Winter Safety Ordinance Proposed by Lanark City Council "Y ,9..%44% &/24(

&OR 4HE 0RAIRIE !DVOCATE .EWS LANARK — Possible ordinances for removal guidelines for snow and ice around fire hydrants and sidewalks was the main topic of the February 18 Lanark City Council meeting. Three aldermen were absent, but a quorum was fulfilled, with aldermen Anne Lindsay, Wes Burkholder, Lara Tallman, and Mayor John Huggins in attendance.

Ken Weaver, Ed Fehlhafer and Mark Macomber were all absent.

Following the approval of the February 4 meeting, aldermen reviewed the finance report of February 4 2014-present. A motion to accept the report was made by Lindsay and a second was offered

by Burkholder, with approval made by the council.

Gas payment In regard to the report, Clerk Jackie Hawbecker noted that the City will need to make a payment to Nicor Gas on behalf of the Heritage Center, as members of the Heritage Center board do not feel that they are responsible. For now, council members authorized Hawbecker to make a payment to ensure the city’s good standing with the company, and figure out who is responsible for the utilities. The bill is currently past due, and in the name of the City of Lanark. “We don’t want to ruin our credit,� Hawbecker added.

Continuing with the Finance Report, Lindsay stated, “Ed (Fehlhafer) wondered why we have to pay for twelve visits for the sanitary sewer replacement services just because Les will be gone?�

Mayor Huggins replied, “We don’t have to pay for all twelve, that is just the most they would charge.�

The Treasurer’s report for January was approved.

Newly appointed alderman Lara Tallman made a motion to approve the Blair Parkway Sanitary Sewer Replacement Services Agreement in the amount of $21,800, with Lindsay providing a second. The motion was approved.

Attorney Ed Mitchell reported on the status of the city’s blighted buildings, commenting, “There is not a lot new. The Fox lawsuit is progressing.�

such an ordinance would not be fair because, “Around my house, the person who piles snow around the hydrants isn’t the owner of the property that deposits the snow, it is usually the city plows.�

Tallman questioned, “How can you issue a ticket to the home owner? I don’t feel comfortable with that. I struggle with making the resident responsible. Sidewalks and driveways are an issue with residents and neighbors. My only issue is with the hydrants. I don’t wish more work on the city crew. We try to keep our hydrant cleared, it benefits the neighborhood.�

Burkholder questioned what a reasonable fine would be. Attorney Mitchell answered “$5.00 is a very modest amount, the maximum amount is $500.�

Lindsay suggested tabling it until the other aldermen are present to provide their input.

Ordinance #882 involving declaring a snow emergency was approved. Tallman asked how a snow emergency would get announced.

Mayor Huggins replied, “It gets put on the radio.� The ordinance would help to create an easier time for snow plows.

Double-billed?

Clerk Hawbecker addressed the issue of authorizing the final payment for the Route 73 project. “I have been speaking with an employee from the Dixon IDOT office, and he is checking to see if the city is being double billed. I feel like we are being double billed, that’s why I checked with Ed Stern, who was the Mayor at the time. Ed feels the same. I am not convinced we want to approve the payment. “The project did come in way under budget. Eight payments of $7,016 and a large payment at the end were made. The DOT says that now the project is done and the contractors bills have been submitted, one lump sum is due.� “But they didn’t tell us that,�

Lindsay replied.

Attorney Mitchell laughingly added, “IDOT is probably not going to give it back.�

Following much figuring and discussion, council members came to agreement that the amount owed is correct at $16,000. Alderman agreed to wait to make the payment until hearing back from the spokesman from IDOT, and the rest of the council is in agreement.

Employee reports included Maintenance Supervisor Les Guenzler’s request for the purchase of a control panel at the east lift station. “It’s getting really bad. It’s brittle, and needs replaced. If it goes out, there will be a lot of basements backed up.�

An estimate from Scott Lindstrom, Scott’s Electric, was reviewed, with Guenzler reporting that all material could be in within a week, and the project completed by the end of March. Guenzler added, “Scott knows how bad it is. Until we get the upgrade done, I would like to see this done.�

Council members did grant approval for the replacement in the amount of $4,500 to be completed

by Scott Lindstrom.

Continuing, Guenzler also noted that the switches for three blowers at the sewer plant are getting deteriorated, and need to be replaced. “I know it’s going to be a cost to upgrade them. The estimate I have is for $1,164 each (3 needed). We are going to the electronic system.

It will be four weeks until we get the switches after I order them,�

Guenzler stated.

Mayor Huggins asked Guenzler to get an estimate from Scott Lindstrom on the cost of the installation, and have it ready for the next meeting.

Alderman Lindsay suggested possibly putting it into next years budget.

Guenzler informed the council that he has sidewalks that need replacing in front of his home, and that he would supply the labor, if the city would furnish the materials. Council members approved the request.

Mayor Huggins read Guenzler’s letter of retirement, and Guenzler stated, “It’s been a pleasure to be a City of Lanark employee.� Mayor Huggins replied, “Thank you for all you have done for the city. You have kept the city rolling.� See the related article in this week’s Prairie Advocate News.

Trucks, MAPPING & software Weston Burkholder reported that he was approached by a resident that expressed concern about trucks not being moved in his neighborhood.

Burkholder will contact Police Chief Magill regarding the problem.

Lara Tallman reported that on March 13th, the city’s MAPPING program will begin, with 25 participants already planning to attend.

