A fitting proclamation

State Rep. Bob Pritchard read the following State of Illinois Proclamation on Saturday during the gathering marking one year since Fairdale was struck by an EF4 tornado: WHEREAS, The State of Illinois is pleased to recognize and celebrate outstanding leadership in the lives of our citizens; and WHEREAS, It has come to our attention that Bill Nicklas, retired vice-president of Northern Illinois University, stepped forward and took control after the devastation and destruction caused by the EF4 tornado on April 9, 2015 in Fairdale, Illinois; and WHEREAS, Bill has been at the center of efforts to help the residents rebuild and recover their homes and lives; dealing with the many logistical and regulatory struggles and special rezoning; and WHEREAS, The EF4 tornado that hit Fairdale has been described as the area’s greatest natural disaster in generations; two women were killed, 21 homes were obliterated and 30-plus other homes suffered varying degrees of damage. Nearly a total of 70 buildings were destroyed. Only 25 houses in this unincorporated community of about 150 people withstood the storm; and WHEREAS, Bill Nicklas was instrumental in forming groups who would become caseworkers for affected families – helping them deal with twisted and crumbled spirits; emotional scars caused by this catastrophe; providing consistent, caring support for the tornado victims; and WHEREAS, Bill obtained significant donations and used his contacts to pave the way for families to rebuild by bringing the village up to code with a community sewer system.

April 2017 referendum would establish new taxing district boundaries

browland@shawmedia.com SYCAMORE – It will be up to voters at the ballot box next April to decide whether Sycamore Public Library becomes its own taxing district with new boundaries.

The library board voted unanimously Tuesday to approve filing a petition to get the referendum question onto the April 4, 2017, consolidated election ballot. Voters will be asked if “a public library district shall be organized to include the city of Sycamore and contiguous territory without a local tax supported library.”

The boundaries of the proposed library district would be similar to those of the Sycamore School District 427, but there are some differences.

Sycamore Public Library Board of Trustees President Melissa Kendzora-Smith said she hopes voters see the referendum as an investment in their community.

“This would be a huge benefit for the Sycamore School District community,” she said. “People want to live in a community that has strong schools and strong services.”

Some students who attend District 427 schools don’t live within the library’s existing boundaries and have to pay to get a library card, Kendzora-Smith said.

If approved by voters, the first seven trustees for the new library district would be appointed by the DeKalb County and Kane County boards because the proposed boundaries of the taxing district cross county lines. After the initial terms, board members would be elected.

The library’s existing service boundaries had an estimated population of 17,500. If the referendum passes, about 1,600 households would be added to the library’s service area.

That’s about 4,000 people based on an average household size of 2.48, bringing the new service population estimate to 21,487, according to library documents.

About 51 percent of those in the community have library cards, so the board is expecting to serve an additional 2,000 patrons if the referendum passes.

To serve more people, the library is considering staying open for more hours and hiring more employees, according to library documents.

about 40 percent to $1.4 million, according to estimates from library officials.

Property owners already served by the library would see a nominal increase on tax bills if the referendum is approved with the 32-cent tax rate.

For the owner of a home with a fair market value of $115,000 who claims the homestead exemption, the library’s portion of the tax bill would go from $94 to $103 a year, according to estimates from library officials.

A home with the same value not already in the district would see its bill increased $103.

If voters approve the district library referendum, library officials would have to study how to best serve the entire district through borrowing services, programming and other offerings, Sycamore Public Library Executive Director Sarah Tobias said.

“There are a lot of services that we can’t provide now,” she said. “It opens the door to expanding those offerings.”

State’s attorney: Drop charge, free McCullough

ksmith@shawmedia.com SYCAMORE – DeKalb County State’s Attorney Richard Schmack filed a response Tuesday asking a judge to vacate Jack McCullough’s murder conviction and dismiss the charges against him.

McCullough’s lawyers submitted an amended post-conviction petition late Monday, and requested a new trial, at which McCullough, 76, would be allowed to present new evidence.

But a new trial likely wouldn’t be necessary because Schmack has said he agrees McCullough was wrongfully convicted and sentenced to life in prison for the murder of 7-year-old Maria Ridulph and that his predecessor as state’s attorney, Clay Campbell knowingly introduced false testimony and withheld evidence during the trial.

McCullough is scheduled to appear before DeKalb County Judge William Brady on Friday.

Campbell has declined to comment on the case since Schmack’s March 24 filing.

Despite pleadings from McCullough’s attorneys, Shaun Van Horn and Gabriel Fuentes, to have McCullough released April 1, Brady said he would not rush the process. Since there have been no cases like McCullough’s to set a precedent, Brady refused to make a ruling.

“I have some obligation to make sure I understand the position of both parties,” Brady said in court April 1.

“I don’t just have your opinion or your client’s opinion, and the state’s opinion. I also have the opinion of a trial judge and an appellate court. I think it’s premature for me to start commenting on what I think about any of

that.”

McCullough was convicted of murder and sentenced to life in prison in 2012, and his murder conviction was upheld by the 2nd District Appellate Court in 2015. Both the trial and appellate courts determined police reports from the time Maria was abducted were properly excluded from the trial because they were hearsay and the people who compiled them could not be cross-examined.

In a March filing, however, Schmack argued that the timeline established by police reports from 1957 and ’58, show Maria was kidnapped between 6:45 and 6:55 p.m., not around 6 p.m., as prosecutors had argued at the 2012 trial.

Recently found records from Illinois Bell show that McCullough – who at the time was 18 and known as John Tessier – made a call from the downtown Rockford post office at 6:57 p.m.

“The FBI accurately concluded in 1957 that it is an absolute impossibility for anyone to have placed a collect call from inside this public building in Rockford, Illinois, at 6:57 p.m. and also to have participated in the abduction of Maria Ridulph in Sycamore, and there was nothing incorrect about their conclusion that [McCullough] was not involved,” the amended petition read.

Maria Ridulph’s brother, Charles Ridulph, has requested a special prosecutor be assigned to the case, and said he will hire an attorney to represent his family.

“My sister Maria was snatched away, raped and murdered, abandoned in the woods,” Ridulph, 70, of Sycamore, wrote in his request. “And now, Richard Schmack has abandoned her yet again and he has done so for the wrong reasons.”

SYCAMORE – Sycamore School District 427 went into executive session late Tuesday to explore the dismissal of certain support staff members throughout the district.

Possible layoffs include more than three support staff or elective positions, 15 paraeducators and one technology staff position.

An additional two full-time paraeducator positions could become part-time.

The district began the school year facing a $2.3 million deficit and has been talking about a reduction in staff since Superintendent Kathy Countryman presented the proposed layoffs at the board’s Feb. 9 meeting.

In an additional effort to save money, the district will no longer provide transportation to the high school’s zero hour courses, or classes that begin before the regular school day. But with 199 students registered for zero hour courses next year, compared with this year’s 198 students, the cut to early morning rides hasn’t affected enrollment, Countryman said.

The cutbacks were outlined as part of the $3.8 million budget reduction plan, which is scheduled to balance

the district’s budget by the end of next school year.

Board members at a March 8 meeting unanimously approved 18 layoffs, confirming 12 full-time employees and six part-time employees will not return to the district next school year.

Three employees will no longer have extended-day contracts, one full-time employee will be made parttime, and the hours for another parttime employee have been reduced as a result of the vote.

“We’re looking to cutting personnel because it’s the only place left where we can make cuts and, unfortunately, we’re not alone,” board President Jim Dombek said after a February meeting. “We see other businesses where employees are just being told to do more with less, and, unfortunately, that seems to be the mentality of our state government when it comes to education.

“It’s a sad thing. It almost embarrasses you to be a [resident] of a state that has a mentality like that.”

Each of the teachers affected by the layoff could be brought back within one year of their dismissal, Countryman has said.

MALTA – Kishwaukee College trustees decided Tuesday to wait on taking action on the college’s chief financial officer’s severance package until an internal financial audit can be completed, officials said.

