Once again, Mayor Huggins presented the possibility of allocating TIF funds for the building demolition costs for properties on Broad Street.

“We looked at this at the last meeting, and it sounded like Aldermen didn’t want to do it. I would like to look at it again. We don’t need to use $90,000. I think at least $20,000-$40,000 for the demolition of 105/107 Broad Street.”

Ed Fehlhafer suggested using $30,000 from TIF funds to help with the project. A motion to amend the ordinance was approved for $30,000 instead of the originally suggested $90,000.

TIF fund committee member John Nelson approached the council about an application for funds by Jill Luning and her partner, Nino Novakovic, who currently operate Charlie’s Bar and Grill in Mount Carroll. Nelson reported that the couple had purchased “Macs Tap,” and would like $30,000 in TIF funds for improvements to the building.

The building was purchased for just $10,000, but is in need of extensive roofing repairs.

Mayor Huggins stated, “I recommend allowing 25% up front. I don’t want to throw all of our eggs in one basket, but want to help out.

TIF funds are there to help out, not to pay for the whole project.”

Continuing with the agenda, council members heard an update from Nick Wagner of MSA Professional Services. Wagner discussed the Blair Parkway Project, informing those in attendance that work started in 2010 with the investigation of sewage backups, considering the alternatives to prevent backups.

Wagner stated, “In the past, Les (Guenzler) would be on site helping, that’s why I have included twelve work site visits by MSA, since we

Luning reported to the council that she and Nino have been leasing Charlies, but would like to own their own building, and establish a family oriented restaurant, that would host music events open to everyone from 2-102 years of age.

A public hearing for delinquent water billings was held, with one resident stating the she had made her payments, and submitted them into the white mailbox. Mayor Huggins said, “That has been duct taped closed for several months. Our cash policy is to be brought into the building. The drop box is vacated, so it would be difficult to put cash into a taped receptacle.”

Fehlhafer discussed the renovations for the Police Department, stating “We had a construction party come to look at the building.

We are still working with numbers, and are hoping to make it work.

I have had comments from folks on different designs. They are not foreseeable without extending costs.

Right now it is being tabled until we get more solid numbers. It’s not even worth discussing.”

Attorney Mitchell reported on the status of blighted buildings. Aldermen continued with the agenda which included possible action on a resolution to provide additional funds for the final payment of the Route 73 project.

The next meeting of the Lanark City Council is scheduled for February 18th, 2014 at 7:30 pm in City Hall. The public is invited.

Senate Committee Approves Bivins’ School-Safety Legislation State Sen. Tim Bivins (R-Dixon) is continuing his efforts to provide immediate and practical solutions for keeping students safe at school.

Bivins is sponsoring legislation that creates the School Security and Standards Task Force. Approved by the Senate Executive Committee Feb. 5, Senate Bill 2747 is similar to a law sponsored by Bivins in 2013.

“Violence and shootings at schools are happening throughout our nation, underscoring the need to do more to protect students, teachers and staff,” said Bivins, a former Lee County Sheriff. “We need practical and realistic changes that communities can make right now to protect their schools.”

A law creating the Task Force was passed last year, but its work was not completed by a Jan. 2, 2014, sunset date included in the law.

On one sign we could have STOP written in English, Spanish, French and ten other languages. It’s only common sense that we focus on one national language - English.

Taxes - Demanding more income taxes from anyone is killing this nation. Regardless of your income you can’t afford to pay out more federal or state income tax.

Our government must reform the current Internal Revenue Service.

Every year Americans try to figure out how they can keep some of their hard earned money. People itemize and try to come up with a zillion ways to keep or get a little money back. This is pathetic. Common sense calls for a simple flat sales tax of eight to ten percent. Can you imagine what you might buy if you did not have to pay federal income tax? You might be able to afford a new car. You might buy some clothes or new furniture.

Yes, you would pay tax on your purchases but you would have a lot more money with which to make the purchases. If you want to drive a $60,000 car then you pay the tax.

If you want to drive a $16,000 car then you only pay the tax on the amount spent and not on what the IRS wants. The tax is only on what you spend but at least you would have something to spend.

Our economy would boom with people having more available cash.

Immigration - Amnesty is ignorant. Why should we reward people with citizenship who have been breaking our laws for years?

