Farmers in your backyard We were visiting friends in DeKalb this weekend when we had one of those real “you’re in DeKalb County” moments.

We were in my friend’s backyard, our kids playing together while the adults sat around a table, talking in between our children’s demands for our attention.

Then the tractor came. The big machine was turning the soil in the farm field that begins only yards from their fence line. I watched it driving up and down the field, dragging a tiller behind it.

What’s up, tractor guy? He waved to us when he made a pass near the edge of the field.

I still find those kind of close encounters with farming to be novel.

I remember my first summer living here, visiting another friend’s place and being hypnotized by the field of tall corn in their backyard, and how the fireflies lit up the field at dusk. I commented on it a couple of times, until someone finally said, “We get it, you’re from the city.”

That’s not really true, however. I’ve never lived in “the city,” if you’re talking about Chicago. But this is the first place I’ve lived where farm fields and backyards mingle so

DUBAI, United Arab Emirates – Already home to the world’s biggest skyscraper, Dubai has another tall order to fill: By 2030, its leader wants 25 percent of all trips on its roads to be done by driverless vehicles.

Monday’s announcement by Sheikh Mohammed bin Rashid Al Maktoum came without warning and with few details, as is sometimes the case with the many aspirations of the leadership of the United Arab Emirates.

In this car-crazed city-state of more than 1.5 million registered vehicles, it’s not unusual to see Ferraris idling alongside Lamborghinis at traffic lights. And Dubai already is home to a driverless

Here, what’s going on in the farm fields really affects all of us, and not just in a holistic sort of way.

At the very least, it affects the view.

At my friend’s place, the corn view is a lot more shielded and private than the bean view, where you can see far-off roads, landscape and barns on the flat in the distance.

Either one is preferable to the dirt view, where those seemingly endless fields of brown open up far into the distance, dormant and waiting to yield the next crop.

Things seem emptier when we have the dirt view.

But we’re almost through dirt season.

Time to bring on the beans and corn.

Smart-car technology is being used in some of the world’s luxury vehicles, and it is advancing rapidly enough for the plan to become a reality – or a nightmare for the thousands of taxi drivers who now plying the streets among the sleek skyscrapers in the UAE’s commercial capital.

Group seeks funding to make Joiner History Room collection more accessible

browland@shawmedia.com SYCAMORE – A team of volunteers is working to make DeKalb County’s trove of historical documents and photographs more accessible to the public.

The county-funded Joiner History Room, which is located in the Sycamore Public Library and open from 10 a.m. to 3 p.m. Tuesdays and Thursdays, is asking for public help as it preserves and catalogs a growing collection of records. The organization is taking part in this year’s Give Local DeKalb County campaign, a 24-hour online giving challenge that is part of Give Local America, a national day of local philanthropy.

The Joiner History Room serves as a repository for the county’s historical documents, but it also is where many people turn for genealogy research and to find out about that old house on the corner.

Director Sue Breese hopes the Give Local DeKalb County campaign can help the Joiner History Room raise money for its endowment.

“We’re very excited to be part of this campaign,” Breese said.

That endowment could be used in the future to pay for capital expenses, such as a new photocopier, and the organization’s efforts to make its vast collection easier to access.

In 2015, the Joiner History Room had 1,844 visitors and emails. When the room first opened in 1989, it had fewer than 400 visitors, county records show. Visitors include police investigators, local history buffs, students, Cub Scouts and others.

“You never know who is going to walk through the door,” Breese said.

One recent visitor was Clinton McClellan, a 71-year-old former landscape photographer from Petaluma, California, who is living out of his van as he travels across the country doing research for a book he plans to write on the McClellan family, some of whom lived in Somonauk. He also cleans the family tombstones and cemeteries he finds along the way.

Before Wal-Mart broke ground in DeKalb, the Joiner History Room was asked to find out if the site had ever been a burial ground for Native Americans. (The answer: No.) The Joiner History Room also houses a collection of historical photos from around the county, including the Ritzman Photo Collection.

The organization also publishes a regular history column, Looking Back, in the MidWeek and helps put on events such as an upcoming walking tour of Fairview Cemetery.

“Sometimes, all they have is a name, but we’re able to help about 98 percent of the people who come in here to find something,” Baker said.

One project that the Joiner History Room is working on is cataloging and digitizing obituaries. They’ve done about 35,000 and have about

35,000 more to go.

“Our job will never be done,” Breese said.

But that’s the nature of her work, with the goal of preserving the county’s history for future generations, she said.

The DeKalb County Nonprofit Partnership is facilitating the Give Local DeKalb County campaign. The DeKalb County Community Foundation and local donors have put up $53,000 in proportional matching funds to amplify local donations May 3. In addition to the Joiner History Room, more than 65 other nonprofits are taking part in this year’s event.

In 2015, Give Local DeKalb County raised nearly $190,000. The inaugural Give Local DeKalb County effort in 2014 raised nearly $120,000 for 37 local groups in 24 hours.

DeKalb makes 3 changes to liquor ordinance

rgillespie@shawmedia.com DeKALB – The city is revisiting several of its liquor license ordinances, as a result of changes in state law and demand from business owners.

Aldermen voted at Monday’s City Council meeting to make such changes as allowing customers to bring their own bottle and broadening the rules for hotels.

“We wanted to do our due diligence and look at what other communities were doing so we could see what was working and not working,” City Attorney Dean Frieders said. “The way our liquor code is written, many of the [state law] changes didn’t have a significant impact” on DeKalb.

But he acknowledged that in some cases, DeKalb needed to make some adjustments to the ordinance.

There were five ordinance revisions on the night’s agenda. For the most part, aldermen voted favorably on them. Two of the changes that passed 8-0 will be signed into law some time this week, Mayor John Rey said.

The second proposed change allows restaurants operating with a liquor license to allow people to bring in their own bottle of wine and have it served and consumed at the establishment.

“Where we have the opportunity to let businesses do something that’s going to beneficial, we want to try to let

them do that,” Frieders said.

A third proposed change passed 6-2 and will be signed into law with the other two, but faced some opposition.

