POLL Road rules you shouldn’t break YESTERDAY’S RESULTS We get a lot of police reports and listen to a lot of police radio traffic at the Daily Chronicle, and while a lot of it is about serious stuff, sometimes it just leaves you scratching your head.

So it was with the report we received last weekend from the DeKalb County Sheriff’s office about a 21-year-old DeKalb man who was arrested for DUI in the early morning hours Saturday.

The driver went to jail after he broke a few simple rules of the road: 1. Don’t drink and drive.

2. Don’t tailgate police cars.

3. NEVER combine the two.

About 2 a.m., a Sheriff’s deputy in a squad car was being followed too closely by the vehicle behind him, according to an arrest report.I don’t like being tailgated, so I can’t imagine that the deputy enjoyed it too much.

After all, it’s not every day you see a police car pull over someone who’s following them.

EDITOR’S NOTE Eric Olson The report continues, “the rear license plate of the car was mounted upside-down.”

That’s odd, and it turns out, illegal.

After executing whatever maneuvers he had to in order to stop a vehicle that had been behind them, the deputy arrested the man for driving under the influence of alcohol and driving with a blood-alcohol content of greater than 0.08 percent.

Also, improper display of registration, and the driver’s first mistake – following too closely.

The owners of Bemis Toyota in DeKalb asked the DeKalb City Council last February for a $650,000 forgivable tax increment financing loan to offset the costs of a $2.3 million expansion. Bemis Toyota will instead build in Sycamore, choosing not to expand in DeKalb.

Owners of a local brunch restaurant plan to open a new drive-thru breakfast restaurant in June on State Street.

Alex Henigan, Peter Spyratos and Dennes Spyratos – the trio behind the Eggsclusive Cafe restaurants in Sycamore and Cherry Valley – plan to open Eggspress at the site formerly occupied by Mudslingers Drive-Thru Coffee, at 202 E. State St. Henigan said they are planning a major overhaul of the property to create a modern drive-thru spot that serves quality breakfast meals to people in a hurry.

They opened the first Eggspress location in Loves Park in 2015 and plan to open two more of the drive-thru restaurants – one in Sycamore and another in Machesney Park, Henigan said.

Sycamore City Council approves deal with Brian Bemis Toyota

SYCAMORE – The Sycamore City Council on Monday unanimously approved an agreement with Brian Bemis Toyota that will allow the dealership to construct a new building on the southeast corner of Mercantile and Peace roads.

Brian Bemis Toyota plans to close its DeKalb location to relocate to Sycamore, where it wants to construct a new 25,000-square-foot facility at 1600 Mercantile Drive, officials said. The

Terms of agreement n The city and the dealership would share 1 percent of sales and Home Rule tax over the course of 10 years or until 10 percent of the permanent improvement cost is returned to the dealership. n The city will remit 50 percent of the sales taxes generated at the new site. n The city’s disbursements will be made on a monthly basis. n The agreement will begin on the first day of the first month the new dealership is open for business. new building will have to comply with the brand’s new corporate model.

The company’s $4 million to $5 million plan includes erecting a new

building and service center. The investment is expected to generate substantial property and sales tax revenue, and will include jobs that will be

transferred from the current center, city documents show. The council approved the agreement Tuesday with little discussion and seemingly no reservations.

“We’re pleased that the Brian Bemis Corp. and Toyota – their brand – and the city were able to come together on an agreement that is much like the other agreements we’ve had with sharing sales tax with automobile dealerships,” Sycamore Mayor Ken Mundy said.

Continued from page 3 city return 50 percent of the sales taxes generated at the new site to the company. That concession is expected to bring in $3.2 million in vehicle sales tax over the course of 10 years or until 10 percent of the permanent improvement cost is returned to the dealership.

The dealer is eyeing vacant land near the Menard’s store on Mercantile Drive, near the intersection with Peace Road, Sycamore City Council documents show.

“That length of time could be four years before that 10 percent is reached of the total,” Mundy said.

“We’re pleased that the Toyota brand will be here.”

In February 2015, the owners asked the city of DeKalb for $650,000 in tax increment financing district funds to renovate Brian Bemis Toyota Scion at 1890 Sycamore Road. The DeKalb location is in the city’s central TIF district, which will expire in 2020. DeKalb City Council members rejected the proposal because it did not conform with city policy, but had been in talks with the dealership for more than a year, DeKalb Mayor John Rey said.

“City staff and the City Council have been in active discussion about incentives for extra investment for a year plus,” he said. “Their building is deemed too large for their current business model.”

While the loss will be a hit to DeKalb’s sales tax revenue, Rey said that looking back, there wasn’t anything he’d have done differently.

At the time, the plan was to renovate its location at 1890 Sycamore Road. Toyota mandated changes that would have cost the group a little more than $2 million, according to DeKalb city documents.

It was the dealership that approached Sycamore with the offer, which could cost between $4 million and $5 million to construct a new

sales site and service center in Sycamore, according to Sycamore city documents. The dealership is expected to be open by the year’s end.

“We were approached quite a while ago,” Mundy said. “We don’t approach businesses in our neighboring city. We recognize the importance of areawide appeal and resources, and sales and community benefit.