Let’s use some common sense. Millions of these people are great, hard working people. I’m all for giving immigrants citizenship based on the following: All illegal immigrants should A. Why should everyone in the business community invest in economic development? As you may recall in my recent columns I have been writing about the ‘Team” approach to growing our economy.

To maximize efforts and ensure success the best approach has always been proven to be a public/private partnership and investment.

There are many private companies and individuals that invest in economic development organizations in the 89th District. Their investment is greatly appreciated; however, there needs to be more, many more. There may be some of you that are thinking why my company or business should invest in economic development. The result is when our region continues to retain and attract new jobs, we all benefit. To me one of the biggest benefits is the ability to recruit, attract, and retain qualified staff.

If you are a local employer you are quite aware, and you will constantly hear, how tough it is to find qualified staff. That is even with the third highest unemployment rate in the country and Illinois being ranked dead last for job growth in 2014.

This applies in many industries from manufacturing and technology to retail, fast food, service, and even government agencies. Ask your local Sheriff, Police Chief, or Fire Chief how tough it is to find qualified staff for their department hiring lists.

What does that mean for your business and your investment in economic development?

The more people employed, the better our local economy improves.

The more good paying jobs available, the more we retain the families that are here and the easier it is to attract new workers to the region.

That means the business community, no matter how small or large of a business you are, needs to invest in economic development and get involved. Yes, being a small business owner myself, I am well aware of limited budgets and dollars available. However, your investment combined with those new and renewed investments from your villages, townships, cities, counties, school districts, park districts, library districts, or community colleges will go a long way in our continued prosperity. It really is everyone’s responsibility to make this a better place.

I read a quote from Simon Mainwaring recently that related very well to my article today, “Creating a better world requires teamwork, partnerships, and collaboration, as we need an entire army of companies to work together to build a better world within the next few decades. This means corporations must embrace the benefits of cooperating with one another.”

Illinoisans are not just voting at the ballot box. They are also voting with their feet.

And increasingly those feet are marching out of the Land of Lincoln to states with more favorable taxes, says Travis H. Brown, a St. Louis author who spoke this week to Illinois lawmakers.

“Illinois has lost $29 billion to the places that you might expect, like Wisconsin, Indiana and neighbors, but a third of that has been lost to places well outside the region - Florida and Texas, two states that have no personal income tax whatsoever,” he said in a subsequent interview with Illinois News Network.

Brown used 18 years of Internal Revenue Service data to track migration patterns across the nation in his book, How Money Walks. He said his research shows that people and businesses are consistently moving from high-tax states to lower-tax states.

And Illinois is one of those states losing population. But not everyone is buying into this argument.

“I think there are a lot of reasons why people move,” said Sen. Mike Jacobs, D-East Moline.

“The Iowa Quad-Cities has grown much faster than the Illinois Quad-Cities, but Iowa has a higher income tax than Illinois. So I don’t think it’s as simple as pointing to one thing like taxes. And weather has to be a major factor in where

Brown called the Quad-Cities a local anomaly and noted that Iowa is also a high-tax state that is also losing people.

“What’s great is we are moving past anecdote and opinion, is that we have hardcore evidence based on what all taxpayers who have reported some kind of income on their state 1040 tax returns in the last 18 years,” Brown said. “So this is a really long data set – 134 million taxpayer records – an actual show of movement over 43 million Americans.”

State Sen. Kirk Dillard, R-Hinsdale, echoed Brown’s sentiment.

“There is no doubt in my mind that tax policy determines where businesses and individuals end up in today’s easily traveled America,” he said. “Taxes do matter.”

He added, “We need to do everything we can to keep our productive businesses and people right here in the Land of Lincoln.

We have to have a tax system in Illinois that is fair. From an individual standpoint, we certainly can’t be driving the wealthiest individuals from Illinois. … We ought to get rid of the inheritance tax. We ought to do everything we can to encourage people to retire in Illinois.”

Dillard is one of four candidates seeking the Republican nomination for governor.

Candidate Proposes Tax Exemption for Diapers Not to raise a stink, but State Sen. Mike Frerichs’ legislation that would end the sales tax on diapers just doesn’t pass the smell test. It reeks of political brown-nosing – rather than true tax reform.

