‘Spotlight’ brings attention to investigative journalism I was really happy to see “Spotlight” win the Oscar for best picture Sunday.

Not that I’ve seen the movie – or any of the nominees – yet. I plan to see a few of them, but at this stage of the game, most of my adult movie-viewing is done at home. I compensate for this by buying the biggest doggone TVs I can and stationing them in the middle of as many rooms as I can – but I digress.

I was glad to see “Spotlight” win because it was a movie about journalists doing something useful in our society, namely, exposing abuse of children by Catholic priests in their community.

It was good to see a newspaper at the center of an important story in our culture, and even better to hear an award-winner on the Oscar stage talking about the importance of investigative journalism.

Investigative journalism is a little like jazz music – it’s cool to say you like it, and it requires a high degree of skill to pull it off. But appreciating it can take some effort, and not everyone’s willing to make the effort.

EDITOR’S NOTE Eric Olson Day-to-day, stories about crimes and other breaking news are what tend to draw the most viewers online. But it’s important to remember it’s the stories that come after those initial reports, where we look at root causes of problems in our communities, are the ones that often spur change, or at least, increase awareness.

Such work takes time and effort to produce, and requires a receptive audience. But when it’s done right, it’s probably the most important work any news outlet can do.

It’s worth the effort.

NEW YORK – As Felix Sanchez watched the Academy Awards ceremony, he kept wondering when all the talk of diversity from host Chris Rock and others would itself become more diverse.

The all-white list of acting nominees led to widespread criticism in the weeks leading up to Sunday night’s show and to the hashtag movement OscarsSoWhite. Rock was praised for introducing an unusual level of candor about race to the telecast, but his comments were almost exclusively about blacks, and the show overall made only brief references to other minorities.

In one segment, three Asian children carrying briefcases walked out on stage and were introduced as PricewaterhouseCoopers accountants, an apparent reference to Asians being good at math.

VIKEN, Sweden – It was a chaotic, late-night scramble to buy baby food with a screaming toddler in the backseat that gave Robert Ilijason the idea to open Sweden’s first unstaffed convenience store.

Home alone with his hungry son, Ilijason had dropped the last baby food jar on the floor, and had to drive 20 minutes from the small town of Viken in southern Sweden to find a supermarket that was open.

Now the 39-year-old IT specialist runs a 24-hour shop with no cashier.

browland@shawmedia.com SYCAMORE – After reviewing DeKalb County’s most infamous murder case, DeKalb County State’s Attorney Richard Schmack subpoenaed AT&T for documentary evidence “never previously sought” in the 1957 murder of Sycamore girl Maria Ridulph, according to court records.

Convicted child killer Jack McCullough has been trying to convince a court to give him another chance to prove his innocence since his conviction in 2012. In his most recent motion, McCullough asked a judge to force Schmack’s office to comply with ethics rules. In response, Schmack said no such order is needed because his office is already required to follow such rules.

Schmack’s response shed some light on how the prosecutor’s office has been handling McCullough’s most recent appeal, including the subpoena to AT&T. “I undertook a complete and thorough review of all discovery, including the grand jury and trial transcripts, subsequently reported material from the media [...], public statements from relevant witnesses made after the trial, and pro-se pleadings filed by prosecution witnesses in their own cases,” Schmack wrote in a February court filing. “This review included discussions with the Illinois State Police, Sycamore Police, and the Ridulph family, and revealed the necessity of further investigation, including issuance of a subpoena DeKalb County Judge William Brady discusses the relief sought by convicted murderer

rgillespie@shawmedia.com DeKALB – March arrived amid predictions of another round of wintry weather, including forecasts of freezing rain creating slick roadways and snow accumulations of several inches.

Highway and public works leaders said their crews were prepared by early Monday afternoon to hit the streets as soon as the snow started to fall, spreading salt and plowing throughout the night.

“We’re ready to go,” Fred Busse, the city of Sycamore’s Public Works director, said Monday afternoon.

The late-season storm was expected to hit the area a week after high winds caused countywide power outages. Local schools, homes and businesses were among the ComEd customers affected.

County Highway Engineer Nathan Schwartz said 12 trucks were ready to be dispatched in the latest forecasted storm, with manpower and machines on standby.

“We typically go out very early in the morning ... to hit all the roads once before the morning traffic gets out on the road,” Schwartz said.

After weekend temperatures approached 60 degrees, the warning, which was effective from 6 p.m. Monday to 9 a.m. today, called for temperatures falling from a mid-morning Monday high of 52 to the 20s overnight.

“It’s not unusual, it’s March,” said Mark Espy, city of DeKalb street operations superintendent. “We get a lot of storms in March that have more moisture from the south, which usually equates out to more snow totals.”

Sycamore has already spread about 1,000 tons of salt on its streets, Busse said.

He said when snow falls, crews work to clear main routes first, including Routes 64 and 23, as well as Somonauk Road.

The El Niño weather pattern has done its part so far to keep temperatures above normal and snowfall totals relatively low in DeKalb County this winter.

A pre-Thanksgiving snowstorm boosted November snowfall totals to 7.5 inches in DeKalb, the highest total of any month so far this year.

Punxsutawney Phil had predicted an early arrival of spring, but the weather overnight was at least the second snowstorm in the Chicago area since Groundhog Day. DeKalb was bypassed by snowfall last week that dumped almost 2 inches on Chicago’s airports, 4 to 5 inches in the south suburbs and more than a foot in some areas of northwest Indiana.

Highway and public works chiefs here have their fingers crossed that this will be the last big snowfall or prediction of a wintry episode this season.

The wet, heavy snow expected to fall in the latest storm is “always a pain,” Busse said.

Day care provider, accused of shaking child, released from jail

ksmith@shawmedia.com SYCAMORE – A Cortland day care provider accused of violently shaking an infant in her care was released from jail Monday after a DeKalb County judge reduced her bond.

Katie L. Petrie, 33, of the 100 block of West Amber Avenue, Cortland, said Monday she was confident she could post $5,000 bail – and did so not long after Judge Philip Montgomery agreed to reduce her bond amount from Katie Petrie $500,000 to $50,000.

Under the terms of her release, Petrie can not live in the same home as her three children and is barred from having any unsupervised contact with children younger than 18, including her own.

