POLL Society needs new drug solution YESTERDAY’S It seems like every other year that DeKalb police conduct a wide-ranging drug sweep that scoops up dozens of low-level drug users and drug sellers.

In 2012, police set out to arrest 30 people for whom they’d received arrest warrants for drug crimes.

In 2014, they had 23 warrants for people involved in local drug activity.

On Wednesday, police announced they had arrested about half of the 28 people for whom they had warrants.

There’s more people out there using drugs, I’m sure.

The people arrested often fit a certain profile – mostly men, but some women. They range in age from their early 20s to late 30s, mostly hailing from DeKalb, Sycamore or nearby towns.

All of them are presumed innocent, and none of them are kingpins. They’re local consumers and sellers of illicit drugs.

“We hope these arrests are going to show pretty much everybody – it’s an example of how we’re going to actively pursue an arrest of anyone selling and abusing drugs,” DeKalb Police Cmdr. Bob Redel said Wednesday.

Hopefully, those arrested in this latest drug sweep find a way to get clean and rob the city’s drug dealers of customers. But if you’ve ever been addicted to something, legal or not, you know that relapses are common. Then its back to

With more concern about the incarceration rate in our country, it seems as though our drug policy is on a path to change. Marijuana probably will be legal in our state in the next five to 10 years, unless there’s a change in the tide of public opinion. There’s too much money to be made by taxing its sale for our indebted state government to overlook.

But legal weed won’t solve the problem that drugs in general pose for our society – these substances destroy lives, turning people into zombies and petty criminals.

Until we come up with a better solution, we have to rely on our local police to do their jobs by reducing the local market for drugs and the number of suppliers out there.

an “outside party” had come forward with a possible way to unlock the phone. In an update for reporters Thursday, FBI Director James Comey said the method “may work.” If so, it could render Apple’s forced cooperation unnecessary.

The announcement has thrown a spotlight on a group of digital forensics companies, contractors and freelance consultants that make a living cracking security protections on phones and computers. Comey said the publicity around the Apple case encouraged such people to come forward with new ideas.

Projects part of plan to win America’s Best Communities competition

bkeeperman@shawmedia.com DeKALB – The city has a 1-in-15 shot at $3 million and soon will move on to the next phase of the America’s Best Communities competition.

DeKalb has been named a semifinalist in the Frontier Communications competition and stands to win up to $3 million to go toward economic development projects. The volunteer committee is made up of local leaders such as Matt Duffy, director of the chamber of commerce; Alex Nerad, executive director of the Egyptian Theatre; Dan Kenney, director of the DeKalb Community Gardens; and Eric Olson, editor of the Daily Chronicle.

Committee members held a town hall meeting Thursday at DeKalb’s Egyptian Theatre to talk to the community about what the development plan looks like so far. In April, several committee members will travel to North Carolina to present the plan to

officials before the competition is narrowed further.

Seven projects have been identified to go on the economic development plan. DeKalb already has received a total of $60,000 as part of the process.

The projects include a branding and marketing plan; an arts, culture and entertainment corridor; a food hub; a co-working space; a virtual business incubator; a SmartSpace STEAMCenter; and a leadership development institute.

Part of the marketing campaign has been “#ProudlyDeKalb” movement that has swept the city. The logo appears everywhere around town and has made appearances on social media, parades and festivals, bumper stickers, window fronts and on the new DeKalb Fire Department ladder truck.

The projects are centered on the idea of DeKalb as an innovative community with a rich history and an even richer future, by increasing de-

velopment and quality of life.

“DeKalb’s advancement as a semifinalist has separated us from 330 other communities,” said Tom Kuschman, general manager for the Northern Illinois branch of Frontier Communications. “We think we’ve got a great shot.”

Several of the projects already are in the works. The DeKalb City Council and the DeKalb County Board have already approved the designation of the arts corridor, which will stretch down Lincoln Highway. On Monday, the City Council will consider approval of a request for proposal to determine the feasibility of the SmartSpace.

Several audience members questioned the group’s plans for inclusion, which ranged from questions on cultural diversity to level of access to people with disabilities.

Leaders assured the audience that diversity was on the agenda.

“We need to bring more people into this equation,” volunteer committee

member Frank Roberts said. “We need to figure out how to do that and do it efficiently.”

Nerad said he saw the arts community as a key component to the issue of embracing different people and cultural backgrounds.

“We have a huge role to play there,” Nerad said. “There are so many things where we can bring people together. …

As we start to collaborate, it’s a powerful tool to bring people to the table who haven’t been part of the conversation.”

