Donations of note in GOP state’s attorney’s race It’s tough to handicap a three-way race such as the one for the Republican nomination for state’s attorney.

Although they haven’t counted any of the votes yet, we can count campaign contributions. State election laws require candidates to immediately disclose contributions of $1,000 or more.

Although there have been some contributions made, the largest single monetary backers in this primary race look to be the candidates themselves.

Rick Amato appears to have amassed the most campaign funds so far. He’s been his biggest backer, including loaning his campaign more than $17,000 last year. On Feb. 25, just days before the start of early voting, he kicked in another $4,000, records from the Illinois State Board of Elections show.

Amato has received some support from others, notably Chicago Bears President George McCaskey – himself a former DeKalb County assistant state’s attorney – who records show contributed $1,000 Feb. 18.

Other Amato backers include Marilyn Stromborg of Sycamore, who chipped in $200 last year, and a Schaumburg-based

The third candidate in the race, Charles R. Rea, has not filed any paperwork on donations. He did submit paperwork in February indicating he’d organized a campaign committee last year, but the election board does not have any online records of him receiving any contributions.

SYCAMORE – Residents can vote early at five locations throughout the county, including the DeKalb Township building.

Voting equipment was delivered Feb. 26 to the DeKalb County Legislative Center, 200 N. Main St., Sycamore; DeKalb Township Building, 2323 S. Fourth St., DeKalb; Northern Illinois University Holmes Student Center, Kirkland Village Hall, 511 W. Main St., Kirkland; and the Sandwich Fire Station, 310 E. Railroad St., Sandwich. From today through Sunday, polls will be open at the same locations from 8:30 a.m. to 7 p.m. Monday through Friday, 9 a.m. to 5 p.m. Saturday, and 10 a.m. to 4 p.m. Sunday.

“There should be a time frame somewhere in there, even if you’re a working person or something else,” DeKalb County Clerk and Recorder Doug Johnson said.

MILWAUKEE – The U.S. Centers for Disease Control and Prevention has sent additional investigators to Wisconsin to find the source of a blood infection that officials described as the largest outbreak of the bacteria now linked to at least 15 deaths.

Wisconsin health officials said on their website Wednesday that the total number of reported cases now stands at 48. Infections were centered in the heavily populated southeastern quarter of the state, including the Milwaukee area and surrounding suburban counties. Infectious disease specialists expect more infections to be found because health care providers and laboratories have been alerted to look for the bacterium called Elizabethkingia.

NIU political researcher: U.S. system ‘unnecessarily complex’

DeKALB – As Republican primary voters head out to the polls Tuesday, some may not know they’re going to be voting for delegates, not presidential candidates.

The delegate system is unnecessarily complex and most voters don’t understand how elections actually work, said Northern Illinois University professor and political science department Chairman Matthew Streb at a recent NIU STEM Cafe presentation, “Predicting the Primaries.”

Streb addressed several main points in his talk about the upcoming primary election, including the accuracy of polling and how the U.S. delegate system is set up for both the Republican and Democratic parties.

Streb said it was important that people understand how these things work before they go out and vote.

“Most people think they are voting directly for the [presidential] candidate,” he said. “They don’t really understand what the delegate system looks like, and they certainly don’t have an understanding of how many delegates there are and how they are allocated. It’s fairly complex.”

Each state has a certain number of delegates to allocate toward a presidential candidate, who vote at their respective party conventions. Some states have more than others, and each system of allocation is a little different.

“There are literally 50 different ways to do it,” Streb said. “I think this stuff is crazy.”

In general, delegates either are allocated proportionally, based on the percentage of votes each candidate receives, or on a winner-take-all basis – only the Republican Party uses a winner-take-all system, and only in certain states. This practice allows a clear front-runner to emerge, Streb said.

This has backfired with candidate Donald Trump, who has a slight lead in the race so far. The winner-take-all states are set to vote soon, which could launch Trump to victory, Streb said.

“Now he has a little bit of a lead,” Streb said. “If he wins Ohio or Florida or some of these states, he could really take off.”

Streb also discussed the accuracy of polling. In general, polls can be accurate, but there are challenges that pollsters face. People should be aware that all polls based on a representative sample have a margin of error and make sure the sample is truly repre-

sentative of the population, he said.

Specific challenges include polling methods, the bias of nonresponse, turnout and whether or not the people polled actually go out and vote on Election Day, Streb said. Only about three-quarters of registered voters actually vote and some states – including Illinois – offer same-day voter registration.

Polling methods also can lend themselves to bias. Random-digit dialing is the predominant polling method, and it can only be legally used on landline telephones.

“Not many people have landlines,”

Streb said. “Especially young people.

If you’re not polling cellphones, that can be a significant issue.”

In general, the Gallup organization’s polls are most effective, even with those difficulties, Streb said.

Audience members said they didn’t realize how complicated the process actually was.

“Generally, I am pretty familiar with polling,” said Randy McCarthy, research associate at NIU. “But as far as the delegate system, I knew vaguely that some states had more and some less. But I didn’t know it to this level of detail.”

DeKalb library director to retire After Dec. 31, Dee Coover plans to work on her creative writing

bkeeperman@shawmedia.com; DeKALB – The executive director of the DeKalb Public Library plans to retire at the end of the year.

Coover announced her plans at the Wednesday evening board of trustees meeting. Coover has been with the library for more than 20 years and plans to stay in DeKalb and work on her creative writing.

“The new addition and the Haish building will be finished by late July,” she said. “It will reopen Sept. 10. Although the punch list will need to be supervised, this is a milestone accomplished and time to plan for the new direction of the library.”

Over the course of the past couple of years, Coover has been the driving force behind the library’s $25.3 million expansion project with broke ground in July 2014 and is expected to be completed by the fall.

When finished, the library will have tripled in size and added additional community resources, such as an increase in technology mate-

rials including 3D printers, “RedBox” style DVD dispensers and video gaming rooms, along with additional meeting and reading space as well as expanded access to people with disabilities.

Coover’s career has not been without its challenges. She faced criticism recently when the library raised its tax levy by $500,000 to cover the cost of interest on millions in loans for the construction project. The state of Illinois owes the library $4.5 million in grant money for the project, but it hasn’t been allocated because of the budget impasse.

Board members said they would be sorry to see her go.

“It’s a bittersweet moment for the board and for the library because we certainly appreciate and recognize the more than 20 years of service Dee has provided to the library,” said Virginia Cassidy, board president. “She certainly will be missed and we appreciate all the work she has done, particularly with the fundraising. That certainly needs to be a priority for the remaining months of the year.”

