Peddlers, solicitors and itinerant merchants subject to higher fees, penalties in DeKalb Aldermen say they’ve fielded resident complaints about unwanted sales

By MEGANN HORSTEAD mhorstead@shawmedia.com Peddlers, solicitors and itinerant merchants seeking to do business in DeKalb will be subject to higher fees because of action taken last week by the DeKalb City Council.

On July 27, the City Council unanimously voted to amend an ordinance to help ensure better compliance with the city’s licensing process and to address residents’ concerns. Councilmembers John Walker and Mike Verbic were absent.

Several city officials noted that they’ve received several complaints from residents about the issue.

“I received a couple complaints,” 1st Ward Alderwoman Carolyn Zasada said. “I work from home. I’ve had tons of people come by the house, so I am really happy to see this happen. I know it’s needed.”

“Like Alderman Zasada, there have been a lot of complaints,” 3rd Ward Alderman Tracy Smith said. “And they’re rather pushing it.”

City officials said residents, particularly those who are older, are concerned about being misled into sales they don’t understand or won’t be able to cancel, according to documents.

Under the amended ordinance, changes include increasing the doorto-door vendor application fee from $25 to $100, increasing the daily fee from $25 to $100, and increasing penalties

for unlicensed activity from $300 to $500 per day.

In addition, the city plans to maintain a website page where residents can verify licensed vendors.

Changes also limit the duration that a licensed vendor may conduct regulated activity to a maximum of 30 days.

Vendors also have amended hours for solicitation under the ordinance, cutting the hours to between 9 a.m. and 5 p.m., Monday through Friday only, instead of 9 a.m. to 7 p.m. any day of the week.

It’s not only older people who have become targets of these unwanted solicitations, 4th Ward Alderman Justin Carlson said.

He alleges that a fraudulent claim was made against his house, which he said raised his insurance. He said he’s in the middle of disputing that claim.

“All I did was, in January, let a young man, when it was freezing, come inside for some warmth,” Carlson said.

“If anyone’s having these problems, it’s happened to me. And, of course, I’m not very happy about it. So, be careful.

Just be careful, even letting someone into your house.”

The amended ordinance doesn’t impact those seeking political office from campaigning door-to-door, however.

In a pair of decisions, the City Council backed the measure to tighten the city’s regulations around door-to-door solicitations.

The Ellwood House Museum recently announced the launch of its Ellwood Explorers themed activity backpack collection for elementary school-aged children to learn about the museum.

Free backpacks are available for checkout from 12:30 to 4:30 p.m. Wednesdays through Sundays at the museum’s front desk, 420 Linden Place, DeKalb.

The Ellwood Explorers backpacks include themed STEAM-friendly activities.

The backpacks will encourage the students to explore, observe and question while exploring the museum and grounds.

Backpack themes include “The Horses of Ellwood House Museum,” “Insects at Ellwood Park,” “Fun at the Visitor’s Center,” “Sights and Sounds of the Ellwood Mansion Tour” and “America’s 250th.”

“We wanted to create a way for children to connect with the Museum on their own terms – through play, curiosity, and hands-on discovery,” Ellwood House Museum educator Sue Stelford said in a news release. “The Ellwood Explorers backpacks turn a visit into an adventure, whether a family is here for an afternoon or a homeschool group is building out a full lesson plan.”

The Sycamore Public Library will host an End of Summer Reading Extravaganza for community members to celebrate the end of its Summer Reading Challenge.

Former NIU football coach Joe Novak dies Novak led the Huskies from 1996 to 2007

By KELSEY RETTKE krettke@shawmedia.com Legendary NIU head football coach Joe Novak, who led the team through a formative decade from 1996 to 2007, has died at age 81, according to multiple reports July 28.

Interim head football coach Rob Harley spoke of Novak’s legacy in a post on X on the night of July 28.

Novak was 81.

