Board members approved her hire Tuesday on a 7-0 vote that was part of a consent agenda that included eight other items of business.

Albano said that at the outset, she plans to “work with my administrative team to assess everything about the building: from curriculum and instruction, to student services, to the resources we utilize outside the school.”

According to published reports about Albano, she previously taught in Chicago Public Schools, Hampshire, Dundee-Crown, Lyons Township, Lemont and Elgin school districts.

She has mostly been an English teacher, but has served as a counselor and been in leadership roles such as department chairwoman.

Michele Albano, 48, is presently working in dual roles at Bolingbrook High School as its interim principal and assistant principal for curriculum. But she will become the high school leader here July 1.

“Her whole career, she’s worked in high-poverty schools. She’s purposely done that,” Moeller said.

RIDULPH HIRES ATTORNEY; SCHMACK FILES MOTION FOR DISMISSAL IN MCCULLOUGH CASE

KIRKLAND – The Kirkland Historical Society will meet at 7 p.m. today at Olson’s Chapel, 309 S. Fifth St. in Kirkland.

The program will be “Fairdale, The Recovery,” presented by Bill Nicklas and Donna Turner.

The booklet “Fairdale, Illinois: Past, Present, Future,” complied by Jean Klock, will be available for sale. The suggestion donation is $3.

The booklet is dedicated to all residents of Fairdale and in memory of Jacklyn Klosa and Geraldine Schultz, the two women who were killed in the April 2015 tornado that devastated the area.

Klock, a Kirkland resident and member of the Kirkland Historical Society, put together the booklet as a winter project. It contains photos, memories from former residents, newspaper clippings, recipes and other documents, timelines and historical information.

The meeting is open to all. Refreshments will be served.

SYCAMORE – Charles Ridulph, the brother of 1957 murder victim Maria Ridulph, has hired an attorney as part of his effort to get a special prosecutor assigned to the case.

Ridulph, who testified at Jack McCullough’s 2012 trial, has asked DeKalb County Judge William Brady to appoint a special prosecutor to defend the guilty verdict. Ridulph has said DeKalb County State’s Attorney Richard Schmack has acted more like a defense lawyer than a prosecutor.

McCullough was released from prison on bond Friday when Brady vacated his murder conviction.

Brady’s decision came after Schmack filed documents claiming McCullough was innocent and had been wrongfully convicted.

Chicago lawyer Bruce Brandwein filed notice to represent Ridulph in the case Tuesday.

Also Tuesday, Schmack filed an amended motion for dismissal of all counts against McCullough, asking the judge to dismiss the case with prejudice, meaning that it couldn’t be refiled.

Census estimates show people leaving DeKalb County

eolson@shawmedia.com DeKalb County as a whole might be losing population, but the city of Sycamore is bucking that trend, Mayor Ken Mundy said.

Data from the city’s building department show that since 2012, homebuilding activity has grown each year in the city. In 2015, 49 permits were issued for single-family homes, along with nine multifamily buildings with a total of 26 units.

Sycamore’s population was counted at 17,600 in 2010, but Mundy said he thinks the city is pushing 20,000 by now.

“This pace we’ve been maintaining the last 4 to 5 years is really doable and it’s a healthy pace,” Mundy said. “We have the property to dig holes and build houses; it’s not like we have to subdivide.”

But anecdotal evidence at least suggests that many people moving to Sycamore are coming from other towns within the county, and data show that in general, people are moving out of DeKalb County.

As a whole, the county lost more than 800 residents from the 2010 Census to July 2015, according to recent estimates from the U.S. Census Bureau.

During that same period, more than 4,500 people moved out of the county, said Sherrie Taylor, a research associate with Northern Illinois University’s Center for Governmental Studies.

The saving grace for the county was that there were 2,700 more births than deaths during the period, and 840 more people moved to the county from other countries, Taylor said.

“There’s a lot of different dynamics that are coming into play, and I think the Illinois politics have just made it worse here,” Taylor said.

Illinois’ property taxes are second-highest in the country, and many people in interviews have said they are leaving the state to escape that burden, Taylor said.

“A majority of people are going to border states, Indiana, Wisconsin, Iowa,” Taylor said. “They’re maybe jumping the border to continue their job in Illinois, but just heading to lower property taxes.”

highest property tax rates in the state, DeKalb County property owners pay a lot in property taxes.

Although Sycamore might be growing, that’s not the case in DeKalb, or at the county’s largest employer, Northern Illinois University.

in a downward spiral. The university’s total enrollment has decreased 15.6 percent from fall 2010 to fall 2015. People are counted by the census based on their usual residence, which is defined as the place where they sleep most of the time, which means that many students living in the area could be counted among the residents.

However, there’s more behind the population drop than just NIU’s enrollment, Taylor said.

“The loss of that many residents, I can’t believe it’s all because of the university,” she said.

Growth in DeKalb has been anemic. From 2010 to 2015, the city issued a total of 14 building permits for single-family homes, and one for a townhome, records show.

Subdivision plans have been approved and there are lots available to build on in DeKalb, including in its Rivermist subdivision, which some developers walked away from in 2014, claiming there was zero growth in the city.

“Certainly migration out of the city of DeKalb concerns me,” Mayor John Rey said. “Which really comes back to that quality of life issue, and I think it’s focusing on prioritizing those areas that will make the community attractive to our existing residents and potentially to new residents needs to be a priority in our minds.”

To help DeKalb shake off the doldrums, the city needs more job opportunities, Rey said.

He pointed to plans by Target Corp. to hire hundreds of workers at its warehousing operation in the Park 88 Industrial Park, and 3M’s plan to consolidate its local operations on a new campus there, as two promising developments on the employment front.

“We certainly are working on the quality of life front from a public safety standpoint,” Rey said. “We’re seeing a reduction in crime, we’re seeing more proactive initiatives in law enforcement.”

Census estimates show that Illinois gained about 29,300 people from the 2010 Census to July 2015, growth largely driven by population gains in Cook County, which includes the city of Chicago, as well as DuPage, Kane, Will and Kendall counties, which added a combined 94,200 people, according to the estimates.

The county with the greatest population loss was Winnebago County, which includes Rockford and borders Wisconsin.

Winnebago lost almost 8,200 residents during the period, about 2.8 percent of its population count during the 2010 census, data show.

In DeKalb County, growth in Sycamore might reflect that people are moving around within the county.

That’s how it appears to homebuilder Jim Work, whose company, Silverthorn Homes, has been building semi-custom homes in the $200,000 to $300,000 range since 2009.

Silverthorn built 33 houses last year, most of them in Sycamore subdivisions, including North Grove Crossing off Plank Road, Work said.

OBITUARIES ELMER W. BANECK

Born: July 20, 1924; In Kenosha, WI Died: April 18, 2016; In Genoa, IL Elmer W. Baneck, age 91, 204 E. Second St., Genoa, passed away on Monday, April 18, 2016, at Bethany Rehabilitation and Health

Care Center.

Mr. Baneck was born July 20, 1924, in Kenosha, Wisconsin, to Katherine (Seifert) and Elmer Baneck. He graduated from Genoa High School, class of 1942. He was married to Betty Butz on November 8, 1947, in Sycamore, Illinois; she preceded him in death in 2005.

He was a World War II veteran having served in the 86th Infantry Division, U.S. Army, from February 1943 to January 1945.

Mr. Baneck was a tool and die maker by trade. He was employed at Oster Clipper Factory in Genoa for 2 years; 4 years at Standard Brass in Belvidere; 8 years at General Electric in DeKalb in the Appliance Motor Division; 9 years at Automatic Electric in Genoa. He retired in 1986 after working 18 years at Ideal Industries in Sycamore. He was a member of Trinity Lutheran Church.

