Even Obama wants no part of this POLL YESTERDAY’S RESULTS Not even the president wants to wade into the morass that is Illinois’ budget standoff.

Yes, as the leader of the free world he speaks to a broader audience when he gives a speech.

But Obama was also a state senator from 1996 to 2004. Springfield is where he launched his presidential bid in 2007. He knows the players, he knows the way things are done.

Obama’s the most powerful man in the world – and he’ll pass, thanks.

It’s not as though Obama makes it a point not to get involved with state affairs: In 2013, he urged state lawmakers to legalize gay marriage – and they did.

On Wednesday, Obama took center stage in the most dysfunctional statehouse in the country and barely mentioned the fact that things are falling apart here.

Of course, he does have his own budget problems – the one he sent to Capitol Hill this week was pronounced DOA. Congress isn’t

Think what you will of his policies, but Obama is right when he talks about how people are fed up with the government’s seeming inability to get anything done because people aren’t willing to compromise.

But we can’t even look to the president to save us from ourselves. He’s headed to California to meet Ellen DeGeneres, leaving us to work it out among ourselves.

NIU TO HOST RALLY FOR STATE BUDGET

A 14-year-old has been arrested in connection with a Feb. 4 incident where shots were fired in the 800 block of Russell Road, police said Wednesday in a news release.

The juvenile male and several other minors were arguing when the teen pulled out a handgun and started shooting, police said. No one was injured and the offender fled the scene, according to the release. Story, page 10.

H-BR GIRLS BASKETBALL SEASON ENDS WITH LOSS IN REGIONAL SEMIFINAL

The No. 7-seeded Hinckley Big-Rock girls basketball team had its season come to an end Wednesday night in a 65-31 loss to No. 2 Ashton-Franklin Center in a Class 1A Earlville Regional semifinal. The Royals ended their season with a 10-18 record. Story, page 19.

The public is welcome at a Unity Rally for a State Budget to be held at 11 a.m. Thursday at Northern Illinois University’s Barsema Alumni and Visitors Center, 231 N. Annie Glidden Road.

The purpose of the gathering is to highlight the harm being done after more than seven months without a state spending plan and urge lawmakers to negotiate an end to the crisis, NIU officials said in a news release. Story, page 9.

Obama issues an appeal for political unity to Legislature

rgillespie@shawmedia.com With The ASSOCIATED PRESS SPRINGFIELD – President Barack Obama’s message about overcoming the bitter and seemingly intractable nature of modern politics was particularly applicable in Illinois, local legislators agreed on Wednesday.

However, the members of Obama’s Democratic Party, who control both the state House and Senate, have not often lived up to that, said State Sen. Dave Syverson, a Rockford Republican.

“So now we’ll just see what the next few weeks brings,” said Syverson, whose 35th District includes DeKalb County. “We hope it will bring people together willing to work on a budget.”

In a day trip to the state capital where he began his career and also launched his presidential bid, Obama fretted over the harsh tone and hardening partisanship he says is turning off voters. He waxed nostalgic about the chummier relations and bipartisan deal-making of his youth.

He appealed to state lawmakers, and the public, to rid politics of “polarization and meanness” that discourage widespread participation in civic life.

“It’s gotten worse,” he said bluntly in an address to the Illinois General Assembly, on the anniversary of his entry into presidential politics.

“Today, that kind of citizenship is threatened by a poisonous political climate that pushes people away from participating in our public life,” Obama added. “It turns folks off. It discourages them. It makes them cynical. And when that happens, more powerful and extreme voices fill the void.”

The sentiment echoed Obama’s 2007 address delivered in the cold on the steps of the Old State Capitol building.

It carried added resonance Wednesday, as outsider candidates in both parties celebrated huge victories in the New Hampshire primary.

In the presidential campaign to succeed him, both parties are dealing with voters deeply frustrated with the political climate.

tion is acute, said state Rep. Bob Pritchard, R-Hinckley.

“He repeated many of the points he made in [his] State of the Union address,” said Pritchard, who rep-

resents the 70th District. “But given in the context of Illinois and the challenges we have, his message really applied – when he talked about partisanship and gridlock, and just an

Republicans have seen a willingness to embrace coarsening conversation – Donald Trump has made a habit of using personal insults barely suitable for print. On the Democratic side, Bernie Sanders is calling for political revolution fueled by animosity toward corporate interests.

Obama has not formally waded into the Democratic race, but is increasingly trying to play the role of a Greek chorus.

On Wednesday, he spent much of his time outlining his worries about the role of big money in politics and the impact on legislating. He warned that compromise is necessary, and “doesn’t make me a sellout to my own party.”

NIU ensemble performs at DeKalb Public Library to kick off lunar new year

DeKALB – Library patrons got a glimpse of the Chinese – or Lunar – New Year on Wednesday as Northern Illinois University’s Chinese Music Ensemble celebrated the incoming Year of the Monkey with traditional Chinese music and a dragon dance.

The DeKalb Public Library hosted the 15-person band in its new Yusunas meeting room downstairs. The was the third time the band had performed in honor of the Lunar New Year.

Chinese music is the art of storytelling and evoking emotion, she said. The trick is to get it right with the often challenging instruments and melodies.

“The instruments are very different than Western instruments,” she said.

“Even though you feel like, ‘Oh, that’s just a flute,’ or ‘Oh, that looks just like a big guitar.’ ” Musicians have to incorporate different technique into their playing as well, which adds an additional layer of challenge, she said.

“You hear a lot of sliding, pulling or vibrating,” she said. “That is very Chinese. … The aesthetic concept is also very different.”

Chinese classical music should sound unique with each new performance, unlike Western music, which is meant to sound the same each time its played, she said.

“Each time, you should play something different, something better,” she said. “It has a lot of interpretation.”

