Savanna Frozen Water Lines and What To Do Last week, when this issue came to light, The Prairie Advocate posted the warning message from Mayor Tony McCombie on its Facebook page. In the meantime, McCombie added a few more comments and suggestions about the icy situation.

She said the Hot Shot Thawing Machine purchased last week has already been used on a couple of homes, but maintenance crews still have many more to do.

“We’ve had 20 to 25 frozen pipes recorded so far, with 4 of those houses being repeat visits,” McCombie said. “Plus, 3 frozen sewer lines, and over 20 water main breaks, in all parts of town, not just a specific area.

“The main reason for the freezing pipes is the colder than normal conditions. As the temperatures get warmer we are afraid that people will stop taking precautions to keep their pipes from freezing. As the weather gets warmer, the frost will go deeper into the ground causing more issues.”

McCombie urges citizens to contact the city with your water meter reading and leave a steady stream of water (width of a pencil) coming from the sink in the lowest level of your house.

“If you choose not to run your water, please check the water’s temperature,” urged McCombie. “Let the water run for a bit so the water is coming from the exterior of the house and test the temperature. If the water is under 40 degrees you may be on the way to a freeze. If you have rust in your water, please continuously run as you ARE on the way to a freeze.

“Please remember that the City will be looking at the quarterly average and minimum usages. Citizens will not be getting charged for the excess water use.

We hope to find that it is better to partner with the residents and allow them to run water, compared to the cost we all pay if the pipes freeze.”

Plum River feasibility plan declined McCombie explained that the City had received, during Mayor Stebbins’ tenure, a feasibility study from the Corps of Engineers relating to the Plum River, which, if done, would cost the City and any other partners, $275,000.00, regarding reasons behind flooding in two of the last four years.

The mayor noted that there will be no work by any governmental agencies to do repairs on this area unless such a study is done.

The Finance Committee felt

there were not sufficient funds to pursue this, and McCombie said she thought it was important for not just her, but the entire Council to make the final decision to decline this study.

Mr. Robinson motioned to decline participation in the study, and Skiles seconded. The entire Council agreed. (The city has applied for a FEMA grant to acquire property from the owners affected by that flooding to aid them.)

Final comments Chief Moon publicly thanked the Jo Daviess Tactical Squad for their assistance in conducting a search warrant that resulted in several drug related arrests on February 4th.

Assistant Fire Chief Wolfe updated the Council on the remodeling of the old Council chambers and announced that the annual pancake supper will be held on Palm Sunday, April 13th of this year.

Tresenriter advised that there would be additional cost if a valve is needed, but that wouldn’t be necessary. Alderman Blear added, “If this was a private contract, any private enterprise doesn’t have to pay prevailing wage, it wouldn’t be an issue. This is one problem with the Illinois system. It’s the same quality of work, with that much more cost because of prevailing wage.”

The ordinance was approved at the new cost of $81,795, a 36% increase due to prevailing wage requirements.

Ordinance #14-05, to declare surplus property was approved.

Dykhuizen informed council members that these items came about during a discussion with the Friends of the Library and a visit to the community room.

“There is not a strong demand for a piano, pool table or organ. We will do our best to get the highest amount for them. We may use the Ebay site that Chief Melton has had luck with in the past.”

Other items for consideration, discussion, and information included: Fe e S c h e d u l e Re v i e w Dykhuizen advised that Alderman Wood has played a large role in the discussion of fees, noting that the main issue is the parking ticket fee.

“One thought is a $25 across the board ticket. The building permit fee is also being looked at.” Mayor Pannier added, “We will see what the committee recommends on the importance of what fees need to be addressed. We could possibly vote on the schedule at the first meeting in March.”

Dykhuizen will send information to council members for review.

Goal Setting Meeting - Scheduled to be held at 6 p.m. before the next City Council meeting on February 24th. The Executive Director from Blackhawk Hills Planning Council will be present at no cost to the City.

“They are graciously doing it as a part of their mission to serve the community,” Dykhuizen said.

Utility Bill Postcard Billing Dykhuizen advised that residents will see the change in the March billing cycle.

Fruit Trees at French Creek

Park - Morrison Community Hospital started a Community Garden, which is currently being maintained and utilized. Committee members met to discuss plans for this year.

With the plots getting good usage, discussion took place on how to make the garden even better. Forty four plots are currently in use, with the City providing water spigots.

Committee members researched through the Arbor Foundation about good types of fruit trees. The committee would bear the cost of purchasing the trees and also barriers for the trees to keep deer away. Volunteers will be needed to help water and maintain the trees. The committee will cover all costs, but need more bodies involved.

The Community Garden is set to open the Saturday before Mother’s Day. The trees will be planted as quickly as the ground thaws, with some trees possibly bearing fruit this year. Twelve trees will be planted and purchased locally that bear a variety of fruits including: apples, bing cherries, peaches, and pears.

Gene Ryan will donate mulch at a reduced cost to be placed around the trees and in the garden to make mowing easier. Mayor Pannier noted that no motion would be made currently, but council members should think about the idea, and possibly take action at the next meeting.

Alderman Bender informed Council that recently “Surveying” has been added to the prevailing wage pay system. “It will affect us eventually. I just wanted to point out that we will be seeing it in the future.”

An executive session was held for collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees, with no action taken upon exiting.

The next meeting of the Morrison City Council is scheduled for February 24th, 2014, with a Goal Setting Meeting held at 6 pm, followed by the regular meeting.