Over the years his hobbies included golf, bowling, pool and fishing. He enjoyed several fishing trips to Sioux Lookout, Ontario, where he caught walleyes, northern, bass, and muskie. He built and flew his own radio control aircraft and was a member of the Kishwaukee RC Flyers. He was a self-taught harmonica player and he loved to play a tune!

Even with his failing eyesight, he continued to play pool with his buddies each week and if he said someone was a “good egg,” it was a compliment. He and his wife enjoyed travelling and he loved to tell stories about his life.

He was preceded in death by his parents; wife, Betty; brothers, Robert and Carl Pratt; niece, Lorie Kurtz; and nephew, Ricky Butz.

He is survived by his sister, Patricia (Flip) Flaminio of Pleasant Prairie, Wisconsin; sisters-in-law, Marge Pratt of Illinois and Connie Pratt of Indiana; nephew, Rick (Gina) Kurtz of Spokane, Washington; niece, Doreen Butz of Kirkland, Illinois; great-niece, Brianna Butz of Orlando, Florida; brothers-in-law, Leonard (Jim) (Alice) Butz of Kingston, Howard (Butch) (Imogene) of Genoa; along with several nieces, nephews, and relatives in the Concord Township, Wisconsin area. He is further survived by several flying buddies from the club and many close friends and neighbors.

Thank you to Elmer’s family members, the many friends, neighbors and his buddies from the flying club who faithfully visited with Elmer while he was at Bethany. Also thank you to KishHealth System Hospice staff and Bethany Health Care staff for their compassion and support during this time.

Funeral Services will be held at 11:00 a.m.

Friday, April 22, 2016, in Trinity Lutheran Church, 33930 N. State Road, Genoa, IL, with the Rev. Jeremy Heilman officiating. Visitation will be held from 4:00 to 6:00 p.m. Thursday,

Kristopher K. Burnitz, 33, of Sycamore, IL died on Friday, April 15, 2016, in his home.

He was born on November 16, 1982, in Morristown, NJ, to Karl E. and Phyllis Ann (Hahn) Burnitz. Kristopher graduated from UW Madison with his bachelor’s degree in history and anthropology then earned his master’s from Ball State in Anthropology. He was working on his P.h.D at SUNY in Albany, New York.

Kristopher is survived by his parents, Karl E. and Phyllis Burnitz of Sycamore, IL; his sister, Lauren Ashley Burnitz; uncle, Gary Hahn; aunt, Karen Caron; and several cousins.

He is predeceased by his grandparents, Edward and Lucille Burnitz and Leon and Ruth Hahn.

Born: July 1, 1934; in Waterman, IL Died: April 17, 2016; in DeKalb, IL Gerald “Jerry” Tutt, age 82, of Kirkland but formally of Sugar Grove, passed away peacefully on Sunday, April 17, 2016, at Pine Acres Nursing Home in DeKalb, IL. He was born on Sunday, July 1, 1934, in Waterman, IL, the son of Fred and Myrtle (Olson) Tutt.

Jerry leaves behind his four children, Vicki McCann, Dawn Robinson, Terry (Cherri) Tutt, and Bradley (Charlene) Tutt; one sister, Joann Rieckert; 12 grandchildren and 22 great grandchildren.

He now joins his wife, parents, and one daughter, Debbie Holly.

A visitation will be from 3:00 to 7:00 PM Monday, April 25, 2016, at Conley Funeral Home. The funeral service will be at 11:00 AM Tuesday, April 26, 2016, at the Kirkland United Methodist Church in Kirkland. Burial will follow at the Maple Cemetery in Kirkland.

Eileen Doris Wise, age 89, died on April 19, at the Oakcrest Health Center in DeKalb, Illinois.

The daughter of Maurice and Jeannette Packer, she was born in Boston in 1926 and grew up in Swampscott, Massachusetts. She attended Westbrook Junior College in Maine. She married Sidney Wise in 1947 and the couple spent the first years of marriage in Los Angeles. They moved to Lancaster, Pennsylvania, in 1953, where she lived until her move to DeKalb in 2012. She worked as a reading teacher in the Lancaster public schools and for the Fulton Bank. She was a longtime member of Shaarai Shomayim Temple in Lancaster and was active with the temple’s Hadassah group. Among her interests were gardening, films, traveling, entertaining, and reading. She was famous for her parties, her wit, and her New England accent.

She is survived by two children, Deborah Booth (Colin) of DeKalb, and David Wise (MarCASEY D. Darlene V. Wille, 82, of DeKalb, formerly of Genoa died Saturday, April 16, 2016, at Heritage Woods of DeKalb.

She was born August 1, 1933, in Chicago. The daughter of Joseph and Rose (Rottau) Michaels. She married Elmer P. Wille on July 17, 1954, in Roselle. Darlene worked for Sears in their Customer Service Department for many years. After her retirement, she liked working in the yard, talking with friends, volunteering at church, and spending time with her family.

She enjoyed life to the end, celebrating the holidays and birthdays with her entire family and dear friends. She loved animals, socializing, polka music, and life.

Survivors include one son, Edward (Dee) Wille of Kingston; two daughters, Tina Wille of Kirkland and Rhonda (Randy) Kohout of Genoa; her grandchildren, Kristin (Jake) Loy, Kyle Wille, Glenn and Justin Wille, Amy (Larry) Zitkus, Shannon Santi, Blake and Haley Kohout; her great grandchildren, Colin King, Conner, Alexis and Mason Wille, Nolan and Ethan Loy, and Hayden Zitkus; one brother, Mike (Ruth) Michaels and several nieces and nephews.

She was preceded in death by her parents; her husband in 2004; and 2 sisters, Gerry and Audrey.

Her Funeral Service will be on Monday, April 25th at 11:00 AM at the Trinity Lutheran Church, 33930 N. State Road, Genoa, with Rev. Jeremy Heilman officiating. Burial will be at the Genoa Cemetery. Her Visitation will be on Sunday, from 1:00 to 5:00 PM at the Slater-Butala Funeral Home of Genoa and on Monday from 10:00 AM at the Church until the time of service.

BY TERRY AND KIM KOVEL KOVELS.COM Furniture made by earlier workmen often inspire later designers who create a modern version. The series of chairs by Robert Venturi (born 1938), first sold in 1985, represented the work of nine periods of furniture. Queen Anne, Chippendale, Sheraton, Empire, Biedermeier, Empire, Gothic Revival, Art Nouveau and Art Deco chairs made by Knoll all are made of plywood. Each is a cut-out form shaped like the 18th-, 19th- or 20th-century chair it represents. The chairs were covered in a plastic laminate and some had fabric cushions. One version of the Chippendale chair is covered in the “Grandmother’s Tablecloth” pattern. The pastel flowers actually were inspired by a friend’s grandmother’s tablecloth. The chairs are seen in homes, shops and auctions today.

In the 1980s, a chair could sell for up to $16,000. But many more of the chairs have been made and prices are lower. A “Grandmother’s Tablecloth Chippendale Chair” sold by Skinner in 2015 brought $6,150. *** Q: I have a picture frame that I treasure.

It was given to me by my grandmother and I’d like to know more about it. It is white porcelain with painted flowers and gold trim. The mark on the back looks like an E over an S with 1811 in the bottom curve of the S and Prufsia (is it Prussia?) below. Do you know the history from the mark? And can you give me its value?

The flowers on this 1985 plywood “Chippendale” chair by Robert Venturi were inspired by a tablecloth. Black lines change it to a more modern look.

