SAN FRANCISCO – Look out, HBO. Last year, Netflix produced more original programming than cable’s premium-network leader, according to numbers from both companies. The Internet video service isn’t slowing down either, even if it means risking subscribers with price increases needed to help pay for more exclusive TV shows and movies.

Since its push into exclusive shows kicked off in earnest with the 2013 debut of “House of Cards,” Netflix has hit the fast-forward button.

Last year, it put out 450 hours of original programming, compared to 401 from Time Warner’s HBO. This year, both companies said they expect to release about 600 hours of original material.

HBO, of course, is the network that Netflix CEO Reed Hastings set out to emulate when his service began

SYCAMORE – Before she became a mom, Randi Warren participated for years in a local charitable walk for babies because she loved children.

Now, her involvement is more personal.

Warren and her husband, Sean, welcomed baby Samuel Aug. 5, 2014 – 10 weeks before he was due. The 2-pound, 5-ounce baby boy had to be delivered by emergency cesarean section at 30 weeks’ gestation because Warren’s blood pressure shot up so high it caused her to have a seizure.

In DeKalb, the March for Babies begins at 9 a.m. Saturday at Hopkins Park, 1403 Sycamore Road. Registration begins at 8 a.m.

The new mom suffered from a dangerous condition called pre-eclampsia that, according to to the Pre-Eclampsia Foundation, occurs only during said Warren, 27.

“It’s not your normal baby story,” Warrens continue to share with oth-

er families. In recognition of their efforts, the Sycamore couple have been chosen to be this year’s local March of Dimes ambassadors for the organization’s March for Babies walk. The event looks to help spread awareness about and raise money for babies who are born prematurely.

The March of Dimes reports that premature birth is the leading cause of death for babies in this country.

The nonprofit organization will host more than 500 March for Babies walks this year, with some 3 million people expected to participate,

Homestead preserves memory of famous DeKalb family DAILY CHRONICLE

news@daily-chronicle.com DeKALB – Donors have a chance next month to help preserve DeKalb County history as Give Local DeKalb County highlights the work of area nonprofits such as the Joseph F. Glidden Homestead & Historical Center.

The Glidden Homestead is digging into the history of barbed wire, and the nonprofit is one of more than 60 organizations taking part in Give Local DeKalb County, a 24-hour online giving challenge to raise funds for local nonprofits. There also is a pool of matching funds available that each organization will receive in proportion to the amount of donations they receive on that day.

In 2015, the DeKalb nonprofit raised more than $6,000 to further its mission to preserve and restore the site where Joseph F. Glidden invented “The Winner” barbed wire, Executive Director Robert Glover said.

“It has a really big impact for us,” he said. “Even a small donation can make a big difference.”

The organization hopes to use donations from this year’s Give Local DeKalb County campaign to fund community programs.

“We have programs all summer,” Glover said. “The more money we are able to raise, the more things we can do.”

Glover is working with Eli Orrvar, an archaeology graduate student at Northern Illinois University, to explore the history of the barn that sits on the homestead, which was built around 1870. Joseph F. Glidden patented his idea for the unique fencing in 1874 and began manufacturing wire on the farm before relocating to larger facilities.

Once the site is fully excavated and restored, the exhibit will show a unique time in DeKalb history, as it was on the cusp of industry transition from agriculture to manufacturing.

In 2015, Give Local America raised more than $68 million for nonprofits, and Give Local DeKalb County raised nearly $190,000. The inaugural Give Local DeKalb County campaign in 2014 raised nearly $120,000 for 37 local groups in 24 hours.

The DeKalb County Nonprofit Partnership is facilitating Give Local DeKalb County as part of Give Local America, a national day of local philanthropy. The DeKalb County Community Foundation and local donors have put up $53,000 in proportional matching funds to amplify local donations May 3.

Sycamore City Council approves $52M budget, considers annexation agreement 9 SYCAMORE – The City Council approved a $52 million budget Monday for the upcoming fiscal year.

Council members voted, 8-0, in favor of the new budget, which is down about $5 million from the current year’s $57 million spending plan. Second Ward Alderman Chuck Stowe was absent from Monday’s meeting.

The majority of the budget’s general fund expenditures will be put toward city employees. Personnel expenses – including wages, salaries and Medicare costs – account for 70 percent of the general fund when workers’ insurance costs are factored in, city documents show.

“We’re very engaged with our budget, so we’re thankful, actually, that there’s renewed business interest here, renewed housing interest and [it’s] increasing at a nice pace,” Mayor Ken Mundy said.

Council members on Monday also reviewed a newly submitted annexation agreement that has served as a point of contention since its original draft was submitted in the fall of 2015.

If approved, the agreement would prepare to add 300 acres to the city and allow for residential development in the rural area northwest of the city.

The city has grappled with a low-density development in the area for some time. Council members approved the Northwest Sub Area Plan in February 2011 to allow a rural subdivi-

sion north and west of Motel Road. Six property owners last fall submitted annexation agreements for the council to consider, with a recommendation from the Sycamore Planning Commission.

However, after a January special meeting between the Sycamore City Council and Planning Commission, council members voted to amend the zoning requirements for the area.

“We look forward to working with this further; and as the petitioners, the developers, come before for us for true annexation, we think a lot of roadblocks, and the stumbling blocks, and the areas of concern have been addressed and rectified,” Mundy said.

But the Sycamore Sportsman’s Club still has concerns about zoning regulations eventually pushing it out the

area, Scott Larson, an attorney representing the club, said at Monday’s meeting.

“All I can tell you is this: This whole project remains a source of debate, shall we say, within the club itself,” Larson said.

If council members approve the agreement, petitioners will be required to submit a concept plan to the city’s Planning Commission, which could vote to send the matter to the City Council.

