Winter’s smiling dream of spring is here POLL YESTERDAY’S

Today is the last day of astronomical winter, and Sunday is the vernal equinox, meaning we will be exactly halfway between the winter solstice (shortest day of the year) and summer solstice (longest day of the year.)

If we had a heavy druid population in DeKalb County, I imagine this would have considerably more importance than meriting passing mention in a newspaper column.

Druids call the spring equinox “Alban Eilir,” marking the time when the Earth is in balance.

Considering that we’re almost 4,000 miles from Stonehenge, all it really means is that we’ve survived another winter.

That’s no small accomplishment, though.

After all, winter is why so many of us leave, either for weeks or months at a time, or for good. These days they might throw in the corollary that the state government is a mess, but weather’s the No. 1 reason.

Nobody ever says, “I hate Illinois in the spring.”

Soon it’ll be lawn mowing season, which is possibly my favorite household chore. The

PARIS – With their beloved baguette already available 24 hours a day, it seems only logical that Parisians can now get the Bayonne ham and Basque pate that goes so well with the bread from the first meat vending machine installed in the French capital.

In a city filled with small shops where long lunches remain a crucial part of the French “art de vivre,” the gleaming red machine set up on the lively Rue de Charonne in eastern Paris seems a bit incongruous.

The area has at least two dozen butcher’s shops and no shortage of meat, but that didn’t deter the owners of one of those shops, Florence and Michel Pouzol of “L’ami Txulette,” from investing $45,000 to set up their project, selling vacuum-packed

meat from the refrigerated machine.

“We’re closed two days: Sundays and Mondays,” Florence Pouzol told The Associated Press. “So this is to cater for customers over the weekend. ...

The idea was also to serve people after the shop’s closing hours. We close at 8 p.m., but some people leave work very late and find the shop closed when they walk past it.”

L’ami Txulette specializes in products from the Basque Country. From their machine, which takes cash or credit cards, customers also can get a large choice of traditional delicatessen including duck confit and beef carpaccio. There are also faux-filet steaks on display, priced at 34 euros per kilogram. On average, the products are 20 euro cents more expensive than those sold inside the shop.

Event honors those who paved way for women in law enforcement

ksmith@shawmedia.com DeKALB – Joyce Klein joined the police force in 1980 with the world at her fingertips and a gun in her purse.

But as she reflected on her early career Friday, something about those first years seemed strange.

“It was sort of surprising when I started in 1980 because I felt like things had changed so much, just going through high school and through college, but then when I started in a male-dominated field, you do see it’s not quite there yet,” Klein said. “We weren’t quite at that same point as what we saw going on in the Joyce Klein rest of society.

The lobby of Northern Illinois University’s Convocation Center was host Friday to representatives of 17 state, federal and local law enforcement agencies gathered to celebrate “Women of the Shield,” those who have helped pave the way for young women in law enforcement.

Klein’s first uniform was a police skirt and a department-issued crossbody purse for her gun.

“Hold on,” Klein said mockingly to a pretend criminal. “Let me get my purse.”

Years later, the sheriff’s female deputies would be provided a duty equipment belt – just one – that was expected to fit each woman.

Gloria Graham, childhood was a chaotic time of domestic abuse and life in a women’s and children’s shelter.

Unfortunately, the abuse in her home was considered nothing more than a “family issue,” and police quickly became a necessary evil, she said.

Parties scramble to fill empty ballot slots

ksmith@shawmedia.com DeKALB – With the primaries over, the stage is set for elections pitting Republican and Democratic candidates for county offices against one another.

DeKalb County State’s Attorney Richard Schmack said his campaign will include the endorsement of specialty courts and programs to keep crime at bay and address underlying problems.

Schmack did not face a primary challenge and so didn’t need to campaign heavily. Now, however, he’s preparing to take on Republican attorney Richard Amato in November.

Amato beat his opponents Clay Campbell and Charles Rea with 5,632 votes, or 44 percent of the votes cast Tuesday night, and has garnered public support from local law enforcement.

But in his tenure, Schmack’s support for a mental health court and a sexual assault response team has earned him a following of his own.

“I have strong support in the law enforcement community, I believe – but it does vary with different people,”

Schmack said. “I have support in every department, and I’m sure [Amato] does as well. Obviously, his support in law enforcement is related perhaps to who he was running against in the primaries.”

Amato has expressed throughout the election a need for an improved relationship and transparency between the community and its law enforcers, including the state’s attorney’s office. He also has advocated for quicker Paul prosecutions and victim Stoddard input throughout court proceedings.

Amato has lent himself $21,269 of the total $23,469 in contributions to his campaign fund as of Wednesday. Meanwhile, Schmack has been occupied reassigning duties after his office lost its top two prosecutors early this year. Former First Assistant State’s Attorney Duke Harris signed a mutual release agreement Feb. 11, and former felony prosecutor Assistant State’s Attorney Jessica Finley resigned Jan. 1, documents show.

Roberta was retired from the DeKalb County Health Department. She and Glen enjoyed traveling, riding their BMW motorcycle, square dancing, attending concerts and plays, spending winters in Mesa, Arizona, and volunteering in the community. They were a constant presence in their grandchildren’s lives, attending virtually every event.

“Stephanie Klein is going to be every bit as good at first assistant as she was a civil assistant,” Schmack said. “I look forward to continuing to work with her.

She is the most experienced person we have in this state’s attorneys office.”

November’s ballot also will include 14 County Board seats up for election; 11 of those races are Steve Kuhn uncontested, however.

Republican Jonathan Schmarje will face Democrat John J. Wett in District 2; Republican Laurie Emmer will face Democrat Virginia Sherrod in District 4, and Republican Demetri Broches faces Democrat Steve Faivre to finish a twoyear, unexpired term in District 4.

Running uncontested for County Board are: Tracy Jones, R-District 1; Mark Pietrowski Jr., D-District 3; Timothy Bagby, R-District 3; Sandra Polanco, D-District 5; Craig S. Roman, D-District 6; Misty Haji-Sheikh, D-District 7; Chris Porterfield, D-District 8; Paul Stoddard,

D-District 9; Jeff Whelan, R-District 10; Roy Plote, R-District 11; and Jerald Osland, R-12; who won a primary race last week.

Leaders of both the county’s Democratic and Republican parties, however, have plans to caucus in as many opponents as possible.

