World’s wild tiger count rising for the first time in a century

The Associated Press NEW DELHI – The world’s count of wild tigers roaming forests from Russia to Vietnam has gone up for the first time in more than a century, with some 3,890 counted by conservation groups and national governments in the latest global census, wildlife conservation groups said Monday.

The tally marks a turnaround from the last worldwide estimate in 2010, when the number of tigers in the wild hit an all-time low of about 3,200, according to the World Wildlife Fund and the Global Tiger Forum.

India alone holds more than half of them, with 2,226 tigers roaming reserves across the country, from the southern tip of Kerala state to the eastern swamps in West Bengal, according to its last count in 2014.

But while experts said the news was cause for celebration, they stopped short of saying the number of tigers itself was actually rising. In other words, it may just be that experts are aware of more tigers, thanks to the fact that survey methods are improving and more areas are being included.

Still, this is the first time tiger counts are increasing since 1900, when there were more than 100,000 tigers in the wild.

The global census, compiled from national tiger surveys as well as the International Union for Conservation of Nature, was released a day

before ministers from 13 countries meet for three days in New Delhi as they work toward doubling the world’s wild tiger population from the 2010 low by 2022.

Not all nations are seeing progress, though.

While Russia, India, Bhutan and Nepal all counted more tigers in their latest surveys, Southeast Asian countries have struggled. They also are behind the others in conservation measures, and do not yet conduct a tiger census on their own.

Cambodia is looking at reintroducing tigers after recently declaring them functionally extinct within its borders, meaning there are no longer any breeding tigers in the wild. Indonesia has also seen a rapid decline, thanks to having the world’s highest rate of forest destruction to meet growing demand for producing palm oil as well as pulp and paper.

Tigers are considered endangered species, under constant threat from habitat loss and poachers seeking their body parts for sale on the black market. They also are seeing their habitats rapidly shrinking as countries develop.

The global tiger count is based on data from 2014. Here is the tally broken down by country: Bangladesh, 106; Bhutan, 103; Cambodia, 0; China, more than 7; India, 2,226; Indonesia, 371; Laos, 2; Malaysia, 250; Myanmar, no data available; Nepal, 198; Russia, 433; Thailand, 189; Vietnam, fewer than 5.

The experts said the Myanmar government’s count of 85 tigers in 2010 was not included because the data was considered out of date.

Hundreds gather in Fairdale to mark ‘A Year of New Beginnings’

browland@shawmedia.com FAIRDALE – For many residents and first responders, Saturday’s one-year anniversary of the deadly 2015 tornado that ripped through the DeKalb County community of Fairdale began with a low-key brunch at the Kirkland Community Fire District.

The gathering had the feel of a family reunion, with residents, neighbors, firefighters, DeKalb County Sheriff’s deputies, volunteers and guests catching up and sharing stories before a busy day filled with speeches, tributes, dedications and memorials.

After the firehouse brunch, hundreds of people gathered to mark “A Year of New Beginnings” in Fairdale.

For Deena Schell and her daughters – Haleigh, 14, and Calli, 12 – it felt like a homecoming. With help from members of Habitat for Humanity of DeKalb County, Gov. Bruce Rauner and neighbors and friends, the Schells broke ground Saturday on what will be their new home at the southwest corner of White Street and Route 72.

“The thoughts and prayers of all the people of Illinois are focused right here today on the families of Fairdale,” said Rauner, who first visited about a week after the tornado and donated to the relief effort. “We are a wonderful place, a proud place here in Illinois because of our people, because of the way we come together to help each other in times of need.

It’s extraordinary the way people have come together. And everyone here in this community, you’re an inspiration for all of us throughout the state of Illinois.”

When the tornado, with wind speeds of up to 200 mph, struck Fairdale about 7:15 p.m. April 9, 2015, the Schell family home was lifted from its foundation and destroyed.

The family has been living in Kingston.

“It’s a miracle that we’re here,” Deena Schell said after the groundbreaking ceremony on the site where Habitat for Humanity of DeKalb County will build a three-bedroom ranch home for the family.

DeKalb, said she and her daughters hope to move in to the new home before school starts in the fall.

Filled with gratitude and surrounded by cameras, Schell didn’t forget about Chris Thick, the man who pulled her and her family from the rubble to safety after the tornado.

him Fairdale had suffered another loss when Thick died in a forklift accident in February.

Thick was the love of Jackie Jordan’s life, and the father of her children. Jordan, a 30-year-old mother who now lives in Belvidere, attended the anniversary memorial with friends. She said she felt heartened

Her twin sister, a 3-year-old standard poodle and dog show veteran, lay on the next table while Shari King, 49, of Bloomington groomed her during the 62nd Kennel Club of Yorkville dog show.

Preparation for a well-groomed standard poodle can take up to five hours, King said.

“I love working with my dog,” King said. “I really like the fact that we’re maintaining a breed. We’re working to make the perfect one that can go out and do what it was supposed to do.”

The standard poodle was one of 130 breeds that competed in the event, which spanned two days.

Dog shows have grown to be one of the largest sports in the country, although it may not be perceived that way, said Diane Severns, Kennel Club of Yorkville president.

“It’s been around longer than most other sports,” Severns said. “There’s probably a dog show going on within 200 miles of your house every weekend except Christmas and New Years.”

Dogs within each breed competed against each other in the preliminary rounds, with winners moving on to one of seven groups where similar breeds competed.

Winners of group rounds competed until the Best in Show was chosen.

Saturday’s winner was a Japanese Chin, and Sunday’s was a border ter-

rior.

“Every breed has a breed standard … and the judges judge the dogs according to the standard of that breed,” Severns said.

For example, the standards for a Shih Tzu include a large head, round black eyes set well apart and a short nose, among other features, judge Troy Clifford Dargin said.

spective owners to get to know what breed will work for them and to keep breeds pure, Severns said.

“A golden retriever is meant to retrieve, the guard dogs were meant to guard,” Severns said.

“Do your homework before you choose your family pet, and try to choose it from a reputable breeder who is doing the testing for congenital testing.”

Fehr Graham is an engineering company that provides help with property assessment, project consulting and grant applications. Its work has seen success, officials have said.