Letters and Commentary llinois Chamber to Republican Primary Voters: Consider the Real Agenda Behind Organized Labor’s Primary Election Spending This week, organized labor has begun spending hundreds of thousands of dollars in an attempt to sway the outcome of the Republican Gubernatorial Primary Election. The state’s employers, and citizens concerned about Illinois’ future, should be paying close attention to this unprecedented political activity.

Big Labor’s advertising campaign should be exposed for exactly what it is: a multi-million dollar power grab to perpetuate an agenda that has effectively destroyed any regard for balanced budgets and fiscal integrity in Illinois.

Big Labor’s agenda includes: progressive income taxes for individuals, higher taxes on employers, increased costs for small business, support for government-run health care, union control of our schools, and a guarantee that every government construction project is union work.

Big Labor’s agenda also includes: opposition to charter schools, opposition to school choice, opposition to merit pay, opposition to offering 401(k) type pension programs common in the private sector for public employees, opposition to reforming workers’ compensation laws to lower job costs, opposition to privatization of public services, opposition to removing ineligible recipients from public funded Medicaid and opposition to modern and more efficient government operations.

Ninety-eight percent of state government workers are public employee union members. It is in their interests to attempt to control the public agenda by eliminating the candidates who are likely to challenge the status quo.

The big spending agenda that continues to grow the size of government preferred by organized labor leaders has driven jobs out of state, contributed to high unemployment rates and proven disastrous for the Illinois economy.

The Illinois Chamber calls on all voters - especially the Republican Primary voters this campaign is intended to influence - to closely examine the real motives of the unions bankrolling these ads.

Organized labor already wields near dictatorial power over one political party. Our state may never recover if they succeed in dominating candidate selection by both parties.

Republican voters have four strong, pro-business, pro-job and pro-growth candidates from which

On the 11th of December, 2013, US Army Corps personnel from Dubuque, IA to New London, IL counted 2,205 birds with an immature ratio of 35%. In past years there were only a few hundred that early in the season. In fact, one week before on December 4 only 50 had been seen in this same section of the river, so over 2000 eagles had moved into this section of the Mississippi River in one week.

This number had dropped by almost 400 birds by the 18th of December to 1810. On the first of January, 2014 they counted the most bald eagles they have ever recorded on one day, 3,859, with an immature ratio of almost 31%.

I am looking forward to seeing the results of ENF’s Annual Midwinter Bald Eagle Count on January 25th and 26th. It will be interesting to see if these birds are still here, or if they have died, or moved to other areas? It all depends on whether they will be able to find food in the area in which they are now living.

With the continuing cold weather, the river will remain frozen to very close to the dams. Will there be enough fish in this small area of open water near each dam to feed that many birds? All of the eagles will be stressed and many may be forced to move away from the river to find food.

If they do not find the necessary daily food which they need to survive the eagles will have to use some of the stored fat in their bodies to stay alive. When they use this stored fat they will be releasing the chemicals, such as DDT and glyphosate (Roundup), that have been chemically combined within that fat. We do know that most every adult eagle that has been tested has some amount of DDT stored within its fat, as the chemical is still in the environment and is constantly working its way up the food chain.

If the chemical is DDT, the amount that will be released at one time may be great enough to kill the bird immediately, or render it sterile for the next breeding season, or even render the bird sterile for life. We do not know the effect that the glyphosate will have on the bird as no studies have yet been done.

And we definitely do not know what will be the effect of both chemicals being released at the same time.

We have had basically “easy” winters for several years. This winter seems to be very similar to the winters we had back in the early

Capitol Report Earlier this week I joined all 47 members of the Illinois House Republican Caucus to oppose the graduated income tax proposal.

This plan, currently filed as HJRCA 33, would replace the state’s current flat tax with a graduated income tax system, with rates to be determined by the General Assembly. The premise of this proposed change is that it may be a fair tax where lower rates apply to lower income levels and higher rates apply to higher income levels. If this resolution is adopted the voters of this state will be asked in November 2014 to amend the Illinois Constitution to allow this.

When we ask taxpayers to vote to change the current tax system in a state that ranks dead last in about every category, red flags should be raised. This is about increasing revenue under the guise that it only affects a small percentage of wealthy Illinoisans - a so-called “progressive” tax system where only the rich will pay more. In reality, the proposed tax plan includes seven tax brackets and a top rate of 9 percent, raising taxes on all income over $18,000.

Here are some of results of this plan using their numbers: Mr. and Mrs. Miller who file taxes with a single income of $36,000 will see their taxes increase by 67 percent; Mr. and Mrs. Jones who file taxes jointly with a combined income of $60,000 will see their taxes double; Mr. and Mrs. Smith who file taxes jointly with a combined income of $110,000 will see their taxes increase by 133 percent. Under a graduated tax system, as taxpayers’ income rise with inflation, lower and middle income families are subjected to higher tax rates – the so called bracket creep. This new system could expose middle class families and small businesses to a tremendous increase in taxes at a time when they can least afford it.

A graduated tax punishes success and discourages small businesses from creating jobs. The majority of new jobs created in Illinois and in this country are by small businesses and 75 percent of small businesses pay taxes at the individual rate. As you know Illinois is already ranked dead last

for new job creation in 2014, has the third highest unemployment rate, the second largest outward bound migration of our residents, and the second highest property taxes in the nation. It is not just people who lose their jobs who are moving. People are leaving as well to avoid paying higher taxes. We cannot afford to drive more people out of Illinois.

Remember, Illinois does not have a revenue problem. We have a spending problem. Higher taxes and spending has failed us miserably. Since 2011 when the largest income tax increase in state history was passed, there has been depressed job growth and our state is in the worst fiscal shape we have ever been in. Do not be fooled: moving to a graduated tax is like handing over a blank check to state government who would then set the rates taxpayers would pay…after the election.

