It’s a big free-speech zone Reporter Rhonda Gillespie wrote this week about the DeKalb Human Relations Commission meeting, where the commissioners, along with Ward 5 Alderwoman Kate Noreiko, talked about the need for designated areas for peaceful protests.

Noreiko suggested an area downtown as one potential spot.

“The spot that immediately came to my mind was the northeast corner of [Route] 38 and First [Street], because it’s kind of an open spot and it’s already – somewhat informally – used for that,” Noreiko said.

There are two ways to look at the question.

On the one hand, designating “free speech zones” could be portrayed as the city trying to make it easy for its citizens to speak their minds.

If you want to speak out on climate change, animal welfare, pacifism, support for the troops, whatever, here’s a place you can do it with relatively little hassle – that sounds good.

What worries me is that if government sets

Thing is, when people are angry enough, when they really don’t feel as though they’re being heard, they’re not going to agree to be confined to a designated space.

They’ll show up at the offices of state representatives, or on the steps of city hall, or on the Northern Illinois University campus, or wherever they feel they have to go to get their message across.

The Constitution makes the whole country a free-speech zone, with very few exceptions.

Fairdale to mark anniversary of tornado FAIRDALE – The community of Fairdale is set to commemorate the first anniversary Saturday of the tornado that struck the area.

Two women were killed, dozens of homes were damaged or destroyed and residents’ lives in the tight-knit, unincorporated DeKalb County area were forever changed, many have said.

The daylong event, with the theme “Fairdale: Year of New Beginnings,” will begin at 10:30 a.m. with a brunch at the Kirkland Fire Barn for

Fairdale residents and first responders. Then the rest of the program continues with Habitat for Humanity breaking ground on a new home.

Several local dignitaries and elected officials have been invited to speak. Gov. Bruce Rauner, who visited Fairdale in the aftermath of the disaster, also has been invited.

The memorial will culminate with the passing out of gifts and flying kites.

The event is free and open to the public.

Fairdale residents who have rebuilt say community still not quite like home

DeKALB – Stefanie Jacobson feels sad and empty when she looks over the Fairdale community where she has lived for more than 20 years from her upstairs window.

For nine months after an EF4 tornado packing wind speeds of up to 200 mph damaged or destroyed her home and those of her neighbors, Jacobson lived a few miles from her home at a rental on Wheeler Road in Kirkland. Today, almost a year later, she’s back in Fairdale, but the rural hamlet along Route 72 in northwest DeKalb County still is not like the home she remembers.

“That’s the hardest part for me,” she said. “Seeing what hasn’t been repaired and what hasn’t been fixed. There’s not a lot of flowers anymore. … You used to hear birds all the time, and now I don’t hear them as often because there are less trees for them to be in.”

On April 9, 2015, the tornado tore across northern Illinois, destroying Grubsteakers Restaurant outside Rochelle before leveling houses and killing two people in Fairdale. National attention briefly was focused on the area, with politicians and pro athletes visiting, and volunteers and donations pouring in.

A year later, the attention has largely gone, but residents still are working to rebuild and are little by little regaining a sense of normalcy in their community.

Neighbors and friends Jackie Klosa, 69, and Geraldine Schultz, 67, were killed, more than a dozen people were injured and about 35 homes were left uninhabitable.

The recovery effort has made progress, however. By the end of 2015, 20 families had returned to their homes and 14 new housing starts occurred, according to the DeKalb County Long Term Recovery Corp.

The Long Term Recovery Corp., a volunteer-run, nonprofit organization that began a few weeks after the tornado struck, has led the efforts over the past year. The group relies entirely on volunteers and donations and received more than $1 million in 2015, according to the organization’s year-end summary.

A GoFundMe page set up by the village of Kirkland drew in more than $122,000 in donations. The group also received funding from the McCormick Foundation, United Way, the Roberts

Family Foundation, Rotary International and the DeKalb County Community Foundation and community fundraisers.

The recovery corporation is taking charge of installing a community septic system, a new warning siren and a Wi-Fi network. The community playground also is under renovation, complete with a memorial bench.

Jacobson’s house on Main Street, directly across from the community playground, had to be completely rebuilt after the entire roof and front of the home were blown away. Today, the rebuild is mostly complete, save for projects such as landscaping, fixing up her husband’s garage and putting in a driveway. The family moved back in December, but it still doesn’t quite feel like home, she

said.

But there are moments of light. She recently heard children playing at the park, which itself has undergone renovation, and will continue in 2016. That made her feel optimistic.

For tornado victims, process of healing and repair continues

ksmith@shawmedia.com FAIRDALE – Among the few remaining items to survive the EF4 tornado that devastated Fairdale last year were sunstained family photographs and plush stuffed animals scattered in the debris of the disaster’s aftermath.

A year later, more than half of the 600 items recovered after the tornado have been returned to their owners, and serve as a reminder of their lives before the destruction, DeKalb County Sheriff’s Detective John Holiday said.

“Things like this are the kind of stuff we’re hanging onto because you’re never going to replace that,” Holiday said.

Recovered personal belongings lost in the storm are available at the DeKalb County Sheriff’s Office, 150 N. Main St., Sycamore, and likely will stay there if left unclaimed.

“You don’t want to toss it,” Holiday said. “You don’t want to throw it away.

Maybe we’ll find a home for it.”

From fragile pieces of scrap paper to weathered 1970s prom pictures, the sheriff’s office’s lost-and-found has served as a kind of time capsule for the people whose homes were in the path of the storm on April 9, 2015. Residents are welcome to scroll through tagged items on the “Found Property” Facebook page, or sift through the belongings at city meetings.

For those who lost everything, including their sense of security, memories of life before the tornado have been a symbol of hope, Sheriff’s Deputy Joseph Rood said.

“It was something to start over with,” he said.

Recovering on individual level

Today, the town swept away with the twister is under constant construction. By the end of 2015, 14 new housing projects were underway and 20 damaged homes were remodeled and reoccupied, Long Term Recovery Corp. Vice President Bill Nicklas said.

Despite strides in the past year, there are more recoveries to be made, both in the city’s infrastructure and the emotional well-being of Fairdale’s remaining residents.

Only occasionally will Mark Schnorenberg drive through Fairdale, where he lost his sister-in-law, 69-yearold Jackie Klosa, to the tornado.

The emotional toll continues to rear its head, especially as the county heads into tornado season, DeKalb County Mental Health Board Director Deanna Cada said. In 2015, the board spent $20,000 supporting mental health services for Fairdale residents. So far this year, they have spent $1,500 of an additional $20,000 budgeted for disaster relief in 2016, Cada said.