The candidate for state treasurer gives us a host of medical evidence for why dirty diapers are bad. Who would have guessed it?

They cause diaper rash. And gosh, what kind of parent leaves a child sitting in a dirty diaper?

Yes, I’ll admit, it felt like a pay raise when all my kids were finally potty trained and our Labrador retriever was no longer sniffing around the diaper bin. That said, picking and choosing what deserves to be taxed and what doesn’t is not the route to go.

Just consider: Pampers cost $37.49 for a package of 104. Eliminating the state sales tax would save a parent about $2.34.

That’s hardly enough to leave the taxpayers – or their young progeny – cooing with delight.

Could it be that the good senator is, um, a little behind?

Instead of targeting one product for a sales tax exemption, how about lowering sales taxes across the board?

That’s an idea that shouldn’t leave anyone crying.

Blackhawk Waterways Website Wins Award The new Blackhawk Waterways Convention & Visitors Bureau website has won the Illinois Governor’s Award of Excellence.

The tourism group for Lee, Ogle, Whiteside and Carroll counties in Northwest Illinois won the award February 4th at the 2014 Illinois Governor’s Conference on Travel & Tourism in Chicago.

The website, visitnorthwestillinois.com, prominently features the outdoor activities, history, dining, arts and rural culture of the four-county Blackhawk Waterways region of Northwest Illinois. It was named the state’s best website among Illinois tourism groups with a budget of less than $700,000 a year.

Judges selected the website for its ability to promote the Blackhawk Waterways region based on design, innovation, content, technology, interactivity, copy writing and ease of use. The website, launched last spring, was the first of any Illinois CVB website to use responsive design, a technology that makes a site easily viewable on a cell phone, a tablet, a laptop or a desktop. The site adjusts itself to fit the screen on which it is being viewed.

Eastland FFA Participates in Public Speaking Contest Eight members of the Eastland FFA participated in the Section 1 Public Speaking Contest held at River Ridge High School on Wednesday January 29th. Members who participated in the parliamentary procedure portion were Parker Bates, Bailey DeMichele placing 8th as a floor member, Kori Freidag placing 3rd as a chairman, Shandi Groezinger, Kaylin Kuberski placing 3rd as a floor member, and Farrah Stubbe placing 3rd as secretary. Overall, they placed 3rd as a team.

The parliamentary procedure team demonstrated a mock meeting in front of judges displaying their understanding of Robert’s Rule of Order. They were to debate a main motion and make changes to the main motion and the meeting depending on the abilities listed on their cards.

Heart of the Matter Butterflies. In my stomach.

There I was, a businessman for 40 years who has spoken in front of large groups of people many times, and I was nervous being around a bunch of little kids. Why? It was race day. Saturday, February 8, the Pinewood and Powder Puff Derby was on, hosted by Cub Scout Pack 48 from Savanna at the West Carroll Elementary School Gym. Cub Scout Pack 51 from Mount Carroll and the West Carroll Girl Scouts were there. Emcee Mike Bates, Pack 48 leader, was having fun with the audience. New Pack 51’s leader is Ric Cass, and the Savanna/Mount Carroll Girl Scouts, led by Amanda Honchell, were enjoying each others company.

When I got the notice about the event a few weeks back, the one thing that immediately grabbed my attention was the “Outlaw Race.

Open to all ages. You build it, you RACE it! Anything goes.”

It wasn’t exciting because it was a chance for this old Cub Scout to revert back to his childhood and participate in the thrill of competition. What intrigued me was the fact that I could seek redemption.

In some ways, it was a day I had been waiting for for nearly two decades. Not because I had a negative experience that marred me for life. Nothing at all like that. It was redemption for my son and I. Twenty or so years ago, my

son Mike was a Cub Scout. When it came to the Pinewood Derby, we both looked forward to working together on a race car project.

Mike drew the design and choose the paint color. I handled the jigsaw, cut the lead “fins” to the proper size, and carefully placed the nail-axels in place, while Mike measured the exact width.

We even had a few days of serious scientific discussion as to which would be best - added weight in front, or in back? We decided, after a few physical experiments that involved pushing and pulling a loaded wagon, that the weight in the back would have the same affect as pushing the car down the track. We had it legally weighed at the Lanark Post Office scale.

