By CAMDEN LAZENBY clazenby@shawmedia.com DeKalb County Rehabilitation and Nursing Center Administrator Bart Becker has resigned from his position, county officials said.

Becker, who returned to the center in 2022 after previously working as the nursing center’s administrator from 2015 to 2018, resigned on July 2, multiple DeKalb County officials confirmed.

On July 14, DeKalb County Administrator Ruth Kedzior confirmed to Shaw Local that Becker had resigned. However, she said that doesn’t mean the facility is operating without leadership.

“It’s business as usual at the DCRNC,” Kedzior wrote. “We have a strong team leading operations and ensuring our residents receive the highest level of care. The team is well supported by the Jordan Healthcare Group and the County.”

In August 2022, Becker reprised his role as the county-owned nursing home’s administrator months after the DeKalb County Board voted to sell the facility to a private buyer.

The DeKalb County Board decided to sell the DCRNC in July 2022 after years of alleged financial mismanagement. That sale eventually fell through, but Becker stayed with the facility while county officials worked with Jordan Healthcare Group to turn the facility into a solvent operation.

Former DeKalb County Administrator Brian Gregory said in October 2022 that the financial woes that had plagued the DCRNC arose after Becker left in 2018.

In an April 26, 2019, letter sent to the DeKalb County Board, Becker wrote that

Jordan Healthcare Group was brought on to help officials manage the facility shortly after MPA was let go.

The years between Becker’s stints on the job saw financial turmoil at the DCRNC, spurring the County Board to vote 17-5 on July 20, 2022, to move forward with an $8.3 million sale to Evanston-based Illuminate HC, a private healthcare company that specializes in operating skilled nursing facilities.

In September 2023, the sale of the nursing center fell through, and a lawsuit brought by DeKalb County over the failed sale was settled.

Kedzior, who became the DeKalb County Administrator in February after an

18-month search for Gregory’s replacement, wrote in an email on Tuesday that there is a leadership team committed to continuing to improve the health care provided to DCRNC residents and patients.

“To continuously improve, we must ensure our next leader has the vision and financial acumen to lead the facility in innovative ways and with a strategic focus,” Kedzior said.

A job application posted online for the next nursing center administrator shows that Bart’s replacement is expected to be paid between $100,000 and $140,000.

“We are in a new era following years of rebuilding,” Kedzior said, “and are excited to embrace new opportunities as we reimagine compassionate service delivery and business solutions necessary to best serve our treasured community.”

Local nonprofit to host first Roger Scott Memorial Golf Outing

By MEGANN HORSTEAD mhorstead@shawmedia.com Love In the Name of Christ DeKalb County, a local nonprofit organization working to transform lives by uniting resources from the community and area church ministries, soon will host what the group is calling its largest fundraising event of the year in memory of a longtime DeKalb County sheriff.

The inaugural Roger Scott Memorial Golf Outing, set for a shotgun start at 8:30 a.m. July 23 at River Heights Golf Course, 1020 Sharon Drive in DeKalb, is meant to benefit the work of the local charity organization and its mission.

The fundraiser is named in memory of the late former DeKalb County Sheriff Roger Scott, a proud supporter of Love INC DeKalb County. Scott died at 78 on Feb. 23, 2025, after serving the public for 52 years in law enforcement.

Tom Scott, chair for Love INC DeKalb County and Roger’s nephew, said he is excited about raising money for this cause.

He has been on the board for Love INC for about a year.

“Usually, it’s been through donations or maybe some clothing or garage sales,” Scott said. “This has been our first major fundraiser.”

At the event, not only will there be 18 holes of scramble-style golf but there will be morning coffee and pastries, prizes, raffles, silent auction, hamburgers and hotdogs for lunch and camaraderie in the clubhouse.

Scott said the fundraiser is meant for a good cause.

“We encourage people to sign up in advance to secure their spot and again if people aren’t interested in golfing but would like to come out and hang out with some first responders, we’ve got a few first responders, both current and retired, that are gathering at the outing,” he said. “Whether they’re golfing or whether they want to have some camaraderie in the clubhouse just to get together, the public’s invited to help us raise money for Love INC.” Love INC DeKalb County strives to fill spiritual and short-term physical needs through gap ministries, whether

Love INC DeKalb County has served 56 families since May, and the charity group has accommodated 191 families since Jan. 1.

