nate in owning the beautiful Post House Ballroom and renting it out for wedding receptions and other events provide another 7-8 percent. That means that a little more than 20 percent of our operating expenses need to come from memberships and fundraising. That means you and, yes, me and my family. These figures were taken from the year ending June 30, 2015. In 2010, the year I began working at LCCOA, we only needed to make up a 16 per-
cent gap between spending and grant funding, as opposed to 23 percent last year. At LCCOA, we are actually in a little better shape than many of our nonprofit social service sister organizations in that a very high percentage of our grants come from either local or federal sources and, therefore, we were not as impacted by the recent budget stalemate here in Illinois. Nonetheless, we are owed approximately $200,000 in promised FY 16 funds. To bridge that gap we have had to dip into savings earmarked for improvements and unexpected expenses. I also want to emphasize that I and our Board of Directors feel that we are good stewards of our funding. Every avenue is examined to see where we can cut expenses.
Our employees here, many with years of professional training and/or experience, are modestly paid for their jobs and work for you because they love what they do. Which, of course, brings me to the “sales pitch.” We have three great events in August which you can attend, all of which promise you a good time and the opportunity to help us raise some of those much needed funds. On August 3, is our second annual Petunia City Brass Drum and Bugle Corps show. Presented in partnership with the Kreider Alliance, this event means you are contributing to two great organizations. Thanks to presenting sponsor, Hicks Insurance, and a number of other sponsors, your
ticket price will go very far in helping. Then, on the Aug. 17, we present our annual summer tradition, the Luau. Enjoy great company, great food, and more at this fun event. Each year we seem to serve more people and I hope you will join us. Finally, on Aug. 23, we are trying something new for us – Bunco in the Ballroom. If you’re a long time player of this fun game, or a beginner, you’ll want to come and have fun with this. I know I am looking forward to it. Details on all of these events and more can be found in this copy of the Golden Echo. Keep it for reference all month. A fashion show by
Christopher and Banks is set for 10:45 a.m. Aug. 24 in the dining room. There will be an Ipad Class at 10:30 a.m. Aug. 25. Seating is limited; please call to register. If you enjoy playing cards please check out the page with the daily events, as we have a variety of card games going on at the Senior Center. We will be hosting a Euchre tournament Sunday, Aug. 28, with sign-in scheduled for 1 p.m. There will be a 50-50 drawing. If one day a month is not enough Euchre for you, consider stopping by
and playing on Tuesday and Thursday afternoon! The group continues to grow and everyone is having a great time! The WCSC is a great place for seniors to come and enjoy a variety of social activities, listen to educational programs, eat lunch, get assistance from ADRC with state and federal programs to help seniors stay in their homes, and spend some quality time with others who are enjoying their retirement. By Geoff Vanderlin Like many organizations, Lee County Council on Aging began a new fiscal year on July 1. As I was thinking of topics for this month’s article I thought of how many times I have come to you asking for support for our various fundraisers – like this month’s Petunia City Brass and our annual Luau. In many of those appeals, I have made statements like “We all know how grant funds are shrinking,” or I’ve talked about the uncertainties of the state budget. I’ve also pointed out that we have no “goods” to sell, and
our services are offered for free. But I realize that I have rarely, if ever explained how we are funded here. Our services are primarily grant-funded, meaning a great deal of my time is spent applying for, and then accounting for, grant funds. Things like making sure that the dollars received are used for the purposes they were granted to us for. These grants, a mixture of local (United Way, Lee County), state and federal grants, provide us with approximately 80 percent of our operating revenue. We are fortu-

We have definitely been treated to a mixture of hot and mild summer days. I am sure August will be heating up and everyone will be looking for a place to cool off. August, the month of my birth – last year so hot we couldn’t stand it! But, it’s not freezing, and we can cool off much easier than trying to keep warm in the winter. So, August is an OK month, I can live with that. This August in the Ballroom we will have events that are fun (besides the first birthday party and wedding receptions and line dancing!), and one that I think everyone from their 40s to their 90s will be interested in. One fun one is the luau Aug. 17. Good food! Another fun one is Aug. 23, Bunco in the Ballroom. I’ve never played it, but look forward to learning and seeing how to win. We always have fun with these events. The interesting one is an event where we are partnering with KSB for a conversation on end-of-life issues. See information in the Upcoming Special Events page of the Echo. It’s on Aug. 25, and snacks will be provided. There will be a panel

The annual dinner meeting and election of the Board will be held Monday, Oct. 17. This year’s Keynote Speaker will be Dr. Timothy Appenheimer. This annual event is open to all paid members of LCCOA. Members will receive an invitation, the election ballot and a short biography of each candidate in the mail. Current Board members up for re-election are Ann Barlow and Fred Nesbit. New candidates include Sharon Appenheimer and Cheryl Smith with, hopefully, a few others to be announced. Candidate biographies will be featured in the September Golden Echo. If you are interested in voting in the election and are not currently a paid member, you need to pay your dues by Sept.16 to receive a ballot. What type of medical equipment is covered in your plan?