If DeKalb doesn’t win the competition, there are a variety of other funding opportunities the group is seeking for the proposed projects, including grants, officials said.

“We want to capitalize on our momentum,” committee member Brett Brown said. “We have very specific plans to do that. If we win on all of them, we will have funds to make a huge difference. If we win some of them, we will still do some good. … We will need community support at some point.”

City Council to discuss $13.2M project to widen Peace Road

DeKALB – The DeKalb City Council on Monday will discuss preliminary plans for a $13.2 million project to widen Peace Road to four lanes from Interstate 88 to just north of Lincoln Highway.

The expansion is being contemplated to address safety issues and accommodate increased auto and semitruck traffic. The three-phase project would make Peace Road, a key commercial corridor, a four-lane highway from I-88 north to Route 64.

The council will meet at 5 p.m. Monday at the DeKalb Municipal Building, 200 S. Fourth St., DeKalb.

The first phase of the project would widen Peace from I-88 north to Fairview Drive. It is expected to cost $1.5 million. Construction would begin in 2019.

Phase 2 would widen Peace from Fairview north to Lincoln Highway.

It is expected to cost $5.6 million. Construction is expected to happen between 2021 and 2025, depending on the availability of federal funds.

The third phase would include intersection improvements at Route 38 and widening north of the intersection.

That is projected to cost $4.5 million.

Work on the final phase would likely come after 2025. Engineering costs for all three phases is estimated at $1.5 million, bringing the total to $13.18 million, according to city documents. The local share of the total has been pegged at $3.8 million, documents show.

Funding for the project would likely come from a mix of local, state and federal dollars. Private investment

SYCAMORE – A Sandwich man arrested for allegedly dealing drugs just hours after posting bail on separate charges remained in the DeKalb County Jail on Thursday.

Karter Hothan, 20, of the 600 block of North Ash Street, Sandwich, was arrested Wednesday for delivering 12 hits of LSD on Feb. 29, police said.

He now faces a charge of unlawful de- Karter Hothan livery of a controlled substance within 1,000 feet of a park – a Class X felony punishable by from six to 30 years in prison.

He had posted $300 bail earlier that day after being held on residential burglary charges. During a police interview, he confessed to breaking into his neighbor’s garage and stealing $145, court records show. Hothan told police the neighbors are like family and he felt horrible, but was desperate for money and had no other options.

Hothan has a prior burglary conviction and was arrested on separate attempted residential burglary charges in August, after trying to break into a neighbor’s home to steal change to pay his court fines.

Chief Judge of the 23rd Judicial Circuit Robbin Stuckert set Hothan’s bond at $100,000, meaning he must post $10,000 bail to be released from the DeKalb County Jail.

He is due back in court April 29.

SHABBONA – Police are investigating vandalism to a Shabbona country club, where two Indian statues were cut from their pedestals.

The damage happened after 5 p.m.

DeKalb County unemployment rate hits 7.1 percent in January DAILY CHRONICLE

news@daily-chronicle.com DeKALB – The county’s unemployment rate increased to 7.1 percent in January, up from 6.3 percent in January 2015, according to the most recent figures from the Illinois Department of Employment Security.

The jobless rate in the city of DeKalb also ticked up.

In January, the city’s unemployment rate hit 6.6 percent, up from 5.9 percent in January 2015, according to figures released by IDES last week. The unemployment rate identifies those who are out of work and looking for work.

It is not tied to collecting unemployment insurance benefits.

IDES said unemployment rose in January in all but one of the state’s metro areas.

According to the monthly report, the sharpest increases were in the Peoria and Danville areas.

Unemployment in Peoria rose from 7.2 percent in January 2015 to 8.6 percent this January.

And in Danville, the jobless rate rose from 7.7 percent to a statewide high of 9.1 percent.

The Chicago area had the state’s only unemployment decrease.

The jobless rate in the state’s largest metro area dropped form 6.9 percent to 6.6 percent.

The department said earlier this month that statewide unemployment rose in January to 6.3 percent.

The state’s unemployment rate slightly increased in February to 6.4 percent.

It was the fourth straight monthly increase. IDES said Thursday that the number of people employed across the state increased by 18,100 people.

But state officials said that as more people seek jobs, Illinois’ economy is not creating enough positions. Unemployment was up from 6.3 percent in January.

IDES will release local unemployment data for February next week.

SYCAMORE – A local man faces burglary charges after his parents turned him in for breaking into a gas station and stealing cigarettes.

Samuel P. Nielsen, 18, of Sycamore smashed the window at Clark Gas Station, 227 E. State St., Sycamore, and stole cigarettes early Wednesday, authorities said.