“I think the community, the state and the country are best served when we’ve got contested races,” DeKalb County Democratic Party Chairman Paul Stoddard said. “My race personally is uncontested. On the one hand, it means I don’t have to work as hard. ... On the other hand, it is disappointing. Having an opponent would force you to go out and campaign, and knock on doors and get to know as many people as you can.”

The county’s Republicans have their own plans to recruit candidates, Chairman Steve Kuhn said. The party’s new candidates will likely be announced in May. “We’d like to caucus in everybody we have in an empty slot,” Kuhn said.

“There are some who have more prime than others, and we’re going to make sure that we’re running.”

as a telephone operator after graduating high school and later in life worked for 20 years at General Telephone and Electric (GTE) in Genoa, Illinois, eventually becoming a lead person, and president of her union chapter. After retiring from GTE, Louise worked for K-Mart in DeKalb, Illinois, as personnel director where she mentored many young people, retiring in 1994.

An avid reader her entire life, when younger, Louise also enjoyed dancing, bowling, golfing, growing roses and listening to classical music.

She, along with her husband, were founding members of the Sycamore Baptist Church, 302 Somonauk St. in Sycamore, Illinois, where they served on many committees during their 29year association with the church, until moving to Woodstock in 2012. Louise also worked as a volunteer at the Pay-It-Forward House in Sycamore, Illinois, as a Meals on Wheels Volunteer, and in the gift shop at the DeKalb County Nursing Home.

The burial ceremony was held at Elmvale Cemetery in Woodstock with a life celebration service held at the East Woodstock Congregational Church on March 11, 2016.

STEAM topics would be covered in exhibits

bkeeperman@shawmedia.com DeKALB – Community stakeholders are exploring the idea of a science, technology, engineering, arts and math learning center in DeKalb’s downtown.

Northern Illinois University, Proudly DeKalb and the DeKalb Historical Firefighters Association are working together on the initiative, which is one of the seven projects identified in the Proudly DeKalb Committee’s America’s Best Communities application.

Committee members are competing in the contest, which is sponsored in part by Frontier Communications, and stand a chance to win a grant of up to $3 million to help improve the quality of life in DeKalb.

The STEAM learning center would include activities and learning opportunities for children and adults, with interactive hands-on exhibits, an art studio, a maker space and access to technology and a science lab that

could be used for teacher professional development. The center also would include a historical component that would allow residents to learn more about DeKalb.

Todd Stoffa, DeKalb Fire Department lieutenant and chairman of the historical firefighters association, said this would be a good opportunity to showcase the rich history of the department and interact with the community.

“We don’t get a chance to get out to the schools very often anymore and work with the children and the community,” he said. “We want to get out and work with the community and teach kids about fire safety and safety in general.”

Exhibits would include a “safety town” and other activities with a local twist, such as a model farmers’ market to help kids learn about economics and the local foods initiative.

The NIU Center for P-20 engagement would be integral to the process.

The center, which focuses on education from the earliest to most advanced stages, currently works to develop science, technology, engineering, art and math programs throughout the community as part of its STEAM Works initiative.

“We’re going to see community volunteers and NIU students working together to make this place a wonderful learning experience for everyone that comes through,” said Patricia Sievert, director of NIU STEM Outreach.

The next steps include a feasibility study to explore business models, locations and cost-effectiveness. A request-for-proposal will be before the DeKalb City Council at a future meeting, said assistant city manager Patty Hoppenstedt.

“We will be looking for design, cost for structure, impact, operations, funding and all of those key elements,” she said. “The planning process has been very collaborative and productive so far.”

DeKalb Mayor John Rey said the center would complement the recent library expansion, which has also brought learning opportunities and new technology to DeKalb. Council members seemed to favor the idea as well.

“I think it’s an exciting concept,” 4th Ward Alderman Bob Snow said.

“Downtown DeKalb isn’t going to be a shopping mecca anymore. … But I think museums, learning centers, activity centers are the wave of the future.”

LOCAL BRIEF Police searching for 2 men who broke into Kohl’s, stole jewelry

DeKALB – Police are investigating a burglary at the DeKalb Kohl’s store where jewelry was stolen.

Two men broke into the building at 2070 Sycamore Road in DeKalb about 12:30 a.m. Thursday, according to a news release.

The men wore hoods, masks and gloves to hide their identities.

Once inside the store, they went directly to the jewelry cases, took a large amount of jewelry and put it into a blue tote, according to the news release.

The value of the stolen merchandise was not immediately available.

Sycamore man facing charges for child pornography Includes possession, distribution of materials

browland@shawmedia.com SYCAMORE – A judge set bond at $500,000 Friday for a Sycamore man facing felony charges for possession and distribution of child pornography that included images of very young children.

Eric D. Griffiths, 36, of the 2500 block of Laurel Lane, Sycamore, was charged with five counts of possession of child pornography and six counts of distribution of child pornography.

If convicted, Griffiths could be sentenced to six to 30 years in prison.

Eric D. Google alerted the Griffiths National Center for Missing and Exploited Children that Griffiths had used his email account to send an image of child pornography, and that Google had captured the image, court records show.

Sycamore police investigators worked to track down the phone number and email address identified in the Google report, which flagged a total of 43 images uploaded by the user. In court records, investigators said one image appeared to depict one of Griffiths’ family members.

Investigators also sent an emergency disclosure request to Frontier Communications for information about the IP address used to upload the image, according to court documents.

“It’s paramount that we work quickly to protect the safety of victims or potential victims, especially those who cannot defend themselves,” Sycamore Police Cmdr. Mike Anderson said.

On Thursday, the same day the tip came in, police found Griffiths at Kishwaukee Hospital, where he worked in food service, and arrested him, court records show.

Griffiths told police he was the only person who used his phone and that he couldn’t remember his exact email address, but he did mention that a Gmail account he had used for years had shut down several weeks ago “for reasons he did not know,” according to court records.

When police asked about the Gmail account being used to upload child pornography, Griffiths asked to speak with a lawyer.

Police searched Griffiths’ Sycamore home, where they seized a computer, gaming system, digital cameras, memory cards and other items, court records show.

“There is still a lot of data to go over,” Anderson said. “Right now, there are no other suspects.”

Depending on what investigators find, Anderson said Griffiths could face additional charges.

Assistant State’s Attorney Alicia Caplan asked Judge Philip Montgomery to set Griffiths bond at $500,000.

DeKalb County Public Defender Tom McCulloch, who was appointed to represent Griffiths, had asked for $50,000 bond.