Born: Sept. 19, 1926; In Earlville, IL Died: April 6, 2016; In DeKalb, IL Clifford I. Hatland, 89, of DeKalb, Illinois, died Wednesday, April 6, 2016, at home. Born Sept. 19, 1926, in Earlville, the son of Henry and Tillie (Peterson) Hatland, Clifford married Gloria M. Valentinsen on February 18, 1950 in Ottawa.

Clifford was a veteran of the U.S. Army, having served during World War II. He was a member of Grace Free Lutheran Church in DeKalb and was a lifelong farmer. Clifford was an avid fisherman, enjoyed wood working and was a true Cubs Fan. He is survived by his wife, Gloria; his son, Brian (Dawn) Hatland of Ottawa; his daughter, Diane Hatland of Itasca; two grandchildren, Kristin and Jonathan; several nieces and nephews; and one sister-in-law, Ardella Hatland.

He was preceded in death by his parents; two brothers, Howard and Chester Hatland; three sisters, Rosalyn Sommerville, Charlotte Wetzel, and Inez Johnson.

The funeral service will be held at 11:00 a.m. Saturday, April 9, 2016 at Grace Free Lutheran Church, 1121 South First Street in DeKalb with the Rev. Michael Hodge officiating, with full military honors by DeKalb American Legion, AmVets and VFW Honor Guard. Burial will be at Baker Cemetery in Leland. Visitation will be from 10:00 a.m. until the time of services at 11:00 a.m. Saturday, at the church.

Kenneth D. Johnson, 83, passed away Thursday, April 7, 2016, in Rockford, Illinois.

Kenny was born Dec. 19, 1932, in Milan Township, IL to Walter E. and Hazel (Berg) Johnson. Kenny proudly served in the U.S. Army. He married Shirley Ann Herrmann on January 23, 1983 at the First Presbyterian Church of Rochelle.

He owned and operated Berg Electric from 1971 to 1984 and then Berg Johnson Electric from 1984 to 1999. Kenny enjoyed working and continued helping his sons until he recently became ill. He loved spending time with his family and enjoyed golfing.

He was preceded in death by his parents; and his wife, Shirley, on February 17, 2007.

Kenny is survived by his three children, Doug (Kelly) Johnson, Dorie (Mike) Golt and Kyle (Lisa) Johnson all of Rochelle; four step-children, Denny Herrmann of Rochelle, Darrell Herrmann of Steward, Dave Herrmann of Steward and Dawn (Norm) Jenkins of Rochelle; two brothers, Vernon (Carol) Johnson of Steward and Glen (Ginger) Johnson of Sycamore; ten grandchildren, Ali, Eric, Jennifer, Taylor, Ally, Sam, Haley, Ryan, Zach and Brooke; and two great-grandchildren, Parker and Rhett.

The visitation will be held from 4:00 to 7:00 P.M., Monday, April 11, 2016 at the Unger-Horner Funeral Home, 400 N. 6th St., Rochelle. The funeral will be at 10:00 A.M., Tuesday, April 12 at the First Presbyterian Church, 1100 Calvin Road, Rochelle with Rev.

JoAnne Kozelichki, age 83, of Alexis, died Wednesday, April 6, 2016, at OSF St. Anthony’s Hospital, Rockford.

JoAnne Marie was born on Aug. 20, 1932, in Monmouth, Illinois to Bert and Evelyn (Martin) Morgan. She married Anton Kozelichki on April 18, 1949. He preceded her in death in 2000.

Marylin was a graduate of St. Lukes School of Nursing, Fargo, ND. She had been a member of Crossview Church, EFCA, of Sycamore-Dekalb.

She is survived by her sister, Bernadine (Ken) Youel; five children, Philip (Ruth) Woodruff of Grayslake, IL; Timothy Woodruff of Columbus, OH; Julie (James) Lang of Chicago, IL; Daniel (Linda) Woodruff of St. Charles, IL; and Joan (Rich) Owens of Ft Collins, CO; and 17 grandchildren and 8 great-grandchildren.

She was preceded in death by her parents, her brother and her husband.

The memorial service will be held at 1:00pm, Saturday, April 9th at Crossview Church, EFCA, 150 Bethany Rd., Dekalb. A private family burial of her cremated remains will be at Afton Township Cemetary, Dekalb.

ksmith@shawmedia.com SYCAMORE – A DeKalb man who told police he has been uploading child pornography since 2009 could face 120 years in prison, a judge said Thursday.

Sycamore police and DeKalb County sheriff’s deputies on Wednesday arrested Brian Gavina, 27, of the 1400 block of Twombly Road, DeKalb, after they found evidence the man had been reproducing child pornography, according to a news release.

Prosecutors asked for a $750,000 bond in court Thursday and said they believe the nine counts are “just the tip of the iceberg.”

SYCAMORE – A Cortland man facing sexual assault charges will go before a judge Wednesday.

Andrew V. Castillo, 28, of the first block of East Hummingbird Lane, Cortland, is charged with criminal sexual assault, punishable by four to 15 years in prison.

Authorities say the man used force to sexually assault a woman on Feb. 20, court records show.

Police arrested Castillo on Saturday and he posted $3,000 bail that same day and was released, records show.

Castillo has been Andrew V. ordered to stay in Illinois Castillo unless granted leave by a judge, court records show.

Police were not immediately available for comment.

During a police interview, Gavina admitted to police he has been downloading and uploading large files or collections of child pornography since 2009 and has viewed images featuring children as young as 5 years old, court records show.

He also has used his laptop, cellphone and social media app KIK Messenger to share the images with others, he told police.

Cortland man faces sex assault charges

Memorials are a theme that run through the community where about 70 families now live. Six families still are displaced. People who rented will not return, said Donna Turner, president of the Long Term Recovery Corp.

A memorial gathering will be held Saturday to observe the anniversary of the disaster. Some residents, such as Danni West, have added memorial decor to their walls. On her kitchen wall, there are stenciled words that revolve around remembrance and endurance with the April 9, 2015, date at the bottom.

West’s teenage daughter, Hazel, a junior at Hiawatha High School and cosmetology student at Hair Professionals in Sycamore, came up with the idea. She said she wanted to carry on the family tradition of the message wall. In the past, the kitchen wall was a space to hang birthday messages for the kids. It seemed like a natural place to put up the sentimental words, she said.

“Hopefully, the people that live in it next if we move out will keep it,” she said. “Even if they paint over it, they will still know it was there.”

The 17-year-old was home watching her three younger siblings for a few hours while the weather was turning.