“We don’t suspect any wrongdoing,” said Bob Brown, chairman of the board. “When someone leaves ... and they’re the person in charge of the money, it’s a responsibility of the board of directors, the board of trustees just to have someone from the outside come in and make sure everything’s OK.” Robert Galick tendered his resignation from the college as of Feb. 1. He served as vice president of finance and administration, at a salary of $130,000, and vacated the post as of Feb. 5.

He was under contract until June 30, 2018.

“We’re not impugning his integrity or his performance,” said Brown, who reiterated that the audit was customary.

Galick was part of Kishwaukee College’s senior leadership team, and a member of President Laurie Borowicz’ Cabinet. She started at the college in January, announced layoffs in February and 24 workers were let go as of March 11.

But the CFO’s departure was unexpected, officials said. Borowicz added that another staffer is working in the position, in the interim. She said no decision has been made as to whether

Galick will be replaced.

“At this point ...because of the state of the budget, we are really assessing if we need to refill that position,” Borowicz said.

It was on Tuesday night’s agenda for trustees to take action on the resignation agreement for Galick, during the regular monthly meeting.

The proposed agreement includes a severance package that would pay out $77,788 for wages, $9,660 for health care benefits, and $10,514 for unused vacation time. The funds were to be disbursed April 30, according to terms of the proposal.

Galick started at Kishwaukee College in May 2005 in another position.

His letter of resignation was very brief.

“It has been a pleasure working for the college,” Galick said in the two-sentence letter addressed to Borowicz.

Galick is the second-highest paid employee to exit the college so far this year. The highest-paid among those let go as part of last month’s layoffs was a dean of workforce development and continuing education who had been with the college for just under one year and was paid an annual salary of $84,918.

It is unclear why the CFO stepped down. But former Kishwaukee President Tom Choice, who ended his tenure with the college in December, said he left amid state pension concerns.

“People are concerned about the security of their positions, because of the state budget,” Borowicz said.

Sycamore parks to host public hearing on Action 2020 projects If you go

Community members are invited to stop by the Sycamore Park District Clubhouse, 940 E. State St., Sycamore, from 7 to 8:30 p.m. today to review plans for the recreation campus, which is planned to be developed across Airport Road from the existing Sports Complex, according to a news release.

Volunteer committees working on plans for a dog park, splash pad and community center have met over the past 10 months to research the design of the new recreation campus outlined in the park district’s Action 2020 plan, which also includes a plan for a sledding hill, biking trails, a soccer complex and a new irrigation system for the Sycamore Golf Club.

The Action 2020 plans will cost about $13 million. Voters approved a property tax referendum in November that will allow the taxing body to issue about $9 million in bonds for the project.

In December, architectural manager Caius Jennison of Farnsworth Group presented sketches of possible site and floor plans for the projects. Once the schematic plans are approved by the Park District Board of Commissioners, the project will move into the design phase and commissioners will put the project out to bid for contractors, according to the news release.

Kish, Valley West receive Gold Seal of Approval DAILY CHRONICLE Kishwaukee Hospital and Valley West Hospital, now part of Northwestern Medicine, have each earned the Joint Commission’s Gold Seal of Approval for Hospital Accreditation by demonstrating continuous compliance with its performance standards.

The Gold Seal of Approval is a symbol of quality that reflects an organization’s commitment to providing safe and effective patient care, according to a news release.

The hospitals underwent rigorous, unannounced, on-site surveys in the month of February.

During the review, a team of Joint Commission expert surveyors evaluated compliance with hospital standards related to several areas, including emergency management, environment of care, infection prevention and control, leadership and medication management. Surveyors also conducted on-site observations and interviews.

The Joint Commission has accredited hospitals for more than 60 years.

More than 4,000 general, children’s, long-term acute, psychiatric, rehabilitation and specialty hospitals currently maintain accreditation from the Joint Commission, awarded for a three-year period.

In addition, approximately 360 critical access hospitals maintain accreditation through a separate program.

The Joint Commission’s hospital standards are developed in consultation with health care experts and providers, measurement experts and patients.

The standards are informed by scientific literature and expert consensus to help hospitals measure, assess and improve performance.

Great Lakes Basin Transportation, Inc. (GLBT) plans to file a request with the Surface Transportation Board (Board) seeking authority to construct and operate an approximately 278-mile rail line. According to GLBT, the proposed rail line would extend generally from La Porte, Indiana through Illinois to Milton, Wisconsin and would connect with existing Class I railroads.

The Board’s Office of Environmental Analysis (OEA) is preparing an Environmental Impact Statement (EIS) to analyze the potential environmental impacts of the proposed rail line.

Each meeting will begin with a 1-hour open house followed by a brief presentation by OEA and a formal public comment period during which interested parties will have the opportunity to convey oral comments. Gov. releases school funding breakdown The ASSOCIATED PRESS

SPRINGFIELD – Republican Gov. Bruce Rauner released figures Tuesday detailing how much each Illinois school district would receive next year under his education budget, setting the stage for another battle with Democrats who have their own proposal.

The Illinois State Board of Education said the plan calls for increasing funding by $120 million, fully funding the general state aid to schools instead of prorating it like it’s been done the past seven years with the state struggling to balance its books.

The total budget for schools would be just over $10 billion for the fiscal year beginning July 1, but despite the additional support from the state, wealthy suburban school districts would see a drop in state aid.

The governor’s funding proposal comes a week after Democrats unveiled their own funding measure, which calls for overhauling the state’s nearly 20-year-old formula for sending money to schools. But both Rauner

CHICAGO – A Chicago City Council panel voted Tuesday to temporarily change the selection process for police superintendent so Mayor Rahm Emanuel can avoid the usual procedures and appoint a longtime member of the department as its next leader.

The council’s Committee on Public Safety recommended a change in the municipal code so that Emanuel can name interim Superintendent Eddie Johnson the next superintendent instead of picking from a list of finalists given to him by the city’s police board. The committee also was considering whether to recommend Johnson for the job, and a vote from the full council was expected Wednesday.

Agency proposes new anti-vaccinator certificate

SPRINGFIELD – Illinois health officials have proposed new rules requiring parents who don’t want their children to be vaccinated for religious reasons to provide a document to schools and child care facilities each year.

The Illinois Department of Public Health’s proposal comes in response to a law approved by the General Assembly last year, the Springfield bureau of Lee Enterprises newspapers reported. The law created a “certificate of religious exemption” for children whose parents oppose vaccinations.

Under current law, a child’s health care provider is required to sign the certificate after reviewing with the child’s parent or guardian the benefits of vaccination and the health risks that it would mitigate. The certificate must be submitted to the school before the student enters kindergarten, sixth grade or ninth grade.

Staffers subpoenaed by court in Schock case

CHICAGO – Four congressional staffers have told the U.S. House that they’ve been subpoenaed by the federal court in Springfield, where a grand jury is conducting a probe into the spending of former U.S. Rep. Aaron Schock.

The financial chief for the House, Traci Beaubian, and three other staff members wrote letters notifying the chamber about the subpoenas that were read on the House floor Monday, the Chicago Tribune reported based on House records noting the letters were received and video of the letters being read. The letters did not mention the subject of the subpoenas.

Schock, the one-time rising GOP star from Peoria, came under intense scrutiny in early 2015 for his spending, including redecorating his office in the style of TV’s “Downton Abbey.” He left office in March 2015 amid questions about congressional and campaign spending.

“I want to change the formula. It’s not fair,” he said.

Under state law, districts are supposed to get a minimum amount of state money per student. Additionally, some districts get additional funds for other things, such as serving high numbers of low-income students, and make up the rest with property taxes.

Among other things, Manar’s bill would change districts’ reliance on property taxes, taking local wealth more into account when distributing funds.

The Illinois Department of Public Health announced Tuesday that an Illinois resident died after contracting an infection from the bacterium Elizabethkingia.

The department’s been working with federal and state health officials to investigate the outbreak.

