The Bureau County 4-H Fair kicks off today and will host several events throughout the weekend at the Bureau County Fairgrounds. Area charity suspected of fraud Better Business Bureau issues consumer alert CHICAGO — The Better Business Bureau has received inquiries from northern Illinois residents regarding solicitations for donations to Smiles For Kids Foundation, a charity that lists its mission, as being “100 percent dedicated to helping provide toys and other educational materials to children with cancer.”

One caller considering a donation to the Foundation became concerned after finding the location listed its address as a UPS Store at 7431 E. State St. in Rockford.

Another caller also had concerns because of the “homemade” nature of the materials sent to her home seeking a donation.

Although Smiles For Kids Foundation is organized as an Illinois non-profit corporation, it is not registered with the Illinois Attorney General’s Office as a charity, which is required by Illinois for organizations involved in charitable fundraising.

Recent news reports allege the Foundation’s owner, Clifford Edwards Jr. of Dakota, Ill., has been charged with 20 counts of mail fraud, and that he is accused of defrauding victims out of more than $120,000 in charitable donations.

According to the reports, Edwards and his associates were charged with making telemarketing calls, mailing pledge statements and sponsor confirmations, to individuals who agreed to make donations. The report also states that after the donations were received, Edwards allegedly used the funds for personal expenses and to pay fundraising costs.

“The Better Business Bureau always cautions individuals to check out a charity before you write that check to make a donation” said Steve Bernas, president/CEO of the Better Business Bureau serving Chicago and Northern Illinois. “People will nearly always want to help, especially when asked to help a child but knowing exactly too whom and where the money is going is essential.”

According, to Illinois Secretary of State records, Edwards was also owner of Helping Out LLC. That organi-

zation was involuntarily dissolved in 2009 after no annual report was filed.

The BBB recommends asking the following questions before choosing to donate to a specific charity: • Is this a charity I can trust? Look at the appeal carefully; some charities’ names sound the same. Don’t be fooled by names that look impressive or that closely resemble the name of a well-known organization. Visit www.bbb.org to find out whether a charity meets the 20 BBB charity standards that address charity governance, finances, fund raising, donor privacy and other accountability issues. Also check with your appropriate state government authorities (this is usually a division of the state’s office of the attorney general) to verify the charity is registered to solicit in your state.

• How will the charity use my donation? Ask questions about how your donation will be used. Beware of appeals that bring tears to your eyes but tell you little about what the charity is doing about the problem it describes so well.

For example, if the charity says it’s helping the homeless, do they explain how (shelter, food, medical care) and where this is taking place?

• Watch out for statements such as “all proceeds will go to the charity.” This can mean that only the money left after expenses, such as the cost of written materials and fundraising efforts, will go to the charity. These expenses can be high, so check carefully.

• Can the charity actually use what I’m donating? All charities welcome the receipt of monetary donations, but some also solicit in-kind donations such as clothing, food and toys. If you’re planning to donate items to a worthy cause, make sure you know the in-kind contributions your charity prefers. For example, a food bank may prefer food items that are not perishable such as canned goods, and a toy drive may be seeking new and not used toys.

• Am I feeling pressured to give? Don’t succumb to pressure to give money on the spot, either immediately over the phone via credit card or by allowing a “runner” to pick up a contribution. Take the time to research the charity fully; the charity that needs your money today will welcome it just as much tomorrow.

Creative ways to keep kids learning (StatePoint) For families, summertime is all about active fun — from vacations to ballgames, and fireworks to poolside picnics. But being on-the-go can mean lots of downtime in transit and waiting for activities to start.

While research shows that students can lose up to two months’ worth of learning during the summer break, parents can seize the opportunity to turn down time into a time for purposeful entertainment, and keep kids off the summer learning slide.

“Parents can easily keep kids’ minds active and learning as part of existing summer activities,” says Jessica Hodges, director of school marketing at ACCO Brands, maker of Mead school supplies. “Rather than relying on phones, tablets and DVD players to fill time while waiting for summer fun, try packing creative, age-appropriate learning activities instead.”

When you’re loading up the car this season with sunscreen, bug spray and bathing suits, don’t forget to also pack portable entertainment that is both educational and fun.

With a bit of creativity and a few extra items, you’ll keep kids learning, and they’ll think they’re playing — all summer long.

