After governor’s speech, time for action POLL I’ve always known State Rep. Bob Pritchard to be a measured sort, but all the same, I could tell he was energized after Gov. Bruce Rauner’s budget address Wednesday.

Pritchard, a Hinckley Republican, asked me what I thought of the speech.

I told him it seemed short on specifics, and felt a little like a campaign speech – then he cut me off, saying he totally disagreed with me.

“He picked up on what Obama said here just a week ago,” Pritchard said. “Compromise.”

That’s not a word you hear very often on the campaign trail. And as for a lack of specifics, well, that didn’t matter either, Pritchard said.

“He gave specifics last year and it went nowhere,” Pritchard said. “[This year] he said what his priority was, and he said we’ve got to do certain things, let’s work together to figure them out.”

Give Rauner this: He’s emphatic that the time for action is now.

As for when something might actually happen, state lawmakers are set to return to Springfield after the March 15 primary, and

But part of that will require some public pressure, Pritchard said.

“I don’t hear from people that don’t feel the budget impasse,” Pritchard said, “and we’ve got to make more citizens aware that we’re all affected by this budget impasse.”

We will keep trying to make that point to our readers in coverage of stories such as last week’s rally for a balanced budget at Northern Illinois University, and others.

It’s up to all of us to pressure lawmakers and the governor to end this standoff and put our state on the right path. It’s never too late to get things right.

9 years after kidnapping, murder, victim’s family warns about harassment

ksmith@shawmedia.com SYCAMORE – Bridget DeCleene should be celebrating her 30th birthday.

Nine years after her sister’s death, Jackie DeCleene is left with the memory of Bridget DeCleene’s last words, and those of the man who killed her.

“The last words I remember him telling me were, ‘When you’re mean to someone, you expect bad things to happen to you,’ and the last words I heard from her that will always haunt me are, ‘When Mom and Dad talk to me about Bob, the look on their faces is like someone died,’ ” Jackie DeCleene said.

Much as is domestic violence, stalking and harassment are often underreported, DeKalb County Sheriff’s Chief Bridget Deputy Andy Sullivan DeCleene said. With only six stalking arrests by the sheriff’s office in the past two years, Sullivan said it’s important for people to recognize the warning signs and know which resources are available.

“You can obtain a no stalking, no contact order,” he said. “That is in the same avenue as an order of protection, but with an order of protection, there is a relationship that is involved.”

Bridget’s family has preserved her spirit in the paintings she made and the photographs she posed for. In their minds she will forever remain a hardworking student and nursing assistant with an artistic soul, whose goal in life was to help people.

That dream was brought to an abrupt halt in 2007, however, when Robert Bevington kidnapped Bridget DeCleene and shot her twice before turning the gun on himself and setting fire to his home in Sycamore.

Bridget was 18 when she crossed paths with 60-year-old Robert Bevington – a war veteran with an eccentric demeanor and an arsenal of rambling tales, Jackie DeCleene said. Both loved art, and Bridget DeCleene in her good-natured spirit, befriended Bevington for the three years to come.

“As Bridget worked at Opportunity House, she was comfortable reaching out to people who needed assistance,” Jackie DeCleene said.

“This was Bob, and perhaps he mistook her kindness for weakness and later on mistook her bitterness for meanness, for which he thought she deserved bad things.”

About 15 percent of women and 6 percent of men will be a victim of stalking during their lifetimes, according to the National Center for Victims of Crime. Signs include receiving unwanted gifts, phone calls and text messages, and losing sleep.

By law, stalking behavior entails one person putting another under

surveillance.

But acknowledging the warning signs isn’t always easy, Sullivan said.

“I think, maybe, some people actually question themselves, too,” he said. “I think it’s important for a victim to realize if they are having these themes or thoughts to contact the police. I would encourage [people] over and over to report suspicious activity whenever it occurs.”

Local service providers such as Safe Passage work with victims throughout the investigation process to help them develop a safety plan and feel protected from retaliation, Sullivan said.

As Jackie DeCleene and her family reflect on Bridget’s life, she hopes sharing one of her most painful memories will help even one person who suspects they’re being harassed. Likewise, she encourages anyone who practices stalking behavior to seek help.

“I miss her so much and would do anything to feel her by me again,” Jackie DeCleene said. “Sometimes I’m blessed to hear her laugh, see her face, hear her familiar voice in a dream. But until we meet again: I love you, Bridget, and miss you dearly.

“Happy birthday.”

History of Lincoln Highway on display

DeKalb Tollway Oasis hosting the exhibit

DeKALB – History is on display at the DeKalb Oasis.

Travelers stopping by for a cup of coffee or slice of pizza can now learn about the rich history of Lincoln Highway through a new exhibit sponsored by the Illinois Lincoln Highway Coalition. The traveling exhibit will be on display at the oasis through April.

Mary Peterson, with Northern Illinois Tourism, said the exhibit is a good opportunity to pass along the story of the highway.

“There is a lot of information on those panels,” she said. “If it stayed in one place, it probably would get stale and stagnant.”

The exhibit is free-standing with four 5-foot double-sided panels displaying historical information about the highway, which links New York City’s Times Square with San Francisco, Peterson said. Along the way, it cuts right through DeKalb County, including downtown DeKalb.

Lincoln Highway has been the backdrop for a lot of historical happenings and at one point had a radio show named for it. From 1940 to ‘42, “Lincoln Highway” featured celebrities such as Lucille Ball and Rita Heyworth, according to the exhibit.

Different communities throughout Illinois have featured the exhibit. Lincoln Highway spans 3,000 miles 179 of them in Illinois. In Illinois, it stretches from Fulton east to Chicago Heights, according to the exhibit.

“Fortunately, this doesn’t happen often. This is certainly an anomaly among the car dealers,” Theriault said.

“This speaks less to a local connection and more to an individual who came to

the area to commit a specific crime.”

Both cars were occupied when Chicago police found them, Theriault said.

While charges have been filed against some of those in the stolen vehicles at the time, no one has been charged in connection to the theft.

Annette M. Levi, 78, Rockford, passed away Sunday, February 14, 2016, in her home.