His car ended up being the fastest in the Pack. Back then, they weren’t timed or clocked for speed like the great setup that Pack 48 has. But “Old Red #34” was fast, and won every heat quite handily.

Mike’s car was going to Rockford for the Regional Finals.

Old Red also won a couple of heats in Rockford, advancing to the final rounds. We went to lunch, but got back too late, as the race had been bumped up. He - or should I say, WE - never got to see what Old Red could do with the fastest of the fastest. We were bummed out.

Time moves on, and old wounds heal. Then I saw the

dusted him off a bit so it wouldn’t be over-weight, and headed to Savanna in a snowstorm. I paid my entry fee and placed Old Red with the several other cars in the Open Category, waiting for the Outlaw race.

Watching the first few heats, it was evident that these were some special kids. They were having a blast, win or lose. They were among friends and fellow Scouts, showing off their designs, and putting them to the ultimate test on the track.

Then my name showed up on the screen for the first heat. Butterflies.

Old Red and 3 other younger models headed down the track. I won the first heat at 142.9 mph.

But I couldn’t help noticing a little shimmy in the rear end. Could be trouble, especially since the other cars were winning at speeds of 150-156 mph. Maybe Lane 3 was a slower lane, I surmised.

My Day of Redemption just wasn’t meant to be. Fourth place in the other 3 heats was all Old Red could muster. The younger, more high-tech models proved superior.

were awesome. They made me feel like one of them, and for a few hours on Saturday, I was. The sportsmanship on display was tremendous. The loudest round of applause was for Olivia Charles’ Powder Puff entry. One of the slowest cars to race, the crowd exploded with delight when her car made it over the finish line on its own, proving that it is the effort that counts, not necessarily the result.

After the race, John and Bev Lundquist asked how I had done.

After hearing my sad story, Bev put it all in perspective. “Well Tom,” she said, “it’s not good to leave any car sit for 20 years without running it.”

Thanks, Bev. I feel better already. Plus, you reminded me that I better get the oil changed in my truck.

Sometimes, life lessons come in mysterious ways.

Highland Chorale to Begin Rehearsals, New Singers Welcome The Highland Chorale, a community-based choral ensemble, will begin rehearsals for the upcoming spring season, at 7 p.m. Tuesday, February 11 in room FA-10 of the Ferguson Fine Arts Center. Carroll County Families Awarded Nearly $17 Million After Two-and-a -Half Week Trial A record $16 million verdict on behalf of two families whose sons were killed in a grain bin entrapment incident in northwestern Illinois was the result of a two-and-a-half-week trial, The Carroll County jury deliberated just eight hours before granting $8 million to each of the two plaintiffs’ families who were working at Haasbach at a Consolidated Grain and Barge Company grain elevator. The previous record in Carroll County was a $220,000 verdict in 1989 and a $1.1 million settlement in 2005, according to

John Kirkton of the Jury Verdict Reporter.

The incident involved the July, 2010 deaths of Wyatt Whitebread, 14, and Alejandro Pacas, 19, who were standing on the grain in the bin, pushing the grain down to go to a conveyor. According to a third worker, Will Piper, he and Pacas jumped in to save Whitebread who was crying for help as he was being buried like quicksand. Pacas jumped into what became a sinkhole trying to pull out Whitebread and they both suffocated.

Piper was partially engulfed

to his neck for approximately six hours before rescuers were able to save him. The jury awarded him $875,000. He was represented

by Loren Golden of Golden Law Office in Elgin.

“These boys should not have been working in the bin in the first place,” said Kevin P. Durkin, one of the attorneys at Clifford Law Offices, following the record verdict. “Consolidated Grain and Barge had ultimate responsibility for what went on in that bin and the company failed these families.”

The U.S. Department of

Labor issued 25 citations to Haasbach with a penalty of $555,000 after an investigation into the deaths. The department found Haasbach violated the Fair Labor Standards Act’s Child Labor standards for employing anyone less than 18 to perform hazardous jobs. Haasbach was fined $68,125 for that violation.

Suffocation from engulfment is a leading cause of death in grain bins. The number of deaths more than doubled between 2006 and 2010, according to the Occupational Safety & Health Adminis-

tration.