Petrie is charged with two forms of aggravated battery to a child, the most serious of which is punishable by six to 30 years in prison.

Police responded Dec. 15 to a 911 call reporting a 6-month-old boy was having a seizure at her home. The boy was under Petrie’s supervision at her home

The child was taken to Kishwaukee Hospital and later flown to Rockford Memorial Hospital, where he was treated for critical injuries, DeKalb County Sheriff Roger Scott said. Police believe the seizure was triggered by head trauma caused by violent shaking, and the boy likely will suffer permanent damage, DeKalb County Assistant State’s Attorney Stephanie Klein said.

Petrie’s bond previously was set at $500,000, meaning she would have needed to post $50,000 to be released.

Her attorney, Peter Buh, asked Montgomery to take into consideration that Petrie had no criminal history and had secured a new job and a home where she would not come in contact with children.

However, a DeKalb County Sheriff’s detective present during the hearing Monday said that children do live at the DeKalb home where Petrie plans to stay, and that he saw them there in December.

Montgomery maintained his decision to reduce Petrie’s bond to $50,000, and advised her that if children do live in the home, she cannot stay there.

Petrie is due back in court March 31.

Joey Collins, 26, of the 900 block of Fotis Drive, DeKalb, was charged Monday, Feb. 22, with armed robbery with a firearm.

For-profit agency serving area clients after nonprofit closes

rgillespie@shawmedia.com DeKALB – A for-profit social service agency has hired staff, picked up clients affected by the recent closure of Lutheran Social Services of Illinois and opened a new office in DeKalb.

Help At Home, which also serves seniors in 11 other states, hired 75 of the former Lutheran Social Services workers and now is the provider for 175 DeKalb-area residents, company CEO Ron Ford said. He added that the new hires work in the local office or in clients’ homes.

“Nobody missed a beat,” Ford said.

“Since Lutheran Social Services had made the announcement at the end of January, clients were able to choose a provider,” and Help At Home was able to make the hires.

He said the new office, at 1701 E. Lincoln Highway in DeKalb, mostly serves seniors who receive aid from the Illinois Department on Aging’s Community Care Program. The

state pays $17.14 an hour for aides to assist seniors with things such as attending doctor’s appointments, light housekeeping, errands and cooking.

The assistance helps the seniors “stay in their home longer, independently,” Ford said.

Lutheran Social Services an nounced statewide closures and service reductions, including entirely shuttering its home care program, because of a lack of state reimbursements. Agency spokeswoman Pam Austin said the DeKalb location, which was at 324 N. Third St., officially closed Feb. 22.

Lutheran Social Services is owed about $6 million by the state, Austin said. Ford, the Help At Home chief, said his company is owed $65 million.

But Ford said his company still can operate because its locations in other states are paid on time.

Illinois Department on Aging spokeswoman Veronica Vera said the state spent about $1 billion on senior services in fiscal 2015.

Schmack declined to comment Monday on the nature of the subpoena, what records were sought or what the results of that subpoena could mean for the 1957 case. He said it wouldn’t be appropriate to comment further on the matter.

He said the subpoena inquiry was necessary to respond to McCullough’s petition for post-conviction relief, which was filed in June and recently brought McCullough back to Sycamore for the first time since his conviction.

McCullough, who was known as John Tessier at the time Maria disappeared, was arrested in 2011 in Seattle after the investigation was renewed because his mother, Eileen Tessier, told her daughter that McCullough was responsible for the crime.

Maria’s childhood friend, Kathy Sigman, was the only person who saw a stranger take Maria for a piggyback ride as the trio were playing near her Sycamore home. Decades later, she identified McCullough as that stranger from a series of photographs police showed her.

McCullough has maintained his innocence and has claimed phone records, FBI reports and comments from military recruiters show he was in the Rockford area when the girl was abducted.

In his most recent appeals, McCullough has raised questions about the use of jailhouse informants, whether prosecutors failed to turn over evidence that could have been helpful to the defense at trial and other arguments similar to those that he and his lawyers raised during his 2012 trial and subsequent appeal. He also claimed newly discovered evidence would cast doubt on the testimony provided by two witnesses at the McCullough’s 2012 trial.

browland@shawmedia.com DeKALB – A 19-year-old man charged in connection with Thursday’s shooting in DeKalb was on probation for a 2014 attack and had recently posted bail for felony drug and weapon charges, court records show.

Christian Contreras, of the 200 block of Maplewood Avenue, DeKalb, was charged with aggravated battery with a firearm and mob action after two men were shot at 10th and Pleasant streets. He is being held in DeKalb County Jail on $500,000 bond. The person who police say pulled the trigger, 16-year-old Scott K. Brewer of DeKalb, is being charged as an adult and is also being held on $500,000 bond.

Despite violating the terms of his probation, Contreras was given multiple chances in recent months to remain on the street, records show. A probation officer’s request to revoke his probation was pending at the time of the shooting, records show.

DeKalb police arrested Contreras Jan. 30 for possession of marijuana, possession of a weapon by a felon and assault. Police said Contreras was driving in the 900 block of of Ridge Road when he saw a man he associated with a gang. According to court records, Contreras stopped the car, jumped out and yelled at the man. He also threw a glass bottle at him, according to the police report.

After Contreras was arrested, police found three-quarters of an ounce of marijuana individually packaged in 20 baggies and a box with 40 .22-caliber cartridges. Contreras was arrested with Jermaine Malloy, who also was with him in the 2014 attack and who court records show is a known gang member, according to court records.

After Contreras’ arrest, a DeKalb County judge set bond at $5,000. A family member put up $500 to get him

out of jail Feb. 1, court records show.

The next day, Probation Officer Amanda Burg requested that a petition to revoke his probation be filed.

The violation report noted the new marijuana charges along with terms of his probation that prohibited him from having a weapon or having contact with gang members. It further noted that Contreras “was on sanction for admitting to smoking marijuana.”

Contreras tested positive for marijuana on Feb. 17, records show.

DeKalb police Commander Bob Redel said things such as bond and probation are out of the hands of police.

“We make the arrests,” he said.

“The rest is up to the court system.”

DeKalb County Court Services Director Margi Gilmour, who oversees the county’s probation units, didn’t return a call Monday seeking comment. Appointed defense attorney Riley Oncken and Assistant State’s Attorney Megan Brannon also didn’t return calls Monday.

