Protestors gather in support of Floyd Anthony Vaclavicek of Oregon was quietly walking with this two-sided sign in front of the historic Ogle County Courthouse on Sunday.

He said he was “not trying to stir up any trouble” but wanted local police officers to speak out about the violence caused

by Minneapolis police in the death of George Floyd, which has sparked national protests.

“Our officers are good and are actually trying to protect us,” he said. “I’m trying to encourage our officers to publicly denounce this violence. A lot of police officers have come out and denounced this.”

One side of the sign said “Better Policing Begins With Good Cops Who Speak Up. Backed The Badge, Defended Blue, Stand With Me, George Floyd Needs You. #StandUpForGeorgeFloyd.

The other side said “You Can Back The Badge & Call Out The Man Behind It. Anti-Brutality ≠ Anti-Police. #StandUpForGeorgeFloyd.

Some passersby stopped and chatted with Vaclavicek without any incident.

Two protests in Dixon have also been peaceful.

Led by Dixon police officers on bicy-

cles, about 110 mostly young protesters marched peacefully Tuesday from John Dixon Park to the Dixon arch and back to make known their frustrations about the treatment of black Americans by the police.

Unfortunately, that was not the case in nearby cities. Peaceful protests in DeKalb, Freeport, and Rockford turned violent on Sunday causing some businesses to be damaged.

Freeport Mayor Jodi Miller issued an executive order on Monday declaring a State of Emergency through June 1 after several instances of looting and property damage occurred throughout the city on May 31.

A city-wide curfew was in effect starting at 8 p.m. on Monday to 6 a.m. on Tuesday. The curfew was going to be enforced by the city’s police department.

In DeKalb, a Black Lives Matter rally to protest police killings and ongoing violence inflicted upon people while under the custody of law enforcement seemed to end at 6 p.m. Sunday night, but three hours into demonstrations, chanting and marching from the DeKalb Police Department and into the streets occurred.

There were no clear connections between the peaceful protestors Sunday and those who looted several businesses in DeKalb.

The bright sunshine is a welcome sight in our area. The fresh air smells so good with our windows open. The familiar call of the birds fills the quiet of my backyard. Spending time outside feels like we’re just a little closer to our Creator. This is His day and for that, we thank Him. This morning, Pastor Charlotte Hoppe led our online church service on Facebook Live. She brought a message for Pentecost Sunday. We really enjoy seeing friends from near and far check-in with us online.

This afternoon, I made lunch for my friend, Teresa, which we ate outside on my deck. The weather was perfect for being outside. The bugs seemed to enjoy it, too. I really appreciate visiting with friends especially in these difficult times.

In the evening, Charlotte Hoppe and I met in Dixon for dinner with outdoor

seating. The restaurant was quite popular adding to the fun of the evening.

Charlotte and I caught up on the major events and discussed the many television shows and movies we have been watching.

I received many messages asking about Stephanie and the events happening in Minneapolis. She and João are safe where they live. They, like so many of us, are deeply saddened by all that is going on in their city.

Later this evening, I received a call from Clint. The sound of his laughter on the other end of the phone always brings me such joy. We talked about everything from the Marines to his siblings. I am so grateful for my children and all they have added to my life.

This is my last week of my school summer vacation. The summer semester will be starting this week. I have already registered for the fall semester, too. That will complete my classes, leaving only student teaching left to do.

I have formed some very strong bonds over homework projects and lesson plans from the past eighteen months.

On my very first night of class, I was so nervous. Not only was I taking a leap of faith by making this career change, I was doing it without knowing anyone else in class.

Right away, my classmate Valerie and I partnered up for an activity. We have been partners now for nearly every

It turns out that we have quite a few things in common. We are about ten years apart in age, but we both are making drastic career changes. Her commitment to the classwork and intriguing questions inspire me to keep going.

On the first day of class, I had no way of knowing that we would become such great friends. It just happened. I really had no way of knowing how much I would need this great class partner. But God did.

So many times, we go through situations not realizing how the people around us will impact our lives. If I had sat on the other side of the room, I probably would have become partners with someone else. God is in the details.

He is in all of those little moments, in ways that we can’t even fathom until time has passed. Only then, will we realize the importance of those moments.

Even during this time at home, in the uncertainty and anxiety, God is there. In ways so small, we may not see Him until it’s all over.

God is with you and me.

My hope continues to be that we will meet again, in person or online, and spend together in worship. Pine Creek Christian Church can be found on Facebook Live through the month of June.

COVID-19 UPDATE

BY JEFF HELFRICH jhelfrich@oglecountynews.com The Ogle County Health Department reported its fourth death in the county on Monday, June 1. It reported its third on Wednesday, May 27.

The OCHD reported two new COVID-19 cases on Tuesday, totaling 220. Recoveries stand at 174, with five

new ones reported Tuesday.

Ages and locations of the individuals are not being released to protect their privacy.

The Illinois Department of Public Health site said Tuesday that there are 139 cases in the 61068 zip code that includes Rochelle, Creston and White Rock.

Stillman Valley’s zip code, 61084,

has nine cases in it according to the IDPH site.

Byron’s zip code, 61010, has 12 cases. Davis Junction (61020) has 13 cases.

The zip codes that house Oregon (61061) and Mt. Morris (61054) have 10 and seven cases, respectively.

Polo’s zip code, 61064, has 10 cases in it.