Illinois is a great state facing many fiscal challenges and we need to consider many changes to turn things around. Two of the biggest changes we need to make are to create a business friendly environment so that we can retain the jobs we have left, create opportunities for new ones, and fundamentally change our spending and taxation policies.

Two quotes come to mind this week on taxation. The first is from John F. Kennedy who stated, “It is a paradoxical truth that tax rates are too high today and tax revenues are too low, and the soundest way to raise the revenues in the long run is to cut the tax rates.” The second is on the humorous side and in the words of Sir Winston Churchill, “For a nation to try to tax itself into prosperity is like a man standing in a bucket and trying to lift himself up by the handle.”

I well remember camping out overnight in a blind or tent near the feeding areas, or roosting areas, when the temperature would drop to 10 to 15 degrees below zero. Combine these severe winters with the bald eagles’ contaminated fat and the result could be lethal to many birds. We just have to wait and see.

We do know that bald eagles in Idaho and Utah are dying from some mysterious ailment. There are many theories floating around

about the cause, but could they be having problems because the birds do not have the fat stores they need to survive the bad weather?

Could the fat that they do have stored in their bodies be contaminated with DDT, glyphosate or some other chemical, that is killing them? I am not sure the lab will be wanting to point its finger at any chemical company as being the cause of the problem. Our Nebraska trip seems to be definite as many people have stated they want to go this year.

I just hope they register early as I would hate to turn them away since we will only take the first 30 persons on this trip. We want each person to have a double seat and a personal window. I love going on this trip as usually spring has already started out there, while back here everything can still be covered with snow.

The next item on our agenda for the year will be the prairie burn which will be conducted on March 22, the first Saturday after our Nebraska trip, weather permitting.

We could burn from 5 to 30 acres, depending on the weather and how many volunteers come to help.

If you have never helped with a prairie burn come and join us; you will learn what is involved and how we control the burn so that it does not go wild. If you have helped with other prairie burns please come and be a team leader.

We can use everyone even if you do not help with the burn, there will be lots of things you can do.

Then a week later, on March 29, we will hold our Annual Meeting and Fund Raising Luncheon here in Apple River at the Apple River Event Center, just two blocks from the office. We will have a delicious luncheon, followed by our two auctions, noisy and silent, and our Annual Business meeting, during which we will nominate one third of our Board of Directors, followed by the speaker, Thomas Davis, Environmental Chief, with the Illinois Attorney General’s office in Springfield. Following that will be a board meeting to elect the officers for the coming year.

April 5 we will have our spring bird seed sale, followed by a birding day on April 26.

Our woods are being denuded, our fencerows removed, our roadsides cleared and mowed, and agricultural poisons may be found in the ground, in the air and in the water, everywhere we turn. What chance do any birds or any wildlife have for survival as they can no longer find the proper habitat including cover and a good food source which they need the year round? When will man wake up and realize what he is doing to the world around us?

I know farmers who believe that every tree should be bulldozed. That the only good tree is a dead tree. Even dead trees play a vital role in the environment as they provide homes for birds and other wildlife and when they do fall they break down and create some of the needed humus in the soil. I have seen some of the unique plants like coral root and Indian pipes which grow only where certain trees used to grow because of what is in the soil from the trees.

Everyone sits around complaining about how our rights are constantly being taken away from us each day as the government gets more obtrusive in our lives watching everything we do. Where are the concerns for our wildlife?

Fiscal Sanity Regarding QCT article, “Shilling blasts House for vote,” he is quoted, “… I’m very disappointed in Republican leadership, and to be quite forward pretty upset,” he continues, “There’s no excuse for this lack of leadership from the party that’s supposed to stand for fiscal sanity.” My question for Mr. Shilling: What is sane about 199 Republican Congressman voting for the compromise budget that funds the R. I. Arsenal and the opening of the Thomson Prison bring thousands of new jobs to our area; then voting to spend the money as budgeted; and after that voting not to let the government borrow the money to pay for what voted to spend? Is that fiscal Sanity?

There are a number of studies and lots of empirical evidence that governments should spend to stimulate the economy when times are bad and tax and pay off debt when times are good. Unfortunately, Mr. Shilling and his party is more governed by a simplistic ideology than scientific evidence.

They are the cause of a lot of unnecessary suffering.

Thankfully we have a congressional delegation in the Quad Cities that voted for a budget and voted for the appropriations and voted to let the government borrow enough to pay the bill so that the R. I. Arsenal stays strong and thousands of new jobs come our way with the opening of the Thomson Prison.

Illinois Judges’ Classroom Project Studies show that children learn to read up until the 3rd grade, and read to learn thereafter. If they can’t read, they can’t learn.

This reading deficiency affects student learning, contributes to a higher school dropout rate, and it ultimately will impact their own economic success as well as our country’s ability to compete in a global economy.

As educators and elected public officials grapple with this problem, there are many individuals who are taking a hands-on approach, right in their own back yard. This month, some 65 members of the Illinois Judges Association are visiting elementary school classrooms to share their love of reading and how it has impacted their lives.

Their calling card? Abe Lincoln’s Hat, by Martha Brenner, a delightful children’s book about our nation’s 16th President. The book portrays Lincoln as an absent-minded frontier lawyer who nudged his memory by sticking letters, court notes, and contracts inside his black top hat. The volunteer judge reads the book aloud to students and engages them in a conversation about reading, history and civics. The book is donated to the school’s library. This project won’t end in February: it is part of the IJA’s ongoing reading and tutoring program called “Page It Forward.”

