LaRoche retirement story still lingers POLL I’ve decided to quit my job.

Not that I want to, mind you. But since my boss won’t let me bring my kids to work every day, I’ve decided I’m going to quit, have cloying articles written about me on high-profile sports websites and sit for softball interviews on network TV morning shows.

Of course, that’s not the way the world works – unless you’re Adam LaRoche.

He decided to quit in the middle of spring training because the White Sox would not continue to let him bring his 14-year-old son into the clubhouse every day. The Sox somehow are off to a good start without his .209 batting average.

But since retiring, LaRoche has been everywhere, defending his decision to leave $13 million on the table and regaling us with tales of heading to Southeast Asia in the offseason to help rescue young girls from brothels. This after earning almost $72 million in his career according to Baseball Reference.

Must be easier than hitting a major-league slider at least.

VIEWS Eddie Carifio If anyone else quit their job because they couldn’t bring their kids with them, they would be a laughingstock. If you want to spend time with your kids, great, but that means you give up a paycheck or find one of those work-from-home companies or something.

In fact, I’d wager my office, at the very least, is a much better environment for a child than a major league clubhouse. Pretty much every and any workplace would be a better environment than a major-league clubhouse.

I can’t wait for “Keeping up with the LaRoches,” coming to TLC in the fall.

Study: Warming gives America weather it likes

WASHINGTON – Global warming has mostly made the weather more pleasant for Americans over the past 40 years, which may explain why much of the public doesn’t rank climate change as big a threat as do scientists and the rest of the world, a new study suggests.

But that perceived benefit of global warming – mostly milder winters – will soon be outweighed by more oppressive summer heat, according to a study in the journal Nature that’s dividing the scientific community.

“Americans are getting the wrong signal from year-round weather about whether they should be concerned about climate change,” said study lead author Patrick Egan, a public policy professor at New York University.

“They’re getting the good parts and haven’t had to pay the price of the bad part.”

At least, not yet. If heat-trapping gases aren’t controlled, nearly nine out of 10 Americans will have noticeably worse weather – not better – by the end of the century, especially in the summer, the study found.

To try to understand America’s reluctance to tackle climate change, Egan and Megan Mullin, an environmental policy professor at Duke University, created a weather preference index for Americans based on past studies that look at where people move, taking employment and other factors into account.

It is essentially calculated on where people choose to live. And all things being equal, the average American prefers the weather to be warmer in the winter and less hot and humid in the summer.

Albano to take reins July 1 at DeKalb High School

rgillespie@shawmedial.com DeKALB – New DeKalb High School Principal Michelle Albano comes to town from a school twice the size, but the challenges she faces here will be similar, and she’s ready to take them on, her current and soonto-be bosses said.

DeKalb School District 428 Board members voted Tuesday to hire Albano to take over the leadership of the high school.

She’ll begin July 1 at an annual salary of $135,000, according to district data.

Since 2014, she has been assistant principal for curriculum at Bolingbrook High School, which is part of Valley View School District 365U and has an enrollment of about 3,600.

But for most of the current school year, she has filled in for the principal, who is out on maternity leave, District 365U Superintendent James Mitchem said.

“She’s very seasoned,” Mitchem said of Albano. “She’s very current on the expectations of the state and federal government in regards to ... student growth and student achievement.”

Albano, 48, is a veteran educator who has worked in Chicago-area school districts, including Chicago Public Schools, as well as the Hampshire, Dundee-Crown, Lyons Township, Lemont and Elgin school districts.

Albano has been an English teacher, and also has served as a counselor and been in leadership roles such as department chairwoman.

Both Mitchem and District 428 Superintendent Doug Moeller said she is attuned to students’ needs and has experience with a diverse student body.

“Her whole career, she’s worked in high-poverty schools. She’s purposely done that,” said Moeller, who worked with Albano in the Elgin school district.

At Bolingbrook, the student body is predominately minority: 37 percent Hispanic, 22 percent white and 29 percent African American.

More than half of the students (60 percent) are from low-income families, and about 82 percent of freshmen go on to graduate, according to Illinois School Report Card data.

County Board hears from AFSCME members Union, county negotiating new contract

SYCAMORE – Several of the county’s union workers attended Wednesday’s DeKalb County Board meeting and lamented some terms of the labor contract that is currently being negotiated.

“I need you to know that some of the cuts you have on the table could be devastating to us as employees and to the county itself,” Marla Cradduck, who works at DeKalb County Rehab and Nursing Center, told County Board members.

The certified nursing assistant spoke during the time provided on the board’s

meeting agenda for public comments.

Cradduck has worked there for nearly three decades.

She is among the county workers represented by the American Federation of State, County, and Municipal Employees Council 31.

About 150 county nursing home workers, 60 health department employees and 34 workers employed in elected officials’ offices are part of the union, according to staff representative Sara Dorner.

The three units still are operating under the union contract that expired Dec. 31.

One of the major issues for Cradduck and the approximately dozen union

workers who attended the meeting is the health insurance cap the county has proposed to eliminate.

The current contract stipulates that AFSCME workers’ health insurance premium increases can’t exceed 20 percent each year of the contract. The county is asking that there essentially be no limit to a cost hike.

The workers decried a disparity between what they said was a 15 percent cap agreed to for the mostly male sheriff’s department union staff versus what is proposed for the predominately female AFSCME groups.

County officials would not speak directly to the issues the union workers raised, except to say that negotiations are ongoing.

“We’re going to work in good faith toward coming up with a contract that

everybody finds acceptable,” Paul Miller said.

Miller heads the county’s planning and zoning department, but also represents the county administration on all three of the AFSCME bargaining units.

“I think every time we’ve met, we’ve made progress, and I anticipate that to continue,” he said.

Pay raises also are sticking points in the negotiations. AFSCME has proposed a 3 percent increase in the first year of the contract, and 2.5 percent in the second and third years.

The county’s nonunion workers were budgeted to receive only a 1 percent or 2 percent raise for the county’s next fiscal year.

But Dorner said the difference is that those workers already make more money than the AFSCME employees.

County home sales down March, but prices increase

news@daily-chronicle.com SYCAMORE – Home sales in DeKalb County declined in March as prices increased and the inventory of homes on the market shrank.