The ensemble is open to professors and students alike. Taylor Atkins teaches East Asian history at NIU and is a longtime musician. He decided to try out the daruan – a modern Chinese instrument that is similar to a bass in that its a plucked string instrument and makes bass-like tones – for a new challenge.

The daruan is one of the more modern instruments, created in the 20th century, he said.

“It’s based on a smaller, traditional instrument,” he said. “It does some of the same things as a bass, but sometimes doubles the melody.”

Quentin Dover has been with the ensemble since 2009 and said it’s not just the instruments that are different, it’s the style of playing. Dover has his master’s degree in classical guitar performance and plays the pipa, a traditional Chinese four-string lute.

“There are certain similarities. It’s a fretted instrument similar to the guitar,” he said. “But it’s played completely different. The aesthetics and the music are a little different than what I played in classical music.”

rgillespie@shawmedia.com MALTA – Kishwaukee College officials want to increase tuition by 8.4 percent next school year as part of a package of fee increases and spending cuts meant to plug a $3.8 million budget hole.

Laurie Borowicz, the college’s new president, presented a budget package to the Board of Trustees on Tuesday that includes employee layoffs and a $10-a-credit-hour tuition hike, among other cost-cutting and revenue-generating measures. The proposal would be for the school’s fiscal 2017, which starts July 1.

“While this is a challenging time in the college’s history, we maintain our commitment to being good fiscal stewards to the taxpayers and our students,” Borowicz said.“We will continue to provide the quality academic programs and services the community has come to expect, and deserve, from us.”

If trustees approve the tuition increase, the cost per credit hour will go from $119 to $129. Also, Borowicz is asking to increase the technology fee by $1 to $7 a credit hour. The increases could add more than $100 to students’ tuition bills.

Trustee Kathleen Spears expressed concern, and pointed out that the col-

lege has increased tuition in each of the past three academic years. Starting in the fall of 2014 and 2015, the college charged students $10 more per credit hour. This year, students are paying $6 more a credit hour.

“I’m afraid that if students have alternatives, and there’s one that’s more financially beneficial ... they may choose to go somewhere else, instead of coming to us,” Spears said.

Additionally, the president’s plan asks for a $20 application fee for outof-district students who apply to the college. She said the admissions office processes those applications, but the students often end up not attending.

The fee would recoup some labor costs, she said.

Kishwaukee College has not received any of the $5 million it expected this school year because of the state budget impasse.

Borowicz said the college anticipated its state aid to decrease by 50 percent next year, to $2.5 million.

To further help pick up the financial slack, she is calling for the college to hire one-third fewer student workers, possibly decrease the number of computers on the campus students could access and reducing the amount of athletic and academic scholarships the college awards.

ksmith@shawmedia.com SYCAMORE – Sycamore School District 427 will host a public hearing Feb. 23 to discuss a proposal that would mean laying off 56 positions throughout the district.

Superintendent Kathy Countryman presented the proposal to the school board at its meeting Tuesday.

This is the second year of the board-approved, three-year, $3.8 million budget reduction plan. District 427 began the school year facing a $2.3 milKathy lion deficit.

The hearing will be at 7 p.m. Feb. 23 at Sycamore Middle School, 150 Maplewood Drive.

Teaching positions that could be eliminated include: four

full-time-equivalent core positions, two district-funded reading positions, three special education positions and five noncore positions.

The district could also lose one social worker, an elective staff member, 15 paraeducators, and one technology staff position.

“These are people that we’ve hired to do a specific job,” Dombek said. “We’ve gotten to know them.

We know that they’re talented. We know that they can do this job, and we know that they’re friends and that they make a contribution to the district.”

The proposal also includes eliminating nine lunchroom supervisor positions, five full-time-equivalent and two part-time clerical or support positions, and one security staff member.

The district’s grant-funded positions could be reinstated once money becomes available, Countryman said.

For now, however, the board could cut one grant-funded elementary classroom teacher, two reading positions, one social worker, and seven reading or math paraeducators.

“Looking at these positions, once

we have the grant funding allocations, which usually happens in May, then we’ll be able to analyze and look at what positions throughout the district we would like to fill with these,” Countryman said.

Athletic positions at both the high school and middle school could also be cut, with their responsibilities reallocated to other employees, she said.

At risk of being eliminated are: a Sycamore High School sports coordinator, four high school coaching positions, and a middle school dean’s assistant position.

“Those duties would be reassigned back to the athletic office and staff,” Countryman said. “The impact could be some limited student participation.”

The board will host meetings throughout next week to hear budget presentations from different departments throughout the district.

“The budget meetings next week will have additional proposals,” Countryman said at Tuesday’s meeting. “The proposals that you see in front of you tonight are probably the most painful, though because they involve people,”

LOCAL BRIEF Teen arrested in connection with Feb. 4 shooting

DeKALB – A 14-year-old has been arrested in connection with a Feb. 4 incident where shots were fired in the 800 block of Russell Road, police said Wednesday in a news release.

The juvenile male and several other minors were arguing when the teen pulled out a handgun and started shooting, police said. No one was injured and the offender fled the scene, according to the release.

Witnesses identified the teen arrested as the offender, and an arrest warrant was issued Friday. The boy was arrested and was in custody at the Kane County Juvenile Detention Center on Wednesday, according to the release. The boy’s name is not being released because he is underage.

DeKalb police still are investigating, as officials believe it may be linked to similar incidents. DeKalb police encourage people who have any information about the case to contact Crime Stoppers, the Detective Division or use the new “I Watch” app.

Third Ward Alderman Michael Mardquardt questioned whether cities with full-time clerks run into the issue of FOIA stress.

“Is that something that in other municipalities who do have a full-time clerk, more of those FOIA requests would go through that office?” he said.

Fourth Ward Alderman Bob Snow said further down the line, the city would have to consider implementing new technology or increasing staff to handle the increase.

