POLL ‘For Sale’ signs sprout for spring YESTERDAY’S RESULTS The spring home-selling season is upon us, and if your neighborhood is like mine, more and more “For Sale” signs are popping up in front yards.

My favorite are the signs that include the little plastic box filled with paper sales fliers that show a few photos and tell you all the room dimensions and whatnot.

Based on how quickly these seem to empty out, I can’t be the only one who likes to compare the property for sale with my own home.

It appears that home prices are on the rise, and experts are talking as if home values are on the rise again, albeit only moderately. That’s good news for homeowners and for the local governments that rely on property tax revenue.

But what’s really needed is new home building, and the housing sector is still well below a normal level. At his talk last week, Fed economist William Strauss said it might be 2018 before housing activity is back at levels considered

After his second season in Europe, longtime NHL forward Pierre-Marc Bouchard sat back and wondered about calling it a career. Three concussions cost him years of hockey, so the 31-year-old thought about his future.

"I'm healthy right now, my head is fine, I have a beautiful family," Bouchard said. "Is it worth it? And the answer was no. I guess my priority was my health."

Bouchard announced his retirement Friday, hanging up his skates after 593 NHL games, a vast majority with the Minnesota Wild. A 2002 first-round pick, Bouchard spent parts of 10 seasons with the Wild and is third in franchise history in games played, fourth in goals, second in assists and third in points.

The 5-foot-10 forward from Sherbrooke, Quebec, said he was proud of his career, especially spending so much of it in Minnesota.

County officials look into treatment courts, specialty programs

ksmith@shawmedia.com DeKALB – As DeKalb County touts a drop in violent crimes, officials are looking into alternate ways to remedy some of the underlying issues such as mental illness and drug addiction that often lead to crime.

While the DeKalb County Mental Health Board has been aggressively pursuing the creation of a mental health court, some local law enforcement agencies are considering adopting drug amnesty programs to keep crime down.

In 2012, the DeKalb County Sheriff’s Office brought on a second investigator to work within the drug unit, and beginning in 2011, the county saw an increase in heroin use including overdoses and drug-related deaths, numbers that continue to climb, county records show. Although specialty courts such as a drug court work to restore offenders back into the community as recovering drug abusers, addressing contributing issues could lower the area’s recidivism rate, Northern Illinois University sociology instructor Jack King said.

“Most people who go through the

traditional court system do not have the support that drug court and treatment courts are trying to provide,” King said. “Nationally about 57 percent of people who enter drug court complete it.”

But those who tend to enroll in drug court often suffer from mental illness, homelessness and physical or psychological abuse, he said.

The DeKalb County Mental Health Board has been working to address those issues, and defer those with more serious problems to counseling services, rather than sentencing them to years in prison. With the state’s

budget conflict holding them back, the board is now seeking ways to act in the interim, Mental Health Board coordinator Deanna Cada said.

“They’re getting really, really close,” Cada said. “The big hang-up has always been that they got grant dollars from the state of Illinois and the state budget never came to be. The Mental Health Board wants to move forward even without those grant dollars.”

DeKALB – A membership fee and smoking ban may be on the way for the dog park at Katz Park.

The DeKalb Park District board is considering implementing new rules for the park, which opened in October.

The new amenity has been a hit with community pet owners, but may still require tweaks to regulation, board Chairman Phil Young said.

“I think this would be a good step,” Young said. “When you have a large congregation of people, children and in some cases, dogs, it’s not in the best interest to have secondhand smoke.”

Nothing in the park district code prohibits smoking on park property, except for at indoor facilities and at Hopkins Pool, said interim Executive Director Amy Doll. If the board decides to go forward with the new rule at Katz Park, it most likely would be implemented across all playgrounds and sports fields.

The only issue with the potential rule is enforcement, which is a challenge the board also faces with the second proposed change – charging a mem-

bership fee for park access, which so far has been open to the public as is any other park or playground.

A membership fee would bring in revenue for dog park maintenance and amenities, but would also create a barrier for new users and visitors, Doll said.

The only way to absolutely restrict park access to members is by using an electronic key-fob entry system, which is costly. The equipment would cost more than $6,000 to install and have a maintenance cost of $55 a month, board documents show.

However, it might increase safety at the park by helping to ensure the animals using it have current vaccinations.

That was not the case in a 2014 incident at the park, in which a dog bit a woman. The dog and its owners left before police arrived, and authorities had no information on whether the dog had current vaccinations.

“We don’t know who is using the park,” Doll said. “We don’t know anything about the health of their dogs, or if they’re vaccinated. … A membership fee would also create some sense of ownership for the people using the park and will help build that community.”

Annual memberships fees could be set at $25 for a resident with one dog, and $10 for each additional dog with a three dog limit. Nonresidents would pay $40 with a $15 fee for each additional

dog. Membership would be discounted to half-price midway through the year, board documents show.

Brittany Hearn, of Sycamore, was at the dog park Monday with golden retriever Bailey and said that $40 wasn’t a lot, but she could see how it could irk some dog owners.

“People don’t like fees,” she said.

“It’d be an adjustment.”