She was born April 9, 1937, in DeKalb, Illinois, the daughter of James and Mabel (Bergstrom) Dongas. She graduated from DeKalb High School in 1955. On April 26, 1958, she married the love of her life, Laverne Levi, at Mission Covenant Church, in DeKalb, Illinois. She worked many clerical jobs over the years, both in DeKalb and Rockford, but the job she felt most passionate about was her role as a wife, mother, Nana, and Great-Nana. She enjoyed baking cookies, feeding and caring for birds, playing piano, spending time at her family cabin in Eagle River, Wisconsin, and playing Bunco with her Bunco Girls for over 45 years. Annette was an avid reader and adoring sports fan, whether it was her grandchildren or professional sports. She was a loyal member of Spring Creek United Church of Christ, and former, proud member of their choir. She was a devoted wife to Laverne, loving mother to her children and grandchildren. Annette was a woman who lived selflessly, compassionately, and will be missed dearly.

The city had envisioned low-density development in the area for years.

In February 2011, the City Council approved the Northwest Sub Area Plan, which called for a rural conservation subdivision west of Motel Road to feather the city’s limits with sparse housing and farmland. The 2011 plan took into account the rural character

Gabriel Curl, 19, of Rockford, remained in DeKalb County Jail as of Wednesday afternoon, where he is being held on $250,000 bond. Curl has been charged with aggravated robbery, aggravated battery, aggravated unlawful restraint and mob action. The Gabriel Curl most serious charge, aggravated robbery, typically is punishable by four to 15 years in prison.

Three others have been charged with the same crimes in connection with robberies that occurred Feb. 8 and Feb. 10 in the 1500 block of Elmwood Avenue in DeKalb. The other

three suspects are Brandon Villarreal, 21, of the 600 block of Wrightwood Avenue, Addison; Marc A. Santiago, 22, of West Chicago; and Christian Zuniga, 23, of Bensenville. The three are known to be affiliated with a street gang and police have said they believe the incidents were gang related.

In the Feb. 10 incident, police said the victim was beaten with a piece of wood and a shovel, and burned with a knife, court records show. His cigarettes, cell phone and cash were stolen. The man was taken to Kishwaukee Hospital and treated for cuts and burns, court records show.

On Tuesday, a judge appointed conflict attorney Riley Oncken to represent Curl, who is the nephew of William “Billy” Curl, who was convicted in the 2010 murder of 18-year-old Northern Illinois University freshman Antinette “Toni” Keller.

He is next due in court March 4.

But council members had their concerns, specifically regarding guesthouses, the keeping of livestock, and the proximity to the Sportsman’s Club.

The petitioners had previously agreed to strike the allowance of guesthouses entirely.

“We took some of the direction we heard and combined it with Kane County’s definition on livestock animals along with Wayne, Illinois, which R-4 zoning was fashioned after,” Sycamore City Manager Brian Gregory said.

Under the new provisions, R-4

zoning would allow for domesticated animals limited to horses, cattle, donkeys, mules, llamas, sheep, hogs, goats and poultry to be kept on the property.

Landowners can have no more than two horses or livestock for the first three acres, and one acre would be required for each additional animal, city documents show. Offspring of pregnant animals can be kept on the property for no more than six months.

The building standards have also been reduced to reflect single family zoning regulations. Under the new rules, homes may only be 21/2 stories tall rather than the originally proposed three.

Specifics related to the Sportsman’s Club would be outlined in a future annexation agreement, according to city documents.

“The annexation process is more detailed, so there will be things considered there that aren’t in this step, right here, that we’ve outlined,” Mundy said.

SYCAMORE – The Sycamore City Council could be faced with a new annexation agreement that could add 300 acres to the city and allow for residential development in the rural area northwest of the city.

The City Council on Monday unanimously approved new zoning regulations proposed for an annexation agreement. Council members only reviewed the terms of R-4 or Rural Residential zoning, and not the annexation agreement rejected at the Nov. 2 meeting.

If the petitioners would like City Council to reconsider the annexation, it would mean drafting a new agreement, Sycamore Mayor Ken Mundy said.

“Based on the joint meeting of the Planning Commission and the City Council, there were issues and the Planning Commission, rightfully so, wanted to know the issues we needed to tweak and address,” Mundy said.

Residents mark progress, look ahead after Fairdale storm

browland@shawmedia.com KIRKLAND – As the anniversary of the deadly tornado that decimated Fairdale approaches, the rural DeKalb County community continues to rebuild.

Progress has been slow at times, but many residents were grateful for all that has been accomplished since the EF4 tornado struck April 9, killing two women and destroying nearly 70 structures. Residents broke out in applause several times Wednesday night during a meeting of the DeKalb County LongTerm Recovery Corp. at the Kirkland Community Fire District.

When Phil Montgomery, a member of the Franklin Township Park Board, announced that the community’s park would be finished ahead of the anniversary, everyone in the room put their hands together. Some structures at the park were damaged in the tornado, others didn’t meet safety and accessibility code requirements.

DeKalb County Long-Term Recovery Corp. Vice President Bill Nicklas used a video to highlight achievements that have been made, including nearly $1 million that has been invested in public infrastructure improvements including construction of a community septic system, WiFi service, well repairs and Nicor service.

Nicklas said that while the DeKalb County Long-Term Recovery Corp. plans to continue to help Fairdale residents as long as needed, he expects most of the group’s work to be done by the end

of the year.

“We want to go out of business at some point,” Nicklas said.

The agency’s budget for the year is $256,950, far less than the $1 million in spent in 2015.

The meeting also showed that work remains to be done in Fairdale.

Plans for this year include completion of the park, which will feature a memorial bench for Jackie Klosa and Geraldine Schultz, the two women who were killed in the tornado. There are plans to install historic street lights and additional well repairs and sanitary connections that are needed. Another $15,000 has been set aside to plant trees in the community, which lost most of its mature trees in the storm.

There’s also still some clean up work that needs to be done. Of the 66 structures that were destroyed, three prominent debris piles remain. Nicklas said the DeKalb County Long-Term Recovery Corp. has been working with the property owners to address those issues.

“It’s a disincentive to new buyers and it’s painful for residents,” Nicklas said.

“They have enough memories – [debris piles] are not a good way to memorialize what happened.”

For 17-year-old Fairdale resident Hazel West, who attended the meeting with her mother Danni West, news that the park would be completed for Spring was welcome.

“I was glad to hear we are going to get new equipment for the park,” she said. “I have three younger siblings and I want them to be safe.”