“Obviously, we need to respond to these FOIA requests,” he said.

“My concern is how to handle the increased cost. … 922 hours, that’s a half-time position.”

Currently, Heyn is the city’s FOIA officer and there are designated people within each city department to search for information related to their departments. Mayor John Rey said that DeKalb strives for transparency and that the city is adequately equipped to handle the requests.

“We have a full-time person dedicated as a FOIA officer,” he said.

“I am satisfied with the response that individual is able to give to requests.”

From Springfield, the president was headed to California, where he will raise money for Democrats, appear on “The Ellen DeGeneres Show” and host the leaders of 10 Southeast Asian nations for a two-day summit beginning Monday.

DeKALB – Freedom of Information Act requests from the public are on the upswing in DeKalb, and officials are concerned about how to handle the additional cost generated by those requests.

Jared Heyn, the city’s management analyst and FOIA officer, said the city has seen a dramatic increase in FOIA requests over the past 10 years.

“In 2006, we had as few as 48 FOIAs,” he said. “It jumped up to 199 in 2014 and 294 last year.”

Heyn added that he projected the city would receive more than 400 requests for information in 2016, based on what has come in so far this year.

In 2015, he said, staff spent 922 hours responding to FOIA requests, the equivalent of about 18 hours a week.

Public bodies are legally required to respond to noncommercial Freedom of Information Act requests within five days. People seeking information for business purposes often have to wait a little longer, because the window of response time is three weeks for commercial requests.

Residents are entitled by law to request and inspect most government public records and documents, with a few exceptions. Records open to inspection include police reports, although request for those records are on the downswing because attorneys have started to use the subpoena process instead of FOIA, Heyn said.

“We’re still looking for ways to improve how we process FOIAs,” Heyn said.

Judge rules against archdiocese in sex case

The Associated Press CHICAGO – A judge ruled that a man who alleges he was abused by a Chicago priest 16 years ago can seek punitive damages, breathing new life into the case and others that could cost the Archdiocese of Chicago more money beyond the $130 million it has paid to sexual abuse victims.

In a ruling on Tuesday, Cook County Circuit Judge Clare McWilliams wrote that a man who alleges he was sexually abused as a boy in 2000 by former priest Daniel McCormack can seek punitive damages, which are compensation to punish an offender beyond any losses to the victim. The

SPRINGFIELD – Illinois motorists will have to keep track of when their vehicles need to pass an emissions test or be renewed, because the state says it won’t provide mailed notifications.

The Illinois Environmental Protection Agency and the Illinois Secretary of State’s office announced the temporary policy changes Tuesday.

The EPA said in a news release that it was forced to suspend mailing of vehicle emissions test notices, starting with license plates that expire at the end of March, because of the lack of a state budget.

As a result, Illinois Secretary of State Jesse White has decided to temporarily allow license plate renewals for vehicle owners who haven’t taken the emissions test, citing an unfair burden to the state’s residents. Those owners will be told they still have to get their vehicle tested.

White’s office said in September that it would stop mailing vehicle registration renewal reminders because of the budget standoff. The move was estimated to save $450,000 a month, and intended to allow White’s office to continue mailing other reminders – such as for driver’s license renewals – for a few months

case is scheduled for trial in July. The judge determined it was reasonably likely that attorneys could prove to a jury that the archdiocese showed “utter indifference” to the safety of parishioners by ordaining and placing McCormack in parishes at a time when it knew about sexual abuse by priests and about questions regarding McCormack’s sexual conduct in particular.

The ruling also means that possible victims in future cases involving McCormack can seek such damages if their lawsuits go to trial.

The archdiocese would not say if it would appeal the ruling, saying only in a statement: “We are disappointed in the ruling and will respond in court

at the appropriate time.”

The judge wrote that not only did the archdiocese know about the “widespread problem of priests abusing parishioners,” but McCormack was ordained by Cardinal Joseph Bernardin when the archdiocese knew of several instances of McCormack engaging in sexual acts after drinking alcohol.

The judge also rejected the archdiocese’s argument that there was no evidence Cardinal Francis George knew that McCormack was a risk to children. George promoted McCormack to a parish on the city’s West Side. He was criticized for failing to remove McCormack from the parish until months after he learned of sexual abuse allegation. He later apolo-

gized his handling of the McCormack case. Both the former leaders of the archdiocese, Bernardin and George, have since died.

The archdiocese has paid about $130 million to settle sex abuse claims, including those against McCormack.

In 2007, months after his arrest, he pleaded guilty to abusing five children and was sentenced to five years in prison. He was subsequently released from prison and placed in a mental health facility.

In 2014, McCormack was charged with aggravated criminal sexual abuse stemming from another alleged incident in 2005 involving a boy when McCormack still was a priest.

“Fatigue in transportation kills,” NTSB Chairman Christopher Hart said. “Although such unsafe trucking companies are a small minority of operators, they are not rare – to the dismay of both the driving public and trucking companies that are more diligent about ensuring their safety.”

Federal Motor Carrier Safety Administration spokesman Duane DeBruyne said the agency would cooperate with NTSB and address the recommendations.

Inadequate oversight blamed in deadly crash

CHICAGO – Failed safety oversight was partly to blame for a deadly crash near Chicago in which a truck driver for a company already flagged as high-risk fell asleep and plowed into emergency vehicles, a federal accident investigations board said. The panel urged the government to turn to the insurance industry for help.

The January 2014 crash on Interstate 88 near Naperville killed a tollway worker and seriously injured a state trooper whose patrol car was engulfed in flames.

The trucker had slept less than 4½ hours in the 37 hours before the crash, in violation of regulations. Investigators found he routinely falsified logbook entries to hide hours-of-service violations.