Griffiths would have to post $50,000 bail to be released.

If released, he would not be allowed any contact with anyone age 18 or younger or to use the Internet.

Griffiths is next due in court April 29 for an arraignment.

He remained at the DeKalb County Jail on Friday.

DeKALB – A kitchen fire Friday morning caused about $40,000 of damage to a Hillcrest Drive apartment building and displaced three people living there.

DeKalb firefighters were called to 1019 W. Hillcrest Drive at 4:45 a.m. after residents reported smoke in the building. Crews found the building hallways filled with heavy smoke.

The smoke was traced to a fire in the kitchen of Unit 3, according to a news release from the DeKalb Fire Department.

Crews had the fire under control within 10 minutes. The fire caused extensive damage to the kitchen and smoke damage throughout the apartment. The damage was estimated at about $40,000, the release said.

Sycamore police have contacted federal law enforcement, and the investigation into the scam is ongoing, Anderson said.

A Sycamore bank first reported the altered documents in January 2015.

The investigation involved gathering information from multiple banks, Anderson said.

“We had seven or eight,” Anderson said. “Some were as far as Canada.”

The judge set Kramer’s bond at $10,000 over an objection from Assistant State’s Attorney Alicia Caplan of the DeKalb County State’s Attorney’s Office. Kramer is next due in court April 29.

Waste Management will resume collection of landscape waste in DeKalb on regularly scheduled days starting April 1.

The waste must be placed in approved landscape waste bags or open garbage cans no larger than 32-gallon capacity, according to a news release from the city.

No plastic bags or boxes should be used. Brush must be cut to 4-foot lengths and bundled with string or baler’s twine. Bundles should not exceed 50 pounds. No wire or plastic rope should be used.

Dresser Road; and the southeast corner of North 7th and Oak streets, according to the city. The containers are for use by city residents to dispose of grass clippings, branches, leaves and brush.

SYCAMORE – A man accused of stealing more than $85,000 through altering checks had his request for a public defender denied in DeKalb County Court on Friday.

William M. Kramer, 64, of the 1000 block of South First Street, DeKalb, is charged with seven counts of forgery, five counts of misappropriation of financial institution property and a Class 3 felony charge of misappropriation of financial institution property.

If convicted of misappropriation of financial institution property, he could face three to seven years in prison.

Montgomery ordered Kramer held on $10,000 bond Friday. He would have to post $1,000 bail to be released.

Montgomery denied Kramer’s request to be appointed a public defender, noting that Kramer earns $1,900 a month from a job at an auto parts store and collects $1,400 a month from Social Security.

Kramer is accused of altering checks made out to businesses to his own name.

Man facing new sex abuse charges DAILY CHRONICLE

news@daily-chronicle.com SYCAMORE – A local man who was charged last year in connection with a gang beating and later with criminal sexual abuse faces new, more serious sex charges related to another victim.

Gabriel Curl, 19, was charged Thursday with grooming, indecent solicitation of a child and criminal sexual abuse, according to court records.

He remains at the DeKalb County Jail in lieu of $270,000 bond. He could face from one to three years in prison if convicted of either charge.

The most recent charges came after police found another victim, DeKalb Police Cmdr. Bob Redel said.

In early February, police said Curl, 19, was living in a vacant DeKalb home when he invited a man inside

and proceeded to beat and burn him for money and cigarettes, according to court records.

However, police said just days earlier, on Feb. 7, Curl pushed an underage girl onto a bed, and detained and sexually abused another underage girl.

He faces charges of battery and criminal sexual abuse. The most Gabriel Curl serious is criminal sexual abuse, which is punishable by less than a year in jail.

The charges were brought separately from those connected with the Feb. 8 and 10 other robberies in the 1500 block of Elmwood Avenue, DeKalb, where Curl was illegally staying without heat or water, according to court records.

Adams County voters will get chance to cast late ballots

QUINCY – A judged ruled that residents in western Illinois’ Adams County who were unable to vote in the primaries because there weren’t enough ballots should get the chance to vote next week.

An Adams County Judge Chet Vahle issued the order Thursday, saying it was the only recourse for voters who couldn’t cast ballots in Tuesday’s elections. The Quincy Herald-Whig reported late voting will be allowed at the Adams County courthouse from March 21 to 25.

To cast a late ballot, people need to sign an affidavit swearing under oath that they were unable to vote. The county’s state’s attorney said there are safeguards in place to prevent fraud.

Adams was among a handful of counties that ran out of ballots and had to print more because of high turnout.

Officer gave differing accounts of fatal shooting

CHICAGO – A Chicago police officer who fatally shot a bat-wielding college student and the student’s neighbor gave two versions of what happened – first telling detectives that the student held the baseball bat over his head then telling them two days later that the young man swung the bat at him.

The police reports on the shooting death of 19-year-old Quintonio LeGrier and the accidental shooting death of 55-year-old Bettie Jones by officer Robert Rialmo raise new questions about what happened Dec. 26, and come at a time when the department and the veracity of accounts given by officers present at the scenes of shootings are under intense scrutiny.

The Independent Police Review Authority already is investigating whether officers were trying to cover up for officer Jason Van Dyke when they gave accounts of his 2014 shooting of black teenager Laquan McDonald that appear to be at odds with what unfolds on dashcam video of the killing. Van Dyke has been charged with first-degree murder.

Rialmo has not been charged in the LeGrier shooting. The attorney representing the teen’s father in a wrongful death lawsuit against Rialmo and the city said it is clear

the officer is trying to justify the shooting.

“As time goes on, he’s covering himself more and more,” Foutris said.

But Rialmo’s attorney, Joel Brodsky, said the second report is nothing more than a more detailed account of what happened and not an attempt by the officer to change his story.

“They could both be fully accurate,” said Brodsky, who said Rialmo believes he did mention that LeGrier swung his bat in the first interview and that the detective may have not written it down.

On the day of the shooting, Rialmo and his partner Anthony LaPalermo responded to a 911 call about a disturbance at the apartment building where LeGrier was staying with his father. When they arrived, Jones, the downstairs neighbor, let them in and motioned that the disturbance was upstairs.

In his initial report, given less than two hours after the shooting, Rialmo said when he started up the stairs, LeGrier emerged from the doorway, holding a bat in both hands over his head.

Rialmo said he was in fear for his life, and fired his weapon. LeGrier was shot six times and Jones was shot once, according to the County Medical Examiner’s office.

