trict had the highest number of students considered lowincome – 77 percent. That’s at least 10 percentage points more than in the Sterling and Dixon elementary schools, with the exception of Sterling’s Jefferson, which is at 69 percent. Rock Falls Elementary Superintendent Dan Arickx said the data

show that more of his district’s children are low-income, but “we’re not using that as a crutch.” “Our families have a lot more to think about than to make sure homework is done every night,” Arickx said. “Every family, regardless of income, probably has things going on, but low-income families have more intense issues to worry about.”

Some students, he said, don’t have access to technology at home, so they need extra help “Teachers have been absolutely wonderful about it,� he said. The drop in ratings over the past year at Merrill Elementary, Arickx said, was because the school is now focusing on the common core standards, which are being applied nationally and focus on math and reading. As such, he said, the district is shifting attention away from the ISAT exam, which is the basis for the ratings. Overall, the high schools in Sauk Valley’s smaller towns have higher ratings than those in Sterling, Dixon and Rock Falls. This year, 57 percent of Sterling High School students are rated as proficient in reading and math. Dixon and Rock Falls high schools follow at 54 and 53 percent, respectively. Morrison is tops in the area with a 68 percent proficiency in its high school. Amboy, Erie and River Bend are tied at 67 percent, while AFC follows with 62 percent. smaller school districts. But it also has the highest number of low-income students, with 47 percent. At the same time, its elementary schools’ ratings are about the same as the other smaller districts – and, in some cases, higher. One challenge in the P-L-T district is that it has a higher mobility rate – 18 percent – than the other smaller districts. That rate tracks students who transfer in and out of the district from the first day of October to the last day of school. The low-income and mobility rates “explain a lot of things,� P-L-T Superintendent David Rogers said. In the past couple of years, he said, the district has put in place a few programs that would pay off in the next year. One of the programs is for tutoring. Another deals with homework, known as Prophet Pride. “If you don’t have your homework done, you’re not doing lunch with your friends,� Rogers said.

MORRISON â&#x20AC;&#x201C; Morrison Community Hospitalâ&#x20AC;&#x2122;s nursing home is in the clear after all. On Tuesday, the federal Centers for Medicare and Medicaid Services issued a public notice that it would terminate its agreement with Four Seasons Living Center on Nov. 16 because of life safety issues. That meant no more Medicare or Medicaid funding, the lifeblood of most nursing homes. The notice had been slated to appear today as a legal advertisement in this newspaper. On Wednesday, though, the agency rescinded its notice, saying the nursing home had come into compliance. The day before, hospital CEO Pam Pfister said the nursing home had submitted its plan of correction in July to the state Department of Public Health, which handles inspections on behalf of the federal agency. She said it appeared the state agency had not followed up on its revisit to Four Seasons â&#x20AC;&#x153;in a timely mannerâ&#x20AC;? and appeared to have â&#x20AC;&#x153;mishandledâ&#x20AC;? the paperwork sent in July.

On Wednesday afternoon, Melaney Arnold, the state agencyâ&#x20AC;&#x2122;s spokeswoman, confirmed her agency had received a plan of correction but that her agency had to go back twice to the nursing home for changes. â&#x20AC;&#x153;On Tuesday, we got the last piece of information,â&#x20AC;? Arnold said. â&#x20AC;&#x153;We processed it, and it went to CMS.â&#x20AC;? The state didnâ&#x20AC;&#x2122;t want to see the Medicare and Medicaid funding terminated, she said. â&#x20AC;&#x153;This is a service that is needed,â&#x20AC;? Arnold said. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re not out to get them, but we want them to be compliant. We want to ensure the health and safety of residents.â&#x20AC;? Itâ&#x20AC;&#x2122;s not unusual for inspectors to find deficiencies in a nursing home. In fact, CMS reports that an average of six or seven such issues are found in each survey. Typically, the problems are resolved before CMS threatens a loss of Medicare and Medicaid funding. In Four Seasonsâ&#x20AC;&#x2122; case, the reported violations were not uncommon. They dealt with such issues as frequency of meals and infection control procedures.