Reeder Report All Ayes on the IEA One could call it the most sought after political endorsement in Illinois: the Illinois Education Association’s. Unlike most organized labor groups, IEA is a significant player in both Republican and Democratic politics.

And this morning, the union endorsed state Sen. Kirk Dillard, R-Hinsdale, in the GOP gubernatorial primary. The endorsement was being earnestly sought after by several candidates. And the reasons are clear: money and muscle.

Between 2002 and 2012, the IEA dumped $9.4 million into state legislative and gubernatorial races. But its power goes beyond dollars.

Here is how former Gov. Jim Edgar explained the IEA’s political clout to me years ago: “It’s not just a matter of money – contrary to what some people might think.

Where their strength comes from, more than money, is that they can our youth fail to master this crucial skill. We owe it to the next generation to play a part, however small, in helping young students learn, graduate and ultimately become productive citizens in society.

put people on the street. If the IEA endorses you, you know you are going to have people going out door-to-door, people making phone calls. These are things years ago you would have relied on the political parties to do.”

Edgar was endorsed by the IEA in his first run for governor but not in his second. He won both times.

The IEA likes to portray itself as being solely about “education quality.” But the reality is they are about two things: job preservation and improved worker benefits.

That’s it – plain and simple.

And right now, they are kneedeep in preserving the status quo.

If you want to see how the state got into its current fiscal mess, look no further than the IEA and other government worker unions.

For generations, the IEA has used its considerable political clout to lobby for more generous

retirement benefits, and lawmakers, who have been feeding off their campaign cash, have complied by promising more – knowing those bills would come due after they left office.

The IEA exploited this situation.

And now those unsustainable bills are coming due and the IEA is blaming the Legislature.

Talk about chutzpah. It reminds me of the boy who killed his parents and asked the judge for mercy – because he was an orphan.

Beyond raising taxes, little in the way of “solutions” have been offered by the IEA as far as improving education quality, solving the pension woes or dealing with a myriad of other issues facing the state.

And does anyone think that higher taxes will keep the IEA and its government worker union cohorts from demanding even more?

Illinois’ Latest Obamacare Targets: Gold Diggers and Momma’s Boys

Biancalana said the same dependent mentality that brings up images of women as gold diggers casts men as grown-up mamma’s boys who need someone to cater to their every need.

And that’s where, Biancalana said, you get beyond personal relationships and into the relationship people have with their government.

“If we want to be a growing, evolving society what government should be doing is supporting those who need, genuinely need, support like an infant would. But also moving them toward independent living, self-reliance and living on their own,” Biancalana said.

Illinois is trying to get young people to sign up for Obamacare, and quickly.

The state needs young people who are relatively healthy to pay for the older and sicker folks who have already enrolled.

The sales pitches will keep coming through the Obamacare deadline to sign up at the end of March.

SPRINGFIELD, Ill. — Just in time for Valentine’s Day, Illinois’ Obamacare peddlers are telling people the quickest way to find a date is with an insurance card.

The same people responsible for selling Obamacare with action figures via The Onion have released a new study aimed, apparently, at gold diggers and momma’s boys.

“When it comes to pursuing a relationship, a new survey shows that for many Illinoisans, health insurance is an important factor,” reads a statement from Get Covered Illinois, the state’s Obamacare managers. “More than two thirds (67 percent) of those surveyed listed having health coverage as something they value when starting a relationship, more so than the other person owning the latest technology, owning a dog, or having a tattoo.”

In other words, skip the small talk on the first date and just get to the details about your deductible and prescription drug coverage. “(Saying) that people, when they’re meeting someone, want to know if they have health insurance — I really have difficulty believing that,” relationship expert and dating coach Roy Biancalana told Illinois Watchdog.

By State Senator Tim Bivins With the promise that he will detail a five-year budget plan for the state, expectations are likely to be high for Gov. Pat Quinn’s budget speech now set for March 26.

The Governor said he wanted to delay the message from the originally scheduled Feb. 19 date so he could submit a detailed five-year spending plan for the state.

Even a one-year budget was expected to present a challenge, as a major portion of the 67% income tax hike, which went into effect in 2011, will expire midway through the coming budget year.

In January, the Governor’s budget office issued three-year projections predicting the state’s backlog of unpaid bills will increase by $10 billion by 2017 under a Quinn Administration. That forecast also showed the Governor’s office plans to run up annual deficits exceeding $4 billion in 2016 and $4.5 billion the next year.

While previous projections predicted spending would be held level or cut, the January plan showed substantial spending hikes – increasing spending by more than $2.3 billion – despite reduced revenues.

Bill introduction deadline With a Feb. 14 deadline for introducing legislation in the Senate, hundreds of measures were being filed. By the first week of February, nearly 500 new bills had been filed since the first of the year with hundreds more expected before the Feb. 14 deadline.

The bills I have introduced so far this spring include: Partisan appointments (SB 2683): Sets standards, based on primary ballots requested, for determining the partisanship of

a gubernatorial appointee to an office that requires specific partisanship or limits the number of appointees from a single political party.

School Security Task Force (SB 2747): Creates the School Security and Standards Task Force to study current security conditions and draft minimum standards for use by schools to provide a safer learning environment for students.

A law creating the Task Force was passed last year, but its work was not completed by a Jan. 2, 2014, sunset date.

Property tax assessments (SB 2951): Allows a chief county assessment officer to reduce a property’s assessment for the ensuing assessment year in cases when the Property Tax Appeal Board or court lowers a property assessment after the taxes have already been paid.

