shifting the trajectory of its mother ship.

Philae in November became the first spacecraft ever to settle on a comet when it touched down on icy 67P/Churyumov-Gerasimenko, but it managed to send data to Earth only for about 60 hours before running out of power.

Scientists were elated this weekend when, as the comet approached the sun, Philae’s solar panels absorbed enough

light to recharge its main battery and wake the lander up.

Philae broke its silence Saturday by sending a signal back to Earth via Rosetta, its mother spacecraft, which is between 124 and 150 miles away from the comet.

Philae then got in touch again Sunday night, sending back five packets of data, said Sylvain Lodiot, the spacecraft operations manager for Rosetta. Still, that was much less data than the previous night, he said.

It’s not clear why the connection was less stable, but scientists suspect a slight increase in the lander’s distance from Rosetta may have been a factor.

“Now we have the green light from all the scientists and from the mission manager to optimize everything we can do

for Philae contact,” Lodiot told The Associated Press by telephone.

On Wednesday, scientists plan a maneuver to move Rosetta closer, reducing the distance to Philae as little as 112 miles, something they had planned to do regardless of Philae’s status, he said.

For the time being, the washing machine-size lander is only sending back what controllers describe as housekeeping and systems data. To be able to get more, scientists will need to improve communications and send it new commands.

“It’s going to take a few days,” he said.

Scientists hope that Philae’s restart will allow them to clear up the mystery of where exactly on the 2∏-mile-wide comet the probe landed.

The ASSOCIATED PRESS CAIRO – Pentagon officials say they believe they hit their target – the one-eyed, al-Qaidalinked commander who led a deadly attack on an Algerian gas facility in 2013. But uncertainty still surrounds the U.S. airstrike in eastern Libya, and whether Mokhtar Belmokhtar was actually among the militants said to have been killed in the bombing.

Libyan officials say Sunday’s airstrike hit a gathering of militants on a farm outside Ajdabiya, a coastal city about 850 kilometers (530 miles) east of the capital, Tripoli, but there were conflicting reports on how many died.

An initial assessment shows the bombing that targeted Belmokhtar was successful, and “post-strike assessments” were still underway Monday to determine whether the Algerian militant was killed, said Col. Steve Warren, a Pentagon spokesman.

“But we’re not prepared to confirm that because we haven’t finalized our assessment,” he said, adding that the strike had hit a “hard structure.”

Maj. Mohammed Hegazi, a military spokesman from Libya’s internationally recognized government based in the east, also said tests were needed to identify the dead, which numbered at least 17, with their bodies badly burned. Among those killed were three foreigners — a Tunisian and two unidentified militants, he said.

Hegazi criticized his own government for rushing to confirm late Sunday that Belmokhtar was among the dead.

“I don’t confirm or deny. We are waiting confirmation,” he told The Associated Press by telephone. “It is not easy.”

He said the raid was based on solid intelligence that indicated militants forced out of the eastern city of Benghazi by fighting there had taken refuge in Ajdabiya.

No civilians were killed, Hegazi said, adding that the militants took the fatally wounded Tunisian to a hospital in Ajdabiya, clashes erupted with local troops that left three soldiers dead.

In the airstrikes, two F-15 fighter jets had launched multiple 500-pound bombs, a U.S. official said, speaking on condition of anonymity because the official was not authorized to discuss details of the attack.

Authorities say no U.S. personnel were on the ground for the assault.

A Libyan Islamist with ties to militants said the airstrikes missed Belmokhtar, but killed four members of a Libyan extremist group linked to al-Qaida, Ansar Shariah, in Ajdabiya.

That group was tied to the Sept.

11, 2012, attack on the U.S. Consulate in Benghazi that killed Ambassador Chris Stevens and three other Americans.

The Islamist, who spoke on condition of anonymity for fear of reprisal in Libya, told the AP that Belmokhtar wasn’t at the site of the airstrike.

However, a news website that has previously carried statements from Belmokhtar said he was in Ajdabiya, meeting with affiliates. The Mauritanian website quoted informed sources in Libya as saying six people were killed in the raid, and a Tunisian and Yemeni were wounded.

Abdel-Basit Haroun, a security adviser to the eastern government, said a total of 29 people were killed in the airstrike, which hit a meeting of al-Qaida affiliates as they tried to “rearrange their ranks.”

Alleged helper makes 2nd court appearance

By JOHN KEKIS The Associated Press DANNEMORA, N.Y. – A woman charged with helping two convicted murderers escape from a maximum-security prison in far northern New York by providing them with tools made another court appearance Monday as the manhunt for them hit its 10th day.

Prosecutors said Joyce Mitchell, a prison tailoring shop instructor who had befriended the inmates, had agreed to be the getaway driver but backed out because she still loved her husband and felt guilty for participating.

She is charged with helping Richard Matt and David Sweat escape from the Clinton Correctional Facility near the Canadian border on June 6.