Fourth Ward Alderman Bob Snow and 3rd Ward Alderman Michael Marquardt voted ‘no’ on allowing some establishments to sell such low alcohol-by-volume drinks as beer and wine without selling a meal with it.

Under the current ordinance, restaurants with a low ABV liquor license are required to have patrons or-

der more than snacks, such as pretzels and potato chips, when they order beer or wine. The customers are supposed to order more substantive food. But under this change, that rule would be eliminated.

“If you’re a bar, you’re a bar. If you’re a restaurant, you’re a restaurant,” Marquardt said in opposing the change. “I think we’re blurring the lines.”

But 6th Ward Alderman David Baker said restaurants are already, technically, violating the rules. But, he intimated, owners are not being cited.

With the ordinance change, “All we’re doing is making it so that police don’t have to do anything about it,” said Baker, before he voted in favor of the change.

Two other liquor license items on Monday’s agenda will be revisited at the next meeting. Those are bringing back “happy hour” and making rules for training for alcohol servers.

Frieders said that the city could, at its discretion, outlaw “happy hour.”

But with the state’s restrictions in place, he said, there was not a “meaningful reason” for the city to do so.

Born: July 22, 1936 Died: April 24, 2016

CoraValine Mae Forrer, 79, of Somonauk passed away Sunday, April 24, 2016, at her home.

She was born July 22, 1936, in Paw Paw Township, the daughter of Robert and Helen (Osland) Todd. She married Raymond L. Forrer Jr. on April 14, 1957, in Paw Paw Township. Cora was a member of Bureau Valley Antique Club; 2 bowling leagues, Monday noon and Wednesday afternoon leagues and Union Congregational Church. She enjoyed mothering everyone, animals included. Cora loved to fix things, but her greatest love of all was her family.

She is survived by her husband, Raymond of Somonauk, IL; three daughters, Lucinda (Bart) Higdon of Leland, IL, Khristina Vahl of Serena, IL and Karen (Daniel) Bark of Sandwich, IL; one son, Raymond “Buddy” Forrer, III of Shabbona, IL; 12 grandchildren; 16 great-grandchildren; one great-great-grandchild; one sister, Sharon Wade of Winton, CA; and one brother, Allen (Sue) Todd of Taylor Ridge, IL. She was preceded in death by her parents; four brothers, Robert, James, Jerry and Richard Todd; one daughter-in-law, Dawn Forrer; and one son-in-law, Lonny Vahl.

Memorial Services will be held at 7 p.m.

Thursday, April 28, 2016, at Turner-Eighner Funeral Home in Somonauk, IL, with Pastor Chuck Maney officiating. Visitation will be from 4 p.m. until the time of service at 7 p.m. on Thursday, April 28, 2016, at the funeral home in Somonauk.

University on the GI Bill. He felt called to the ministry and earned his Master of Divinity at Garrett Theological Seminary in Evanston, Illinois.

While a seminarian and after ordination, he served Methodist churches in Kingston, Scales Mound and Elizabeth, Illinois. His next calling was to the chaplaincy. Chaplaincy training was competed at Topeka State Mental Hospital under the supervision of the Menninger brothers.

He was recruited to be the chaplain at the Illinois Youth Commission (now Department of Correction, Youth Division), Reception and Diagnostic Center for Delinquent Boys in Joliet. Stanley served there for 30 years until retirement.

He was very active in community affairs and was instrumental in starting the Community Services Center, the Senior Services Center and the Big Brothers of Will County.

He served on numerous boards throughout Will County.

He later volunteered at Saint Joseph’s Hospital for over 10 years.

Stanley is survived by his children, Jerry (Jean Evans), Sydney (Catherine), David, and Linda (Stephen) Meister; 11 grandchildren and 13 great-grandchildren.

Stanley was preceded in death by his parents, his wife of 63 years, Betty (2010); grandson, Jeremy L. Lane (2013); and daughter-in-law, Mary Lane (2014).

A memorial services will be held at 11 a.m.

Friday, April 29, 2016, at Grace United Methodist Church in Joliet, Illinois. A light luncheon at the church will follow. Inurnment will take place at 1:30 p.m. at the Abraham Lincoln National Cemetery’s Columbarium with full military honors. All are welcome to attend.

In lieu of flowers, memorials to Grace United Methodist Church of Joliet are greatly appreciated.

Tanya Lynn (Bjork) Overhaug, 59, of DeKalb, Illinois, died Friday, April 22, 2016, surrounded by her loving family after a long battle with The Rev. Stanley G. Lane breast cancer, at her home in DeKalb.

Born Feb. 2, 1957 in Sheldon, Iowa, the of Joliet died to life eternal daughter of Walter and Iris (Lintner) Bjork, Wednesday evening, Tanya married Richard Overhaug on July 6, December 30, 2015, from 1998, in Sycamore. She grew up in Archer, natural causes.

Iowa, on the family farm and attended ShelHe was born in Yuma, Colorado, on Aug. 20, 1925, don High School. She moved to Illinois, where she worked at Casey’s in Cortland. the only child of Lloyd J. Tanya and Richard eventually settled in and Nellie (Atkinson) Lane.

Police: $100K bond for man arrested in order breach

ksmith@shawmedia.com SYCAMORE – A DeKalb man remained in jail Monday after police said he tried to break in the door to a home he was ordered by the court to stay away from just an hour earlier.

Tyler V. Hernandez, 46, of the 100 block of East Lincoln Highway, DeKalb, is charged with violating an order of protection, punishable by up to a year in prison.

DeKalb County Judge Philip MontTyler V. gomery set HernanHernandez dez’s bond at $100,000 Monday. He will need to post $10,000 to be released from jail.

Police received a 911 call that Hernandez was trying to break down the door to a DeKalb home about 1:30 a.m. Saturday, court records show.

The officers who responded to the call had served Hernandez with an order of protection to stay at least 500 feet from the home an hour earlier.

Hernandez had urinated and defecated on the home’s porch before he was taken to jail, court records show.

He is due back in court April 28.

DeKALB – The DeKalb Park District is seeking public opinions on its dog park at special community meetings tonight and Saturday at Katz Park, 393 W. Dresser Road, DeKalb.

The meeting, which starts at 5:30 p.m., is the first of two that will be this week to discuss such things as membership to the public dog park, animal vaccination rules and other procedures for the program.