Hearn said she might consider just walking her dog around the neighborhood or waiting until Sycamore opened its planned dog park. A proposed dog park is part of Sycamore Park District’s Action 2020 plan.

Many college students in DeKalb use the park, which would make the annual fee challenging, said Sarah James, a sophomore student at Northern Illinois University.

“It would really [stink] for the college students who use this park so frequently,” she said. “A lot of students want to come exercise their dogs here because they don’t have yards.”

The board will continue to discuss dog park changes in future meetings.

The next board meeting is 6 p.m. April 21.

DeKalb arts corridor plan wins key backers in City Council, County Board

The A.C.E. Corridor runs from the Northern Illinois University Convocation Center east through downtown DeKalb and surrounding blocks. There already are 30 art galleries, venues, museums and other sites within those boundaries, and 45 related businesses, Nerad said.

The corridor is also envisioned as a complement to local economic development efforts. It is also a component of the #ProudlyDeKalb committee’s plan for DeKalb’s downtown, which was submit-

ted as part of its entry in the America’s Best Communities competition. The city remains in the running for the grand prize of $3 million for local revitalization efforts.

“The A.C.E. Corridor will also help spur development not only within the corridor, but in surrounding areas and throughout the county by making the region more attractive to businesses, residents and students, and by enhancing the quality of life for these constituents,” according to the resolution that the city and county adopted.

Dorathea Karow Beard, died March 15, 2016. Born in Evanston, Illinois, on June 9, 1928, she was married to Richard E. Beard for 59 years. She earned a B.A. in English literature in 1950 from Wellesley College and an M.A. in art history in 1951 from the University of Wisconsin, and a Ph.D. in art history in 1966 from the Ohio State University. She was valedictorian of both her high school (Evanston Township) and college (Wellesley) class.

She was a professor of art and art history at Maryville College for 10 years and at Northern Illinois University for 30 years, retiring in 1996. She was professor of art history, department head, and assistant professor of art at Maryville College in Maryville, Tenn., from 1952 to ’62; assistant instructor in art history at Ohio State University in Columbus, Ohio, from 1961 to ’63; associate professor of art history at Wisconsin State University in Stevens Point, Wis., 1964 to ’66; and full professor of art history and department chairman of art history at Northern Illinois University in DeKalb, 1966 to ’96.

She was a member of the College Art Association since 1953. She was president of the Sarasota Opera Guild for many years.

Career accomplishments include numerous publications, such as “The Salon of 1824: The emergence of the conflict between the old school and the new” (1966), “Near-Looking: A close-focus look at the basic thread of American art” (1974), and “Women Artists in the French Restoration: Fleshing out a skeleton” (MACAA 1977).

illnesses, DeKalb Police Chief Gene Lowery said. Given the number of suicidal and mentally ill people his department alone comes in contact with, he soon hopes to see a new approach to mental health.

“I don’t think it’s an extreme,” he said. “I think there are some intermediate steps that can be taken.

Anything you do inpatient-wise in inpatient treatment is going to be very expensive.”

In the DeKalb County Jail, about 30 percent of the 3,000 inmates who are housed in the jail each year enter with an valid prescription to treat a mental illness, DeKalb County Sheriff’s Chief of Corrections Joyce Klein said.

Last year, the jail received $50,000 from the DeKalb County Mental

Outreach Prevention and Education, Lowery said. The department is even considering adopting a heroin amnesty program, similar to those in Dixon and Naperville, where drug addicts can surrender themselves to law enforcement officials and receive treatment without being arrested.

“We have met with and talked with other agencies who have implemented the amnesty program. We’re considering it,” he said.

The DeKalb County Sheriff’s Office, however, isn’t too keen on the idea.

“Under my initial consideration, I just don’t think at this point in time, I don’t think that is something that would be appropriate for us to do,” DeKalb County Sheriff Roger Scott said. “We are involved with many other things and to be involved in that sort of thing would be a heavier burden than we have time or staff to do.”

In 2014, the DeKalb County Sheriff’s Office seized 38 grams of heroin, amounting to $6,000 in street value, county records show. The same year brought in a total of $138,740 in recovered drugs alone.

Drug crimes represent 9 percent of the sheriff’s office’s 2014 investigations, with heroin specifically representing 4 percent of the year’s drug seizures, county records show.

With DeKalb perhaps leading the way for a drug amnesty program, Sycamore doesn’t have any immediate plans to jump on board, Police Chief Glenn Theriault said.

“We use Narcan,” Theriault said.

“We really haven’t seen a need for a more significant program, but we’d always be open to entertaining the idea of something.”

The DeKalb Police Department will likely announce in April any plans for a new program.

Although police can feel powerless dealing with mental illness, DeKalb officers are armed with a tool that recently helped them save another life.

On Feb. 27, DeKalb police responded to a call where a known heroin addict was unconscious and believed to have overdosed, police records show.

Sycamore reviews sidewalk café trial plan

ksmith@shawmedia.com SYCAMORE – The Sycamore City Council reviewed a plan Monday to begin a sidewalk café pilot program starting May 1.