The 37- inch chair auctioned for $6,150. of his father, Erdmann Schlegelmilch (1782-1844). The Schlegelmilch names and factories confused collectors for years until extensive research was done in the mid-1980s, and the families and companies were sorted out. The Erdmann Schlegelmilch company made porcelain kitchenware, tableware, giftware, figurines, coffee and tea sets, and for a time, containers for perfume lamps. After Leonard died, his son Julius Martin ran the business, which reached its peak in 1913.

Work declined between 1933 and 1935 and the company finally closed in 1937.

Erdmann Schlegelmilch items are marked “ES Germany” or “ES Suhl.” Other pieces, like your frame, made at a factory in Saxony, Prussia, are marked “ES Prussia.”

The mark on your frame has the date 1861, the founding date, not 1811. “Prufsia” is Prussia; the double “s” is in old German writing. The value of your frame is $75. *** Q: I have a small salve container that belonged to my father. It’s made of tin and is about 2 inches high. The screw-off lid is embossed “Medicat 60, Trial Size, Resinol Shaving Stick.” On the bottom, it reads “under the Food & Drugs Act, June 30, 1906.” What is its antique value?

A: Resinol Chemical Company was started in Baltimore, Maryland, in 1895 by Dr. Merville Hamilton Carter, his brother Allan and a cousin. The company made soap and other products that contained Resinol ointment, supposed to clear up pimples, eczema and other problems.

A 1916 ad for the shaving stick said it contained the “Resinol medication so that it soothes and refreshes the face.”

The 1906 Food & Drug Act was replaced in 1938 by the Federal Food, Drug and

Cosmetic Act. Resinol was listed as a soap manufacturer in business directories after 1956. Although one “for sale” ad online has priced a Resinol tin at $300, it had no bidders. The actual value is about $10. *** Q: I have a marble and bronze bust signed “Schumacher.” I’d like to know something about the maker, how old this is, and how to clean it.

A: This mark was used by the Schumacher Foundry, which was founded

by Henry Schumacher in Austria. The foundry made bronze and alabaster busts and full-length figures from about 1900 to the 1920s. Alabaster can be damaged by improper handling and cleaning.

Don’t use water to clean it. Alabaster dissolves in water. Don’t wax alabaster, it will eventually cause discoloration. You can dust alabaster by brushing it with a soft bristle brush. Works made at the Schumacher foundry have sold at auction for a few hundred to over $2,000. Fulllength figures usually bring higher prices than busts. *** Q: I purchased 100 pounds of miniature bells. Most are Bells of Sarna from India and but some are from other countries.

They are all from the 1940s and ‘50s. It appears the man who owned them had a bell tree and when people came to visit on Christmas they brought a bell. Most of the bells are dated. Where can I find out about these?

A: Bells of Sarna is a brand name used by a company founded by Sajan Singh Sarna in Manhasset, New York. He imported goods from India and sold them to dealers in the United States. Sarna began importing bells in 1938. The bells often were sold on thin ropes or chains, and came with a tag that gave the story behind the bell. Sarna bells sell online for a variety of prices. Recent prices include a set of five different Sarna bells, two with story tags but not strung, $32; five brass Sarna bells on a rope, $12; and a string of four brass bells on a braided rope for $37. *** Tip: Specialized antiques and collectibles shows are becoming more popular. Coal tax pitched as good for state coffers

BENLD – It’s been more than 60 years since the last coal mine closed in the south-central Illinois town of Benld, but its legacy is found in the name of its high school teams – the Miners – and its economic development promoting arm, the Coal County Chamber of Commerce.

The long-dormant mines also rear their heads at random intervals, causing cave-ins that have damaged dozens of homes and led to the demolition of a nearly new elementary school in 2009.

The budget to repair city services after cave-ins, such as a municipal water line that burst when the sinking ground damaged foundations at 15 homes one year ago, in this 1,500-person town is slim.

So, when an environmental group came to town to pitch a severance tax on coal mined in Illinois that could potentially raise hundreds of millions of dollars annually for the cash-strapped state (and funnel some to Benld), Mayor Gloria Sidar and colleagues were eager to listen.

SPRINGFIELD – Three anti-violence programs administered by former Gov. Pat Quinn were so poorly monitored that nearly $4 million was lost to questionable expenses or unspent funds never collected, an audit released Tuesday concluded.

The review by Auditor General Frank Mautino included the controversial Neighborhood Recovery Initiative, created by the Democratic governor in 2010 as he was running for election to a full term.

Criticism of spending and oversight in news reports and an earlier audit haunted his failed re-election attempt in 2014.

The early 2014 audit lambasted the first two years of the Neighborhood Recovery Initiative, saying money rushed out the door so quickly that authorities had trouble keeping track of it. Mautino’s

House committee approves progressive income tax plan

SPRINGFIELD – A measure to tax the wealthiest people in Illinois at higher rates is heading to the state House floor for consideration.

The plan by Democratic state Rep. Lou Lang of Skokie was approved Tuesday in the House Revenue Committee.

The current income tax rate is 3.75 percent. Under the measure most residents would see a slight decrease in what they pay.

U of Illinois nontenured faculty begin 2-day strike

CHAMPAIGN – The union that represents nontenured faculty at the University of Illinois started a two-day strike Tuesday in its quest for a contract, but top school administrators said the walkout is not the right approach.

Members of the Nontenure-Track Faculty Coalition Local 6546 expressed hope their strike would help speed up contract negotiations that have dragged on since October 2014, shortly after the state first recognized the union as a bargaining unit. The contract would be the group’s first with the university.

The tax could have raised $141 million last year alone, and eventually more than $200 million annually as the state’s coal output is expected to increase, according to research conducted on behalf of the environmental nonprofit group, Community Futures Initiative.

The money would be funneled evenly to three sources: the state’s general revenue fund; a permanent mineral trust fund to pay for future public services beyond the shelf life of mines – beneficial for places such as Benld; and coal-producing communities.

FBI addiction documentary to be screened at school

CHICAGO – A documentary about drug addiction made for schools by the FBI and the Drug Enforcement Administration is being screened in suburban Chicago.

FBI Director James Comey said in a news release the film “may be difficult to watch,” but it’s meant to educate students about the consequences of drug abuse.

The 45-minute documentary is titled “Chasing the Dragon: The Life of an Opiate Addict.” It will be shown Wednesday at Westmont High School.

The documentary includes interviews with people affected by addiction to prescription drugs and heroin. It also includes interviews with medical professionals and people in law enforcement.

NEW YORK – Front-runners Donald Trump and Hillary Clinton swept to victory with ease in Tuesday’s New York primary, with Trump bouncing back from a difficult stretch in the Republican campaign and Clinton pushing closer to locking up the Democratic nomination.

Trump’s victory was a psychological boost for his campaign, although the impact on his path to the GOP nomination was to be determined by the number of delegates he secured.

He seemed headed to capture more than 50 percent of the vote, putting him in a strong position to win most of New York’s 95 delegates, an impressive haul.

A confident Trump declared that it was “impossible” for his rivals to catch him.

“We don’t have much of a race anymore,” he said during a victory rally in the lobby of the Manhattan tower bearing his name. He peppered his brash remarks with more references to the economy and other policy proposals than normal, reflecting the influence of a new team of advisers seeking to professionalize his campaign.

Clinton’s triumph padded her delegate lead over rival Bernie Sanders and strengthened her claim to the Democratic nomination that eluded her eight years ago. Clinton’s campaign is eager to turn toward the general election and heal wounds with Sanders’ enthusiastic sup-

porters. With 247 delegates at stake, Clinton picked up at least 104 while Sanders gained at least 85. Many remained to be allocated, pending final vote tallies Exit polls suggested Democrats were ready to rally around whomever the party nominates.

“We have come a very long way in the last 11 months, and we are going to fight this out until the end of the process.”