We do not go looking for businesses – particularly in DeKalb, or even in the county – that we would try to entice here.”

amore Road site would be redeveloped as a productive business, and he was confident that the auto group would remain an economic driver in DeKalb County.

“Brian and his daughter, Amy, lead a tremendous enterprise in northern Illinois,” he said. “They have given a lot to the DeKalb community for over 30 years and will remain in the greater DeKalb-Sycamore area as one of the largest automotive employers with a $10 million payroll and 250 employees.”

BARBARA ELAINE DANIELSEN

Born: Sept. 7, 1933 Died: Feb. 12, 2016

Barbara Elaine Danielsen, age 82, of Sycamore, Illinois passed away peacefully February 12, 2016, at home surrounded by her loving family after a long illness.

A lifelong resident of Sycamore, Barbara was born September 7, 1933, to Marguerite (Reynolds) Fry and Homer Cady. Barbara was united in marriage to Edward F. Danielsen Sr. in December of 1952 and spent the next 52 years of their lives together until his passing in February of 2005. Barbara was employed many years at Turner Brass Company in Sycamore until her retirement. In the 1960s she was an active member of the Sycamore Kitchen Band. She was a member of the Sycamore VFW Ladies Auxiliary and a lifetime member of the Sycamore Moose Club. During her retirement she spent many hours researching decades of family through genealogy and loved spending time with her grandchildren. She was an expert gardener and enjoyed cooking with family and making crafts. She loved the Lord and was proud of the American flag and our American Veterans. She will be deeply missed.

She is survived by her five daughters, Ellen (Bob) Hawley, Carol Warber, Jeanne

Ray Slinkard, 80, of DeKalb, Illinois, passed away Friday, February 12, 2016, at Kishwaukee Hospital.

Born May 12, 1935, in Oran, Missouri, the son of Ora A. and Juanita (Griffith) Slinkard, Ray married Beverly Jean (Leiseberg) Reeves on May 18, 1981.

A member of DeKalb Moose and Teamsters Local 330, Ray worked for Johnson Concrete for more than 30 years. He also was a truck driver for Paul Johnson in Waterman and had earlier owned Cougar Trucking Company in DeKalb.

He is survived by his wife, Beverly;

raised their family and still reside. His love for cattle began as a young boy when his Uncle Joe Susina gave him his first 4-H calf.

Since that time, one of his greatest joys has been raising cattle and more recently working the cattle with his dog – Duke. He was a graduate of Burlington Central High School in 1969.

Like his father, he became a custom-trim carpenter, first working for the union, then later owning his own business’ Susina Woodworking and Oakwood Builders.

He later worked for J.R. Enterprises Elgin, IL, until he became disabled February 13, 2004 due to heart disease. In 1994, the family built a log cabin vacation home in Highland WI, on 40 acres of woodlands.

This became his favorite ‘get away’ with his wife and grandchildren. It is also the last place we had our annual family vacation. He enjoyed hunting, fishing, and traveling. He would say “all is right with the world” when he was sitting in his skid loader feeding the cows with Duke.

Bill was the most amazing father not only to his three children, but he was a second father to several nieces, nephews, and friends of his children.

He had a heart of gold, it just got tired too soon.

SYCAMORE – Owners of a local brunch restaurant plan to open a new drive-thru breakfast restaurant in June on State Street.

Alex Henigan, Peter Spyratos and Dennes Spyratos – the trio behind the Eggsclusive Cafe restaurants in Sycamore and Cherry Valley – plan to open Eggspress at the site formerly occupied by Mudslingers Drive-Thru Coffee, at 202 E. State St. Henigan said they are planning a major overhaul of the property to create a modern drive-thru spot that serves quality breakfast meals to people in a hurry.

They opened the first Eggspress location in Loves Park in 2015 and plan to open two more of the drive-thru restaurants – one in Sycamore and another in Machesney Park, Henigan said.

Eggspress will serve the same quality food that is found at Eggsclusive, but will have a smaller menu and be designed for those on the go.

“Not everyone has time to sit down for an hour for breakfast,” Henigan said.

The Sycamore residents plan to buy the property and make renovations similar to the Eggspress in Loves Park, which features a modern, white and gray exterior. Other work will address the property’s drive-thru, which needs to be changed to make room for more customers.

The State Street location has previously been the location of Grandpa’s Place Coffee Shop & Eatery and, for many years, the Country School Family Restaurant.

SYCAMORE – Dairy Dogs is up for auction and has generated a lot of interest, auctioneer Steve Almburg said.

“We had a great open house Saturday,” Almburg said. “We had everyone from young families to seasoned restaurateurs.”

The ice cream shop and drivethru at 675 E. State St. has been an icon in the Sycamore community for more than 50 years. Dairy Dogs has been on the market for more than a year, owner Margret Schrant said. She said the she hoped the new owner would keep the brand in existence.

“I love Dairy Dogs, and we have worked hard on developing the brand,” she said. “My hope is that someone will fall in love with it the way I did and continue down that path.”

She said that, ultimately, she didn’t have enough time to dedicate to the business and her customers.

“Work and family obligations have kept me from giving it the attention it deserves and the attention that the people of Sycamore deserve,” she said.