“The consultant we plan to work with has been successful in the past with securing this economic development grant,” Laskowski said. “With the success the city and Fehr Graham have had in past, I think we have a very good shot.”

Consultants with Fehr Graham were not immediately available for comment Friday.

The City Council will discuss the project at 6 p.m. today at the DeKalb Municipal Building, 200 S. Fourth St., DeKalb.

SYCAMORE – It could be up to voters to decide if the Sycamore Public Library becomes its own taxing district as part of the library board’s effort to serve more patrons.

The Sycamore Public Library Board of Trustees will meet at 5:30 p.m. Tuesday in the board room at the library, 103 E. State St., Sycamore, to consider putting a referendum on the April 4, 2017, ballot.

The board had initially planned to get a referendum on the November ballot, but it now is looking at 2017, according to meeting minutes.

Sycamore Mayor Ken Mundy has said he supports the library becoming its own governmental unit and taxing body – as long as voters do, as well.

DeKALB – The city will consider a partnership with 3M in its upcoming application for a state program that could provide up to $4 million toward the Peace Road widening project.

City Council members Monday will consider approving a partnership agreement with Maplewood, Minnesota-based 3M as well as a service agreement with a contractor to prepare the Economic Development Program Application.

The multimillion-dollar three-phase project would widen Peace Road to four lanes from the Interstate 88 ramp north to Route 38. The project could cost a little more than $13 million and take up to 10 years to complete. Officials are hopeful the city will land an economic development grant from the Illinois Department of Transportation to partially fund the project.

“It is competitive,” said John Laskowski, DeKalb’s city engineer. “But it’s also a rolling application date, and each year there is quite a bit of funding available.”

IDOT sets aside $15 million a year for its economic development program, for the purpose of improving access to new or expanding developments with the goal of creating or retaining jobs, according to the IDOT website.

One of the criterion for the application is for a local corporation to write about how the project will help it grow or retain jobs, which is what made 3M an ideal company to approach for the partnership – although the city still is pursuing other partners to bolster its case, Laskowski said.

“Target has added numbers of jobs to the plant,” he said. “Creating jobs and retaining jobs are two components that

In January, the library board voted, 6-1, to approve a maximum levy rate of 32 cents per $100 of equalized assessed value to be included in the resolution and petition. That’s up from the previous levy rate of 29 cents per $100 of equalized assessed value.

That would likely mean slightly higher property taxes for residents in the district and a bigger budget for the library, according to meeting records.

Many of those who spoke made a point to thank the DeKalb County Long Term Recovery Corp. and Nicklas, who led the organization’s recovery efforts in Fairdale over the past year. Pritchard read a proclamation from the state’s General Assembly designating April 9, 2016, “as honorary Bill Nicklas day in Fairdale, Illinois.”

Nicklas then stood up to tell the “real truth” and explained that the organization’s success was the result of the dedication of 25 volunteers and the people of Fairdale.

Near the memorial bench, the flagpole and a new historical plaque, residents also placed a stone marker dedicated to Nicklas and the work of the Long Term Recovery Corp.

Saturday’s public events in Fairdale ended with food, a gift exchange and kite flying before the crowds dispersed to smaller, private gatherings at many of the homes in the community.

BOSTON – Several U.S. transit systems looking to defray costs of providing services for the disabled are weighing partnerships with Uber and Lyft, unsettling some advocates who note ride-hailing services have themselves faced criticism over accessibility.

Paratransit, better known under names such as “The Ride,” “Accessa-Ride,” or “Dial-a-Ride,” is required under the 1990 Americans with Disabilities Act. But the costs, which include door-to-door pickup and drop-off, can be steep.

The average cost of operating a single paratransit trip is about $23 in the U.S., compared with less than $4 for the average trip on bus or light rail. In Boston, the average cost per ride is about $45, in Washington, about $50, and in New York, nearly $57, officials said.

Transit agencies nationwide logged about 223 million paratransit trips at a cost exceeding $5.1 billion – about 12 percent of total transit operating costs – in 2013, according to the most recent data from the American Public Transportation Association. The price tag is particularly high in major cities, where agencies struggle with regular service and maintenance.

“I understand there are budget concerns. But for me this is a quality-of-life issue,” said Sarah Kaplan, 32, who was born with cerebral palsy and uses a wheelchair. She rides a vehicle operated by the Massachusetts Bay Transportation Authority to get to and from her job as internship coordinator with the Boston Center for Independent Living.

“I want the right to leave my house like everyone else,” Kaplan said.

In 2012, the MBTA doubled fares from $2 to $4 for The Ride, triggering protests; several people chained their wheelchairs together and blocked traffic. Fares were later rolled back to $3 for most rides.

The deficit-ridden agency now hopes to cut $10 million in annual paratransit costs by expanding an existing taxi voucher system and contracting with ride-hailing services.

The plan, not yet finalized, would charge customers $2 per ride, while the MBTA contributes up to $13 for the trip. If a trip costs more than $15, the passenger would pay the difference.

A potential incentive for riders: Uber or Lyft can be summoned immediately with an app; trips on MBTA vehicles must be scheduled a day ahead.

“My guess is it will be very appealing to people who need to go shorter distances where the fares are under $15 and they can get an on-demand ride as opposed to booking 24 hours in advance,” said Brian Shortsleeve, the agency’s chief administrator.

But convenience comes with a catch. With a limited number of wheelchair-accessible vehicles, the ride-hailing services would be available largely to people who can walk. And while a majority of individuals certified to use paratransit fit that bill, advocates worry about creating an unfair and possibly even illegal two-tiered system for the disabled – one serving people who can walk, the other those whose needs the private vehicles can’t accommodate.

“We don’t want racial segregation, and we also don’t want disability segregation,” said Marilyn Golden, senior policy analyst for the California-based Disability Rights Education & Defense Fund.

Uber and Lyft have both cited efforts to improve offerings for disabled riders. But the services have argued they are technology, not transportation, companies, meaning they are not required to provide accessible vehicles.

Advocates for the disabled have filed a

handful of lawsuits.

In January, a coalition including disability rights groups and labor unions wrote to the Washington Metropolitan Area Transit Authority, known as Metro, expressing alarm over the agency’s interest in contracting with companies such as Uber or Lyft.