Mitchell made her second court appearance in Plattsburgh on Monday wearing a striped prison jumpsuit and a bulletproof vest, and she waived a preliminary hearing. The case against her is now headed to a county court.

The uproar began last week after Dolezal’s parents told the news media their daughter is white with a trace of Native American heritage.

They produced photos of her as girl with fair skin and straight blond hair.

Her mother, Ruthanne Dolezal of Troy, Montana, told reporters she has had no

contact with her daughter in several years. She said Rachel began to “disguise herself” as black after her mother and father adopted four black children more than a decade ago.

Rachel Dolezal initially dismissed the controversy, saying it arose from a legal dispute that has divided the family, and repeatedly sidestepped questions about her race. “That question is not as easy as it seems,” she said.

“There’s a lot of complexities.”

Mitchell, 51, was charged

Friday with supplying hacksaw blades, chisels, a punch and a screwdriver. Her lawyer entered a not guilty plea on her behalf. She has been suspended without pay from her $57,000-a-year job overseeing inmates who sew clothes and learn to repair sewing machines at the prison.

Sweat, 35, was serving a life sentence without parole for killing a sheriff’s deputy.

Matt, 48, was doing 25 years to life for the 1997 kidnap, torture and hacksaw dismemberment of his former boss.

Brian Barrett, a criminal defense lawyer in Lake Placid not involved in the case, said Mitchell could face liability if Matt and Sweat commit new crimes and she’s found responsible for helping them escape.

“Certainly she would be civilly liable,” Barrett said.

Additional criminal charges against Mitchell would be up to the district attorney to determine whether it was foreseeable that the convicted murderers would, for example, kill more people, Barrett said. “She could have accomplice liability for that.”

DeKalb Supercuts to open Wednesday Know more

By KATIE SMITH ksmith@shawmedia.com DeKALB – DeKalb’s new Supercuts, 2227 Sycamore Road, will celebrate its grand opening with $6.99 haircuts.

The shop will offer the reduced rate for one month starting June 26, the grand opening weekend, owner Greg Siplo said.

The salon will begin taking customers Wednesday, and continue charging the franchise’s standard price of $13.99 for a basic haircut until June 26. Regular prices will resume July 27.

Siplo and his business partner, Mike Davison, began construction at the Sycamore Road location in April.

“We think it’s a very visible spot and easy access for customers to get in and out,” Siplo said.

The store will be open 8 a.m. to 9 p.m. Monday through Friday, 8 a.m. to 8 p.m. Saturday, and 9 a.m. to 6 p.m. Sunday.Business hours are subject to change after the salon’s grand opening, however, Siplo said.

“Ideally, those will be concrete hours, but based on traffic patterns and when people come in those could be adjusted,” he said.

Supercuts only accepts walk-ins, store manager Ann Lovro said.

“Those guests get top priority compared to just walk-ins,” Lovro said.

The salon carries most major hair care product lines including Redken, Paul Mitchell, It’s a 10, Crew, Designline and Matrix Biolage, Lovro said.

Currently, Siplo’s Supercuts offers cutting, waxing and styling services, Lovro said.

Coloring service will be added at a later date, she said.

The owners plan to hire at least two or three more employees before July 26, Siplo said.

With at least three more hair salons on Sycamore Road alone, Supercuts stylists need to cut both quickly and skillfully, Lovro said.

Taking a look at events coming up this summer As we enter golf-outing season and get ready for the first day of summer, it’s sometimes hard to look ahead and rush through the season that many have been looking forward to all winter long.

Summer is a time for relaxing and enjoying a variety of outdoor activities. In addition to all of the action that’s taking place outside, it’s also a time to review the past year and look ahead at the coming year.

The key to getting a full understanding of what is going on in the community is to find out firsthand from those who are in leadership positions.

As you’re reading this column, I’m sure you read about what’s happening in the city of DeKalb or at School District 428 and you’ve wanted to respond or ask a question to find out more.

This sixth annual event is a great chance to hear an overview of fiscal 2015 and take a look ahead at fiscal 2016, too.

A shameful effort to skirt public records law

Dear Editor: Stephen R. Covey, author of “The 7 Habits of Highly Effective People,” once wrote, “Seek first to understand, then to be understood.” By listening to each other with the intent to understand rather than reply, we build solid relationships based on honest communication.

People often judge others by differences in race, culture, gender, sexual orientation, religion, political beliefs, abilities and economic status. But when we sit down together to share a meal and have meaningful conversation, we learn something very important – that we have much more in common than we thought.

Over the past eight months, quiet yet important conversations have been taking place in churches around DeKalb, through what are called the “Beloved Community Dinners.” These informally organized dinners have brought together the rich and the poor, the black and the white, the young and the old, the abled and disabled and the educated and less educated to share a meal. Conversations have

taken place where people sought first to understand, and then be understood.

The next Beloved Community Dinner will be from 5 to 7 p.m.