Small estate affidavit (SB 2985): Requires a person executing a small estate affidavit to list and classify the debts of the decedent. Provides that all valid claims against the decedent’s estate must be paid before any distribution is made to any heir or person receiving any portion of the estate.

Mental Health Records (SB 3123): Allows a court to order that a spouse, child, or parent of a person receiving treatment for mental health or developmental disabilities be notified, without the consent of the recipient, whenever there is a change in the recipient’s treatment plan.

Police licensing (SB 3454): Provides that full-time and parttime police officers will be licensed by the state. Officers would receive their license in the same manner that they are currently certified by the Police Training Board. The Board must issue licenses to officers

Sex Offenders (SB 2912): Imposes tougher penalties on sex offenders who fail to notify authorities when they lose work.

A ‘change in employment’ is a reportable event under existing statute, but a ‘loss of employment’ does not trigger the same reporting requirement.

Animal Protection (SB 3138): Creates an Animal Abuse Registry in Illinois, as part of a national effort to identify persons convicted of animal abuse crimes and share that information with shelters, rescues, pet stores and individuals.

When Democrat leaders passed a record tax hike in early 2011, they decoupled the state rate from the federal rate, raising tax liability for families that own farms and small businesses in Illinois. This legislation would once again “couple” the state’s rate to the federal rate beginning Jan. 1, 2015.

Professor Michael Stoll, chair of the Department of Public Policy at the University of California Los Angeles, told Forbes over time Illinois has lost one-third of its manufacturing jobs and a quarter of its jobs in construction.

Stoll noted the state’s unemployment rate may be much greater than the already high official 8.9% rate, explaining the Labor Department ceases to count people as unemployed once they stop pursuing work or accept a part-time job, which he said is the case when examining the state’s long term joblessness.

Club Holds Meeting

By Adam Rath, Savanna Smiles 4-H Club Reporter The Savanna Smiles 4-H club held their monthly meeting on Sunday, December 8, 2013 at the Community Church in Savanna.

Old business: The last day to re-enroll in 4-H is December 16, 2013. The Savanna Mapping asked the club to help with the community wide cleanup the week of November 16th through the 22nd. Thank you to anyone that helped with the cleanup.

There were no talks or demonstrations. Upcoming events are as follows: January 19 – Federation skiing at Chestnut Mountain from 4-10 p.m.

January 23 – Jr. Ambassadors will meet at 6:30 p.m.

January 29 – Wonders Of Washington Meeting at 6:30 p.m.

The next 4-H meeting will be held on Monday, January 20th at CDG Ceramics in Thomson.

The February 4-H meeting will be held on February 9th at Big Meadows in Savanna. The club will be getting together with the Federation and will be making Valentines with the residents.

After the meeting the club had a Christmas party with an ornament exchange.

All youth are welcome to attend and see what 4-H is all about. If you have any questions,

MMTA Elects New Officers Morrison Music Theater Association held its annual meeting on February 9. The main item of business was to discuss the future of MMTA as a viable organization. After much discussion and sharing of ideas, those attending decided not to disband the organization. Instead, the organization will explore all possible ways to present and support quality theatrical productions in the Morrison community.

Officers for 2014 are: Carolyn Aiken, president, Eric Phend, vice-president, Betty Stralow, secretary and Bob Stone, treasurer.

Megan Zahora, director of Morrison High School’s spring musical “The Wizard of Oz” was present at the meeting. MMTA members will assist with this production wherevers they are needed. Bob Stone, who directed last year’s MHS production of “You’re a Good Man, Charlie Brown” will serve as the assistant director, Tyler Smith will be choreographer, David Bean will conduct the pit orchestra and work on the technical aspects of the production. The new officers will continue to explore possible future collaborations with Morrison High School.

IDNR Planning Illinois Deer Hunting Changes for 2014-15 Hunters invited to weigh in through online survey The Illinois Department of Natural Resources (IDNR) plans to revise deer population objectives for more than 40 counties beginning with the 2014-15 deer season, following a two-year review of Illinois deer management efforts.

The IDNR is also asking deer hunters to provide input, through an online survey, on a proposal to end the recent practice of selling remaining firearm deer permits over-the-counter through the end of the firearm season, except for youth under age 16.

“The IDNR manages deer by county and state population goals, and as a result of our two-year review we’re making changes for many counties. In these counties our strategy is shifting from deer herd reduction to maintaining or increasing deer populations,” said IDNR Director Marc Miller. “I am committed to professional management of our wildlife, and as always, we want to hear from hunters, landowners, and all other stakeholders on our deer management program.”

Current Illinois deer management objectives were adopted as a result recommendations of the state’s Joint Legislative Task Force on Deer Population Control. Those recommendations called for a 14 percent reduction in the statewide deer herd from peak levels in an effort to reduce conflicts between deer and people, such as deer/automobile accidents, agricultural crop damage, and to ensure the continued health and well-being of Illinois’ deer herd.

The statewide objective was met in 2012, although a number of counties still remained above their individual objectives at that time.

IDNR biologists have determined that some counties’ deer population objectives can be increased, particularly in counties with smaller deer populations, while still meeting the statewide goal. Biologists have identified 41 counties for which IDNR can adjust season regulations and permit quotas to reflect these higher population goals.

As counties reach their individual population objective, the IDNR takes steps necessary to lessen deer harvest pressure in those counties so that deer populations can stabilize around the objective level. During the past two years, 11 counties have been closed to the Late Winter Antlerless Deer Season because their objectives had been achieved. Based on analysis of the 2013 deer population and harvest data to be completed later this spring, further county closures for the 2014-15 Late Winter Deer Season and permit quota reductions in other firearm seasons may occur as a result of the changes to county objectives and/or changes in county deer population levels.