Two days later, Rialmo was interviewed again. In that interview he told detectives that he heard “someone charging down the stairs from the second floor” and that LeGrier stepped out and, according to the police report, “swung the baseball bat at P.O. Rialmo with an overhand downward swing and then a half backwards swing.”

Chicago flea market fire ruled an accident

CHICAGO –The Chicago Fire Department said a massive blaze at a twoblock-long flea market was an accident likely caused by an electrical issue.

The department said in a report released Thursday that the March 8 fire likely started in a vendor’s booth in the outdoor section at the West Side’s Buyers Flea Market. Fire officials ruled out arson.

They cited witness statements, computer reconstruction and security video.

Chicago police and fire officials and federal officials compiled the report.

The blaze caused $16 million in damage. The fire department needed 180 firefighters and paramedics and 60 pieces of fire equipment to put the fire out.

At its height, the fire sent large plumes of black smoke into the sky. Vehicles parked on the building’s deck fell into the building as the roof collapsed.

Illinois Legislature exempts itself from open records review

SPRINGFIELD – When Illinois lawmakers revamped the Freedom of Information Act in 2009 and created an outside appeals process for public records requests denied by state government, they made an important exception – themselves.

Records requests denied by the General Assembly are not subject to review by the attorney general’s public access counselor, the counselor’s office said in a letter this week to The Associated Press.

That exception for the Legislature means that even as Republican Gov. Bruce Rauner routinely discloses his appointment calendars in response to AP reBruce quests, the leaders of the Rauner Legislature could deny a similar AP request for their calendars and emails – with no right of appeal. Democratic Speaker Michael Madigan – who has been in that post for more than 30 years – doesn’t even Michael keep a calendar or use Madigan email, his spokesman Steve Brown said.

“It does not make for good government,” David Melton, senior adviser to the Illinois Campaign for Political Reform, said of the exception for the General Assembly.

Even some advocates of open government had overlooked the provision exempting the General Assembly from FOIA appeals. The issue has come up as Illinois is mired in a fracas between Rauner and legislative Democrats that has left the state without a budget for nine months. Many lawmakers admit that nothing much is getting done in Springfield.

Majority Leader Barbara Flynn Currie, the No. 2 Democrat in the House, said allowing review of open records denials by the attorney general would violate constitutional separation of power provisions between executive and legislative branches.

Christine Radogno, the Senate’s Republican leader, would not address the issue during an unrelated news conference Thursday, but said, “This is an area that we’re trying to work through.”

Eileen Boyce, spokeswoman for Democratic Attorney General Lisa Madigan, who spearheaded the 2009 FOIA revision that created the counselor, did not answer a question about whether the Legislature should submit to the review system, but said that the attorney general “has strongly advocated for greater transparency by all branches of government.”

The AP participated in a 50-state project for Sunshine Week, the national celebration of government transparency, by requesting emails and appointment calendars for the week of Feb. 1 to 7 from each legislative leader.

The Senate responded that legislative immunity granted by the state constitution shields it from answering FOIA requests. It also argued, along with the House, that it is exempt from releasing emails and calendars, saying that individual legislators are not “public bodies” under FOIA and that the law makes exceptions for “preliminary drafts” and the personal privacy of constituents.

Asked whether Speaker Madigan believes legislative leaders should release information as Rauner has, Madigan’s spokesman Brown said he’d check and call back “if I have anything to say.” He did not call back.

Democratic Sen. Kwame Raoul of Chicago, the Senate sponsor of the 2009 FOIA alterations, said too much immediate release of information could stymie the always-complex, often-delicate process of lawmaking “if every exchange and every conversation is subject to scrutiny.”

WASHINGTON – Fourteen members of an Air Force unit responsible for guarding nuclear missiles in Wyoming, Colorado and Nebraska are under investigation for possible illegal drug activity, including cases involving cocaine use, defense officials said Friday.

The probe is a fresh blow to a nuclear missile corps that has been under intense scrutiny in recent years for a string of lapses in training and personal conduct, first revealed

by The Associated Press. The Air Force has said repeatedly over the past year that it is making significant changes aimed at lifting morale and improving performance.

The investigation at F.E. Warren Air Force Base, home of the 90th Missile Wing, near Cheyenne, Wyoming, was announced

by Gen. Robin Rand, the four-star commander of Air Force Global Strike Command. The command is responsible for the entire fleet of 450 Minuteman 3 nuclear missiles that stand in underground launch silos, one third of them operated by the 90th Missile Wing. The missile force is on alert 24 hours a day, yearround, requiring strict adherence to performance standards by the men and women who operate, maintain and protect them.

in Louisiana, said the 14 airmen under investigation range in rank from airman first class to senior airman and are members of the security group at F.E. Warren that is responsible for securing the missile fields and convoys that move nuclear weapons.

Rand said the 14 are accused of off-duty drug “activity,” which he refused to further define.

He said the allegations were “credible.”

“This is very important to me that we get to the bottom of this,” Rand said, adding that he is confident the vast majority of airmen in the nuclear missile corps comply with Air Force standards of personal conduct. “We have a special trust with our nation, with our public, with the mission that we do in Air Force Global Strike Command.”

The security unit at F.E. Warren, known as the 90th Security Forces Group, includes about 1,300 airmen, Rand said, of which nearly 1,000 are junior enlisted members of ranks similar to the 14 under investigation. They are commanded by Col. Christopher L. Corley.

The investigation was started after a member of the security forces alerted his superiors of his suspicion of drug activity by another airman, Rand said, adding that the commander of the 90th Missile Wing, Col. Stephen Kravitsky, informed him Tuesday that an investigation was underway. It’s not clear when it began.

OUR VIEW: THUMBS-UP, THUMBS-DOWN

Election gives voters a voice Thumbs-up: To all the candidates who appeared on the ballot in this week’s primary election. Without their willingness to run, voters would have no choices.

Not all public service jobs are easy ones, and to those who will represent their party in the local, state and federal elections in November, we wish you good luck and hope for campaigns that are ethical and spirited.

Thumbs-down: To the lack of competition for many of our local offices. The three Republicans seeking the DeKalb County state’s attorney nomination were running in the only race that was contested countywide, and there were several slots for which one party or another fielded no candidate.

We hope that more people will show a willingness to run for office between now and the deadline for the two parties to find additional candidates.

Thumbs-down: To Illinois Senate Democrats, who passed another sham spending bill Thursday instead of working to produce a meaningful budget for the state, which is in its ninth month without one.