The fight for New York’s delegate haul consumed the presidential contenders for two weeks, an eternity in the fast-moving White House race. Candidates blanketed every corner of New York, bidding for votes from Manhattan and the surrounding boroughs to the working-class cities and rural enclaves that dot the rest of the state.

The nominating contests will stay centered in the Northeast in the coming days, with Connecticut, Delaware, Maryland and Pennsylvania all holding contests next week.

Elections, not paychecks, should pressure lawmakers Comptroller Leslie Munger’s decision to make state officeholders and legislators wait for their paychecks the same way others who rely on the state to get paid seems only fair.

Why should businesses that have honestly rendered service to the State of Illinois be paid after those who, through inaction, have driven the state to crisis?

It’s a shame that Munger didn’t come up with this idea sooner. If lawmakers had been forced to wait weeks or months for their pay beginning seven months ago, perhaps they’d have come to some agreement by now.

But it’s also a sad commentary on our state’s politics, and a perfect example of why our state needs to reform how it draws its legislative districts.

Illinois is approaching 10 months without a budget, interest and penalties are mounting, services for the poor, the disabled and others in need have been scaled back or curtailed, and our state’s leaders seem only more determined to dig in their heels.

With all of this taking place during an election year, voter anger should long ago have been natural motivation for the two sides to reach an agreement.

Instead, our great hope for pressuring lawmakers is delaying their paychecks.

There are 40 seats up for election in Illinois’ state Senate this fall. Only 10 of them will be contested among candidates from each major party in November. State Sen. Dave Syverson, a Rockford Republican who represents much of DeKalb County, is among those who will not face any opposition on the fall ballot.

The Democrats control the Senate, 39-19, and no matter the outcome of the fall elections, they will remain in control.

In the State House of Representatives, all 118 seats are up for election, as they are every two years. This year, only 42 of the 118 races will have contenders from both of the major parties. Both state representatives whose districts include DeKalb County, Rep. Bob Pritchard, R-Hinckley, and Rep. Tom Demmer, R-Dixon, face no opponent in November.

During an election year where state government is foundering, only 25 percent of state Senate races and 36 percent of House races will be contested among the two parties.

Why? In part it’s because our state allows partisan interest to dictate how its legislative districts are drawn, allowing politicians to pick their voters rather than the other way around.

Illinois voters may have the chance to change this system in November, if a proposed ballot question can survive political operatives’ attempts to keep it off the ballot and the attacks that will likely follow.

But if ever there was a year that made it clear why we need fair, nonpartisan legislative districts in Illinois, it’s this one.

Our state government is in crisis, our legislators and our governor can’t reach an agreement, and the public’s best hope at pressuring them into making a deal is not voting them out of office, but delaying their paychecks.

Too many classified documents make U.S. unsafe “There’s classified, and then there’s classified,” President Barack Obama said in a recent interview.

Unfortunately, he’s right: The U.S. government classifies vast amounts of material as secret, top secret and the like, much of it with no relevance to national security.

This isn’t just a bureaucratic waste of money and a blow to the democratic ideal of government transparency. Overclassification makes the U.S. less secure, in that it distracts intelligence agencies from protecting actual life-and-death secrets, and undermines public support for data collection and other measures needed to keep us safe. Justice and accountability require a thorough reappraisal of the need for secrecy.

One person who understands the problem is Director of National Intelligence James Clapper, whom nobody could call soft on national security. In March, he asked his agency chiefs to find ways to make more documents available for public scrutiny. One striking suggestion: Switch from a system in which some materials are scheduled for declassification after a set period – often 15 or 25 years – to one in which officials actively look to identify documents that can be declassified sooner.

More broadly, the intelligence community needs to lose its risk-averse mindset about documents: Nobody ever got fired for classifying something that didn’t need it. To alter that dynamic, each of the 16 agencies that make up the intelligence community could appoint a declassification official, similar to an inspector general, to pore over secret materials and identify those docu-

ments that most deserve public scrutiny. Agencies that fared poorly in these random audits would know the extent to which they are wasting time and money on needless secret-keeping.

A simpler change would be to drop the lowest level of classification, “confidential,” altogether, as Britain did in 2014. Documents in that category have no bearing on national security yet account for more than one-fifth of classified material. Eliminating the label, Clapper says, would free personnel to vet truly sensitive materials.

Any experienced government official can tell you that classification can be used for purely political ends, such as hiding documents to save an agency or official from embarrassment or legitimate scrutiny. Transparency on this score could be improved by ensuring that contractors at intelligence agencies have the same job protections as full-time staffers if they bring malfeasance to light through proper whistle-blowing channels.

The intelligence community has made some recent progress on unnecessary secrecy. The number of people holding security clearances has dropped significantly – a good sign, because overclassification creates the demand for such permissions. The government claims it has lowered overall classification rates as well, though some critics don’t trust the figures. In any event, more needs to be done. In his remaining months in office, Obama should press for changes to ensure that the next administration will be more open than his.

I’m reminded of an anecdote about a Howard University professor who visited the Soviet Union in the 1930s. He explained to his hosts that some “Negroes” were politically conservative. They were astonished.

“Why?” asked one. “What do they have to conserve?”

New York cannot save Donald Trump

Unless there was a polling debacle or a turnout flop, Donald Trump won the GOP New York presidential primary handily Tuesday. He likely won more than 50 percent and got the lion’s share of delegates. Worse for Sen. Ted Cruz, R-Texas, he could very well come in third, giving Ohio Gov. John Kasich new momentum and further justification for staying in the race just before next week’s Eastern seaboard primary (Pennsylvania, Delaware, Maryland, Rhode Island and Connecticut).

Nevertheless, a big Trump victory will not change much in the race.

For one thing, virtually everyone is expecting his enormous margin of victory in his home state. A large batch of delegates for Trump here was already baked into the candidates’ delegate estimates; it is not as if a Trump win fundamentally changes Cruz’s delegate strategy. As a Cruz adviser put it, nobody is really going to be shocked if Trump runs up the numbers, especially given the media obsession with the “New York values” theme. Nevertheless, if the

Cruz camp is going to get back on track, picking up delegates a week from today and setting itself up for wins in Indiana, the Great Plains and the West, there are lessons to be learned from this week.

First, Cruz is not playing right now to overtake Trump in the delegate race; his goal is to deprive Trump of 1,237 delegates. Cruz therefore should be wary of predicting a wholesale shift in the race – which would imply Cruz matching or surpassing Trump in the next month or so. The name of the game for Cruz is slowing Trump sufficiently so that at the convention Cruz can make the pitch Trump is unfit to be the nominee and will lead to an epic defeat for the GOP. Cruz should keep hammering home Trump’s incompetence in the delegate game and make a strong case (since the RNC chairman won’t) that the delegate system is transparent, fair and reflects the candidates’ relative political skill. (In contrast to Trump who runs and hides, screaming foul whenever he loses, Cruz should welcome the TV time Tuesday night and use it to defend the nomination process.)

Second, try as he might, Cruz is not getting rid of Kasich before the convention, but he should start using Kasich as emblematic of Washington, insiders who won’t spell out their plans (e.g., Where are Kasich’s numbers for a balanced budget?). When push comes to shove, Kasich has shown he is willing to keep spending (e.g., expanding Obamacare/Medicaid). Cruz is getting squeezed by Trump’s radical populism on one side and Kasich’s moderate mush on the other. The key to his success is reclaiming a bold, but sane, agenda that speaks to voters’ frustration with government.

Third, by laying low, Trump has avoided major gaffes and made the past two weeks about the RNC’s delegate selection system. Cruz needs to turn the spotlight back on Trump.

He can challenge Trump to a debate (even Hillary Clinton gave Sen. Bernie Sanders, I-Vt., one more face-off) and pressure him to spell out and defend his bizarre policy “ideas.”