Sales of existing homes in DeKalb County fell 5.3 percent to 90 in March, down from 95 in March 2015, according to figures released Wednesday by the Illinois Association of Realtors. In February, home sales in the county jumped 32.7 percent after plunging in January.

Through March, 210 sales have closed, a 3.2 percent decline from the 217 sales recorded during the first three months of 2015.

“Consumers this spring will be challenged to find just the right property from a diminished pool of homes to choose from,” IAR President Mike Drews said in a news release. “Based on increasing median prices and average days on market, it’s clear if they do find the home of their dreams, they are going to have to move quickly and be prepared in some instances to pay more in the face of heightened competition.”

In DeKalb County, the median sales price climbed 11.4 percent to $141,000 last month, up from $126,587 in March 2015. Through March, the median sales price has increased 7.5 percent to $144,000 compared with $134,000 in the first three months of 2015.

The median sales price for single-family homes was up 15.6 percent to $144,500 last month in the county while the median sales price for condos fell 14 percent to $129,000, according to IAR.

The release notes that activity for one month can sometimes look extreme because of small sample size.

The inventory of homes on the market in DeKalb County fell to 394 homes last month, that’s down 16.7 percent from 473 homes in March 2015.

Statewide home sales last month totaled 11,900 homes sold, up 1.9 percent from 11,676 in March 2015, according to IAR. The statewide median price in March was $172,000 up 4.3 percent.

Nationally, U.S. homebuyers crowded back into the market in March, kicking off a solid start to the spring buying season after sales had slumped in February.

The National Association of Realtors said Wednesday that sales of existing homes rose 5.1 percent last month to a seasonally adjusted annual rate of 5.33 million. The increase follows a steep 7.3 percent decline in February sales to 5.07 million. Gains were concentrated last

month in the Northeast and Midwest, with slight improvements in the South and West.

The housing market has been volatile in the first three months of the year.

Builders pulled back on their permitting last month, while swings in the stock market and relatively meager listings had left some would-be buyers cautious in February after robust sales in January. Sales have also been rocky because of a new regulation for mortgage disclosures that likely pulled sales from last November into December and January.

March’s sales growth is a sign that demand remains ripe this spring, even though fewer properties are coming onto the market. The limited supplies put a cap on the level of sales growth, since prospective sellers are also likely buyers, noted Mark Fleming, chief economist at First American Financial, a title insurance provider.

Still, Fleming stressed that low rates have bolstered people’s ability to afford a home.

“The persistent low-rate environment is a blessing in disguise for homebuyers as they are able to further leverage their income into continued strong, even increasing, home-buying power,” he said.

The number of listings has fallen 1.5 percent over the past 12 months. Supplies have remained tight over the past three years, escalating prices for potential buyers at pace more than double wage growth. The median home sales price was $222,700 in March, a 5.7 percent annual increase from a year ago.

Many homeowners are reluctant

to sell, since they are unable to make enough profit to fund a down payment on a new property. Also, investors have turned homes bought during the downturn into rentals, further limiting supply.

First-time buyers accounted for just 30 percent of purchases, well below this historic level of 40 percent.

Builders appear to see less potential for sales growth in new developments, which could put additional pressure on supplies of existing homes.

Home construction dropped 8.8 percent to a seasonally adjusted annual rate of 1.09 million units, the Commerce Department reported Tuesday. Housing starts have fallen in three of the past four months. Applications for permits to build new homes, a good indicator of future activity, also fell last month.

Still, steady hiring has produced a foundation of demand.

Employers added 215,000 jobs in March, as unemployment ticked up to 5 percent because more people on the sidelines of the economy started searching for work, and are now counted as jobless.

Cheaper borrowing costs have also aided home buying.

The benchmark 30-year fixed-rate loan reached its lowest point in nearly three years last week. Mortgage buyer Freddie Mac said the average slipped to 3.58 percent from 3.59 percent in the prior week. The key rate was 3.67 percent a year ago.

Born: May 26, 1957; In DeKalb, IL Died: April 17, 2016; In Shabbona, IL Cheryl A. Chivers, age 58, of Sandwich passed away Sunday, April 17, 2016, at Prairie Crossing Living and Rehab Center in Shabbona. She was born May 26, 1957 in DeKalb, the daughter of Lynn and Virginia (Donnell) Van Deusen. She married David Chivers on June 10, 1978, in Naperville.

She is survived by her husband, David of Sandwich, IL; her father, Lynn of Sheridan, IL; one daughter, Heather (Antonio Pender) Chivers of Sandwich, IL; two grandchildren, Gavin Andrew Arriaga and Charlotte Rose Pender; two sisters, Wanda Van Deusen of Oswego, IL and Patti (Dave) Moriarty of Alva, FL; two brothers, Michael John (Laurie) Van Deusen and Richard Van Deusen both of Sandwich, IL; and many nieces and nephews.

She was preceded by her son, Andrew, her mother, and one nephew, Michael Van Deusen.

Funeral Services will be held at 10 a.m. on Saturday, April 23, 2016 at Turner-Eighner Funeral Home in Somonauk, IL with Pastor Lynn Cate officiating.

Burial will follow at Oak Ridge Cemetery in Sandwich. Visitation will be from 4 p.m. to 8 p.m. Friday, April 22, 2016, at the funeral home in Somonauk.

“It also updates the traffic schedule, which controls where signs are posted on the street, and provides a couple of new enforcement tools, such as distracted driving.”

The new municipal code bars drivers from reading, writing, interacting with pets, and any other behavior that could interfere with their concentration, city documents show. Police have also simplified parking meter enforcement to require fees from 8 a.m. to 5 p.m.

Monday through Saturday.

“What this combination of ordinances really does for us is provide us a level of enforcement that we didn’t have before,” Theriault said.

DeKALB – Police are investigating a report of an armed robbery that occurred about 3:20 a.m. Wednesday north of the Northern Illinois University campus.

A 20-year-old Rochelle woman reported that she and a 20-year-old man from Machesney Park were robbed at gunpoint by three men wearing hooded sweatshirts covering their faces near the intersection of Russell Road and Moraine Terrace, police said. The two victims told police they drove to the area

to pick up an acquaintance who said he needed a ride. When they arrived, the acquaintance got in the car with two other men, DeKalb police Cmdr. Bob Redel said. One of the other two men pulled out a gun and demanded money. They suspects took a cellphone before getting out the car and getting into a gold-colored SUV, police said. DeKalb police are investigating, Redel said.