Dear Marci, My doctor recommended that I get a manual wheelchair to get around my home. Does Medicare cover wheelchairs? If so, what do I need to do so that they will cover it? – Gabrielle (Bardstown, Kentucky)
• Likely to last for three years or more There are a few steps to follow to get Medicare to cover your DME. First, your doctor must prescribe the equipment and certify that you will need to use the equipment in your home. Next, you should get your DME from an appropriate supplier. For Original Medicare, this depends on where you live. If you live in a region that is part of the competitive bidding demonstration, you will have to get your DME from a supplier that participates in the program. If you live in a region that is not part of the demonstration, you must get your DME through a supplier that has approval from Medicare. You can find a Medicare-approved supplier by visiting www.medicare.gov/supplier. If you have a Medicare Advantage Plan, you should contact your plan to find a certified supplier. You will usually rent your equipment from a supplier. For Original Medicare, you pay 20 percent of the cost of the rental fee for 13 months,
Dear Gabrielle, Yes, Medicare covers wheelchairs. Wheelchairs, and other items such as walkers and oxygen equipment, are known as durable medical equipment (DME). If you have Original Medicare, DME is covered by Part B (medical insurance). If you have a Medicare Advantage Plan, it covers everything that Original Medicare covers, but may have different costs and rules. Medicare covers durable medical equipment that is: • Durable, meaning you can use it again • Designed to help your medical condition or injury • Meant for use in your home, although you can use it outside the home
and then you are usually given ownership. If you are paying a monthly rental fee for your equipment, your supplier must perform all needed repairs and maintenance requiring the work of a professional – without charging you extra. If you own your equipment, Original Medicare will pay 80 percent of the Medicare-approved amount for repairs and maintenance, and you will be responsible for the 20 percent balance. If you have a Medicare Advantage Plan, you may pay a fixed rate or a coinsurance to rent or buy your DME. You can contact your Medicare Advantage Plan to learn about costs and coverage of DME. If you have trouble hearing on your cellphone Illinois has a program to help you. Illinois Telecommunications Access Corporation (ITAC) has added a program to help those with cellular service that are having trouble hearing on the phone. The program still provides free amplified telephones and captioning telephones to Illinois residents that are hard of hearing. You will have to be certified as hard of hearing, live in Illinois, and have a service that remits to the program. Income tax return preparation services Tax-Aide volunteers will be providing free income tax return preparation services during 2017 at below listed sites. You, as the Taxpayer will be required to, along with having other required documents: Bring a copy of your last year’s tax return. This is a must, due to a change in our tax program given to us by the IRS and we will not have last year’s info in our computers.
Some identification that contains your picture. The Illinois Secretary of State’s office will provide a photo ID free of charge for persons 65 years of age and more. The Client Intake form must be fully and accurately completed before your return can be started. You are responsible for the accuracy of your return. The site days and times will be listed later, and most will be by appoint-

Drum and bugle corps marching back into Dixon Championship Open Class Drum and Bugle Corps competition returns to Dixon this summer on Aug. 3, when the Hicks Insurance Company presents the second annual Petunia City Brass show, benefitting Lee County Council on Aging and the Kreider Alliance. Highlighting the show will be defending Petunia City Brass and Open Class World Champions, the Vanguard Cadets, from Santa Clara, California. They will be challenged hard by fellow California Corps the Blue Devils B, from Concord. Blue Devils B placed second at last year’s championships, less than on point behind. Two other corps from the top 10 at World Championships will also perform. They are Genesis, from Austin, Texas, and Gold, from Hawthorne, California. They will be joined by upand-comers Louisiana Stars (Lafayette, Louisiana), Racine Scouts (Racine, Wisconsin), and Impulse (Buena Park, California). They will be joined in exhibition by Kreider Services own Petunia City Stix drumline. Perhaps you saw the Stix in the Petunia Festival parade. Ticket prices will be lower this year than last. General admission this year is only $10, Super tickets, which are the lower rows between the 30 yard lines, are $15, and Premium tickets, the
higher rows, again between the 30 yard lines, are only $20. All tickets prices will be higher if bought at the gate the night of the show. Tickets are available locally at the Post House Community Center, Venier’s Jewelers, Kreider Services, 500 Anchor Road, Dixon and online at www. petuniacitybrass.org. Outreach at Whiteside County Senior Center Getting help in Whiteside County The Whiteside County Senior Center (WCSC) Aging and Disabled resource staff helps with a variety of programs. Their purpose is to provide information, assistance and referral to programs for older adults and persons with disabilities. Their belief is placing importance on trying to keep you independent and in your home as long as possible. They assist in filling out applications to programs and they also provide options counseling. The WCSC has trained Senior Health Insurance Program counselors on staff that provide free counseling on Medicare and insurances that go along with Medicare. Walk-in day is on Monday’s from 9 a.m.-2 p.m. if you want to see someone at the senior center and appointments can be made Tuesday-Friday. If you are wanting Medicare counseling or if you want to see someone at one of their sites in Morrison, Erie, Prophetstown, or Fulton you
must call and make an appointment in advance. If you can’t make your appointment it is important that you please call to cancel as soon as possible. It is best to ask in advance what you need to bring on walk in day or for your appointment if you are not sure what you will need. You cannot be charged any fees for getting help from their Aging and Disabled Resource center but they do accept donations for their services. Please feel free to call 815-622-9230, ext. 194. Caregiver assistance If you are caring for someone that is 60 years old or older the WCSC offers assistance for caregivers. One form of assistance is called Respite. If approved the caregiver will receive a limited amount of time either in a facility or it will provide a paid caregiver to stay with your loved one so you can take a much needed break. The WCSC does not hand out or reimburse anyone with money. There are limits to the program. To
apply for Caregiver gap or respite they will have to interview with the caregiver in person and complete an application. To find out more call the WCSC 815-6229230 extension 194. WCSC Medicare class The Whiteside County Senior Center’s next class on Medicare will be August 19th at 1:30 pm. This class is free and is designed for those that are becoming new to Medicare and those who want to learn about the options available. Donations are appreciated to help with the costs of the materials handed out. Please call ahead of time and sign up 815-622-9230.