“This is of grave concern to our coalition for many reasons, most importantly because neither company has adequate access to wheelchair accessible vehicles,” the letter stated. Passenger safety and inadequate driver training were also cited as concerns, though activists did applaud Metro for seeking alternative forms of transportation.

The system already supplements its MetroAccess service with alternatives such as Transport DC, which offers $5 taxi rides to the disabled, including wheelchair-accessible cabs.

Metro hopes to solicit formal proposals from ride-sharing companies this summer but will pay careful attention to how such a program is structured, said Christian Kent, assistant manager of access services.

Pace, which operates the Chicago-area paratransit system, has had preliminary meetings with Uber and Lyft, said agency spokesman Doug Sullivan. He cited as a potential barrier the strict federal guidelines that drivers for Pace – or any company under contract with Pace – must meet for training, and drug and alcohol testing.

ACLU: Chicago monitoring of protest groups ‘unsettling’

CHICAGO – The American Civil Liberties Union of Illinois said reports of Chicago police monitoring peaceful protest groups is “unsettling” and is calling for City Council hearings.

The group issued a statement Sunday responding to a Chicago Sun-Times report, which outlined seven investigations by police since 2009 to monitor groups exercising free-speech rights. Emails released by the city in the wake of the 2014 fatal police-involved shooting of Laquan McDonald showed officials watched actions of protesters closely. The teenager was shot by an officer 16 times.

The Sun-Times reported the department’s top attorney approved 2015 plans to send undercover officers to monitor meetings, including those held by Black Lives Matter activists, churches and philanthropic organizations.

Police spokesman Anthony Guglielmi said the investigations were to ensure safety. He said while the department was approved to send undercover officers, it sent plainclothes officers.

Presidential candidates shift to delegate hunt

WASHINGTON – The Democratic and Republican presidential candidates are coming to terms with the cold mathematical reality of chasing delegates ahead of their nominating conventions, with front-runners Hillary Clinton and Donald Trump driving for challenge-proof majorities against rivals who won’t go away.

For Trump, who remains well short of the 1,237 delegates he needs to clinch the GOP nod, that means his campaign focuses on developing a delegate-centered strategy akin to the one that rival Ted Cruz has pursued for months.

“A more traditional approach is needed and Donald Trump recognizes that,” Paul Manafort, Trump’s new delegate chief, said Sunday on NBC’s “Meet the Press.”

Even so, the billionaire developer later in the day complained that the system is “corrupt” and “crooked” and said it’s unfair that the person who wins the most votes may not be the nominee.

“What they’re trying to do is subvert the movement with crooked shenanigans,” Trump told a crowd of thousands gathered in a packed airport hangar in Rochester, New York. “We’re supposed to be a democracy,” he added, drawing parallels with Democratic candidate Bernie Sanders.

If denied the GOP nomination, he went on to warn, “you’re going to have a big problem, folks, because there are people who don’t like what’s going on.”

For Clinton, who lost Wyoming Saturday night to Sanders, it means maintaining her commanding leads among delegates and popular votes no matter how many states Sanders wins – or how much “momentum” he claims.

Key to her drive is a win April 19 in New York, which she represented in the U.S. Senate.

Asked in a CNN interview that aired Sunday whether she’s quietly preparing a strategy in the unlikely event of a contested Democratic convention, she replied, “No, I intend to have the number of delegates that are required to be nominated.”

After stops in New York City churches, Clinton headed to Baltimore for her first campaign rally in Maryland, where she picked up the endorsement of popular local congressman Elijah Cummings.

Maryland, where Clinton is favored, holds its primary on April 26 along with Pennsylvania, Rhode Island, Delaware and Connecticut.

Clinton’s campaign is pushing for big wins across the northeast, in an effort to gain what they’ve termed an “all but insurmountable” lead in the delegate race. It’s a strategy shared

by Trump, who is also looking to win all the delegates he can in New York.

With neither front-runner strong enough to claim inevitability, their challengers stuck to the hope that by winning more races and cozying up to delegates, they stand a chance of eventually grabbing their respective party nominations. For Ohio Gov. John Kasich, it’s about winning enough delegates to keep all candidates from locking up the majority.

Officials: Group that hit Brussels also planned second France attack

BRUSSELS – The extremists who struck Brussels last month and killed 32 people initially planned to launch a second assault on France in the wake of the November attacks in Paris, authorities said Sunday.

But the perpetrators were “surprised by the speed of the progress in the ongoing investigation” and decided to rush an attack on Brussels instead of going back to France, the Belgian federal prosecutor’s office said in a statement. The statement didn’t provide any details on the initial French plot or its targets.

Both France and Belgium warned it was no time to relax despite the recent spate of arrests.

Belgian Justice Minister Koen Geens said it amounted to “a dirty war” when more attacks could be expected in Belgium, France or beyond.

Two suicide bombers killed 16 people at Brussels Airport on March 22. A subsequent explosion at Brussels’ Maelbeek subway station killed another 16 people the same morning. Investigators have found links between the cell behind those attacks and the group that killed 130 people Nov. 13 in Paris.

The other suspects charged over the weekend were identified as Osama Krayem, who left the Swedish city of Malmo to fight in Syria and was described by one relative as having been “brainwashed.” Also charged were Herve B. M., a Rwandan national, and Bilal E. M. The past couple of days’ developments represent a rare success for Belgian authorities, who have been repeatedly criticized for bungling the bombings investigation. Despite the progress, Brussels remains under the second-highest terror alert, meaning an attack is still considered likely.

Medicare payment plan on cancer drugs sparks furious battle

WASHINGTON – A Medicare proposal to test new ways of paying for chemotherapy and other drugs given in a doctor’s office has sparked a furious battle, and cancer doctors are demanding the Obama administration scrap the experiment.

The vehement reaction is raising questions about the government’s ability to tackle high drug costs, the top health care concern for the public.

At issue are some of the most expensive drugs for treating life-changing diseases. The question isn’t whether those drugs are fairly priced, but whether Medicare’s current payment policy encourages doctors to prescribe the costliest medications so they can make more money.

Injected and infused drugs for such conditions as macular degeneration, rheumatoid arthritis and Crohn’s dis-

ease are also affected.