“Of course [the new owner] might have their own vision and dreams, which is OK, too.”

Most people who stopped by the open house seemed to want to keep the business the way it is, Almburg said.

“It’s really a turn-key deal,” he said. “It’s not like this was something that had been closed. It’s a seasonal business, so everything has been ready for hibernation, and it’s ready to start back up again.”

Drones posing new challenges for Ill. prisons

The Associated Press SPRINGFIELD – Wily inmates and their associates on the outside are deploying drones to deliver drugs, cellphones and other contraband to prison yards, leaving prison guards and correctional authorities trying to decide how to deal with the new technology.

After smuggling incidents around prisons in Maryland, Ohio and Oklahoma, Illinois lawmakers are proposing legislation to penalize the activity, even though the state has yet to see an incident on its own turf. Wisconsin and Michigan also have pending legislation to criminalize the use of drones over prisons.

The idea for the Illinois measure came from the state’s Department of Corrections. While drones haven’t been a problem yet, the department “is taking a proactive approach to ensure it does not” become one, spokeswoman Nicole Wilson said.

“It’s like anything, new technology brings new problems,” said Sen. Tim Bivins, a Republican sponsoring the Illinois legislation. Bivins’ bill would add an extra year of prison to inmates involved in bringing contraband into prison with a drone.

Man on snowmobile dies on Wisconsin’s Lake Geneva

LAKE GENEVA, Wis. – The Department of Natural Resources is warning about thin ice across southern Wisconsin after the death of an Illinois man whose snowmobile went into Lake Geneva.

The DNR said the man’s snowmobile hit open water in the middle of the lake about 9 p.m. Sunday. Another man jumped off his machine and stayed on the ice. He called for help, but WISN-TV reported it took about an hour for rescuers to reach him.

DNR Warden Juan Gomez said because of the open water in the center of the lake, rescuers didn’t want to put emergency responders at risk until they could prepare.

Poland angry at criticism from U.S. over rule of law

WARSAW, Poland – Polish leaders said three U.S. senators who have expressed concerns about the rule of law in Poland are misinformed about the country and do not have the right to lecture Warsaw about its internal affairs.

The bipartisan group of senators, Arizona’s John McCain, Benjamin Cardin of Maryland and Richard Durbin of Illinois, sent a letter last week to Polish Prime Minister Beata Szydlo expressing their concern that the new laws affecting the constitutional court and public media “could serve to diminish democratic norms, including the rule of law and independence of the judiciary.”

State police to crack down on expressway shootings

CHICAGO – Illinois State Police said they’re going to start cracking down on violence on Chicago-area expressways.

State police said Monday that they’ll start using aircraft, video cameras, undercover officers and covert vehicles as part of the Chicago Expressway Anti-Violence Surge.

The goal is to stop expressway shootings.

Police said there also will be more uniformed troopers on the expressways.

State police officials said that over the past few years gang-related gun violence has escalated and shifted to Chicago expressways. They said the shootings put the

Brian Niceswanger, a spokesman for the Ohio Department of Corrections, said officials explored the possibility of using technology that blocks the radio waves that control the drones, but worried that could impact cellphone reception at the prison and in nearby neighborhoods.

For now, Niceswanger said, they’re still trying to determine what to do about drones.

“We’re not going to allow anyone to try to shoot them down or anything like that,” he said. “We’re trying to explore what options there are to combat them other than increasing the penalties for those who try to fly them in.”

Monroe County Sheriff Neal Rohlfing said on Sunday that his department’s investigation of Columbia Police Chief Joe Edwards has been turned over to a special state prosecutor at the county prosecutor’s request. Obama faces political puzzle in naming Scalia’s successor

WASHINGTON – For most presidents, choosing a Supreme Court nominee is a puzzle. For President Barack Obama, the chance to pick a successor to Justice Antonin Scalia is more like a Gordian Knot.

As the White House carries out a rare election-year search for a nominee, the president’s lawyers and top advisers are sorting through a tangled web of political, legal and personal factors. A smart pick and nomination strategy could determine whether Obama gets to reshape the highest court for the next generation.

The wrong pick could cede that opportunity to his successor.

Democrats view this as a moment decades in the making. Recent Republican presidents have gotten more chances to fill seats, tilting the court to the right.

“The Supreme Court has not reflected where the American people have been on issues,” said Gregory Craig, who served as White House counsel early in Obama’s first term. “This is the first opportunity in many, many years to bring the court more in line with the American people.”

For Obama, the clock is ticking. The sooner he picks a name, the longer he has to try to force the Republican-led Senate to hold a vote.

At the heart of Obama’s dilemma is how to manage the fierce Republican opposition to his decision to name a nominee. Within hours of Scalia’s death on Saturday, Republicans began arguing Obama should let his successor fill the open seat.

Obama brushed that argument aside, but it is undoubtedly weighing on his decision. Given

the election-year timing, Obama would likely have been inclined to name the nominee most likely to appeal to Republican senators.

But if Republicans object to Obama even trying to fill the post – and remain united in that position – the president may see little point in bending too far to appease the other party.

He may feel the pull to focus more on ginning up his own party’s base. Then key question becomes: What are the chances of getting a vote?