Sunday, June 21 at Westminster Presbyterian Church, 830 N. Annie Glidden Road in DeKalb.

Anyone in the community who seeks to understand more about the diverse paths that others in our community walk is invited. Those who attend are asked to bring a dish or two to pass; however, bringing a dish is not a prerequisite for attending.

During the meal, people at each table will be encouraged to share on topics designed to create a broader understanding of each other’s life experiences. Conversations should intentionally reflect the diversity at each table. And we will strive to listen first, and then reply.

After the meal and in honor of Father’s Day, a panel of men will share experiences and points of view on a current topic.

Obama fails to pass trade bill backed by majorities in Congress Lyndon Johnson used to say that some of his colleagues were so politically inept they couldn’t find their posteriors – actually, he used a coarser word – with both hands. Last week Barack Obama showed that, as a legislative strategist, he belongs in that category.

It’s a given that he can’t achieve most of his legislative goals with Republican majorities in both houses of Congress. But on trade promotion authority – legislation to require up-or-down approval without amendments of trade agreements – he has fumbled despite, as demonstrated on roll calls, his position is supported by a supermajority in the Senate and a majority in the House.

TPA is necessary for successful completion of Obama’s Trans-Pacific Partnership and Transatlantic Trade and Investment Partnership negotiations now skillfully conducted by U.S. Trade Representative Michael Froman. Other nations won’t reach agreement if Congress can pass amendments requiring further concessions.

Obama has made forthright statements in support of TPA. But he failed to rally his fellow Democrats in the House to stop them from trying to kill it.

One curious thing about trade issues is that historically, from the time of Andrew Jackson to John Kennedy, the Democrats were the free trade party. The Republicans from their beginnings to the 1960s were more protectionist.

Free trade legislation was Kennedy’s No. 1 domestic priority in his first two years as president. It was passed with the support of most Democrats over the opposition of most Republicans. Disabling amendments were offered by Sen. Prescott Bush of Connecticut.

But starting in the 1970s, labor unions, hoping to prevent auto and steel job losses,

They continue to oppose freer trade even though half of union members today are public employees.

When Bill Clinton sought approval of the NAFTA agreement with Mexico in 1993, the party balance had shifted. The Senate approved it 61-38, with Democrats evenly split. In the Democratic-majority House, it won 234-200, with yes votes from 102 Democrats and 132 Republicans.

Democratic support for free trade continued to slide. In 2003, when the House approved TPA, 217-212, only 25 Democrats voted for it, while 27 Republicans voted against it.

It should have been obvious to Obama, months before Friday’s TPA vote, that he needed to get some significant number of Democratic votes to get the measure through the House. Too many recently elected Republicans had either taken protectionist stands or didn’t trust the president to carry on negotiations.

Even more important, he needed to persuade House Democratic leaders not to sabotage his effort. He needed to spend time with them, listen to their concerns and foster a team spirit. But Obama, by all accounts, has had as little time for congressional Democrats as he has had for congressional Republicans. Lyndon Johnson-style schmoozing is not his thing.

The result was apparent Friday. In May, the Senate voted 62-37 for a TPATAA package. TAA is Trade Adjustment Assistance, a program intended to aid workers displaced by foreign imports. Pol-

icy analysts say it’s not very effective, but pro-TPA Democrats can cite it in defense against attacks from unions and primary opponents.

Friday the House took up TAA before TPA – and voted TAA down 302-126. It was supported by 86 Republicans (many of whom dislike it) and only 38 Democrats (almost all of whom support it). House Minority Leader Nancy Pelosi led the charge against the president’s policy.

House Majority Leader Kevin McCarthy didn’t flinch but immediately called for a vote on TPA. It passed by a 219-211 margin, with 28 Democratic votes – a margin eerily similar to the TPA vote 13 years ago.

But since the Senate bill tied TPA and TAA together, there is no bill for the president to sign. Senate Finance Democrat Ron Wyden, a key TPA supporter, has made it plain the Senate will not pass TPA as stand-alone legislation.

TPA is not necessarily dead. Speaker John Boehner has held open the possibility of a vote to reconsider the TAA portion of the Senate bill in the coming week. Probably some significant number of Republicans who back TPA but voted against TAA can be persuaded to switch their votes.

But that’s not likely to be enough to reverse an overwhelming margin without a change of course by House Democrats.

Which puts the ball squarely in Obama’s court. One’s ears burn as one thinks of what Lyndon Johnson would say of his predicament.

Some lawmakers in the Indiana General Assembly think it’s their job to do the people’s business ... in private.

As ridiculous as it sounds, members of the House secretly have been working to exempt themselves from a public records law that entitles the public to “full and complete information regarding the affairs of the government.”

This comes in the midst of a lawsuit by the Citizens Action Coalition of Indiana and the Energy and Policy Institute, which filed an open records request in January seeking correspondence regarding a solar power bill.