Author Visit at West Carroll

It’s been an exciting year for students and teachers at West Carroll Primary and Middle Schools as we have prepared for this year’s author visit from Sarah Weeks.

The community read aspect of the project has been a new and fun experience for those who have participated. If you happen to have one of the copies of PIE in your possession, it would be wonderful if you could make sure to pass it on to another member of our community when you have finished it.

Sarah Weeks visits our schools on March 18-19th, and we’d really like to finish these last few weeks by having even more people enjoy her book than we’ve had so far. If you are not sure who to pass it on to, please return the book to any of the town libraries, the West Carroll Primary School in Savanna, or the West Carroll Middle School in Mount Carroll.

Sarah Weeks will also be speaking at a community event at the Savanna Historical Society Museum on March 18th at 6 PM. Once again, thank you to all of the community members who have baked pies for us, bought pies, read the book, passed the book to friends, promoted this experience, and most importantly . . . discussed the book with our students. Every time one of our students talks to an adult about the book, they see that adults value reading. It’s a message that can never be sent too often.

Capitol Report

This week I would like to take the opportunity to remind the citizens in the 89th District to actually take the time and vote. Absentee voting began on February 6, 2014, early voting begins on March 3, 2014, and the actual primary election day is Tuesday, March 18, 2014.

To vote absentee please go see your County Clerk and make an application. Early voting is also at your local County Clerk’s Office. A list of polling places in your respective counties is or will be published and if you are unsure where to vote, again please contact your County Clerk.

Voting is extremely important so please take the time to research the candidates and the issues on the ballot and vote accordingly for whom or what best represents your views on the issues. The process to vote is actually pretty easy and simplified compared to years past.

With absentee, early, and voting on Election Day there really is no reason for anyone who is registered to not vote. The future of our region and state is

directly related to those who are ultimately elected and the ballot issues that are actually passed.

I chose this topic this week as it always amazes me the actual numbers of voter turnout as opposed to those that are registered to vote or who are actually eligible to register to vote. For instance in the 2012 Primary Election, Illinois’ statewide voter turnout was only 17.9%, and similar numbers were prevalent in the 89th District. Yes, I am aware that in Illinois you have to declare a party to vote in the primary and this is why some tend to stay away from the polls amongst other reasons usually cited. However, in the 2012 General Election voter turnout statewide was only 59.3%, and voter turnout in the United States was only 57.5%.

Considering the sacrifices that many men and women have made over the past 238 years since our independence so that

we can live in freedom in the greatest country in the world, we need to take our civic duty to vote considerably more serious.

We rank significantly lower than many countries in the world in regards to voter turnout. Some examples are the former states of the Soviet Union including Uzbekistan at 89.8% in 2007 and Turkmenistan at 87% in 2012. Other country examples are Uruguay at 96.1% in 2009, Ecuador at 90.8% in 2009, and even Iran had 75.5% in 2009.

There are many cultural and institutional differences why the voter turnout is different in the world - too many to cover in this short column. My point is to simply convey the sense of civic duty to get involved in making this region a better place, and that is to get out and vote and to urge your family and friends to do the same.

And in the words of Franklin D. Roosevelt, “Nobody will ever deprive the American people of the right to vote except the American people themselves and the only way they could do this is by not voting.”

SENATE WEEK IN REVIEW &EB

"Y 3TATE 3ENATOR 4IM "IVINS On Feb. 19 – the date when Gov. Pat Quinn was originally scheduled to deliver his annual budget to the General Assembly – Republican Senators called for a bipartisan push to give taxpayers a promised rollback of the state’s largest tax increase.

During a Capitol press conference, the GOP lawmakers said the Legislature’s top priority should be to put the state on the road to economic recovery, by emphasizing job creation rather than simply seeking new ways to tax Illinoisans.

Some lawmakers question if Quinn’s refusal to release a budget until after the March primary might possibly foreshadow another post-election plan to raise taxes, as happened after the 2010 election. At the time of the 67 percent tax hike, Democrats promised to use the money to pay down bills, restore the state’s credit rating and get Illinois back on track. Despite $26 billion in new tax dollars since the increase passed, Illinois continues to face serious challenges, including: Illinois has the 3rd highest unemployment in the nation.

Illinois has the worst credit rating in the United States.

Illinois has a backlog of $6.3 billion in unpaid bills.

Illinois is spending more than taxpayers can afford – year after year.

Illinois has record high taxes – with more on the horizon.

The Senate President now says Illinois has a $3 billion budget hole, but he has not offered any solutions and all but admits they intend to make the tax increase permanent.

On top of that income tax threat, a proposed progressive income tax will mean even higher taxes for most Illinois residents.

Moving forward | Fixing the state’s economy The GOP Senators laid out several steps that could be taken immediately to move the state forward.

Improve our Jobs Climate and remove the barriers to economic development that are holding Illinois back from recovery – driving jobs and people out of Illinois.

Roll back the 2011 income tax increase as promised and required by law; Take the progressive income tax – a job-killing tax hike – off the table; Enact a “primary causation� standard in workers’ compensation to build on 2011 reforms and bring Illinois’employer costs closer to those of neighboring states; Develop long-range, sustainable economic development programs.

Restore Fiscal Discipline and address waste, fraud and excessive state government spending Bring state spending in line with revenues; Prohibit the creation of new programs and expansion of existing programs; Target and eliminate wasteful “pet� programs/expenditures, including the Neighborhood Recovery Initiative, Grow Your Own Teachers and other failed programs.