3M’s $40 million expansion project continues Monday at Park 88 in DeKalb. It is expected to be completed in August. St. Paul, Minnesota-based 3M broke ground on the project in September after DeKalb County taxing bodies agreed to tax incentives that will save the company about $4 million over 10 years. The Fortune 100 company is building a 987,500-square-foot distribution center to create an interconnected campus for its existing facilities. 3M currently operates three warehouses in DeKalb, leasing properties at 2600 Wirsing Parkway, along with Park 88 properties at 1250 Macom Drive and 1211 Fairview Drive. 3M’s Wirsing Parkway facility will close, and its 250 employees will move to the new campus when the center is completed.

SYCAMORE – The City Council on Monday approved the police department’s request to adopt a local adjudication system and added a $500 administrative tow fee for offenders.

With 2nd Ward Alderman Chuck Stowe absent, council members voted, 7-0, in favor of the changes Monday.

The new system will allow offenders to resolve citations before an administrative hearing officer – an attorney with special training to act as a judge in civil matters.

Offenders also would be allowed to contest parking citations through the mail, rather than in court, Sycamore Police Chief Glenn Theriault said.

“It will still take a few months for us to get the process up and running,” he said. “Only violators will notice the change.”

Police expect the adjudication system to be ready this fall.

The council also approved a police request to replace a portion of the city code addressing motor vehicles and traffic. As a result of Monday’s vote, the city will charge a $500 administrative tow fee to shift the cost of enforcement for criminal traffic violations from taxpayers to the offenders.

Stowe had expressed his concerns about the tow fee when it was first proposed April 4. The administrative system, he worried, would deny drivers due process.

“I still feel about the same way, but I guess we’ll just have to see how it works out,” Stowe said.

STATE Educators pressure lawmakers over school funding

CHICAGO – Educators amped up the pressure on Illinois leaders for more school and university funding with protests Wednesday in Springfield and fierce criticism of Gov. Bruce Rauner by the head of the Chicago Teachers Union.

More than 1,000 people – teachers, retirees, union members and activists from Chicago and elsewhere – marched from the Capitol to highlight a 10-month budget standoff that’s forced higher education layoffs and the anticipated closure of Chicago State University.

Lawsuit: Teen killed by police posed no threat

CHICAGO – The mother of a black teenager fatally shot this week by Chicago police is suing the city and two officers.

The federal lawsuit filed Wednesday said 16-year-old Pierre Loury “presented no threat” as he was chased by officers and that police shot “without lawful justification.”

Police said Loury fled from a car suspected of involvement in another shooting. They said an officer fired after Loury turned and pointed a gun.

Officials identify several bloodstream infection cases

SPRINGFIELD – Illinois health officials are reporting a cluster of cases of a rare bloodstream infection they detected while investigating a Wisconsin outbreak. The Illinois Department of Public Health announced Wednesday an additional 10 cases of infection from the bacterium Elizabethkingia, including six deaths. The strain is different from the one in Wisconsin, however.

The majority of the cases are from this year, but some date back to 2014.

That’s because Illinois hospitals were asked to help with the Wisconsin investigation by reporting cases back that far.

Officials previously reported one Illinois death related to the same strain of bacteria that caused the Wisconsin outbreak.

Obama pushes Saudis, Gulf allies to up Iraq aid

3 officials charged in Flint water crisis; more predicted

FLINT, Mich. – The Flint water crisis became a criminal case Wednesday when two state regulators and a city employee were charged with official misconduct, evidence-tampering and other offenses over the lead contamination that alarmed the country and brought cries of racism.

“This is a road back to restoring faith and confidence in all Michigan families in their government,” state Attorney General Bill Schuette said in announcing the first charges to come out of the disaster, blamed on a series of bad decisions by bureaucrats and political leaders.

He warned there will be more charges – “That I can guarantee” – and added: “No one is off the table.”

For nearly 18 months, the poor, majority-black city of 100,000 used the Flint River for tap water as a way to save money – a decision made by a state-appointed emergency manager – while a new pipeline was under construction. But the water wasn’t treated to control corrosion. The result: Lead was released from aging pipes and fixtures as water flowed into homes and businesses.

Gov. Rick Snyder didn’t acknowledge the problem until last fall, when tests revealed high levels of lead in children, in whom the heavy metal can cause low IQs and behavioral problems.

Michael Prysby, a former district engineer with the state Department of Environmental

Quality, and Stephen Busch, a supervisor in the department’s drinking water office, were charged with misconduct, conspiracy, tampering with test results and misdemeanor violations of clean-water law. The felonies carry maximum penalties of four to five years in prison.

Among other things, they were accused of failing to order anticorrosion chemicals added to the water to coat the pipes and prevent them from releasing lead.

Flint utilities administrator Michael Glasgow, who oversaw day-to-day operations at the city’s water plant at the time, also was charged Wednesday with tampering with evidence for allegedly falsifying test results and with willful neglect of duty.

Busch and Prysby pleaded not guilty and were released on bail. Both were suspended without pay. Their attorneys did not immediately return calls seeking comment.

Glasgow was also placed on leave and awaited a court appearance. A telephone number for him could not be found, and it wasn’t known whether he had a lawyer.

The crisis – and the state’s slow and dismissive response to complaints about the water from experts and residents – led to allegations of environmental racism, became an issue in the presidential race during Michigan’s Democratic primary in March, and sent other U.S. cities rushing to test their water, particularly in older neighborhoods with lead pipes.

“They failed Michigan families. Indeed, they failed us all,” Schuette said of the men charged. “I don’t care where you live.”

Census numbers underscore need for immediate change It’s alarming data, and we ignore it at our peril: People are leaving DeKalb County and they’re leaving the state of Illinois.

On their way out the door – most of them moving only to nearby states including Indiana and Wisconsin – people cite one overwhelming factor behind their decision to leave: Crushing property taxes.

According to data from the U.S. Census Bureau and Northern Illinois University’s Center for Governmental Studies, about 4,500 people left DeKalb County from the 2010 census to July 2015. From 2014 to 2015, Illinois had a net loss of almost 10,000 residents, according to census data. The top two destinations for those leaving Illinois were border states of Indiana and Wisconsin.