Cruz should revive the Cruz-Fiorina duo and step up the attacks on Trump’s treatment of women, association with sleazy characters and his refusal to turn over his tax

returns. Trump again and again has shown he can dish it out but not take it; Cruz should get back on offense.

Finally, Cruz should be taking a page from Trump’s book and start pounding away at Trump’s general election poll numbers. Trump used to say he was the only one beating Clinton (which was not true even then). Now Trump is the only candidate who will never beat Clinton.

(Cruz is within the margin of error in most general election poll matchup’s against her.) “A vote for Trump equals a vote for Hillary Clinton” needs to become Cruz’s mantra.

The good news for Cruz is that no one in this primary seems to have a permanent lock on the race. Momentum comes and goes depending on the demographics of the contests in any given week. For Cruz, that means after tonight there is another set of primaries, another week to select favorable delegates and to keep new ones away from Trump.

John was particularly upset that I described conservatives as resistant to social change. Wrote John: “[sic] Tell that to the right side of the aisle who signed in the civil rights voting act in 1965. Which party resisted that? ... Who resisted the proclamation that freed the slaves? Southern democrat party of course and who was it’s military arm during reconstruction? The KKK. Today that organization is tied into the liberalism more than conservatism. ... Your party, the liberals who now call themselves progressives, are the party of Strom Thurmond, Robert Byrd, Lester Maddox,George Wallace – and ... Al Sharpton and Jesse Jackson.”

He responded to a critique of social conservatism by mounting a defense of the Republican Party, as if the two were synonymous. Granted, they are now, but in the eras John mentions?

DeKALB – DeKalb senior track star Savannah Long said she wanted to dedicate Tuesday’s triangular meet to her friend Ricky Delacruz – with the contest against Sycamore and Morris coming on the same day Delacruz finally got a heart transplant.

Dealing with a heart condition since birth that has forced him to have several surgeries in his life – and being the same condition that took the life of Long’s brother when he was an infant – Delacruz had a successful heart transplant Tuesday morning, said Long’s mother, Mandy, who is friends with the Delacruz family.

As far as Savannah dedicating the day to her friend, she earned a firstplace finish in the 200-meter dash and was part of the Barbs’ 4x100 relay team that earned the top time.

“His whole entire family is family friends with us; we’re basically cousins,” said Long of Delacruz, who was born with hypoplastic left ventricle syndrome.

According to Mandy Long, Delacruz was supposed to have to wait several more months to have the transplant but was moved up when a heart became available. Delacruz, a 16-year-old junior at DeKalb, also was a manager for the boys basketball team, and girls track coach Tywon Green also coached basketball for the Barbs.

“Ricky’s my boy,” Green said. “He’s the man. Always with a nice tie and vest and got the nice shoes going on.”

It was far from being perfect weather conditions for a meet dedicated to the DeKalb junior, however.

The runners had to deal with a strong wind that eventually was joined by rain later in the day.

“A meet like this, we just want to get guys in there and compete,” Sycamore boys coach Pete Piccony said.

“We’re sick of practicing. We want to compete. We knew with the weather, it wouldn’t be the best times, but it would be a time. We can get something down on paper.”

Final results were not available.

DeKalb’s Zurek Day won both the 110 hurdles (15.52) and the 300 hurdles (41.164) despite batting the elements in the first straightaway during the 300 hurdles.

The Barbs won the event in 43.598.

“Man, it was tough running into the wind on that first stretch,” Day said.

“You got to just fight through it. It was nice to have the wind at your back on the final 100, though.”

Izaiah Webb also won a pair of events for the DeKalb boys, taking first in the pole vault (13 feet, 3 inches) and the triple jump (42-0). According to Webb, who is DeKalb’s top pole vaulter, he hasn’t practiced the triple jump since the indoor season.

Sycamore’s Ryan Grant won both throwing events, taking first in the shot put (44-0) and the discus (130-10).

Senior thrower Alyssa Feuerbach won the shot put (34-6) for the Spartans and was second in the discus. According to Sycamore girls coach Joe McCormick, the less-than-ideal weather conditions was a chance for the Spartans to become mentally tougher.

“It’s a little bit of a character builder,” McCormick said. “This could be sectionals. You have to have the mindset that – conference is in two weeks, sectionals is in three, you could get a cold blast or it could be miserable. It’s about focusing on what we have to do.

Obviously, the times aren’t ideal, but everybody has to deal with the weather.”

Barbs’ offense goes cold in defeat Go 5 for 28 at plate, suffer their 2nd loss of the season

sports@daily-chronicle.com DEKALB – The DeKalb softball team lost its second game of the season, 8-4, to Geneseo on Tuesday.

The Barbs’ offense struggled, batting .179 (5 for 28) on the day. Despite the low hit total, they managed to scrape across four runs, thanks in part

to three walks and a hit by pitch. Geneseo also committed four errors. Still, DeKalb coach Jeff Davis wasn’t happy with the kind of contact his team was making.

“We could never really get it going offensively,” Davis said. “We didn’t hit enough hard balls today. I won’t blame it on the weather, because they hit some balls pretty hard today. You have to keep practicing and it will come around.”

The Barbs (8-2, 2-1 Northern Illinois Big 12) made two errors, allowing two unearned runs. The Maple Leafs had 10 hits in seven innings.

“You can never field enough ground balls in practice,” Davis said. “We

can’t give a team like [Geneseo] more outs. They’re hitters. I thought Morgan (Newport) made some really good pitches against some tough hitters, and they landed a few little jam shots where our fielder’s weren’t.”

Newport pitched all seven innings for the Barbs, amassing six strikeouts and a walk while surrendering eight runs, six earned, on 10 hits. For Newport, however, it is all about the next play.

“Seeing a ball find a hole is frustrating, but you forget about it and go onto the next batter,” Newport said. “We’re going to have to come back with more energy and intensity next game. We really have to focus on getting outs on the

routine plays that we want to make. I think we’re going to do that. I think we all are excited for the next game.”

Newport, who is committed to play softball at Northwestern next season, said her “get the next one” philosophy is one she shares with her teammates.

“The most important thing I can say to anyone is that it is all about the next play,” Newport said. “It happens to everybody; everybody makes errors. It’s all about overcoming it. That’s what we need to do as a team right now. I know that we can do this. I have full confidence in us.”

The Barbs play at 4:30 p.m. today at home against Stillman Valley.

sports@daily-chronicle.com GENOA – Meghan Menzel set the tone early for Hinckley-Big Rock, scoring in the fifth minute of the game on the way to a 2-1 win over Genoa-Kingston on Tuesday.

Menzel fired a deep shot on net that initially was saved by G-K’s goalkeeper but was not controlled and just barely rolled over the goal line to give the Royals (2-11) the early lead.

“That first goal was important for us to set the tone.” H-BR coach Paul Taeuber said. “We’re just trying to make sure we’re being aggressive in our attacking formation, and with the wind today, we knew we needed to take shots. The couple shots we hit were from good distance and were hit pretty hard. While we had the aggressiveness, they weren’t necessarily the opportunities we wanted to create, but we will take goals however we can get them.”

H-BR continued to attack the Cogs (4-11) throughout the first half, which resulted in a second goal from Tori Prellberg with 12 minutes left in

the first half to put the Royals two goals ahead. G-K’s Hannah Phillips answered with a goal less than two minutes later to cut the Royals’ lead in half.

The Royals looked to be comfortable in their attacking formations throughout the game, and that has been something they have been looking to improve on as the season has progressed.

“We’re not completely there yet.”

Taeuber said. “But we need to keep working on being aggressive and making smart decisions and really just keeping our heads up and knowing what we need to do situationally.”