Although regulators had classified the Illinois company, DND International Inc., as high-risk, based on a lengthy record of problems, they failed to make the carrier comply with rules, the National Transportation Safety Board said Tuesday in Washington. Scholarship to be named after former professor

CHICAGO A suburban Chicago Christian college will create a scholarship named for a former political science professor who asserted Christians and Muslims worship the same God. The Daily Herald reported that Wheaton College officials made the announcement Wednesday in Chicago with Larycia Hawkins. The school was moving to fire her until it announced Saturday that it and Hawkins reached a confidential agreement to part ways. The endowed scholarship will be for peace and conflict studies.

Hawkins also wore a hijab, the headscarf worn by some Muslim women, to counter what she called “vitriolic” rhetoric against Muslims.

Meanwhile in Wheaton on Wednesday about two dozen Hawkins supporters announced they were launching a nationwide fast. Hawkins has tearfully praised her students and said they demonstrated “embodied solidarity.”

WASHINGTON – Federal Reserve Chairman Janet Yellen cautioned Wednesday that global weakness and falling financial markets could depress the U.S. economy’s growth and slow the pace of Fed interest rate hikes.

But Yellen made clear that the Fed won’t likely find it necessary to cut rates after having raised them from record lows in December. She did concede, however, that negative rates, which central banks in Japan and Europe have recently imposed, are a tool the Fed has at least studied.

In her semiannual report to Congress, Yellen offered no major surprises. And she reiterated the Fed’s confidence that the U.S. economy was on track for stronger growth and an increase in too-low inflation. Jumbled Republican field hopes for survival in S.C. The ASSOCIATED PRESS COLUMBIA, S.C. – Hoping for survival in the South, a muddled field of Republican presidential contenders descended Wednesday on South Carolina, no closer to clarity about who can stand between Donald Trump and their party’s nomination.

Not me, Carly Fiorina announced, dropping out of the campaign. A Chris Christie spokeswoman said his race was over, too. But a sizable field remained.

To the dismay of party leaders, all signs point to a drawn-out battle for delegates following Trump’s resounding victory in New Hampshire.

Florida Sen. Marco Rubio, under immense pressure to prove himself after a devastating fifth-place finish, was looking for a fight that could last for months or even spill into the first contested GOP national convention since 1976.

“We very easily could be looking at May – or the convention,” Rubio campaign manager Terry Sullivan told The Associated Press.

If Trump had Republicans on edge, Democrats were feeling no less queasy.

Rejected in New Hampshire, Hillary Clinton sought redemption in Nevada, where a more diverse group of voters awaited her and Bernie Sanders.

Sanders, a Vermont senator and self-proclaimed democratic socialist, raised $5 mil-

lion-plus in less than a day after his New Hampshire triumph. The contributions came mostly in small-dollar amounts, his campaign said, illustrating the resources he’ll have to fight Clinton to a bitter end.

Both Clinton and Sanders worked to undercut each other among African-Americans and Hispanics with less than two weeks until the Democratic contests in Nevada and South Carolina.

Sanders met for breakfast in Harlem with the Rev. Al Sharpton, a civil-rights activist.

Clinton, meanwhile, announced plans to campaign with the mother of Sandra Bland, whose death while in police custody became a symbol of racial tensions. And Clinton’s campaign deployed South Carolina state Rep. Todd Rutherford to vouch for her support for minorities.

“Secretary Clinton has been involved in South Carolina for the last 40 years,” Rutherford said. “Bernie Sanders has talked about these issues for the last 40 days.”

Texas Sen. Ted Cruz, the conservative firebrand and victor in the leadoff Iowa caucuses, returned to the center of the fracas after largely sitting out New Hampshire. He drew contrasts with Trump as he told a crowd of 500 in Myrtle Beach that Texans and South Carolinians are more alike than not.

“We love God, we’re gun owners, military veterans and we’re fed up with what’s happening in Washington,” Cruz said.

The county will miss O’Barski

Frank O’Barski understood government, citizenship and civic duty. It’s clear that they mattered to him.

O’Barski, 67, of DeKalb, died Tuesday at his home after a battle with cancer that began in 2012, not long before he was elected to the DeKalb County Board to represent District 10.

Faced with such a serious and debilitating illness, many people might have withdrawn their name from consideration. It would be understandable for someone with a limited amount of time to live to choose to spend it in a way that didn’t include public service.

O’Barski chose the opposite. Rather than step aside, he not only completed a two-year unexpired term, but ran for and won a full fouryear term in 2014.

Politically, he was a liberal Democrat, but his approach to serving on the county board won him the respect of members of both parties.

Colleagues say O’Barski was diligent in attending county board meetings, and when his illness forced him to miss one, it bothered him.

He took a winding path to DeKalb, working at various times as a lawyer and a journalist, and he had an understanding of how the government was supposed to serve the people, and why the public’s participation mattered.

In a video interview with a Daily Chronicle reporter outside a polling place during a lightly voted local election in April 2015, O’Barski talked about why he showed up to vote that day.

“Too many people have died for us to have this right to just casually say, ‘I don’t need to vote,’ ‘I don’t feel like voting,’ or whatever,” O’Barski said. “… As a member of the county board, I value people coming out to vote. I value people having different points of view and bringing those.”

He also lamented that more people were not running for office and that there were so few choices on the ballot.

“One of the things I find troubling is when we can’t find qualified candidates to run in these elections,” he said. “… That shouldn’t be.

It should be a responsibility of citizenship to stand up and participate.”

We agree with him, and we admire the way O’Barski stuck with his commitment to public service even through trying times.

DeKalb County will miss him.

LETTERS TO THE EDITOR Remembering another time

To the Editor: The saying, “You can take the boy out of the country but not the country out of the boy,” is very true. In my personal case, it’s, “You can take the gal out of the small town, but not the small town out of the gal.”