Last year, council members considered a request that Taxco Restaurant, 223 W. State St., Sycamore, be allowed to provide outdoor food and liquor sales on the public sidewalk in front of the restaurant, city documents show.

It was three years ago, however, Taxco manager Jesus Romero began to consider serving guests on the public sidewalk outside his restaurant.

Until now, the only obstacle has been determining whether the state would allow the city to build along Route 64.

“The concept is to make it nice and classic to enhance the beauty we al-

ready have,” Romero said.

The Illinois Department of Transportation sent a letter in the fall confirming that all property beyond the outside edges of the traffic lanes on Route 64 is in the city’s jurisdiction, and Romero may move forward with his plan, which council members will vote on Ken April 4th.

With a license, vendors can serve alcohol in Sycamore until 2 a.m. However, on the weekends any sidewalk café would need to close at least one hour before the businesses’ regular closing times, according to the proposal.

“Do you want people on the street until 1 a.m.?” Braser said. “We might need to tighten that a little bit.”

The City Council will likely revise the program to outline new hours for liquor sales, Sycamore Mayor Ken Mundy said.

“There probably will end up being in the final ordinance that is approved, some limitations on hours,” he said. “And even Mr. Romero suggested moving everything inside after a certain point in time.”

Council members agreed outdoor seating could help businesses and draw customers from out of town.

“I think just a visual aspect to drive downtown and see stuff going down is going to make people want to stop,” Fourth Ward Alderman Rick Kramer said.

The pilot program will run from May 1 through Oct. 16. Sidewalk café permits are not limited to restaurants, and any business willing to comply with program’s guidelines could be issued a permit during the trial period, Sycamore City Manager Brian Gregory said.

rgillespie@shawmedia.com MALTA – The 24 people recently laid off at Kishwaukee College includes a mix of workers from departments throughout the college, most with salaries of less than $35,000 and with service time that spanned from six months to 23 years, records show.

According to the data the college provided in response to a Freedom of Information Act request, the affected employees’ salaries totaled $792,754.

The college’s board of trustees approved the layoffs March 8; March 11 was the last day of employment for the workers, who were let go as part of a cost-saving plan in the wake of declining enrollment at the community college and a lack of state funding.

Those laid off will be paid through June 30.

“Decisions were made based on not closing programs and having the least impact on direct services to students,” college President Laurie Borowicz said.

The layoffs were designed to put a dent in a projected $3.8 million budget shortfall college officials expected in the 2017 fiscal year, which begins July 1. The school expects that next year it may receive only half of the $5 million it got in state aid for fis-

Borowicz told Kishwaukee College trustees in February that the staffing cuts – officially referred to as a reduction in force – would save the college $1 million.

Although affected employees’ salaries totaled just less than $800,000, college spokeswoman Kayte Hamel said benefits and insurance costs made up the rest of the compensation savings.

Additionally, the college expects to save $1.1 million by not filling other job openings and making other staff reductions at the school, Borowicz told trustees in February.

The highest-paid among those let go was a dean of workforce development and continuing education who had been with the college since May

2014, and was paid an annual salary of $84,918. That was among the 13 fulltime workers who were let go, which also included information technology workers, administrative assistants and custodians, records show.

Also gone is an administrative assistant who’d been on the job for 23 years and earned a $23,985 salary as a part-time employee. Other part-timers let go included an art gallery curator, library assistant and counseling administrative assistants, records show.

In total, 11 part-time workers were let go, giving the college a salary savings of $265,710.

“Layoffs were the last thing we wanted to do,” said Bob Johnson, chairman of the board. “[But] when 80 percent of your budget is people, there’s no way – with this kind of loss of revenue – to not have layoffs.”

plans to restructure the college’s wellness center, which is run through the health and education department. As part of that, the coordinator, who had been with the college for eight years, was included in the staff reductions.

In general, the terminations were spread out over college departments, according to the data, and included a mix of union and nonunion employees. One faculty member, who was represented by the Kishwaukee College Education Association, is out.

Borowicz said the position was not a classroom one, and explained that no classroom instructors were affected.

“The RIF is being motivated by external factors, but that will not mitigate the impact it will have on the employees, their families and their colleagues,” said Matt Read, president of the Kishwaukee College Education Association.

Several of the part-time workers affected were part of the Kishwaukee College Support Staff union.

In addition to the layoffs, Borowicz outlined other cost-cutting plans, which include reducing travel expenses, trimming the student worker budget and cutting the number of scholarships the school gives out.

Trustees also approved a tuition increase that will go into effect May 31, the start of the summer semester.

SPRINGFIELD – Legislation has been introduced in the Illinois Senate to raise the age to buy tobacco products in the state from 18 to 21.

Democratic state Sen. John Mulroe of Chicago hopes the bill he’s sponsoring will decrease the number of young people who start smoking and eventually help the state save money on treatment for smoking-related illnesses.

“In addition to the costs of the individual, (smoking) costs our state, privately and publicly, over $5 billion annually to treat smoking-related illnesses,” Mulroe said. “Specifically to the state, $2 billion in Medicaid is spent annually on illnesses related to smoking, and obviously we could use those dollars for other services that aren’t getting supported right now.”