DAILY CHRONICLE DeKALB – Police say they seized heroin and marijuana packaged for sale after responding to a report of a man with a gun in the hallway of an apartment building Monday.

Police were Tyree called about 12:20 Williams a.m. to a building in the 1000 block of Crane Drive, and when they arrived, saw two men in front of the entrance. One of the men, Tyree Williams, 20, who lives in the building, tried to hide behind a car but later came out with his hands up, according to a police news release.

Police searched the area where Williams had been hiding and found 14 bags of suspected heroin. Police later searched Williams’ apartment and said they found a 9

mm handgun with the serial number removed, ammunition, marijuana packaged for sale and drug paraphernalia.

Williams also had an altered credit card on him when he was arrested, police said. He faces multiple charges including possession of a controlled substance with intent to deliver within 1,000 feet of a school, possession of a controlled substance with intent to deliver, unlawful possession of a controlled substance, possession of an altered credit card and defacing identification marks of a firearm.

He also faces less-serious charges including possession of drug paraphernalia, possession of marijuana with intent to deliver and possession of marijuana.

If convicted of the most serious charge, possession of a controlled substance with intent to deliver within 1,000 feet of a school, Williams could face from six to 30 years in prison.

Gov. says speaker putting politics 1 before higher ed

CHICAGO – Gov. Bruce Rauner unloaded some of his harshest criticism yet of House Speaker Michael Madigan on Monday, saying the Chicago Democrat is prolonging a higher education funding crisis for political gain, has threatened university leaders who might stand with the Republican governor on a fix and has “spies in most organizations” who report back if anyone steps out of line.

“Political games are being put ahead of student lives and we’ve got to stop this,” the Republican said, adding that Madigan is trying to Bruce “spin” the issue ahead of Rauner the March 15 primary.

The comments prompted some laughter and a sharp response from Madigan spokesman Steve Brown, who noted Rauner last year proposed cutting the higher education budget by 30 percent then vetoed a budget bill to fund colleges and universities. More recently Rauner vetoed a measure to fund grants to help students pay tuition, saying it would “explode the state budget.”

Representatives from two of the three universities that Rauner claimed had been threatened also denied that Madigan or his office had done so.

“Sounds like the governor’s getting a little wobbly on us,” Brown said. “He’s under a lot of pressure because he’s wrecking higher education.”

The exchange comes as colleges and their students are struggling to pay their bills amid a months-long state budget stalemate and are looking for help from lawmakers, who return Tuesday to Springfield.

Madigan is expected to try to override Rauner’s veto on the bill to fund the Monetary Assistance Program grants.

While it’s not clear Madigan has the votes, putting the question on the board would require Republican lawmakers to push a button – potentially getting them on the record as not supporting a politically popular program.

Rauner is calling on Madigan to instead allow a vote on legislation sponsored by state Rep. Ken Dunkin, a Chicago Democrat who has bucked his party to side with the governor on some big issues. The bill would provide $40 million to community colleges and $160 million to financially teetering colleges and universities such as Chicago State and Northeastern Illinois.

The money comes from dollars that lawmakers borrowed from special state accounts last year. They’re required to pay the money back this year, but wouldn’t have to do so if the measure passes. Rauner said that’s not ideal, but called it a short-term solution aimed at averting a major crisis at Chicago State, which has said it may not have enough money to finish out the school year.

Brown said Madigan opposes Dunkin’s measure in part because it would take money from other vital programs, such as local school construction.

Rauner had hoped to have representatives from the colleges join him for his Monday news conference, but said three – Chicago State, Northeastern and Eastern Illinois universities – declined.

He said they indicated they’d been told

by Madigan’s office not to support any measure that hasn’t been “blessed” by the speaker before the election.

“I haven’t verified this directly but I have good sources,” Rauner said.

Mike Hines, director of public relations for Northeastern Illinois, said President Sharon Hahs declined the invite on guidance from the Board of Trustees, which said officials should remain neutral on legislation at least until it’s assigned to a committee.

“Northeastern Illinois University has received no instructions on any topic from Speaker Michael Madigan or his office,” Hines said.

Chicago State issued a statement saying its Board of Trustees’ official position is not to participate in news conferences in the midst of an election.

“At no point have any CSU officials had conversations with any of the four legislative leaders that included direction about which bills to support or not support,” it said.

CHICAGO – A federal judge in Chicago has struck down as unconstitutional an Illinois law requiring any small political party to field a full slate of candidates in a district before any one of its candidates can get on the ballot.

Judge Andrea Wood’s order Monday permanently bars Illinois from enforcing the law. The decision stems from a lawsuit filed by the Libertarian Party in Illinois.

Plaintiffs’ attorney David Schoen said Wood is taking a stand against a nationwide tendency of established parties to erect barriers against small ones.

County election districts typically have the most seats up for election, from clerks to coroners. Finding a candidate for each has been hard for small parties.

With the law Illinois struck down, more parties should appear on county ballots in November’s general election.

Court won’t hear appeal over anti-panhandling ban

WASHINGTON – The Supreme Court has turned down an appeal from Springfield officials seeking to reinstate an ordinance that banned panhandling in the city’s downtown historic district.

The justices Monday let stand an appeals court ruling that said the city’s ban was unconstitutional.

The ordinance defined panhandling as a verbal request for the immediate donation of money. A federal appeals court ruled last year that the ban infringed on free speech rights.

The city argued that the anti-panhandling ordinance was meant to regulate the behavior of panhandlers but not their message. The case is City of Springfield v. Don Norton, 15-727.

Community spends $106K on Nobel Peace Prize effort

THORNTON TOWNSHIP – A community in northeast Illinois has spent more than $106,000 on advertising to support a Nobel Peace Prize bid for a South Carolina church where a mass shooting took place in June 2015.

The Chicago Tribune reported that

newly released records indicate that Thornton Township spent the money on radio and newspaper ads aimed predominantly at African-American audiences around the Chicago market.

The advertising campaign came after a $46,000 taxpayer-funded trip to South Carolina in September taken by township Supervisor Frank Zuccarelli and 14 other officials.

The township’s ads argue that the Emanuel African Methodist Episcopal Church in Charleston deserves the award because of its peaceful response to the killing of nine black parishioners.