Medicare now pays doctors and hospital outpatient clinics the average sales price of a drug, plus a 6 percent add-on, somewhat reduced by federal budget cuts. Naturally, 6 percent of a $15,000 drug is more than 6 percent of a $3,000 drug. But does that influence doctors’ decisions, raising costs for the government as well as those on Medicare?

Medicare officials seem to think so.

The new formula announced last month combines a 2.5 percent add-on with a flat fee for each day the drug is administered. A control group of doctors and hospitals would continue to be paid under the current system.

The experiment could become permanent policy if it lowers costs while maintaining quality. A second wave of experimentation would try to link what Medicare pays for a given drug to how well it works.

Specialist doctors, drugmakers and some patient advocacy groups are try-

ing to compel Medicare to drop the plan.

Primary care doctors, consumer groups representing older people, and some economic experts want the experiment to move ahead.

Opponents say if that happens, cancer patients will be forced to go to outpatient hospital clinics instead of their local cancer doctor for the latest and most effective drugs. That’s because smaller, doctor-owned clinics may no longer be able to afford the upfront costs of cutting-edge medications. In rural areas, patients may have to travel long distances to get to a hospital clinic, they say.

Supporters call that “Medi-scare,” a reference to the timeworn political strategy of exaggerating the impact of proposed Medicare changes to frighten beneficiaries.

The rhetoric has escalated.

“It is remarkably insulting that some people today think that cancer physicians in large numbers are say-

ing, ‘What’s the most expensive way I can treat this patient?’” said Dr. Allen Lichter, CEO of the American Society of Clinical Oncology, which represents some 20,000 U.S. cancer specialists.

Medicare is making “a dreadful mistake,” added Lichter, who says that many cancer drugs don’t have a lowcost alternative. “It will severely damage oncology practices across the country, and it will not solve what we have long recognized is a serious problem, that cancer drug prices are skyrocketing.”

But Dr. Peter Bach, director of a policy center at Memorial Sloan Kettering Cancer Center in New York, believes Medicare is doing the right thing. Doctors, like other human beings, respond to financial incentives, he said, and the current payment policy sends the wrong signal.

“When drugs are more profitable, both doctors and hospitals tend to use them more,” Bach said.

Obama pursued transformation, Republicans chose self-destruction In an interview during the 2008 campaign, Barack Obama said Ronald Reagan changed the trajectory of the U.S. in a way Richard Nixon and Bill Clinton did not. Clearly, Obama aspired to be a transformational president, like Reagan. At this point, it’s fair to say he has succeeded. Look at what’s happened during his tenure to the country, his party and, most tellingly, his opposition.

Obama’s signal accomplishment is health care, where he was able to enact a law that has resulted in 90 percent of Americans having health insurance.

Although the law has its problems, it achieves a goal first articulated by Theodore Roosevelt 100 years ago.

The biggest impact of his presidency, however, can be seen in his opposition, the Republican Party, which is in the midst of an ideological breakdown.

Surveying this scene, conservative columnist Daniel Henninger writes in the Wall Street Journal that Obama “is now close to destroying his political enemies – the Republican Party, the American conservative movement, and the public-policy legacy of Ronald Reagan.” Obama’s success in this regard, if it can be called that, is a passive one. He has let his opponents self-destruct and never overplayed his hand.

From the first month of Obama’s presidency, the GOP decided he was a socialist radical who had to be opposed, no matter what. Obama did not take the bait, governing from the center-left.

It wasn’t just gestures. During budget negotiations, Obama made a concession on the reform of Social Security larger than any Democrat ever has, agreeing to reduce the automatic yearly increase of benefits, enraging the Democratic base.

Perhaps unable to paint him as a socialist, perhaps for other reasons, many Republicans’ rhetoric about Obama quickly became personal – with insinuations about his origins, race, religion, faith and loyalty to the country. Again, Obama never lashed out – demonstrating discipline even as his opposition grew wilder.

As Obama kept his cool, the Republican Party descended deeper into the politics of identity, flirting with racial, religious and ethnic grievances – and moving away from its core tenets of limited government, free markets and free trade. Obama has repeatedly maintained that one of his principles in foreign policy is, “Don’t do stupid [stuff].” It looks like it works in domestic politics as well.

‘Religious freedom’ bills legitimize discrimination You’d think history might serve as a guide for the politicians and preachers – good Christians all, of course – who have chosen to use the Bible to bolster their bigotry against people they’ve placed outside the magic circle. We’ve seen this before, and it didn’t turn out well for those who claimed a mantle of righteousness. Yet onward they march.

Mississippi recently passed a “religious freedom” law designed to provide legal cover for those who wish to discriminate against gays and lesbians. The law is quite specific, allowing government clerks to refuse to issue marriage licenses to same-sex couples and protecting businesses that refuse to serve them.

Does this ring any bells? Do any of these people remember Jim Crow, a system of legalized oppression that stunted Mississippi for generations and whose legacy the state is still struggling to overcome?

They can’t have forgotten – not all of them.

Gov. Phil Bryant, who signed the odious bill, is certainly old enough to remember. He’d remember, too, that, during his childhood, many of the lead-

And history should have taught the governor about Richard and Mildred Loving, an interracial couple who dared to marry in 1958. The Virginia judge who sentenced them to prison for their crime wrote: “Almighty God created the races white, black, yellow, malay and red, and he placed them on separate continents. ... The fact that he separated the races shows that he did not intend for the races to mix.”

Indeed, this practice of using the Bible as a prop for prejudice has a long and ignominious tradition, spanning centuries and continents. In the U.S., slave owners conveniently saw in the Bible a heaven-sent sanction for their brutal greed. Throughout the 19th century, preachers delivered sermons claiming that “the Old Testament did sanction slavery,” as the Rev. Richard Fuller put it in 1847. Others saw a val-

idation of white supremacy in a Bible verse about the descendants of Ham. Proponents of “religious freedom” statutes point to the First Amendment, which enshrines as a central value the protection of religious views, even those that are outside the mainstream.

Congress reiterated its fidelity to that founding principle as recently as 1993, when a bipartisan majority passed the Religious Freedom Restoration Act. But the U.S. Supreme Court’s 2015 decision legalizing same-sex marriage set off a spate of proposals that serve no purpose except bigotry – laws that prop up prejudice with Scripture. The giveaway in several of those bills is this: They allow for-profit businesses to claim to have religious beliefs and to refuse service on that basis.