Off-duty police officer shot during robbery attempt

CHICAGO – An off-duty Chicago police officer was shot in the leg during an attempted robbery, less than two days after another off-duty officer suffered a broken arm when a man attacked him with a baseball bat, police said Monday.

Detectives were questioning a person of interest who showed up at a hospital apparently wounded from being shot, police spokesman Anthony Guglielmi said.

The officer who was shot had finished his shift and was sitting in his car around 2:20 a.m. Monday near his home on the city’s far South Side. Police said two men with handguns approached each side of the vehicle and told the officer they were going to rob him.

Interim Police Superintendent John Escalante said the men forced the officer out of his car. Escalante said the officer was “trying to comply with the demands” of the gunmen when he heard one of the men tell the other to shoot him. The officer pulled out his service weapon, identified himself as a police officer and exchanged gunfire with at least one of the men.

“I’m hoping for ... significant long-term savings, which will be worth it even if there is a loss in revenue.”

On Saturday night, a 37-year-old officer was walking on Chicago’s West Side when he spotted someone he described as an “aggressive male subject” holding his waistband. Police said the officer identified himself as a police officer and started to pat the person down for a weapon – something he had the legal right to do whether he was on or off duty.

They said a man then charged the officer with a baseball bat.

The officer told investigators he shot the man after being struck with the bat multiple times. Police said no weapon was recovered.

Rauner says he’ll support Trump if he’s nominee

CHICAGO – Gov. Bruce Rauner said he’ll support Donald Trump if he’s the Republican nominee for president.

Illinois Retail Merchants Association spokeswoman Tanya Triche argues that those who are affected by smoking restrictions or cigarette taxes will continue to find ways to get tobacco products.

“Specifically in Chicago, we’ve seen a major increase in the past few years of the illegal sale of cigarettes, including loose ones on the street or rogue

retailers, and we believe the numbers are a direct result of increased taxes,” Triche said. “The demand for the product is still there, so people just find different ways such as going across the border to Indiana.”

She also notes that raising the age statewide could hurt small businesses.

However, Mulroe isn’t concerned about any significant loss in state revenue, because he thinks it would be made up for in Medicaid savings.

“I’m hoping for ... significant longterm savings, which will be worth it even if there is a loss in revenue,” he said.

At least 131 cities in nine states, including Chicago, have passed legislation to raise the smoking age to 21, according to Preventing Tobacco Addiction Foundation.

The bill is assigned to Senate’s Public Health Committee.

CHICAGO – The head of Illinois’ child welfare agency is pushing legislation developed out of a consent decree aimed at improving care for youths.

The Department of Children and Family Services and the American Civil Liberties Union of Illinois submitted an agreed reform plan in court. It includes more oversight and programs and awaits a judge’s final approval. The agency has been under a decades-old consent decree to make improvements.

Website used to get body cameras by police agencies

PALMYRA – At least 10 law enforcement agencies in Illinois have turned to the Internet to raise enough money to buy body cameras for officers.

As of Friday, departments in Palmyra, Benld, South Pekin, East St. Louis and six other municipalities in the state had signed up for free to be listed on the website BodyCameraDonations.com to receive donations for the devices. The website was created by Peter Austin Onruang, founder of Wolfcom, a company that designs, manufactures and sells body cameras to law enforcement, after receiving calls from people who wanted to buy body cameras for police officers.

Chuck’s Auto Center service department to close this weekend

ksmith@shawmedia.com SYCAMORE – A long-standing Sycamore dealer and repair shop, Chuck’s Auto Center, will close its service doors on Saturday.

Owner Chuck Criswell, 66, died March 4, leaving behind the business his family has grown up in since it opened in March 1990, his wife Terry Criswell said.

“We opened up the year our oldest granddaughter was born,” she said.

“She’s got a little bed and a TV and things to do next to the office. That’s where the kids hang out.”

Chuck’s Auto Center, 1625 DeKalb Ave., Sycamore, has been listed for sale for about a year, and will officially close when the shop’s remaining cars are sold, Terry Criswell said.

“It’s a tough decision to make but one that had to be made,” she said.

Chuck Criswell had plans to sell the auto center and retire with his wife.

He is survived by his wife, Terry; his son Chip Criswell; three daughters, Tammie Criswell, Shelley Sester and Brooke Hiland; eight grandchildren and a great-grandson.

Meet 2015-2016 Class Member

Ray Freson has been named administrator at Bethany Rehabilitation and Health Care Center in DeKalb.

Freson comes to Bethany Rehabilitation with a unique background in health care administration and provider relations spanning more than 30 years.

Throughout his career, Freson has proven to be effective in leading dynamic teams to successful clinical quality outcomes and customer satisfaction. His management style has been described as nurturing, focused on long-term strategy and resident-centered care, according to a news release.

“I look forward to Bethany becoming the preferred provider of short- and long-term care services in the DeKalb community,” Freson said in the release.

Voter choice boosts turnout There’s a maxim that describes how to achieve success in the business world: “Give the people what they want, and they’ll buy it.”

The same principle applies in the world of elections: “Give the people what they want, and they’ll vote.”