Around a dozen people sat and ate and drank at Sledgehammer’s in Oregon shortly after it reopened for the first time in 10 weeks on May 29.

Owners Jason and Melissa Stombaugh received nearly 250 reservations for the bar’s weekend that included live bands. Sledgeham-

mer’s new deck was unveiled and equipped with an outdoor bar, social distancing signs, hand sanitizer and a portable bathroom.

“All of our tables are pretty much reserved,” Jason Stombaugh said.

“They’re at all different times. The last couple of days it’s been a scramble getting everything together. It’ll be hit or miss. I think people are still scared to come out.”

Robb and Terri Basler sat with drinks on the upper level of the deck. They were drawn out by the fresh air and nice weather, as well as wanting to help small businesses that have been closed.

“Eating out is something we do sporadically,” Robb Basler said.

“Now, it’s something about supporting local establishments. This place has only been up for a year.

You almost feel like it’s your civic duty to go and do it.”

3rd street Jimmy and Kris Martinaitis sat in Oregon’s S. 3rd Street municipal parking lot area and ate Hazel’s for breakfast Friday morning. Later, they came back for pizza and beer from Cork & Tap. “We love to support local people,” Jimmy said. “We support each other. I think it’s going to change. But this is acceptable and doable for now. We love the beer and we miss the beer. But we miss the people more.”

Kris marveled at how quickly the businesses and city put together the outdoor dining and drinking area that included a fence, tables, chairs and a sanitizing station.

The weather was a deciding factor in the couple coming out.

“It’s a beautiful day,” Kris said.

“We love to sit outside. It almost feels like it’s a holiday. Or when prohibition ended.”

Do we need another Harriett Tubman?

Maybe I have watched too much TV but I have found myself glued to the television wondering how do you as a city handle all of this? The night the secret servicemen protected the White House left me remembering other times in years past when this area was in danger.

The next day when a secret serviceman was interviewed, I found

80 percent of those burning and destroying were from other states.

They were there to do just that, burn and destroy!!!

You can read in the newspaper what group they represent.

I thought again of Harriet Tubman who was one of the most successful conductors on the Underground Railroad. What she went through to rescue her people from the chains of slavery was more than anyone else could have done.

She was never satisfied until she helped one more group to freedom.

The bravery she exhibited in the face of danger was truly remarkable. Maybe we need another Harriet Tubman or Dr. Martin Luther King to lead all of us to where we need to go.

All Harriet Tubman ever received from those she led to safety was “God bless you.”

Let us all turn to the power of prayer to lead our country to where it needs to go.

Instead of marching and movement maybe we need quiet groups of people in prayer to get our nation back on track.

When Rita Jacks and I exchanged books to read, she had given me the book “A Woman Called Moses.”

It is the life story of Harriet Tubman and while I had heard her life portrayed by Kathryn Harris, I had never read the story of this individual’s life.

Some of the text I found even difficult to read since I am not a person of violence.

I was already in a frame of mind of the terrible things the African American race had to endure. So the recent unfolding of the Minnesota news pictures added to what was there in my mind at the present time.

Everyone was quite jolted by the first news release.

The civil unrest spreading over our country has added to what we have already experienced in the last

But doesn’t this burning a police car or two lead to a business or two or three or more?

I noticed that most cities lost a police car or two at the time and do they say, “Where is the oldest police car we have that is expendable?”

How far do you let something escalate? Who then builds back the businesses for those areas? One was a new business that a young black couple had just started and was not even open yet.

A young girl was interviewed and she was there to quietly, peacefully protest the unjust part of the situation. Beside her walked another young person with a sack full of bricks and bottles. On that person’s mind was something totally different.

Did the young girl ever realize they each had a totally different agenda?

Our grandson Alan lives in Minneapolis and he said that 50 to

East Oregon once was known as “Sand Town” Editor’s note: Otto Dick, Oregon has researched the people, places and events important in the Oregon area’s history for the Ogle County Historical Society. The following is one of a series of the articles he has written.

BY OTTO DICK Even though Oregon was founded in 1836 it was almost 50 years before families started settling in East Oregon.

The largest immigration came in the 1930’s during the depression. The men worked at the Foundry, Etnyre’s, Carnation, the Piano Factory and the railroad.

There were very few cars in East Oregon so they walked to work.

Keeping house was not easy as it was an endless job keeping the sand out. This area earned the nickname of “Sand Town”.

They lived without electricity, gas and phones.

Their biggest chore was carrying water.

There was no grocery store so they walked across the bridge for groceries. If you purchased too many to carry they would deliver. The grocery stores were Siebert Brothers and Murdock’s.

Later there was a gas station where they went for penny candy and snuff for dad. Fifty years after the first families settled in East Oregon in 1971 Mr. Kapperman opened his grocery store.

They purchased groceries on credit paying at the end of each month.

Harry Boyden Jr. moved to East Oregon in 1917. His home was located where the Park East is now located. He had a truck garden and didn’t mind if East Oregon residents took a melon as long as they didn’t destroy the patch.

There was an oasis called “Oregon Country Club.” It didn’t mean much to east-siders except that it looked pretty and gave boys a chance to earn money in the summer.

The caddies were paid 30 cents for 9 holes and sometimes they received tips.

Wednesday was Ladies’ Day and Saturday and Sunday Men’s Day. The caddies would go to the course at 6 a.m. and stay until 5 p.m. in the afternoon. This was a long day not to mention carrying heavy golf bags. Caddies were not allowed to play golf, just caddy.