Officials said residents’ input will be used to help develop guidelines for use of the dog park, to meet the needs of the animals and their human companions.

Annual memberships fees could be set at $25 for a resident with one dog, and $10 for each additional dog with a three-dog limit. Others would pay $40 for one dog with a $15 fee for each additional dog. Membership would be discounted to half-price midway through the year, board documents show.

The second meeting is scheduled for 9 a.m. Saturday.

DeKALB – A local crisis intervention organization for youth said it is maintaining it services, despite not getting state funding, and even as a Rockford location has suspended some of its work.

The head of the DeKalb County Youth Services Bureau said the nonprofit program, which aids youth runaways, those who refuse to go home or who have been barred from their home, continues to offer those services even after having to make financial adjustments to help pay for them.

Impasse sparks fears of school closings

HARRISBURG – The economic hard times that have hit this Illinois coal town are particularly visible inside its 113-year-old high school, where cracks in the walls and holes in the ceiling go unfixed and paint is peeling off the purple lockers lining the hallways.

But lately a greater worry is weighing on Superintendent Mike Gauch: that he’ll have to close the doors. He’s among scores of school officials who face this prospect as Illinois lawmakers’ epic fight over a state budget threatens to spill into summer and jeopardize the education of several hundred thousand students.

Unthinkable even a few months ago, the possibility of the impasse extending to a second year and shutting down school systems has grown stronger in recent weeks. If it happens, it would be the most traumatic consequence of a fight between the state’s Republican governor, Bruce Rauner, and Democrats who run the Legislature, and mark a new low for political dysfunction in the nation’s fifth-largest state.

“It scares me to death,” said Gauch, who estimates that without state funds his district of about 2,100 students could

The Republican signed the bill Monday after a debate last week over the temporary spending plan in the General Assembly.

The package includes $170 million for the Monetary Award Program, a needsbased grant that colleges doled out this past school year without state reimbursement.

Rauner and Democrats who control the Legislature have been unable to agree on a plan for the budget year that began July 1.

Rauner, union go to labor board over new contract

SPRINGFIELD – Contract negotiations between Republican Gov. Bruce Rauner and a union representing Illinois state workers have reached the state labor board.

Both sides are making arguments regarding whether labor talks have stalled. Rauner asked the Illinois Labor Relations Board to determine whether negotiations are at an impasse. The declaration would allow Rauner to impose his own terms for the 36,000 members who the American Federation of State, County and Municipal Employees union represents.

The declaration would also allow the union, which claims there’s no deadlock, to go on strike.

The Chicago Tribune reported the hearing that began Monday is scheduled to last through May before an adminis-

trative law judge issues a decision.

Both sides had been negotiating for more than a year when Rauner went to the labor board in January.

Police find remains while searching for woman

DEWITT– Police in central Illinois said they found human remains while searching Clinton Lake in a missing persons case.

Champaign police say they recovered the remains from the lake near DeWitt at about 1:30 p.m. Sunday. Police have been looking for 24-year-old Ashley C. Gibson of Champaign, who was last seen April 17.

Champaign police spokeswoman LaEisha Meaderds said police found the remains after acting on information developed in Gibson’s missing person case.

Meaderds said police have shifted the missing person investigation to a death investigation.

Police previously searched a home in Champaign in connection with the case.

An autopsy and forensic pathology tests are planned to identify the remains.

Southern Illinois University leader condemns video

CARBONDALE – Racial tension on the Southern Illinois University in Carbondale campus is high after a series of recent incidents that include an anonymous video posted on YouTube that called for the lynching and beating of black students.

The video drew condemnation from the university’s leader, and YouTube removed it Monday for violating the company’s policies on hate speech.

In an email to students Sunday night, interim Chancellor Brad Colwell asked students to not distribute the two-minute video, which features altered dialogue from the animated film “A Bug’s Life” and a speaker wearing a Guy Fawkes mask who promotes campus violence.

The unidentified speaker, whose voice is distorted, attributes the “SIUC White is Right” video to the campus’ Alpha Tau Omega fraternity. The fraternity denied involvement in a statement issued by its national office in Indianapolis.

Kasich will step back in the May 3 Indiana contest to let Cruz bid without interference for voters who don’t like Trump. Cruz will do the same for Kasich in subsequent contests in Oregon and New Mexico.

The arrangement does not address Tuesday’s primaries, where Trump is expected to add to his already hefty delegate lead. Yet the shift offers increasingly desperate Trump foes a glimmer of hope in their long and frustrating fight to keep him from amassing enough delegates to seal his nomination and avoid a contested national convention in July.

Ignoring the Northeast on Monday, Cruz insisted, “We are at a fundamental fork in the road,” as he campaigned in Indiana.

“It is big news today that John Kasich has decided to pull out of Indiana to give us a headto-head contest with Donald Trump,” the fiery conservative told reporters. “That is good for the men and women of Indiana. It’s good for the country to have a clear and direct choice.”

The plan carries risks – especially as Trump bashes a “rigged” nomination system. Some would-be Cruz supporters in Indiana agreed with Trump’s criticism.

“That’s kind of sneaky,” said Joe Conder, a 75-year-old retired civil engineer from Scottsville, who is deciding between Cruz and Trump. “It’s more about politics than getting things done.”

Kasich sent mixed messages as he addressed the pact for the first time while campaigning in Philadelphia. Asked what Indiana voters should do next week, the Ohio governor urged them to vote for him.

“I’ve never told them not to vote for me.

They ought to vote for me,” Kasich said just 13 hours after promising to give Cruz “a clear path” in Indiana. He said he had simply agreed not to spend “resources” in Indiana.

HANNOVER, Germany – Evoking history and appealing for solidarity, President Barack Obama on Monday cast his decision to send 250 more troops to Syria as a bid to keep up “momentum” in the campaign to dislodge Islamic State extremists. He pressed European allies to match the U.S. with new contributions of their own.

Obama’s announcement of the American troops, which capped a six-day tour to the Middle East and Europe, reflected a steady deepening of U.S. military engagement, despite the president’s professed reluctance to dive further into another Middle East conflict. As Obama gave notice of the move, he said he wanted the U.S. to share the increasing burden.