Schools hope for better results from PARCC testing

rgillespie@shawmedia.com DeKALB – Spring is test-taking season for students in local public schools, and officials at schools throughout DeKalb County are hoping students fare better this year on the state’s new standardized tests.

This will mark the second year the Partnership for Assessment of Readiness for College and Careers test is administered statewide. The PARCC test replaced the long-used Illinois State Achievement Test as the standard assessment.

School leaders here were generally displeased with first-year PARCC results because a number of schools scored below state average benchmarks.

The test, according to the Illinois State Board of Education, is said to be a better indicator of what students know academically, wheth-

er grade-schoolers are ready for high school, and more telltale about high-schoolers being adequately prepared to go on to college or start a career.

“Last year was one snapshot of something new,” said Joe Burgess, superintendent of Genoa-Kingston School District 424. “We hope the changes we’ve made in our curriculum, we’ll see that on the second year of PARCC.” Officials are also looking forward to having results back sooner. Some students who took the test last spring finally had results sent home just before or shortly after this school year’s winter break.

Amy Luckner, head of assessments in DeKalb School District 428, said notices could soon go out to families of students enrolled in 11 district schools advising when PARCC testing would begin.

The district has from April 18 to

May 13 to administer the test, but each school will determine its own testing dates within that time frame, she said.

Last year, schools had two times of year to test. This year it’s combined into one. ISBE announced that schools have from now to June 10 to have the testing finished. That and other tweaks, Luckner said, means the test still has some newness to it.

“I do appreciate [ISBE’s] efforts to make [the test] more friendly to schools by having it be one window instead of two different windows. But because of that change (and other changes) it’s hard to really compare it to last year, because it’s a different format for our students.”

Sycamore students started testing this week and school officials there said that, so far, technologywise, this year has been better than last.

“It’s been a very smooth testing window,” said Kristine Webster, di-

rector of curriculum for Sycamore School District 427. “We are looking forward to the results to see how they compare to last year’s results and we’re hoping to see an increase.

We’re anticipating that we will.”

Most other DeKalb County schools won’t begin the all-online assessment until after spring break, which begins March 25 for most districts.

Students in third through eighth grade will be tested in math and language arts. High-schoolers, however, will be tested in specific subject areas and only those students currently enrolled in those classes will be tested.

For example, it will be mostly juniors who take PARCC tests at DeKalb High School because the test subjects will be Algebra II and Humanities III, Luckner said. But with Geometry and English II as the subjects for PARCC at Sycamore High School, Webster said it’s likely mostly sophomores will be assessed.

Alice May was united in marriage on Feb. 9, 1939, to Stanley L. Jandt and they spent 62 happy years together until his passing on Dec. 21, 2002. She enjoyed living at the Grand Victorian of Sycamore and all of the friends that she made there. D-427: Layoffs not expected to drastically affect class sizes

ksmith@shawmedia.com SYCAMORE – Although Sycamore Middle School will lose seven of its certified staff members next school year, teachers will hardly notice an increase in class size, Principal Jim Cleven said.

School board members unanimously approved the dismissal of 18 districtwide employees Tuesday, 12 of whom are currently full-time teachers.

The reduction in staff was outlined in the district’s three-year budget reduction plan, which has been designed to create a balanced budget by the end of the 2016-17 school year.

Middle school teachers Kelsi Boltz, Krista Jones, Kyle Miller, Kelly Sullivan and Shelley Swan received dismissal notices Wednesday, along with West Elementary School teachers Natalie Dunnegan and Michael Buckner.

Although budget constraints are forcing the district to reduce staff, the next school year is projected to see a decline in student enrollment at Sycamore Middle School, where a majority of teacher layoffs have occurred, Principal Jim Cleven said.

“It’ll affect us, but not enough to hurt us that badly,” Cleven said. “We’ll make do. We shift everything around to make sure everything’s covered.”

The district’s elementary schools and preschool are projected to have a net gain of 12 students next school year, and enrollment at Sycamore

High School has continued to climb since the 2012-13 school year, district documents show.

An estimated 1,255 students will be enrolled at the high school next year.

After experiencing its largest enrollment numbers in the past five years, however, Sycamore Middle School will lose 43 students heading into the next fiscal year.

“The majority of cuts were to us because of the fact our biggest class is leaving,” Cleven said.

The middle school’s 337 eighthgrade students will start high school next year.

Cuts to the district’s classified staff, or employees who are not required to have certification or licensure, will be announced April 12.

Kish College board OKs tuition increase

The $10-a-credit-hour tuition increase is among other cost-cutting and revenue-generating measures the school has implemented recently to address its budget shortfall.

As of Friday, dozens of workers will be let go, although they will be paid through June 30.

The college is also looking to boost its declining enrollment.

Borowicz said the college had projected a 6.5 percent decrease in enrollment this school year, but actually experienced an 8.8 percent one.

“Enrollments, they are down significantly,” Borowicz said. “But I am optimistic that, even though they remain down, that we can do some intervention strategies.”

She said the drop in students attending the school has meant a loss of about $275,000 in tuition and fees revenue.

MALTA – Students will pay more to attend Kishwaukee College starting this summer after the Board of Trustees approved a $10-a-credit-hour tuition increase.

Eager to make a dent in an anticipated $3.8 million budget shortfall for fiscal 2017, trustees voted unanimously Tuesday to push the cost of attending the two-year college from $119 a credit hour to $129. The increase will be effective when the summer semester begins May 31.

SPRINGFIELD – A former state treasurer’s employee whose accusation of sexual harassment annihilated Dan Rutherford’s 2014 gubernatorial bid has named four others who allegedly complained of unwanted advances in an updated federal court filing.

Edmund Michalowksi’s February 2014 lawsuit during then-Treasurer Rutherford’s primary campaign for governor tanked his hopes as the most viable Republican alternative to eventual Gov. Bruce Rauner.

Rutherford denounced the suit as a political dirty trick, but two years later, Michalowski persists. Three of the names of alleged victims that surfaced in court late Tuesday match those in a Jan. 28, 2014, email from a Michalowski attorney obtained by The Associated Press under the Illinois Freedom of Information Act. The email was disclosed last week after a two-year appeal in which the state’s public access counselor declared that the Rutherford administration had improperly withheld documents from AP in February 2014.

Teen gets probation for assaulting Sikh man

CHICAGO – A suburban Chicago teenager who punched and shouted racial slurs at a Sikh man last year was sentenced to two years’ probation on Wednesday after pleading guilty to a hate crime charge.

Investigators said the September incident happened during a road-rage incident in Darien. Under the plea agreement, the teen also was ordered to pay nearly $5,000 in restitution and perform 200 hours of community service – including time in the Sikh community – in exchange for prosecutors dropping felony aggravated battery charges, according to the DuPage County State’s Attorney’s Office.