Bernice Reed Nelson wrote in 1937 that Mrs. Mae Nedrow fondly called “Mom” taught and conducted Outdoor Sunday School. Later the East Oregon Church was built and dedicated in 1943.

Their entertainment was swimming in Kyte Creek, winter sledding at the golf course, checkers, berry picking in the summer, nut cracking, candy making and Sunday Matinees at the Oregon Theatre. Mom gave us dimes for admission.

They walked to the Pleasant Hill School located two miles east on Route 64. This school constructed of limestone is now a home.

As you entered the school the girls coat room was located on the right side and the boys on the left. The stove was located in the front. The teacher came early and started the fire.

The teacher’s desk was located in the back with the recitation bench in front of her desk. On the walls were located pictures of Lincoln and Washington and the flag.

They had outside toilets for boys and girls located a good distance apart. There were 35-40

students with 25 of them from the farms.

The teacher had all eight grades teaching all subjects. Music was singing once a month. Some of their favorite songs were, My Bonnie Lies Over the Ocean, Old Black Joe, Carry Me Back to Old Virginia and My Old Kentucky Home.

At Christmas the students presented a play for their parents. In 1939 a new East Oregon School was built in East Oregon. It was used as a school until 1960 and is now apartments.

I played football with Dick Johnston and Don Pazera both from East Oregon. Don Capes also from East Oregon worked many hours with the

depot gang for several years.

When I walk in the back door at the depot to me that is Don’s door because he restored it.

The 1928 census showed a population of 283 people living in East Oregon, some of these were original settlers. These people living in East Oregon were survivors.

Even though they were negatively called Sand Towners they contributed to this community.

Dick Johnston was a valuable asset at Etnyre’s and Don Capes graduated from Northern Illinois.

I am pleased to remember I never looked down upon anyone from East Oregon.

ALL patrons may check out items if they call in or request through email. This is the same for all libraries not just our neighboring institutions. You may leave a voicemail with your full name, number, and requests if we are unavailable.

There is no fine on previously checked out items. All notices for holds will come from library staff members. PrairieCat has turned off all notifications.

If using the app: first download the app then enter your library as Mt. Morris Public Library, IL. Click register on the next prompt. If using a web browser: visit mtmorrisreads.readsquared.com then click register at the top right corner of the page.

Once in the app or website you will be guided through registration. Your age will automatically place you in the right group. Create a user name and password that is easy to remember and follow prompts. After you have registered feel free to explore the page! There are places to log books, write reviews, see suggestions, view and complete missions, and even play games.

New missions will become available every Monday beginning June 1. Games will unlock as certain goals are met. Feel free to contact us any time for help with READsquared.

Big news! Due to the COVID-19 pandemic, Mt. Morris and Oregon Public Libraries are temporarily waiving nonresident fees and offering that anyone living within the boundaries of the Oregon Unit School District can sign up for a temporary library card.

This special digital card will allow access to the library’s electronic resources for a limited time period which will be helpful in supporting students’ e-learning as well as meet other informational and recreational needs.

“Eagles Nest Tree”, the hand-forged, black iron railing located on the center of the steps leading into the Library, was installed in August 1978.

The creator of the project was Neil Anderson, a blacksmith and graduate from Northern Illinois University who was an Ogle County Artist in Residence commissioned through the Highland Area Arts Council in Freeport under a federally funded CETA grant.

Kaufman has been practicing dentistry in Mt. Morris for 42+ years.

He graduated from Mt. Morris High school In 1971 and has worked in the community ever since.

“Unfortunately, because of the virus we won’t be able to have a gathering with the personal contact we would love, but we can recognize him and show our appreciation in this way,” said an email from his office. “Decorating your car with signs of appreciation would be great!

Ogle officers, vehicle assist at Freeport protests ‘It was not a peaceful protest’, sheriff says.

BY JEFF HELFRICH jhelfrich@oglecountynews.com After working their shifts Sunday, many Ogle County Sheriff’s Deputies put on 80 pounds of SWAT gear and deployed to Freeport. Eleven deputies and three tactical paramedics deployed in full gear and an armored vehicle to assist Stephenson County with managing one of hundreds of protests going on around the country stemming from the death of George Floyd, an unarmed black man that was killed by a police officer in Minneapolis last week.  “I’ve got no issue with protesting and voices being heard,� Ogle County Sheriff Brian VanVickle said. “We saw rocks being thrown and general destruction of the downtown area and businesses. There were unexploded Molotov cocktails found the next day. It was not a peaceful protest.�

VanVickle and his deputies were in Freeport from 7:30 p.m. Sunday until 3 a.m. Monday morning.

They also returned on Monday evening due to “threats of violence.�

VanVickle said Monday night was “quiet� and Freeport implemented a curfew. The Ogle County sheriff’s department became involved in Freeport after a request through for mutual aid was issued after several windows were broken out of the Stephenson County Courthouse.

VanVickle said it’s unclear whether he and his deputies will have to go again. “Nothing is off the table, including going somewhere else in the

Our paramedics treated a few protestors. None of our deputies were hurt. I was pleased with how we performed.�

VanVickle said the only report of a protest in Ogle County was in Rochelle on Sunday, but it ended up being nonviolent and “real small and vocal.�

Ogle County continues to be in contact with state officials on any intelligence regarding protests or threats of violence, VanVickle said.

