Photographing natural disaster aftermath

dguerra@shawmedia.com Photographing the aftermath of a natural disaster ranks among one of the most difficult assignments in my career, right up there with the Northern Illinois University shootings and the brain cancer cluster I’ve covered in a decade as a photojournalist.

I left my home at 4 a.m. April 10. The sun was rising as I was walked into town, photographing the first responders checking mounds of rubble, which had been houses only hours before. The only sounds were birds and the crunch of broken glass and debris under my feet.

After that first day, I was immune to the striking images of the debris, it was everywhere and became white noise in my viewfinder as I searched for people.

A boat coming out of the side of a house, a Subaru in a tree, insulation falling like snow when the wind blew – it became secondary to the personal stories and images of the residents and how they were coping.

So many stories. So much heartache. So much redemption.

I’d pass by the Metcalfs’ property to check on the rebuilding process as they lived in their

camper in their circular driveway. I was able to watch and document the Cline family’s house being built.

My colleague went to chemotherapy with Irene Clay before she passed away after her battle with cancer, just after her new house arrived in Fairdale.

I documented Casey Martinez being crowned Hiawatha High School prom queen and a whole class of seniors that had been through this turbulent time graduate.

I watched the tears of joy roll down Monica Martinez’s cheek after I spent the day with her and Casey taking her senior portraits because it made Casey smile, even if for one day.

Just in this past month, I’ve met and documented more and more of the town and its residents as people welcomed me into their homes, something I’m very grateful for.

I looked at the assignment as documenting history for these people, for the community as they rebuilt. Their story is not over and neither is the rebuilding. It has been a year, but the work has just begun.

N.W.A. joins rock hall with 4 rockers from 1970s

NEW YORK – N.W.A. triumphantly entered the Rock and Roll Hall of Fame on Friday, the groundbreaking quintet that brought the rough streets of Los Angeles into homes through their music defiantly refuting those who suggested rappers didn’t belong in the institution.

They joined the rock hall in a ceremony at Brooklyn’s Barclays Center with 1970s-era rock acts Cheap Trick, Chicago, Deep Purple and Steve Miller.

N.W.A.’s rough-hewn tales tilted the balance toward West Coast rap in the late 1980s on songs like “F--- the Police,” “Boyz-N-The Hood” and “Straight Outta Compton.” Following the act’s breakup, Dr. Dre became one of music’s most in-demand producers and a billionaire with a high-tech headphone company. Ice Cube moves between music and a successful acting career.

For all the success, some traditional rockers have resisted the inclusion of rap acts into the

hall, most prominently Kiss’ Gene Simmons, whose band was inducted last year.

“I want to say to Gene Simmons, hip-hop is here forever,” said MC Ren. “Get used to it.”

Rock ‘n’ roll is not just a musical style but a spirit that connects people, be they bluesmen or punk rockers, Ice Cube said.

Ice Cube turned to Dr. Dre, thanking him for letting him hang around and make music with him as a 15-year-old boy. Named for one of N.W.A.’s best-known songs, the movie “Straight Outta Compton” told the band’s story and was one of the biggest box office winners of 2015.

They were inducted by one of music’s hottest artists, Kendrick Lamar, who said N.W.A. members were heroes to kids like him growing up. They “proved to every kid in the ghetto that you could be successful and still have your voice while doing it.”

The act announced just before the event that they would not perform at the rock hall event.

Residents, first responders, government gain knowledge in dealing with tornado

rgillespie@shawmedia.com FAIRDALE – Recovery began immediately in Fairdale and quickly became an all-in effort, Kirkland Mayor Les Bellah said as he looked back on the days that followed the destructive tornado that changed the landscape of the tiny area.

The mayor said Fairdale, located about seven miles west of his town, always had been Kirkland’s little sister city.

“They weren’t in the victim mode a long time,” Bellah said. “They got in recovery mode fast.”

The aftermath of the EF4 tornado that ravaged the unincorporated community a year ago today sent residents, first responders and local elected officials on a sobering learning curve.

Along the road to recovery, Monica Martinez said she ran into situations that at times had her looking to the heavens for confirmation that God was watching over her.

“I started questioning my faith. I got so frustrated,” said Martinez, a wife and mother of three whose family home of 16 years on Keith Street was heavily damaged by the tornado.

Martinez was one of several residents with homeowner’s insurance. But she quickly learned that, even in the most dire situations, paying premiums on time didn’t translate to expedient insurance payouts.

So many factors go into determining adequate coverage amounts for properties, according to the Insurance Information Institute. But the Martinez family learned that in their case, they may have had more losses covered had their home been completely destroyed – like the 21 others that were leveled.

The family slept on the floor of their damaged house for weeks after the tornado, using donated air mattresses, sleeping bags and clothes, she said. Her policy didn’t cover hotel expenses. In fact, she learned all of the damage to her house wasn’t covered because the insurer picked through debris to determine what was damaged as a result of the tornado versus what was just old.

“We didn’t get paid or helped for everything,” she said. “It seems like they didn’t want to release the money.”

In fact, Martinez said her family had a $152,000 policy, but the insurance company, so far, only has paid out around $65,000. However, her claim will remain

Her husband, Noel, had done a lot of the repairs himself. Volunteers helped to rebuild a collapsed staircase and repaint the home.

“When we went and bought insurance [initially], they came and looked at the house and insured it,” Martinez said.

“Now, all of a sudden when it’s time to cover [losses], they are finding all the excuses they can not to pay out.”

Despite the ongoing wrangling with her home’s insurer, Martinez found out she still was a bit better off than some of her neighbors.