The Illinois resident who died was from the northern part of the state and had underlying health conditions.

Businessman pleads guilty in CPS kickbacks case

CHICAGO – A defendant in a Chicago Public Schools kickbacks case has changed his plea to guilty.

Thomas Vranas pleaded guilty Tuesday at a hearing in federal court in Chicago to one count of conspiracy to commit federal program bribery. He faces a maximum five years in prison.

He and co-defendant Gary Solomon were accused of arranging to pay then-head of CPS Barbara Byrd-Bennett $2.3 million for her steering $23 million in no-bid contracts to their company, SUPES Academy.

Vranas and Solomon pleaded not guilty in October. Solomon’s lawyer has said previously he is speaking to prosecutors about a possible plea deal.

The Associated Press WASHINGTON – House Speaker Paul Ryan on Tuesday definitively ruled out a bid for president this year, insisting that the party’s choice should emerge from the group of candidates who pursued the GOP nomination. “Count me out,” he said.

In a brief news conference at the Republican National Committee headquarters, the Wisconsin Republican sought to tamp down rampant speculation that he could end up as the party’s standard-bearer if front-runner Donald Trump and the other candidates flame out at a contested convention.

“We have too much work to do in the House to allow this speculation to swirl or have my motivations questioned,” said Ryan, who was the 2012 vice presidential nominee. “Let me be clear: I do not want, nor will I accept, the Republican nomination.”

Ryan’s comments come as a contested convention looks likelier by the day. Ryan and his aides have continually denied the speaker has presidential ambitions this year, but their statements have not put the issue to rest. That’s partly because Ryan also denied he wanted to be speaker last fall after then-Speaker John Boehner announced his resignation, but he ended up with the job anyway.

Tuesday’s appearance was an attempt to shut down the speculation once and for all, and end what aides said has become a major

distraction to Ryan’s work as speaker. Yet it may not be enough to quiet the talk about Ryan, given the unpredictable twists of the GOP presidential primary.

“So let me speak directly to the delegates on this: If no candidate has a majority on the first ballot, I believe you should only choose a person who actually participated in the primary. Count me out,” Ryan said. “I simply believe that if you want to be the nominee – to be the president – you should actually run for it. I chose not to. Therefore, I should not be considered. Period.”

Trump looks unlikely to accumulate the necessary delegates to clinch the nomination ahead of the July Republican convention in Cleveland. That would allow his lead challenger, Texas Sen. Ted Cruz, to make a play for the job. A third hopeful, Ohio Gov. John Kasich, trails in the delegate count.

Yet party leaders fear neither the erratic Trump nor the polarizing Cruz could beat likely Democratic nominee Hillary Clinton in November. They also fear the GOP won’t be able to hold onto control of the Senate with Trump or Cruz at the top of the ticket.

So if neither Trump nor Cruz can get the delegate votes necessary as balloting progresses at the convention, chaos could result – and along with it, the potential for some other Republican who’s not currently running to emerge. As a young and charismatic conservative, popular with donors and with some conservative activists, Ryan’s name has been at the top of that list for months.

Late fees a source of shame for state Even in state government, $160 million is a figure not to be scoffed at.

Neither is $900 million.

Those numbers were included in an Associated Press story last week about late-payment penalties the state has had to fork over in recent years.

In the 2014 fiscal year, Illinois state government had to pay about $160 million in penalties to vendors because the state can’t pay its bills on time.

Over the past six years, those past-due fees have amounted to more than $900 million.

Good grief!

Imagine the good those millions of dollars could have been put to if Illinois had its fiscal house in order and had a working state budget.

Some of that money could have gone to fund our public colleges and universities, which have gone without state funding for more than nine months.

Some of those millions could have helped fund the state’s MAP program to help needy students pay for college.

A portion of it could have gone toward community colleges and public schools.

Some could have been allocated toward paying for human services (wretchedly underfunded as of now) across the state.

Perhaps some of the money could go to help local election officials pay for the unfunded mandate of same-day voter registration.

Maybe some could have been put toward easing difficult financial problems faced by soil and water conservation districts across the state.

What was the famous quote from the late statesman from Illinois, U.S. Sen. Everett Dirksen?

“A billion here, a billion there, and pretty soon you’re talking about real money.”

Well, Ev, in a state budget, the same holds true for millions of dollars.

We’re talking about big piles of money being wasted because of poor fiscal practices.

Want to consider even bigger piles of wasted dollars? Columnist Jim Nowlan recently reported that in 2014, the state spent 5 percent of its $73.7 billion budget on debt servicing.

We’re talking about $3.5 billion in interest payments, all because state government has borrowed big bucks and is living far beyond its means.

Illinoisans deserve a government they can be proud of.

It’s hard to take pride in waste, debt and lost opportunities to help Illinoisans live better lives.

Rather, it’s a source of shame.

State leaders should put politics aside and work to fix this shameful situation.

Pfizer’s tax code kaput; America’s still a mess Here’s how American democratic capitalism should work: U.S. corporations would have a duty to maximize shareholder profit and would be free to pursue that duty, including by mergers with foreign firms. These mergers would be driven by economic fundamentals, not a desire to game the U.S. tax system. In turn, U.S. tax law would provide the appropriate incentives, as adjusted through regular legislation, not episodic, politically driven executive action.

Though all concerned are eager to cast it as a morality play, with either corporate America or Big Government as villain (depending on political ideology), the Treasury Department’s de facto cancellation of a pending $160 billion merger between U.S. drug giant Pfizer and Ireland-based Allergan is best understood as a case study in how far our system deviates from that ideal.

“Tax inversions,” essentially switching a corporate address to a low-tax foreign country via merger with a foreign firm, cost the U.S. about $2 billion a year, a rounding error in the federal budget but a legitimate concern for taxpayers who support the public goods, such as the U.S. patent and higher education systems, from which firms such as Pfizer benefit. But the corporate behavior should not surprise.

The U.S. corporate tax rate exceeds rates abroad; firms will take advantage of that disparity, within the law. As of the time Pfizer began planning it, its inversion merger with Allergan was legal. Casting the firm as immoral or unpatriotic is a way to deflect blame for those who have created the wrong incentives.

Is the government, then, the villain? It stands accused of acting arbitrarily by imposing new rules to stop inversions – indeed, to stop the Pfizer-Allergan deal in particular.

One of the rules targets “earnings stripping,”

whereby multinational corporations borrow from foreign subsidiaries and use the tax-deductible interest payments to shift income to lower-tax jurisdictions overseas. This is a benefit of inversion, and by curbing it, the new rule may deter inversions themselves.

This rule seems well-grounded in a 1969 statute authorizing Treasury to redefine debt as equity when necessary to rein in tax avoidance.

More controversial is a second rule, which undid Pfizer-Allergan: Current U.S. law allows inversions if a certain percentage of the merger partner in a lowtax jurisdiction abroad is legitimately foreign-owned.

The Pfizer-Allergan deal conformed to that standard; but the new regulation changes that by disallowing formerly American parts of a foreign firm that were acquired over the previous three years. Notably, this applies whether those mergers were tax-motivated or not. Treasury’s claimed legal authority is a taxlaw provision that empowers it to police tax-avoidance-by-inversion but does not authorize this specific method of doing so.

That might or might not stand up in court. But Pfizer and Allergan would have had to go through years of expensive litigation to find out.

Thus did Treasury, blending reason, authority and a measure of sheer bureaucratic force, scuttle one politically sensitive inversion, without solving anything fundamental; indeed, companies involved in six other pending inversions say theirs can proceed even under the new rules.

The U.S. corporate tax code remains an uncompetitive mess. Republicans in Congress and President Obama have promised repeatedly to do their duty and reform it. Not only economic efficiency but also the rule of law demand that they get on with it.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

professor at University of California, Berkeley, has studied the impact of kindness of productivity. In fact, a study he co-authored last year measured U.S. senators’ success based on their virtuousness. Those who exhibited “greater courage, humanity and justice” had more influence. Moreover, those who were Machiavellian in their approach were unsuccessful, particularly in leadership roles.