Obama discussed the IS fight with British Prime Minster David Cameron, German Chancellor Angela Merkel, French President Francois Hollande and Italian Prime Minster Matteo Renzi.

The president formally announced the new troop deployment in a speech about European unity and trans-Atlan-

tic cooperation – a running theme of his trip. Speaking in Germany, he evoked the continent’s history of banding together to defeat prejudice and emerge from the “ruins of the Second World War.” “Make no mistake,” Obama said.

“These terrorists will learn the same lessons as others before them have, which is, your hatred is no match for our nations united in the defense of our way of life.”

The rhetoric belied an underlying frustration in his administration about allies’ contributions to the U.S.-led fight in Syria and neighboring Iraq. Although the coalition includes some 66 nations, the U.S. has conducted the vast majority of the airstrikes, and there has been little appetite by other nations to send in ground troops of their own.

The president recently rattled leaders in Europe and the Middle East by describing allies as “free riders.” He made a passing reference to that complaint on Monday, as he noted that not all European allies contribute their expected share to NATO: “I’ll be honest: Sometimes Europe has been complacent about its own defense.”

BRIEF Prosecutor: Hundreds of pot plants grown where 8 killed

COLUMBUS, Ohio – Four days after the calculated killings of eight people in rural Ohio, a prosecutor revealed Monday that marijuana was found at some of the crime scenes, including a grow-house sheltering hundreds of plants.

“It wasn’t just somebody sitting pots in the window,” Pike County Prosecutor Rob Junk told The Columbus Dispatch.

The victims – all members of an ex-

tended family – were fatally shot in the head, including a young mother whose newborn baby was sleeping beside her Friday morning. That baby, another infant and a toddler were spared.

The victims were remembered on Monday as loyal and caring people.

All eight autopsies have been completed, and while authorities have released no details about a motive, the Attorney General’s Office did confirm Monday that one of the victims had received a threat via Facebook.

WASHINGTON – The Pentagon thinks it has a winning argument for why Congress should allow a new round of military base closings.

The case goes like this: The Army and Air Force have vastly more space for training and basing troops than they need, and trimming the surplus would save money better used to strengthen the military.

Congress, however, has its own logic: Closing bases can hurt local economies, which can cost votes in the next election.

Besides, some lawmakers said, the Pentagon has cooked the books to justify its conclusions or at least has not finished doing the math.

Lawmakers are fiercely protective of bases in their district or state and generally prefer to ignore or dismiss any Pentagon push to close them. Nearly every year the Pentagon asks Congress for authority to convene a base-closing commission.

The answer is always the same: not this year.

And probably not anytime soon, either. In a little-noticed report to congressional leaders this month, the Pentagon offered a detailed analysis – the first of its kind in 12 years – that concludes the military will have an overall 22 percent excess of base capacity in 2019. The Army will have 33 percent surplus, the Air Force 32 percent and the Navy and Marine Corps a combined 7 percent, the report said.

Base capacity is the total amount of acreage or work space available to support military forces at places such as a training range, an air base, a weapons storage site or an office building.

“Spending resources on excess infrastructure does not make sense,” Deputy Defense Secretary Robert Work wrote leaders of the relevant congressional committees April 12.

The letter was meant to support the Obama administration’s case for a bipartisan base-closing authority, known as a Base Closure and Realignment Commission. This mechanism, meant to take politics out of the process, was used during the 1990s and again in 2005, but not since.

Groundbreaking for senior pet sanctuary set

ksmith@shawmedia.com GENOA – A local animal shelter will host a groundbreaking ceremony to celebrate the upcoming development of a sanctuary for pets of senior citizens.

The Barn on Baseline, formerly the DeKalb County Animal Shelter, is preparing to add a 5,000-squarefoot “pet sanctuary” for animals whose owners can no longer keep them at home, but don’t want to put their pet up for adoption. The shelter has received about $100,000 in donations so far and is expected to go out to bid at the end of the month or early May, said Dave Mullner, the sanctuary’s project manager and secretary for the DeKalb County Animal Welfare League.

“I’m being told it’s a chance that

the plans would be approved before April 30th,” Mullner said.

The groundbreaking will take place at 1:30 p.m. Saturday at the shelter, 16173 Baseline Road in Genoa. The project’s coordinators have extended invitations to the Sycamore, Genoa and DeKalb mayors, the executor of the estate of Michelin Bardin-Levin, and Pam Tyska, who donated a large sum of money to cover the site development.

“We’re really excited to be able to provide this service for the community,” said Roberta Shoaf, the shelter’s executive director. “It’s going to be a wonderful opportunity for the people who need the service.”

The sanctuary will accept “un-adoptable” pets of military personnel, people receiving extended inpatient hospital treatment, or anyone who might be required

to separate from their animal for an extended period of time, Shoaf said. Rooms within the sanctuary have been designed to accommodate both the owners and their animals, with a TV in every room, couches for lounging, and a cat room featuring a large window and multi-level cat condos.

“It’s always easier to design a room once you have the space and look at it, but right now the architectural plans that we had originally are what we still have,” Shoaf said.

All in all, the shelter will cost an estimated $700,000 to build and is expected to span across three acres of land adjacent to the animal shelter.

As money from donors rolls in, Shoaf has her heart set on executing her longtime dream of building a safe spot for pets and their families.

“We’re ready to go,” she said.

Payout blunder: Only in dysfunctional Illinois What’s the matter with Illinois?

Illinoisans are shaking their heads about the recent announcement by the state Department of Revenue that it paid out too much money to local governments for the past two years, and it wants the money back.

The overpayment in question amounts to $168 million in allocations for the Personal Property Replacement Tax. What the heck is that tax, anyway?

For an answer, you have to go back to when the 1970 Constitution was implemented. The new constitution did away with the personal property tax that local governments levied against corporations, partnerships and other business entities.

To make up the difference, state government has collected the replacement tax and allocated it to local governments, such as counties, cities, villages, schools, townships, park districts, fire protection districts, and the like.

After certain changes were implemented in 2014, however, the state’s paperwork changed, and that’s when the revenue department goofed up and began paying out too much money to local governments.