In fact, in the days after the storm, representatives from the U.S. Small

Business Association, Illinois Emergency Management Agency and other local officials surveyed the area. They learned that 31 homes and seven businesses had suffered major damage but had a lot of uninsured losses.

The finding led Gov. Bruce Rauner on May 30, 2015, to request low-interest, long-term loans from the SBA.

They arrived to darkness, no fire hydrants and no power, among other impediments, Kirkland Community Fire Department Chief Chad Connell said.

The air reeked of propane that was escaping from uprooted tanks.

Emergency personnel launched rescue and recovery efforts, including driving residents from the ravaged area to the Kirkland firehouse.

“The station turned into a rallying point for the community,” Connell said.

It became the central point for housing some residents, reuniting families, storing donations and other outreach, he said.

Then came the outpouring of support that Bellah and others laud.

Donations flowed in starting before sunrise the next day. Neighbors and other nearby supporters brought things such as clothes, food, blankets, time, hugs and shoulders to cry on.

‘I WANTED TO HAVE A ROLE’

Nicklas provides leadership for Long Term Recovery Corp.

news@daily-chronicle.com FAIRDALE – Two-year-old Brooklynn Johnson survived the tornado in Fairdale, holding a Maglite flashlight that was much too big for her, alongside her grandmother Deb Johnson in the basement of a four-unit apartment building.

Brooklynn wasn’t upset that night.

But she cried when she returned with her family a few days later. Fairdale, she told her grandmother, was “so broken.”

The tornado had destroyed 21 homes in Fairdale. Another 15 were left uninhabitable. The estimated property damage was $7.9 million. Of that, an estimated $2.76 million were uninsured losses.

Every part of DeKalb County was under a tornado warning at some point during the evening of April 9, 2015. About the same time Brooklynn was clutching her flashlight, Bill Nicklas was driving around the county.

Nicklas, 67, had retired from Northern Illinois University in November 2014 and had recently opened his own consulting business. He had no reason to be outside driving around. But he was expecting a phone call. Having served as Sycamore’s city manager for 13 years and DeKalb’s city manager for 5 years, Nicklas was used to being on-call in times of emergency.

“I got myself in the car and I drove around for an hour, not really knowing what to do,” Nicklas said. “Normally, I would have gone to a city hall or something. Everyone was doing

what they were supposed to be doing and I realized I didn’t have a role. So I guess, selfishly, I wanted to have a role to be helpful.”

No call came that night, and Nicklas thought better of driving to Fairdale amid the chaos after the EF4 tornado, with wind speeds of up to 200 mph, hit about 7:15 p.m. killing two women and damaging or destroying nearly 70 structures.

When he eventually visited the unincorporated community of about 130 people, he wanted to find a way to help. As the extent of the damage in Fairdale became clear, the DeKalb County Long Term Recovery Corp. was formed, with Nicklas at the helm, to help the community rebuild.

“I had some experience that was pushing me and I had the time,” Nicklas said. “Within a few days, it was obvious that the well and septic issues were big.”

So big, in fact, that there were questions about whether it would be possible, under modern building code requirements, for many Fairdale residents to rebuild at all.

“Be careful what you ask for…”

There I was, living in my own home in Creston, IL and managing just fine. I had good friends, my loving family and a home I enjoyed. Then it happened. One day you wake up and think to yourself, “Hey. I’m not as young as I used to be.” It kind of sneaks up on you and before your Charlotte Be know it your start considering what the options might be as you face those big retirement decisions. My children live out of state and I knew that rg I wanted to stay near my friends, church and my community activities so my search began. I already had had some dear friends living at Oak Crest and after visiting decided that the on-site availability of health care, location and surroundings were the perfect fit for me. Now, I was faced with the dilemma of making the decision to actually move. So, I called up Oak Creast with some pretty specific requests. I wanted an apartment on the third floor, looking north, near my cousin. Feeling pretty confident that my my requests would not be easily filled, I sat back and relaxed. Imagine my surprise when mere weeks later I received a call telling me that my very wish was granted. I moved in and have to tell you I couldn’t be happier. I enjoy my apartment; I love my neighbors and I can participate in any number of events and activities throughout the day. As my Oak Crest neighbors and I say, “Be careful what you wish for at Oak Crest, because they just might come true.”

OBITUARIES CHARLES WORTH SAWYER Born: April 6, 1957; in Peoria, IL, Died: April 6, 2016; in Barrington, IL

Charles Worth Sawyer, 59, of Batavia, IL, passed away on Wednesday, April 6, 2016, at Journey Care Hospice in Barrington, IL. He was born on April 6, 1957, in Peoria, IL, the son of Farwell Franklin and Joyce Christine (Charlesworth) Sawyer.

He was united in marriage on November 8, 1980, in Wood Dale, IL, to Deborah Lee Alamprese.

Chuck was a devoted and loving husband, father, brother, and friend. He exemplified Christian love and service. Chuck dearly loved and cared for his family, served his community and church, coached youth sports, and enjoyed the outdoors. He was a certified public accountant and earned his masters of science in taxation. Chuck held various positions throughout his career in the corporate tax department at Nicor.

He enjoyed sharing his financial expertise with family and friends. Many will remember his heartwarming smile, lighthearted wit, and genuine kindness. Even in the midst of a harsh battle with cancer, his faith, humility, perseverance and positive attitude were an inspiration to all who knew him. In the end and through it all, Chuck reminded us, “God always provides.”