The Chicago Tribune was allowed to tape the closing arguments of the attorneys, marking the first time that occurred in Carroll County.

This trial was presided over

by Judge Val Gunnarsson of the 15th Judicial Circuit before the nine-men-three-women jury.

According to the Chicago Tribune, Jonathan Sandoz, general counsel for Consolidated Grain and Barge Company, said that they plan to appeal the verdict.

Fruit & Vegetable Growers Conference The University of Illinois Extension is partnering with Iowa State Extension & Outreach to offer Growing Produce for Profit – an educational conference covering the latest research and information in fruit and vegetable production.

Sessions will be geared toward vegetable growers, farmers market vendors and others with an interest in small production. Growing Produce for Profit will be held on Thursday, February 20, 2014 from 8:30 am to 3:30 pm at the Elizabeth Community Building in Elizabeth, IL, which is located on HWY 20 on the Elizabeth Fairgrounds.

In its second year, the conference will be host to ISU’s Commercial Horticulture Field Specialist, as well as several U of I Extension Educators. “Looking back at the large turnout for last year’s conference, and with the many wellattended programs that have been offered since then, we are expecting a full room of participants,” stated Program Coordinator Maggie Guenzler .

Iowa State Extension’s Patrick O’Malley will present a session called Perennial Vegetables: They are Here to Stay, which will cover popular vegetable perennials like asparagus and rhubarb, as well as less popular ones like horseradish and chives. University of Illinois Extension Horticulture Educator Candice Miller will be presenting Niche Crops for Illinois, which will cover crops that can help producers create a niche market and increase

the profits for small operations. She will also offer some basic growing techniques for unique crops such as mushrooms, hops, and others.

A session called Seasonal Soil Management will cover techniques that can be implemented before and during the growing season.

The focus of this session will be on building organic matter, implementing effective soil fertility plans, and maintaining soil pH. This session will be taught

by Grant McCarty, Small Farms Educator with U of I Extension.

McCarthy brings to his position experience with the University of Tennessee’s Organic and Sustainable Crop Production Unit and research projects including season extension for cool and warm season crops, heirloom/hybrid tomato variety trials, cover cropping systems, and trap cropping.

McCarty will also teach a session on Agri-tourism Strategies and Opportunities, which will cover the basics of agritourism, the opportunities that currently exist in the region, and information on how to begin implementing these strategies.

Participants will have the opportunity to learn methods to produce compost in quantity, estimate production volumes, and utilize resources in the session Composting: Scaling for Your Needs which will be taught by Jay Solomon, U of I Extension Educator (Energy & Environmental Stewardship).

growers and give them vital information on best practices, new emerging crops, and trends we are seeing in the area related to produce production,” stated McCarty when asked why producers would be interested in this program.

Odell Public Library presents artist Marianne Biagi and “The Creative Process” Monday evening, February 24th, beginning at 6:30 in the library program room. Marianne’s colorful, vibrant and unique pieces of art made from beads, material and thread are not only beautiful but also “tell a story.” So, what is the creative process that takes her to and through the art process?

Creativity dwells in each of us. It is not just for the gifted or the geniuses. Creativity is that which brings us color, form, texture, a new way of doing things, or a new way of looking at the world. Marianne Biagi will speak of walking her Creative Path, hoping to share her insights so that each of us might develop, see and listen to our

creative voice.

Marianne and Bill Biagi are Chicago natives who moved to Morrison, IL in 2008. Marianne’s Chicago work experience has included the Leo Burnett advertising company where she did graphs and charts for media presentations. Her background is advertising and marketing, photography and film. She and her husband Bill worked with local Chicago area companies, including Abbott Labs, ATT&T, Carson Pirie Scott, Com Ed,

Kellogg’s and Sears producing TV commercials, executive presentations and new product introductions.

What led her to beading?

“It was a spiritual connection, almost God-like. I was exposed to it and the extreme color and intricacy of the beadwork fascinated me. I took a class on a technique, the peyote stitch, and that hooked me.” Her cottage- studio is a light-filled room with clear boxes filled with beads of all colors, varied materials, and contrasting threads. On Marianne’s work table one can always find a “work in progress,” and at the back of the studio is a cozy sitting nook overlooking a wooded ravine. In this location, Marianne walks her creative path.