Her mother made it home at 7 p.m., in time to help get the children in the basement and carry out the emergency plan the family had developed. Everyone came out of the disaster uninjured, and the mother and teenager have been trying to stay emotionally strong for the younger ones this year, Danni West said.

“I kept the kids away for a few weeks because everything was unreal,” she said. “When I got them back in town, I walked through and talked to them about it. I think with us being so strong and not a mental mess, that’s what helped them stay strong.”

But the town is far from back to normal. Even the little things – such as the tiny, remaining glass shards in the backyard – are a reminder of the tragedy. She always has to remind her children to put their shoes on before playing outside.

“There’s not a day that goes by that we don’t think of it,” she said. “We got back into our house in mid-September, and coming home made me sick to my

The disaster has drawn the small community closer, however. Even after the waves of emergency relief efforts wound down and buses of volunteers stopped coming, there is help when it’s needed, West said.

“Everybody has contact with everybody,” she said. “It has tightened everything up. If someone needs something

done, we will figure it out. We’ve had a lot of help with the Long Term Recovery Corp. and Operation Rebuild. Everyone just keeps going.”

Not everyone affected by the tornado benefited from outside help, however.

Howard Metcalf, a cattle farmer who lives about four miles outside of Fairdale on Wheeler Road, said it’s been a slow process, but things are slowly but surely getting done.

Metcalf’s house was destroyed in the tornado as well, and he has spent the past year rebuilding it.

“If there was a direct road from Fairdale to here, we probably would have been more involved,” he said.

“We’re on our own. … Most people [in the direct area] didn’t have real heavy damage.”

The family lost its barn in the disaster, but salvaged remnants have been incorporated into the new space – a farm table serves as a bathroom vanity, a rustic milk can serves as a lighting fixture and pieces of the barn wood accentuate spaces in the kitchen. Howard and his sons, Clay and Ben, rebuilt the house themselves, with the exception of drywall and concrete, Metcalf said.

Now, the house is almost complete.

The Metcalfs were cleared to move in this week and were busy moving Thursday. Their summer project will be getting the farm up and running again, Metcalf said.

Metcalf said the past year has been a blur, and he’s ready to move on.

“I can see the light at the end of the tunnel,” he said.

On Saturday, the Fairdale community will come together with police and fire officials to celebrate “a year of new beginnings.” The day will include a Habitat for Humanity groundbreaking, and the dedication of a bench in tornado victims Klosa and Geri Schultz’s memories.

“It’s the new beginning. Whatever the new normal is for Fairdale, we’re ready for that,” Cada said. “I think Saturday, it’ll be healing. It’ll be emotional, but it’ll also be very forward-looking in how far we’ve come in that year and

where we want to be moving forward.

There will be some grieving, but there’ll also be some happiness that goes along with the future.”

Volunteers have been hard at work rebuilding the local park, where the bench will memorialized, and expect it will be complete Saturday, Kirkland firefighter Kris Habermehl said.

“Everybody loves going there,” Habermehl said. “It’s a place of peace.”

Park builders are saving pieces of the old playground, including a popular merry-go-round and teeter-totter.

“You kind want to make sure that changes are more gradual and they’re not as tragic as when the tornado went through,” he said. “Everything’s been ripped away from you and far be it for anyone to try to duplicate that.”

To commemorate their beloved family member, the Schnorenbergs have preserved a part of Fairdale for themselves, and replanted Klosa’s tree in the yard of their Byron home.

“The only thing left standing after the storm last year was a maple tree in the corner of the yard, 10 feet tall,” Schnorenberg said. “We’ve got a little something here to look at right now.”

“There were no trees left,” Geist said. “All of Fairdale came to my house.”

Marcy Richardson, who has lived in Fairdale for more than 40 years, said the community meant too much to her to move away. The tornado threw her son, David, into a neighbor’s home on the edge of Route 72.

“He had the ceiling of their wall on top of him and he crawled out,” Richardson said.

Richardson and her son are awaiting the completion of their new home in Fairdale, which will never quite be what the old one was, she said.

“It’s looking a lot better,” Richardson said. “It’ll never be the same. I’ve got a one-story house now. It’s a lot nicer than what I had, but it doesn’t feel like home like the other one did.”

If Klosa were here today, she would likely be rebuilding right alongside Richardson and their neighbors, Schnorenberg said.

“You really have to take in how spiritually strong these people have got to be to start from scratch after losing everything,” he said. “To be able to build and see that destruction all around you, it shows you how strong and spiritually sound those survivors are.”

DeKalb County, unions stuck on raises, bonuses, insurance costs

DeKALB – The collective bargaining battle rages on, with DeKalb County and the union representing some of its workers haggling over raises, bonuses and insurance premium costs.

“Our negotiations are not hostile.

Both parties have good intent. We just don’t think the county realizes what some of their cuts could do to community members in DeKalb,” said Sara Dorner, the staff representative for American Federation of State, County, and Municipal Employees (AFSCME) Council 31.

The labor union represents about 150 county nursing home workers, 60 health department employees and 34 county government personnel, according to Dorner.

The three units still are operating under the union contract that expired Dec. 31.

At issue are raises and the cost of health insurance. For nursing home workers, the county and AFSCME are at loggerheads over the county’s proposal to do away with retention and attendance bonuses, Dorner said.

The certified nursing assistants; licensed practical nurses; and housekeeping, dietary and laundry workers are paid up to $600 a year to stay in the county’s employ – in an industry known for high turnover. The workers

get extra money if they don’t take unscheduled days off or have other attendance issues.

As far as raises, AFSCME has proposed a 3 percent increase in the first year of the contract, and 2.5 percent in the second and third (and final) years.

Dorner added that the county wants to eliminate the cap on workers’ health insurance premiums, which currently limits increases to no more than 20 percent.

Paul Miller, who is the head of the county’s planning and zoning department, also represents the county administration on all three of the AFSCME bargaining units.

He would not speak on particulars of the contract negotiations, except to say that they are ongoing. The county and union are scheduled to resume bargaining Monday.

“I got advice that it’s inappropriate to discuss the details of a negotiation while the negotiations are ongoing,” he said. “All parties seem to be working toward resolution.”

The county gave it’s nonunion employees 1 to 2 percent raises this year. Officials have said the county is attempting to be fiscally prudent, especially in the face of the state’s current impasse. County Board members praised the $90 million fiscal 2016 budget for not including more than $400,000 from the county’s reserve fund.

CHICAGO – President Barack Obama accused Senate Republicans on Thursday of jeopardizing the “integrity of the judicial branch” by refusing to consider his “extraordinary” nominee to the Supreme Court.

Holding court before Chicago law students, Obama argued that the treatment of judge Merrick Garland will cause the public to lose confidence in the ability of courts at all levels of government to fairly judge cases and resolve controversies.