Specifically legislators are attempting to keep their internal correspondence – including email, voice mail, text messaging, notes and other records – from public view. And they’re doing so by furtively changing the definition of “work product.”

Indiana’s Access to Public Records Act, passed in 1983, offers one specific exemption for “the work product of individual members and the partisan staffs” of the legislature. Lawmakers are using this exemption in an effort to shield nearly all their communication from public.

This after Luke Britt, Indiana’s public access counselor, had offered up the advisory opinion that the open records law does apply to lawmakers. Britt also noted that the act allows them to shield some documents as work products, but that legislators should make transparency the goal.

Clearly, House members have ignored Britt’s advice.

According to Steve Key, executive director and legal counsel for the Hoosier State Press Association, the legislators are “trying to define everything they do as work product, which is very unfortunate.”

It’s also a misuse of the power and authority given by the Hoosiers who put them in office. And if lawmakers find abiding by the rules and responsibilities that come with public office too restrictive, a return to private life can be easily arranged by voters.

These plastic guns aren’t toys In the 1993 thriller “In the Line of Fire,” a wouldbe assassin painstakingly builds a plastic gun that he could slip past magnetometers – and into a room with the president. Nowadays, all he would have to do is press “print.”

Manufacturing plastic guns is no longer the stuff of Hollywood; it’s an easy and inexpensive process.

The ever-wider availability of 3-D printers allows all sorts of people to create all sorts of objects, including firearms, given the right schematics.

Defense Distributed, an early innovator in this field, created and distributed blueprints for a plastic handgun in 2013, before the federal government ordered the group to take them down.

By that time, the information had already been copied, and it remains accessible. Since 2013, enthusiasts have created plastic revolvers and plastic rifles, and they have used 3-D printers to fashion gun parts that turn semiautomatic guns into fully automatic weapons.

The 1988 Undetectable Firearms Act banned the production, transfer and possession of guns that magnetometers can’t detect, requiring at least 3.7 ounces of steel to be in every firearm created or carried in the United States.

Congress reauthorized the law in 2013. That’s better than nothing, but it’s not enough. Legislators should have made the law stronger, as Rep. Steve Israel (D-N.Y.) proposed doing last week.

Israel argues that the act contains a large loophole.

A professional or amateur gun-maker can legally produce a plastic weapon with a removable chunk of steel in it and legally sell or give it to someone else, who could easily discard the metal element and carry a deadly weapon anywhere.

Israel wants to require producers and sellers of plastic guns to include a metal piece that can’t be removed. If outfits such as Defense Distributed wanted to enable people to build legal firearms, they would have to create schematics for weapons that contain critical, functional elements made of steel.

If, that is, the State Department lets them. State has moved to restrict online publication of “technical data” that can be used to construct weapons, demanding that federal officials give their approval first.

The government claims that distributing, say, plastic gun schematics online is essentially an export of sensitive weapons information to foreign countries, and State has the authority to regulate arms exports under a Cold War-era law aimed at preventing weapons information from falling into Soviet hands.

Keeping plastic gun schematics away from foreign terrorist organizations is a worthy national security goal now.

Worthy, but near-impossibly hard. Plastic gun blueprints are already on Web sites over which the U.S. government has no control.

The State Department might also run into legal trouble for imposing a possibly unconstitutional prior restraint on the speech of plastic gun designers eager to share their work.

We can’t blame State for trying, but we put more hope in Israel’s initiative to restrict the production of undetectable plastic weapons. His policy wouldn’t end the threat; the determined would still be able to work around it. But it would help reduce the number of undetectable guns in circulation.

HAWKS STANLEY CUP CHAMPIONS FOR THE 3RD TIME IN THE PAST 6 SEASONS VIEWS Rick Morrissey CHICAGO – The dry spell is over. Chicago finally got to see a trophy raised in its own town, not in some dusty outpost.

The Blackhawks beat the Lightning, 2-0, Monday night at the United Center to win the Stanley Cup. It was their third Cup in the past six seasons, but the first time for the franchise on home ice since 1938. It was the first title won in Chicago since the Bulls won an NBA title in 1997.

Duncan Keith and Patrick Kane scored goals because that’s what big-time players do in bigtime games.

The dynasty talk is for the radio talk shows. The Hawks are a great team, have been for seven seasons, and if that makes them dynastic, swell, light up the phone lines.

Just make sure you put what the Hawks have done in that span as one of sports’ greatest accomplishments. In those seven seasons, they have played in five conference finals, won three Stanley Cup titles all under the weight of a salary cap.

What happened in Game 6 doesn’t change their level of excellence. If anything, it raises it because the competiveness of this series was off the charts.

When Keith scored on his own rebound late in the second period to give the Hawks a 1-0 lead, it felt like something had shifted, quite possibly the United Center’s foundation, thanks to the roar of the crowd.

But this series has been a reminder of just how consistently excellent the Hawks have been, through all sorts of changes and challenges.