Chicken and Biscuit Dinner with 10 ‘Presidents’ The Savanna 1st United Methodist Church, 2100 Chicago Ave., will hold its 4th Annual Presidents’ Week Chicken and Biscuit Dinner from 4-7 p.m. on Sunday, February 16th.

EHS Student Council Blood Drive The Eastland High School Student Council is hosting a Blood Drive on Wednesday, February 12th in the high school cafeteria. Staff from the Rock River Valley Blood Center will draw blood between 2:00 and 6:30. Double Red Blood Cell Donations will also be taken.

If you are at least 17 years old (16 with parental consent), weigh at least 110 pounds and are in general good health, you should be eligible to donate blood. One in three people will need blood and you never know when you or someone you love might be the one.

The Rock River Valley Blood Center is the sole supplier of blood and related services to OSF Saint Anthony, Rockford Memorial, SwedishAmerican, Beloit Memorial, Freeport Health Network, and several other area hospitals. The Rock River Valley Blood Center needs to collect 965 units each week to meet area patient needs.

Message to Morrison: School Calendar Change

In all my years as an educator, I have never had more than 5 snow days in a school year. With the goal of making sure our students are safe, we have been forced to cancel school because of cold temperatures and because of snow conditions.

With the large number of snow days in January, there has been concern about lost instructional time in the middle of the school year.

The survey results showed that: 75.1% of staff preferred to make up a snow day on Monday, February 17th, 59.6% of staff preferred to make up a snow day on Friday, April 18th with one-hour early dismissal, and 76.8% of staff preferred to make up a snow day on Monday, April 21st.

On Tuesday, February 4th at a Special Board Meeting, the Board of Education approved the recommended changes to the 2013-2014 calendar. These changes mean that the last day of school for students will be Friday, May 30th rather than Wednesday, June 4th.

In making this decision, there was also communication with the Morrison Ministerial Alliance

to make sure that Good Friday religious observations are not impacted. To accommodate this change, the Crosswalk will now begin after school is dismissed rather than at noon.

If a parent already has purchased non-refundable reservations, please notify the office where your child attends school in Morrison before Friday, February 14th. The District will work with families to minimize the impact of these changes on students and families.

Science Siesta! Girls + Science = Fun! Have you ever dreamt of spending the night in a museum?

No, this isn’t a movie, it’s Science Siesta!

Hosted by the University of Illinois Extension, this event for fourth-sixth grade girls will be held twice. Event dates are: Friday, April 11 to Saturday, April 12 and Friday, April 25 to Saturday, April 26. Both events will be held at the Discovery Center and Burpee Natural History Museums in Rockford. These action-packed overnights will combine the fun of a pajama party with hands-on science experiences.

“This is our twelfth year of conducting Science Siesta, we have reached over 1800 girls so far and we are excited to continue to offer this fun, interactive event to encourage girls to consider sciencerelated career fields,” said Mimi Hicks, University of Extension 4-H Youth Development Educator.

At Science Siesta, girls will also have the opportunity to meet actual females in science career fields from throughout northern Illinois. The scientists will share information about their background and involve the girls in activities much like they complete

in their work every day.

Following the face-to-face interaction with female scientists, youth participate in activities based on the “Wonderwise” curriculum developed by the University of Nebraska. This curriculum highlights the work of female scientists and then translates their work into hands-on science based activities which are fun and engaging. Participating girls may choose one of three workshop tracks for breakout sessions. Their choices include activities from Rain Forest Ecologist, Space Geologist and Genetic Counselor.

Statistics show that girls are less likely to pursue degrees and careers in science and mathematics than boys. Researchers agree that this is a complex problem with no easy answers, but believe that there are things that can be done. They suggest that having role models that girls can look up to, as well as making science fun and interactive will encourage girls to stay involved and interested in science.

Events such as Science Siesta are designed to help bridge the gap for girls at a time when many may start to lose interest in science or question whether science is a field

they should choose.

Both of the events will begin with registration at 5:00 p.m. on Friday and will conclude with check-out at 8:30 a.m. on Saturday.

The registration fee is $40 per girl.

