There’s going to be another trial POLL I remember the first letter Jack McCullough wrote to me from prison, not long after he was convicted of kidnapping and murder in 2012.

In the letter, he implored the people of Sycamore to read the 1957 FBI reports of their investigation into Maria Ridulph’s kidnapping, realize the truth, and set him free.

“All I want is a new trial that will allow the truth to be told,” McCullough wrote.

Now, almost five years after he was arrested in Washington in June 2011, McCullough is free, and he probably won’t even have to endure another trial. DeKalb County State’s Attorney Richard Schmack is going to drop the charges, and once he does that – good luck getting anyone to take it up again.

Given what McCullough’s stepdaughter, Janey O’Connor, had to say after the trial, the matter seems certain to end up in court again – although next time, McCullough might not be the defendant.

Some of the key players who have been dragged through the mud the past few weeks seem to be preparing for whatever comes next.

Otherwise, we’d have heard from them by now.

Honestly, with the way they’ve been talked about the past few weeks, it’s probably taken all their restraint not to speak up.

Schmack filed a scathing rebuke of the state’s case against McCullough.

He absolutely shredded this investigation in a way that questioned people’s integrity.

In response ... crickets.

Brion Hanley, whom the department named its 2013 Officer of the Year for his work on the case hasn’t said a word in response to the allegations that he knowingly misled judges and grand jurors.

Sycamore police have said little in defense of their role.

Former DeKalb County State’s Attorney Clay Campbell, whom Schmack defeated in November 2012, hasn’t responded to accusations that he introduced false testimony and hid exculpatory evidence.

Their silence is not from a lack of being asked by reporters from the Daily Chronicle or from national news networks. Their silence is probably not because they are ashamed of themselves, or because they have changed their mind about who kidnapped Maria Ridulph on Dec. 3, 1957.

More likely, it’s because they are getting ready for another trial.

Whether that’s a trial to again decide whether Jack McCullough is guilty, or whether it’s a lawsuit McCullough files – or both – time will tell.

City workers have installed three exit ramps made of rocks to make navigation easier for the turtles and other animals, including ducks.

City spokeswoman Natalie Foster said the plan originally called for one ramp for turtles, then workers realized that wasn’t enough. The small turtle ramps are about 5 feet long and 2 feet wide.

Judge orders McCullough freed, vacates his conviction

ksmith@shawmedia.com SYCAMORE – Jack McCullough walked free Friday for the first time since his 2011 arrest after a DeKalb County judge vacated his murder conviction, and he could be less than a week away from vindication.

McCullough, 76, was released on his own recognizance after Judge William Brady ruled that enough questions had been raised about the case that led to his 2012 conviction to merit a new trial. But a new trial appears unlikely.

McCullough left the DeKalb County Jail at 1 p.m., seated next to an investigator from the DeKalb County Public Defender’s Office in the back seat of a rental car. Hours later, DeKalb County State’s Attorney Richard Schmack said he would ask the judge to dismiss the charges in connection with the 1957 kidnapping and murder of 7-year-old Maria Ridulph, of Sycamore.

“I would expect to file a motion to dismiss on Monday or Tuesday,” Schmack said.

Another hearing in the case has been set for Friday, and if the judge agrees to drop the charges, McCullough would be free to leave Illinois.

McCullough was convicted in 2012, and Illinois’ 2nd District Appellate Court upheld that conviction in a 2015 decision. But FBI investigators’ reports that were excluded from his 2012 trial – and found to have been properly excluded by the appellate judges – proved to be the key to his exoneration.

It was what McCullough had long contended.

There was little new evidence presented Friday to win McCullough his freedom, but Brady decided there were enough questions about how he was prosecuted in 2012 to merit another trial.

A phone record proving conclusively that McCullough – then 18 and known as John Tessier – placed a collect call at 6:57 p.m. from the downtown Rockford post office the night Maria was abducted was not available to the defense at the time and could have helped established an alibi, Brady said. Schmack has said

Brady gave credence in the possibility that McCullough was falsely

identified by Kathy Sigman as the man who gave Maria a piggyback ride before abducting her from near the intersection of Archie Place and Center Cross Street that night. Sigman identified McCullough more than 50 years after the abduction.

The judge also cited allegations that prosecutors at the time made offers to jail inmates in exchange for their testimony as among the unanswered questions that required reopening the case.

“These individual factors may not have raised to the level of reasonable probability of a different [trial] result,” Brady said. “But collectively, when they are agreed to by the state” they do merit vacating McCullough’s conviction.

Somonauk Presbyterian celebrating 170 years

SOMONAUK – When George Beveridge and his family first came to Somonauk from Washington County, New York, there were no roads or towns. Chicago Road was just a trail at the time, surrounded by flat, open land.

Beveridge traveled with a team and wagon, trading cloth from the textile factory he was part owner of for room and board along the journey. When he arrived, he sold the team and the remainder of the cloth for squatter’s rights of 400 acres.

Soon after arriving, he wrote to his family and friends about the land.

Many came to join the Beveridge family, eager to start a new life.

On March 18, 1846, the congregation of the Somonauk United Presbyterian Church met for the first time. The 20 charter members met in George Beveridge’s log cabin home. The congregation began to meet regularly, sometimes in a frame house on the Beveridge property or a schoolhouse half a mile east. Beveridge’s home also served as a stop on the Underground Railroad.

In 1849, the congregation had its first full-time minister, R.W. French.

A church building was constructed in 1853 and dedicated in April 1854. As more families came, a larger church was necessary. An additional acre of land was purchased, and the current church building was constucted in the same spot in 1873 and was dedicated in June 1875. The church, known as “the UP,” is the oldest rural church in DeKalb County.

tours, a quilt display, wedding dresses and pictures of couples married in the church, history and memorabilia, Scottish games, dulcimer and organ music, an anniversary cake and Scottish treats. Many of the events have a Scottish theme to honor the early church members’ Scots-Irish ancestry.