“Our democracy can’t afford that,” Obama said.

Report: 4 ‘credible’ sex abuse allegations against Hastert

CHICAGO – At least four people have made “credible allegations of sexual abuse” against former House Speaker Dennis Hastert, the Chicago Tribune reported Thursday, citing unidentified law enforcement sources.

The newspaper said all of the accusers are men whose allegations stem from when they were teenagers and Hastert was their high school coach in Yorkville, southwest of Chicago.

One of the accusers is a relative of one of Hastert’s friends and was a student leader at the school in the 1970s, according to the paper.

When that accuser, who has been identified in court documents only as Individual A, applied for his first job after college, he listed Hastert as a reference, the Tribune said.

Illinois GOP: Free up unspent money for social programs

SPRINGFIELD – Republicans in the Illinois General Assembly are proposing $1.3 billion in spending to cover human services.

Senate minority leader Christine Radogno and House GOP leader Jim Durkin said most of the money would come from state funds set up for special purposes. The money in those funds can’t be spent because there’s no budget to provide spending authority.

State ordered to give in-home care to 1,200 children

SPRINGFIELD – Cash-strapped Illinois needs to provide in-home nursing care to more than 1,200 children with disabilities and severe medical conditions, a federal judge ordered Wednesday, responding to a lawsuit alleging the state has failed to fulfill its Medicaid obligations.

“This is a systemic problem,” said Robert Farley, one of the attorneys suing the state.

The ruling from federal Judge Charles P. Kocoras in Chicago does not resolve the lawsuit, which could play out over several months or longer. But his preliminary injunction requires the state to act now because the “plaintiffs have demonstrated a likelihood of success.”

State again sending vehicle emissions test reminders

SPRINGFIELD – The state of Illinois will resume sending vehicle emissions test notices after it stopped in December because of the lack of a state budget, but it won’t do the same with renewal notices for license plate stickers.

The Illinois Environmental Protection Agency and the Illinois Secretary of State said Wednesday that the EPA’s vehicle emissions testing contractor, Applus Technologies Inc., has agreed to print and email the reminders at no additional cost to the state.

The notices started to go out Wednesday for vehicles due for emissions tests in March, April and May, Illinois EPA spokeswoman Kim Biggs told the Chicago Sun-Times.

In February, the state agencies

announced that the mailing of vehicle emissions test notices would be suspended to save money amid the state budget impasse. Vehicle owners whose license plates expired at the end of March were the first motorists who didn’t receive the notices.

Bill would bar questions about Ill. students’ crimes

SPRINGFIELD – Legislation now being considered by the Illinois General Assembly would bar colleges from asking prospective students whether they have been convicted of crimes.

According to The News-Gazette, the bill sponsored by Rep. Barbara Wheeler would allow a school to inquire about criminal backgrounds only after students have been admitted.

The Crystal Lake Republican said the bill would make it easier for someone who committed a crime to get into college and turn their life around.

Don Sevener, a lobbyist for Northern Illinois University, said the school opposes the bill because it would prevent schools from taking steps to protect people already on campus.

Putin: Panama Papers part of U.S. plot to weaken Russia

ST. PETERSBURG, Russia – President Vladimir Putin on Thursday denied having any links to offshore accounts and described the Panama Papers document leaks scandal as part of a U.S.-led plot to weaken Russia.

Putin also defended a cellist friend named as the alleged owner of an offshore company, describing him as a philanthropist who spent his own funds to buy rare musical instruments for Russian state collections.

Speaking at a media forum in St. Petersburg, Putin said Western media pushed the claims of his involvement in offshore businesses even though his name didn’t feature in any of the documents leaked from a Panamanian law firm.

Putin described the allegations as part of the U.S.-led disinformation campaign waged against Russia in order to weaken its government.

“They are trying to destabilize us from within in order to make us more compliant,” he said.

The Washington-based

International Consortium of Investigative Journalists said the documents it obtained indicated that Russian cellist Sergei Roldugin acted as a front man for a network of Putin loyalists, and, perhaps, the president himself.

The ICIJ said the documents show how complex offshore financial deals channeled as much as $2 billion to a network of people linked to the Russian president.

Putin said Roldugin, a longtime friend, did nothing wrong. He said he was proud of Roldugin and that the musician spent his personal money to advance cultural projects.

Roldugin used the money he earned as a minority shareholder of a Russian company to buy rare musical instruments abroad and hand them over to the Russian state, Putin said.

“Without publicizing himself, he also has worked to organize concerts, promote Russian culture abroad and effectively paid his own money for that,” Putin added. “The more people like him we have, the better. And I’m proud to have friends like him.”

Putin contended that Washington has fanned allegations of Russian official

corruption in order to weaken Moscow as the U.S. has become concerned about Russia’s growing economic and military might.

“The events in Syria have demonstrated Russia’s capability to solve problems far away from its borders,” he said, adding that Moscow has achieved its goal “to strengthen the Syrian statehood, its legitimate government bodies.”

Putin said it’s essential to prevent the collapse of the Syrian state to stem the flow of refugees to Europe.

He praised cooperation between Moscow and Washington in efforts to broker a cease-fire, which went into effect Feb. 27.

But while lauding contacts on Syria, he signaled tensions on another issue, accusing the U.S. of breaching its obligations under an agreement to reprocess weapons-grade plutonium.

He said that while Russia has abided by the deal and built reprocessing facilities, the U.S. has opted for a different technology which, he alleged, allowed it to maintain the so-called “return potential” of keeping weapons-grade materials if it wishes to do so.

WASHINGTON – Two U.S. senators are demanding that the Army’s top civilian official explain why the service never searched for a soldier who went AWOL after learning he was suspected of raping a 15-year-old girl.

In a letter sent Wednesday to acting Army Secretary Patrick Murphy, Sens. Barbara Boxer, D-Calif., and Kirsten Gillibrand, D-N.Y., cited an Associated Press investigation that found Pvt. Jameson Hazelbower was free for nearly three months before he was caught by local police.

Hazelbower’s arrest was only by chance. An officer responded to a call late on a Friday night in March 2014 about a suspicious vehicle parked in a

cul-de-sac outside an apartment complex. Hazelbower, his pants down to his knees, was in the car with another teenage girl.

Military deserters suspected of serious crimes are prioritized for capture based on the severity of the offenses. But the Army never searched for Hazelbower and the U.S. Marshals Service was not called in. Marshals have arrested more than 200 deserters over the past five years alone.