3EIZE THE OPPORTUNITY FOR SAVINGS Follow the bipartisan Education Funding Advisory Committee recommendation to address the inequities in

the state school aid formula including eliminating the special Chicago Block Grant – which allows an “end run� of the state aid formula at the expense of downstate and suburban schools; Support the bipartisan agreement to fully engage an independent review that has been uncovering and eliminating fraudulent recipients of taxpayer-paid medical services; Restore SMART Act roll backs that eliminate the savings from the Medicaid Reform Act; Urge the Attorney General to seek an expedited opinion from the Illinois Supreme Court on comprehensive pension reform. #OMMITTEES !PPROVE "ILLS Senate Committees began meeting in full force during the past week, sending several measure to the full Senate for consideration.

Schools in southern California have gotten relief from overcrowding by using online classes. These could work in many ways. An example would be to do all of your work online. The teacher would have office hours for students to come in for help. Classes with labs could have those scheduled once or twice a week. Remodeling the existing schools would be less expensive than building new schools.

I believe our taxes in Chatham are high enough. More families moving in will bring more tax dollars.

We should explore all other options before raising taxes.

relocated to the Springfield area one year ago, we researched online to find the best schools. Chatham kept coming up.

Chatham taxes were much higher than what we paid in Springfield, Mo., but we decided that the excellence in schools was worth it.

We visited Glenwood Middle School before we purchased our home and found it to be the most terrific middle school we had ever seen. It is palatial compared to Pershing Middle School, where we attended before.

Glenwood has turned out to be great. It is because of the BallChatham School District’s excellent reputation that more and more families are moving here and causing overcrowding. The biggest challenge that I face with overcrowding is getting across the school between classes. Other than that, Glenwood has turned out to be as great as everyone said it would be.

I believe there are other measures that can be taken to help with the overcrowding before raising our taxes. The district could try staggering schedules, so that there are fewer students at the school at the same time. There is also the option of rent-

County Board Opens Bids For Squad Truck &OR 4HE 0RAIRIE !DVOCATE .EWS MOUNT CARROLL – The Carroll County board held its regular meeting on Thursday, February 20, 2014 in the county courthouse. Board member Shawn Picolotti was absent.

The board approved the minutes from the February 6, 2014 meeting.

They then approved paying the bills.

A representative from Wipfli CPAs and Consultants was present to go over the results of the recently completed annual audit. He compared 2013 final numbers with those of 2012. He noted that there was very little change in the two years.

The board voted to accept the audit.

County Administrator Mike Doty thanked all the department heads for a great job holding their expenses down. Board Chairman Kevin Reibel agreed and thought that the county government offered great services to the community.

County Treasurer Diane Powers announced that an employee would be retiring at the end of May. Powers said she has been doing some interviewing for a replacement. She noted there were a lot of good qualified candidates.

Chief County Assessment Officer Annette Gruhn reported they received a letter from the Illinois Department of Revenue certifying that everything was done correctly so there is no additional equalization factor to be added. Gruhn also reported that they were almost done with the board of review.

Chairman Reibel appointed Rod Fritz to replace Joe Payette on the 9-1-1 Board. He reappointed Darrell Stitzel to the Blackhawk Hills Regional Council and Shawn Picolotti to the Carroll County Housing Authority.

Some 17 Year Olds can Vote County Clerk and Recorder Brian Woessner reported that some 17 year olds will be allowed to vote in the upcoming Primary Election on March 18 if they will have turned 18 by the Gubernatorial General Election on November 4, 2014.

Open Bids for New Sheriff’s Squad Chairman Reibel opened sealed bids for a new squad vehicle for the Sheriff’s Department. They received five bids.

Highway Department Vandendooren reported that the department was over budget on overtime wages. He did note that a few of the employees had not maxed out on [compensatory] time so he would have them use up some of it.

CUSD #399 Approves Issuance of $2,395,000 General Obligation Bonds FEBRUARY 18, 2014 — The Board of Education for ChadwickMilledgeville Schools met Tuesday at the Milledgeville High School Library.

The Board approved a resolution providing for the issue of approximately $2,395,000 of general obligation school bonds of the District for school fire prevention and safety and refunding purposes. The resolution was passed unanimously.

Superintendent Tim Schurman reported that these bonds will be used to fund required life safety work at each of the district’s buildings.

The work will be completed this summer and includes the following renovation projects: asbestos tile removal, bathroom fixture replacement, science lab remodel in both buildings, electric panel replacement, parking lot replacement at Milledgeville, sidewalk replacement both buildings, roof replacement Chadwick, and various other minor projects.

After approving the minutes of the January 21, 2014, Regular and Closed Session meetings, the Board approved payment of bills for February, 2014, the Treasurer’s Report for January, Hot Lunch Report for January, and the Student Activity Fund Account Summary for January.

Public comments The Board thanked the Milledgeville Athletic Boosters and the Milledgeville Men’s Club for their donations towards the purchase of a new ice machine, and the Carroll County Livestock Feeders for their donation.

Congratulation letters were presented to our four Illinois State Scholars: Ms. Morgan Adolph, Ms. Emily Geison, Mr. Ryan Habben, and Ms. Alexandra Fink.

A thank you note was received from the Dolly Brockman family for flowers sent.

Old business The Board approved the 20142015 School District Calendar.

Superintendent Schurman reported that the proposed calendar mirrors WACC & Eastland’s. School will start August 14 & 15, 2014 with two days of teacher institutes, and finish May 26 unless we incur snow days which will be added to the end of the year.