• Make old games new. Fill the entertainment void while running errands with portable dry erase boards that make traditional games like hangman, tic-tac-toe and bingo easy to play, erase, and play again.

Encourage siblings to play together as they build words, form letters and solve logic puzzles.

• Think convenience. In the car, opt for games and activities specifically designed for early learners on the go.

• Explore. Make a game of your surroundings, no matter where you are. Taking a trip? Ask kids to track car colors, license plate origins or

types of trees. At the store, play a game of “I Spy.” The key is to turn everyday activities into learning games and exploration.

• Unplug. Taking a break from “screen-time” doesn’t have to mean sacrificing fun. Books, flashcards, puzzles and games not only make great alternatives, but they fit easily into day packs.

IVCC honors Bridge to Healthcare students OGLESBY — Illinois Valley Community College’s Adult Education program recognized the achievement of Bridge to Healthcare students on June 26 in the Adult Learning Center. Eight students completed the intense Bridge to Healthcare course, which was recently approved by the Illinois Community College Board.

The focus of this course was to provide accelerated and contextualized instruction to prepare students for post-secondary education. During this eight-week session, students explored different healthcare professions while learning and practicing basic skills four days a week for a total of 12 hours per week.

“The course proved to be successful with excellent attendance and 100 percent completion rates,” said Sara Escatel, director of Adult Education.

Students learned about the entrance requirements for healthcare programs of study, did career exploration and listened to guest speakers from the healthcare field, accord-

ing to Escatel. Other skills integrated in the bridge classroom included technology skills, vocabulary development, critical thinking skills, goal-setting, reading classic literature for analysis, strategies for academic success, and English language skills. In addition, students started on their academic and career paths by establishing short- and long-term goals in the healthcare field. During their Bridge to Healthcare exit interviews, students mentioned that this class gave them the confidence to continue with their post-secondary education because they had an instructor who believed in them.

“This class helped me with my GED, and I feel more comfortable taking the CNA class. Healthcare is my interest because they need someone to love them and I can do that,” said bridge student Maribel Flores during her exit interview.

The Chosen Ones Concert

SPRING VALLEY — The Spring Valley Boosters annual Drum Corps International Competition will be at 6:30 p.m. Wednesday, July 31, at the Hall High School stadium. The competition will feature Corps from throughout the United States, Canada and Taiwan.

Why teaching children about the environment matters (StatePoint) Learning about saving energy and the environment will do more than just help kids save money as adults — it can help them develop math and science skills, and foster a sense of responsibility.

From which appliance to buy to save the most energy, to what temperature to set the thermostat, we are faced with choices that can impact us individually and have global ramifications.

Experts say that it’s vital to provide the next generation with real world learning opportunities about how their individual and collective choices affect their lives and the whole planet.

“Environmental education is an excellent and practical way to teach critical thinking and problem solving,” says Kathy McGlauflin, director of Project Learning Tree (PLT), an environmental education program. “It helps young people apply science and math skills in meaningful ways, and introduces them to careers in the growing green jobs industry.” More importantly, she said, giving kids the knowledge they need to protect the environment will have a positive impact on the world for decades to come.

McGlauflin says that a good place to start is to get kids to consider energy use. Encourage kids

Evaluating a school or home’s energy use offers a great lesson plan in environmental education. to investigate how much energy their family and school uses, the main sources of that energy and ways to implement energy-saving strategies.

Set a goal and get kids to calculate the savings from one month’s utility bill to the next, or over a period of time.

Here are some ideas to get started: • Work together to switch old lighting with newer energy efficient bulbs. Ask kids to do a little arithmetic to determine how much longer your new fluorescent or CFL bulbs will last. Take advantage of natural lighting whenever possible.

• Spend a day in the yard planting trees that provide strategic shade.

Doing so can help reduce your energy consumption.

• Dress for the weather, so you can adjust your heating or air conditioning thermostat for reduced energy use.

• Encourage kids to turn off their electronics and get outside.

• Turn off lights and appliances, such as computers when they’re not in use.

• Wash only full loads, and open the door of your dishwasher after the final rinse cycle to allow air drying.

• If possible, walk or bike to school.

• Kids can make changes outside the home too.

Get your child’s school to go green by incorporating environmental education

activities into school curricula. New programming, such as PLT’s GreenSchools!, provides students, teachers and school staff members with tools, training and resources — such as an Energy and Society kit, that fosters critical thinking and creates healthier schools.