Charles is survived by his wife of 35 years, Debbie Sawyer of Batavia, IL; three daughters, Kristina Sawyer of Batavia, IL, Katie (Ben) Mahaffie of Mattawan, MI, Kimberly Joyce Sawyer of Batavia, IL; one brother, Tom F. (Mercedita) Sawyer of DeKalb, IL; two sisters, Toni E. Sawyer of Largo, FL, and Constance Sawyer of St. Charles, IL; and many nieces and nephews.

He was preceded in death by his parents.

A visitation will be held on Monday, April 11, 2016, from 4 p.m. to 8 p.m. at Moss Family Funeral Home, 209 S. Batavia Avenue, Batavia, IL. DeKALB – The suspect who led police on a chase after a carjacking, then killed himself Wednesday was a 19-year-old DeKalb man named Malik Henry, police said.

Ogle County Coroner Louis G. Finch confirmed Friday that Henry died of a gunshot wound to the head after leading police on a chase through the county.

It will be another two weeks before the Ogle County Coroner’s Office receives toxicology results, Finch said.

DeKalb police received a call about 1:30 p.m. Wednesday from the management office at West Ridge Apartments, 919 Ridge Drive, DeKalb.

thorities Henry held a maintenance employee at gunpoint and demanded the keys to his Chevy Equinox.

Henry would later lead police on a chase on Lincoln Highway west to near the Interstate 39 on-ramp in Ogle County.

Video shot by a witness there showed the Equinox stopping in front of stop sticks laid out by police, and two DeKalb police vehicles pulling up behind.

As one of the doors in a DeKalb police vehicle opened, the Equinox drove over the sticks and steered into an embankment.

Police believe Henry also was responsible for an armed robbery at West Ridge Apartments on Tuesday evening, when a delivery driver was robbed of food at gunpoint.

Illinois State Police are investigating Wednesday’s incident.

Students raise money for scholarship in classmate’s honor

ksmith@shawmedia.com GENOA – More than 300 students took turns Friday walking laps in the gym, reading in the library, or playing with the school’s band, every minute of which helped raise money for a scholarship in the name of a Genoa-Kingston student who died in August.

The Austin Smith Scholarship will be awarded in his honor to a 2019 Genoa-Kingston High School graduate. A final dollar amount would be added up Friday, when donations were due.

“I tried to pick things that Austin would have been interested in doing,” said Karmen Ewald, a seventh-grade teacher who organized the fundraiser.

Austin devoured books. He was one of the only students who teachers reprimanded for reading during class, and he didn’t discriminate between genres.

Now, the inscription of his name in a school library book catches his peers off guard.

“That’s Austin coming back, telling us he’s OK,” Ewald said.

Austin died Aug. 25 at his Kingston home.

“It was probably the worst experience I’ve ever had as a teacher, having

“It was really easy to get to know him,” Atterberry said. “You didn’t really have to know that much about him to become friends with him.”

Every Friday after school, on his way to Science Club, Austin would proudly lug his tuba (twice his size)

around the hallways. Once, in a botched home science experiment, he launched a bottle rocket through a friend’s window. He was a “nontraditional learner” who was always two steps ahead, Ewald said.

“It’s so hard to talk about, but I really wanted something that kept his spirit alive,” she said, holding back tears.

“And I tell kids every day what a better way to keep Austin’s spirit alive than to give one of his classmates a chance at a better future?”

Thief makes off with stolen guns, rifles from DeKalb farm

DeKALB – Police are investigating a burglary to a DeKalb farm in which they say several handguns and rifles were stolen.

The weapons were taken March 23 from a farm workshop office in the 15000 block of South First Street in rural DeKalb, according to a news release.

DeKalb County Crime Stoppers investigated a similar report in February, when a black case containing three handguns valued at $1,500 and a large number of coins were stolen during a string of car burglaries in Cortland.

Police were not immediately available to comment on whether the two incidents were connected.

Anyone with information about either burglary is encouraged to contact DeKalb County Crime Stoppers at 815-895-3272 or crimestoppers@dekalbcounty.org.

Tips can remain anonymous and could result in a crash reward of as much as $1,000.

Applications available for county business incubator to open July 1

DeKALB – County officials plan to open a new business incubator by July and are now accepting applications from interested entrepreneurs.

The business incubator will be at the DeKalb County Community Outreach building at 2500 N. Annie Glidden Road.

Office space, conference rooms and other resources will be available around the clock every day to members, according to a news release.

Professional development opportunities such as business training and best-practice seminars will be offered at the center through local universities and a business mentoring program. The incubator is aimed at self-starters and small business owners in all fields.

The application deadline is May 20.

A Malta man arrested in a child sex sting is scheduled to be sentenced in a Wisconsin court in June.

Ross A. Adee, 42, of the 22600 block of Schafer Road, Malta, entered a series of pleas Tuesday regarding charges brought against him in August, court records show.

Adee pleaded no contest to second-degree sexual assault of a child and possession of child pornography. He must cooperate with a pre-sentencing investigation before his next court appearance June 24, when he could be sentenced to

Waking up feeling like you’re going to go out and conquer the world is a great sensation that unfortunately many of us don’t experience as we roll over and wish for 10 more minutes of rest.

Is there a secret to creating a morning routine that will keep you energized throughout the day?

Neurologist Dr. Sarah Zallek, medical director of the Illinois Neurological Institute Sleep Center at OSF Saint Francis Medical Center in Peoria, offers a better, healthier way to start the day.

Not surprisingly, “a regular sleep schedule, with an adequate amount of sleep – seven to eight hours for most people — is the most important thing to start with,” Zallek said.