This wouldn’t be “the first time Republicans have come out with a lot of bluster only to have reality sink in,” White House spokesman Eric Schultz said Monday.

Refusing to allow a vote has consequences for the court, Shultz said, pointing to the prospects for tie votes that would allow lower court decisions to stand.

Schultz said the president will use the same criteria he used when he nominated Sonia Sotomayor, who became the first Hispanic on the court, and Elena Kagan, then-solicitor general.

In those instances, and in his appointments to lower courts, Obama has shown a desire to expand ethnic and racial diversity and to elevate more women. His nominee would almost certainly support abortion rights, consideration of race in college admissions and other areas of public life, limits on campaign contributions and stronger rights of labor unions – all issues that have divided the court’s liberal and conservative justices on a 5-4 margin.

In all likelihood, those cases where the conservatives prevailed, with Scalia in the majority, would come out the other way if Obama gets to pick Scalia’s successor.

Obama also has prioritized young candidates – people likely to hold the seat for decades.

Bank officials feel ‘validation’ after award

ksmith@shawmedia.com DeKALB – After accepting the Chamber of Commerce’s Business of the Year Award, First National Bank feels confident about its transition from Castle Bank earlier in the year, First National Bank Illinois Market President Tim Struthers said.

DeKalb Chamber of Commerce named the bank Business of the Year at its banquet Jan. 21. The award was validation that First National Bank has maintained its positive community ties amid a time of rebranding.

“I think it was a little bit of validation of the seamlessness of the name change. I think that, to me, was probably the most gratifying piece of it,” Struthers said.

Beginning Sept. 8, Castle Bank officially called itself First National Bank. Castle Bank became part of First National of Nebraska in 2002, and has operated as a division of First National Bank of Omaha since 2010.

“The name change again was more purely branding and nothing at all in the guts of the company,” he said.

DeKalb’s First National Bank has been in business for 160 years and employs 231 people. Over the past three years, $350 million in new commercial loans have been booked in northern Illinois, which

has helped lead the community to grow and expand, according to the bank’s nomination form.

“They’re involved in a number of boards, committees, task forces and councils,” Chamber Executive Director Matt Duffy said.

The bank has sponsored 12 employees to travel to China for a Habitat for Humanity build and, through a Visa sponsorship, sent one employee to the Super Bowl, chamber documents show.

More than a century after its establishment, First National Bank continues to gain market share in all its markets, Struthers said.

“We have great products services,” he said. “We serve five counties in northern Illinois, and [we’re] really making progress with all of those counties.”

Castle Bank has 14 banking offices located in DeKalb, Kendall, Kane, Boone and McHenry counties in north central Illinois.

Being named Business of the Year was a step forward for the bank’s continued service within the community, Struthers said.

“We have no big plans really, just keep doing what we’ve always done,” he said. “We feel good about our rhythm, and our overall operating plan, and our approach to the business.”

DAILY CHRONICLE The Cardiac Lab at Kishwaukee Hospital, part of Northwestern Medicine, has been granted a threeyear term of accreditation in echocardiography in the area of adult transthoracic by the Intersocietal Accreditation Commission (IAC).

Accreditation by the IAC means that the department has undergone a thorough review of its operational and technical components by a panel of experts.

The IAC grants accreditation only to those facilities that are found to be providing quality patient care in compliance with national standards through a comprehensive application process, including detailed case study review.

This accreditation is widely respected within the medical community, as illustrated by the support of the national medical societies related to echocardiography, which include physicians and sonographers. Echocardiography accreditation is required in some states and regions by the Centers for Medicare and Medicaid Services and by some private insurers. However, patients should remain vigilant in making sure their echocardiography procedures are performed within accredited facilities because for many facilities accreditation remains a voluntary process.

Whether you have children, siblings or just friends, we’ve all experienced the blame game.

Pointing the finger, telling on them or getting others into trouble so that you don’t. I have twin boys, so this happens on a daily basis in my house but they are 7 years old, so that’s a little to be expected.

What’s more surprising is when you see the same behavior from grown adults. Just turn on the presidential debates or watch a postgame news conference with professional athletes and you’ll see plenty of this in action. In Springfield, the game of chicken has gone on way too long. Not having a budget is something that is simply not acceptable, and the effects are felt throughout the state. If you ask a legislator on either side of the aisle, you’ll simply get a deflection of blame to the other side.

It doesn’t matter who is actually at fault because most of the time there is enough blame to go around. The truth of the matter is that most of us don’t care about that, we just want people to do the jobs that they are elected (or hired) to do.

Stop pointing the finger and start getting the work done. Our leaders locally, statewide and nationally need to focus their efforts on how to make things happen in a way that is better for the people they represent. And we as citizens need to let them do that, too, which is what the election process is all about. We need to focus our energy on finding ways to solve challenges (not creating new ones).

Providing assistance and valuable feedback to help accomplish community goals is key.

This is a great community and one that will continue to be that way if we focus on the solutions

Cooperation for govt. consolidation While Illinois has a host of problems that lead to higher property taxes, the volume of local taxing bodies unquestionably is one of the factors.

While it’s been said many times, it bears repeating: Illinois has about 7,000 units of local government – by far more than any other state.