DeKALB – The high school’s robotics team is almost done building its robot after receiving more than $6,000 in grants.

DeKalb High School’s “Crowbotics” team, which launched last year, will compete in its first competition April 1 and 2, where their robot will have to go through different challenges, execute different defense moves and push a boulder through a model castle.

The competition is put on by For Inspiration and Recognition of Science and Technology. The competition is worldwide and DeKalb will compete in the Midwest Regional which takes places at University of Illinois at Chicago.

“There will be about three other rookie teams,” club adviser Denise Flemming said. “Most have been coming for years so it will be an interesting experience.”

Monsanto Fund and the Argosy Foundation both awarded the DeKalb team with funding that will

help them compete in 2016 and into 2017.

As a newcomer to the robotics game, DeKalb received the Argosy Foundation 2016 FIRST Robotics Competition Rookie Grant. The grant awards $4,000 for the 2016 season and $2,000 in the 2017 season.

Monsanto awarded the team $6,000.

“This was the first year for this program,” said Troy Dukes, site manager for the Waterman branch of Monsanto. “We’re looking forward to working with the team in the future.”

The team also recieved an anonymous donation of $500 and operate a Go Fund Me page.

“The Argosy fund is $4,000 for this year and paid directly to FIRST for registration,” Flemming said. “Total registration cost $6,000, so we took $2,000 of Monsanto (grant funds) for registration as well.”

The other $4,000 went to tools, robot parts and things like competition shirts, Flemming said.

The team is on week five of their six-week build period and will have to stop Feb. 23, per competition rules.

DeKALB – The DeKalb public library will host a discussion on eating disorders in honor of National Eating Disorders Awareness week.

Rauner to Assembly: Allow budget cuts or pass reforms

SPRINGFIELD – Republican Gov. Bruce Rauner offered lawmakers two distinct options Wednesday to end Illinois’ historic budget stalemate: Implement his cost-saving proposals in exchange for a $36 billion budget, or give him authority to make $4 billion in cuts.

Rauner’s second budget address, delivered eight months after the current fiscal year’s budget should have taken effect, reinforces what he’s said in the past about his openness to raising taxes — but only if lawmakers are willing to give him some of the reforms he wants.

“You choose,” he told lawmakers.

“But please, choose now.”

In the chamber, Rauner’s speech was cheered by Republicans while the Democrats who control both the House and Senate were silent.

Outside, protesters were gathered calling in part for a budget to fund higher education in the state.

State Rep. Bob Pritchard, a Hinckley Republican whose 70th District includes much of DeKalb County, praised the tone and priorities Rauner laid out in his speech.

Clinton joined by mothers of gun violence victims

CHICAGO – Hillary Clinton has been joined at a campaign rally by mothers of several young people who were victims of Chicago’s gun violence.

Also joining Clinton on Wednesday was the mother of a black suburban Chicago woman who was found dead in her jail cell after a traffic stop in Texas.

The Democratic presidential candidate said the stories of the mothers’ tragedies “must move us to action.” She’s calling for tougher gun laws and changes to policing policies.

Clinton was introduced by Geneva Reed-Veal, the mother of Sandra Bland.

Bland died days after she was arrested last year by a white officer after a routine traffic stop.

A medical examiner ruled her death a suicide, although Bland’s family has questioned that account and how the stop was handled.

Next Ill. government holiday could be Obama’s birthday

SPRINGFIELD – A group of Illinois House Democrats are proposing President Barack Obama’s birthday become the next state holiday.

The Springfield Journal-Register reported Presidents Abraham Lincoln, George Washington, Harry S. Truman and Lyndon B. Johnson are the only former presidents that have their own state holidays.

The proposal said Aug. 4 would be considered a “legal holiday” in which state government offices, schools and businesses can close.

“They are not asking Apple to redesign its product or to create a new backdoor to one of their products,” White House spokesman Josh Earnest said. “They’re simply asking for something that would have an impact on this one device.”

Within hours of the judge’s order on Tuesday telling Apple to aid the FBI with special software in the case, Cook promised a court challenge. He said the software the FBI would need to unlock the gunman’s work-issued iPhone 5C would be “too dangerous to create” and “undeniably” a backdoor.

Cook compared it to a master key, capable of opening hundreds of millions of locks, and said there was no way to keep the technique secret once it was developed.

“Once the information is known, or a way to bypass the code is revealed, the encryption can be defeated by anyone with that knowledge,” Cook said.

At the center of the debate is the private information carried on nearly 900 million iPhones sold worldwide: Photographs, videos, chat messages, health records and more.

There also was swift reaction on the presidential campaign trail, where Donald Trump told Fox News that he agreed “100 percent with the courts,” and on Capitol Hill, where the chairman of the Senate Intelligence Committee, Richard Burr, R-N.C., said, “Court orders are not optional and Apple should comply.”

Democratic Sen. Dianne Feinstein of California, who fought encryption in the 1990s, said she thought the government should be able to access the phone. On Twitter, Edward Snowden called it “the most important tech case in a decade.”

School districts’ tax plan deserves some skepticism The proposal for a new countywide sales tax to pay for capital improvements at DeKalb County school districts should be eyed with some skepticism.

The possibility has been raised in the past, but with DeKalb School District 428 facing a possible property tax spike to pay off building bonds, the talks are becoming more serious.

For the DeKalb taxpayer, there is a definite potential benefit. With a 1 percent added sales tax, District 428 could receive almost $6 million more each year, which it could devote to paying down its debt. That would be if they took the tax to the max; the sales tax can be implemented in quarter-percent increments.

A one-percent sales tax could raise more than $16 million for school districts countywide, according to estimates from District 428.

A sales tax would help DeKalb schools reap some revenue from having so much state-owned property in the area by allowing them to collect money when the people who visit Northern Illinois University or live in its dorm rooms buy things.

From a homeowner’s perspective, a sales-tax increase could be preferable to paying hundreds more in property taxes each year, or extending the terms of bond repayment far into the future.

But what about the other school districts in DeKalb County? Some school leaders say their districts could use the extra money to upgrade their buildings, others say they’re not ready yet to take any position on the proposal.