The registration fee covers pizza, snack, and breakfast, admission to the Discovery Center Museum and Burpee Museum of Natural History, and all hands-on activities. Workshops have been scheduled to provide Illinois livestock producers the manure management training they need to meet the requirements of the state’s Livestock Management Facilities Act. The Certified Livestock Manager Training (C.L.M.T.) workshops will be held throughout the state with two workshops taking place locally. On Tuesday, February 18, C.L.M.T. will be held in Sycamore at the Dekalb County Farm Bureau Building, 1350 W. Prairie Drive, Sycamore. On Wednesday, February 19, C.L.M.T. will be held in Freeport at the Stephenson County Farm Bureau Building, 210 W. Spring Street, Freeport.

“All workshops will offer a general curriculum this year designed to keep producers current on the latest industry practices,” Warren Goetsch, bureau chief of Environmental Programs for the Illinois Department of Agriculture, said. “The curriculum will cover not only the basics of nutrient management, but also new technologies, research and trends so even producers who have completed the training before and are renewing their certification will benefit.”

The Livestock Management Facilities Act requires facilities with 300 or more animal units to have at least one employee certified in proper manure handling procedures. For facilities with 300 to 999 animal units, the employee either must attend a workshop or pass the Illinois Department of Agriculture’s Certified Livestock Manager exam. Employees of facilities with 1,000 or more animal units must do both to achieve certification.

Farm Analysis Solution Tools Workshop The University of Illinois Extension will be offering a one day hands on computer based workshop to cover the benefits and the many uses of Farm Analysis Solution Tools (FAST) spreadsheets. FAST spreadsheets are a series of Microsoft Excel spreadsheets that assist users to make various farm business decisions.

These tools offer guidance in the following areas: livestock management, financial analysis, investment analysis, loan analysis, farm management, grain marketing and manage ment, and risk management.

The workshop will be led by Extension Specialists Gary Schnitkey and Ryan Batts.

The 2014 crop year is setting up to offer tighter margins than the past few years. It appears that base prices for crop insurance could be set at much lower levels.

This training session is designed to get users to take a look at potential return scenarios for 2014 and perform financial analysis using FAST Tools. The morning session focuses on tools for assembling cash flow statements as well as crop insurance and risk management options. The afternoon session will demonstrate the features in our Balance Sheet Tool. This tool allows the user to assemble and database balance sheet information and perform ratio analysis over multiple years.

Audubon Society Seeking Local Growers for 2014 Local Foods Brochure

Each year the Northwest Illinois Audubon Society in partnership with the University of Illinois Extension Stephenson County offer a local foods brochure that provides people in northwest Illinois with a resource that can be used to identify farmers and growers who sell their food items directly to the consumer. The brochure helps to connect local buyers with local growers.

Buying food items from the local grower has many advantages. Buying local keeps money within the local populace so that small communities can continue to survive and maintain a healthy economic status. Buying locally is healthy for our environment as well, because less carbon energy is used to transport the food to the consumer.

The 2013 brochure had 43 growers listed and included growers with maple syrup, cheese, honey, eggs, poultry, vegetables, flowers, fruit, wine, and meat.

New Fraud Hits Consumer’s Credit Cards Jan. 30, 2014 – In the aftermath of the massive holiday data breach that effected Target and a number of other major retailers, consumers are now faced with yet another reason to be concerned about the safety of their credit cards.

Reports are surfacing that consumers are finding unauthorized charges of $9.84 on their statements. The business that levied the charge claims that the fee is for “customer support” and it may appear on the statement as one of many different websites. It appears their plan is fly under the radar when they hit individual accounts.

“These individuals are aware that small charges under ten dollars often go un-noticed, which would not be the case for larger amounts. For example, in the hundreds of dollars,” said Dennis

Horton, director of the Rockford office of the Better Business Bureau “This fraud relies on consumers being a little careless and not closely examining their statements.”

Horton noted, “It is possible that some of the cards that have been hit may be the result of the data stolen in the holiday breach.

However, authorities are still investigating that possibility.”

Victims of this fraud report that, when they’ve accessed the website listed on their statement, they were given a customer support phone number and email address.

After calling the number, they were told that the charge would be removed. However, the only way that consumers can be certain that they have taken positive steps to protect themselves is to contact their card issuer regarding the

suspected fraud and follow their recommendations.