(The Supreme Court opened the door for that with its unfortunate 2014 ruling in Burwell v. Hobby Lobby Stores, which assigned religious beliefs to corporations. That involved a company’s “religious freedom” to refuse to provide insurance coverage for contraceptives.)

Churches, by the way, don’t need any extra legal protections. The First

Amendment has always given religious institutions wide latitude to practice their beliefs as they see fit, even if that means making invidious distinctions.

Catholic priests have long reserved the right to refuse to marry those who are divorced; many conservative churches refuse to ordain women. So clerics may decline to perform the marriage rite for same-sex couples without fear of legal sanctions.

Given that, there is no need for laws that legitimize discrimination, and some states, either through revision or veto, have stepped back from such mean-spirited laws. North Carolina, however, has forged ahead with its “bathroom bill,” passed to nullify a Charlotte law that would have allowed transgendered individuals to use public restrooms of their choosing. And other state legislators are still debating proposals meant to show their disapproval of same-sex marriage.

Onward they march – toward their heterosexual heaven.

Porn should be classified as a public health crisis of the digital age

The Washington Post Last month, the Republican-led Utah House of Representatives became the first legislative body in the United States to pass a resolution declaring pornography “a public health hazard leading to a broad spectrum of individual and public health impacts and societal harms.”

The liberal backlash criticized the measure as an antiquated bit of conservative moralizing, with the Daily Beast calling it “hypocritical” and “short-sighted.”

The thing is, no matter what you think of pornography (whether it’s harmful or harmless fantasy) the science is there. After 40 years of peer-reviewed research, scholars can say with confidence that porn is an industrial product that shapes how we think about gender, sexuality, relationships, intimacy, sexual violence and gender equality – for the worse.

The statistics on today’s porn use are staggering. A Huffington Post headline announced in 2013 that “Porn sites get more visitors each month than Netflix, Amazon and Twitter combined.”

Extensive scientific research reveals that exposure to and consumption of

porn threaten the social, emotional and physical health of individuals, families and communities, and highlights the degree to which porn is a public health crisis rather than a private matter.

Using a wide range of methodologies, researchers from a number of disciplines have shown that viewing pornography is associated with damaging outcomes.

In a study of U.S. college men, researchers found that 83 percent reported seeing mainstream pornography, and that those who did were more likely to say they would commit rape or sexual assault (if they knew they wouldn’t be caught) than men who hadn’t seen porn in the past 12 months.

The same study found porn consumers were less likely to intervene if they observed a sexual assault taking place.

In a study of young teens throughout the southeastern United States, 66 percent of boys reported porn consumption in the past year; this early porn exposure was correlated with perpetration of sexual harassment two years later.

A 2012 study of college-age women with male partners who used porn concluded that the young women suffered diminished self-esteem, relationship quality and sexual satisfaction cor-

related with their partners’ porn use.

Meanwhile, a 2004 study found that exposure to filmed sexual content profoundly hastens adolescents’ initiation of sexual behavior. All of these studies were published in peer-reviewed journals.

Because so much porn is free and unfiltered on most digital devices, the average age of first viewing porn is estimated by some researchers to be 11. In the absence of a comprehensive sex-education curriculum in many schools, pornography has become de facto sex education for youth.

While “classy” lad mags like Playboy are dispensing with the soft-core nudes of yesteryear, free and widely available pornography is often violent, degrading and extreme.

Beyond the porn industry, legislators have begun to respond to yet another genre of pornography quickly proliferating on the Web: “revenge porn,” whose perpetrators post and disseminate sexually explicit photos of their victims (often their former girlfriends) online without their consent.

Unsurprisingly, revenge porn has been linked to several suicides and has been used to blackmail and sexually exploit minors.

As the evidence piles up, a coalition

of academics, health professionals, educators, feminist activists and caregivers has decided that they can no longer allow the porn industry to hijack the physical and emotional well-being of our culture.

This means understanding that porn is everyone’s problem. Culture Reframed, an organization I founded and currently chair, is pioneering a strategy to address porn as the public health crisis of the digital age.

We are developing educational programs for parents, youth and a range of professionals that aim to help shift the culture from one that normalizes a pornographic, oppression-based sexuality to one that values and promotes a sexuality rooted in healthy intimacy, mutual care and respect.

Parents and educators at every level need to know that if porn is not discussed in a research-based, age-appropriate sexual health curriculum, its effects will surely show up as sexual harassment, dating violence and inadvertent “child pornography” on students’ phones.

The Northern Illinois University Chemistry Club invites the public to its chemistry demo night at 8 p.m., Friday, April 15, in Northern Illinois University’s Carl Sandburg Auditorium.

The theme for the night will be “The Magic of Chemistry.” The event will consist of experiments that feature exciting chemistry – from rapid phase change manipulations to “magically” timed reaction kinetics to luminescence generation.

“A big focus of the demos this year is to bring some showmanship and finesse to the performances on a scale the club hasn’t really attempted before,” club president James Gorman said in a news release. “Part of the reason we reserved the larger space of the Sandburg Auditorium was to have a space where it could feel like a real show to the audience.”

The evening will feature the return of a Chem Club specialty – liquid nitrogen ice cream – as well as some crowd favorite experiments from previous years such as the liquid nitrogen bomb and the imploding soda can.

The experiments planned for the evening include bright flashes of light and intermittent periods of low light and/or darkness.

STEM Café plugs into smart grids, hybrid cars DAILY CHRONICLE

What if our cars could help save the environment? At the next STEM Café, “Renewable Nation: How Hybrid Cars and Smart Grids Will Change America,” Northern Illinois University assistant professor Kevin Martin will explain how technology could transform our vehicles from gas guzzlers into key components of a smarter, more sustainable power system.

The free talk and discussion will be from 6:30 to 8:30 p.m. Tuesday, April 19, in the Novak Room at Fatty’s Pub and Grille, 1312 Lincoln Highway in DeKalb.

“One of the biggest obstacles for alternative energy sources right now is the difficulty of storing the electricity they generate,” Martin, who teaches in the College of Engineering and Engineering Technology, said in a news release.