“It’s a celebration of the 170 years that our church has been rejoicing in and witnessing to Christ,” Anne Hoflen, the church’s pastor, said. “The

event is open to the entire community, not just Presbyterians. We’d love to have everybody come and join us.”

When the current church was built in 1873, the 40-by-68-foot structure cost $10,300 to build, with furnishings costing approximately $700. The church was paid for by pledges, through a sale of seats to 86 contributors. When the church was dedicated, more than 200 members were paying dues of $200.

Many items are original to the 1873 church, including the church’s frosted windows, pews, two small tables, one large table and two pulpit chairs.

The church’s original steeple was 125 feet tall, but had to be taken down because of wind damage. A new steeple was built in 1974. A parsonage was built in 1862, and a barn for horses and two buggy sheds were taken down.

“A lot has changed, but a lot has stayed the same,” Hoflen said. “When the church was first built, women were not allowed to be church elders.

Now, we can be pastors. Instrumental music was not allowed, and a tuning fork was used to sound the pitch for hymns. Even though there are some differences, we have the same concerns and topics that they did back then.”

Other changes and additions to the church have been made over the years, thanks to famous members of the congregation. Member John L. Beveridge served as the 17th governor of Illinois from 1873 to 1877. He commissioned French-born architect Alfred H. Piquenard, who designed the Illinois and Iowa state capitols, to design and build the 1873 UP church.

Burton K. Rempfer, 87, of DeKalb, Illinois, died Wednesday, April 13, 2016, with his family by his side, while being cared for at DeKalb County Rehab and Nursing Center.

Born June 6, 1928, in Sublette, Illinois, the son of John E. and Mabel (Gillette) Rempfer, Burt married his true love, Eleanor L. Telford on June 23, 1961. Burt graduated DeKalb High School Class of 1946; was a proud veteran of the U.S. Army, having served during the Korean conflict. He was formerly employed by DeKalb Ag and retired from Northern Illinois University Transportation Department. Burt loved to laugh, sing his favorite tunes, and especially loved his family and friends.

He is survived by his wife, Eleanor; daughters, Janice (Gary) Myelle of Winslow, Judy (Kevin) Barr of Elk Grove Village; three grandchildren, Elizabeth Myelle, Jennifer Shepard, and Alan Myelle.

SYCAMORE - The Jane Fargo Hotel in Sycamore could be changing hands, but owners of the historic downtown building aren’t disclosing details of the transaction until the deal closes.

The hotel is for sale, but the owners don’t want to comment while the deal is pending, a woman who answered the phone at the hotel Thursday told the Daily Chronicle.

Sycamore Mayor Ken Mundy said

he’s optimistic a deal can made.

“We’re very hopeful this pans out,” Mundy said. “It’s really important for our downtown.”

The mayor also declined to provide details about the nature of the transaction or future plans for the buiding before the deal closes, but said the matter could come before the Sycamore City Council as soon as its May 2 meeting.

Some believe the hotel at 355 W. State St., Sycamore, is haunted.

The hotel’s website has been offline since at least Thursday.

DeKALB – The area’s three Road Ranger gas station and convenience stores will soon change over to a new owner’s brand name.

A spokeswoman for GPM Investments, which bought several Rockford-area Road Ranger stores, said that by summer DeKalb locations on Annie Glidden Road, South Fourth Street and Sycamore Road will be rebranded and operate as Fas Mart. All 22 current employees are expected to keep their jobs.

“Our company deals in growth by acquisition,” said Caroline Ward, a spokeswoman for Richmond, Virginia-based GPM Investments. “We do not build stores from the ground up, but instead we look for quality, existing convenience stores in great locations.”

GPM Investments bought a total of

42 Road Ranger stores in the region, including the ones in DeKalb, in a deal that was finalized in 2015. The terms of the sale have not been disclosed.

Ward said that the DeKalb stores would remain open during the branding transitions. Customers can expect to see new signage inside and outside the stores, she said.

Some changes already have been implemented, Ward said, including a fuel discount program that offers consumers savings on gas when they initially join. Also, Fas Mart will offer a special coffee and fountain beverage program, Ward said.

GPM Investments currently operates 500 stores on the East Coast, some under the brand names Fas Mart and Shore Stop, and the purchase of the Road Rangers furthers the privately held company’s reach into the Midwest.

Ridulph on Thursday asked for a continuance on his request, since he was only able to hire a lawyer this week and his attorney was not available to appear in court Friday, court records show. Brady agreed to continue Ridulph’s motion for a special prosecutor until next Friday, when his attorney can be present.

“I have said on more than just a few occasions that I would give anybody a brief continuance to be represented by counsel, and it applies in this case as well,” Brady said.

The only thing keeping McCullough in any jeopardy was Brady’s refusal Friday to declare him innocent, since he did not think prosecutors had purposely concealed the truth, as Schmack has said in court filing.

“I know both attorneys, and I’ve known them well, and it is not my belief there are ill motives,” Brady said. “... I cannot accept the invitation to what I believe would be ignoring the law of this case and ignoring the law of Illinois and enter an order of actual innocence.”

McCullough was convicted of murder and sentenced to life in prison in 2012, and his murder conviction was upheld by the 2nd District Appellate Court in 2015.

On Friday, however, he was at least partially vindicated.

“Mr. McCullough very much appreciates what was a thoughtful ruling by the court in granting his petition,” his attorney, Gabriel Fuentes,

said. “He appreciates the courage and independence of the prosecutor who worked to bring the truth forward.

This was a very positive day for him.”

‘Wherever Jack wants to go’

With reporters closing in Friday afternoon, O’Connor hit the gas in a white Nissan. McCullough was in the back seat, sitting next to DeKalb County Public Defender Investigator

Crystal Harrolle, who heavily researched his case. In the passenger seat was O’Connor’s cousin, Jenn Houton.