Like many young people, I moved to Minneapolis from the small town where I was born and raised. Minneapolis was mecca to many young persons as they sought, not fame and fortune, but career opportunities that were lacking in hometowns.

I did, however, have career opportunities locally. Fortunately or wisely, I declined them. I was offered a position as a linotype operator at the local newspaper office. Lead, necessary for typesetting, was needed in the production of ammunition during WWII, so the position would not have lasted.

The local theater offered me a position

to run the projector for movies. With the arrival of television, I’d soon be out of a job there, too, as the theater closed.

Before dial telephones, all calls were placed through a central operator. Another job opportunity that would have gone by the wayside quickly.

So I was fortunate in declining these and similar offers.

Minneapolis was called the largest small town in America,because it was composed of many persons like myself.

Because of my small-town heritage, I love living in DeKalb, although it is much larger in population than mine was and is. That is also why I like watching some of the reruns of TV programs like “The Mary Tyler Moore Show” and “The Andy Griffith Show.”

“The Mary Tyler Moore Show” did not mirror my experience, as she had a much more glamorous career than I had as a secretary.

“The Andy Griffith Show” reminds me of my hometown though, and call me a simpleton if you will, but I enjoy the homespun plots.

The folksy way Andy deals with problems, mostly caused by Barney, played so skillfully and annoyingly by the late Don Knotts, reminds me of the folksy people I knew back then.

My experience is not unique and was repeated by many others who forsook their small-town upbringing, but not their values. I find the warmth and neighborliness here in DeKalb to be much the same as I knew back then.

Take a look at these old programs. I think they will be uplifting and remind you of a simpler time.

This is not a new theme for Bush.

At a town hall last week in Henniker, New Hampshire, he said: “Look, I don’t like the idea of not being personally responsible for the money that’s being raised on my behalf. I don’t like that. I’d rather have it come right to me. In a perfect world, you would have a libertarian deal where the money comes in, you accept, in 48 hours it’s disclosed, there’s no dark money, it’s all there for everybody to see, everything that’s done you’re held to account on. But that’s going to require an amendment to the Constitution, apparently.”

Well, no. The reason so much campaign spending is routed through Super PACs is that Congress contin-

ues to maintain limits on how much individuals can give to candidates.

This means billionaires such as Trump can self-fund their campaigns, but the committees of nonrich candidates can’t raise more than $2,700 from any single donor.

So the candidates set up Super PACs to which billionaires can donate and which operate independent of the candidates.

It’s a loopy system, as Bush says, and he’s right to want to have control over all the money donated to elect him. But there’s no need to rewrite the First Amendment to make this possible. Congress could fix the mess by repealing the 2002 McCain-Feingold law, lifting all donation limits and letting candidates collect the cash they need from any

American donors in any amounts.

Then Bush and the other nonwealthy candidates wouldn’t need Super PACs and could control all of their own political advertising. This would help political accountability, and it would also make it easier for non-wealthy candidates to compete against billionaire self-funders like Trump.

Until that day, Super PACs are a net plus for democracy by increasing political competition and educating the public about the candidates.

Bush shouldn’t feel guilty that his Super Pac exists, only that it doesn’t seem to be helping his candidacy. As for Trump, his gripes about Super Pacs are nothing more than an attempt to hamstring his competitors.

What’s the anti-Trump strategy now?

Although everyone has expected for weeks that Donald Trump would win the New Hampshire primary, the scale of that victory should unsettle both his rivals and the pundits.

Trump won big: At this writing it looks as though he will have gotten more votes than the next two candidates combined.

He also swept nearly every demographic category. He won young and old, men and women, independents and Republicans, first-time voters and returning ones, moderates and people who call themselves “very conservative.” He carried every education group, albeit with a narrow margin among those with advanced college degrees.

He won, as well, in that Republicans who don’t want him are not much further along in finding a champion than they were before the Iowa and New Hampshire contests.

John Kasich, who took second place in New Hampshire, does not have a national organization and is considered too moderate by many to win.

Many anti-Trump Republicans are at least as hostile to Ted Cruz, the third-place finisher.

VIEWS Ramesh Ponnuru Neither of the next two Republicans, Jeb Bush and Marco Rubio, have any reason to leave the race now.

The non-Trump candidates are paying more attention to one another than to Trump – jockeying for the right to be the anti-Trump candidate in the race; and that too looks as if it will continue for a while. Advantage Trump, again.

Both the other Republican candidates and the pundits should take a close look at those polls, because they raise questions about what we think we know about the Trump phenomenon.

Many people, including me, have looked at his support as a sign of dissatisfaction among Republican voters with Republican politicians.

That dissatisfaction is indeed widespread, including about half the New Hampshire Republican electorate.

But Trump did roughly the same among people who feel betrayed by

Republican politicians and those who don’t.

Is his support instead about immigration?

He certainly did markedly better among the 15 percent of Republicans who picked it – rather than the economy, terrorism or government spending – as their top issue. But he won among the people who picked each of those other issues, too. (A majority of New Hampshire voters said they favored offering legal status to illegal immigrants. Trump won 23 percent of those who favor making this offer.)

Is his support coming from people who feel they have been losing in the modern economy?

He did better among them, sure.

But he also won among those who say their family’s financial condition is improving. Is it instead about fear of national decline? It has often seemed that way. But a mood of pessimism does not appear to be a distinguishing feature of Trump voters.

He won 44 percent of those who think the next generation will do better than this one – better than his

showing among voters overall.

New Hampshire is just one state, but the exit poll numbers coming out of it do not lend themselves to an obvious anti-Trump strategy.

Co-opting him on immigration does not seem promising, given that he cleaned up among voters who don’t prioritize it. Saying he isn’t a real conservative may be important for conservatives, but won’t drive down his strong support among moderates.

Perhaps, given Trump’s large margins among people who are looking for a candidate who tells it like it is, his rivals should let people know how often the man lies.