“Coach Joe Novak didn’t just build a winning football program at NIU – he built men of character, set a new standard of excellence & forever changed the trajectory of Huskie football. Praying for the Novak family,” Harley wrote. “Rest in peace, Coach Novak. Your legacy will never be forgotten.”

The former Huskies head football coach retired in 2007. Novak was a Miami (Ohio) graduate and former RedHawks assistant coach.

NIU Director of Athletics and Recreation Sean Frazier called Novak’s death “ a big loss” and offered his condolences to Novak’s loved ones.

“A big loss for all of us at NIU and a truly great Huskie Legend!” Frazier wrote in an X post. “Joe Novak represents all that is good with college football and honored to have known him as a friend! Blessings to the Novak family during their time of transition.”

NIU football alum PJ Fleck, head coach at the University of Minnesota-Twin Cities, played as a wide receiver under Novak’s guidance.

“We were misfits, used car parts, we were scraps,” Fleck said. “And then we’re just a bunch of guys put together that he showed us how to build a true team. And still some of my best friends to this day.”

Fleck reflected on Novak’s influence on his own career. He said Novak got him his first coaching position.

When Fleck was a player, Novak was the only one who offered him a scholarship.

He offered condolences to Novak’s family and wife, Carole.

“It’s tragic, and I lost someone that’s probably one of the most important people in my life,” Fleck said. “I

Many of the games during Novak’s tenure were listed among NIU’s greatest victories by Mike Korcek in a 2009 Daily Chronicle guest column.

As online tributes poured in, many credited Novak with building the Huskies into the team they are today.

“He took over a program that was at rock bottom, I mean, we were really bad,” Korcek said. “And we had a 23-game losing streak. And Joe – I’d be sitting in his office, he’d close the door and go, ‘Mike, what am I doing wrong?’ and I said ‘nothing.’ ... But he restored pride in Northern Illinois football.”

During his own expansive 30-year career at NIU, Bradley Hoey, a 1984 alum, built a close relationship with Novak. Hoey hosted Huskie Athletics’ sports television programs, among other roles. He kept in close touch with the Novak family even after retirement.

Continued from page 6 Under Novak’s tutelage, the Huskies prevailed over Iowa State 24-16 on Sept. 27, 2003. NIU beat Troy 34-21 in the Dec. 30, 2004, Silicon Valley Classic. Korcek called the Aug. 28, 2003, home victory, 20-13 over Maryland, part of “a 10-2 Dream Season,” which saw a sellout crowd at Huskie Stadium.

On Sept. 20, 2003, NIU beat Alabama 19-16 on the road, with Novak as saying afterwards, “What a great, great football game for our program and our conference. ... It’s a memory our kids, or I will never forget.”

During that historic 2003 season, the Huskies reached as high as No. 10 in the BCS standings.

“He was a people person,” Korcek said of Novak. “He was a consensus maker. He turned the roster around and got these kids to come here and play for him.”

Korcek said Novak stood out off the field, too.

“He was a man of integrity,” Korcek said. “He had a great sense of humor.”

“Today, the world lost one of the greatest men and one of the best coaches I have ever been around,” Battas wrote in an X post. “Coach Joe Novak wasn’t just an incredible football coach, he was an incredible person. There is no chance I would be where I am today, or doing what I’m doing, without him. He gave me an opportunity he never had to give. By allowing me to be part of ‘The Hard Way’ at Northern Illinois University, he forever changed the trajectory of my life.”

Novak began his coaching career at Warren Western Reserve High School in Ohio in 1968 as a collegiate assistant coach, according to NIU Athletics. He finished with a record of 63-76 as a head coach.

“Toughness. Hard work. Accountability. These are the traits Joe Novak has demanded of each of his Huskie players through the years, instilling them with the skills that enable them to succeed not only on the football field, but in their future endeavors as well,” according to a post on NIU Athletics webpage.