That’s where cars come in. As battery-powered cars become more popular, and plug-in technology links those cars to the power grid, people will be able to use their batteries as nodes on a massively distributed electricity storage and distribution system. The key ingredient is a “smart grid” that puts power sources and devices (like houses and cars) in constant real-time communication.

In addition to describing what the smart grid will look like, Martin will explain the many technological shifts required to make it a reality.

This event is part of STEM Outreach’s series of monthly STEM Cafés, all of which are free and open to the public. Food and drinks will be available for purchase from Fatty’s.

H-BR’s McNanna off to strong start in long jump

jseverson@shawmedia.com HINCKLEY – Once a state qualifier in the high jump, Hinckley-Big Rock senior Zach McNanna decided to give long jump a shot this season.

It wasn’t a bad idea.

McNanna earned a pair of top three finishes in the event during the Royals’ opening two meets this season and could possibly make a run at being a state qualifier in the event.

“It felt good in practice so when I tried it in the first meet and I won it, I knew it would be a good event for me,” McNanna said of the long jump.

At the first meet of the season in Sandwich, McNanna took first place in the long jump with a distance of 19 feet, 1 inch. At the meet in Plano, he took third but increased his distance to 191⁄4 feet. While the state qualifying mark in the event is 20 feet 11 inches, Hinckley-Big Rock coach Greg Burks said he still thinks McNanna has a chance to make the Class 1A state championships in the event.

“That’s a ways away, but that doesn’t mean you necessarily have to jump that,” Burks said of the 20-11 mark. “I think a low-20 qualified out of Photos by Danielle Guerra – dguerra@shawmedia.com our sectional last season.”

If McNanna does qualify, it won’t be the first time he makes the trip down to the state meet. As a sophomore, he qualified in the high jump.

He had another good chance to go to the big meet last season, but he suffered a foot injury in the week leading up to sectionals.

“It was hard to watch – it was hard to watch all the races I would have been in,” McNanna said. “I should have been there. But I still have this year.”

He said he feels good this season, and the results certainly have shown.

At the Sandwich meet, he took third in the 110-meter hurdles (18.2 seconds) and third in the 300 hurdles (44.5). At the Plano meet, he won the high jump (5-6) and the 110 hurdles (18.0) and was second in the 300 hurdles (46.0) – to go along with his third-place finish in the long jump.

The Timberwolves hosted St. Edward and lost, 5-4, and the Cogs lost, 111, to Mendota. Sycamore was swept, 3-1 and 8-4, at home by Prairie Ridge.

Four pitchers combined on a three-hitter without allowing an earned run in the loss in the first game for the Spartans (5-3), who have lost three straight. In Game 2, four more pitchers took the mound for Sycamore. No pitcher went more than two innings in a single game for the Spartans.

DeKalb baseball itching to go: Weather obviously took its toll on every team, but the Barbs seemed to have a bit of extra bad luck, with five games washed out.

DeKalb was slated to play Monday at Jacobs, host West Aurora on Thursday, head to Rockford Jefferson on Friday and host Belvidere North in a doubleheader Saturday. None of those games were able to be played, leaving the Barbs with a lot of “mundane” indoor practices, coach Justin Keck said.

“You have to get a little creative with what you are doing, but at times that can be challenging when you’re inside as much as we’ve had to be,” Keck said.

“We just do the best we can to keep them short and to the point and work on a few things. It would be nice to play a game or two every now and then at least.”

The Barbs will take their 3-4 record into the start of Northern Illinois Big 12 Conference play this week in a threegame series against Yorkville. The Barbs host the Foxes at 4:30 p.m. today and Friday, with a trip to Yorkville on Tuesday. There is not much rain in the forecast for any day this week, and the forecast for Friday is mostly sunny with a high of 68 degrees.

H-BR ace pitched through sore hamstring: Hinckley-Big Rock senior Jacob

Morsch was dealing with a sore hamstring when he took the mound against Hiawatha last week.

Not only did he muster through six innings, he struck out 17 and only allowed one hit in a masterful performance as the Royals won, 6-3.

However, Hinckley-Big Rock coach Brandon Jackson said he went to pull Morsch in the fifth inning.

“Basically, I went out to take the ball from him and he said, ‘No,’ ” Jackson laughed. “We need that kind of attitude on this team. He’s a tough fighter. So I told him, all right, this is the last one. If he gets on, you’re coming out. He ended up striking out the next two.”

Morsch is no stranger to piling up strikeouts. In the Class 1A Elgin Academy Regional semifinal against Elgin Academy, he struck out 17 as the Royals won 5-4 in eight innings.

This season, he has 30 strikeouts in 13 innings pitched.

The Royals play at Indian Creek at 4:30 p.m. today.

But it was a nice opportunity to get in some good practices and showed the girls that we are improved. We have a lot of games this week coming up.”

Lauer said he’s been impressed by the play of sophomore third baseman Madison Wagner, who already has blasted three home runs this year. She was a solid defensive player last year, but Lauer said he’s glad to see she’s made a leap offensively.

Wagner and the Cogs (3-5) play every day this week except Friday, starting today with a trip to North Boone.

DeKalb to hold camp: The Barbs will host a four-week baseball camp beginning April 24.

The camp will be available for players in third through eight grades and run from 1 to 3 p.m. on the varsity baseball field, or the fieldhouse in the case of inclement weather.

A tweet sent by Sycamore softball coach Jill Carpenter on the Spartans’ account early Wednesday morning suggesting IHSA move softball to the fall garnered a bit of traction.

Not only was it retweeted by other coaches, it ended up spawning an opinion piece in the Northwest Herald debating the merits of a shift in the softball season.

Carpenter said the tweet wasn’t just blowing off steam – it’s something she’s pretty passionate about, even though she said she knows there’s no chance such a move will ever happen.

She pointed out some of the issues with such a move – overlapping with volleyball, possible bad weather in October when the postseason would be, issues small schools may have with it moving to the fall. But she added that there are more than just weather-related issues with a season that starts in late February and runs into at least May. “It’s something else I don’t think a lot of people consider, but the season runs up against all of the year-end activities,” Carpenter said. “It all comes to a head in a critical point in the season. Graduation, prom, finals, year-end band and choir concerts and things like that the winter and fall sports don’t have to deal with. Just a lot of it comes at the end of the year.”