“I will have possession of him and that’s really [where] I’m at right now,” O’Connor said. “And wherever Jack wants to go after that within the state of Illinois, I will take him.”

On the courthouse lawn after the hearing, O’Connor was furious with Brion Hanley, the Illinois State Police’s lead investigator on the case, and former DeKalb County State’s Attorney Clay Campbell, who prosecuted McCullough twice in 2012 (he was acquitted of a rape charge in April 2012). Throughout the trial, they behaved “criminally and immorally,” O’Connor said.

Now, she wants to see them punished.

“We have a problem in our country when people in a position of power or authority break the law for their own personal gain and go unpunished,” O’Connor said. “The Seattle police and those involved in Sycamore did not even bother to hide their immoral behavior, and why should they when they know they will not be held accountable?”

She is holding on to the hope that one day, Ridulph will stand beside her, equally as angry with McCullough’s conviction.

“They preyed on his family tragedy for their personal gain. They used his suffering and his pain to further their own agenda.”

Ridulph was not available to comment Friday. His family hoped a January hearing would be the last time they traveled to the courthouse to listen to McCullough’s pleadings.

“You can’t pick and choose what you want,” Ridulph said at the time.

“And all of the evidence, when you put it all together, leaves no doubt of his guilt, and we’re confident the system will prove that to be true,” he said at the time.

Law enforcement responds

Many connected with the investigation, including Hanley and Campbell, have had nothing to say since Schmack filed a scathing rebuke of their work March 24.

But Seattle cold case detective Mike Ciesynski, reached Friday by phone, said he remains convinced of McCullough’s guilt.

Ciesynski had McCullough in custody on a flight from Seattle to Chicago in 2011, and said McCullough didn’t show a shred of fear about the charges

“He looks at me and said, ‘Remember, I only need one juror,’ and he kind of smiled. That’s how confident he was,” Ciesynski said. “It looks like he never got that one juror, but he got one other person to get him off.”

Hanley was named Illinois State Police Investigator of the Year in 2013 for his work on the McCullough case.

In a March 24 filing, Schmack took Hanley and the Illinois State Police to task for their handling of the case, and said they “knew, or should have

known, that [McCullough] could not have been involved in Maria Ridulph’s murder.”

Schmack also concluded that Campbell had ignored exculpatory evidence and introduced false testimony at trial.

But Ciesynski, who was there for both McCullough’s arrest and trial, remembers nothing other than a spotless prosecution and investigation.

“The Illinois State Police and DeKalb State’s Attorney’s Office did a great job. They really, really did,” he said. “So now, I really believe this is a travesty. There’s no doubt in my mind that he committed this crime.”

Schmack has said his office isn’t likely to further pursue the case, and suspect the person responsible for killing Maria’s could be dead – or in prison for another crime. But local police aren’t ready to quit investigating, Sycamore Police Chief Glenn Theriault said.

“I’ll be looking forward to meeting with State’s Attorney Schmack to see how he suggests we proceed with, what according to him, is an open homicide case in our community,” Theriault, who took over as chief after McCullough’s conviction, said.

“That’s something that clearly has to be solved. “ ... There’s no such thing as too cold. It’s the homicide of a young girl.

I can’t imagine anyone would call that too cold or not worth investigating.”

The Associated Press CHICAGO – The sheriff who oversees one of the nation’s most crowded jails voluntarily released video Friday that shows half a dozen incidents of excessive force by deputies at the Cook County Jail in Chicago, and he said the public has a right to see it.

The videos show violent encounters between jailers and inmates, including one in which an inmate is dragged through hallways by several officers, thrown into a cell and left with blood spattered on his shirt. Another shows two officers pushing a detainee to the ground, with one of the jailers kicking him in the shoulders or face. Thirteen officers were fired or otherwise disciplined because of the incidents.

WASHINGTON – Illinois has certified the results of its March 15 presidential primaries, and candidates in both parties picked up a few delegates.

The contours of both races, however, are unchanged. Hillary Clinton still has a big lead in the Democratic race, and Donald Trump still is leading among Republicans.

Democrat Bernie Sanders picked up four delegates, and Clinton added three.

Clinton has 1,292 delegates and Sanders has 1,042, based on primaries and caucuses.

Including superdelegates, Clinton’s lead is even bigger – 1,761 to 1,073.

It takes 2,383 delegates to win the Democratic nomination.

Hastert judge won’t consider support letters unless public

CHICAGO – The judge in Dennis Hastert’s hush-money case said that if the former U.S. House speaker wants letters of support considered during his sentencing, they must be made public.

Hastert is to be sentenced April 27 after pleading guilty last year to breaking federal banking laws.

Prosecutors said Hastert sought to pay $3.5 million to a man to keep him from divulging sexual abuse that occurred while Hastert taught high school and coached wrestling from 1965 to 1981 in Yorkville.

After first telling the FBI he withdrew large sums of money because he didn’t trust banks, Hastert later told investigators he was the target of a bogus

The video, recorded by Zuniga’s supervising officer, shows the inmate’s upper body jerking back. The audio picks up what sounds like the detainee grunting in pain. It also includes audio of one of the officers warning others that the camera is recording.

As the officers shut the cell door, the detainee stands up with blood soaking his shirt. His face was blurred to protect his identity, but the Merit Board said his nose and mouth also were covered in blood.

Zuniga, who denied kicking the detainee, was fired. His direct supervisor, Sgt. James Elwood, was suspended without pay for 120 days for failing to report the excessive force, not immediately activating the camera and occasionally obstructing the view by covering the lens with his finger.

U of I student panel wants to consider new mascot

URBANA – Nine years after the University of Illinois retired Chief Illiniwek, a student committee is recommending that the school consider a replacement.

The Ad Hoc Committee on the Exploration of a University Mascot recommended that administrators create a process to potentially pick a mascot.