Motorcycle officers Oscar Larson and I. L. Elmendorf brought about the arrest late yesterday east of DeKalb of four young men, who claim to be residents of Niles Center, with a Nash coach which had been stolen from a Chicago owner. The young men acted strangely when driving along the highway and when stopped by the motorcycle officers, could not make their stories hang together.

Members of the Kishwaukee Country club who have remained faithfully with the club since its organization should feel proud of the achievements made during the last few years. Letters have been mailed to all members of the Country Club this week, which deal with the financial end of the club’s business. It is indeed a remarkably good showing that the organization has made.

Although it has not been announced definitively, it is believed F. B. Townsend plans to build a new home on the vacant lot on Elm and Locust streets. Mr. Townsend now owns that piece of property and believes it will make a fine location for the new home that he plans to build. A modern home in every detail will be erected and it is expected work will be started in the near future. Possession of the house on Main Street purchased by Will Freeman will be given the first of the coming month.

The new eRecording service allows title companies, attorneys, lenders and other authorized submitters to securely submit documents electronically for recording rather than delivering paper documents by mail or in person, according to the release.

Documents submitted electronically will be reviewed using the same recording standards and requirements as paper documents. Once recorded, the completed documents will be returned electronically, according to the release.

Clerk and Recorder Tasha Sims said adding eRecording is another step in her plans to modernize services offered by her office while continuing to provide residents with choices.

“We’ve heard from local banks, title companies and others who have been interested in eRecording, and we’re excited to finally make it available,” Sims

said in the release. “This gives customers another convenient option for recording documents while maintaining the same level of security, accuracy, and customer service they expect from our office.”

Sims said traditional recording services will continue to be available.

“Offering eRecording doesn’t mean we’re eliminating paper recording,” Sims said in the release. “Customers who prefer to mail documents or bring them into our office are absolutely welcome to continue doing so. I believe it’s important that we offer options so people can choose what works best for them.”

Organizations interested in using eRecording services may enroll through CSC eRecording by calling 855-200-1150 or emailing eRecording@cscglobal.com, the release said.

Folksinger and folklorist Chris Vallillo’s will explore Lincoln’s life and legacy through the era’s music. Vallillo also will bring to life Lincoln’s experiences and highlights songs he knew. The performance follow’s Lincoln’s journey from his birth in 1809 to his assassination in 1865.

In the event of inclement weather, the program will be held indoors.

Vallillo worked as an archaeologist.

He also serves as the Illinois State Scholar for the Smithsonian Institution’s “New Harmonies: Celebrating American Roots Music” traveling exhibition. Vallillo per-

Groove Street brings live music to Whizzer building

By MEGANN HORSTEAD mhorstead@shawmedia.com Groove Street, a new entertainment venue in downtown DeKalb, promises to transform the music experience for concertgoers.

Tucked in the former Whizzer Fun Inc. building at 209 Grove St., the venue space once sold and repaired motorbikes.

Sandwich resident Mike Warfel took ownership of the space in 2022.

The about 1,100-square-foot building had been vacant for several years.

Groove Street first opened to the public on May 3, 2026.

The venue’s largest event has been “Music for Love, A Fundraiser for Youth Outlook.”

“The community really came out to support the cause,” Warfel said.

Warfel said performers have been gravitating toward the crowds that the venue brings in.

“People like spectators,” Warfel said.

“This is like coming over to somebody’s house, and the thing that the musicians like the most about it is they’re playing to an audience that’s here to listen. There’s no coffee grinders going in the background. There’s no people talking and no bartender. There’s no business going on that takes away from the show.”

Groove Street is now booking shows and events for the rest of its 2026 calendar.

Warfel said he’s attended many open mics as a musician himself.

Warfel is retired after a career in Naperville municipal government. Until recently, he performed in a bluegrass band called Misspent Youth and a Hawaiian band called Wacky Keys.

Warfel said he hopes more people consider turning to the venue if they want to share in music locally.