Those units have government functions, elected leaders, paid employees and a tax rate someone finds on his property tax bill.

Most residents in these communities have no idea what some of these taxing districts are or who is a part of them. Officials in some of these districts generally run in uncontested elections or are appointed to fill vacancies.

That doesn’t mean these individuals don’t mean well. This isn’t about intentions. It’s about efficiency. It’s about accountability, and there isn’t any.

The bulk of these government entities have real functions and real employees who perform real work, but there is a way to consolidate these services. When government officials say there is no way, they are not trying or not telling the truth and often are protecting their own interests.

It’s going to take residents to disassemble the dozens of government fiefdoms in DeKalb County and other counties around Illinois. Don’t expect government officials to take these tasks upon themselves. It’s akin to expecting a private enterprise to shutter itself for the greater good.

That’s why we support Gov. Bruce Rauner’s government consolidation proposals unveiled this month, which were based on the final report from the Task Force on Consolidation and Unfunded Mandates chaired by Lt. Gov. Evelyn Sanguinetti.

The best of four bills proposed allows for citizen referendums to force the consolidation of “duplicative, excessive or unnecessary” units of government. It will be interesting to see how those terms are defined, but it’s a step in the right direction.

Another bill seeks to remove barriers to township consolidation that some McHenry County Board members said they faced when considering placing a proposal for consolidation on a ballot.

Opponents said township consolidation under current terms would increase tax rates for some.

What’s clear is that it’s going to take the cooperation of the state and residents to unravel the unnecessary layers of local government. Without some legal changes and a citizenry rising up and taking action for themselves, we’d expect little to change.

LETTERS TO THE EDITOR Most vulnerable hurt by lack of mental health care

To the Editor: I am writing to respond to the Critical Care series, and respond to one of the letters written in response to the articles.

It begins with the recent death of one of NIU’s students at the hands of police.

A student who had a history of mental disturbance but was not able to obtain the mental care while he was in DeKalb County.

Then a widow whose son should have had long-term behavioral health care.

What we see while reading through this article is a broken system that is leaving members of the community to fend for themselves.

A story of a veteran who was broken during his time in the military, who was in need of long-term behavioral health care.

All available veterans’ services are almost

two hours away and the closest hospital that could have helped him is almost an hour away. In the end, this veteran with a shattered mind was shot by the police in front of family.

Some of the most vulnerable people to this behavioral health care desert are minorities, low-income families and veterans.

DeKalb County’s poverty rate is at 19 percent, about 20,000 people as of 2014.

There are 5,687 veterans in DeKalb County.

Minorities are 23,624 total in DeKalb County according to the U.S. Census Bureau. Of the 105,462 people in the county, a little over 20,000 of them need a mental health professional.

In respond to Charles Rose’s guest view (“Mental health care changes coming to DeKalb County,” page 12, Feb. 5): I am happy to hear the mental health court is in the process of being created.

There is no clear guarantee of inpatient

care in your response. What you did say is, “May include crisis intervention beds.”

That’s just a fancy way of saying “We’ll think about it, now go away, you bother me.”

Yes, Central DuPage Hospital in Winfield has 54 beds, those are an hour away. The distance impacts our most vulnerable community members.

The crisis intervention beds are the solution that will be cost effective, but what of the adolescents? The crisis intervention beds will be needed not only for adults, but a version for the adolescent population.

The choice for what is best for this community should be the focus and response of the board you chair. I encourage you to take the steps necessary to create a crisis intervention facility for the community.

choice” and should be given “a little more respect for the fact that they’re struggling.” Neither stand seems likely to appeal to many South Carolina Republican voters.

Going negative in a multicandidate race is risky, because attacks can hurt the attacker. Trump took this risk, especially on attacking George W. Bush, and so did Jeb Bush, who hit the front-runner most often. Cruz, more a target than an attacker here, may have been hurt as well.

Rubio, less under attack, gave detailed responses on foreign policy, on defending his child tax credit, on turning welfare over to the states. He claimed to be the strongest general election candidate and was the only candidate to evoke Ronald Reagan.

He also deftly laced his comments with remarks designed to appeal to religious conservatives, citing Scalia’s same-sex marriage dissent, proclaiming that life begins at conception and that rights come from the Creator.

What’s the result of all this back-andforth? We’ll know Saturday night, when the South Carolina results come in.

Will mental health needs be met after health merger?

We applaud the Daily Chronicle staff for their three-part series delving into the crisis in mental health care and the lack of services in this county.

It recognizes the community’s concerns and our efforts in testifying before the Illinois Health Facilities and Services Review Board and the letters of support from key officials in law enforcement and local government that attempted to return mental health inpatient care to Kishwaukee Hospital.

I serve as both the co-chairwoman of the DeKalb County Citizens for Better Mental Health Care and as a member of the County Mental Health Coordinating Council steering committee working toward a mental health court along with Judge Robbin Stuckert and Community Mental Health Board Executive Director Deanna Cada.

With a mental health court, not only will those with mental-health issues not be treated as criminals and be given help to live independently with professional counseling, but the county will save money. It is estimated that it costs about $23,000 a year to house someone in jail.