University spokeswoman Robin Kaler told The News-Gazette that interim Chancellor Barbara Wilson plans to meet with students to discuss the report.

The Student Senate already has endorsed the idea.

The university stopped using Chief Illiniwek in 2007 under pressure from the NCAA. The committee said a new mascot could give the school something to rally around, and the idea appears to be supported by at least a small majority of students. The committee found that most alumni, however, are opposed to the idea.

CHICAGO – Prosecutors are challenging a request by a white Chicago police officer to be allowed to skip routine hearings in a murder case in which he’s charged with killing a black teenager.

Lawyers for Jason Van Dyke asked a judge last month to waive his presence in court, saying prior appearances resulted in threats of violence against him.

Van Dyke is accused of shooting 17-year-old Laquan McDonald 16 times in 2014. The shooting has prompted a federal investigation of the Chicago Police Department. A task force appointed by Mayor Rahm Emanuel has recommended wholesale reforms of the department.

Cook County prosecutors said that although verbal threats and taunts may make Van Dyke uncomfortable, “mere words do not jeopardize [the] defendant’s personal safety.”

No protesters were present at Van Dyke’s court appearance last month.

Michigan urges toughest lead rules in U.S. after Flint crisis DAVID EGGERT

The Associated Press LANSING, Mich. – Michigan would have the toughest lead testing rules in the nation and require the replacement of all underground lead service pipes in the state under a sweeping plan that Gov. Rick Snyder and a team of water experts unveiled Friday in the wake of Flint’s water crisis.

Other proposals include requiring utilities to test all schools, day care centers, nursing homes and similar facilities – not just some people’s houses – and the mandatory disclosure of lead plumbing in home sales and rental contracts.

The plan was given to The Associated Press before it was presented to a committee that Snyder appointed to work on long-term fixes related to Flint’s lead-tainted water crisis. It is unclear how much the proposal will cost, and the policy workgroup purposely did not take funding into account.

The GOP governor said at Friday’s meeting in Flint that he wants a “marker in the ground,” and he expects the plan to generate legislative

debate and a better accounting of cost considerations.

Under U.S. Environmental Protection Agency rules, water systems across the country must take steps to control corrosion if lead concentrations exceed 15 parts per billion in more than 10 percent of customer taps sampled. Michigan would move by 2020 to a limit of 10 parts per billion – in line with the World Health Organization’s standard.

The federal lead standard is “dumb and dangerous,” Snyder said. The governor, who has apologized for his administration’s failures in the Flint disaster, noted that the EPA will not propose revisions until 2017, saying: “Let’s set a higher standard faster.”

The impoverished city of nearly 100,000 residents is under a monthslong state of emergency. Residents are urged to use faucet filters or bottled water until damaged pipes are effectively recoated with anti-corrosion chemicals that were not used for 18 months after Flint temporarily switched water sources to the local river in 2014 while under state financial management.

Dangerously high levels of the metal were detected in

the blood of some residents, including children, for whom it can cause lower IQs and behavioral problems.

“We gathered the right group of experts to come up with a solution that we need for Michigan but that can be translated nationwide,” said Mike Zimmer, Snyder’s cabinet director and a panel member who helped devise the proposed changes with a group that includes water experts such as Virginia Tech professor Marc Edwards.

Michigan is estimated to have 460,000 lead lines running from water mains to homes and buildings in older neighborhoods, third-most in the U.S. behind only Illinois (730,000) and Ohio (650,000), according to the American Water Works Association.

Zimmer cited a recent AP analysis of EPA data that found that nearly 1,400 water systems serving 3.6 million Americans exceeded the federal lead standard at least once from January 2013 through September 2015. Just a fraction of schools and day care centers nationwide are required to check for lead because most receive their water from municipal systems that test at other locations.

ABOARD THE USS JOHN C. STENNIS – For the second time in five months, Defense Secretary Ash Carter landed aboard a U.S. aircraft carrier in the bitterly contested South China Sea, sending a deliberate message to China on American power in the region.

With a key Asia Pacific ally at his side, Carter’s visit aboard the USS John C. Stennis underscores persistent complaints from the U.S. and its allies in the region about China’s military build-up in the South China Sea. Beijing has been creating man-made islands, and equipping many with runways, fighter aircraft and other weapons.

Carter stood alongside Philippine Defense Secretary Voltaire Gazmin as they watched U.S. Navy fighter jets launch into the vivid blue skies, about 70 nautical miles west of the island of Luzon.

Later in the massive gray ship’s hangar bay, Carter said his message in making the trip is that the United States “intends to continue to play a role in keeping peace and stability in this region.”

He said the only reason America’s presence in the region comes up as an is-

sue is because of China’s behavior over the last year – and “that’s a question of Chinese behavior.”

“What’s new is not an American carrier in this region. What’s new is the context of tension which exists, which we want to reduce,” he said.

Rear Adm. Ronald Boxall, the commander of Carrier Strike Group 3, told reporters that the Stennis and the ships in the carrier’s strike group “regularly have a (Chinese) ship or two operating with us or near us.”

So far, he said, the Chinese vessels have been operating very professionally. “We’ve been very pleased with the interactions we’ve had,” he said. “They are operating where they think they should, we’re operating where we think we should. They generally have professional discussions over the bridge about where we are.”

Under a blazing sun, as the heat index pushed past 100 degrees, Carter landed on the Stennis in a Marine V-22 Osprey.

He spent about two hours on the ship, watching a number of fighters shoot into the sky off the flight deck., do circles around the Stennis and then land again, roaring to a stop as their tailhook caught the arresting wire.

Thumbs-up to TV broadcasters from Sycamore Thumbs-up: To budding broadcasters at Sycamore High School. Next week, four top contributors to the school’s Spartan TV broadcast club will travel to Springfield to produce a promotional video for its Leadership and Skills Conference.