Healthy sleep hygiene will allow for good sleep quality and quantity. These principles include: • Keep a regular bedtime and, more importantly, wake time. “Varying the sleep schedule is a little like giving yourself jet lag and makes it harder to sleep and wake up when you mean to,” she said.

• Sleep only in bed, not elsewhere.

• Use the bed only for sleep and intimacy.

Watching TV, using a phone or other device, reading and other activities make it harder for the brain to know the bed is really for sleep.

• Keep the bedroom cool and quiet.

• Don’t look at the clock between bedtime and wake time. Set your alarm and don’t check the time until it sounds.

• Exercise daily.

• Limit caffeine. If you have difficulty falling asleep or staying asleep, taper completely off of all caffeine.

• Limit alcohol – drinking too much or drinking too close to bedtime can disturb sleep, especially in the second half of the night.

• Avoid naps.

To wake the body up and get your metabolism going, “bright light and physical activity are best to start the day,” said Zallek, who is an advocate for morning exercise for those willing to do it and who have the time. “Not everyone will like morning exercise, but for those who do, it can add a lot to their day and their well-being.”

While sleep quality and quantity are the key, Zallek wants folks to know that “caffeine, while not a bad thing, is probably best avoided first thing in the morning. When we use caffeine at that time, it can suppress our natural alerting chemistry and teach the body to depend on caffeine rather than keep itself alert naturally.”

“People skip breakfast for a whole lot of reasons. Some don’t think they have time, but many just aren’t hungry in the morning,” Zallek said.

Skip the doughnuts and bagels and reach for some protein and fiber instead.

“A high-carbohydrate breakfast tends to be less sustaining for the morning. Some good choices are plain yogurt (preferably unsweetened to start with, and a little added sugar if needed) or cottage cheese plus a serving of fruit,” Zallek said.

Eggs paired with fiber, such as a veggie omelet, is another smart choice. One of Zallek’s favorites is a poached egg atop black beans with fresh cilantro and a squeeze of lime.

“For someone running out the door in a hurry, a banana and a spoonful of peanut butter will do. Those kinds of combinations are nicely filling and will limit spikes in blood sugar so that the energy is sustained through the morning. Adding a small portion of carbohydrates (such as whole grain toast) is fine but it should not be the main act,” Zallek said.

Protein bars and other packaged breakfast foods often have a lot of sugar and more calories but less sustaining power than these other options, she said.

codes were established, so they were grandfathered in. The homes were out of step with today’s code requirements, such as the distance from a house to a street, property lines, the height of fences, and well and septic system guidelines.

The five-member board of the DeKalb County Long Term Recovery Corp. set out to tackle the infrastructure challenges with help from the DeKalb County Board and the Franklin Township Board. Long Term Recovery Corp. members also began fundraising efforts to pay for the infrastructure that was needed for the community to rebuild.

Within a year, the Long Term Recovery Corp. had raised more than $1 million from private donors. The bulk of that money was spent on the installation of a community septic system and the extension of a Nicor natural gas main to Fairdale to replace the propane tanks that had been damaged by the storm.

Many residents wouldn’t have been allowed to rebuild without the off-site septic system, which was designed by Kevin Bunge, an engineer and member of the Long Term Recovery Corp. board.

Nicklas credits the organization’s success to the determination of the people of Fairdale and the dedication of the case managers who worked directly

with residents. But he also said more work still needs to be done in Fairdale.

Volunteers such as Donna Turner, who recently succeeded Nicklas as president of the Long Term Recovery Corp., and Mary Jo Marshall, who serves as the group’s treasurer, played critical roles in the rebuilding effort, as did other nonprofits and contractors, Nicklas said.

Nicklas downplayed his role in the organization’s work, but said he was proud to be a part of the recovery effort.

For much of the past year, Nicklas has worked nearly every day from an office set up in a trailer in Fairdale. He started most mornings at 6:30 a.m., colleagues said.

Fairdale residents such as Marcy Richardson remain grateful for the help.

“They bent over backwards to help us,” said Richardson, 72. “Those people were out here every day from sunup to sundown. I can’t say enough about them.”

Deb Johnson, who moved to DeKalb after the tornado but still has friends in Fairdale, also heaped praise on the work of the Long Term Recovery Corp. volunteers.

“Without that group, Fairdale wouldn’t be where it is today,” she said.

“And I don’t think they would have gotten half of that work accomplished had it not been for Bill Nicklas and his contacts and constant, tireless work. He was the biggest asset Fairdale could have had.”

The day after the storm, Rauner declared DeKalb and Ogle counties disaster areas and made state resources available.

With Fairdale being under the legislative jurisdiction of the county, County

Board Chairman Mark Pietrowski said the county also moved immediately to come to Fairdale’s aid – but it had not encountered such a disaster before.

“Fairdale was somewhat of a unique situation,” Pietrowski said. “There was a certain awareness that we knew it was an area with some older homes.

Nonprofits, sports teams such as the Chicago Bulls and even the governor were among those who chipped in cash.

But some of the logistics and decisions Connell made that night and in the following weeks, he said, turned out to be mistakes for him and his 31-member volunteer firefighting team.

“In the fire service, we learn from mistakes. We don’t accept a mistake as a mistake and that’s not a bad thing.

We take that mistake and learn from it. Sometimes we often create drills around it,” he said. “Mistakes are learning experiences for us. So we’re not ashamed to say we’ve made a mistake.”

Connell said first responders and other officials held critique sessions to review policies and procedures to see what could be tweaked.

Many of Fairdale’s nearly 130 residents lived in homes that had received “grandfather” exemptions from updated building code requirements and other regulations.