Exonerated Ill. man wants his lawsuit sent to jury

TUSCOLA – An attorney for a man who was wrongfully convicted of murder in the death of a 22-year-old Illinois State University student argued in a Douglas County courtroom that a jury should hear claims that three Normal police officers, who have since retired, botched the investigation.

Alan Beaman of Rockford served 13 years in prison for the slaying of his ex-girlfriend, Jennifer Lockmiller, who was found strangled and stabbed in her Normal apartment in August 1993. His conviction was vacated by the Illinois Supreme Court after DNA evidence pointed to other suspects.

Morningstar CEO gives $35M to University of Chicago

CHICAGO – The CEO of Morningstar and his wife have donated $35 million to the University of Chicago.

The school made the announcement Wednesday, saying Joe Mansueto and his wife Rika’s gift will be used to launch the Mansueto Institute for Urban Innovation. University officials said they will soon start searching for a director of the think tank. An opening date and location haven’t been set.

Ill. businessman gets more than 2 years for tax evasion

SPRINGFIELD – A Douglas County businessman was sentenced to more than two years in prison for failing to pay income tax.

The U.S. Attorney’s Office in Springfield said 49-year-old Lorenzo Shane Stewart of Tuscola was ordered Tuesday to serve two years and six months in prison and three years of supervised release. He also was ordered to pay more than $1.1 million in restitution to the IRS. Stewart pleaded guilty in August to two counts of income-tax evasion for failing to pay more than $1.1 million in income tax for 2008 and 2009. He admitted to putting his business, Ten Acres Excavating, under an employee’s name so he could operate and receive income from the business without claiming it on tax returns.

His prison sentence begins May 8.

Trump’s rivals seek points ahead of Illinois primary

LISLE – As the race for president shifted Wednesday to contests in Illinois and other big states, Donald Trump’s rivals were spending millions to try to blunt his momentum while other GOP candidates looked to put points on the board in a state that typically favors moderate Republicans.

The largest prizes next Tuesday will be winner-take-all primaries in Ohio and Florida, where the top vote-getter will leave with 66 and 99 delegates, respectively.

Illinois awards its 69 delegates through a twopronged vote. The statewide pick for president gets 15 delegates, and voters allot the remaining 54 by electing delegates in each congressional district who are aligned with a candidate.

So Ohio Gov. John Kasich, Florida Sen. Marco Rubio and Texas Sen. Ted Cruz could pick up delegates even if Trump, the billionaire businessman who’s leading statewide polls, wins Illinois’ presidential preference vote.

That’s bringing a flurry of campaigning to the area as Trump tries to widen his lead and the other Republicans argue they’re the strongest alternative to be the GOP nominee.

Kasich told hundreds of voters at town halls in Lisle and Palatine on Wednesday that he plans to remain positive as the race moves on to states where he says he’s in “basically a dead heat” with Trump and Cruz. He said the way he conducts himself on the campaign trail is an indication of how he’ll govern – by reaching out

to others, maybe even playing basketball with members of Congress.

“I refuse to get down in the mud to be elected president of the United States,” Kasich to huge applause from a crowd in Palatine. “You have to show respect to people.”

He also laid out plans to improve the economy by reducing regulations on businesses and cutting corporate taxes, and got a slap on the back from the CEO of Lisle-based Navistar, who said Kasich helped the truck manufacturing business grow in Ohio.

Cruz will speak Friday at an Illinois GOP fundraiser downtown Chicago and give the keynote speech at a party dinner in the northwest suburbs. Trump has scheduled an evening rally at the University of Illinois at Chicago, while Rubio has said he’s sticking around must-win Florida.

Beyond simply picking up delegates, doing well in Illinois also will send a message, said Republican U.S. Rep. Adam Kinzinger, who’s backing Rubio.

“Whoever wins Illinois will be able to say they have the ability to win a blue state and a state in the Rust Belt,” Kinzinger said. “If somebody doesn’t get any delegates, that’s a big deal.”

On the Democratic side, both former Secretary of State Hillary Clinton and Vermont Sen. Bernie Sanders have been running TV and radio ads in Illinois. Clinton, who has held a healthy lead in Illinois polling, is holding a getout-the-vote rally Thursday night in Vernon Hills. Sanders held events at two Illinois universities in recent weeks.

Don’t let airlines dictate policy plans School boards and voters around DeKalb County should make up their minds about a sales tax referendum, regardless what American and United Airlines officials think.

Those companies’ interest in our area appears to extend no further than the tens of millions dollars in tax rebates they receive from their agreements with the city of Sycamore.

United first opened a subsidiary company office in Sycamore in 2001, and American followed in 2005. The arrangement has also led to the city being named in a lawsuit filed against the airlines by the Regional Transit Authority, which claims they are “sham offices” operated as part of a transparent tax dodge.

Despite these facts, and that the agreements between the airlines and the city are to extend at least another 10 years, County Board Vice Chairman Tracy Jones said last week that the companies will bolt if school boards and voters follow through on a plan to increase the local sales tax. Jones and other members seemed intent on finding ways to killing the idea before it goes anywhere.

Yet when it came to the county’s $32 million plan to expand the county jail, Jones and the other board members didn’t seem so concerned.

“If we lose that (jet-fuel) revenue, we’ll have to cut from the existing operating budget,” Jones said at the time.

Perhaps jails are more important than schools? We think not.

Some school officials have said the revenue they could collect would be helpful in staving off a looming property tax increase in DeKalb, or to pay to maintain and upgrade aging school buildings around the county.

If the plan makes sense to enough school board members throughout the county, then they should let the voters decide the issue, not the airlines.

This year, Sycamore’s budget projects the city will rebate a combined $29.3 million in sales tax proceeds to the nation’s two largest air carriers. Sycamore collects the sales tax because United and American operate usually empty offices in town, where they say they purchase hundreds of millions of dollars in jet fuel. The relationship is so cozy, American leases space from the city itself.

The city expects to keep about $900,000 this year in sales tax proceeds, about 3 percent of the revenue collected, records show. DeKalb County has no agreement with the airlines, leaving them to collect $2 million to $3 million a year from its quarter-percent share of local sales tax.

All of that revenue might go away anyway, if RTA’s lawsuit succeeds. It’s certainly not an arrangement that should dictate future planning. A partner who threatens to bail on you once will do so again.

There are many reasons not to endorse tax increases – we have stated several of them before, and this is not an endorsement of a sales tax hike.