Larson is optimistic that Sportsman’s Club members will begin to finalize their thoughts on the agreement during a board meeting Thursday.

“Hopefully, we’ll start nailing down what we’re doing from that point forward,” he said.

Baby Samuel spent eight weeks in the Neonatal Intensive Care Unit at Rockford Memorial Hospital, Randi Warren said. There, she said, Samuel was given medical treatment to aid in his lung development.

The March of Dimes reports that it has been integrally involved in research and development of that respiratory therapy.

Now almost 2 years old, Samuel is

Samuel is doing fine, his parents report.

“When he took his first steps, I cried a little,” Randi Warren said. “I think back on when he was born ... and I go, ‘Wow!’ ” She said she also wants to help ensure that other families have such happy and positive outcomes with premature birth.

CHICAGO – Jack McCullough awoke a few months into his life sentence for the 1957 murder of an Illinois schoolgirl as his cellmate plunged a shank fashioned from a toothbrush into his face, eventually dislodging his eye.

Multiple inmates had vowed to kill him to avenge Maria Ridulph, he said in phone interviews Sunday and Monday, and his bunkmate was seeking to make good on that pledge. Court records show that his cellmate was convicted in the attack, and McCullough said surgeons at a Chicago hospital were able to save his eye.

McCullough, a former police officer and security guard in Washington state, was released from prison Friday after a judge in DeKalb County vacated his 2012 conviction the same day based on a chief prosecutor’s finding that he was 40 miles away when the 7-year-old was abducted, so he couldn’t be the killer.

The 76-year-old spoke to The Associated Press about his four years behind bars and what comes next: a lawsuit against the state of Illinois.

McCullough said one thing he did not suffer in prison was a guilty conscience.

“I knew damned well I was innocent,” said McCullough, speaking by phone from an acquaintance’s home near Sycamore, where Maria went missing.

Maria and a friend were playing in the snow outside her Sycamore home on Dec. 3, 1957, when a young man approached and offered them piggyback rides.

The friend dashed home to grab mittens, returning to discover Maria and the man were gone. The search for Maria made headlines at the time, and her decomposed body was found months later in a forest.

McCullough lived in Sycamore until he was 18, and the Ridulphs were neighbors. He then spent 14 years in the military, including a stint in Vietnam.

Later, he worked as a police officer in Washington state, and worked as a security guard at a housing complex when he was arrested in 2011.

Among the reasons investigators decided to look anew at McCullough, whom police had cleared as a suspect in the 1950s, was that one of his half-sisters told authorities their

mother said on her deathbed that she believed her son may have killed Maria.

A scathing report in March from DeKalb County State’s Attorney Richard Schmack described the investigation and trial of McCullough as deeply flawed, zeroing in on what he described as investigators’ erroneous statements to a grand jury that altered the known timeline of events to render McCullough’s alibi moot.

Most inmates viewed McCullough as the lowest of the low – a child killer – which he says put him in constant peril inside the maximum-security Pontiac Correctional Center until he eventually moved to protective custody.

McCullough said he often spent 23 hours a day locked in an 11-foot-by-5foot cell, maintaining his emotional balance by delving into the study of Chinese.

“It gave me my mental escape,” he said. “Chinese saved my life.”

He also wrote letters to the Illinois attorney general, the governor and president to plead for their intervention. All went unanswered. “I didn’t have anger. I had determination,” he said.

A turning point in his bid for freedom came Jan. 1, when a new rule took effect that required Illinois state’s attorneys to be proactive about reviewing plausible claims

someone had been convicted wrongly. McCullough had filed a court document pointing out that obligation to Schmack, whose predecessor prosecuted McCullough.

Now that he is out, McCullough said, one of his missions is to highlight what he alleges is a prosecutorial culture of winning at all costs, even in cases such as his where evidence doesn’t point to guilt.

And a lawsuit would help ensure the state will pay a monetary price for what he and his family went through, especially his wife, who was left on her own in Washington state when he was arrested, he said. He also has stepchildren and grandchildren.

“They didn’t just punish me, they punished ... my whole family. I want the state to be (held) responsible.”

Schmack said last week that his office would use its discretion and not retry McCullough, who the judge said must stay in Illinois until such a decision is official. There’s another hearing Friday, when a judge will consider a Ridulph family request for a special prosecutor to look at the case.

McCullough’s first days of freedom included shopping, taking walks and getting a proper haircut. But in the future, he said, he’d like to write a Chinese-language textbook, as well as travel to both China and Japan.

CHICAGO – A leading child advocacy organization threw its support behind a proposal to replace Illinois’ flat income tax with a system to tax the wealthiest residents at higher rates, saying Monday that the nearly $2 billion in expected revenue could help struggling social services.

The graduated income tax plan, revived last week by a deputy to House Speaker Michael Madigan, would be contingent on voter approval since it alters tax code. Democratic state Rep. Lou Lang of Skokie said he’d like voters in November to consider his idea, which would translate into a tax cut for 99 percent of state residents.

While Republican Gov. Bruce Rauner and business groups immediately objected to the proposal, an advocacy group for social service providers said it could bring in much needed revenue.

SPRINGFIELD – Voters would be asked to change the Illinois Constitution to declare that the state should be responsible for the majority of public school funding under a measure that advanced in the state House.

Republicans on a House education panel that approved the proposal Monday were skeptical of the idea and say it will make it difficult to fund other budget areas.

Democratic House Speaker Michael Madigan said he wants to bolster the state’s constitutional language to call education a fundamental “right” instead of the current language that declares it a “goal.”

He said the word change would strengthen the state’s obligation to fund schools so they’re not so reliant on property taxes.

The amendment would be on November’s ballot if three-fifths of each legislative chamber approves it.

ROCKFORD – Rockford is about to get a new police chief.