GUEST VIEW Eileen Dubin This is a step in the right direction toward helping those with behavioral health problems, but more has to be done.

Recently, the Ben Gordon Center was absorbed by KishHealth System, and it remains to be seen if it will improve the counseling services that have been denied to many, particularly since the county mental health board provided the building without cost to KishHealth/Northwestern Memorial Health Care system with the merger.

If, as mental health board President Charles Rose suggested in his Daily Chronicle guest view Feb. 5, the board and hospital are collaborating to establish an intensive outpatient treatment program that could include triage and crisis intervention beds in the Ben Gordon Center, what happens to the social workers and counseling staff

who now work there?

It is wonderful that new models are being developed that involve intensive outpatient treatment to provide services before a patient is in crisis.

It is also useful to know that if emergency room patients need to be moved to another hospital out of the area at least they will all be going to Central DuPage Hospital in Winfield.

However, that is still more than 40 miles away from DeKalb and can cause hardship for families without transportation and resources to get there.

We remain committed to seeking inpatient behavioral health beds at Kishwaukee Hospital.

What is missing in many discussions is the broad-based need for mental health care on all levels– from preschool to adulthood.

There needs for better coordination with a wide range of social service institutions in our community. Indeed, with the promise of more funding for mental health needs countrywide, the social service agencies, County Board committees, Northern Illinois, University and the local schools need to

collaborate on some innovative grant proposals to meet a variety of unmet needs in our county.

The police departments, Sheriff’s Office, and the court system need to deal with both mental illness and substance abuse and not be forced to continue using our jail for the mentally ill.

I write this not only as a concerned citizen but someone who has sat on the DeKalb County Health & Human Health Services Committee for eight years, on the DeKalb County Board as a representative on the Mental Health Board and then joining that board as a citizen representative for two more years.

The DeKalb County Citizens for Better Mental Health Care will continue educating the public about the importance of improved mental health treatment close to our homes. We need only to watch the heart breaking news of mentally ill-related shootings around our country to understand the crucial needs here and elsewhere.

The CBS presidential debate in Greenville, South Carolina, started off with a moment of silence in memory of Justice Antonin Scalia, whose death was announced earlier in the day. And the debate that followed was a sort of tribute to the late jurist.

Not that Scalia was much talked about. Every candidate agreed that the Senate should not confirm an Obama nominee, and all but John Kasich promised to appoint a conservative originalist. But the back-and-forth had a certain resemblance to Supreme Court arguments in which Scalia typically peppered lawyers with sharp questions from the get-go.

The fireworks started on foreign policy, when Jeb Bush attacked Donald Trump for accommodating Russia in Syria and Trump argued we couldn’t fight two wars at the same time: a substantive dispute over a current difficult problem.

Then Trump called the Iraq War a big mistake and went on to say George W. Bush lied and said there were weapons of mass destruction when he knew there were none. This was a Democratic meme and without merit: Every intelligence agency and Saddam Hussein’s own generals believed he had WMDs. But instead of pointing that out, Bush said his father was a great man and his brother kept America safe. To

sports@daily-chronicle.com BELVIDERE – DeKalb survived a back-and-forth girls basketball contest in the first game of the Class 4A Belvidere North Regional, beating Jacobs, 38-35, Monday night.

DeKalb (8-21) held a 36-35 lead with less than 10 seconds left in the game when Jacobs had the ball and the chance to take the lead. That’s when a costly turnover was committed, leaving only 4.7 seconds on the clock. Those final moments portrayed the way the rest of the game went, where both teams traded leads.

We had our chances, and when the ball falls short, the ball falls short. Unfortunately in the state tournament when that happens, you go home on the first night.”

SERENA – It might have taken a little longer than what it had liked to keep its historic season going, but the Indian Creek girls basketball team will have a chance for its first sectional championship in school history.

Having fought through a sluggish first half in their Class 1A Serena Sectional semifinal against Amboy, the Timberwolves found a rhythm and gradually increased their lead against the Clippers en route to a 48-30 win Monday night.

Indian Creek (29-1) advances to the Sweet 16 for the first time with the win.

Annawan (29-4), a 60-57 overtime winner against Ashton-Franklin Center in the evening’s earlier semifinal, stands in the Timberwolves’ way.

The 2-3 zone of the Clippers (22-7) made shooting a struggle early, but throughout the course of the game, they struggled to keep up with the speed of the Timberwolves. Leading the charge was the fleet-footed Alexis VanWyhe, who led her team with 18 points on 7-of-9 shooting.

“We made some baskets in transition and got the ball going a little bit,” Indian Creek coach Paul Muchmore said. “We struggled early and we couldn’t get any rhythm.

“When you struggle outside against a 2-3 zone, you’re going to be in for a long evening.”

Despite forcing seven Clippers turnovers in the first quarter, the Timberwolves led 18-13 at halftime, and outscored the Clippers 30-18 in the final 16 minutes. Amboy struggled from the field (10 for 38), and a good chunk of the misses were blocked by Timberwolves defenders. Indian Creek had nine blocks, with MaKayli Vann’s four leading the way.

Josie Diehl added a double-double with 10 points and 13 rebounds.