“Senators who displayed a lack of empathy and a competitive orientation toward other people (i.e., psychopathic traits), in particular, were unlikely to garner support from their peers after they became leaders,” according to the study.

The study concludes by urging voters to support the “virtuous candidate” in an election. Of course, that doesn’t seem to be resonating, at least not among Republican primary voters.

Though many have heralded Kasich’s kindness, it has also been seen as a disadvantage. Voters want to see someone who they can picture going toe-to-toe with adversaries. When asked about this a few weeks ago, Kasich said, “I think nice usually wins,” according to a New York Times story about his temperament. But then he added, “Most people have a sense that when the time

comes to fight,” he said, “I’ll fight just fine.”

To that end, if Kasich were the one nipping at Trump’s heels instead of Cruz, most expect he’d be slinging mud like the rest of them. It’s biological to fight back.

“This doesn’t happen in a vacuum,” said Dannagal Young, a communications professor at the University of Delaware. “When someone attacks you unfairly, at some point, there is a fine line between defending oneself and attacking another. if someone threw something your way – it’s a natural inclination to say, ‘PS look in the mirror.

What about you?’ ” But the most effective leaders can do both. It’s possible to defend oneself without spite. It’s even possible to be angry without being mean.

This campaign season definitely makes it seem like kindness can’t win.

And maybe this year it won’t. But remember, too, that while Trump may be ahead in the GOP primary, around two-thirds of American voters view him unfavorably.

That danger, the former president said, is the inability to have respectful discussions with those with whom we disagree. “We’ve got to stop that in this country,” he said. “We’ve got to listen to each other again.”

The reference was to an incident Thursday wherein the 42nd president, while campaigning to help his wife, Hillary, become the 45th, got into a shouting match with Black Lives Matter activists in Philadelphia. Had this been a Trump rally, the protesters would have been beaten up, so we can at least be thankful the incident ended without stitches or icepacks.

Not to say it wasn’t ugly. In a sometimes angry exchange, Clinton defended himself against hecklers’

That’s nothing but true, as Clinton himself acknowledged in a speech last summer before the NAACP. “I signed a bill that made the problem worse,” he said. “And I want to admit it.”

He should have stuck with that.

Thursday’s confrontation was light on contrition and long on finger wagging.

Clinton reminded protesters that the bill in question was signed in an era of lurid headlines about gangs shooting children. “You are defending the people who killed the lives you say matter,” he shouted.

He credited the bill with dropping the nation’s crime rate to historic lows,

which is a dubious claim. As PolitiFact has since observed, the crime rate was already falling when the bill was enacted.

Clinton also noted that the bill was passed with the support of at least some African-American leaders. That part, at least, is true; it was also supported by his wife and her chief rival, Bernie Sanders. Even so, it would be naive to believe opportunism did not play a part in Clinton’s signing the bill. After all, it gave him the perfect retort to Republicans who accused him of being “soft on crime.”

Now, 22 years later, the bill is back in the news and the ex-president wants to use an argument about it as an example of political incivility? Yes, that is a gnawing concern. But if Clinton thinks it’s the key takeaway from last week’s confrontation, he is missing the point.

It is immaterial whether he and those protesters ever apologize for talking over one another.

Who’s going to apologize for all the nonviolent African-American offenders who have lost decades of their lives behind bars while white offenders who

had the same records and committed the same crimes went free? Or for children sentenced to eat at fatherless tables and sit in motherless rooms? Or for the fact that the land of the free now has the highest incarceration rate on Earth?

Who will apologize that a community already withstanding high rates of poverty, unemployment and neglect has been hollowed out by an ill-conceived law?

Who will apologize? More importantly, who will work to change it?

That’s the question for which African Americans and all voters who care about justice must demand answers.

“I almost want to apologize,” doesn’t cut it. It’s weaselly and ultimately, it’s not even on topic. If he truly desires to be forthright and to engage the people his crime bill has injured, then what the ex-president needs to say should be obvious: “I passed a bad law. Here’s how Hillary will fix it.”

John Kasich has run his presidential campaign on the premise that he is the gentler, reasoned choice.

He’s the candidate who hugs voters.

He’s the one who calls for tolerance and softer rhetoric. And Tuesday, he laid out in sharp terms the choices before Republican voters: a descent into darkness with Donald Trump or Ted Cruz, or a sunnier path with him.

“A political strategy based on exploiting Americans instead of lifting them up inevitably leads to divisions, paranoia, isolation and promises that can never, ever be fulfilled,” Kasich said. “I say to you that this path to darkness is the antithesis of all that America has meant for 240 years.”

But Kasich’s lighter approach has earned him little more than the distinction of the last so-called establishment Republican left to challenge Trump and Cruz. Kindness has not proved to be a winning strategy.

Even Democrats Bernie Sanders and Hillary Clinton, who once were seemingly above personal attacks (people don’t want to hear about “your damn emails”), recently took to the kind of bitter sniping that has become inevita-

ble in a competitive political race. They questioned the other’s bona fides to be president. Sanders questioned Clinton’s integrity while Clinton has suggested that Sanders is not a “real Democrat.”

There’s an emerging field of research called “positive organizational psychology” that has found that the cutthroat, aggressive behavior some people use in the workplace is ineffective for earning respect. Rather, compassion and humility breeds loyalty and engagement, which then yields greater success. That doesn’t mean being a doormat or letting people walk all over you, said Emma Seppälä, who is also science director of the Center for Compassion and Altruism Research and Education at Stanford’s School of Medicine. But a leader can be strong without being cruel.

For bosses who are unkind, their employees actually have a physical reaction in the brain when they recall interactions with them, according to a 2012 brain-imaging study published in the Leadership Quarterly.

“This is the thing, from birth to death, the most important predictor of happiness and physical health is positive relationships with other people,” Seppälä said.

KANELAND – It was a busy day over at Kaneland High School on Tuesday as both boys and girls track and field had meets. The Kaneland girls were in a dual with Sycamore, while the boys were in a tri-meet with Sycamore and Burlington Central.

Final results were not available at presstime.

Kaneland sophomore Clayton Hannula started his season off strongly, winning both shot put and discus events at the varsity level. For Hannula, it was a relief just to get outside and throw.

“It’s nice to be outside and throw in good weather,” Hannula said. “I PR’d today in both events (46 feet, 9 inches in shot put, 139-9 in discus) and I am close to the state-qualifying marks. I just gotta keep my spirits up and keep practicing.

My teammates are pushing me in the right direction.”

Kaneland pole vault also got off to a hot start. The Knights vaulters ended up having to take a draw because of time constraints. That typically happens when the vaulters keep going higher and higher up the scoreboard. Four Knights ended up vaulting over 12 feet. NIU looking to solidify O-line after losing Ness, Conlon

jseverson@shawmedia.com DeKALB – Northern Illinois senior punter Jake Ambrose must have forgot who blocks for him.

During a light-hearted drill at practice on Tuesday morning, three defensive linemen faced off against three offensive linemen to see who could handle some punts.

The defensive line – William Lee, Mario Jones and Herlandez Corley – caught all three of their punts, although Jones and Corley both bobbled their attempts before hauling them in. However, when it was the offensive line’s turn, the first two punts were well short and the final attempt sailed over senior left tackle Josh Ruka’s head.

“I got the farthest one, too,” Ruka said. “It went back to the goal line.”

Most likely, the offensive line won’t be returning punts for the Huskies in the upcoming season – instead, they’ll be blocking for their high-scoring of-

fense. While the Huskies lost two anchors on the offensive line with center Andrew Ness and left guard Aidan Conlon – who each started every game of their collegiate career – both graduating, there has been some shifting up front for Northern Illinois this season.

“I think the whole emphasis for this spring ball is to get us five used to playing with each other,” said Ruka, who moved from right guard to left guard, replacing Conlon. “It’s really important.”