But just as the threat of a tax-dodging scheme unraveling didn’t stop the County Board from expanding our jail, it shouldn’t stop school officials from moving forward if they believe an increase is in the best interest of local schoolchildren and property taxpayers.

Despotism deepens in Turkey

Turkish President Recep Tayyip Erdogan is plunging ever deeper into the destruction of what remains of a free press. His behavior resembles that of a despot rather than a leader of a NATO democracy.

On Friday, with a court order, the state moved to seize Zaman, Turkey’s most widely circulated newspaper, and its sister publication, Today’s Zaman, ousting the management and editorial board and installing three court-ordered administrators. A similar process has been used before in Turkey to effectively take over and close down media outlets.

“We are going through the darkest and gloomiest days,” Today’s Zaman told readers in an editorial protest. In a defiant last edition before the takeover, Zaman said in a huge Page 1 headline, “The Constitution is suspended.”

Just recently, Erdogan moved against two prominent editors, Can Dundar and Erdem Gul, from the newspaper Cumhuriyet, accusing them of treason for publishing information about weapons transfers by the Turkish secret service to fighters in Syria. The charges were trumped up to intimidate and harass all independent journalists in Turkey.

Both editors were jailed in November, but the Turkish Constitutional Court ordered them released from detention Feb. 25, pending the start of their trial March 25.

Now Erdogan has turned against Zaman and Today’s Zaman, closely affiliated with Fethullah Gulen, a Muslim cleric who lives in self-imposed exile in Pennsylvania. Once an ally of Erdogan, he has become a lead-

ing target of the president’s wrath. Gulen’s Hizmet movement has millions of followers in Turkey, but the president has depicted it as some kind of shadowy conspiracy bent on ousting him from office, and adherents have been prosecuted based on the nation’s antiterrorism laws. By seizing Zaman and Today’s Zaman, Erdogan is reaching for the movement’s throat. Barely two days after ousting the editors and management, Zaman began printing pro-government articles.

It is only the latest of his repressive moves: Journalists critical of the government have been forced out of their jobs; social media have been blocked; academics have been targeted for speaking out against Turkey’s military campaign against Kurdish separatists; and Erdogan is seeking to rewrite the constitution to expand the president’s powers. Asli Aydintasbas, a prominent journalist, told the New York Times, “Turkey is galloping towards an authoritarian regime full speed ahead.”

That gallop should worry the United States. Turkey is an ally and hosts NATO tactical nuclear weapons. It is sliding into the abyss of one-man rule. Of course, Turkey is struggling with urgent problems, including an influx of nearly 2 million refugees from Syria. Erdogan may calculate that Europe and the United States will not dare object to his crackdown as long as they need his help to keep refugees from flooding Europe. He should be proved wrong. The time to speak out is now, before freedoms have disappeared and Turkey is ruled by a single strongman.

One thing is always missing in these bills, however – an adequate source of funding.

On the day before adjourning for a month, the House was asked to vote on a surprise spending bill that included nearly $3.7 billion for all manner of programs and services that had yet to be funded.

This bill was introduced after most members had gone home for the evening and thus avoided any public comment. Despite being presented as a compromise effort, no members of the minority party were at the negotiating table.

The governor’s budget director reports spending authority has been given that exceeds anticipated revenue this year. The comptroller’s office currently reports a backlog of bills waiting to be paid that totals $7.2 billion and growing with almost 50,000 unpaid vouchers on hand and vendors waiting over a year in many cases to get paid.

Allocating money without identifying

revenue sources gives false hope to providers and their clients expecting money but instead receiving an IOU. These accounting games must stop.

It’s no coincidence that Speaker Michael Madigan has been blocking discussions of budget cuts, new revenue and operating reforms as well as scheduling a four-week recess in the legislative calendar to get legislators out of the capitol.

There is a primary election March 15 to win. While the political games continue and another bill with overspending did pass, House members have shamefully left our constituents out to dry for another month.

I have joined in proposing appropriation bills with a funding source, made overtures of compromise and tried to negotiate a solution month after month.

Again on Thursday I offered to help find funding and supported a motion to continue session during March to find resolution for a complete state budget.

It’s well past time; people and organizations are hurting.

Urge the Speaker and Gov. Bruce Rauner to allow the legislature to work.

Think you know the Trump voter? You don’t

Robert Kagan, a neoconservative writer, has a theory about Donald Trump: He has risen to the top of the Republican field because the party has taught its members to value obstruction and hate President Barack Obama.

The more detail Kagan puts into his case, the less plausible it appears. So, for example, he decries “the persistent calls for nullification of Supreme Court decisions” as the kind of thing that led to Trump – who has said very little about Supreme Court decisions and nothing about nullification. If “the party’s wild obstructionism” was the portent, then why is the leading primary candidate promising to make deals?

If Kagan’s theory were true, we would expect Trump to be doing better with Republican voters who consider themselves “very conservative” than with those who call themselves “somewhat conservative” or “moderate.” It’s the “very conservative” voter who, presumably, has most internalized the party’s anti-Obama message over the last few years. The exit-poll data contradict Kagan’s theory. In 12 of the 15 states for which we have numbers, Trump did worse among “very conservative” voters than among voters in general.

VIEWS Ramesh Ponnuru Kagan’s method is not to amass evidence and then reach a conclusion, but rather to assume that Trump’s run must illustrate everything he dislikes about Republican conduct in recent years. But Kagan is far from alone in this fault.

Much of the commentary about Trump consists of people finding validation for things they already believed. Usually that validation involves oversimplifying the sources of Trump’s support.

Those whose top concern is tighter control of immigration say that issue is the main reason Trump is winning.

It has certainly contributed to his victories. What has gotten less attention is that Trump has also done well among voters who favor giving legal status to illegal immigrants.

Many commentators assure us that Trump’s success is all about the economic turmoil of white voters without college degrees and the failure of Republicans to respond adequately to it.

Those voters favor Trump at relatively

high rates. But Trump has also been doing well among voters with college degrees, winning pluralities among them in several states.

Evangelical support for Trump has been widely discussed – but usually without the recognition that “Trump has failed to earn a majority of evangelicals in any Southern state thus far and a vast super-majority of evangelicals have consistently supported other candidates,” as political scientist Darren Patrick Guerra recently put it.

Another oversimplification holds that Trump voters are consumed with anger toward the Republican establishment. This description fits some of them. But overall that sentiment doesn’t seem to be driving support for Trump. In Georgia, which Trump won, most voters in the exit poll said they felt “betrayed” by Republican politicians – but Trump actually performed slightly better among those who disagreed.