Food court I’m a little late with rhubarb recipes, but a lot of people put rhubarb in their freezers. I ran into a bunch of rhubarb recipes so thought I’d run pass them on for you to enjoy.

Perfect Rhubarb Pie 4 cups sliced fresh or frozen rhubarb, thawed 4 cups boiling water 1 1/2 cups sugar 3 tablespoons allpurpose flour 1 teaspoon quick cooking tapioca 1 egg 2 teaspoons cold water Pastry for double crust pie (9 inch) 1 tablespoon butter Place rhubarb in a colander, pour boiling water over rhubarb and allow to drain. In a large bowl, mix sugar, flour and tapioca.

Add drained rhubarb, toss to coat. Let stand for 15 minutes. In a small bowl, whisk together egg and cold water, stir into rhubarb mixture. Preheat oven to 400°. On a lightly floured surface, roll one half of the pastry dough to a 1/8-inch thick circle transfer to a 9-inch pie plate. Trim, pastry even with rim. Add filling, dot with butter. Roll remaining dough to a 1/8-inch thick circle. Place over filling. Trim, seal and flute edge; cut slits in top.

Bake 15 minutes. Reduce oven setting to 350°. Bake 40 to 50 minutes longer or until crust is golden brown and filling is bubbly. Cool on a wire rack.

If using frozen rhubarb, measure rhubarb while frozen, then thaw. Drain in a colander, but do not press liquid out.

Pastry for 2-crust pie: Combine 2 1/2 cups flour and 1/2 teaspoon salt and cut in 1 cup cold butter until crumbly. Gradually add 1/2 to 2/3 cup ice water, tossing with a fork until dough holds together when pressed. Wrap in plastic wrap. Refrigerate 1 hour.

Frosted Rhubarb Cookies 1 cup shortening 1 1/2 cups packed brown sugar 2 eggs 3 cups all-purpose flour 1 teaspoon baking soda 1/2 teaspoon salt 1 1/2 cups diced fresh or frozen rhubarb

3/4 cup flaked coconut Frosting 1 3-ounce package cream cheese, softened 1 tablespoon butter, softened 1 1/2 cups confectioner’s sugar 3 teaspoons vanilla extract In a large mixing bowl, cream shortening and brown sugar. Beat in eggs, Combine the flour, baking soda and salt, gradually add to dreamed mixture and mix well. Fold in the rhubarb and coconut. Drop by rounded tablespoonfuls 2 inches apart onto greased baking sheets. Bake at 350° for 10 to 14 minutes or until golden brown. Cool for 1 minute before removing to wire racks to cool completely.

For frosting: In a small mixing bowl, beat cream cheese and butter until fluffy. Beat in confectioner’s sugar and vanilla. Spread over cookies.

Makes 4 dozen.

Rhubarb Upside Down Cake 3/4 cup packed brown sugar 1/4 cup butter, melted 3 cups diced fresh or frozen rhubarb 2 tablespoons sugar Batter 1/2 cup butter, softened 1 cup sugar 2 eggs, separated 1 teaspoon vanilla extract 1 1/2 cups all-purpose flour 2 teaspoons baking powder 1/2 teaspoon salt 1/2 cup milk 1/4 teaspoon cream of tartar Whipped cream In a small bowl, combine brown sugar and butter. Spread into a greased 9-inch round baking pan.

Layer rhubarb, sprinkle with sugar. Set aside.

In a large mixing bowl, cream the butter and sugar. Beat in egg yolks and vanilla. Combine the flour, baking powder and salt. Add to creamed mixture alternately with milk. In a small mixing bowl, beat egg whites and cream of tartar on medium speed until stiff peaks form. Gradually fold into creamed mixture. About 1/2 cup at a time, gently spoon over rhubarb. Bake at 325° for 40 to 45 minutes or until

cake springs back when lightly touched. Cool for 10 minutes before inverting onto a serving plate.

Serve warm with whipped cream. Serves 10 to 12.