THE BLOODY GULCH ROAD STORY

cary stories, sometimes based on true events, are a big part of Halloween. And in Dixon, thereâ&#x20AC;&#x2122;s a chance the story of Bloody Gulch Road will be among those told. A.K. Thompson had heard and told those stories growing up in Dixon. But she also spent time researching what actually happened for her book, â&#x20AC;&#x153;Relentless, Envious Death: The Biographies of Katherine Shaw Bethea and Solomon Hicks Bethea.â&#x20AC;? â&#x20AC;&#x153;I remember, when I was a little girl, at sleepovers, people would say, â&#x20AC;&#x2DC;Oh, Bloody Gulch Road. What happened?â&#x20AC;&#x2122;â&#x20AC;? she said. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;d speculate and everything. It was sort of this urban legend or whatever. And then when I came across the original reporting in the Telegraph, it was actually scarier than what any of us came up with as kids.â&#x20AC;?

On Sept. 18, 1885, 18-year-old Frederick Thielâ&#x20AC;&#x2122;s body was found by a farmer named James Penrose near a farm just south of Dixon. His cattle, which he was crossing near the spot where Thielâ&#x20AC;&#x2122;s body was, had reacted to the bodyâ&#x20AC;&#x2122;s smell, Thompson said. Thielâ&#x20AC;&#x2122;s throat had been slit so severely his head was nearly detached, said Thompson, who researched the event from articles published in the Telegraph. Thiel also had his skull crushed in, several defensive wounds and some fingernails removed, she said. The spot where Thielâ&#x20AC;&#x2122;s body was found, Thompson believes, is less than a quarter mile west of South Galena Avenue and about 100 feet south of Bloody Gulch Road, near a stream at the bottom of a gulch. Several days after Thielâ&#x20AC;&#x2122;s body was found, Joseph Mosse, 21, was arrested for killing the Bible salesman. Mosse, a French-Canadian living in the area, was represented by Solomon Hicks Bethea, who later donated the land for KSB Hospital.

Bethea took the case because Mosse was poor and spoke little English, Thompson said, adding that she believes Bethea thought Mosse was innocent, a belief sheâ&#x20AC;&#x2122;s taken on since writing the book. Several witnesses were called by the prosecution and said they had seen Mosse walking that night with a spade in his hand, Thompson said. He also was the last person seen with Thiel. Mosse was convicted of the murder Jan. 29, 1886, and sentenced to life in prison. But a month before his 26th year in prison, he was released after stopping an assault on a prison guard, who later said Mosse was a model prisoner and good person, Thompson said. He was released from prison on Christmas Day, but it was explicitly stated by the board releasing him that it wasnâ&#x20AC;&#x2122;t a Christmas present, Thompson said. â&#x20AC;&#x153;After he was released from Joliet, [he] was never to be seen or heard from again,â&#x20AC;? Thompson said. â&#x20AC;&#x153;I think he was like, â&#x20AC;&#x2DC;Iâ&#x20AC;&#x2122;m out of here, back to Canada. Iâ&#x20AC;&#x2122;m done.â&#x20AC;&#x2122;â&#x20AC;?

A fresh twist on a classic dish BY RUSS PARSONS MCT News Service

E

veryone has his own rituals for fall Sunday afternoons. Some guys sit around and watch football; for me it takes only about a quarter before I need a nap. Others feel inspired to take up household projects; the less said about my ability with a hammer the better. Instead, I cook. Well, I cook all year round, but when the days start to cool and the light turns golden, I get more ambitious. Rather than 30 minutes at the grill, I throw myself into hours-long kitchen projects. This year, itâ&#x20AC;&#x2122;s been lasagna. Thereâ&#x20AC;&#x2122;s nothing like lasagna from scratch to while away a lazy Sunday afternoon. And Iâ&#x20AC;&#x2122;ve learned there are places you can compromise to make the project easier. Canned tomatoes work just fine for most sauces. Not all lasagnas call for both ragu and besciamella. Spread out the work, taking one step at a time and making time for a break in between. Lasagna is forgiving that way. One place I donâ&#x20AC;&#x2122;t compromise is on fresh pasta. The fresh-versus-dried pasta debate is an old and tired one and, in the end, pointless. Each type of pasta has its purposes. Think of them as types of cloth: Fresh pasta is silk and dried is wool. But while I will grant that there are very good lasagnas made with dried pasta, the simultaneous

delicacy and luxuriousness of fresh is what really makes the dish in most cases.