Carpenter said a two-week pushback might help.

“At least you can avoid regionals on Memorial Day weekend,” Carpenter said. “It doesn’t bother me, but it does bother other people. We’re not in control if parents decide to take their kids on vacation. Plus the weather would just be better. You can’t start the season on Feb. 29 and expect good weather.”

The Spartans played twice last week – getting in just three innings against DeKalb before the game was suspended, then losing at Yorkville. The game against the Barbs will be continued at 4:30 p.m. Friday at DeKalb.

Carpenter said her experienced players have been handling things well – Kayley Aase has been a force at the plate, and Nati Morey has been getting on base more after missing the first couple games. But Carpenter said the younger players have had a hard time getting into a rhythm.

With the weather expected to be warmer next week, Carpenter said she was spending her Saturday trying to find a game for next week instead of facing West Chicago in a doubleheader, as that game got canceled.

NIU baseball splits doubleheader, takes series

sports@daily-chronicle.com The Northern Illinois baseball team won its second Mid-American Conference series of the season after splitting a doubleheader with Central Michigan on Saturday, winning in walkoff fashion in the late game.

A bases-loaded wild pitch gave the Huskies the 3-2 win the late game after a 7-6 loss in the opener.

Reliever Joe Hawks picked up the first win of his NIU career as he worked out of a jam in the top of the 10th while Donovin Sims tossed 9 1/3 innings.

Tommy Hook went 5 for 7 at the plate in the doubleheader. His last hit eventually resulted in the final run, scored by pinch runner Alex Smith on a wild pitch.

But we don’t know how the new guys will respond. The home opener, against the Reds, will be a good first test for them. The only thing fans are expecting this year is everything.

If the Cubs win Monday, it will back up what everyone seems to

think anyway, that the team is on a steady march to its first World Series title since 1908. If they don’t win Monday, there’s always next … game.

CHICAGO – The early season postponements keep piling up for the Cleveland Indians.

The Indians’ game against the White Sox on Sunday was postponed because of rain. Rain fell during the morning and was forecast for the rest of the day.

Temperatures were in the 40s.

The Indians have been postponed three times in the first week of the season because of inclement weather.

“You start getting the reports of what

it’s going to be,” White Sox manager Robin Ventura said. “There’s a chance you lose both starters. It was going to be steady rain all day long.”

The game will be made up on May 23 as part of a traditional doubleheader that will begin at 4:10 p.m. The second game will start at 7:10 p.m., or 30 minutes after the conclusion of the first game.

The teams also played in snow on Friday and in 30-degree temperatures on Saturday. The Indians have been able to take batting and infield practice just once. They were also postponed last

Monday and Thursday against Boston in Cleveland.

“We’ll probably have early work on Tuesday because we need it,” Indians manager Terry Francona said. “I think it’s the groundballs and getting guys out there to turn double plays and stuff – we haven’t done any of that. And early in the year is when you need it.”

The White Sox and Indians split the first two games of their series. Cleveland won 7-1 on Friday before losing 7-3 on Saturday.

The White Sox play the Minnesota Twins on Monday in their home opener.

The Indians are off on Monday before beginning a series against Tampa Bay. Josh Tomlin was scheduled to make his season debut Sunday against the White Sox, but will be skipped in the rotation.

Corey Kluber will start Tuesday against Tampa Bay followed by Carlos Carrasco, Danny Salazar, Cody Anderson and Tomlin.

Jose Quintana (0-0, 3.18 ERA), the White Sox’s scheduled starter on Sunday, will instead pitch Monday against the Twins. The other starting pitchers will be pushed back a day.

Blackhawks draw the Blues in the first round of the playoffs

mlazerus@suntimes.com COLUMBUS, Ohio – The St. Louis Blues have finished first or second in the Central Division in each of the last four years. Their postseason results? Second-round loss. First-round loss. Firstround loss. First-round loss.

Does that make the Blues easy pickings? Or motivated and dangerous? The Blackhawks will find out next week, likely starting Wednesday in St. Louis.

“It’s going to be a hard, physical series,” Patrick Kane said Saturday night after the Blackhawks’ essentially meaningless 5-4 overtime loss to the Columbus Blue Jackets. “They’re a great team.

For a little while here, they’ve been trying to get over the hump. And I know they have that in the back of their minds, too.”

The Blues’ fate was sealed with a 5-1 loss to the Washington Capitals on Saturday, giving the Dallas Stars the Cen-

tral Division title and a first-round date with the Minnesota Wild. The Hawks, of course, handed the Blues one of those first-round losses, rallying from a 2-0 deficit to win in six games in 2014. The Blues beat the Hawks 2-1 in overtime Thursday at the United Center, and the series figures to be in that same grinding style.

“It might be the type of game that it was in the United Center – two good teams going at it,” Niklas Hjalmarsson said. “Maybe not as high-scoring. Just really tough hockey, and maybe not as many chances offensively.”

That wasn’t a problem in Saturday’s regular-season finale against Columbus.

The game didn’t mean a whole heck of a lot, and the lineup reflected that fact.

Jonathan Toews and Hjalmarsson took the night off, and the trio of injured Hawks – Marian Hossa, Artem Anisimov and Andrew Shaw – didn’t even make the trip. So nobody was too concerned that a 3-0 lead turned into a 4-3

deficit, and eventually a 5-4 loss on Scott Hartnell’s overtime winner, his second goal of the game.

But the game still meant something to Patrick Kane, Artemi Panarin and Corey Crawford.

Kane finished off the best regular season of his career with a flourish, scoring nine seconds into the game and adding another goal and an assist to extend his massive lead in the scoring race. It’s been a foregone conclusion for months, but he’ll become the first American to win the scoring title, with 46 goals and 60 assists for 106 points.

“It’s one of those things I’ll probably look back on, I don’t know when,” Kane said. “Something I’ll really enjoy. I take pride in playing for the U.S. and being an American kid. It was fun to break the [American] point streak this year, and now to be the first American player to win the scoring title is pretty special in itself, too. It was an exciting year, and hopefully it’s a sign of things to come.”