Samuel P. Sycamore police reNielsen sponded to an alarm at the gas station about 12:45 a.m. Wednesday and arrived to find the window broken and merchandise on the floor, court records show.

Later, police received a call from Nielsen’s parents, who said he was at their home and had confessed to bur-

glarizing the gas station.

When police arrived, Nielsen confessed to several other retail thefts that remain under investigation, court records show.

He faces charges of burglary and criminal damage to property, the most serious of which, criminal damage to property, is typically punishable by two to seven years in prison. Judge Robbin Stuckert released him on his own recognizance Thursday.

Nielsen told Stuckert he was homeless but could likely stay with one of four friends in Sycamore.

However, his parents, who were in the courtroom, said their son was with his friends the night he burglarized the gas station, and allowing him to stay with them after he was released would be irresponsible.

Instead, Stuckert ordered Nielsen to stay with his parents.

Nielsen is due back in court Monday.

SPRINGFIELD – The Illinois Supreme Court dealt another devastating blow Thursday to the state’s impatient attempts to control ballooning public pension debt, striking down a law that would have cut into an $8 billion hole in two of Chicago’s employee retirement accounts and leaving officials searching for new options to shore up an already wobbly program.

The city had hoped that by pointing to the steep increase in taxpayer-fueled contributions the law required it would be able to sidestep a widely expected ruling that the plan violated the Illinois Constitution’s protection against reducing pension benefits.

But the court’s unanimous finding in favor of pension participants who pointed to reduced future benefits and higher contributions sends the city back to the bargaining table.

GOP Gov. Bruce Rauner used the ruling the tout a proposal by Democratic Senate President John Cullerton that would offer workers a choice of future cost-of-living increases based on current salary, or lowered increases tied to

Court: AFSCME not owed pay raises without appropriation

SPRINGFIELD – The Illinois Supreme Court ruled Thursday that former Gov. Pat Quinn was correct in 2011 when he denied state workers promised pay raises because lawmakers had not appropriated the money.

The court’s 6-1 decision is another twist in a five-year-old debacle that serves as a subplot to the state’s long-running fiscal crisis.

The ruling reversed earlier conclusions that 30,000 members of the American Federation of State, County and Municipal Employees’ state council were due negotiated raises, which the union a year earlier had already agreed to delay because of the budget mess.

Elgin firefighters who shared explicit images disciplined

ELGIN – An Elgin Fire Department lieutenant has been demoted and two firefighters have been disciplined amid accusations that they exchanged explicit photos and videos of themselves while on duty.

In agreements reached Tuesday between the employees, the

“We’re not advocating for any specific plan,” Msall said. “We’re supporting the need for clarity in the constitution so those ideas can be legislated.”

Chicago Mayor Rahm Emanuel, who inherited the crisis, disagreed with the ruling but pledged to re-convene negotiations on a new framework.

“My administration will continue to work with our labor partners on a shared path forward,” the Democrat said in a statement.

International Association of Firefighters Local 439 and the city of Elgin, Lt. Amanda Bruce was demoted to firefighter, while firefighters John Sardina and Eric McMahon lost their special assignments, as driver and mechanic, respectively, according to documents obtained by the Daily Herald through a Freedom of Information act request.

All three received 20-day suspensions and will be subject to termination if they display similar conduct within the next three years.

While on duty at Elgin fire stations, Bruce and Sardina took sexually oriented photos and videos of themselves, and McMahon took sexually oriented photos of himself, according to a Feb. 17 investigative report by the city’s professional standards officer, which was included in the released documents.

The photos and videos depict the firefighters alone and date back to 2009 through 2013.

Sardina and McMahon sent their own images to Bruce, and

she sent her images to Sardina and an unnamed “boyfriend,” the report said.

U.S. Census shows 1st population drop in Cook County

CHICAGO – New U.S. Census data show Illinois’ Cook County had the largest population decline among counties and its first dip since 2007.

The nation’s second most-populated county lost nearly 10,500 residents between 2014 and 2015, leaving it with 5.2 million residents.

The U.S. Census on Thursday released the information, which also shows the Chicago metropolitan area with a population drop of almost 6,300 residents.

The number of births and new residents didn’t offset the loss.

Experts suggest the reasons for decline include a drop in immigration, an aging Mexican immigrant population and dwindling numbers of black residents.

DAMASCUS, Syria – Syrian government forces pushed into the ancient town of Palmyra, where Islamic State militants appeared on the verge of collapse Thursday, while in Iraq, a military spokesman announced the start of a long-awaited operation to recapture the IS-held northern city of Mosul.