As the Daily Chronicle reported Monday, three local taxing bodies were overpaid by more than $50,000, including the county’s two largest school districts. DeKalb School District 428 was overpaid $164,970, Sycamore School District 427 got $91,550 extra, and DeKalb County was paid an additional $74,910.

Beard further said local governments likely would be given “an extended period of time” to repay the money.

Although we aren’t upset that the error was discovered (the department found it while implementing a new general ledger system designed to improve accuracy and efficiency), we would be quite upset if the Department of Revenue handles its repayment process with anything less than courtesy, respect, empathy, contrition and, above all, patience.

After all, it’s a problem the Department of Revenue created, and it comes at a time when many local units of government are hard-pressed because of the lack of timely state payments because of an unprecedented budget stalemate.

On Monday, the state marked its 300th day without a budget for the fiscal year that began July 1.

The easiest solution would be for the state to forget about seeking repayment altogether, but that won’t happen. The second-easiest solution would be for the state to take it out, a little at a time, from upcoming payments it will make to local governments.

If the state demands quick repayment, however, that would be extremely unfair and hypocritical, given the fact that the state itself is in arrears to local governments and vendors to the tune of billions of dollars.

Specifically, in 16 of the 21 state primaries so far, Clinton has received fewer votes than in 2008, or fewer votes than Obama got when he beat her (which is relevant, because the black voters who gave Obama large majorities then are voting heavily for Clinton now). Enthusiasm has apparently dimmed.

The five exceptions include Alabama and Louisiana, where Clinton in 2016 ran just 9,607 and 983 votes ahead of Obama’s 2008 total. In Arizona, whose population grew by nearly 500,000 in eight years, Clinton got 32,958 more votes in 2016 than 2008. The other exceptions are Florida and Michigan, whose 2008 primaries were not sanctioned by the Democratic National Committee and thus had depressed turnout.

Some may object that turnout numbers for the two cycles aren’t comparable, because Clinton and Obama were in furious competition then, and there is little suspense that Clinton will be nominated this year. But there was little suspense

then, after Obama’s big victories in February, just as there’s been little suspense this year since March 1.

That year high turnout proved to be a harbinger for heavy turnout in the fall, and the Obama campaign fashioned a new majority coalition. This year Democratic primary turnout is lower and voters seem less positively motivated – signs the Clinton campaign will have trouble achieving its avowed goal of reassembling Obama’s 51 percent 2012 coalition.

But black voters are unlikely to equal their 2012 turnout and percentage for the first black president, and Clinton’s percentage among black voters in some Northern states has fallen off national averages. Her performance with Hispanics is mixed. Sanders has been carrying Hispanic wards in Chicago and Brooklyn’s Bushwick neighborhood. Half of Hispanics in Illinois and one-third in Florida and New York voted for Sanders.

Young voters were an important part of the Obama coalition; all of his 2012 popular vote margin came from voters under 30. But in 2016 they seem allergic to voting for Clinton. In many primaries this year, under-30s have voted 80-plus percent for Sanders, including majorities of young blacks and Hispanics. Will such voters come out in throngs for Clinton in November?

Some Democratic analysts predict

they will, out of distaste for the Republican nominee. Perhaps. Trump’s dreadful favorability numbers seem based on a multitude of impressions and, if he is nominated, may be beyond repair. Cruz currently has unfavorable numbers, but he is less well known and might have greater room to change minds.

Hillary Clinton has weak positives and formidable negatives of her own. NBC/ Wall Street Journal polls show her “very positive” numbers declining from 32 percent in 2013 to 13 percent now. Her “honest and straightforward” number drops from 38 percent in 2014 to 19 percent now.

That’s a problem for any candidate, whether she’s attacking her opponent or promising better times ahead. It’s a particular problem for a candidate who is scampering away from her moderate stands in the 1990s to the leftish views fashionable among Democrats today.

Clinton currently leads Cruz by two points and trails Kasich by eight in general-election polls. That suggests that crucial voters are looking for a plausible alternative. Will Republicans nominate one?

Celebrate Tubman without disparaging Jackson

Summarizing Jackson’s legendary tenure as being “known primarily for a brutal genocidal campaign against native Americans,” as reported in The Post, offers an indication of how far political correctness has invaded our educational system and skewed our national consciousness.

This dismissive characterization of one of our great presidents is not occurring in a vacuum. Any white person whose ancestral relations trace to the American South now risks being characterized as having roots based on bigotry and undeserved privilege. Meanwhile, race relations are at their worst point in decades.

Far too many of our most important discussions are being debated emotionally, without full regard for historical facts.

The myth of universal white privilege and universal disadvantage among racial minorities has become a mantra, even though white and minority cultures alike vary greatly in their ethnic and geograph-

ic origins, in their experiences in the United States and in their educational and financial well-being.

Into this uninformed debate come the libels of “Old Hickory.” Not unlike the recently lionized Alexander Hamilton, Jackson was himself a “brilliant orphan.” A product of the Scots-Irish migration from war-torn Ulster into the Appalachian Mountains, his father died before he was born. His mother and both brothers died in the Revolutionary War, where he himself became a wounded combat veteran by age 13. Self-made and aggressive, he found wealth in the wilds of Tennessee and, like other plantation owners such as George Washington, Thomas Jefferson and James Madison, owned slaves. He was a transformational president, hated by the reigning English American elites as he brought populist, frontier-style democracy to our political system.

Jackson became the very face of the New America, focusing on intense patriotism and the dignity of the common man.

On the battlefield he was unbeatable, not only in the Indian Wars, which were brutally fought with heavy casualties on both sides, but also in his classic defense of New Orleans during the War of 1812.

His defense of the city (in which he welcomed free blacks as soldiers in his army) dealt the British army its most lopsided defeat until the fall of Singapore in 1942.

As president, Jackson ordered the removal of Indian tribes east of the Mississippi to lands west of the river. This approach, supported by a string of presidents, including Jefferson and John Quincy Adams, was a disaster, resulting in the Trail of Tears where thousands died.