The review of IDNR deer management included a series of public meetings conducted throughout the state in 2013, along with surveys of hunters, landowners, and other Illinois citizens regarding their attitudes about the state’s deer population and the IDNR deer management program. Rockford Physician Indicted on Charges of Healthcare Fraud A suspended Rockford physician was indicted today by a federal grand jury on charges of healthcare fraud. CHARLES S. DEHANN, 59, of Belvidere, Ill., was charged with nine counts of engaging in a scheme to defraud Medicare.

The indictment alleges that DeHaan, a physician licensed in Illinois, and president of Housecall Physicians Group of Rockford, S.C., treated numerous patients at Rockford-area assisted living facilities and, as a physician, had access to patients and patient records. The indictment alleges that, from January 2013 through Jan. 24, 2014, in order to enrich himself, DeHaan submitted false claims to Medicare for reimbursement for medical services that DeHaan provided to patients in their homes. As part of the scheme, DeHaan allegedly obtained patient information of Medicare beneficiaries through his affiliation with and privileges granted to him at various Rockford-area assisted living facilities, without the knowledge or consent of the patients. It is also alleged that DeHaan billed for medical services purportedly provided to patients whom DeHaan never actually treated, and billed routine visits with Medicare patients at the highest levels of in-home care when he knew that his visits with these patients typically did not qualify for such billing.

In addition, DeHaan allegedly billed for medical services provided to patients when he knew he did not provide any reimbursable medical

service. For instance, on multiple occasions, DeHaan billed Medicare for medical services purportedly provided to patients, when DeHaan’s visit with the patient involved no medical care and instead involved DeHaan’s having sexual contact and attempting to have sexual contact with a patient and making sexual advances toward a patient, according to the indictment.

DeHaan was initially charged with federal healthcare fraud last month when he was arrested on a criminal complaint. He was released on bond and will appear for arraignment on February 12, 2014, at 10:00 a.m. in Federal Court in Rockford, before U.S. Magistrate Iain D. Johnston.

Each count of healthcare fraud carries a maximum potential penalty of up to 10 years in prison, a fine of up to $250,000, and full restitution. If convicted, the court must impose a reasonable sentence under federal statutes and the advisory United States Sentencing Guidelines.

20th Annual Forestry Conference Slated University of Illinois Extension and Iowa State University Extension are hosting the 2014 TriState Forest Stewardship Conference on Saturday, March 8, at the Sinsinawa Mound Center located in Sinsinawa, WI. This is the 20th year for the forestry conference, which annually draws over 500 woodland landowners and tree enthusiasts from Illinois, Iowa, and Wisconsin.

According to Jay Hayek, Extension forester at U of I, “This is one of the largest woodland owner conferences in the nation.

Our conference regularly fills to capacity, so those interested in participating are encouraged to register early in order to receive the ‘Early Bird’ registration discount and to secure their spot at the conference.”

The forestry conference will feature over 21 presentations covering a wide range of forestry, wild-

life, and natural resources topics such as invasive species management, prescribed fire, timber sales and marketing, tree felling, pruning, crop tree management, forest management plans, tree identification, wood heating appliances, forest interior birds, forest herps, forest and insect pests, growing hazelnuts, Internet-based forestry resources, and aquaponics.

“We will once again be offering a two-hour apple tree grafting workshop,” Hayek said. “Enrollment for the apple tree grafting workshop will be limited to the first 25 individuals who enroll via the online registration system.” Participants in this workshop will be able to take home five apple trees grafted onto certified rootstock.

Participants will also have the opportunity to interact with federal, state, and university forestry and natural resource specialists.

They will also have the opportunity to visit with a wide variety of vendors and exhibitors.

Hayek encourages interested participants to take special advantage of the Early Bird registration discount, which expires February 14. Adult registration is $45 on or before Feb. 14, and $55 after that date. The registration fee includes a continental breakfast, turkey or meatless lasagna lunch, refreshments throughout the day, handouts, and of course the traditional Tri-State Forest Stewardship Conference emblazed coffee mug.

Registration deadline is midnight on February 28. Advance registration is required. Participation is limited to the first 550 paid registrations; so early registration is encouraged and will be accepted on a first-come, first-served basis.

Carroll County Preschool Screenings Set for March Chadwick-Milledgeville, Eastland, and West Carroll school districts will be conducting preschool screenings on various dates through February to April of 2014.

The screenings provide parents with a measure of their child’s development in areas important to learning.

Preschool screenings are for children between the ages of two years, seven months to age five years, three months of age as of February 2014. The screenings are provided at no cost to parents and help to determine placement in preschool programs. Areas evaluated are cognitive, motor, speech and language, and hearing and vision. Parents need to accompany their child and plan about an hour for screenings to be done. Please call your school for an appointment.

If you are unable to attend your district’s screening, please call and register at any other district screening. Your results will be sent to your district.

EHS Student Qualifies for WYSE Sectional The Eastland High School WYSE (Worldwide Youth in Science and Engineering) team participated in an Academic Challenge on Thursday, February 13th at Highland Community College.

Students participated in a variety of academic areas including Biology, Chemistry, Computer Science, Engineering Graphics, English, Math and Physics.

Jameson Fagan placed 3rd in Computer Science and Lea Haeusel placed 1st in Chemistry, which qualifies her for the Sectional at Northern Illinois University in March.