Mushroom and Ham Lasagna 2 hours, plus soaking time for the mushrooms and cooling time for the lasagna. Serves 12 Fresh pasta: 1 2/3 cups unbleached flour, plus extra for rolling the dough 3 eggs 1. Place the flour in the bowl of a mixer or food processor. Add the eggs and mix until a dough starts to come together. The dough should feel like soft clay; if it feels moist, add a little more flour. Turn it out onto a well-floured work surface and knead until it forms a cohesive dough, 4 to 6 turns. Wrap the dough in plastic wrap and refrigerate it to give it time to relax, at least an hour. Youâ&#x20AC;&#x2122;ll know itâ&#x20AC;&#x2122;s ready when you poke an indentation with your fingertip and the dough does not spring back. 2. Line the counter with kitchen towels. Divide the dough into 4 pieces. Take one piece (leaving the others under plastic wrap), flatten it slightly, flour it lightly and pass the dough through a pasta machine with the rollers adjusted to the widest setting. Fold in overlapping thirds as you would a letter and pass through again. Repeat until the dough feels silky smooth, 3 or 4 more turns. 3. Now start thinning the dough: Crank the machine two stops tighter and pass the dough through.

Repeat, cranking the machine ever tighter until the sheet is thin enough that you can see your hand through it when held up to the light. This will be about setting No. 6. If the dough feels too moist, dust with a little more flour to keep it from sticking. Cut the finished dough sheet into roughly 12-inch lengths and arrange on the kitchen towels. Donâ&#x20AC;&#x2122;t let the cut sheets touch, as they may still be slightly sticky. 4. Repeat, kneading, rolling and cutting all the pasta dough. 5. Cook the pasta, 4 to 6 sheets at a time, in a large pot of generously salted boiling water. The pasta will be done when it floats to the surface, in less than 30 seconds. 6. Gently remove the pasta from the boiling water with a skimmer and transfer it to a large work bowl filled with cool water to stop the cooking. Carefully rinse each sheet under running water, then rub it with your fingers to remove any excess water. Spread it flat on a kitchen towel to dry until youâ&#x20AC;&#x2122;re ready to assemble the lasagna.

Heat the oven to 400 degrees and place a rack at the uppermost position. Cover the dried mushrooms with 3 cups of warm water and set aside to soften at least 15 minutes. Remove the mushrooms from the water (reserving the water), squeeze them dry and chop them finely. Strain the soaking water through a coffee filter to remove any dust. 2. Over medium heat, heat the oil, 3 tablespoons butter and the chopped onion in the largest saute pan you have, ideally one big enough to hold all the sliced mushrooms without crowding. Cook until the onion turns translucent, about 3 minutes. 3. Add the porcini mushrooms, the soaking water, chopped tomatoes and parsley, and continue cooking until the water has evaporated and the mixture is nearly dry, about 10 minutes. 4. Add the sliced fresh mushrooms, 1 teaspoon salt and one-fourth teaspoon pepper, or to taste,

Cook, stirring frequently, until all the moisture released by the mushrooms has evaporated, 10 to 20 minutes, increasing the heat if needed for the liquid to evaporate more quickly. Taste and correct for salt and pepper. Remove from the heat. 5. Make a white sauce: Heat one-fourth cup butter in a saucepan over medium-low heat. When it has melted, whisk in the flour to make a smooth paste. Whisk in the milk about onehalf cup at a time, cooking until each addition has thickened. Season with one-half teaspoon salt and a pinch of nutmeg, or to taste, and stir in two-thirds cup of the grated Parmigiano-Reggiano. Remove from heat and hold in a warm place. (A skin will probably form on top of the sauce. Just stir it back in. Any small clumps will melt as the lasagna bakes.) 6. Generously butter a 12-by-9-inch baking dish and lightly coat the bottom with the white sauce. Line the bottom of the pan with a single layer of pasta strips, cutting them to fit the pan, edge to edge, allowing no more than one-fourth inch overlapping. 7. Stir all but about onehalf cup of the remaining white sauce into the mushroom mixture. Spread a thin layer of the mushroom mixture on top of the pasta, then scatter a handful of ham strips over the top. Cover with another pasta layer and more mushrooms and ham, repeating until youâ&#x20AC;&#x2122;ve used all the mushrooms and ham, finishing with a layer of pasta. Ide-