New business A Base Bid and Alternate Bid #1 for Life Safety Corrective Work at the Chadwick and Milledgeville Buildings to be completed in the summer of 2014 was approved.

District Architect Mr. Terry Carbaugh reviewed the results of the bid opening Thursday, February 13, 2014. Larson and Larson Builders submitted the lowest base bid of $847,500.

In addition, Larson and Larson Builders will be awarded alternate bid #1 installation of LVT Tile in the hallways at Milledgeville at a cost of $47,500.

The Board then approved a resolution to waive three holidays during the 2014-15 School Year: 1) Veteran’s Day Tuesday, November 11, 2014 - regular student attendance day. Note that assemblies will be held in both attendance

centers and instructional activities relating to Veteran’s Day will be conducted.

2) Lincoln’s Birthday Thursday, February 12, 2015 - regular student attendance day.

3) Casimir Pulaski Day Monday, March 3, 2015 - regular student attendance day.

The Board also approved a five year lease purchase of two buses: 2015 - 71 passenger Thomas Saf-TLiner C2 at $17,044 per year lease payment, and 2014 - 24 passenger Thomas Minotour at $9,669 per year lease payment.

Superintendent Schurman reported that the district will trade in a 2009 International and a 2009 Chevy small bus and receive $53,000 in trade.

Two new evaluation instruments for Librarians and Counselors were approved. Superintendent Schurman reported that the two evaluation instruments are rubric based and reflect the unique characteristics of each position. In addition, they comply with new state requirements regarding certified staff evaluation.

The 2013-14 Teacher Performance Rating RIF List was approved as well. Superintendent Schurman reported that this is the third year of this rating system and it places teachers in four possible pools. The lowest rated teachers are first to go if reductions in force are made.

Other items approved include: 2014-15 Non-Certified Personnel Seniority List. Superintendent Schurman reported that this list reflects the number of years of ser-

vice of all non-certified personnel; Art Club Field Trip to Chicago scheduled for Wednesday, March 19, 2014. Superintendent Schurman reported that this is an annual trip which is highly attended. The Art Club will visit the Chicago Art Institute and other sites in Chicago.

Closed session The Board voted to enter executive session at 8:34 P.M. to consider information regarding the appointment, employment, or dismissal of an employee or officer; and to consider student disciplinary matters and athletic suspension.

They exited at 8:54 P.M. Motions out of closed session: Approved Hiring Guy Pauley from Lanark as Assistant High School Track Coach for the upcoming 2014 season.

Student Suspensions were also upheld.

Administrative business During the Legislative update, Superintendent Schurman reported that if the state income tax increase expires next January, major cuts to education funding are expected.

In a report regarding Legal Issues, Superintendent Schurman noted that recent court rulings on Working Cash Funds reinforce that no transfer of these funds can be made without specific board action.

The NW IASB Spring Dinner Meeting is scheduled for Tuesday, March 4, 2014. The dinner will take place at Morrison High School and the program will include a presentation on Improving School Security.

reported on the Early Step Pre-K, reminding parents that pre-school screening will take place at the Chadwick Lutheran Church on March 6 and 7.

Principal’s Report Principal Rademacher proudly announced our four Illinois State Scholars and complemented their parents for the tremendous support they have shown throughout their children’s academic careers.

In addition, she reported that high school registration for next fall took place February 3-14 and went smoothly.

Superintendent’s Report The District Spelling Bee was completed January 30. Bryce McClure and Emily Hinrichs placed 1st and 2nd. The Regional Spelling Bee will be Tuesday, February 25 at Pearl City.

Teacher Institute was held February 14, 2014. The staff received Practical Response Training, heard a presentation on the 1% Facility Sales Tax and had time to work on Course Mason Instructional Modules/Units of Instruction.

The meeting was adjourned at 9:02 P.M. The next Board meeting will be held Monday, March 3, 2014.

Purchase and Installation of High-def Security Cameras Approved

by Eastland School Board February 19, 2014 — President Bill Woessner called to order the Regular Meeting of the Eastland Board of Education for February, 2014. The Board approved the Treasurer’s Report and the payments of all bills and claims for the month.

They also approved the minutes of the Regular Meeting of January 15th, a field trip request, and a Booster Club Request to Sponsor a non-school program.

Board Input Superintendent Hansen shared information on the Spring Dinner Meeting of the Illinois Association of School Boards on March 4th and brochures on the 1% School Facilities Sales Tax. He asked the Board for input into policy regarding use of school facilities by non-school groups, both for-profit and not-for profit. The policy committee will bring a recommendation back to the Board.

Parent Jennifer DeMichele addressed the Board of Education regarding the out-of-country educational trip to Costa Rica scheduled for the summer of 2015. She spoke of her recent trip to the country, and wanted the members to be aware that laws there are more lax. She also explained that the language barrier can be significant in that many of the people do not speak or understand English. The members thanked her for sharing her experiences and concerns.

Communications Dr. Hansen shared a complimentary letter from a parent of a high school student who recently transferred to Eastland. The letter explained that the entire family has felt encouraged and welcomed to the district, and commended the high school staff for going “above and beyond to model courtesy, hospitality and acceptance.�

He also shared news of four EHS students who had artwork juried into the Rockford Art Museum’s 73rdYoung Artist Show: Farrah Stubbe, Karalicia Kennedy, Shandi Groezinger, and Alyssa Multhauf.