They have done it with two different general managers – the architect, Dale Tallon, and the reconstructive surgeon, Stan Bowman. They have done it with two goalies – Antti Niemi and Corey Crawford. And they have done it with a revolving cast to go along with their stars.

“It’s a compliment to the organization from the outset, having patience, having a ton of skill, a lot of real good kids back in ’07, ’08, those years,” Hawks coach Joel Quenneville said before Game 6. “We’ve gone through a couple years where the transition from our team that ended the year to the start of the year almost was 50 percent gone.

A win unlike any other in 77 years

Ridiculous to say, of course. The countless ex-players roaming the hallways and the press box all day laughed at the idea, telling yarns of getting sick on roadsides after Final games and shaking violently in the dressing room moments before puck drop.

Just another game? Please. For

the Blackhawks, the Stanley Cup was on the line, a third in six seasons, history. For the Lightning, survival was on the line, a chance to go back home and make a run at the Cup themselves, to solidify a reawakened hockey town on the Gulf Coast.

This was unlike any regular game – too tense, too exhausting. It was unlike any playoff game – the stakes too high, the gasps louder than the cheers. And it was unlike any home game in the past 77 years of Hawks hockey – because it ended with them celebrating a champion-

ship on home ice.

The Hawks won their third Stanley Cup in six seasons Monday night, edging out a 2-0 victory over the Tampa Bay Lightning, a fittingly narrow victory in this most narrow of series. Duncan Keith – who went from respected to revered with an incredible combination of endurance and dominance for four grueling series – followed his own rebound at 17:13 of the second period to break a scoreless tie. IHSA changes seeding for football, other sports

By MIKE DeFABO mdefabo@shawmedia.com Football is taking a step back in time with a recommendation approved Monday by the IHSA board of directors to seed Classes 7A and 8A from Nos. 1 through 32 for the playoffs.

The board also announced siginificant changes for postseason seeding in other team sports (baseball, basketball, soccer, softball and volleyball), which will seed sub-sectionals in many cases and remain with sectional complexes for some.

The board also approved limiting the time football teams can participate in full, live contact drills.

For Classes 7A and 8A, the football seeding change goes back to the way it was until 2001, when all classes were seeded 1 through 32 for the playoffs. The other six classes will remain the way they are, seeding 1

“It’s terrific,” said Huntley football coach John Hart, whose 8-1 team was the No. 7 seed in the northern half of Class 8A. “We would have been like a No. 9 seed out of 32. It would have been huge for us. You have to beat teams anytime. There were three undefeated teams and four 8-1 teams in the upper bracket last year.

It was really top-end heavy.”

The Red Raiders lost to No. 10 Palatine, 39-17, in their first-round

game. The IHSA went to quadrants in 2002, then moved to seeding the state in halves, for the most part, a few years later.

For years, the IHSA has predetermined regional tournaments for team sports, while having some entire sectionals seeded to determine the regionals from the seeds. Now, in Classes 1A and 2A, and in 3A and 4A tournaments outside the Chicago area, teams will be divided into sub-sectionals and the top seeds will be sent to separate regionals.

It would be a gross understatement to do any less than acknowledge that Chicago’s Stanley Cup championship hockey team has claimed a spot in the hearts of sports fans once reserved exclusively for championship contending Bears teams.

But it also would be a significant overstatement to suggest Chicago is anything but a “Bears Town” when the Monsters of the Midway are in action.

It is worth noting because in the same week the Hawks are wrapping up their 2014-15 season, the Bears come to work for the first time to begin their 2015 campaign.

Veteran minicamp taking place today through Thursday at Halas Hall is mandatory and it is significant as the Bears punch the clock for the first time under general manager Ryan Pace and coach John Fox. There’s been a palpable vibe around town since Pace hired Fox and new free agents and rookies started rolling into Halas Hall that last year’s disaster might actually have just been a bad slump brought on by jokers pretending to be coaches and scouts.

The sense seems to be that this team will be better if for no other reason than Fox and coordinators Vic Fangio and Adam Gase are here, proven winners with established track records.

But is that a theory we should trust?

Some analysis and a little common sense say be careful

CHICAGO – The Cleveland Indians and Cubs didn’t force local fans to miss the Blackhawks clincher in the Stanley Cup Final. For that, everybody could thank the weather.

Monday night’s interleague game at Wrigley Field was postponed about 90 minutes before the scheduled first pitch because of heavy rain and severe weather.

At times, tornado-warning sirens went off around the ballpark. The game will be made up Aug. 24.

Pirates jump on Rodon early, roll over White Sox PITTSBURGH – Francisco Liriano allowed two singles in eight dominant innings, and the Pittsburgh Pirates ran their winning streak to five with an 11-0 romp over the White Sox on Monday night.

Liriano (4-5) struck out 12 and walked one as Pittsburgh put together its second straight shutout and fourth in its past five games, dropping the team’s ERA to 2.79, the second-best mark in the majors behind St. Louis.