Under state law, revenue generated by the county school facility sales tax would be distributed to public school districts in the county based on the number of DeKalb County students they educate. So those that cross county lines, such as Sandwich District 432 or Somonauk District 430, would only receive funds for part of their student population.

The public needs more information about this proposal. We need to hear from the local school leaders on how the money would be used, and why it would be needed in perpetuity (as a tax, once imposed, is rarely rolled back.)

Residents of other school districts have been watching District 428’s transition to one-to-one technology, that puts computing devices in the hands of all students – could this revenue make that sort of program possible countywide? Would there be some other tangible benefit for the county’s students?

Also, if there’s going to be a new sales tax, there also should be some property tax relief.

Taking a position on this proposal without hearing more details would be premature.

But new taxes rarely elicit enthusiasm, and this idea is no exception.

Entering a new age of deterrence Just a few years ago, in the Obama administration’s fiscal 2013 defense budget summary, the word “Russia” was mentioned briefly in the context of the new strategic arms treaty. By contrast, in the fiscal 2017 summary, President Obama proposes spending increases for “countering Russian aggression,” including the quadrupling, to more than $3 billion, of funds for deploying a persistent Army brigade in central and eastern Europe, with training and prepositioning of combat gear.

The shift is late, and the funding only a down payment. But the recognition that Russia has evolved from hoped-for partner to serious threat is welcome.

The intent of the increased spending is to reassure allies made nervous in the face of Russia’s new aggressiveness and “send a strong message of deterrence.”

Russia and its militia proxies are occupying parts of three former Soviet republics – Moldova, Georgia and Ukraine – and its

military has taken the initiative in Syria, propping up the regime of Bashar Assad. Across Europe the Russians are waging a nasty information war, using overt and covert methods to undermine NATO and the European Union.

Many Western officials believe that Russian leader Vladimir Putin is deliberately exacerbating the refugee crisis that threatens European unity, a tactic they refer to as the “weaponization of migration.”

Meanwhile, while the U.S. military concentrated on counterinsurgency warfare during the past decade, Russia was making impressive advances in electronic warfare and other military technologies.

Like China, Russia has a smaller defense budget than that of the United States but has been sinking resources into weapons systems that are “asymmetric,” meaning that a relatively small investment can undermine a formidable conventional U.S. capability. Russia, for example,

has reportedly developed a new unmanned nuclear-capable underwater drone, while China is improving its anti-satellite capability. Both have leapfrogged technology hurdles, in some cases by stealing blueprints from the United States.

How to respond? Obama’s budget doubles Air Force offensive cyber-operations from $12.8 billion to $25 billion, according to Defense One. The budget contains money for research and development on railguns and lasers, swarming autonomous vehicles, guided munitions, electronic warfare and more technology wonders that remain in classified budgets.

While Western allies must continue the fight against the Islamic State and other forces of instability, they also must recognize that, through no choice of their own, a new age of deterrence has dawned. The United States must strive to hold on to technological superiority and make clear to Russia that further aggression would impose an unacceptable cost.

Beltway pundits covered for each other like crooked cops.

So anyway, last week Bill Clinton made a campaign appearance for his wife in Memphis. If you’d only seen it on MSNBC or read about it in the Washington Post, you’d think he made a political blunder, trashing President Obama as a weak leader.

MSNBC aired this video clip: “BILL CLINTON: She’s always making something good happen. She’s the best change-maker I’ve ever known.

A lot of people say, ‘Oh well, you don’t understand. It’s different now.

It’s rigged.’ Yeah, it’s rigged – because you don’t have a president who is a change-maker.”

Full stop.

Ouch! To the Washington Post’s Abby Phillips, “it sounded like he was agreeing with one of (Bernie) Sanders’s central arguments about income inequality – but blaming the sitting president for it.”

Older and thinner, Mr. Yesterday was clearly losing it.

Except he wasn’t. The real villain was, once again, creative video editing.

Tommy Christopher at Mediaite.com restored the full context.

So here’s what Bill Clinton actually said about President Obama: “Yeah,

it’s rigged – because you don’t have a president who is a change-maker with a Congress who will work with him. But the president has done a better job than he has gotten credit for. And don’t you forget it!”

(APPLAUSE) “... Don’t you forget it. Let me just tell you. I’ve been there, and we shared the same gift. We only had a Democratic Congress for two years. And then we lost it.

“There’s some of the loudest voices in our party say – it’s unbelievable – say, ‘Well the only reason we had it for two years is that President Obama wasn’t liberal enough!’

Is there one soul in this crowd that believes that?”

Judging by the crowd response, there was not.

Mediaite.com’s Christopher put it succinctly: “This is an edit so egregious, it rivals the worst in dishonest political ads, and surpasses them.”

Greatly to his credit (and my surprise), Chris Hayes subsequently rebroadcast Bill Clinton’s remarks in full. “We shouldn’t have done that,” he admitted.

No, they certainly should not.

Now is the time to do away with the $100 bill

Harvard’s Mossavar Rahmani Center for Business and Government, which I am privileged to direct, has just issued an important paper by senior fellow Peter Sands and a group of student collaborators. The paper makes a compelling case for stopping the issuance of high denomination notes like the 500 euro note and $100 bill, or even withdrawing them from circulation.

I remember that when the euro was being designed in the late 1990s, I argued with my European G7 colleagues that skirmishing over seigniorage by issuing a 500 euro note was highly irresponsible and mostly would be a boon to corruption and crime.

Since the crime and corruption in significant part would happen outside

European borders, I suggested that, to paraphrase John Connally, it was their currency, but would be everyone’s problem. And I made clear that in the context of an international agreement, the U.S. would consider policy regarding the $100 bill. But because the Germans were committed to having a high denomination note, the issue was never seriously debated in international forums.

The fact that – as Sands points out – in certain circles the 500 euro note is known as the “Bin Laden” confirms the arguments against it. Sands’ extensive analysis is totally convincing on the linkage between high denomination notes and crime. He is surely right that illicit activities are facilitated when $1 million weighs 2.2 pounds as with the 500 euro note, rather than more than 50 pounds as would be the case if the $20 bill was the high denomination note.

And he is equally correct in arguing that technology is obviating whatever need there may ever have been for high denomination notes in legal commerce.

What should happen next? I’d guess the idea of removing existing notes is a step too far. But a moratorium on printing new high denomination notes would make the world a better place.