What do the people want?

Choice.

In the March 15 primary, they had it.

In both parties, there were still-unsettled races for presidential and U.S. Senate nominations. There was a countywide race for state’s attorney among DeKalb County Republicans and a couple of local ballot questions.

It was also easier to vote than ever before, with same-day voter registration available along with regional early voting stations that opened in February and remained open for weeks, right up until the day before the general election, As a result voter turnout was up in DeKalb County.

Way up.

Comparing the 2012 and 2016 primaries (presidential election years), turnout rose 24 percentage points.

The 47 percent local voter turnout March 15 was even higher than the 44 percent who participated in the 2008 primary, when home-state candidate Barack Obama made his first run for president.

That increase in turnout occurred even though Illinois’ political leaders are notorious for using gerrymandering to minimize choice in state House and Senate districts.

Across the state, nearly half (47 percent) of House seats are uncontested this year – only one candidate is running. That is the case for the state representative seats that include DeKalb County, which are held

by Republicans Rep. Bob Pritchard and Rep. Tom Demmer.

It’s worse in the Senate. Nearly three-fifths (59 percent) of Senate races are uncontested. State Sen. Tim Bivins, whose 45th District includes part of DeKalb County, is among that group this year.

That means little, if any, choice for millions of Illinoisans who would love to put new people in our old, dysfunctional Legislature.

Many people, ourselves included, support the petition drive to place the Independent Map Amendment on the November ballot.

If approved by voters, the constitutional amendment would place redistricting authority in the hands of an 11-member independent commission that would be beholden to the people, not politicians, when it comes to transparently drawing fair, compact and competitive legislative districts.

Independently drawn maps would lead to more choices on Election Day. The numbers show that’s what the people want.

Trump’s standing could decline further if and when he is nominated. Then the mainstream media – which has been giving him lavish coverage and acceding to his unusual demands for telephone interviews and non-mobile cameras – will likely join the Democrats in unleashing attack after attack.

That probably won’t help!

Trump’s weakness is confirmed by polling in the dozen target states whose votes will, if current patterns hold, determine the outcome in November.

Trump trails Clinton in RCP averages in 11 of the 12, including North Carolina, which Mitt Romney carried in 2012. The exception is Colorado, in a single poll conducted last November, in which Cruz still ran stronger.

What about Trump’s argument that he has brought new people into the electorate? He’s right that Republican turnout (19.5 million) is way up and exceeds Democratic turnout (14.6 million) for the first time in a year when both parties have had protracted contests.

By no means have all first-time primary voters gone for Trump. But

let’s concede that current polling tends to produce an electorate whose composition resembles that of 2012 and entertain the possibility that this won’t be the case in 2016.

Black turnout and Democratic percentage are likely to fall, with the first black president off the ballot. Young voters’ aversion to Clinton, evident in Bernie Sanders’ 80-plus percent among under-30s in exit polls, could sharply reduce millennials’ Democratic margin. The proportion of seniors – a good demographic group for Trump – is rising as the baby boomers age.

If you use the RCP interactive tool and adjust 2012 black turnout down by 10 percent and white turnout up 3 percent, and further adjust the Democratic percentages down 4 points among blacks and up 3 points among whites, you come out with a Republican popular vote and Electoral College lead – even assuming the Republican does as badly with Hispanics and Asians as Romney did.

That would look more like the offyear electorates that gave Republicans 51 percent and 52 percent of popular votes for the House of Representatives in 2010 and 2012. It would look like an electorate expanded with the new voters predicted by the two candidates – Trump’s left-behind angry whites, Cruz’s evangelical Christians. Both

groups have shown up disproportionately in Republican primaries and caucuses so far.

But you can expand the electorate all you want, and if you still have a product that 50 percent of the voters won’t buy, you lose the election.

The addition of new voters might nudge Trump’s unfavorable numbers down to 60 percent. But that’s still a losing number, since Clinton seems to be holding nearly 90 percent of Democrats, although one-third don’t consider her honest or trustworthy.

Some may believe that Trump’s favorable numbers could improve and make him more competitive. That hasn’t happened so far. His celebrity helped him corral a lot of votes early, and he’s held on to them. Exit polls show his voters have been committed for months, with late deciders going mostly to other candidates.

Trump has won 37 percent of Republican votes and is regarded unfavorably by more than 60 percent of general election voters. It’s hard to get from there to 270 electoral votes!

Why science should matter to presidential candidates In the 19th century, British scientist Michael Faraday conducted his groundbreaking work on electromagnetism. At the time, no one could have foreseen how this would result in the uses of electricity and motors that power our world today.

Early in the 20th century, Albert Einstein developed his revolutionary theories on the photoelectric effect and relativity. While the implications of his work are still unfolding – as demonstrated by recent headlines on the detection of gravitational waves – his theories also have transformed our society, leading to sharp-imaged televisions, digital cameras and the Global Positioning Systems in our automobiles and smart phones.

In hindsight, it’s easy to see why the fundamental work of Faraday and Einstein and many others is so important.