The (Rockford) Register Star reported that Dan O’Shea was scheduled to be sworn in on Monday night during the City Council meeting. O’Shea has spent 27 years in law enforcement and comes to Rockford from Elgin, where he was the police department’s operations commander.

O’Shea takes over a police department that has been trying to combat a spike in violent crime. He said his plans to knock down the number of violent crimes that spiked 24 percent last year in the city include working closely with other law enforcement agencies, including the FBI. He said he also hopes to battle street gangs by using the courts to make it illegal for gang members to associate with each other.

Chicago announces plan to upgrade lights on streets

CHICAGO – Chicago is going to get brighter.

In a news release, Mayor Rahm Emanuel announced plans to upgrade more than 270,000 lights on its streets, alleys and parks by replacing outdated and inefficient high-pressure sodium lamps with LED lights.

General Assembly in 2014, and Madigan has unsuccessfully pushed for a surcharge on annual personal incomes over $1 million.

Rauner’s administration said in a statement that Lang’s proposal would send Illinois “even further into economic doldrums.” The Illinois Chamber of Commerce questioned the impact on small-business owners and predicted top earners would move away.

Rauner and legislative Democrats remain at impasse over a state budget for the fiscal year that began in July.

The tax plan and a coinciding proposal to allow voters to decide on overhauling the state’s income tax system were expected in committee this week.

But lawmakers will need to act quickly with a May 9 deadline to submit the proposed constitutional amendment ahead of November’s election, election officials said. Also, a constitutional amendment requires a three-fifths majority vote, including 71 House votes,

which is the total number of House Democrats.

Illinois’ current income tax rate for individuals is 3.75 percent, falling from 5 percent in January 2015 as the 2011 temporary income tax increase was rolled back.

Backers of Lang’s plan estimated up to 40,000 tax filers in Illinois – representing both single and joint returns – would pay more.

Lang’s legislation calls for most married taxpayers, filing joint or as head of household, to pay 3.5 percent on an income of $200,000 or less; 3.75 percent for those earning between $200,000 and $750,000; and 8.75 percent on earnings between $750,000 and $1.5 million. For those making over $1.5 million, the rate would be 9.75 percent.

All other taxpayers would pay 3.5 percent on income up to $100,000; 3.75 percent on income between $100,000 and $500,000; 8.75 percent between $500,000 and $1 million; and 9.75 percent on income over $1 million.

The release said the brighter lights will improve visibility and thus make streets, sidewalks and bike paths safer.

Emanuel’s office said that by making neighborhoods brighter at night, it will give residents a “greater sense of safety.”

The release said the project to replace the lights over the next four years will save Chicago money because the new lights use far less electricity than the ones the city uses now and they last three times longer.

After 60-mile chase, man in custody for striking officer

FLORISSANT, Mo. – A man is in custody after allegedly striking an Illinois Department of Conservation police officer with a car near Litchfield, then leading police on a 60-mile chase into Missouri.

The St. Louis Post-Dispatch reported that the conservation officer’s injuries do not appear to be serious, but he was taken to a hospital for evaluation.

Authorities said the conservation officer was trying to make a traffic stop Monday morning on a boat ramp at Lake Lou Yaeger. The driver of the car allegedly backed up and the car’s door knocked the officer to the ground.

The car then traveled south on Interstate 55, drove through stop sticks near St. Louis, and traveled to Florissant in St.

Non-tenured faculty at U of Illinois plan strike

CHAMPAIGN – The union that represents University of Illinois faculty who are not on a tenure track plans to strike Tuesday and Wednesday, the group’s local president said Monday.

Members of the Nontenure-Track Faculty Coalition Local 6546 hope the limited strike and picketing gives school administrators at the Urbana-Champaign campus appreciation for non-tenured faculty as the two sides try to find common ground on a contract they’ve been negotiating since October 2014, said Shawn Gilmore, the union president and a literature lecturer.

“We want to demonstrate what it looks like when the non-tenure faculty remove their labor,” he said. “It’s not particularly valued at the moment.”

Union members authorized the limited strike, but an open-ended walkout would require further approval, he said. It isn’t clear how many will strike, Gilmore said, noting that some researchers in charge of labs may stay on the job.

A university spokeswoman did not immediately respond to a request for comment.

HOUSTON – More than a foot of rain had fallen by Monday evening in parts of Houston, submerging scores of subdivisions and several major interstate highways, forcing the closure of schools and knocking out power to thousands of residents who were urged to shelter in place.

Four fatalities appeared to be weather-related, authorities said.

Sylvester Turner, mayor of the nation’s fourth-largest city, told residents to stay home to fend off a weather system he called “stubborn.” More rain was projected over the next two to three days, although heavy downpours had subsided and only another half-inch was expected through Monday night, he said.

WASHINGTON – The Pentagon misled Congress by using inaccurate or vague information about sexual assault cases in an effort to blunt support for a Senate bill that would make a major change in how the military handles allegations of sexual misconduct, an Associated Press investigation found.

Internal government records that summarized the outcomes of dozens of cases portrayed civilian district attorneys and local police forces as less willing than senior military officers to punish sex offenders. The documents buttressed the Pentagon’s position that stripping commanders of their authority to decide which crimes go to trial – as the Senate legislation proposes – will mean fewer victims will get justice because there will be fewer prosecutions.

Clinton, Trump seek to quiet critics in New York The ASSOCIATED PRESS NEW YORK – From a car wash in Queens to a hockey arena in Buffalo, both parties’ presidential candidates spread out across New York on Monday in a final quest for votes, a surreal scene for a state that hasn’t experienced contested White House primaries in decades.

For Democrat Hillary Clinton and Republican Donald Trump, victories in New York on Tuesday could help quiet critics who have questioned their strength as front-runners.

