From the LCCOA Executive Director
thank you to all the LCCOA supporters out there. You are all important to us! October is also the month we elect our Board of Directors. This year, there are three seats open, and all members are being sent a ballot to vote for their choices. The new Board members will be introduced on Monday, Oct. 17, at our annual meeting. Again, LCCOA members are receiving invitations to attend this
informational meeting, where Dr. Tim Appenheimer will address some important issues. I hope to see many of you there. This is just one reason why you should be a member of LCCOA. Only members are entitled to vote and/ or serve on our board and receive an invitation to the annual meeting. Additionally, members receive a discount on our day trips and some other events. But, of course, the most important reason to be a member is to show your support for us, and for the services we offer to seniors and to the community at large. Without a solid member base, we could not continue to offer so many vital and free services. I’ve said it before, and I’m sure you’ll hear it from
me again, but membership in LCCOA is open to all people, with no age requirement. Most of our programs are open to all and, even if you don’t take advantage, your membership is still valuable as it shows your investment in your community. I recently saw a quote that went: “Giving of your time, talents and treasures is the ultimate exercise in democracy. You vote in elections once a year but, when you give, you vote every day about the community you want to live in.” Your membership fee of $20 ($30 for a household of two) is a vote of confidence in us and the services we are providing. Don’t forget that the annual Medicare Part D opens Oct. 15 and runs through Dec. 7. Every
year, we tell you two very important things. First, you should check your coverage every year. Last year’s plan might not still be the best for you, even if your medicines have not changed and, second, MAKE AN APPOINTMENT! Each year, we end up turning people away because the demand has exceeded. We will begin to accept appointment signups Oct. 1 for appointments during the enrollment period. Read through this issue of the Golden Echo for the many great programs coming up. I’m really looking forward to our annual “Monster Pancake” breakfast and Halloween party, but I hope to see good crowds for many of the other things coming up. – Geoff

Medicare renewals begin Tuesday, Oct. 18 and end on Dec. 7, so make sure to call and book your appointment as soon as possible. Appointments are required! This is a very busy time of year for
the ADRC Outreach staff so we appreciate your patience and understanding. Please leave a message and they will get back to you as soon as they can but it could be several days before they return your call as our call log is very long during this time. Repeated calls and messages only slow the staff down as they have to review more messages when they could be returning calls to those who have already left messages. We will get back to you as soon as possible! Thanks for your patience! As 2016 winds down many people start thinking about their taxes and what they can do to reduce them. Making a tax deductible donation is one way to reduce your taxes. As you review your annual
gifts to your favorite charities, please consider supporting the Whiteside County Senior Center with a generous tax deductible donation to support the programs, activities, facility, and operations of the Senior Center. With the ongoing budget battle in Springfield, we are not sure what funding we will receive after Dec. 31. Your contribution will help WCSC keep offering great programs to the residents of Whiteside County! WCSC is a 501(C)(3) charitable nonprofit organization so all cash donations, appreciated stocks, and other donations are tax deductible. Please consult your tax advisor to see how a donation will affect your individual tax situation. All donations are greatly appreciated!

It’s one of the mysteries of life that, although both winter and summer have approximately the same number of days, one of them is gone in an instant, and the other seems to go on forever. While Einstein might have an answer for this, I am always at a loss. But, before we spend too much time contemplating the coming winter (by the way, I pay no attention to September and October predictions as to what kind of a winter we are going to have – we’ll know
all too soon anyway) let’s relax and enjoy the beauty that is fall. Colored leaves, campfires, pumpkins and trick-or treaters. It’s truly a beautiful time and I hope you enjoy it. As the calendar turns to October, it also marks the end of my sixth year here at LCCOA and the beginning of the seventh. I’ve met so many nice people in those 6 years, and you have shown us your generosity in helping us through lean budget times and more, and I want to say