The ads direct people to sign an online petition to support the effort.

Critics said the money could’ve been better spent in Thornton Township.

Pekin police arrest man in connection with bomb

PEKIN – A man has been arrested in connection with a pipe bomb that exploded under a bridge over the Illinois River in central Illinois.

A news release from the Pekin Police Department said 26-year-old Marc A. McCulley of Pekin was arrested early Sunday after police received a tip on the department’s Facebook page.

The (Peoria) Journal Star reported that McCulley is charged with possession of explosives or incendiary devices, disorderly conduct and reckless conduct.

He’s being held in Tazewell County’s jail.

It wasn’t immediately clear whether he has an attorney.

The device detonated Friday under the Pekin Bridge. Police said no one was injured and the bridge wasn’t significantly damaged.

The FBI and the Illinois State Police plan to continue investigating the incident.

Chicago Public Schools announces layoff of 62

CHICAGO – Chicago Public Schools has announced the layoff of 62 employees, 17 of them teachers, citing its efforts to stabilize its finances by eliminating $85 million from school budgets.

In announcing Monday’s move, the school district said 43 full-time and 19 part-time employees were laid off.

Chicago schools CEO Forrest Claypool said the fact the cuts are needed is unfortunate for the district’s students, principals and teachers.

HAMILTON, Ohio – A 14-year-old boy pulled out a gun in a school cafeteria Monday and opened fire, hitting two students, and then ran from the school, threw the weapon down and was apprehended nearby with the help of a police dog, authorities said.

Two other Madison Local Schools students also were injured, possibly from shrapnel or while running away. None of the injuries appeared to be life-threatening, said Butler County Sheriff Richard Jones.

Jones said the 14-year-old was a student and there was a motive to the shooting that he did not identify. The boy was charged preliminarily with two counts of attempted murder, two counts of felonious assault, inducing panic and making terrorist threats, Jones said.

Students were eating in the cafeteria when the shooting happened around 11:30 a.m., Jones said. Afterward, classmates described a chaotic scene where they weren’t sure what was happening at first. Some students fled outside.

Nebraska’s Ben Sasse, a rising star among conservatives, became the first current senator to publicly raise the prospect of backing a third party option if Trump clinches the nomination. Orthopedic institute to consolidate buildings

ksmith@shawmedia.com SYCAMORE – Construction to Midwest Orthopedic Institute’s new physical therapy center is underway, and expected to be finished by June.

The orthopedic, rheumatology and rehabilitation provider will close its two physical therapy centers located at 2128 Midlands Court, Sycamore, and 3260 Sycamore Road, DeKalb, to open one 10,000-square-foot building, MOI Marketing Specialist Jamie Lauer said.

“We have two rented locations for our physical therapy and we’re consolidating both locations into one,” Lauer said.

The new space will offer additional services and likely require extra staff, Lauer said.

“I don’t believe there’s any plans to hire as of now but as we continue to grow I’m sure there will be needs in the future,” she said.

The new center, 1525 DeKalb Ave., Sycamore, is expected to open in June and offer services including: physical and occupational therapy, work reconditioning massage therapy, sports performance work, and medically

supervised personal training.

“Having all therapy at the same place will improve patient access to specialists, improved collaboration between therapists, which improves patient outcomes, ease of finding the correct facility, new state-of-the-art facility featuring a large multipurpose floor and specialized turf area, larger treatment areas for both physical and occupational therapy, and specialized work reconditioning equipment and space,” Lauer said.

Call 911 to save life in event of overdose

The original good Samaritan was the central character in a New Testament parable told by Jesus in which a traveler from Samaria showed mercy to the beaten victim of robbers, left lying on the road between Jerusalem and Jericho, after other passers-by, a priest and a Levite, declined to do so.

With his inspiring story told and retold for centuries, the good Samaritan has become a powerful model for others who encounter someone in distress.

It has been in society’s interest to encourage potential good Samaritans to act when they find themselves in a position to save lives.

That’s why, in the case of drug overdoses, a Good Samaritan Law was created in Illinois to encourage witnesses to an overdose to get help for the victim.

If people are using drugs together and someone overdoses, the others can seek emergency assistance without the fear of arrest or prosecution for possession of personal-use drugs and drug equipment.

In the case of heroin, the law defines “personal use” as less than 3 grams of the drug.

There were 681 heroin deaths reported statewide in 2014, and the state plans to begin more closely tracking the incidence of heroin overdoses, both those that lead to death and those that do not.

When someone shows signs of an overdose, that person fast becomes unable to summon help. That’s why it is so important for people who are with the overdose victim to quickly call for emergency medical treatment.

The original good Samaritan treated the man’s injuries, transported him to an inn, cared for him that evening, and the next day paid the innkeeper to continue caring for the victim until he returned to cover any additional costs.

That was certainly going above and beyond the call of duty.

Under the Good Samaritan Law, one phone call to 911 accomplishes pretty much everything the original good Samaritan performed, with no fear of arrest or prosecution for the caller.

We encourage anyone who witnesses a suspected drug overdose to remember the good Samaritan and the new law his example inspired, and then go, and do likewise.

In 2010, the controversial Senate Bill 1070 authorized traffic police to check immigration status, one of the law’s provisions upheld by the U.S. Supreme Court.

These measures fall short of the immigration policies advocated by Rubio and Cruz. They would require not only use of E-verify nationally but also biometric exit-entry visa-tracking, to identify the 45 percent of people who overstay legal visas. That’s something Arizona’s state government can’t do.

But what it could do made a difference. Since 2007, about 200,000 illegal immigrants left Arizona, 40 percent of the total, much more than in other states. Davis quotes various experts with different views on the economic effects. On one hand, the departures reduced the state’s gross domestic product by 2 percent and employment by 2.5 percent. State government revenues were reduced by about that as well.

But so was state spending on education (80,000 fewer students),

emergency room health care and incarcerating nonresident felons. There was a sudden shortage of farm and construction workers and – probably as a result – wages for farmworkers rose 15 percent and for construction workers 10 percent.

Some employers were forced to adjust. Davis’ article begins with an anecdote about a jalapeno pepper farmer who invested $2 million to develop a machine to harvest peppers.