“I want it to become a community music center where people feel comfortable coming in here on a Tuesday, hanging out and playing music,” he said. “It’s low pressure.”

Warfel envisions Groove Street as a lively music venue.

“I want to make this where people walk in,” Warfel said. “I want to have

Warfel said he believes there could be enough interest for such a venue in DeKalb.

“There are touring musicians who say they start out in the Midwest,” Warfel said. “They’ll go to Peoria, St. Louis, Chicago. There are people that are on the road looking for a fill-in gig. Let’s say they’re coming to Chicago. If they can schedule a show in DeKalb or somewhere in the suburbs while they’re already in town, that’s a good thing for them.”

In 2024, Warfel had a majority of the improvements planned for the building completed with aid from DeKalb’s architectural improvement program. That program doles out grants to downtown DeKalb businesses on a one-time basis to help pay for certain capital projects or deferred maintenance costs of up to $23,380, or not more than 50%, whichever is less, city documents show.

But the space is not finished – at least not yet.

Warfel envisions adding a mural to the interior of the space that would read “Groove Street” that’s visible to visitors as they approach the building from the train tracks outside.

“I want to have something that’s colorful and 1960s hippie-themed because there’s a lot of old people that are nostalgic about that,” he said. “There’s a lot of people in this town that are nostalgic about the Whizzer dealer because they’ve come across those railroad tracks and seen that sign hundreds of times.”

Groove Street music venue does not employ staff.

“This is just me doing the whole thing,” Warfel said. “Eventually, I’d like to get enough people involved where I

can have a nonprofit with a board of directors, so that I don’t have to do it all myself. But that’s way down the road.”

Outside of music, the venue also serves as a spot for J. Louise Buttercreamery – Cakes and Treats and a yoga studio.

In the short term, Warfel said his end goal is simple.

“Right now, I’m just trying to build the venue up so that people at least know where it is and what’s going on here,” Warfel said.

Opportunity DeKalb, a nonprofit community development organization dedicated to working collaboratively to achieve community revitalization goals, spearheaded the program.

The nonprofit licensed the curriculum through Rising Tide Capital, harnessing experienced instructors and fellow entrepreneurs to make it happen, according to a news release.

Opportunity DeKalb Director of Pro-

gramming and Community Development Danita Sims, who serves as the lead instructor of the Academy, said she is proud of what the graduating class has accomplished.

“It is an honor to meet and help instruct such an amazing group of talented entrepreneurs from our own community,” Sims said in news release.

“Many of them are searching for authentic support, resources that work, and honest encouragement to get to the next level. My team is all too happy to find a way and make the connections to get it done.”

A graduation ceremony for the program’s fourth cohort took place recently at the First United Methodist Church in DeKalb.

The ceremony marked a significant milestone not only for the academy’s graduates, but also for family members, community leaders, business partners, mentors and supporters.

Breakthrough Community Business Academy originally launched in 2024, emphasizing practical business education, accountability, peer learning and the confidence needed to turn vision into lasting success, according to a release.

Since then, the program has graduated 39 entrepreneurs, with each bringing a track record of creativity, resilience and determination that drive local economic growth.

Gibson earned first-place honors in the academy’s pitch competition and second-place in the executive summary competition. He also was recently awarded a small business development grant providing him with funding as well as coaching and mentorship support.

“The academy provided information that taught me a variety of important concepts that are crucial to entrepre-

neurship such as pricing, scaling, marketing, collaboration and calculating profits and losses,” Gibson said in the release. “I also found a community within the classroom that served as a great sounding board to creative ideas and new ventures. I strongly recommend the program to any entrepreneur ready to take a leap and chase the dreams placed on their heart.”

The academy is made possible through the collaboration and investment of community partners, sponsors and volunteers who share a commitment to supporting local entrepreneurs and expanding economic opportunity throughout the region, according to a release.

Recruitment is underway for the fall cohort of the Breakthrough Community Business Academy.