“We’re a team that likes to run,” Diehl said, “so we knew we needed to use it to our advantage, and beat them back when we got that defensive rebound. We did an all right job at it.”

“I wasn’t thrilled with the lack of penetration early,” Cogs coach Kyle Henkel said. “We came out pretty lethargic and without energy. I am happy with the way that they picked it up as the game went on.”

The Cogs will face No. 3 Hampshire at 7:30 p.m. today.

The Cogs (16-11) led the Hornets (022), 7-6, after the first quarter. As the game wore on, the Cogs’ offense was able to get into a groove. At one point, it seemed as if Cogs junior guards Jesi Nay and Julie Galauner were in a scoring duel, answering each other’s offensive output and pushing one another to play harder.

“I just take whatever the defense gives to me,” Galauner said. “If they’re sagging off of me, I’ll shoot. I feel like I am a pretty good shooter. At the same time, if the defense collapses on me, I feel good kicking the ball outside because I know we have shooters that can hit shots.”

Galauner finished with 13 points, a rebound and a steal, and Nay finished with 12 points, a steal and a block.

“We just got to take it one game at a time,” Henkel said. “We’re going to focus on Hampshire because they are a very good team that you cannot look past. We have to focus on being the team that plays hardest and being the team that makes the fewest mistakes.

Whichever team does that will be the one that wins.”

For the Hornets, first-year coach Brian Heidtke has the tall task of rebuilding their basketball program essentially from scratch. Heidtke’s plans for the program will lay the infrastructure for competing and hopefully, success.

“We just need to continue to work on the fundamentals. Passing, shooting and reversing the ball to the weak side are things that will really help us a lot,” Heidtke said. “We have to get our young players out to open gyms in the spring. Being hired after the off-season was over, I wasn’t able to be with them in the summer. We’re going to do shooting camps, summer league and off season programs. These kids just need an opportunity to get better and they will.”

She worked with students in Kitengela, Kenya, for five weeks and taught math, English, religion and physical education. Phillips, a Hinckley-Big Rock grad, also worked with the Interfaith Worker Justice and the Labor Religion Coalition of New York State, a social justice group that unites faith, labor and community for economic justice.

At Loras, she’s served as a peer assistant for three years.

A program designed to assist first-year college students transition socially and Kaitlin Phillips academically to life on campus. She also has volunteered at a local elementary school working with underprivileged students. She served students food, read to them and checked their homework.

On Feb. 9, Phillips was named to the 2016 Allstate Women’s Basketball Coaches Association Good Works Team. There were 103 nominees for the award, which was narrowed down to 10 recipients. Five players from Division I and five players from Divisions II, III and NAIA, The Good Works Team will attend the 2016 WBCA Convention and 2016 NCAA Women’s Final Four in Indianapolis, where it will participate in a community service project benefiting the city.

McDaniels spent the previous two seasons at Rutgers. He was the Scarlet Knights’ offensive coordinator and quarterbacks coach in 2015. From 201213, McDaniels was an offensive assistant for the Buccaneers. In 2009-10, he was on the staff of the Broncos when his brother, Josh, was head coach.

The Bears hired Curtis Johnson as their wide receivers coach and Ben McDaniels as an offensive assistant.

Pierre Ngo was promoted to assistant strength and conditioning coach.

Johnson, who replaces Mike Groh, comes to the Bears after four years as head coach at Tulane. He spent the previous six seasons coaching the receivers for the Saints, overlapping with current Bears general manager Ryan Pace. Johnson oversaw the Saints’ wideouts during their Super Bowl season, including the development of Marques Colston.

From 1996 to 2005, Johnson was the receivers coach at the University of Miami, coaching Andre Johnson, Santana Moss and Reggie Wayne.

But the quintessential one to Bryant came in the wee hours of Sunday morning inside a rented-out restaurant, where he was the guest of honor at a celebration arranged by Chris Paul, Carmelo Anthony and Dwyane Wade.

ed all weekend, and having 20,000 fans chant his name left him beaming. Having three longtime rivals quietly pay tribute meant even more.

“It was really special,” Bryant told The Associated Press on Sunday night after scoring 10 points in his last All-Star appearance, a 196173 win for the West over the East.

“Those are the things you don’t get a chance to hear when you’re competing against each other. To hear those stories now, you have such a deep sense of appreciation and such a brotherhood from all the years of competing against each other. It just felt good.”

They gave him some silly gifts.

They presented him with a giant bottle of wine, a 1996 vintage in a nod to his rookie season. And they told Bryant what he meant to their lives.

The dinner was secret, super-exclusive, invitation-only. It’s something the trio started doing last season at All-Star weekend, calling the gathering the Gentleman’s Supper Club.

CHICAGO – Three consecutive home losses – just part of the Blackhawks’ annual second-half lull, or something to worry about?

“If you look at the standings and games played and the schedule, we’ve played more than five games than some teams in the league,” Patrick Kane said. “So we’ve played a lot of games. No excuse, though. When we get ourselves in these little funks, the best way to get out of them is to win a game and get yourself right back on track.”

The Hawks got the win they needed, beating the Toronto Maple Leafs, 7-2, Monday night at the United Center as seven players scored.