Old Business The Board heard an update on progress made in implement-

ing recommendations of the Ad Hoc Committee on School Security. They then approved the bid from Aero Computing, LTD for $77,783.86 for the purchase and installation of high definition security cameras in the Eastland Elementary and Jr./Sr. High Schools. This was the lowest of three bids received.

These cameras will provide high quality images and video storage capabilities. Also, they will allow approved personnel and law enforcement remote viewing of camera images on handheld devices so that authorized users have realtime access to images inside the school if a situation would arise in which this would be helpful.

Dr. Hansen explained that the District’s request for a School Maintenance Matching Grant has been approved, so 50% of these costs will be covered by the grant.

Continuing, the Board tabled a decision on purchasing smartphones and service agreements for specific administrators and staff members until the Policy Committee has considered rules or regulations that might be necessary.

The Board also wants to consider whether the purchase is necessary and appropriate, and asked for information on what other districts do with regard to issuance of cell phones.

The Board approved amending the 2013-14 School Calendar to request “Act of God� days for snow days taken on January 28 and February 5. These were the 6th and 7th snow days used this school year. The original district calendar only provided a contingency of five emergency days.

After consulting with the Eastland Education Association, the Board approved the “Act of God� request, meaning that these two student attendance days will not be made up. However, the certified staff will be required to work two Institute Days that were not originally scheduled to meet their contractual obligations.

Also, the Board directed Superintendent Hansen to bring back a 2014-15 Calendar with 10

emergency days for approval at the March Board of Education meeting.

New Business The Board approved letting bids for the trade-in and purchase of two school buses for the 2014-15 school year, and to also solicit quotes for financing these purchases through lease-to-own contracts.

As a final item, Dr. Hansen shared updates on the Teacher Evaluation Plan.

Executive session The Board adjourned to Closed Session at 7:56 p.m. for the purpose of discussing “the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the District or legal counsel for the District, including hearing testimony on a complaint lodged against an employee or against legal counsel for the District to determine its validity,� and “collective negotiations matters.�

They exited Closed Session at 8:20 p.m. and approved the following personnel actions: 1. Approved the hire of Chelsea Bordner as a long term substitute teacher in 4th grade starting February 24, 2014; 2. Approved and accepted the notice of intent to retire of Michelle Horner as Building Aide effective June 5, 2014 (or the last day of student attendance); 3. Approved the hire of Samantha Stephenson as a Special Route Transportation Aide effective immediately; 4. Approved a motion to continue posting a vacancy for an Assistant Jr. High Football Coach for the E-PC Co-op for the 2014 season; 5. Approved posting the following teaching vacancies for 2014-15 with an application deadline of March 1, 2014: - one, part-time Special Education Pre-School Teacher - one, full-time Kindergarten teacher - one, full-time Third Grade teacher - one, full-time High School Special Education Teacher; 6. Approved posting the following vacancies for the Summer of 2014 with an application deadline of March 12, 2014: - Summer custodial crew (3) - Summer technology crew (1).

&OR 4HE 0RAIRIE !DVOCATE .EWS Winter weather has caused havoc among the amount of blood that the American Red Cross has available this year. Eligible donors are needed after severe weather hit much of the Southeast and East Coast in February.

Not only were many schools, and businesses closed, but nearly 400 scheduled blood drives were forced to cancel. Severe weather throughout January and February had already forced the cancellation of Red Cross blood drives from coast to coast.

The American Red Cross is urging anyone who may be eligible to donate, to strongly consider making an appointment. There are also other ways to donate to the Red Cross, such as providing monetary donations, or volunteering.

All blood types are needed to help ensure a sufficient blood supply to patients. An urgent need for types O positive, and O negative, A negative, and A positive is especially high.

A need for platelet donors which is a clotting component of blood often needed by cancer patients is also in high demand.

Donations for double red cells are also very much needed. Donors for double red cells need to meet higher hemoglobin and body height and weight requirements in order to

be able to donate. The double red cell donation takes approximately 30 minutes longer than a whole blood donation.

Eligibility requirements to donate include: being at least 17 years old (16 with parental consent in some areas), weight of at least 110 pounds, and be in good health.

The American Red Cross is a notfor-profit organization that depends on volunteers and the generosity of the public to perform its mission.

Not only does the Red Cross collect blood, but they also provide aid, and support to military members and their families.

Collection sites in our area are listed on the American Red Cross web page at www.redcross.org, or by calling 1-800-red-cross.

Grim Reaper Caught The Grim Reaper was spotted stalking the halls of West Carroll High School (WCHS) looking for victims. School officials immediately contacted the Savanna Police Department for assistance. Officer Mike Herricg arrived at the school, captured the Grim Reaper resulting in safety for students.

The Grim Reaper activity is sponsored through the Operation Teen Safe Driving grant. Audubon Society Meeting

The monthly meeting of the Northwest Illinois Audubon Society on Tuesday, March 4 will feature a slide-illustrated program, presented by Keith and Mary Blackmore, about the Elkhorn Creek Biodiversity Preserve, owned by the Northwest Illinois Audubon Society. The preserve has a diversity of habitats that support a wide range of 420-plus species. Come and see the prairie restoration that continues to be re-created by volunteers on what was agriculture fields.

The meeting is at St.John’s United Church of Christ, 1010 S. Park Blvd., Freeport, beginning at 7:00 p.m for chapter announcements, followed by the program at 7:30. It is , open to the public and free of charge.

Cougars Top Panthers LANARK – Eastland jumped out to a fifteen to six first quarter lead and didn’t look back as they claimed the 50-32 victory over the Le-Win Panthers in Lanark on Saturday evening, January 25.