Outreach at LCCOA Getting to know your caseworker This month our highlight isn’t a program or benefit that we are focusing on, it’s the chance for you to get to know one of your Outreach Caseworkers. Through their years here you have likely gotten to know one or both of them if you are a regular client, but for those of you who don’t know them or have never been here this is our chance to offer you some insight into who they are. We start this year with our most senior worker. Ruth: On Nov. 5, Ruth will have been here for 9 years. Prior to working here she worked in similar fields for over 20 years, she has a college background and several certificates of achievements and certification from the Senior Health Insurance Program, allowing her to perform
her tasks here from the training received from the Illinois Department of Aging. For Ruth, it’s all about the seniors that keeps her here, working hard to make a difference, she say’s “I love what I do”. Working with the senior community is Ruth’s passion, she loves to help someone, getting them to a happier, healthier place in their life. Ruth’s passion shows when you see her help someone. When asked people have often described Ruth as being

Dixon’s Open Mic Night at the Post House Community Center celebrated its 1-year anniversary in June. The event takes place the fourth Friday of each month at 6:30 pm.

kind-hearted, knowledgeable, quiet, compassionate, caring, and fierce (in that good sort of way, naturally!). She’s also been described as passionate and in a word of what she does: Expert. Ruth is family oriented, and when asked what word describes what she feels about life and why, she says’ simply, “Love” why, “because of my family”. She describes herself as happy, loving and caring, and clearly people agree. Ruth brings a light to the Outreach department that can’t be matched. She enjoys spending time with her husband, of whom she’s been married for 33 years, and her family in her spare time. She has two grown boys and three gorgeous grandchildren of whom she enjoys spoiling and spending time with, whenever she has the chance.
Next month this space will feature our other Outreach worker, Samantha. Both Ruth and Samantha are personable and are very similar but very much their own person. They are the heart of the Lee County Council on Aging and will continue to do their very best for you. Have a story you’d like to share about either or both of these girls? Feel free to send it in. They love to hear feedback and know if they’ve helped you in more ways than they know, or if you’ve struggled with services they’ve helped you with let them know, see what they can do to make it right. Transportation Funding for public transportation stable Lately, it has been asked on a regular basis by those that utilize public transportation in our area, both residents and agencies of Lee County, Ogle County and Whiteside County if there is funding to continue our much needed transportation services. I assure those I speak with, there is absolutely stable funding to continue service. In the Illinois State Transportation Law, there is a clause that states regardless of the State of Illinois having a budget in place or not, we will continue to receive reimbursement for rural public transportation services, including LOTS and WCPT. While we do not receive any funds up front, we have continuously received reimbursement for actual costs incurred, up to and no more than our allocated limit. As far as our annual Federal Grant, this fund has been in place for decades, in fact, since 1978 and remains stable. Recently in THE HILL, it was reported, “A bipartisan pair of lawmakers introduced new legislation that would allow federal workers to use their transit benefits on other transportation options, including Uber, Lyft and bike-rental programs, while Washington’s Metrorail system undergoes a year-long repair effort.” This is one of the first examples of continued conversation that public transporta-
tion dollars can and may shift to be shared with the private sector. While the private industry is needed to supplement services, specially nights and weekends in the rural areas, reduc-
ing public funding and reallocating it to private entities may cause services changes in the future for the nonprofit programs. You are our voice and with your sup-
port and continued letters to our legislators, we will stand strong and continue to provide excellent transportation services throughout the Sauk Valley for years to come.