Panarin, meanwhile, had two goals and an assist in the first 15 minutes of the game to ensure he’ll hit his $1.725-million bonus. The fist pump that punctuated his second goal and put the Hawks up 3-0 was as fierce a celebration as the exuberant rookie has had all season.

“There was some ‘wow’ factor with the Bread Man and Kaner tonight,” Joel Quenneville said. “That was fun to see.

They finished the year on an amazing note.”

Crawford struggled in his first game since March 14, making just 20 saves on 25 shots, but was happy to get a game under his belt before the playoffs begin.

The Hawks certainly will be icing a better lineup for Game 1, but the opponent will be a whole lot better than the last-place Blue Jackets, too.

“We know we’re going to have our hands full,” Quenneville said. “They’re as good as any team in the l league. We have to be at our best, and our A-plus game is going to be needed.”

AUGUSTA, Ga. – Danny Willett in a green jacket was hard to believe considering he wasn’t even sure he could play the Masters two weeks ago.

Jordan Spieth was even more stunned. Nine holes away from history, the defending Masters champion threw it all away in a collapse around Amen Corner that was shocking even by Augusta National standards.

He played the opening three holes of

the back nine in 6 over par, including a quadruple bogey at the 12th.

Willet, five shots behind with six holes left to play, birdied three of his last six holes to polish Danny off a round that might Willett not get its due because of Spieth’s meltdown. He closed with a 5-under 67, with no bogeys on his card, to match the best score of the weekend.

The 28-year-old Englishman wasn’t even planning to play. His wife was due with their first child on this very day.

Their son, Zachariah James, was born on March 30, clearing Willett to a most unlikely path to becoming a major champion. Willett won in his second Masters, ending Europe’s 17-year drought at Augusta National, and he became the first player from England to win the green jacket since Nick Faldo in 1996.

How fitting. Faldo also shot 67 that

day in a final round remembered more for Greg Norman throwing away a sixshot lead. Spieth, trying to become the first player in history to win wire-towire in a major in successive years, ran off four straight birdies to end the front nine and build a five-shot lead. And then it all fell apart.

NEW ORLEANS – Former New Orleans Saints player Will Smith was shot and killed in a case of road rage by a man who had rear-ended his car, police said Sunday.

Smith was beloved by fans for his role in bringing a Super Bowl championship to New Orleans in 2009, though the defensive captain also found himself at the center of the NFL’s bounty probe in 2012.

Man convicted of killing Jordan’s father seeks hearing

CHARLOTTE, N.C. – Attorneys for the man convicted of killing Michael Jordan’s father in North Carolina in 1993 and dumping his body in South Carolina said they have new evidence to bolster their request for a new

trial.

The Charlotte Observer reports that court documents claim misleading testimony and misconduct by the prosecutor and jury helped wrongfully convict Daniel Green of murder. His attorneys have long argued that Green helped get rid of James Jordan’s body but didn’t participate in the carjacking.

Kyle Busch wins at Texas to complete another NASCAR sweep

Even if you choose to forgo treatment, your doctor should regularly monitor you for complications. BPH can increase your risk of urinary tract infections and, possibly, bladder stones. The increased risk of infection comes from difficulty in fully emptying the bladder. If all the urine is not emptied out of the body, bacteria in the urine that remains inside the bladder can multiply rapidly.

If your symptoms become burdensome, talk to your doctor about treatment options.

Usually a combination of lifestyle changes and medication can relieve the worst symptoms.

Lifestyle changes include taking time to empty your bladder completely. That can require a little patience. When your stream stops, try just sitting there on the pot or standing in front of it for a minute or two.

Try to will your bladder to release more urine. It often will start again if you just wait and continue to try to urinate.

Another trick is to avoid caffeinated or alcoholic beverages in the evenings. A final tip is to ask your doctor if any medicines you are taking for other conditions might be making your bladder a bit sluggish. There are lots of medicines that have this effect.

You ask about the value of medications that treat BPH. I would try the lifestyle changes I’ve mentioned first. If you’re not getting adequate relief, medicines may help.

Dear Reader: Benign prostatic hyperplasia, or BPH, is the most common cause of prostate enlargement. As the name suggests, BPH is harmless; it does not lead to prostate cancer.

Up to two-thirds of men with BPH never develop any symptoms. However, other men find BPH can make life very unpleasant.

You seem to be somewhere in between.

The most common symptoms of BPH involve changes or problems with urination.

They include: • a hesitant, interrupted or weak urine stream; • a strong urge to urinate repeatedly throughout the day and night, even if there’s not a lot of urine in the bladder; • leaking or dribbling urine; • a sense of incomplete emptying; • more frequent urination, especially at night.

Even if you find your symptoms to be manageable, it doesn’t hurt to reassess every now and then. One way to get a sense of the severity of your symptoms is by calculating your urinary symptom score. I’ve put a copy of this questionnaire on my website, www.askdoctork.com.

If your symptoms don’t bother you too much, you and your doctor might choose to do nothing other than keep an eye on them. Most physicians advise against active treatment for men with mild symptoms because the side effects of the treatment can outweigh the potential benefits.

Last week, we looked at the few bidding conventions I believe all pairs should employ. There is one other for serious partnerships: the splinter bid. It comes up rarely, but it is great when it does because it helps you to reach low-point-count slams and to avoid bad slams.

A splinter bid is usually a doublejump-shift to show a big fit with partner’s suit, at least game-going values and a singleton (or void) in the suit just named. The splinter is typically below game in the agreed suit and is one level above a bid needed in a natural sense. One caveat: Do not make a splinter bid with a singleton king (and try to avoid it with a bare ace).

In this deal, North’s four-diamond response was a splinter bid. South then knew that he had no diamond losers, because if necessary he could have ruffed his low diamonds in the dummy. He used Blackwood before bidding seven spades.

After West led the diamond king, what should South have done?

Declarer seemed to have 13 top tricks: five spades, two hearts, one diamond and five clubs. He just had to draw trumps -- but how?

If spades were 2-2 or 3-1, there was no problem. If East had all four, the contact was unmakable. But in case West had four spades, South cashed his queen first. Then he twice led through West, using dummy’s king and ace to capture West’s 10 and jack.