At Northern Illinois University, we think scientific research has never been more imperative than today. Modern science holds the key to solving some of the biggest energy, environment, health and security

And, during this election season, we think voters should think long and hard about which presidential candidates would be best for science.

In partnership with The Science Coalition, a nonprofit and nonpartisan organization dedicated to sustaining the federal government’s investment in basic scientific research, we recently asked our students, researchers and faculty why they believe science should matter to presidential candidates. Their answers were inspiring and – not surprisingly – reflect the challenges that our next president will face.

The good news is that the foundation for success is already in place.

Our nation’s long-standing commitment to investing in scientific research is one reason the United

States leads the world in discovery and innovation.

At NIU, for example, faculty scientists and student researchers are working to combat cancer, develop new antibiotics and investigate the fundamental building blocks of atoms. These are just three of many examples of our research endeavors supported by competitive grants from federal funding agencies. Similarly, researchers at other universities nationwide are tackling some of the toughest challenges facing our modern world.

It’s worth noting that the importance of scientific research is not always readily apparent.

Research is often categorized as applied or basic. Applied research uses knowledge to address market or societal needs – the development of new antibiotics, for example. The importance of applied science is easy to recognize.

Meanwhile, basic research, also known as discovery science, is driven by curiosity and questions about our universe, such as:

• What are the most fundamental building blocks of matter?

•What is the composition of distant planets?

• How does the Internet alter human behavior?

Discovery science, which is primarily funded by the federal government, represents a classic investment in knowledge for the future – a gift to forthcoming generations that will use this basic knowledge to discover their own applications.

So who will be the Faraday or Einstein of the 21st century?

That question will be answered by generations to come, but he or she could be among the students working now on discoveries in one of our nation’s university laboratories.

As voters, it is our responsibility to elect a president who will continue the investment in science necessary to sustain our national well-being.

Many Donald Trump supporters think he is a slam dunk to beat Hillary Clinton in the general election. The candidate himself certainly takes this view.

But Trump’s analysis of current public polls is preposterous. In the RealClearPolitics.com average of recent polls, Trump trails Clinton by 6 points, 47 percent to 41 percent. Ted Cruz, in contrast, leads Clinton 46 percent to 45 percent.

Ex-candidate Marco Rubio and splinter candidate John Kasich have been running even better. All at least equal the 46 percent that is the lowest percentage won by either party’s nominee this century. Against each of them Clinton falls short of that.

Trump’s poll performance is not just a momentary blip. In 49 polls conducted matching him against Clinton starting in May, Trump led her in four, tied her in two and lost to her in 43.

Since the Feb. 25 debate, when Cruz and Rubio (finally) started pummeling him, Trump’s losing margin has increased from 2 percent to 6 percent.

His current 41 percent is his lowest showing in the RCP average since last August, when people were just starting to seriously contemplate his candidacy.

A player’s got some serious sway if he can dictate when spring football starts.

So is the case with Northern Illinois quarterback Drew Hare, who has spent the offseason recovering from a ruptured Achilles and who coach Rod Carey said is partially the reason why the Huskies are finally starting the spring football season on Tuesday morning.

The Huskie Bowl for this year is now scheduled for April 23 at 2 p.m. Last year, the Huskies opened up spring football on March 3.

However, by the end of the 2015 season, the Northern Illinois group of quarterbacks seemed like they could have had their own wing at the hospital. Hare went down with the ruptured Achilles on Nov. 3 at Toledo. Backup quarterback Anthony Maddie never played a snap during a game because he had back surgery. Redshirt freshman Ryan Graham, who suddenly became the unsuspecting hero to lead the Huskies to a MAC West title, suffered a leg injury in the season finale against Ohio and had to sit out the MAC Championship.

In the MAC Championship loss against Bowling Green, the Huskies started a walk-on true freshman in Tommy Fiedler.

However, now Hare should be back for the Huskies during the spring and he will likely need the reps – not only because he’s recovering from an injury, but because there’s plenty of new faces in town.

Offensive coordinator Bob Cole is long gone, replaced by former NIU assistant Mike Uremovich. Former Northern Illinois quarterback Craig Harmon takes over Cole’s duties as the quarterback’s coach, so Hare and the rest of the signal callers will be working with a new position coach under a new offensive coordinator.

While many eyes will be on Hare’s recovering Achilles, there are plenty of other questions coming into the spring season.

Who will replace Boomer Mays as the middle linebacker? Mays was the team’s leading tackler (114) and the Huskies could take one of their returning outside backers – Sean Folliard?

Bobby Jones? Renard Cheren? – and move them inside.

Will there be maneuvering on the line or simply take the backup at each spot and plug them in?

How will the Huskies handle the reps of the running backs? Joel Bouagnon has been there, done that and is coming off a big season in which he rushed for 1,285 yards and 18 touchdowns. Do the Huskies try to lighten his reps in order to give the younger backs more touches? Or does Bouagnon still need as much work with a new offensive coordinator and O-line in front of him?

There are a ton of other questions, and that’s part of the fun that comes with spring football. The Huskies now have a clean slate after the debacle at the Poinsettia Bowl.