Club members produced a video of the Illinois High School Association’s leadership conference last fall and seem to be gaining broader recognition in the state, Principal Tim Carlson said. We hope that the students enjoy their upcoming experience and who knows – maybe we’ll see them on the 10 o’clock news some day.

Thumbs-up: To a new use for a DeKalb commercial property.

A franchisee has plans to open a Rosati’s Pizza restaurant at 930 Pappas Drive, Unit A, the space that had been occupied by Rosy’s Roadhouse and before that, Starbusters. The prospective owner has some work to do before she can open the doors on the operation, but we hope the remaining hurdles will be cleared quickly. The property has been empty since Rosy’s closed last year, and it’s a high traffic area that should have a profitable business.

Thumbs-up: To raising public awareness – and cash – to help homeless veterans. That’s what members of the Northern Illinois University Veterans Association were doing Wednesday and Thursday when they camped out on the commons outside the Holmes Student Center. Homelessness among veterans is a cause many of us don’t think about, but who wouldn’t agree that those who have served our country in its armed forces should have a place to live when they leave the service.

Thumbs-down: To electronic government snooping. This week, Microsoft Corp. filed suit against the federal government over authorities’ requests to look through users’ email or online files without their knowledge. Law enforcement officials want freedom to view a treasure trove of information – including emails, photos and financial records – that customers are storing on electronic gadgets and in so-called “cloud” computing centers, in some cases prohibiting the company from notifying the customer. We want law enforcement to be free to catch bad guys, but they shouldn’t expect to hunt through people’s digital property without their knowledge.

Thumbs-up: To Cook County Sheriff Tom Dart, who Friday released video records of six cases where deputies at the Cook County jail had been found to have used excessive force against inmates. In releasing the videos, Dart said the public has a right to see them. We always commend public officials who acknowledge the public’s right to know, even in cases where the information is not flattering.

Thumbs-up: To college students helping out in the community. Today is the 10th year for NIU Cares Day, where hundreds of Northern Illinois University students volunteer to help local nonprofit organizations with whatever projects they need to be done. In past years, students have spent the day planting, painting, cleaning, sorting and assisting with events. It’s great to see NIU students giving back to the community.

Ryan’s out as choice for president

So House Speaker Paul Ryan is officially out of the White Knight lineup.

The speaker categorically ruled himself out of contention for the 2016 Republican presidential nomination this week, leaving no wiggle room – even in the hearts and minds of the most ardent fans who had hoped he would somehow be the man to unite a fractured party. And, more to the point, that he would be the kind of smart, respected and likeable candidate who actually could win a general election.

Ryan’s latest comments came on the same day an Associated Press-GfK poll showed most voters less than thrilled with their current choices. Among all registered voters, 63 percent said they would not vote for Republican front runner Donald Trump, and half said the same about Democrat Hillary Clinton.

AP accurately characterized voter attitudes as rather “meh.”

As the probability has grown of a contested GOP convention and as party insiders have grown increasingly worried about los-

ing congressional seats, the need for a Plan B became obvious. Ryan, who has his hands full with a House membership almost as fractious as the rest of the party, has engaged in his own high-profile above-the-fray battle plan.

In a speech last month to House interns he said, “Politics can be a battle of ideas, not insults. It can be about solutions. It can be about making a difference. It can be about always striving to do better.”

It was a speech many interpreted as the start of a campaign.

Yesterday Ryan said, “I want to put this to rest once and for all. ... I do not want nor will I accept the nomination of our party. ... Count me out.”

Then he added, “I simply believe that if you want to be the nominee – to be the president – you should actually run for it.”

Many GOP hearts are heavy today. But Ryan’s job will be preserving his party’s House majority – a job made infinitely more difficult by turmoil at the top of the ticket.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

VIEWS Austin Berg Jersey as the state with the highest property taxes. Many homeowners in Illinois are now paying twice for their houses over their lifetimes – once to the bank, and once to the government through property taxes.

A look into the nature of local spending in Illinois reveals big opportunities for sorely needed property-tax savings through government consolidation, and also shows the high costs shouldered by Illinoisans due to decades of political inaction.

But the drama over a few miles of Naperville pavement illustrates how the road to consolidation is often littered with obstacles.

One bipartisan bill being considered in Springfield would help smooth the consolidation process for many local governments. House Bill 4501 would allow county boards to dissolve certain units of local government via ordinance, a power already enjoyed

by DuPage County.

While this is a step in the right direction, local governments will need more than the powers granted by HB 4501 to tackle major cost drivers to prevent property-tax bills from growing even higher.

For example, prime candidates for consolidation are Illinois’ 859 local school districts, which consume nearly two-thirds of the $27 billion in local property taxes collected across the state each year. According to data from the Illinois State Board of Education, a quarter of Illinois school districts serve only a single school, a third serve fewer than 600 students, and more than 40 percent serve only one or two schools.

Forthcoming research from the Illinois Policy Institute shows that reducing the number of school districts by half could lead to annual operating savings of $130 million to $170 million and could conservatively save the state $3 billion to $4 billion in pension costs over the next 30 years. In terms of the number of school districts per student, the move would put Illinois between California and Texas.

Beyond consolidating small school districts, many larger communities would be well-served by merging elementary school districts with high school districts.

The Homewood-Flossmoor area is home to two K-8 school districts and a high school district, an inefficient setup mirrored across the state. Instead of having a single “unit” school district that covers all schools in the area, taxpayers shoulder the burden of three separate administrative staffs, which contain duplicative and

overlapping positions.

The base salaries of all three districts’ staffs cost Homewood-Flossmoor-area taxpayers nearly $5 million a year. By consolidating those three staffs into one, Homewood-Flossmoor could save local taxpayers millions of dollars annually. Consolidating the three superintendent positions into one would alone save $500,000 each year.

Consolidation focused on cutting unnecessary costs from school-district administration – and not on equalizing salary contracts or funding new facilities, as has plagued similar efforts in the past – is a fair and necessary step in communities across Illinois.