He figured that was cheaper than paying nonillegal workers more.

How you weigh the costs and benefits, neither of which can be precisely measured, is up to you. But for Donald Trump supporters, such as Mickey Kaus and Ann Coulter, who argue that illegal labor is driving down low-skill Americans’ wages, the results look pretty good. Maybe as good as you would get by building and getting Mexico to pay for that “yuge” beautiful wall.

For the fact is that the surge of illegal Mexican migration ended with the 2007-’09 recession. And the laboratory of Arizona suggests that technically feasible methods – E-verify, entry-and-exit tracking – can disincentivize illegal immigration and spur, in Mitt Romney’s infelicitous term, self-deportation.

The employer sanctions of the 1986 law failed because they didn’t include such provisions. That’s because most

Americans back then, both left and right, hated the idea of anything like a national identity card. But today we don’t much mind having our steps tracked by Google and Visa. Tracking job applicants or visa holders is widely acceptable now.

A President Rubio or Cruz could get a Republican Congress to approve such legislation without, as they insist, an immediate path for citizenship or legalization. Democrats have demanded citizenship (they want those votes) as the price for advancing any immigration legislation, but many would be reluctant to resist an enforcement-only bill.

The key question for Republican voters is whether they want a nominee who would change policy in a direction that would achieve desired results or whether they want one who bellows in anger but who, as the Houston debate showed, has a weak grasp on the facts and only a hazy notion of what policy can accomplish.

Rubio and Cruz have shown they are the first kind of candidate. The Donald Trump whom you saw flailing in Houston isn’t.

Sanders’s health care plan could hurt the poor Sen. Bernie Sanders, a Democratic candidate for president, asks his audiences to think big, insisting that only fundamental reform, not incrementalism, will do. He has shown that this approach can attract a passionate following. He has also shown that big thinking quickly turns to wishful thinking without solid details behind it.

Nowhere is this clearer than in Sanders’s health care plan, which he promises would be a tremendous deal for nearly everyone. A new analysis from Kenneth Thorpe, an Emory University health care expert who worked in the Bill Clinton White House, finds that Sanders’s proposal would actually harm many working beneficiaries of Medicaid, the state-federal health care plan for the poor and the near-poor.

They already receive government-provided care, but they would have to pay more of their wages to

the federal government to finance Sanders’s new single-payer system.

Thorpe calculates that about 14.5 million Medicaid enrollees would end up worse off. He said he accounted for the increase in benefits Sanders is promising them. And Thorpe’s analysis takes the program cost estimates provided by Sanders’s campaign as given.

But there are plenty of reasons to doubt those, too. Thorpe, who did extensive economic modeling for the state of Vermont when it considered a Sanders-like single-payer plan, found that taxes would have to rise much higher than Sanders’ proposal admits in order to pay its full costs.

The reason is that Sanders makes overly optimistic – sometimes even nonsensical – assumptions about how much his plan would save. Thorpe found that Sanders’s plan would not simply cut payments to pharmaceutical

companies for brand-name drugs; it would nearly end them. It would rely on states to pay an increasing share of his health care plan’s costs, when it may be illegal for the federal government to demand that they pay even what they do now after moving to a new system.

Moreover, some of the administrative overhead that Sanders would eliminate goes to valuable things, such as care coordination and quality control.

The Sanders campaign shoots back that, among other things, Thorpe neglects to consider that Sanders would raise the minimum wage along with establishing a new health care system.

The minimum-wage increase, it is claimed, would offset the pain that low-income Medicaid beneficiaries would feel. Perhaps, but was not the point of the minimum wage hike to substantially raise living standards, not to offset added taxes?

Besides, Thorpe reckons that many of the potential losers are already making more than the minimum wage, enough that, even if Sanders managed to pass both major reforms in tandem, there would still be a substantial number of low-income losers. And, remember, that calculation is premised on the notion that taxes would need to go up only as much as Sanders claims they would have to.

Sanders needed to show that his “political revolution” could work.

Instead, he has shown that grand pronouncements often collide with reality, raising unmentioned complications and trade-offs.

By flubbing policy details, Sanders underlined the importance of getting the specifics right, rather than just pointing in a general direction. Anything else leads to unwanted side effects, unanticipated costs and unintentional losers.

In Thursday’s slam-bang Republican debate, everyone saw Marco Rubio and Ted Cruz do a fine job of demonstrating Donald Trump’s ignorance and inconsistencies.

But many may not have noticed Cruz’s citation of a Feb. 9 Wall Street Journal article that casts light on the immigration issue – and suggests strongly that Cruz’s and Rubio’s serious immigration policies could prove more effective than Trump’s bombast about building a wall and getting Mexico to pay for it.

Reporter Bob Davis’ article was about the experience of Arizona, which on this issue has been a laboratory of reform. In the middle of the past decade, after a border fence slowed illegal flows into urban San Diego, thousands of illegal immigrants started crossing the desert border of Arizona and Mexico. Some died in the desert. Some murdered or robbed local residents. There was a fierce outcry for politicians to address the problem.

Arizona couldn’t build a wall by itself. But its Republican legislature did pass laws with the aim of discouraging illegal immigration. They were denied benefits such as driver’s licenses and free nonemergency medical care. Law enforcement agents, including Sheriff Joe Arpaio, vigorously enforced the laws in Phoenix’s Maricopa County, which is the nation’s fourth-most populous county, with 4 million residents.

SYCAMORE – In the 1950s, it was Lou Sulaver and Jerry Bemis on the basketball court together for the DeKalb basketball team.

Thirty years later, their sons teamed up for the Barbs on the hardwood.

Now the colors have changed from orange and black to black and gold, but a Bemis and Sulaver still are playing basketball together for a third straight generation, spanning almost 60 years.

Sycamore center Brett Bemis and forward Ty Sulaver will start postseason play with the Spartans at 7 p.m.

Wednesday in a Class 3A Kaneland Regional semifinal against Aurora Central Catholic.

Although the families are close to one another, Brett Bemis said he was unaware the connection on the court went back so long – Lou Sulaver and Jerry Bemis both graduated from DeKalb in 1958, while Bret Sulaver and Ron Bemis played a year of junior varsity hoops together in 1985 before Bemis focused on football for his senior season in 1986. Bret Sulaver graduated a year later.