G-K showed more energy and aggressiveness on the offensive end toward the end of the first half and into the second, but their one goal to show for it was almost too little too late to make a comeback. The Cogs forced three shots on goal in the second half, but were unable to tie the score.

“We really didn’t come to play in the first half.” G-K coach Randy Tate said. “We sat back and played defensive and weren’t really thinking about attacking. We had some shots in the second half, but that’s been our mantra all season long. We’ve been telling them all season to bring the attack to the other team, but we fall back to sitting back and allowing other teams to get their shots, and, eventually, they’re going to go in.”

A day after beating Yorkville with a walkoff three-run home run in the bottom of the seventh inning, the Sycamore baseball team scored 10 runs in the top of the seventh Tuesday to put the game away against the Foxes in a 13-2 win.

Sycamore (9-4, 4-1 Northern Illinois Big 12 East) banged out 12 hits in the game, including a 3-for-5 game for Tyler Maveus, who hit a homer, drove in three runs and scored three times. Jack Mizgalski, Jordan Wright and Michael Beaudoin added two hits each.

Beaudoin allowed two earned runs in six innings, allowing four hits, one walk and striking out two.

The series concludes Thursday in Sycamore as the Spartans look for the sweep.

H-BR wins in bottom of 7th: Noah McQueen hit a walkoff single to propel Hinckley-Big Rock to a 13-12 win over LaMoille.

McQueen drove in four runs for the Royals, who trailed 12-11 heading into the bottom of the seventh. Jacob Morsch, who went 3 for 3 and scored four times, was hit and stole second, scoring on a single by Dylan Youhanaie, who had two hits, two runs and three RBIs. Youhanaie moved up to second on a Taylor Ruh groundout, then scored on McQueen’s single.

Brian Bohannon added two hits for the Royals.

Kaneland falls to Morris: The series between the teams is even after the Knights lost, 6-1, at home.

Jake Marczuk had two of the three hits the Knights (4-6, 1-1 NI Big 12) posted in the contest. Jacob Violett went the distance, allowing six earned runs on nine hits, walking none and striking out three.

The series shifts back to Morris for its conclusion. The Knights won the opener there, 4-1, Monday.

Genoa-Kingston loses at Burlington Central: Tommy Hansen had three hits and two RBIs, but the Cogs lost, 8-4.

Andrew Caldwell added two hits for the Cogs (5-10, 1-4 Big Northern Conference).

Teravainen’s ice time dwindles

mlazerus@suntimes.com CHICAGO– Teuvo Teravainen’s ice time has dropped dramatically in the playoffs, as the Blackhawks’ third line has been largely invisible. Teravainen averaged more than 15 minutes a game during the regular season, but saw just 7:24 in Game 2 and 9:43 in Game 3.

Hawks coach Joel Quenneville said he wants Teravainen to have the puck more when he’s on the ice.

“I want the puck, too,” said Teravainen, who has won only 7-of-20 faceoffs in the first-round series against the St. Louis Blues entering Game 4. “I’ve just got to be around it, fight more for the puck.”

Teravainen’s wingers have been changing from game to game as Quenneville rotates fringe players such as Dale Weise, Richard Panik and Brandon Mashinter into the lineup. But Teravainen, who was Quenneville’s utility man all season, said that hasn’t been a problem.

“Any time any player is out there, it’s a good fit,” he said. “I’ve been playing pretty much with every guy this year, so I know every guy. It doesn’t really matter.”

What does matter is getting some depth scoring from that third line.

“The first two lines, everybody expects goals from them,” Panik said. “But if you jump in (and produce), it’s going to help the team and eventually we’re going to start winning games.”

Dre Brown tears ACL, out for season again

Former DeKalb and current University of Illinois running back Drew Brown announced he tore his ACL for the second straight year and will miss the upcoming Illini season.

“I will be missing the 2016-2017 football season,” Brown said in a statement released on his twitter feed. “Don’t know what God has planned for me next. If football may be for me in the future or not. Please keep me in your thoughts and prayers. This will be a long process with a lot of question marks and hopefully I find some answers along the way.”

Heading into the 2015 season, Brown was expected to be the backup running back for Illinois before he tore his ACL during noncontact drills.

According to his statement Tuesday, the tear occured Monday in practice.

RATING BEARS’ NEED: MEDIUM Jay Cutler is under contract for five more seasons, including this year. But the Bears aren’t bound to his deal. The majority of Cutler’s $54 million guaranteed has been paid.

A restructuring in March 2014 created additional salary-cap room by spreading out a $5 million signing bonus over five years into the 2018 season. Only $2 million remains.

That said, Cutler earned general manager Ryan Pace’s and coach John Fox’s confidence last season for his play on the field and his efforts off it.

Cutler said he’s in a comfortable place with Pace and Fox after a turbulent finish under former coach Marc Trestman.

The Bears envision good things ahead from Cutler with new offensive coordinator Dowell Loggains. Cutler had a career-best 92.3 passer rating last year.

If the Bears do draft a QB, he can learn from Cutler and compete with David Fales and Matt Blanchard for the backup spot.

BEST OF THE BEST There is a debate about No. 1, but the top two QBs are California’s Jared Goff and North Dakota State’s Carson Wentz. The Rams acquired the first overall selection to draft one of them.

Memphis’ Paxton Lynch, who met with the Bears on Tuesday, is right behind Goff and Wentz. All three quarterbacks could be drafted before the Bears’ No. 11 pick.

The Associated Press CHICAGO – Milt Pappas, who came within a disputed pitch of throwing a perfect game for the Cubs in 1972 and was part of the lopsided trade that brought Frank Robinson to Baltimore, died Tuesday. He was 76.

Pappas died of natural causes at his home in Beecher, said his widow, Judi Pappas.

The 6-foot-3 righthander won 209 games during his 17-year caMilt Pappas reer with the Orioles, Cincinnati Reds, Atlanta Braves and Cubs, finishing with a career ERA of 3.40 to go along with 1,728 strikeouts and 43 shutouts. He also hit 20 home runs.

Pappas was a teenager when he joined the Orioles in 1957, and he started quickly.

“He spent two weeks in the minors and then he was in the major leagues pitching to Ted Williams and Mickey Mantle,” Judi Pappas said.

Instead, he walked San Diego’s Larry Stahl with two outs in the ninth and finished with a no-hitter. He disputed the calls by umpire Bruce Froemming for years and his widow said he forever insisted he had thrown a strike.

Last year, Jake Arrieta won his eighth straight start to become the first Cubs pitcher to win that many consecutive games since Pappas won 11 in 1972.

Representatives from every NFL team watched Arkansas quarterback Brandon Allen at his college’s pro day last month. But the Bears sent someone significant – for them and him.

Bears offensive coordinator Dowell Loggains, a former quarterback and holder for the Razorbacks, attended his former school’s pro day. He’s known Allen, the son of a former defensive coach and current front-office staffer at Arkansas, since he was 7 years old.

“We go back a long ways,” Allen said. “I kept in contact with him, and he would come back to practices and things. I would keep talking to him, and, obviously, he’s been moving on up in the league, but we’ve kept the relationship.”

Of course, it included a conversation with Loggains at Arkansas’ pro day, where Allen performed exceptionally well. ESPN draft analyst Mel Kiper Jr. said Tuesday that Allen made all the NFL-caliber throws he needed to make and envisions him being drafted by the fourth round.

“I like everything about him,” Kiper said.

But it’s possible Allen, a three-year starter in college, doesn’t last that long.

There is a palpable buzz about Allen, who has had several workouts and visits. Quarterback coaches from the Lions, Steelers, 49ers and Titans also attended his pro day.

The Bears have eyed quarterbacks in the middle rounds, and Allen fits with other offseason additions because of his familiarity with Loggains.