He embraces protests, as long as they’re nonviolent like Rochelle’s. “We fully support that,� VanVickle said. “It’s destruction of property that we don’t violate. People in Ste-

phenson County will come help us if we have something here.�

VanVickle said command staff like himself were sent to the Freeport protests to make decisions.

Deputies are trained on the emergency procedures each month. The armored vehicle was “heavily utilized� and helped law enforcement get into position. Deputies wore SWAT vests and equipment like ballistic helmets. Patrol rifles weren’t used, but batons were, VanVickle said. “We have a good system going,�

VanVickle said. “It worked like we thought. We moved people to where we needed to.�

Freeport Mayor Jodi Miller issued an executive order on Mon-

day declaring a State of Emergency through June 1 after several instances of looting and property damage occurred throughout the city.

A city-wide curfew was in effect starting at 8 p.m. on Monday to 6 a.m. on Tuesday. The curfew was going to be enforced by the city’s police department.

VanVickle said there were “some arrests� Sunday night but could not give a total.

The bond for some of those arrested has been as high as $1 million, $250,000 and $100,000, he said.

Ogle County did make one arrest for obstructing a peace officer, but the paperwork was done in Stephenson County.

Next annexation properties discussed

BY JEFF HELFRICH jhelfrich@oglecountynews.com The Polo City Council voted 3-1 on Monday to officially annex 40 acres of land bordering the city’s west limits. The land belongs to David and Laurie Sherrick and is between the Buffalo Creek subdivision and Oregon Trail Road.

Alderman Donald Sanders was the lone vote against the annexation.

Aldermen Jim Busser and Keith Chesnut were absent from Monday’s meeting.

“The Sherricks own a subdivision,” Sanders said last month.

Now there’s a group of people in town on the economic development committee and some on the council that want the city to purchase that land and develop it. We don’t need to be in the real estate business.”

Knapp has said that the city buying the subdivision in the future is possible, but that the Sherricks agreed to support the annexation regardless of whether it’d be purchased or not.

The council approved a second round of stimulus loans for its small businesses to combat the impacts of COVID-19, totaling $22,500.

The businesses include Morgan’s Tree Service, 2nd Hand Rose, Lighthouse Sweets, Northern Illinois TV, Grobe’s Twin Performance, Dambman Lawn Mower Hospital LLC, Celebrations Catering, Gardenview Restaurant and the English Garden Spa. Alderman Justin Grobe, who owns Grobe’s Twin Performance, abstained from the vote related to his business.

The loans become forgivable if the businesses stay open for 12 months after they reopen.

The ordinance was approved 3-1.

It was opposed by Alderman Randy Schoon. Alderman Justin Grobe and Jim Busser were absent from the meeting.

The ordinance is similar to those for special occasions with outdoor drinking in the city.

“We’re totally behind our tax-paying businesses,” Polo Mayor Doug Knapp said. “We’re doing anything and everything we can to accommodate them and help create revenue.”

No streets will be closed off for seating or beer gardens. Some sidewalks

areas will be closed off. A 48-inch area still needs to be left to allow for foot traffic. Areas with drinking are required to be fenced off and patrons need wristbands to show they’re 21 or older.

The ordinance allows businesses to use parking spaces if needed.

The Polo City Council approved an ordinance lifting some restrictions to help its restaurants and bars comply with phase three of Reopen Illinois at a special meeting May 28.

The Chicago Fire of Major League Soccer agreed to partner with OPD on a grand opening before the COVID-19 pandemic.

“They still are willing to come out when we do a grand opening after all of this,” Folk said. “We still want to do something. This has been a huge undertaking.”

OPD has another new-age amenity at Park West. A Sona play arch has been installed and is ready for use.

It is manufactured by Yalp, the same foreign company that produced the Toro court.

The Sona arch senses movement and has learning games to get kids active. The arch has also tested well with seniors and is handicap accessible. It can be used by groups or

individuals.

“We walk through the park almost daily and I’ve seen people of all ages just walking up trying to figure out what it is,” Folk said.

The arch cost $22,000 and was

bought at a discounted price as a floor model at an expo. There are others in the United States.

The timing of adding new amenities couldn’t have come at a better time, Folk said. Park visitors can get active in small groups while many of the district’s usual indoor or larger group programs are on hold due to COVID-19.

The thinking behind technologically-advanced amenities like the Toro court and Sona arch is to cater to children and individuals that may need more stimuli than typical playgrounds or sports fields provide.

“We want to provide more interactive opportunities for all ages,” Folk said. “You have your traditional playgrounds, and we still have plenty of them. We’re trying to add things you won’t find somewhere else.”

The Oregon Park District won’t just be finishing its newly-renovated Park West next month.

It’ll also be unveiling its new Toro court at the location, the first in the United States.

The court is divided into four triangles and includes four electronic goals. It can be used for soccer and hockey play. The technology has been tested and used overseas for years. It will be finished in time for a two-on-two league to begin on June 16 that will follow social distancing guidelines.

The plan is for the handicap accessible court to be used by all ages.

Larger leagues will be done continuously when the COVID-19 pandemic ends.

“It’s not going to be locked,” Executive Director Erin Folk said. “It’s something that will be available from dawn until dusk. If kids want to ride up here on their bikes and use it, that’s what we want them to do. I think you’ll see a lot of kids get excited about it and pursue it.”