Neighbors in need have a screening process they need to complete in order to find out whether they can benefit from help.

Love INC DeKalb County has been around since 2009. Its board includes representation from several area churches, including Bethany Road Bible Church, New Hope Missionary Baptist Church and Hillcrest Covenant Church.

As a retired Sycamore police officer himself, Scott said he sees value in the work of Love INC DeKalb County.

“I remember when I worked on the police department, there were times on the police department where I would refer people to Love INC for a particular need, such as if they needed some kitchenware, furniture because they were lacking that in their home because of some issue that had happened in the

home,” Scott said.

Scott would continue to see the impact of the charity group’s work after he retired from the Sycamore Police Department in 2008 and started working for Elder Care Services investigating the abuse or neglect of older people, as well as the abuse or neglect of adults with disabilities.

“We would have calls to help service a client and oftentimes the nonprofits are in a position where they’re able to link a person up with resources from other nonprofits or agencies, so that’s what makes it a cooperative effort between the different agencies,” Scott said.

Love INC is need of new board members if anyone is interested in getting involved.

The criteria to serve is that members must be Christians and follow the mission of Love INC. They meet on a quarterly basis at Bethany Road Bible Church in Sycamore.

The charity group is open to donations to help them in carrying out their work, as well. They can be mailed to Love INC DeKalb County at P.O. Box 172, Sycamore, IL 60178.

Love INC DeKalb County also is looking for volunteers to aid the work of its mission.

By KELSEY RETTKE krettke@shawmedia.com Athletes with Sycamore-based Opportunity House earned silver medals recently for volleyball while representing Ilinois at the 2026 Special Olympics USA Games.

Athlete David Mathews-Dedmond and Unified Partner Shannon Steinbis-Vanatta earned silver medals at the games held June 20 through June 26 in Minneapolis, Minnesota.

Mathews-Dedmond and Steinbis-Vanatta were on the Illinois Aces Unified volleyball team representing Special Olympics Illinois, according to a news release. The team prevailed over the Ohio team for the winning silver medal match.

“The experience at the USA Games

was exciting and fun,” Mathews-Dedmond said in a news release. “I couldn’t believe I was there every time I stepped onto the court. Every day was worth it. I learned a lot from my fellow competitors. Winning a Silver medal is something I cried for. There was a lot of sweat, stress and sore muscles, but it was something I had to keep going for.”

Opportunity House staff celebrated their accomplishments, calling it a “proud moment” for all of DeKalb County, and saying the pair demonstrated teamwork, determination, sportsmanship and exemplified the spirit of Unified Sports, according to the release.

“Both David and Shannon have brought immense pride to Opportunity House Athletics,” Special Olympics and Recreation Manager Marc Johnson said in the release. “Their accomplishments at the USA Games show what hard work and dedication can Opportunity House athlete David Mathews-Dedmond focuses while playing volleyball with his fellow Illinois athletes in June 2026 for this year’s Special Olympics USA Games in Minneapolis, achieve.”

Glendening served as the NIU School of Music director since 2019.

Glendening worked as the Denison University Department of Music chair and University of Redlands School of Music dean. He also served on Morehead State University and Northeastern Illinois University faculties.

“Dr. Glendening brings substantial leadership experience to this position, including seven years as director of the NIU School of Music. I look forward to working with him as interim dean to support the success of our students, faculty and staff in the College of Visual and Performing Arts,” NIU executive vice president and provost Laurie Elish-Piper said in a news release.

The NIU College of Visual and Performing Arts includes the university’s School of Art and Design, School of Music and School of Theatre and Dance. Administrator, educator and composer John Paul will service as the NIU School of Music interim director.

Glendening received a trombone performance degree from the Oberlin Conservatory of Music and perform-

er’s certificate from Indiana University. He also earned a master’s in music degree and trombone performance doctorate from the Indiana University School of Music. Glendening invented the trombone’s “Magneto-restrictive slide position sensor;” lectured at CNMAT Laboratory at University of California, Berkeley, CEMI at the University of North Texas and the Eastman School of Music; and premiered, performed and recorded various computer and instrumental works.