There are several streams that feed Trump’s river. Some of his voters are working-class whites who feel Republicans aren’t looking out for them; some of them want to deport all illegal immigrants; some of them want to overthrow a hated Republican establishment; some

of them admire Trump as a successful businessman and think he would run the government well too. Some of his supporters even like Mitt Romney.

An oversimplified view of Trump’s coalition can lead us to mistaken conclusions. If we think that all of his supporters are bigots, for example, we will have an unfair and alarming view of a large share of our fellow citizens.

If we think that they are all dead-set against Republican politicians, we will assume that anti-Trump statements by those politicians are futile efforts, or assume that all of them will be furious if a divided convention nominates someone other than Trump.

And if those of us who are pundits assume that we already know everything worth knowing – even in the face of genuinely surprising phenomena that few of us predicted, like Trump’s rise – then we’ll be even more insufferably self-satisfied than we already are.

YCAMORE – Trevor Smith announced his place among the state’s elite bowlers with a bang.

After a pedestrian start to the season – an average hovering around 195 and a 10th-place finish in conference – the Sycamore junior bowler rolled back-to-back 300 games in the Marengo Regional, medaled in the sectional and took 10th in state to wrap up a top-level post season and win the Daily Chronicle Boys Bowler of the Year award.

Smith finished with a 215 aver-

age on the year, won the Marengo Regional, and took second at the Rockford East Sectional before finishing with 2,759 in the 12-round season finale.

“State was so cool, it was one of the best experiences of my life,” Smith said. “It was good team-wise, got to see what we’re going to kind of look like next year. For me, now I know what it’s like to compete there.

It’s a good experience for my senior year. I want to finish strong.”

The junior ended up taking 10th in the Northern Illinois Big 12 meet to head into the postseason. He said he tried to keep the regular season in

the past as the postseason began.

“Meets and tournaments are a whole different thing,” Smith said.

“I just tried to keep it clean and get back to work. I knew it was the most important part of the season and went from there.”

After his dominating performance in the regional – he posted a 1,532 to win by 81 pins and had the highest six-round score of any bowler at any of the state’s 16 regionals – he said keeping the momentum was easy.

“After regionals, and seeing that I was able to do it, that was a big confidence booster,” Smith said. “I was able to ride that all the way to state.

It was really good.”

Sycamore coach Aaron Williams said he had big expectations at the start of the year of the Smith – expectations that have only grown after his postseason performance this year.

“I think the year for Trevor was what I expected for him at the beginning of the season,” Williams said.

“I knew he’d be a hard worker, he’s the hardest-working kid on the team.

I expected him to be in the top 10.

That’s me. But overall, I think he had a really good season.

“What it shows to me is he’s capable of being a state champion,” he said. “I have that much faith in him.”

According to the suit, Deppe was redshirted his freshman year and was to begin his eligibility for the 2015 season. In August 2014, special teams coach Kevin Kane told him he would receive an athletic scholarship in January 2015, again according the lawsuit. But Kane left for Kansas before then, the lawsuit says, and football coach Rod Carey later told Deppe he would not be receiving the scholarship.

Deppe practiced with the team through Aug. 17, 2015, but after the Huskies brought in another punter, Deppe obtained letters of release from the school in September 2015.

In October, Deppe visited Iowa and, the lawsuit said, the coaching staff told him they wanted him on the team if he would be eligible to play in the fall of 2016. The NCAA refused to grant a waiver, however, and Iowa signed a different punter Nov. 19.

“The NCAA’s artificial transfer protocols unfairly punish students for circumstances out of their control,” Berman said. “While players can immediately play when they are freshmen, someone who has at least some college under his/her belt has a better idea of what college is about and how to juggle college sports and college academics.”

“Peter’s case is a prime example of the backward logic the NCAA uses to justify its anticompetitive regulations,” he added in the statement.

“The NCAA says these rules are needed to help students get acclimated to a new school, but Peter’s case shows just how groundless this argument is. We believe that the NCAA’s rule needs to change, and that Peter and the thousands of other college-athletes that fall victim to the NCAA’s rigged system of rules should be compensated for the losses they have suffered.”

Former Northern Illinois punter Peter Deppe is suing the NCAA, claiming its transfer rules violate federal antitrust laws.

The lawsuit, filed in the Southern District Court of Indiana, seeks class-action status and to represent any former NCAA Football Bowl Subdivision football player who sought to transfer but was made ineligible to compete for any period of time under the NCAA’s transfer rules.

It’s the second lawsuit involving an NIU player in the past two months. In January former running back Akeem Daniels sued daily fantasy sites FanDuel and DraftKings for damages for using his name to generate millions of dollars in revenue.

That suit also claimed class-action status.

While the No. 7 seed Huskies have struggled in games at the Cleveland arena during the Mid-American Conference tournament, they are only slight underdogs when they face No. 2 Ohio at 5:30 p.m. Thursday in a quarterfinal of the conference tournament.

The Huskies (21-11 overall) are looking for their first trip to the semifinals of the MAC tournament since 2003, when they beat Western Michigan. In conference tournament games played at Quicken Loans Arena, which has hosted the later rounds since 2000, the Huskies are just 1-7.

However, the Huskies are only 3-point underdogs against the Bobcats (20-10) and – in a sign of the unpredictability of the tournament – No. 12 Bowling Green beat No. 5 Kent State and No. 11 Miami (Ohio) knocked out No. 6 Ball State in the first round on Monday.

“With the 12 and 11 seed winning, it just shows you there’s so much parity in this conference,” Northern Illinois coach Mark Montgomery said. “Anyone can beat anyone.”

The Huskies also have the benefit of having already beaten the Bobcats this season, pulling away late in an 80-69 win in the MAC opener in DeKalb – Ohio won 80-69 in Athens on Feb. 6.

“It doesn’t matter. Throw out those two games,” Montgomery said. “We know they’re very good. I think we’re

very good. It’ll be a competitive game.

We know their strengths. We know their weaknesses. Probably just like they know ours.”

The Bobcats feature the conference’s player of the year in post Antonio Campbell, who averages 17.5 points and 10 rebounds per game and second team allMAC guard Jaaron Simmons, who averages 15.2 points and 7.7 assists per game.

“They’re a No. 2 seed for a reason,”

Montgomery said.

The Huskies played their last two games without sophomore big man Marin Maric, who was third team allMAC and averages 12.3 points and 8.5 rebounds per game. However, he ran out in uniform for warmups before the Huskies’ 56-50 win over Western Michigan in the first round – eventually heading into the locker room and coming back out wearing a boot on his right foot.

“If I’m a betting man, I think he’ll be in that lineup on Thursday going up against OU and going against Campbell,” Montgomery said after the game on Monday.