The lead grew to fifteen points at the half (27-12) as the Cougars defense and Le-Win’s poor shooting accounted for the lead.

The Cougars held the lead at fifteen points going into the final quarter as both teams put nine third quarter points on the scoreboard. The Cougars outscored the Panthers fourteen to eleven in the final quarter to make the final margin of the win.

Dalton Shaner led the Cougars in scoring with twenty points while teammates Skylar Paulson

added a dozen and Blake Janssen contributed eight points.

The Panthers were led in scoring by Kyle Jensen who pumped in thirteen points while teammate Chase Huneke added ten points.

Eastland battled back in the fourth and was finally able to capture a slim lead midway through the final quarter. With the score tied at forty eight, Hake sank two free throws to give Eastland a fifty to forty eight lead with fourteen seconds to go in regulation.

Forrest E. Mowry

Forrest E. Mowry of Mount Carroll, Illinois was a thoughtf u l person and a gifted poet— often giving poems as gifts.

Forrest died at the age of 92, Tuesday, February 18, 2014 at the Polo Rehabilitation and Healthcare Center in Polo, Illinois. A funeral service will be held 10:30 a.m., Saturday, February 22, 2014 at the Frank- Law- Jones Funeral Home in Mount Carroll. Burial will take place in Oak Hill Cemetery, Mount Carroll. A visitation will be held from 5:00-7:00 p.m., Friday, February 21, 2014 at Law-Jones Funeral Home, Mt. Carroll. A memorial fund has been established in Forrest’s memory. For rest was born on November 12, 1921, the son of Thurman and Kathleen (Buckwalter) Mowry in Savanna, Illinois. He attended a one room school house on the Loren Blacktop in rural Mt. Carroll. On March 19, 1948, Forrest married Evelyn VanDyke in Whiteside County.

Evelyn passed away January 8, 1994.

In the 1950s, Forrest worked for the Savanna Army Depot. After working there, he farmed with his brother- in law, Jim (Joyce) Hook in rural Mt. Carroll. He later became

Our highlight this week was daughter Verena’s return from Florida.

We missed her being gone 8 days. The children made a big “Welcome Home Verena” sign with balloons on it. They hung it on the shed door so she could see it when they arrived home. She had a nice, memorable trip. It was nice to all be together again to eat supper that night. This was the first time to have one of our children be away from us that long. God bless you all! I will share a new pizza crust recipe I received from a friend Homemade Pizza Dough 1-1/2 cups warm water (105 – 115) 1 packet of yeast 1 teaspoon of sugar 1 tablespoon olive oil 1 teaspoon salt 3-1/2 cups all-purpose flour 2 teaspoons cornmeal Place 1/4 cup warm water in a large bowl. Sprinkle yeast over water; stir in sugar. Let stand 5 minutes. Add remaining water, oil, and salt. Stir in flour until dough pulls away from the side of bowl.

Turn dough onto lightly floured surface.

Knead until smooth, 8-10 minutes. Coat a large bowl with cooking spray. Place dough in bowl, turning to grease top.

Cover loosely with plastic wrap. Let rise in warm place until almost double in size, about 45 minutes. Preheat oven to 450 degrees. Punch down dough. Coat two 12 pinch pizza pans with cooking spray. Sprinkle pans with cornmeal.

We are still having temperatures below zero on some mornings. We also received a few more inches of snow. The local paper said we have had 41.5 inches of snow this year and the average temperature has been zero. We are getting an idea of what life feels like in Alaska!

There have been very few days that the temperature was warm enough for the children to go outside to enjoy the snow.

On days that were warm enough they enjoyed sledding, building igloos, etc.

The boys had Stormy the pony pulling several sleds. Lovina uses Minnie, our miniature pony, to pull her sled. Pulling a sled is a good way to exercise the ponies in the winter months.

Benjamin and Joseph built a wooden sled and now are getting to enjoy it. I think the sled will outlast the plastic store-

that I imagine my parents had until the roads were opened. I do remember that when we went out to do the milking Dad told us to hold on to one of our older brothers. It was hard to see in the dark with the blowing snow.

bought ones. This seems to be more like the winters we had when was growing up. I have fond memories of going places with the big bob sled hitched to our team of Belgian work horses or two of the driving horses. I remember sometimes on a Sunday morning Uncle Chris and family would come driving in to pick us up with their bobsled to go to church. Sometimes another family on the way to church would be picked up also. We didn’t mind being crowded on those cold rides. Bales of straw were placed in the bobsled to make seats and some of the smaller children would sit on the floor wrapped in thick buggy robes. It was always such a cozy ride.

Uncle Chris would stand at the front of the bobsled dressed in a big, long thick coat to protect him from the cold wind as he drove the team of horses down the snow-covered roads.

I can remember when the 1978 blizzard hit us. It took an hour for the road in front of the house to be plowed out. There wasn’t any traffic for a week.

The milk truck couldn’t come to pick up milk, but we still had to milk the cows.

We milked cows and ran out of milk cans so every container and bucket that could be filled was full of milk. The kitchen was shut off to help keep the rest of the house warmer. The milk was stored in the cold kitchen and the dining room was used for our kitchen. We would go outside and could walk over the fence posts and mailbox. We could walk up to the roof of the sheds and write our name on the roof in the snow. I was almost 7 years old and remember when the bus finally came to pick up my older siblings. THOMSON — In divided votes, the West Carroll School Board passed motions to proceed with the relocation of the district office to 642 S. East Street in Mount Carroll and also to move the Preschool to the Primary building in Savanna, in a lengthy and heavily attended regular meeting on February 19, 2013.