“I didn’t realize that until this year,” Brett Bemis said. “We knew our families had been friends a long time, but we never knew how our dads and grandparents played together. It was cool to learn. Obviously, this is the last year we’ll be playing together, but maybe it will keep going after us, who knows.”

Tony Stewart and Gene Haas are defecting to Ford in a coup that very few saw coming. Even Hendrick admitted Sunday to reporters that SHR’s move “kind of caught me by surprise.”

SHR’s move to Ford is surprising on several fronts: • Stewart is a General Motors guy, and has been for all but one of his 18 seasons as a NASCAR driver. He drove Toyotas for one season at Joe Gibbs Racing, his last before he bolted for a co-owner position at SHR.

At some point, the information flow between the two teams will trickle down to next to nothing, just as Chevy might need to stop being so open with SHR as the season progresses. Those shifts could come when SHR is battling Hendrick drivers in the 10-race playoffs for the title.

And, very few are convinced Harvick is totally on board with this move. He played the role of content company man when he addressed SHR’s eventual move, but he never uttered the word “Ford.”

He has a personal services contract with Chevrolet, and the manufacturer has leaned on Danica Patrick and Busch for marketing support over the years.

Although Stewart dismissed any idea of turmoil between the two organizations as the season goes on, this has the potential to be very, very sticky as the two organizations battle each other for wins and spots in the championship field.

“Our partnership with Ford doesn’t start until next year and we’re excited about it, but this year we’re still a Chevy team and we’re still committed to going out and doing everything we can to win races and a championship for them,” Stewart said. “That’s what we do.”

• Harvick, one of the four drivers in the SHR stable, never has driven anything but Chevrolets in his Cup career.

He and Stewart both won Cup titles for Chevrolet at SHR. • Haas leaned on Rick Hendrick when he entered NASCAR, and it was Hendrick who helped broker the deal that brought Stewart into the race team.

• As customers of Hendrick Motorsports, SHR bought chassis and engines from NASCAR’s top team. A technical alliance was formed, and by the time Harvick won the 2014 title, the data sharing was flowing back and forth between the two organizations.

Alas, that’s where the problems might very well have started.

Few would deny that SHR has outperformed Hendrick the past two seasons, which couldn’t possibly sit well with the folks at Hendrick. How could Harvick and Kurt Busch be driving Hendrick equipment and beating Hendrick drivers each week?

And somewhere along the line the relationship between Johnson and Harvick that dates to their early racing careers in California became strained. It was

Johnson who was in and out of Harvick’s trailer during the 2014 season finale, where the six-time champion was an open book and gave Harvick any advice possible to aid Harvick’s bid to win his first Cup title.

In announcing next year’s move to Ford, Stewart explained that the manufacturer change gives SHR a chance to step out of the Hendrick shadows and become more self-sufficient. The team will get its engines next year from Doug Yates instead of Hendrick, and this season slowly will begin to build its own chassis and wean itself off of Hendrick support.

But Stewart also indicated, with little elaboration, that something had shifted in a partnership that began when Haas put his first Cup car on the track in 2002.

“I feel like our relationship with Hendrick has been changing a little bit over the last year,” Stewart said during last week’s Ford announcement. “The technical side of it has changed quite a bit going into this season, so we’ve kind of been working this direction.”

Translation: Our people are just as smart as Hendrick’s and we don’t necessarily need or want to be sharing all our secrets with them anymore.

But this eventual divorce has the potential to be bumpy over the next 35 races.

Warm weather lets teams go outside for 1st practice Unseasonable temperatures a rare ‘luxury’ for coaches

jseverson@shawmedia.com Something was noticeably different during the first practices this season for the spring teams.

On an unseasonable warm afternoon Monday, many of the teams actually were able to practice outside for a change.

“I was talking to my coaches and we couldn’t remember the last time we practiced outside on the first day,” Sycamore girls soccer coach Dave Lichamer said. “We had to keep an eye on the weather leading up to it – the weather reports aren’t the most accurate. We had plans for indoor and outdoor and things that we could do in both.”

The Spartans’ girls soccer team wasn’t the only one to get to indulge in the warmer weather – although it only played outside for an about an hour before the setting sun brought them inside.

DeKalb baseball coach Justin Keck had two groups working simultaneous-

ly in their early evening practice – one inside and one out on the football field, because the Barbs’ baseball field still was too wet to play on.

“It’s a luxury we don’t usually get, so we wanted to take advantage,” Keck said of the nice weather, which calls for snow today, according to weather reports. “In my recollection, even back as a player, I don’t recall being outside on the first day of practice. Usually there’s snow on the ground on the first day.”

Both the Spartans’ girls soccer team and the Barbs’ baseball team are coming into the season after making runs in the playoffs in 2015. The Barbs advanced to the Class 4A Cary-Grove Sec-

tional semifinals, losing to Jacobs, and the Spartans won their regional on a dramatic 2-1 victory over Burlington Central.

For many of the coaches, the first few days of the season are reserved more for tryouts – deciding who will make varsity and how certain roles will shape up. Although both Lichamer and Keck said the first few days are both exciting and stressful, the nice weather gave the coaches a better look at the players by seeing them actually on the field.

“It’s nice to see them out on the grass, so they can be more aggressive,” Lichamer said.

Despite many cons, game at The Cell worth a shot So, what do you really think about the “Huskie Chi-Town Showdown,” aka Northern Illinois University vs.

University of Toledo football at U.S. Cellular Field on Nov. 9? Visionary move or potential boondoggle?

Pro: Contemporary top-level university administrators almost always look forward. NIU athletics director Sean Frazier is no different. His job is to position the Huskies sports program – as well as the entire institution – for success and advancement and take advantage of every available branding opportunity to do so. And, to me, any major NIU event within the Chicago city limits qualifies in that area, particularly with the venue – the home stadium of the White Sox. Aggressive? Yes, Frazier is. That’s why he was hired here. Status quo isn’t Frazier’s shtick. As the resource gap between the Power 5 conferences and the mid-major Group of 5 seems to increase almost daily, indecision at the AD level could kill any program momentum. Frazier’s attitude reminds me of the old Satchel Paige quote: “Don’t look back. Something might be gaining on you.” In other words, place yourself in the G-5 elite and maintain that status.