With the Huskies enjoying their best season in two decades, they will likely come into the game at Quicken Loans with a safety net of postseason play.

Instead of a loss ending their season, Montgomery said the Huskies already have invites from the CIT, CBI and the inaugural Vegas 16 – but emphasizes they are focusing on the chance to get to the NCAA tournament by winning the MAC tournament.

“We’re at 21-11, I think with that record, we’re going to be playing postseason,” Montgomery said. “We have an RPI under 125, I think we’re going to be rewarded one way or another.

“If not,” he continued with a long pause. “We’re going to be rewarded.

Let’s just say that.”

Knights struggle in season-ending loss to Titans

editorial@kcchronicle.com WOODSTOCK – Sectionals have been unkind to the Kaneland boys basketball team.

During Wednesday’s Class 3A Woodstock North Sectional semifinal, Rockford Boylan was downright vicious.

The Titans used an 11-0 run late in the second quarter to take a 35-20 lead at the half and never let the lead sink below double digits to earn a 59-40 win.

Boylan advances to face Glenbard South in Friday’s sectional championship, while Kaneland’s season comes to an end at 20-9.

The Knights have now lost six consecutive sectional semifinals. They last won one in 1988.

“They’re a really good basketball team and definitely the best basketball team that we’ve faced all year, and that’s no disrespect to anyone else we played,” Knights coach Joe Conroy said of the Titans. “They’re deeper

and every kid they have is a weapon who can score outside and inside, and they passed it amazingly well and their press is really good.”

Turnovers and rebounding plagued the Knights all game, with many turning into easy layups or second-chance opportunities.

The Titans enjoyed a 32-23 rebounding edge, while the Knights committed 16 turnovers.

“I think rebounding was truly the difference for us,” Conroy said. “I know we really struggled to keep them off the glass.”

Three-pointers by Ethan Conroy, Ryan David and Mark Lilly gave the Knights an early 11-8 lead, but such long-range shooting probably wasn’t good in the long run.

“That was my biggest fear, that we took early jump shots,” Joe Conroy said. “We kept talking about that and how we had to pound it inside and try to establish an inside presence instead of going for outside shots.”

Kaneland’s 6-foot-6 center Jake Gomes didn’t have a field goal until late in the third quarter.

The Titans made 22 two-point field goals compared with just six by the Knights.

“We didn’t do a good job of running some of the sets that we worked on all week at practice,” Joe Conroy said.

“But I’m not going to fault the kids.

That’s a credit to their defense. They’re long and you can’t simulate that length in practice.”

Boylan (30-2) also troubled the Knights with excellent, crisp ball movement, using a lot of cuts to the

basket and swift passing to create easier scoring opportunities.

“They are a good team,” Kaneland senior Ryan David said. “They were sort of like a mixture of LaSalle-Peru and DeKalb. They were big, they moved the ball well and they shot well from the outside, and were a good rebounding and physical team.”

The Knights trailed by as many as 20 points in the second half, but pulled to within 48-37 on a Dylan Vaca 3-pointer with 5:55 left in the game. Kaneland wouldn’t get any closer.

Vaca led the Knights with 11 points but was just 3 of 15 from the field. David added 10 points, six rebounds and five blocks.

Kaneland shot just 28 percent (12 of 43) from the field.

“That’s probably one of the fastest ball-moving teams we’ve played against, even better than DeKalb and LaSalle-Peru in conference,” Gomes said. “They’re a really good team and they came out and played harder than we did today.”

DeKalb WR Tucker commits to Huskies

ecarifio@shawmedia.com Cole Tucker has been watching Northern Illinois football his whole life.

The Huskies coaching staff showed an interest in the DeKalb receiver as well.

Tucker figured, “Why wait?”

The DeKalb junior receiver said Wednesday he will continue his football career with the Huskies after he graduates in 2017. He also said he’s the first player to commit to NIU for the 2017-18 school year.

“I feel like the coaching staff really wanted me to be there and I really wanted to be there,” Tucker said. “Plus I’m the first commit there so I can help them get other guys.”

Tucker had a breakout junior season for the Barbs, finishing with 55

catches for 1,037 yards and 16 touchdowns. He also had two kick returns early in the year before teams started keeping the ball away from him on special teams. He was named the Daily Chronicle Offensive Player of the Year.

The current Huskies receiving corps features five players from Illinois, and only three from the northern part of the state. Tucker becomes a rarity for them – a local receiver.

He’s also one of two players from DeKalb with the Huskies – Jimmy Russell is a sophomore safety listed on the roster, while Eric Letterer is not on the roster but committed to the Huskies as a preferred walk-on.

Tucker said the mutual interest is why he decided to commit so early.

“I grew up watching NIU football, going to all the home games,” he said.

“I also love the coaching staff and thought it was the right fit.”

For the third year in a row, the Bears signed a top defensive player to a long-term contract at the opening of free agency.

Former Broncos inside linebacker Danny Trevathan reunites with the coach who drafted him in 2012, John Fox, to become the Bears’ new starter at inside linebacker. Trevathan agreed to a four-year contract.

A 6-foot-1, 240-pounder, Trevathan turns 26 on March 24. He had 109 tackles last season to go along with six passes defensed and two interceptions. He started all 16 games in 2013, racking up 129 tackles, 10 passes defensed and three picks. He played only three games in 2014 because of a dislocated kneecap.

As a sixth-round rookie in 2012, Trevathan appeared in all 16 games.

The splash signing gives the Bears an impact player at a major position of need. They started five players at inside linebacker last year – Shea McClellin, Christian Jones, John Timu, LaRoy Reynolds and Jonathan Anderson. None has the qualities of a longterm starter at the position.

Trevathan was considered the top inside linebacker on the market. His

contract reportedly is worth $24.5 million over the four years, with $12 million guaranteed. In 2014, the Bears opened free agency by signing Pernell McPhee and Lamarr Houston joined the Bears to start the player movement period in 2013.

Shoring up the offensive line was next on general manager Ryan Pace’s list, as he signed former Cardinals offensive tackle Bobby Massie to a threeyear deal reportedly worth $18 million.

Massie has 46 career starts and was Arizona’s right tackle last year for the league’s top-ranked offense, a group that allowed only 27 sacks. Reports indicate that Massie’s signing will move three-time Pro Bowler Kyle Long back inside to guard.

Pace and the Bears re-signed three players Wednesday, as well, highlighted by cornerback Tracy Porter, who inked a three-year contract worth $16.5 million, according to NFL Network.

That contract is a reward for Porter’s first season in Chicago, leading the team with 12 passes defensed as the top cover man.

Running back Jacquizz Rodgers and offensive tackle Nick Becton re-signed with the team on one-year contracts.