In terms of unilateral steps, the most important actor by far is the European Union. The 500-euro bill is almost six times as valuable as the $100. Some actors in Europe, notably the European Commission, have shown sympathy for the idea and European Central Bank chief Mario Draghi has shown interest as well. If Europe moved, pressure could likely be brought on others, notably Switzerland.

I confess to not being surprised that resistance within the ECB is coming out of Luxembourg, with its long and

unsavory tradition of giving comfort to tax evaders, money launderers, and other proponents of bank secrecy and where 20 times as much cash is printed, relative to gross domestic, compared to other European countries.

These are difficult times in Europe with the refugee crisis, economic weakness, security issues and the rise of populist movements. There are real limits on what it can do to address global problems. But here is a step that will represent a global contribution with only the tiniest impact on legitimate commerce or on government budgets.

It may not be a free lunch, but it is a very cheap lunch.

Alas, this is pretty much where I came in. Starting in 1994, when your humble, obedient servant was approached to contribute weekly political columns, I found the behavior of the national political press shocking and alarming.

Today, it’s even worse.

Even so, it’s not every day a TV talker apologizes for broadcasting a doctored video misrepresenting something Bill Clinton said about President Obama. So it’s definitely worth taking note.

MSNBC’s Chris Hayes did that the other night, at least temporarily persuading me that the network hasn’t yet gone full Fox News.

But first, some ancient history on a theme directly relevant to today’s Democratic primary campaign: Hillary the Big Liar.

See, by 1994, I’d been writing professionally for years, mainly as a literary journalist and monthly magazine reporter. The publications I’d written for employed assiduous fact-checkers.

Opinions were expected, so long as they were grounded in fact. After all, what’s the point of winning an argument if you’ve got to cheat to do it?

However, that’s not how Washington journalism works. One incident in particular astonished me.

In April 1994, Hillary Clinton had

given a press conference about the make-believe Whitewater scandal. She answered every question the press threw at her for a couple of hours. The immediate effect was rather like last fall’s Benghazi hearings: Her detailed answers calmed the storm.

Two years further on, ABC’s “Nightline” dug up a video clip of an answer she’d given about a specific issue and seamlessly deleted two sentences by substituting stock footage of journalists taking notes. Then they pretended she’d been asked a much broader question, and accused her of lying about the information they’d subtracted.

Specifically, Hillary acknowledged signing a letter “because I was what we called the billing attorney” for the Madison Guaranty account. “Nightline” charged her with concealing exactly that fact. Jeff Greenfield said no wonder “the White House was so worried about what was in Vince Foster’s office when he killed himself” – a contemptible insinuation.

Within days, the doctored quote was all over ABC News, CNN, the New York Times and everywhere else. Almost needless to say, Maureen Dowd ran with it. William Safire predicted her imminent criminal indictment.

In short, the theme of Hillary Clinton as epic liar began with an instance of barefaced journalistic fraud.

Everybody involved should have been run out of the profession. It wasn’t

ecarifio@shamwedia.com AURORA – It took a couple minutes, but once the Sycamore girls basketball team got its inside game going, the Spartans took control of their Class 3A Illinois Mathematics and Science Academy Regional semifinal against Rosary, winning, 40-22, Wednesday night.

All but two of the Spartans’ twopoint buckets came in the paint against the Royals (14-16), with Chloe Goff coming off the bench to score 10 to lead all scorers. Five Spartans (21-6) had at least four rebounds, with Taiya Hopkins and Maria Wright each grabbing five to lead the team.

“We’re used to playing against much bigger teams, and that helped us out tonight,” Sycamore coach Brett Goff said. “We got the ball down low, Chloe did a nice job starting us off, and Taiya took over from there. They just kind of took turns after that. I thought our bigs played very good today.”

The coach said the plan coming into the game was to get the ball into the paint, and that Hopkins and Chloe Goff did a good job of capitalizing on their opportunities.

“I think we knew we were going to have big girls we could just defeat down there, because we were taller than them,” Chloe Goff said.

“I just think we did good down there.”

Rosary led by three early and was up, 13-11, with 4:54 left in the first half when a 3-pointer by Kate Majerus gave the Spartans the lead for good. The bucket kicked off a 9-0 run to close the half, with the last six coming on layups – two

by Hopkins and one by Maria Wright.

The Royals cut the lead to 20-16 early in the third, but Sycamore scored seven straight to kick off a 16-2 run to put the game away.

“When shots are made, you play better defense,” Rosary coach Don Rasich said. “When you get into a regional, a lot of it is emotional. I think just before half, we weren’t at the highest level we needed to be, mentally or physically.”

BURLINGTON – All week long Kaneland girls basketball coach told his team not to overlook Wheaton Academy in its Class 3A Burlington Central regional semifinal Wednesday night.

With a possible matchup with host Burlington Central on the horizon, the Knights came out and did just the opposite of what Colombe asked.

Luckily, they had halftime to regroup.

Kaneland came out and locked down defensively to end Wheaton Academy’s season, 50-43, and advance to the regional final Friday night to set up that matchup with the Rockets.

“I kept saying it all week, do not overlook them,” Colombe said. “We definitely did that in the first half. I really think we did. They’re a good team, and we kept saying we have to beat this team to have the chance to play (Burlington Central). Hats off to them for getting our attention in the first half, but we woke up and played better in the second half.”

For Colombe, he’ll certainly take the win. There’s no denying that fact, but he also jumped on board with Conley’s thoughts on being much better come Friday.

“It’s a great team, and it’ll be a good test for us,” Colombe said. “I’m not exactly sure how we got matched up with a team like Wheaton Academy is our first (postseason) game, but it was a good test for us. Friday will be a great opportunity for us to play a very, very good basketball team on their home floor. I know they’ll be ready, and I expect our girls to step up to the challenge.”

New charters create puzzling payouts for drivers

The Associated Press DAYTONA BEACH, Fla. – NASCAR’s new charter system was introduced as a monumental moment in auto racing – a triumphant merger between a one-time dictatorship and a group of team owners finally organized enough to demand their fair share of the financials.

The franchise-type model introduced days before teams arrived at Daytona International Speedway has been celebrated for a series wracked with instability because of an independent-contractor model that forced competitors to heavily rely on sponsorship.

Now the owners are guaranteed a bigger chunk of the pot and 36 slots in the field every week.