In almost any other state, a $200,000 home does not carry an annual tax burden of $7,000 or more. In DeKalb County, it does.

Meanwhile, our state lawmakers are unable to snap out of the deadlock that prevents them from even passing a budget. If they could, maybe we could take some serious steps toward addressing the root causes of our residents’ property tax burden, which are widely known – Illinois has too much government and places too much onus on homeowners to fund it.

Illinois has about 7,000 units of local government, thousands more than most other states. Yet we take nothing but the most tentative measures toward reducing them, or the number of employees these governments send into underfunded public pension systems.

Our state constitution says, “The state has the primary responsibility for financing the system of public education,” but state lawmakers abdicated that responsibility decades ago.

In reality, property taxpayers are the ones funding their local schools, and school property tax payments make up the largest share of any local tax bill. Even when local property values were in decline, taxes homeowners paid didn’t fall at the same rate – the tax rates just went higher.

Even talk of freezing our sky-high property taxes where they are located has proven to be a nonstarter in Springfield, in part because local school districts fret that forgoing annual tax increases would put them millions of dollars in the hole.

Property taxes aren’t the only reason people are leaving, of course. There also is the alarming state of Illinois’ politics, where our leaders seem content to continue with a destructive stare-down. Our state’s reputation is an impediment to job growth, and without jobs, it’s hard to attract and keep residents.

Our residents are noticing the way that Illinois’ government no longer seems to work. They’re definitely noticing how much money their many local governments are taking out of their pockets.

Many of those who can are getting out, and our state is seeing more out-migration than it has since the 1980s.

It should be taken as a sign that in our communities and in our state, we need to make changes that make Illinois more livable for people and more attractive for employers.

Ryan misses budget deadline as trouble looms It may sound like a Republican stress dream, but yes, Paul Ryan missed his tax day deadline.

No, the Republican speaker of the House didn’t forget to mail in his 1040A or click “send” on TurboTax. Rather, he missed the statutory April 15 deadline for the House of Representatives to adopt an annual budget resolution.

Why? In true horror fashion, the threatening calls are coming from inside the House – fellow Republicans have slashed Ryan’s hopes for reform.

Specifically, the House Freedom Caucus refuses to agree to any Republican budget that would ever earn the president’s signature.

This forces Ryan down one of two scary paths: Shut down the government until Obama gives in or strike a deal to get Democratic help in passing a budget.

We know how this story plays out. Last year, rather than risk a fiscal crisis, former speaker John Boehner passed a two-year budget deal with Democratic support. That compromise cost Boehner his job.

While Ryan struggles to find some third way out, the nation’s overall budget is still set on an unsustainable path.

Debt isn’t a problem today, but routine deficits won’t be sus-

tainable if interest rates begin to climb. The biggest challenge is controlling entitlement spending as Baby Boomers begin to retire.

There are plenty of opportunities to improve the two biggest federal entitlement programs – Medicare and Social Security – that we believe deserve serious consideration.

Medicare: While growth of Medicare spending has slowed in recent years, the old-age health insurance program’s 14 percent slice of the federal budget is expected to spike soon.

Ryan has previously proposed switching over to a voucher program, but sweeping, radical changes like that are hard to pull off and often have unpredictable results. Instead, two small tweaks could help put Medicare on a more stable path.

First, allow Medicare to negotiate with pharmaceutical companies for more affordable prescription drugs. Unlike Medicaid and the Veterans Health Administration, Medicare cannot use its purchasing cloud to get discounts, leading the program to pay on average 73 percent more than Medicaid and 80 percent more than the VHA for name-brand drugs.

Second, change Medicare’s “any willing provider” provision, which prevents the program from imposing minimum

standards for doctors, hospitals or pharmacies. This change would free Medicare to prioritize the most efficient providers and model the private sector when it comes to controlling costs.

Social Security: This program, which represents nearly 25 percent of the federal budget, will have its trust fund exhausted by 2037. At that point, incoming taxes will only be able to cover about 76 percent of benefits.

The president’s 2010 budget commission made many recommendations to address this problem, including raising the retirement age. However, lifting that bar unfairly burdens the poor, who die younger and rely on Social Security the most. Instead, we could narrow the gap by raising the payroll tax cap. Right now, people don’t pay Social Security taxes on earnings above $118,500.

Treating the wealthy just like everyone else will help put this federal retirement program on a more sustainable path.

The federal budget may be daunting, but the thing about numbers is that they do what they’re told. Speaker Ryan, on the other hand, has to wrangle a political system that’s anything but obedient. We wish him luck.

Trump has intermittently been said to consider acting more “presidential.”

He is now reportedly planning to give a series of speeches on policy issues, for example, something normal presidential campaigns do from the outset.

Many Republicans will welcome the change of style. But this isn’t the same thing as courting segments of the party from outside his existing fan base.

Trump should probably just double down on his existing strategy: winning bound delegates on the first ballot.

In particular, he should make a big push for primary votes and delegates in California’s June 7 primary. But maximizing his vote in that gigantic state would require spending more money than he has previously been willing to part with.

Ted Cruz has not neglected any of the three tasks in the contest. He has excelled at the second, as Trump has been belatedly learning. The Texas senator (who is a friend of mine) seems to be doing well at the third, too.

Cruz’s big test will be in showing

major improvement between the first and second ballots, assuming there is a second. Otherwise he runs the risk that a majority of delegates will decide they don’t love him and don’t need him to dispose of Trump, and these sentiments will combine to create the self-fulfilling impression that he’s not going anywhere. But Cruz’s methodical campaign is almost certainly planning for this contingency among others.

Ohio Governor John Kasich has to hope the balloting continues past two rounds. His strategy rests on converting delegates on later ballots. This week Kasich got a double assist from Paul Ryan.

Kasich’s chances are sufficiently slim that he was effectively competing with the House speaker. With Ryan having ruled himself out as a nominee, Kasich is very nearly the only plausible champion for Republicans who don’t want Trump or Cruz.

In ruling himself out, Ryan also said that the nominee should be someone who had run in the primaries – indeed, that the convention should adopt a rule to that effect. Kasich needs the delegates to take a similar view. He can’t have them turning to Mitt Romney as a white knight.