With the game at The Cell, Frazier’s trying to make a positive out of some negative scheduling factors – (1) ESPN’s and the Mid-American Conference’s insistence on the November weeknight games for TV, plus (2) the smaller window for another Soldier Field game vs. a Big Ten Conference member with the league’s move to nine loop games.

Basically, it’s The Three Cs – creative, challenging and controversial.

Frankly, Frazier is testing the Hus-

Con: It’s a biggie, moving your top 2016 home opponent and MAC West Division arch-rival off campus.

I mean, Toledo is Toledo (not, ahem, Presbyterian). Consider that NIU has won 40 of its past 45 contests in Huskie Stadium since 2008.

“Not excited about MAC game away from home,” a former NIU head football coach texted me (remember, I know several). “Nonconference, sure.

That is a neutral site for a big game.”

Guess what? That’s old hat for NIU athletics administrators. Remember the six years the men’s basketball team played 17 regular-season games in the Rockford MetroCentre from 1981 to 1987? OK, so maybe Marquette, DePaul, Northwestern, Wisconsin, Cincinnati, and Kansas State would only schedule NIU 40-some miles away from the “unfriendly confines” of Chick Evans Field House. Back then I got it, but didn’t have to like it.

(Imagine those type of basketball opponents in the NIU Convocation Center today. We can only wish. Sorry, I digressed again.)

Pro: Give Frazier and NIU credit for the entrepreneurial partnership, working with the MAC and ESPN VIPs, the White Sox and the Illinois Sports Facilities Authority on this project. Finally, our alma mater has some political clout with NIU alumni Manny Sanchez and Jeff Yordon on the ISFA board. And I really like the idea of the Sox helping to market the

NIU-Toledo game, too. It is not the Huskies vs. the world.

Con: Since the announcement, I’ve had several local businessmen express their displeasure over the move. Look, I’ve lived in DeKalb almost 50 years and I understand their frustration and concerns. And I can clearly see the NIU view of this situation, too. Towngrown relationships have ebbed and flowed over the decades. By taking away one home football game, the declining NIU enrollment, the state’s budget impasse and the university’s on-going “prioritization” process, the locals wonder about the health of DeKalb County’s No. 1 economic engine and its possible effects.

Pro: This is what I still do not understand about NIU’s fan base – DeKalb and Sycamore or the Chicago area? What happened to it? The potential numbers, the support, wow, are off the charts for a MAC school.

Why do you think Frazier took this job or thinks about stadium expansion?

Look and review the Huskie Stadium attendance figures during 2002 to 2005.

NIU averaged 20,952 fans in six home dates in 2002, 23,575 in seven games in 2003 (with three 28,000-plus crowds), a school-record 27,052 for five 2004 Huskie Stadium contests, and 22,176 in five 2005 home outings. These were the numbers announced to the media in those seasons. Whether these are the audited, official NCAA crowd figures now is not the issue. Our home venue was packed and interest was at an all-time high.

Con: I never thought I’d write that NIU football had an “off-year” with eight wins and a bowl berth in 2015.

The recent sustained Huskie football success borders on the unimaginable

to this Baby Boomer generation. Eight consecutive bowl appearances – including the 2013 Orange Bowl, Top 25 rankings, a Heisman Trophy finalist, etc., somehow have not translated to box office success or growth in single-game attendance or season ticket sales. Why? It might be urban myth, but I do believe the story that when NIU’s Dave Doeren, Jordan Lynch and rest of the team came out of the Yordon Center locker room before the Kansas game kickoff in 2012, the former Huskies head coach blew a gasket to see 5,000 empty seats for a (albeit lousy) Big 12 Conference opponent in DeKalb.

Pro: In 2014, Frazier made big-time in-roads with the local community supporters with the clever “Schedulepalooza” announcements and attractive home dates against Boston College, BYU, Maryland, San Diego State, etc.

Con: But, to me, this year’s NIU-Toledo game move to 35th and Shields seems to be a contradiction of that earlier scheduling philosophy. Which is it, Sean? Long-time Huskies fans deserve to know.

Conclusion: I do love innovation.

Heck, I’m an idea guy. A FBS game at The Cell is unique, once-in-a-lifetime experience for NIU, our student-athletes (and maybe our fans). As a onetime experiment, try it. Success? None of us will know until 10 p.m. that Nov. 9 evening.

jwilkinson@shawmedia.com WOODSTOCK – For 21/2 quarters Monday, Genoa-Kingston kept cranking up the defensive pressure on Harvard, and at the other end of the floor the Cogs hardly missed from 3-point range.

By the time it took its foot off the gas, the Cogs boys basketball team had done more than enough to advance in its postseason opener.

“We wanted to kind of make a statement as far as creating our offense from our defensive effort,” Cogs coach Corey Jenkins said. “I thought we did that tonight.”

G-K went on to beat Harvard, 68-33, in a Class 3A Woodstock Regional quarterfinal at Woodstock High School. The fifth-seeded Cogs will face No. 3 Woodstock at 7 p.m. Wednesday in a semifinal.

The Cogs hit 14 3-pointers Monday, with six players connecting from behind the arc.

“There was a little bit of everybody throwing in there,” said Tommy Lucca, who hit three 3s.

“We’ve had some games where one or two guys are hot, but tonight we had four, five or six guys, so we shot the ball really well and we’re looking to build on that going into Wednesday.”

Lucca led the Cogs (19-9) with 19 points, 12 of which came in the first quarter when the Cogs went up 19-10. After that, he used the extra attention focused on him to create for his teammates.

“Tommy will distribute it all week long if it leads to a regional title,” Jenkins said. “He wants one pretty badly, and I think all our guys do, too. You saw us play with

Zach Miller hit three 3-pointers in the third quarter and finished with 15 points. Brady Huffman hit four 3s, all in the second quarter, and finished with 14 points.

“That’s how it usually goes,” Huffman said. “Big game, everybody knows Tommy’s Tommy, he’s going to score his points. And eventually they have their attention on him, and he has passing lanes to pass to all of us, so he really dishes it out well. And then we play like that, it’s hard to beat us.”

By halftime, the Cogs led 4413, holding Harvard (10-19) to one field goal in the second quarter.

“We stepped it up in the second quarter,” Jenkins said of the defensive pressure.