Rodgers was the No. 2 back before an arm injury last season.

Children’s Community Theatre presents ‘Oliver!’

f Merri Bork’s nerves have anything to show, it’s that she is committed to making “Oliver!” a great musical for the audience.

“I think that if you’re not nervous, that means something doesn’t matter to you,” the 17-year-old actress and Sycamore High School student said.

“Everyone should be a little nervous, but it also adds to the excitement of the show.”

Bork is playing the lead female role in Children Community Theatre’s production of “Oliver!” a musical based on the classic book, “Oliver Twist” by Charles Dickens. Bork has been a part of CCT since she was 5 and “Oliver!” was her debut show, she said.

“I played an orphan when I was 5 and now I’m a really big part,” she said. “It’s crazy to see how I started and now where I am.”

Whether she’s dancing, singing or straight acting, Bork said she likes theater because it allows her to convey a character’s emotion in different ways.

“I don’t necessarily like singing pop songs,” she said. “I like singing Broadway show tunes because they tell a story.”

The theater troupe has been around for more than 50 years. The organization puts on a variety of shows throughout the year and has sub-groups – like The Penguin Project, which gives people with disabilities between the age of 10 to 22 an opportunity to act. CCT also has summer camp opportunities.

Sue Graham, director of the 67-member cast, said she wanted to put on “Oliver!” because there are so many different ways to play with character development.

“It’s not quite clear, how it’s written in the script,” she said. “I’d watched several of the movies, and so I knew I didn’t want it to be as cheer-

ful as the Disney version but maybe not as dark as the Roman Polanski version.”

She added that she is constantly amazed at the talent the CCT kids have.

“I’ve watched some of these kids for years,” she said. “And to say, ‘Wow, look how much this child has improved since last year,’ is really exciting. I am in awe.”

And the kids are having just as much fun. Grant Goral, 14, of DeKalb plays the rabble-rousing Artful Dodger in the show.

He said “Oliver Twist” is his favorite Charles Dickens story, so he knew the plot and characters well.

“When I heard about this, I was like ‘Wow, I should probably do this,’” he said. “I’m trying to be the best Dodger,

because he is always super happy and super peppy. He leads everyone around and helps out Oliver. … I try to do my best to represent that.”

Kendal Graham, 12, stars in the leading role of Oliver. She said that while she didn’t know the tale of “Oliver Twist” too well, she was having fun with the musical.

“I mainly do musicals,” she said. “I think musicals are a lot more fun. …

But I do embellish and overact a lot.

It’s sometimes hard to do a serious play right after [a musical] because then you have to totally tone it down.”

“Oliver!” premieres at 7 p.m. Saturday. On Sunday, the show will take place at 2 p.m.

DAWC hosts ‘Women In To Light’ Genoa-Kingston set to present ‘Disney’s Beauty and the Beast’ DAILY CHRONICLE

Northern Illinois University School of Theatre and Dance students will remount their December production of “Women In To Light” at 2 p.m. Sunday to benefit the DeKalb Area Women’s Center.

As a part of the center’s Women’s History Month programming, the NIU actresses will host a talk-back immediately following their performance to discuss their process of bringing the play to life.

Director Kay Martinovich and the all-female cast created the drama from writings of women forgotten by history and popular culture.

Each character presented uses dialogue taken directly from primary research materials such as first person narratives, poems, journals and autobiographies.

The women’s stories center around a journalist who has been beaten, tortured and thrown in prison. While in prison, she meets women from throughout a history that spans the 10th century to the present – and whose voices have not been heard aloud until now.

“The show has been such an incredible journey! We began the process of devising by research women who had been forgotten but who spoke to us,” Martinovich wrote in her director’s notes.

“Relying on women’s first-person narratives, the actresses found journal entries, diaries, autobiographies, speeches, letters and poems. Once up on our feet, rehearsals were filled with improvisations, movement and textual assemblage. Our adventurous aim:

The Genoa-Kingston drama department invites the community to step into the enchanted world of “Disney’s Beauty and the Beast” March 11 through 13 at the G-K High School auditorium.

Based on the Academy-Award winning animated feature, the stage version of the show includes all of the memorable songs from the animated film plus a few new songs written especially for the Broadway musical.

“Disney’s Beauty and the Beast” takes place in a small provincial town in France.

The story begins when a prince (Tim Sullivan) is transformed into a hideous beast by an enchantress as punishment for his cruel and selfish ways. When Maurice (Saul Ororio), the town’s eccentric inventor, becomes lost in the woods on the way to the fair to show off his latest invention, he seeks shelter in an old castle, only to be taken captive by the Beast.

The inventor’s daughter, an adventurous young woman named Belle (Jessica Jureczek), trades herself for her father’s freedom when she finds him in the castle. She soon discovers

enchanted objects that serve the Beast, and they try to make her new life easier. In order to become human again the Beast must earn Belle’s love before it’s too late.

Along the way, Belle must fight off the advances of the village heartthrob Gaston (Spencer Mulso), who plots with his faithful flunky Lefou (Torian Staton) and the sinister Monsieur D’ Arque (Cliffton Hansen) to make Belle his new wife.

Aiding Belle throughout the show are the servants of the castle, including Lumiere (Jake Lauderdale), Cogsworth (Connor Hansen) and Mrs. Potts (Tessa Poffenberger). Also providing assistance to Belle is Madame De La Grand Bouche (Kendall Bacon) and the maid, Babette (Grace Andersen).

Song highlights include well-known tunes by Alan Menken and Howard Ashman from the animated movie like “Belle,” “Gaston,” “Be Our Guest” and the title song. The score also includes such captivating numbers as “If I Can’t Love Her,” and “A Change In Me,” that were written exclusively for the Broadway show by Menken and Tim Rice.

The drama department has several activities that coincide with its production of “Disney’s Beauty and the Beast.” It has been running a coloring contest for the elementary students in the Genoa-Kingston district. Audience members also can buy replicas of the show’s enchanted rose for $5 that will light up at a key moment in the production.

A collection of works on paper will be on display at The Art Box, 308 E. Lincoln Highway in downtown DeKalb, from March 14 through April 7. An opening reception is scheduled for Sunday, March 13, from 2 to 4 p.m.

This collection is from a once traveling exhibition of American Prints and Drawings directed by Robert Bornhuetter, professor emeritus at Northern Illinois University School of Art – Printmaking.

Its inception is from the early 1970s when seven of the newly hired NIU art faculty decided to promote themselves for notoriety and recognition. They assembled a traveling show of their work scheduling only to show at community colleges, four-year colleges and universities.