The extremist group has been losing ground in Syria and Iraq for months under a stepped-up campaign of U.S.-led and Russian airstrikes, as well as ground assaults by multiple forces in each country.

The retaking of Palmyra – a UNESCO world heritage site whose fall to the militants last May sent shock waves through archaeological circles and beyond – would be a significant victory for the Syrian government. But the operation to unseat the group in Mosul, Iraq’s second-largest city, likely is to take much longer and be far more difficult.

Belgian officials acknowledge warning signs were missed

BRUSSELS – Belgium’s prime minister refused to accept the resignations of his justice and interior ministers Thursday despite increasing evidence of intelligence and law enforcement failures to prevent this week’s suicide bombings by Islamic militants.

With at least one attacker at large and an unknown number of accomplices, police detained six people in raids around the Belgian capital Thursday night. In a Paris suburb, a man suspected of plotting an imminent attack also was detained Thursday, but the interior minister reported no apparent link with the Brussels airport and subway bombings or the Nov. 13 attacks on Paris.

Authorities lowered Belgium’s terror-threat level by one notch, although they said the situation remained grave and another attack is “likely and possible.”

Belgium had been on its highest alert ever since Tuesday’s bombings in the Brus-

sels airport and subway that killed 31 people and wounded 270.

“We don’t have to be proud about what happened,” Justice Minister Koen Geens said of the government’s failures to halt the attacks. “We perhaps did things we should not have done.”

Less than a mile from the bombed subway station, European justice and home ministers held an emergency meeting where they condemned the “terrorist acts” as “an attack on our open, democratic society.” They also urged the European parliament to adopt an agreement allowing authorities to exchange airport passenger data.

A manhunt continued for one of the Brussels airport attackers who was recorded on a surveillance video and had fled the scene.

Belgian prosecutors said the raids Thursday night targeted central Brussels, Jette and the Schaerbeek neighborhood, where police earlier had found a huge stash of explosives and bomb-making material in an apartment used by the Brus-

sels attackers.

Prosecutors declined to comment on reports from Belgian state broadcaster RTBF and France’s Le Monde and BFM television that a fifth attacker also may be at large: A man seen on surveillance cameras in the Brussels metro carrying a large bag alongside one of the suicide bombers. It is not clear whether that man was killed in the attack or is a fugitive.

Authorities drew a line between the Brussels bombings and the Nov. 13 attacks that left 130 dead in Paris.

Both appeared to have been carried out by the same Belgium-based Islamic State cell.

Prosecutors have said at least four people were involved in the Brussels bloodshed, including brothers Ibrahim and Khalid El Bakraoui, identified as suicide bombers.

European security officials identified another suicide bomber as Najim Laachraoui, a suspected bombmaker for the Paris attacks.

Khalid El Bakraoui blew himself up on the train, while Ibrahim El Bakraoui and Laachraoui died in the airport.

Auto dealer is only real winner

Sycamore and DeKalb engaged in a bidding war for Brian Bemis Toyota, and DeKalb won – kind of.

Last week, DeKalb City Council members approved paying $1.5 million of the expected $2.2 million cost for renovations at Brian Bemis Toyota, 1890 Sycamore Road, DeKalb. This was after Sycamore City Council members agreed to offer the dealer sales-tax rebate incentives to relocate to their city.

There are a lot of things $1.5 million could do for the city of DeKalb.

Feed’em Soup, which provide meals for the community on a pay-what-you-can basis, would be rescued from financial peril with a fraction of that.

The vacant building downtown at the corner of First Street and Lincoln Highway could be bought and rehabbed or demolished, making way for needed redevelopment.

Peace Road could be widened to four lanes from Fairview Drive to Interstate 88.

If we were to make a list of things that DeKalb could do with $1.5 million, subsidizing the renovation of an auto dealership in the midst of a historic boom in auto sales nationwide wouldn’t make the top 10.

In fact, it wouldn’t occur to us at all.

But the DeKalb City Council, desperate to keep one of the city’s last remaining auto dealers, even in a space that’s less than ideal for an auto dealer, has decided that’s exactly how the city should be spending tax-increment finance funds. Auto dealers are generally prized by municipalities because they generate large amounts of sales-tax revenue.

Council members didn’t like that the initial request from Brian Bemis Toyota back in February 2015, which was for a $650,000 forgivable loan. Council members at the time turned it down because the request was for more than 20 percent of the $2.2 million project, more than the city’s TIF policy allowed.

Under the agreement the DeKalb council approved March 17, they’ll be supplying $1.5 million, almost 70 percent of the total cost. After the February 2015 meeting, we urged DeKalb leaders to work with the dealer to come to some kind of agreement, even if it meant compromising on the policy rules.