As the warm months wind down and you start to wrap up your fall garden and yard work, you might find some free time on your hands. It is time to look at your daily schedule and set aside some time to start a new activity. The Whiteside County Senior Center is a great place to get involved in new activities (or even old ones you haven’t done in a while) and make some new friends. We offer a variety of programs,
activities, educational sessions, and special events daily along with our home-cooked meal program. Please take time to review all of the activities in this month’s Golden Echo! October is busy with wonderful stuff, besides the wedding receptions! On Oct. 2, the Accessories Exchange is from 1 to 3 p.m. Bring your items to sell, exchange, or give away, and/or come in to buy your party accessories like dresses, candles, candle holders, cupcake trays, garlands, jewelry, tablecloths, table runners, chair covers, chair bows, wreaths, lights, curtains, flower pots, wooden tree slabs, vases, ETC! Our annual election of officers is in process and the new officers will be announced at the annual meeting held Oct. 17. If you are a member, you have received a ballot in the mail. Then, Oct. 19, Color Me Happy’s Mary Corning Oros will help everyone create a multi-media Snowman. You do not have to be creative, Mary will help you through every step, and she brings all the things you need to finish the snowman. This is a wonderfully fun activity and is a fundraiser for United Way of Lee County. And don’t forget the line dancing every Tuesday. What great fun in the Ballroom! Ballots for election of Board members for the Lee County Council on Aging are being distributed. Current members of LCCOA will receive their ballots in the mail and they must be returned by mail or dropped off at the Post House Community Center by Oct. 10. In-person voting will also be available from 10 a.m. to 2 p.m. on Tuesday, Oct. 11. Results will be announced at the annual meeting on Oct. 17. Biographies of the candidates were included in the September Golden Echo and will be sent along with the ballots. The annual meeting of LCCOA will be held Oct. 17. Invitations are being sent to members and reservations are due no later than Oct. 7. The cost is $10.00 per person and will feature heavy hors d’oeuvres, water and coffee. Keynote speaker will be Dr. Tim Appenheimer.

Health Insurance Marketplace Have trouble hearing doesn’t change Medicare benefits on the cell phone?
Dear Josephine, The Marketplace (also known as the Exchange) does not change your Medicare benefits or how you access them. Individual Marketplaces provide a way for people who lack health insurance to get coverage. However, Marketplace policies, also known as Qualified Health Plans (QHPs), are not meant for people who qualify for Medicare. Medicare Advantage Plans, Medigaps, and standalone Part D plans are not sold through the Marketplace. If you are eligible for Medicare, in most cases you should not use the Marketplace to get health and drug coverage. Limited exceptions include if you qualify for Medicare based on having End-Stage Renal Disease (ESRD), or if you do not qualify for premium-free Part A. In these cases, a Marketplace plan might be an option for you.
Otherwise, if you already have Medicare, there are a few reasons you should not enroll in a QHP: It is illegal for someone to sell you a QHP if they know you have Medicare. You are not eligible for any tax credits to help pay for QHP premiums. QHP premiums are more costly than your Medicare, Medigap, or Part D premiums. There is no guarantee that a QHP will pay for your health costs if you were to drop Medicare to take a QHP. If you are enrolled in a QHP and then become eligible for Medicare, there are steps you should take to enroll in Medicare. These steps will help you avoid gaps in coverage or penalties: You should enroll in Medicare as soon as you are eligible. You should drop your QHP coverage. If you get your coverage through the federal Marketplace, disenroll by calling the Marketplace Call Center or by going online at www.healthcare.gov. If you get your coverage through a state-based Marketplace, contact your plan or the state-
based Marketplace to find out how to disenroll. After you enroll in Medicare, consider how you want to get your Medicare coverage. Medicare beneficiaries have the choice between Original Medicare through the federal government and a Medicare Advantage Plan through a private insurance company. If you have a Small Business Health Options Program (SHOP) plan that your current employer purchased through the Marketplace, then the rules are a little different. If you have a SHOP plan through a current employer, you will still need to enroll in Medicare; however, the timing of your enrollment and whether Medicare
will pay first or second depends on the size of your employer and whether you qualify for Medicare based on age or disability. If you have a SHOP plan, talk with your employer about how your coverage works with Medicare. You might hear a lot about the Health Insurance Marketplaces, but just know that apart from limited exceptions, Medicare beneficiaries do not need to use them to get their health care coverage. – Marci Marci’s Medicare Answers is a service of the Medicare Rights Center, the nation’s largest independent source of information and assistance for people with Medicare.