Ruka, who missed six games with an MCL tear last season, is the latest on the list of Huskies who switched from the right side to take over the left guard position – including Conlon and Jared Volk. He said that while it took about a week to get used to flipping the assignments in his head by switching sides, he’s adjusted to the new position.

Joining Ruka on the first string during the spring season has been senior Levon Myers (left tackle), redshirt sophomore Luke Shively (center),

senior Lincoln Howard (right guard) and redshirt sophomore Max Scharping (right tackle). Scharping is coming off a big freshman season last year and was named a Freshman All-American by the Football Writers Association of America.

“I tell those guys that my job is to find the best five,” Northern Illinois offensive line coach Joe Tripodi said.

“As an offensive line coach, you’re like a puppet master, almost. You move the pieces around, like a puzzle. What five best fit together?”

Howard started six games at right tackle in 2015 – when Scharping switched over to right guard to fill in for the injured Ruka. Myers, who is roommates with Ruka, returns after being named second team all-MAC in 2015 and he started all 14 games at left tackle.

“It is individual and team because you can spend a lot of time to improve yourself and you can use these 15 practices to better yourself and you’re 15

practices better come the fall,” Myers said. “At the same time, you’re working with your teammates and playing next to them, feeling the guys around you and how they play. I think both of those aspects are important.”

Tripodi highlighted that the Huskies will need more than the five starters for the offensive line to be successful. He said he expects good things from redshirt sophomore Shane Evans (6-foot-4, 302 pounds) and redshirt freshmen Jordan Steckler (6-foot-4, 297 pounds), Scott Topole (6-foot-4, 283 pounds), Vince Hughes (6-foot-4, 278 pounds) and Ryan Roberts (6-foot-6, 266 pounds) – the latter of which switched over from tight end. Sophomore Dale Brown, who played in nine games last season, suffered a left foot injury earlier this spring and was in a boot on Tuesday.

“It’s a really good, healthy competition,” Tripodi said. “To be a good offensive line, you need guys six, seven and eight.”

Genoa-Kingston’s cleanup hitter Tommy Hansen broke up Gazouski’s perfect game by leading off the bottom of the eighth with a leadoff single and eventually stole second base on a curveball in the dirt. With one out, Huffman hit a hard line drive to Rockford Christian center fielder Neil Thomas, who hauled it it for an out and threw it to second base to double-up Hansen, who was running on the play.

“He didn’t notice he was playing that shallow to keep that tying run for scoring, so that’s my fault also, as third base coach, to make sure he realizes they’re in tight,” Butler said.

The two teams face off at Rockford Christian at 4:30 p.m. Thursday.

“It’s always great to be able to put the pressure on early.” Piekarz said. “The difference between going into the seventh inning in a 4-3 game and 8-3 game is obviously huge. It’s nice to see us start really well and finish the way we did. We’ve been very aggressive this year. We haven’t been hitting the ball that great this year so we’ve been doing little things like that early and once we started hitting the way we did today we were able to back off on the aggressive base running a little.”

with four insurance runs in what was a one-run game. Indian Creek was led at the plate by Jordan Morris who went 3 for 4 with two RBIs. Starting pitcher Trevor Guerra preceded to strike out the side to secure the win.

“We hit quite a few balls hard today and it was nice to see that.” Piekarz said.

“Trevor Guerra was very efficient and he threw a lot of strikes for us. He made their batters put the ball in play and when you do that a lot of times, you put yourself in a good position.”

Guerra finished the game, allowing seven hits and striking out eight.

The Royals (1-6, 1-3 Little Ten) struggled at the plate with the exception of the third inning, in which they had six hits to tie the score at 3-3. The Royals finished the game with five innings in which they did not record a hit. H-BR’s leading batter was H.D. Halstead, who went 1-3 with one RBI and one run scored.

“It’s been better than how we played today,” H-BR coach Brandon Jackson said. “Our errors are killing us, but we had one inning where we had some nice bats, but we just have to get more hits.

GENOA – Genoa-Kingston senior Brady Huffman was sensational on the mound on Tuesday.

However, Rockford Christian senior Nolan Gazouski was just a little bit better.

In a game between dueling aces, Gazouski and the Royals narrowly edged out the Cogs for a 1-0 victory in eight innings on a sunny afternoon in Genoa.

“We didn’t get many opportunities today,” Genoa-Kingston coach Roger Butler said. “Every time we send our ace to the hill, we like our chances.

That was their ace, so it was a battle – a great high school baseball game.”

Gazouski threw a complete game,

finishing with a one-hitter against the Cogs (4-6 overall, 0-2 in Big Northern Conference) and 13 strikeouts on 98 pitches, and he took a perfect game into the bottom of the eighth inning.

Huffman also threw all eight innings, allowing three hits, three walks and one unearned run while striking out 11 on 118 pitches against the Royals, who won the Class 2A state championship last season.

“We knew he was going to drop the curveball in for a strike,” Rockford Christian coach Mike McClellan said of Huffman. “We knew how polished he is. We knew it would take everything for us to scrape and get a run. It was a very good win for us. I think our playoff run last year really helped us.”

Holland sisters leads Spartans past Foxes

ecarifio@shawmedia.com SYCAMORE – Ella Holland took the ball and with the perfect amount of touch played it ahead to her sister and fellow Sycamore soccer player Saydie Holland, who sped past the Yorkville defense for the first goal of a Northern Illinois Big 12 East contest on Tuesday.

Eleven minutes later, Saydie Holland returned the favor to her sister, leading her with the perfect pass for another first-half goal, as the Spartans topped Yorkville, 3-1.

“We’ve played together before,” Saydie Holland said. “It’s nice to have someone you know up there with you.

It’s chemistry.”

The Spartans (9-1-1 overall, 4-0 conference) get through the first half of conference play undefeated, and were 4 minutes away from not allowing goal in league action, until Madi Brusak scored on a penalty kick for the Foxes (4-1, 1-1).

The Spartans were up 3-0 at the time because of a goal from Carly Kresge in the 53rd minute, popping in a shot off a rebound in front of the Yorkville goal.

“It’s nice,” Saydie Holland said to the perfect start. “It would have been nicer to be scoreless, but winning all of our games is good.”

Ella Holland’s goal came in the 25th minute, while Saydie Holland score with 0:48 left in the first half.

“The first 20, 25 minutes we couldn’t connect our passes and stuff,” Saydie Holland said. “But we got a hold of it in the second half of the first half.”

Sycamore coach Dave Lichamer said the Holland sister obviously bring a strong chemistry to the field.

“They have great communication, a great system, they know each oth-

er’s strengths and can play the ball into those strengths,” Lichamer said.

“It’s kind of a neat quality to have to have the sisters going like that.”

The Spartans won by a combined 15-0 against the Foxes last year, and Yorkville coach Lauren Anderson said she was glad the Foxes have shown that much improvement.

“We started off strong, probably the first 20-25 minutes of the first half we were controlling the game,” Anderson said. “We were playing well but we started to break down at the end of the first half. They were just fighting to stay in the game after that.”

Winning Cup is hard, let alone trying to repeat

mlazerus@suntimes.com After two months of the playoff grind, nine months of the season, 42 months of virtually nonstop hockey and 274 games, Niklas Hjalmarsson stood near center ice at the United Center amid the delirious celebration of the Blackhawks’ third Stanley Cup in six seasons and finally dropped the macho facade.

“I’m tired,” he said.

Hockey’s hard. It’s hard on your body, and it’s hard on your psyche. In the playoffs, the games are more physical. The checking is tighter. The stakes are so much higher. The games can last hours longer than usual. And there’s rarely more than one day off between each one. To win the Stanley Cup takes everything you’ve got, and then some you didn’t know you had.

To win two in a row? Who knows what it takes? Only Jaromir Jagr. He’s the one player in the league who has done it, with the Penguins, almost a quarter century ago. No team at all has done it since the 1997-98 Detroit Red Wings.