But with the deal that DeKalb has now made, they might as well tear that policy up. It’s clearly meaningless.

Of course, this couldn’t have happened without the participation of the city of Sycamore, which in February approved a deal with Bemis Toyota that could have resulted in a sales-tax rebate of up to $3.2 million over 10 years.

But Sycamore apparently didn’t have a binding agreement with Bemis. Instead, they were used to leverage DeKalb into upping its offer.

So who wins in the end? The Toyota dealer, which played Sycamore and DeKalb officials against each other to receive more than double the public funds they’d originally requested from the city of DeKalb. Who could ask for anything more?

However, the rest of the story makes it clear that when neighboring towns engage in a bidding war for a business like this, taxpayers somewhere end up losing out.

Paul Ryan, not-so-innocent bystander Declaring that “we shouldn’t accept ugliness as the norm,” House Speaker Paul D. Ryan, R-Wisconsin, delivered a fine speech Wednesday on the tenor of the nation’s politics, calling on political leaders as well as ordinary Americans to aspire to a more reasonable debate.

Unfortunately, Ryan did not directly confront the chief threat to that goal: GOP front-runner Donald Trump.

Ryan’s lofty oratory alone will not clean him or his party of Trump’s moral tarnish.

On their own, Ryan’s words were quite commendable. He argued the business of political leaders was to propose policies and put the quality of their ideas to the test. He warned against “playing to your anxieties” or “playing the identity politics of ‘our base’ and ‘their base.’ ” He said politicians should not “resort to scaring you,” and Americans should not presume that those who disagree with them do so in bad faith. He also

admitted that he was wrong to write off a large piece of the country as “takers” in the 2012 presidential election.

Unfortunately, the nation’s political discourse has deteriorated considerably since 2012.

There may be many reasons for this, including large structural and demographic forces to which politicians respond but over which they have limited control. Yet there is little doubt Trump has not only exploited emerging divisions but also enthusiastically pried them open.

While Ryan warns against playing identity politics and appealing to people’s anxieties, Trump this week continued to exploit fear of Muslims and illegal immigrants, calling to “close up our borders,” warning that immigrants “could be ISIS” and arguing, with scant evidence, that the Belgium terrorist attack might have been prevented if Western authorities had tortured a captured extremist.

While Ryan calls for focus-

ing on substance, Trump has run a uniquely substanceless campaign, telling us Monday that his solution to inner-city poverty was “giving them spirit.” While Ryan attacks gutter politics, Trump defended his comments on the size of his hands and other organs by saying he “had to do it” because Sen. Marco Rubio, R-Fla., “started it.”

Given the gaping divergence between Ryan and Trump on essential civic values, it is a wonder that these two men remain in the same party. It is more than a wonder – it is a shame – that Ryan has not repudiated Trump and promised to oppose him. Doing so would have made clear that Ryan puts the principles he advanced before partisan loyalty and political calculation, where they firmly belong.

Instead, Ryan continues to be another not-so-innocent bystander as his party slides toward Trumpism.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

VIEWS Connie Schultz civility last week at the statehouse in Columbus. We shared the stage with Akron Beacon Journal Managing Editor Doug Oplinger and retired newspaper reporter Bill Hershey. We had agreed to discuss the media’s role in the declining civility of campaign coverage.

No one on the panel attempted to claim we bear no responsibility in this regard. Every newsroom is an annex to the Island of Misfit Toys, and our professional zeal often dishonors our upbringing. But when our discussion turned to how to cover Trump, the conversation shifted to the issue of growing concern for the safety of our fellow journalists.

For months now, Trump has regularly targeted our colleagues in the room to stir up rage in his supporters.

He has made a game of mocking the media, particularly television photographers who refuse to obey his orders and scan for crowd shots.

At his February rally in Biloxi, Mississippi, for example, Trump repeatedly pointed to the cameraman – readily

identifiable to the crowd – and shouted: “Turn it. Turn it. Turn it. Spin it.

Spin the camera. Spin the camera.

Look at the guy in the middle. Look at the guy in the middle. Why aren’t you turning the camera? Why aren’t you turning the camera? Terrible. It’s so terrible. Look at him – he doesn’t turn the camera. It’s a disgusting – I tell you, it’s disgusting. ...”

This taunting went on for more than six minutes, with the crowd egging on Trump, to his obvious glee.

I am not the only journalist concerned about where this could lead, which is why I drew a bit of comfort from Andy Chow’s account of that kind woman pretending to hate him.

It reminded me of a 2011 tea party rally I attended in suburban Cleveland.