But how to take down Trump is at the moment a theoretical concern.

While it’s still early in the primary season, we have to circle back to Trump’s other coup of the night: Even if there were a clear anti-Trump strategy, it’s not clear which candidate would employ it.

Jeb Bush’s beleaguered campaign is a definitive rebuttal to the Bernie Sanders-Donald Trump claim that money controls politics.

So it was cognitive dissonance to hear the man who has raised more dollars than anyone except for Hillary Clinton call for new campaign-finance limits on Monday.

“If I could do it all again I’d eliminate the Supreme Court ruling,” the former Florida governor told CNN’s Dana Bash, referring to 2010’s Citizens United ruling that the government cannot regulate the political speech of corporations and unions when they support candidates or causes. “This is a ridiculous system,” he said, in which candidates “can’t be held accountable for the spending of the Super Pac that’s

Woods is thriving in starting role

jseverson@shawmedia.com DeKALB – A smiling Courtney Woods clapped her hands together after making her third 3-pointer of the game midway through the second quarter.

It was that kind of day for the freshman and the rest of the Northern Illinois women’s basketball team in a 92-73 romp over Miami (Ohio) on Wednesday afternoon at the NIU Convocation Center.

The freshman shooter from Australia finished with a career-high 19 points on 5 for 8 from the 3-point line with five rebounds and five assists in her third game since being inserted into the starting lineup.

“We thought we would put our best offensive lineup out there and see if we can get jump-started a little bit,” Northern Illinois coach Lisa Carlsen said of switching up the starting lineup. It’s worked, too, with the Huskies averaging 79.3 points per game in those three contests.

Junior post Cassidy Glenn, playing in her fourth game back after missing four contests with a concussion, scored a career-high 22 points on 9-for-13 shooting and she connected on eight of her first nine attempts. Freshman shooter Mikayla Voigt had her fourth consecutive game in double-figures, scoring 16 while going 7 for 12 from the field and sophomore Jazmine Harris added 14 off the bench for the Huskies.

Junior guard Ally Lehman also did a little bit of everything for Northern Illinois, with six points, seven assists, eight rebounds and two steals in the win.

The RedHawks (9-13 overall, 3-8 in MAC East) had three players in double figures, with Kendall McCoy (19 points) leading the way.

As a team, the Huskies (10-12 overall, 3-8 in MAC West) shot a season-high 52.8 percent from the floor. During one stretch in the Huskies’ 30-point second quarter, they made 10 consecutive field goals. The 92 points are the most by the Huskies in regulation since they beat Illinois State 97-69 in the season-opener of the 2006-07 season.

“I think it’s really important for us to come out and hit shots early,” Carlsen said of the Huskies, who shot 62.5 percent in the first half. “When we do that and play with that confidence, we have some kids who can put the ball in the basket – but they have to do it coming out of the locker room.”

The Huskies have now won two out of three since Woods has replaced senior guard Lacia Gorman in the starting lineup. The change came after Northern Illinois lost seven consecutive confer-

“There’s probably not a more unselfish basketball player than Lacia,” Carlsen said of Gorman, who had seven points and three assists in 24 minutes on Wednesday. “She just wants to play.

She just wants to win and not once did she question that move. She’s the epitome of a great team-player.”

The change has certainly paid off for Woods. In three games as a starter, she is averaging 16 points, five rebounds and 3.6 assists and is 11 for 22 from the

3-point line. Against the RedHawks, she scored 16 points on 4 for 6 from three in the first half – tying her career-high in just two quarters.

“It’s harder to start because you have to be ready right from the tip, but I enjoy being a starter,” Woods said. “(Lacia) is still playing a massive role.

It’s the same thing as before, I’m just the starter.”

After struggling from the 3-point line for the majority of conference play, the Huskies have been shooting well beyond the arc in the past three games – making a combined 25, including nine in back-to-back games. Against the Red-

Hawks, they finished 9 for 18.

The Huskies continue their critical three-game homestand at 1 p.m. Saturday against Central Michigan. With seven games remaining in the regular season, Northern Illinois has some work to do in order to get into the MAC Tournament, Carlsen said.

“What’s most important is that we make a push playing at home,” Carlsen said of the Huskies, who are 6-3 at the NIU Convo Center this year. “This is a stretch of really tough games that we have to play good basketball and right the ship and build confidence toward the conference tournament.”

sports@daily-chronicle.com EARLVILLE – The No. 7 seeded Hinckley-Big Rock girls basketball team had their season come to an end Wednesday night in a 65-31 loss to No. 2 Ashton-Franklin Center in a Class 1A Earlville Regional semifinal.

Coach Doug Brewington said he was impressed with the way his team played throughout the year.

“As far as the youth issue goes for this team, the hardest part has been learning how to battle against good teams,” Brewington said. “When things don’t go our way, we have struggled to compete with the bigger teams. But at the same time, we’ve greatly improved from where we were to start the season. That same team that beat us by 34 tonight probably would have beat us by 60 earlier in the year.”

Brewington was in his first year coaching the Royals, leading them to a 10-18 record.

Brewington is a first year varsity basketball coach who has a long track

record of coaching AAU basketball in his hometown of Beansprout, Indiana. Brewington was tasked with installing a brand new offense for a team that returned no starters and one bench player to the varsity level.

Elena Halverson had eight points before Brewington emptied the bench midway through the third quarter.

Meghan Menzel, the only player on the team who was on the varsity roster last season, had three steals in the second quarter. Anne Kossman also had a pair of buckets in the second quarter to match a pair of assists.

Brewington said he can’t help but think about how bright the future the Royals, which featured no seniors on the roster,.

“I can’t wait for next season. Having everybody come back is exciting.