The drivers? Well, most aren’t so certain how good of a deal this is for their bottom line.

“I think anyone would like to know before the terms of their employment change, but that is not the situation,” Brad Keselowski said. “I am aware of the fact that I am a race car driver, and no matter what happens, I am still going to be OK. I am not looking for anyone to feel bad for me. On the other side, it is not ideal.

“It would be like if your employer just said, ‘Hey, don’t worry about it, you will get paid.’

That is kind of where most every driver is.”

tona, the race winnings and total purse were not publicized as had been the norm. NASCAR had touted transparency in the charter agreement, but now the public – and some drivers – won’t know how prize money was distributed.

Drivers said that when the final charter deal was signed by NASCAR and team owners, the language surrounding their method of pay differed from what they had been led to believe. Most are now scrambling to renegotiate the driver compensation part of their contracts.

“I think that everyone will have to have something redone within their contract,” Denny Hamlin said. “There’s verbiage in stuff that has changed how drivers get paid from the purse. There’s not one common standard that one driver or team offers that’s going to be the same. It’s up to the individual driver and owner to work out those details.”

Many weren’t concerned about ultimately finding a fair solution with their respective owners.

Some weren’t pleased with the timing.

“Everybody knew there was going to be some contractual stuff that we had to work through,” Kevin Harvick said. “For me, I wanted it to happen as openly and as quick as possible because I didn’t want it to linger and have things be brought up that really didn’t need to be brought up and cause tension between teams.

DAYTONA BEACH, Fla. – The project was such a massive undertaking that architects had to account for the curvature of the Earth.

It included 31 million pounds of steel, 101,000 new seats, 40 escalators, 17 elevators and stretched nearly a mile. It took 21/2 years to complete and even had its own nickname: Daytona Rising.

It was a mammoth, $400 million makeover to NASCAR’s most famous track, a ground-up restoration that turned some old, rickety grandstands into the world’s finest motorsports stadium.

The Daytona International Speedway renovation is complete and ready for its official debut – at the season-opening Daytona 500 on Sunday.

“We want people to be blown away when they come to this property,” track president Joie Chitwood III said. “You think about the history and the heritage, the legends of our sport made their name here, and now this property really matches that.”

Daytona Rising has turned heads

made it even tougher to persuade people to get off their couches and pay for expensive tickets.

International Speedway Corp., NASCAR’s sister company that owns a dozen tracks including Daytona, took all of those factors into account when it started planning the redesign.

“It doesn’t make sense in this day and age to sell a subpar experience.

And if you sell a subpar experience, you would expect the fan to not come back,” Chitwood said.

“When you look at what it takes for a customer to come to Daytona – airfare, hotel, gas – they’re making a big investment. I think we have a property now that justifies that investment.

I think you can make a case we probably weren’t making a good case for that investment in years past.”

The centerpieces of the redesign are the injectors, five fan entrances that showcase sponsors and include more than 20,000 square feet of educational and entertainment space.

The injectors also include bigger and more bathroom locations and countless dining choices. Throw in more than 1,200 televisions, and fans can leave their seats without missing any on-track action.

Huskies to play Toledo at U.S. Cellular Field Nov. 9

jseverson@shawmedia.com CHICAGO – The Northern Illinois football team will make history when it faces off against rival Toledo on Nov. 9 at U.S. Cellular Field.

The Huskies will play the Rockets next fall in what will be the first game ever played at the ballpark, which is the home of the White Sox. The game is being billed the “Huskie Chi-Town Showdown,” the schools announced Wednesday.

Northern Illinois Athletic Director Sean Frazier said he hopes to sell out the around 30,000 available seats for the game, citing that the university has 145,000 alumni in the Chicago area.

However, he said he understood that he had to choose between the DeKalb-area fan base and Chicago-area fan base when it comes to this weeknight home game.

“It’s what they say, ‘Leadership is lonely,’ ” Frazier said of the decision. “There’s no such thing as standing still. Either we’re going to get the fan base – and we have to move forward with creative ways of dealing with some of the challenges. Some of the challenges with the midweek games, we have great TV exposure, but we have to get people comfortable to come out and support the Huskies.

“Nobody wants to give away home field – I’m a former coach, I want to put it in front of my fans,” Frazier continued, referring to moving the game away from Huskie Stadium. “But I’ve got 145,000 reasons that somebody is going to jump on the train to check out this game.”

Frazier, who said playing a game somewhere in Chicago became a priority when he took over in 2013, said staging the event required balancing several different entities – including the Mid-American Conference, the White Sox and the Illinois Sports Facilities Authority (ISFA), owner and operator of the field.

Lou Bertuca, the CEO of the ISFA, said during the press conference that he expects the revenue for the entity to be in the “hundreds of thousands.” Although Frazier said that the details of the revenue breakdown were unavailable, he expects it to be a financial success for the Huskies.

“Some of those financials are going to come out, but we’re going to be (on a) significant economic plus side on this one,” Frazier said. “If we get 30,000 people here, it’s going to be the greatest thing since sliced bread.”

Frazier said season ticket prices would remain the same, but that individual tickets for the game against Toledo likely will be higher than for a normal game.

Despite the rivalry with the Rockets, the last three home games at Huskie Stadium against Toledo have shown a declining attendance.

Recent matchups with Toledo at Huskie Stadium drew 18,472 in 2010, 17,813 in 2012 and 8,432 in 2014 – although the cold, windy weather in 2014 likely was a factor.

The Huskies have played at Soldier Field three times since 2007, playing Iowa in 2007 (16-3 loss) and 2012 (18-17 loss) and Wisconsin in 2011 (49-7 loss). The Northern Illinois football team isn’t the first Huskie squad to play at U.S. Cellular Field. The baseball team lost, 5-4, to Notre Dame in April 2008.

According to the release, the field will be laid out with end zones being along the third base line and near the right field wall.

“It’s going to be a full-dimension field – there might be some short corners; I have not looked at the final diagrams,” Northern Illinois coach Rod Carey said. “I’ve looked at the preliminary ones on how it’s going to be. For 99 percent of it, it’s going to be normal operation.”