In fact, the Insurance Information Institute points out that insurance policies often don’t cover extra costs for rebuilding to code.

And as homeowners tried to rebuild, they found they now had to conform to new rules, and some had to appeal to the county for exceptions. For some, there were issues with lot sizes that required special planning and zoning considerations. Residents who lived in mobile homes found they would not be able to replace destroyed ones with another mobile home.

“We brought them up to our current codes,” Pietrowski said. But county officials also rezoned Fairdale to be considered a mixed-use development, a designation that allowed some leeway “to where everybody that wanted to rebuild could, even if, technically, it wouldn’t have met certain standards.”

But it was quickly revealed that some county rules created red tape, bureaucracy – and likely some angst for people.

County Board members went on to adopt a long-term recovery plan to ensure an easier experience in case of future emergencies or disasters.

“We were really able to take a tragic situation and try to improve the community,” Pietrowski said.

Illinois budget crisis affecting fuel cleanup

SPRINGFIELD – Federal regulators have warned Illinois to resume paying companies that wrench leaky fuel tanks from the ground or be forced to tell gas station operators they have to pay, according to a letter obtained by The Associated Press.

It’s another potentially crippling consequence of the state’s 10-month budget stalemate, which makes the $58 million set aside to pay for cleanup inaccessible. The letter, dated March 21 and sent by the U.S. Environmental Protection Agency’s regional director in Chicago, demands the Illinois EPA deliver a plan to free up the cash for scrubbing contaminated sites.

Companies in charge of yanking tanks said the work has slowed since the state can’t touch the Leaking Underground Storage Tank Fund financed by an at-thepump gas tax and a fuel-delivery fee. One consultant in northern Illinois told the AP, “Cleanup is not being done.”

But the state EPA, which has until April 21 to respond, counters that this isn’t the first tank-fund payment backlog and there is sufficient money to pay the $20.3 million in submitted bills. Without reimbursement, contractors that pull leaking tanks and replace contaminated soil would have to find alternate financing – likely from costly insurance policies that would be required of gas station owners no longer covered by the state fund.

“The state budget impasse

has impacted the fund by halting reimbursements for remediation of LUST sites for the past eight months,” Robert Kaplan, the federal EPA’s acting regional administrator, wrote in the letter, adding that it “compromises the financial viability of the cleanup contractors that are critical to ongoing cleanups.”

But work continues on 211 gas-contaminated sites around the state, according to documents released to the AP under the Freedom of Information Act. The federal agency also questioned diverting $20 million from the fund as part of the $1.3 billion budget deal that Republican Gov. Legislation to free up $860 million in special-purpose funds that was introduced Thursday by Senate Republican Leader Christine Radogno includes $60 million for the leaking-tank fund. But millions more in expenses are piling up. Among contractors on the 211 sites where decontamination has begun since the start of the fiscal year, only 10 have submitted reimbursement claims, Biggs said.

That’s because much work has stopped, according to Bob Renguso, senior project manager of the St. Charles-based Marlin Environmental Consulting. Work proceeds in stages, with EPA approval at each step, but many companies hold up when there’s no money to cover the next phase.

“We can’t do the next step and wait for reimbursement any longer – we’ve used up all our capital,” Renguso said.

“We’ve been trying to continue these last few months, where the next step is approved, but we’re just sitting on it. Cleanup is not being done.”

Biggs said contractors are responsible for continuing to remove the environmental threat regardless of when they’re paid.

He’s waiting on about $1 million for work dating back to last spring – about one-quarter of his annual revenue – and has turned his attention to demolition jobs.

“We’ve pretty well put a halt to any LUST [tank] work we’re doing,” Appleton said.

“We can’t do the next step and wait for reimbursement any longer – we’ve used up all our capital. We’ve been trying to continue these last few months, where the next step is approved, but we’re just sitting on it. Cleanup is not being done.”

But in the document “The Joy of Love,” he suggested bishops and priests could do so on a case-by-case basis in what could become a significant development in church practice.

The pope also strongly upheld the church’s opposition to same-sex marriage.

The 256-page document, two years in the making and the product of an unprecedented canvassing of ordinary Catholics and senior churchmen, is a plea from Francis’ heart for the church to stop hectoring Catholics about how

“I understand those who prefer a more rigorous pastoral care which leaves no room for confusion,” he wrote. “But I sincerely believe that Jesus wants a church attentive to the goodness which the Holy Spirit sows in the midst of human weakness.”

The document is cleverly worded: Francis selectively cited his predecessors, making clear he is working within their tradition, but omitting the sometimes harsh, definitive language that is an anathema to his mercy over moral priorities. He cited himself repeatedly, making some of his most significant points in strategically placed footnotes, rather than the text itself.

“It’s the classic case of an organic development of doctrine,” said Cardinal Christoph Schoenborn, the archbishop of Vienna who presented the document at a Vatican news conference.

“There is innovation and continuity. There are true novelties in this document, but no

ruptures.”

Gay Catholics were highly critical, saying Francis had failed them. The document offered nothing significant beyond existing church teaching that gays are not to be discriminated against and are to be welcomed into the church with respect and dignity. It repeated the church’s position that same-sex unions can in no way be equivalent to marriage between a man and woman.

“He has ignored submissions and appeals by lesbian, gay, bisexual and transgender Catholics,” said British gay rights advocate Peter Tatchell.

“Gentler words do not assuage Vatican opposition to gay equality.”

On thorny issues such as contraception, Francis stressed that a couple’s individual conscience educated in church teaching – and not just dogmatic rules imposed on them across the board from above – must guide their decisions and the church’s pastoral practice.