The bill calls for $3.8 billion in funding for colleges and social services, which is well and good, but the state doesn’t have any money, and the bill doesn’t provide a revenue source to fund the approved spending. It passed in the Senate, 39-18.

Thumbs-down: To the increasing size of Illinois’ bill backlog. Comptroller Leslie Munger revealed Thursday the state owes nearly $9 billion to vendors who provide services to the state. That tab could top $10 billion by June 30, the end of the budget-less fiscal year, she said.

Thumbs-up: To Jessica Aubart, the last speller standing. Aubart, a 13-year-old student at Somonauk Middle School, won the DeKalb County Spelling Bee on March 12 by correctly spelling the word “erosion.”

Aubart, who said she took some of her inspiration from the film “Akeelah and the Bee,” won the competition after an hour and a half and 14 rounds.

She wins a comprehensive dictionary and two tickets to Washington, D.C., where she will compete in the Scripps Spelling Bee from May 22 to 27, the winner of which takes home $30,000. Good job, Jessica.

On Tuesday, the Centers for Disease Control and Prevention took an emphatic stand against the loose prescribing norms that have fueled the growth of opioid consumption for non-cancer pain, with the terrible result that 16,000 people a year die from overdoses.

Labeling the drugs “dangerous,” and noting that evidence did not support their long-term efficacy for most cases of chronic pain, CDC Director Thomas Frieden urged physicians to follow more-cautious new CDC guidelines that emphasize alternative pain management techniques.

Dr. Frieden and his colleagues deserve credit for incorporating a range of views in the guidelines while resisting pressure to weaken them from interest groups that support the status quo.

The CDC announcement followed the Senate’s passage of the Comprehensive Addiction and Recovery Act of 2016 by a vote of 94 to 1. Whereas the White House this year called for more than $1 billion, over two years, in new mandatory funding for drug

treatment, this bill includes no new funding beyond a previously allocated $400 million. Still, the legislation, co-sponsored by Sens. Rob Portman, R-Ohio, and Sheldon Whitehouse, D-R.I., is a step in the right direction – for three reasons.

First, it was bipartisan, and overwhelmingly so, suggesting that lawmakers can still work across the aisle on issues, such as public health, that should never be partisan in the first place. Second, the bill addresses addiction to heroin and prescription opioids as a public health issue rather than a law enforcement matter, a sea change in federal policy.

Even without new money to back it up, this was a statement worth making. Importantly, the bill authorizes grants to “medication-assisted” treatment programs based on substances such as methadone, buprenorphine and naltrexone, which reduce cravings for heroin and help stabilize patients as a prelude to weaning them completely.

Controversial because of what critics call “substituting one addiction for another,” medication-assisted treatment has been shown in studies to work better than abstinence-only programs, and the bill wisely recog-

nizes this.

Third, like the CDC guidelines, the bill attacks the supply side of the problem. It provides for $25 million in grants over five years to states that mandate provider participation in their computerized Prescription Drug Monitoring Programs. These programs help states track the flow of prescription opioids to prevent “doctor-shopping” by addicted patients. Despite federal aid through existing Justice Department grants, these programs remain underfunded and underenforced; the bill’s provisions should help, a bit, on both scores.

We repeat: The bill could be better. It omitted a proposal by Sens.

Ed Markey, D-Mass., and Rand Paul, R-Ky., that would have deregulated the administration of treatment medications so that more doctors could treat more than 100 addicted patients a year, which is the current maximum. Nevertheless, the legislation usefully reorients federal policy, thus setting the stage for more effective use of federal dollars when they come available, as they should and must. The House should take it up and pass it soon.

The chance that President Donald Trump would start a trade war scares me a lot.

• Bernie Sanders promises free college and Hillary Clinton offers “high-quality preschool.”

But government has no money of its own. “Free” isn’t free. Taxpayers and, later, other students pay tuition bloated by college loans. Taxpayers also pay for preschool that won’t be “high quality” – or at least won’t stay high quality.

Oklahoma and Georgia already tried universal preschool. By third grade, student gains disappeared.

Of course, the extra spending – that continued.

• Sanders and Clinton also want the national minimum wage raised – Clinton to $12 and Sanders to $15.

Do people think that means Sanders is more generous than Clinton? If we could just pass a law and increase people’s pay without harming busi-

nesses and making them less likely to hire in the first place, why not raise the minimum wage to $22? Or $83?

Businesses pay according to value they get in return, like everyone else.

No law can make you worth more to an employer.

It just makes you more likely to get laid off. Or never hired.

• All current Republican candidates promise to increase military spending. They always do.

Republicans say our military has been “gutted.” But in inflation-adjusted dollars, we spend as much as we did during the Cold War. It’s true that America has fewer planes and fewer ships than we once did. But we have better and deadlier planes and ships.

America is going broke, but still spends $600 billion on defense, more than the next seven nations combined. That’s not “gutting” the military.

If we didn’t intervene in so many foreign countries, we could focus on actual defense, rather than nation-building. Since conservatives are the ones who say they want to spend less, here’s a great place to start.

• Trump promises “a mandatory death sentence” to anyone who kills a police officer.

But the president cannot issue

any criminal penalties. Does Trump care about the Constitution? Despite media hype about a “war on cops,” the last few years have been the safest for cops – ever.

It’s terrible when anyone gets killed, but we do not have a violent crime crisis on our hands.

And what about the poor guy whose house is raided by mistake – who thinks it’s a home invasion and shoots in self-defense? Will he be executed, too?

Not every political promise was bad this year. Donald Trump was smart to change his mind and say America should admit more skilled immigrants.

Sanders wants to “rethink” the war on drugs. Ted Cruz promises to eliminate the departments of Education, Energy, Commerce, Housing and Urban Development and more.

If only there were more good promises to praise.

• John Stossel is host of “Stossel” on Fox Business Network. On April 1, “Stossel” will air a forum featuring the top three presidential candidates in a Libertarian Party poll: former New Mexico Gov. Gary Johnson, entrepreneur John McAfee and Libertarian Republic founder Austin Petersen.

Rubio is leaving public spotlight, just like that?

It should have come as no surprise, and yet, when Sen. Marco Rubio, R-Florida, on Thursday said he was not interested in the vice presidency, would not run for re-election and would not run for governor in 2018, it was unsettling.