The meeting was attended by all Board members, including Mark Klein, Jerry Anderson, Bev Kilpatrick, John Brigham, Dawn Rath, Jessica Edwards, and President Mike Highland. Also present were principals Bob Lamb, Jeannette Ashby, Julie Katzenberger, and Sandra Aude, Business Office Mananger/ Recording Secretary.

Superintendent Mathers told the Board he’d been informed by the Great River Foundation that a check for $345,000.00 would be on its way to the district to cover the closing amount on the property at 642 S. East Street, Mt. Carroll, which is $5,000.00 more than anticipated.

The closing date on the purchase is February 28.

Public Comments A fairly large crowd attended, with several opting to comment to the Board. Brenda Atherton, an Early Step Preschool instructor, said she felt the Thomson building had been serving the needs of the preschool kids well for the past few years, citing adequate space, water in the rooms, the presence of parent educators and non-conflict with activities in other buildings as just some of the reasons she favored maintaining the building’s viability.

Chloe Carson of the West Carroll FFA and Ag Departments advocated for keeping both teachers in place and urged the Board to consider the size and importance of the program to the students.

Don Mathey, West Carroll FFA told the Board that the total FFA membership is about 185 mem-

bers, or roughly half of the school’s enrollment, and fellow sponsor Dan Hartman additionally explained that there are both “in classroom� instruction and “out of classroom� projects involved in the programs, so taking this into account would bolster the numbers. Hartman explained that the kids who are taking these classes are often those who will stay in the community and help it grow and prosper, paying property taxes and buying property. In addition, he said, kids have their confidence in public speaking bolstered by participation in these programs and classes.

Brian Woessner of Mt. Carroll told the Board that as a past student of the Ag program, “there isn’t a day go by that I don’t use some of the experiences that I learned years ago,� and added that his son benefited greatly from being in the program as it made him much more marketable in the job world. The Ag program “gives the students a chance to apply what they’ve learned in the individual classes in a practical sense.�

Don Groharing emphasized the importance of keeping a school open in Thomson. “The school is very functional, it does very, very well, it’s very representative of the parents and the taxpayers.�

Blue Cross/Blue Shield Update Laurie Miller of Miller, Buettner and Parrot, Inc., addressed the Board with updates regarding the district’s health insurance coverage. She said premiums were increasing due to taxes and fees, and that West Carroll, covering over 100 lives, was no longer in jeopardy of having some of the penalties associated with the new health care mandates applied, at this point.

Transportation Lease After a brief review of the recommendations coming out of the latest Transportation Committee meeting, the Board elected to retain the district’s lease on its fleet of 4 - 29 passenger buses, and 3 - 18 passenger buses from Central States, at a cost

The Board then quickly approved the employee seniority lists, in three groups; those grouped

by PERA Grouping/Seniority List, the Certified Staff, and the NonCertified Staff. For clarification, Highland informed everyone that in order to qualify to vote on these lists, all board members had successfully passed the requisite PERA tests, which are required by the State of Illinois.

Addressing Emergency Days The Board spent a great deal of time reviewing and discussing the potential of adding an additional five emergency days to the 2014-2015 school year (currently, West Carroll employs five such days).

While adding such days would mean potentially going to school longer in the spring (only if they were used) the Board ultimately elected to employ the additional five days.

Location of District Office and Preschool Attendance Center Kilpatrick said in discussion of this issue that she had insisted this be on the agenda, acknowledging how painful it is to talk about, but that it has been an “elephant in the room for a long time.�

She then read from a prepared statement. “Through the benevolence of an anonymous donor, we have agreed as a board to purchase a vacant bank across the street from the Middle School at no cost to the district. This action presents us with incredible opportunities. “First and foremost, it is a huge cost savings. As we look to the future, locating the district office at the newly acquired building, we reduce our operating costs by about $136,000.00 per year, about $20,000.00 to operate that building versus $156,000.00 to operate this one. “Additionally, it offers a more central county location for possible shared services with other districts in the future and we might even

have an opportunity for lease space there which would give us additional revenue. It seems to me it just makes good financial sense to make this move.�

She went on to say, “And if we’re going to move the district office, we can also at the same time, relocate the PreSchool to the Primary building in Savanna . . . I gather that there is some issue with that but to me it makes good educational sense and good management.�

Kilpatrick added she was concerned about asking voters to pay a one percent sales tax when the district has five buildings. “I think we need to show them that we can manage our assets and make the best use of our best facilities . . . I don’t see a compelling reason to delay any longer.�

Brigham asked Ms. Atherton if there were a way to have the complete support staff moved to the Primary building, if that might not assuage concerns about the move somewhat, and she answered that they would do what they were told, but what would be ideal would be a bigger area with the current support staff. She felt that the PreSchool was seen as “an intrusion� most of the time, including on gym time and cafeteria space and other issues.

Brigham said he wanted her and her staff to know that these decisions were being made with the best interests of the district in mind and that if General State Aid was being paid as it should, some of these concerns would not be present.

Darcie Feltmeyer, West Carroll Preschool Director, said she’d very much like to see some sort of plan in the event that the Thomson building was closed and that the department needed a timetable to prepare adequately for such a measure.

Brigham noted, in response to a question regarding the Board not just “jumping into things,� that he’d been on the Board for five years, and these issues have been discussed

every year. “That’s not jumping in,� he said.