Before I commit to a new candle company, I would love to see the last few BeanPod Candles we have off of our shelves! We are discounting our candles to clear the shelves!

The 4.5 ounce candles are now $5, the 16 ounce candles are $11, and the 25 ounce candles are $14. These prices do not include tax and we will not give punches for candles purchased at these prices. We will however honor past punches.

Don’t forget to make your appointment to give blood here at the office on Friday, February 21.

Carroll County Farm Bureau Foundation Scholarship applications are due on Monday, March 3rd to our office. This year they will be offering three $1000 general scholarships along with the Harold Schmidt Memorial Forestry Scholarship in the amount of $1000.

They are also administering the Josh Heeren Memorial Scholarship in the amount of $1000 as well.

I received a call asking about replacement parts for semi tractors and whether or not they are taxed.

I hear the Illinois Department of Revenue is out doing audits. The correct answer is replacement parts are not exempt from sales tax.

As you will see the Young Leaders have finished up their tally for the Harvest for All program. If corn prices had not dropped, we would have surpassed the amount collected in 2013. A little known tidbit that Ed and Kali Livengood learned while at the American Farm Bureau Young Farmer and Rancher Conference…Illinois Farm Bureau lead the nation by collecting over $650,000 for Harvest for All last year. The second place state only collected $38,000. That number is just over the $37,517 our Carroll County Young Leaders collected in 2013.

WOW! In my opinion that says a lot for our Young Leaders and more importantly for our farmers here in Carroll County. We honestly cannot express enough thanks to them for their generosity. I know the food pantries greatly appreciate it. As you will see, this year we collected over $28,566. Our second highest amount.

ENF Postpones the Deadline for Bus Tour The Eagle Nature Foundation (ENF) has just announced that their deadline for more people to register for their 4-day Wildlife/ Historical Bus Tour to Nebraska has been set back to February 28, to allow more people to participate in this tour. The 4-day tour will leave at 8:00 am from the Stoney Creek Inn, Galena, IL parking lot on Sunday, March 16 and return to Stoney Creek by 6:00 pm on March 19.

To accommodate those people who go on the tour, Stoney Creek Inn is offering the same discounted room rate of $79, which they offer to people going on ENF’s Bald Eagle Bus Tours, to anyone who stays at Stoney Creek the night before the tour and/or the night after the tour.

Some people were waiting to see if enough persons would sign up to make the tour possible. That

number has been reached, so the tour is definite. The trip leader, Naturalist and Historian, Terrence Ingram, says that only the first 30 people who register will be allowed to go on the tour, so every person on the tour will have a double seat and his or her own window for viewing or photographing the hundreds of thousands of sandhill cranes, as well as the tens of thousands of snow geese that will be seen.

Many other wildlife will be seen along the way: including: Bald Eagles and their nests; Red-tailed Hawks and their nests; perhaps a Snow Owl; Turkeys; Prairie Dogs; White-tailed Deer; Canada Geese; and 20 –30 other species of birds and animals. One evening participants will have the opportunity to stand on a bridge over the Platte River and watch the cranes fly in from their feeding in the fields,

The Carroll County Farm Bureau presented donations from the area farmers to the Carroll County Food Pantries. Chadwick-Milledgeville, Lanark-Shannon, Mount Carroll-Savanna, Thomson-Fulton. Not all representatives of the Pantries were able to attended due to weather conditions. Harlan Wiebenga - Thomson-Fulton was able to attend and proudly accepted the donations in the amounts of $7,141.57 for each of the Carroll County Food Pantries, adding that the Thomson-Fulton pantry has helped between 120 and 140 families per month, totaling over about 400 people. He thanks the farmers, people and the Carroll County Farm Bureau for all the their support.

Eastland and Freeport Aquin Win in Semis, Will Meet in Final The Eastland Lady Cougars and the Freeport Aquin Lady Bulldogs both won their semifinal games in Wednesday night basketball action at the Pearl City Regional. The first game featured the Lady Cougars and Le-Win. Eastland came out with a stifling defense and limited the Lady Panthers to just three first quarter points while scoring eight of their own. The second quarter saw Eastland put up fifteen points while limiting the Lady Panthers to just six to take the twenty three to nine half time lead. The Eastland defense gave Le-Win problems all night, as the Lady Panthers committed numerous turnovers.

Eastland tacked ten more points on the board in the third quarter while holding Le-Win to

seven and led thirty three to sixteen going into the final frame. Both teams tacked on eleven points in the final quarter. Nine different players scored in the game for Eastland with Hannah Hake leading all scorers with twelve points.

Teammates Izy Todd, Miranda Grisham and Whitney Runkle added six points apiece. Kenzie Temperly led the Lady Panthers with eight points.

The finale of the evening saw the host Lady Wolves from Pearl City taking on the Lady Bulldogs from Freeport Aquin. Aquin jumped out to the first quarter lead, outscoring Pearl City eleven to seven. The lead remained at four points as each team put up eight second quarter points. Aquin outscored the Lady Wolves eleven to five in the third as their lead grew to ten points.

The final period saw Aquin put fourteen more points on the board while limiting Pearl City to just a pair of fourth quarter points to make the final margin of victory.

Catheryn L. Richard Catheryn L. Richard, 81 yrs. old, of Lanark passed away on Friday, Feb. 14, 2014, at the Carroll County Good Samaritan Society in Mt. Carroll.

She was born on July 23, 1932 at Savanna, a daughter of John and Lenora (Bills) Stewart. Catheryn married David Richard on Nov. 15, 1950 at Menominee, Il. She enjoyed gardening and craft work.