The AP found there was a lack of urgency to locate Hazelbower despite strident warnings from his superiors at Fort Campbell, Kentucky, according to court-martial records obtained through the Freedom of Information Act. The military’s version of an arrest warrant described him as a “sexually violent predator” and a known drug abuser. Also, he had gone AWOL

Hazelbower was convicted by a military judge at Fort Campbell in May 2015 of child rape, possession of child pornography, sexual abuse of a child, desertion and other charges. He was sentenced to 50 years in prison.

The senators acknowledged Hazelbower’s conviction, but told Murphy “it is deeply concerning that a known child rapist was allowed to desert his military post for three months without pursuit by law enforcement.”

The circumstances surrounding Private Hazelbower’s case raise questions that deserve answers, the senators added.

NEW YORK – With accusations of lying, hustling for money and failed leadership, the race for the Democratic nomination took a decidedly negative turn, with Hillary Clinton and Bernie Sanders exchanging a series of barbs over qualifications for the presidency.

The testy exchanges underscored the heightened stakes for both sides as the race turns to New York, where Sanders hopes to turn his recent winning streak into concrete momentum toward the nomination. Clinton, meanwhile, is looking to the April 19 contest to take command of a primary race that many in her campaign worry will only amplify her weaknesses heading into the general election.

Sanders’ path to the nomination remains narrow: The Vermont senator must win 68 percent of the remaining delegates and uncommitted superdelegates if he hopes to clinch the Democratic nomination. That would require blowout victories by Sanders in upcoming states big and small, including New York.

Lagging in delegates and under fire from a frustrated Clinton, Sanders is shifting away from his pledge to avoid negative attacks and stinging her with direct accusations.

“I will not leave here this morning and go to a Wall Street fundraiser,” he told union members at an AFL-CIO conference in Philadelphia on Thursday. “I will not be hustling money from the wealthy and the powerful.”

The comment was a direct dig at Clinton, who was headed to Ohio and

to MetroCards in 2003.

A Brooklyn native, Sanders left New York for Vermont in 1968. Still, he’s cast himself as a native son of the state, viewing the contest as a springboard into primaries along the Eastern seaboard in April and out West later in the spring, and a pathway to closing his more-than-250-delegate gap with Clinton.

Clinton unleashed a flurry of attacks against Sanders on Wednesday, questioning his truthfulness and policy expertise, although she stopped short of saying he was unqualified for the job.

In a discussion of Sanders’ interview with the editorial board of the New York Daily News, Clinton was asked if “Bernie Sanders is qualified and ready to be president of the United States.”

She responded, “Well, I think he hadn’t done his homework and he’d been talking for more than a year about doing things that he obviously hadn’t really studied or understood, and that does raise a lot of questions.”

Sanders jumped on the remark, telling a crowd of more than 10,000 people in Philadelphia on Wednesday night that Clinton has been saying that he’s “not qualified to be president.”

“I don’t believe that she is qualified if she is, through her super PAC, taking tens of millions of dollars in special-interest funds,” he said.

Ignoring their own barbs, Clinton aides pushed back on Sanders’ attack, with spokesman Brian Fallon writing on Twitter: “Hillary Clinton did not say Bernie Sanders was ‘not qualified.’

But he has now – absurdly – said it about her. This is a new low.”

Share road safely with farm machines Farm-related deaths in Illinois reached 14 people from July 1, 2014, to June 30, 2015, according to the most recent Country Financial data. Since 2005, there have been 256 farm-related deaths.

Spring planting season is about to kick into high gear, and odds are that if you use the local roads, you will at some point encounter some slow-moving farm machinery.

As tractors and other farm implements traverse roads in DeKalb County’s farming areas during the next few weeks, we ask that you slow down to avoid becoming a statistic.

From July 1, 2014, to June 30, 2015, roadway collisions were the second-leading cause of farm-related deaths, with five. Only machinery rollovers or runovers killed more people in Illinois, with seven.

Since 2005, 53 people have been killed in collisions involving farm equipment, accounting for 21 percent of all farm-related deaths in that time period in Illinois.

The Illinois Department of Agriculture provides the following tips for motorists during spring planting season: • Pay attention and don’t drive distracted.

• When you see a slow-moving vehicle, slow down.

• If you have to pass, do so with extreme caution and only when you know it is safe.

• Be patient. A farmer can’t always move over to let motorists pass. If you can’t see the driver, the driver can’t see you. Farm machinery operators may not be able to see you because the large equipment or a load can block part of their rear view.

Farmers can play a role, too: • Avoid traveling on roads during peak traffic hours when moving farm equipment.

• When moving equipment, use escort vehicles that closely follow the farm equipment to afford the highest visibility and warning.

• Pull over to allow traffic to pass only when road and shoulder conditions are safe.

We can have a safe planting season on our roadways if everyone plays their part.

GE CEO: Our company not destroying moral fabric

We, at General Electric, were interested to read comments Monday by Sen. Bernie Sanders, I-Vermont, who told the New York Daily News editorial board GE is among the companies supposedly “destroying the moral fabric” of America. The senator had been asked to cite examples of corporate greed at its worst. Somehow that got him to talking about us.

GE has been in business for 124 years, and we’ve never been a big hit with socialists. We create wealth and jobs, instead of just calling for them in speeches. We take risks, invest, innovate and produce in ways that today sustain 125,000 U.S. jobs. Our engineers innovate every day to build hardware and software solutions that meet real-world challenges. Our employees are proud of our company.

I meet second- and third-generation employees whenever I travel across the country. I am one myself. Our suppliers and partners are proud of our

company. Our communities are proud of our company. Our pride, history and hard work are real - the moral fabric of America.

The senator has never bothered to stop by our aviation plant in Rutland, Vt. We’ve been investing heavily (some $100 million in recent years), hiring and turning out some of the world’s finest jet-engine components in Vermont since the 1950s. The plant employs more than 1,000 people who are very good at what they do. It’s a picture of first-rate jobs with high wages, advanced manufacturing in a vital industry - how things look when American workers are competing and winning - and Vermont’s junior senator is always welcome to come by for a tour.

Elsewhere in Vermont, GE Healthcare employs more than 340 men and women in South Burlington. Yearly, GE does about $40 million worth of business with dozens of suppliers of parts and services across Vermont.

Nationwide, we have 200 GE plants, including 15 that were built in the past

five years – all with the aim of making GE the world’s premier industrial company.

Sanders said he is upset about GE’s operations abroad – as though a company that has customers in more than 180 countries should have no presence in any of them. He never mentions we are one of the United States’ prime exporters, annually selling in excess of $20 billion worth of American-made goods to the world. Nor does he mention that our sales around the world support our manufacturing base here at home, along with the thousands of U.S. companies in our supply chain.