By MEGANN HORSTEAD mhorstead@shawmedia.com The family behind a longtime Malta restaurant is making a comeback and promises to deliver the authentic quality taste that its beloved patrons and followers had come to enjoy.

Tinez Tacos, 4199 Route 38, plans to reopen with a full menu and daily specials in the same spot where the restaurant had done business for about 11 years.

In 2024, the family behind Tamales Los Girasoles took ownership of the establishment, only to find that about a year and a half later, they’d announce a departure for DeKalb under a new business name.

Owner Veronica Garcia-Martinez, who teaches for DeKalb schools, said Tinez Tacos is all about the basics.

On its menu, Tinez Tacos will feature many of the classics in Mexican fare, including tacos, burritos, quesadillas, tortas, walking tacos and more.

“I call it Mexican fast food,” Garcia-Martinez said. “It’s like if you were to sit down and have dinner in my home, it’s the same flavor, the same dynamic.

People love it. You go in and out. You’re probably going to come in and out with 5 [to] 10 minutes max with your food.

And it’s always going to be consistently the same, and that’s what we love about it.”

Tinez Tacos originally changed hands with Tamales Girasoles in 2024, as Garcia-Martinez and her then-husband, Rodrigo Martinez, were going through a divorce at the time.

Garcia-Martinez said her eldest son, Isaac Martinez, is the reason Tinez Tacos is making a comeback.

He was in the culinary program at DeKalb High School and at Kishwaukee College.

“He learned a lot, and he wanted to incorporate some of those things into the restaurant,” Garcia-Sanchez said.

Garcia-Martinez said the whole family is all in for making this partnership happen.

They loved our food. They loved the workers. We just wanted to bring it back to Malta and really serve the community again.”

Garcia-Martinez said they’re excited to do business in Malta again.

The restaurant is right next door to a Hickey’s Corner Store and gas station.

Garcia-Martinez said they got to know the gas station owner, and they appreciated how he took a chance on them when they had a food truck.

“We’re going to come back, and we’re going to reopen and stay true to our word that if the other restaurant couldn’t make it, we would come back,” she said.

“We’re definitely going back.”

Garcia-Martinez said the restaurant offers a great location.

Tinez Tacos is within walking distance from Malta Elementary School.

“As a teacher, I have a little bit of pull in the school district,” Garcia-Martinez

said. ‘We serve teachers’ lunches in Rochelle, Creston, DeKalb and Sycamore. It’s something that they can get their lunch and get back to work pretty quickly.”

Between DeKalb, Sycamore and Malta, customers may have their pick of options for taco establishments, but this doesn’t deter Garcia-Martinez and her family.

“I think that the consistency of our food is what attracts a lot of people,” Garcia-Martinez said. “We prepare our own meat, like our al pastor on site and our chicken on site. The same with our barbacoa. People really like that it’s always the same flavor, always the same consistency.”

And the same sentiment was shared about the salsa at Tinez Tacos.

“We have a green salsa that has no heat, and it’s perfect for people like me that can’t take the heat,” Garcia-Martinez said.

“And then, we have a red salsa that’s

just perfectly spicy and delicious.”

Garcia-Martinez said she hopes the community is ready for them to come back. Tinez Tacos plans to offer regular discounts to students, first responders and teachers.

“We think our food speaks for itself,” she said. “We just hope people really enjoy coming back to the restaurant.”

Garcia-Martinez said they’re excited to get back to work.

As in the past, Tinez Tacos plans to be big on community by sponsoring events and hosting fundraisers.

“The goal is to let the business sustain itself and keep it in the community because the other businesses have the community,” Garcia-Martinez said.

“And we want to make sure that we provide Malta with a good, delicious quick spot to eat.”

The restaurant’s hours of operation will be from 11 a.m. to 8 p.m. Monday through Friday, and from 9 a.m. to 3 p.m.