“It catches up with you,” said Bryan Bickell, who will start this year’s postseason in Rockford. “It’s not just physical. It’s the

mental part that’s toughest. You play a long season like that, have a short summer, then grind through 82 games, and start it all over again. You have to wrap your mind around that and push through.”

Since the Red Wings last won back-to-back Cups, two defending champions have missed the playoffs the following year, including the Kings last season. Five lost in the first round, including the Hawks in 2011. Two lost in the second round. Three lost in the conference final, and three made it all the way to the Stanley Cup Final before falling.

The Hawks have come close, falling in overtime of Game 7 of the Western Conference final in 2014, between winning the Cup in 2013 and 2015. In the modern age of hockey, that three-year run is as remarkable as the dynasties of years past. And if the Hawks can somehow will their way to another championship in June, it’ll be one of the great runs in hockey history.

“It’s quite a feat to win one Cup,” said Hawks senior advisor Scotty Bowman, who won nine titles as a head coach, including Detroit’s back-to-back in 1997 and 1998, Pittsburgh’s second straight in 1992, and Montreal’s four straight in the 1970s. “You don’t realize how hard it is go back-to-back until

you do it. It’s all sports. You saw it in golf [Sunday] with Jordan Spieth at the Masters.

It’s really difficult to repeat.”

PARITY PROBLEMS

It wasn’t always so difficult. Certainly not in hockey. The Canadiens won five straight in the 1950s and four straight in the 1970s.

The Islanders won four straight in the 1980s, and the Oilers followed that with four in five years.

The salary-cap era has changed everything. As the defending champions in 1998, the Red Wings had a payroll of more than $48 million. The expansion Nashville Predators had a comically low payroll of $13.6 million, barely a third of Detroit’s.

“The big difference is when you had a winning program back in those days, there was no cap, and players would want to stay with a winning team,” Bowman said. “You could spend what you could afford, and what you wanted. Now it’s hard. Those lineups were very similar year after year. Now there’s so much parity. There are eight teams in each conference, and any of those eight teams can win. It wasn’t always that way. … I wouldn’t say there were cakewalks, but there were certainly more sweeps than there are now.”

A: Hummel figurines, based on the drawings of Berta Hummel, were first made in 1935 by the W. Goebel Porcelain factory in Germany. They became very popular and were a major collectible for many years. When World War II ended, exported merchandise had to be marked “Occupied Japan.” This was required from 1947 to 1952, when there still were American troops occupying Japan.

Ceramics were a major Japanese export, and they copied many best-selling pieces made in Germany, England, the United States and other countries. Many copies of Hummel figurines were made and marked “Occupied Japan.” Prices for German Hummel figurines have dropped since 2008. But Japanese figurines were always less expensive and, because there are Occupied Japan collectors who want them, they have remained about the same price as before. Real Hummels were made by Goebel until 2008 when several other German factories got the rights to the Hummels. *** Q: I have a Pan American Airways flight bag from a 1955 flight into Cuba, along with a tourist pass stamped 1955. I would like to know if it’s worth anything. And would an airline collector be interested in this?

A: On Oct. 28, 1927, a small plane lifted off a dirt runway in Key West, Florida, and headed for Havana, Cuba. It was made by a fledgling company called Pan American Airways and was the first scheduled international flight of a U.S. airline. The airline was started by Juan Trippe along with other financiers as a mail carrier, having obtained the contract for U.S. mail delivery to Cuba. U.S. Diplomatic relations with Cuba were broken off in 1960, and commercial flights were suspended between the U.S. and Cuba after the 1962 missile crisis. Pan Am ceased operations completely in 1991, but Pan Am collectibles live on. Everything from Pan Am aircraft models, posters and timetables to safety cards, soap and air-sickness bags are sought after, as well as 35 different flight bags. Vintage canvas Pan Am flight bags sell to collectors for $35 to $50, depending on condition. Add the 1955 Cuban tourist pass, and the value increases to about $75. *** Q: I bought five bowls that I think are very old. They

Fabrics were expensive in the 18th and early 19th centuries. Recycling was important and every scrap of fabric left from a sewing project was saved to make a quilt or even a “coat of many colors.” But not many thrifty housewives saved the cloth bands that held bundles of cigars to use for a sewing project. Someone made a cigar silks smoking jacket in the 1880s style. The cutaway jacket had hundreds of silk cigar bands, imprinted with a brand name, that were feather-stitched in black thread.

The shawl collar, cuffs, pocket flaps and lining were made of black silk cloth. Brand names like Old Poet, Harvard, Boston Bar, Press Club, Bachelors and Flying Dude could be read by those admiring the jacket. It sold at a February 2016 Thomaston Place auction for $1,755. *** Q: What is a “dog kennel dresser?”

A: The “dog kennel dresser” started as a type of Welsh cupboard. In Wales a large dresser that displayed and stored plates, pewter and utensils in racks was in style in the 18th century. The lower section was made of drawers and cupboards. These were kept below the stairs for storage in mansions, but in farmhouses, they were used in the living room. The dresser was a large, valuable piece of furniture. By the 1850s, a new look gained favor. The lower part of the dresser was made with cupboards on each side and an open space in the middle. The space probably got the name “dog kennel” because a dog could crawl in to sleep. Often, a large tureen or pot was stored in the space. By the 1890s, it was sometimes used to store a sewing machine. The Welsh dresser is still popular, and copies have been made since 1915 that could be mistaken for antiques. *** Q: I inherited some original Coca-Cola glasses that came from a drugstore I went to as a child. I have 15 small glasses. Only five still have the etchings intact, which read “Drink Coca-Cola 5 cents.” The writing has worn off the others. I also have seven of the larger glasses, but they never had any writing on them. I just want to know if they have any value besides the warm memories they hold.

A: Vintage Coca-Cola glasses sell for about $4 each in excellent condition, including all of the writing. There also are many reproductions available today for about $2, even some of the earlier type glass that came in a metal

Dress up spring asparagus 10 fresh ideas play up veggie’s versatility

T

he fact that decent asparagus now is available all year doesn’t really matter. We’ve been programmed to think of it as something we must eat in spring. And so we

shall.

The good news is asparagus is wildly versatile.

It’s delicious raw (and, so long as you don’t mind the cliché, wrapped in prosciutto), roasted, shaved, sliced, chopped, even puréed (think creamy soup).

Its assertive flavor means it pairs well with robust meats (everything from the roasts of early spring to the barbecue of early summer), but it still is light and fresh enough to work in a salad (farro and feta would be nice).

So to help you get spring off to a great start, here are 10 fresh, easy ideas for eating more asparagus.

1. Soup

Cut 1 bunch of asparagus into 1/2-inch pieces. Steam until just tender and still bright green. Reserve 1/2 cup of pieces, then blend the remaining asparagus with 1 cup warmed half-and-half and 1 cup warmed low-sodium chicken broth or stock. Season with salt and pepper and a pinch of cayenne.

Spoon into bowls and top with the reserved pieces of asparagus and a sprinkle of crumbled feta cheese.

Arrange thin asparagus spears over a prepared pizza crust. Top with slices of brie and pieces of torn prosciutto.

Bake at 400 degrees F. until the crust is golden and the cheese is melted, about 10 minutes. Drizzle with balsamic glaze.

Using a paring knife or peeler, cut a bunch of asparagus lengthwise into thin strips. Boil 8 ounces of fettuccini pasta, adding the asparagus during the last minute of cooking. Drain and toss with butter, 1 minced clove garlic and freshly grated Parmesan cheese. Season with salt and pepper.

Assemble a sandwich of sundried tomato pesto, cooked bacon, asparagus spears and fontina cheese. Butter the outsides of the bread and pan fry, pressing with a spatula until the cheese is melted and the sandwich is heated through.

4. Roasted

Toss asparagus lightly with oil, then season with salt and pepper. Spread on a rimmed baking sheet and roast at 400 degrees F. until browned and tender. Bigger stalks are best for this. Sprinkle with crumbled blue cheese and toasted walnuts.