You want to cause big problems for our suppliers – many of whom are small and medium-size businesses – and their workers? The surest way would be to pull out of those countries and lose those customers.

We are competing globally with foreign companies whose governments care whether they win and support them in innumerable ways. U.S. companies continue to wrestle with an outdated and complex tax code that

puts them at a distinct competitive disadvantage. Sanders has stated many times that GE pays no taxes. Repeating a lie over and over does not make it true. We pay billions in taxes, including federal, state and local taxes. The U.S. tax system has not been updated in 30 years and isn’t designed for today’s economy, which is why we support comprehensive tax reform - even if it raises our tax rate.

It’s easy to make hollow campaign promises and take cheap shots in speeches and during editorial board sessions, but U.S. companies have to deliver for their employees, customers and shareholders every day. GE operates in the real world. We’re in the business of building real things and generating real growth for a nation that needs it now more than ever. I’m proud of all that we do, and how it all figures into “the moral fabric” of America is so plain to me. It seems Sen. Sanders is missing the point.

If ever a person lived up to the promise of her name, it was my friend Hope.

I used to tell her that, a lot, over our three decades of friendship.

Every time, she smiled and waved me off. “Oh, you,” she’d say in that gentle voice that masked such fierceness.

Always, she smiled.

Hope Adelstein had a habit of believing in people, particularly women.

Once she decided you were worth the effort, there was no escaping her generosity.

Hope never had children of her own, but she was a maternal force in so many of our lives. I first met her when I was 23. She was 61 – devoted to her husband, Stanley, and so many causes. She was a founding member of The Children’s Museum of Cleveland and all but adopted me after I volunteered to help with publicity. It was a friendship that lasted 35 years, until Hope’s death last month at age 94.

There. I said it.

Hope is gone.

She would hate how that sounds. “So melodramatic,” she would say. “Think of something happier to say.” For once, I will resist her advice. Hope is gone.

This is the echo of my heart.

DEKALB – The DeKalb girls badminton team got started on the right foot Thursday, taking a 5-0 sweep in doubles against the McHenry Warriors before beating them 14-1.

DeKalb coach Duane Cowley was very pleased with his team’s performance.

Spartans dominate possession, shut out Knights

ecarifio@shawmedia.com SYCAMORE – The Sycamore girls soccer team was able to maintain possession of the ball against Kaneland on Thursday in an early season Northern Illinois Big 12 East battle, limiting the potent Knights offense.

The Spartans got a first-half goal from Jenna Lewey and a second-half goal from Ella Holland for a 2-0 win.

“We kept it on their half of the field,” Sycamore coach Dave Lichamer said. “We’re finding our players’ feet and moving it really nicely. It’s a shame that the last touch, the one that sets up the final shot or whatever, was just a touch too far or just off mark or bobbled or whatever the case was. I would have liked to see a couple more nice hits.”

The Spartans (7-1-1 overall, 2-0 conference) had a couple shots early on Kaneland goalkeeper Emily Chapman, but were unable to connect for the first 20 minutes. They ended up taking a free kick just outside the Kaneland box, and the shot was deflected to Lewey, who put it in for the first goal.

“Their keeper hit it off, and I just saw an opportunity to hit it in,” said Lewey, whose goal was the first Kaneland has allowed this season.

The Spartans had two more chance immediately after the goal. Erica Coulibally took a shot from the left side past a pulled-out Chapman, but the bar hit off the bottom of the left crossbar and stayed in front of the goal for a brief period before two Kaneland defenders cleared it.

Shortly after, Coulibally fed Ella Holland a beautiful pass and Holland ripped it at the goal, but Chapman dived for the save.

Holland wouldn’t be denied in the second half, scoring in the 61st minute – pushing the ball in after it popped out of a scrum in front of the net – for the 2-0 lead.

“We definitely stepped up our pressure and won the ball back as soon as we lost it,” Lewey said. “We made a lot of good runs because we knew their centerbacks are fast and we couldn’t just play it over them every time.

We were looking wide and making some creative runs across the back lines.”

Sycamore goalie Amanda Cook made just two saves in the game, and the Knights (5-1 overall, 1-1 in conference) didn’t so much as attempt a corner kick in the game.

“Our defensive line gets a ton of credit, not just winning the ball but working the ball out of the back, really finding our passes forward,” Lichamer said.

In the 66th minute, the Knights had their best chance to score when Becca Richtman passed the ball across the middle, but ahead of the Kaneland attack. Sycamore defender Emma Stice was able to clear it before the Knights were able to catch up.

“I don’t think we brought the intensity, which is fine,” Kaneland coach Parillo said.

“Learning experience for us. We had those easy games, and today wasn’t an easy game.

After scoring 24 goals in its first four games, the Knights have scored just one goal in their two conference games – the first being a 1-0 win Tuesday at DeKalb.

“The competition has gotten better, plus we took two weeks off,” Parillo said. “We knew we were going to be rusty. But we just didn’t match their intensity today and we’ve got to learn from that.”

The Knights are back in action in the first round of the Pepsi Showdown, facing Glenbard East on Field 5 at Olympic Park in Schaumburg at 6 p.m. Saturday.

Lewey said the win gives the Spartans a ton of momentum heading forward in conference play, which resumes Monday at DeKalb.

“Kaneland is probably the best competition in the conference, so to get a win over them is really big for us,” Lewey said.

Lichamer said the Spartans will be fired up for the Barbs.

“Even if you’re not in the conference, that game is – there’s always extra meaning,” Lichamer said.”Even if there was no conference on the line, even if there was no state tournament on the line, it’s your neighbor.

You want to have a great showing against them and that will always be a knockdown, dragout.”

Bickell hoping to recapture postseason glory

mlazerus@suntimes.com For the past three months, Bryan Bickell – who three times has been on the ice to celebrate winning the Stanley Cup – has been living out of a hotel in Rockford, shuttling back and forth to Chicago to see his family on off nights, and playing against teams like the Lake Erie Monsters and Manitoba Moose.

Puts things in perspective a bit.

“I remember those old days – seven-hour trips on a bus,” Bickell said.

“Maybe when I was 21, it was easier on the body. But I just turned 30, so it was tough. It’s nice to get back, and hopefully, I won’t have to do that again.”

That, of course, is up to Bickell, who is getting a third chance in Chicago this season thanks to the Blackhawks’ litany of injuries. With Andrew Shaw likely out for the last two games of the regular season, and Marian Hossa and Artem Anisimov out tonight against St. Louis and questionable at best for Saturday’s finale in Columbus, the Hawks turned to

Bickell to help fill the void.