Richard Panik But it remains to be seen if they’re back on track. The Maple Leafs are a team in transition under first-year coach Mike Babcock.

They’re 4-11-2 in their past 17 games, with only two victories in regulation.

Further complicating matters for the Hawks is the absence of Marian Hossa, who is out for two weeks with a lower-body injury after he was hipchecked by the Ducks’ Hampus Lindholm on Saturday night. “Hopefully, two weeks is probably what we’re looking at,” is how coach Joel Quenneville put it Monday.

Quenneville put newcomer Richard Panik in Hossa’s spot on the first line, with Jonathan Toews and Andrew Shaw. Panik has three goals in 14 games since being acquired from the Maple Leafs for Jeremy Morin on Jan. 3.

“He can score,” Quenneville said in explaining the decision to give Panik the first shot at filling in for Hossa.

“He’s had some stretches in games where he looks like he can play up there.”

As with all of Quennneville’s moves, this one in particular is fluid.

Teuvo Teravainen, perhaps a more likely candidate for a top-six position, was kept on the third line with Andrew Desjardins and Phillip Danault.

Teravainen’s inability to take advantage of previous top-line opportunities seemed like Quenneville’s explanation for going with Panik.

“He’s had a few chances where we’re looking for him to grab it and look like you can play there and stay there,” Quenneville said. “When Jonny was out in Denver (serving a suspension for missing the All-Star Game), I thought he played a real good game at center.”

Panik was excited about the opportunity and confident he could take advantage of it.

“I don’t feel any pressure. It’s hockey, a game I’ve played since I was a kid,” he said. “It’s a bigger opportunity for me. I will get more ice time, and, hopefully, we’ll make some plays, [create] some scoring chances and score goals.”

That didn’t happen against the Maple Leafs, but it didn’t matter.

Mashinter gave the Hawks a 1-0 lead just 2:33 into the game with a wrist shot from the right faceoff dot that went over James Reimer’s shoulder.

Shaw made it 2-0 on a power play when he punched in a loose puck in front of the net, with Toews and Kane also battling in front. Kane and Duncan Keith earned assists on the goal – Kane’s 46th of the season for a league-leading 79th point.

ince area school’s were closed Monday in observance of Presidents Day, the DeKalb Public Library hosted a science, technology, engineering and mathematics session, presented by Sylvan of Sycamore.

Dear Abby: My sister-inlaw has asked me to pay for repairs to the passenger seat of her car. She was picking up my 9-year-old to stay the night, and when he got inside, he moved the seat forward to better fit his stature. She got upset and said, “The seat was broken. We had it set just right for me when I’m the passenger.”

Since he adjusted it she hasn’t been able to reset it. When I asked if there was a note on the dash that read “Do not move seat,” she said no. Premenstrual issues are treatable Dear Dr. K: I always assumed my premenstrual mood swings were normal. But then I talked to some friends whose emotional symptoms are much less severe than mine. A quick Internet search turned up “PMDD.” Can you tell me more about this?

Dear Reader: The physical symptoms of premenstrual dysmorphic disorder (PMDD) and premenstrual syndrome (PMS) are the same. They include fatigue, swollen breasts, backache, headache, food cravings, bloating, constipation and diarrhea. But the emotional symptoms of PMDD, compared to PMS, are much more severe.

PMDD is characterized by extreme moodiness, irritability, depression and anxiety.

These symptoms appear the week before a woman gets her period and go away a few days after it starts. A woman with PMDD may experience severe depression and feelings of hopelessness. In especially severe cases, women even may feel suicidal. For these reasons, PMDD is an official psychiatric diagnosis.

How can you tell if you have PMDD or PMS? For a cycle or two, keep track of the dates of your period. Note when your symptoms occur and how severe they are. Your doctor can review the pattern and severity of your symptoms.

PMDD can be treated, but finding the right treatment can take time, as well as trial and error. I spoke to Dr. Hope Ricciotti, my Harvard Medical School colleague and editor-in-chief of the Harvard Women’s Health Watch, about the options.

For women with PMDD who also want contraception, the birth control pill can be very effective. Several studies suggest the best birth control pills for controlling PMDD symptoms contain the hormone drospirenone.

ASK DOCTOR K Anthony L. Komaroff slightly more likely to cause blood clots than other pills; however, the risk still is relatively low. In women who are older than 35 and are smokers, the risk is higher.

If this doesn’t adequately improve your symptoms, increasing the amount of estrogen in your birth control pill can help. If you still have troublesome symptoms, your doctor might recommend the “continuous method.”

In this method, you take active birth control pills every day. Women who follow the continuous method will stop having periods.

Another treatment option is the class of antidepressants called selective serotonin reuptake inhibitors (SSRIs). There are many SSRIs to choose from, and studies suggest they are equally effective. If the first one you try doesn’t work, your doctor can change the dose or have you try a different SSRI to see if you get a better response.

The women I’ve treated for PMDD often have had their symptoms for years before seeking help. For women who haven’t experienced it, or for people who have not seen it in family and friends, it can be hard to appreciate how disruptive PMDD can be. For around 10 to 15 days each month, a person with PMDD really can have trouble at home and at work. Their moodiness and irritability can affect their relationships with family or co-workers.