He premiered more than 100 music works and was awarded Morehead State University’s Distinguished Creative Productions Award in 1998.

He also performed Stephen Bryant’s Trombone Concerto’s West Coast premiere and a recital at the 2014 International Trombone Festival.

Glendening co-authored the book “The Art and Science of Trombone Teaching” in 2017. He was an artistic advisor and host for 2017 International Trombone Festival and performed, judged and presented at the International Trombone Festivals and 2019 International Women’s Brass Festival.

The DeKalb Public Library will partner with Northern Illinois Raptor Rehab and Education to offer a program for people ages 12 and older to learn about Illinois birds of prey.

The free event will begin at 2 p.m.

July 25 in the library’s lower-level Yusunas Meeting Room, 309 Oak St. Attendees will be introduced to birds of prey including a hawk, falcons and

owls. Participants also can learn about the birds anatomy, their food chain role and how conservation efforts protect the birds. The event also features biological artifact touch displays. Grace Coveliers, a resource conservationist for the DeKalb County Soil and Water Conservation District, said efforts are underway to create a conservation plan for the Somonauk Creek watershed in DeKalb County and beyond.

“A watershed plan focuses on cataloging all of the natural resource information within a watershed,” Coveliers said.

“With that information, they identify projects that can be done to help better our water quality and the land that relies on the watershed.”

Once created, a Somonauk Creek watershed plan will be included in an online map of conservation plans for watersheds in DeKalb County.

Currently, there are plans for four watersheds: Little Rock Creek, the upper South Branch of the Kishwaukee River, the central South Branch of the Kishwaukee River and the east branch of the South Branch of the Kishwaukee River.

Coveliers said the watershed project planning process can take up to two years before being submitted to the state for final approval. But that means there’s time for community input.

“With it just starting within the past two months, we are right at the beginning,” Coveliers said. “If they have anything they want to let us know about, or want to get involved, this is the time to get involved.”

krettke@shawmedia.com A large crowd attended the DeKalb City Council meeting July 13, many to voice opposition to what one resident called a “cruel and unjust” proposal that would give the city power to fine those found sleeping or “camping” in cars or in public places.

Although a vote on the controversial ordinance was on the agenda, DeKalb Mayor Cohen Barnes informed the crowd before the start of the meeting that plans had changed. The council voted 6-1 to delay a decision on the proposed “public camping” ordinance.

Seventh Ward Alderman John Walker voted against taking it from the agenda, saying he wanted to offer residents an explanation behind the proposal. First Ward Alderwoman Carolyn Zasada was absent.

Many residents who spoke argued the city’s drafted code change wasn’t

illness or substance abuse,” resident Megan Wheless said, to some applause from the public. “Labeling those who struggle with those burdens as a public nuisance is like pouring salt into an already festering wound.”

“To criminalize people in one of life’s hardest, most stigmatized situations is unjust and cruel,” she said. “There is no easy fix for homelessness, but at the very least, people deserve compassion and assistance. The proposed ordinance is not compassionate and offers no assistance.”

Rowan Badger, 35, spoke about his own experiences being homeless and with a disability.

“The fact is, anyone could become homeless due to circumstances entirely out of their control at any time,” Badger said.

Barnes said the decision to table a vote was made before the meeting. He said many on the City Council fielded significant public responses over the weekend.

What to know about seniors and vaccines

Parents know that vaccination is a big part of caring for young children. The American Academy of Pediatrics advises parents to vaccinate children against a host of diseases and conditions in the first 12 to 18 months of a childÕs life. The AAP notes that early immunization helps children build immunity at the best time Ñ before theyÕre exposed to germs that can make them very sick.

The effectiveness of vaccines in relation to protecting young children is well documented, but what about seniors and vaccines? Are immunizations still a vital part of a wellness routine when adults reach their golden years? The National Institute on Aging advises older adults to speak with their doctors or pharmacists about the vaccines they need, which may help to prevent or reduce the severity of various diseases.

COVID-19 The NIA notes that age is a risk factor for serious illness from COVID-19. Due to the relative infancy of COVID-19, researchers are still learning about the effectiveness of vaccines against new variants of the virus. But older adults are more likely to get seriously ill from COVID-19 than younger people, so itÕs imperative seniors discuss immunization against the virus with their physicians.