And after spending most of this season sparking memories of the old-old days in the minors, Bickell now hopes to rekindle memories of the good-old days when he was a goal-scoring wrecking ball in the 2013 and 2014 playoffs, totaling 16 goals. Bickell, Patrick Kane and Duncan Keith all used the word “force” to describe Bickell in past postseasons. The question, after Bryan Bickell two disappointing seasons marked by poor play and injuries, is whether that force still exists.

“I believe I have it, I know they believe it, and that’s why they brought me back here,” Bickell said. “I’m excited to get this train back on track and be a force. I know I’ve got a lot of games left in me, and I want to play every game like it’s my last.”

Every game could be Bickell’s last.

At least, in Chicago. The Hawks have been trying to unload his $4-million sal-

ary for more than a year, and came close during this past trade deadline. With Hossa, Shaw and Anisimov all expected back for Game 1 of the playoffs next week, Bickell’s window to prove he can be the player he once was might not be open for long.

“We all love Bicks as a guy, and I think we’re all hoping that he can recapture the player he was and the player he can be,” Kane said. “He can be one of those guys that comes in and plays well right away and is a big force in the playoffs, like he has been in the past. He’s got that big body, plays that physical type of game, and he can also chip in with scoring goals. Great to see him back up here.

Hopefully, he does well.”

Bickell hasn’t played for the Hawks since Jan. 8, and has no goals and two assists in just 23 games. In Rockford, he had 15 goals and 16 assists in 44 games.

In 2013, he had nine goals and eight assists in 23 playoff games, earning the four-year, $16-million contract that has become something of an albatross for the Hawks. The following postseason,

Bickell had seven goals and three assists in 19 games. Last spring, he had just five assists in 18 games, and missed five of the six Stanley Cup Final games as he battled vertigo.

“At this time of the year, his play seems to rise to the challenge of playing important games,” Joel Quenneville said. “He brings an element – he has all the tools to help our team and had some good games in the minors. I’m sure he’s really excited about getting the opportunity today, and we’ll see how it goes going into next week.”

Bickell, an uncommonly introspective player, always has dealt with confidence issues. But he said positivity was the key to enduring the disappointment and humiliation of being demoted for most of the season.

“Being positive is the biggest thing,” he said. “Going down there, I didn’t want to be a sore thumb. Have a positive attitude and work hard. I’m happy to be back up here for a couple games going into one of the times I like the most, the playoffs. I’m looking forward to it.”

Contract is still on Rose’s mind

jcowley@suntimes.com MIAMI – Derrick Rose doesn’t know if his summer vacation will be starting next week or next month, but either way he’s calling it the “biggest offseason” of his career.

Not only will he enter it healthy, as well as having plans to work out with teammates like Jimmy Butler, but it’s the offseason leading into the final year of his contract.

It is a summer that’s been circled for quite some time on Rose’s calendar.

Even back on the first day of training camp, unprompted Rose brought up the fact of all the money that was currently being passed around the Derrick Rose league and was going to be passed around with a new television contract kicking up payroll.

“Making sure my family is financially stable, as far as seeing all the money that they’re passing out in this league,” Rose said back in late September. “Just telling the truth. Just knowing that my day will be coming up soon, and it’s not for me. It’s for [son] P.J. and his future, so that’s what I’m thinking about now.”

Months later, it’s still what Rose is thinking about.

“Of course it’s the biggest, the biggest offseason,” Rose said Thursday.

“But there’s no pressure or anything.

Rose said the key to how he wants to handle this offseason was to stay calm and keep busy with his son.

“Just putting in work, man,” Rose said. “I mean this is a big summer coming up for me, as far as working out, staying at peace with myself, keeping calm, being with my son.

“Depending on how the season ends I may have more time. If anything I’ll be able to be around him more, so as far as working out with players, that’s cool, but my main concern is my son right now if the season was to end.”

Rose did reiterate that he and Butler do have plans to hook up and work out together, as Butler and coach Fred Hoiberg revealed on Wednesday.

All the Bulls care about is they get a motivated Rose in camp come next September, whether it’s motivated by playing for a max contract or not.

“He showed flashes definitely of playing [at an elite level], especially after the All-Star break, and then had a couple more setbacks,” Hoiberg said of Rose’s 2015-16 season. “I think the big thing for Derrick this summer is to get himself to a point to go out there and put a full season under his belt, and I’m confident he can do that. It’s going to be important for not only Derrick, but for all of our guys to get their bodies right.”

Mat Latos sharp as White Sox take 3rd of 4 from A’s OAKLAND, Calif. – Mat Latos gave up one hit over six shutout innings for his first win since last July, Jose Abreu hit a two-run homer, and the White Sox beat the Oakland Athletics, 6-1, Thursday to give manager Robin Ventura his 300th career win.

A free agent who struggled this spring after signing with the Sox in the offseason, Latos (1-0) was stellar in his Sox debut while striking out two and walking one.

He retired 13 of the first 14 batters and didn’t allow a baserunner until Chris Coghlan’s one-out single in the fifth – one pitch after left fielder J.B. Shuck dropped Coghlan’s foul ball.

Abreu homered on a 1-1 pitch from Oakland starter Kendall Graveman in the sixth. The Sox slugger added a sacrifice fly during the Sox’s four-run ninth.

It’s been a good start to the season for the Sox, who outscored the A’s, 1610, while taking three of four in the series.

DeKalb Kiwanis Club schedules annual pancake breakfast DAILY CHRONICLE DeKalb Kiwanis Club will hold its annual Spring Fling Community Breakfast on Saturday at First Congregational Church, 615 N. First St. in DeKalb.

The menu will include pancakes, sausage, applesauce, eggs and coffee or other beverage.

In addition, the club funds a $3,500 DHS scholarship program; preschool reading programs at Children’s Learning Center and The Growing Place; Kishwaukee Hospital trauma dolls for children; and Key Signs DVD for parents of children with delayed speech.

Proceeds from this year’s silent auction and raffle will be used to help fund Healthy Minds – Healthy Bodies, a new program that promotes healthy eating and living choices for children and their caregivers. It is an interactive program of information and participation.

Co-sponsored by the DeKalb Public Library, the program will be presented at the library on an ongoing basis.

Community volunteer sales partners and pancake workers are welcome.

Tickets will be available at the door. DeKalb Kiwanians and friends have tickets for advance sales.

SUMC creates radio station for concert DAILY CHRONICLE The music department at Sycamore United Methodist Church endeavors to present the “Good News” in unique and creative ways, so its Spring Choral Celebration will take the form of a fictional radio station called KSPR Spirit Radio.