Survivors include her children, David W. (LeAnn J.) Richard of Mt. Morris, John (Peggy) Richard of Polo, Catheryn (Marlin) Sweitzer of Lanark, Eddie (Terry) Blair of Milledgeville, Mary G. (David G.) Toepher of Pearl City, Edward (Debbie) Richard of Rock Falls, Deb Oltmanns of Rockford, and Linda Richard of Rochelle, her grandchildren, DeAnn J. Richard, Mike (Stephanie) Sweitzer, Chad Sweitzer, Jessica Sweitzer, Demi Blair, Dani Blair, Talia Richard, Alyse (Jason)Thibodeau, Heather (Eric) James, Randi (Austin) Webb, Rashad Caldwell, and Mya Nelson, her great grandchildren, Brady Sweitzer, Chloe Sweitzer, Hadley James, Harper Thibodeau, and Zion Caldwell, her brothers and sisters, Louise Weaks, Everett Stewart, Betty Stewart, Fred Stewart, Glenn Stewart, and Robert Stewart and their families, and many nieces and nephews.

Preceding her in death were her parents, her husband in 1996, her son-in-law, Steve Oltmanns, and her brother Bill Stewart.

Services will be on Wed. Feb. 19, 2014 at 2:00 pm at the RussellFrank Funeral Home in Lanark with her brother, Everett Stewart, officiating. Burial will be in the Lanark Cemetery. Friends may call after 12 noon on Wed. at the funeral home until the time of service.

Allen C. Van Brocklin

Allen C. Van Brocklin was a farm boy, who loved being outside.

Allen entered into eternity on Thursday, February 13, 2014 at the Carroll County Good Samaritan Society in Mt. Carroll, Illinois, at the age of 82. A funeral service will be held at 10:30 a.m., Tuesday, February 18, 2014 at the Cherry Grove Church of the Brethren in rural Lanark, Illinois. Burial will take place in Zion Cemetery, rural Mt. Carroll.

Visitation will be held 4:30 – 6:30 p.m. Sunday, February 16, 2014 at Frank-Law-Jones Funeral Home in Mt. Carroll. A memorial fund has been established in Allen’s memory.

Allen was born July 7, 1931, the son of Charles and Elsie (Shippy) Van Brocklin on the family farm rural Lanark. He attended Lanark High School and graduated with the Class of 1950. He married Catherine Butt on June 1, 1952 at the Cherry Grove Church of the Brethren with Reverend Merle Hawbecker.

Allen farmed all of his life. He raised livestock and planted crops.

His true passion was tending to his sheep and watching them be born.

He also worked for Moltman and Smith, which later became Bocker’s in Mt. Carroll as a mechanic and a handyman. He was a member of the FFA and Cherry Grove Church of the Brethren. Allen treasured his time traveling all over the United States and Canada, camping, scrapping metal, and going to farm auctions to visit his friends and

neighbors, and attending Shannon’s Homecoming Parade to visit with Classmates.

Allen will be dearly missed by his wife, Catherine of Elizabeth, Illinois; four sons, John (Cindy) Van Brocklin of Mt. Carroll, Willie (Anita) Van Brocklin of Elizabeth, Eddie (Kathy) Van Brocklin of Mt. Carroll, Kevin Van Brocklin, Elizabeth; eight grandchildren, Amber, Allen, David, Dusty, Brandy, Marcianna, Patricia, Dustina; three great grandchildren, Sebastian, Xander, Ruth; one brother, Gary (Lisa) Van Brocklin of Freeport; two sisters, Shirley (Bing) Gossett of Romeoville, Illinois, and Sharon (Rex) Angle of Lanark. Allen is preceded in death by his parents; one brother, Alvin and his beloved dog Foxy.

By LOVINA EICHER We are already into the second month of 2014. Many, many inches of snow have fallen already this year. Our neighbor cleaned out our drive again yesterday. We have some pretty big snow banks that have accumulated from the drive being cleaned out quite often. We are finally experiencing a real Michigan winter. Haven’t had one since we moved here 10 years ago. This morning our thermometer showed a cold 9 degrees. This cold weather makes us still enjoy working on 1000 piece puzzles when time allows and in the evenings. We are almost halfway done with the sixth one this winter. Some are harder than others. It depends on the picture and the shape of the puzzle pieces.

This last one is not as fun as a lot of the pieces are the same shape.

You have to be careful that a piece doesn’t get put in the wrong place.

It can look like it would fit in easily when it’s not where it belongs.

Yesterday, February 5th was Susan’s friend Mose’s birthday.

Susan wanted to take supper in to his family in honor of his birthday.

We frosted the top of the bars so we could put “Happy Birthday Mose” on it so it could work as a cake since he likes the bars. We made enough food so we could have an easy supper here. If the weather would have been nicer we would have all went along with Susan to Mose’s place. But there was a winter storm warning out so we weren’t sure how the weather would be by evening. It sounds like Mose had a nice birthday in spite of the weather.

Daughter Verena is enjoying the sunny south right now. She was offered an expense free trip to the Sarasota/Pinecraft area in Florida with some friends of ours. I talked with her yesterday and she is enjoying the warm weather. They spent the day at the Siesta Key beach and it was 77 degrees there. It is difficult to imagine that it is actually warm in some places of the world.

Verena left Monday morning around 9:45 a.m. By late evening they were in North Carolina where they spent the night at a distant relative of mine. They reached Sarasota around 8 p.m. Tuesday evening.

Our house has seemed empty ever since with Verena not around. I think this will be a memorable trip for her and am glad she had such a wonderful opportunity to go.