5. Pilaf

In a skillet, cook 2 chopped shallots in 3 tablespoons butter.

Add 1 bunch asparagus (chopped small) and 1/2 cup chopped pecans. Cook until tender and lightly browned. Add 2 cups cooked rice and 1 tablespoon chopped fresh thyme. Season with salt and black pepper.

6. Glazed

In a skillet, melt 2 tablespoons butter. Add a bunch of asparagus and 2 tablespoons maple syrup. Cook until the asparagus is tender and the sauce is slightly reduced. Season with salt and pepper, then stir in the zest of 1/2 lemon.

Microwave a baking potato until tender. Cut in half and scoop out the middle, leaving enough potato flesh to keep the shape. Mash the scooped out middle and stir in a handful of shredded cheddar cheese, chopped fresh chives and chopped lightly steamed asparagus. Spoon back into the potato skins and place on a baking sheet. Bake at 400 F for 15 minutes, or until the cheese is melted and lightly browned.

9. Bruschetta

Thinly slice a bunch of asparagus diagonally. Combine with 1 cup chopped roasted red peppers, 1 cup diced fresh mozzarella cheese, 1/4 cup torn basil leaves, 1 minced clove garlic, 2 tablespoons olive oil, 2 tablespoon red wine vinegar and 1 tablespoon Dijon mustard. Season with salt and black pepper.

Serve over slices of rustic bread.

10. Salad

Boil 1 pound fingerling potatoes in salted water, then drain and cool. Slice the potatoes into 1/4-inch-thick slices. Combine with 1 bunch asparagus, lightly steamed and cut into 2-inch pieces. Dress with 1/2 cup creme fraiche, 1 tablespoon Dijon mustard, 1 tablespoon lemon juice, 2 tablespoons chopped chives, 1 tablespoon finely minced fresh rosemary, salt and pepper.

1½ cups basmati rice 3 cups vegetable stock 2 tablespoons unsalted butter 2 medium red onions, thinly sliced 4 cloves garlic, crushed 2 green finger chilies, very thinly sliced

Set the rice in a mesh strainer and run under cool water until the water runs clear. Transfer to a bowl, then add enough cool water to cover. Set aside for 20 minutes.

In a large saucepan, bring the stock to a boil.

Drain the rice, then add to the stock. Return to a simmer, then cook until tender, 10 to 12 minutes. Use a mesh strainer to strain the rice, then set aside, covered with a kitchen towel.

In a larger skillet over medium, melt the butter. Add the onions and cook for 6 to 8 minutes, or until translucent and softened, but not browned. Add the garlic and chilies, then cook for another 2 minutes. Add the fennel, stir to mix, then add a couple tablespoons of water and cover. Cook for 8 minutes, or until soft. Add the asparagus, peas or fava beans, cumin, garam masala and salt. Stir and cover, then cook for another 5 minutes. Remove the skillet from the heat.

Pound cake muffins get the most flavor out of lemons

Fresh lemon – including the juice and the peel – is one of my all-time favorite ingredients, in part because it’s just so versatile. It can be the star of the show (as in this recipe) or a brilliant supporting actor (as in so many of my everyday dishes).

The great thing about lemon peel, also known as the zest, is it adds intense lemon flavor to a recipe without all the acid that is found in the juice.

Scrub each lemon lightly under water to remove the edible wax. If your recipe calls for zest and juice, grate the zest before you juice the lemon. But don’t grate the zest until just before you’re ready to add it to the recipe.

Zest quickly dries out and loses its oomph if it sits around for very long.

There are several ways to make sure you squeeze the maximum amount of juice from your lemon.

First, soften up the fruit by rolling it on the counter and pressing down as you do. Second, heat it, either by microwaving it for 20 seconds or so or by

stashing it in the oven at 350 degrees F. for 10 to 12 minutes. Finally, cut the lemon in half crosswise and juice it.

These muffins are quite rich, better suited to dessert than breakfast (though they indeed would be a delightful morning splurge on a special occasion). Made with juice and zest, their deep lemon flavor is complemented by the raspberries. They are a very good reason to be glad for spring.

Lemon Raspberry Pound Cake Muffins Start to finish: 45 minutes (15 minutes active) Servings: 8

1 cup (4½ ounces) cake flour (not self-rising) 1/2 teaspoon baking powder 1/4 teaspoon table salt 1/4 cup grated lemon zest 1/2 cup (1 stick) unsalted butter, softened 3/4 cup granulated sugar 3 large eggs 1 teaspoon vanilla extract 1/4 cup heavy cream

2 tablespoons plus 1½ teaspoons lemon juice, divided 1 pint raspberries 1/4 cup plus 2 teaspoons powdered sugar Heat the oven to 325 degrees F. Line a cupcake tin with 8 paper cupcake liners.

In a medium bowl, whisk together the flour, baking powder, salt and lemon zest. In a large bowl with an electric mixer, beat together the butter and granulated sugar until light and fluffy. Add the eggs, one at a time, beating well after each addition, then beat in the vanilla.

Add half the flour mixture and mix just until combined. Beat in the cream and 2 tablespoons of the lemon juice. Add the remaining

flour mixture, beating just until combined.

Spoon the batter into the prepared muffin cups, filling them halfway. Press 4 raspberries gently into the center of the batter in each cup, then top with more batter, filling the cups just up to the tops of the liners. Bake the cupcakes on the oven’s center shelf until golden on top and a toothpick inserted at the center comes out clean, about 30 minutes. Transfer the cakes to a wire rack and let cool completely.

While the cupcakes are baking, make the glaze. In a small bowl whisk together the powdered sugar and remaining lemon juice until smooth. When the cupcakes are cooled, drizzle the glaze over each cake.

Spring is nature’s fashion week. After winter’s endless parade of root vegetables, it feels as though nature has pressed the big green button, refreshing the new season’s offerings. Being showcased right now is a new look for your fridge, in a variety of greens.

At my local Sunday market in London, on display are big leafy bunches of spinach, pointed sweetheart cabbages, fennel with thrusting green tops and spring’s favorite darling, the slender asparagus. It is catching: All I want to cook and eat is green, something fresh, light and colorful.

A favorite green supper of mine is this beautiful spring pilau. Buttery rice packed with spiced fennel, onions and garlic cooked slowly until soft and finished with a last-minute addition of still-crisp asparagus and fava beans or peas.

It’s a gentle dish. The key to spring cooking is never to overpower the flavor of the new vegetables. They’ve spent a long time getting to the point where they’re ready. So don’t hijack them with bigger, bolder flavors or spices. A little cumin, green chili and garam masala are all they need to help them sing.

In June 1958, a group of about 750 men took a break from studying at Northern Illinois University to attempt a panty raid at Williston and Adams dormitories. One of these students was unlucky enough to be caught by university President Leslie Holmes.

The panty raid era was in full swing by 1958, not only at NIU, but at colleges across the country. It was a regular part of university life for large groups of male students to gather outside of women’s dorms to shout for underwear.

“A wave of ‘panty raids’ swept 10 college campuses last night as the latest college craze rose to fever pitch,” a national report printed May 20, 1952, in the Daily Chronicle said. “Tear gas was required to dampen fervor of the mobs of male students at two schools. Several arrests were made and a few injuries were reported. At Columbia, Mo., scene of a triple lingerie riot, a company of national guardsmen was called out when local police found themselves unable to cope with the students.”

The first raid in DeKalb was reported in the Daily Chronicle eight days later under the headline “ ‘Panty Raid’ at the College is a Quiet Event.”

“What was thought to be a ‘panty raid’ at Adams Hall and Williston Hall on the campus of Northern Illinois State Teachers College Tuesday night ended in nothing more than a ‘serenade,’ ” the Chronicle reported. “For the past few weeks, a series of ‘panty raids’ have occurred at colleges and universities throughout the country, some of the raids resulting in considerable destruction. Shortly before 11 p.m. Tuesday, city and state police were summoned to the campus of the DeKalb school when it appeared as though a ‘raid’ on the dormitories was in the offing. The affair was very orderly, no damage was caused, and nothing more than a bit of serenading resulted.”

