You can also learn about nutrition, special programs and trips being offered, transportation services, monthly food menus and more. Hold on to it and refer to it throughout the month.

I feel that I mention this last point many times, but we still get several questions about it every week.

The programs and events

held at the Post House Community Center are open to EVERYONE, regardless of age. This also applies to our LeeOgle Transportation System. Regardless of what you might hear, it is not the “Senior Bus.” We carry anyone, regardless of age. (Those of very young age may require an adult escort.) Membership at LCCOA is similarly open to all. It is a great way to show your support of our programs and services.

We are very fortunate to have several funding sources for the WCSC, but the primary source for our ADRC Outreach Senior Services area is the Older American Act, which involves some federal funding and matching state funding. Actually, we also have to provide local matching funds in order to secure these grants, and we are very thankful to United Way of Whiteside County and all of you who make donations to United Way for these matching funds. United Way also provides a portion of the

local matching funds we need for our transportation grants.

Last summer we put together our FY 2016 Senior Services budget, which contained an $8,000 to $10,000 reduction from FY 2015. We were issued a contract to provide the services, as we have done for many years. Contracts do have a clause stating the funding is based on approval of the state and/or federal funds being available. At the end of August, we were sent a notice that we would not be receiving the state funding portion of the grant due to the budget impasse, but we would receive the federal portion of these grants as soon as the state started writing checks again, as no one was available to process these checks. This meant a loss of $30,000 in state funding from the Older

American Act, but like everyone else we figured the Legislature would pass a budget before the end of 2015 and we would be reimbursed for this funding sometime in the near future. We were fortunate to have some reserves, so we decided to go ahead with providing the services the seniors in our community desperately need to maintain their current level of living.

Hopefully, when you read this article on June 27, the Legislature will have passed a budget which will be signed by the governor and funding will be restored for FY 2016 and a new budget will be in place for FY 2017. I said “hopefully,” but right now the reality is that there will not be a budget in place for FY16 and FY17, and all of us will need to make some very tough decisions which will impact

the services we provide for the seniors in Whiteside County. We will make every effort to keep providing senior services for as long as possible! What can you do to help? Keep making phone calls, sending letters, and emails to your legislative representatives and the governor to let them know how important the services we provide are to you, your family and your neighbors!

Just so we are on the same page, we agree that certain changes could and should be made to many of the programs offered to not just seniors but all Illinois residents, to make sure fraud and abuse are eliminated, administrative duplication is reduced, and that quality services are being provided to those who are eligible for them!

Yes, we do that here at LCCOA, unlike our State of Illinois, which is about to enter the second year of running with no budget. Has it had an effect on us? You bet! We are still waiting on a great deal of

revenue to help our programs – and our Seniors – that was promised us earlier. And it promises to get even worse if something is not done.

As a nonprofit, without a real “product” to sell, and performing our valuable services free to everyone, we are dependent on federal, state and private grants, as well as the generosity of our members and supporters like you.

I want to thank the Board of Directors, staff, and volunteers for all of their support over the past 4 years, as we have made a number of changes and everyone has adapted as best as they could. I want to thank the local community for your ongoing support, which helps us to keep the doors open and help the seniors in Whiteside County! Thank you for your generous donations, which have been very important during the

past year. We have been more active in soliciting financial donations from businesses, local foundations, and the general public during the past year, as we too have been impacted by the ongoing state budget crisis.

During the past year, we have made an effort to improve our customer service and to add new programs and activities which allow seniors to socialize with other seniors while learning about topics which have an impact on their daily life. The noon meal continues to be very popular, and this past year we have served 12,500 meals to 1,021 different seniors.

More than 1,745 seniors and people with disabilities made 4,780 visits to our senior services department, and more than 600 seniors participated 13,126 times in our activities and education programs during the past year. Overall we had 3,366 seniors participate 28,887 times in the past year.

We continue to offer our Food Pantry/Commodities program for those who need assistance getting food for their families during those tough times.

All participants must meet the state and federal financial guidelines.

This past year we provided food to 1,956 households, which impacted

4,505 residents in Whiteside County. It has been a very busy year at the WCSC. We have added numerous new activities, and are always looking to add more when a group shows interest in trying something new! Thank you, again, to everyone who has provided financial support during the past year. A special thank you to all of the volunteers who provide their time and expertise to help us reach all of the people throughout the year! We couldn’t do it without everyone’s support!