Josh Harrison and Starling Marte each had four of Pittsburgh’s season-high 18 hits.

Marte, Jung Ho Kang and Francisco Cervelli all drove in two runs apiece as the Pirates posted their most lopsided win of the year.

Eight Royals on track to start at All-Star Game

NEW YORK – Eight players from the AL champion Kansas City Royals are on track to start at the July 14 All-Star game in Cincinnati, with Omar Infante overtaking Houston’s Jose Altuve at second base.

Catcher Salvador Perez, first baseman Eric Hosmer, shortstop Alcides Escobar, third baseman Mike Moustakas and designated hitter Kendrys Morales maintained their leads in voting totals released Monday. Fox and Gase are a clear step up above Marc Trestman and Aaron Kromer, but coaches coach and players win games.

Maybe a great NFL coach can get you a win or two, but if you don’t have the talent ... .

Last year’s Broncos were one of the top offenses in the NFL behind Peyton Manning, C.J. Anderson, Demariyus Thomas, Emmanuel Sanders, Wes Welker, Julius Thomas and Ryan Clady.

Is there any chance Jay Cutler, Matt Forte, Alshon Jeffery, Kevin White, Eddie Royal and

Martellus Bennett will remind us of their peers in Denver?

By any measure the only spot on offense where you’d rather be the Bears is at running back, where Forte is an easy choice over Anderson, but even there, Forte gives you little or no help between the tackles.

I am actually excited about the prospects for this Bears offense and am living these days in the very small neighborhood of folks expecting a big step up from Cutler.

But that reasonable analysis I talked about shows the Bears have maybe half the talent the Broncos’ offense had last year.

Now, let’s look at Fangio’s

49ers defense. Although the ballclub fell to 8-8, Fangio still conducted a top-five defense in spite of serious injuries to Patrick Willis and Navorro Bowman.

Fangio’s group last year was led by Justin Smith, Ray McDonald (before his Week 13 release), Aldon Smith, Ahmad Brooks, Chris Borland and Antoine Bethea.

Just for grins, plug in Willis and Bowman and is there a single one of these guys who would not only be a Day 1 starter for Fangio in Chicago this year, but maybe even the best defensive player on the team?

Pernell McPhee is a fascinating addition. Is there one of those 49er players, with the exception of McDonald, you’d take McPhee over?

Hopefully, we all agree Pace still has a ton of work to do upgrading the talent before we can expect Fox, Fangio and Gase to work their magic.

In the meantime, this week is our first chance to see how a number of veterans who underperformed for the old regime will look in their new schemes.

The way Gase and Fangio line them up today will give us a hint as to what they think we might be able to expect come December.

The honeymoon isn’t over yet, but the beginning of the end comes with the first whistle of this week’s minicamp.

Players no longer are here because they want to be. Now they have to be, and we get to begin to see who wants it most and, more importantly, which current Bears actually have it.

Corey Crawford made 25 saves – if there were a Stanley Cup Final MVP, he’d be the choice – including a save on a Steven Stamkos breakaway early in the second period. Between that and Keith’s goal, the Hawks had chance after chance after chance, but Ben Bishop – still hurting, still fighting – kept somehow making stops. All the while, a raucous United Center crowd kept losing its breath and losing its mind during remarkable stretches of play.

It was extraordinary theater to cap an extraordinary playoff run for a team that muddled through an ordinary regular season. Whether they were sav-

ing their best for last or merely hit their stride at the right time is immaterial. They now are immortal.

There are no dynasties anymore, not in the modern era, not in the salary-cap world.

There never will be another team like the 1980s Islanders, winning 19 consecutive playoff series. There never will be another team like the 1950s Canadiens, winning five straight Stanley Cups.

But there never was supposed to be a team like the 2010s Blackhawks, either. A team with three championships in six seasons.

A team with four conference final appearances in six seasons.

A team with a core group of astounding talent and indomitable resolve, and an ever-rotating cast of supporting actors, staying together for a run of unprecedented and unexpected success in a system designed to avoid it, in a city that had not too long ago all but forgotten it.

“I think Stan has done a great job as far as rebuilding, retooling on the go this year, and at the deadline made some acquisitions to give us some experience as well. Different evolution each one of the years. But it shows you in the game that you got to be ready to move along and adapt with the salary cap world.

“It really talks about netnet, the guys that have been here from Day One, the way they prepare, the way they compete, how important it is for those guys to win.”

I had to look up the definition of “net-net.” According to Investopedia.com, it’s “a value-investing technique in which a company is valued solely on its net current assets.”

That would be Jonathan Toews, Kane, Keith and Brent Seabrook. In terms of net-net, I’d throw in the netminder, Crawford. And Niklas Hjalmarsson. And Andrew Shaw.

See, that’s the point. The Hawks have so many good players and so much depth that more title runs can be expected.