Each has suffered losses in recent contests that emboldened their rivals, although they still lead in delegate counts and are favored in New York.

Clinton, who represented the state as a senator for eight years, spent the final hours of campaigning trying to drive up turnout among women and minorities, her most ardent supporters. Since Sunday, she’s danced to Latin music at a Brooklyn block party, vowed to defend abortion rights to female supporters in Manhattan, prayed at black church in Westchester, drunk a bubble tea at a dumpling shop in Flushing and cheered newly unionized workers in Queens.

“We’re not taking anything for granted,” she said Monday after greeting workers at the Hi-Tek Car Wash & Lube in Queens. “Tell your friends and your family, everyone, to

please vote tomorrow.”

Clinton’s campaign was blunter in outlining the state of the Democratic race. Clinton’s campaign manager Robby Mook declared the primary effectively over, saying Sanders faced a “close to impossible path to the nomination.”

With the contest between Sanders and Clinton becoming increasingly tense, Mook said, the Vermont senator had to choose whether he wanted to stay on a “destructive path” that could hurt the party’s eventual nominee.

Sanders has rattled off a string of wins in recent primaries and caucuses. But unless he can topple Clinton in a state like New York, where 247 Democratic delegates are up for grabs, he faces increasingly limited opportunities to change the trajectory of the race.

While polling shows Clinton with a comfortable lead in New York, Sanders held out hope for a closer race.

“Let’s look at the real poll tomorrow,” Sanders said on NBC’s “Today Show.” “Generally speaking, polling has underestimated how we do in elections.”

For Trump, New York is an opportunity to rebound from a trying stretch for his campaign – and with an exclamation point. The biggest question for him heading into Tuesday is whether he captures more than 50 percent of the vote statewide, which would put him in strong position to win all of the state’s 95 GOP delegates.

“I’d have to say from the city’s standpoint, we appreciate Glidden Florist investing in DeKalb,” Rey said. “Certainly the 80-year legacy is significant.

The celebration will start at 11 a.m. and run until 5 p.m. Attendees will receive a free rose and gifts, and can expect a visit from surprise guests, Hansen said.

Plenty has changed throughout the years since the shop shifted ownership from the Gliddens to Hansen’s mom, Wenke Hansen, in the 1960s, he said.

“The first year was 1936, when Mablel Glidden was growing flowers in her yard and had a greenhouse,” Hansen said. “It was already a prosperous farm then.”

Main St. The museum was the vision of several retail managers in Genoa and the work of many staff members. A vault was located in the basement full of old bank equipment, files and records dating back to 1930.

End abusive travel, entertainment expenses by public officials We wholeheartedly support legislation by state Rep. David McSweeney that seeks to rein in inexcusable travel and dining expenses of local government officials using taxpayer money.

McSweeney, R-Barrington Hills, filed House Bill 4379 in January in response to reports of controversial public travel and entertainment expenses across the state.

The bill passed the House, 113-0, last week and now goes to the Senate, where we urge quick passage.

According to a story by Northwest Herald senior reporter Kevin Craver, the legislation seeks to limit the amount of money that non-home-rule governments can spend on travel, meals, lodging and entertainment.

If signed into law, it would require local governments to be much more transparent in approving such expenses. Local bodies would have to draft ordinances that define acceptable expenses, set maximum limits on travel and entertainment expenses, and document expenses through a standardized form that will be public under the Illinois Freedom of Information Act. Also, such expenses would have to be approved by vote in an open meeting, as will expenses incurred by rank-and-file employees that exceed the set maximum. Spending taxpayer money on entertainment – such as movies, shows and sporting events – also would be prohibited.

It’s sad that such legislation actually is necessary. But given the many documented examples of abuse, it obviously is.

As documented in Craver’s story: • The Chicago Transit Authority has spent more than $600,000 since 2010 to send people to Hawaii and Las Vegas for pension-related conferences; • A one-school district on Chicago’s South Side spent at least $65,000 on travel for board members and staff; • Taxpayers paid for ousted College of DuPage President Robert Brueder’s membership in a shooting club and the food and alcohol tab at the college’s former French restaurant.

The list goes on and on.

Trump’s insincere process arguments fall flat “Gestapo tactics.” That’s how Donald Trump’s recently installed campaign manager, Paul Manafort, characterized the Ted Cruz campaign’s successful effort to win all 34 of Colorado’s pledged national convention delegates at the long-scheduled Republican congressional district and state conventions.

“Today, winning votes doesn’t mean anything,” Trump complained. “It’s a corrupt deal going on in this country, and it’s not fair to you people.”

Such complaints typically come from people who are not, in one of Trump’s favorite words, “winners.”

Trump conspicuously refrains from complaining about how although he has won just 37 percent of votes cast in Republican primaries and caucuses, those votes have given him 46 percent of the delegates.

That happened because of the rules.

Trump has benefited from winner-takeall rules in states such as Florida and Arizona. He has benefited from split opposition: In only one state – Massachusetts – has he won more popular votes than the combined total for Cruz, Marco Rubio and John Kasich.

Anti-Trump candidates could have joined forces and encouraged tactical voting. When they didn’t (exception: Rubio advised his Ohio supporters to vote for Kasich, a favor not returned), Trump had no complaints.

But he did have complaints when

It seems to run in the family.

Trump’s son, Eric, and daughter, Ivanka, can’t vote for him in the New York primary because, as Trump explained, “They didn’t know the rules, and they didn’t register (Republican) in time.”

It occurred even though the rules have been in force for years and are readily accessible online.

The Colorado rules Trump complains about were adopted last August and available online in September. The Cruz campaign took note and started working to use them to maximum advantage. The Trump campaign didn’t.

Whose fault is that?

Plus, it is odd to hear charges of “Gestapo tactics” from a spokesman for a candidate who has encouraged supporters to beat up hecklers and offered to pay for their legal expenses.