Further, the Ohio governor needs them to feel wholly unconstrained in their choice among the people who were

in the race: These candidates ran, none of them won a majority, and in those crucial respects they’re alike. Finally, he needs the delegates to decide among the candidates on the basis of electability.

The electability argument, which Kasich is making now, rarely works with primary voters. The delegates might put more weight on it: A lot of them will be people who want to protect their local congressman or state legislator from losing because of a Democratic presidential landslide in the general election. (Some of them will be state legislators.)

The electability case against Trump is pretty simple: The polls show that he is very unpopular and that Hillary Clinton has a big lead over him. It isn’t as easy to use this argument against Cruz, since Cruz’s poll numbers against her aren’t terrible. But Kasich can argue that Clinton will find enough material in Cruz’s record and positions to render them terrible by November.

It’s possible, of course, that none of these three strategies gets a majority of delegates for any of the three candidates.

In that case, two of them might just make a deal – something that, I hear, one of them is pretty good at.

Delaying lawmakers’ paychecks a political play SPRINGFIELD – Illinois lawmakers may find themselves waiting months to get paid – just as have many firms that do business with the state.

Illinois has been functioning without a budget for 10 months. Despite this, the courts have put the state on autopilot, authorizing spending that the legislature has failed to act upon.

The state has a $7.8 billion bill backlog and it’s continuing to dig itself billions of dollars further into the hole.

Just about everyone who does business with the state can expect to wait at least two months to get paid. For many businesses, it’s much longer.

Nursing homes teeter on the brink of bankruptcy, pharmacies are shutting down, gas stations are turning state police cars away as the state struggles to pay what it owes.

But one privileged group has largely avoided the pain: lawmakers and the state’s six constitutional officers.

Long before the state’s current budget crisis, lawmakers enacted a law that allows them to get paid even if the state doesn’t have a budget in place.

One could ask, why stop at state lawmakers? Why not make all state workers wait to get paid? Their collective salaries, in fact, do have a significant impact on the state finances.

But you’ll never hear Munger or any other politician endorse such a plan because it would not only be illegal to force rank-and-file workers to wait to be paid, but it would also be unpopular.

And no politician wants to bear the brand of unpopularity.

While Munger’s proposal to make politicians queue up for their pay seems almost poetic in its justice, its just a ploy.

And our state needs solutions – not more gimmicks.

The Republican nomination race has three more stages to go, and each of the three candidates left in it is concentrating on a different one.

First, the candidates have to win votes in the remaining contests to maximize the number of delegates bound to them on the first ballot.

Second, they have to prevail in selecting delegates: making sure that their bound delegates stay with them on subsequent ballots should any occur, and that unbound delegates side with them.

Third, they need to get delegates who are not with them to like them, so that they might vote for them on later ballots.

Donald Trump has so far put all his effort into the first step. In part that’s because he has been unwilling to spend money to build an organization, which he would have needed to compete in stages two and three.

But while he has done well in the primaries, he has not done well enough to dispense with wrangling delegates. It is now very late for him to begin.

Actually, he has done worse than not compete in parts two and three: He has conducted himself in a way that makes these tasks harder.

His attacks on the other candidates have surely alienated many delegates.

Maveus’ 4-year, 4-sport career coming to a close

ecarifio@shawmedia.com SYCAMORE – Since the fall of 2012, regardless of the season, Tyler Maveus has been playing a sport for Sycamore athletics.

In the fall, he would not only kick field goals for the football team but split his time with the soccer team. Then he’d shift to basketball, before finishing up on the baseball diamond.

But as the baseball season nears the halfway point, Maveus’ days as an athlete are also winding down as the senior said he plans to attend Kishwaukee College and not play any sports.

He said knowing this is his swan song is something that’s in the back of his mind.

“I’ll have so much free time I won’t know what to do,” Maveus said. “Hopefully I can stay busy and focus on my academics in college.”

Maveus is making the most of his final season. He’s batting leadoff and playing left field for the Spartans (9-4 overall, 4-1 conference), who have won their past two games against Northern Illinois Big 12 East foe Yorkville after starting the year 5-0.

He’s hitting .348, which is third on the team, and is getting on base at a .412 clip. He’s scored 12 runs and driven in eight, plus has two homers and four doubles on the year.

Last year, Maveus played in the infield for the Spartans.

“I was just looking to help the team win in any position, whether I was in the outfield or at the plate,” Maveus said. “I think I’ve gotten off to the start I wanted, so hopefully I’ll keep getting on base as much as possible.”

Sycamore coach Jason Cavanaugh said Maveus comes into the season in decent shape, especially when it comes to his offense.

“He’s still an athlete,” Cavanaugh said.

“I’ve always said I’d rather have kids play multiple sports, not just baseball. It’s better for them to be playing other sports than offseason baseball work. You learn more as an athlete. This year, he didn’t start slow at all.

He’s come right out of the gate swinging the bat, and he’s looked so good that we’ve batted him leadoff game every game this year.”

Cavanaugh said pitching is a little bit of a rocky spot in terms of endurance, but Sycamore has worked around that by pitching Maveus out of the bullpen. He’s appeared in four games this year and has an ERA of 2.00. He’s struck out eight and walked four in seven innings, allowing six hits.

“He’s in basketball season, basketball is a long season, it’s in the dead of winter. The last thing you want to do is come to baseball workouts,” Cavanaugh said. “We never really got a chance to get him stretched out, get him to 60 or 80 pitches.”

Cavanaugh said he expects Maveus to remain in the pen for the remainder of the season, as pitching has been a strength for the Spartans this year – a 2.43 ERA as a team.

jseverson@shawmedia.com DeKALB – When DeKalb sophomore sprinter Bri Buggs lined up for her race on a rain-soaked night Tuesday, she stayed warm by wearing her favorite knitcap – the one that resembles Sonic the Hedgehog.

The comparison to the famous speedy video game character is fitting, as Buggs has emerged as a strong short-distance runner for the Barbs girls track and field team. As far as wearing the Sonic hat during a race, DeKalb coach Tywon Green can’t help but laugh.

“That’s Bri, man, (she’s a) character,” he smiled. “I let her wear it yesterday because it was cold, but hey, if she runs like Sonic the Hedgehog, I’ll let her wear it.”