The rumors of a Mitt Romney appearance proved to be unfounded, but the crowd was having a great time anyway.

As I wrote at the time, the longest and most fiery speech of the day came from Apostle Claver T. Kamau-Imani of RagingElephants.org.

“We do not stand for bipartisanship,” he yelled. “Do not be yoked together with nonbelievers.”

In case someone had missed who he was going after: “I have nothing in common with someone who doesn’t believe

in Jesus Christ,” he said.

The crowd cheered.

I made note of a number of the audience members clapping and interviewed them after his speech. I wanted to know if they really believed they should not mingle with nonbelievers.

With Jews, for example.

They looked shocked by the question.

When I read back Kamau-Imani’s words about Jesus, every last one of them assured me they didn’t agree “with that part” of Apostle Claver’s creed.

And you know what? I believed them.

I walked away from that rally thinking I’d met a lot of mostly decent, disenfranchised Americans who felt they’d finally found a club that wanted them.

Fourteen months later, their presidential candidate lost the election.

Russia ‘weaponizing’ migration to destabilize Europe

Some officials in Europe see Russia’s hand in the rising migration crisis, accusing the Kremlin of exacerbating anti-Muslim sentiment to benefit right-wing parties at a fragile moment for the European Union.

Even before the latest terror attacks in Brussels, anti-Muslim and anti-refugee sentiment in Europe had been on the rise. Most of the refugees arriving in Europe are escaping war and poverty in the Middle East and seeking a better life in the West. But according to European officials, other migrants are traveling into the Nordic and Baltic states from Russia and are not fleeing the fighting in Syria, Iraq or Afghanistan, but rather have been living in Russia and are being encouraged by the Kremlin to join the tide in Western Europe.

Speaking to an audience at the German Marshall Fund Brussels Forum last weekend, Estonian President Toomas Hendrik Ilves alleged that these migrants often hide their status as permanent residents of Russia.

“You’ve seen several thousand

coming from Finland across the Russian-Finnish border,” he said. “There is something very fishy going on.”

Russia encourages these migrants, according to Ilves and other European officials at the forum, because they strain European governments and stoke anti-Muslim sentiment that benefits the far-right parties Russia has supported. Pro-Russian parties have gained influence in Slovakia, Greece, Hungary, France and elsewhere. They tend to support the weakening of European Union institutions and favor closer ties to Russia, including through the end of sanctions.

Russia’s campaign of airstrikes in Syria, which has largely targeted civilian areas, also adds to the waves of Muslim migrants entering Europe through Greece. General Philip Breedlove, NATO’s supreme allied commander in Europe, said earlier this month that Russia was “weaponizing migration,” as a means to “overwhelm European structures and break European resolve.”

Ilves added anti-immigrant fervor is helping to raise support for right-wing populists in “virtually every single European country today” and that if more

of them come into power, international agreements that the U.S. values could come unraveled.

European leaders who share some of Russia’s goals have capitalized on the anti-refugee momentum. Zsuzsanna Szelenyi, a member of the parliament and the opposition party in Hungary, told me that her nation is one example, as the prime minister has won support for anti-democratic and anti-EU policies.

Vladimir Chizhov, Russia’s permanent representative to the European Union, told me that Ilves’ claims about the number of Muslim migrants coming from Russia into Europe were exaggerated. The overall theory that Russia is stoking migration to sow political unrest in Europe, he said, “is the product of a very inflated mind.”

In January, Russian Foreign Minister Sergei Lavrov publicly accused the German government of covering up a gang rape of a 13-year-old girl by Muslim refugees in Berlin.

Berlin prosecutors said such a rape never occurred. It was first reported in the Russian media, after which Russian-speaking Germans and right-wing activists protested in the streets of sev-

eral German cities. Lavrov’s comments were seen in Europe as intentionally pouring fuel on the fire.

“That is instrumentalizing a tragedy in Europe,” Ilves said. “And that sums up the situation in Europe right now.”

Even if Russia is not pushing its own Muslim residents over the border, said Senator Jeanne Shaheen, Moscow’s goal is to create instability in Europe as a means of creating a relative advantage.

Europe has a number of problems, including the radicalization of Muslim youth, the threat of terrorism, the influx of refugees and the economic strains on member states.

Russia did not initiate any of these problems, but it is making them all worse.

In destabilizing Europe, Russia is trying to roll back the post-World War II order that Europe and the U.S. built over decades. The end game is to pull as many European countries as possible into the Russian sphere of influence and away from the West.

Reporter Andy Chow remembers the woman, in part, because he had been kind to her before the Donald Trump rally began in Columbus, Ohio.