The same goes for road districts, mosquito-abatement districts, park districts, library districts and more.

But as long as state and local politicians fail to trim Illinois’ glut of government units, taxpayers will continue to be crushed under the weight of ever-higher costs. Transparency, accountability and fiscal responsibility all depend on consolidation in Illinois.

Megyn Kelly is winning the 2016 election season

Donald Trump is accidentally turning Megyn Kelly into a superstar.

There’s just no other way to interpret the result of his relentless and personal attacks on the Fox News Channel anchor.

A report that Kelly had been spotted entering Trump Tower in New York on Wednesday for a private meeting with the Republican presidential front-runner lit up the Internet like a celebrity sighting. And, in a way, that’s what it was. “Journalist meets with person she covers” wouldn’t normally be much of a headline. But, of course, this was not your normal sit-down.

It appeared that Kelly wanted to keep the visit quiet. But once word got out, Fox News used it to hype Wednesday’s episode of “The Kelly File.”

It turned out that Kelly didn’t have much to reveal. She confirmed

that she had requested the meeting and that the hour-long session included discussion of a future interview.

“I hope we will have news to announce on Megyn that soon,” Kelly told Kelly viewers.

If Trump ultimately agrees, the interview will be the most anticipated – and likely the most watched – of the campaign. It will be a huge win for Kelly.

But even if Trump declines, the level of interest that the mere prospect of an interview has generated demonstrates that Kelly now commands the spotlight like few others in the news business.

She was hardly anonymous before her now-infamous clash with the billionaire real estate mogul at a debate last August. Kelly had been featured in GQ, appeared on the cover of Variety, and already claimed some of the best ratings in cable news. But the bar-

rage of insults that followed a tough question about Trump’s temperament created the conditions for Kelly to show poise and professionalism when all eyes were on her.

It’s actually quite common for journalists to burnish their reputations in adverse situations. For example, Pulitzer Prize winners often earn their awards by being thrust into disastrous circumstances (wars, bombings, shootings) and rising to the occasion.

Kelly’s challenge in dealing with Trump’s vitriol isn’t life-and-death serious, of course, but the point is that good journalists frequently receive their greatest recognition when forced to handle something they would rather not.

Now, thanks to Trump, Kelly is not only the strong interviewer she was before but also a symbol of how to stand up to him without resorting to his crass tactics. She is, in other words, what Trump’s GOP opponents are not.

And she seems to realize that the status she has achieved in this election makes her very valuable. In a more recent interview with Variety, Kelly was noncommittal about her future at Fox News. With a contract that expires after the election, “I have to keep my options open,” she said.

“Never say never,” Kelly added. “I don’t know what’s going to happen.

I’ve had a great 12 years here, and I really like working for Roger Ailes.

I really like my show, and I love my team. But you know, there’s a lot of brain damage that comes from the job.”

You can bet that plenty of media companies would be happy to add Kelly – brain damage and all – after Election Day. And Trump, hard as he tries to do the opposite, is helping drive up Kelly’s stock.

Illinois has nearly 7,000 units of local government. That’s the highest count of any state in the nation, and the runner-up is not even close.

One of those units of government is the Naperville Township Road District, where seven employees maintain less than 20 miles of road at a cost of $116,000 per mile. City officials have said they could maintain the same distance at half the cost, and have moved to take over the road district’s duties on behalf of local taxpayers.

But the final decision on whether to outsource maintenance of those roads to the city rests with Naperville Township Road Commissioner Stan Wojtasiak, who has put local taxpayers on the hook for thousands of dollars in meals and treats, including alcohol, over the course of his tenure, according to the Naperville Sun. Wojtasiak said he spent the money to boost staff morale, and has yet to announce his decision regarding consolidation.

The Naperville case is emblematic of a statewide problem in Illinois: Having thousands of local governments poses serious problems when it comes to oversight and efficiency.

The result of the status quo? Illinois property taxes are the third-highest in the nation, according to the Tax Foundation, which also predicts Illinois soon will overtake New

Unbeknownst to Carey at the time, recent events might force NIU to cancel plans for any future camps in Chicago.

A proposal by the Division I Council was passed that banned satellite camps – which are camps put on by D-I football programs for high school recruits that take place away from the university’s campus. The NCAA Board of Directors will vote to finalize this decision April 28.

If a ban is approved, it would mean NIU could only host camps in DeKalb.

The Huskies have a camp for high school recruits planned for June 5 at Gately Stadium.

“I think this will be something that is challenging for programs like NIU – I can just speak from NIU’s perspective,” athletic director Sean Frazier said. “I think the coaches will see that.

It’s a shame that we have to legislate and we have to do these things to keep the balance of powers, and I think that’s what happened with that vote.”

The University of Michigan recently drew ire from other programs after hosting camps in the South before the proposed ban was accepted.

Of the 10 conference representatives who voted on the proposal, the Big Ten, Mid-American Conference, American Athletic Conference and Conference USA were those that voted against the ban, according to ESPN’s Brett McMurphy.

NIU has 36 players from the Chicago area on its 2016 spring roster, and Frazier has tried fervently to continue to increase the Huskies’ profile in the third-largest market in the country.

sports@daily-chronicle.com DeKALB – Yorkville’s four-run seventh-inning rally made things interesting against DeKalb, but the Foxes were unable to complete the comeback – falling to the Barbs, 12-9, Friday.

DeKalb (5-5, 2-1 Northern Illinois Big 12 East) held a 12-5 lead over Yorkville (7-7, 1-2 NI Big 12 East) heading into the top of the seventh before six batters reached base to give the Foxes four runs. Their comeback was cut short when relief pitcher Michael Pollack struck out Lucas Farren to record the last out. Yorkville’s leading batter was Mark Sommers, who went 2 for 5 with two RBIs. The rubber-match win gives DeKalb two wins in a row after suffering a 17-3 loss in the opening game of the series Monday.