Nonetheless, it’s inevitable that some Trump supporters will find merit in his plaints; and if, as seems likely but not certain, he fails to win in primaries

and caucuses the 1,237 delegate votes needed for the nomination, they will start bellowing, “We wuz robbed.”

Trump himself has suggested the 1,237 is just an arbitrary number and has encouraged voters to believe, as polls show most Republican primary voters do, that the candidate with the most delegates is entitled to the nomination even if he falls short of the majority.

But requiring a majority is the opposite of arbitrary. The requirement is designed to prevent a party from being saddled with a nominee opposed by a majority of delegates.

In the past, ever since primaries became the dominant system for selecting delegates, this hasn’t been an issue – because candidates who rolled up big delegate leads were broadly acceptable to nonsupporters. Trump, who hasn’t won 50 percent in any primary or caucus yet (although he may in New York April 19), isn’t.

He also has a lower percentage of popular votes at this stage than the leading Republican candidates in the contested 1980, 1988, 1996, 2000, 2008 and 2012 races, all of whom had won 50 percent of delegates by early April.

Of course, there is always some basis for a loser to complain about the rules. The presidential nomination process is the weakest part of our political system and, not coincidentally, the only one not addressed by the framers of the

Constitution.

None of the successive reforms made since 1968 have produced a perfect system, and in a nation of this size, none can.

A national primary would penalize all but a few nationally known candidates. Caucuses tend to favor candidates with constituencies of well-organized voters. Reasonable people can differ about whether it’s fairer to allocate delegates proportionately or by winner-take-all.

Arguments over the rules inspired one of my Rules of Life: “All process arguments are insincere, including this one.” Losers’ real gripe is not with the process but the result.

It’s likely that Trump will fall short of the 1,237-delegate majority after the last contests June 7, and it’s entirely possible that well before the convention opens July 18, Cruz will get enough commitments to get to 1,237 on a second ballot.

In which case, Trump’s complaints about the process may become moot and the threat of riots at Cleveland could fizzle out.

With refugee crisis, U.S. is too slow and accepting too few Forget leading the way on Syrian refugee resettlement – the United States is barely making a dent in the worst refugee crisis since World War II. As the region around Syria continues to buckle under the influx of 4.8 million refugees, the Obama administration is on track to fail to meet its initial target of admitting a mere 10,000 Syrian refugees by the end of the 2016 fiscal year.

According to Human Rights First, as of April 5, halfway through the fiscal year, only 1,285 Syrian refugees had been resettled.

This number represents a measly 12.9 percent of the 2016 goal. According to the report, understaffing in the Department of Homeland Security and other agencies and massive case backlogs have been hampering efforts to resettle more refugees.

A State Department spokesman told us that the “United States remains steadfastly committed to the

president’s plan to resettle at least 10,000 Syrian refugees.”

But while the administration said it is working to increase its capacity to interview refugee applicants in Lebanon and Jordan and shorten the processing time, it said no changes will be made to the screening process.

The slow pace is a double failure.

It’s not just that the United States is falling pathetically short of its own ideal of providing a haven to those fleeing persecution and violence.

U.S. allies are in desperate need of help to share the burdens of the refugee crisis.

Admitting more refugees not only would show U.S. leadership, but it also would help preserve the stability of the front-line societies.

Turkey, Jordan and Lebanon have accepted the most refugees, hosting 2.7 million, 638,000 and nearly 1.1 million, respectively.

The arrivals are putting intense

pressure on hospitals and schools.

King Abdullah of Jordan said in February that his country was at a “boiling point,” adding: “Sooner or later, I think, the dam is going to burst.”

At a bare-bones minimum, the administration must do what is needed to meet its initial goal of 10,000, which represents just 0.2 percent of the overall Syrian refugee population of 4.8 million.

But beyond that, it should dramatically increase its target goal so as to take in a fair share of the refugees fleeing the terror of the Islamic State and the Syrian civil war.

In September, a bipartisan group of former U.S. government officials recommended that the United States increase its target to 100,000, closer to what an analysis by Oxfam concluded would be the U.S. “fair share” level of 163,392.

Such a move would help relieve the suffering of desperate Syri-

ans who are resigned to making life-threatening journeys across the sea into Europe, and send a needed signal to the rest of the world – and Europe in particular – about the urgency of fashioning Syrian refugee policies guided by compassion, instead of contempt.

As we have noted before, the United States has one of the most extensive refugee vetting processes.

Homeland Security is tasked with performing background checks and conducting interviews, and each case can take between 18 and 24 months.

If DHS needs more resources and staffing to sort through the backlog, then so be it; the Obama administration must provide the necessary funding.

A continued failure to assist vulnerable Syrians will erode U.S. moral leadership and will be judged harshly for generations to come.

Freshman off to a red-hot start Warner even surprising herself with her success

eKALB – Hitting almost .500 from the cleanup spot to protect Morgan Newport and providing stability at a position that was expected to be a question mark for the DeKalb softball team, Mallory Warner has had an impact on two of three facets of the game.

Coach Jeff Davis said just give it time before the freshman second baseman makes an impact in the circle – having pitched only one inning so far this year.

The Barbs are off to an 8-1 start and are entering a stretch of five games in five days, starting at home today against Geneseo and concluding Saturday in DeKalb against Batavia.

Even though the Barbs have a Northwestern commit in Newport as a hurler, the brutal schedule might force Warner – along with Torrie Newport and Jenna Levine – into the circle.

Davis said he didn’t want to pressure Warner with expectations heading into the season, but said she has excelled at everything she’s been asked to do.

“Coming in as a freshman, there are a lot of parents and other coaches that label kids,” Davis said. “You try to stay away from that, judge it for yourself. But she surprised me. So here we

hitting .481 with nine runs scored and 13 RBIs. Davis said Newport’s success at the plate is made even greater by having a solid bat behind her.