They’re a family and they fight for each other. We won’t have to spend the beginning of next season teaching X’s and O’s like we did this season. We can focus on becoming better basketball players and a better team instead of learning where we have to be on the floor and what cuts we should make.”

GARDNER – As hard as it may be to believe in a game that ended in a score of 56-8, Indian Creek girls basketball coach Paul Muchmore thought his team got off to a bit of a slow start Wednesday night in the semifinals of the Class 1A Gardner-South Wilmington Regional.

That’s because his Timberwolves (27-1) only scored eight points in the firat quarter, thanks to a packed-in zone by Mooseheart. Fortunately, the Indian Creek defense was even tougher, shutting out Mooseheart, 8-0, in the first. The Wolves heated up a bit in the second quarter and took a 26-2 lead into halftime. They outscored Mooseh-

eart, 20-2, in the third for a 46-4 advantage.

“I thought we got off a little slow,” Muchmore said. “They packed in their zone to take our inside game away, and it wasn’t until the second quarter that we started making some shots.

Once we made some shots, things loosened up for us.

“IIt was nice for us to get lot of girls some regional experience in the fourth quarter and they did a nice job.”

Madison Russel led Indian Creek with 12 points, while McKali Vann scored 12 and Alexis Van Whye added eight.

Among the VIP guests for the unveiling and, in his first visit to NIU, will be Jamahl Fitzgerald, the son of Jim Bradley, who lives on the west coast.

The story ends on a bittersweet note. In 1982, Bradley, 29, was trying out for the NBA Portland Trail Blazers and was murdered in an alley in that city. The case is still unsolved.

Issel commented this way: “I think Jim Bradley was as talented a player as I ever saw. I mean talent-wise, I

would put him in the class of the Julius Ervings and David Thompsons of the world.”

Praised McGinnis: “On a given night, Jim Bradley can be better than me. He can be better than Julius Erving.”

Two summers before his death, one of Bradley’s ex-NIU teammates, Billy “The Kid” Harris, was torching the opposition in the Chicago Summer League and eliciting comparisons from the crowd.

I was there and this is what I heard that evening from a fan.

“Billy’s cool, but he’s not the best.

Jim Bradley was the best. He was the first ‘Magic.’ ” Yes, No. 24 was.

longstanding tradition will continue Saturday when Gaelic Storm hits the stage at the Egyptian Theatre and follows up the performance with an after-party at O’Leary’s Ale House in downtown

DeKalb.

Steve Twigger, one of the founding members of the band, said he likes to stop in at the Egyptian Theatre when Gaelic Storm comes to Illinois.

“Chicago is a pretty popular area for us,” he said. “But it’s nice to catch the different market.

We like the theater. It’s one of those that has just stuck with us.”

Gaelic Storm has been playing celtic-inspired music for nearly two decades and has found its voice in the industry.

“We’re an energetic and fun-loving bunch,” Twigger said. “Our experiences have kept us going and kept us excited. … From day one, it was very important for us to have a good time on stage.”

Gaelic Storm’s latest album, “Matching Sweaters,” was written in a creative fervor. Twigger and two other original band members, Patrick Murphy and Steve Wehmeyer, wrote the album in a little more than a week, creating two to three new songs a day.

“Obviously, we had been keeping ideas in

notebooks throughout the past year and a half,” Twigger said. “But it was a wonderful, creative get-together. We reminisced a lot and told a lot of stories about the old days when we had less of a clue on what we were doing. ” The new album continues in the traditional sound of the band, Twigger said.

“We know who we are and we enjoy it,” he said.

“You see a lot of different types of music even within our own genre from ballads to fast, to slow to multi-instrument pieces.”

After the show at the Egyptian Theatre, the band will go to O’Leary’s Ale House in downtown DeKalb, which they do every year, said Jeanine Sundby, O’Leary’s general manager.

“Every time they come they ask us to do the bar and catering for the band members,” she said.

“And they come mingle and come back afterwards. … It’s a lot of fun. The staff gets really into it and dresses up and decorates.

“It’s like another St. Patrick’s Day celebration in February.”

‘Prelude to Spring’ at The Artbox features watercolors by local artist Susan Edwards’ paintings based on nature

DAILY CHRONICLE “Prelude to Spring,” an exhibition of watercolors by local artist Susan Edwards will be on display from Feb. 15 through March 10 at The Art Box, 308 E. Lincoln Highway, in DeKalb. A reception for the artist is scheduled from 2 to 4 p.m. Feb. 21.

The work of Susan Edwards is based on nature. She has been inspired over the years to use watercolor as her medium of choice to obtain the desired effects in creating landscape and floral motifs. The gentle washes and subtle transparencies create a mood in her work that is captured through observations that are fascinating and magical to her.

There are times of day that light creates an atmospheric effect that may only last a few seconds, a horizon line that portrays an interesting relationship between the sky and the earth, or the sun shimmering through a thicket of trees. Just as flower gardens are celebrations of color and form, Edwards strives to produce art in the same celebration to create that certain spark.

Originally from Mississippi, Edwards earned a degree in math education. In her elective drawing classes professors encouraged her to pursue an art career, which she did contemplate, but teaching prospects seemed to be a better choice at the time. After moving to Sycamore, her husband bought her a set of watercolors and supplies from a garage sale, which motivated her to follow her passion.

Cor Cantiamo has received a $15,000 grant from the Douglas C. and Lynn M. Roberts Family Foundation in support of its latest commissioning project, “The Seven Heavens,” a musical biography of the author C.S. Lewis.

“The Seven Heavens” commission will be a collaborative effort between critically acclaimed British composer James Whitbourn and Cor Cantiamo, directed

by Northern Illinois University School of Music Director of Choral Activities Eric A. Johnson.

The partnership will include a composer residency and a world premiere concert in November at the NIU New Music Festival.