“It’s special,” forward Patrick Kane said. “You’ve got to realize how fortunate you are, right? And that’s something everyone is going through. Not just in the game of hockey, but pretty much any sport, to have this opportunity to play for three in six years and go to a couple conference finals, play in different things.

“We’ve played in a lot of meaningful hockey games. I don’t want to say it’s something we’re accustomed to and

The players don’t spend time thinking about the salary cap because who would if he didn’t have to?

“We don’t worry about that too much,” Kane said. “I think every year we come in with the mindset of pretty much the same thing – try and get as many wins as possible and try to just keep getting better as the year goes on … and try to win it all.

“Does it happen every year?

No. But we have a pretty good group in here, a lot of leadership, a lot of experience, a lot of guys that have been around the block once or twice to see a thing or two that has happened in this game.”

And there should be more chances ahead.

IHSA addresses issue of football safety with restriction • IHSA

Continued from page B1 The other football change further addresses the issue of safety by limiting the time allowed for teams to have full, live contact during full-pad practices. Teams will be limited in preseason practices to three days of live full contact a week, with a total of 90 minutes of live full contact to be used over the course of those three days.

IHSA assistant executive director Craig Anderson said the association uses USA Football’s definition of “full live contact,” meaning football drills or live game situations in which there is “contact at game speed where players execute tackles at a competitive pace, taking players to the ground.”

For some coaches, this definition is an important distinction. Many, if not all, already have systems in place to limit the amount of hitting their play-

ers do during the season.

For example, 2014 Class 7A runner-up Cary-Grove never takes a ball carrier to the ground during the season.

“I think you’ll probably get the same answer from most coaches,” C-G coach Brad Seaburg said. “It really shouldn’t affect us much, if any.

We’ve gotten away from taking people to the ground at all in practice.

“During the season, we’ve very aware of the pounding the

guys take and how physical the game of football is. We really try to keep our guys fresh and do everything that we can to keep them fresh.”

Hart agreed, saying the Red Raiders hardly ever take a player to the ground. Instead, they use dummies or find other ways to simulate live tackling.

“A lot of these rules that we’re coming up with are probably guidelines that most coaches are following anyhow,” he said.

CHARLOTTE, N.C. – Jordan Taylor stood atop the podium at Le Mans, surveyed the massive crowd below him, and thought of only one thing to scream.

“Fonzie!” he yelled.

Curiously, the crowd roared its approval as if it knew Taylor was giving a shout-out to his dog back in Florida.

Such is the life for the 24-year-old Taylor, who Sunday teamed with Tommy Milner and Oliver Gavin to win the GTE Pro IN THE class in the most prestigious sports PITS car event in the Jenna world. It was the Fryer biggest victory of Taylor’s career, and he once again proved he’s one of the top road racers in America.

He also stunningly is under the radar despite an accomplished résumé in the Tudor United SportsCar Championship.

The son of former champion Wayne Taylor, he earned his own series title in 2013 and is fourth in the standings with older brother, Ricky.

Carefree and outgoing, he also has mastered social media as has no other driver in any other series. Taylor uses Twitter and Instagram to chronicle his life with his dog, his hectic travel schedule and all the adventures in between.

As the clock ticked down on Sunday’s race and the Corvette Racing team inched closer to victory, Taylor posted a selfie of him nervously killing time.

“It’s too stressful to watch, so I’m just here sitting on the toilet,” he wrote.

He’s added a slew of behind-thescenes photos since, including one of him in the last row on his plane coming home from France with his trophy in the seat next to him. Taylor has documented the excitement of his win through social media, but was at a loss to actually verbalize the accomplishment.

“I’m obviously a little speechless about the whole thing – the goal in sports car racing and almost any kind of motorsports in general is to win Le Mans,” he said. “To win with Chevrolet and Corvette Racing as an American driver doesn’t get any better than that.”

At a time when American drivers struggle to find high-profile opportunities outside of NASCAR, Taylor on Sunday celebrated a big day for the red and white and blue.

Milner, his teammate at Le Mans, is also an American who has utilized Chevrolet’s factory program to make a career in sports cars. Sunday was his second Le Mans victory; Milner also

Meanwhile, actor and part-time race car driver Patrick Dempsey finished second in the GTE-AM class for his first Le Mans podium in four tries with his own team, and Scuderia Corsa’s trio of Townsend Bell, Bill Sweedler and Jeff Segal – all Americans – finished third in GTE-AM in their Le Mans debut.

Meanwhile, in IndyCar, Tennessee native Josef Newgarden won his second race of the season, driving for a team fielded by Americans Sarah Fisher and Ed Carpenter.

Newgarden, who from 2008 until 2011 chased a racing career in Europe, now has won two of the past seven IndyCar races – no small feat considering he doesn’t drive for Roger Penske or Chip Ganassi. It’s a coup of sorts for a driver who could have been out of career options by his 21st birthday.

Now 24, he finally has come into his own as IndyCar is breathlessly waiting for an American driver to take command of the series. Newgarden, only in a one-year contract with Carpenter and Fisher, is taking it day by day.