“They are going to pitch around her at every opportunity, so there’s a lot of pressure on Mallory to have good at-bats and drive in some runs and hit a ball deep every now and then. So she’s done a nice job, and Morgan is going to reap the benefits from Mallory’s success.”

Davis said Warner has been entering something of a slump lately and sat out Friday’s game against Sycamore – which was just four innings, finishing off a suspended game from earlier in the month. She returned Saturday against Oswego East.

“I think it really helps so I can breathe and focus,” Warner said.

“Hopefully, tomorrow I can come out and do well.”

Davis said he thinks Warner’s experience with the Wasco Diamonds travel team – which he called a top five program in the state – has made him confident the nine-game start isn’t a fluke. “From playing travel ball, it really helped me transition into this high school season, since I’m playing with seniors and juniors and sophomores and stuff.”

Davis said he was surprised by the amount of success Warner has found this year. Warner even said she wasn’t even expecting numbers this gaudy to begin her prep career.

“I was trying to do my best for the team and stuff,” Warner said. “Hitting-wise I’m surprising myself even.

I’m doing well and I’m hopefully going to do well throughout the season.”

SYCAMORE – Zach Carlsen hit a three-run home run in the bottom of the seventh inning to give the Sycamore baseball team a 5-3 win over Yorkville in a Northern Illinois Big 12 Conference contest Monday at Airport Road Park.

The Spartans were leading early but surrendered the lead in the top of the seventh before Carlsen’s blast secured the win. Sycamore coach Jason Cavanaugh said this sort of game is par for the course whenever his Spartans square off against the Foxes.

“It’s always something when we play Yorkville,” Cavanaugh said. “The game never ends the way that it’s supposed to end. You knew that they were going to come back some way, somehow and, at the least, make it tough.

I thought we had the game won on a strikeout before they tied it on a strikeout, but we didn’t get the call. Then an error ties it. I mean, we ended the top of the seventh throwing out a runner at home on a wild pitch. It was crazy.”

The excitement started when Sycamore (8-4, 3-1 NIU Big 12) brought in Carlsen, a submarine-style righthander, with a 2-1 lead to close out the game for starter Jack Mizgalski.

Yorkville loaded the bases off Carlsen, then Luc Farren hit a chopper to Jacob Cavanaugh, who misplayed it, allowing a run to score. Foxes third baseman Jon Jungr then fisted a ball right back to the mound, just out of the reach of Carlsen, that brought home the go-ahead run.

Spartans catcher Michael Beaudoin stopped the bleeding when a pitch got past him, but he managed to throw out Sommers, who was trying to advance.

“When you’re in a situation like I was in, you just gotta throw strikes,” Carlsen said. “We had a couple miscues, but you shake it off and get the next guy and stay calm.”

Carlsen had a chance to put his words into practice again in the bottom of the seventh, after Cavanaugh and Jarod Montavon walked, putting the tying and winning runs on base. On a 1-2 count, Carlsen turned on an inside fastball and pulled it over the rightfield fence for a walkoff home run.

“I knew I was gonna get a fastball inside,” Carlsen said. “I just looked for it and swung at it. I knew it was gone when I hit it. Plus, my dad and one of my teammates called it.”

Mizgalski picked up a no-decision. He pitched six innings, striking out eight batters. He surrendered one run while walking one, hitting one batter and scattering three hits.

“My breaking ball wasn’t as sharp as I would have liked it to be in my last outing,” Mizgalski said. “I was working

on my cutter in the bullpen before the game, and I also worked in practice by using a cutter and a curve grip when I would play catch with my teammates.”

For the Foxes (7-8, 1-3 NI Big 12), coach Scott Luken said he liked the way his team grinded out at-bats.

“I love when my team is opportunis-

tic,” Luken said. “I just wish we would have been as opportunistic as we were in the seventh inning over the other six innings. We did work and stretch out [Mizgalski’s] pitch count and made them get into their bullpen.”

Sycamore and Yorkville will play again at 4:30 p.m. today in Yorkville.

Honda frantically trying to

LONG BEACH, Calif. – Honda Racing stuck with its longtime tradition of gathering its IndyCar drivers the day after the Grand Prix of Long Beach for visits to three of its California offices.

They had little to celebrate Monday, however, IN THE not after Honda was smoked PITS by rival Jenna manufacturer Fryer Chevrolet for the third time this season. Chevrolet claimed its third win in three IndyCar races this season with yet another dominating performance Sunday.

After grabbing the first six spots in qualifying, Chevy drivers went on to sweep the podium. Only two Honda drivers finished inside the top 11, and through three races this year, the Chevy camp has led 422 laps to 18 for Honda.

With the 100th running of the Indianapolis 500 rapidly closing in, Honda teams are downright scared they don’t have a chance to win the biggest race of them all.

“I just want a fair shot,” said Graham Rahal, who carried the Honda banner last season with two

During the offseason, IndyCar permitted Honda to make some changes to its aerokit in an effort to catch up to Chevrolet, but the updates haven’t made a difference so far.

Then came word from IndyCar that it was instituting a rule change for the Indy 500 by requiring the use of domed skidplates on the cars in an effort to prevent them from going airborne. The average race fan will notice nothing different, but the Honda drivers complained the change made their cars difficult to handle in traffic during testing.

“It’s just another hit to Honda,” Andretti said. “Chevy is already generating a lot more underbody downforce. The problem is, Chevy is not looking at the show, they are only looking at themselves. And I’m worried about the show. I want us to put on the best show ever. By doing some of these moves, IndyCar is

Honda got some satisfaction by winning the Indy 500 in 2012, and again in 2014, and it began to look like Indy is the only race that really matters to the manufacturer. If Honda executives can kiss the bricks at Indianapolis Motor Speedway, then none of the other races really matters.