Folk and the park district decided to erect the Toro court after attending a conference in 2018 and seeing one on display. Youth soccer numbers in the park district have “greatly increased” in the past 5-7 years, Folk said.

The total cost of the court was $80,000, 50 percent of which was covered by a grant.

Polo grad launches worldwide fitness clothing brand Free Spirit Outlet hopes to reach $1M in sales this year

BY JEFF HELFRICH jhelfrich@oglecountynews.com When Taylor Chaney attended her first expo representing her clothing brand, she had to split a booth with a local police department.

“People had no idea who we were or what we were doing,” Chaney said.

In January of this year, Chaney returned to that same expo and had 200-300 people there to see her clothing brand.

Chaney started Free Spirit Outlet with her boyfriend, Ben Hogge.

They hope to reach $1 million in sales for this year and have sold to customers in 40 countries.

The brand caters more to women’s workout clothing but also has men’s clothing. Chaney and Hogge run it from Austin, Texas and have added two other partners to the business, Sarah Ackman and Johnathan Kuntzman.

Chaney, now 23, spent two years at Sauk Valley Community College after graduating from Polo High School. She then attended Illinois State University for a year before dropping out to start Free Spirit Outlet with Hogge.

“We both wanted more out of life,” Chaney said. “We were both into fitness and decided to start the clothing brand.”

Chaney and Hogge packed as much of their belongings as they could into a four-door sedan and moved to Texas. They sold everything that didn’t fit.

“It was extremely scary,” Chaney said. “My parents were scared for me.”

Stacey Chaney and Perry LaGee are now proud for their daughter.

Stacey always asks when her daughter can fly home to see her. Perry understands the grind of the business side. They’re supportive.

Starting Free Spirit Outlet was tough for Chaney and Hogge. After opening their site in July 2018, they lived off cash for the first nine months and had no more than $100 in sales a day on average in that period.

They did $3,000 in sales in March of 2019. In July 2019, they did $50,000 in sales and acquired bigger endorsers and grew to be worldwide. They only ship orders once or twice a month because inventory sells out so fast.

“Ben keeps it cool,” Chaney said.

“I was thinking we’d do great but I didn’t know when. I kept a positive mindset. Ben hid his skepticism. We couldn’t spend on things. I couldn’t go to concerts or get my nails done.”

Free Spirit Outlet’s motto is “unapologetically you.” Chaney’s original plan was to finish college as a psychology major. She was a first generation college student. But she never really enjoyed school. She had no idea what she wanted, but she found it.

Outside of hitting the $1 million sales mark for the year, Chaney and Hogge’s goals include starting a flagship store in Austin and growing their network of ambassadors.

“The expos made me think that it’d be OK,” Chaney said. “We always made our money back and more. People had no idea who we were or what we were doing. And look at us now.”

It’s official: Restaurants, bars can serve cocktails to go Pritzker signs law providing relief to establishments

BY REBECCA ANZEL Capitol News Illinois SPRINGFIELD — Illinois restaurants and bars can serve cocktails to go Tuesday after Gov. JB Pritzker signed an initiative designed by lawmakers to provide establishments with financial relief in the wake of COVID-19 challenges.

Those businesses are “some of the hardest hit” by the public health emergency, the governor said in a

press release after signing the bill into law.

“This legislation will provide these businesses with a critical tool to bring in additional income until they can safely and fully reopen their doors once more,” he added.

Chicago Democratic Sen. Sara Feigenholtz sponsored the initiative in her chamber. She said Illinois is one of 34 other states to have such “a survival tool” on the books.

Alcoholic beverages are available for customers only in pick-up and delivery orders, and must be served in a sealed container with a tamper-proof lid, according to the

law. Drivers delivering mixed drinks must store them in a trunk or other compartment inaccessible to them while operating the motor vehicle.

Those working for third-party delivery services, including DoorDash and GrubHub, cannot bring residents the cocktails to go.

The law, set to expire one year from Tuesday, additionally postpones late fees and liquor license fees for restaurants and bars. It also authorizes a license extension for any establishment that suffered business interruptions due to the novel coronavirus pandemic.

“Cocktails to go is a small but important initiative designed to help our hospitality industry get back on its feet after COVID-19,” Democratic Rep. Michael Zalewski, from Riverside, said in a written statement.

House Bill 2682 was sent to the governor by the General Assembly on May 29 after passing both chambers on a bipartisan basis near-unanimously six days earlier.

It was introduced over a year ago as legislation creating three aviation-related government funds. The same day representatives and senators concluded their special session, Feigenholtz proposed an amendment gutting and replacing that original language with the bill that legalizes cocktails-to-go.

At the south end of town, Joanne Canfield, owner and operator of Joanne’s Total Image and Spa, was fine tuning Ada Rosenbalm’s perm.

“I am all by myself today, so today is kind of an experiment to see how it all goes,” Canfield said. “On average, a person’s hair grows a half

of an inch a month and we’ve been closed for about 10 weeks so I think everyone is pretty happy to see us again. We’re completely booked up for today.”

Rosenbalm was glad she was one of those bookings.

“I’ve been hoping for a month now that they’d be open,” Rosenbalm said.

“I haven’t had to fix any home

colorings today, but I am sure that is coming,” said Canfield laughing.

And up at Lowden State Park, Len Quirk opened the concession stand offering firewood, ice, ice cream and other camping essentials.