But was its motivation genocidal? Robert Remini, Jackson’s most prominent biographer, wrote that his intent was to end the increasingly bloody Indian Wars and to protect the Indians from certain annihilation at the hands of an ever-expanding frontier population. Indeed, it would be difficult to call someone genocidal when years before, after one bloody fight, he brought an orphaned Native American baby from the battlefield to his home in Tennessee and raised him as his son.

Today’s schoolchildren should know and appreciate that Jackson’s July 1832 veto of legislation renewing the charter of the monopolistic Second National Bank prevented the creation of a permanent aristocracy in our country. Jackson was virulently opposed in this decision, openly threatened by America’s elites. Pulitzer Prize-winning historian Vernon Louis Parrington called this veto “perhaps the most courageous act in our political history.”

Just as significantly, in November 1832, South Carolina threatened to secede from the Union. Jackson put a strong

military force in position, letting it be known that if it attempted secession, he would have 50,000 soldiers inside the state within 40 days, with another 50,000 to follow shortly after. Wisely, South Carolina did not call Jackson’s bluff, and civil war was averted for 28 more years.

Jackson was a rough-hewn brawler, a dueler and a fighter. For eight years he dominated American politics, bringing a coarse but refreshing openness to the country’s governing process. Jefferson called him “a dangerous man.”Quincy Adams termed him a “barbarian.” But as Parrington put it, “he was our first great popular leader, our first man of the people. . . . one of our few presidents whose heart and sympathy . . . clung to the simple faith that government must deal as justly with the poor as with the rich.”

Mark Twain once commented that “to arrive at a just estimate of a renowned man’s character one must judge it by the standards of his time, not ours.” By any standard we should respect both Jackson’s and Tubman’s contributions.

And our national leaders should put aside their deliberate divisiveness and encourage that we do so.

Home-state candidates notched up impressive victories in New York’s presidential primaries last week. Donald Trump topped 50 percent for the first time – and handsomely, with 60 percent of Republican votes. And Hillary Clinton won 58 percent of Democratic votes in her adopted home state.

Trump’s capture of 89 of New York’s 95 delegates gets him closer to, but does not guarantee him, the 1,237-delegate majority needed for the nomination. Clinton’s delegate edge in New York was smaller, 139-108, but Democrats’ rules allocating delegates proportionately give Bernie Sanders no chance to overcome the lead she’s won in primaries, much less her near-unanimous support from the 712 superdelegates.

But when you look beyond the New York winners’ home-state margins and beyond the primaries to the general election, each has less reason for cheer. Trump trails Clinton 49 percent to 39 percent in the RealClearPolitics average of recent polls. And Clinton, though universally known, falls short of 50 percent by statistically significant margins against Trump’s two remaining Republican opponents, Ted Cruz and John Kasich.

The results also suggest in another way that Clinton may be a weak general election candidate. In this primary, as in most state primaries held this year, Clin-

ecarifio@shawmedia.com MAPLE PARK – After a weather delay of almost an hour, Kaneland pitcher Matt O’Sullivan returned to the mound in almost the same form as before the break.

Sycamore baseball coach Jason Cavanaugh said Spartans starter Jack Mizgalski did not have the same luck.

The Knights scored seven runs off Mizgalski, including four runs in the third inning, in which they hit three home runs as Kaneland beat Sycamore, 7-4 , Monday.

“I think he got a little off with the delay,” Cavanaugh said. “You try to keep them loose in the dugout, but he just didn’t seem the same. He had a really good first inning, and didn’t seem like himself the rest of the way. But he battled and competed out there.”

Mizgalski lasted four innings for the Spartans (12-7 overall, 4-3 Northern Illinois Big 12 Conference). After retiring the first two batters in the third and his team down 3-1, he gave up a home run to Jack Marshall, a single to Jacob Violett, then back-to-back home runs

to Luke Calabrese and O’Sullivan. All three homers were to left-center field, aided by the strong wind blowing out in that direction.

“One bad inning got to us,” Cavanaugh said. “We were victimized by the home run, and on day like today the wind is blowing the same for both teams, but their guy did a better job of getting the ball on the ground then what we did.”

The Spartans got two back in the fourth and added a home run by Michael Beaudoin in the fifth to cut the lead to three, but O’Sullivan retired the last seven batters, and after 92 pitches through five innings, finished the game with 105 pitches.

SHABBONA – The Indian Creek baseball team’s struggles at the plate proved to be the deciding factor in a 6-4 loss to Newark at home Monday.

The Timberwolves tied the score at 4 late but couldn’t complete the comeback, struggling in the middle innings to get runners on base.

Indian Creek (6-9, 5-3 Little Ten Conference) managed to get two runners on base and a run in the bottom of the first inning against Newark (9-8, 5-3 LTC), but were shut down offensively for the four innings that followed. In the second through fifth innings, the Timberwolves did not record a hit and only two batters reached base – on walks.

“Their pitcher was just throwing strikes against us,” Timberwolves coach Joe Piekarz said. “We were trying to make good, solid contact, but sometimes we just get in a lull where we struggle to string three or four hits in a row, and that’s what happened to us today.”

Newark starting pitcher Kevin Klock’s ability to consistently throw strikes throughout the game helped the Norseman retire all but four batters until the sixth inning. Klock recorded three walks and one hit until that point in the game while striking out nine Timberwolves. Klock finished his outing allowing five hits with nine strikeouts in 61/3 innings.

The Timberwolves’ bats came alive in the sixth inning to rally to a 4-all heading into the final inning. Catcher Brock Myers led the Timberwolves, going 2 for 4 with two RBIs. In the top of the seventh inning, Klock produced a clutch two-run hit that put Newark ahead and closed out Indian Creek.

Klock went 2 for 4 with three RBIs. “It was nice to see us battle back the way we did.” Piekarz said. “I thought in the first few innings we gave up too many at-bats and we didn’t do enough things in the field to hold them, and that put us behind in the game. It was nice to see us come back and get a few runs to tie the game, and even in the last inning with our Nos. 3 and 4 hitters up to put us in a position to win the game, and that’s all we can ask for.”

Not even bump-and-run generates CHARLOTTE, N.C. – Racing doesn’t get much better than a bump-and-run on the final lap for the victory. It’s what Carl Edwards did to teammate Kyle Busch at Richmond International Raceway in what NASCAR says was the first last-lap pass for a win in track history.