“I think our team’s response is huge,” DeKalb coach Justin Keck said.

DeKALB – The game Friday between the Sycamore and DeKalb softball teams resumed with the Barbs ahead 3-1, and ended 3-1.

In fact, the only main differences between when the game was suspended April 5 after three innings and its completion was it was about 35 degrees warmer, and Morgan Newport added eight more strikeouts.

The DeKalb hurler bounced back from her and the Barbs’ first loss of the year Thursday. She finished the game allowing one earned run, two hits and 12 strikeouts. On Friday, she allowed one hit and battled through four walks.

Foulk walked three times in the game, while Aase and Gordon had the two Sycamore hits. Taylor had two hits for the Barbs.

Defensive woes cost NIU in 7th

Errors by Huskies lead to winning runs for Broncos

sports@daily-chronicle.com DeKALB – The Northern Illinois softball team dropped a heartbreaker to Western Michigan on Friday at Mary M. Bell Field, losing 4-3 after giving up two runs because of errors in the top of the seventh inning.

The Huskies (27-12, 8-4 Mid-American Conference) were up 3-2 late in the game when the Broncos (17-18, 8-3)

rallied to take the lead in their half of the seventh on errors committed by shortstop Kali Kossakowski and second baseman Bekah Harnish.

The errors came on the same play with two outs and runners on first and second base. The initial fielding error allowed Ivy Schaff to score from second base. Harnish tried to cut down Schaff at the plate, but the throw was wild, allowing Melissa Palmer to score from first.

Huskies reliever Tara Thacker, who took the loss, induced the final out of the inning to stop the bleeding.

Down, but not out, the Huskies came to bat in the seventh but couldn’t score.

“I told my hitters to stay patient and to take a breath,” Huskies coach Christina Sutcliffe said. “When you’re down late, you have to focus on hitting

the ball hard. We had three quality atbats and saw a lot of pitches. Unfortunately, we weren’t able to find the hole.”

Alex Frenz started for the Huskies.

Frenz was strong in the early going, changing speeds with control and movement. Frenz pitched six innings, allowing seven hits, a walk and two earned runs while striking out nine.

“I felt good throwing the off-speed stuff in warmups,” Frenz said. “I think later on in the game, they just got familiar and adjusted to what we were doing, and I ended up giving up a couple of runs in the sixth because of it.”

Frenz gave up a laser beam of a tworun homer, off the left-field scoreboard to Broncos designated hitter Abby Stoner in the sixth inning, cutting the

Huskies’ lead to 3-2. After allowing a double to right fielder Erin Binkowski, Frenz slammed the door shut on catcher Gabby Schefka.

“We believe in our pitchers,” Sutcliffe said. “The plan was to let [Frenz] go into the seventh until she allowed a runner, and that’s what we did.”

The Huskies had eight hits and three walks. Jessica Rio was 2 for 3 with a pair of singles, a walk, an RBI and a run scored.

“I was just looking at everything on a situational basis,” Rio said. “I felt like I was seeing the ball out of the pitcher’s hand well today and I was pretty much following what Kali (Kossakowski) was doing before me.”

The Huskies will play Western Michigan in a doubleheader today.

First pitch will be at 1 p.m.

Not only will the Huskies practice at Gately Stadium, Frazier helped engineer the Chi-Town Showdown, in which NIU will take on Toledo in November in the first college football game played at U.S. Cellular Field. Frazier said he’s heard mostly positive feedback on the decision, which he called a “no-brainer.”

NIU, which said it hopes to open a college of business and an alumni a ssociation building in Chicago, had been struggling to draw attendance during football games – particularly the weeknight games late in the season – and Frazier is trying to make the football program a bigger part of the public consciousness in Chicago.

There are plans for golf outings and meet-andgreets in Chicago, including the Huskie Summer Circuit, in which the NIU coaches will tour the surrounding cities in June.

Although professional sports tend to dominate the conversation in Chicago – one of only three cities in the country with at least five major league sports teams – Frazier said he understood it’s a battle to build a college sports fan base in the city.

“Looking at the college space as it relates to a protown market – and Chicago is a pro town – you have to constantly fight for your slice and your space,” said Frazier, who has experience in both professional and collegiate markets having grown up in New York City and attended the University of Alabama in Tuscaloosa.

Frazier said Carey and his staff decided to practice at Gately Stadium, although he happily approved of the idea.

“It fits into what we’re trying to do,” he said, “which is be all things to all people.”

Tony Brandner singled up the right side in the top of the ninth inning, scoring Brandon Mallder and Brian Sisler to give the Northern Illinois baseball team its first lead in a 5-2 win Friday.

The Huskies (11-22) scored all five runs in their final at-bat against Western Michigan (8-22). William Anderson (4-2) pitched eight innings for the win, allowing six hits. Ryne Blanton pitched the ninth for his sixth save.

“This team never gives up and has a ton of heart,” NIU coach Mike Kunigonis said. “Great grind-out win. We received clutch hitting when we needed it again, and scoring five in the ninth is a testament to that. Will didn’t have his best stuff today but scrambled all game and battled to keep us in it. He has shown maturity beyond his years all season long, and Blanton was fantastic again for his sixth save.

“Western Michigan is a good team and has a ton of talent. We need to continue to battle, be ready to play tomorrow and be ready to win a series.”

Sisler and Mallder each had two hits.

Kaneland offense struggles in loss: The Knights managed four hits in an 8-1 loss at home to St. Charles East.

ST. LOUIS – Andrew Shaw stuffed home a rebound on a power play with 4:19 remaining, minutes after the Blackhawks won a coach’s challenge to negate a goal, and the defending Stanley Cup champions pulled even with the St. Louis Blues in their first-round series with a 3-2 victory Friday night.