Now Hare comes back as likely one of the best quarterbacks in the conference – along with Central Michigan’s Cooper Rush (second team all-MAC) and Western Michigan’s Zach Terrell (third team).

If you can wait a few weeks to have a guy like that back for spring football, then you wait a few weeks.

The points finish was aided by a red flag that suspended the race at about one-third distance. Grosjean changed tires to the hardest compound during that stoppage and was able to continue through to the finish having made only one visit to the pits while all other finishers made two or three.

It was the first time in 14 years that a start-up team had scored points on debut since Toyota at the same Albert Park circuit in 2002.

Team boss Gene Haas, who combined with Tony Stewart to turn a fledgling NASCAR team into highly successful one, was grateful to Grosjean and delighted with the points.

“It’s very satisfying, it is a win,” Haas said.

“Romain came here to an unestablished team, he didn’t know how the pieces could come together, there was no visible sign of what this team could be. It’s justification for him and it makes the team feel like a winner.”

The second Haas did not finish as Esteban Gutierrez’s car was hit from behind by the McLaren of Fernando Alonso in a dangerous, high-speed collision that caused the red flag.

MELBOURNE, Australia – The American-backed Haas team made a dream Formula One debut at the Australian Grand Prix on Sunday, taking points in its first-ever race as Romain Grosjean finished in a surprising sixth place.

New teams in F1 normally serve an apprenticeship at the back of the field in their first season but Haas wasted no time in making an impact.

After crossing the finish line, a thrilled Grosjean radioed back to the pits letting them know how much the result meant to him.

“This is a win for us! A win for us! Unbelievable,” Grosjean said, his voice cracking with emotion.

After making it back to the team garage, his amazement at the result was undimmed.

“It feels like standing on the top step of the podium,” Grosjean said. “From Day 1, I told these guys the car has huge potential.

We have plenty of areas where we can improve but the result is a massive boost for everyone.”

GENOA – In the middle of the Genoa-Kingston athletic complex, just south of the football stadium, is a bell that was installed at the beginning of the school year. When a Cogs’ team wins this year, they run down and ring the bell.

The softball team finally got that chance on Monday, beating Indian Creek 11-0 and bouncing back from a heartbreak extra-inning loss to Somonauk in the opener.

“It was pretty cool, especially when we got to run down and ring the bell,” cleanup hitter Ashley Peterson said.

“We meant to do that last time out.”

Peterson led the offensive charge for the Cogs (1-1), going 3 for 3 with two RBIs and two runs scored. G-K banged out 11 hits in the game, with Dani Mathey and Cassie Bade adding two each. Bade pitched three innings of the five-inning, 10 run-rule shortened game.

The game was originally slated for Wednesday but got rained out. G-K opened the season Thursday with a 9-8 loss to Somonauk in a game they led throughout.

The Timberwolves had runners on second and third with no outs in the second, down 3-0 at the time, but Genoa-Kingston turned a double play on an infield-fly rule pop out. Then after a Jenna Cowan single, Bade struck out Majastina Headon to end the threat.

“We just struggled to bring them in,” Indian Creek coach Alyx Bickel said. “But we’ve still showed a lot of improvement. It’s good to get these games under our belts and see what we need to adjust from here.”

The Timberwolves loaded the bases with one out in the fourth, down 8-0 at the time, but Cogs reliever Kayti Beauchamp struck out the last two Timberwolves to retire the side. Indian Creek also got two on with no outs in the fifth, needing two runs to keep the game from ending due to the 10 run rule, but the Cogs escaped that jam as well.

“We made plays behind Cassie when they put the ball in play,” Lauer said. “I thought we reacted to the ball a little better. We had a couple plays that cost us the other night where we didn’t get good jumps on it.”

The Cogs head to Byron today while the Timberwolves on the road at Dixon.

Bulls rally in win vs. Kings

CHICAGO – Derrick Rose and Taj Gibson had 18 points each, Doug McDermott added 16 and Pau Gasol had 14 points and 14 rebounds to lead the Bulls to a 109-102 comeback victory over the Sacramento Kings on Monday night.

Rose was 9 for 15 from the field and hit a couple of 15-foot jumpers during the Bull’s decisive 10-0 run in the fourth quarter to rally from a five-point deficit.

Gasol recorded his 39th double-double of the season in his first game back after missing four games with a swollen right knee.

Gibson had 14 first-half points and McDermott came off the bench for 12 by hitting 4 of 5 3-pointers in 13 minutes to lead the Bulls to a 59-51 halftime edge.

The Bulls stretched their advantage to 69-57 early in the third quarter, but Sacramento responded with an 11-2 run to make it 71-68. After the Bulls built their advantage back up to 77-70, the Kings closed the quarter with an 11-4 run to make it 82-81 heading into the fourth.

Sacramento carried the momentum into the final quarter and took an 89-86 lead on Marco Belinelli’s 3-pointer with 8:40 left – its first advantage since late in the first quarter.

Smith, 45, has been on the NIU police force since 2005 and a part of the NIU campus since 1998. He is also an ordained minister.

Northern Illinois University police Sgt. Alan Smith, 45, admits that growing up in Chicago his dealings with law enforcement were largely negative.