When Northwestern and Illinois played at Wrigley Field in 2010, the field was so cramped that both teams were only able to go one direction on offense. While recent college football games being played in baseball stadiums have been reserved for Power 5 teams and bowl games, MAC Commissioner Jon Steinbrecher said the exposure of the game, which will be aired on a to-be-determined ESPN platform, is great for the conference.

“There’s a neat buzz about that game, anyway,” Steinbrecher said. “Toledo and NIU is always a big game, but to bring it here, it’ll almost have a bowl feel to it.”

For Frazier, there was discussion about playing in different places in the Chicago area before the plan for U.S. Cellular Field became a reality. He wanted to target the Chicago-area alumni base with a midweek game, he said.

“We had some nonconference games, but to get a game that means something – that game (against Toledo), especially in the last six years, has meant who goes to the MAC Championship, that’s big time,” Frazier said.

Carey dismissed the idea of it removing a true home game, saying that instead the Huskies are moving a home game to another home venue. He admitted that a major perk of being at Huskie Stadium is the familiarity that comes with it, but he hopes a bigger home crowd for the midweek game will outweigh that.

“There’s something to the friendly confines of the place you know and have seen and the sight lines and all that stuff,” Carey said. “But the crowd, in the end, probably plays the majority of a home-field advantage.”

U.S. Cellular Field has a baseball capacity of 40,615 – but that will be reduced to 30,000 for the football game between the two MAC schools.

Each finished one win away from placing in their previous trip, and each looks for that extra win this weekend when the season finale begins today at the State Farm Center in Champaign.

DeKalb’s Jacobo (132-pounder) and Kaneland’s Strang (152) are just two of the seven wrestlers representing the Barbs, Knights and Sycamore at the state championships.

Jacobo will be joined in the Class 3A tournament by teammate Brenden McGee (126).

“I think both of these guys are thinking they want to come home with medals,” DeKalb coach Mike Pater said.

“Neither one is just happy to get there.

They have higher goals than that and are excited about medals.”

Pater said he’s was impressed with the road McGee took to state – which included coming up through the consolation bracket and getting some solid victories facing elimination.

“He had to win four in a row just to qualify and take third,” Pater said.

“A lot of people doubted him and he stepped up. He beat four good guys and not only beat them, but beat them in an impressive manner. He’s wrestling really well and peaking at the right time.”

The Knights will have four representatives at the Class 2A meet – Austin Kedzie (106), Hayden Patterson (160) and Riley Vanik (170) will join him.

ears ago, at the beginning of his three-decade long career, a friend told Steven Curtis Chapman he would one day tour with Amy Grant. He didn’t believe it.

“I thought, ‘Oh, yeah right,’ at the time,” he said. “But the other day it hit me, ‘I’m going on tour with Amy Grant.’ It’s kind of amazing.”

Gospel music icons Grant and Chapman will hit the Convocation Center stage at Northern Illinois University Friday for a night of music through the decades.

“We hope that we can create a special experience,” Chapman said. “It’s not something we take lightly. … We want to take people on kind of a neat journey.”

The two both have careers that have spanned decades and Grant said she enjoyed

“I think both Steven and I both made a point to pick songs from every decade we have made music in,” Grant said. “We’ve both made music for a long time, so to stretch out the choices over the years is fun.”

Chapman said people also could expect to hear some new music from his new album, “Worship and Believe,” which will be released March. 4.

A worship album was something Chapman had been planning for years, he said. The record is full of songs that helped him during his darkest moments after daughter, Maria Sue Chapman, died in an accident in 2008, he said.

“A lot of it comes from our journey when we lost our daughter,” he said. “These are some songs that helped me survive that. … ‘Blessed Be Your Name’ – that one helped keep me in my faith.”

Chapman said he hoped concert-goers would be encouraged by the show. Even 30 years later, he approaches his music with passion.

“Telling stories and singing songs, it’s like breathing to me,” he said.

It’s the storytelling that comes naturally to Grant, as well, she said.

Country’s Mo Pitney to perform at the Egyptian DAILY CHRONICLE Country music star Mo Pitney will be live in concert April 23 at the Egyptian Theatre in DeKalb, along with special guests Stroker Red and Olivia Dvorak.

Pitney was born in Cherry Valley and now resides in Nashville where he is signed with Curb Records. He released his first single, “Country,” in 2014 which entered the Top 40. His second single, “Boy & a Girl Thing,” was released in late-2015 and continues to climb the charts.

“I just love music,” Pitney said in a news release.

“It has never been about praise. Playing the Grand Ole Opry was an amazing experience, but I have just as much fun sitting on my bed playing along to an old record. It’s always been that way.”

That music-centered outlook already is generating the unsought acclaim of which he speaks.

Perhaps the best example is the aforementioned Opry performance.

“I didn’t feel like anybody was sucked into the song at all, but when it was over I stepped back from the microphone and people erupted,” he said. A standing ovation approaching a full minute ensued.

“After about 30 seconds, I stepped forward to say something because I thought I heard them dying down, but they just got louder. I lost it. It took me about a week to come off that feeling.”

Trio member Dima Orsho, a graduate of the Boston Conservatory, holds a master’s degree in opera performance, and is an established and seasoned performer, recording artist and collaborator with renowned international musicians such as YoYo Ma. Oud player Issam Rafea, also a veteran performer and recording artist, has served as the conductor of the Arab Orchestra at the Higher Institute of Music in Damascus. He is a true virtuoso and innovator of the Oud. He has collaborated with many artists of world renown, such as having played with – and made musical arrangements for – world famous British pop group “Gorillaz.”

Percussionist Omar al-Musfi holds a master’s degree in performing arts from NIU, and is the leader of the Middle Eastern music band at his alma mater. He is well known

Not only is it an honor to have the band perform in our auditorium for the community, it is a great opportunity for our high school students to see how they can continue playing music when they are in college,” SHS Band Director Ken Goodman said in a news release.

will be performing at this concert, and look forward for our current students to meet and learn from the Augustana Band members. I also wish to thank the Sycamore Music Boosters for their support in providing a meal for the college and high school band members,” he said in the release.

Since the early 1880s, annual tours have taken the Symphonic Band into 32 states for appearances in a variety of settings, including Orchestra Hall in Chicago; Town Hall in New York City; numerous high schools, grade schools and churches. The annual concert tours typically alternate between regional and national itineraries as well as international travel to the United Kingdom, Italy and, most recently, Japan.