G-K started the second half with another 3-pointer and two baskets from Harvard turnovers, making it 51-13, 59 seconds into the third. They led 68-24 heading into the fourth and held on for the win without needing to score in the final eight minutes.

“We were coming in, we wanted to play well so we could carry it into Wednesday, and we did and we got the job done tonight,” Lucca said. “So we’re looking good going into Wednesday.”

The Sycamore alumna was recognized by the College Conference of Illinois and Wisconsin as the Newcomer of the Year.

The freshman guard was second in scoring on the Carthage women’s basketball team with 13.3 points a game and ninth in the CCIW. Gilbert also was named to the AllCCIW third team – she’s the only freshman to receive all-conference recognition.

She led Carthage with 69 3-pointers, shooting 39 percent. The Red finished sixth in the CCIW and missed the season-ending tournament for only the third time since its inception in 2003.

• • • The North Central women’s basketball team was eliminated in the semifinals of the CCIW tournament by Illinois Wesleyan after a 96-84 loss Friday at Wheaton College. The Cardinals (14-12) got 12 points from Kaneland grad and sophomore guard Caroline Heimerdinger, who shot 4 for 4 from 3-point range.

• • • With a pair of wins over the weekend, the Loras women’s basketball team won the Iowa Intercollegiate Athletics Conference title. In a 69-68 win Thursday against Coe, Hinckley-Big Rock grad Kaitlin Phillips had a team-high 18 points. Her jumper with 21 seconds left provided the final margin in the comeback win that thwarted an upset bid by No. 6 Coe. In Saturday’s title game, the senior guard had a game-high 20 points as the Duhawks topped No. 1-seeded Luther, 75-60.

NIU’s Lehman named MAC West Player of the Week

Scoring 41 points in a game is a good way to get attention from the conference.

Northern Illinois junior guard Ally Lehman was named the Mid-American Conference West Player of the Week, the league announced Monday, after she had a historic performance Wednesday.

She tied the school record for points in a game with 41 in an 80-70 win at Western Michigan. She went 12 for 19 from the field, 15 of 16 from the foul line and grabbed 12 rebounds to tie the record held

by Carol Owens (1989-90) and Lisa Foss (1990-91).

In an overtime loss to Toledo on Saturday, she had her 14th double-double of the season with 18 points, 16 rebounds an eight assists.

In the week, she averaged 29.5 points, 14 rebounds and 5.5 assists.

It’s the first time an NIU player has won the award this season. The Huskies (11-16 overall, 4-12 MAC West) play at 6 p.m.

Fletcher’s monster series for NIU nabs him honors

After an eye-popping performance at the plate, senior outfielder Justin Fletcher was named the Mid-American Conference West Player of the Week on Monday.

In a four-game series at Murray State, he went 14 for 17 (.824) with six doubles, eight runs and seven RBIs. It’s the first time Fletcher has won the award.

Bears place franchise tag on receiver Jeffery

LAKE FOREST – The Bears placed the franchise tag on receiver Alshon Jeffery on Monday, leaving him until July 15 to reach a multiyear deal or play next season for $14.6 million.

The Bears opted to use the nonexclusive tag, allowing Jeffery to negotiate with other teams. But the team would have the right to match any offer he receives. If Jeffery signs elsewhere, that organization would have to send the Bears two firstround draft picks.

The Timberwolves battled the 2014-15 state champion Moweaqua Central A&M in Friday’s game, cheered on by their impressive fan base. Indian Creek lost a thriller to Central A&M, 34-31, in overtime. Indian Creek High School was closed Friday so students could make the trip to cheer for the team. Two buses were filled by fans.

Indian Creek triumphed over Seton Academy, 56-50, in the third-place game Saturday.

That finish to the season was the highest in program, and in school, history.

Assisted living benefits seniors Dear Dr. K: We’ve finally convinced my mother to move to an assisted living facility. After spending the past five decades in her current house, she is very nervous about the move. What can we, and she, do to make the transition easier?

Dear Reader: Assisted living facilities are designed for people who can’t live on their own because they need help with the tasks of everyday living. The facilities generally provide meals, help with taking medication, housekeeping, laundry and activities. They are not meant for people who need round-the-clock nursing care.

No matter how clear the need, moving from one’s home to an assisted living facility can be emotionally challenging.

Realizing this, assisted living facilities often have people on staff who can help people like your mother to manage their feelings and make the transition easier.

It shouldn’t be hard for your mother to physically adjust to an assisted living facility. The environment is designed to meet the needs of an aging body. There are no steps to navigate. The bathrooms are adapted for walkers. There won’t be any more reaching for heavy pots and pans if the facility dining room provides meals.

Your mother might feel comforted, too, if she brings personal items to her new living space. This may include artwork, family photos or favorite furniture.

The new environment will allow your mother to increase her physical activity and wellness. Assisted living facilities always have exercise classes, such as tai chi or chair yoga, and many offer physical therapy on campus. It’s important to learn which services are available and take advantage of them.

For almost anyone, in any environment, the more you interact with others, the more you’ll feel at home. An easy way to meet others is to take part in the many activities offered at the facility. Taking part will help your mother feel engaged and purposeful – and less forlorn about the home she left behind.

I once had a patient who became a widow in her late 70s. She had lived in one house since she was a child: Her parents had given her and her new husband the family home and moved to an apartment.

But she was having trouble in her old three-level house – with the stairs, with handling cookware, with reaching things in the cabinets. Her children found an assisted living facility.

As you’d imagine, she hated the thought of leaving the only home she had ever known. However, she made the move. A year later she said to me, “I loved my old home. But I realize I was starting to hate it, too. Every time something about it defeated me, I remembered my earlier life – and felt very old. I feel younger now.”

When they got back, I was sitting outside and she wouldn’t even come to say goodbye to me. When I asked my husband why I hadn’t been invited, he said, “Neither of us wanted you there.”

Dear Abby: I live in a situation where my husband, our two kids and I share a home with my parents, two sisters and younger brother.

Sometimes it seems crowded because there is no privacy and a lack of respect.

Lately, I am having a problem with my sister. Despite the fact she and my family share the upstairs level of the home, she continues to walk around nude or in her undergarments throughout the day because she “hates” wearing clothes.