Please check out the numerous activities going on during July. Take time to look through the Echo and find one to your liking. Our air conditioning is a great way to escape the heat, and more than likely you will run into an old friend or make a new friend on your visit to the WCSC. Next, the QIO will alert your mother’s provider of the appeal and collect the information it needs to review the case. Once the provider learns about the appeal, it should give your mother a Detailed Explanation of Non-Coverage that explains why the care is ending. This notice will also list any Medicare coverage rules related to her case. Your mother should receive this notice within the same day that her provider learns about the appeal from the QIO. In addition to information supplied by the provider for your mother’s appeal, you and she can submit your own evidence to support her need for continued SNF care – but this is not required.

After submitting evidence, your mother may speak with the QIO on the phone again or submit a written statement about why her care should continue. The QIO will decide if Medicare will continue to cover care

based on the information it receives from the SNF and your mother. The QIO must give your mother a decision no later than 2 days after her Notice of Medicare Non-Coverage says her care is set to end. This decision can be made by telephone but must also be sent in writing.

If the QIO decides that your mother’s care should continue, she should continue to receive care as long as her provider continues to certify it.

If the QIO decides that your mother’s care should not continue, your mother can choose to move on to the next level of appeal.

Throughout the appeal process, it is important to keep copies of all documents, write down the names of people you speak to on the phone, and send appeal paperwork through certified mail.

– Judy (Rockford, Illinois) Dear Judy, Yes, your mother can appeal to Medicare to request that her skilled nursing facility stay and coverage continue. The notice her provider gave her was a Notice of Medicare Non-Coverage, which contains information about how your mother should begin her appeal. This appeal is expedited, meaning that you will quickly know whether the appeal is accepted or denied.

Illinois Telecommunications Access Corporation (ITAC) has added a program to help those with cellular service that are having trouble hearing on the phone. The program still provides free amplified telephones and captioning telephones to Illinois residents that are hard of hearing. You will have to be certified as hard of hearing, live in Illinois, and have a service that remits to the program.

Drum and bugle corps marching back into Dixon LCCOA is pleased to announce that Championship Open Class Drum and Bugle Corps competition will be returning to Dixon this summer on Aug. 3, when the Hicks Insurance Company presents the second annual Petunia City Brass show, benefitting Lee County Council on Aging and the Kreider Alliance.

Following last summer’s successful Petunia City Brass fundraiser, our two local nonprofits are teaming up again to bring the area the finest Open Class corps in the world.

We are very excited about this year’s show, as we are able to bring more Corps (seven), at a lower price, than before. This is going to be the best show Dixon has seen in a long, long time.

Highlighting the show will be defending Petunia City Brass and Open Class World Champions, the Vanguard Cadets, from Santa Clara, California.

They will be challenged

hard by fellow California Corps the Blue Devils B, from Concord. Blue Devils B placed second at last year’s championships, less than one point behind. Two other corps from the top 10 at World Championships will also perform. They are Genesis, from Austin, Texas, and Gold, from Hawthorne, California. They will be joined by up-andcomers Louisiana Stars (Lafayette, Louisiana), Impulse (Buena Park, California) and Shadow (Oregon, Wisconsin).

Ticket prices will be lower this year than last.

General admission this year is only $10, Super tickets, which are the lower rows between the 30-yard lines, are $15, and Premium tickets, the higher rows, again between the 30-yard lines, are only $20. All tickets prices will be higher if bought at the gate the night of the show. Tickets are available locally at the Post House Community Center, Venier’s Jewelers, Kreider Services, 500 Anchor Road, Dixon and online at www.petuniacitybrass.org.

Additionally, some felt the judging rules were stifling musical and theatrical possibilities. At the peak of North American drum corps participation (with perhaps a thousand active corps in the U.S. and nearly as many in Canada), several corps decided to “unionize”, as stated by Don Warren (founder of the Cavaliers). They formed their own organizations, which ultimately led to the formation of Drum Corps Associates in 1965 and Drum Corps International in 1972.

Outreach at Whiteside County Senior Center Getting help in Whiteside County The Whiteside County Senior Center (WCSC) Aging and Disabled resource staff helps with a variety of programs.

Their purpose is to provide information, assistance and referral to programs for older adults and persons with disabilities. Their belief is placing importance in trying to keep you independent and in your home as long as possible.