Performances will be at 5 p.m. April 16 and 8:30 a.m. and 10 a.m. April 17.

Phyllis Horst, a local storyteller and singer, will play Phyllis Heart, a Delilah-style call-in radio show host. The 40-voice Adult Choir, Kid’s Choir, and various soloists and small groups will share musical numbers to go along with the program, including favorites such as “Ain’t No Mountain,” “Over the Rainbow” and “I’m a Believer.”

Music director Bev Rauch wrote the script for the production to show that sometimes we can be reminded of powerful spiritual truths from popular songs – for example, the words for “Ain’t No Mountain”closely mirrors Romans 8 in the Bible.

The Adult Choir will be accompanied by Craig Fritz, percussionist Kyle McComb and Jim Selig on saxophone. The Good News! Men’s Quartet directed by Doug Elder will be featured, as well as the Men’s Trio and another trio consisting of Paul and Marcia Watson with Phyllis Horst. Kattie O’Malley will sing “You Are So Beautiful” and Dorcas Keating will sing “Over the Rainbow,” which also will feature soloist Melissa Johnson.

Options for knee replacement Dear Dr. K: I am going to have my knee replaced. What types of artificial knee joints are available?

Dear Reader: The knee is a joint formed by the bottom end of the thigh bone and the top ends of two bones of the lower leg. When the ends of the bones that form the joint become damaged, they can be removed and replaced. That’s total knee replacement, and it is major surgery.

The damaged parts of the bones that form your knee joint are replaced with an artificial material that is shaped like your bones should be. That will allow your knee to again do all the things it needs to do: bend, twist and bear your weight. The artificial material will be attached to the healthy bone above and below it.

Once you have decided to have a total knee replacement, your surgeon may discuss with you several choices. One choice the surgeon needs to make is which artificial material to use for your new knee.

Options include different combinations of hard polished metal, hard ceramic and tough, slick plastic: • Metal-on-metal. These implants were developed to last longer than other implants. But metal-on-metal implants may cause inflammation and pain. Worse, they may shed harmful microscopic bits of metal into the bloodstream.

• Polyethylene. The major drawback to this type of plastic material has been wear.

Tiny pieces of the plastic flake off, provoking the immune system cells in the bone to which the plastic has been attached. Turning on the immune system cells produces substances that weaken bone tissue. As a result, the implant pulls away from the bone and has to be replaced. Manufacturers have modified the plastic to make “crosslinked” polyethylene. The newer materials may be more wear-resistant.

You and your surgeon also will have a choice of cemented or cementless implants.

Most total knee replacements today are done with cement. They use acrylic cement to quickly glue the implant to the healthy bone above and below it.

Cementless implants have surfaces with small holes in them. The healthy bone grows into the implant to form a solid attachment, and no cement (glue) is required.

Despite early hopes, cementless implants have not proven to be more durable than cemented implants. There also is a “hybrid” option that uses a combination of cemented and cementless attachments.

Another decision is between a fixed-bearing or rotating knee platform. A fixed-bearing knee prosthesis is the most common type. In a rotating platform prosthesis, the polyethylene insert can rotate slightly. This allows for better movement and reduced stress and wear.

The best implant design for you will depend on many factors, including your weight, bone quality, age, occupation and activity level. The surgeon’s experience with a particular model or brand often enters into the decision, too.

Dear Abby: DEAR ABBY I need some advice about Jeanne quitting smokPhillips ing. I am the father of an only child and husband to a wonderful wife. But for some reason, I have not been able to find the motivation to quit. I know smoking is bad for my health, and I don’t want to endanger my child’s health any longer.

I have tried the gum, the patch and even prescription meds. My willpower just isn’t strong and I can’t quit, no matter what I try.

I need the right inspiration. Can you help me stop this nasty habit? – Sick Of It In Missouri Dear Sick Of It: I’ll try. As a former smoker, I’ll share what worked for me. Cold turkey.

First, clean house. Get rid of all the cigarettes you have stashed at home, in your car and at your workplace. Yes, even the pack you “forgot” in your jacket pocket.

Realize your body is saturated with nicotine, and it must be flushed out. Drinking lots of water for the first month will help you accomplish that.

Then, choose one day when you will go entirely smoke-free. Understand going in you will crave your “fix.” When that craving hits, if you must put something in your mouth, chew (non-nicotine) gum, go brush your teeth or eat a crunchy vegetable (carrot sticks, celery). If you can manage to do this for just one day, you can do it for another one. And then another, etc.

Accept you are an addict and your “sobriety” is something you will have to cling to with determination. Eventually the impulse to grab a cigarette will fade, but every now and then you may have an urge to smoke that comes out of left field. When that happens, get up and walk out of the room. By the time you return, the urge will have subsided. Mine did.

And one more thing – if you fall off the wagon (and you might), think about watching your child graduate from high school or college, getting married and playing with your grandchildren. Your chances of doing those things will be better if you’re not a smoker.

Then get back on that wagon and start over again.

That’s how I quit, and the third time I did it, it worked. (Clearly, I do not have willpower of cast iron.) If I can do it, believe me, so can you. Please write again in six months and let me know you’re tobacco-free, too. I’m rooting for you.

How should South play in four spades after West leads the heart nine?

On a bad day, declarer might lose one spade, two hearts and one club.

Before he plays from the dummy at trick one, he concentrates on the lead. Since a nine is top of nothing, East has the heart ace-jack. To freeze out that suit, South must call for dummy’s queen. East wins with his ace, but cannot return the suit without sacrificing a trick there.

Suppose East shifts to a club.

West wins and leads the heart eight, but South takes the trick, draws two rounds of trumps, then plays off dummy’s club winners to discard his heart loser.

Gideon Court Apartments will close their Section 8 wait list for our 1 & 3 st (Published in the Daily Chronicle, bedroom units effective April 1 , 2016. The number of names on the waitlist for both the 1 & 3 bedroom size units exceeds two times the April 1, 8, 15, 2016) projected turnover in these unit sizes for two years. There is not a schedule date to re-open the 1 & 3 bedroom waiting list. When Gideon Court is prepared to re-open the 1 & 3 bedroom waiting list, an announcePUBLIC NOTICE ment will be posted in the local newspaper.

LEGAL NOTICE

If your name is already on the 1 & 3 bedroom waiting list, you do not need to take any action at this time. Gideon Court Apartments will maintain your name, date and time you applied. You are still required to update your personal information by submitting changes in writing.

While Gideon Court Apartments will not be taking new applications for the 1 & 3 bedroom units during the time the wait list is closed, staff will IN THE MATTER OF THE PETITION continue to process those currently on the list.