“We’ve had a steady stream of customers,” Quirk said. “We’ll have our hot dog cart out tomorrow. We had to move some things around, but its nice to be open again.”

Oregon salons, barbershops were ready to open

After being off for 10 weeks, the owner of Joanne’s Total Image Salon & Spa in Oregon knows that she’s not ready.

“I’ve been doing this for 42 years,” Canfield said. “I’ve never had this much time off before. Being home and not with people is not the way I am. I love my employees and customers.”

Canfield said she and her staff were “ecstatic” to open on May 29 in accordance with phase three

of Reopen Illinois. JTI is entirely booked for the first few weeks of June. The first people serviced will be those that had appointments before the closure.

Canfield and her staff have been fielding calls from people looking to come in and be one of the first to get their hair cut. She plans to extend the salon’s hours and work a few extra herself.

“Everyone is calling,” Canfield said. “The phone has not stopped ringing. It’s just going to be a whole new world. It will be a crazy few weeks figuring out what the new norm is going to be. We will do as much as possible. Be nice to the receptionists out there.”

Sitting and talking with coffee was common at JTI before the pandemic.

That won’t be the case anymore. Clients must wear masks and practice social distancing.

Canfield doesn’t like to think about the amount of money she lost during the closing, but called it a “very sizable amount.” She has bills and building expenses that didn’t stop.

She spent her time off applying for payroll protection and a downstate small business stabilization grant through the city. The latter was a 40-page application that could yield a $25,000 grant. She hasn’t heard yet if she got it. Canfield has nine employees at JTI and another five

at the Curves fitness center she also owns, which can’t currently open due to state guidelines.

“My savings dwindled to almost nothing,” Canfield said. “It’s time to replenish them.”

Oregon Barber Shoppe Angie Stafford has never taken appointments at the Oregon Barber Shoppe.

In her 22 years in the industry, the Barber Shoppe owner has found that men weren’t the best with appointments and had to be reminded with phone calls. She’s now required to take appointments under state

“I am ready to shop,” Hilliker said as she walked through the store in Washington Corner. “I don’t mind wearing the mask. I wish I didn’t have to, but I don’t mind.”

Simply Home owner and operator Diane Weber was also ready for customers to return.

“We were originally set to open on June 1, but we ended up coming back early to town so we decided to open today,” she said. “We are happy and people are happy that we are open again.”

Weber plans to modify her hours for next week before returning to regular hours in two weeks.

“In two weeks we will be back to regular hours, Tuesday through Friday, 10 a.m. to 5 p.m. and Saturday, 10 a.m. to 3 p.m.,” Weber said.

Across the street, Meggan Dickson-Grennan was hard at work styling a customer’s hair at w@sh. “We are booked,” said Dickson-Grennan while sporting her ‘Essential’ T-shirt under her stylist cape.

Three buildings to the west, Flori and Ben Zeqiri of Bela’s, were busy putting up large round tables and chairs behind their restaurant.

“We can also use the seating over there,” said Flori pointing to the area provided by the city in the S.

“It’s funny how taking an appointment can turn into a 10-15 minute conversation with someone you haven’t seen in 10 weeks,” Stafford said.

“We’re very excited, but it’s scary with the new normal. We don’t want people to get it or spread it here. You don’t want that scorch mark on your business.”

Stafford has four employees. Two will be working on Friday. One is booked up until next Thursday and the first couple of days are full for the Barber Shoppe. Stafford doesn’t think anyone will forget their appointments this week.

Stafford has a feeling people will still try to walk in during the new protocol.

Her receptionist will try to work with those people and schedule them for as soon as possible.

“It’ll be interesting to see if we continue to take appointments after this,” Stafford said. “This could change my business.”

The Barber Shoppe has been in business for four years. Stafford said she was fortunate to have some savings to help with costs while closed.

She had to put in personal money to pay for bills. She applied for and got a disaster relief grant, but that money was “eaten up quickly.”

Stafford did apply for and was denied payroll protection through the Small Business Administration. She learned later she could’ve applied through her local bank. She was disappointed that they didn’t reach out to her.

The closing had differing effects on Stafford’s employees. One received unemployment. Another that makes similar money was denied.

Stafford said she has spent up to $1,500 on cleaning supplies including gloves, spray and capes.

“Everything is so expensive,” Stafford said. “I bought a touchless thermometer that was $90. All that after not having income.”

As far as recouping money that could have been made, Stafford thinks that ship has sailed. But she thinks things will be up and going quickly. She hopes customers will be generous. She thinks her business will be as strong as it was before the closing.

“I love what I do and being here,” Stafford said. “I don’t care about masks or wiping things down. I’m excited to work and see everyone.”

Dickson-Grennan called the time off strange and hated the feeling of being told her business isn’t essential.

“It’s more than a haircut,” Dickson-Grennan said. “They share their wins and losses in that chair. Stylists know clients’ close information.

They confide in us. It’s hard to cut those ties.

On the other hand, Dickson-Grennan enjoyed the time to spend with family and completed an expansion on her shop.

The result was w@sh doubling its square footage to 900 and adding three stations.

As a result, w@sh is now hiring to fill all of its five stylist stations.

“If I hadn’t been forced to do this, I don’t know if I’d be as successful,” Dickson-Grennan said. “We made changes. I never had time to do ideas I had. I had 10 weeks. As much as it

was draining, it was also a gift in disguise. We’re coming out of it bigger and better.”