“It would be real nice to go there and reconnect with him and definitely learn from someone like Jay Cutler,” Allen said.

Allen’s individual play and the Razorbacks’ win totals improved every season he was their starter. He also ran pro-style offense in the touted Southeastern Conference West division.

“I’ve done a lot of things that NFL teams like,” said Allen, who completed 66 percent of his passes 3,440 yards and 30 touchdowns as a senior. “They’ve seen actual throws, NFL-type throws, instead of just bubble screens, screen passes and quick slants.”

At 6-foot-1, Allen doesn’t have the prototypical size teams want. He also made headlines at the combine after massage work increased the size of his hands.

KNOW YOUR CUTS Choose the best for more flavorful Passover brisket this year

Although most of my brisket experience has been spent at the smoker or the grill, I have fond memories of braised brisket, which I usually enjoyed during Passover with my Jewish relatives.

I remember the beefy steam escaping into the kitchen as the tomato- and onion-flecked meat was spooned onto a serving dish. Sadly, the taste of the brisket was always a bit of a letdown.

Which is why I started smoking my briskets; it was an easy way to add lots of flavor. But recently, I decided there must be a way to add flavor to a traditional braised brisket.

But first, a brisket primer. A whole brisket averages 15 pounds, and butchers cut it in half to make it easier to sell and easier to cook. The first cut – the lower half of the brisket – is the lean piece, also called the flat. It’s the cut most often found at grocers. But because it’s so lean, it generally has little flavor.

The second cut sits on top of the flat. Called the point, this cut is fattier and far more flavorful. Most butchers end up grinding the point for burger meat, mistakenly (at least in my mind) assuming people won’t want a fattier cut. But I certainly do. And you should, too. And don’t worry about the fat, much of it melts away from the meat during cooking and is easily separated from the pan sauce later.

So if you want an amazing holiday brisket, ask for the point or second cut. If you don’t have a butcher in your neighborhood who can provide this for you, you can order the point from any number of online retailers, including Master Purveyors (one of the largest sellers of meat in the country). Trust me, the flavor difference is worth the trouble.

Now that you know what meat to get, let’s talk cooking. My secret for getting the best flavor is to make this recipe the day before I serve it. It is very hands-off, but needs patience and time to make it right. That includes letting it set overnight in the refrigerator. This step is important for many reasons, including that it makes it easy to remove the fat.

Though the recipe is written for an oven braise, if you have a slow cooker with a sauté setting, it’s easy to do

Start to finish: 40 minutes active plus 4 to 6 hours cooking and overnight chilling Servings: 10 1 teaspoon kosher salt 1 teaspoon garlic powder 1/2 teaspoon coarsely ground black pepper 4- to 5-pound point or second-cut brisket Olive oil 2 medium red onions, cut into rings 18½-ounce can French onion soup 14½-ounce can stewed tomatoes 2 cups red wine 1 tablespoon chopped fresh thyme, plus extra to garnish 1 cup (about 1 ounce) dried porcini mushrooms 4 large carrots, cut into chunks

Chopped fresh parsley, to serve Flaked sea salt Heat the oven to 325 degrees F. In a small bowl, stir together the salt, garlic powder and pepper. Set aside.

If necessary, trim excess fat off the brisket, but leave about 1/4 inch on both sides. Brush any exposed meat (where there is no fat) with olive oil, then season all over with the spice mixture.

Heat a large Dutch oven over medium-high.

Add the brisket and sear all sides, about 2 minutes per side. Transfer the brisket to a plate.

Arrange the onions evenly over the bottom of the Dutch oven, then set the brisket over them. Add the onion soup, tomatoes, wine, thyme, mushrooms and carrots. Stir gently to combine, then cover and roast in the oven for 4 to 6 hours, or until the brisket is tender, but not falling apart. Remove the pot from the

oven and let the brisket cool in the pot. Once cooled, cover and refrigerate overnight.

The next day, skim off and discard the congealed layer of fat. Remove the brisket and set aside. Place the pot over medium-high high on the stovetop and bring to a simmer. Cook, uncovered, until reduced to 6 cups. Working in batches, transfer the liquid and vegetables to a blender and purée until smooth. Return to the pot.

Slice the brisket into 1/4-inch slices against the grain and place the slices into the reduced juices to warm. Simmer for 4 to 5 minutes. Serve the slices with the juices and topped with parsley and flaked salt.

Let’s say most of the folks coming to your place for the Passover feast are vegetarians. And let’s say you want to cater to them without breaking the hearts of the die-hard carnivores whose mouths water at the very thought of pot roast. Is there a centerpiece dish that will make everyone happy?

Yes. As long as your vegetarians can tolerate dairy, this “lasagna” is a winner.

Passover forbids the eating of most foods made with flour, which is why this recipe calls for whole matzos (an exception to that rule) in place of lasagna noodles. Matzo turns out to be a perfect stand-in. Thin and square (they’re usually 6- or 7-inch squares) a whole sheet of matzo is a tailor-made bed on which to layer other ingredients. It also absorbs flavors beautifully, holds its shape when baked, and browns nicely in the oven. I’ve paired the matzo with zucchini, which loses its watery blandness and gains a springlike assertiveness.

I dreamed up this dish as a Passover entrée, but it would work equally well as the centerpiece for a brunch any time of the year. As for your Passover guests, here’s a prediction from someone who married into the tribe: As soon as they realize they can’t argue about the food, they’ll happily move on to politics.

salt. Let drain over the sink or a bowl for 15 minutes. Set the food processor, unwashed, aside to purée the sauce in. After the zucchini has drained, using your hands and working with small handfuls, squeeze out as much moisture from it as possible.

In a large skillet over medium, heat the oil. Add the onion and cook, stirring occasionally, until golden, about 10 minutes. Add the garlic and cook, stirring, for 1 minute. Add the zucchini and cook, stirring, for 2 minutes. Remove from the heat and stir in the 1/3 cup dill. Season with black pepper.

Fit the food processor with the regular cutting blade. In it, combine the cottage cheese, milk, eggs and lemon zest. Process until smooth. Set aside 2 cups of the mixture, then add the cream cheese to the mixture remaining in the processor. Process until smooth, then pour the mixture into the zucchini mixture along with 1 cup of the feta. Stir well, then set aside.

Stack the matzos in a deep dish (such as a square baking pan) and pour the reserved cottage cheese mixture over them. Let stand for 15 minutes, rotating the crackers every so often so they get evenly soaked.

Arrange 2 of the soaked matzos in a single layer in the prepared baking dish. Top with half of the zucchini filling, spreading it evenly. Cover with 2 more matzos, then the remaining filling. Top with a final layer of matzo. Scoop any remaining filling from the bowl that the matzos were soaked in and spread it over the final matzo layer. Sprinkle with the remaining feta.

Bake on the oven’s middle shelf until golden, 30 to 35 minutes.

Let stand for 15 minutes before cutting and serving.

The DeKalb Chamber of Commerce built two arches bearing the city’s name over the eastern and western entrances to DeKalb in the summer of 1922.

Both of the arches had been taken down by 1942, but these monuments live on in the memory of many residents and visitors and in a mural in downtown DeKalb.

“The two gateway arches, upon which the name ‘DeKalb’ alone is printed in a manner visible at many hundred feet, were erected by funds contributed by this organization and the Farm Bureau Celebration committee,” Chamber President Harris D. Fisk wrote in his annual report to the chamber’s members in 1922. “The arches are erected on a solid foundation of concrete and built of old paving brick contributed by the city of DeKalb. From all appearances they are destined, for many years, to advise travelers on the Lincoln Highway of their entrance into the best town between Chicago and the Mississippi River.”

Over the years, the arches were embellished.