Illinois Telecommunications Access Corporation (ITAC) has added a program to help those with cellular service that are having trouble hearing on the phone. The program still provides free amplified telephones and captioning telephones to Illinois residents that are hard of hearing. Applicants must be certified as hard of hearing by a doctor, nurse practitioner, or audiologist; live in Illinois; and have a service that remits to the program. Lee County Council on Aging (LCCOA) and Whiteside County Senior Center (WCSC) are selection centers for ITAC. Walk-ins are welcomed from 9 a.m.

BEGINNER BASIC STEPS
The month of October always makes me think of the fun in Halloween. Trick or treaters, candy, ghosts and goblins, the ending of one season to the next. With all the joy this month, I also want to ask for a moment to honor The National Cancer and Diabetes Month. As we age in life, we unfortunately become susceptible to illnesses such as these. It could be your sister, brother, wife, child, best friend, or humbling yet, yourself. In the Word it says to bare each other’s burdens and love your neighbor as yourself. Let’s lift up in prayer these brave endurers, the persevering, those who struggle, the suffering, those whom known loss, and to those who have found rest. I want to thank everyone for continuing to support the Center with your feedback, donations, and activeness in our meal program and activities. Hello from The Emporium Thrift Center Hello, finally the heat and humidity have dropped to a more comfortable level. Now it is time for Mother Nature to start painting all the beautiful fall colors. Cannot beat the beauty of this amazing country that we live in – Give Thanks. Things have also changed at The Emporium Thrift Center. We have changed over to the fall and winter clothing season. Colors and sizes for just about anyone. Stop in and see for yourself. We continue to hear very nice remarks about neatness and cleanliness at The
Emporium. Those comments make us very proud of the job we are doing. That all goes back to the many nice donations that continue to come in. It also goes back to all the seventeen plus volunteers that work to keep it so nice and neat. The inventory changes daily. Senior Citizens’ Day Celebrated at LCCOA On Friday, Aug. 19, LCCOA celebrated and honored the senior citizens of Lee County, in celebration of National Senior Citizens’ Day on Sunday, Aug. 21. Starting with a fresh, home cooked breakfast, LCCOA served up – hot off the griddle – pancakes, sausage, ham, and fruit free of charge to more than 25 attending senior citizens. There was a performance by the Sassy Senior Steppers who line danced to some great music, and coffee, companionship and community were felt throughout the morning. Later on in the day, Geoff Vanderlin, executive director of LCCOA, visited Dixon Healthcare and Heritage Square with a platter of delicious cupcakes to share with the wonderful senior population. Meanwhile, Ruth and Samantha from the Outreach Department took platters of their own to both Countryside Manor and Liberty Court and briefly visited with those individuals
as well. The cupcakes were well received and we at LCCOA were able to bring a few smiles to those who have been with us for all these years. As we celebrated this aging community we were reminded of the service, hard work, and suffering many of them have been through, although we wish we could have done more, we did what we could to bring a smile to those few and remind them that we are grateful for all they have done and all they have been through in their lives, for without them we would not be where we are today. We will continue to serve our community in the simple ways that we can, through our services at LCCOA, we work hard to make life a little easier for you. Thank you to all our followers, contributors, clients and friends, and a big thank you to our wonderful seniors who have made it possible to be where we are in this world.