The closure did have adverse financial impacts on w@sh. Dickson-Grennan was unsure for a while how she’d pay for the renovations.

Things will be tight for a while, she said.

“There will be no extras right now,” Dickson-Grenan said. “I need our stylists to have a home. Every extra penny will go to the business rather than to my personal life.”

Merle married Ms. Betty L. Kaltenbach on Dec. 22, 1951 in Quincy. He was a veteran of the United States Army.

In 1949, after the service, he graduated from Western Illinois University with his teaching degree.

In 1966 he moved to Polo and became the Superintendent of the Polo School District for over 22 years.

He was a member of the Church of the Brethren and the Lions Club both in Polo.

He was preceded in death by his wife Betty and brother Joseph McCaffrey.

A drive through visitation was held

May 30 at the Polo Family Funeral Home, 110 E. Dixon St., Polo. He was laid to rest next to his wife in a private graveside service.

Lorraine L. Meyer, 86, passed away on Saturday, May 23, 2020 at Pinecrest Community Nursing Home in Mt. Morris.

Lorraine was born on March 26, 1934 in Aberdeen, South Dakota, the daughter of Ernest and Lottie (Noble) Knie.

Their family moved to Illinois and she graduated from Polo High School in 1952. Lorraine married Vernon Meyer on Sept. 26, 1953 in Polo. He preceded her in death on May 29, 2017.

Cindy was a member of the VFW Auxiliary in Dixon and enjoyed spending time with her family and friends.

The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity.

Contaminants that may be present in source water include: Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.

Inorganic contaminants, such as salts and metals, which can be naturally-occurring or result from urban storm water runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming.

Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the EPAs Safe Drinking Water Hotline at (800) 426-4791.

In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. FDA regulations establish limits for contaminants in bottled water which must provide the same protection for public health.

Some people may be more vulnerable to contaminants in drinking water than the general population.

Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have Pesticides and herbicides, which may come from a undergone organ transplants, people with HIV/AIDS variety of sources such as agriculture, urban storm or other immune system disorders, some elderly and infants can be particularly at risk from water runoff, and residential uses. infections. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Source of Water: OREGONTo determine Oregon's susceptibility to groundwater contamination, information obtained during a Well Site Survey performed by the Illinois Rural Water Association on October 20, 1998 was reviewed. Based on this information, several potential sources of contamination were identified within proximity of this water supply's wells. The Illinois EPA does not consider the city's source water susceptible to contamination. This determination is based on a number of criteria including: monitoring conducted at the wells; monitoring conducted at the entry point to the distribution system; and the available hydrogeologic data on the wells. In anticipation of the U.S. EPA's proposed Ground Water Rule, the Illinois EPA has determined that the water supply is not vulnerable to viral contamination. This determination is based upon the completed evaluation of the following criteria during the Vulnerability Waiver Process: the community's wells are properly constructed with sound integrity and proper site conditions; a hydrogeologic barrier exists that should prevent pathogen movement; all potential routes and sanitary defects have been mitigated such that the source water is adequately protected; monitoring data did not indicate a history of disease outbreak; and a sanitary survey of the water supply did not indicate a viral contamination threat. Because the community's wells are constructed in a confined aquifer, which should minimize the movement of pathogens into the wells, well hydraulics were not considered to be a significant factor in the vulnerability determination. Hence, well hydraulics were not evaluated for this groundwater supply.

Regulatory compliance with some MCLs are based on running annual average of monthly samples.

Level 1 Assessment:

A Level 1 assessment is a study of the water system to identify potential problems and determine (if possible) why total coliform bacteria have been found in our water system.

Level 2 Assessment:

A Level 2 assessment is a very detailed study of the water system to identify potential problems and determine (if possible) why an E. coli MCL violation has occurred and/or why total coliform bacteria have been found in our water system on multiple occasions.

Maximum Contaminant Level or MCL:

The highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology.

Maximum Contaminant Level Goal or MCLG: The level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety.

Maximum residual disinfectant level or MRDL:

The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.

The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.

OGLE COUNTY SHERIFF Ogle County Sheriff Brian VanVickle reports the following activity May 26 Jesse Lapointe, 37, of Forreston was arrested at 7:59 a.m. for driving with a suspended license and a Colorado FTA warrant for dangerous drugs after deputies conducted a traffic stop in the 10000 block of North Illinois 2. Lapointe was additionally issued a citation for operating a motor vehicle where the registration is suspended. Lapointe was transported to the Ogle County Jail where he was held in lieu of bond.

Charles E. Gordon III, 22, of Rockford was arrested at 7:33 p.m. for driving while under the influence of alcohol after deputies responded to the area of 17000 East Crill Road for a report of a one vehicle crash. After an investigation, it was determined that Gordon III drove his Ford Mustang into the ditch.

Gordon and the two other occupants of the vehicle were uninjured. Gordon was transported to the Ogle County Jail where he was held in lieu of bond.

Anthony Kerce, 42, of Oregon was arrested at 8:06 p.m. for driving while under the influence, aggravated driving while under the influence, driving while license revoked and driving while license

suspended after deputies conducted a traffic stop on River Road at CL Myers Drive.

Kerce was transported to the Ogle County Jail and held without bond pending his court appearance on May 27.