“We have been called to form consciences, not to replace them,” he said.

Fairdale, a year on

The countless hours of work are making a difference in Fairdale, where residents are turning a story of devastation into one of recovery and rebirth.

When faced with a problem as immense as the devastation caused by the tornado that hit the area a year ago, sometimes it’s hard to appreciate the incremental progress being made. But comparing aerial photos taken the day after the disaster with those taken this week makes the cumulative effort clear.

Fairdale, a hamlet laid out in a grid off Route 72 in northwest DeKalb County, was the epicenter of the destruction, but it was not the only place where people suffered catastrophic damage. Homes and businesses were destroyed in the Rochelle area and in other parts of rural DeKalb County as well. But it was in Fairdale where two women, Jackie Klosa, 69, and Geraldine Schultz, 67, were killed. Today, their friends, family and neighbors will gather to remember their loss.

Those who survived have done what it’s a survivor’s lot to do: Carry on. Rebuilding Fairdale has been one of the biggest volunteer efforts DeKalb County has ever seen, and many volunteers from around the county, state and the country have lent their hands.

There’s more to be done; everyone says so. The new houses don’t feel quite like homes, the community is noticeably different than the place it was on April 8, 2015, and some sites have yet to be cleaned up.

But there are many other accomplishments. A new septic system has been designed for the community. The park has been rebuilt. A tornado siren has been installed.

Many families whose homes were destroyed have returned.

Our heart goes out to those who lost things in the storm that cannot be replaced. Our thanks go to the many volunteers who have helped in the rebuilding. Since the first minutes after the disaster, when it was dark and the air was filled with the smell and sound of leaking propane tanks, people have been on the ground looking to help.

There were the first responders who worked to help rescue people. There were countless people of all ages who volunteered their time, ran fundraising drives, donated money or goods, and provided free labor to help in the cleanup and to rebuild homes. Later, people with expertise in local government such as Bill Nicklas, and in septic systems such as Kevin Bunge, would lead the way to help the town overcome the bureaucratic and other challenges it faced in the struggle to rebuild.

Today, at 12:30 p.m. Habitat for Humanity of DeKalb County will break ground on a home site at Route 72 and White Street. It will be another step forward on what already has been a long path toward putting Fairdale back together. The journey is not yet complete, but for those who have helped bring things this far can be proud of their efforts.

Thumbs-up to not selling children tobacco Thumbs-up: To not selling tobacco to children. DeKalb police recently sent an underage informant into 28 local businesses to buy cigarettes, and of those 28, only one did so.

That’s a 96 percent compliance rate, which is almost as good as the 100 percent compliance we should expect.

Although it’s not perfect, it’s pretty solid and certainly enough to discourage young people from buying tobacco and starting an addiction that will follow them for years and harm their health.

We’re pleased that the 27 store employees who were approached by the underage buyer turned them away.

Thumbs-up: To sidewalk cafes in downtown Sycamore.

So long as they don’t impede the ability of people to move freely through downtown, it seems like al fresco dining could be a nice addition to the area.

The City Council on Monday approved a pilot program, with Taxco Restaurant Too being the first restaurant in line to receive a permit to serve customers outdoors.

Thumbs-down: To Dennis Hastert’s plea to be spared jail time.

Hastert, 74, of Yorkville this week asked a federal judge to spare him prison time on the premise that the shame and disgrace he’s already suffered should be enough.

Hastert mentioned his shame and disgrace without bringing up that it involves allegations of sexual abuse of children during his days of teaching and coaching at Yorkville High School in the 1970s.

Although that’s not the crime Hastert is accused of – he faces federal charges for violating banking laws when he made large withdrawals to pay hush money to a past victim.

Hastert has received enough special treatment from the court system – the underlying scandal should be enough for a judge to sentence Hastert to time behind bars on April 27.

Petersen was quick to add that he would never buy anything from a shop that refused to serve gays.

“I would stand outside these people’s store and I would encourage a boycott.”

Most libertarians argue that it isn’t government’s job to tell people how to conduct private business. As Petersen put it, “Government is not supposed to make us into better people. That’s not what the United States was founded on. The United States was founded so that we could be whatever we wanted.”

Some of us may want to be jerks. As long as we do it with our own bodies and our own property, that’s part of

freedom, say most libertarians.

The other candidate in the forum, software entrepreneur John McAfee, found a middle ground. He pointed out that whether we allow a business to discriminate may depend on whether consumers have options, as consumers usually do.

“If you’re the only baker in town, it may be a problem,” he said, but normally, “No one is forcing you to buy anything.”

The free market gives people choices. There are lots of bakers, but just one government. That’s why government must never discriminate, but if private businesses cannot, does “private” have real meaning? What about freedom of association?

Most businesses eagerly take money from gay customers – or Muslims or transgender people or people of a different race. A few won’t. That’s part of the diversity of a free country, and a beauty of a free market is that customers can punish bigoted businesses.

All three Libertarian Party candidates understand that.

Petersen was the only candidate of the three to call himself “pro-life.”

But on abortion, as with cakes, he wants people to find solutions without involving government.

“The president has no authority to enact laws on abortion,” he said. If

Petersen were president, he said he would “try and find every non-coercive measure that we can to end abortion. And there are options. Ending the federal war on drugs would allow women to purchase birth control over the counter.”

But like his libertarian opponents, he would not send government in to make these decisions. Gov. Johnson said, “I do not think it is the federal government’s job or the state government’s job to interfere in this process.”

McAfee said, “A woman’s right to her own body is one of the fundamental issues in this country.”