“I’m lucky enough to be driving an IndyCar, and to get two wins is really

fortunate,” he said. “There’s not a lot of people that have won two IndyCar races, but I think if you really measure it, as a driver you don’t want to win a couple of races, you want to win a lot of races.

“It’s nice to have two, but I don’t think it means anything. It doesn’t mean you’re safe in a sport – I think you can always get kicked out. You never know if you’re going to be here next year; you always got to prove yourself, and that case still stands, in my opinion.”

Such is the life for the American racer who doesn’t compete in NASCAR, where the paychecks are much higher and the publicity far greater.

But Taylor and Newgarden never have chased the stock car dream, and both are content with what they are doing. They are the face of young American racers, even though they go unrecognized most of the time.

That was clear late Monday as Taylor pulled another one of his trademark gags – posting a photo of himself on a plane next to an unsuspecting sleeping passenger. Too bad the passenger hadn’t realized he was seated next to a Le Mans winner.

Driver without insurance a road hazard to avoid Dear Abby: My 17-year-old stepdaughter, “Audra,” got her driver’s license a few months ago and has started pressuring us to put her on our car insurance. When we told her we can’t afford it, and if she wants to be on the insurance she has to get a job and pay for it, she had a temper tantrum.

About a month ago, my husband wanted her to go to the store for him. We live in a rural area and everything is some distance away. After she left, he asked me if I was mad that he let her take the car.

I told him I thought he was asking for trouble sending her out with no car insurance. He said, “But she wants to drive so badly.” My husband now

Strengthen thigh muscles to counteract knee pain Dear Dr. K: My 12-year-old daughter has been doing gymnastics for years. Lately she’s complained about pain in her knee. Her doctor says it’s Osgood-Schlatter disease. How serious is this?

Dear Reader: This is a case where the name makes the condition sound worse than it is. Osgood-Schlatter disease is a common, temporary condition. It causes knee pain in older children and teenagers, especially those who play sports. About 20 percent of children who play sports develop this condition. It starts when a child’s growth spurt starts, and major symptoms typically go away at the end of a teenager’s growth spurt.

ASK DR. K Anthony L. Komaroff The condition is basically an “overuse injury.” Children and teens who participate in activities that require a lot of jumping and bending -- hockey, basketball, soccer, skating, gymnastics or ballet -- are more likely to develop Osgood-Schlatter disease.

In these activities, the quadriceps muscle in the front of the thigh pulls tightly against the kneecap and the kneecap’s anchor, the patellar tendon.

Repeated pulling results in pain, swelling, redness and a bony bump in the raised

area at the top of the tibia (shinbone). That’s where the patellar tendon attaches to the bone. This part of the knee is particularly vulnerable to stress and injury during the teenage growth spurt. (I’ve put an illustration of knee anatomy on my website, www. askdoctork.com.)

Continuing to participate in the activity will not cause permanent damage, though it may be uncomfortable. Here are some things your daughter can do before, during and after physical activity to help limit discomfort: • Wear shock-absorbent insoles in sports shoes.

• Use a heating pad or warm, moist compress for 15 minutes before a sports

activity.

• If the symptoms worsen following a sports activity, apply a plastic bag of ice (or a bag of frozen vegetables, if you’ve got no ice), or a cold gel pack to the area. Put a dishcloth or thin towel between the skin and cold pack. Apply the cold for 15 minutes every couple of hours for four to six hours.

• Wear a protective pad to shield the top of the shinbone.

• Elevate her leg when she has knee pain.

• Take over-the-counter medications, such as ibuprofen (Advil, Motrin), to fight pain and inflammation.

• Stretch thigh muscles two or three times a day, and always before an activity.

• Do thigh-strengthening

exercises.

If her knee pain is constant, she may need to stop playing sports for a while, or wear a cast or brace for several weeks.

Surgery is rarely needed.

Talk to your daughter’s gymnastics coach. Check to see your daughter is using sports equipment appropriately and has proper technique. Her coach also may be able to modify the intensity of her training.

Ask your daughter’s pediatrician if it would be valuable for a physical therapist to teach your daughter some exercises to strengthen the leg muscle.

Here, what line should South follow to make four hearts after West leads a spade and East, after winning with his jack, continues with the spade ace?

West’s three-spade response was pre-emptive and very aggressive; with game-invitational values, he would have cue-bid three hearts.

North, with his back against the wall, hoped his partner had six hearts.

South has seven side-suit winners (five diamonds and two clubs), so needs only three trump tricks.

The temptation, given East’s opening bid, is for declarer to cross to the dummy and play a heart to his jack.

However, here West wins and leads another spade to kill the contract; South runs out of trumps.

Instead, declarer should cash his two top trumps, then turn to the diamonds, happy to lose one spade and two hearts.

Finally, note that East could have defeated the contract by shifting to a club at trick two.