The Better Business Bureau suggests consumers: Request a new card.

Place a fraud alert on your credit file. The Federal Trade Commission (www.ftc.gov) has easy to follow instructions on its website.

Timothy W. Litwiller Timothy W. “Rottweiler” Litwiller 46, of Milledgeville died Saturday, February 01, 2014 of injuries sustained in a snowmobile accident.

T i m wa s born January 17, 1968 in Sterling, IL, the son of Lester Litwiller and Donna Reed. He attended Milledgeville High School where he graduated in 1986. He married Susan VanKampen on November 4, 1995.

They were blessed with two amazing children Troy, 16 and Megan, 13.

Tim was a devoted, loving father and husband. He was his children’s biggest supporter and loved spending time with them. He worked very hard to build and manage his own business and home. He was a lover of the outdoors, spending much of his time boating, fishing, and snowmobiling.

There is nothing more he loved doing than vacationing in Wisconsin with his family. His friends were a huge part of his life, and everyone loved his fun-loving, witty personality.

Tim was the owner of Industrial Coatings in Rock Falls, IL. He was a member of the Milledgeville Mens Club and Elkhorn Creek Runners snowmobile club.

Tim will be greatly missed by his wife, Susan and two children, Troy and Megan, all of Milledgeville; his mother Donna (Rich) Strohman of Green Valley, AZ; his father Lester Litwiller of Rock Falls, IL; two sisters, Dawn (Scott) Bryson of Vernon Hills, IL and Teri (Danny) Schroeder of Springfield, IL; his grandmother, Leone Reed of Sterling, IL; and several extended family members.

Lois M. Flack Lois M. Flack, 95, of Shannon passed away Wednesday, February 5, 2014, at Good Samaritan Center, Mt. Carroll, Illinois. Lois was born May 5, 1918, in Shannon, the daughter of Poppo and Elsie (Hasselman) Janssen.

She graduated from Shannon High School in 1936. She married Leonard Flack on August 12, 1937, at the Little Brown Church in Nashua, Iowa.

Lois and Leonard began their life together in Pearl City, IL, and in 1938 moved to the Shannon area to continue farming. They worked together on the farm raising children, crops, beef cattle, pigs, and poultry.

Lois was Leonard’s best friend as well as being a devoted mother and grandmother. Lois raised vegetables in her large garden and enjoyed growing beautiful flowers. Lois and Leonard had a small transparent apple orchard which produced a family tradition of picking apples every summer. She was an excellent seamstress, sewing many of her children’s clothing as they were growing up. Leonard died on April 22, 2004.

Lois was very active in the Shannon Bethel United Methodist church.

She taught Sunday school and was involved in UMW Circle and Bible Study groups. Although Lois was never a 4-H leader, she helped her children be successful in their various 4-H projects and activities. Lois was a member of the Florence and Friends ‘n Neighbors Units of Stephenson County Home and Community was duly issued out of said Court against you as provided by law, and that the said suit is now pending.

Through their diligent efforts, it was a yearly success and enjoyed by all who attended. As a member of the Beef Auxiliary, she held county and state offices. Lois was an active partner behind the scenes for the many years Leonard presided over the Stephenson County Fair Board.

Lois was awarded the “Women of Excellence Award of Agriculture” the second year it was presented. She was named Homemaker of the Year in 2011. Lois and Leonard were named the Stephenson County Conservation Farm Family of the Year in 1993.

Surviving are her daughter, Ardath (Verlo) DeWall, Shannon, and her son, Alan (Sherry) Flack, Shannon, her son-in-law, Ronald Krum, Mt. Carroll and her sister-in-law, Aleen Webber, Wildwood, Florida.

She is also survived by nine grandchildren, Anne Barlow, Marshfield, WI, Jennifer (Rick) Lowry, Milton, WI, Mark ( Rachel) Gusse, Elkhorn, NE, Matthew (Colline) Gusse, Dixon, IL, Susan Miller, Bloomington, IL, Steve DeWall (fiancee,Mary), Shawano, WI, Jeffrey (Lori) DeWall, Poplar Grove, IL, Tom (Kelly) Flack, Shannon, and Becky Flack, Medina, TX; and fifteen great-grandchildren.