Green recalls coaching Buggs, who wore the Sonic the Hedgehog cap during the actual race Tuesday, in basketball as a freshman and quickly realizing how fast she was on the court. While she still needs some polishing, Green said, she has the capability for great things – and that’s coming on the heels of being a part of three record-time performances at the Mike Rebeck Invitational on Saturday in Schaumburg.

Green tied the school record in the 200-meter dash with a time of 25.63 seconds for a second-place finish, and she was on both the 400-meter relay and 800-meter relay teams that set the Barbs’ record. Seniors Savannah Long and Khadijah Williams and sophomore Mireia Martinez joined Buggs on those record-breaking relays.

Long, Buggs and Green all acknowledged that the relay teams need to work on their handoffs, but the 400 relay (50.02) broke a record set in 1994, and the 800 relay (1:45.07) nar-

rowly edged the 2010 record of 1:45.08.

“Our biggest goal is to place at state because if we can place two relays at state, we can place at state, along with our other individual events,” said Long, who already owns the school 300-meter hurdles record.

The relays weren’t the only school records broken at the Mike Rebeck Invite. Senior thrower Cory Mata set the DeKalb top mark in the discus at 119 feet, 5 inches, snapping a record that was set in 1979 – and Green said Mata’s only a foot away from the school record in the shot put.

“She’s hunting. She’s trying to get it,” Green said.

The Barbs are competing in the Rocket Relays today at Burlington Central before heading to the Huskie Invite at Harlem High School on Saturday.

Buggs only started participating in track and field in eighth grade, but she made an impact last year and was a part of the Barbs’ state qualifying 800-relay team – along with Long and Williams. She said she wasn’t sure she would even be a contributing factor on varsity this season, but found herself in the DeKalb record books after her individual 200 in Schaumburg.

“I felt really proud of myself because when I first started, I was running 30-second 200 meters and now I’m at 25,” Buggs said. “I like the 100 more, but I’m better at the 200.”

Green, who is in his first year coaching girls track, said there’s still plenty of untapped potential in Buggs – who he said could run in the 24s in the 200 by the end of the season.

“I don’t know if Bri realizes how fast she can be,” he said. “Bri can be anything she wants to be if she wants to. She’s long, she’s fast, she has good stamina.”

Genoa-Kingston’s Hansel commits to Tulane

ecarifio@shawmedia.com GENOA – Erika Hansel circa the seventh grade would have been fairly certain she was going to be a college softball player.

She never even played volleyball, at least outside of park district leagues.

But she picked up the sport in eighth grade, was the Daily Chronicle Volleyball Player of the Year by her senior year at Genoa-Kingston and last week committed to Tulane to play at the NCAA Division I level. “(Playing softball) was so exiting, and I thought that was what I’m going to play in college,” Hansel said at a ceremony at the high school on Wednesday. “Then I started playing volleyball and I was like, nope.”

Genoa-Kingston volleyball coach Keith Foster said he’s seen Hansel develop from relative newcomer to D-I athlete in just a few years. He said the key for her was to push through any and all obstacles in front of her.

“I saw someone who had the physical capability to do something big but someone who just wasn’t confident in her abilities,” Foster said. “She was new

I saw some of the tools, but I’ve seen people with the tools before. It doesn’t always come to fruition the way it did for her.”

Hansel said although she is undecided in her major, she did like the academics at the school, as well as the post-graduate help in finding jobs. But most of all, she said, was the offense of new head coach Jim Barnes, who runs a middle-centric offense. He was hired on December 21 and spent the 11 seasons at Baylor until he was fired after the 2014

season. He finished his career there with a winning record and two trips to the NCAA tournament, including a Sweet 16 run in 2009 – the longest in Baylor’s history.

“I’m really excited to be able to go in there and make a big difference,” Hansel said. “It’s a new coach and he’ll be changing some things around, so to be able to come in the first year and make a difference is a big deal.”

Tulane went 10-22 last year and was just 4-16 in the American Athletic Conference, losing seven of its last eight

matches to end the year.

In a statement on the school’s website, Barnes said he expects Hansel to make an impact for the team in its rebuilding efforts..

“Erika has the character and work ethic to become an excellent college player,” Barnes said. “She is very fast, athletic and has a great overall skill set. What makes her so exceptional is her great vision and she attacks the ball at a high level. We will attack out of the middle in our system more than almost anyone in the country so she will have a big impact over her career. Erika is a serious student and will do great things both on and off the court at Tulane.”

Hansel becomes the second athlete this school year to commit to an NCAA Division I school, joining pitcher Brady Huffman, who will play at Illinois State in his college career.

Hansel said Eric Schultz, coach of her Club Fusion volleyball team, helped her in the process and helped make it slighter easier.

“It was really busy checking out all the schools,” Hansel said. “It was stressful, cause it was halfway through my senior year and I still didn’t know where I was going.”

NHL suspends Blackhawks’ Shaw 1 game for anti-gay slur

CHICAGO – As he watched the video, Blackhawks forward Andrew Shaw realized exactly what he did.

“It was hard to see,” he said. “Emotions got the best of me.”

The NHL suspended Shaw for one game Wednesday for yelling an anti-gay slur from the penalty box and fined him $5,000 for an inappropriate gesture toward the officials during the Hawks Game 4 loss to the St. Louis Blues on Tuesday night.

Shaw will miss Game 5 in St. Louis on Thursday, and he will be required to undergo sensitivity training.

The league’s punishment came after Shaw apologized for his outburst the previous night.

Speaking quietly for a few minutes before the team left for St. Louis, Shaw said he couldn’t sleep after the game and watching video of his outburst was difficult. It was video of the incident that went viral on social media, prompting sharp criticism and punishment from the NHL. “I’ll never use that word again, that’s for sure. ... That’s not the type of guy I am,” he said.

Shaw was sent off for interference at 17:56 of the third period, hurting the Hawks’ chance for a comeback in what ended up being a 4-3 loss. He raised both gloves as he skated off, and while sitting in the box, he pounded on the glass with his stick and then yelled at someone on the ice. As video of the incident spread online, the You Can Play project swiftly tweeted that it was planning to contact the NHL.