Here is someone who has been in the center of the presidential race, who has been touted as a gifted orator and who was seen for a time as the leader on foreign policy for a new generation of young Republicans.

And he’s leaving public life entirely?

If, as he said, we are facing so many serious challenges, one would think he would remain a figure in national politics.

Well, to be clear, he has the rest of his term to finish out, and he did not say he would never run for office. He

did not say he would not accept an appointed position in a GOP administration. And he did not say he would refrain from speaking out.

Unlike Mitt Romney, however, he will not have the stature of a former presidential nominee.

He certainly seems to be receding at a time when optimism, idealism and policy ideas desperately need strong voices.

A few points are worth keeping in mind.

First, however his admirers might dislike the result, voters registered their verdict on his presidential run.

It must sting, for such a rebuke, however one rationalizes it, comes as the first public failure, a spectacular one for him.

It might be wise for him to take a breather. (As the saying goes, how will we miss him if he never goes away?)

His favorable ratings remained

high throughout the race; the voters simply did not want him as the nominee this time around.

Second, no politician, even one as impressive as he, is indispensable.

The 2014 freshman GOP Senate class is exceptionally strong, and there remain young and vibrant leaders who will continue to mature and gain in influence. (Sens. Ben Sasse of Nebraska and Tom Cotton of Arkansas are just two.)

And the many governors, some of whom ran in 2016 and some who did not (e.g., Indiana Gov. Mike Pence) will remain in public office.

Third, Republicans, of all people, should know that civic life and life beyond Washington, D.C., is as vital as anything that goes on inside the Beltway.

Continuing to pursue passions in education reform, fighting poverty and human rights do not require that one hold public office.

And if the discourse in the conservative movement has become harsh and angry, conservatives can certainly use a sunny, conciliatory policy wonk, whether in media, a think tank or the speaking circuit.

The challenge for Rubio is to pursue whatever financial goals he has while staying relevant in the public sphere.

The party (which might be a successor to the present GOP) needs him, as does the conservative movement and the country.

His political horizon now has to extend beyond the next election. Look at is this way: He could run for president in 20 years and be younger than Hillary Clinton is now. In the meantime, there is plenty for him to do.

Democrats trash businesses. But if businesses promised things the way politicians do, the owners would be jailed for fraud.

It’s not legal to promise more than you can deliver.

I don’t suggest that prosecutors should go after politicians who lie.

Voters can do that. Political speech should be free.

But politicians’ promises are routinely repulsive. I’m thankful that most of their promises will be broken.

For my TV show, I listed this presidential season’s worst promises. Here are a few: • Donald Trump says he’ll impose a 45 percent tariff on goods from China and 35 percent on any Ford car imports from Mexico.

This wins Trump votes because so many Americans believe that trade “takes away” American jobs. Trade does actually take away some. Some autoworkers lose work when plants move overseas.

That’s the “seen” loss. But the unseen benefit is that when trade is allowed, more Americans gain jobs.

We get better and cheaper products, too.

The historical evidence is clear.

When countries close borders, stagnation and poverty follow. When trade is allowed, there are winners and

March 11, 2016 Mayor Rey 200 S. 4th Street City of DeKalb DeKalb, IL 60115 Re: Mayor Vote Legal Authority – University Village Mayor Rey: After reviewing the legal explanation by City of DeKalb Attorney, Dean Frieders, I believe he needs to provide the legal authority requested by the Mayor. He also needs to explain the inconsistencies in his October 24, 2015 “press release.”

1. Lack of a Tie on the August 24th, 2015 vote for -037 University Village zoning. DF goes into a lengthy explanation of the standard practice of “receive and file”. At no point does he defend a lack of a tie. He omitted any legal authority that supposedly counted the aldermen “present” rather than aldermen “holding office.” Six (6) aldermen were present, but seven (7) aldermen were “holding office” at the time of the University Village vote August 24th.

• A tie means an even number of affirmative and negative votes on an ordinance.

• There were seven (7) aldermen holding office August 24, 2015, of which 3 voted in the affirmative. Four (4) did not vote in the affirmative, according to the Minutes and DF’s press release.

• The Mayor, erroneously claiming a tie, cast his vote. The DF press release did not show any legal authority allowing the Mayor to vote August 24th on -037. In fact, the laws provided by DF showed that the Mayor was prohibited from voting on 037 because there was no tie of the aldermen holding office.

2. “The August 24th, 2015 vote was not “receive and file”, it was for “Passage” of -037.

The Agenda says: G. Items for Separate Action … 3. Ordinance 2015-037 Approving a Planned Development Agreement and Implementing PD-R Zoning for Certain Property in the City of DeKalb (University Village). (First Reading).

The words “receive and file” were not on the agenda, as claimed by DF. Instead, the Agenda clearly places 037 before the City Council for “Approval”. Furthermore, the Proposed ordinance says: “ORDINANCE 2015-037 APPROVING A PLANNED DEVELOPMENT AGREEMENT AND IMPLEMENTING PD-R ZONING FOR CERTAIN PROPERTY IN THE CITY OF DEKALB, ILLINOIS (UNIVERSITY VILLAGE).

Again, the proposed ordinance itself uses the word “Approving”, rather than receive and file” stating: “THEREFORE BE IT ORDAINED by the Mayor and City Council of the City of DeKalb, DeKalb County, Illinois, as follows: Section 1. Rezoning and Development Agreement Approved. The City of DeKalb hereby approves the Development Agreement attached hereto as Exhibit A, and authorizes and directs the Mayor of the City of DeKalb to execute such agreement, subject to such minor corrections as shall be acceptable to him with the recommendation of City staff. Further, with regard to the Property, as identified and legally described therein, commonly referred to as University Village, the City hereby grants a rezoning of such Property to PD-R zoning, subject to the restrictions of the Development Agreement. Section 2. All ordinances or portions thereof in conflict with this ordinance are hereby repealed. Section 3. Should any provision of this Ordinance be declared invalid by a court of competent jurisdiction, the remaining provisions will remain in full force and affect the same as if the invalid provision had not been a part of this Ordinance. G-3 August 24, 2015 217 Ordinance 2015-037 Page 2 of 2 Section 4. This Ordinance shall be in full force and effect after passage and publication pursuant to law.

The Minutes say: “3. Ordinance 2015-037 Approving a Planned Development Agreement and Implementing PD-R Zoning for Certain Property in the City of DeKalb (University Village). (First Reading) Assuming the August 24th vote was to “receive and file,” rather than “approve,” the vote failed.