But the disparity has gotten wider since the introduction of the aerodynamic bodykits that debuted last year. Chevy once again was more competitive out of the gates. Things got political last May when three Chevrolet drivers went airborne during Indy 500 practice sessions, and there were rumblings that a flaw in Chevy’s design was causing the cars to lift.

In a frantic effort to keep the cars on the track, IndyCar tinkered with some of the rules on pole day. Honda was a reluctant participant because the manufacturer thought the issue was a Chevy problem and its teams shouldn’t be punished.

Chevy then swept the top four spots in the 500.

“It was obvious there were two different classes out there,” said team owner Michael Andretti, who won the 2012

hurting the chances and it’s like, ‘Why?’ and IndyCar says, ‘For safety.’

“Well, if you make the car harder to drive and guys are crashing because of that, I don’t know if that sounds safer.

OK, so the cars won’t flip over when they get sideways, but Honda didn’t have that problem anyway. This whole thing was a Chevy problem, and Honda has to adapt to it, and that’s not fair.”

Chevy drivers have not complained about the domed skids, and noted that Honda drivers were faster than they were in the first Indy 500 test. Marco Andretti accused Chevy of sandbagging to make it look like they are behind Honda, and Rahal said any Chevy driver who claims they are happy with the domed skids has been “programmed to message.”

“These guys that are saying that it’s fine, like, they’re not telling you the facts,” Rahal said. “If everybody wants to play games, then we can all play games.”

IndyCar is not to blame for this, and neither is Chevrolet. Honda has failed to keep up. With just more than a month to go before the Indy 500, it is up to Honda to pull something out of its bag of tricks if it wants a shot at winning the historic race.

Mary Ellen Green highlighted the class, committing to play women’s tennis at NCAA Division I Southern Illinois in Carbondale. Tony Tate committed to play football for Walsh University, a D-II school in North Canton, Ohio. Two more athletes signed D-III letters and two are heading to junior colleges.

Green said she was looking at the in-state D-I programs, but liked the SIU campus.

“I was looking at a few places, like the Division I schools in Illinois, and I looked at all of them and like Southern the best,” Green said. “Their facilities are nice and their program is great.”

CHICAGO – Even with the series lead and home-ice advantage, Blues coach Ken Hitchcock understands there are no defining moments in the early stages of a series against the Blackhawks. No messages sent. No calling cards left.

“We just know right now that this series is so even, it’s really early.

It’s three games,” Hitchcock said. “I know for some people it feels like five or six. But it’s three games.”

Even Hitchcock might not fully grasp how much more pushback his team will get as the first-round series enters the Hawks’ wheelhouse in Game Joel 4 on Tuesday at the Quenneville United Center.

All the pressure is on the defending Stanley Cup champion Hawks, who are coming off a home loss in Game 3 and want to avoid a 3-1 deficit and an elimination game Thursday at Scottrade Center in St. Louis.

But they can handle it, buoyed by their daunting record of picking up steam late in a series. The Hawks are 43-14 (.754) in Games 4-7 of the playoffs in coach Joel Quenneville’s seven seasons – 26-6 (.813) in the last three seasons, including 15-1 (.938) at home.

No wonder Hitchcock isn’t willing to settle for the excellent hockey his team has played so far.

“We have to be better. We have to get better every game,” Hitchcock said. “Each game has gotten more and more intense, and the animosity and the anger’s gotten to a very high level now.

“I don’t know what they’re going to do. I don’t know what they’re capable of. Their history says they can go to this level that nobody else can play at.

We’re probably going to have to find that out.”

The Hawks are used to showing vulnerability early in a playoff series. They were down 2-1 to the

Ducks in the Western Conference final last season before rallying to win in seven games. They were down 2-1 to the Lightning in the Stanley Cup Final before winning three consecutive games to clinch their third title in six seasons. In fact, the Hawks are under .500 (31-32) in the first three games of a playoff series under Quenneville.

They know they will need to reach another level to pull off the same feat against the Blues, who look more ready to win than they did in 2014.

They have outstanding goaltending, impressive balance on offense and defense and the same old gumption they once depended on, only now it complements their improved skill level.

“In order to beat a really good team, you’ve got to be great,” Quenneville said. “We still feel we have another level to get to that greatness, or be as good as we can be.

“We’ve got to feel we can catch that feeling, and knowing our guys, find different ways to be the best they can.

Whether they bring it out of the other guys, new guys – but they always seem to find something. We’re fortunate.”

Bringing it out of the new guys could be the challenge that proves to be the Hawks’ undoing. Of the 22 players who have participated in this series, eight never have won the Cup and 12 have won once. The diminishing core of three-time winners (Jonathan Toews, Patrick Kane, Duncan Keith, Marian Hossa, Brent Seabrook and Niklas Hjalmarsson) and two-time winners (Corey Crawford, Andrew Shaw, Marcus Kruger and Michal Rozsival) has a bigger leadership role. But it has worked before.

“It’s definitely something that you can sense in the room that they’ve been through it, that they have that confidence about them and they definitely lead by example,” said rookie defenseman Trevor van Riemsdyk, who played in four playoff games last year, all in the Final. “If you just watch them, they’ll definitely lead you in a very good direction.”

Lackey strikes out 11 against old team as Cubs top Cardinals

ST. LOUIS – John Lackey struck out 11 in seven innings of four-hit ball against his former team and had an RBI single, leading the Cubs over the St. Louis Cardinals, 5-0, Monday night.

Jayson Heyward, playing at Busch Stadium for the first time since leaving to sign with the Cubs, was 0 for 4, made two nice catches in right field and was booed throughout.