After delay, Cardinals beat Cubs 5-3 to avoid sweep

ST. LOUIS – Matt Holliday homered, Carlos Martinez threw seven strong innings and the St. Louis Cardinals beat the Cubs 5-3 on Wednesday to avoid a threegame sweep to their NL Central rival.

The Cardinals scored twice in each of the first two innings against Kyle Hendricks (12). The Cubs, the first team in the majors to 11 wins, had won three of its previous four.

Anthony Rizzo hit his fourth homer of the season in the fourth and added an RBI single in the eighth for the Cubs. Rizzo was robbed of a home run in the first by Randal Grichuk, who reached over the wall in center.

Martinez (3-0) allowed a run on three hits. Trevor Rosenthal got his fourth save of the season and the 100th of his career.

The up-and-coming performer will bring his band and unique country sound to DeKalb’s Egyptian Theatre on Saturday night.

“We’re not geared toward lighting or video screens, but we’re geared toward raw music. We try to make music that moves us, and we want people to step into that world with us, to celebrate music with us,” Pitney said.

Pitney, 24, described his music as traditional country music with a softer, more acoustic sound, which he said comes from his singer-songwriter influences, like James Taylor. He said his lyrics are “across the board,” but are heavily influenced by his strong

Christian faith.

Some of Pitney’s biggest musical influences include old-time country artists Merle Haggard, Jon Williams and Roger Miller, but he also counts Randy Newman and Rockford’s own Cheap Trick among his favorites. The variety of artists that influence his songwriting gives Pitney’s music a “different flavor” than other country musicians.

“I want to take a different approach, lyrically, than depressing country music and make it more positive,” he said. “I want it to be real. I want my music to address the hurt, loneliness, brokenness and loss that we all feel as we go through life, but I want to point to the only hope I have found.”

Pitney has fond memories of growing up in Cherry Valley, where he lived with his family until they moved to Nashville about six years ago. It was there where he discovered his love for hunting and fishing, and learned to be independent.

“That served me well when I started traveling and was away from family and friends, and out of my comfort zone. Cherry Valley helped me hone my independence quickly, which got me out of the mindset of being stuck in one place.”

Pitney’s father is a steel guitar player, so he learned from a young age that

music was an important part of his life.

He began playing drums at age 8, and then picked up the guitar at 13 after listening to Johnny Cash records.

“My voice just works best for country music, and being a country boy, loving simple country things and loving old country lyrics, it just fits,” he said.

Performing in front of friends and family is something that excites Pitney, and he said he’s very excited about Saturday’s show.

“I’ve had my eye on this show for a while,” he said. “It inspires me to play much better when I’m playing close to home. I imagine I’ll have a lot of friends from Cherry Valley and Rockford who come down.”

Pitney’s debut album will be released on Curb Records in the coming months. The first single from the record, “Boy and a Girl Thing,” hit the Top 40 Country charts in 2015, and the second single, “Everywhere,” is set to be released in a few weeks.

NIU concert features flute, percussion music DAILY CHRONICLE The Northern Illinois University School of Music will present a concert of new music for flute and percussion at 8 p.m. Monday in the Music Building Recital Hall. The public is invited and admission is free.

The program will feature guest artist Stefanie Abderhalden playing all members of the flute family: piccolo, flute, alto flute, bass flute and contrabass flute. She will be joined by NIU graduate percussion student Kyle Flens. Four works will be performed, including duos for flute and percussion by NIU faculty members David Maki and Robert Fleisher, whose “Five Pieces for Flute and Percussion” will receive its first performance. In addition, a solo flute work by Roy D. Magnuson with visual projections and a Stefanie solo work by Robert Honstein for “prepared” Abderhalden vibraphone will be heard.

Abderhalden is a flutist and private instructor living in Downers Grove. She performs regularly in solo and chamber recitals and as a member of the DuPage Symphony Orchestra and Fox Valley Orchestra. She also can be heard on the Apollo Duo’s CD “Genesis,” released in 2015. She earned both Kyle Flens a Bachelor of Music degree in music education and a Master of Music degree in flute performance at Illinois State University.

Flens is a multi-faceted percussionist from Baltimore. As a member of Projeto Arcomusical, he has performed at the Percussive Arts Society International Convention, the Institutio Inhotim in Brazil, and throughout the Chicago area.

A graduate fellow at NIU, Flens earned his undergraduate degree as a presser scholar at Towson University.

Fleisher composes acoustic and electroacoustic music.

His music has been heard globally, including more than 70 performances and broadcasts of 13 works in nine countries since 2010. He has served on the faculties of the University of Illinois, UCLA and NIU, where he is professor emeritus.

Honstein is a composer of orchestral, chamber and vocal music celebrated for his “roiling, insistent orchestral figuration” (New York Times) and “glittery, percussive pieces” (Toronto Globe and Mail). His debut album “RE: You” was released by New Focus Recordings in 2014 and his second album, a collaboration with the Sebastians, was released on Soundspells Productions in 2015.

Magnuson has composed music for orchestra, wind ensemble, concert band, chamber ensembles, vocalists, electroacoustic ensembles and films. He is an assistant professor of music at Illinois State University, where he teaches freshman and sophomore music theory, composition, and coordinates the freshman music theory curriculum.

Maki is associate professor and coordinator of music theory and composition at the NIU School of Music, where he also serves as assistant director.

Stage Coach Players in DeKalb will open its 70th season with “The Laramie Project,” written by Moises Kaufman and the members of Tectonic Theater Project. Show dates are April 28 through May 8.

Stage Coach Players 70th season opens with ‘The Laramie Project’ DAILY CHRONICLE The first play of the 70th season of Stage Coach Players in DeKalb is “The Laramie Project” written by Moises Kaufman and the members of Tectonic Theater Project.

Kaufman and his theater associates made six trips to Laramie, Wyoming, after the tragic murder of Matthew Shepard, to interview the people of the town. This play is not a re-enactment of the event in October 1998, but it is a theatrical experience based on more than 200 interviews.

Eleven actors take on the challenging work of portraying more than 60 people from Laramie and Colorado Springs who were affected by these events. The town of Laramie unified with the University of Wyoming following Shepard’s death to form a much tighter bond of support. The audience will be impressed by the depths to which humanity can sink and, in the end, will be uplifted by the hope and compassion that is expressed.