Proposed ordinance 037 was neither “received” nor “filed.” Nor was it “approved.” The proposed ordinance was not lawfully before the City Council

September 14, 2015 for consideration or vote because the August 24, 2015 vote failed.

3. Minutes say “ The term passage is very specific language. The first reading was not passed.

Therefore, any activity past the August 24th Meeting is also lacking. The September 14th, 2015 meeting did have 4 members vote and pass on the second reading. Yet, you can’t have a 2nd Reading pass until the first reading passes. In DeKalb’s own code, listed on its City website, it clearly allows for the waiving of a second reading and passing of ordinances. In no place, State or City statute does it allow for a the “Waiving of the first Reading” and thereafter automatically passed. The actions of the Alderman on September 14, 2015, was simply a misunderstanding of the first vote.

They wrongfully, assumed the First vote, which DF clearly states was “not a passage”, was a failure to lawfully approve the ordinance or to “receive and file.” Therefore, their actions, votes, and affirmation September 14, 2015 are summarily a non-event. If you don’t pass the First Reading, you have no standing on the Second Reading.

Our Request: 4. Jump in logic. DF jumps to the September 14th, 2015, and states the activity of the August 24th First Reading is irrelevant. Without providing any legal authority DF merely claims that a lack of passage of a First Reading, is negated by the Second Reading! He simply blurts, “the passage of the second Reading, is considered “passage”. He further states, that the critical element was passage of the second Reading in favor of the Ordinance.

That is a jump in logic.

5. Our Request: We request that DF either supports his position with legal authority stating that the August 24, 2015 First Reading was passed with “Members” present” and/or the City Council acknowledges the letter of the law stating that the Mayor was not authorized to vote August 24, 2015 on the 037 University Village ordinance.

(In closing, at my expense I am articulating these issues for absolute justice in regards to this subject and I hope the city attorney will clear this up so we will not have to proceed with further litigation.)

Seniors look to bounce back for Barbs

sports@daily-chronicle.com DeKALB – Duane Cowley is about to enter his 30th season as DeKalb’s badminton coach, and he’s been through a lot of ups and downs.

Two years ago, DeKalb sent two qualifiers to state, but went through a down year last season in which no Barb qualified. However, the Barbs will be led by a core of five seniors in the 2016 season.

In addition, the Barbs will have some talented newcomers, and Cowley is optimistic about revamping the program after last season’s various struggles.

“We’ve struggled with numbers,” Cowley said. “We don’t have a feeder program. But we have had success in the past, and I’ve got an experienced team this year. A lot of these girls played varsity last year, and we’ve had great participation in open gym over the winter.”

Parson was injured last season during sectionals and was not able to compete for a trip to state. But as a four-year player, she’s looking to finish strong.

“I’ve been working on moving,” Parson said. “You have to cover a lot of the court, and a lot of times people forget to move after they swing, so I’ve really been working on moving around. I like playing singles, so it requires a lot of movement.”

Parson also is looking forward to stepping up into a leadership role this season in addition to bringing more hardware home for the trophy case.

“I’ve never been much of a leader,” Parson said. “But last year, we didn’t have any seniors, and that forced us juniors to kind of take charge. All of us seniors are aiming for state this season; and as a team, we really want to start winning more tournament med-

als and plaques.”

To go along with his seniors, Cowley expects to have some new faces on the court this season as well. Helene Colin, a sophomore, is entering her first season of badminton and is learning quickly.

“We’ve got some newcomers that are really going to make some noise this year,” Cowley said. “We have Helene, who is a new player, but she’s very athletic and is doing well. She came to a lot of open gyms in the winter and is really acclimating well. I expect her to be somewhere in the middle of our varsity rotation this year.”

Despite this being her first experience on the badminton court, Colin said she’s having fun and learning a lot and getting ready to compete this season.

“I love it,” Colin said. “The girls are all very nice, and they’ve been really helpful in teaching me the game. I’m expecting to improve a lot throughout the season and get a better idea of the sport.”

The Barbs are without a conference, but have been building small rivalries with schools such as Glenbard South, Geneva and Oswego.

“We always look to play well against those guys,” Cowley said.

The Barbs’ first match of the season will be a six-team round-robin tournament today at DeKalb.

Scott’s run at NCAA Championships comes to an end

sports@daily-chronicle.com Northern Illinois junior wrestler Shawn Scott saw his run in the NCAA Championships come to an end Friday night.

After being one of the final 12 wrestlers still in the tournament at 197, Scott fell, 5-3, to Patrick Downey (Iowa State) at Madison Square Garden in New York.

Earlier in the day, Scott came away with two more wins – beating Joshua Dasilveira (Arizona State), 3-2, and Kyle Conel (Kent State), 5-1, in the consolation bracket. Scott had beaten Conel, 3-1, in sudden victory during the Mid-American Conference Championships.

Scott, who finished the year 2611, was one of four Northern Illinois wrestlers to make it to the NCAA Championships.

The other three – Austin Eicher (133), Steve Bleise (141) and Andrew Morse (157) – all were knocked out Thursday.

Anderson allowed nine hits and struck out four on 112 pitches, and Ryne Blanton earned the win by throwing two scoreless innings in relief.

“That was the best performance I’ve seen by a freshman in a long time,” Northern Illinois coach Mike Kunigonis said of Anderson. “Ryne came in to close it down at the end,

and we grinded. Offensively, we found a way to get a win.”

The Huskies (3-15 overall) got the go-ahead run when Brad Wood scored on a sacrifice fly by Joe Jumonville in the top of the 11th. Wood also went 3 for 4 on the day.

In Game 1, Northern Illinois fell, 5-3, to Illinois, and shortstop Brian Sisler had two RBIs.

A pair of Northern Illinois pitchers allowed a combined five hits in two shutout victories Friday.

Emma Ray led the way in a 9-0 win over Robert Morris in five innings before Alex Frenz shut down UNC Greenboro, 5-0, in the second day of the Blue/Gold Challenge in Greensboro, North Carolina.

Ray allowed two hits in five innings, walking one and striking out two. Jenny Van Geertry hit a threerun home run in the fifth inning for the Huskies, who now have won nine in a row.

In Game 2, Frenz allowed three hits and struck out two in a game that the Huskies (17-7 overall) blew open by scoring four runs in the top of the seventh.

Kayti Grable had two RBIs in each game, and Emily Naegele had two RBIs in the win over UNC Greensboro.