Children’s Community Theatre will reveal its choice of show for the 2016 edition of Penguin Project at 10 a.m.

Feb. 27, at the State Street Theater in Sycamore.

Penguin Project is a theater program that allows children and young adults (between the ages of 10 and 22) with disabilities to experience the thrill of participating in live musical theater. It pairs those actors with mentors of similar age, and together they rehearse for four months to bring their characters and the show to life.

Along the way, great friendships are born and many lessons are learned.

“Every year, before the final curtain even closes, people start asking us, ‘What will next year’s show be?,’ so we have decided to turn the announcement of our choice into a celebration,” CCT Penguin Project coordinator Joe King said in a news release.

The reveal, which will include a screening of a movie version of this year’s show, is not just for past cast members, King said. All potential artists (actors who have a disability) and mentors (those who team up with the artists) are invited to attend.

Cor Cantiamo, a professional ensemble in residence at Northern Illinois University School of Music, will travel to Woodstock to collaborate with the choral students from Woodstock High School and Woodstock North as a part of Cor Cantiamo’s Masterworks Project.

The Masterworks Project is an educational outreach program created to bring aspiring high school vocalists and professional singers together in concert. During the project, the high school chamber choirs will rehearse and perform side by side with members of Cor Cantiamo. The project will result in a combined performance by all three choirs performing Leonard

Bernstein’s Chichester Psalms. Each ensemble will perform a solo set in the first half of the concert, followed by the festival chorus coming together to sing Bernstein.

Chichester Psalms also features a boy soprano soloist. Through an audition process Gabriel Filetti, 11, a fifthgrade student at Olson Elementary in Woodstock, was selected to perform it.

The concert will be presented at 3 p.m. Sunday at the Grace Lutheran Church in Woodstock. Tickets for the performance can be purchased at the door. Cost is $5 for adults, $3 for students, and children age 5 and younger will have free admission.

Dear Abby: At least “Renee In Oregon” (Sept. 10), who asked her adult daughters for their friends’ phone numbers, cares enough to want someone to call if her adult children don’t respond. I didn’t regard her request as nosy or overbearing, simply so she’d have a “just in case” number.

Renee’s daughters sound like ungrateful brats who don’t care anything about worrying their parents.

I’m thankful my four adult children will text me in response to my calls to let me know they are OK. I have never had a problem getting a contact number from them for a neighbor or friend. Two of them offered the information without my asking.

I have had to call a contact only once. Thank goodness it was only a matter of a stolen phone, not a sick or injured child. I’m blessed my kids understand it’s not to get in their business, but a logical safety issue. –

Drug cost increases not unusual Dear Dr. K: A generic drug I’ve been taking for years suddenly became much more expensive. I can’t afford the new price. What can I do?

Dear Reader: Prices of generic versions of some commonly prescribed drugs have been skyrocketing. Like you, many of my patients have been affected.

I spoke to Dr. Ameet Sarpatwari, an instructor at Harvard Medical School and an epidemiologist at Harvard-affiliated Brigham and Women’s Hospital. He noted, fortunately, the price of most generic drugs remained constant between 2008 and 2015. However, almost 400 generic drugs saw whopping price increases of more than 1,000 percent.

Why are some generic drugs so expensive?

It’s not for the same reason some new drugs are very expensive. With new drugs, the pharmaceutical company has had to spend a great deal of money to develop a drug that didn’t exist before. So there is a rationale for the high price.

But a generic drug was developed long ago, typically by another company and at that company’s expense. So what other reasons might explain the remarkable rise in the price of some generic drugs?

One good reason is it can be difficult and expensive for a manufacturer to get a generic drug to market. In 2014, it took the Food and Drug Administration an average of 42 months to process a generic drug application. Compare that to an average of eight months for a standard new drug application.

Then, there are several bad reasons: • The market for some generic drugs is so small just one company makes a drug.

Without competition, that company has less restraint on the price it charges. A drug for the parasitic infection called toxoplasmosis

ASK DOCTOR K Anthony L. Komaroff used to be made by GlaxoSmithKline, which priced it modestly. Last August, however, Turing Pharmaceuticals acquired rights to the drug. It then exploited its monopoly, raising the price 5,000 percent (from $13.50 to $750 a pill). Is “rapacious” too strong a word?

• There is an ongoing wave of market consolidation within the pharmaceutical industry. When two companies make a generic drug and one company acquires the other, you now have only one company selling the drug.

• Another reason competition can temporarily decrease is when two companies make a generic drug and one of them has manufacturing problems that force it to temporarily stop production. When one company stopped production of generic doxycycline in 2011, the price of the drug suddenly rose 6,000 percent.

Would “greedy” be an appropriate adjective?

What to do? First, when your doctor recommends a drug for you, ask about its cost. In certain situations, an alternative (lower price) drug that has a similar mechanism of action might be safe and effective. Websites such as www.goodrx.com offer online tools to compare the price of medications in your area. Drug coupon or discount programs also might help.

Finally, contact your local elected representatives. Letting them know how drug prices are affecting you can help keep this issue a political priority.

Aldous Huxley’s book “Themes and Variations” was published in 1950. It included this sentence: Most human beings have an almost infinite capacity for taking things for granted.

There are so many variations on themes -- this deal, for example.

Yesterday, I discussed the right play for J-9-6-4 opposite A-Q-10-7. In isolation, taking the finesse is correct.

In theory, it will win 50 percent of the time. A priori, the king will be singleton offside a little under one time in 33. But in yesterday’s deal, taking the finesse was wrong, because the king was known to be offside from the bidding. That does not apply here, but why is it an error for South to take the spade finesse in three notrump after West leads a fourth-highest heart seven to East’s queen and declarer’s king?

If North had used Stayman, South would have been in four spades, a contract that would have normally required either the spade finesse to work or a good heart guess (or heart lead from West).

In three no-trump, South has seven top tricks: one spade, one heart (trick one), three diamonds and two clubs. He will obviously play on spades for the extra winners, and if that finesse is working, he can gain an overtrick. However, if it loses and West led from a five- or six-card suit, the contract will fail. Declarer should fight to keep East off the lead. He should start with the spade jack, to encourage a cover by West, but then rise with dummy’s ace. If the king drops, great; if the royal does not appear, South leads another spade and hopes for the best.