It was IN THE dramatic, conPITS troversial and Jenna likely set the Fryer stage for tense team meetings this week at Joe Gibbs Racing.

Was it enough, though, to build any positive goodwill for NASCAR? “I think (Sunday) was a great day for the sport,” said winning crew chief Dave Rogers of Edwards’ decision to nudge his teammate out of the way to win the race. “It would be very disappointing to our fans if Joe imposed a team order and told us, ‘Hey, have a parade instead of a race.’”

It’s hard to say with NASCAR’s bipolar fan base. Most weeks, the majority of the fans can’t stand Busch and use social media to vow they’ll never watch another race until Busch is banned from competing in the second-tier Xfinity Series. On Monday, though, it was Dale Earnhardt Jr. on

“In my book it’s ok to lean on a guy for a W. Not ok to put them in the fence. Lean on ’em, but don’t ruin their day,” Earnhardt replied on Twitter to a fan who asked him what he would have done in Edwards’ situation.

The only people who should be upset are Busch and his race team. This is the kind of racing fans are supposed to embrace, a driver putting it all out there and fearlessly moving the reigning Sprint Cup champion out of his way for a trip to victory lane.

given before this month’s race at Texas by “Duck Commander” founder Phil Robertson was cringe-worthy to almost everyone but conservatives.

And now, the sport just spent a week debating lug nuts and freedom of speech.

NASCAR’s cutback on pit road officials meant the series could no longer ensure every team tightened all five lug nuts after every tire change. Earnhardt, Greg Biffle and crew chief Rodney Childers were among the handful of participants who warned of the danger in allowing teams to skip lug nuts in favor of a faster pit stop.

Then Tony Stewart gave his two cents – warning of potential injury if NASCAR doesn’t step in – and the series promptly fined him $35,000 under its new behavioral policy. Few believe it was anything but

retribution from France over Stewart’s direct attacks on him over the years.

So off they all went to Richmond, where Stewart made his return after missing the first eight races with a back injury. His return was overshadowed by his fine, by the Driver Council’s decision to pay the $35,000 for him and, of course, by lug nuts. As Stewart was getting ready to race for the first time this season, a big and welcome headline for NASCAR, he was on national TV talking about lug nuts and his fine.

It’s been one public relations disaster after another this year for NASCAR, which has chosen to vaguely answer or not comment at all on issue after issue.

All of this sideshow nonsense has only heightened the animosity of the fan base.

NASCAR desperately needs to find a way to stop shifting attention away from its stars, from its improving product and from its rivalries. It would go a long way toward making Edwards’ move on Sunday appreciated as “quintessential NASCAR” racing, as France has stated.

Right now, though, it delivered just another opportunity for its bitter and jaded fans to complain.

If there’s an issue, it should only exist inside the walls at JGR, where the team owner can navigate any potential hard feelings.

But this is the new norm in NASCAR, where no race is good enough, no finish exciting enough, to satisfy this fan base.

That’s a serious problem for NASCAR. How did this happen? Well, it wasn’t overnight and fixing this problem won’t be fast, either.

A combination of bad racing and boardroom decisions made by NASCAR has alienated many hardcore fans and turned off the casual observer. The races are too long, the 11-month schedule oversaturated. Some fans love the playoff-style Chase for the Sprint Cup championship, others despise it and long for the good ol’ days.

More than anything, though, it seems the themes that most ignite the fan base are all off-track issues.

Die-hards were disgusted when NASCAR chairman Brian France said he didn’t want Confederate flags at races anymore. Then he alienated a different portion of the fan base when he endorsed Donald Trump for president. The prayer

Appeals court: Patriots’ Brady must serve ‘Deflategate’ penalty

NEW YORK – New England Patriots quarterback Tom Brady must serve a fourgame “Deflategate” suspension imposed by the NFL, a federal appeals court ruled Monday, overturning a lower judge and siding with the league in a battle with the players union.

A three-judge panel of the 2nd U.S. Circuit Court of Appeals in Manhattan ruled 2-to-1 that commissioner Roger Goodell did not deprive Brady of “fundamental fairness” with his procedural rulings. The split decision might end the legal debate over the scandal that led to months of football fans arguing over air pressure and the reputation of one of the league’s top teams.

It also fuels a fresh round of debate over what role, if any, the quarterback and top NFL star played in using underinflated footballs at the AFC Championship Game in January 2015. The Patriots won the contest against the Indianapolis Colts, 45-7, and then won the Super Bowl.

Curry out at least 2 weeks with sprained right knee

OAKLAND, Calif. – Stephen Curry will miss at least two weeks for Golden State with a sprained ligament in his right knee, dealing a blow to the Warriors’ hopes of following a record-breaking season with a second straight championship.

The Warriors said an MRI on Curry’s knee Monday determined he had a Grade 1 sprain of the MCL and will be re-evaluated in two weeks.

That timetable would lead to Curry missing the rest of the first round of the playoffs and likely at least the first four games in round two if the Warriors are able to advance.

Golden State leads Houston, 3-1, in its first-round series. Game 5 is Wednesday night in Oakland.

Manziel’s attorney says assault indictment to come today

DALLAS – Johnny Manziel is expected to be indicted today on allegations that he attacked his ex-girlfriend in January, an attorney for the troubled former NFL quarterback said Monday.

Robert Hinton told The Associated Press that prosecutors have notified him they expect a local grand jury to sign off on a misdemeanor assault charge for family violence for the 23-year-old Manziel. The Class A misdemeanor carries up to one year in jail and a $4,000 fine.

Tigers OF Tyler Collins directs obscene gesture at fans

DETROIT – Detroit Tigers center fielder Tyler Collins directed an obscene gesture at booing home fans after losing a ball in the lights Monday night.

“To be at home and to hear boos after that play hit a trigger inside of me and I lashed out completely inappropriately,” Collins said after Detroit beat the Oakland Athletics, 7-3. “I’m absolutely embarrassed it happened and I’m very sorry to everybody in Detroit.”

Collins extended the middle finger on his left hand and waved it from right to left, and also appeared to yell an obscenity at the fans. He said he could not see the flyball hit by Oakland’s Marcus Semien, and an error charged to left fielder Justin Upton allowed Semien to reach third, bringing on the boos.