“With in the near future signs will be erected underneath the arches that are the Lincoln Highway entrances to the city, containing some information about DeKalb,” the Chronicle reported in July 1927. “The side of the sign facing the motorist as he drives into the city will contain wording that DeKalb is a city with liberal traffic regulation while the opposite sign will contain some phrase that will cause the motorist to remember DeKalb.”

By August of that year, the wording had been decided: “DeKalb, A Live Wire City, 10,000 Strong” for the incoming traffic and “We’ll Be Lonesome Until You Come Again,” the Chronicle reported Aug. 13, 1927.

The arches became landmarks and reference points. For example, the College Inn listed its location in newspaper advertisements simply as “at west arch.”

The eastern arch came down in 1931.

It was taken out by a driveway.

“The arch over the pavement on East Lincoln Highway may be removed, it was intimated in a report made by Alderman Dan Skelley,” the Chronicle reported in February 1931. “The arch is at present located on a plot of ground on the north side of the highway which is needed for driveway purposes.”

A month later, the Chronicle reported that the DeKalb Chamber of Commerce opposed the removal of the arch.

“A petition to have the arch removed, because it is a danger to traffic, is now before the city council, action on the petition to be taken at the April ses-

sion of the city solons,” the newspaper reported.

The DeKalb City Council rejected the petition in April of that year, but reversed course in October.

“The arch over the highway on East Lincoln Highway, over which the city council has devoted hours of argument and upon which action has previously been taken, was ordered removed at last night’s session of the city council,” the Chronicle reported on the front page Oct. 7, 1931.

The article went on to explain that the arch had to be removed because it was built on private property.

“The decision to have the arch re-

moved was reached after Charles Wedberg had petitioned that it be done,” the article said. “He plans the construction of a driveway to his property on the north side of the Lincoln Highway and the north support to the arch is where the driveway will be located.”

Wedberg’s driveway wasn’t the only factor. City leaders also expected Lincoln Highway to be widened in the future. Wedberg was required to pay for at least part of the cost of the demolition.

The eastern arch was gone by Nov. 21, when the Chronicle reported “the work of wrecking the arch over the Lincoln Highway on the eastern limits of the city has been completed, the last of the brick in the supports being removed a few days ago.”

After being spared by the state highway department in 1933, the west arch was felled by old age. The Chronicle told the story of its removal Oct. 20, 1942.

“A crew of city workers tore down the arch over the highway at the west city limits, removing one of the DeKalb landmarks which was remembered by many tourists who passed through the city each year,” the article said. “The arch was badly in need of repairs and it was decided to remove it. ... The arches were noted and remembered by many who passed through this city. Many who could not remember the name of the city remembered the slogan, ‘A live wire city, 10,000 strong.’ The arch was toppled over this morning and removed.”

NIU professional offers advice to GKMS students DAILY CHRONICLE

Eighth-graders at Genoa-Kingston Middle School recently attended an assembly with David Grady, assistant director of Engineering and Engineering Technology Outreach at Northern Illinois University.

Grady discussed NIU’s Engineering Program and the requirements needed to apply. He encouraged the students to prepare themselves to tackle goals outside their comfort zone and to concentrate on grades and activities that would lead to success after high school.

Grady told students to focus on adapting and finding the right balance of independent living and the responsibilities needed on campus. And he stressed the importance of maintaining their own schedule, time management skills, and good study habits needed without daily parental reminders.

This discussion ties into two of the Encore classes taught at GKMS. Carol Hencken teaches a Leadership and Community Service class that

targets the need to plan high school classes that will not only enhance learning but spotlight the student’s personal goals and interests beyond high school. Students research and write college scholarship letters and incorporate their classes, activities, clubs and community service work to be noticed.

Corey Jenkins, who teaches a Career Class, helps students identify careers in specific clusters such as agriculture, business, education, manufacturing and others. They research how financial institutions affect paychecks and what the difference is between owning and renting their homes. Students discover how the global economy affects the job market, how technology influences adolescent behaviors, resume building techniques and gender equality in the workplace.

Don McCune, STEM instructor and GKMS Technology Club adviser, teaches a design and modeling class that was invited to visit the NIU Engineering Department and see their students’ work and creations.

30 Testosterone treatment controversial Dear Dr. K: I’m a 68-year-old man who has been feeling more tired and less “sexy” over the past several months. My doctor says my blood testosterone level is normal, but “low normal” – a little bit above low. I know some men take testosterone gel as a treatment for this. My doctor is not so keen on that. What’s your opinion?

Dear Reader: I don’t know nearly enough about your health or your symptoms to offer you personal advice. But I’ll tell you what I think research has shown, at least so far. I’ll warn you: It is a controversial area, and I reserve the right to change my mind as new research is published.

There’s little controversy about giving testosterone treatment when a man clearly has abnormally low blood levels, and symptoms consistent with those low levels. Such a condition is called “hypogonadism.” In such a case, treatment almost always improves the symptoms. But hypogonadism is a pretty unusual condition.

The controversy involves people like you.

As men age, our blood testosterone levels generally decrease. Many men your age have levels that are in the “low-normal” range.

That is, they are still normal, but on the low side of normal.

And some, but not all, men with low-normal testosterone levels have some of the symptoms of hypogonadism. Those symptoms include a diminished sense of well-being, fatigue, reduced muscle strength, moodiness, loss of sexual desire and erectile dysfunction.

The question has been: Does testosterone treatment help these symptoms, even when blood levels of testosterone are not abnormally low? Two studies published in 2015 shed some light on this question. The studies were randomized trials, the best kind of study for evaluating the value of a treatment.

The first study involved more than 300

ASK DOCTOR K Anthony L. Komaroff men age 60 or older with low or low-normal testosterone levels, regardless of whether they had symptoms. The men were selected at random to receive testosterone gel treatment or treatment with a placebo gel, every day for three years. The placebo gel looked just like the real thing, but contained no testosterone.

The study carefully measured all the relevant symptoms that might be caused by lower testosterone levels. The study found no significant improvement in symptoms in men given testosterone treatment, compared with men given placebo treatment.

The second study involved about 90 younger men, ages 35 to 70. They all had Type 2 diabetes, and low (or very low-normal) testosterone levels. The men were chosen at random to receive either testosterone shots or placebo shots. There were no significant improvements in symptoms of men given testosterone, compared to men given a placebo.

These recent studies, and many (but not all) previous studies, do not demonstrate a value in giving testosterone treatments to men with low-normal or slightly low blood levels of testosterone. In addition, some other studies have indicated such treatments may raise the risk of heart trouble. So, your doctor’s disinclination to prescribe treatment seems reasonable. In a future column, I’ll talk about ways besides testosterone to improve your energy and desire.

At the bridge table, it is tough to act like a secret agent because you must explain your methods to the opponents. There are no secret mail drops for partner only. But sometimes you can spring a surprise on the opponents, by which time it might be too late for them to reach their safe house.

In this deal, East opens one spade, South overcalls one no-trump (showing 15-plus to 18-minus points), West passes, and North raises to three no-trump. Just when everyone thinks the auction is over, East jumps out of his hiding place with a double. What does that mean?

It must be for penalty, but what else?

Some pairs play that it demands a spade lead, the suit bid by East. I think that is wrong, because what was West going to lead before the double? Right -- a spade. The double is needed to ask partner to lead a different suit, one where East is hoping to defeat the contract.

In this auction, a heart lead should stand out. North-South did not try to locate a 4-4 or 5-3 heart fit, and it is West’s shortest suit.

Note that after a heart lead, East takes the first five tricks for down one. If West leads a spade, though, South wins 11 tricks.

Are you wondering about South’s running to four diamonds? Yes, he can make that (if North passes), but minus 130 is still a lot cheaper than minus 660.