The original seven faculty members were Dorothea Bilder, Bornhuetter,

David Driesbach, Bill Haendel, Ben Mahmoud, John Rooney and Nelson Stevens. They called themselves the Northern Illinois Seven, “NI7” for short.

As faculty changed, new members included Richard Beard and Walter Ball.

Exhibitions were scheduled four at a time every other month. Eventually the NIU art faculty were in 55 exhibitions in 33 states. It gave opportunities for colleges and universities to not only increase their collections, but promoted the art programs at NIU. While enrollment increased within the School of Art, it became much more work to keep the exhibitions circulating around the country.

Eventually it was Bornhuetter who was determined to keep promoting works on paper, but without the support of the other art faculty except for Beard, Ball, Rooney and Haendel. The name of the traveling show was changed to American Prints and Drawings. It con-

JMIH holds music, education and community series DAILY CHRONICLE

Just Make It Happen will conduct six DeKalb County preschool and one middle school “Artist in Residence” educational programs this spring. The Farny R. Wurlitzer Foundation Grant is underwriting the music projects.

The string programs will include three DeKalb preschools and one in Sycamore, Genoa and Shabbona. DeKalb’s own Linc and Ann Montzka Smelser will be the guest artists.

Clinton Rosette Middle School will host an American Jazz and Dance program featuring the John Smith and Shananigans Big Band with guest ballroom dance pros from Naperville.

Selections will be from “It’s Saturday Night! Let’s Dance Vol. 5,” a ballroom big band 2015 release.

Following the all-school music education programs, CRMS students will have the opportunity for performance coaching by Shananigans members.

The Kishwaukee Brass Quintet will present “Brass Birthday Party” at the Oak Crest Retirement Center at 7 p.m. April 21 in the Vista Room. Classical, Irish, blues and jazz will highlight the program, which is open to the public. The appearance is partially funded by a grant from the Mary E. Stevens Lecture and Program Fund.

JMIH recently joined DCCF’s nonprofit partnership group, DeKalb County Non Profit.

All treatment groups, both face-to-face and online CBT, had significantly improved symptoms. One study found better outcomes for the online treatment. The others found equal results between the two types.

While these results are encouraging for people who are interested in online CBT, I’d emphasize they are not conclusive. First of all, five small studies do not provide a lot of evidence. Furthermore, researchers tend to submit studies with a positive result for publication. They don’t always seek to publish, and journal editors often don’t want to publish, studies showing treatment was ineffective.

More important, CBT is not one thing.

What I mean is a pill is a pill, whichever doctor has prescribed it. But CBT is a treatment that is practiced differently by different therapists, and those therapists are not all equally skilled. So it’s hard to know from published studies whether the particular online CBT program you are interested in will be effective.

I’m not knocking online CBT; I’m just saying it is in its infancy. I hope most online CBT programs prove to be effective.

They not only are more convenient for the people who use them, they also require less time on the part of the therapists.

That would allow therapists to offer treatment to more people.

Dear Dr. K: I’ve been looking into cognitive behavioral therapy to help with my anxiety.

It would be convenient to do this therapy from home and, surprisingly, there seem to be many online CBT options. But would the therapy be less effective if I didn’t have a personal connection with an actual therapist?

Dear Reader: Cognitive behavioral therapy (CBT) attempts to correct ingrained patterns of negative thoughts and behaviors. It’s an effective treatment for depression, anxiety and other behavioral health problems. It also is widely used to help people with chronic diseases cope with that burden.

Face-to-face visits with a therapist can be inconvenient and may be expensive (depending on your insurance). And there are online CBT options. But the question is: Are they effective?

I spoke to my colleague Dr. James Cartreine, a licensed clinical psychologist and a researcher at Harvard-affiliated Brigham and Women’s Hospital. He pointed out because these online programs are relatively new, there are only a few evaluations of how effective they are. He noted a team of researchers recently reviewed five well-designed studies comparing online CBT to face-to-face visits with clinicians providing CBT. The patients all were working-age adults being treated for social anxiety or panic disorder.

All of the online therapies delivered treatment through written content. Some programs added text-messaging and discussion forums. Most also involved some communication with a mental health clinician, usually a psychologist, over email or private messaging systems. This could be quite limited, however. In one study, psychologists were limited to spending only 10 minutes a week on each patient. Finally, most included homework assignments that

Look at the West and North hands. West leads the heart ace against four spades. After East signals with the eight, how should West plan the defense?

North’s two-heart cue-bid showed at least 5-5 in spades and either minor. South’s jump to game was a tad aggressive.

Since the heart eight must be a singleton or the higher card from a doubleton, West cashes his heart queen, to which everyone follows.

What next?

West must hope that his side can score two trump tricks. It is time for him to continue with a low heart. Then he has to hope that East realizes it cannot cost to ruff with the spade queen. You see the effect: When South overruffs with his spade ace, it promotes two trump tricks for West.

East should see what is required, because if South had a third heart, West would have cashed his heart king at trick three. (This was the key point behind leading the queen, not the king, at trick two.)

Lastly, note that if North had been the declarer, this defense would have been much harder to find.

DEPOSIT REQUIRED: Bidders may secure up to two (2) sets of bidding documents by submitting a non-refundable check for $50.00 per set, or $60.00 per set if documents are to be mailed.

BID FORM: Bids shall be submitted in duplicate on forms issued by Architect.

BID SECURITY: Bids shall be accompanied by a Bid Security of at least 10% of the total amount of the base bid and all additive alternate bids.

This may be in the form of a certified check, cashier's check, bank draft or bid bond, payable to the Owner as a guarantee that should the bidder be awarded the Work, the bidder will enter into a contract with the Owner and will furnish the proper performance and payment bond within the time limit set by the Owner. Bid securities will be returned to all other bidders when the successful bidder files a proper performance and payment bond and the contract is executed by the Owner. If the successful bidder fails to file such contract and performance and payment bond, the amount of his bid security shall be forfeited to the Owner as liquidated damages.

WAGE RULES: Each craft, type of worker and mechanic needed to execute the Contract shall be paid the prevailing wage rate for the locality in which the work is performed, in accordance with all federal laws and laws of the State as well as local ordinances and regulations applicable to the work hereunder and having force of law.

PERFORMANCE BOND: A performance and payment bond for the full amount of the Contract will be required of the successful bidder. All costs associated with the bond shall be included in the bid amount.

RIGHTS RESERVED BY OWNER:The Owner reserves the right to waive any irregularities and/or reject any or all bids when, in the opinion of the Owner, such action will serve the best interests of the Owner.

WITHDRAWAL OF BIDS: No bid may be withdrawn for a period of 60 days after the opening of bids without written consent of the Owner.