Cor Cantiamo also will organize an educational outreach program for DeKalb County high school choral students, including open rehearsals and a “meet the composer” session, and a commercially released album of Whitbourn’s choral music.

“We are thrilled to receive this grant for ‘The Seven Heavens’ commission project,” Johnson said in a news release. “Through the amazing support of the Roberts Foundation, Cor Cantiamo can continue to provide world-class concerts in DeKalb County and enrich the educational experiences for our local music students.”

First, Cor Cantiamo will perform “The Masterworks Project” with Woodstock-area high school choral ensembles to present Leonard Bernstein’s “Chichester Psalms.” The concert takes place at 3 p.m. Feb. 21, at Grace Lutheran Church, 1300 Kishwaukee Valley Road in Woodstock.

Graduate performance major Yurong Yang will play the Allegro movement from Mozart’s “Piano Concert No. 20 in D Minor, K. 466.” Senior music education and organ performance major Matthew Doran will perform Samuel Barber’s “Toccata Festiva for Organ and Orchestra, Op. 36.”

After intermission, graduate performance major DongHee Han will perform “Trauermusik” by Paul Hindemith. Senior

music education and percussion performance major Noel Henniger will perform the third movement of William Kraft’s “Concerto for Timpani and Orchestra No. 1.”

The Philharmonic will finish the concert with Arturo Marquez’s “Danzón No. 2.”

SHS alum Pete Benson Trio headlines Note To Remember DAILY CHRONICLE On Saturday, the Sycamore Music Boosters will welcome headliner the Pete Benson Trio along with the Mr. Myers Trio led by Todd Donnelly, the Sycamore High School Jazz Ensemble, SHS Jazz Choir, and a SHS String Ensemble at the eighth annual A Note to Remember.

The fundraiser will be held at Blumen Gardens in Sycamore from 7 to 11 p.m. The four 2016 SHS Music Hall of Fame inductees will be introduced and honored at the event.

An elegant, sweet and savory hors d’oeuvres buffet and coffee bar will be included along with a raffle and silent auction of hundreds of gifts and prizes donated by local businesses.

SHS alumnus Pete Benson has been one of Chicago’s premiere Hammond B3 jazz organists and in-demand pianists for more than 15 years. As a member of the long-running Saturday night staple, the Sabertooth Organ Quartet, Benson can be heard weekly at the legendary Green Mill Lounge.

His recent performances with famed Chicago guitarist George Freeman include opening the Chicago Jazz Festival in 2014, performing and recording with drummer Bernard Purdie at the Green Mill and a trip to Poznan, Poland, to headline the Made in Chicago Jazz Festival.

Benson was inducted into the Sycamore Music Hall of Fame in 2014. At the Note to Remember event, he will lead his piano trio, which features two of Chicago’s most respected musicians, bassist Dennis Carroll and drummer George Fludas.

Dear Abby: “Roger” and I have been seeing each other for two years. (We are both 50.) He is very handsome.

We go to movies, ride our bikes together, work out at the gym and attend other events. He calls me every night, sends emails during the day – even calls me when he’s on a break from work.

Radiation treatment has risks Dear Dr. K: I had radiation therapy for breast cancer a few years ago. Now I’m reading radiation therapy might increase my risk for heart disease. Is this true?

Dear Reader: Radiation therapy uses high-energy rays to damage or destroy cancer cells. It harms cancer cells primarily by damaging their genes. But the radiation also can damage the genes of healthy cells.

Newer radiation techniques allow higher doses of radiation to be aimed more precisely at the area being treated. This reduces damage to healthy tissue near a tumor, but it doesn’t eliminate it completely. For example, radiation to the chest, as done during breast cancer treatment, can harm the heart muscle, arteries and valves.

I spoke to my colleague Dr. Deepak Bhatt, executive director of Interventional Cardiovascular Programs at Brigham and Women’s Hospital Heart and Vascular Center. He noted in women who have had breast radiation, the lifetime risk of having a heart attack or another major cardiac event increases about 3 percent. Women who have radiation to the left breast, which is closer to the heart, have a higher chance of problems. The overall dose of radiation also plays a role.

Radiation-related heart effects can emerge as soon as five years after treatment. So women who have breast cancer at a younger age may develop heart problems earlier than would otherwise be expected.

Undergoing baseline heart tests before treatment starts sometimes can help doctors monitor heart changes. That way, they can be addressed quickly if they occur.

You might not be able to protect yourself completely from the side effects of radiation, but you can take other steps to bolster your heart health. Here are some proven strate-

• Exercise for at least 30 minutes a day.

• Control blood pressure, with medication if needed.

Compared to when I was a medical student, the treatment of breast cancer – through medication, radiation and surgery – has greatly improved. Today’s treatments are both more effective and less risky. And I’ll bet in the next few decades, the situation will improve further.

That is certainly true in this deal.

South is faced with a choice of side suits to play on, and often it would not matter, but in this layout only the correct line will work.

South is in six spades. West leads the club king. South takes the trick and cashes his two top spades to learn that West will get a trump trick.

How should declarer continue?

North’s three-heart rebid was a transfer, and four clubs was a superaccept promising four-card spade support, a doubleton somewhere and the club ace. When North happily showed his diamond ace, South took a shot at slam.

Declarer is faced with two losers: one spade and one club. Somehow he has to discard one of dummy’s clubs before West can ruff in and cash the club queen. If West ruffs as dummy’s third club evaporates, that does not matter. But should South start on hearts or diamonds?

It looks obvious to play on hearts because declarer has only five cards in that suit -- but it is wrong. West must hold three diamonds for South to have any chance; and just in case he has four, declarer should cash three tricks in that suit first. If they split 3-3, South shifts immediately to hearts. Here, though, declarer takes the fourth diamond and pitches one of dummy’s clubs. Then he plays off his hearts to jettison dummy’s last club. West’s ruff is too late for the defense.