May 27 Timothy Patzka, 50, of Rockford was arrested at 12:16 p.m. for driving while license revoked, obstructing a peace officer, illegal transportation of alcohol, and four outstanding warrants out of Rockford, Ogle, Lee, and Lasalle Counties after Deputies conducted a traffic stop in the 4000 block of North Illinois 251.

Patzka was transported to the Ogle County Jail where he is being held in lieu of bond.

Jada Williams, 18, of Junction City, Wisconsin was arrested for driving while license suspended after being stopped for speeding on Interstate 39. Williams released on an I-Bond.

May 29 Joseph Geesey, 55, of Mt. Morris was arrested at 6:33 p.m. for driving while under the influence of alcohol after deputies conducted a traffic stop in the 3000 block of South Lowell Park Road for a traffic violation. Geesey was transported to the Rochelle Police Department and

was released on a $3,000 I-Bond.

May 30 Ronald J. Reittinger, 37, of Leaf River was arrested at 9:48 p.m. for driving while under the influence of alcohol and disorderly conduct after deputies responded to a disturbance call in Leaf River. Upon arrival, Deputies learned Reittinger has left the residence. Shortly after, Reittinger was spotted and deputies initiated a traffic stop in the 400 block of East 3rd Street in Leaf River.

Reittinger was transported to the Ogle County Jail where he was held in lieu of bond.

Zackary D. Huff, 33, of Davis Junction was arrested at 4:55 a.m. for three counts felony criminal damage to property, criminal damage to state-supported property, aggravated battery to a police officer and resisting arrest after deputies responded to a damage to property call on High Road in Stillman Valley.

After further investigation Huff was located at 118 Azalea Ave. in Davis Junction. Huff was transported to the Ogle County Jail and held in lieu of bond.

At 1:26 p.m. the Ogle County Sheriff’s Office, Lynn Scott Rock Fire Department, and the Lynn Scott Rock Ambulance responded to a two-vehicle accident

with injuries in the 12,000 block of East Illinois 72.

A silver Ford Taurus was traveling westbound on Illinois 72 when it crossed over the centerline striking the driver’s side of a brown Chevrolet Silverado traveling eastbound. Both vehicles came to a stop in the south side ditch.

The driver of the Ford Taurus, Michael D. Lord, 60, of Stillman Valley, was transported to Kishwaukee Community Hospital with minor injuries. The driver of the Chevrolet Silverado, Dewey D. Barnes, 68, of Kirkland refused medical treatment at the scene. The accident remains under investigation.

June 1 Robert A. Romero, 35, who is homeless, was arrested at 1:20 a.m. for disorderly conduct and resisting arrest after deputies responded to a rural address on West Henry Road in regards to an unwanted subject. Romero was taken to the Ogle County Jail where he was held in lieu of bond.

Richard D’Onofrio, 61, was arrested for aggravated assault and disorderly conduct after deputies responded to a domestic disturbance at 3920 N. East Line Rd. in Monroe Center. D’Onofrio was held in lieu of bond at the Ogle County Jail.

OREGON POLICE Oregon Police Chief Shawn Melville reports the following police activity.

May 18 Cade A. Stephenitch, 17, of Dixon, was issued a citation at 10:53 p.m. for speeding, 57 mph in a 40 mph zone. This violation occurred in the 300 block of E. Washington Street.

May 24 At 1:58 p.m., Oregon Police responded to a disturbance call in the 500 block of S. 2nd Street resulting in the arrest of Tracy L. Altherr, 23, of Oregon, for domestic battery, endangering the life or health of a child, fleeing or attempting to elude a police officer and reckless driving. Altherr was transported to the Ogle County Jail. These violations occurred in the 500 block of S. 2nd Street.

May 23 Jose G. Correa, 17, of West Chicago, was issued at 2:08 p.m. citations for speeding, 60 mph in a 45 mph zone, violating the graduated driver provisions by having more than one passenger in the vehicle, and operating an uninsured motor vehicle. These violations occurred in the 100 block of E. Washington Street.

At 4:17 p.m., police investigated a two-vehicle traffic crash at the intersection of 4th and Washington Streets involving a 2008 Chevrolet driven by Anjelica L. Brockman, 25, of Mt. Morris, and a 2018 Honda driven by Joseph W. Simpson, 33, of Lombard. Brockman was

May 25 At 5:30 p.m., police investigated a hit and run in the 1800 block of W. Washington Street resulting in the arrest of Ryan C. L. Miller, 30, of Polo, on an outstanding Ogle County warrant for failure to appear on a driving while license suspended charge and an outstanding Whiteside County warrant for failure to appear on a driving while license sus-

pended charge. Carlson W. Jones, 30, of Oregon, was also issued traffic citations for failure to report an accident and driving while license revoked. Jones was also issued a city citation for violating the unlawful dumping ordinance for the city of Oregon.

May 29 Lauryn O. Johnson, 21, of Moline, was arrested at 9:59 p.m. on an outstanding St. Clair County warrant for retail theft.

Johnson was also charged with improper container for cannabis as a driver and issued citations for speeding, 45 mph in a 30 mph zone, use of a cell phone while driving, and operating an uninsured motor vehicle. Johnson was transported to the Ogle County jail.

May 31 At 6:04 p.m.,police investigated a one-car traffic crash in the Casey’s General Store lot, located at 901 W. Washington Street involving a 2014 Buick driven by Abigail L. Virgil, 16, of Oregon.

No citations were issued.

Five parking citations and one verbal warning issued from May 18-31.