She had arrived in a wheelchair.

Chow, who works for Ohio Public Radio’s Statehouse News Bureau, saw her struggling to maneuver the entrance and rushed to assist her. It was a gentle moment between strangers.

A few minutes later, Chow found himself on the receiving end of this same woman’s ire, sort of.

As is his habit lately, Trump began to mock the journalists in the room, and asked the crowd to join him. They turned toward the reporters and photographers, herded into the mandatory pen, and began to taunt them.

To Chow’s surprise, the woman in the wheelchair joined in. She chanted the angry words, he said, but her face didn’t mirror the requisite rage.

“It was as if she were saying, ‘I am not angry at you – this is for fun,’ ” Chow said. “It kind of felt like the old World Wrestling Federation matches.

You booed the bad guys, but it was all in fun. It sort of put it in perspective for me.”

I first heard about Chow’s encounter with the Trump fan from Chow’s colleague, Karen Kasler, during a panel discussion I moderated on media and

Somonauk United Presbyterian Church will celebrate its 170th anniversary with an open house from 1 to 5 p.m. April 16.

The church is five miles north of Somonauk at the intersection of Governor Beveridge Highway and Chicago Road.

Ex-DeKalb star Kitchen wins national championship at Rock Valley

ace Kitchen spent his spring break winning a national championship.

The former DeKalb boys basketball star was a key bench player for Rock Valley College as the Golden Eagles won their second NJCAA Division III National Championship in three years March 14 at Sullivan County Community College in New York.

“It was really exciting because even before the season, during workouts, that’s what we were aiming for, because we’d see the other banner,” said Kitchen, referring to the Golden Eagles’ national championship from 2014.

Kitchen finished the season averaging 4.2 points, 2.6 rebounds and an assist in 13.3 minutes per game for the Golden Eagles, who finished 33-3. The 6-foot-6 star guard was the eighth leading scorer on the team and spent much of the time playing power forward for Rock Valley, but he said that Golden Eagles coach Craig Doty may move him back to the wing.

“We have big expectations for Jace moving forward,” Doty said.

“We redshirt nearly every player in our program to maximize their development. While this is a possibility for Jace next year, he is also such a good student that he may play. He needs to add 15 pounds of muscle to

Kitchen scored a season-high 14 points in a 116-86 win over University of Wisconsin-Rock County, and while he was scoreless in six minutes of the Golden Eagles’ 88-75 win over No. 2 Rochester Community and Technical College (Minnesota) in the title game, he had seven points in nine minutes in a 87-65 victory over No. 4 Nassau Community College (New York) in the semifinals.

The former Barb said that he was originally supposed to redshirt, before getting Doty to allow him to play as a true freshman.

“I’m glad that I didn’t redshirt, especially because of how the season ended,” Kitchen said.

It has been a dominating past three seasons for the Golden Eagles.

They have been ranked No. 1 at Divi-

sion III since Oct. 27, 2014, and have two championships (2014, 2016) and a 2015 runner-up finish. It’s been a run that has caused confidence to hover over the team, Kitchen said.

“You can have (swagger) if you back it up,” Kitchen laughed. “It was when we were 19-0 that I realized, ‘Wow. This is really cool to be a part of a special team.’ ” The 33 wins are the most in a season for Rock Valley.

However, the Golden Eagles are losing 70.6 points of scoring per game for next season, including leading scorers in point guard LT Davis (17.9) and center Elijah Williams.

Kitchen said that he wants to add weight and work on his shooting and foot speed before the season.

But he will return for the 201617 season as a national champion – which includes a medal from the NJCAA, commemorative hats and shirts and, of course, a championship ring.

“That’s the one I’m excited about,” Kitchen said of the ring.

History was made at the Baldy Castillo Invitational at Arizona State for the University of Iowa women’s track and field team on Saturday, and Sycamore graduate Lake Kwaza is a part of it.

The senior led the women’s 400-meter relay team – which also includes junior Elexis Guster, freshman Briana Guillory and junior Alexis Hernandez – to a new school record with a time of 44.04 at Sun Devil Stadium in Tempe, Arizona. Kwaza’s teammates were part of the quartet that held the previous school record of 44.51 which was set in 2014.

••• The Lewis men’s track and field team won its third straight Great Lakes Valley Conference indoor title.

The Flyers won four events and set seven provisional NCAA marks Feb. 28 at Wisconsin-Parkside’s Frank Petretti Fieldhouse.

Freshman Marcus Holley, a Genoa-Kingston grad, took fourth in the heptathlon with 4,140 points.