They assist in filling out applications to programs, and they also provide options counseling. The WCSC has trained Senior Health Insurance Program counselors on staff that provide free counseling on Medicare and insurances that go along with Medicare. Walk-in day is on Mondays from 9 a.m. to 2 p.m. if you want to see someone at the senior center, and appointments can be made Tuesday through Friday.

If you are wanting Medicare counseling, or if you want to see someone at one of their sites in Morrison, Erie, Prophetstown, or Fulton, you must call and make an appointment in advance.

If you can’t make your appointment, it is important that you please call to cancel as soon as possible. It is best to ask in advance what you need to bring on walk in day or for your appointment if you are not sure what you will need.

You cannot be charged any fees for getting help from their Aging and Disabled Resource center, but it does

accept donations for its services. Please feel free to call 815-622-9230, extension 194.

Caregiver assistance If you are caring for someone who is 60 years old or older, the WCSC offers assistance for caregivers. One form of assistance is called Respite. If approved, the caregiver will receive a limited amount of time either in a facility or it will provide a paid caregiver to stay with your loved one so you can take a much needed break.

Another type of funding to help caregivers is called Caregiver Gap. Caregiver Gap can be used in a variety of ways.

An example of the use of Caregiver Gap is to purchase gas cards to help with the cost of taking your loved one to several medical appointments. The WCSC does not hand out or reimburse anyone with money. There are limits to the program. To apply for Caregiver Gap or Respite, they will have to interview with the caregiver in person and complete an application. To find out more, call the WCSC at 815-622-9230, extension 194.

Outreach at LCCOA Did you hear the news?

Cellphone users, this one’s for you!

This month, LCCOA Outreach Department would like to tell you about the wonderful changes that have been made to the Illinois Telecommunications Access Corporation (ITAC).

Both Ruth and Samantha attended the Annual ITAC Conference on May 19-20 to have continual education on the current phones and learn about all the new changes that take effect immediately!

Cellphone users this one’s for you!

ITAC just announced the addition of the new Cellphone Amplifier!

That’s right, for those of you who have a hard time hearing on your cellphone, we can now, finally, offer you something that will help, ... even if you already belong to the program with our landline phones!

What is a cellphone amplifier?

A cellphone amplifier (pictured) is a device that works using Bluetooth technology. This allows you to connect your cellphone with this device (model SA-40) and then actually answer and talk on this amplifier within 30 feet of your cellphone. The SA-40 works with virtually any Bluetooth cellphone, it amplifies up to 40dB (100 times louder), and it offers an adjustable tone booster as well, allowing you to adjust to hear more clearly.

There is a built-in “T-coil mode” allowing for hearing aid users to have less sound from the speaker, and hear from their hearing aid instead.

Another great feature is that this device has a speakerphone mode, to use with the included magnetic visor clip and be “hands-free” in the car.

This amplifier is a great piece of technology, yet with the ease of being very user friendly and not requiring you to be a tech savvy individual, either, it is a simple device.

Wondering who qualifies for this great piece of equipment?

Any individual who has a hard time hearing on their cellphone (or landline phone), and lives in Illinois can qualify.

There are NO income guidelines, and as always there is NO cost to this program either, due to a tax you are paying on your phone bills – as of July 1 it is a 2¢ tax on each line ITAC and Lee County Council on Aging are

nonprofit agencies. Our goal with this program is to simply make a difference in the lives of people suffering with a hearing impairment of any size, and with the addition of the cellphone amplifier into the current amplified phone program, we can reach a larger clientele of individuals who need that boost, and help them hear their loved ones a little better!

A few other changes with this program are as follows: The program now runs on a 3-year cycle instead of 4 years.

CapTel phones no longer are on the loan program, they are now part of the voucher program.

That means you keep the phone and do not have to return it when you are no longer using it.

In addition to this change with the CapTel, you will have a 5-year warranty on these phones, whereas with the amplified phones it will now be a 3-year warranty, which coincides with the renewal availability.

Lastly, with the addition of the SA-40, a person can actually have more than one primary device through the program (landline phone and the amplifier).

Notes from the kitchen Independence Day has arrived, and the fireworks of ideas are already going off in my head. Do you have traditional plans, or new ones for this year? I typically go to the Prophetstown State Park for the fireworks, given Prophetstown is my place of residence. Happy Independence Day to all you wonderful people! We will be closed on Monday, July 4, in observance of this proud American day.

I hope you enjoy our new red chairs in our dining room!

Slowly but surely I am working the best that I can to help improve and bring a welcoming atmosphere that all of you deserve. If you have any ideas, please let us know.