Corey Crawford had a strong game in net, and Duncan Keith also scored for the Hawks in his first game back from a six-game suspension. Keith assisted on rookie Artemi Panarin’s clinching empty-net goal with 1:34 to go, and Patrick Kane also had two assists.

The series shifts to the United Center with Game 3 on Sunday.

Vladimir Tarasenko started the scoring for St. Louis and nearly had the go-ahead goal at 12:14 of the third. After a lengthy replay, it was determined Jori Lehtera had been offside by inches.

‘Detox’ diet not proven effective Dear Dr K: Friends are urging me to join them in a “detox” diet. Is there any value to it?

Dear Reader: At first, the idea seems appealing. Our bodies do produce plenty of chemicals that can become toxic to our tissues.

We also absorb some potentially toxic substances from the environment. Surely, in the post-industrial age we have added many chemicals into our environment – chemicals that none of our species, going back 40,000 years, had ever been exposed to. So a program that promises to rid our bodies of toxins has appeal.

Quite a number of my patients have tried various detox diets. One of the more popular ones is the “master cleanse.” For days, you consume only a concoction made of spring water, organic maple syrup, freshly squeezed organic lemon juice and a pinch of cayenne pepper. Not all detox diets are that extreme, but many do require at least 24 hours of a strict liquid diet.

Proponents of detox programs claim the buildup of toxins in our bodies decreases immunity, leads to chronic disease, decreases energy and slows metabolism. That surely is true for the natural waste products that our bodies produce. But our bodies have plenty of their own natural detoxification systems. The liver, kidneys and lungs all function, in part, to get rid of certain toxins.

Do we need detox programs in addition to our natural detox systems? Indeed, do any of these programs work? I’m not aware of any evidence that detox diets actually remove toxins from our bodies, prevent chronic disease or improve overall health.

What’s more, detox diets can be expensive and can cause unpleasant side effects, such as decreased energy, lightheadedness, headaches and nausea.

ASK DOCTOR K Anthony L. Komaroff cially are good at supporting our natural detoxification system. At the top of the list are cruciferous vegetables, such as broccoli, cabbage, watercress and Brussels sprouts. Other foods on the list include garlic, leeks and onions, turmeric and citrus peel.

If you’re in good health, a brief detox diet probably won’t hurt. But avoid one completely if you are nursing or pregnant, young, elderly or have a medical condition.

I support my body’s natural detoxification system by eating a well-balanced, plant-rich diet that includes plenty of detox-supporting foods. After all, why drink broccoli when you can just eat it?

Whenever I am skeptical about a non-traditional treatment such as putative detox programs, I worry some readers will conclude I’m just a traditional doctor who won’t entertain new ideas. But regular readers will know I’m open to non-traditional treatments that have been studied scientifically and found to be valuable – such as tai chi for fibromyalgia. I’ve even had kind words for non-traditional treatments that haven’t been studied fully but appear to have no adverse effects. Acupressure for the nausea caused by chemotherapy is one example.

I’m open-minded, yet skeptical, about any proposed treatment – mainstream or non-traditional – until it’s been shown to be of value in scientific studies.

grandson “Kyle” is in his early 20s, 6 foot 1 and weighs about 230.

His sister is a very sweet 15-year-old and a devoted churchgoer.

At a recent family get-together, they were goofing around and he got her down on the floor on her stomach, sat on her knees to hold her down and proceeded to reach his hand into her trousers to jerk her panties up and out of her pants. He then pulled her pants down almost to the bottom of her buttocks and spanked her.

The whole time, I was trying to get Kyle to stop acting so disrespectfully to his sister, but he ignored me. This happened in front of several people, including my husband, a male cousin in his 40s and the kids’ great-aunt. I was shocked and I’m still angry. Kyle’s aunt agrees with me and wonders whether molestation is involved.

Is this normal behavior between brothers and sisters? Are we old-fashioned? Are we overreacting? – Shocked In The South Dear Shocked: While I don’t think what happened was molestation, Kyle’s behavior was extremely inappropriate. I only can guess how humiliated that poor girl was. I can’t imagine why anyone would allow it to happen without putting a stop to it.

Kyle is an adult, even though he acts like a 13-year-old. What he did amounted to an assault of a minor, which at his age could land him in the pokey, and he needs to be “reminded” of that fact.

Dear Abby: My boyfriend, “Joe,” has what I refer to as “pedestrian rage.” Neither of us drives, so we use mass transit or walk everywhere.

We live in a large city, and drivers not always are careful about pedestrians in parking lots, crosswalks, etc., making it doubly important to protect one’s own safety when on foot.

I feel Joe compromises our safety by being confrontational with motorists who fail his exacting standards. He curses loudly, strikes vehicles with his hand or stops and glares at drivers who anger him. I have asked him not to engage with these drivers for fear of retaliation.

The other day a man drove into the crosswalk when we were crossing on the green light. We weren’t close to that section of the crosswalk yet, but Joe smacked the man’s car as we crossed behind it. The man, who was very large and very angry, pulled over, jumped out and threatened to beat Joe up for touching his car. I pulled Joe down the sidewalk as he yelled at the driver.

I am at my wit’s end. I’m afraid to go anywhere with him because he just doesn’t get it.

I no longer feel safe with him. His behavior is ruining our relationship. Do you have any suggestions? – Crosswalk Rage Dear Crosswalk Rage: I sure do. South seems to have two unavoidable losers: one spade and one diamond. But he might get lucky in two ways. He wins with dummy’s club queen and calls for the spade jack.

Maybe East will cover from queen- or king-doubleton. He shouldn’t, but it cannot hurt to try.

Assuming East plays low under the spade jack, declarer wins with his ace, then cashes the heart, club and diamond winners. Finally, he exits with a trump. Here, West takes the trick and must lead a heart or a club, which South ruffs in the dummy while he sluffs the last diamond from his hand. It is called a partial elimination.