Tim Ball, who directed “Night of the Living

Dead” last fall, is the director and Jeanna Hunter is assistant director. Several new-to-Stage Coach actors, as well as seasoned troupe members, have been rehearsing. The cast includes Nick Bantz Beatty, Rick Bivens, John Bryar, Kelsey DeSchepper, Kristin Good, Mike Groark, Kevin Gum, Danny Lamansky, Kim Lamansky, Sabrina Larson and Abbey Lippert.

Tim Ball chose this play to help raise awareness of human rights surrounding sexual orientation, race and gender. It is the perfect vehicle to highlight the phrase “Live and let live” that is expressed during the play as being a western adage.

This play contains adult language and is not appropriate for young children.

DeKalb High School presents evening of dining and drama DAILY CHRONICLE DeKalb High School will present an evening of dining and drama at 6 p.m. Saturday. This combines the theater department’s production of “Lend Me a Tenor” with a dinner hosted by Enharmonic Fusion, the DHS a cappella ensemble.

“Lend Me a Tenor” is a comedy set in 1934 Cleve-

land that tells the story of Henry Saunders, the general manager of the Cleveland Grand Opera Company, and his assistant, Max. When Henry and Max plan to welcome a world-famous opera singer, Tito Merelli, to appear in their production of Otello, confusion, extra tenors and romantic twists ensue.

A combined price of $25 is offered for both dinner and admission to “Lend Me a Tenor.” The dinner will

include a performance by the DHS a cappella ensemble and will conclude in time for the play.

Diet may protect heart and brain Dear Dr. K: I know the Mediterranean diet is supposed to improve heart health.

Recently, I heard it also improves brain health. Is that pretty well established? Of all the organs I want to protect, my brain is “numero uno.”

Dear Reader: I agree with your priorities regarding organs: My brain is “numero uno,” too. And I do think the evidence is strong the Mediterranean diet does protect the brain. This diet emphasizes fruits, vegetables, grains, beans, nuts, fish, poultry, olive oil and wine.

Most of the evidence about the health benefits of the Mediterranean diet comes from observational studies. In such studies, large numbers of people are followed for many years. Information about their lifestyle and any diseases they might have developed is collected. Most such studies have found people who follow the Mediterranean diet have a lowered risk of developing Alzheimer’s disease.

However, observational studies that link a lifestyle behavior to a disease (or to protection against a disease) can’t prove causation. That is, it might be true people who follow a Mediterranean diet do have a lower risk of Alzheimer’s, but that doesn’t mean the diet is the reason for the lower risk. Something else about people who follow the Mediterranean diet might protect them from Alzheimer’s.

To prove causation, scientists must conduct randomized controlled trials.

Such studies are not often done to test the effect of lifestyle on health; they are very expensive and impractical. To prove the Mediterranean diet reduced the risk of Alzheimer’s, scientists would need to have thousands of people assigned at random to either follow the Mediterranean diet or not – for 20 to 30 years. And the scientists

Smaller and shorter randomized trials are more practical, but less likely to provide definite answers. One such study was reported in 2013. About 300 people in Spain were assigned to follow either the Mediterranean diet or a low-fat diet for about four years. Intensive tests of thinking were performed at the start of the study and after four years. The people who followed the Mediterranean diet had a modest improvement in several measures of thinking.

Those who followed the low-fat diet had a slight deterioration.

In 2015, a novel observational study was reported. About 700 people, with an age range of 65 to 90, had magnetic resonance imaging (MRI) performed to examine their brains. Those who followed the Mediterranean diet had larger brains, or brains that had shrunk less since they were young.

They had brains that were the size of people five years younger, compared with people who did not follow the diet. The specific factors in the diet that seemed most closely tied to larger brains were eating lots of fish and little red meat.

I’m not arguing the Mediterranean diet has been proven to protect the brain. But the evidence is strong enough that I long since have adopted the diet myself.

These coworkers wear their illnesses like badges of honor – as if coming to work sick somehow shows their dedication. I feel it is inconsiderate to the children and to other staff members who are forced to spend hours with them in enclosed spaces exposed to their germs.

I’m not sure how to express my feelings without causing a rift because one of the worst offenders is the principal. Any suggestions? –

When my friend became pregnant, her boyfriend didn’t stick around to be in the baby’s life. The three of us had gone to school together, and they started dating years later. When she asked me to be the child’s godmother, I said yes. The baby is 5 months old now.

While I was out at a bar recently, I ran into the boyfriend. My friend now is mad at me because I said hello to him. She thinks I should have ignored him, given him a dirty look or had words with him in public, but that’s not me.

She’s now saying she never wants to talk to me or see me again. I know she’s bitter, but I feel that was a little extreme. What should I do?

Dear Abby: My girlfriend and I each own our homes and have about the same mortgage payment. She ends up staying with me most of the time because I live closer to where we both work. I recently found out she has been Airbnbing her condo a lot of the weekends when she stays with me. I feel taken advantage of even though it doesn’t really affect me whether her place is empty or she’s getting rent.

What is the etiquette on such an arrangement? Should I be getting a cut? I feel if I told her I wanted to stay at her place and rent out mine, she would want some of the money. –

How should South play in three notrump after West leads the spade queen?

South saw that he had seven top tricks: two spades, two diamonds and three clubs. It looked so easy to establish the extra two winners in diamonds. So, after winning the first trick with his spade king, he cashed the diamond ace ... and suddenly the contract was unmakable.

Declarer did the best he could by crossing to the dummy with a club to the 10 and leading a low heart toward his hand, but East had seen this position before. He rose with his king and, when he won the trick, returned a spade to establish his partner’s suit while West still had an entry in the heart ace.

That was well defended, but South had a safety play to make his contract a certainty.

At trick two, he leads the diamond three from his hand, planning to cover West’s card with dummy’s 10 (or taking the queen with the king).

Here, though, West would discard a club. Now declarer still finesses the 10. East takes the trick and returns a spade, but South wins, plays a club to dummy’s 10, leads a diamond to his eight, and can claim these nine tricks: two spades, four diamonds and three clubs.

Finally, note that if declarer immediately goes to dummy with a club and plays a diamond to his eight, he wins here, but will fail when West has the singleton nine.