Not all of the raids at NIU were so mild.

Take this report from Oct. 4, 1971: “Student horseplay got out of hand Thursday night at Northern Illinois

University when one girl was attacked by a group of NIU males on a ‘panty raid,’ “ the Chronicle reported. “Another male student received nine stitches in his leg as a result of the disturbances. At about 11 p.m. Thursday 200 girls from Gilbert and Neptune halls arrived on west campus shouting ‘we want jocks.’ Male residents in the west campus dormitories flowed out into the street and at about midnight began spraying shaving cream and throwing cans of water.”

The girl “was mobbed by 10 students who ripped her clothes off. Later an NIU football player escorted her to her room and to the NIU Health Center where she was treated for a dislocated toe, several bruises and given a sedative.” The male student cut his leg after being shoved into a bike rack, the newspaper reported.

A headline from the front page of the Chronicle in April 1967 gives an idea of how common this practice was: “Spring Has Arrived; Panty Raid Thursday.” The report noted that “the men stood outside women’s dorms, chanting ‘we want panties.’ The requests were complied with in all dormitory areas, police said.”

The article also included this detail: “A 20-year-old freshman transfer student was charged with disorderly conduct after he was caught on the roof of the two-story Grant central unit with a woman’s undergarment in his possession.”

Back to Leslie Holmes and those raids in 1958.

“A group of college boys with their sights on Williston and Adams dormitories at Northern Illinois University Wednesday evening were foiled by university officials, city, state and county police,” according to the Daily Chronicle article.

“One 22-year-old student, John Peschke, 3171/2 S. 11th Street, was arrested on a disorderly conduct charge after he had been apprehended by Dr. Leslie Holmes, president of Northern,” the Chronicle reported. “According to the police arrest report, Peschke threw a firecracker in the direction of Ernest Hanson, Dean of Students at Northern, but was caught by President Holmes.

When Peschke saw police officers Wilbur Scott and Charles Luoma approaching he attempted to flee, but was brought down with a tackle by Officer Scott.”

During a raid the next night, four students were arrested, the newspaper reported.

The five students were later found not guilty in court or had the charges against them dismissed. They were expelled anyway, the Chronicle reported June 11, 1958.

Panty raids continued at NIU through the 1970s before the practice died out.

Positive culture and school spirit were the themes for this year’s “lip dub” video at Clinton Rosette Middle School.

On March 10, a CRMS faculty member carried a GoPro camera throughout the school to capture students, faculty and staff lip-syncing over popular songs such as “All Star”

by Smash Mouth and “Best Day Of My Life” by American Authors.

School activity groups including the band, student council, history and Arabic club, as well as the dance club were among those represented in the lip dub.

The video concluded with a student lip-syncing positive rap about CRMS being a place for learning and where everybody belongs.

In 2015, Clinton Rosette performed its first lip dub.

The footage was posted to YouTube and has received more than 3,400 views. CRMS hopes the number of views for the 2016 schoolwide lip dub will far exceed last year’s numbers.

The video also will be shown at fifth- and sixth-grade transition events to show new students the various clubs and student organizations that the school offers.

32 Heart condition can affect pregnancy Dear Dr. K: I have a heart condition. What do I need to know before I get pregnant?

Dear Reader: When a woman is pregnant, her heart is working for two. Blood passes through her placenta to her baby.

This places additional demands on her body’s circulatory system, particularly the heart. Among other changes, her heart pumps a much higher volume of blood each minute. As a woman with a heart condition, it’s particularly important for you to understand what this added workload might mean to your health and to your baby’s.

Any woman with a heart problem should see her doctor before conceiving. If the pregnancy is unexpected, she should see her doctor as soon as she thinks she might be pregnant. The doctor can tell her if she needs to take any special precautions. The doctor also might want her to see a heart specialist (cardiologist), if she hasn’t already.

Here are some common heart conditions and how they might affect you during pregnancy: • Congenital heart disease. Most women born with an abnormality of the heart or its major blood vessels can safely have children. Before conceiving, a cardiologist should determine the type and severity of the defect. This will give you a better sense of the potential risks pregnancy may pose.

Babies born to women with congenital heart disease have a higher risk of having a heart abnormality themselves.

• Pulmonary hypertension. This condition causes very high blood pressure in the blood vessels of the lungs. It is associated with a high risk of dying during pregnancy.

• Rheumatic heart disease. In this condition, one or more heart valves do not open and close normally, obstructing blood flow.

• Aortic valve stenosis. This condition also significantly elevates the risk of the mother and/or baby dying during pregnancy. It has several causes, of which rheumatic heart disease is one. Aortic valve stenosis (stiffness) reduces the amount of blood the heart can pump out to the body. If the blockage is severe, it can cause serious problems for mother and baby. If treatment is needed, sooner is better.

• Mitral valve stenosis. In this condition, another of the heart’s four valves becomes stiff. As a result, blood tends to back up into the lungs. Unless this condition is very mild, treatment often is needed to protect mother and baby.

• Other conditions. Some forms of arrhythmia (an irregular heartbeat) and cardiomyopathy (disease of the heart muscle) also increase risk of problems during pregnancy.

Finally, some heart medicines are dangerous to a developing baby. Be sure to discuss your medications with your doctor before becoming pregnant.

Most women with heart problems can have a successful pregnancy and a healthy baby. The most important thing is you consult with your doctor about whether it is safe for you to become pregnant. If so, find out what treatments might be needed to protect both of you.

I am a junior in high school.

Last year, a guy I have known for two years began showing a sexual interest in me. I rejected his advances. Last week, he began expressing his interest again, letting me know he wanted to have sex. He invited me to study – only study – but said we “might” make out.

I was a virgin and had never even kissed anyone before. I had just gotten out of a relationship that didn’t end very well, so I liked the attention. I decided I was fine with just kissing, but as soon as I got in his truck, he started to feel me up. He took me to a semi-isolated area, and we ended up having sex. It wasn’t fun or pleasurable. I told him he was hurting me, but he didn’t stop until the third time I said it. He was very upset with me. He only cared about me pleasuring him.

I told two of my close friends about what happened. One said he essentially had raped me. The other said it doesn’t count as rape because even though I said it hurt, I didn’t say it forcefully enough. Abby, what do you think? – Uncertain In Illinois Dear Uncertain: It appears you and that boy had a severe breakdown in communication, which led to your being sexually assaulted. He had made no secret he wanted sex with you, and might have interpreted your willingness to kiss him after he took you somewhere other than what was agreed upon as a signal you were willing, even though you didn’t say so.

Date rape happens when a fellow ends up coercing or forcing a girl to have sex without her consent. Unless a girl explicitly expresses her willingness to proceed, it is the responsibility of the boy not to proceed.

To me, what happened illustrates how important it is for parents to talk to their sons and daughters about responsible behavior because failure to do that can have lifelong consequences for both. If you haven’t already done so, you should tell your parents what happened. However, if you don’t feel safe doing that, tell a counselor at school.

Look at the North hand in today’s diagram. South opens two clubs to show a strong hand, North responds two diamonds to indicate a mediocre collection, and South rebids two hearts. What should North do?

If he bids two spades, it would be natural and game-forcing. So, a jump to three spades can be used as a splinter, which is perfect here.

Now South needs to find out about the diamond ace. Since Blackwood won’t help (unless North has two aces), South control-bids four clubs. Then, when North control-bids four diamonds, South, a registered member of the Real Bridge Players Don’t Need Blackwood Club, jumps to seven hearts.

The play is trivial. South takes the first trick, draws trumps, and ruffs his two spade losers on the board.

Yes, you could use only control-bidding via two clubs - two diamonds - two hearts - three hearts - three spades - four diamonds - five clubs - five spades - seven hearts, but the splinter makes life easier.