Rhubarb Ribbon Brunch Cake 1/4 cup sugar 3 tablespoons cornstarch 1/4 teaspoon ground cinnamon 1/8 teaspoon ground nutmeg 1/3 cup cold water 2 1/2 cups sliced fresh or frozen rhubarb 3 to 4 drops food coloring Batter 2 1/4 cups all-purpose flour 3/4 cup sugar 3/4 cup cold butter 1/2 teaspoon baking powder 1/2 teaspoon baking soda 1/2 teaspoon salt 1 egg, beaten 1 6-ounce carton vanilla yogurt 1 teaspoon vanilla extract Topping 1 egg, beaten 8 ounces Mascarpone cheese 1/4 cup sugar 1/2 cup chopped pecans 1/4 cup flaked coconut In a large saucepan, combine the first five ingredients until smooth.

Add rhubarb. Bring to a boil. Cook and stir for 2 minutes or until thickened. Add food coloring.

Set aside. In a bowl. Combine flour and sugar, cut in butter until mixture resembles coarse crumbs.

Set aside 1 cup for topping. Add baking powder, baking soda and salt to

remaining crumb mixture. Combine egg, yogurt and vanilla, stir into batter until smooth. Spread into a greased 9-inch spring form pan. Combine the egg, Mascarpone cheese and sugar; spoon over batter. Top with rhubarb mixture. Add pecans and coconut to reserved crumb mixture. sprinkle over top. Bake at 350° for 60 to 65 minutes or until a toothpick comes out clean. Cool on a wire rack for 20 minutes, remove sides of pan. Cool completely. Serves 12.

Orange Rhubarb Breakfast Bread 1/3 cup butter, softened 1 cup sugar 2 eggs 1 teaspoon vanilla extract 2 cups all-purpose flour 1 1/2 teaspoons baking powder 1/2 teaspoon baking soda 1/2 teaspoon salt 1/4 teaspoon ground ginger 1/4 teaspoon ground nutmeg 1/2 cup orange juice 1 cup chopped fresh or frozen rhubarb 1/2 cup slivered almonds 2 teaspoons grated orange peel In a large mixing bowl, cream butter and sugar.

Add eggs, one at a time, beating well after each addition. Beat in vanilla.

Combine the flour, baking powder, baking soda, salt, ginger and nutmeg; add to creamed mixture alternately with orange juice. Fold in the rhubarb, almond and orange peel. Transfer to a greased

4 cups blackberries 4 cups sliced rhubarb (1-inch pieces) 2 tablespoons quick cooking tapioca 1 tablespoon lemon juice 1 tablespoon lemon zest 1/4 cup granulated sugar 1 cup old fashioned oats 1/4 cup all-purpose flour 1/2 cup light brown sugar 5 tablespoons cold butter, cut into small pieces Heat oven to 350°. In a bowl, combine blackberries, rhubarb, tapioca, lemon juice, lemon zest and granulated sugar. In a separate bowl, combine oats, flour and brown sugar. Crumble in cold butter, mix with your hands until it resembles coarse crumbs. Pour fruit mixture into a 2-quart baking dish. Top with oat mixture. Bake at 350° for 1 hour or until topping is browned. Let stand 10 minutes before serving.

Add egg and vanilla. Beat for 2 minutes. Combine the flour, baking soda and salt, add to creamed mixture alternately with buttermilk, beating well after each addition. Stir in the rhubarb. Pour into a greased 13-by-9by-2-inch baking dish.

Combine cinnamon and remaining sugar, sprinkle over batter. Bake at 350° for 40 to 45 minutes or until a toothpick inserted near the center comes out clean. Serve warm.

Serves 12 to 16. If using frozen, measure rhubarb

Entertainment Antique and classic cars will head Canada’s Blue Saints Drum and to Bishop Hill this weekend Bugle Corps returning to Sweet BISHOP HILL – The at the historic Colony 49-69, Street Machine Corn Festival parade Bishop Hill State Historic School. Participants will 70-up, Trucks, 4x4 Site welcomes the annual antique car show sponsored by the Bishop Hill Old Settlers’ Association on July 28.

Entering a car costs just $10, and attending the show to see these rolling pieces of history is free.

Proceeds from the show will help pay for restoring and preserving the Bishop Hill Colony School. Completed in 1861, it was the last major structure built before the dissolution of the Bishop Hill Colony.

Registration is open from 9:30 to 11:30 a.m.

MENDOTA — The pride of Sudbury, Ontario, “BigBlue,” will be returning to Mendota’s Sweet Corn Festival courtesy of Eureka Savings Bank of Mendota.