Dexter Fowler homered for the second time in three days for the Cubs, a major league-best 10-3 and off to their best start since 1970. The Cubs have won 15 of their past 16 regular-season road games, going 6-1 this year.

Angels shut out White Sox

CHICAGO – Hector Santiago watched the Los Angeles Angels knock around Carlos Rodon, and then went to work himself.

Santiago matched a career high with 10 strikeouts over seven innings, and the Angels blanked the White Sox, 7-0, Monday night.

Kole Calhoun, Andrelton Simmons and Geovany Soto hit consecutive RBI singles during a five-run first, matching the Angels’ season high for runs in an entire game. Mike Trout scored on a throwing error by first baseman Jose Abreu, and Johnny Giavotella capped the opening outburst with another RBI single.

Ethiopians complete 1st-ever sweep of Boston Marathon

BOSTON – The Ethiopians ran past the Kenyans on their way to the Boston Marathon finish line Monday and nearly swept them off the victory podium.

Lemi Berhanu Hayle won the 120th edition of the men’s race, and Atsede Baysa overcame a 37-second deficit on the women’s side for Ethiopia’s first-ever sweep of the world’s most prestigious marathon.

Hayle finished in 2 hours, 12 minutes, 45 seconds to beat defending champion Lelisa Desisa by 47 seconds. Yemane Tsegay was an additional 30 seconds back to round out an all-Ethiopian top three.

Appeals court upholds $1B NFL concussion settlement

PHILADELPHIA – A federal appeals court has upheld an estimated $1 billion plan by the NFL to settle thousands of concussion lawsuits filed by former players, potentially ending a troubled chapter in league history.

The decision released Monday comes nearly a year after a district judge approved the revised settlement. If there are no further appeals, former players already diagnosed with brain injuries linked to repeated concussions could begin receiving benefits within three to four months, a plaintiffs’ attorney said.

Cancer not just matter of bad luck Dear Dr. K: A while back, you commented on a study that said getting cancer was mainly caused by bad luck. You said you thought the study was wrong. Then recently, I heard another study agreed with you. Can you explain?

Dear Reader: In April 2015, I responded to a question about a study from a famous cancer researcher. The media had interpreted the study to say getting cancer was just a matter of “bad luck.” In other words, there was not much people could do to protect themselves against getting cancer.

As I read the original study, I thought its main point was to explain why cancer affects certain organs more than other organs. The authors did say certain types of cancer clearly were caused by factors a person could control. For example, not smoking greatly reduces the risk of lung (and several other) cancers. However, the way the study was presented led the media to conclude otherwise.

The paper created a firestorm among cancer researchers. That’s because a lot of time and money is spent on cancer prevention programs. If getting cancer is just a matter of bad luck and can’t be prevented, then why bother trying to prevent it?

As you say, a new paper on this topic has just been published. It argues strongly many cancers are caused by factors in the environment that can be controlled.

The study concludes only a small fraction of cancers are caused by factors such as defective genes (“bad luck”).

Sometimes genes we inherit from our parents cause cancer. An example is the BRCA1 gene that causes some cases of breast cancer and ovarian cancer. Some people have the bad luck to inherit this gene. However, that doesn’t mean there is

ASK DOCTOR K Anthony L. Komaroff nothing a person can do about it. It is possible to test a person to see if they have inherited this gene. If so, the risk of cancer caused by the gene can be greatly reduced by careful monitoring and, if necessary, surgery.

The new paper concludes 70 to 90 percent of cancers are caused by factors in the environment such as tobacco smoke, alcohol and sun exposure. This includes such common cancers as lung, colon, melanoma, stomach and prostate cancers.

It also includes somewhat less common cancers. For example, the paper cites studies finding 75 percent of cases of esophageal cancer are caused by tobacco and excessive intake of alcoholic beverages. It estimates the human papilloma virus causes 90 percent of cases of cervical and anal cancer. It concludes infection of the liver by hepatitis B or hepatitis C viruses causes 80 percent of liver cancer.

By avoiding risk factors, such as smoking and excessive sun exposure, by being tested for cancer-causing infections, such as human papilloma virus, and by getting other cancer-screening tests, you can protect yourself.

As I said in my column last April, we can control our fate, though not completely. That’s true of minimizing our risk of cancer, as well. Cancer is not just a matter of bad luck.

What do I say to people who give me unsolicited parenting advice or scold my daughter in public? I never would interfere with another parent or direct a child who isn’t in my care. What gives these people the right to barge into someone else’s life?

I have been chastised for letting my daughter sit on the floor while waiting in a long line, letting her be more than 4 feet away from me in the aisles and allowing her to speak loudly.

Eugen Rosenstock-Huessy, a German-American social philosopher and historian who died in 1973, said, “Logic protects us against what we say having a double meaning.”

The game of bridge is built on logic. For example, in today’s auction, what does East’s double of three notrump logically mean?

Yes, it must be a penalty double.

But is there anything else?

It asks West to lead the first suit bid by the dummy; here, a spade.

East’s double is speculative, but reasonable. He doesn’t expect the opponents to make an overtrick, and it might need a spade lead to defeat the contract. Which spade should West lead?

South responded with one-notrump forcing, then invited game with two no-trump.

This is one of the situations when the highest spade should be led -here, the nine. To start with the two risks allowing declarer to duck the trick to East and leave him unable to continue the suit profitably.

In this deal from a social game, South can survive if he wins the first trick, but he must read the cards accurately. If he ducks the first trick, which is not so silly, thinking that West might have only two spades, the contract can be defeated. West leads a second spade. Declarer will probably win with dummy’s ace, cross to hand with a club, take two diamond finesses, lead a diamond to the ace, and exit with a heart. East wins, cashes his second high heart, then endplays the dummy with either black suit; say, clubs. The defenders take three spades and two hearts.