The Flyers took the top four places in heptathlon.

In the men’s distance medley, Kaneland grad Brock Robertson’s team took second with a time of 10:03.30. The sophomore also finished sixth in the 55 hurdles with a time of 7.98 seconds.

••• The Northern Athletics Collegiate Conference named Marian freshman Jordan Bock its Pitcher of the Week on March 7.

In his first career appearance, the Kaneland product picked up a win with a perfect inning against Simpson. Bock scattered two hits, struck out three and allowed one unearned run in 5.1 innings of relief work.

There are 12 members of the NACC; all are private colleges located on the border of Illinois and Wisconsin and compete in NCAA Division III. ••• A weekend trip to the southern tip of the state yielded a pair of wins for the Northern Illinois baseball team.

ANAHEIM, Calif. – The Oklahoma Sooners proved they can thrive quite nicely in the NCAA Tournament even if Buddy Hield isn’t going off.

Because of that, the Sooners are one win away from returning to the Final Four for the first time in 14 seasons.

Jordan Woodard scored 22 points and Hield had 17 points and 10 rebounds to lead the second-seeded Sooners to a 77-63 romp Thursday over third-seeded and cold-shooting Texas A&M in the NCAA West Regional.

It was a nice display of teamwork by the Sooners (28-7), who had five players in double figures as they advanced to the Elite Eight for the first time since 2009.

They’ll play Saturday against Oregon.

“That’s even better,” Hield said. “I’m able to have fun around there and watch my teammates make shots and make plays.”

Hield had scored 27 and 36 points in the Sooners’ first- and second-round victories.

“We shared the ball really well,” he said. “I’m real proud of the guys for stepping up and making shots. We were just taking advantage of opportunities. We tried to drive-and-kick and when they doubled somebody I tried to make the right pass.”

Villanova 92, Miami 69: at Louisville, Ky., Ryan Arcidiacono and Kris Jenkins each scored 21 points, and No. 2 seed Villanova never trailed in routing third-seeded Miami in the South Region semifinal.

The Wildcats (32-5) are back in the Elite Eight for the first time since 2009, when they reached the Final Four. It’s their third trip to the regional final with coach Jay Wright. They turned in quite the offensive performance with former coach Rollie Massimino, who led Villanova to the 1985 national championship, sitting nearby.

Villanova will play top-seeded Kansas on Saturday in the regional final.

Daniel Ochefu added 17 points, and Josh Hart had 14 for Villanova, which shot 62.7 percent (32 of 51).

Weather affects arthritis symptoms Dear Dr. K: I swear my arthritis pain gets worse on cold, wet days. My husband is skeptical. Is it possible the weather could affect my symptoms?

Dear Reader: I hear from my patients all the time the weather affects their arthritis symptoms. But is it true? If so, how does that work? And is there any scientific evidence to explain it?

I spoke to my colleague Dr. Robert Shmerling. He is clinical chief of rheumatology at Harvard-affiliated Beth Israel Deaconess Medical Center. He noted people have been asking these questions for many years without finding good answers. Here’s what we do know.

There are many potential weather factors that could affect arthritis symptoms, including humidity, temperature, precipitation and barometric pressure. Studies have examined the effects of these weather factors, but the results have been inconclusive.

In some cases, they were contradictory.

Two recent studies have shed more light on this question. Both found the weather does indeed have an impact on arthritis symptoms.

In the first study, Dutch researchers enrolled 222 people with osteoarthritis of the hip. They compared their reported symptoms with a variety of weather variables.

They found over a two-year period, pain and stiffness were slightly worse when barometric (air) pressure and humidity were higher.

The second study included more than 800 adults with osteoarthritis of the hip, knee or hands. In this study, changes in weather did not affect symptoms, but higher humidity was linked with increasing pain and stiffness. This was especially true in colder weather.

Dear Abby: I’m DEAR ABBY 39 and have been married for nine Jeanne years. Three Phillips years into our marriage, I got sick and lost a lot of weight. I now turn heads everywhere I go. All except the head I want to turn – my husband’s.

He drives a truck, and all he does is talk to and sext larger, unattractive older women. He has gone to counseling and 12-step meetings, and I’ve told him to get out numerous times.

Nothing has helped.

I’m now getting to the point I feel I can work again. Here, after hearing four spades, South uses RKCB to learn that North has the spade king and club ace, but not the spade queen.

Against six spades, West leads the heart queen. South wins with his ace, draws two rounds of trumps, cashes the diamond king, plays a diamond to his ace, and continues with the diamond queen, discarding dummy’s heart loser. Then he can claim, conceding one trump trick.