Outreach at LCCOA October, that special time of year when Medicare opens up an annual enrollment period for those wishing to check their plans and make sure what they have will be the best option for them in the coming year. This year is no exception. Open enrollment will run from Oct. 15 to Dec. 7, and we have already begun getting calls about when we are able to run comparisons for them. What can Ruth and Samantha do for you this open enrollment season? Both Outreach workers accept medication lists as early as Oct. 1. However, they are not able to do anything with them until Oct. 15, when Medicare officially opens the enrollment period and has the website up to date

with the following years information. We handle lists on a first-come first-served basis, as we receive several hundred a year to do, and such a limited time to do them. When we have finished running your comparison we will call you to set up an appointment at that time. Please plan to submit your printed list with the following information: name, phone number, address, birthday and current prescription medications, with correct spelling, dosage and quantity per month. We also need to know you pharmacy (and a second choice if you are willing to switch, if it means cheaper prices). Please write your list on a full sheet of paper, please
include an attention line with your caseworker’s name on it and leave with the receptionist (if you don’t know your caseworker’s name, please just put attn: Outreach) or mail it to LCCOA 100 W. 2nd St. Dixon, IL 61021. As a final note this month, we wanted to remind you that we are now able to assist with LIHEAP/PIPP applications for those individuals who are 60 and older. Please call for an appointment. We also now have Good Fellows applications for interested persons in need for this coming holiday season, and as always we are here for all of your information and referral needs.
The Whiteside County Senior Center (WCSC) Aging and Disabled resource staff helps with a variety of programs for older adults and persons with disabilities. Walk-in day is from 9 a.m. to 2 p.m. Mondays at the WCSC. Appointments need scheduled in advance for Medicare counseling. Residents in Morrison, Erie, Prophetstown, or Fulton must call in advanced to set up an appointment at a meeting site in their area. Best practice would be to come about 5 minutes early before appointment times. Clients that show up late might not be able to have their appointment. It is also best to ask in advance, what to bring on walk in day or for appointments. Please call and cancel the appointment if needed as soon as possible. The Aging and Disabled Resource center does not charge fees, however they appreciate donations. Please call 815622-9230 extension 194.

The Whiteside County Senior Center is taking appointments for the annual enrollment period. Please schedule your appointment as soon as possible. They will not take walk-ins for Medicare counseling during the annual enrollment period. Their appointment times fill up fast. The annual enrollment period for Medicare Part D and Medicare Advantage plans ends on Dec. 7. To get the best results in comparing drug plans the SHIP counselors will need an accurate medication list which would include: the full name of the medication, the dosage (i.e. milligrams), and the quantity (amount of pill, vials, etc.) received in a 1-month supply. They have plan finder worksheets available at the reception desk if beneficiaries want to pick one up before their appointment date. Get informed and save with the help of
Medicare Part D Workshop Do Medicare Part D plans have networks? What is a preferred pharmacy vs. a standard pharmacy? What are the benefit stages? What is the donut hole? These are just some of the questions Medicare beneficiaries asked when calling SHIP counselors. To kick off this year’s annual enrollment period the Whiteside County Senior Center will be holding a Medicare Part D workshop at 1:30 p.m. Oct. 12 to answer those questions. There will be a short presentation and a question and answer session. Medicare beneficiaries that want to learn how to use Medicare plan finder themselves can stay for a demonstration on how to use the plan finder. Changes in tax program at WCSC Tax-Aide volunteers will not be providing tax return support or even printing of past years returns, for those that might need the service, starting the end of October. This is due to a change in our tax program given to us by the IRS which we will not have full access till late January. Printing of past years returns, we will not be able to do after the change of programs. Tax-Aide volunteers will be providing free income tax return preparation services starting in late January at below listed sites.

of you need rides outside of our service area. While we are grant funded and theoretically underfunded, both systems have scheduled days or times

Medical ID theft occurs when someone steals personal information – such as your name and Medicare number – and uses the information to get medical treatment, drugs, surgery or other services and then bills Medicare for it. Buy your loved ones a lap blanket or other items on our table for cancer. Starts Sept. 26 until today. Raising money in honor of loved one that have passed away and for ones struggling with cancer. The basic information that we provide will help our community members that are new to Medicare and those who want more information, make a more informed decision when it comes to their options with Medicare. Our Outreach Department staff are trained Senior Health Insurance Program (SHIP) volunteer counselors. SHIP is a free counseling service provided by the Illinois Department of Aging.