Sometimes libertarians sound like conservatives, sometimes like liberals.

Unlike conservatives and liberals, however, libertarians stick to the idea of keeping government out of our business. Government is force, and life is better when people are left free to make their own choices.

If we didn’t try to use government to boss each other around, think how much more pleasant, and free, life would be.

To the Editor: As part of the maintenance staff at Northern Illinois University, my co-workers and I try hard every day to make sure NIU’s students have a clean and safe environment so they’re able to focus on learning.

Many of us build strong bonds with the students, and are thrilled to see them grow during those four years they’re at NIU. Unfortunately, I don’t think Gov. Bruce Rauner has any respect for the work we do.

He is trying to force both state workers and university employees to pay double our costs for health care.

The governor’s demands would be a real hardship for my husband and me.

I was hoping to retire in two years, but if Rauner gets his way, I’ll be working well past 65 just to afford our health insurance costs.

“Should a Jewish baker be forced to bake a cake for a Nazi wedding?”

I asked that strange but important question during last week’s debate between three Libertarian presidential candidates.

If you’re disappointed by Democrats’ and Republicans’ eagerness to limit your freedom, I urge you to check out the libertarians.

Presidential candidate Austin Petersen, founder of LibertarianRepublic.com, says individuals should be free to discriminate – for example, refuse to bake a wedding cake for a gay couple if gay marriage violates their beliefs.

Libertarian presidential candidate and former New Mexico governor Gary Johnson wasn’t willing to go that far. It’s a reminder libertarians don’t always see eye to eye.

“If we discriminate on the basis of religion, you’re going to find a whole class of people discriminated against.

So it’s a harm to others,” Johnson said.

Many people agree, but the debate over the Nazi wedding cake is a reminder that laws with good intentions often have bad consequences. If sellers can’t decide to whom they will sell, they may be forced to participate in activities they consider immoral.

DeKALB – Making the move from safety to linebacker last season, redshirt sophomore Juwaun Johnson admits with a laugh that he had to get by on pure athleticism.

Now with 13 games under his belt as an outside linebacker for the Huskies, Johnson said he’s more prepared for what to expect – and has even come to enjoy the position.

“Last year, I just got by on athleticism, I wasn’t sure exactly what I should do,” Johnson said. “I was just playing off what I felt. I feel like I’m doing better this year, knowing my plays. I got more [playing time] than I thought I’d get, to be honest, because I had just moved to linebacker. I didn’t think I’d play at all.”

Last season, Johnson recorded 31 tackles – 2.5 for a loss – a sack and an interception in 13 games. He had a season-high five tackles against two of the better teams the Huskies played against in Ohio State and Toledo.

One of Johnson’s biggest assets as a linebacker comes from his time at safety – his speed. During team drills at practice on Friday, he sniffed out a sweep to wide receiver Chad Beebe, bringing him down in the backfield.

Later, during 2-minute drill, Johnson intercepted Anthony Maddie on pass up the middle on a fourth-and-long.

“The way college football is today, there’s not a lot of big people out in the field these days, as far formation and personnel groups,” Northern Illinois defensive coordinator and linebacker coach Kevin Kane said. “Everybody tries to spread people out and that fits his type of game. If we get in situations where we’ll see big personnel groups, JJ might not be the right person in there. That’s my job – getting the right person on the field.”

When Kane left for the University of Kansas, Johnson was still a safety.

He had spent his redshirt season (2014) as a safety before making the switch to outside linebacker in 2015.

“I didn’t want to but the coaches told me that I had a big opportunity if I moved to linebacker,” Johnson said.

“So I felt, ‘Okay, if they’re telling me this, they know. They’re the coach.’ I didn’t like it at first, but I love it now.”

Johnson isn’t the only linebacker with an opportunity this year, either.

The leading tackler for Northern Illinois, linebacker Boomer Mays, has graduated – leaving a big hole in the middle of the Huskie defense. Senior Jamaal Payton has worked with the No. 1 defense as the middle backer and Kane has cryptically said that it is like-

Relationship between Gasol, Hoiberg not on solid ground

jcowley@suntimes.com MIAMI – Gar Forman has insisted that re-signing Pau Gasol will be a top priority this offseason.

The Bulls general manager just might be finding out that the feeling isn’t exactly mutual.

When the Bulls were close to trading Gasol at the February deadline, the veteran wanted to stay put, but also reiterated he would opt out of his player option and test the free agent market.

Gasol also insisted that how the Bulls would finish the remainder of this season would go into his decision, as the two-time NBA champion wanted to see some fight, some will.

He has seen neither.

And while he said his decision is not yet made, what has transpired the last few months will be heavily considered.

“Nothing is set right now,” Gasol said.

“Definitely I will evaluate what I need to when the time comes. The way the team has responded to adversity and the way we finished up the season has not been so far great. It’s been disappointing. At the end of the day, when the time comes I will evaluate things. It’s hard to finish a season like this … so everything will be thought of and considered.”

Gasol wasn’t exactly calling it his last week in a Bulls uniform, either.

“No, not really,” Gasol said of the idea that he will be done wearing the red and white soon. “I’m at a point in my career where I’ve played a lot of basketball, and try and give it my best every single night. I think overall I’m doing pretty good. But I’m not thinking it could be my last game. From that standpoint I’m not thinking too far ahead.”

While Forman and the front office might want the 7-footer, they had better talk to their first-year coach. According

to a source, Fred Hoiberg has been less than pleased with Gasol’s effort at times, especially on the defensive end of the court.