Influenza The World Health Organization notes that the flu kills as many as 650,000 people across the globe each year. A 2009 study published in the journal Influenza and Other Respiratory Viruses indicated that most deaths associated with influenza in industrialized countries occur among seniors age 65 and older. The flu is easily transmitted from one person to another and the NIA advises everyone age six months and older to get an annual flu vaccine. While the protection from a flu vaccine can lessen over time, particularly in older adults, a flu shot still reduces the likelihood of serious illness and/or hospitalization. The Centers for Disease Control and Prevention recommends that seniors age 65 and older receive a higher-dose flu vaccine or an adjuvanted flu vaccine, the latter of which helps to create a stronger immune response than a normal flu shot. Seniors are urged to speak with their physicians about which flu shot is right for them.

Respiratory syncytial virus (RSV) The NIA indicates that RSV is a common virus that often produces mild, cold-like symptoms.

But older adults should know that they are at higher risk of developing severe symptoms if they are infected with RSV. The NIA notes RSV can be particularly dangerous for older adults with chronic diseases or weakened immune systems. Hospitalization or even death can occur after severe RSV symptoms develop. RSV vaccines can prevent serious health problems, and the CDC urges seniors to speak with their physicians regarding immunization. Doing so prior to peak RSV infection season, which is fall and winter, is ideal.

Pneumococcal disease The CDC advises that all adults age 50 and older get pneumococcal vaccination.

Pneumococcal disease is a serious infection that the NIA notes often causes pneumonia in the lungs. The risk of getting very sick and even dying from pneumococcal disease is higher among older adults than younger people. There are different forms of the pneumococcal vaccine, and seniors can speak to their physicians about which one is best for them.

Immunization schedules begin shortly after birth, and seniors still have much to gain from being vaccinated.

Lemonade truck opens in Sycamore with ribbon-cutting

The Sycamore Chamber of Commerce recently celebrated the opening Polar’s Lemonade. Chamber ambassadors, supporters and community members celebrated the opening with a ribbon-cutting July 7. A week after a man authorities said was homeless was charged with sexually and physically assaulting multiple women downtown, DeKalb city officials proposed a fine that would have created a new section of city code about public safety and outlawed what officials are calling “public camping,” documents show.

The city said that the proposal was meant to abate potentially violent behavior.

Maurice Kemp, 33, was charged in the July 2 assaults and remains in custody without release at the DeKalb County Jail pending trial. Chief David Byrd previously told Shaw Local that officers took Kemp into custody within minutes of the first reported assault.

Police Chief David Byrd said July 14 that there are “sporadic occurrences” where public camping occurs in DeKalb.

He said he wants to see action from the city’s ad-hoc committee focused on the topic and that his officers, in the meantime, continue to show compassion for those who are homeless.

“We are very considerate,” Byrd said.

“We are understanding of their circumstance. As long as they are not breaking the law. Then, that’s the posture and the approach we will take. If they continue to do that, we will show an extreme amount of grace and care.”

In other communities

Under the ordinance as drafted, violators would incur a $50 fine for a first violation or be subject to immediate removal from the campsite or location by the DeKalb Police Department. Those who pay the fine within 21 days or appear before a city hearing officer to appeal could qualify to clear their record, according to city code. If the fine goes unpaid or the violator doesn’t show up in administrative court, they could be slapped with fines up to $150.

Other northern Illinois municipalities have enacted or considered similar policies.

In August 2025, Yorkville approved an ordinance enacting fines or possible imprisonment for those found “public camping” in town, citing health and public safety concerns stemming from reported vandalism and public disturbances as reasons for the action. The Yorkville City Council later amended the policy, eliminating restrictions on sleeping in public places, cars on public streets or in parks.

Seven months after the city of Sterling implemented a controversial public camping ordinance to address increasing complaints of homeless people breaking the law or harassing others, only a handful of citations had been issued. Sterling Police Chief Alex Chavira said that between December 2024 and July 2025, the city issued 5 citations, and none of the cited appeared for hearings, paid their fines, or opted for alternative punitive measures such as performing community service or cleaning public areas. Four of the five citations were issued to two people, Chavira said.