NASCAR adds penalties for teams that ignore lug nuts

CHARLOTTE, N.C. – NASCAR has added mandatory fines and other penalties for teams caught without five lug nuts on each wheel. The move announced Monday comes less than a week after three-time series champion Tony Stewart urged NASCAR to take action.

Finding 5-technique key for Pace

kfishbain@chicagofootball.com Coach John Fox and defensive cooridinator Vic Fangio showed last year the Bears’ schemes and game-planning could, at times, make up for talent deficiencies on defense. Now imagine that defense with talent upgrades.

General manager Ryan Pace did that with the additions of Danny Trevathan, Jerrell Freeman and Akiem Hicks in free agency, but a lot of work still has to be done to finish the overhaul of the Bears’ defense. Here’s our position-by-position examination of the needs facing the Bears on defense for this week’s NFL draft:

DEFENSIVE LINE

Hicks and Eddie Goldman are set as starters, and there’s intriguing depth with Mitch Unrein, Will Sutton, Ego Ferguson and Bruce Gaston, but no clear-cut third starter. Finding a five-technique who can stop the run and get after the passer is paramount for Pace in the draft, and lucky for him, it’s a draft deep with interior defensive linemen.

There are several players who can

play five-technique who could be available at No. 11, but the Bears also can wait and find some good players at No. 41, or even in the middle-to-late rounds, hence a long list of possible targets for the Bears to add to the line.

The ASSOCIATED PRESS TORONTO – Todd Frazier doubled home the go-ahead run in a fiverun seventh inning, and the White Sox rallied to beat the Toronto Blue Jays, 7-5, Monday night.

Frazier went 2 for 3 with three RBIs, Jimmy Rollins had three hits and Adam Eaton had two hits and two RBIs as the Sox overcame a four-run deficit to win their fourth straight.

Todd Frazier Zach Putnam (1-0) pitched 11/3 innings for the win. Dan Jennings got one out, Matt Albers worked the eighth and David Robertson finished for his eighth save.

Troy Tulowitzki made the final out when he was hit by Michael Saunders’ infield hopper.

Saunders hit a two-run home run for the Blue Jays, who failed to win three consecutive home games for the first time this season.

“The quick innings helped, but I was feeling pretty good,” O’Sullivan said. “Four runs (are) not what I like, but we got the run support today.”

“I don’t think we gave up at all, and that’s the big thing,” Cavanaugh said. “Someone wins two out of three, it’s not usually a sweep with these guys. We were a couple baserunners away, we hit some balls hard late in the game there that didn’t fall. They got some balls up in the air today and we didn’t.”

ST. LOUIS – Troy Brouwer tapped in his own rebound to snap a third-period tie, and the St. Louis Blues advanced to the second round of the playoffs for the first time in four seasons, eliminating the defending Stanley Cup champion Blackhawks, 3-2, in Game 7 of their Western Conference quarterfinals series Monday night.

Brouwer, who played for the Hawks’ Cup winner in 2010 and was among the veteran additions to a team trying to break through, swiped in a backhander. The goal at 8:31 was his first in 24 postseason games since 2013.

“That was the ugliest goal I’ve ever scored,” said Brouwer, who has eight career playoff goals. “And probably the most timeliest goal I’ve ever scored.”

The Hawks just missed a chance to tie it when Brent Seabrook’s shot went off both posts with about 3:30 left.

It is the first time the Blues advanced past the first round since 2012, when they beat San Jose in five games but then lost

four straight to Los Angeles. They advance to play Western Conference champion Dallas in the second round.

“We’re still not where we want to be,” Brouwer said. “We want to be playing in a month and a half still.”

Jori Lehtera scored his first career playoff goal and rookie defenseman Colton Parayko also scored for the Blues, who avoided another inglorious finish. They led 2-0 early before the Hawks tied it in the second period.

Marian Hossa scored Troy Brouwer his third goal of the series and Andrew Shaw got his fourth on a power play for the Hawks. Patrick Kane was dangerous all night but was scoreless, and was minus-3.

“It just doesn’t really feel right,” Kane said. “Pretty quick right after to put everything right after into words.

Some people lived well north (or south) of the equator, where the seasons are most dramatic. Others lived near the equator all year, where the seasons are the least dramatic.

In the blood samples, the researchers measured which immune system genes were turned on. They found some immune system genes were turned on pretty much all year, without any seasonal variation.

But in both hemispheres, some immune system genes were turned on quite differently during summer than during winter.

The study also found, not surprisingly, in parts of the world where infectious diseases are most common during certain times of the year, many more immune system genes were turned on during those times. For example, genes that turn on protective inflammation were activated more often during the rainy season in equatorial Africa – a time when malaria is rampant.

There are no practical applications that follow from this study – at least not that I can see, and not yet. But I’m glad you asked about it, because I agree with you the study is interesting. It underlines just how dynamic our immune system is – and has to be – to do its job.

Dear Dr. K: A friend heard about a study that said a person’s immune system changes with the seasons. That seems incredible to me. But if it’s true, it’s fascinating. Do you know what she is talking about?

Dear Reader: I think I know the study she is referring to. Before describing what it found, it’s worth talking a bit about the immune system and also about genes.

First of all, that the immune system should change in response to any external circumstance – such as the weather or the season – should not be surprising. The immune system constantly is changing as it responds to a changing set of foreign threats. Different germs, different non-infectious foreign substances (such as pollen, animal hair, dust) are entering our bodies all the time. A healthy immune system is always refocusing its attack as it encounters new foreign substances.

The immune system is like an army; it has many different types of cells that have different functions. Think of each group of cells as a platoon that does a particular job. It also has a hierarchy, with the cells at the “top” directing the actions of all the other cells – just like the generals and admirals in the armed forces. Those top cells send orders in the form of immune system chemicals.

For the cells of the immune system to function properly, the right genes in those cells need to be turned on (and other genes turned off) at the right time. In the past 30 years, research scientists have developed ways of determining which genes in a cell (or a related group of cells) are turned on and off.

So much for the biology lesson, and on to the study I think your friend was talking about. It was conducted by a scientific