MEN’S GOLF

Lee breaks school record: Junior Joo-Young Lee had a record-setting day in the desert Friday.

Lee broke the Northern Illinois record for 18 holes by shooting a 65 in the first day of the Desert Showdown in Goodyear, Arizona.

He finished with nine birdies on the day.

The Northern Illinois gymnastics team picked the right time to have the best meet of the season.

The Huskies come into the Mid-American Conference Championships on Saturday after posting a season-high score in their final meet of the regular season against Bowling Green.

“We have a lot of confidence coming into this weekend because of what happened last weekend,” Northern Illinois coach Sam Morreale said of the Huskies, who had a score of 195.475 in a losing effort against Bowling Green.

Morreale said that the strongest event for the Huskies (9-10 overall, 2-4 in MAC) is likely the uneven parallel bars, led by senior Lauren Africano and junior Jamyra Carter, both

GLENDALE, Ariz. – Chicago Cubs starter Kyle Hendricks kept up his fine spring, allowing one run in five innings while lowering his ERA to 1.29 in a 3-2 loss Friday to the White Sox. Hendricks, likely to be the No. 5 starter, gave up just two hits. He struck out three and did not walk a batter.

Hendricks noted he mostly induced weak contact, “So that just shows I’m hitting some spots at least, and the ball is moving right.”

“Fastball command is usually No. 1 for me,” he said. “If my fastball command is good, usually my mechanics are on line.”

Sox starter John Danks pitched five shutout innings. Five pitchers combined to hold the Cubs to one hit, a double by Jeimer Candelario.

Danks entered the game with a 12.10 ERA but had little trouble with the Cubs, striking out seven and walking two.

Austin Jackson and Tim Anderson each had a sacrifice fly for the Sox. Avisail Garcia singled in a run for his 12th RBI. The Cubs scored twice in the eighth with the help of two errors.

WINNIPEG, Manitoba – Scott Darling made 28 saves for his first shutout of the season, Andrew Ladd scored against his former team and the Blackhawks snapped a four-game losing streak with a 4-0 victory over the Winnipeg Jets on Friday night.

Patrick Kane and Marian Hossa opened the scoring 26 seconds apart late in the second period, and Tomas Fleischmann also had a goal for the Hawks. Darling earned the second shutout of his twoyear career with the Hawks in his 20th game of the season.

It was Ladd’s first appearance in Winnipeg since the former Jets captain was traded to the Hawks on Feb. 25 in a multiplayer deal that included current Jets forward Marko Dano. Ladd received a standing ovation from MTS Centre crowd when a video tribute was played in the first period. He raised his stick to the fans in appreciation.

Kane scored his 39th goal of the season, and recorded his 91st point, at 16:56 when he raced in alone on Ondrej Pavelec and sent a backhander over the netminder’s shoulder on the short side.

Childhood tics can be treated Dear Dr. K: My young daughter will suddenly blink her eyes or twitch her nose repeatedly, for no good reason. The doctor says she has “tics,” a condition of her nervous system. Will this go away, and is it serious?

Dear Reader: Tics are upsetting – both to the person who has them and to the people who see them. We like to feel in control of our world. A sudden, uncontrollable, rapid repetitive movement (called a motor tic) says we’re not in control. So it’s understandable that both you and your daughter should be concerned.

Tics are pretty common in kids. They are thought to be inherited neurological disorders.

They also can be caused by head injury or certain drugs, such as stimulants.

They are not a psychological problem, although fatigue, anxiety and stress often make symptoms worse.

People with tic disorders describe an urge building up inside them before the tic appears, followed by a feeling of relief after the tic is over. After making an effort to suppress a tic, the person usually has a burst of tics to relieve a buildup of the inner sensation.

If a stimulant medication is causing your daughter’s tic, it might be worth stopping it, or substituting another stimulant drug in its place. Mild tics do not require treatment unless they are socially embarrassing or interfere with your child’s life.

If your daughter is disturbed by her tics, psychological counseling and behavior training can be effective. For example, a child may be taught to recognize that a tic is beginning and perform another movement that is incompatible with the tic.

Unfortunately, treatment is not always successful.

Several years ago another reader asked me about Tourette’s syndrome, and I recalled a memorable cross-country flight I once took. Every few minutes, the woman sitting next to me would jerk her head and cry out “Eeeahhhh.” I realized she probably had Tourette’s syndrome and couldn’t control it, but I was annoyed: It was going to be hard to concentrate on my reading.

I wish I could control it, but I can’t. And I’ve got to get to my sister in Seattle.” I will never forget the expression of shame on her face.

Some people have severe tics that cause them to hurt themselves, by hitting or biting, for instance. Severe tics can be treated with medications that affect certain chemical messengers in the nervous system. A number of other medications, including injections of botulinum toxin (Botox and others), also may be effective.

It is rare for kids with tics to develop Tourette’s syndrome. I’ll bet your daughter’s tics will go away.

DEAR ABBY One of my close friends may be Jeanne “ghosting” me.

Phillips “Sarah” and I have known each other since middle school. We went to high school together and roomed together during our freshman year of college. We both transferred to different schools after that freshman year, but we made it a point to keep in touch. I was the first person she came out to. I helped her move into her new apartment the summer before grad school.

In general, I think I’ve been a good friend to her.

Last summer we both moved back to our hometown – she for med school and I for a new job. I was excited that after five years we were living in the same city again. I have reached out to her on multiple occasions, but my texts and calls usually go unanswered.

When I do get a response, it’s typically, “Sorry! I’m just too swamped!”

I don’t doubt med school is incredibly difficult, and I completely understand that that’s where her focus should be, but over the holidays I reached out once again and was given the same answer. I know she made time to see another friend – her best, who ranks higher than I do in the “who to see” list. It still hurt.

Am I being too sensitive? Too self-centered? I’m worried this is Sarah’s way of breaking ties with me, and I’m just not taking the hint. An outsider’s point of view would really help, even if it’s a harsh truth. – Left

East should have known that West had started with three spades, six diamonds, two clubs and, therefore, only two hearts. Thus declarer had four hearts. So, it could not cost for East to play low. Then, West would have taken the trick, and the contract would have gone down.

However, East won with his heart king. Now, if he had continued with his low heart (or a diamond, conceding a useless ruff-and-sluff), the contract would still have failed. But he cashed the heart ace, squashing his partner’s queen. Keep counting.