Hoiberg wasn’t going to get into that after the loss to Miami, but admitted for the second time in a week that he was actually strongly considering going with rookie Cristiano Felicio in crunch time over Gasol.

He almost did it in Houston last week, and then when Gasol couldn’t keep Heat big man Hassan Whiteside off the glass Thursday night, he again came close to making that move.

Asked why he didn’t, Hoiberg said he had to give the benefit of the doubt to the “two-time NBA champion.”

Besides the lack of fight shown by this team, another factor Gasol will take into consideration will be Hoiberg.

Gasol initially had his reservations about playing for Tom Thibodeau when he came aboard last season, but quickly grew to respect the work ethic of the former Bulls coach, especially on the defensive end.

Sources have indicated that hasn’t been the case with Hoiberg, and Gasol did nothing to dispel that when asked about the team’s poor defense most of the season.

“We haven’t given it enough importance on a daily basis,” Gasol said. “We haven’t been able to put enough games where we play together and with intensity and the effort required on the defensive end. In this league you’re going to have better or worse nights offensively, but defense is going to give you a chance each and every night, and we relied too much on our offense.

“We just haven’t had the defensive mindset, nor emphasis on it, so we paid the price a lot of times. We’ve been too casual a lot of times. And that’s why we are where we are.”

How to reduce ‘sundowning’ Dear Dr. K: My husband and I are in our early 80s. Sometimes in the evening he is agitated, confused and just quite a handful to deal with. The doctor says he has “sundowning.” What is it, and is there anything I can do?

Dear reader: Some older people have trouble concentrating, grow agitated or even confused and become especially fatigued at the end of the day. This phenomenon is known as “sundowning” because its effects tend to coincide with sunset – usually occurring in the late afternoon into the evening, then settling down late at night.

Sundowning behavior is quite common in people with dementia. However, it also can occur in older people without dementia.

Sundowning is more likely to occur in an unfamiliar environment in a dark place. In a previous column about sundowning, I described a patient who never experienced it at home. However, sometimes when she and her husband traveled, it would happen in a hotel room at night. Sundowning occurs quite often in hospitalized patients.

Sundowning needs to be taken seriously, because it can lead to falls and fractured bones as people get out of bed in their confusion and trip over something.

Sundowning isn’t an illness; it’s a temporary condition, and we don’t entirely understand what causes it. But we do know some ways you and your husband can alleviate its effects: • Keep a daily log and jot down events that seem to trigger symptoms. For instance, too much noise or the act of preparing dinner could be a trigger. Once you and your husband recognize these triggers, you can work on ways to avoid them.

• Stick to a regular schedule. Take walks or exercise at the same time each day, preferably early in the day. Eat an early dinner and go to sleep at the same time each night.

• Schedule appointments, trips and activities in the morning. Limit obligations in the late afternoon hours.

• Take a late afternoon rest. Just putting his feet up and closing his eyes for a short respite can help preserve your husband’s energy and prevent end-of-day fatigue.

• Prevent overstimulation by reducing noise from televisions or stereos.

• Reduce food and beverages that contain caffeine or restrict them to early morning hours. Caffeine can stay in his system for as long as 16 hours and interrupt his sleep. Poor quality sleep also may contribute to sundowning.

• When he begins to feel symptoms, he should either rest or do something familiar that relaxes him, such as reading the newspaper.

• Fortunately, sundowning is not usually a sign of a serious underlying problem. But because it can lead to falls and fractures, try some of the things you and your husband can do yourselves.

If they don’t help, ask his doctor if testing of his intellectual function might be required. But I’ll bet that won’t prove necessary.

DEAR ABBY About a year ago, my daughJeanne ter befriended Phillips a schoolmate.

After numerous playdates, our families have become close.

While my family is atheist, we know this family is devoutly Christian. Recently, after I mentioned in conversation we “weren’t religious,” they invited us to their church for service. I diplomatically declined, but it felt awkward having told the mom our non-beliefs.

Since then, this family invites us to church constantly, and the mom routinely brings up Scripture while we’re talking. I feel like they are trying to convert us. I’m hurt that the respect we have extended to this family isn’t being reciprocated. How do I let her know she’s being disrespectful to me and my family’s beliefs without jeopardizing the friendship between our families? – Atheist In The South Dear Atheist: I can’t guarantee the woman won’t take offense, but it’s less likely if you refrain from using the word “disrespectful.”

Try to remember she thinks she’s offering you the keys to the kingdom of heaven. It might be gentler if you told her in light of the fact you are an atheist, you find what she’s trying to do to be “hurtful.”

Continue to politely refuse her invitations to attend her church. If she’s in the habit of quoting Scripture in normal conversation, you will have to grit your teeth and tolerate it.

(Remember, we all have freedom of expression.) But I can’t guarantee you always will remain as close as you have been, not because she’s hurt you’re not interested in being converted, but because at some point you may find her behavior so annoying you will end the relationship.

A few weeks ago, we looked at the Michaels Cue-Bid. It is the last of my conventions that should be in (almost) all pairs’ repertoires.

This contract needs careful timing.

South should win the second heart trick with his ace and draw two rounds of trumps, getting the expected bad news. Undaunted, declarer takes dummy’s top clubs, happy to see West discard. South ruffs a club in his hand, ruffs a heart in the dummy, ruffs a club, plays a diamond to dummy’s ace, and ruffs dummy’s last club.

South’s 10 tricks are two spades, one heart, one diamond, two clubs, three club ruffs in hand, and one heart ruff in the dummy. Both opponents win the last two tricks, West with his red-suit tops and East with his high trumps.