Coming out to DeKalb where he enrolled at NIU in 1998, after 10 years in the Marine Corps, he noticed the law enforcement on campus was different.

In 2001, he earned his law degree, in 2002, his MBA, and in 2005, he joined the ranks as a police officer with the NIU police department. About the same time, he became a licensed minister and started his work at New Global Destiny International World Deliverance Ministry on the South Side of Chicago. Currently, he works as an administrative desk sergeant, helping on patrol when he’s needed.

Smith hopes to one day start a chaplain program within the ranks of the NIU police department.

3D printers have role in medicine Dear Dr. K: It seems like the latest “hot” new electronics technology is 3D printers.

Do they have any role in medicine?

Dear Reader: 3D printers already are starting to be used in medicine, and I think we’ll be seeing a lot more of them.

These printers are directed by computers to build three-dimensional structures. Designs for the structures are entered into a computer. The computer communicates the shape of the structure to the 3D printer. Then the printer sprays liquid plastic (which later hardens) in the shape of the structure directed by the computer.

How could this be useful in medicine?

In 2014, a hospital in Utrecht, Netherlands, was treating a 22-year-old woman with a rare bone disease. The disease made her skull keep growing thicker. As it grew, it was pressing down on the brain below it, causing severe headaches and reducing her eyesight. If nothing was done, the consequences would be far worse.

Clearly, the thickened areas of her skull had to be removed. That was not a technical challenge. Brain surgeons cut into skull bones as part of doing brain surgery. The challenge was: What do you replace the skull with? You have to replace it; the brain is as soft as jelly, and a lot more precious. If you take away the bony cap, you’ve got to replace it with something hard and that fits.

From pictures of the woman’s skull and brain, the doctors used a 3D printer to make a hard plastic skull that was shaped just right. They performed the delicate surgery, removing the thickened bone and replacing it with a much thinner and very strong plastic skull.

The patient’s headaches went away and her vision returned to normal. The surgeons say when you look at her, you

Here’s another example. Some children, because of birth defects or terrible injuries, don’t have functioning hands.

Conventional technologies can create artificial hands the children can learn to control, but they are very expensive.

Moreover, children grow – and keep outgrowing their artificial hands. So children need a series of expensive hands until they reach adulthood.

Already, 3D printers are being used to create such artificial hands, at much less expense. One example was reported in the Wilmington, Delaware, News Journal in 2015. Colin Consavage, a 10-year-old boy, was born with a shrunken hand, locked in a fist. He couldn’t use it.

Colin heard about 3D printers and found a website for a global community dedicated to using 3D printers to create artificial hands, called e-NABLE. Colin now has a hand. The first thing he did with it was pick up a can of potato chips – something he had never been able to do before. He even recently won an arm wrestling contest with it.

Colin has a hand because of the research that made 3D printing possible, and because of his imagination and initiative in seeing how it could help him. And he won the arm wrestling contest because he is one tough dude.

I advise “Heartbroken” to keep talking to her daughter about cutting, bullying, school and things the girl likes. Share activities with her. Take her hiking, bicycling, to museums or movies. Spending time with her is important for distraction and bonding. Physical activity can help depressed individuals feel better.

And she should understand recovery is never a straight line. There will be hiccups, setbacks and days when it doesn’t seem like it will get better. Eventually, with therapy (via counselors, bonding with friends/family, connection with nature/animals) and learning better coping habits, she will improve. – Kyle In

What concerns me is the mom doesn’t completely understand what’s going on. Not many people do.

Self-harm is a cry for help from someone who doesn’t know how to voice his or her emotions. I, too, was bullied and didn’t know how to express the pain I was feeling, so I took it out on my body. Over the years, it became my coping mechanism, although an unhealthy one.

Helping someone who is self-harming requires understanding and a licensed professional to identify the emotions and suggest better ways to express them. One that worked for me was doing puzzles. It was a way to keep my mind and hands busy.

This teen also needs to know she is not alone.

Parents need to listen. I cannot stress how important it is for cutters to know someone is there for them with love and no judgment. –

When trying to get to game in a major after partner has raised your one-of-a-major opening to two, you must move with a hand at the right level ... strength. You should have six losers. Also, if you rebid three of a minor, you may do that with only a three-card suit because it is forcing to three of your major.

In today’s deal, note that South’s hand has six losers: one heart, two diamonds and three clubs. When opener has a choice of suits, he should, strange as it sounds, bid his weaker minor. Here, South should rebid three clubs. Opposite that, North has the worst possible club holding: three low. So he signs off in three spades.

West leads the club jack. East takes three tricks in the suit, then exits safely with a spade. How should South proceed after drawing trumps?

Declarer can afford only one more loser. His two main chances to get home are the heart ace with West or the diamond queen with East. Which should he try first?

The rule is: Play initially the suit with the higher missing card; here, hearts. South leads his heart toward dummy’s king. When West has the ace, the king sets up for a diamond discard. But if East had the heart ace, the diamond finesse would still be on the back burner.

Finally, note that if South had rebid three diamonds, North might have jumped to the hopeless fourspade contract.