In further discussion, Kilpatrick asserted, “I don’t think we can contemplate cutting teachers and programs, and not be willing to close a building.�

Both Klein and Brigham mentioned that the board does have a “draft� in place which according to Klein addresses the concerns of all parties.

Highland weighed in at last, saying that the Ag department had earlier spoken about their department being a “three legged stool.� “This district,� Highland said, “is a three legged stool, made up of three communities. We had a board member a year ago say that it would be good if all three communities had a building in them . . . that support keeps the district viable and active.�

He said that listening to the Preschool representatives, coupled with what he termed the “lack of plan that had been presented, to adequately transfer the programs from one building to another, I think prohibits the emotion to close this particular building at this particular time, so I am opposed to any plan that would close this building or would move the Preschool to another building at this time.�

Kilpatrick said she wasn’t going to make a motion to close the Thomson building, and proceeded with a motion to move the district office to the former bank building in Mt. Carroll, contingent upon final purchase of that building, for the following year. Klein seconded, and the motion passed, with the full board agreeing.

Kilpatrick then made a second motion, acknowledging the amount of planning that would be involved, to relocate the Preschool to the Primary building in Savanna, for the following year. Brigham seconded, and the motion passed, with Highland and Edwards voting “no.�

Tri-County has received money for the winter heating program.

You will need a copy of your 30 day gross income, social security cards for everyone in the household and current heating and electric bills. The full electric and gas bills are required. If you receive a pension, you will need to bring a statement showing your gross income for your pension other than your bank statement. Any low income person or family may apply.

The LIHEAP guidelines for the household for 30 days are: for one $1436.00 and for two in the household $1939.00

Medicare Savings Programs (MSPs) are Medicaid-administered programs for people on Medicare who have limited income and resources. These programs help those qualified afford Medicare. There are four different Medicare Savings Programs, each with a different income and resource eligibility limit: Qualified Medicare Beneficiary (QMB): You may qualify if you have income less than 100% of the Federal Poverty Level (FPL) and resources under $7,080 if single or $10,620 if married in 2013. We are accepting applications for volunteers to become SHIP (Senior Health Insurance Program) Counselors. SHIP Counselors volunteer to objectively counsel people who have problems and questions with Medicare, Medicare Supplement, and Medicare managed care and long term care insurance. Successful completion of an expensespaid, 5-day training program is required. Full job description and application forms are available at the Senior Center or e-mail director@ccseniorcenter.org.

Six members of the Eastland FFA competed in 12 proficiency categories at Section 1 FFA Proficiency Awards on Wednesday, February 12 at Stockton High School.

Students who participated included; Anthony Murphy in dairy placement, Brett Meinsma in outdoor recreation, Parker Bates in Forestry and Wildlife Management, Marshall Fink in Agriculture Sales and Grain Production, Alex Dambman in Agriculture Service, Forage Production and Agriculture Repair and Maintenance and Dillon Schoeny in Grain Production Placement, Fiber and Oil Crop Production and Diversified Crop Production.

In these projects student keep a record of their jobs, responsibilities, income and expenses for a fiscal year.

They record all of their information into record books and then are able to compete with them at many different levels. There are 47 different areas that students can have a proficiency in. Students may have a placement

book where they are working for another individual or company, agriculture science where they are testing or conducting an experiment or entrepreneurship where they own their crops, livestock or business.

While competing at section students were interviewed by members of the agriculture community to test their knowledge over their project and that particular industry. Students recall what they did in their project, and answer questions that the judges pose.

Of the 12 areaâ&#x20AC;&#x2122;s Eastland students competed in, they won 10.

Several students interviewed in multiple areas because they have multiple projects. They will only be allowed to advance to district competition in 1 of their areas.

Members of the Sauk Valley Community will have the opportunity to raise up to $6,000 for Self Help Enterprises by test driving a Ford or Lincoln vehicle at Self Help Enterprise located at 2300 W LeFevre Rd., Sterling, IL on Saturday, March 1st from 8:00am-12:00pm, during Self Helpâ&#x20AC;&#x2122;s Annual Pancake Breakfast.

Pete Harkness Ford Lincoln is bringing Ford Motor Companyâ&#x20AC;&#x2122;s Drive 4 UR Community program to the Sterling community in an effort to raise up to $6,000 for Self Help Enterprises. For every person who takes the wheel and test drives a new Ford vehicle at Self Help Enterprises on Saturday March 1st, Pete Harkness Ford Lincoln and Ford Motor Company will donate $20 to Self Help Enterprises. â&#x20AC;&#x153;We know funding for community programs is hard to come by, and we want to do our part to help make sure these programs remain available,â&#x20AC;? said Pete Harkness, owner of Pete Harkness Auto Group. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re excited to be able to raise money for Self Help Enterprises.

The Event, which will be held from 8am to 12pm, will feature many vehicles from Fordâ&#x20AC;&#x2122;s impressive line-up. â&#x20AC;&#x153;Whether you are looking to test out our fuel efficiency vehicles, like the Fusion or Focus, or are more interested in an electric vehicle, like the C-MAX, we will be able to put you behind the wheel of your favorite Ford Vehicle,â&#x20AC;? said Mike Batten General Manager. Pete Harkness Ford Staff will be on site and able to assist with all Ford vehicles and provide additional information about each vehicle available for test-drive.

Participants must be 18 or older and have a valid driverâ&#x20AC;&#x2122;s license. There is a limit of one test-drive per household. All test-drives will last approximately 7-10 minutes.