A homeless encampment in Woodstock was vacated by early June after a request to the city by the property owner.

A local nonprofit official told Shaw Local that those living at the encampment – which had been there for years – had been given a week’s notice to leave.

The city of Joliet in May finalized new regulations for downtown behavior, including implementing a downtown drinking ordinance similar to the one DeKalb City Council just passed that creates a new “social district” for open drinking. The city also OK’d a limited ban on begging and panhandling, specifically aimed at barring aggressive and threatening behavior, Joliet City Manager Todd Lenzie said. Joliet also barred anyone from sleeping in the City Square.

Some social services agencies – including DeKalb-based homeless shelter Hope Haven and Family Service Agency of DeKalb County, which operates a shelter for youth – spoke out against the ordinance July 10. Hope Haven executive director said she worried DeKalb’s drafted policy would contribute to “anti-homeless sentiment” in the community.

Fifth Ward Alderman Andre Powell said that wasn’t the city’s intent. He said

he doesn’t agree with fining people who are homeless.

Many on the City Council offered their own opinions on the matter despite the tabled vote, defending a desire to help people who are homeless and saying the public wasn’t getting the full picture.

“I think this was portrayed as an attack on [the] homeless and it’s not,” Powell said. “The ordinance was more so for public safety, for the whole community, and the homeless are part of our community. So, the theory that we’re trying to attack the homeless, that’s not true at all.”

Barnes – who’s been vocal before about his desire to address homelessness in DeKalb – thanked the City Council and city staff for their efforts. He said his ad hoc city committee, comprised of representatives from various social service agencies in DeKalb, will continue to work toward cooperative initiatives to aid those in need.

City officials didn’t set a new date for a vote or detail what those initiatives might look like, but said the topic would remain in public discussion.

“What we have is a solution that doesn’t work,” Barnes said. “It’s broken.

It’s flawed. So, what we’re trying to do is figure out how we can be a part of what we can do in order to be a catalyst for change, how we can be a part of the conversation.”

The Family Service Agency issued a lengthy statement July 10 clarifying their role as advisory on the mayor’s committee, saying its staff didn’t partake in any conversation surrounding the proposed fines.

she didn’t detail what that plan was.

“We’re trying to get them into society so that they are on their own, living without a tent around them,” Larson said of people who are homeless. “I look at the tent thing as being like, ‘Oh, how could you do that?’ Because I think if that’s all you’re going to do for them, you’re really not doing anything for them. We want to give them more than tents.”

Zasada said on July 14 that she respects her colleagues’ decision, although she wasn’t at the meeting.

“I deeply respect the wisdom of the council in their decision to table this last night,” Zasada said. “I’m honored to serve on this council alongside so many people who care so deeply for our community and simply wish to do their best – whatever that looks like today and however it changes tomorrow.”

Third Ward Alderman Tracy Smith, a retired police officer, was the only alderman who didn’t speak on the topic during the public discussion.

“I just wanted to hear what people had to say,” Smith said July 14. “I think we have options. I think we have a good group of people, and I think we have options.”

Walker, who requested that the council have some discussion on the topic before it was tabled, offered what he said was an explanation of the proposal.

He urged the public to “stop always critiquing everybody and come with solutions.” He called the proposed fines “absurd,” but said he was thinking of the victims from the July 2 assaults.

Walker said many people refuse help that the city offers, or shelters run out of available beds. He said the city does what it can to aid social service providers.

In February, the City Council gave $10,000 to Hope Haven in residual COVID-era relief funds, and distributed $300,000 to area social service agencies.

“We are policy makers. We’re not police officers, we’re not firefighters, we’re not any of that. We’re policy makers,” Walker said. “And when I took this chair, my job is to protect the people in DeKalb and allocate whatever they need in order to protect the citizens of DeKalb, Illinois. Our kids, our friends, our people.”

Some residents who spoke thanked the city for tabling the ordinance and cautioned against further ones like it.

“These ordinances are not helpful for anyone,” Sata Prescott said. “It does not promote safety as others have said. It does not help the people who are the victims themselves of these situations and it does not foster any further good life for anyone. This is the wrong approach.”
